Car sales increase by 55% in FY22

Car sales
Auto sales surged by a whopping 55% during the fiscal year 2021-22, however, growth is seen moderating as borrowing costs rise and as parts markers struggle to meet demand, The News reported.

Arif Habib Limited in its commentary noted that the yearly auto sales reached an all-time high of 279,700 units (+55% year-on-year) during FY22.

Data released by Automotive Manufacturers Association (PAMA), showed that car sales rose 103.5% in June 2022 year-on-year.

The association reported that passenger car sales (PAMA member cars) increased by 54.9% to 234,180 units in FY22 compared with 151,182 units sold during the same period last year. Sales in June 2022 remained higher by 103.5% to 23,547, compared with 11,569 units in June 2021.

During the period, sales of 1,300cc and above car were recorded at 104,321 units, up 39% compared with the same period last year’s sales of 75,097 units. It included 35,197 units of Honda Civic and City, 6,190 units of Suzuki Swift, 56,528 units of Toyota Corolla and Toyota Yaris, 3,610 units of Hyundai Elantra, 2,782 units of Hyundai Sonata and 14 units of BAIC D20.

The sale of 1,000cc cars was recorded at 46,300 units, up from 30,169 units during the FY21. This included 23,169 units of Suzuki Cultus and 23,131 units of Suzuki WagonR. Below 1,000cc cars, sales were recorded at 83,559 units from 1,403 units sold during the same period last year.

Buses and trucks saw an increase to 6,498 units in FY22 from 4,347 units in FY21.

Meanwhile, the sale of jeeps and pick-ups increased to 45,087 units from 30,215 units sold during the same period last year. Sales of tractors rose to 58,947 units from 50,920 units.

The sale of rickshaws and motorbikes slightly fell to 1.821 million units during FY22 against 1.903 million units of the same period last year.

Topline Securities analyst Sunny Kumar said car sales (including sales of non-PAMA members) clocked in at 33,000 units up by 24% month-on-month primarily due to the resolution of production issues and higher working days as compared to May 2022.

Pak Suzuki Motor Company (PSMC) and Hyundai Nishat recorded the highest ever monthly sales of 16,009 units and 1,871 units in June 2022. PSMC sales were up 31% month-on-month in June 2022.

 “All variants of the company reported an increase in a range of 37-94% on a month-on-month basis except for Wagon-R and Swift where sales were down by 5% and 4% month-on-month, respectively.

Similarly, Hyundai Nishat’s sales were up 9% month-on-month led by an increase in sales of Tucson, 897 units (up 40%) and Porter 283 units (up 268%).

Indus Motors posted an increase of 7% month-on-month to 6,309 units due to an increase in sales of Corolla and Yaris by 4,453 units (up 4%). Honda Atlas Car also recorded an increase of 34% month-on-month to 3,903 units in June 2022 led by an increase in sales of City and Civic by 18%.

Amongst Tractors, Millat Tractors recorded an increase of 75% month-on-month to 4,389 units and Al-Ghazi Tractors’s sales up 33% to 3,201 units. This takes total tractor industry sales to 59,000 units, up 16% year-on-year in FY22.

Italy inches toward early election amid political impasse

Italy might need early elections to overcome a political impasse, government officials said on Friday, after Prime Minister Mario Draghi tendered his resignation in the wake of a mutiny by a coalition partner.

President Sergio Mattarella rejected Draghi's resignation on Thursday and asked him to address parliament next week to get a clearer picture of the political situation.

If unity cannot return swiftly to government ranks, the only alternative would be for an election to be called in the autumn, Foreign Minister Luigi Di Maio said, warning that an early vote would be welcomed by Russia, but would damage Italy's economy.

"If Draghi falls, we vote," he told RTL radio, adding that without a fully functioning government in the coming months, Italy would risk losing billions of euros in European Union post-pandemic recovery funds and would not be able to enact measures to combat climbing energy costs.

"The Draghi government and the coalition that supported it must continue, but right now I see it as very, very difficult."

Draghi's 18-month-old government was thrown into turmoil by the populist 5-Star Movement, which boycotted a parliamentary confidence motion on Thursday on Draghi's plans to tackle the growing cost of living, arguing they did not go far enough.

Critics say the party, which was torn apart by a schism last month, was acting merely out of self interest, anxious to raise its profile with voters following a slump in the opinion polls.

The risks of political chaos has unnerved financial markets with the premium Italy pays over German debt rising to a one-month high on Friday.

Underscoring those concerns, European Central Bank policymaker Olli Rehn said Italy could be hit particularly hard by a European energy crisis in the wake of its political crisis, saying Draghi had brought "much-needed stability, perseverance and firmness to Italian decision-making."

Speaking in his native Finland, Rehn said: "It may be that we will see a very difficult period in Italy."

A national election is due in the first half of 2023 and bringing the vote forward would give parties little time to draw up manifestos and prepare their lists of candidates.

However, two sources in the prime minister's office, who declined to be named, expressed pessimism over the future of the coalition, saying Draghi was determined to stand down. The most likely outcome was a vote in early October, they said.

In that case Draghi could stay on in a caretaker capacity, but would not be able to draw up budget for 2023 or enact reforms demanded by Europe in return for the recovery funds.

"Italy cannot do without Mario Draghi," said Renato Brunetta, the public administration minister and a member of the centre-right Forza Italia party. "We cannot lose the credibility and trust we have gained in Europe and the world in such difficult times," he wrote on Twitter.

Draghi, a widely respected former ECB president, has played a prominent role in the EU's response to Russia's invasion of Ukraine, helping draw up economic sanctions on Moscow and sending weapons to Kyiv.

None of the parties in the national unity government have called for elections in the wake of Draghi's resignation offer. However, the one major group that stayed outside the coalition, the far-right Brothers of Italy, embraced the idea at once.

Led by Giorgia Meloni, the Brothers of Italy has seen its support soar during its time in opposition and looks likely to emerge as the largest single party in the next parliament.

"With Draghi's resignation, this legislature is over," Meloni wrote on Twitter. "Elections immediately."

Italy has not had an autumn election since World War Two as that is normally the period when the budget is drawn up.

The 5-Star is likely to come under heavy pressure from other coalition partners to back down in its confrontation with Draghi and allow his administration to see out the legislature, but there was no immediate sign of any shift in its position.

"We now have 5 days to work so that parliament confirms its trust in the Draghi government and Italy emerges as quickly as possible from the dramatic crisis it is currently entering," said Enrico Letta, head of the centre-left Democratic Party.

US House votes for India sanctions waiver over Russian S-400 Missile deal

The US House of Representatives, with a majority of voice votes, has passed an India-specific legislative amendment — proposed by Indian-American Congressman Ro Khana — giving an expemtion to New Delhi over its missile purchase from Moscow.

According to a report, under the amendment, India would be protected from punitive actions under the Countering America’s Adversaries Through Sanctions Act (CAATSA).

The legislative amendment was passed on Thursday as part of an en-bloc (all together as a single unit) amendment during floor consideration of the National Defence Authorisation Act (NDAA).

It became a sticking point in India-US ties after New Delhi inked a deal to secure the S-400 missile defence system from Moscow, in the midst of the Russia-Ukraine war.

India has also violated US sanctions on buying oil from Russia.

However, Khanna’s proposition argued that the amendment was needed to deter China’s influence in the region.

"The United States must stand with India in the face of escalating aggression from China. As vice chair of the India Caucus, I have been working to strengthen the partnership between our countries and ensure that India can defend itself along the Indian-Chinese border," said Khanna, the US representative from California's 17th congressional district.

Govt may jack up power, gas tariffs following Punjab by-polls

Ahead of the by-poll in 20 constituencies of Punjab scheduled to be held tomorrow (Sunday), the government has made deliberate efforts to avoid hiking gas and electricity tariffs.

The increase in electricity and gas tariffs, which is to be announced in order to comply with the conditions laid forth by the International Monetary Fund (IMF), has not been notified yet.

The federal cabinet meeting held under the chairmanship of Prime Minister Shehbaz Sharif a day earlier also did not take up the issue under consideration.

The Economic Coordination Committee (ECC) had partially approved the hike in gas tariff for different slabs ranging from 43 to 353%. The number of slabs was reduced from seven to five.

However, when contacted, Federal Minister for Information Marriyum Aurangzeb confirmed that the federal cabinet did not give its nod on increasing the gas tariff on Friday.

Meanwhile, Federal Minister for Finance and Revenue Miftah Ismail told the publication after the cabinet meeting that they had sent the summary back to the Ministry of Petroleum to bring some changes in the summary for some of the sectors due to which the calculation got changed.

Hence, the summary was referred back with the direction to make fresh calculations. He also confirmed that the federal cabinet did not take up the hike in gas tariff in Friday’s meeting.

Under the Oil and Gas Regulatory Authority’s (OGRA) Amended Act, there is a defined period of 40 days after the determination of tariff by the regulator following which the determined tariff would become applicable automatically.

On the other hand, the ECC approved the hike in electricity tariff of Rs7.92 per unit in base tariff. However, it was approved to be done in a staggered manner. It had been decided that the electricity tariff would be hiked in three phases, starting from Rs3.25 per unit in July, Rs3.25 per unit in August/September and remaining in October 2022.

The Ministry of Power consulted the Law Division to explore options for requesting the regulator, the National Power Electric Authority (NEPRA), to review the earlier decision.

But official sources said that there were two different issues pending before the NEPRA. First, the petition for imposing a unified tariff was pending before the regulator and the authority would take it up next week.

Secondly, a review petition was filed by the distribution companies (DISCOs), asking the regulator to grant permission for allowing more tariff increases than determined by the NEPRA.

Under the NEPRA law, if there is no review petition filed, then the tariff determined by the NEPRA would have been notified automatically after 30 days of the determination of the tariff. The government, the sources said, approached the NEPRA before Eid-ul-Azha in order to avoid automatic notification of the determined tariff.

Top official sources said that Islamabad will have to notify both gas and electricity tariffs at all costs before the IMF’s Executive Board meeting, which is expected to be held after the second week of August 2022.

COVID-19: Deaths hit double digit as cases continue to surge

Pakistan’s COVID-19 death count entered double digits in a single day after a gap of 4.5 months, National Institute of Health (NIH) data showed Saturday morning.

According to NIH, 10 deaths were reported in Pakistan in the past 24 hours, the highest number of deaths since March 4 when 11 deaths were reported.

During the last 24 hours, 22,451 COVID-19 diagnostic tests were conducted across the country, out of which 737 came back positive, resulting in a 3.28% positivity ratio.

NIH said 189 COVID-19 patients are still in critical condition and being treated at different medical facilities.

Experts blame two sub-variants of the Omicron variant, namely BA.4 and BA.5, for the recent rise in COVID-19 cases in Pakistan, saying that they have escape mutations that are giving them an edge.

They say the sub-variants have also been infecting people who are already vaccinated or have already been infected with COVD-19, but no evidence is available to show if they are causing any severe disease among the vaccinated.

Facebook to allow up to five profiles tied to one account
Meta Platforms Inc said on Thursday its flagship social network Facebook is introducing ways for users to maintain up to five profiles, a major shift from the "real name" requirement the company has maintained since its inception.

The product change would "help people tailor their experience based on interests and relationships," like posting different types of content aimed at family versus friends, Meta said in a statement.

The company will continue to require that each user have only one Facebook account, with the main profile that continues to use the person's real name. People will be able to access any additional profiles they create after logging in to that account.

The change grants users formal leeway to semi-anonymize their identity on the world's biggest social network, in keeping with options offered by competitors like TikTok and Twitter, as well as Meta's own photo and video app Instagram.

In its statement, Meta said its rules against impersonation and other types of misleading representations of identity would continue to apply to all profiles.

A Meta spokesperson said the company was testing the new approach in certain countries but declined to specify which ones.

The health of Pakistan batting great Zaheer Abbas is improving but remains in a hospital in London, his wife said on Wednesday.

“Zaheer’s condition by the grace of Allah is improving but he is still in the hospital,” Zaheer’s wife told media.

To a question, Zaheer’s wife said the Pakistan Cricket Board was in contact with her, adding PCB chairman Ramiz Raja had talked to her to inquire about Zaheer’s health.

Known as Asian Bradman for his superb batting display, 74-year-old Zaheer was hospitalised due to deteriorating health in London last month.

The 78-Test veteran, who suffered from Covid-19 in 2021, again faced the same situation while travelling from Dubai to London in mid-June. After reaching London, he was taken to hospital in a critical condition and remained in the ICU for several days.

The Sialkot-born Zaheer, who played for Pakistan from 1969 to 1985 and acted as president of the International Cricket Council (ICC) in 2015-16, suffered from back pain when he was in Karachi before leaving on June 1 for the UAE where he stayed for two weeks before leaving for London.

The federal cabinet on Friday approved the formation of a committee which will deliberate whether treason proceedings under Article 6 should be initiated against PTI’s top leadership, including the party’s chairman, Imran Khan.

In a post cabinet meeting press conference, Minister for Information Marriyum Aurangzeb said the cabinet approved the formation of a committee under Minister for Law Azam Nazeer Tarar.

The information minister said the cabinet, which met with Prime Minister Shehbaz Sharif in the chair, welcomed the Supreme Court’s detailed judgment in a suo motu case related to the ruling by former National Assembly deputy speaker Qasim Suri on the no-confidence motion against then-PM Khan.

On April 3, before voting could commence against Khan, Suri dismissed the vote, describing it as "unconstitutional", and backed by "foreign powers".

The SC's detailed judgment, however, rejected PTI's foreign conspiracy claims and said the courts give verdicts on evidence not speculations.

The court noted that no inquiry was ordered into the matter to ascertain the nature or extent of involvement of any person in Pakistan to seek or receive the support of a foreign state to move the no-confidence motion.

Moreover, in an additional note, Justice Mazahar Alam Khan Miankhel observed that President Arif Alvi, then PM Khan, then NA speaker Asad Qaiser, ex-deputy speaker Suri, and former law minister Fawad Chaudhry had violated their authority, and left it up to the parliamentarians to decide whether their acts could be prosecuted under Article 6.

“A special committee has been formed under the chairmanship of law minister Azam Nazeer Tarar [...] which will present its suggestions in the next meeting of the federal cabinet,” said Aurangzeb in her briefing today.

Tayyaba Gul case

Talking about Tayyaba Gul, who has claimed that she was asked to stay at the Prime Minister's House for nearly 20 days during Khan’s tenure, Aurangzeb said a commission has been formed to probe the matter.

“The PM's Office contacted Tayyaba Gul, and according to her, she was abducted and held captive at the PM's House for 18 days,” the information minister said.

Aurangzeb said Gul had launched a complaint on the PM’s Portal, but instead of listening to her complains related to sexual harassment and sexual abuse, the woman was called to the PM's House and "held captive".

Gul, who has accused former NAB chief Justice (retd) Javed Iqbal of sexual harassment, has alleged that former premier Khan used her videos to have his National Accountability Bureau cases closed and blackmailed the then-opposition.

She has claimed that NAB turned against her when she refused to join Iqbal in a flat.

Gul alleges when she lodged a complaint on the prime minister’s portal, she was called by then principal secretary Azam Khan to the PM’s House.

The resignation of Sri Lanka's president has been accepted, the crisis-hit country's parliamentary speaker announced on Friday, after he fled the country earlier this week and notified him from Singapore that he was stepping down.

The formal declaration makes Gotabaya Rajapaksa — once known as 'The Terminator' for his ruthless crushing of Tamil rebels — the first Sri Lankan head of state to resign since it adopted an executive presidency in 1978.

He emailed in his resignation from Singapore after flying to the city-state from the Maldives, where he initially escaped after demonstrators overran his palace at the weekend.

“Gotabaya has legally resigned” with effect from Thursday, speaker Mahinda Yapa Abeywardana told reporters. “I have accepted the resignation.”

Under Sri Lanka's constitution, Prime Minister Ranil Wickremesinghe — whose departure is also being demanded by protesters — will automatically become acting president until parliament can elect an MP to succeed Rajapaksa for the rest of his term.

The legislature will be summoned on Saturday, Abeywardana told reporters at his residence, adding he hoped to complete the election process “within seven days”.

Rajapaksa's departure came after months of protests over what critics said was his mismanagement of the island nation's economy, leading to severe hardships for its 22 million people.

At a seafront boulevard that has served as the headquarters of the protest movement that ousted him, a small crowd gathered its remaining strength late on Thursday to celebrate his resignation.

Only a few hundred people were there to mark the milestone, with many veterans of the protest movement exhausted after enduring tear gas barrages and tense confrontations with security forces in the preceding days.

“I certainly feel, I think the crowd here definitely does feel, quite happy about it,” activist Vraie Balthaazar told AFP.

Rajapaksa, his wife Ioma and their two bodyguards arrived in Singapore from the Maldives on board a Saudia airline flight.

As president, Rajapaksa enjoyed immunity from arrest, and he is understood to have wanted to go abroad before stepping down to avoid the possibility of being detained.

The former Maldivian president Mohamed Nasheed is believed to have played a behind-the-scenes role in getting him out of the country, and said Rajapaksa feared he would be killed if he remained.

“I believe the president would not have resigned if he were still in Sri Lanka, and fearful of losing his life,” Nasheed tweeted.

Singapore's foreign ministry confirmed Rajapaksa had been allowed to enter the city-state for a “private visit”, adding: “He has not asked for asylum and neither has he been granted any asylum.”

He is expected to look to stay in Singapore for some time, according to Sri Lankan security sources, before potentially moving to the United Arab Emirates.

The spiralling economic crisis led to Sri Lanka defaulting on its $51 billion foreign debt in April, and it is in talks with the IMF for a possible bailout.

But the talks have been thrown off course by the political upheaval, and an IMF spokesman said on Thursday the fund hoped the unrest can be resolved soon so negotiations can resume.

The island has nearly exhausted its already scarce supplies of petrol, with the government ordering the closure of non-essential offices and schools to reduce commuting and save fuel.

Protesters exit

In Colombo, demonstrators on Thursday left several of the emblematic state buildings they had occupied in recent days after Wickremesinghe instructed security forces to restore order and declared a state of emergency.

Witnesses saw dozens of activists leave Wickremesinghe's office as armed police and security forces moved in.

The capital was put under curfew and armoured personnel carriers patrolled some areas.

Hundreds of thousands of people had visited the prime minister's compound since it was opened to the public after he fled and his security guards backed down.

By Thursday afternoon, the gates were closed, with armed guards posted both inside and outside.

Police said a soldier and a constable were injured in clashes with protesters outside the national parliament as security forces beat back an attempt to storm the legislature.

Protesters also left the studios of the main state television station after breaking in on Wednesday.

The main hospital in Colombo said about 85 people were admitted with injuries on Wednesday, with one man suffocating to death after being tear gassed at the premier's office.

The military and the police were issued fresh orders on Thursday to firmly put down any violence, and warned troublemakers they were “legitimately empowered to exercise their force”.

But student Chirath Chathuranga Jayalath, 26, said: "You cannot stop this protest by killing people. They'll shoot our heads but we do this from our hearts."

After striking a staff-level agreement with the IMF, Pakistan has made plans to generate approximately $9 to $10 billion in loans from other multilateral creditors, including the World Bank, Asian Development Bank and Islamic Development Bank through programme and project lending during the current fiscal year.

The revival of the IMF programme will pave the way for the provision of a Letter of Comfort (LoC) from the Fund and the revival of programme/policy lending from the WB, ADB and IDB.

The IMF’s Executive Board is expected to meet after the second week of August 2022 to consider the combined approval of the seventh and eighth reviews and the release of $1.17 billion tranche under the Extended Fund Facility (EFF).

However, the revival of the IMF programme hinges upon price increases only, and the Fund failed to mention any desired structural reforms for removing bottlenecks of the economy that ultimately resulted in the surfacing of twin deficits, known as the budget deficit and the current account deficit.

The IMF literally ignored the rising inflation in its statement on the occasion of striking staff level agreement with Pakistani authorities, giving strength to the perception that Washington-based lender is totally indifferent to miseries being faced by inflation-stricken middle-income salaried and pensioners.

The flow of circular debt touching Rs850 billion has raised many eyebrows because there is total electricity billing of Rs1,600 billion out of which piling up of circular debt of Rs850 billion caused shocks and alarm bells among the policymakers.

The IMF statement also confirmed that the government had allocated Rs68 billion to Rs72 for the provision of Sasta Petrol and Sasta Diesel, which is a peanut amount in the aftermath of escalating inflationary pressures.

When contacted about plans for the IMF’s executive board meeting, Minister for Finance Miftah Ismail on Thursday said that it would be held after the second week of August 2022 for approving Pakistan’s request for the release of $1.17 billion tranche.

To another query regarding the resumption of programme loans from other multilateral creditors, Miftah Ismail replied that Pakistan was expecting $9 billion as budgetary/project loans and there would be a separate amount from the IMF as well. So, in totality, there are indications that Islamabad will muster up dollar loans of approximately $10 billion from multilateral creditors during the current fiscal year 2022-23.

A statement issued by the IMF on Thursday morning stated that an International Monetary Fund (IMF) team, led by Nathan Porter, has finalized discussions for the combined seventh and eighth reviews of Pakistan’s economic program supported by an IMF Extended Fund Facility (EFF). At the conclusion of the discussions, Porter stated, “The IMF team has reached a staff-level agreement (SLA) with the Pakistan authorities for the conclusion of the combined seventh and eight reviews of the EFF-supported program. The agreement is subject to approval by the IMF’s Executive Board. Subject to Board approval, about $1,177 million (SDR 894 million) will become available, bringing total disbursements under the program to about $4.2 billion. Additionally, in order to support program implementation and meet the higher financing needs in FY23, as well as catalyze additional financing, the IMF Board will consider an extension of the EFF until end-June 2023 and an augmentation of access by SDR720 million that will bring the total access under the EFF to about US$7 billion.

“Pakistan is at a challenging economic juncture. A difficult external environment combined with procyclical domestic policies fuelled domestic demand to unsustainable levels. The resultant economic overheating led to large fiscal and external deficits in FY22, contributed to rising inflation and eroded reserve buffers.

“To stabilise the economy and bring policy actions in line with the IMF-supported program, while protecting the vulnerable, policy priorities include steadfast implementation of the FY2023 budget. The budget aims to reduce the government’s large borrowing needs by targeting an underlying primary surplus of 0.4 percent of GDP, underpinned by current spending restraint and broad revenue mobilisation efforts focused particularly on higher-income taxpayers. Development spending will be protected, and fiscal space will be created for expanding social support schemes. The provinces have agreed to support the federal government’s efforts to reach the fiscal targets, and Memoranda of Understanding have been signed by each provincial government to this effect.

“Catch-up in power sector reforms: On the back of weak implementation of the previously agreed plan, the power sector circular debt (CD) flow is expected to grow significantly to about PRs850 billion in FY22, overshooting program targets, threatening the power sector’s viability, and leading to frequent power outages. The authorities are committed to resuming reforms including, critically, the timely adjustment of power tariff including for the delayed annual rebasing and quarterly adjustments, to improve the situation in the power sector and limit loadshedding.

“Proactive monetary policy to guide inflation to more moderate levels. Headline inflation exceeded 20 percent in June, hurting particularly the most vulnerable. In this regard, the recent monetary policy increase was necessary and appropriate, and monetary policy will need to be geared towards ensuring that inflation is brought steadily down to the medium-term objective of 5–7 percent. Importantly, to enhance monetary policy transmission, the rates of the two major refinancing schemes EFS and LTFF (which have over recent months been raised by 700 bps and 500 bps respectively) will continue to be linked to the policy rate. Greater exchange rate flexibility will help cushion activity and rebuild reserves to more prudent levels.

It should alleviate fears of a near-term challenging scenario and unlock funding from other multilateral lenders and friendly countries. All this should help build Pakistan’s foreign exchange reserves which have fallen below $10 billion. One hopes that this will calm the FX and Euro bonds market which have been quite uneasy for the past few months.”

He explained it would be wise to think of the next few months as breathing space, with the realisation of the severity of challenges both on the domestic and global front. The energy sector would be the most challenging. The circular debt of Rs850 billion reached in FY22 in the power sector is far above what one would have hoped and seriously threatens the financial viability of the power sector at a time of global energy shortages.

Much beyond pricing adjustments are needed to create sustainability, including reforms of DISCOs, a new tariff, strengthening the policy and regulatory environment besides negotiation with IPPs, he concluded.

Govt slashes fuel prices

Prime Minister Shehbaz Sharif, in his address to the nation on Thursday, announced that the price of petrol was being cut by Rs18.50 and diesel by Rs40.54.

The price cut, which takes place after four rigorous rounds of hikes, will go into effect at midnight tonight.

The prime minister began his speech by explaining that he had inherited a "troubled economy" from the previous government. "The previous government trampled on the agreement it had with the IMF and laid landmines for us," he said.

PM Shehbaz said the PTI government, during its final few weeks, had slashed fuel prices even though the government's coffers were empty. "This was done so our government would fall into difficulties."

He explained why his government had to increase petrol prices after taking over. "With a heavy heart, and due to rising oil prices in international markets, we increased prices."

The prime minister acknowledged that the decision had burdened the underprivileged segment of the society. "We had no other way. We had to take tough measures."

"However, today with God's blessing, oil prices are declining in global markets and it is by his mercy that today we have got the chance to reduce the prices," he added.

PM Shehbaz indicated that the benefit of any further decline in global oil price will also be passed to the public.

He reserved special praises for Finance Minister Miftah Ismail for his part in reviving the loan facility with the International Monetary Fund but hoped that the current deal would be the last one. "After this, we will try to stand on our own feet."

The prime minister said that the path ahead could be "thorny and difficult" but in the end, he said, "I reassure you that good times will come soon."

Earlier, the announcement of the PM's address was made by Information Minister Marriyum Aurangzeb in a tweet. "Prime Minister Shehbaz Sharif will address the nation tonight at 10:10pm which will be broadcast live on Pakistan Television and Radio."

The prime minister is widely expected to slash fuel prices. PML-N Vice President Maryam Nawaz all but confirmed it while addressing an electoral rally in Khushab minutes before the PM was to address the nation.

Earlier today, Finance Minister Miftah Ismail promised the nation "relief" in petrol and diesel prices in light of declining global crude oil prices as well as the staff-level agreement with the International Monetary Fund.

Govt welcomes SC verdict on Qasim Suri’s ruling

The government on Thursday hailed the Supreme Court's detailed judgment that explained why it had set aside former National Assembly deputy speaker Qasim Khan Suri's controversial ruling on the no-trust move against the then prime minister Imran Khan, while the PTI termed it to be "full of contradictions".

The verdict, authored by Chief Justice Umar Ata Bandial, stated that Suri had breached his constitutional duty by dismissing the no-confidence motion.

The top judge said the April 3 ruling failed to qualify for protection of the internal proceedings of parliament under Article 69(1) as it was “not the outcome of a vote in the national assembly instead, it was a unilateral decision”. The law states: "The validity of any proceedings in Majlis-i-Shoora (parliament) shall not be called in question on the ground of any irregularity of procedure."

Justice Bandial also observed that the controversial action by the deputy speaker triggered a chain of events, the most concerning aspect of which was that it allowed the then PM to claim the constitutionally repugnant outcome of avoiding the no-trust motion without a vote by the assembly.

Welcoming the apex court's detailed verdict, Prime Minister Shehbaz Sharif said it had exposed the "lies and propaganda" of the PTI chief and his government.

"Utterly shameful how Imran Khan tried to undermine the Constitution and manufactured the lie of regime change," he said, adding that the judgment was a "must read" for everyone.

Federal Minister for Law and Justice Azam Nazeer Tarar also endorsed the verdict and said that it would serve as an example in the future.

Addressing a press conference in Islamabad alongside PM's Adviser on Kashmir Affairs and Gilgit-Baltistan Qamar Zaman Kaira, the minister said that the court had proven once again that it would always uphold the Constitution and protect the people's mandate.

"The SC has declared that the deputy speaker's ruling was unconstitutional and undemocratic," he said. He also pointed out that the verdict stated the "ruling was based on ill-intention".

He said that the apex court had clarified that Pakistan was at a critical juncture where it would need to make decisions to stop such practices from taking place in the future. "And it has now given the government and parliament the responsibility to take suitable measures to prevent such a situation."

The minister claimed that the detailed verdict was the "final nail in the coffin" of Imran's foreign conspiracy narrative as the cypher, which Suri used to dismiss the no-trust vote, was never shown to the court and was also not discussed in parliament.

"If the matter was as grave as Imran portrayed it to be, why didn't he bring the document to parliament? What did he take it with himself to rallies and wave it at the public?" he contended.

"With all of this and the SC's judgment, all the political parties in the country have come to the conclusion that the so-called narrative was brought to illegally stop the no-confidence vote," Tarar said.

Meanwhile, Kaira said that everything that happened on April 3 was a "conspiracy against the institutions and the Constitution" of Pakistan.

"We have said this time and again: Imran Khan is a fascist man whose party is bent on spreading hatred and polarisation in the country."

Imran, he claimed, only wanted to work with people who agreed with what he said while all those who disagreed were termed a "traitor".

PTI called the Supreme Court’s judgment, rejecting the party's foreign conspiracy theory, "full of errors" in a suo motu case over former National Assembly deputy speaker Qasim Suri’s ruling on the no-confidence motion against ex-prime minister Imran Khan.

 “The history of Supreme Court decisions in Pakistan has not been that bright,” PTI leader Fawad Chaudhry said in a press conference on Thursday after the apex court, in a detailed judgment, noted that the SC was not satisfied as insufficient evidence had been presented to support PTI's claim of foreign interference.

Chaudhry claimed that the PTI had urged the apex court to investigate the matter and submitted documents related to the “cipher” to the court, but the SC turned down the request and asked the party to not “speak on the cipher in detail”.

The PTI leader said the SC judgment states that there wasn’t enough material to back the foreign conspiracy theory as “the court did not even bother to look at the evidence”.

In the detailed judgment, the court noted that no inquiry was ordered into the matter to ascertain the nature or extent of involvement of any person in Pakistan to seek or receive the support of a foreign state to move the no-confidence motion.

"The reservation on the part of the NSC to recommend stronger measures against the alleged foreign conspiracy probably reflects the inadequacy of the material to take more assertive action. This perhaps also explains the lacklustre response by the PCS and the members of the treasury in their respective meeting and sitting of 31.03.2022."

Moreover, the PTI leader claimed that people are aware of why the SC “did not want to investigate the cipher” as once the probe of the alleged conspiracy begins, then a conversation — that “they want to avoid” — will take place.

The PTI and party chairman Imran Khan have repeatedly blamed a United States-backed conspiracy that led to their government’s ouster on April 11 — and eventually led to the formation of the coalition government.

Chaudhry said that the justices should have “read the cipher” before penning the judgment and added that once the PTI comes back into power, it will quash the order through Parliament.

 “Right now, the assembly is occupied, but once the PTI forms government with ⅔ majority, we will quash this judgment through the National Assembly,” the PTI leader said.

Commenting on Justice Mazahar Alam Khan Miankhel’s additional note, Chaudhry said that “if we begin to pursue cases under article 6, we will find there are more people to hang than there are nooses”.

In his additional note, the justice observed that President Arif Alvi, then PM Khan, then NA speaker Asad Qaiser, ex-deputy speaker, and former law minister Chaudhry had violated their authority.

 “Whether these acts attract Article 6 of the Constitution (high treason) is also left open to be determined by the parliamentarians to ponder whether they should leave open the doors to such unconstitutional acts or take suitable measures to stop such a mess in future,” he had suggested.

IMF has no objection to reduction in fuel prices: Miftah

Finance Minister Muftah Ismail has said that petrol will be made cheaper today (Thursday) and the International Monetary Fund (IMF) has no objection to it.

The Pakistani authorities and the IMF finally reached a staff-level agreement over the release of $1.17 billion to support the country’s fragile economy, the international money lender revealed Thursday morning.

Talking to the media in Islamabad, Miftah said that the prices of petroleum products will be lowered today instead of waiting till July 15 as Prime Minister Shehbaz Sharif wants to give immediate relief to the people. He said that the finance ministry has received a summary from the Oil and Gas Regulatory Authority (Ogra) recommending a cut in prices and the Fund has no objection to it.

Congratulating the nation on reaching an agreement with the IMF, Miftah said that the nation stood by PM Shehbaz Sharif in difficult decisions.

"Nations see difficult times and the Pakistani nation understands the situation during crises but now the time to give relief to the nation after difficult times has come," the minister said.

In line with the directives of Prime Minister Shehbaz Sharif to reduce the prices of petroleum products, the finance ministry has started deliberations after receiving the summary from Ogra.

According to details, the ministry has worked out the reduction in Mogas (petrol) price by Rs15 per litre and diesel by Rs33.99 per litre.

The new price of petrol has been proposed at Rs219.70 per litre after jacking up the petroleum levy (PL) byRs5 per litre to Rs15 per litre, from Rs10 per litre, and diesel Rs241.30 per litre after increasing the petroleum levy to Rs10 per litre from the existing Rs5 per litre.

IMF deal to bring economy out of crisis: PM

Prime Minister Shehbaz Sharif on Thursday said that the revival of the International Monetary Fund (IMF) programme has paved the way for the government to steer the country out of the ongoing financial crisis.

The Fund has said it has reached a staff-level agreement with Pakistan that will pave the way for the disbursement of $1.17 billion, if approved by the IMF board, and that it is considering adding funds to the programme.

In a statement, the IMF said its staff reached an agreement on policies under a review of its Extended Fund Facility (EFF) programme that could bring total disbursements under the programme to about $4.2 billion if approved.

The prime minister, in a statement on Twitter, congratulated the Ministry of Finance and Foreign Office teams — led by Minister for Finance Miftah Ismail and Minister for Foreign Affairs Bilawal Bhutto Zardari — for their efforts in getting the IMF programme revived.

 “It was great teamwork. The agreement with the Fund has set the stage to bring the country out of economic difficulties,” PM Shehbaz said.

PML-N leader and former finance minister Ishaq Dar hoped that the development will bring calm to the forex market and contribute to the “long journey to the macroeconomic stability goal”.

An original $6 billion bailout package was signed by former prime minister Imran Khan in 2019, but repeatedly stalled when his government reneged on subsidy agreements and failed to significantly improve tax collection.

The new agreement follows months of deeply unpopular belt-tightening by the government of Shehbaz Sharif, which took power in April and has effectively eliminated fuel subsidies and introduced new measures to broaden the tax base.

The new government has slashed a raft of subsidies to meet the demands of global financial institutions but risks the wrath of an electorate already struggling under the weight of double-digit inflation.

A new coalition government — which came to power after Khan was ousted by a parliamentary no-confidence vote — has said it will make the tough decisions needed to turn the economy around.

In a bid to secure the IMF loan, PM Shehbaz has imposed three fuel price hikes — cumulatively totalling 50% — and raised the cost of electricity to effectively end the subsidies introduced by Khan.

Moreover, in order to meet higher financing needs, the IMF board will also consider an extension of the EFF until the end of June 2023, and an addition of nearly $1 billion which would bring total access under the program to about $7 billion, it said.

Staff-level agreement sealed with Pakistan, confirms IMF

Pakistan and the International Monetary Fund (IMF) have finally reached a staff-level agreement over the release of $1.17 billion to support the country’s fragile economy, the international money lender revealed Thursday.

"[The] IMF staff and the Pakistani authorities have reached a staff level agreement on policies to complete the combined 7th and 8th reviews of Pakistan’s Extended Fund Facility (EFF)," a statement by the IMF read.

The agreement is subject to approval by the IMF’s executive board.

"Subject to Board approval, about $1,177 million (SDR 894 million) will become available, bringing total disbursements under the program[me] to about $4.2 billion," it said.

In June, Pakistan and the Fund staff achieved substantial progress to strike a consensus on budget 2022-23 after which the IMF shared a draft Memorandum of Economic and Financial Policies (MEFP).

On June 28, Finance Minister Miftah Ismail had announced that Pakistan had received the MEFP from the IMF for the combined seventh and eighth reviews.

The IMF team, led by Nathan Porter, has finalised discussions for the combined seventh and eight reviews of Pakistan’s economic program supported by an IMF EFF.

The IMF, in its statement, further said that, to support programme implementation and meet the higher financing needs in FY23, as well as catalyse additional financing, the IMF Board will consider an extension of the EFF until end-June 2023 and an augmentation of access by SDR 720 million that will bring the total access under the EFF to about US$7 billion.

 “Pakistan is at a challenging economic juncture. A difficult external environment combined with procyclical domestic policies fueled domestic demand to unsustainable levels. The resultant economic overheating led to large fiscal and external deficits in FY22, contributed to rising inflation, and eroded reserve buffers," the IMF statement read.

The statement from the international money lender further stated that the programme will stabilise the economy of Pakistan and bring policy actions in line with the IMF-supported programme while protecting the vulnerable, policy priorities, which include the following.

Imran vows to fight ‘Sharifs-ECP nexus’ in Punjab by-polls

Speaking at a public gathering in Jhang ahead of the by-polls on July 17, the former prime minister alleged that Chief Election Commissioner Sikandar Sultan Raja meets PML-N Vice President Maryam Nawaz and Cheif Minister Punjab Hamza Shahbaz.

The former premier said that the elections on Sunday will decide the future of Pakistan, adding that the PTI will have to win the elections to save the country from "looters and America's slaves".

"Our party is thinking about how to save the elections from getting rigged and preparing the polling agents to stop the rigging," said the PTI chairman, adding that they [PML-N] bribes the agents at the women's polling stations.

The PTI leader further said that his party tried to bring electronic voting machines (EVMs) for transparent elections but they could not be implemented.

A day prior, Khan said that the coalition parties had not come into power to reduce inflation but to abolish the corruption cases registered against them.

He declared the upcoming by-elections in the province a “fight for real independence”, urging the masses to support him against the “turncoats and thieves”.      

It is a “jihad” against the thieves imposed on the nation under the US regime-change conspiracy, he added.

As news of the president's flight spread, thousands of people gathered at the main protest site in Colombo chanting "Gota thief, Gota thief", referring to him by a nickname.

Hundreds of others stormed the prime minister's office, demanding the resignation of Prime Minister Ranil Wickremesinghe.

Wickremesinghe, in his capacity as acting president has declared a state of emergency and imposed curfew in the western province, the prime minister's media secretary Dinouk Colombage told Reuters.

The president's flight brings an end to the rule of the powerful Rajapaksa clan that has dominated politics in the South Asian country for the last two decades.

Protests against the economic crisis have simmered for months and came to a head last weekend when hundreds of thousands of people took over key government buildings in Colombo, blaming the Rajapaksas and their allies for runaway inflation, corruption and a severe lack of fuel and medicines.

Government sources and aides said the president's brothers, former prime minister Mahinda Rajapaksa and former finance minister Basil Rajapaksa, were still in Sri Lanka.

Gotabaya Rajapaksa, his wife and two bodyguards left the main international airport near Colombo aboard a Sri Lankan Air Force plane early on Wednesday, the air force said in a statement.

A government source and a person close to Rajapaksa said he was in Male, the capital of the Maldives. The president would most likely proceed to another Asian country from there, the government source said.

Rajapaksa was due to step down as president on Wednesday to make way for a unity government after protesters stormed his and the prime minister's official residences.

Mahinda Yapa Abeywardena, the speaker of Sri Lanka's parliament, told Reuters partner ANI he was yet to receive any communication from Rajapaksa. A source in the ruling party said the president would send in a letter of resignation later on Wednesday.

That would make Wickremesinghe the acting president, although he has also offered to resign. If he does, the speaker will be the acting president until a new president is elected, as per the constitution.

Protest leaders, however, say the prime minister is allied to the Rajapaksas and have warned of a "decisive fight" if he does not resign by Wednesday afternoon.

"If we don't hear of the resignation of the president and the prime minister by the evening, we may have to gather back and take over parliament or another government building," said Buddhi Prabodha Karunaratne, one of the organisers of recent protests.

"We are strongly against the Gota-Ranil government. Both have to go."

Amid the economic and political chaos, Sri Lanka's sovereign bond prices hit fresh record lows on Wednesday.

The US Embassy in Colombo, which is in the central district of the city, said it was cancelling consular services for the afternoon and for Thursday as a precautionary measure.

WHO warns Covid-19 pandemic 'nowhere near over'
World Health Organisation (WHO) chief Tedros Adhanom Ghebreyesus said he was worried that coronavirus case numbers were shooting up, putting more strain on health systems and workers.

The number of Covid cases reported to the WHO increased 30 per cent in the past two weeks, driven by sub-variants of the Omicron strain and the lifting of control measures.

"New waves of the virus demonstrate again that Covid-19 is nowhere near over. As the virus pushes at us, we must push back," he insisted.

He told a news conference that as transmission increases, governments must also deploy tried-and-tested measures like mask-wearing and improving ventilation.

"Sub-variants of Omicron, like BA.4 and BA.5, continue to drive waves of cases, hospitalisation, and death around the world," Tedros said.

"Surveillance has reduced significantly — including testing and sequencing — making it increasingly difficult to assess the impact of variants on transmission, disease characteristics, and the effectiveness of counter-measures."

Furthermore, tests, treatments, and vaccines are not being deployed effectively.

"The virus is running freely and countries are not effectively managing the disease burden based on their capacity," he said, both in terms of hospitalisation of acute cases and the expanding number of people with long Covid.

'Uncertain and unpredictable'

The WHO's Covid-19 emergency committee met Friday via video conference and determined the pandemic remains a Public Health Emergency of International Concern — the highest alarm the WHO can sound.

WHO emergencies director Michael Ryan told the meeting recent changes in testing policies were hindering the detection of cases and the monitoring of virus evolution.

The committee stressed the need to reduce transmission as the implications of a pandemic caused by a new respiratory virus would not be fully understood, the WHO said in a statement Monday.

The group voiced concern over steep reductions in testing, resulting in reduced surveillance and genomic sequencing.

"This impedes assessments of currently circulating and emerging variants of the virus," the WHO said, feeding the inability to interpret trends in transmission.

The committee said the trajectory of virus evolution and the characteristics of emerging variants remained "uncertain and unpredictable".

It said the absence of measures to reduce transmission increases the likelihood of "new, fitter variants emerging, with different degrees of virulence, transmissibility, and immune escape potential".

Booster boost

Meanwhile, the WHO's European office recommended a second booster shot of a Covid vaccine for older people and vulnerable groups.

Covid cases have been rising sharply since the end of May around most of Europe.

The call followed the EU's health and medicine agencies' recommendation on Monday of a second booster shot for people over 60 years old.

Coronavirus cases have risen 57 per cent in Moscow over the past week, the Russian capital's health authorities said.

"We recommend that you wear a mask in public places because the new Omicron sub-variants BA.4 and BA.5 spread more rapidly from person to person," Moscow social services wrote on Telegram.

And hundreds of thousands of people were under lockdown in a small Chinese city after just one case of Covid-19 was detected, as Beijing's strict no-tolerance virus strategy showed no sign of abating.

The steelmaking hub of Wugang in Henan province announced three days of "closed control".

None of the city's 320,000 people are allowed outside their homes until midday Thursday. Local authorities were to deliver basic necessities.

China is the last major economy glued to a zero-Covid policy, crushing new outbreaks with snap lockdowns, forced quarantines, and onerous travel curbs despite mounting public fatigue and damage to the economy.

Users cautioned against downloading fake versions of WhatsApp

Meta-owned instant messaging service WhatsApp has warned users against downloading fake versions of the application, saying users’ security can be compromised by downloading such versions.

The Head of WhatsApp Will Cathcart, while taking to Twitter, revealed that the company’s security team found a fake version of WhatsApp outside of Google play that was offering new features to users.

 “Recently our security team discovered hidden malware within apps – offered outside of Google Play — from a developer called “HeyMods” that included "Hey WhatsApp" and others,” he tweeted.

At least seven people have been killed and 60 injured in a Ukrainian air raid on the city of Nova Kakhovka in the Russian-occupied Kherson region, TASS reports citing a Russian-backed official.

Ukraine’s officials say their forces destroyed an ammunition depot in the city.

The death toll from a Russian rocket attack that hit an apartment block in Chasiv Yar over the weekend has risen to 34, the State Emergency Service of Ukraine reports.

The White House alleges Russia is turning to Iran to provide it with “hundreds” of UAVs, including weapons-capable drones, for use in Ukraine.

Doctors must offer abortion if mother's life is at risk: US health dept

The Biden administration said on Monday healthcare providers must offer abortion services if the life of a mother is at risk and that procedures conducted under such circumstances would be protected under federal law regardless of various state bans.

The guidance comes days after President Joe Biden signed an executive order easing access to services to terminate pregnancies after the US top court's decision last month to overturn the Roe v. Wade ruling.

The Department of Health & Human Services said on Monday physicians must provide that treatment if they believe a pregnant patient is experiencing an emergency medical condition as defined by Emergency Medical Treatment and Active Labor Act (EMTALA) and if abortion is a "stabilizing treatment".

EMTALA requires medical facilities determine whether a person seeking treatment may be in labor or whether they face an emergency health situation and also protects providers when offering legally mandated abortion services in such situations.

The department said in a statement emergency conditions include "ectopic pregnancy, complications of pregnancy loss, or emergent hypertensive disorders, such as preeclampsia with severe features."

The guidance does not reflect new policy, but merely reminds doctors and providers of their existing obligations under federal law, the health department said.

On Sunday, Biden said he had asked his administration to consider whether he has authority to declare an abortion-related public health emergency.

White House press secretary Karine Jean-Pierre said on Monday declaring a public health emergency would not necessarily free up resources, citing the experience of heavy federal spending for the government's response to COVID-19 and monkey pox.

"It also doesn't release a significant amount of legal authority," Jean-Pierre told reporters. "And so that's why we haven't taken that action yet."

The White House has been under pressure from Biden's own party to take action after the Supreme Court decision last month. Protecting abortion rights is a top issue for women Democrats, Reuters polling shows, and more than 70% of Americans think the issue should be left to a woman and her doctor.

In a separate letter to providers, HHS Secretary Xavier Becerra said EMTALA protects healthcare providers' clinical judgment regardless of the restrictions in the state where they practice.

Becerra wrote a physician or other qualified medical personnel’s professional and legal duty to "provide stabilizing medical treatment, preempts any directly conflicting state law or mandate that might otherwise prohibit such treatment."

Addressing a jalsa in constituency PP-202, ahead of by-polls in Punjab scheduled to be held on July 17, Maryam said that unlike former prime minister Imran Khan, PM Shehbaz never said what should he do regarding rising inflation.

“Keep trusting party supremo Nawaz Sharif and PM Shehbaz, as they will provide relief and the coalition government will take Pakistan out of the mess that the PTI government had created,” she said, adding that they [PML-N] would resolve major issues of inflation and loadshedding.

Maryam told the people of Chichawatni that Pakistan was on the brink of bankruptcy because of Khan. “The coalition government took all the tough decisions, which burdened the masses, because of the wrongdoings of Khan in his tenure,” she said, adding that despite rising inflation PML-N did not hide instead they are standing by the nation.

“The people of Chichawatni have shown that they have rejected Khan,” Maryam said, amid supporters chanting pro-PML-N slogans loudly.

She further added that he [PTI chairman] knows that he has lost the support of the people of the province. “He will face rejection on July 17,” she added.

Maryam said that Khan is "crying" that the by-elections will be rigged because he knows that Punjab will not vote for him. "The people of Punjab will not vote for Gogi [Farah Khan] and Bushra," she said.

She alleged that the Prime Minister's House was used for blackmailing. "Khan, who claims of reducing corruption, actually introduced it. Bushra Bibi introduced a corruption model and Farah Gogi looted the whole province," added the PML-N leader.

“Khan’s corruption plots have been disclosed, however, the former premier is shying away from appearing in people’s court,” she told PML-N supporters present at the jalsa ground.

Maryam further highlighted that instead of shedding light on his four-year performance, “fitna” [Imran] Khan is hurling abuses at the leaders of the incumbent government and is using foul language for women these days. “Why don’t you brief the people about any one of your public welfare programmes,” she added.

Sri Lanka’s fleeing President takes refuge at military base

Sri Lanka’s embattled president was stuck in his own country Tuesday in a humiliating standoff with airport immigration staff blocking his exit to safety abroad, official sources said Tuesday.

Gotabaya Rajapaksa has promised to resign on Wednesday and clear the way for a "peaceful transition of power" following widespread protests against him over the country’s unprecedented economic crisis.

The 73-year-old leader fled his official residence in Colombo just before tens of thousands of protesters overran it on Saturday and wanted to travel to Dubai, officials said.

As president, Rajapaksa enjoys immunity from arrest, and he is believed to want to go abroad before stepping down to avoid the possibility of being detained.

But immigration officers were refusing to go to the VIP suite to stamp his passport, while he insisted he would not go through the public facilities fearing reprisals from other airport users.

The president and his wife spent the night at a military base next to the main international airport after missing four flights that could have taken them to the United Arab Emirates.

Rajapaksa’s youngest brother Basil, who resigned in April as finance minister, missed his own Emirates flight to Dubai early Tuesday after a similar standoff with the airport staff.

Basil tried to use the paid concierge service for business travellers, but the airport and immigration staff said they were withdrawing from the fast track service with immediate effect.

"There were some other passengers who protested against Basil boarding their flight," an airport official told AFP. "It was a tense situation, so he hurriedly left the airport."

Basil, a US dual citizen, had to obtain a new passport after leaving his behind at the presidential palace when the Rajapaksas beat a hasty retreat to avoid mobs on Saturday, a diplomatic source said.

Official sources said a suitcase full of documents had also been left behind at the stately mansion along with 17.85 million rupees in cash, now in the custody of a Colombo court.

There was no official word from the president’s office about his whereabouts, but he remained commander-in-chief of the armed forces with military resources at his disposal.

One option still open to him would be to take a navy vessel to either India or the Maldives, a defence source said.

If Rajapaksa steps down as promised, Prime Minister Ranil Wickremesinghe will automatically become acting president until parliament elects an MP to serve out the presidential term, which ends in November 2024.

Rajapaksa is accused of mismanaging the economy to a point where the country has run out of foreign exchange to finance even the most essential imports, leading to severe hardships for the 22 million population.

Sri Lanka defaulted on its $51-billion foreign debt in April and is in talks with the IMF for a possible bailout.

The island has nearly exhausted its already scarce supplies of petrol. The government has ordered the closure of non-essential offices and schools to reduce commuting and save fuel.

COVID-19 positivity ratio reaches five-month high

Pakistan has recorded the highest COVID-19 positivity ratio of 5.46% during a single day after a gap of five months, the National Institute of Health (NIH) data showed Tuesday morning.

The last time the country recorded such a high positivity ratio — 5.55% — was on February 17. The number of deaths stood at 40 at the time.

According to the NIH data, during the last 24 hours, 4,674 diagnostic tests were conducted across the country out of which 255 came back positive.

The condition of 141 COVID-19 patients, according to the NIH, is critical and they are being treated in intensive care units (ICU) at different medical facilities.

Per the NIH data, only one COVID-related death was reported in the country during the last 24 hours, taking the death toll to 30,424.

Experts blame two sub-variants of the Omicron variant, namely BA.4 and BA.5, for the rise in COVID-19 cases in Pakistan, saying that they have escape mutations that are giving them an edge.

They say the sub-variants have also been infecting people who are already vaccinated or have already been infected with COVD-19, but no evidence is available to show if they are causing any severe disease among the vaccinated people.

Karachi faces electricity suspension after heavy rains

Intermittent heavy rains in different parts of Karachi since Monday evening have inundated many areas of the city, bringing life to a complete halt.

To top it all off, the electricity supply in most areas of the city has been suspended for several hours, making it difficult for people to carry on their day-to-day activities.

Sindhi Muslim Cooperative Housing Society (SMCHS) Block B has been without power for the last 24 hours, while residents of DHA's Khayaban e Badban say the supply of electricity has been suspended for the last 36 hours.

According to Geo News, rainwater accumulated on the main roads and streets of the Defense Housing Authority (DHA), Clifton, Malir, Airport Road, I.I Chundrigar Road, Saddar, Old City Area, Gulistan-e-Jauhar, Federal B Area, North Nazimabad, Korangi, and PECHS.

In addition to residential areas, several main roads of the city, including the NIPA Chowrangi Flyover, Qayyummabad Chowrangi, Arts Council Chowrangi, Supreme Court Registry, Zainab Market, Bolton Market, and MA Jinnah Road have been flooded with rain and sewerage water, affecting the flow of traffic.

Meanwhile, several vehicles and motorcycles broke down on the streets because of the accumulated water.

Owing to the incessant rains throughout Monday, several phases of DHA became flooded with water.  These include Tauheed Commercial Area, Ittehad Commercial Area, Khayaban e Shamsheer, Muslim Commercial, Sea View, Badr Commercial, Saba Avenue, Khayaban e Bahria, 26th Street, Khayaban e Mujahid and Khayaban e Tanzeem were also submerged.

According to the report, rainwater entered many houses, damaging furniture and other household items.

Meanwhile, stagnant water outside the National Institute of Cardiovascular Diseases (NICVD) — the largest cardiology hospital in the city — made it difficult for ambulances to travel back and forth.

The Clifton submarine underpass and the KPT underpass had to be closed due to flooding, while rainwater also entered houses in certain areas of Liaquatabad and Bihar Colony of Lyari.

According to meteorologist Jawad Memon, a new rain system is moving toward the city, which is likely to bring more heavy rains to Karachi within the next few hours.

Meteorological analysts say that rain clouds from the Arabian Sea are moving toward the city continuously, therefore, there is a possibility of intermittent rain till tomorrow evening.

Meanwhile, three people lost their lives due to electrocution when lightning struck the Garden Shoe Market and Korangi's Bilal Colony during the rain.

The Pakistan Meteorological Department released Monday's rainfall data of Karachi from 6am to 11am, according to which the heaviest rainfall, measuring 126.6mm, was recorded in DHA Phase II.

The army chief, wearing a white shalwar kameez, was surrounded by Pakistani pilgrims as they rushed to take selfies with the top-ranking military official.

In response to the army chief’s request for prayers for Pakistan, the people said: “May God grant you a long life.”

In the video, Gen Bajwa can be seen meeting people without any protocol and allowing them to take pictures with him.

Prominent Pakistani personalities, including JUI-F chief Maulana Fazlur Rehman, PPP leader Sharmila Farooqui, and pacer Shoaib Akhtar, are in Saudi Arabia to perform Hajj.

Heavy rainfall kills 5, submerges parts of Karachi

The Pakistan Meteorological Department (PMD) has forecast light to moderate showers in the metropolis today under the influence of a strong weather system as overnight showers sunk parts of the city including DHA and Clifton, ruining Eid-ul-Azha of the Karachiites.

Chief Meteorologist Sardar Sarfraz said the city is likely to receive intermittent light to moderate rain throughout the day due to a low-pressure's presence over the Arabian Sea.

The PMD official added that Thatta, Badin, Hyderabad and Mirpurkhas will also be affected.

He said that cloudbursts cannot be predicted, adding that the current spell may weaken by July 13.

Light rain is expected in the city on July 12 and 13, Sadar Sarfaraz said, adding that another "strong" monsoon system is likely to enter Karachi from July 14.

Meanwhile, rescue sources said that two people died of electrocution in the Garden area and one in Korangi's Bilal Colony.

Several main roads and streets were completely flooded as heavy rainfall once again exposed the city’s drainage system and the Sindh government’s claims regarding its rain emergency plans.

The city’s posh areas including DHA and Clifton were submerged due to heavy showers where rainwater entered homes with the masses slamming authorities for their negligence that has ruined their Eid.

Meanwhile, in a statement, MQM-P has lashed out at the Sindh government over its “failure” amid continuous heavy rainfall.

“Rains have once again exposed the state of Karachi's infrastructure. The city’s sewerage system is choked with roads giving a view of ponds.”

The MQM-P, a key partner in the Shahbaz Sharif-led coalition government, said citizens are suffering due to the incompetence of the Sindh government.

 “Sindh government ministers and officials are celebrating Eid in their home areas.”
