Iranian Foreign Minister Mohammad Javad Zarif on Saturday said that the world community should oppose the United States’ use of sanctions to impose its will as a “bully,” or expect to face sanctions itself.

Separately the chief of the elite Revolutionary Guards rejected as a “bluff” any possibility of a military conflict with the United States.

US President Donald Trump plans to issue an executive order allowing him to impose US sanctions on anyone violating an arms embargo against Iran, which is set to expire in October, sources familiar with the matter said on Thursday.

The Trump administration says that on Saturday all United Nations sanctions on Iran have to be restored and the conventional arms embargo will no longer expire in mid-October.

“The Americans, as a rule, act as a bully, and impose sanction... The world community should decide how to act towards bullying,” Zarif told Iranian state television hours before the US move aiming to restore UN sanctions against Iran.

“As they (other countries) will face the same thing tomorrow when America takes the same action towards the Nord Stream project, as well as other projects because a bully will continue to act like a bully if he is allowed to do it once,” Zarif said.

The United States and many European countries oppose the Nord Stream 2 pipeline, which they say will increase Europe’s reliance on Russian gas.

“No power, including the United States, has the conditions to impose a new war on the Iranian nation, so people should not worry about these exaggerated bluffs by the US president,” said Revolutionary Guards Commander Hossein Salami, quoted by the semi-official news agency ISNA.

Salami was apparently reacting to a tweet by Trump this week in which he said any Iranian attack against the United States would be met by a response “1,000 times greater in magnitude.”

PPP to host All Parties Conference today in Islamabad

 All the major opposition parties will sit together to devise an anti-government strategy at an All Parties Conference, hosted by Pakistan People’s Party (PPP), at a five-star hotel in Islamabad today.

PML-N supremo Nawaz Sharif and PPP chairman Asif Ali Zardari will also address the APC, attended by nearly a dozen political parties, via video link and it will be broadcast live on social media.

"The PPP will provide a link on social media where the two leaders will deliver opening remarks," the PPP said in a statement.

This will be the first political activity of PML-N supremo since he left the country in November for treatment in London.

The announcement of a live broadcast comes even as Prime Minister Imran Khan's aide on political communication Shahbaz Gill warned of legal action if Nawaz's address is aired.

Gill said that it was not possible for an "absconding criminal" to take part in political activities and gives speeches. "The Sharif family can tell nothing but lies. They are such [habitual] liers that they even lied about a disease.”

Nawaz Sharif agreed to virually attend the conference on the invitation of PPP Chairman Bilawal Bhutto who had called him to inquire after his health.

More than a thousand people gathered in central London on Saturday to protest against lockdown measures aimed at slowing the spread of the coronavirus, before the event was broken up by police.

The protest, which led to 32 arrests, came as Prime Minister Boris Johnson is considering whether to reimpose some lockdown restrictions across England.

Demonstrators carried banners saying “Covid is a hoax” and “My body, my choice: No to mandatory masks”, as well as chanting at police: “Choose your side”.

Police said protesters were ordered to leave Trafalgar Square on the grounds that the demonstration was putting those taking part and other members of the public at risk.

“This, coupled with pockets of hostility and outbreaks of violence towards officers, means we will now be taking enforcement action to disperse those who remain in the area,” London’s Metropolitan Police said in a statement.

Under laws introduced to slow the spread of infection, people in England are not allowed to gather in groups of more than six. There are exemptions for political protests, but only if organisers follow guidelines to reduce the risk of the disease spreading.

Organisers of previous anti-lockdown protests have been fined up to 10,000 pounds ($12,914).

Some of the protesters at Saturday’s event voiced opposition to compulsory vaccines, as well as more general mistrust of the government, the media and the World Health Organization.

Britain has suffered Europe’s highest death toll from coronavirus, with more than 41,000 deaths on the government’s preferred measure. National testing for the disease have not kept up with demand since schools reopened this month.

Rising case numbers in parts of Scotland, Wales and northern England have already led to local restrictions on people inviting friends to their homes, and reduced pub and restaurant opening hours.

Two Pakistan Army soldiers were martyred during an intelligence-based operation (IBO) in Spilga area of Miranshah, according to a statement issued by the Inter-Services Public Relations (ISPR).

“Security forces conducted an IBO on credible information about the presence of terrorists in Spilga area of Miranshah. During sanitisation of area, fire exchange took place between terrorists and security forces,” the statement reads.

Two soldiers were martyred in the exchange of fire, the ISPR said. The martyred soldiers were identified as Sepoy Rashid and Havaldar Tajbar Ali.
The security forces have cordoned off the area and started clearance operation.

Earlier today, four terrorists have been killed in the exchange of fire with security forces during an intelligence-based operation (IBO) in Balochistan’s Awaran district, Inter-Services Public Relations (ISPR) said.

The spokesperson of the military’s media wing said that the intelligence-based operation (IBO) was carried out in central Makran. The security forces destroyed many hideouts of the terrorists besides recovering a large cache of arms, ammunition and communication equipment.

As many as 292,044 Covid-19 patients have recuperated from the disease, pushing the number of active cases down to 6,572. 35,720 samples were tested during the previous 24 hours, out of which 645 turned out to be positive. Thus far, more than 3 million tests have been conducted across the country.

Security forces on Saturday killed four terrorists in an exchange of fire during an intelligence-based operation (IBO) in the Awaran district, said a statement issued by the Inter Serves Public Relations (ISPR).

The ISPR said that an operation was launched by the security forces after they received confirmation about the presence of terrorists in the central Makran range of the Awaran district.

The ISPR said that security forces also destroyed the terrorist hideout and seized a large cache of arms, ammunition and communication equipment during the operation.

The military’s media wing also said that “multiple hideouts and administrative camps of terrorists” were also destroyed in the operation.

News of the operation comes a week after the army killed four terrorists, including terrorist commander Ihsan Ullah alias Ihsan Sanray near the inter-district boundary of North and South Waziristan.

According to Inter-Services Public Relations, the terrorists were gunned down in an intelligence-based operation in Ghariom, Shaktu, near the inter district boundary of North and South Waziristan. It had said that Sanray had masterminded "numerous terrorist activities".

Popular video-sharing app TikTok has asked a U.S. judge to block the Trump administration from enforcing a ban on the Chinese social media network, according to court documents filed late on Friday.

TikTok and its parent company, ByteDance Ltd., filed a complaint in a Washington federal court challenging the recent prohibitory moves by the Trump administration.

The U.S. Commerce Department announced a ban on Friday blocking people in the United States from downloading Chinese-owned messaging app WeChat and TikTok starting Sept. 20.

The ban was being introduced for political reasons, TikTok and ByteDance alleged in their complaint. TikTok also said the ban would violate the company’s First Amendment rights.

U.S. President Donald Trump, who has been locked in a long-running trade dispute with China, issued an executive order on Aug. 6 that prohibited U.S. transactions with the Chinese owners of messaging app WeChat and TikTok.

Both ByteDance and TikTok are seeking a “declaratory” judgment and an order “invalidating and preliminarily and permanently enjoining the Prohibitions and the August 6 order,” according to the complaint.

The White House did not immediately respond when Reuters contacted it for comment early on Saturday.

TikTok, which has over 100 million users in the United States, said the ban would “irreversibly destroy the TikTok business in the U.S.”

Port city karachi remained highest tax contributor in Pakistan

Saddar Market, the port city’s commercial hub, remained the highest contributor of taxes during the Tax Year 2018 with as many as 72,339 filers of tax returns.

According to the Federal Board of Revenue’s (FBR) Tax Directory for the year ending on June 30, 2018, the Saddar market paid a whopping Rs77.20 billion worth of taxes, followed by Islamabad’s Blue Area boasting 5,854 tax return filers who paid Rs39.93 billion during this period.

Lahore’s Multan Road market remained the third highest tax contributor in the TY 2018 with its 17,800 filers filing tax returns worth Rs11 billion, while 10,417 filers from Peshawar’s famous Karkhano Market paid a total of Rs5.27 billion taxes.

According to the FBR, Sindh remained the highest contributor of taxes (45 per cent) during the TY 2018, followed by Punjab that contributed 34.99 per cent in the tax collection during this period. The Capital Territory contributed 14.77 percent in the overall taxes of the FBR, Khyber-Pakhtunkhwa 3.54 percent, while Balochistan province contributed 1.67 per cent in income tax returns for the tax year 2018.

Educational institutions cannot be kept closed for a year if the COVID-19 problem persists until the health crisis rises to a level that forces the government to close schools and colleges, said Federal Minister for Education Shafqat Mahmood.

“Take the example of Europe where the second wave of the coronavirus is said to be raging. But their schools are open,” said the minister, speaking to private news channel'.

“We give health a great priority. That’s why the government said it would review the situation on September 22 in accordance with the advisory of the Ministry of Health. The National Command and Operation Centre is gathering the required data.”

He said, however, the results that are being received from across the country do not necessitate an immediate decision for the closure of educational institutions.

It should be mentioned here that the Sindh government has decided not to reopen schools in the second phase for classes 6-8 until September 28.

The provincial government had said it will contact the federal government about resuming secondary education classes if the infections persist.

Sindh Education Minister Saeed Ghani, addressing a press conference Friday, had said that the infection rate in schools is 2.4. The provincial minister urged the federal government to act to stem the spread of the virus.

Closing schools 'easiest thing to do'

The federal minister lamented the provincial government’s decision as "a knee-jerk response", saying that they should have consulted the Centre so that the response is uniform.

“As many as 31,549 tests were conducted nationwide in public schools. Of them, 118 tested positive. This amounts to 0.7% – an average infection rate across the country,” he said. Closing schools is the easiest thing to do, he said.

After Sindh’s decision, Shafqat said he talked to other provinces who replied that they would follow the action plan that had already been decided by all stakeholders. He said that the COVID-19 situation was not as grim as it was being portrayed.

“However, wherever we see a problem, including the lack of implementation of coronavirus SOPs or a rise in infections, we will go for a micro lockdown by closing down a school,” he maintained.

Talking about the negative effects of announcing the closure of schools, he said that parents panic and think the pandemic has gotten out of control if such decisions are taken.

Sindh government has initiated an audit into the accounts of the local governments across the province for the expenditure incurred during coronavirus pandemic.

The audit division of Sindh has written a letter to all the departments working under the local governments across Sindh to present their accounts.

Secretary Local Government Department has convened a meeting of the audit committee on Sept 24 to proceed with the audit wherein it will seek the authorities of all the departments, working in the purview of local governments, to furnish their expenditure report.

The agenda of the meeting according to the letter is to carry out an audit of all the municipal corporations and town committees for the period of four months, from March to June 2020, as they worked towards the containment of COVID-19 spread and did relief work for the affected people.

The audit is to assess the expenditure spent by these departments amid the COVID-19 outbreak in the province. The letter warned the officers against evading the audit committee meeting with stern action.

It also read that the offices that fail to furnish their expenditure reports for the said period will be dealt with strictly.

The audits will extend to district councils, municipal corporations, municipal committees and town committees all over the province. The municipal commissioners and chief officers among others with relevant portfolios will be sought to represent their departments and compile their expenditure spent in the time of COVID-19 outbreak in the province.

Later, a delegation of PPP met PML-N leaders including Ahsan Iqbal, Marriyum Aurangzeb and others in Islamabad. Nayyar Bukhari and Sherry Rehman represented the Pakistan People’s Party (PPP) delegation in the meeting. They held discussions over the resolution of the upcoming APC, said sources.

Earlier on Thursday, the top opposition parties had seemed to be in disarray over the agenda of the scheduled all parties conference on September 20 after disagreements have emerged over the course of action against the incumbent federal government.

According to sources, the top opposition parties including Pakistan Muslim League-Nawaz (PML-N), Pakistan People’s Party (PPP), and Jamiat Ulema-i-Islam-Fazl (JUI-F) had expressed reservations over the agenda of the multi-parties conference.

“All three of them had separate agenda,” they said adding that PPP wants any struggle against the government within the constitutional ambit while PML-N also had reservations over any move against the incumbent regime.

“None of the two parties is ready to remove the incumbent government,” the sources had said adding that they, however, have failed to woo Maulana Fazlur Rehman on the matter.

The sources having knowledge of the matter had said that dissents among the parties ran so high that even they could not agree to hold the APC at Zardari House and the venue had to be changed later to a local hotel.

752 new cases of the novel coronavirus were detected across the country
As many as 752 new cases of the novel coronavirus were detected across the country over the last 24 hours, bringing the national tally of infections to 304,386.

According to the National Command and Operation Centre (NCOC), nine more people died from the highly contagious disease, taking the death toll from the virus to 6,408.

A total of 33,865 samples were tested during the previous 24 hours, out of which 752 turned out to be positive. Thus far, 291,683 people have recuperated from the infection as the number of active cases stands at 6,295.

514 more Covid-19 patients recovered from the disease during the past 24 hours.

’30 million cases’

Global coronavirus cases exceeded the 30 million mark Thursday, according to a running tally by US-based Johns Hopkins University. The number of deaths from the virus has reached 943,203, with recoveries topping 20.39 million.

The US remains the worst-hit country with over 6.66 million infections, while its death toll exceeds 197,500.

Pakistan wins stay in Reko Diq case
The World Bank's International Centre for Settlement of Investment Disputes (ICSID) has granted a stay on the enforcement of the massive penalty of $6 billion imposed on Pakistan for its decision to deny a mining lease for the Reko Diq project to Australia's Tethyan Copper Company (TCC).

The office of the attorney general for Pakistan in a statement described the development as a success for the country and its legal team.

In July last year, an international arbitration tribunal of the ICSID had slapped a penalty of $6 billion on Pakistan for its 2011 decision to deny the mining lease to the TCC -- a 50-50 joint venture of Barrick Gold Corporation of Australia and Antofagasta PLC of Chile.

The tribunal – chaired by Germany's Klaus Sachs and including Bulgarian arbitrator Stanimir Alexandrov and the UK's Lord Hoffmann had ordered Pakistan to pay over $4 billion in damages to the TCC in addition to $1.7 billion in pre-award interest.

The tribunal found that Pakistan had unlawfully denied the TCC a lease to mine copper and gold deposits at the Reko Diq mine, located in Chagai district of Balochistan. It held that the state had committed an unlawful expropriation under the Australia-Pakistan bilateral investment treaty.

Later, the TCC approached five different countries courts for the enforcement of the penalty imposed on Pakistan.

In November, Pakistan moved a plea before ICC for annulment of the award on several grounds. When the country's plea was registered, an interim stay was granted automatically on the enforcement proceedings initiated by the TCC.

A hearing to confirm the stay order took place via video link in April this. On Wednesday, the tribunal finally ruled in favour of Pakistan, confirming the stay on the enforcement of the award.

The ICSID is still considering Pakistan's appeal against enforcing the penalty over its cancellation of the Reko Diq mining lease and a final hearing will take place in May next year.

Reko Diq is famous for its mineral wealth, including gold and copper. Prime Minister Imran Khan's government considers it a strategic national asset, though instead of yielding a bonanza the Reko Diq mines have cost the country dearly owing to ongoing international litigation with the TCC.

The quantum of the award is same as the bailout package granted to Pakistan by the International Monetary Fund. If enforced, the award will result in serious economic repercussions for the country. Seen in this context, the stay is a success and major relief for Pakistan.

In June this year, Spain had persuaded an ICSID committee to annul a €128 million award in favour of a solar power investor on the basis of arbitrator Stanimir Alexandrov's failure to disclose a longstanding professional relationship with one of the claimant's expert witnesses from the Brattle Group.

The tribunal that imposed the penalty on Pakistan included Alexandrov as an arbitrator.

"If Turkey withdraws from Syria, would Syria achieve peace?" he asked while going through a list of troubled countries in which Turkey and France back opposite sides.

"If Turkey renounces everything, would France be rid of the mayhem provoked by the incapable and ambitious person who is heading France, and adopt a policy based on common sense?"

Animosity between the two has been building up since around the time Macron warned in November that NATO's lack of response to a Turkish operation in northern Syria showed that the alliance was undergoing "brain death".

Turkey backs the UN-recognised Government of National Accord in Tripoli in the conflict against eastern Libya strongman Khalifa Haftar.

France has long been suspected of favouring Haftar but officially denies this.

Their disputes escalated after France last month sent naval assets into the eastern Mediterranean to help out Greek warships shadowing Turkish ones in disputed seas.

Erdogan said the EU has been applying "double standards against us for a long time".

Reportedly left red-faced at the meeting, Mani and Wasim, “are unhappy and disappointed”, have now summoned the trio.

“It was a weird situation for Chairman Ehsan Mani and he did not like it,” the source said.

In the upcoming meeting, the PCB officials are expected to convey to Misbah and company regarding their reservations about their maneuver to bypass them and contact the board’s patron-in-chief themselves.

World Cup winner Chris Woakes admits players may be next to feel the pinch as England cricket chiefs on Tuesday announced 62 job cuts due to the impact of the coronavirus pandemic.

England and Wales Cricket Board (ECB) chief executive Tom Harrison said such measures would have been ‘unthinkable’ seven months ago but the global crisis had had a huge impact.

Harrison said English cricket had already lost more than 100 million pounds ($129 million), a figure that could rise to 200 million next year if Covid-19 interrupts next season.

Proposals to reduce costs include a 20 percent cut to the workforce budget — a move that equates to the loss of 62 positions.

England all-rounder Woakes expressed sympathy with those affected.

“It does resonate with the players,” said Woakes, who added that losses would have been even greater had scheduled tours by the West Indies, Pakistan, Australia and Ireland not taken place.

In April, England’s centrally contracted players made a donation of 500,000 to the ECB and selected good causes, the equivalent of a 20 percent reduction in their retainers for three months.

Woakes, with a new round of central contracts due this month, said players may have to take a pay cut.

“In the current climate, and with contracts round the corner, I think you just have to expect anything at the minute,” he said. “As players you’re not going to sit here and say ‘we’re exempt from it’.”

Although the programme of 18 men’s international matches scheduled for this season was set to be completed on Wednesday with the final One-day International against Australia at Old Trafford, the ECB has incurred heavy losses, with all games played behind closed doors.

The ECB introduced pay cuts for staff in April but the reductions have not been enough to stave off job losses.

“The Covid-19 pandemic has left cricket facing its most significant challenge of the modern era,” said Harrison. “There is also deep uncertainty about the future, and it is vital we take more steps now to ensure the future financial sustainability of cricket in England and Wales.”

Harrison added that the ECB would need to become a ‘leaner and more agile organisation’, saying savings would only be possible ‘by reducing our headcount’. “These proposals include a 20 percent reduction in our workforce budget, which will equate to the removal of 62 roles from our structure.”

ECB chiefs had hoped to capitalise on the boost to the game provided by England’s World Cup win on home soil last year as well as a dramatic Ashes series.

“Seven months ago, sharing a message of this nature was unthinkable,” said Harrison. “Our ambition and energy are unchanged but how we get there now needs to look significantly different to what we originally planned for.”

The police have meanwhile, cordoned off a local graveyard in the area over suspicion of his presence in the area.

The police on Wednesday night claimed to have arrested five relatives of the prime suspect in the motorway gang-rape case, Abid Ali in Kasur.

According to details, Lahore Police carried out an operation in Kasur’s area of Rao Khan on a tip-off that Abid Ali was present in the area during which five of his relatives were arrested.

It was learned that two cousins, a woman, and two other relatives of Abid Ali are among the arrested.

Police sources said that the prime suspect in motorway rape case Abid Ali had contacted these persons two days ago. The arrested persons would be brought to Lahore for further investigation.

The Pakistan Cricket Board (PCB) on Wednesday inked a satellite broadcast deal with the national sports television and signed a further agreement to secure cable distribution with I-Media Communication Services.

The broadcast deal will be effective for the 2020-2023 cycle.

The agreements were signed in the presence of Prime Minister Imran Khan who is also the patron of the Board.

Speaking on the occasion, PCB Chairman Ehsan Mani thanked the premier for his support.

PCB will be soon finalising the grant of its broadcast rights for international territories separately as well as launching a new structure for its digital media rights.

The broadcasting arrangement is structured to provide increasing revenues over the term of the cycle and PCB expects to earn in excess of $200 million over the three years.

While addressing the signing of the agreements, the premier had said that it is imperative that PTV takes lead in the country's sports coverage, especially cricket, given the huge fan following of the game in Pakistan.

Recalling the times when the state-owned PTV was broadcast across South Asia, the premier said: “As they say, you survive when you adapt. Unfortunately, due to myriad reasons [that I don’t want to discuss right now], our national broadcaster lagged behind the rest of the world.”

We hope that with our newly-introduced reforms the institution will see an improvement, with better revenues and quality of content, he added.

Pakistan sticks to its stance on Palestine amid Israel peace treaties

Pakistan on Thursday reaffirmed its call for an independent Palestinian state under the United Nations' (UN) resolutions, a few days after Bahrain and the United Arab Emirates inked peace deals to normalise ties with Israel.

According to the normalisation deal, Israel has pledged to suspend its planned annexation of Palestinian lands in exchange for normalisation of ties with the UAE.

But Prime Minister Benjamin Netanyahu stressed that did not mean Israel was abandoning plans to annex the Jordan Valley and Jewish settlements across the occupied West Bank.

The agreement was the product of lengthy discussions between Israel, the UAE and the United States that accelerated recently, White House officials said.

A joint statement issued by the three nations said US President Donald Trump, Netanyahu and Abu Dhabi’s Crown Prince Sheikh Mohammed Bin Zayed had “agreed to the full normalisation of relations between Israel and the United Arab Emirates”.

The statement said that “as a result of this diplomatic breakthrough and at the request of President Trump with the support of the United Arab Emirates, Israel will suspend declaring sovereignty” over areas of the West Bank that were envisioned in a US plan announced by Trump in January.

However, Ayatollah Ali Khamenei, Iran's supreme leader said the UAE, by signing an agreement to normalise relations with Tehran's arch-foe Israel, has betrayed the whole Muslim world.

"The UAE betrayed the world of Islam, the Arab nations, the region's countries, and Palestine," Khamenei said in a speech, excerpts of which were broadcast by state television.

"Of course, this betrayal won't last long but the stigma will stay with them," he added.

PPP Chairman Bilawal Bhutto Zardari on Thursday said the Constitution and the Parliament were "undermined to forcibly pass" bills crucial to the requirements laid out by the Financial Action Task Force (FATF) for Pakistan to exit its "grey list".

Addressing an All Parties Conference arranged by the Pakistan Bar Council, Bilawal questioned how long the Parliament can be accepted as a mere "rubber stamp" one.

Bilawal lamented that National Assembly speaker Asad Qaiser "did not recount votes" during the legislative process, despite repeated calls from the opposition parties to do so.

Hitting out at Prime Minister Imran Khan, the PPP chairman said that people are told that they live in the State of Madinah but in this state, a woman gets raped on a motorway.

"However, the ones who are responsible for people's security, instead of blaming the rapists, they question the victim," he said, adding: "And the state's ministers and prime minister come forward to defend them."

The recent floods have affected the country severely and dealt heavy damage to the crops, however, no one is raising voice for the people of the state in the mainstream media, he said.

"Our political parties should remember that when the floods hit the country in 2011, Watan Card was launched [by the PPP government] to compensate the affectees," Bilawal said.

"Today, no one is ready to support or compensate the affected people and we call this state, the state of Madinah."

The PPP chairperson said that in the state of Madinah, freedom of expression was guaranteed. "In this state, even the so-called leaders do not have the authority to do so."

Bilawal said that the political parties' complaints about the National Accountability Bureau were old, but during the incumbent government's tenure even the media is not free to report.

Bilawal said that when PPP had earlier called for defending the 18th amendment and the National Finance Commission, people said that the PPP was "defending its corruption".

However, now, I am happy that many parties are supporting us, Bilawal said.

"Only because we had revived the Constitution of 1973 through the 18th Amendment," he said.

"The only problem in that [passing the 18th Amendment] was that we had given the Parliament the authority to make decisions regarding the judges and they — honourable members of the judiciary and some political leaders — perceived it as a threat," he said.

"The way and procedure of judges' appointments should be decided by the people and the forum of the people is the Parliament," he said.

Bilawal hoped that after the APC, the opposition would get rid of this "hybrid government to free the country".

Media's suppression unlike 'ever before'

Furthermore, PML-N president Shehbaz Sharif said that the media in Pakistan today is being suppressed to an unprecedented level.

"Media workers have sacrificed their lives and struggled to get their freedom," he said, adding: "Editor-in-Chief Jang and Geo Group Mir Shakeel-ur-Rehman is being subjected to injustice."

Talking about the judiciary, he said that the situation has taken a negative turn and despite pressure, some judges who hand out judgments based on justice.

However, he said that some judges who were like Arshad Malik, the suspended judge who was involved in the video case scandal.

"They are causing irreparable damage to the justice system," he said, terming such judges as "black sheep".

Shehbaz said that dwelling in the past won't do good for anyone and that people should accept their mistakes.

"We have also made mistakes but for how long will we continue to watch this spectacle," he said.

The PML-N president — speaking about the justice system — said that the "black coats" have also made several sacrifices for the country.

"The outcome of the sacrifices can be debated on," he said.

Shehbaz, speaking of the opposition, said that they were not facing accountability, rather the government exacting "revenge" on them.

The PML-N president also reacted to the premier's speech in the joint session of the Parliament, where he said that it looks like the Sharif's were born in Buckingham Palace and not Gawalmandi.

"We have a prime minister that doesn't know that every area of the country is sacred," he said.

Shehbaz said that the prime minister made a speech that "no one thought he would" make.

"Accountability cannot be done if faces are considered and not cases," he said, adding that half of the people in the cabinet are those who cannot be saved if they are held accountable, calling for across-the-board accountability.

"To resolve the issues of Balochistan, a lot of funds are needed," he said, adding that during the PPP's tenure, Punjab took it upon itself to resolve the issues of other provinces.

New Zealand plunges into recession first time in decades amid pandemic crisis

Amid the ongoing coronavirus crisis, New Zealand's economy fell into recession for the first time in a decade on Thursday, posting a record contraction in the June quarter, as Prime Minister Jacinda Ardern heads into next month's general election.

"The 12.2% fall in quarterly GDP is by far the largest on record in New Zealand," the national statistics agency said.

The reporting period covers April to June, coinciding with a strict lockdown that began in late March and began easing in late May.

Stats NZ spokesperson Paula Pascoe said the closure of New Zealand's borders since March 19 had also had a huge impact of some sectors of the economy.

"Industries like retail, accommodation, and restaurants, and transport saw significant declines in production because they were most directly affected by the international travel ban and strict nationwide lockdown," he said.

"Other industries, like food and beverage manufacturing, were essential services and fell much less."

The second-quarter decline follows a 1.6% contraction in the first three months of 2020, confirming widespread expectations that New Zealand is in recession.

However, the 12.2-% figure was below the 16% predicted by the government this week and fell well short of the 23.5% forecast in the budget last May.

Finance Minister Grant Robertson said the better-than-expected outcome was due to policies implemented by Ardern's government, which will go to the polls seeking a second term on October 17.

"Going hard and early means that we can come back faster and stronger," he said.

"Economists expect the current September quarter to show a record jump back to growth in the economy."

'This was traumatic'

New Zealand has recorded only 25 coronavirus deaths in a population of five million and cases have been largely contained since late May, aside from a flare-up in Auckland last month.

But the opposition National Party said Ardern's centre-left government had failed New Zealanders by failing to keep the economy moving.

National's finance spokesman compared the response to Australia, which recorded an economic contraction of 7% in the June quarter after adopting a more flexible approach to lockdowns and border controls.

"The lack of pragmatism and a clear plan from (Ardern's) Labour has made the economic hole deeper and the impact harder than it needed to be," he said.

"This economic damage was recorded in three months but will last for decades to come — this is the deepest recession in living memory."

New Zealand's most recent recession was in 2008-09 and until the first three months of this year, it had recorded non-stop quarterly growth since 2010.

Kiwibank chief economist Jarrod Kerr said the scale of the June quarter decline was unprecedented.

"We've never seen anything like this. It was traumatic," he said.

"Service exports were stonewalled, and down 40% in the quarter, consumption was down 12%, and investment was slashed by 20%."

But he said the figure was a one-off that was set to be followed by a growth surge of 10% in the September quarter, which would also be a record.

"Businesses and households have clearly adapted to trading in a world with the limited face-to-face contract," he said.

Barbados has announced its intention to remove Queen Elizabeth II as head of state and become a republic by November next year, as the Caribbean island nation seeks to move fully beyond its colonial past.

The decision was formalised in the so-called Throne Speech, delivered on behalf of Prime Minister Mia Mottley by the island’s Governor-General Sandra Mason to mark the state opening of parliament on Tuesday.

More than half a century after attaining independence from Britain, “the time has come to fully leave our colonial past behind,” Mason said.

“Barbadians want a Barbadian Head of State,” she said. “This is the ultimate statement of confidence in who we are and what we are capable of achieving.” Mason said “Barbados will take the next logical step toward full sovereignty and become a Republic by the time we celebrate our 55th Anniversary of Independence” — which will be marked on November 30, 2021.

When asked about the speech, a Buckingham Palace spokesman said: “This is a matter for the government and people of Barbados.” Queen Elizabeth is head of state of the United Kingdom and 15 other formerly-British ruled countries, where she is represented by the governor-general.

They are: Antigua and Barbuda, Australia, The Bahamas, Barbados, Belize, Canada, Grenada, Jamaica, New Zealand, Papua New Guinea, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Solomon Islands and Tuvalu.

Many Barbadians have called in the past for doing away with the queen’s status — due to its lingering imperialist associations — and several of the island’s leaders have advocated becoming a republic.

The move was greeted with cheers on social media, with some users saying the queen was not needed, as the country’s most famous citizen, singer Rihanna, was more than enough.

“Anyway. Barbados already has a Queen and her name is @rihanna,” quipped Simon Naitram, a lecturer at The University of the West Indies at Cave Hill on the island.

Barbados — which has a population of just under 300,000 — was claimed by the British in 1625. It is sometimes called “Little England” for its loyalty to British customs.

It is typically a popular Caribbean tourist destination and cruise port, but the coronavirus pandemic has devastated the industry, with cruise ships out of operation for months.

The island’s decision comes as the historic role of the British empire comes under renewed scrutiny, as part of a global reckoning on race relations and the colonial past fuelled by mass anti-racism protests in the United States.

A government-appointed commission had concluded back in 1998 that Barbados should become a republic with a non-executive president as head of state to replace the queen — but the recommendation was not acted upon.

Mason cited a warning by the country’s first prime minister, Errol Walton Barrow, who had cautioned against “loitering on colonial premises” — saying: “That warning is as relevant today as it was in 1966.” “Having attained Independence over half a century ago, our country can be in no doubt about its capacity for self-governance,” she said.

Despite her designation, Queen Elizabeth rarely visits Barbados and the ceremonial functions of her office are performed by the governor-general.

The exchange rate of Pakistani rupee strengthened by 13 paisas against the US dollar in the interbank trading on Thursday and closed at Rs 166.21 as compared to the last closing of Rs 166.34.

However, according to Forex Association of Pakistan, the buying and selling rates of dollar in open market were recorded at Rs 166.5 and Rs 167 respectively.

The State Bank of Pakistan reported that in interbank trading, the price of euro depreciated by Rs 1.22 and closed at Rs 196.21 against the last day’s trading of Rs 197.43.

The Japanese Yen remained stable at Rs 1.58, whereas an increase of 67 paisas was witnessed in the exchange rate of British Pound which was traded at Rs 215.35 as compared to its last closing of Rs 214.68.

The exchange rates of Saudi Riyal and Emirates Dirham also decreased by 03 paisas each to close at Rs 44.31 and Rs 45.25 respectively.

ByteDance's bid to keep most of TikTok faces major hurdles

China’s ByteDance faces an uphill struggle to convince the White House to allow it to keep majority ownership of its popular short video app TikTok in the United States, according to former national security officials and regulatory lawyers.

Trump ordered ByteDance last month to divest TikTok amid U.S. concerns that the personal data of as many as 100 million Americans that use the app could be passed on to China’s Communist Party government. He has threatened to ban TikTok in the United States as early as Sept. 20 if ByteDance does not comply.

ByteDance has submitted a plan to U.S. officials for it to keep a majority stake in TikTok’s global business and create headquarters for TikTok in the United States, Reuters reported on Tuesday. The proposal is being reviewed by the Committee on Foreign Investment in the United States (CFIUS), a U.S. government panel chaired by the U.S. Treasury Department.

“Conceptually I can tell you I don’t like that (ByteDance keeping a majority ownership of TikTok). That has been reported, but it has not been told to me yet. If that is the case, I’m not going to be happy with that,” Trump told reporters at the White House on Wednesday. He added that would be briefed on the deal and consider it on Thursday.

Were Trump to approve the deal, he would have to amend an executive order he signed on Aug. 14 directing ByteDance to divest TikTok in the United States, something that no U.S. President has ever done in the history of national security reviews, CFIUS experts said.

“After CFIUS made a recommendation to the President and the President issued an executive order requiring divestment, it would be unprecedented for the parties to negotiate a solution short of a divestment, though it would clearly be within the authority of the President to modify his order” said Aimen Mir, who oversaw CFIUS reviews between 2014 and 2018 as Deputy Assistant Secretary for Investment Security at the U.S. Department of the Treasury, and is now a partner at law firm Freshfields Bruckhaus Deringer LLP.

ByteDance, the White House and the Treasury did not respond to requests for comment.

To be sure, CFIUS has allowed foreign firms to keep sensitive U.S. assets on several occasions, by imposing oversight and restrictions on how they are operated.

China’s Lenovo acquired IBM’s personal computer business in 2005 and Japan’s SoftBank Group Corp acquired U.S. wireless carrier Sprint in 2013 by agreeing to CFIUS conditions such as giving the U.S. government a say on board directors and vendor relationships. ByteDance has proposed similar measures to CFIUS, sources have said.

“Even if a company’s affiliate is concerning to CFIUS, as long as that affiliate is isolated to CFIUS’s satisfaction, then the transaction can work. CFIUS has requested and has been satisfied with isolating mitigation measures in the past,” said Nevena Simidjiyska, a regulatory lawyer at Fox Rothschild LLP.

ByteDance has also explored divesting a majority stake in the U.S. business of TikTok, and in July it signed a letter of intent with Microsoft Corp that contemplated the sale of that business to the Redmond, Washington-based company.

However, Microsoft said on Sunday that ByteDance had turned down its offer, and it remains unclear whether the Chinese firm would shed most of its ownership of TikTok to clinch a deal with the White House.


SECURITY MEASURES
Another hurdle for ByteDance, CFIUS experts said, is that it is discussing offering a minority stake in TikTok to Oracle Corp, while also having the technology giant take over the management of its user data and ensuring it is ringfenced from China.

CFIUS typically calls for parties responsible for security arrangements to be independent of the companies they oversee. For example, when CFIUS allowed China Oceanwide Holdings Group Co Ltd to acquire of U.S. insurer Genworth Financial Inc two years ago, it negotiated installing a U.S.-based, third-party service provider to manage Genworth’s U.S. policyholder data. That provider had no stake in Genworth’s business.

“For CFIUS to get comfortable with a third party having both an ownership stake and a security responsibility, they would have to have a firm basis for trusting the U.S. business partner, conclude that the security measures would be technically effective, and be convinced that it is possible for the business to be commercially successful even while strictly adhering to the security measures,” Mir said.

ByteDance is referring to Oracle as a “trusted technology partner”. CFIUS previously rejected the use of trusted technology partners when considering whether ByteDance should divest TikTok, the video app disclosed in an Aug. 24 lawsuit against the United States challenging Trump’s order to ban it.

According to an update on the Somerset County cricket club's Twitter account, the team ended "with 183/3 from 20 overs".

"Magnificent from Babar Azam (114* from 62) and Lewis Goldsworthy on debut (38* from 29)," Somerset added.

Babar Azam — ranked among the top T20 batters — rejoined Somerset for this year's domestic T20 Blast, the county had announced last month. He was the leading run-scorer in the 2019 edition.

Currently captaining Pakistan in their T20 series in England after featuring in all three Tests earlier in the tour, the cricketer had agreed to return to southwest club Somerset before the coronavirus pandemic upended cricket schedules around the world.

The 25-year-old is playing Somerset's final seven group matches plus the knockout stages should they qualify.

"He is a great player, is so easy on the eye and fitted brilliantly into our environment last year," Somerset director of cricket Andy Hurry said about the Pakistani star, who had compiled 578 runs at an impressive average of 52.54 in his first season with the county.

"We consider Babar to be one of our own," Hurry had said last month.

The cricketer was toppled by England's Dawid Malan as the top T20 international (T20I) batter in the International Cricket Council's (ICC) batting rankings earlier this month, pushing Azam to the second position.

World Bank says COVID-19 pandemic threatens child education, health gains

The World Bank on Thursday said that the ongoing coronavirus pandemic threatens to diminish progress made in the last decade in improving child education and health, particularly in the poorest countries.

The conclusion comes in the Washington-based development lender's Human Capital Index for 2020, which ranks countries on how well children are prepared for the future, with an emphasis on factors like schooling and healthcare.

This year's report shows that most countries, particularly poorer ones, have made steady gains in improving health and education prior to the pandemic.

Despite that, the bank said in a statement a child in a low-income country will likely achieve only 56% of their human capital compared to one with access to complete education and full healthcare.

The indicator purports to measure the level in life that a child born today can hope to reach by age 18.

World Bank President David Malpass told reporters those gains are now jeopardised by the pandemic.

"Human capital is absolutely vital to the financial and economic future of the country as well as the social well being," he said.

Inequalities among children are set to increase, Malpass said, warning of disturbing trends such as the eighty million children lacking essential vaccinations.

"We think more than one billion children have been out of school due to COVID, and (they) could lose as much as $10 trillion in lifetime earnings," he said, citing their reduced education level as well as the potential they would drop out of school.

He warned girls to face a "disproportionate" risk and called on countries to invest in education broadly.

First launched in 2018, this year's Human Capital Index includes data from 174 countries representing 98 percent of the world's population.

Authorities in the country have closed 22 educational institutes in the last 48 hours for not complying with government-issued standard operating procedures, according to a statement issued by the National Command and Operations Centre (NCOC) on Thursday.

“During the last 48 hours, 22 educational institutions across Pakistan have been closed due to non-compliance of health SOPs/protocols and disease prevalence,” read the statement.

As per the breakdown, 16 educational institutions have been closed in Khyber Pakhtunkhwa, one in the federal capital and five in Azad Jammu and Kashmir.

Earlier this week, the NCOC had said a “major educational institute” in the federal capital was sealed after a spike in COVID-19 cases was reported from it.

"A major educational institution sealed in Islamabad. Due to targeted testing, 16 cases were reported from the subject institution," read the statement. The NCOC had also shared that contact tracing will be done to "ensure containment" of COVID-19 cases in the city.

Both closures came shortly after all educational institutions, including seminaries, reopened from Tuesday after a six-month break amid concerns over the implementation of COVID-19 safety protocols and fears of a second wave of the virus.

The government had decided to close schools, colleges and universities in March to curb the spread of coronavirus. Sindh, however, had suspended educational activities in the province on February 27 after detection of the first COVID-19 case in Karachi.

On September 7, Federal Education Minister Shafqat Mahmood had announced that all higher education institutions in the country will reopen in phases from September 15.

Over 30,000 religious seminaries across the country also reopened in phases from Tuesday.

According to the guidelines issued by the government, the use of masks is mandatory for all teachers and students, while schools, colleges and universities will ensure the presence of hand sanitizers at the entrance.

The NCOC has also urged the parents and teachers to comply with the standard operating procedures (SOPs) issued for the safety of students.

IHC declares appointment of PTV chairman illegal

The Islamabad High Court (IHC) on Thursday declared the appointment of Pakistan Television (PTV) Chairman Arshad Khan and independent directors on the state broadcaster's board as illegal.

The verdict was issued by IHC’s Justice Mohsin Akhtar Kayani in a case against the appointments made in the PTV.

Furthermore, the court declared the appointments of Chief News Anchor for Current Affairs Qatrina Hussain and Managing Director Amir Manzoor as legal.

The court issued orders that Arshad Khan, Rashid Ali Khan and Farmanullah Jan not to be appointed again in the state broadcaster.

The federal cabinet had approved the appointment of Arshad Khan as chairman of PTV in 2018.

Karachi University announced B.Com Part 2 Result 2019

The B.Com Part 2 Result 2019 was announced by Karachi University Controller of Examinations Dr Syed Zafar Hussain.

While announcing the results of the annual examinations 2019 of regular BCom Part-II and both parts, Dr Hussain said 14,772 of the 15,315 registered candidates took the exams.

Only 430 students managed to clear all the papers in the first division, 1,969 in second, and one in third, whereas 12,372 candidates failed their exams and the overall passing percentage coming in at 16.25%, the Karachi University official added.

Iffat Ashraf Kamdar scored 1,061 marks, or 76%, out of 1,400, bagging the first position.

Mubashra secured the second position, with 1,036 marks, or 74%, and Syeda Nabail Raza Rizvi stood third with 1,027 marks, or 73%.

Iran ready to help with Afghan peace talks

Iran on Wednesday said it was ready to help with intra-Afghan talks for durable peace in Afghanistan.

“Like before, the Islamic Republic of Iran is ready to provide any requested help for the advancement of peace and will share its good experiences and facilities with its Afghan brothers and sisters to achieve an enduring peace,” Iran’s Ambassador to Pakistan Seyyed Mohammad Ali Hosseini said, according to a statement issued by the Iranian embassy.

Intra-Afghan talks commenced in Doha on Saturday. Iranian Foreign Minister Javad Zarif was mentioned among those speakers at the inaugural ceremony of the talks who participated virtually, according to a list provided to journalists covering the meeting. However, he did not attend the event.

Iran has been supportive of peace dialogue that involves all Afghan parties.

Amb Hosseini said that intra-Afghan talks could be a “harbinger” for the long awaited peace.

He said that for taking maximum advantage of this opportunity, there should be an end to all sorts of external interventions in Afghanistan, and Afghans should be allowed to freely decide their destiny.

“Responsible withdrawal of foreign forces, formation of mutual trust between the negotiating parties and concentration on political solutions, can provide a hopeful perspective for the talks,” the envoy maintained.

He called for preserving “valuable achievements” of the Afghan people, including their constitution, democratic structure, inclusive political participation, women’s rights and rights of ethnic and religious minorities.

This, he said, could prevent any unintended future crisis and bring about enduring peace.

He said that Afghan refugees were closely following these negotiations.

“They are impatiently waiting for the negotiations to bear fruit and return back to their motherland. They are restive to reconstruct their country and witness the growth and rise of their children in their own land,” he said.

Russia on Wednesday accused Washington of trying to foment a revolution in Belarus, where it sent its defence minister for talks on military ties, in a sign that Moscow’s support for embattled Belarusian leader Alexander Lukashenko was hardening.

Mass protests since an Aug. 9 election marred by vote-rigging allegations have posed the biggest threat yet to Lukashenko, and the Kremlin’s backing has become vital for his chances of extending his 26-year rule.

The former Soviet state farm boss travelled to Russia on Monday for his first talks with President Vladimir Putin since the crisis began, coming away with a $1.5 billion loan to prop up his Soviet-style command economy.

On Wednesday, Sergei Naryshkin, the head of Russia’s SVR Foreign Intelligence Service, accused Washington of working behind the scenes to overthrow Lukashenko in a coup, some of Moscow’s strongest rhetoric over the crisis yet.

“Essentially we are talking about a poorly disguised attempt to organise another ‘colour revolution’ and an anti-constitutional coup, the goals and objectives of which have nothing to do with the interests of Belarusian citizens,” he was quoted by RIA news agency as saying.

He accused Washington of funding anti-government bloggers and training activists through NGOs and of backing others including opposition leader Sviatlana Tsikhanouskaya who fled the country for Lithuania amid a police crackdown.

“According to the SVR’s information, the United States is playing a key role in Belarus,” he said.

Russia has long blamed the West for revolutions such as Georgia’s 2003 Rose Revolution, and Ukraine’s 2003-04 Orange Revolution, in which Russia said the West backed the protesters.

Russian Defence Minister Sergei Shoigu flew into Minsk on Wednesday and held talks with Lukashenko, who said he had asked Putin to supply Belarus with several types of weapon.

He did not specify which weapons he had requested from Putin and the Kremlin later denied Putin and Lukashenko had discussed supplying Belarus with new arms, the TASS news agency reported.

Russia and Belarus are currently holding joint military drills that run until late September. Lukashenko said the two countries should plan more drills of the same kind.

Moscow is a close ally that sees Belarus as a buffer against NATO and a vital export corridor for its oil.

Finance Minister Anton Siluanov said Russia would provide the first $1 billion tranche of its loan to Belarus by the end of the year and deliver the remainder next year.

The loan, to be denominated in Russian roubles and U.S. dollars, will help Belarus and its state companies honour their debt obligations and support financial stability, Siluanov said.

Moscow’s support for Belarus belies an awkward personal relationship between Putin and Lukashenko, who for years has played Russia off against the West in order to extract political gain from the Kremlin.

Echoing Naryshkin’s comments, Lukashenko accused the United States of partnering with Poland, Lithuania, Czech Republic and Ukraine to target his government.

“The tactics of the organisers were based on the classic American textbook of colour revolutions,” he said.

The Al-Aqsa mosque compound will be closed on Friday, said authorities on Wednesday after a rise on COVID-19 cases.

With cases of the virus on the rise in Israel and the Palestinian territories, the Waqf authority held an emergency meeting with health officials.

Waqf members decided to "suspend the entry of worshippers starting from Friday afternoon (September 18) for a period of three weeks".

"We hope that citizens will understand this procedure, in order to preserve their health and wellbeing," Waqf member Hatem Abdel Qader told AFP.

The closure coincides with a three-week lockdown to be imposed by Israel, which controls the entrances of the compound.

The call to prayer will continue to ring out across Jerusalem´s Old City, Qader said, while Waqf employees will be allowed to pray at the site.

Jordan is the custodian of the compound, known by Muslims as the Haram al-Sharif, or Holy Sanctuary, and as the Temple Mount by Jews.

It is only the second time that the Waqf has decided to close the compound since Israel occupied east Jerusalem in the Six-Day War of 1967.

Israel has previously blocked access to the flashpoint site, which is a focus of Palestinian aspirations for statehood.

The Waqf shut the compound at the onset of the pandemic in March, when sweeping closures upended religious life in a way not seen for centuries.

Israeli authorities have reported nearly 167,000 coronavirus cases, with 1,147 deaths.

In the occupied West Bank some 214 people have died from the virus and more than 30,200 cases have been registered by Palestinian authorities.

Trump says coronavirus vaccine could be available in a month

Despite cautionary notes sounded by some US public health officials about that accelerated timeline, US President Donald Trump on Tuesday said a vaccine against the deadly coronavirus could be three or four weeks away.

Trump, speaking at a town hall hosted by ABC News in Philadelphia, defended his handling of the coronavirus crisis, and said a vaccine could be ready for distribution before the US presidential election on November 3.

"We're very close to having a vaccine," he said. "If you want to know the truth, the previous administration would have taken perhaps years to have a vaccine because of the FDA and all the approvals. And we're within weeks of getting it... Could be three weeks, four weeks."

Earlier this month, top US infectious disease expert Dr Anthony Fauci told CNN that most experts believe a vaccine will be ready by November or December. "It is conceivable that you can have it by October, though I don't think that that's likely." Other experts say a scientifically credible vaccine will not be available until early 2021.

Trump bristled at tough questions from uncommitted voters and ABC News host George Stephanopoulos during the town hall meeting, arguing that his decision to impose travel bans on China and Europe had saved thousands, if not millions, of lives.

He also defended Americans who have shunned face masks and social distancing guidelines and said even experts like Fauci had changed their views about those practices during the crisis.

Trump has faced criticism for holding large-scale campaign events in Nevada and other states - events that his adviser Fauci has described as "absolutely" risky.

His Democratic challenger, former vice president Joe Biden, last week accused Trump of "dereliction" of duty in dealing with the pandemic, which has cost millions of jobs.

The United States has reported nearly 6.6 million cases of COVID-19, the disease caused by the virus, the highest number worldwide, and nearly 195,000 deaths. That accounts for 20% of the cases worldwide, although the United States has just 4% of the world's population.

Trump said the United States had a number of cases because it did more testing that other countries.

He also repeated his claim from early in the pandemic that the virus would disappear on its own, and denied understating the threat of the disease when asked by an audience member why he would "downplay a pandemic that is known to disproportionately harm low-income families and minority communities."

"Yeah, well, I didn't downplay it. I actually, in many ways, I up-played it, in terms of action. My action was very strong," the Republican president, who is seeking reelection on November 3, said.

Trump also provoked mockery on Twitter when he spoke about "herd mentality" instead of "herd immunity," a form of indirect protection from infectious disease that occurs when enough people have become immune through vaccination or previous infections.

"It would go away without the vaccine ... but it's going to go away a lot faster with it," he said. "You'll develop ... a herd mentality."
