ADB approves $385m to help improve livability in KP

The Asian Development Bank (ADB) has approved $385 million in financing to help improve the livability and community health of five cities in Pakistan’s Khyber Pakhtunkhwa province.

According to a statement issued by the ADB, the Khyber Pakhtunkhwa Cities Improvement Project will help construct two clean water supply treatment facilities, three sewerage treatment facilities, and will rehabilitate dysfunctional tube wells among several other important subprojects in the cities of Abbottabad, Kohat, Mardan, Mingora, and Peshawar.

“More than 3.5 million people will benefit from improved access to clean and safe water, reliable and integrated waste management and sanitation services, green urban spaces, and gender-friendly urban facilities,” it said, adding that about 150,000 households will gain new connections to water supply systems and have smart water meters installed in their homes.

ADB Director General for Central and West Asia Yevgeniy Zhukov said: “Large urban projects are often delayed due to their inherent complexity and competing interests in limited urban space.”

“This project has used ADB’s project readiness financing facility to ensure detailed engineering design, safeguards assessments, and other critical preparatory work was completed in advance — a first for the central and west Asia region. That will ensure the transformative benefits of this project will flow to the people of Khyber Pakhtunkhwa province more quickly,” Zhukov added.

ADB will provide a $380 million loan and a $5 million grant, while the Asian Infrastructure Investment Bank (AIIB) will provide co-financing of $200 million, subject to approval of their board of directors.

Together with $65 million in financing from the Government of Pakistan, this represents ADB’s largest urban project ($650 million equivalent) in Pakistan.

ADB’s loan includes more than $106 million for climate adaptation and mitigation, the bank’s largest climate financing contribution in any urban project in 2021, reaffirming its commitment to helping its developing member countries fight climate change.

“With a strong focus on gender, the project will boost women’s access to economic opportunities and increase their participation in urban governance by upgrading a centre dedicated to women’s skills development,” the ADB statement read.
In a similar development, the ADB on Friday approved a $300 million policy-based loan to support financial, technical, and governance reforms to strengthen Pakistan’s energy sector and improve its financial sustainability.

“The financing is part of the second sub-programme of ADB’s Energy Sector Reforms and Financial Sustainability Programme, which aims to improve the governance of Pakistan’s energy sector and reduce and manage the accumulated cash shortfall across the power supply chain known as circular debt,” the Manilla-based bank said, adding that the first sub-programme in the amount of $300 million was approved in December 2019.

“As Pakistan’s key development partner in the energy sector, ADB has been supporting the government to expand access to reliable, affordable electricity and help enact reforms that make the sector more efficient and sustainable,” said Zhukov.

“This programme will help facilitate public and private sector investment across the energy sector value chain through key policies and integrated planning, and will help expand renewable energy generation,” he added.

Notice issued to Asad Qaiser on violation of code of conduct for LG elections in KP

Swabi's district monitoring officer (DMO) of the Provincial Election Commission has issued a notice to National Assembly (NA) Speaker Asad Qaiser for violating the code of conduct for the upcoming local body elections in Khyber Pakhtunkhwa, it emerged on Saturday.

The notice, a copy of which is available with Dawn.com, was issued on December 10, 2021, and states that there is an audio clip of the NA speaker, making the rounds in electronic media, wherein he is appealing to voters for their support and promising government funding to PTI candidates, "saying that project tenders are in process and soon these tenders will be notified".

Separately, the DMO sent the audio clip and a letter to the Pakistan Electronic Media Regulatory Authority (Pemra) chairperson, asking him to carry out a forensic analysis of the clip to ascertain its authenticity and track its origin.

He further requested the Pemra chairperson address the matter on an urgent basis and provide the required information by December 15.
According to the election code of conduct, after the issuance of the election schedule, the president, prime minister, governor, speaker, deputy speaker of any assembly, chairman and deputy chairman of senate, federal and provincial ministers, advisers to the prime minister, chief ministers or any other holder of public office shall not visit the area of any local council to announce any development scheme or to canvass or campaign for any candidate or any political party.

The DMO directed Qaiser to appear in person or through his counsel at his office on December 13 to explain his position regarding the violation of the election code of conduct and directions of the Election Commission of Pakistan (ECP).

In case of non-compliance with the DMO's directives, the matter will be referred to the ECP "for the initiation of necessary proceedings against you (Qaiser)" under the Election Act 2017, the notice says.

Moreover, the Peshawar DMO issued a notice to MNA Shaukat Ali of the Pakistan Tehreek-i-Insaf for violating the election code and summoned him on December 12. The DMO issued another notice to a lawmaker of the Awani National Party over violation of the election code of conduct, summoning her on December 13.
Meanwhile, Bannu DMO concluded a case regarding violation of the election code by Leader of the Opposition in Khyber Pakhtunkhwa Assembly Mohammad Akram Khan Durrani after giving him a warning.

Durrani was issued a notice a day ago for attending two rallies held as part of the election campaign.

His order read: “The activities, which are not allowed under the law by you like representatives, gave a bad impression to the whole public of Bannu district which is against the basic spirit of law and have shown concern by all concerned quarters which necessitates taking action under the code of conduct.”

On Friday, Peshawar and Bannu DMOs had fined several treasury and opposition lawmakers, including PPP Chairperson Bilawal Bhutto-Zardari and Sindh Chief Minister Murad Ali Shah, Rs50,000 each for violating the code of conduct for the upcoming local body elections.

The prime minister, according to a statement from the PM's Office, stressed America's role during a meeting with a four-member delegation of the US Senate — Senators Angus King, Richard Burr, John Cornyn, and Benjamin Sasse.

All four senators are members of the Senate Select Committee on Intelligence, while senator King is also a member of the Senate Armed Services Committee.
The prime minister underlined that Pakistan values its long-standing relationship with the United States and is committed to expanding it in all spheres, particularly in the economic dimension, the statement said.

PM Imran Khan reiterated that a deeper and stronger partnership between the two countries was mutually beneficial and critical for the region’s peace, security, and prosperity, it added.

Speaking on the evolving situation in Afghanistan, the prime minister emphasised that Pakistan and the US "must have a deeper engagement" to promote the shared objectives of peace, stability, and economic development.

He particularly underscored the urgent need to support the Afghan people by taking all possible measures to prevent a humanitarian crisis and economic collapse.

Apprising the delegation about the continuation of egregious human rights violations in the Indian-occupied Jammu and Kashmir, the prime minister said the extremist and exclusionist policies of the RSS-inspired BJP were posing a threat to regional peace and security.

He underscored that, for its part, Pakistan remains ready to pursue measures that would reinforce peace, stability, and prosperity in the region, if the enabling environment was created by India.

An police team investigating the killing of Arsalan Mehsud in Karachi has declared him “innocent”.

Mehsud, a college student was killed by a police officer in plainclothes in Karachi’s Orangi Town Monday night.

According to sources, the team formed by Karachi West’s DIG Nasir Aftab has said that no shots were fired by the victim and his friend who were returning from tuitions.

Police earlier claimed that Mehsud was shot on suspicion of being a dacoit and a pistol was seized from his possession.

The police officer Tauheed was on intelligence duty with his friend Umair when the killing took place.

According to police, Mehsud, who was riding a motorcycle with his friend Yasir, were signaled to stop. When they didn’t, Tauheed fired the shots which killed Mehsud and injured Yasir.

The investigation revealed that Tauheed had no authority to stop the victim as he was in plainclothes.

After the killing, constable Tauheed was arrested while SHO Orangi Azam Gopang was suspended.

The victim’s father Haji Liaquat Mehsud named Gopang as the perpetrator in a video posted on Twitter.

In the video, he is seen standing by his son’s body, saying, “My son was coming back from coaching… he is neither a thief nor a dacoit. It was a fake encounter. [Orangi] Poney panch police station’s SHO Azam [Gopang] killed him.”

The victim’s uncle said that Tauheed and his friend tried to snatch the motorcycle and opened fire when his nephew resisted.

A large explosion rocked a Palestinian camp in the southern Lebanese port city of Tyre on Friday night, injuring about a dozen people, according to rescue workers on the scene and a Palestinian source inside the camp.

NNA reported an unspecified number of deaths, but local media and civil defence workers on the scene said there had been no fatalities. A security source also said fatalities had not been recorded.
The NNA reported that the blast emanated from a weapons depot belonging to the Palestinian group Hamas in the Burj al-Shemali camp. It said a judge had ordered security forces to launch an investigation.

Hamas said in a statement on Saturday that the blast was caused by an electrical fault in a warehouse containing oxygen and gas cylinders for coronavirus patients, as well as detergents and disinfectants.

The fire damaged some property but losses were limited, the group said.

A number of armed Palestinian factions, including Hamas and the Fatah Movement, hold effective control over roughly a dozen Palestinian camps in the country, which Lebanese authorities by custom do not enter.

The area surrounding the blast had been evacuated and rescue crews had deployed, the Palestinian source said.

PML-N President and Opposition Leader Shahbaz Sharif said Saturday that the National Assembly approving a mini-budget would be national suicide.

According to the PML-N president, Pakistan's economic sovereignty is in trouble, and the Opposition will devise a plan to halt the presentation of a mini-budget.
"We will try making the government and its allies realise the detrimental effects of a mini-budget," Shahbaz said, adding that the current government has become a threat to national security.

The PML-N president stated that presenting a mini-budget is similar to treating cancer with aspirin, emphasising that the government should not present the IMF-prepared mini-budget.

"A tsunami of change has engulfed the economy, jobs, and happiness of the people. They have not been able to get relief from the fall in oil prices in the world market," stated Shahbaz.

Speaking about the economic relief programme, Shahbaz stated that it had had "no effect," albeit that the prices of electricity, gas, and commodities had "increased further."
To meet the conditions set by the International Monetary Fund (IMF) for the revival of its $6 billion loan, the PTI government is all set to table a mini-budget before Parliament next week.

The finance bill will seek withdrawal of the General Sales Tax (GST) exemptions and slapping standard rate of 17% on import of mobile phones, computers, silver/ gold, different articles of jewellery, re-meltable scrap, LPG and many other products.

It is not yet known whether the government will impose a standard GST rate of 17% on POL products or not because if the whole GST rate and petroleum levy were jacked up to Rs30 per litre in phases, the storm of inflationary pressures might touch new heights.

Pakistan has reported 11 deaths in the last 24 hours by novel coronavirus as the number of positive cases has surged to 1,288,761. The nationwide tally of fatalities has jumped to 28,823 on Saturday.

Governor SBP Reza Baqir appointed as chairman Council of Islamic Financial Services Board

State Bank of Pakistan (SBP) Governor Dr Reza Baqir has been appointed as the Chairman of the Council of Islamic Financial Services Board (IFSB), Malaysia, for the year 2022.

According to a statement issued by the central bank on today, Baqir’s appointment was approved by the IFSB Council in its 39th meeting held on December 9, 2021, in Abu Dhabi, United Arab Emirates (UAE).

It is pertinent to mention here that he had been earlier serving as the deputy chairman of the IFSB council for the year 2021.

The IFSB is an international standard-setting organisation that promotes and enhances the soundness and stability of the Islamic financial services industry by issuing global prudential standards and guiding principles for the industry, broadly defined to include banking, capital markets and insurance sectors.

The statement further mentioned that Baqir will also be serving as the Chairman of the IFSB General Assembly — the representative body of all the members of the IFSB — for the year 2022.

Speaking on the occasion, the SBP governor said he aspires to help IFSB realise its mandate and "continue providing high-quality intellectual guidance to the global Islamic finance industry as envisaged in IFSB’s forward-looking and ambitious Strategic Performance Plan 2022-24."

Baqir pledged to transform the board as one of the most progressive and robust standard-setting bodies globally.

The statement revealed that IFSB Council is the senior executive and policymaking body of the IFSB. It consists of one representative each from a full member of the IFSB, comprising senior executives from leading regulatory and supervisory authorities on Islamic finance.

Currently, there are 187 members of the IFSB, which comprise 81 regulatory and supervisory authorities, 10 international inter-governmental organisations, and 96 market players (financial institutions, professional firms, industry associations and stock exchanges) operating in 57 jurisdictions.

According to IFSB’s global Islamic financial services stability report 2021, the total worth of the Islamic Financial Services Industry (Islamic Banking, Islamic Capital Markets and Takaful) is estimated at $2.7 trillion in 2020.

It is pertinent to mention here that SBP being the founding and full member of IFSB has played an active role in achieving the objectives of the IFSB through representation on its various forums.

In Pakistan, currently, there are five full-fledged Islamic banks and 17 conventional banks operating with standalone Islamic banking branches offering a wide array of Shariah-compliant financial solutions.

“As of June 2021, the market share of the Islamic banking industry assets and deposits in the overall banking sector stood at 17% and 18.7% respectively and the branch network of Islamic banking institutions comprises over 3,583 branches and 1,562 windows,” the statement read.

Islamabad High Court (IHC) on Friday has termed replies of all the parties including former Chief Judge of Gilgit Baltistan Rana Shamim as unsatisfactory.

During the hearing, the court remarked that being salient for three years raises questions on the innocence of Rana Shamim.

Earlier, IHC Chief Justice Athar Minallah had directed Rana Shamim to submit his original affidavit till December 13 and also warned of indicting him in the case if he fails to present the document.

Previously, IHC judge asked Rana Shamin whether he accepts the content written in the affidavit over which he stated that he hasn t seen the affidavit which was submitted in this court as the original one is locked in his locker in United Kingdom.

Attorney general said it is strange that ex-CJ doesn’t remember what is in the affidavit. Every day of this court is important as it is the "season" of leaks, he added.

It is to be mentioned here that the high court had taken notice of revelations leveled by former chief judge of Gilgit Baltistan Rana Muhammad Shamim regarding PML-N leaders Nawaz Sharif and Maryam Nawaz and summoned all the parties and Attorney General Khalid Javed Khan in personal capacity.

Former CJ of Gilgit Baltistan was also served with contempt of court notice.

IHC Chief Justice Athar Minallah remarked, “I trust each and every judge of the court. The judges can also be made accountable and criticized. An environment of disbelief will prevail in society if people stop trusting the courts.”

Athar Minallah told the he had also faced social media backlash. He further directed the journalist to read his story’s headline. The IHC CJ asked where the former judge had notarized this affidavit as it is not part of any record of this court.

PM Imran Khan inaugurates Green Line project in Karachi
Prime Minister Imran Khan has inaugurated the trial operation of the much-awaited Green Line Bus Service project today during his one-day visit to Karachi.

The inauguration was held at the main station of the Green Line project at Numaish Chowrangi. He inaugurated the first phase of the hybrid bus project under the Karachi Transformation Plan.

Speaking during the inauguration ceremony, the premier said that no city can develop without a modern transport system.

"No modern city can function without a modern transportation system [...] and Karachi is Pakistan's engine of growth. If Karachi is prosperous, then Pakistan will become prosperous," he said.

The premier went on to say that there's a city like this in every country — London runs the United Kingdom, New York has a major impact on the United States, Paris has an impact on France.

"So just like this, if we are helping Karachi to prosper, it means that we are helping Pakistan [...] building a transportation system is the first step towards building a modern city," he said.

The prime minister lamented that several governments came and went, but "no one paid attention" to Karachi's transportation system.

"The management of these cities is modern, which is why the cities are developed," he said.

He shed light on environmental issues Karachi is facing due to the growing population and said that measures to reduce pollution must be taken.

The premier also discussed other issues, such as health insurance for the public, and urged the Sindh government to cooperate with the Centre in this regard.

It should be noted that the Greem Line bus service will comprise 80 hybrid buses that will ply a route of 22 kilometres from Surjani to the Municipal Park near Jama Cloth market with, 23 stations located on each km.

According to sources, a delegation of businessmen will call on him at the Governor House. The officials of the PTI Sindh region will also call on PM Imran Khan.

PM Khan will leave for Islamabad after the project's inauguration.

Green Line Bus Rapid Transit

The Green Line Bus project was announced by the PML-N's federal government in July 2014. On February 26, 2016, the foundation stone of the 17.8 km long track from Surjani to Guru Mandir was laid.

Modern state-of-the-art lifts and automatic ticketing systems will facilitate passengers on every bus station. All details about the arrival and departure of buses will be available on digital screens installed on bus stations.

Each bus will have a capacity of 200 to 250 passengers while the fare is expected to be between Rs20 and Rs50. The buses will have a complete system from USB ports to wheelchairs.

In the second phase of the project, buses will run to the Tower. Under the Green Line Bus project, a two-storey underpass is being constructed at Guru Mandir and Numaish Chowrangi, where not only buses will run on international standards, but accommodation will also be provided.

A control room with at least 900 cameras has also been set up for monitoring of the Green Line bus project and security of passengers to meet the requirements of modern times.

Provincial government spokesman Murtaza Wahab said that neither Chief Minister (CM) Murad Ali Shah nor any of the ministers will attend the event. We had received invitation from the federal government representatives but won’t become part of the inauguration, he clarified.

Murtaza Wahab asked about the progress of previous projects which Prime Minister (PM) Imran had inaugurated.

On the other hand, Prime Minister Imran Khan is scheduled to inaugurate the Green Line Bus service today.

Governor Sindh Dr Imran Ismail while talking to media along with Federal Minister for Planning and Development Asad Umar in Karachi said that the PPP government in Sindh has not provided a single bus to Karachi in the past 13 years.

WHO warns against vaccine hoarding, says Omicron ‘mostly mild’

The EU medicines watchdog said on Thursday the Omicron variant of Covid-19 may cause milder disease, as the World Health Organisation warned against a re-run of vaccine hoarding by rich nations as the new strain spreads.

The tentative judgement from the European Medicines Agency comes after the WHO said this week there was some evidence that Omicron causes less severe disease than Delta, the currently dominant variant.

The EMA echoed the finding, but said more investigation was being done.

“Cases appear to be mostly mild, however we need to gather more evidence to determine whether the spectrum of disease severity caused by Omicron is different (to) that of all the variants that have been circulating so far,” said Marco Cavaleri, EMA’s head of biological health threats and vaccines strategy.

The highly mutated variant first detected in South Africa sparked global panic when it emerged last month, prompting fears it could be more contagious, cause more severe illness or evade vaccines.

WHO chief Tedros Adhanom Ghebreyesus on Wednesday said that “emerging data from South Africa suggests increased risk of reinfection with Omicron”.

Cavaleri said that early data suggested Omicron is more infectious than Delta, but it was not year clear whether it would replace the older dominant strain.

He also stressed that there were better means of prevention and treatment available than last winter.

The comments come after Pfizer and BioNTech said Wednesday that a third dose of their vaccine was effective against the variant, and that it was developing an Omicron-specific jab that should be available by March.

Some wealthy countries like Germany and Britain are already hard-hit by a winter wave of infections, imposing new measures to control its spread, and fears of the economic impact have been dogging financial markets.

That prompted the WHO on Thursday to caution against the restrictions on vaccine supply seen earlier this year.

“As we head into whatever the Omicron situation is going to be, there is a risk that the global supply is again going to revert to high-income countries hoarding vaccine to protect (their populations)... in a sense in excess,” said WHO vaccines chief Kate O’Brien.

O’Brien said the WHO was examining data from Pfizer and BioNTech about the booster shot, and that it may turn out that “additional doses have benefit to provide added protection against Omicron”, but stressed it was still “very early days”.

At virtual summit, Biden rings the alarm on state of democracy worldwide

Democracy faces “sustained and alarming challenges” worldwide, US President Joe Biden said on Thursday at a virtual summit on democracy where he sparked controversy by pointedly not inviting China and Russia.

Biden, who took office in January amid the biggest US political crisis for decades, said trends are “largely pointing in the wrong direction” and that “more than ever, democracy needs champions”.

“We stand at an inflection point,” Biden said. “Will we allow the backward slide of rights and democracy to continue unchecked?”

The two-day event, held by video link because of the coronavirus pandemic, was billed by the White House as US leadership in an existential struggle between democracies and powerful autocracies or dictatorships.

“Make no mistake, we're at a moment of democratic reckoning,” said Uzra Zeya, the Under Secretary of State for Civilian Security, Democracy, and Human Rights.

“Countries in virtually every region of the world have experienced degrees of democratic backsliding.”

The summit featured opening remarks from Biden and State Secretary Antony Blinken, with representatives from some 100 governments, as well as NGOs, private businesses, philanthropical organisations and legislatures attending.

Biden went into the summit with the United States facing criticism over the foreign guest list and deep trouble on the domestic political front, with Donald Trump pursuing his shocking attempt to discredit the 2020 election in which he lost.

There was also tension simply over who should be on — and off — the list of invitees.

China and Russia, which Biden describes as leaders of the autocracies camp, were demonstratively excluded, prompting scathing complaints.

“No country has the right to judge the world's vast and varied political landscape by a single yardstick,” wrote ambassadors Anatoly Antonov of Russia and Qin Gang of China in a joint essay last month.

Deciding which other countries should be barred from the summit for human rights abuses or vote rigging was also fraught.

For example, Pakistan and the Philippines were invited, while EU member Hungary's nationalist government was out.

Brazil's right-wing President Jair Bolsonaro was invited, while the leader of Nato member Turkey, Recep Tayyip Erdogan, was shunned.

Democracy problem at home

Biden called on world leaders to make concrete pledges during the summit and the United States kicked off with a promise of $424 million worth of programmes to help protect media freedoms, combat corruption and support free elections around the world.

These include millions of dollars in US funding for strengthening election integrity and $30 million for an international fund for supporting independent media in “resource-poor and fragile settings.”

The most awkward element of the summit, however, was the fact that Biden is struggling to restore faith in democracy at home, let alone on the other side of the world.

Trump refuses to recognise the results of the 2020 election.

With the help of sympathetic media outlets, including the powerful Fox News, the former Republican president continues to spread lies about fraud to his tens of millions of supporters.

And with shockwaves from the January 6 storming of Congress by Trump supporters still reverberating, there are growing fears over the 2022 legislative elections and the 2024 presidential vote in which Trump may seek a comeback.

Bruce Jentleson, who teaches political science at Duke University, said the summit was “never a good idea”.

“Our problems here are much worse than in any other Western democracy. We had our Capitol building attacked, an attempted coup. We haven't seen that happen in Paris, or at the Bundestag, or at the EU headquarters in Brussels,” he said.

“If we want to compete, we've got to do our best and that is really more up to us within the country than somehow getting 100 leaders together and saying, 'We like democracy'.“

Big Four’s advisory boom eases breakup pain

The pandemic has provided a breakup salve to the Big Four accountancy firms. On Thursday, KPMG reported annual revenue of $32.1 billion, 10% more than last year. Its advisory business, which helps clients with takeovers and restructurings, was the big earner. Its revenue ballooned to $13.7 billion, a 17% annual rise. KPMG’s traditional audit business grew a more sedate 4%.

Overall, KPMG, Deloitte, PwC and EY have raked in $167 billion this year, a windfall that should ease the pain of their advisory businesses having to go solo under an auditing overhaul expected shortly from the UK.

The government wants to prevent a repeat of high-profile collapses like retailer BHS and outsourcing firm Carillion by stopping the big firms seeing bean-counting as a means to an end for their higher-value consultancy work.

That probably means higher audit fees for corporates, and fewer cross-selling opportunities for the consultancy giants. After a bumper 2021, it’s hard to feel much sympathy.

 The dollar was largely unchanged in early European trade Friday ahead of the release of key U.S. inflation data, which could influence Federal Reserve monetary policy thinking into the new year. The euro , seen as vulnerable to a Federal Reserve hike especially if European rate rises lag, dropped 0.4% on Thursday and was steady in Asia at $1.1297.

The dollar index , at 96.197, was drifting toward its seventh consecutive weekly rise ahead of the data, which is due at 1330 GMT. Annual price gains of 6.8% are expected and any upside surprise will likely be interpreted as a case for a faster Federal Reserve taper and sooner interest rate rises.

Consumer confidence data is also due on Friday and if it holds up could portend even more price pressures ahead.

Tom Porcelli said,"Inflation is going to accelerate." RBC Capital Markets' chief U.S. economist, who thinks the annual pace is going to pick up and keep rising to push near 7% early in the new year.

He said, "As a result, we think that combination means a hike in March is very possible."

"The market is pricing in about a 40% chance of that, but we now think it's a bit higher. It's probably closer to a coin flip now."

The Fed, European Central Bank, Bank of England and Bank of Japan also all meet next week and the combination of the inflation data and the possibility of a central bank response have set market volatility gauges surging .

"Judging by the way the dollar is trading. I'd argue traders are positioning for a higher CPI print which cements a view that the Fed will increase the pace of tapering its QE programme," said Chris Weston, head of research at Pepperstone.

Mexico truck crash
At least 54 people have been killed and scores more injured after the truck they were being transported in crashed in southern Mexico, authorities say. More than 150 people, said to be migrants from Central America, were crammed into the truck's trailer when it rolled in the state of Chiapas.

Pictures from the crash scene show victims strewn across the road next to the overturned truck. There were also rows of what appeared to be bodies covered in white sheets.

It is one of the worst accidents of its kind in Mexico. Forty-nine people were confirmed dead at the scene and five more died in hospital, Chiapas Governor Rutilio Escandón said.

He said that 83 men and 22 women were injured in the crash.

Emergency officials said the victims included men, women and children. Their nationalities have not been confirmed, but local officials said most of the people on board were from Honduras and Guatemala.

The truck was reportedly speeding when it flipped on a sharp bend and hit a pedestrian bridge on a main road leading to the Chiapas state capital Tuxtla Gutiérrez.

Chiapas, which neighbours Guatamala, is a major transit point for undocumented migrants.

Dera Ismail Khan Regional Election Commissioner Ijaz Ahmad, who is also the district monitoring officer for the LG polls, had summoned Gandapur on Monday, December 6, following complaints that the minister had violated the code of conduct.

The regional election commissioner issued a warning to Gandapur that he would refer the matter to the commission for the initiation of legal proceedings against him and lead to eventual disqualification under Section 234(4) of the Election Act 2017 if he was found involved in any violation of the ECP rules for the second time.
The order issued by Ahmed stated: "The respondent was heard where his arguments could not satisfy the undersigned. He also accepted the violation of the code of conduct. The undersigned orders imposition of Rs50,000 fine on the respondent that is to be deposited in the exchequer by December 10."

'Harry Potter' first edition sells for $471,000 in U.S

A first edition of "Harry Potter" sold for $471,000 (over €416,900) in the United States in what the auctioneers said was a world record price for a 2Oth century work of fiction. The hardback 1997 British edition of "Harry Potter and the Philosopher's Stone," with a color illustration on the cover, was described by Heritage Auctions as "magical, incredibly bright and so very near pristine."

The book was published in the United States as "Harry Potter and the Sorcerer's Stone."

The Dallas-based auction house said only 500 copies with the specific binding were printed. The final price was more than six times the pre-sale estimate of $70,000.

Previous auction prices for Harry Potter first editions have ranged from about $110,000 to $138,000.

"Not only is it the most expensive Harry Potter book ever sold, it’s the most expensive commercially published 20th-century work of fiction ever sold," Heritage Auctions Executive Vice President Joe Maddalena said in a statement.

The book was sold by an American collector and the name of the buyer was not released.

British author J.K. Rowling went on to write six more books about the adventures of the orphaned boy wizard that have sold some 500 million copies worldwide in 80 languages, according to U.S. publisher Scholastic. The books were turned into eight films which made $7.8 billion at the global box office.

Prime Minister Imran Khan on Thursday said Pakistan desired not be a part of any political bloc but instead wanted to play its role in bridging gaps between the United States and China.

Addressing the Islamabad Conclave 2021, which had the theme "Peaceful and Prosperous South Asia", the prime minister said: "The situation is going towards a [new] Cold War and blocs are forming.

"Pakistan should try its best to stop the formation of these blocs because we should not become a part of any bloc."

The premier said the original Cold War between the US and the then Soviet Union had caused great loss to the world and so Pakistan did not want to get trapped in a potentially new one.

Instead, Pakistan wanted to "unite people" such as its efforts in cooling the stand-off between Saudi Arabia and Iran, he said.

"Both countries appreciated that we tried our best during a very critical phase where conflict could have occurred between them."

The prime minister added that Pakistan wanted to play a similar role in the current US-China relations and "stop their growing distances".

His comments come a day after Pakistan indicated that it may not attend President Joe Biden’s Democracy Summit, adding it would like to engage with Washington on the issue of democracy “at an opportune time in the future”.

Biden has invited around 110 countries, including major Western allies but also Iraq, India and Pakistan, to a virtual summit on democracy that is being held on December 9-10.

The US invitation had put Pakistan in a difficult spot as Washington invited Taiwan, instead of Beijing, to represent China at the summit. Russia, another major world power, was also kept out. China is Pakistan’s closest ally while Islamabad is trying to improve its ties with Moscow as well.

Policymakers in Islamabad are worried that not attending the summit would give India a free hand, which already has a strong influence in the US. But a strong Chinese reaction to the US decision to invite Taiwan made it obvious that attending the summit could seriously damage Islamabad’s relations with Beijing, a risk Pakistan could not take.

China and the US are currently undergoing a turbulent period of political relations marked by competition at various fronts. The US has also announced a boycott of the Beijing Winter Olympics over human rights concerns for which China said it would "pay the price".

UN Secretary General Antonio Guterres warned of a potential new Cold War in September. He implored China and the US to repair their “completely dysfunctional” relationship before problems between the two large and deeply influential countries spill over even further into the rest of the planet.

'Futures are connected'

The prime minister, in his speech today, also commented on the regional situation, saying the biggest problem keeping South Asia "hostage" was the Kashmir issue.

He said his government had reached out to for peace to India but got "no positive response".

"Unfortunately we weren't having an interaction with a normal Indian government but the RSS (Rashtriya Swayamsevak Sangh) ideology ... and it is very difficult to negotiate with this ideology," the prime minister rued.

Pointing to India's domestic affairs and communal divides, he said the marginalisation of certain societal segments would have "severe repercussions" on Indian society and others.

"History tells us that when you exclude people then you marginalise [people] and then you radicalise them as well," he said.

The premier said in his view, problems solved through military means and wars were subject to "miscalculations".

"Those who decide to solve problems through warfare have two traits: they don't learn from history and they have pride in their weapons," he added.

"Miscalculations happen because of these two traits and weeks-long wars kept continuing," the prime minister said, pointing to the Afghan conflict and Pakistan's internal military operations.

'Pakistan, India should focus on climate change together'

Turning to climate change, the prime minister emphasised that both Pakistan and India were vulnerable to climate change.

"Our futures are connected. We both should focus on climate change together but till now I'm not seeing that seriousness in world leaders because their commercial interests are clashing with steps needed to stop climate change," he said.

The premier stressed that countries connected together develop as a region rather than individually. "There are two problems in our region: trade is low because of political differences and conflicts and secondly we are connected because of climate change," he said.

He said that once the Kashmir dispute is sorted, other issues could be jointly tackled as well such as smog and pollution. "Until both countries don't sit together, no matter how much we do in Lahore [to control smog] we will only solve half the problem," the prime minister explained.

"When you stop a train in the middle [of the tracks] it becomes a safety issue. Safety is our priority. We cannot tolerate anything which compromises safety," Syed Ijaz-ul-Hassan Shah, a spokesman for the railway ministry, told AFP on Wednesday.

The passenger service had started its journey in the eastern city of Lahore and was moving south towards Karachi.

In a statement, Federal Minister of Railways Azam Khan Swati warned that he will not "allow anyone to use national assets for personal use".

A railway official admitted to AFP that such incidents are not uncommon in Pakistan, and that oversight is often lacking.

More than 60 people were killed in June when a train hurtling through farmland smashed into the carriages of another service that had derailed minutes earlier.

The Election Commission of Pakistan issued on Wednesday a letter to Prime Minister Imran Khan, restricting him from visiting Peshawar ahead of the local bodies election in Khyber Pakhtunkhwa.

In a letter penned by the Peshawar regional election commissioner, the PM was told that it had come to the ECPs's notice through a news report published by Dawn that the premier is expected to visit Peshawar today (Wednesday) to launch the Pakistan Card Initiative.

"[...] your attention is drawn towards instructions contained in ECP's notification No. F. 16(1)2021-LGE-Kp, dated 4th November, 2021 [...] regarding restriction on visiting the area of any local council and announcing any development scheme after issuance of the election schedule," the letter read.

It referred to the relevant provision of ECP's Code of Conduct, restricting the president, prime minister, speaker, deputy speaker of any assembly, chairman and deputy chairman of any Senate, federal or provincial ministers, chief ministers, advisers to the prime minister or any holder of a public office from visiting an area where an election is being held.

Special Assistant to the Prime Minister on Information and Public Relations Barrister Mohammad Saif Ali announced that PM Imran Khan's visit to Peshawar is scheduled today for the launch Pakistan Card initiative, Dawn reported.

The publication quoted Ali as saying that the initiative was "an important milestone towards the prime minister’s vision of an Islamic welfare state".

The initiative would encompass the government's other welfare projects, including the Ehsaas Ration Card, Health Card and Kisan Card, he added.

Pakistan has reported 9 deaths in the last 24 hours by novel coronavirus as the number of positive cases has surged to 1,287,703. The nationwide tally of fatalities has jumped to 28,793 on Wednesday.

According to the latest figures by the National Command and Operation Center (NCOC) 310 persons tested positive for COVID-19 in the past 24 hours.
Punjab remains the worst-hit province in terms of deaths followed by Sindh and Khyber Pakhtunkhwa.

Till now 13,044 individuals have lost their lives to the epidemic in Punjab, 7,630 in Sindh 5,868 in KP, 961 in Islamabad, 742 in Azad Kashmir, 362 in Balochistan, and 186 in GB.

Rohingya refugees sued Facebook on Monday for $150 billion over claims the social network is failing to stem hate speech on its platform, exacerbating violence against the vulnerable minority.

The complaint, lodged in a California court, says the algorithms that power the US-based company promote disinformation and extremist thought that translates to real-world violence.

"Facebook is like a robot programmed with a singular mission: to grow," the court document states.

"The undeniable reality is that Facebook's growth, fueled by hate, division, and misinformation, has left hundreds of thousands of devastated Rohingya lives in its wake."

The mainly Muslim group faces widespread discrimination in Myanmar, where they are despised as interlopers despite having lived in the country for generations.

A military-backed campaign that the United Nations said amounted to genocide saw hundreds of thousands of Rohingya driven across the border into Bangladesh in 2017, where they have since lived in sprawling refugee camps.

Many others remain in Myanmar, where they are not permitted citizenship and are subject to communal violence, as well as official discrimination by the ruling military junta.

The legal complaint argues that Facebook's algorithms drive susceptible users to join ever-more extreme groups, a situation that is "open to exploitation by autocratic politicians and regimes."

Rights groups have long charged that Facebook does not do enough to prevent the spread of disinformation and misinformation online.

Critics say even when alerted to hate speech on its platform, the company fails to act.

They charge that the social media giant allows falsehoods to proliferate, affecting the lives of minorities and skewing elections in democracies such as the United States, where unfounded charges of fraud circulate and intensify among like-minded friends.

This year, a huge leak by a company insider sparked articles arguing Facebook, whose parent company is now called Meta, knew its sites could harm some of their billions of users -- but executives chose growth over safety.

Whistleblower Frances Haugen told the US Congress in October that Facebook is "fanning ethnic violence" in some countries.

Under US law, Facebook is largely protected from liability over content posted by its users.

The Rohingya lawsuit, anticipating this defense, argues that where applicable, the law of Myanmar -- which has no such protections -- should prevail in the case.

Facebook, which did not immediately respond to questions about the lawsuit, has been under pressure in the United States and Europe to clamp down on false information, particularly over elections and the coronavirus.

The company has forged partnerships with several media companies, including AFP, intended to verify online posts and remove those that are untrue.

He said that Prophet Muhammad (PBUH) was sent as a blessing for the entire human race, not just Muslims.

He was addressing a condolence reference for the Sri Lankan national Priyantha Diyawadana at Prime Minister’s Office.

The foreigner, Diyawadanage Don Nandasri Priyantha, was working at a factory in Sialkot. Hundreds of people, including workers from the factory, had tortured him to death last week and later burnt his body over blasphemy allegations.

The event drew widespread condemnation from Pakistanis and the international community alike, following which the federal government had also on Monday decided to implement a comprehensive strategy to curb violence in the country.

The Islamabad High Court (IHC) warned ex-chief justice of Gilgit-Baltistan Rana Shamim to submit his original affidavit in court by Monday or he will be indicted in a contempt of court case.

IHC Chief Justice Athar Minallah held a hearing related to an affidavit submitted by Shamim, who had levelled serious allegations of judicial manipulation by ex-chief justice Saqib Nisar. He said there will be consequences if Rana Shamim had not given the affidavit for publication and had made it for any other purpose.

“No one can approach the judges of this court," said Justice Minallah, adding that permission won't be given to erode public confidence in courts.

No independent judge can give an excuse that there was any pressure on him, he added.

Justice Minallah said that the allegations levelled by Rana Shamim were not against the former chief justice of Pakistan, rather, they were against a judge of the IHC.

Meanwhile, the IHC granted an exemption to the Jang Group editor-in-chief from appearing in-person in a contempt of court case relating to an investigative report published in The News about Rana Shamim’s affidavit.

IHC CJ Athar Minallah said that the court has to keep in mind the prevalent international standards of journalism. "What is the responsibility of key officers in an organisation when it comes to publishing news?" the IHC chief justice asked.

Responding to the query, the court’s assistant, Faisal Siddique, said that the affidavit was not for publication as it was a private document.

He told the court that ex-CJ Gilgit-Baltistan Rana Shamim was of the view that he had been contacted after publication of the article. However, the report’s author had said that he had approached the former judge before publication, Siddique said.

On December 1, the IHC had directed former chief judge Gilgit-Baltistan Rana Muhammad Shamim to submit by December 7 the original copy of an affidavit wherein he leveled allegations against former chief justice of Pakistan Saqib Nisar.

Justice Minallah, while hearing the case, had observed that his court is mindful of freedom of press and its independence is based on freedom of press, but there were some responsibilities on the press as well.

Attorney-General Khalid Javed had told the court that the role of media in this particular issue was secondary, adding that the whole responsibility rests on Rana Muhammad Shamim and he should bring the original copy of the affidavit and, thereafter, should be proceeded against as per law. He had submitted that the court should proceed collectively against Rana Muhammad Shamim as well as the media which published his affidavit.

Clerics from various schools of thought on Tuesday unanimously condemned the brutal lynching of Sri Lankan national Priyantha Kumara in Sialkot, calling it "un-Islamic" and "extrajudicial" as they demanded that strict legal action will be meted out to those responsible.

Kumara, a senior manager in a factory in Sialkot, was tortured to death on Friday (Dec 3) by hundreds of protesters, including the factory employees, and his body was later burnt over allegations of blasphemy.

"It was an inhumane act, and to accuse someone of blasphemy without proof is not in accordance with the Shariah," said Chairman Council of Islamic Ideology Dr Qibla Ayaz as he read out a joint statement from ulema following their meeting with Sri Lankan High Commissioner Mohan Wijewickrama at the Sri Lankan Embassy in Islamabad.

He said all scholars from a variety of sects had gathered to express condolence and solidarity on the horrific incident. "This tragedy caused anger worldwide as the mob brutally killed a man and later burned his body."

Dr Ayaz termed the incident against the teaching of the Holy Quran, the Constitution as well as the laws of Pakistan, adding that "the act of some people brought shame to the people of Pakistan."

"The strictest possible legal action must be taken against these miscreants," he said.

He said there was no place for extremism and violence in Islam, and urged scholars to play their due role in uprooting the menace.

Dr Ayaz said ulema fully supported the decision of Prime Minister Imran Khan to award Tamgha-i-Shujaat (Medal of Bravery) to Malik Adnan — the man who had tried to shield Kumara from the violent mob, but in vain.

SL high commissioner satisfied with Pakistan's response

Earlier, Sri Lankan High Commissioner Wijewickrama called the Sialkot incident a "horrific and horrendous" act, but added that he was satisfied with the arrests made and the launching of legal proceedings.

"At the same time, I have seen that in the last three days people in Pakistan from all areas are condemning it (Kumara's lynching), and they all say that 'this is not Pakistan' and we believe it."

He acknowledged that Pakistan and Sri Lanka had both assisted each other on a number of occasions, adding that "this particular incident in Sialkot will not have any impact on the relations between the two countries."

The high commissioner also said that Kumara's family should be provided "adequate compensation".

Nobel laureate Malala Yousafzai Monday demanded more US support for women and girls in Afghanistan, as she met US Secretary of State Antony Blinken.

"Afghanistan right now is the only country where girls do not have access to secondary education. They are prohibited from learning," the 24-year-old, who works with female Afghan activists, noted in remarks standing alongside Blinken.

"This is the message of Afghan girls right now: we want to see a world where all girls can have access to safe and quality education," she added, while presenting a letter addressed to President Joe Biden from a 15-year-old Afghan girl named Sotodah.

Sotodah wrote in her letter that "the longer schools and universities remain closed to girls, the more it will shade hope for [their] future," according to Yousafzai.

"Girls' education is a powerful tool for bringing peace and security," added Yousafzai, reading the letter, "If girls don't learn, Afghanistan will suffer, too."

Secondary schools in Afghanistan, where the Taliban regained power this summer, have reopened for boys only, and only men are permitted to teach.

"We hope that the United States, together with the UN, will take immediate actions to ensure that girls are allowed to go back to their schools as soon as possible," Yousafzai noted before a private meeting with the secretary.

Blinken, whose country this summer hastily withdrew its troops from Afghanistan after 20 years of war, saluted Yousafzai as "an inspiration to girls and women around the world," and someone who "by her work, by her efforts, is making a real difference."

PDM announces 'anti-inflation' march in Islamabad on Pakistan Day
Pakistan Democratic Movement (PDM) chief Maulana Fazlur Rehman announced on Monday that the opposition alliance would hold an "anti-inflation march" in Islamabad on March 23, 2022, Pakistan Day, to protest against the government's failures.

Speaking to the media in Islamabad after a meeting of the heads of the PDM's component parties, Rehman said that the participants deliberated on the country's current situation.

He stated that the ruling PTI was brought into power as a result of rigging in the 2018 general elections, because of which it was facing failure on several fronts.

He said that the march will be a "huge demonstration" and the "whole nation will participate". "People will come to Islamabad from all corners of the country to participate in a demonstration against inflation, unemployment and poverty."

He said PDM meetings will be held at a provincial level to prepare a strategy for the march. Giving a breakdown, the PDM president said that he will chair a meeting in Khyber Pakhtunkhwa while PML-N supremo Nawaz Sharif, Pashtunkhwa Milli Awami Party (PkMAP) chairman Mehmood Khan Achakzai and Jamiat Ulema-i-Pakistan's (JUP) Awais Noorani will chair separate ones in Punjab, Balochistan and Sindh, respectively.

Rehman said that a seminar would also be held for which he would meet with the lawyers' community as well as the representatives of the Supreme Court Bar Association and the Pakistan Bar Council.

He said a date for the seminar would be finalised after consultations with lawyers, civil society, business and other communities so that all kinds of people could be taken into confidence over the alliance's policies.

Rehman said that the issue of submitting resignations from parliament was also discussed during the meeting, adding that there was consensus on the topic. "[But] we will decide when and where to use this," he said.

Concluding his speech, the PDM chief said that a meeting of the alliance's steering committee had been called for tomorrow at 2pm to devise a strategy for the decisions that had been taken.

"All the participants of the meeting also condemned the incident in Sialkot," he said, referring to last week's brutal lynching of a Sri Lankan national. "No citizen has the right to take the law into their own hands," he said, adding that such incidents should be stopped.

Questioned by a reporter over the date of the march, Rehman said that the PDM was also a "part of the nation". "It is a national level issue [...] no one owns the country, the state owns the country."

Asked about the duration of the protest, the Maulana smiled and replied: "You heard about March 23 right now. Wait and see what happens next."

In their last meeting on Nov 23, the PDM had failed to come up with a plan to launch its anti-government protest campaign, with the PDM chief declaring that they would meet on Dec 6 and devise “a final policy” and “announce very important decisions”.

In the last meeting, the Maulana was so furious with the PML-N leadership that at one stage, he reportedly even offered to quit the opposition alliance’s presidentship. However, at that time, Nawaz persuaded the JUI-F chief not to do so and sought time till Dec 6 for in-house consultations.

It was the third meeting of the heads of the component parties in six weeks, besides a number of meetings of its steering committee, after which the alliance leaders had announced that they were deferring the plan to launch, what they always say, would be a decisive and final phase of the anti-government protest that would culminate with a long march towards Islamabad.

The meeting also praised the bravery and courage of Malik Adnan who endangered his own life to save the Sri lankan nation.

The meeting conveyed deepest condolences to the family of late Priyantha Diyawadanage.
