Prime Minister Imran Khan in a tweet on Sunday said Malaysian Prime Minister Mahathir Mohamad, whom he billed as the most experienced and accomplished statesman of the Muslim world, faces exactly the same problems as his government.

Sharing a report listing “startling similarities” between Pakistan’s situation and that of Malaysia, the prime minister tweeted: “The most experienced and accomplished statesman of the Muslim world faces exactly the same problems as my govt.”

“He [Malaysian PM] is confronted with an entrenched pol mafia that has bankrupted and indebted Malaysia, leaving state institutions devastated.”

In a meeting with the Malaysian prime minister’s special envoy and Deputy Foreign Minister Marzuki Bin Haji Yahya last year in Nov, PM Imran Khan had reaffirmed his commitment to further deepening Pakistan-Malaysia relations in all fields.

US diplomat to arrive Islamabad today
US Principal Deputy Assistant Secretary of State for South and Central Asian Affairs Alice Wells is arriving in Islamabad today on a four-day official visit.

Alice Wells will be visiting Pakistan on the last leg of her three-nation tour following Sri Lanka and India from January 13-14 and 15-18, respectively, the US State Department had earlier said.

She will meet senior government officials and members of civil society to discuss issues of bilateral and regional concern.

Qureshi apprised them about Pakistan’s efforts to de-escalate tensions in the Middle East, Afghan reconciliation process and the regional peace, besides, his recent visits to Iran and Saudi Arabia.

Prince Harry and his wife Meghan will no longer be working members of Britain’s royal family and they will not use their “royal highness” titles as they embark on a more independent future, Buckingham Palace said on Saturday.

“Harry, Meghan and Archie will always be much loved members of my family,” Queen Elizabeth said in a statement, referring to the couple’s baby son.

“I recognize the challenges they have experienced as a result of intense scrutiny over the last two years and support their wish for a more independent life.”

The queen added that she was “particularly proud” of how Meghan became one of the family.

Harry, 35, and his American wife, former actress Meghan, 38, sparked a crisis in the British monarchy this month by announcing they wanted to reduce their royal duties and spend more time in North America, while also becoming financially independent.

In recent days, the queen and her family have been working out with officials how this stepping back will work in practice.

The palace said Harry and Meghan will no longer receive public funds and they will repay money spent on the refurbishment of their cottage at Windsor, west of London.

The changes will come into effect in the spring of this year, the palace said.

Despite 2nd meeting, PTI unable to convince MQM-P's Siddiqui to rejoin cabinet

Despite another meeting on Saturday with their Muttahida Qaumi Movement-Pakistan (MQM-P) allies in Karachi, the ruling Pakistan Tehreek-i-Insaf (PTI) has yet to convince MQM-P convener Khalid Maqbool Siddiqui to rejoin the federal cabinet.

Last Sunday, Siddiqui had announced his resignation as Minister for Information Technology. A day later, a meeting between the two parties was held, giving rise to rumours that the MQM leader may take back his resignation. However, all such talk was rubbished by Siddiqui as well as Asad Umar, who had been part of the government delegation.

Today's meeting — although culminated in Siddiqui being invited to return — failed to make inroads as Siddiqui has yet to agree.

'Close to finding a solution'
Following the meeting, a press conference was held by PTI leaders Pervez Khattak and Jahangir Tareen alongside Siddiqui.

Khattak, while briefing the media, confirmed that a committee had been formed comprising Jahangir Tareen, Asad Umar, Arbab Shehzad and himself who are reaching out to various allied parties and are in touch with them.

"This was already ongoing since the last 3-4 months when it comes to MQM and in that same vein we came here today because some misunderstandings had developed," said the defence minister.

Khattak said a "very positive discussion" was held today, "and we are very close (to finding a final solution)".

The PTI leader asserted that both parties "were partners before, are still partners and will remain partners". "We will give some good news soon. We will never part ways," he added.

"So our entire delegation came here to assure them. InshaAllah we will meet again in Islamabad and whatever (issue) is left will be ironed out."

Khattak expressed confidence that the gesture "will be accepted wholeheartedly (by MQM-P)" and said that the party has invited Siddiqui to return to the cabinet.

"He will decide in good time. There are some issues which still need to be discussed," he said, adding: "There is no major issue remaining, just some small points which need to be fine tuned and those will be sorted."

The defence minister said there was no need for the hue and cry raised in the country over MQM having "parted ways with the PTI". "They have not left us. They have just left the cabinet but remain our partner and will always be."

He said that discussions with all the allied parties had been held "and no one is leaving us and we will remain united for this entire five-year period".

'Fought the people's case'
Siddiqui, during his briefing, reminded the media that when the PTI government had to be formed, "MQM-P had announced our unconditional support for them".

"We recently held a press conference and reiterated this promise of ours. But alongside, we made them aware of all the issues which pertain to Sindh and Karachi. And of those issues as well which the entire country faces.

"We had presented this standpoint before joining hands with PTI," he said, adding that in the charter of demands, there is no point which brings personal benefit to any individual or party.

"We were worried due to the economic terrorism faced by Sindh over the last 11 years and over the way the people were cheated in the name of the 18th Amendment. The devolution of power that was supposed to occur resulted in accumulation of power," said Siddiqui,

"We have told them the issues in Sindh are of an urgent nature and require immediate attention."

He said the MQM-P want the whole of Pakistan to walk shoulder to shoulder with the government to lead the country towards progress.

"At least [provide the rightful dues] to those cities whose traders and shopkeepers and industrialists are fulfilling their responsibility and are paying more than 65 per cent tax to run our economy. For them, you will not need to ask for aid from anyone; you need only give them what they are owed in their share," said Siddiqui.

"Even education has suffered. Such democracy whose benefit does not reach the very doorsteps of the people, is one for which we will all have to be answerable."

The MQM-P convener said that the PTI had provided them "a lot of encouragement" in today's sitting and that progress had been made on many fronts.

"While there is no point on which we are cross with them, we have said again that the things that have been decided today need immediate implementation for the relief of the people.

"These schemes need to emerge from the papers they are penned on and need to be seen on the streets and our neighbourhoods," asserted the MQM leader.

"We have fought your case and have taken your issues to the table," he said, addressing the people of Sindh.

The meeting
According to a source within the MQM-P, a major complaint by the party pertains to an earlier demand of being provided two ministries in the federal cabinet. The source told Dawn that prior to the formation of the PTI coalition government, MQM-P had been promised that this would be done.

The source confirmed that the PTI, in an attempt to resolve differences, extended an invitation to Siddiqui to rejoin the cabinet.

Tareen, while inviting Siddiqui to return, said: "MQM's issues are important, but everything can not be sorted all at once. We wish that you remain with us and serve the country and Karachi."

Khattak said that the government delegation had come on special directives from Prime Minister Imran Khan and seeks to resolve all differences.

Meanwhile, Siddiqui, on the occasion, said: "Rejoining the cabinet is not a big problem. Sindh's issues are of extreme importance."

During the meeting, the MQM-P put forth four demands, namely, the formation of a university in Hyderabad, the allocation of a development budget for Hyderabad, the implementation of the Rs162 billion package for Karachi, and the re-opening of the closed MQM offices.

Pakistan condemns Indian Chief of Defense Staff's remarks
Pakistan strongly condemned Indian Chief of Defense Staff General Bipin Rawat’s remarks about “de-radicalization camps” for Kashmir children and seeking to place Pakistan on FATF blacklist.

In a statement, Foreign Office Spokesperson Aisha Farooqui said Pakistan condemns the highly irresponsible remarks made by General Bipin Rawat, raising inter alia the usual Indian bogey of "terrorism", making the repugnant suggestion of putting young Kashmiri children in "de-radicalization camps", and seeking to place Pakistan on FATF blacklist.

The statement said these remarks are reflective of the extremist mindset and bankrupt thinking that have evidently also permeated the state institutions of India.

The statement further said that as a perpetrator of unabated state-terrorism in occupied Kashmir, India is in no position to pontificate on the issue of terrorism.

The occupied Kashmir has already been turned into the world's largest prison camp with 8 million Kashmiris incarcerated there since 5 August last year.

The statement added that with over 900,000 Indian occupation forces perpetrating egregious violations of human rights; draconian laws such as Armed Forces Special Powers Act and Public Safety Act enabling them complete impunity; and over 13,000 young Kashmiri boys abducted from their homes and away from their families.

The spokesperson said General Rawat's talk of "de-radicalization camps" for Kashmiri children is simply despicable.

She further said General Rawat's remarks about FATF are proof of India's repeated attempts to politicize FATF's technical proceedings for advancing its narrow, partisan objectives.

She said Pakistan has consistently sensitized the world community about India's malicious campaign in this regard. She expressed hope that the FATF members would reject these Indian machinations.

The foreign office spokesperson urged the world community to take cognizance of the BJP government's desperate attempts to divert attention from the unacceptable situation in Occupied Kashmir, growing domestic protest against discriminatory laws and practices, and its unabashed animus towards India's minorities.

She called upon the global community to hold India accountable for its illegal actions.

China calls on India to respond positively to request of UNSC members on Kashmir issue

After a recently-held United Nations Security Council (UNSC) meeting to review the situation in India-occupied Jammu and Kashmir, China has called on India to "give serious consideration and positive response to the request of UNSC members" on the issue.

The remarks were made on Friday during a press conference by the Chinese foreign ministry spokesperson, Geng Shuang.

Shuang was asked what China's position on the situation in the occupied valley is, especially, in the backdrop of reports that many of the UNSC members had viewed the forum as an inappropriate place to take up the issue.

According to the officially released comments, the Chinese foreign minister said that at Pakistan's request, the UNSC members heard a briefing by the UN secretariat on the issue on January 15. He rubbished claims that the issue did not get much support from members of the UNSC.

"Members of the Security Council are concerned about the current situation in Kashmir, and call for observance of the UN Charter and international law, and peaceful resolution of disputes through political dialogue. They believe relevant parties should remain restrained and deescalate the tension," said Shuang.

"I shall stress that the India and Pakistan issue has all along been on the agenda of the UNSC, and the Security Council should continue to pay attention to Kashmir in light of new developments," he added.

The Chinese foreign minister said that the UNSC review will aid in easing the situation in the region "and properly resolve the issue".

He expressed China's resolve to continue to play "a constructive role in upholding regional peace and stability".

When pressed to comment on India's assertion that no one had shared China's views during the meeting, Shuang said: "We are aware of India's position, but what I talked about just now is China's position. As a matter of fact, China and India stay in touch on this issue."

Commenting on the massive number of Indian troops deployed in the region and the ongoing curfew, the Chinese official said that China has urged both India and Pakistan "to exercise restraint, step up dialogue and enhance mutual trust to deescalate the situation as soon as possible".

"At the same time, as a responsible major country, China has been in close communication with both India and Pakistan and stands ready to play a constructive role."

Regarding India's announcement that it would invite Prime Minister Imran Khan to the Shanghai Cooperation Organisation (SCO) summit to be held in New Delhi later this year, Shuang said that China is hopeful both sides "will have close communication, coordination and cooperation under the SCO framework to contribute to the grouping's healthy development and greater role in regional affairs".

"India and Pakistan are both major countries in South Asia. We encourage them to strengthen communication, resolve outstanding differences through dialogue and consultation, and constantly improve and grow bilateral relations," Shuang concluded by saying.

He noted that a communications blackout in the valley remains in place in order "to conceal the facts from the world's view".

"The dream of 'peaceful South Asia' of the US and Pakistan cannot be realised until the Kashmir dispute is resolved in accordance with United Nations resolutions and through a plebiscite of eight million Kashmiris," the FO quoted Qureshi as saying.

During his illustrious career, Air Marshal Leghari commanded fighter squadron and Operational Air Base.

In his staff appointments, the Air Marshal served at Air Headquarters as Chief Project Director Falcon and Director General Projects and also rendered services as Air Attaché at Pakistan Embassy, USA.

Other significant appointments of the Air Officer include Director General Logistics at Joint Staff Headquarters Chaklala and Chairman Pakistan Aeronautical Complex Board, Kamra.

Air Marshal Leghari is a graduate of Combat Commanders’ School, National Defence University Islamabad and Command & Staff College, UK.

PM Imran proposes three names for CEC in letter to Shehbaz
Prime Minister Imran Khan wrote a letter to Pakistan Muslim League-Nawaz (PML-N) President Shehbaz Sharif, proposing three names for the post of Chief Election Commissioner (CEC).

The letter—written by the prime minister on January 15—calls for "meaningful negotiations" with the PML-N leader for the appointment of the new election commission chief.

The names of three former federal secretaries were suggested by the premier in his letter to Shehbaz. These included Jamil Ahmed, Fazal Abbas Maken and Sikander Sultan Raja.

PM Imran stated that he had written the letter to resolve the pending issue of the appointment of a new head to oversee the commission.

The News reported a day earlier that the government and opposition reached a consensus on names of ECP members from Sindh and Balochistan.

Sources told The News that the name of Nisar Durrani for the post of the ECP member from Sindh, which was proposed by the PPP and the name of Shah Mehmood Jatoi from Balochistan has been agreed between the government and opposition. Now in the meeting of the Parliamentary committee, the name for the post of the Chief Election Commissioner likely to be finalised and all the names for the key posts would be announced simultaneously after reaching consensus.

Saeed Ghani lashes out at SSP Rizwan, terms police official as 'third-rate man'

Sindh Information Minister Saeed Ghani on Friday lambasted Shikarpur Senior Superintendent of Police (SSP) Muhammad Rizwan Ahmed Khan for levelling accusations against him and his brother.

During a press conference in Karachi, Ghani termed Khan as a "third-class, third-rate man" and accused the SSP of protecting drug dealers. The Sindh information minister was referring to an earlier report prepared by SSP Rizwan — when he was posted in Karachi — in which he had accused some politicians, including Ghani, of protecting criminals involved in drug-related crimes.

The press conference comes a day after a report, prepared by the SSP, emerged in which Rizwan had accused PPP lawmaker and Sindh Energy Minister Imtiaz Ahmed Sheikh of patronising criminals and using them for political and financial gains.

The SSP's report, a copy of which is available with Dawn.com, came to light on January 16 in the backdrop of the Sindh government’s decision to replace the provincial police chief, IG Dr Kaleem Imam, citing "compelling reasons".

Ghani, in his press conference today, demanded Sindh Chief Minister Murad Ali Shah to initiate an inquiry against him and vowed to not only leave politics and all the offices he occupied but also present himself for the "strictest punishment" if any allegation against him was proven to be true.

"I have worked very hard to earn respect in politics," the PPP leader said. "A third-rate police officer like him (Rizwan) cannot be allowed to play with people's reputation for his own personal and heinous purposes."

Ghani said that some of his relatives were involved in drug-related crimes, but he had never supported them.

The information minister said that when SSP Rizwan was posted in Karachi's Chanesar Goth, Saeed's constituency, drug-related crimes went up. After being elected MPA in 2013, Ghani met the additional inspector general and deputy inspector general to complain that police are not taking enough measures to curb drug-related crimes in his area, after which action was taken against those involved in dealing.

However, Ghani told reporters today, the police, in order to exert "political pressure" on the government, would arrest "two drug dealers and 20 innocent people".

The PPP leader also accused the SSP of being involved in extra-judicial killings, including that of PPP worker Faisal Lodhi, who was killed in an alleged encounter in 2017. Ghani said that Lodhi was being harassed by the police since he quit MQM and joined PPP. On December 1, 2017, Lodhi was picked up by the police from a barber's shop and two days later he was shot dead in a police 'encounter', Ghani told reporters.

"When Iqbal Sand (PPP leader) met Rizwan and told him that the killing [of Lodhi] was wrong, Rizwan played a recording on his phone and told Iqbal that Faisal had admitted to committing crimes," Ghani said, adding that Lodhi's was an extrajudicial killing.

The PPP leader said that he went to then inspector general of police A.D. Khowaja, who ordered an inquiry. Incumbent SSP (East) Tanveer Alam Odho conducted the inquiry and recorded statements of multiple witnesses including Sand, but it was "somehow stopped" after a while, said Ghani. The PPP leader added that Sand received threatening calls during and after the inquiry of the matter.

Ghani also accused Rizwan of patronising people who were known to be involved in the illegal drug trade in Chanesar Goth.

"The Sindh police department has become like NAB (National Accountability Bureau); they prepare a report against anyone who speaks against it."

SSP Rizwan's report accuses Sheikh of using "his criminal wing against his political opponents and for creating his fear in society", adding that “his men” also killed the son of a political opponent, Shah Nawaz Brohi.

According to the report, which is marked ‘secret’ and addressed to the deputy inspector general of the district, “Sheikh has un-satiable hunger of his control over police [and] constantly pressurises the SSP of the district for posting his loyal police personnel who then leak secret information to him.”

“Furthermore, Imtiaz Sheikh interferes in postings, transfers of police personnel on key posts, such as SHOs, and continuously exerts pressure on the undersigned for posting of police personnel for gaining their loyalty,” it adds.

As proof of his allegations, the SSP has also attached cellular record data of the energy minister, his secretary, son and others close to him, highlighting the number of times they have contacted "wanted" criminals, such as Atto Sheikh, who have dozens of cases registered against them.

“Imtiaz Ahmed Sheikh MPA has a gang of criminals who reside in and sell drugs from Chingi Muqam in the jurisdiction of PS New Faugdari, district Shikarpur. Imtiaz Ahmed Sheikh, his brother Maqbool Ahmed Sheikh and his son Faraz Ahmed Sheikh have private guards who are proclaimed offenders and recorded criminals,” the report states.a

Foreign Minister Shah Mehmood Qureshi on Thursday met with United States (US) lawmakers at Capitol Hill in Washington DC as a part of his diplomatic trip to the US.

The foreign minister in his meeting with the US Senate leadership discussed US-Pakistan relationship, the situation in South Asia, the Afghan peace process, and recent developments in the Middle East.

The foreign minister also briefed the senators on India’s ongoing lockdown in occupied Kashmir, and “its implications for regional security”.

“Peace and stability in South Asia would remain elusive until the Kashmir dispute was resolved in accordance with international law and the wishes of the Kashmiri people,” Qureshi informed the senators, according to a Foreign Office press release.

The senators also lauded Pakistan’s role in the Afghan peace process and requested Islamabad for its continued support. The foreign minister assured the senators that Pakistan was committed to the Afghan political reconciliation process.

Qureshi noted that the history of Pakistan-US relationship was testimony to the value of working together. He reaffirmed Pakistan’s resolve to continue to play a constructive role and to work with the United States to bring peace in the region.

“Pakistan is for peace and we would do whatever we can to promote and facilitate peace,” said Qureshi while referring to Pakistan’s role in defusing tensions in the Middle East.

The Foreign Office said that the senators agreed with Qureshi on the need for continued cooperation between the two countries. They believe that cooperation was needed to achieve each other’s common objectives on the bilateral and regional fronts.

The meeting was attended by Republican Senator Jim Risch and Democratic Senator Bob Menendez, Chair of the Senate Foreign Relations Subcommittee on Asia Senator Mitt Romney, and Democratic Ranking Member of the Asia Subcommittee Senator Chris Murphy.

The foreign minister also held separate meetings with members of the Senate Foreign Relations Committee and the Pakistan Caucus of the US Congress.

In a separate meeting with the US Congress’s Pakistan Caucus the minister emphasised that Islamabad values its relationship with Washington.

The minister also lauded the caucus for its role in “further improving bilateral relations between Pakistan and the United States”. He added that the relationship was on an “upward positive trajectory” since the last year.

“The foreign minister also briefed the caucus about government of Pakistan’s vision for socio-economic progress and human development in the country as well as Pakistan’s efforts for regional peace and prosperity including in facilitating peace in Afghanistan and defeating terrorism in the region,” Foreign Office said.

Qureshi underscored the significance of further strengthening people-to-people and inter-parliamentary linkages between the two countries and urged the lawmakers to play their role.

The foreign minister also briefed the lawmakers on the latest situation in Indian occupied Kashmir and the continuing repression of the Kashmiri people by the Narendra Modi-led government.

The Pakistan Caucus thanked Qureshi for his briefing and appreciated Pakistan’s invaluable contributions for regional peace and security.

“They also recognised the role of the Pakistani American community in the US which were contributing towards further strengthening bilateral linkages and relations,” said the Foreign Office.

The event was attended by Chair of Congressional Pakistan Caucus Congresswoman Sheila Jackson Lee, Congressman Thomas Suozzi and Jim Banks and other members of the caucus. Congressman Eliot Engel, Chairman of the House Foreign Affairs Committee as well as Congressman Ami Bera, Chairman of the House sub-Committee on Asia were also in attendance.

Qureshi’s visit to United States came amid heightened tensions between Washington and Tehran after the former killed Iranian commander Qassem Soleimani in a drone strike in Baghdad. Iran retaliated by targeting a US troops base in Iraq.

Earlier, Qureshi had visited Iran and Saudi Arabia, where he met the two countries' leaders in an effort to ease tensions in the region after a US airstrike killed Soleimani.

NAB approves filing fresh graft references against Nawaz, Zardari, Gilani
The Executive Board Meeting (EBM) of the National Accountability Bureau (NAB) on Thursday authorised filing fresh corruption references against former prime ministers Nawaz Sharif and Syed Yousaf Raza Gillani and former President Asif Ali Zardari for allegedly causing losses worth billions of rupees to the national exchequer.

The meeting also authorised closing the inquiry against Special Assistant to the Prime Minister on Overseas Pakistanis Zulfi Bukhari due to lack of evidence.

The meeting, chaired by NAB Chairman Justice (Retd) Javed Iqbal, authorised filing three corruption references against Gilani, Sharif, Zardari, Khawaja Anwer Majeed and Khawaja Abdul Ghani Majeed in the fake bank accounts case.

The suspects have been accused of receiving gifts and vehicles from the government in violation of rules and regulations which inflicted losses to the national exchequer, said a press release issued by the accountability watchdog on Thursday.

The meeting also approved filing a corruption reference against former ambassador Kamran Shafi and former high commissioner in United Kingdom Wajid Shams-ul-Hassan for causing losses of $27,000 and GBP 28,000 to the national exchequer, respectively.

Besides, the meeting accorded approval for filing a corruption reference against Abdullah Alvi, the honorary secretary of the State Bank of Pakistan Staff Cooperative Housing Society, and others for cheating people and depriving them of Rs7.8 million.

The meeting also authorised conducting four investigations against various personalities including officials of Nishat Chaunian Limited, Nepra and Central Power Purchasing Agency, officers of the Sindh Health Department, programme manager of Hepatitis Prevention and Control Programme, Government of Sindh and others, Balochistan Health Minister Rehmat Baloch and former MNA from district Jacobabad Ejaz Hussain Jakhrani.

The bureau’s chairman informed the meeting that they have directly or indirectly recovered Rs158 billion in the last 28 months. He added that the conviction ratio stood at 70 per cent.

The accountability watchdog has filed 630 corruption references in various accountability courts in the last 28 months, while a total of 1,275 corruption references valuing Rs943 billion are currently in various accountability courts.

At least 104 people died in Azad Jammu and Kashmir (AJ&K), Gilgit Baltistan and Balochistan in various incidents following heavy snowfall and rains, authorities said.

An official statement issued by the National Disaster Management Authority (NDMA) on Thursday, around 77 people has died in Azad Jammu and Kashmir (AJK) and 56 has injured whereas 202 houses has been damaged due to avalanches in the Neelum district.

However, no further causalities are reported yet in Balochistan where 20 casualties has recorded with 23 injured.

In Khyber Pakhtunkhwa five people has died and 13 has injured with a total of 31 houses damaged due to heavy snowfall.

In Gilgit Baltistan, two deaths has reported with four injured and three houses have damaged.

The details of relief items comprising tonnes of ration, water, tents, first aid kits and many other necessary items have been already released by the NDMA, Provincial Disaster Management Authorities (PDMAs), Gilgit Baltistan Disaster Management Authoirty (GBDMA) and State Disaster Management Authority (SDMA) for the affected people of catastrophe hit areas.

A total of 1,957 tents, 1,250 blankets, tarpaulins 400, ration of 13.6 tonnes, plastic mats 2,250, sheets 150, solar lights 550, kitchen sets 100, mattresses 150, 300 sleeping mats, miscellaneous clothing 2,700, shoes 350, first aid kits 250, lanterns 50, 60 tonnes of salt and 1,000 liters of water has provided to the victims.

The report said the heavy snowfall in KP, AJK and GB has wreaked damages of life and property whereas avalanches were occurred in Surgan, Kel, Lawat, Chaknat, Neelum Valley and AJK.

Over a dozen of various roads and highways are blocked in AJK, Balochistan, KP and GB.

In Khyber Pakhtunkhwa Alpuri to Khawazakhela Road, Mastuj Road in Upper Chitral, Local Roads in Upper Dir, Link Roads in District Abottabad, Kalabagh-Nathiagali Road, MNJ-Naran Road and Karakoram Highway (KKH)in District Kohistan are blocked.

In Balochistan, Killa Abdullah Link Roads and N-50 Quetta-Kahnozai are still blocked due to heavy snowfall.

In AJK's Neelum Valley, Sharda Road, Bagh-Chikar Road, Bagh-Lasdana Road, Leepa Valley Road, Mehmoodgali-Abbaspur Road and Haji Peer-Aliabad Road are blocked due to heavy snowfall and avalanches. However, in GB Gilgit-Astore Road is blocked after heavy snowfall occurred in the area.

The NDMA report mentioned that efforts are in hand to clear the highways and link roads by all PDMAs, National Highway Authority, Frontier Works Organization and respective construction and works departments.

A second outbreak of bird flu has been found at a large duck farm in eastern Hungary, the National Food Chain Safety Authority (NEBIH) said on Wednesday, two days after the first such case in the country in years.

The bird flu has spread in recent days in Poland, Romania, Slovakia and Hungary. It is a highly pathogenic strain of the virus that reappeared in Poland in early January.

Hungary’s NEBIH said the full duck stock at the farm, 115,000 birds, was being culled on suspicion of the virus, after the destruction of more than 50,000 turkeys earlier this week to contain the spread of the infection.

It said the virus is probably spreading as wild birds migrate and contaminate waterways used by farm birds.

The authority said that this strand of the virus was similar to one in an outbreak in 2016 in Hungary. It said poultry products in Hungary were safe to consume.

Hungary will also restrict transport to contain the virus, the authority said earlier this week, adding that the H5N8 strain had so far caused no human infections in Europe.

The United States and China signed a truce in their trade war on Wednesday after nearly two years of tensions, bringing relief to markets but largely leaving massive tariffs in place.

The "phase one" deal is also a boon for Donald Trump as he faces an impeachment trial and a tough re-election fight this year, with the US president hailing the agreement as "momentous".

However, with tariffs still in place on two-thirds of more than $500 billion in imports from China, US consumers and businesses will be left to foot the bill.

The agreement includes pledges from China to beef up purchases of US agricultural goods and other exports for two years, provides some protections for US technology, and new enforcement mechanisms that allow Washington to quickly impose penalties that Beijing cannot respond to.

"Today, we take a momentous step, one that has never been taken before with China", which will ensure "fair and reciprocal trade", Trump said at the White House signing ceremony.

"Together, we are righting the wrongs of the past".

But as Trump ambled through a lengthy commentary on the deal, major networks switched away from the White House to Congress where articles of impeachment were to be presented to the Senate as the first step towards a trial.

The easing of trade frictions has boosted stock markets worldwide in recent weeks, as it takes the threat of new tariffs off the table for now. On Wall Street, the Dow and S&P 500 ended at new record highs after the signing, while Asian markets were mostly up in the afternoon.

Trump signed the deal with China´s Vice Premier Liu He, who has led Beijing´s negotiations with US Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin.

'Incredible breakthrough'

The US president thanked Chinese leader Xi Jinping and said he would visit Beijing in "the not-too-distant future."

"Negotiations were tough on us," Trump said, but they led "to this really incredible breakthrough." But he said he will only remove the remaining tariffs "if we´re able to do phase two."

In a letter to Trump read by Liu, the Chinese president said the deal is "good for China, for the US and for the whole world."

"It also shows that our two countries have the ability to act on the basis of equality and mutual respect", Xi said in the letter to his US counterpart, adding that he would "stay in close touch with you personally".

At a later news briefing with Chinese media in Washington, Liu said the pact "considerably addressed the concerns of both sides," according to the official Xinhua news agency.

The agreement "bears both economic and political significance," he said.

Chinese state-run newspapers hailed the signing of the "hard-fought agreement", but warned that it would "not take much to banjax the deal" and bring tensions to a head again.

The American Chamber of Commerce in China said the signing of the deal represented "the start of a new chapter" but warned "significant work remains to address longstanding, structural issues in the commercial and economic relationship."

The most difficult issues remain to be dealt with in "phase two" negotiations, including China´s massive subsidies for state industry.

And elements of the deal the administration has touted as achievements effectively take the relationship between the two powers back to where it was before Trump took office.

"A huge amount of this is a reset," said Chad Bown, a trade expert with the Peterson Institute for International Economics.

"A lot of these elements are locking in things that were already there, or already in train before."

Boost for farmers

The absence of any provision on China´s industrial subsidies leaves "a big, giant, gaping hole that has not been addressed," Bown told reporters.

After announcing the deal on December 13, the United States canceled a damaging round of new tariffs that were due to kick in two days later and also promised to slash in half the 15 percent tariffs on $120 billion imposed September 1 on consumer goods like clothing.

That reduction will take effect in 30 days, when the deal enters into force, a senior administration official told reporters.

But Bown noted that the average US tariff on China over the course of the trade war has surged from three percent at the beginning of 2018 to more than 19 percent, even after the new deal.

The official said China has not made any specific commitments to cut tariffs it has imposed on US goods in retaliation.

But Beijing agreed to import an additional $200 billion in US products over two years, above the levels purchased in 2017, before Trump launched his offensive, including an additional $32 billion in agricultural goods.

Washington will be monitoring the purchases so China will have to make sure that "nothing with tariffs or non-tariff barriers prevent that from happening," the official said.

Trump has repeatedly touted the trade pact as a win for American farmers, who were hit hard by the tariff war.

Soybean exports to China plunged to just $3 billion from more than $12 billion in 2017 and the Trump administration paid out $28 billion in aid to farmers in the past two years.

Anastasia Kashevarov, an aide to Russia’s parliament speaker, announced the decision on social media on Thursday ahead of a formal parliamentary vote.

Russia’s lower house of parliament — the State Duma — is expected to hold a meeting later in the day to vote on Mishustin’s candidacy.

President Putin picked Mishustin as prime minister after Dmitry Medvedev and his cabinet stepped down on Wednesday.

Medvedev, who had been prime minister since 2012, announced his resignation after Putin proposed a series of constitutional reforms. Medvedev said his government’s resignation gave room to the president to carry out the reforms.

Putin has ordered the government to fulfill its responsibilities until a new government is appointed.

He has offered Medvedev to oversee defense and security affairs in a new Security Council role.

Mishustin, 53, was born in Moscow in 1966. He became a civil servant in 1998, joining the Russian State Tax Service, which then was transformed to the Taxes and Levies Ministry.

In 2008, Mishustin moved to business, becoming the head of the United Financial Group (UFG), one of the Russia’s largest investment banks.

Since 2010, he has again been head of Russia’s federal tax authority.

President Hassan Rouhani says Iran is now enriching more uranium than it did before inking a nuclear deal with world powers in 2015, as the remaining signatories of the landmark accord fail to fulfill their commitments.

Addressing the 59th annual meeting of the Central Bank of Iran (CBI) on Thursday, Rouhani said Tehran faces no restrictions today when it comes to atomic energy.

“Today, [uranium] enrichment is carried out more than that time [before the deal was reached] and we did not stand idly by. If they [the other deal parties] reduced their commitments, we did so as well,” Rouhani added.

He said when US President Donald Trump chose to pull his country out of the multilateral nuclear deal, Iran remained patient and refused to make the same “mistake.”

Iran, instead, urged the remaining parties to the deal to compensate for Washington’s exit and told them that “if they make up for [the US exit], we would stay in the JCPOA, and if they fail do so, we will, in turn, reduce our commitments,” Rouhani said.

Rouhani said Iran adopted the “right policy and did the right thing,” prompting the entire world — even the Europeans themselves and Trump’s own friends — to condemn the US president’s move as “wrong.”

The Iranian president added that Tehran proved with the JCPOA that it seeks interaction with the world.

Rouhani once again slammed the US president for violating the deal and unilaterally pulling out of it, saying Trump’s “unpredictable” behavior has caused troubles not only for Iran, but the whole world.

The Iranian chief executive also criticized the US for threatening the European parties to the nuclear deal — France, Britain and Germany — and pushing them to withdraw from the accord.

Rouhani’s remarks came after The Washington Post reported that Trump’s administration had threatened to impose a 25-percent tariff on European automobile imports if the trio — known as EU3 or E3 — refused to formally accuse Iran of violating the Joint Comprehensive Plan of Action (JCPOA).

The report was published shortly after the European trio said in a joint statement on Tuesday that they had triggered the JCPOA’s dispute mechanism, which amounts to a formal accusation that Tehran had broken the terms of the deal.

The European measure could lead to the restoration of anti-Iran UN sanctions, which had been lifted by the JCPOA.

The US under Trump left the JCPOA in May 2018 and restored the sanctions that it had lifted. The UK, France, and Germany also bowed to the sanctions and refused to meet Iran’s business interests under the deal despite an earlier pledge to do so.

Trump has been critical of the agreement and called it the worst deal ever negotiated, proposing new negotiations to reach a “better” accord.

This comes as the JCPOA has been endorsed by the UN Security Council as a resolution.

Elsewhere in his Thursday’s remarks, Rouhani said Iran has grown stronger than ever despite all the international pressure facing the country and will continue to tread the path of progress despite US plots and economic sanctions.

Rouhani further hailed Iran’s recent move to target the US airbase of Ain al-Assad in Anbar province in western Iraq in retaliation for the US assassination of senior Iranian military commander Lieutenant General Qassem Soleimani.

It is very rare that a country “stands up to the US and openly launches missiles against an important American military base in the region,” he said, adding the attack forced the US “to retreat from its threat.”

PM Khan and COAS Bajwa discussed the matters related to the professionalism of Pakistan Army, internal security, Western border and the latest situation of the Indian occupied Jammu and Kashmir (IOJK), sources said.

Head Coach and Chief Selector for Pakistan Misbahul Haq on Thursday announced Pakistan's Twenty20 International squad for the upcoming tour of the Bangladesh cricket team.

Babar Azam has been chosen to lead the squad, which is a mix of seasoned and new players. Contrary to speculations, former captain Sarfaraz Ahmed has been left out of the squad.

Ahsan Ali, Amad Butt and Haris Rauf are expected to debut in the series, while Mohammad Hafeez, Shoaib Malik and Shaheen Shah Afridi have been recalled in the 15-player squad for the T20 Internationals to be played on January 24, 25 and 27 in Lahore.

"We have combined old and new players in this squad in the hopes that they will be able to end Pakistan's recent losing streak," Misbah said before introducing the squad.

"We have lost eight of our last nine T20Is and as the number-one ranked side, this is unacceptable. We need to end our losing cycle and get back to winning habits leading into the upcoming Asia Cup and ICC T20 World Cup. This has played a critical role in our decision-making."

On bringing Muhammad Hafeez and Shoaib Malik back into the mix, Misbah said, "They are experienced players — with a total of 200 T20Is between them — they have performed before and we believe that they will do so in this upcoming series as well."

Discussing the future of the seven dropped players who were part of the squad that recently lost to Sri Lanka, the chief selector said: "The seven players who have missed out on selection are by no means out of our planning but considering their recent form in international cricket and taking into account other strong performances in our National T20 Cup, we have decided to make these changes."

When asked if Salman Butt is being "deliberately ignored" by the selection committee, the chief selector said that nothing of this sort is happening. "When we discuss whom to pick for the squad, a discussion on Salman Butt also takes place, we have no bias against him. Those are just speculations people make."

Captain Babar Azam said that he was satisfied with the choices made by the selection committee. “I want to thank the selection committee for entertaining my request to bring in Mohammad Hafeez and Shoaib Malik. I believe they still have plenty to offer to Pakistan cricket in the shortest format and their experience can be critical to our performances in the upcoming series.

“Ahsan, Amad and Haris have recently shown promise and talent, and I think it is the right time to throw them at the deep end to check their ability to perform at an international level. UNSC meets behind closed doors for second time to discuss crisis in occupied Kashmir
The United Nations Security Council (UNSC) met for the second time in less than six months behind closed doors to discuss the alarming situation in Indian occupied Kashmir.

In August last year, the Security Council had met for the first time in over five decades, to discuss the critical human rights situation in the occupied valley.

After the meeting, Chinese Ambassador Zhang Jun spoke to journalists confirming that the Security Council had met to review the situation in the occupied valley.

“We had a meeting on Jammu and Kashmir,” Jun said, adding the 15-member Council was briefed by the UN secretariat on the situation on the ground.

The Department of Peace Operations and the Department of Political and Peace-building Affairs briefed the UN Security Council on the situation in Kashmir, followed by a discussion on the situation among Council members in which all of them participated.

China has long voiced concern over the situation in occupied Kashmir and had requested the UNSC along with Pakistan to hold the meeting. Pakistan’s Foreign Minister Shah Mehmood Qureshi also attended the UN meeting in New York before jetting off to Washington later in the evening.

The Chinese envoy said Qureshi had penned letters to the Security Council drawing its attention to the situation in Kashmir, where the people were suffering under a repressive military lockdown with all communications links cutoff since August 5.

“The issue of India and Pakistan is always on the agenda of the Security Council," the Chinese ambassador said, pointing out that "recently, we have also seen some tensions”

When asked what was China’s position on the situation in Kashmir, Jun said, “Our position is very clear. China regards Kashmir as a territory disputed between India and Pakistan and supports UN resolutions calling for the exercise by Kashmiri people of their right to self-determination through a UN-supervised plebiscite.”

“I am sure the meeting helped both parties to understand the risk of further escalation and will encourage them to approach to each other and to have dialogue and to seek means to seek solutions through dialogues,” he added.

Senior Russian diplomat Dmitry Polyanskiy who also attended the session tweeted after the meeting that the 15-member body had discussed the contentious Indian-administered region, where New Delhi has been accused of abuses against its mostly-Muslim population.

“UNSC discussed Kashmir in closed consultations,” said Polyanskiy. “Russia firmly stands for the normalisation of relations between India and Pakistan. We hope that differences between them will be settled through bilateral efforts based on the 1972 Simla Agreement and the 1999 Lahore Declaration,” he added.

Maj Gen Asif Ghafoor transferred out of ISPR in major reshuffle
In a major reshuffle, Maj Gen Asif Ghafoor will leave his post as director general Inter-Services Public Relations (ISPR) and be replaced by Maj Gen Babar Iftikhar.

Maj Gen Ghafoor’s services have been transferred to the 40th Infantry Division (Okara), where he will serve as the general officer commanding (GOC).

"Thanks to everyone I have remained associated with during the tenure," Maj Gen Ghafoor wrote on Twitter from the @OfficialDGISPR handle as news of his transfer broke. He had headed the military's media arm since December 2016.

"My very special thanks to Media all across. Can’t thank enough fellow Pakistanis for their love and support.

"Best wishes to [the] new DG ISPR for his success."

Maj Gen Ghafoor was posted as the DG ISPR in December 2016, replacing Lt-Gen Asim Bajwa as the head of the military's media wing.

At her weekly news briefing in Islamabad on Thursday, Foreign Office Spokesperson Aisha Farooqui pointed out Pakistan is an important country in the region and it has historic relations with Iran, Saudi Arabia and the United States.

She said the foreign minister during his engagements in Tehran and Saudi Arabia put forward Pakistan's point of view that war is in nobody's interest and that we are partner for peace.

The spokesperson said the second briefing to the UN Security Council on the situation in occupied Jammu and Kashmir in five months constitutes success of Pakistan to highlight the plight of oppressed Kashmiri people. She said this reaffirms that Kashmir is an internationally recognized dispute which is on the agenda of the Security Council for seven decades.

Responding to a question about Pakistani prisoners languishing in foreign jails, the Spokesperson said Pakistan is cognizant of its responsibility towards them and its missions abroad are extending fully facilitation and assistance to the prisoners. She pointed out that about ten thousand Pakistan nationals are imprisoned in foreign jails and as a result of our efforts, about 4637 prisoners have been released over the last one year.

She said our mission in Saudi Arabia is discussing with Saudi authorities the release of its prisoners. So far five hundred and seventy nine prisoners have been released by Saudi authorities on the clemency announced by the Saudi Crown Prince. In addition, fifteen hundred Pakistanis have been released by Saudi Arabia under various other clemencies and completion of their sentences.

Responding to a question, Aisha Farooqui said the US envoy Alice Wells is expected to visit Pakistan during which talks will be held on the entire spectrum of bilateral relations and regional situation.

She said the visit of Prime Minister Imran Khan to Davos is also on the cards.

When asked about US-Taliban talks, Aisha Farooqui said Pakistan has welcomed the resumption of their talks. She hoped the talks will be concluded at the earliest leading to infra Afghan negotiations.

It further stated that the special court had accepted Musharraf’s ailment but convicted the former president in absentia.

Sources had said that the coldest district of Balochistan had remained without gas for the second consecutive day on Wednesday.

Officials of Sui Southern Gas Company had said that the demand for gas escalated in the winter season and they were facing difficulties to meet the consumers’ demand owing to shortage of gas.

He said that there is rule of law in Pakistan. Sindh government wants the IG of its own choosing and the concerns PTI had at the time of the legislation proved to be true today. Sindh government wants to make police a house maid.

On the occasion, Firdous Shamim Naqvi said that the Prime Minister has the right to call any officer and PTI does not call public officers as slaves. The removal of IG Sindh will be in accordance with the law.

ANF challenges Rana Sanaullah's bail in Supreme Court

The Anti-Narcotics Force (ANF) on Wednesday petitioned the Supreme Court to set aside the Lahore High Court's decision last month to grant PML-N leader Rana Sanaullah bail in a case regarding the illegal possession of drugs.

According to the ANF's petition in the SC, the LHC's decision to grant Sanaullah bail is contrary to the law. The ANF has asked the top court to repeal Sanaullah's bail and for the PML-N lawmaker to be returned to the force's custody.

On July 1, 2019, the former Punjab law minister was arrested by the ANF Lahore team while he was travelling from Faisalabad to Lahore near the Ravi Toll Plaza on motorway, claiming to have seized 15 kilogrammes heroin from his vehicle. A special team of the force had also arrested five others, including the driver and security guards of the PML-N leader.

The FIR was lodged under Section 9(C) of the Control of Narcotic Substances Act 1997, which carries death penalty or life imprisonment or a jail term that may extend to 14 years, along with a fine up to Rs1 million.

A special court for Control of Narcotics Substance (CNS) had on September 20 dismissed a bail petition by Sanaullah while releasing five co-suspects. On November 9, a second bail petition filed by Sanaullah was dismissed by a CNS court.

The PML-N leader had filed a bail petition in the LHC on October 2. The petition was, however, withdrawn the next day, to file the same at a later stage. In December, Sanaullah had once again petitioned the LHC for post-arrest bail. The PML-N lawmaker was granted bail by the high court on December 24, 2019, against surety bonds worth Rs2 million.
