Women to referee for the first time in FIFA world cup finals

Women to referee for the first time in FIFA world cup finals
For the first time ever there will be women referees at a men’s World Cup finals after FIFA revealed the list for the quadrennial showpiece being hosted later this year by Qatar.

France’s Stephanie Frappart, Salima Mukansanga from Rwanda, and Japan’s Yoshimi Yamashita are among the 36 match referees.

Brazil’s Neuza Back, Mexico’s Karen Diaz Medina and American Kathryn Nesbitt have been included in the 69 assistant referees.

“We are very happy that ... we have been able to call up female match officials for the first time in the history of a FIFA World Cup,” said FIFA Referees Committee Chairman Pierluigi Collina.

“This concludes a long process that began several years ago with the deployment of female referees at FIFA men’s junior and senior tournaments.

“In this way, we clearly emphasise that it is quality that counts for us and not gender. I would hope that in the future, the selection of elite women’s match officials for important men’s competitions will be perceived as something normal and no longer as sensational.”

All match officials for the finals will participate in early summer seminars in Asuncion, Madrid and Doha.

“We can’t eliminate all mistakes, but we will do everything we can to reduce them,” said Massimo Busacca, FIFA’s Director of Refereeing.

Fall of Mariupol: Ukraine orders end of defence

Ukraine
Ukraine on Friday ordered its last troops holed up in Mariupol s Azovstal steelworks to lay down their arms, while Russia said its months-long operation to capture the strategic port city is now complete.

Russia s flattening of Mariupol has drawn multiple accusations of war crimes, including over a deadly attack on a maternity ward, and Ukraine has begun a legal reckoning for captured Russian troops.

The first post-invasion trial of a Russian soldier for war crimes neared its climax in Kyiv, after 21-year-old sergeant Vadim Shishimarin admitted to killing an unarmed civilian early in the offensive. The verdict is due on Monday.

Shishimarin told the court on Friday that he was "truly sorry". But his lawyer said in closing arguments that the young soldier was "not guilty" of premeditated murder and war crimes.

While Ukrainian forces fended off the Russian offensive around Kyiv, helped by a steady infusion of Western arms, both eastern Ukraine and Mariupol in the south have borne the brunt of a remorseless ground and artillery attack.

"Russian occupation forces are conducting intense fire along the entire line of contact and trying to hit artillery deep into the defences of Ukrainian troops," Ukrainian defence ministry spokesman Oleksandr Motuzyanyk told reporters.

The fighting is fiercest in the eastern region of Donbas, a Russian-speaking area that has been partially controlled by pro-Kremlin separatists since 2014.

"In Donbas, the occupiers are trying to increase pressure," President Volodymyr Zelensky said in his nightly video address late on Thursday. "There s hell -- and that s not an exaggeration."

In the eastern city of Severodonetsk, 12 people were also killed and another 40 wounded by Russian shelling, the regional governor said.

TikTok plans big push into gaming, conducting tests in Vietnam -sources

Tiktok
TikTok has been conducting tests so users can play games on its video-sharing app in Vietnam, part of plans for a major push into gaming, four people familiar with the matter said.

Featuring games on its platform would boost advertising revenue as well as the amount of time users spend on the app - one of the world’s most popular with more than 1 billion monthly active users.

Boasting a tech-savvy population with 70% of its citizens under the age of 35, Vietnam is an attractive market for social media platforms such as TikTok, Meta Platforms Inc’s (FB.O) Facebook and Alphabet Inc’s (GOOGL.O) YouTube and Google.

TikTok, which is owned by China’s ByteDance, also plans to roll out gaming more widely in Southeast Asia, the people said. That move could come as early as the third quarter, said two of them.
The sources declined to be identified as the information has yet to be publicly disclosed.

A TikTok representative said the company has tested bringing HTML5 games, a common form of minigame, to its app through tie-ups with third-party game developers and studios such as Zynga Inc (ZNGA.O). But it declined to comment on its plans for Vietnam or its broader gaming ambitions.

"We’re always looking at ways to enrich our platform and regularly test new features and integrations that bring value to our community," the representative said in an emailed statement to Reuters.
ByteDance did not respond to a request for comment.

Reuters was not able to learn TikTok’s plans for rolling out gaming features in other markets. Although TikTok users can watch games being streamed, in most regions they are not able to play games within the TikTok app.

In the United States, only a few games appear to have been launched including Zynga’s "Disco Loco 3D", a music and dance challenge game and "Garden of Good", where players grow vegetables to trigger donations by TikTok to the non-profit Feeding America.
According to two sources, TikTok plans to draw primarily on ByteDance’s suite of games.

While the company will start with minigames, which tend to have simple game play mechanisms and a short playing time, its gaming ambitions extend beyond that, said one of the people who had direct knowledge of the matter.

TikTok will require a licence to feature games on its platform in Vietnam where authorities restrict games depicting gambling, violence, and sexual content. The process is expected to go smoothly as the games planned are not controversial, the person said.

Vietnam’s foreign and communications ministries did not respond to requests for comment.

US Congress ready to approve another $40 bln for Ukraine

ukraine russia conflict
The US Congress prepared Thursday to approve a $40 billion aid package for Ukraine in the latest fulfillment of President Joe Biden s promise of unwavering support for Kyiv as it fights off the Russian invasion.

Passage of the money is an unusually bipartisan move for harshly divided Washington. "Aid for Ukraine goes far beyond charity," Republican Senate Minority Leader Mitch McConnell said.

"The future of American security and core strategic interests will be shaped by the outcome of this fight," he added, hours before Congress upper chamber was expected to vote through the package easily.

- Continuity of government -

Contained in the bundle is $6 billion earmarked to allow Ukraine to boost its armored vehicle inventory and air defense system.

Nearly $9 billion is set aside to help with Ukrainian "continuity of government," among other items, including humanitarian aid.

Congress already approved almost $14 billion for Ukraine in mid-March, only weeks after Russia s invasion.

But as fighting has shifted away from the capital and to the eastern and southern parts of the country, Biden has been calling for another round of financial support for weeks.

The US president has often repeated his desire to lead in what he depicts as a great struggle of democracy against authoritarianism. But funds already designated for Ukraine support were about to run out, he said.

The US House of Representatives already approved the $40 billion package -- the equivalent to the 2020 GDP of Cameroon -- last week.

Sony readies for metaverse revolution with cross-platform push

Technology
Japanese conglomerate Sony Group Corp (6758.T) said it is well-positioned to play a leading role in the metaverse, or immersive virtual worlds, which commentators speculate will massively disrupt industries and establish new powerhouses.

The metaverse is a vague term encapsulating the idea that consumers will spend more time in online simulated environments. While the concept is evolving, it has become a buzzword in briefings and a driver of industry dealmaking.

"The metaverse is at the same time a social space and live network space where games, music, movies and anime intersect," Chief Executive Kenichiro Yoshida said at a strategy briefing on Wednesday, pointing to the use of free-to-play battle royale title Fortnite from Epic Games as an online social space.

Sony s game, music and movie units contributed two-thirds of operating income in the year ended March, underscoring the group s transformation from consumer electronics maker into a metaverse-ready entertainment juggernaut under Yoshida and predecessor Kazuo Hirai.

The firm is a gaming gatekeeper with its PlayStation 5 console, however observers point to the risk presented by the growth of cross-platform, cloud-based titles and their potential to reduce the influence of proprietary platforms.

Sony has been adjusting its approach, enabling cross-play in Fortnite in 2018. This week, Epic said in-game "V-Bucks" currency purchased on PlayStation would be usable on other platforms.

"PlayStation has played a huge role in the social gaming revolution that s nurturing the growth of the metaverse as a new entertainment medium," Epic s CEO Tim Sweeney said on Twitter.

Sony has also taken steps to expand beyond its focus on single-player titles such as "Spider-Man: Miles Morales", with a deal announced in January to buy Bungie, the developer of online multi-player shooter "Destiny".

US 'confident' in Nordic NATO bids, Ukraine holds war crimes trial

Ukraine
The United States said Wednesday it is confident Finland and Sweden will become part of NATO, despite vocal Turkish protests -- an expansion that would dramatically realign European security in the wake of Russia s invasion of Ukraine.

Reflecting the brutality of the conflict which has reinvigorated the transatlantic alliance, Ukraine held its first war crimes trial since Moscow poured troops across the border beginning February 24, with a 21-year-old Russian soldier pleading guilty to the cold-blooded murder of a Ukrainian civilian.

The launch of Kyiv s judicial reckoning over alleged atrocities committed on its soil after 12 weeks of war and thousands of deaths came as President Vladimir Putin was forced to confront the vexing prospect of NATO sharply expanding its reach on his borders.

Abandoning decades of non-alignment, Finland and Sweden formally submitted a joint application to join the military alliance at its headquarters in Brussels.

Throwing America s full weight behind the Nordic nations, President Joe Biden said he "strongly" backs their NATO bid and offered US support in the event of "aggression" during the application process.

In a sign of Washington s resolve to stand firm with Ukraine, the United States reopened its embassy in Kyiv after a three-month closure, with employees raising the Stars and Stripes in a modest ceremony.

Biden s comments came one day before he was to welcome Finnish President Sauli Niinisto and Swedish Prime Minister Magdalena Andersson to the White House for meetings set to underscore the strategic reach of their decision.

Reacting to the NATO applications, British Prime Minister Boris Johnson said they would not have been expected a short time ago, "but Putin s appalling ambitions have transformed the geopolitical contours of our continent".

Study: China re-emerges as bitcoin mining hub

Bitcoin
Bitcoin miners, who create the world’s most popular cryptocurrency, are active again in China despite Beijing’s ban on the energy-intensive activity, an academic study found Tuesday.

The United States however remains the biggest country for bitcoin mining followed by number two China, according to researchers from Cambridge University.

"In China, following a sudden uptick in covert mining operations ... the country has re-emerged as a major mining hub," the research paper said.

Chinese activity had slumped in mid-2021 after Beijing launched a crackdown on bitcoin mining projects.

"However, the trend quickly reversed as Chinese miners began to relocate operations," the paper added.

China now accounts for more than 21 percent of mining output, according to the Cambridge researchers who examined data from September 2021 to January 2022.

The US meanwhile represented almost 40 percent of activity.

Bitcoins are "mined" by solving puzzles using powerful computers that consume enormous amounts of electricity.

The miners do so in the hope they will receive new bitcoins for validating transaction data.

However, the system requires massive computer processing power in order to manage and implement transactions, sparking deep concern over its environmental impact.

Pakistan and IMF to meet over release of funds as economy falters

IMF
The International Monetary Fund will begin talks with Pakistani officials on Wednesday over the release of crucial funds. Pakistan has repeatedly sought international support for its economy, which has been hit by crippling national debt, galloping inflation and a plummeting rupee.

The talks will be held in the Qatari capital Doha, Pakistan s finance ministry said, and are expected to continue into next week.

A major sticking point is likely to be over costly subsidies -- notably for fuel and electricity -- and Finance Minister Miftah Ismail said he wants the two sides to "find a middle ground".

A six billion dollar IMF bailout package signed by former prime minister Imran Khan in 2019 has never been fully implemented because his government reneged on agreements to cut or end some subsidies and to improve revenue and tax collection.

Islamabad has so far received $3 billion, with the programme due to end later this year.

Officials are seeking an extension to the programme through to June 2023, as well as the release of the next tranche of $1 billion.

Pakistani Prime Minister Shehbaz Sharif, who took power with a coalition that removed Khan in a no-confidence vote last month, has vowed to jumpstart the moribund economy, but analysts say his fragile government has failed to take tough decisions.

Russia says hundreds of Ukrainians surrender at Azovstal, Kyiv urges swap

Russia ukraine conflict
Hundreds of Ukrainian soldiers who held off Russian fighters at the besieged Azovstal steelworks in Mariupol have surrendered, Moscow said Tuesday, as Kyiv called for an immediate prisoner swap.

The strategic port city fell to Russian forces last month, but a relentless Ukrainian military unit held out in the maze of tunnels under the plant, hailed as heroes and celebrated for stalling Moscow s invasion.

On Tuesday, 265 of them were taken into Russian captivity, including 51 who were heavily wounded, the Russian defence ministry said.

The ministry, which published images showing soldiers on stretchers, said the injured were transported to a hospital in the eastern Donetsk region controlled by pro-Kremlin rebels.

The defence ministry in Kyiv said it was hoping for an "exchange procedure... to repatriate these Ukrainian heroes as quickly as possible".

The government would do "everything necessary" to rescue the undisclosed number of personnel still holed up in the Soviet-era bunkers, the ministry said, but admitted there was no military option available.

The fate of the captured Ukrainians was unclear Tuesday, with Kremlin spokesman Dmitry Peskov refusing to say whether they would be treated as criminals or prisoners of war.

President Vladimir Putin "guaranteed that they would be treated according to the relevant international laws," Peskov said.

Trust between the two sides is in short supply, with Kyiv saying negotiations on ending the three-month conflict were on hold, blaming Moscow for a refusal to compromise.

Russian forces stand accused of committing war crimes during a conflict that has left thousands dead and forced millions to flee their homes.

These include the summary killing of civilians in places like Bucha, a small town outside of Kyiv, where AFP reporters witnessed bodies abandoned in the streets by retreating Russian invaders.

The International Criminal Court said Tuesday it was deploying its largest-ever field team to Ukraine, with 42 investigators, forensic experts and support staff being sent into the field to gather evidence of alleged crimes.

And the US State Department also announced it was creating a special unit to research, document and publicise Russian war crimes.

The Conflict Observatory will "capture, analyse, and make widely available evidence of Russia-perpetrated war crimes and other atrocities in Ukraine," the department said.

Asian stocks up after Wall Street dip on China's Covid-bruised data

Asian stocks
Asian stocks rose Tuesday despite a lukewarm lead from Wall Street after weak Chinese economic data showed the deep cuts of Beijing’s zero-Covid policy and added to inflation worries.

China has persisted in its strict zero-Covid policy to stamp out an Omicron-fuelled wave, ordering lockdowns in various cities and shuttering factories and ports.

The impact of this strategy on the world’s second-largest economy was revealed Monday when official data showed that retail sales and industrial production in April on-year had slumped to their lowest levels in more than two years.

World markets have also been roiled by surging inflation and Russia’s war in Ukraine -- leaving investors jittery.

"Markets remain in fight or flight mode while rolling the dice on recession odds," Stephen Innes of SPI Asset Management said.

"Investors’ hopes remain elevated that yesterday’s worse than expected Chinese outruns could prove to be a ‘whatever it takes’ moment, and local policymakers will step hard on the stimulus pedal."

Authorities in Shanghai -- China’s biggest city -- over the weekend announced they will reopen in stages, news that provided some cheer to Asian markets.

China also announced measures to help young people find jobs -- as the urban unemployment rate rose to its highest in over two years -- while officials have lowered the mortgage rate for first-time homebuyers.

On Tuesday, Asia markets opened higher with Hong Kong leading the way -- the Hang Sang Index rose more than two percent.

Ukrainian soldiers evacuated from Mariupol steelworks

Ukraine
Hundreds of Ukrainian soldiers have been evacuated from the besieged Azovstal steelworks -- the last holdout of troops defending the southern port city of Mariupol -- Kyiv said on Monday.

The plant had become a symbol of resistance, with around 600 soldiers holed up in underground tunnels and bunkers fighting a rear-guard battle to prevent Russian troops taking full control of the strategically located city.

But on Monday Ukraine s Deputy Defence Minister Ganna Malyar said more than 260 had been moved through humanitarian corridors to areas under Moscow and Russia-backed separatists control.

"An exchange procedure will be carried out for their further return home," Malyar said.

The Ukrainian army said the soldiers in Mariupol had "performed their combat task" and now the main goal was to "save the lives of personnel".

By holding the steelworks, they stopped Russian forces from rapidly capturing the southern city of Zaporizhzhia, a statement on Facebook said.

Despite the resources of its giant neighbour, Ukraine has managed to repel the Russian army for longer than many expected, fortified by weapons and cash from Western allies.

The latest example of this came Monday, when Ukraine s defence ministry announced its troops had regained control of territory on the Russian border near the country s second-largest city of Kharkiv, which has been under constant attack.

White House did not conspire against you, Bilawal House did: Bilawal Bhutto

Foreign Minister Bilawal Bhutto Zardari
Firing a broadside at PTI Chairman Imran Khan, Foreign Minister Bilawal Bhutto-Zardari alleged that the former prime minister “wanted every institution to turn into his tiger force”.

Addressing a crowd on his arrival to Karachi for the first time since joining Shehbaz Sharif’s cabinet, the PPP chairman congratulated his supporters — referred to as jiyalas — for their victory in removing the PTI government from power.

“Democracy has won, all four provinces have won. We have sent the selected, puppet and incompetent prime minister home,” said Bilawal.

The PPP chairman, who is the foreign minister in Shehbaz Sharif’s cabinet, said that his jiyalas are “always successful” when they come out for the protection of the Constitution and take on the dictator of the time. He added that his supporters started their movement when Imran Khan came to power.

“We were standing against this undemocratic person since day one. We looked into his eyes and said you were not elected but selected. We faced injustice but did not sell our principles,” said Bilawal.

The PPP chairman went on to say that when he began his long march, he asked Khan to dissolve the assembly but he was under the influence of power and did not listen to the then Opposition.Bilawal said that the then Opposition submitted the no-confidence motion against Khan when his caravan reached Islamabad.

“We used democratic means to send an undemocratic person home,” said Bilawal and added that the PTI chairman’s government was removed as part of the democratic process compared to what he claimed was a foreign conspiracy.

The foreign minister said that Khan's removal from power was not a foreign conspiracy but a win for political workers, adding that Khan’s ouster was a victory of the Parliament, the Constitution, and democracy.

“White House did not conspire against you but the Bilawal House did,” said the PPP chairman while referring to his residence.

Bilawal said that members of the current government “forgot” their “political differences and formed” the Pakistan Democratic Movement (PDM). He said that the PPP convinced the allied parties not to leave the Parliament and send Khan home via the no-confidence motion.

Continuing his tirade against Khan, Bilawal said that the former government stole people’s jobs and instead of ending corruption, it broke all records of corruption.

“Imran wanted every institution to turn into his tiger force. Imran wanted the establishment to turn into a tiger force and support him,” claimed Bilawal, adding that the PTI chairman caused harm to the country as he was leaving.

“The coward would not even come and stand in the Parliament. Khan attacked the Constitution while running away from the no-confidence motion,” said Bilawal, adding that the PTI chairman is running a
"why was I not saved movement".

“What kind of a prime minister was he as he ruined the economy during his tenure. He emptied the treasury and left an economic crisis to torture people,” said Bilawal.

The foreign minister also said that the former premier “isolated the country for the sake of his ego” and harmed Pakistan’s foreign policy.

Sri Lanka eases curfew amid cabinet formation

Sri Lanka eases curfew amid cabinet formation
Sri Lanka lifted a nationwide curfew for 12 hours on Saturday, further easing tight curbs as new Prime Minister Ranil Wickremesinghe made his cabinet appointments after clashes between pro- and anti-government groups.

More than a month of predominantly peaceful protests against the government turned violent this week after supporters of former Prime Minister Mahinda Rajapaksa stormed an anti-government protest camp in the commercial capital Colombo, burning tents and clashing with protesters and police.

The initial violence and reprisals against government figures also left more than 300 injured.

Hit hard by the pandemic, rising oil prices and tax cuts by the populist government, Sri Lanka is in the throes of its worst economic crisis since independence from Great Britain in 1948. Useable foreign reserves have dwindled, and rampant inflation and shortages of fuel have brought thousands onto the streets in protest.

The government lifted the curfew from 6am (0030 GMT) on Saturday until 6pm. A 24-hour curfew imposed on Monday had been lifted for a few hours on Thursday and Friday to allow purchase of essential supplies.

Rajapaksa stepped down after violence flared on Monday, leaving his younger brother Gotabaya Rajapaksa to rule on as president while Wickremesinghe, a five-time prime minister, was appointed to another term late Thursday.

He appointed four ministers from the Rajapaksas’ Sri Lanka Podujana Peramuna (SLPP), a decision unlikely to satisfy the protesters demanding the removal of the party from power.

The appointments, announced by the president’s office, include G.L. Pereis, the SLPP chairman who had held the post before resigning on Monday.

Ten killed in 'racially motivated' shooting at New York grocery store

Ten killed in 'racially motivated' shooting at New York grocery store
A heavily armed 18-year-old white gunman shot 10 people dead on Saturday at a Buffalo, New York grocery store in a "racially motivated" attack that he live-streamed on camera, authorities said.

The gunman, who was wearing a helmet and tactical gear, was arrested after the massacre, Buffalo Police Commissioner Joseph Gramaglia told a news conference.

Gramaglia put the toll at 10 dead and three wounded. Eleven of the 13 people struck by gunfire were Black, officials said. The two others were white. The racial breakdown of the dead was not made clear.

The gunman first shot four people in the parking lot of the Tops supermarket, three of them fatally, then went inside and continued firing, Gramaglia said.

Among those killed inside the store was a retired police officer who was working as an armed security guard.

The guard "engaged the suspect, fired multiple shots," but the gunman — who was protected by body armor — shot him, Gramaglia said.

When police arrived, the shooter put the gun to his neck, but was talked down and ultimately surrendered, he added.

Stephen Belongia, special agent in charge of the FBI's Buffalo field office, told the news conference that the shooting is being investigated as a hate crime.

"We are investigating this incident as both a hate crime and a case of racially motivated violent extremism," Belongia said.

Eerie County Sheriff John Garcia described the attack as "pure evil."

"It was straight up racially motivated hate crime form somebody outside of our community," he said.

John Flynn, the district attorney for Eerie County, where Buffalo is located, said the suspect would be arraigned on charges of murder in the first degree, which carries a sentence of life without parole.

Byron Brown, the mayor of Buffalo — which is located in western New York, along the US border with Canada — said the shooter "traveled hours from outside this community to perpetrate this crime."

"This is a day of great pain for our community," Brown said.

White House Press Secretary Karine Jean-Pierre said US President Joe Biden had been briefed on the "horrific shooting."

Biden "will continue to receive updates throughout the evening and tomorrow as further information develops. The president and the first lady are praying for those who have been lost and for their loved ones," Jean-Pierre added.

Senate Majority Leader Chuck Schumer, the senior US senator from New York, said in a tweet: "We are standing with the people of Buffalo."

The governor of New York, Kathy Hochul, also tweeted that she was monitoring the situation, and asked people in Buffalo to "avoid the area and follow guidance from law enforcement and local officials."

Last month, a "sniper-type" shooter opened fire in an upscale Washington neighborhood, wounding four people before taking his own life.

Police suspected that graphic video of that shooting which circulated online shortly afterward was filmed by the shooter himself, but have not confirmed the authenticity or if it was live-streamed.
