PDM to hold its third anti-government jalsa in Quetta today

Pakistan Democratic Movement Jalsa
The Pakistan Democratic Movement (PDM) will hold its third anti-government jalsa in the city today despite a warning from the government that militants can target the public rally.

The public gathering will be held at the Ayub Stadium in Quetta. PDM leaders including JUI-F chief Maulana Fazlur Rehman and PML-N vice president Maryam Nawaz have already arrived in the city to partake in today's jalsa.

PDM jalsa organisers said that security arrangements for the jalsa were in place. DG Izhar Ikram said proper security measures had been taken in light of the terrorist threat.

Sources told that the provincial government was provided information obtained from across the border that a threat existed of a terrorist attack taking place during the jalsa.

The National Counter Terrorism Authority (NACTA), working directly under the federal interior minister, had issued the alert a few days ago.

Sources told that information of the possibility of a terrorist attack was being taken seriously by authorities. As a result, to ensure that no untoward incident takes place during the jalsa today, the Balochistan government has deployed additional police force.

Sources said that such threats were not new and the provincial government had taken them seriously in the past as well. They further said that the threat has been received from groups that have links with Indian intelligence agency RAW.

Organisers of the PDM jalsa are in constant contact with the local administration and extending cooperation in maintaining security situation in and around the public meeting, said sources.

Emmanuel Macron needs “mental treatment”: Tayyip Erdogan

Tayyib Erdogan and Emmanuel Macron
Turkish President Recep Tayyip Erdoğan said on Sunday that his French counterpart Emmanuel Macron needs “mental treatment” over his hostile attitude towards Muslims and Islam.

Following Erdogan's remarks, France recalled its ambassador. “Outrage and insult are not a method,” Macron’s office said.

The development took place as France stepped up measures in the country which its Muslim community views as anti-Islam. The French government has said it fears militancy is taking over some Muslim communities in the country.

France has since been shaken by the beheading of a teacher by a person, avenging the use of cartoons of the Prophet Mohammad (PBUH) in a class on freedom of expression.

“What is the problem of this person called Macron with Muslims and Islam? Macron needs treatment on a mental level,” Erdogan said in a speech in the central Turkish city of Kayseri.

“What else can be said to a head of state who does not understand freedom of belief and who behaves in this way to millions of people living in his country who are members of a different faith?” Erdogan added.

Turkey and France are both members of the NATO military alliance but have been at odds over issues including Syria and Libya, maritime jurisdiction in the eastern Mediterranean, and the conflict in Nagorno-Karabakh.

“France has gathered its European partners, who share France’s demand that Turkey puts a stop to its dangerous adventures in the Mediterranean and in the region,” the statement from Macron’s office said.

Erdogan has two months to respond or face measures, it added, noting the absence of a condolence message from Turkey’s leader after the history teacher’s death last week.

Since Erdogan's Islamist-rooted AK Party first came to power in 2002, he has sought to shift Islam into the mainstream of politics in Turkey, an overwhelmingly Muslim but constitutionally secular country.

The Turkish president had also said on October 6 that Macron’s comments on Islamist threats were “a clear provocation” and showed “impertinence”.

Pakistan strongly condemns terrorist attack outside educational centre in Kabul

MOFA
Pakistan on Saturday condemned in the "strongest possible terms" a terrorist attack outside an educational centre in Kabul, that resulted in a loss of multiple lives, including children, and injuries to many others.

A statement by the Foreign Office to denounce the “inhuman” attack which took place in Kabul’s Dasht-e-Barchi area, said that Pakistan “condemns terrorism in all its forms and manifestations”.

Pakistan “will continue to support a peaceful and stable Afghanistan”, the statement underscored.

“We extend our heartfelt sympathies and condolences to the families of the victims and pray for early recovery of those injured,” it added.

18 killed, dozens wounded

The attack, a suicide bombing in the Afghan capital, killed at least 18 people and wounded dozens more, officials said.

A Ministry of Interior spokesman, Tariq Arian, cited security guards as identifying a bomber who detonated explosives in the street outside the Kawsar-e Danish educational centre.

Eighteen people were killed and 57 were injured in the attack, according to the interior ministry.

Militant group Daesh claimed responsibility for the bombing, in a statement on Telegram, without providing evidence.

Dozens of students died in the same area of Kabul in an attack on another education centre in 2018, while in May gunmen attacked a maternity ward, killing 24, including mothers and babies.

Suicide bombing kills more then 18 people in Kabul

Suicide bombing in Kabul
A suicide bomber struck near an education centre in the Afghan capital on Saturday, killing at least 18 people in the latest attack to rock the conflict-wracked country.

Violence on the ground has spiked in recent weeks despite the Taliban and the Afghan government holding peace talks in Qatar to end the country's grinding war.

The suicide attack, which also wounded 57, happened late afternoon at the centre, which offers training and courses for students in higher education in a western district of Kabul.

“A suicide bomber wanted to enter the education centre,” Tareq Arian, spokesman for the interior ministry, said in a statement.

“But he was identified by the centre's guards after which he detonated his explosives in an alley.” He said the attack had left at least 18 people dead and 57 wounded.

“I was standing about 100 metres from the centre when a big blast knocked me down,” said local resident Ali Reza, who had gone to hospital with his cousin who was wounded in the blast.

“Dust and smoke was all around me. All those killed and wounded were students who wanted to enter the centre.”

The militant Islamic State group claimed responsibility for the attack in a statement on Telegram, without providing evidence, according to Reuters. The Taliban said they were not involved.

Residents in several districts of western Kabul belong to the minority Shia Hazara community, often targeted by IS extremists.

In the past, extremists have targeted several education centres and other facilities in the area.

In May, a group of gunmen launched a brazen daylight attack on a hospital in west Kabul that left several mothers dead. The gunmen were shot dead after hours of fighting with security forces.

A statement issued by the Foreign Office said Pakistan "condemns in the strongest possible terms the inhuman terrorist attack" in Kabul.

"Pakistan condemns terrorism in all its forms and manifestations and will continue to support a peaceful and stable Afghanistan," it said, extending condolences to the families of the victims.

Trump to vote in Florida before hitting campaign trail,Biden heads to Pennsylvania

Donald Trump, Biden
President Donald Trump will vote in his adopted home of Florida before holding campaign rallies in three swing states on Saturday, joining more than 53 million Americans who have cast early ballots at a record-setting pace ahead of the Nov. 3 election.

Trump will vote in person in West Palm Beach, near his Mar-a-Lago estate, after switching his permanent residence and voter registration last year from New York to Florida, a must-win battleground for his re-election bid.

Democratic rival Joe Biden and his wife Jill also will hit the campaign trail, traveling to the vital battleground of Pennsylvania for two events on Saturday. Former President Barack Obama will campaign in Florida, making his second campaign-trail appearance on behalf of his former vice president after a stop in Pennsylvania on Wednesday.

With 10 days to go in the campaign, about 53.5 million Americans already have cast early ballots, a pace that could lead to the highest voter turnout in more than a century, according to data from the U.S. Elections Project.

The rush to vote is a sign of the intense interest in the contest between Trump and Biden, as well as concerns about avoiding crowded polling places on Election Day and reducing the risk of exposure to COVID-19, which has killed more than 224,000 people across the United States.

Many states have expanded in-person early voting and mail-in ballots ahead of Election Day, as a safer way to vote during the coronavirus pandemic.

Trump, who has regularly condemned mail-in voting without evidence as prone to fraud, even though experts say it is as safe as any other method, voted by mail in two elections since he switched his address to Florida, a presidential primary in March and a state election in August.

“I’m here to vote!” he told supporters at a rally in Pensacola on Friday night, one of two he held in the state.

On the campaign trail on Friday, Biden and Trump renewed their battle over Trump’s handling of the COVID-19 pandemic. Biden said Trump had given up on containing the virus, while Trump accused Biden of overstating the health crisis to scare Americans into voting for him.

Opinion polls show Biden leading Trump nationally, but the race is much closer in the crucial battleground states that will decide the election. Trump will head to three of those after voting, holding rallies in North Carolina, Ohio and Wisconsin.

Biden will turn his attention to Pennsylvania, where polls show him narrowly leading Trump in a state crucial to both of their candidacies. A Reuters/Ipsos poll released earlier this week showed Biden with a four percentage point advantage on Trump in the state, down from seven points the week before.

Biden will hold drive-in campaign rallies in Bucks County north of Philadelphia and Luzerne County near his birthplace of Scranton, where he will be joined by rocker Jon Bon Jovi. Trump handily won Luzerne County in 2016 over Democrat Hillary Clinton and barely lost to Clinton in Bucks County.

Biden will get some help again on Saturday from Obama, who will hold a drive-in rally in Miami. Obama, still a popular figure in the party nearly four years after leaving office, delivered a blistering attack on Trump’s leadership when he made his 2020 campaign-trail debut in Pennsylvania on Wednesday.

Europe becomes second region to cross 250,000 deaths as second COVID wave hits

Europe becomes second region to cross deaths ratio as second COVID wave hits
Europe became the second region after Latin America to surpass 250,000 deaths on Saturday, according to a Reuters tally, with record numbers of daily COVID-19 infections reported in the past two weeks.

Europe reported 200,000 daily infections for the first time on Thursday, as many Southern European countries this week reported their highest number of cases in a single day.

Europe accounts for nearly 19% of global deaths and about 22% of global cases, according to a Reuters tally.

The United Kingdom, Italy, France, Russia, Belgium and Spain account for nearly two-thirds of about 250,000 deaths registered until now from a total of about 8 million cases across Europe.

The United Kingdom leads Europe’s death toll with about 45,000 deaths, followed by Italy, Spain, France and Russia. Prime Minister Boris Johnson said on Thursday Britain cannot rely on a vaccine and will need to use other measures to slow the pandemic.

Based on last seven-days daily reported average deaths, Russia is reporting 250 deaths per day, Europe’s highest toll, followed by the United Kingdom and France with about 143 deaths each.

France became the seventh country to report more than 1 million coronavirus cases on Friday. It has been one of the countries hardest hit in the second wave and has imposed curfews across much of the nation.

'It is terrifying': Europe braces for lengthy battle with COVID
The average number of COVID-19 deaths reported each day in France has been increasing for 10 days straight, according to Reuters analysis.

Spain recently crossed 1 million cases and is reporting 136 fatalities on the latest seven-day average of reported deaths. Its death rate of about 7.38 per 10,000 people is the highest in Europe and second highest in the world after Peru.

The global coronavirus tally stands at about 42.1 million cases and 1.1 million deaths, according to a Reuters tally.

While health services have not so far been overwhelmed to the extent they were in the first wave, medical authorities have warned of a likely surge in demand for intensive care beds as colder weather forces more people indoors and infections spread.

US warns Turkey of “serious consequences” over missile system test

Jonathan Rath Hoffman, assistant to the US secretary of defense for public affairs
The United States military has warned Turkey of “serious consequences” after Ankara confirmed that it has tested a Russian-made missile defense system.

"The US Department of Defense condemns in the strongest possible terms Turkey's October 16 test of the S-400 air defense system," Pentagon spokesman Jonathan Hoffman said in a statement on Friday.

"We object to Turkey's testing of this system, which risks serious consequences for our security relationship," Hoffman said. "We have been clear and unwavering in our position: an operational S-400 system is not consistent with Turkey's commitments as a US and NATO Ally."

This came after the Turkish President Recep Tayyip Erdogan confirmed that his country tested the missile system last week.

The Turkish leader said his country had every right to put to test the equipment it has purchased from other countries.

“The United States’ stance absolutely does not concern us. If we are not going to test these capabilities at our disposal, then what are we going to do?” asked Erdogan. “We aren’t going to ask America for permission.”

Last Friday, a video was released by the Reuters news agency, showing a missile being fired into the sky on Turkey’s Black Sea coast, where Ankara had been expected to test its state-of-the-art S-400 air defense systems.

The US responded to the report with anger, with State Department spokeswoman Morgan Ortagus saying later that day that the tests, if confirmed, would be considered “incompatible with Turkey’s responsibilities as a NATO ally and strategic partner of the United States.”

President Erdogan of Turkey confirms the tests of Russian-made S-400 missile defense systems, brushing aside the objections from the US on the matter.

Earlier, the US State Department also threatened that the activation of the S-400s could potentially lead to “serious consequences” for the Ankara-Washington “security relationship.”

The US and Turkey have long been at logger heads over Ankara’s purchase of the S-400 from Moscow under an agreement inked in 2017. Deliveries of the first batch of the missile batteries, worth $2.5 billion, began around two years.

Washington tried to kill the agreement by suspending Turkey from its advanced F-35 jet program and threatening its NATO ally with sanctions, but to no avail.

Covid-19: US cases reach record high amid new wave of infections
US coronavirus cases have hit a record daily high as states grapple with a renewed wave of infections.

Citing data from local state health authorities, the Covid Tracking Project reported 83,010 new cases on Friday.

US Surgeon General Jerome Adams has warned that hospital admission numbers are growing, but mortality rates are falling due to better patient care.

It comes as pharma giants AstraZeneca and Johnson & Johnson resume US vaccine trials after approval from regulators.

The World Health Organization has also warned that countries in the Northern Hemisphere are at a "critical juncture".
The next few months are going to be very tough and some countries are on a dangerous track," said director general Tedros Adhanom Ghebreyesus, speaking with reporters.
According to the Covid Tracking Project, nearly 8.5 million cases of coronavirus have been reported in America since the pandemic began.

The daily increase on Friday surpassed the tracking project's previous record on 17 July, when 76,842 cases were reported, by more than 6,000 cases.

Virus to stay 'at least until next summer: Emmanuel Macron

Virus to stay 'at least until next summer: Emmanuel Macron
French President Emmanuel Macron says his country will be fighting the virus until at least the middle of next year as cases there surged past a million.

On Friday France recorded more than 40,000 new cases and 298 deaths. Other nations including Russia, Poland, Italy and Switzerland also saw new highs.

The World Health Organization said the spike in European cases was a critical moment in the fight against the virus.

It called for quick action to prevent health services being overwhelmed.

Daily infections in Europe have more than doubled in the past 10 days. The continent has now seen a total of 7.8m cases and about 247,000 deaths.
"The next few months are going to be very tough and some countries are on a dangerous track," WHO chief Tedros Adhanom Ghebreyesus told reporters.

Globally there have been more than 42m cases and 1.1m deaths.
Speaking on a visit to a hospital in the Paris region, Mr Macron said scientists were telling him that they believed the virus would be present "at best until next summer", he said.

But he said it was still too early to say whether France would go into a new full or partial lockdown.

An overnight curfew in the country is being extended to about two-thirds of the country - 46 million people - from Friday night for six weeks.

Sindh millers slash flour prices by Rs7 per kg

Sindh millers slash flour prices by Rs7 per kg
Millers on Thursday reduced prices of various varieties of flour by Rs7 per kg prior to release of Sindh government’s wheat to millers followed by drop in price of imported and locally-produced wheat.

Pakistan Flour Mills Association Sindh Zone Chairman Chaudhry Mohammad Yousuf said the price of flour no. 2.5 has been slashed to Rs52 from Rs59 per kg followed by drop of Rs7 in fine and super fine flour (maida) to Rs64 per kg. The price of 10kg bag of flour no. 2.5 has been fixed at Rs525 as compared to Rs595.

However, in March, on the arrival of wheat crop from Sindh, the price of flour no. 2.5 in the province was Rs42-43 per kg while fine and super fine flour variety was Rs45-46.

He said the flour prices had been reduced to provide relief to masses as the Sindh government is likely to start wheat supply to millers from Monday at an issue price of Rs3,637 per 100kg bag.

Yousuf said millers had received challans from the Sindh government on Oct 19 which was submitted to the State Bank of Pakistan. Millers would need to go to Naushehro Feroze and Nawabshah for lifting wheat from government go downs and would also bear transportation cost of Rs100 per 100kg bag.

He said the Sindh government had earlier planned to provide 85,000 tonnes of wheat between Oct 16 to Oct 31 to millers in the province but the decision has been delayed. The province had procured 1.235 million tonnes from growers this season.

He said flour price would be fixed after mills start getting supplies of wheat from the government from Monday.

The price of imported wheat, he said, has fallen to Rs5,070 per 100 kg bag — including transportation charges from the port — from Rs5,500 prevailing in first week of October while the price of locally-produced wheat has dropped to Rs5,200 from Rs5,700 per 100kg bag in the open market.

Cereal Association of Pakistan Chairman Muzammil Chappal said after import of 431,594 tonnes of wheat from Ukraine in August-September by private sector, another 300,000 tonnes of wheat is expected to arrive in October including one ship of Russian wheat, while the Trading Corporation of Pakistan (TCP) had also imported 180,000 tonnes this month.

The government had fixed wheat import target of 1.5m tonnes each by the private sector and TCP. He was of the view that wheat imports had help arrest further increase in flour prices.

Users can now file content removal appeal to Facebook’s ‘Supreme Court’

Facebook
Facebook’s Oversight Board has announced that users can now submit appeals on content removal to the global body for an independent review.

In May, Facebook appointed 20 people from around the world to serve on what will effectively be the social media network’s “Supreme Court” for speech, issuing rulings on what kind of posts will be allowed and what should be taken down. The list features a former prime minister, a Nobel Peace Prize laureate and several constitutional law experts and rights advocates, including the Pakistani lawyer and founder of Digital Rights Foundation (DRF), Nighat Dad.

The Oversight Board is a global body that will make independent decisions on whether specific content should be allowed or removed from Facebook and Instagram.

Facebook can also refer cases for a decision about whether content should remain up or come down from either Facebook or Instagram.

“The board is eager to get to work,” said Catalina Botero-Marino, Co-Chair of the Oversight Board, in a statement. “We won’t be able to hear every appeal, but want our decisions to have the widest possible value, and will be prioritising cases that have the potential to impact many users around the world, are of critical importance to public discourse, and raise questions about Facebook’s policies,” she said.

According to a statement, users can submit an eligible case for review through the Oversight Board website, once they have exhausted their content appeals with Facebook. Facebook can also refer cases to the board on an ongoing basis, including in emergency circumstances under the ‘expedited review’ procedure.

“Content that could lead to urgent, real-world consequences will be reviewed as quickly as possible,” said Jamal Greene, Co-Chair of the Oversight Board.

“The board provides a critical independent check on Facebook’s approach to moderating content on the most significant issues, but doesn’t remove the responsibility of Facebook to act first and to act fast in emergencies,” said.

How does the board work?

After selection, cases will be assigned to a five-member panel with at least one member from the region implicated in the content. No single board member makes a decision alone.

“A five-member panel will deliberate over a case of content implicating Pakistan would include at least one board member from Central and South Asia, though this may not necessarily be Nighat Dad,” a board spokesperson had told Dawn in May.

Facebook has long faced criticism for high-profile content moderation issues, including removal of pro-Kashmir posts, hate speech in Myanmar against the Rohingya and other Muslims.

Cases will be decided upon using both Facebook’s community standards and values and international human rights standards. In addition to now accepting cases, the board is able to recommend changes to Facebook’s community standards alongside its decisions.

Each case will have a public comment period to allow third parties to share their insights with the board. Case descriptions will be posted on the board website with a request for public comment before the board begins deliberations. These descriptions will not include any information which could potentially identify the users involved in a case.

“Human rights and freedom of expression will be at the core of every decision we make,” said Botero-Marino. “These cases will have far-reaching, real world consequences. It is our job to ensure we are serving users and holding Facebook accountable.”

The board expects to reach case decisions and Facebook to act on these decisions within a maximum of 90 days.

Azhar might not be Pakistan captain on NZ tour, hints Wasim

Azhar Ali
Azhar Ali might not be Pakistan’s Test captain during next month’s tour of New Zealand after Pakistan Cricket Board (PCB) chief executive Wasim Khan stated that the 35-year-old’s leadership will be reviewed.

“The PCB will review Azhar’s performance as the Test captain ahead of the New Zealand tour and a final decision will be made by PCB chairman Ehsan Mani on November 10 or 11, when the squad will be announced.

Azhar replaced Sarfaraz Ahmed as Pakistan’s Test captain in October last year. The following month, he oversaw a 2-0 whitewash of Pakistan on their tour of Australia.

Pakistan won a two-match series 1-0 against Sri Lanka in December last year before beating Bangladesh 1-0 in a one-off Test in February 2020.

In August this year, Pakistan lost a three-match series in England 1-0.

As captain, Azhar has notched up two centuries, the latter helping Pakistan earn a draw in the final Test against England.

Wasim, meanwhile, backed Misbah-ul-Haq and Babar Azam as coach and captain for next year’s World Twenty20.

“Like every other job, that of the head coach and the captain is also performance-based,” he said. “At the moment, our main focus is white ball cricket with World Twenty20 events in each of the next two years and we’re backing Misbah and Babar for the next World Twenty20 as they’re both doing well together.”

Earlier this month, Misbah stepped down from his role as chief selector and Wasim said the new chief selector will be named soon.

“When Misbah was appointed in the dual role, there was no other choice at that time,” said Wasim. “It was mutually decided between PCB and Misbah that he will leave the chief selector role and focus on the head coach role as we have important ICC events coming up. Right now, we have two to three options for the chief selector role and will announce the name when the final choice has been made.”

Wasim also sounded hopeful about England touring Pakistan next year.

Wasim’s invitation was welcomed by the England and Wales Cricket Board (ECB) and the ODI world champions could potentially tour Pakistan in October next year for a short tour after 16 years in order to play a couple of Twenty20 Internationals.

“We sent them a formal invitation to tour Pakistan and we have good vibes that the ECB will seriously consider our invite,” Wasim said. “They will review the other necessary matters and I expect positive news from them.”

Balochistan govt urges PDM to delay Quetta rally in light of 'security threat'

Balochistan government spokesperson Liaquat Shahwani
Balochistan government spokesperson Liaquat Shahwani on Friday urged the Pakistan Democratic Movement (PDM) to delay its upcoming public meeting in Quetta citing a security threat alert issued by the National Counter Terrorism Authority (Nacta).

PDM, an anti-government alliance of 11 opposition parties, is scheduled to hold its third power show in Quetta on October 25. The alliance had initially announced its first public meeting in Quetta on October 11 but there was a change of plans with the movement kicking off with a rally in Gujranwala on October 16.

The second rally under the PDM banner was held in Karachi on October 18.

Addressing a press conference in Quetta today, Shahwani noted that the PDM had already delayed its Quetta rally at least once and urged the alliance to do so again in the "wider interest of the public" given the threat alert issued by Nacta. He did not elaborate on the nature of the security threat.

"Later, when this threat has been eradicated or when the planners and masterminds are arrested [...] Once Nacta issues a clearance, they (PDM) can hold a rally. This will be better as they will get more time to prepare," he said, and added: "The Balochistan government did not have a problem in the past, nor does it have one now."

Shahwani promised that the Balochistan government would not place containers to block routes or create any other hindrances.

Instead, he said, the Balochistan government had provided bulletproof vehicles to the PDM leadership and will also provide hand sanitisers and masks to people attending the rally to prevent the spread of Covid-19.

"Our intention is based on democratic norms. If PDM leaders really [care about] democratic norms, Constitution, peace and security and masses' betterment, and if they call themselves pro-public, then they should show a sense of responsibility and delay this rally for now in the wider interest of the public," Shahwani said.

The PDM is an alliance of 11 political parties, formed after the opposition's multiparty conference on September 20, that seeks the PTI government's ouster by launching a three-phased anti-government movement under an "action plan" starting from this month with countrywide public meetings, protest demonstrations and rallies in December and a "decisive long march" towards Islamabad in January 2021.

The protest campaign comes at a time when Pakistan is experiencing an economic crisis, with inflation touching double digits and negative growth.

The PDM, among its other demands, also seeks an end to the military's alleged interference in politics.

Pakistan to remain on FATF's grey list for now

FATF President Dr Marcus Player
The Financial Action Task Force (FATF) on Friday announced that Pakistan will continue to remain in its "increased monitoring list" — referred to more commonly as the grey list.

FATF President Dr Marcus Player, addressing a webinar to announce the decisions taken by the plenary in its three-day meeting period, said that the forum has decided that Pakistan "needs to do more" when it comes to fulfilling the requirements set out by the task force.

It was acknowledged that of the 27 conditions that were put forth to Pakistan, 21 have been fulfilled.

To a question, Dr Player said that once the remaining six conditions are fulfilled, an "on site visit" will be approved under which a team from the FATF will visit the country for the next review.

"Our discussions are confidential, and the members decided by consensus that Pakistan needs to complete these six items for an onsite visit to be granted.

"As soon as the plenary decides that Pakistan has completed all the 27 items, then an onsite visit will be made. After that, it will be decided whether the country will be allowed to exit the grey list or not."

He said that the new deadline for Pakistan to fulfil the remaining conditions is February 2021.

The plenary was earlier scheduled in June but got postponed due to the COVID-19 pandemic.

In February 2020, the FATF plenary granted Pakistan a grace period of four months to complete its 27-point action plan against money-laundering and terror financing (ML&TF) after it noted that the country was compliant on 14 points.

Pakistan was placed on the grey list in June 2018.

According to a report, the authorities are hopeful of a positive outcome after the country enacted at least 15 pieces of legislation, many of them through a joint sitting of Parliament, to fulfil the requirements set by the international watchdog.

They are confident that there are minimal chances of Islamabad being placed on the blacklist, the report said.

“Pakistan’s case will be discussed on October 23, 2020 at FATF’s plenary meeting and our efforts will not go waste,” one top government official said on the condition of anonymity here on Wednesday.

“We are expecting a positive nod from the FATF’s apex body,” he hoped.

Pakistani authorities claimed that the Joint Working Group (JWG) of FATF had so far found the country compliant on a total 21 points out of the 27 identified in the prescribed action plan. It is yet to be seen how much of the progress will be acknowledged in the FATF plenary.

Qureshi warns of 'trap' laid by India to 'drag Pakistan back to ICJ'

Foreign minister Shah Mahmood Qureshi
Foreign minister Shah Mahmood Qureshi on Friday warned against falling into the "trap" laid by India with which it seeks to drag Pakistan back to the International Court of Justice.

Speaking to the media in Islamabad, Qureshi said that there are many issues of national importance on which politics should not be played, counting among them Pakistan’s placement on the Financial Action Task Force grey list, the Kashmir issue and the matter of consular access to Indian spy Kulbhushan Jadhav.

“I am surprised at how politics is dragged into everything. I myself am a political appointee, I'm no bureaucrat or diplomat as such, and understand politics,” he said.

The foreign minister was referring to the constant barrage of criticism by Opposition parties questioning Pakistan’s decisions in the international arena, especially over the twin issues of Kashmir and Jadhav which pertain to relations with India.

Most recently, the National Assembly’s Standing Committee on Law and Justice approved a bill that seeks a review of Jadhav's conviction, a move that was met with stiff resistance by the Opposition, who termed it an "NRO" (concession) to the Indian spy.

Assuring the Opposition the government has the country’s best interests at heart, Qureshi said: “Today what Pakistan is doing is because it understands India's motivations.”

He said that India went to ICJ and failed there in securing Jadhav’s release and his return to his country.

“We were asked to provide consular access [to Jadhav]. We have honoured that commitment and have made many offers to India for the same.

“Whenever we make the offer, they find some excuse or the other,” the foreign minister said.

“They don’t wish to avail it because they wish to drag us back to ICJ,” Qureshi explained.

He said the “ignorant politicians” do not understand the nuances behind India’s actions. “They are falling into the trap laid by India. We need to understand their trap.”

“We want to close each door and window that would drag us back to ICJ,” Qureshi resolutely said.

'India will fail to have Pakistan placed in FATF blacklist'

Speaking of the pending decision by FATF regarding Pakistan's fate on its grey list, Qureshi said that while it may be inappropriate to comment in it so close to the decision — it is due to be announced this evening — "one thing I can say is that India will fail in its aim to have Pakistan pushed into the black list".

He said the world is convinced that Pakistan, the current government and the parliament have taken concrete steps to address FATF's concerns.

"The legislation, the administrative measures to check money laundering and terror financing [...] these steps were not taken in recent times."

"The world acknowledges this. Of the 27 actionable items [FATF] had put before us, I can say with certainty we have implemented 21 of them one hundred percent and we are far ahead in progress when it comes to implementing the rest," the foreign minister said.

"FATF must view these steps positively and create some wiggle room for Pakistan," he added.

'PM's stance on Nawaz's return holds water'

The foreign minister said that the prime minister's stance on the deportation of former prime minister Nawaz Sharif from London holds water.

He said that while Pakistan and the UK don't have an extradition agreement in place, what Britain must understand is why Nawaz went abroad in the first place.

"Could a convicted person have travelled? And why was special permission given?" he said, of the aspects that must be considered.

Answering his own questions, the foreign minister reminded the media that the PML-N supremo was allowed to travel abroad "on humanitarian grounds".

"Because at that time, this image was created that he was battling for his life and media reported it too."

"So forming that as the basis [for the decision] and their assurances — especially by Shahbaz Sharif, besides their stance before the judiciary, [Nawaz was allowed to leave]," he said.

Qureshi said that the government had sought a surety bond and it was worth quite a bit "but the court did not find it appropriate and we respect that".

"Now what has to be considered is that the basis on which he left no longer applies. There is no legal reason no moral grounds to stay [in London] either."

"He must return and answer for the charges against him," Qureshi stressed. "If he has concrete proof, and if he can satisfy the institutions, he must come and not waste this opportunity."

The foreign minister said that the government of Pakistan saw that he is well and participating in political activities and giving speeches.

"So on that basis, we have requested the UK government to see what laws can be used and take action."

Reference against Justice Qazi Faez Isa filed in complete disregard of the law: Supreme Court

Supreme Court Justice Qazi Faez Isa
The judicial reference filed against Supreme Court Justice Qazi Faez Isa was filed in complete disregard of the law, the Supreme Court of Pakistan noted in its detailed judgement on the matter on Thursday.

However, though the apex court found glaring lapses and procedural irregularities in the filing of the reference, it ruled that there was no ill intent behind the filing of the reference on the part of the president and prime minister.

Justice Faisal Arab noted in the judgment that Justice Qazi Faez Isa is respected among the lawyers' fraternity hence it was of the utmost importance that the judge responded to the accusations against him.

Justice Arab noted that the only way for him to come clean of the allegations against him was to disclose his London assets. He noted that in the eyes of the law, the reference filed against Justice Qazi Faez Isa is not maintainable.

He also stated in the verdict that the allegations levelled against Sirina Isa were filled with mistakes.

Second coronavirus wave in Pakistan: Alarm bells ringing at NCOC as all indicators turn red

Second coronavirus wave in Pakistan: Alarm bells ringing at NCOC as all indicators turn red
In continuation with a series of escalating warnings, the National Command and Operation Centre (NCOC) has sounded the alarm over the average positivity ratio registering 40% higher over the last four days than what was being recorded earlier.

During a morning session on Friday, officials from the NCOC — the apex body tasked with managing coronavirus in Pakistan — heard from health officials that the positivity ratio (which measures the percentage of actual coronavirus cases from total tests conducted) has increasd.

The increasing danger of a second wave of the coronavirus is also evident in the increase in hospital admissions and a spike in the number of daily deaths, the forum was told.

“Forum noted that [it is] the fifth continuous day that positivity ratio is on the increase,” read a statement issued by the NCOC following the meeting. It also pointed out that coronavirus deaths in Pakistan are also on the rise.

“Muzaffarabad, Hyderabad, Karachi and Gilgit have a higher positivity ratio along with other areas across the country,” observed the NCOC.

It noted that hospital admissions were also on the rise across the country, particularly in Punjab. The NCOC was also informed that has been a marked increase in the number of critical patients being admitted to hospitals as well.

The NCOC was told that the country’s current case fatality rate has reached 2.06%, compared to the global rate which stands at 2.72%. It was also noted that 71% of total deaths are of males, out of which 76% have been over the age of 50.

The forum was also briefed by the Punjab chief secretary regarding the increasing figures in the province.

He told the NCOC that Punjab’s death ratio was 1.6% on September 1, but currently stood at 6% — a stark increase. He also added that the positivity ratio in the province has also increased from 0.92% to 1.33% currently.

Positivity rate spikes to 2.58%, highest in two months

A day earlier, it was reported that Pakistan’s coronavirus positivity rate had reached to 2.58% on October 21, its highest in over two months.

According to the official tally, of the 28,534 tests sampled on Wednesday, 736 returned positive.

To date, Pakistan has officially reported a total of 324,744 coronavirus cases and 6,692 deaths nationwide.

Government officials have expressed concern about the rising positivity ratio in the country, even though it is still below the 5% threshold set by the World Health Organisation (WHO).

Asad Umar, the minister for planning and development, had called recent trends “unmistakable signs of rising coronavirus” when the positivity ratio hit 2.37% on October 15.

On Wednesday this week, the positivity percentage ha further climbed to 2.58%. The last time Pakistan reported a percentage higher than this was on August 19 at 2.68%.

Over the preceding three days, Pakistan had been reporting deaths in double digits every day, unlike in September when the death toll stayed largely in single digits.

NCOC warns of another lockdown

Warning that there is an urgent and immediate need to ensure the implementation of standard operating procedures (SOPs) for coronavirus prevention, the National Command and Operations Centre (NCOC) had on Wednesday noted that there has been a clear resurgence in virus cases and deaths.

"NCOC is closely monitoring the situation. If there is no improvement in SOPs compliance observed, NCOC will have no choice but to revert to strict measures leading to re-closures of services," read a statement issued by the NCOC.

The statement said the NCOC, during a special session held to monitor the increasing, had noted a "clear resurgence in coronavirus" and noted the rising death rate attributable to COVID-19.

He said the government will not only punish the corrupt elements but will also recover the looted national wealth.

Karachi incident vindicated NS'state above the state' stance: Maryam

Karachi incident vindicated NS'state above the state' stance: Maryam
PML-N vice-president Maryam Nawaz on Friday said that former prime minister Nawaz Sharif's stance that there was a "state above the state" in Pakistan has been proven true through the Karachi incident".

She was referring to her husband Mohammad Safdar's arrest in Karachi early Monday morning — just hours after the Pakistan Democratic Movement's (PDM) successful rally — which brought Sindh's law enforcement agency and security establishment in direct conflict.

PPP chairperson Bilawal Bhutto Zardari, directly addressing the military leadership, had said on Tuesday: "I demand DG ISI Faiz Hameed and Chief of Army Staff Gen Bajwa investigate your institution [and] how it is operating in this province. All officers of Sindh police are wondering who were the people who surrounded the Sindh police chief’s house in the early hours of Monday. Who were those two men who entered into his home at 4am in the morning and took him to an unspecified location?”

The army chief immediately took notice of the situation and ordered an inquiry into the “Karachi incident”. The Sindh police hierarchy, that was in low morale following the Oct 19 episode and had submitted en masse requests for leave, set aside their applications for ten days.
"What happened in Karachi has shown who is actually running the government," Maryam said on Friday. "Imran Khan is not the government. He is simply a dummy occupying a seat and that dummy has been silent for three days.

"The Karachi incident has made it clear that Nawaz Sharif's stance — about 'state above the state' and Imran Khan being nothing more than a pawn — is correct. Nawaz Sharif only said it, you [Imran] proved it [...] showed the nation what a state above the state is," she claimed.

When asked about the inquiry into the incident — which both the army chief and Sindh government said would be carried out — Maryam said that in her opinion there was no need for an inquiry as everything was already known. "There is plenty of video footage," she said, adding that the provincial government was well aware of what had transpired.

"If there is an inquiry, it should be transparent so that the nation knows everything and the report should be made public."

She said that given the way in which the government appeared to be scared and was "hiding in Bani Gala", its tenure might be over even before January.

"In a democratic set-up, a notice should be taken by the government or the judiciary, no one else. And neither should an appeal be made to others to take notice," she added.

A day earlier as the war of words between the government and opposition continued over the Safdar episode, PML-N leader and former prime minister Shahid Khaqan Abbasi said institutions such as the Inter-Services Intelligence and Pakistan Rangers took orders from the prime minister and hence the responsibility of the whole Karachi incident fell on Prime Minister Imran Khan.

“This is the reality behind this incident [and] this is the reality that the country’s premier gave the order to violate privacy,” Abbasi said at a news conference in Islamabad.

US President Donald Trump declares India ‘Dirty’
The final debate between United States (US) presidential nominees Donald Trump and Joe Biden did not bring good news for India as the US president described India as ‘filthy’.

The reference to India was made by Donald Trump during the second and final presidential debate.

Indian dreams of isolating Pakistan in the world have been buried as the friend of Indian PM Modi, Donald Trump has called India as ‘filthy’.
Earlier, the Indian media outlets had been mocked and ridiculed by the Twitter community of Pakistan for spreading fake stories about an imaginary civil war in Karachi.

The Indian media houses and various verified accounts had been found spreading completely baseless stories about a ‘civil war’ in Karachi by claiming gun battles and even bombings.

Interestingly, some reports were claiming clashes between military troops and police forces in the port city of Pakistan while quoting opinions of prominent Indian figures over the imaginery battlefields.

The Pakistani Twitter users gave befitting reactions to such reports which may have shocked the viewers of India media outlets in term of its credibility and verification of sources of reports.

Trump says 'Nobody wants me' addressing in Pennsylvania

Trump addressing in Pennsylvania
It seems like the infamous gham hour hit Trump during his presidential campaign rally in Erie, Pennsylvania.

Last night, as the seemingly insecure US President lamented how "nobody wants me".

Addressing a large crowd in Pennsylvania, Trump commented on how the drug companies were "spending a fortune on fake ads" and were possibly upset with him.

"They don't want me, they don't want me, China doesn't want me, Iran doesn't want me, nobody wants me, NOBODY," he exclaimed. Pausing for a moment, he recollected himself and said: "Erie... Erie wants me, Erie wants me!

"Democrats hate fracking," the American president said. "They hate coal... good, beautiful, clean coal," he added. Trump also spoke of an interview with journalist Lesley Stahl, who hosts CBS's 60 Minutes.

"You have to watch what we do to 60 Minutes. You'll get such a kick of it. You're gonna get a kick out of it. Lesley Stahl is not gonna be happy," he said, as his speech slowly transitioned into a series of video presentations, with foreboding music.

Throughout his address, the US president kept mentioning how he did not wish to come to Erie, was going to cut his speech short because he was feeling cold, and how he did not want to be in the city.

"I wasn't coming to Erie... I have to be honest. There was no way I was coming," Trump said. He then shifted to what he claimed were his accomplishments, including the "greatest economy ever, greatest jobs, greatest everything".

"Then we got hit with the plague and I had to go back to work!"

Accompanying Trump was Pennsylvania Representative Mike Kelly, who shifted the conversation back to the upcoming 2020 US elections.

"I want everybody to make a commitment to get out and vote November 3 and absolutely refuse to lose," Kelly said. "This is the president, this is the time, we're gonna make America great again... again because of Donald J. Trump.

"There's no flu that's gonna keep this man down! He makes the Energizer bunny look ... dead. This guy never stops, he never sleeps, he's totally dedicated to each one of you and we should be totally dedicated to him.

"I love this president, I love his agenda, and I love the fact that on November 3, we're gonna put him back in the White House," the congressperson added to tumultuous applause from the crowd, many of whom were sporting MAGA hats.

Towards the end of the rally, Trump ended up dancing on the stage — a practice he seems to be enjoying doing on his campaign trail.

Opposition tables resolution demanding constitution of Senate panel to probe 'Karachi incident'

Opposition tables resolution demanding constitution of Senate panel to probe 'Karachi incident'
The opposition parties tabled on Thursday a resolution in the Senate regarding the arrest of PML-N leader retired Captain Mohammad Safdar and the alleged abduction of the Sindh inspector general of police.

The resolution, which demanded that a Senate committee be formed to probe the incident, was tabled by Leader of the Opposition in the Senate, PML-N's Raja Zafarul Haq.

Leader of the House Shehzad Waseem, along with other PTI senators, opposed the resolution, saying that two committees had already been constituted to investigate the matter and the upper house should wait for their findings.

A ministerial committee was formed by the Sindh government to investigate the mysterious "circumstances" that led to the early morning raid on the hotel room of PML-N vice president Maryam Nawaz and arrest of her husband retired Capt Mohammad Safdar in Karachi.

Separately, Army Chief Gen Qamar Javed Bajwa also ordered the Karachi Corps Commander to launch an investigation into the "Karachi incident". Gen Bajwa's directives came shortly after PPP Chairperson Bilawal Bhutto-Zardari called on the army chief and Director General Inter-Services Intelligence (ISI) Lt Gen Faiz Hameed to investigate the circumstances surrounding Safdar's arrest.

During today's proceedings, PML-N leader Haq said that facts of the incident should be presented before the other two committees but that "does not mean that the Senate should remain quiet until the investigation findings come out".

"There will be implications [of waiting for findings]. The implications will be political and legal [...] In order to reach the right outcome, it is important it should be sent to the house committee and anyone who has anything to say about [the incident] can talk in front of it," he said.

PPP leaders Sherry Rehman and Raza Rabbani also supported the resolution, warning that the matter could have serious implications if the parliament does not take action.

Senator Rehman welcomed the army chief's order for an investigation but said that the "Senate should also be allowed to play its role".

"This can lead to a grave crisis and it can turn into a constitutional crisis," she cautioned. "Let Senate play its role."

Rabbani, in his address, said that the incident had created a "precarious situation" and insisted that the Senate plays its role.

"The police force is an armed and uniformed force, and this force registered their protest by applying for leave. It was not just the IG, AIGs, DIGs, even the SHOs [...] They knew that they were protesting against the state. Nothing can be more serious than this that a uniformed force protests against the state or a step taken by the state. This needs to be handled properly," he said and added: "If the Parliament doesn't come in action, situation can worsen."

He also lauded the army chief's promise to hold a probe but pointed out that it would be a "departmental inquiry".

The former Senate chairperson said that the resolution could be taken up under Rule 263 and urged the incumbent chair Sadiq Sanjrani to head the committee "so that there is no witch hunt".

Law Minister Farogh Naseem, in a brief comment, said that it was the "privilege of the Senate" to form a committee, adding that the "truth has to come to surface". He further said that a conversation on the statute regarding the sanctity of Quaid-i-Azam Mohammad Ali Jinnah's mausoleum should also be held.

PTI Senator Waseem also regretted that no one was talking about the "violation" that had taken place at Jinnah's mausoleum. While talking about the first information report — which the opposition alleges was filed against Safdar at the behest of PTI — the leader of the upper house said that any citizen had the right to lodge a complaint with the police.

According to the Sindh chief minister, the complainant in the case, identified as Waqas, allegedly had a meeting with a PTI minister. It was also revealed that Waqas had a criminal record and was an absconder.

Information Minister Shibli Faraz also addressed the Senate and rebuked the opposition for "putting pressure" on the government by making speeches instead of talking about the "crime" committed by Safdar at Jinnah's mausoleum.

"[This is like] a murder has been committed and no one is talking about the victim. You (opposition) don't want to talk about what happened, you are trying to do politics over this [incident]. As Pakistanis you should have condemned it and taken action," he said.

The information minister pointed out that two investigation committees had already been formed. He went on to allege that the opposition "does not care about the consequences" of its stance.

"Look at what our neighbouring country is saying because of the material you provided them," Faraz said.

"This house has to decide whether Pakistan is important or some personalities. This resolution should not be entertained. A debate on this should be held and we will move a resolution to discuss if such conduct should be allowed," the federal minister said.

The matter was referred to the existing law committee.

JUI-F rejects army committee

Meanwhile, Jamiat Ulema-i-Islam (Fazl) Senator Maulana Abdul Ghafoor Haideri rejected the probe ordered by the army chief, saying, "how can the institution, which is guilty, conduct an investigation?"

"These investigations are equivalent to fooling people," he declared and added: "What kind of justice can be expected if the guilty party becomes the judge?"

Sindh govt notifies committee

Meanwhile, the Sindh government on Thursday notified the committee tasked with conducting an inquiry into the events leading to Captain (r) Safdar's arrest in Karachi.

The five-member committee comprises members of the Sindh Cabinet including Nasir Hussain Shah, Sardar Ali Shah, Awais Qadir Shah, Barrister Murtaza Wahab and will be headed by Saeed Ghani.

The committee, according to the notification, will "enquire and probe into the incident of 18th and 19th October 2020 wherein Police was allegedly pressurized to lodge FIR against Capt. (r) Safdar".

Besides, it will also investigate the manner in which police personnel raided the Avari Towers hotel, "allegedly violating the privacy and dignity of Maryam Nawaz, Vice-President of PML-N and Capt (r) Safdar.

The notification adds that the committee, which must submit its report within 30 days, will further investigate the "alleged ridiculing, mishandling of the highest level of the police which left the entire police force demoralised and unwilling to continue with their duties".

Reports of IG's kidnapping and leave requests en masse

In a shock move following Safdar's arrest on Monday morning, Sindh IGP Mushtaq Mahar, at least two additional inspectors general, seven deputy inspectors general and six senior superintendents of Sindh police on Tuesday applied for leave in order to "come out of […] shock" caused by the "episode of registration of FIR against Capt (R) Safdar".

According to the applications — all of which were identical — submitted to IGP Mahar, the officials said that it had become hard for them to "discharge [their] duties in a professional manner" due to the stress caused by Safdar's arrest.

The development came after a purported voice message by PML-N leader and former Sindh governor Muhammad Zubair was shared by a journalist in which Zubair alleged that the inspector general of police was kidnapped and forced to register the first-information report against Maryam, her husband Safdar and 200 others for violating the sanctity of the Quaid's mausoleum.

In the audio clip circulating on Twitter, Zubair purportedly said that Chief Minister Murad Shah confirmed to him that police was pressured into making the arrest. "When they (police) refused to do that, Rangers kidnapped [the IGP]," Zubair said.

The leave applications were later withdrawn after Bilawal called on Army Chief Gen Bajwa and ISI DG Lt Gen Hameed to investigate the circumstances surrounding the arrest of Safdar and "investigate your institution [and] how it is operating in this province".

Moments later, Gen Bajwa took notice of the incident and also spoke to Bilawal over the phone. Bilawal, accompanied by Sindh Chief Minister Murad Ali Shah, visited the IG to smooth over matters.

Safdar's arrest

On October 18 — the day of the rally hosted by PPP in Karachi — Safdar had visited the Quaid's mausoleum along with party workers and Maryam, where he jumped inside the perimeter of the founder's resting place and raised slogans, a move that had drawn widespread criticism.

The next day, he was arrested by police from his hotel room on charges of violating the sanctity of Jinnah’s mausoleum and hurling murder threats at some individuals. Safdar was later released on bail.

The arrest drew widespread criticism from the opposition and some leaders of the PDM, including Maryam, had claimed in a presser after Safdar's arrest that the move was an attempt to enforce cracks among the opposition by the federal government and its agencies. The PPP administration, which was left in an awkward position, distanced itself from the move.

PPP desires to turn Sindh police into family force: Shibli

Shibli Faraz critisized Sindh Government
Criticizing the PPP led Sindh government’s alleged role in the ‘Karachi incident’, Shibli said that the party wanted to make police its family force.

Opposing the opposition’s resolution about the ‘Karachi incident’ in Senate, Shibli Faraz said that the opposition wanted to create chaos and anarchy in the country. He accused the opposition of violating the sanctity of the mausoleum of Quaid-e-Azam Muhammad Ali Jinnah.

The minister said that the provincial government had established two probe committees to divert the people’s attention.

Earlier today, Advisor to PM on Accountability Shahbaz Akbar had said that India has started propaganda against Pakistan over the recent issue of Safdar Awan’s arrest.

Addressing a press conference in Islamabad flanked by Federal Minister for Information and Broadcasting, Shibli Faraz, he had said that opposition hue and cry provided an opportunity to India to start anti-Pakistan propaganda.

Terming the arrest of Safdar Awan as per law, Mr Akbar had maintained that he was arrested by the province’s police, which is sovereign after the 18th amendment.

People were aware that who gave directions to the Sindh police, the advisor had said and urged Chief Minister Sindh Murad Ali Shah to name the federal minister who pressurized the police.

Russia grantes permanent residency right to US Edward Snowden

US whistleblower Snowden given permanent residency rights by Russia.

US whistleblower Edward Snowden has been granted permanent residency right by Russia, his lawyer said on Thursday, a step towards Russian citizenship if he wants it.

Snowden, 37, fled the United States and was given asylum in Russia after leaking secret files in 2013 that revealed vast domestic and international surveillance operations carried out by the US National Security Agency where he was a contractor.

US authorities have for years wanted Snowden returned to the United States to face a criminal trial on espionage charges brought in 2013.

“His (Russian) residency permit was expiring and we asked to extend it,” Anatoly Kucherena, his Russian lawyer, told Reuters. Kucherena said the coronavirus pandemic had made the process longer than usual.

“We submitted the documents in April and we got the permanent residency rights (on Thursday),” he said.

Separately, Kucherena told the TASS news agency that Snowden was not considering applying for a Russian passport at this stage.

US President Donald Trump said in August he was considering a pardon for Snowden.

Snowden keeps a low profile in Russia. He has praised the country’s natural beauty and the warmth of its people, while using social media to criticise government policy from time to time.
