Speaker of the National Assembly Asad Qaiser
Speaker of the National Assembly Asad Qaiser on Saturday inaugurated two Sui gas supplying projects in Swabi.

“Provision of gas is the basic right of the people of the area. We will ensure supply of gas to every house of the district,” said Asad Qaiser while inaugurating the gas supplying projects in Baam Khel and Topi Tehsil of Swabi.

The projects have been completed with an estimated cost of Rs60 million and Rs40 million.

“Economic woes of country are the result of spendthrift spending and wrong policies adopted by the previous governments,” he said.

The speaker NA said that longstanding demand of Baam Khel residents had been fulfilled adding Sui gas would be provided to other areas of Swabi very soon.

He said that the present government was working day and night to steer country out of monetary crises that originated from the wrong decisions taken by the previous government.

Asad Qaisar said that Prime Minister Imran Khan had visited various countries to improve relations with world powers and strengthen economic ties with them for the prosperity and development of the country.

“Objectives of the prime minister also include provision of basic amenities to people at their doorsteps and nation would soon enjoy fruits of the welfare oriented policies of the PTI government,” he said.

EU can’t keep extending Brexit deadline: Juncker

European Commission President Jean-Claude Juncker and British PM May
European Commission President Jean-Claude Juncker is warning Britain that the country’s departure from the European Union cannot be put off “indefinitely.” Britain was originally scheduled to leave the EU on March 29 but that date has been delayed twice, first to April 12 and now to Oct 31, because the UK Parliament has repeatedly voted down Prime Minister Theresa May’s EU divorce agreement.

In an interview published Saturday, Juncker told Germany’s Funke Media Group he hopes Britain will “make use of this time and not waste it again. He says “the best solution” would be for British lawmakers to have adopted the divorce agreement by the new Brexit date.

He says “this must one day come to an end.” Juncker also said Britain will likely be an EU member next month when EU elections are held.

“Nobody knows how Brexit will end. This is creating great uncertainty. There is still a fear that there will be a hard Brexit without any withdrawal treaty arrangements,” Juncker said, citing the long-term negative impact on Europe’s economy.

Even though the extension to Oct 31 offers little clarity on when, how or even if Brexit will happen, Britain should use the time wisely, he said.

“I hope that the British will make use of this time and not waste it again. We cannot keep on putting off the withdrawal date indefinitely,” Juncker said.

FBI arrests leader of armed group stopping migrants in New Mexico

FBI arrests leader of armed group stopping migrants in New Mexico
The FBI on Saturday said it had arrested Larry Hopkins, the leader of an armed group that is stopping undocumented migrants after they cross the U.S.-Mexico border into New Mexico.

The arrest came two days after the American Civil Liberties Union (ACLU) accused the group of illegally detaining migrants and New Mexico’s Democratic Governor Michelle Lujan Grisham ordered an investigation.

Hopkins, 69, also known as Johnny Horton, was arrested in Sunland Park, New Mexico, on a federal complaint charging him with being a felon in possession of firearms and ammunition, the Federal Bureau of Investigation said in a statement.

“We’re not worried about it, he’s going to be cleared,” said Jim Benvie, a spokesman for the United Constitutional Patriots (UCP), blaming his arrest on political pressure from Lujan Grisham.

Hopkins is the “national commander” of the UCP, which has had around half a dozen members camped out on a rotating basis near Sunland Park since late February.

Patriots or fascists?

The UCP describes itself as a “patriot group” helping U.S. Border Patrol cope with record numbers of Central American families crossing the border to seek asylum.

Dressed in camouflage and carrying rifles, UCP members have helped U.S. Border Patrol detain over 5,600 migrants in the last two months, Benvie said. Videos posted online by the group show members telling migrants to stop, sit down, and wait for agents to arrive. Critics accuse the UCP of impersonating law enforcement.

Crowdfunding sites PayPal and GoFundMe on Friday barred the group, citing policies not to promote hate or violence, after the ACLU called the UCP a “fascist militia.”

“Today’s arrest by the FBI indicates clearly that the rule of law should be in the hands of trained law enforcement officials, not armed vigilantes,” New Mexico Attorney General Hector Balderas said in a statement of Hopkins’s arrest.

Hopkins was previously arrested in Oregon in 2006 on suspicion of impersonating a police officer and being a felon in possession of a firearm, according to the Southern Poverty Law Center.

No Standoffs

U.S. Customs and Border Protection (CBP) said in a statement it did not support citizens taking law enforcement into their own hands and instead encouraged the public to be its eyes and ears on the border.

Benvie said the UCP was doing just that and had the support of local Border Patrol and police.

Mostly military veterans, UCP members carry weapons for self defense and at no time pointed guns at migrants, as they have been accused of, Benvie said.

Despite having funding sources cut off, Benvie said the group’s online support had swelled since it came under attack this week. Its Facebook followers have more than doubled since Thursday.

Asked what the group would do if told to leave by state police, Benvie said they would probably go and, if they felt the order violated their constitutional rights, sue the state of New Mexico.

“There’s not going to be any standoffs, this isn’t the Bundy Ranch,” Benvie said, in reference to a 2014 armed confrontation in Nevada.

Nadal admits 'hard to return to court' after Monte Carlo shocker

Spanish tennis player Rafael Nadal is facing rankings slip
Rafael Nadal admitted that it will be "hard to return to the practice court" after a shock semi-final defeat by Fabio Fognini ended his bid for a record-extending 12th Monte Carlo Masters title on Saturday.

The 17-time Grand Slam champion starts his Barcelona Open title defence on Wednesday, as he also fights to keep his world-number-two ranking before the French Open gets underway next month.

The 32-year-old said he played "one of my worst matches in 14 years on clay" in losing 6-4, 6-2 to Italian Fognini, having been forced to save three match points at 5-0 in the second set.

"It will be hard to return to the practice court," a subdued Nadal said after his fourth loss to Fognini, three of which have come on his beloved clay.

"I lost an opportunity in a very important event for me. I'm sad for that."

Nadal has struggled with knee injuries this season, and was playing his first event since withdrawing before an Indian Wells semi-final against Roger Federer last month.

"There was little chance for me to start the clay-court season in a perfect way," he insisted.

"It was a bad day, the kind of day where the feeling is not there at all. It's difficult to find positive ways today."

Nadal was close to losing his first set to love in Monte Carlo since the 2005 final, where he beat Guillermo Coria in four sets.

"I was lucky to win two (second-set) games to avoid an even worse score," he admitted.

"I'm thinking about how bad I played today, (trying to) understand the things.

"Coming back from injuries, winning and winning and winning is not easy.

"(It's been a) year and a half of not having the chance to play tournaments in a row (due to injury)."

Nadal facing rankings slip

Nadal, who will be favourite to win a 12th French Open crown at Roland Garros, has plenty of ranking points on the line before heading to Paris, with titles to defend in Barcelona and Rome.

A slip outside the top two could set up a potential meeting with old rival Novak Djokovic, winner of the last three Grand Slam tournaments, before the final.

The 'king of clay' will have to bounce back quickly next week to allay fears he is now vulnerable on the red dirt.

"I played one of my worst matches on clay in 14 years," he said.

"It's difficult to find any positives -- I deserved to lose."

The Spanish great is yet to win an ATP title this season. The last year he reached May without a tournament victory was in 2004.

Fognini will face unheralded Serbian Dusan Lajovic in Sunday's final -- the first time since 2004 that neither Nadal, Djokovic nor Roger Federer have made it to the last day in the Principality.

US intelligence says Huawei funded by Chinese state security: report

US intelligence says Huawei funded by Chinese state security
US intelligence has accused Huawei Technologies of being funded by Chinese state security, The Times said on Saturday, adding to the list of allegations faced by the Chinese technology company in the West.

The CIA accused Huawei of receiving funding from China's National Security Commission, the People's Liberation Army and a third branch of the Chinese state intelligence network, the British newspaper reported, citing a source.

Earlier this year, US intelligence shared its claims with other members of the Five Eyes intelligence-sharing group, which includes Britain, Australia, Canada and New Zealand, according to the report.

Huawei dismissed the allegations in a statement cited by the newspaper.

"Huawei does not comment on unsubstantiated allegations backed up by zero evidence from anonymous sources," a Huawei representative told The Times.

The company, the CIA and China's Foreign Ministry did not respond immediately to requests for comment.

The accusation comes at a time of trade tensions between Washington and Beijing and amid concerns in the United States that Huawei's equipment could be used for espionage. The company has said the concerns are unfounded.

Authorities in the United States are probing Huawei for alleged sanctions violations.

Meng Wanzhou, Huawei's chief financial officer and daughter of its founder, Ren Zhengfei, was arrested in Canada in December at the request of the United States on charges of bank and wire fraud in violation of US sanctions against Iran.

She denies wrongdoing and her father has previously said the arrest was "politically motivated".

Amid such charges, top educational institutions in the West have recently severed ties with Huawei to avoid losing federal funding.

Another Chinese technology company, ZTE Corp , has also been at the centre of similar controversies in the United States.

US sanctions forced ZTE to stop most business between April and July last year after Commerce Department officials said it broke a pact and was caught illegally shipping US-origin goods to Iran and North Korea. The sanctions were lifted after ZTE paid $1.4 billion in penalties.

Reuters reported earlier this week that the United States will push its allies at a meeting in Prague next month to adopt shared security and policy measures that will make it more difficult for Huawei to dominate 5G telecommunications networks.

Tourists follow 'Game of Thrones' trail in Northern Ireland

Tourists follow 'Game of Thrones' trail in Northern Ireland
Wielding a replica broadsword, Indian tourist Akshay Mannur duels with friends — re-enacting scenes from "Game of Thrones" on the Northern Ireland trail for fans of the blockbuster fantasy TV show.

Since the blood and guts series began its rise to prominence in 2011, fans have started to flock to the coastal caves and ruined castles of the British province where much of the HBO television production was shot.

"Every new step is like something new, it´s more than my expectations," 23-year-old student Mannur marvelled.

"It´s a beautiful country — Northern Ireland is just amazing."

Multinational tour buses

Tourism Northern Ireland estimates the magical show — in its final season — drew 120,000 visitors to the province in 2016, generating £30 million (35 million euros, $39 million).

One in six visitors now comes to Northern Ireland to visit shooting locations, according to their estimates.

Along the largely coastal trail, a short drive outside the capital of Belfast, that popularity is clear to see.

A steady hum of buses and coaches are marshalled in and out of parking lots on strict schedules, and sleepy village shops throng with tourists.

"The last week, I think on Saturday past, we had a bus with 24 nationalities on it," said tour guide Patrick Rogan at the mouth of the Cushendun Caves, the site of a pivotal plot point in the series.

"We had people from Patagonia, from New Zealand, from Japan, from Russia, from South Korea and Europe, so I think that tells its own story."

Since 2012 his employer — the "Stones and Thrones" tour — has offered daily outings out of Belfast, manned mainly by guides who have acted as extras on the show.

Today they run at least two full buses a day, he said, competing with at least four other companies offering a similar service.

Other more bespoke tour services offer immersive experiences — axe-throwing, archery, and photo opportunities with a pair of wolves that starred in the epic series.

´The dark history´

A popular comparison holds that "Game of Thrones" is to Northern Ireland tourism what "Lord of the Rings" has been to New Zealand.

But Northern Ireland´s very recent bloody past during the so-called ´Troubles´ — when 3,500 were killed in 30 years of sectarian strife — makes the boom particularly welcome.

"The dark history that was here is coming out," said Irish actor Liam Cunningham, a stalwart character in the series now feted as the most expensive to ever be filmed for the small screen.

"The place is blooming, and for us to have this show here and be part of that transition is joyful."

´This still has longevity´

Cunningham was speaking at the opening of a touring exhibition of costume and scenery pieces in Belfast, the same week as the new season of the series premiered.

Ranked displays of dragon skulls, intricately crafted weapons and interactive exhibits are preceded by a gallery of landscape prints, depicting the countryside shooting locations.

A caption on one image reads "Views to die horribly for", whilst another reads "Sun, sea and savagery", referring to the show´s reputation for bloodily killing off major characters.

They are testament to the canny local tourist board, making efforts to cement the link between their territory and the series.

"I think our association with such a global success helps to transform the image of Northern Ireland across the globe," said John McGrillen, chief executive of Tourism Northern Ireland.

"In many ways that gives you PR that you just simply couldn´t buy."

With the final season of "Game of Thrones" under way, the fever pitch devotion to the series may be about to end.

But with spin-off projects in the pipeline and a studio tour development due to open in Northern Ireland next year, the province still hopes for tourism revenues.

"We think this still has longevity," said McGrillen.

Two teens held after killing of N. Irish journalist

Two teens held after killing of N. Irish journalist
Two teenagers have been arrested over the killing of a journalist shot dead in Northern Ireland, police said on Saturday, after a murder that has triggered international condemnation.

The 18 and 19-year-old men were arrested in Londonderry under anti-terror laws and taken to Belfast for questioning, the Police Service of Northern Ireland said.

Journalist Lyra McKee, 29, was shot in the head late on Thursday in Derry by, police believe, dissident republicans linked to the New IRA paramilitary group as they clashed with police in Northern Ireland's second city.

Tributes to the 29-year-old were led by her partner, Sara Canning, who said McKee's "amazing potential was snuffed out by this single barbaric act".

The leaders of Northern Ireland's main political parties — who have been unable to form a regional government for more than two years — joined together to condemn the killing.

Detectives hunting the gunman had released security camera footage of the unrest on Derry's Creggan estate, hoping that the community would help trace her killers.

The footage showed McKee standing with other reporters by a police vehicle, and the suspected gunman.

Images on social media showed a car and van ablaze and hooded individuals throwing petrol bombs and fireworks at police vehicles.

Police chief Mark Hamilton on Friday said "a single gunman fired shots in a residential area of the city and as a result wounded Ms McKee".

Armed groups

Some officials blamed Thursday's unrest on the "New IRA", a republican paramilitary group opposed to the shift towards non-violent tactics to bring about a united Ireland.

The New IRA (Irish Republican Army) is an amalgam of armed groups violently opposed to Northern Ireland's peace process. It claimed responsibility for parcel bombs sent to London and Glasgow in March.

Catholic priest Father Joseph Gormley, who read the last rites for McKee, told BBC radio: "This rioting was clearly orchestrated. I have no problems saying that: everybody in our community knows that.

"We have a small group of people who want to play political games with our lives."

The IRA sought Northern Ireland's integration into the Republic of Ireland through violence.

The group called a final ceasefire in 1997 and announced an end to its armed campaign in 2005, stating that it would seek to achieve its aims through peaceful political means.

Dissident splinter groups have sought to continue.

The 1998 Good Friday peace deal largely brought an end to three decades of sectarian bloodshed in Northern Ireland between republican and unionist paramilitaries, as well as British armed forces, in a period known as "the Troubles".

There have been concerns that paramilitaries could be seeking to exploit the current political turbulence over Northern Ireland and its border with the Republic of Ireland, caused by Brexit.

Michel Barnier, the EU's chief Brexit negotiator, said the killing was "a reminder of how fragile peace still is in Northern Ireland. We must all work to preserve the achievements of the Good Friday Agreement."

Former US president Bill Clinton tweeted: "Heartbroken by the murder of Lyra McKee and the violence in Derry.

"The challenges in NI today are real-but we cannot let go of the last 21 years of hard-won peace and progress. This tragedy is a reminder of how much everyone has to lose if we do."

Blast followed by gunfire in Afghan capital: police

Blast followed by gunfire in Afghan capital
An explosion followed by gunfire hit the centre of the Afghan capital Kabul on Saturday, close to the communications ministry and one of the city's main hotels, officials said.

The blast followed several months of relative calm in Kabul, which coincided with talks between US and Taliban officials aimed at opening the way for formal peace negotiations to end more than 17 years of war in Afghanistan.

There was no immediate claim of responsibility.

Interior Ministry spokesman Nasrat Rahimi confirmed gunfire around the ministry of communications and information technology but had no further details.

The explosion was also close to the heavily fortified Serena Hotel, one of the very few hotels still used by foreign visitors, in one of the main commercial areas of the city.

While heavy fighting has carried on across Afghanistan and Taliban militants have announced their now customary spring offensive, there have been no large scale attacks on civilian targets in Kabul in recent weeks.

China to show new warships as Beijing flexes military muscle on navy anniversary

China to show new warships as Beijing flexes military muscle on navy anniversary
China will show off new warships including nuclear submarines and destroyers at a parade next week marking 70 years since its navy’s founding, a senior commander said on Saturday, as Beijing flexes its increasingly well-equipped military muscle.

President Xi Jinping is overseeing a sweeping plan to refurbish the People’s Liberation Army (PLA) by developing everything from stealth jets to aircraft carriers as China ramps up its presence in the South China Sea and around self-ruled Taiwan.

The navy has been a key beneficiary of the modernization plan as China looks to project power far from the country’s shores and protect its trading routes and citizens overseas.

Last month, Beijing unveiled a target of 7.5 percent rise in defense spending for this year, a slower rate than last year but still outpacing China’s economic growth target.

Deputy naval commander Qiu Yanpeng told reporters in the eastern city of Qingdao that Tuesday’s naval parade - likely to be overseen by Xi himself, though China has not confirmed that - will feature 32 vessels and 39 aircraft.

“The PLA Navy ship and aircraft to be revealed are the Liaoning aircraft carrier, new types of nuclear submarines, new types of destroyers, as well as fighter aircraft,” Qiu said, without giving details. “Some ships will be revealed for the first time.”

The Liaoning, the country’s first carrier, was bought second-hand from Ukraine in 1998 and refitted in China.

It’s not clear if China’s second carrier, an as-yet unnamed ship developed and built purely in China, will also take part, but in the past few days state media has run stories praising recent sea trials.

Around a dozen foreign navies are also taking part. While Qiu did not give an exact number, China has announced the parade would include ships from Russia, Singapore, India, Thailand and Vietnam - which frequently complains of Chinese military activity in the disputed South China Sea.

China’s last naval battles were with the Vietnamese in the South China Sea, in 1974 and 1988, though these were relatively minor skirmishes.

Chinese navy ships have also participated in international anti-piracy patrols off Somalia’s coast since late 2008.

STRONG NAVY ‘ESSENTIAL’

Qiu reiterated China’s frequent stance that its armed forces are not a threat to anyone and that no matter what happens it will never “pursue hegemony”.

“It is fair to say that the PLA Navy has not brought war or turbulence to any place,” Qiu said.

But China has been scared by its past and needs good defenses at sea, he added.

“A strong navy is essential for building a strong maritime country,” Qiu said. “From 1840 to 1949, China was invaded by foreign powers from the sea more than 470 times, which caused untold suffering and deep wounds to the Chinese nation.”

China has frequently had to rebuff concerns about its military intentions, especially as military spending continues to scale new heights.

Beijing says it has nothing to hide, and has invited foreign media to cover next week’s naval parade and related activities, including a keynote speech by navy chief Shen Jinlong, who is close to Xi.

Zhang Junshe, a researcher at the PLA’s Naval Research Academy, told reporters after Qiu had spoken that inviting foreign navies to take part in the parade was a sign of China’s openness and self-confidence, noting China had also done this for the 60th anniversary in 2009.

“New nuclear submarines and new warships will be shown - this further goes to show that China’s navy is open and transparent,” said Zhang.

Indian chief justice accused of sexual harassment

 Chief Justice Ranjan Gogoi
A former female staff member of the Supreme Court of India has accused Chief Justice Ranjan Gogoi of sexual harassment and terminating her when she refused his advances, Scroll reported.

The 35-year-old woman who used to work as a junior court assistant at the Supreme Court of India wrote to 22 judges of the court on Friday alleging that Gogoi had made sexual advances on her at his residence office on October 10 and 11, 2018, the report stated.

In the affidavit, the woman said after she refused the advances of the chief justice of India, she was moved out of his residence office where she had been posted in August 2018. Two months later, on December 21, she was dismissed from service, the report added.

Her husband and one brother-in-law, both of whom are head constables in Delhi Police, were suspended on December 28, 2018, for a criminal case involving a colony dispute dating back to 2012 that had been mutually resolved, the report further said. The report further stated that the former junior court assistant alleged in the sworn affidavit that another brother-in-law was terminated from his position as a junior court attendant — a job that Gogoi allegedly granted using his discretionary powers.

Following the reports, a special bench of the Supreme Court of India was constituted to dismiss the allegations as baseless, according to HuffPo India.

“Independence of judiciary is under very very serious threat. I had to tell this from the judicial seat,” Chief Justice Gogoi said in remarks reported by legal news service Bar & Bench. Gogoi described the allegations as “unbelievable”.

Further, the secretary general of the Supreme Court of India denied the allegations in an email to Scroll and termed them “completely and absolutely false and scurrilous”.

“Its is also very possible that there are mischevious forces behind all this, with an intention to malign the institution,” the email said.

The secretary general said the woman was employed at Gogoi’s residence office for a short duration as a matter of routine, and was dismissed from service as per procedure. According to the response, the woman’s brother-in-law was dismissed because his “performance and conduct were not found to be satisfactory”.

Gogoi was sworn in as the 46th Chief Justice of India on October 2018.

Hardik Pandya, KL Rahul fined Rs2 million for talk-show comments

India cricketer Hardik Pandya and KL Rahul have been each ordered to pay 2 million rupees
India all-rounder Hardik Pandya and batsman KL Rahul have been each ordered to pay 2 million rupees (about $29,000) towards charity within a month for their comments about women in a television chat-show, a BCCI ombudsman has ruled.

Indian cricket administrators recalled Pandya and Rahul from a tour of Australia and charged them with misconduct and indiscipline after remarks condemned on social media as sexist, racist and misogynist.

The duo missed five one-day internationals each as part of a provisional ban, which was later lifted, and have been included in India’s 15-member squad for the May 30-July 14 World Cup.

A committee of administrators (CoA) that is running Indian cricket had asked the Supreme Court to appoint an ombudsman to investigate the case and determine if the pair had brought the game into disrepute.

In his order, BCCI ombudsman Justice DK Jain said he took into account the CoA’s view that due to the five matches the players missed due to the provisional ban, they lost out on earnings of about 3 million rupees.

“I have no hesitation in observing that being an active participant in the show, in which certain unpalatable remarks/comments were made, even by his own admissions, he also offended sensitivities, which ought to have been avoided,” Jain said in his order posted on the BCCI website.

“Hence he must make amends.”

The talk-show went viral, prompting outrage on social media with some users demanding a life ban, while others called for the cricketers’ lucrative contracts for the Indian Premier League (IPL) to be torn up.

Jain said both players had apologised for the incident without seeking to justify their action and directed the BCCI to deduct the fine from their match fees if the cricketers fail to pay the 2 million rupees within four weeks.

Egyptians to vote on changes that may see Sisi in power to 2030

Egyptians vote this weekend on constitutional changes
Egyptians vote this weekend on constitutional changes that will potentially allow President Abdel Fattah al-Sisi to stay in office until 2030 and bolster the role of Egypt’s powerful military.

Sisi’s supporters say the changes are necessary to give him more time to complete major development projects and economic reforms. Critics say they concentrate more powers in Sisi’s hands and return Egypt to an unequivocally authoritarian model.

Egypt’s 596-member parliament, dominated by Sisi’s supporters, approved the amendments on Tuesday, voting by 531 to 22 in favour.

Some 55 million of Egypt’s nearly 100 million population are eligible to cast votes in the referendum, which will be held over three days starting on Saturday.

While the changes are widely expected to pass, observers say the size of the turnout will be watched as a test of Sisi’s popularity, which has been dented by economic austerity measures since 2016.

Opponents of the changes complained that they were being rushed through without proper public scrutiny.

“They are not giving us time to even organize a campaign to ask people to vote no,” said Khaled Dawoud, a member of the opposition Civil Democratic Movement, which has rejected the changes.

“This is the final deathblow after all the ambitions we had after the 2011 revolution,” said Dawoud, referring to the uprising that ousted veteran leader Hosni Mubarak. Dawoud said campaigning would take place online due to the lack of time.

Egyptian officials have said that Egyptians from all walks of life were given a chance to debate the amendments and that all views were factored into the final proposals.

“Leave it to God”

If approved, the amendments would extend Sisi’s current term to six years from four and allow him to run again for a third six-year term in 2024.

They would also grant the president control over appointing head judges and the public prosecutor from a pool of candidates.

They would task the military with protecting “the constitution and democracy and the fundamental makeup of the country and its civil nature”.

Banners urging Egyptians to participate in the referendum sprang up in Cairo this month before the final version of the amendments was known or voted on by parliament. Some of the signs encourage people to vote yes.

“Vote? Vote for what?” asked a horse carriage driver sitting at a cafe in a working-class Cairo neighbourhood.

“It won’t make a difference,” said the 67-year-old, who declined to give his name. “Leave it to God.”

Sisi came to power after spearheading, as defense minister, the removal of the Muslim Brotherhood’s Mohamed Mursi as president in 2013, and winning election a year later. He was elected to a second four-year term last year.

Under Sisi, Egypt has witnessed a crackdown on dissent that rights groups say is unprecedented in its recent history. Media and social media are tightly controlled.

Lina Khatib, head of Chatham House’s Middle East and North Africa Programme, said the amendments “pave the way for a power grab” by Sisi.

“This has grave implications for prospects of democracy in Egypt in the medium term and makes it difficult for alternative political voices to contest power in the long term,” she said in an emailed comment to Reuters.

US envoy 'disappointed' by collapse of inter-Afghan peace meeting

US envoy for peace in Afghanistan Zalmay Khalilzad
The US envoy for peace in Afghanistan expressed disappointment on Friday after the collapse of a planned meeting between the Taliban and a group of Afghan politicians in Qatar that exposed some of the deep divisions hampering efforts to end the war.

A 250-strong delegation of Afghan politicians and civil society figures had been due to meet Taliban officials in Doha at the weekend.

But the event was abruptly cancelled on Thursday amid arguments over the size and status of the group, which included some government officials attending in a personal capacity.

“I’m disappointed Qatar’s intra-Afghan initiative has been delayed,” Zalmay Khalilzad, the US special representative for Afghan reconciliation, said on Twitter. “I urge all sides to seize the moment and put things back on track by agreeing to a participant list that speaks for all Afghans.”

The collapse of the meeting before it had even started, described as a “fiasco” by one senior Western official, laid bare the tensions that have hampered moves towards opening formal peace negotiations.

Khalilzad, a veteran Afghan-born diplomat, has held a series of meetings with Taliban representatives but the insurgents have so far refused to talk to the Western-backed government in Kabul, which they dismiss as a “puppet” regime.

The Doha meeting was intended to prepare the ground for possible future talks by building familiarity among Taliban officials and representatives of the Afghan state created after the ..-led campaign that toppled the Taliban government in 2001.

A similar encounter was held in Moscow in February.

President Ashraf Ghani’s office blamed Qatari authorities for the cancellation, saying they had authorised a list of participants that differed from the one proposed by Kabul, “which meant disrespect for the national will of the Afghans”.

“This act is not acceptable for the people of Afghanistan,” it said in a statement on Friday.

Sultan Barakat, director of the Center for Conflict and Humanitarian Studies in Qatar, which had been facilitating the meeting, said there was no disagreement about the agenda.

“Rather, there is insufficient agreement around participation and representation to enable the conference to be a success,” he tweeted.

Preparations had already been undermined by disagreements on the government side about who should attend, as well as by suspicions among rival politicians ahead of presidential elections scheduled for September.

The Taliban derided the agreed list of 250 participants as a “wedding party”.

Some senior opposition figures who had been included refused to attend.

The Taliban also objected to Ghani’s comments to a meeting of delegates that they would be representing the Afghan nation and the Afghan government, a statement that went against the insurgents’ refusal to deal with the Kabul administration.

The Taliban said holding a dialogue with the “powerless and crumbling Kabul administration is a waste of time” as their aim was to focus on the complete withdrawal of foreign forces from Afghanistan.

On Friday, three Afghan intelligence agency personnel were killed and two others wounded in an explosion near a provincial intelligence agency building in the western province of Herat, the National Directorate of Security said in a statement on Friday.

No militant group claimed responsibility for the attack.

Muslim prisoner in India's Tihar jail branded with 'Om' symbol

Muslim man under trial in an Indian jail has complained that he was beaten and branded with an 'Om
A Muslim man under trial in an Indian jail has complained that he was beaten and branded with an 'Om' symbol by prison officials inside the jail's premises, on Friday.

According to India Today, the case came to light after the man's family approached a Karkardooma court with the complaint that their son's life was in danger in the Tihar jail.

When 34-year-old Shabbir was brought before magistrate Richa Parihar, she found that the 'Om' symbol had been engraved on his back.

The man has been in Tihar since November 2017, India Today said.

It was reported that on April 12, Shabbir had raised a complaint with a superintendent of jail no 4, Rajesh Chauhan, to tell him that the induction stove in his barracks was not working properly.

In response to the complaint, the jail official allegedly started beating Shabbir. Chauhan later summoned Shabbir into his office, where he and some other jail officials beat the victim again, India Today said.

According to India Today, Chauhan then took a Om symbol cast in metal, heated it, and branded Shabbir's back with it.

Shabbir was then denied food for two days, and on April 14, Chauhan allegedly told Shabbir that he had "converted to Hinduism as he had 'fasted' during Navratri".

The jail officials also berated him for his religion saying, "you Muslims have destroyed our country", India Today said.

According to India Today, when advocate Jagmohan met his client in jail on April 16, the burn injuries had healed slightly.

The case was heard by the court on April 17, when Shabbir was already scheduled to be brought to court. In the courtroom, the judge asked him to narrate his story, and then saw the branded symbol herself.

The judge ordered for Shabbir to be medically examined and immediately removed from "the direct or indirect supervision of jail superintendent Rajesh Chauhan".

The court also ordered an inquiry and ordered the relevant prison official to submit CCTV footage and take statements of other prisoners within 24 hours.

On April 18, no official from the Tihar authority appeared before the court; neither were the medical examination and inquiry reports presented

The judge has now repeated her orders and will hear the matter on Monday (April 22).
