Nuclear scientist Dr Abdul Qadeer Khan passes away

Pakistan's renowned nuclear scientist Dr Abdul Qadeer Khan passed away Sunday after his health deteriorated.

Dr AQ Khan is considered the father of Pakistan's nuclear programme and is revered at home as a hero for building the Muslim world's first atomic bomb.

Dr Abdul Qadeer Khan's health started deteriorated Saturday night, after which he was brought to the KRL hospital Sunday morning in an ambulance, at 6:00am.

Sources said the nuclear scientist experienced discomfort in breathing after which he was brought to the hospital. However, his health took a turn for the worse when his lungs started bleeding.

Doctors tried their best to save the renowned scientist's life, however, were unable to do so and he passed away at 7:04am. Doctors have said Dr Abdul Qadeer Khan passed away as his lungs collapsed.

The hospital administration is trying to make arrangements to shift Dr Abdul Qadeer Khan's body to his E-7 residence, after which an announcement for the nuclear scientist's funeral is expected to be made.

Interior Minister Sheikh Rasheed showered praise on the scientist, adding that all necessary arrangements were taken to save Dr Qadeer's life.

Minister for Information and Broadcasting Chaudhry Fawad Hussain said on Saturday that PML-N President Shehbaz Sharif should not vent his anger on the injustices done to him within his party by making unconstitutional and undemocratic demands.

In a statement in response to the press conference of Shehbaz Sharif and JUI-F Amir Maulana Fazlur Rehman, he said that the former must first decide whether he was “inside” the party or the elder brother had thrown him “out” with the help of his close aides.

The minister maintained that PML-N politics has been buried by Nawaz Sharif and his daughter.

He said those who excelled in the art of corruption in Pakistan had ruined their politics in London and they could not befool the people of Pakistan any more.

He said that Sharifs have double standards,if they were in power, they plead the government should complete the constitutional term but if the people give mandate to Imran Khan, they did not tolerate it.

“Those who have been addicted to using public resources and protocols for decades, when they are without power and authority they feel like a fish without water”, said Fawad Hussain.

He said that current inflation in the country was outcome of the billions of rupees of corruption and foreign loans taken by previous governments for personal gains.

He advised Maulana Fazlur Rehman not to play with the democratic system to satisfy his political ego.

He asked him to remember his speeches in the National Assembly in the past in which he used to say that the government should complete its term.

The minister opined that Nawaz Sharif was treating his brother and Maryam Nawaz her uncle Shehbaz Sharif the same way Zardari and Bilawal had dumped Fazlur Rehman.

He said that Maulana Fazlur Rehman and Shehbaz Sharif should join hands and make the association of victims.

In a meeting held here at the Leaders Pavilion at Dubai Expo 2020, the two leaders reaffirmed to strengthen the existing close fraternal relations between Pakistan and the UAE in diverse fields.

DC Lahore ordered release of Saad Rizvi

The Lahore deputy commissioner on Saturday ordered the release of outlawed Tehreek-i-Labbaik Pakistan (TLP), Saad Rizvi, after the Punjab government withdrew its plea seeking an extension in his detention.

The development comes a week after a federal review board of the Supreme Court extended Rizvi's detention for a month — just a day after the Lahore High Court (LHC) declared the detention illegal.

Today, the three-member SC federal review board, headed by Justice Maqbool Baqir, said the TLP chief may be released on the condition that he is not wanted in any other case.

Rizvi was taken into custody on April 12 shortly after the federal government declared the TLP a proscribed organisation under anti-terrorism laws and launched a broad crackdown against the party.

The action came after days of violent TLP protests and traffic disruptions in the largest cities of Pakistan, which saw public and private property being damaged by gangs of hooligans bearing sticks and turning on law enforcement officials at will.

Speaking on the move, Prime Minister Imran Khan had explained that his government had taken action against the banned TLP because it "challenged the writ of the state and used street violence, attacking the public and law enforcers".

Early elections is the only way to take Pakistan forward: PDM

The Pakistan Democratic Movement (PDM) on Saturday called for early elections in the country, as it termed them the "need of the hour" and the only way forward for Pakistan amid rising inflation and economic crisis.

The demand was put forth by PDM chief Maulana Fazlur Rehman and Leader of the Opposition in the National Assembly Shahbaz Sharif as they addressed a press conference following a meeting at the latter's residence.

Briefing the media, Shahbaz said the country's political developments were discussed in detail during the meeting. He added that matters related to PDM, skyrocketing inflation, increase in electricity, flour prices, and dengue — which is wreaking havoc in the country — also came under discussion.

The Leader of the Opposition in the National Assembly said all political parties and the masses demand free and fair elections in the country, which is the "only way to take Pakistan forward".

"This is not an easy path; we will have to commit all our energies to it, work, day and night, and only then can we take the country back to the state it was in during 2018 — after that, we can take the country towards progress," he said.

For this, we need to hold free and fair elections, he reiterated.

Responding to a question, Shahbaz said if Fazl calls for a long march against the government, he and his party would back him.

For his part, Fazl said the PDM alliance was steadfast and serious in achieving its goals of ousting the incumbent government — which was the original motive when the alliance was formed in September last year.

Fazl said a "historic" public gathering would be held in Faisalabad on October 16 and a large gathering would take place in Dera Ghazi Khan on October 31. Prior to this, JUI-F has announced it will hold the Mufti Mehmood Conference on October 14.

"The people want to get rid of the government which has been forced on them, and to resolve this issue, there is a need to hold elections at the earliest," the PDM chief said, adding: "The institutions have been ruined."

The PDM chief said teachers, lawyers, doctors, landowners, labourers, farmers, were all drastically affected due to the government's policies, and a poor person cannot afford to put food on the table due to the rising inflation.

"This is a serious situation," Fazl said.

The PDM chief added that "even Indian Prime Minister Narendra Modi could not have damaged Pakistan the way the country's incumbent, prime minister, Imran Khan has".

The Commandant's Medal was awarded to Junior Under Officer Rafid Abdullah Q Al-Junaid from KSA and Chief of Army Staff Cane was awarded to Course Under Officer Waqar Muhammad from 33rd Technical Graduate Course and Course Under Officer Hassan Abrar from 63rd Integrated Course.

Senior Taliban officials and US representatives are to hold talks Saturday and Sunday about containing extremist groups in Afghanistan and easing the evacuation of foreign citizens and Afghans from the country, officials from both sides said.

It's the first such meeting since US forces withdrew from Afghanistan in late August, ending a 20-year military presence there, and the Taliban's rise to power in the nation.

The talks are to take place in Doha, the capital of the Persian Gulf state of Qatar.

Taliban spokesman Suhail Shaheen, who is based in Doha, told The Associated Press on Saturday that the talks will also revisit the peace agreement the Taliban signed with Washington in 2020.

The agreement had paved the way for the final US withdrawal.

"Yes there is a meeting... about bilateral relations and implementation of the Doha agreement," said Shaheen. "It covers various topics."

"Terrorism will also feature in the talks," said a second official who spoke on condition of anonymity because he was not authorised to speak to the media.

Since the Taliban took power, the militant group Islamic State have ramped up attacks on the group, as well as ethnic and religious minorities.

On Friday, an IS suicide bomber killed at least 55 worshippers at a Shia mosque and wounded dozens in the deadliest attack since the US departure.

The IS has carried out relentless assaults on the country's Shias since emerging in eastern Afghanistan in 2014. IS is also seen as the greatest threat to the United States.

The US-Taliban agreement of 2020, which was negotiated by the Trump administration, demanded the Taliban break ties with terrorist groups and guarantee Afghanistan would not again harbor terrorists who could attack the United States and its allies.

It seems certain the two sides will discuss in the weekend talks how to tackle the growing threat.

The Taliban have said they do not want US anti-terrorism assistance and have warned Washington against any so-called "over-the -horizon" strikes on Afghan territory from outside the country's borders.

The United States, meanwhile, would seek to hold Taliban leaders to commitments that they would allow Americans and other foreign nationals to leave Afghanistan, along with Afghans who once worked for the US military or government and other Afghan allies, a US official said.

The official spoke on condition of anonymity because the person was not authorised to speak by name about the meetings.

The Biden administration has fielded questions and complaints about the slow pace of US-facilitated evacuations from Taliban-ruled Afghanistan since the US withdrawal.

State Department spokesman Ned Price said on Thursday that 105 US citizens and 95 green card holders had left since then on flights facilitated by the US. That number had not changed for more than a week.

US veterans and other individuals have helped others leave the country on charter flights, and some Americans and others have gotten out across land borders.

Hundreds of other foreign nationals and Afghans have also left on recent flights.

Dozens of American citizens are still seeking to get out, according to the State Department, along with thousands of green-card holders and Afghans and family members believed eligible for US visas.

US officials have cited the difficulty of verifying flight manifests without any American officials on the ground in Afghanistan to help, along with other hold-ups.

Americans also intend to press the Taliban to observe the rights of women and girls, many of whom the Taliban are reportedly blocking from returning to jobs and classrooms, and of Afghans at large, and to form an inclusive government, the official said.

US officials will also encourage Taliban officials to give humanitarian agencies free access to areas in need amid the economic upheaval following the US departure and Taliban takeover.

The official said it was not clear whether the US will recognise the Taliban as legitimate governors of the country.

A special court in Lahore on Saturday extended till Oct 30 the pre-arrest bail of Leader of Opposition in National Assembly Shehbaz Sharif and his son Hamza Shehbaz in the money laundering case.

Shehbaz and Hamza are facing Rs25 billion money laundering charges in the sugar scandal. The Federal Investigation Agency (FIA) had booked them in the case under sections of the Pakistan Penal Code, the Prevention of Corruption Act and the Anti-Money Laundering Act in November 2020.

Shehbaz is accused of aiding and abetting his sons Hamza and Salman in amassing wealth (pecuniary resources) disproportionate to their known sources of income.

The court had last granted them two weeks bail on Sep 25.

At the hearing today, Moazzam Habib represented the FIA and informed the court that Shehbaz had submitted his reply to a questionnaire sent to him by the agency.

He told the court that the respondent's reply was yet to be examined.

The judge remarked that the FIA had been seeking time for quite some time and that the case was filed a while ago.

The defendant's counsel Amjad Pervez said his clients were cooperating with the FIA in every possible way. He said the case probe should have been wrapped within 14 days under the law, "But the FIA has spent 11 months investigating the case," he said.

The FIA representative replied that it was a major case, adding that the agency was "checking the transactions". He also raised objections to the jurisdiction of the court, expressing that a banking court was not entitled to hear the case.

At this, the court asked the lawyer to make his argument on the jurisdiction of the court in the next hearing.

Shehbaz requested the judge to hold the next hearing after a considerable gap, saying he had to attend an upcoming session of the National Assembly. The court deferred the hearing till Oct 30.

US will accept WHO-approved COVID-19 vaccines for international visitors

The United States will accept, by international visitors, the use of COVID-19 vaccines authorised by US regulators or the World Health Organization (WHO), the Centers for Disease Control and Prevention said late Friday.

On Sept. 20, the White House announced the United States in November would lift travel restrictions on air travellers from 33 countries including China, India, Brazil and most of Europe who are fully vaccinated against COVID-19. It did not specify then which vaccines would be accepted.

A CDC spokeswoman told Reuters Friday, "Six vaccines that are FDA authorised/approved or listed for emergency use by WHO will meet the criteria for travel to the US."

Late on Friday, the CDC said that "earlier this week, to help them prepare their systems we informed airlines" of the vaccines that would be accepted and added, "CDC will release additional guidance and information as the travel requirements are finalised."

Airlines for America, a trade group representing American Airlines Co, Delta Air Lines, United Airlines and others, said it was "pleased by the CDC's decision to approve a list of authorized vaccinations for travellers entering the US. We look forward to working with the administration to implement this new global vaccine and testing framework by early November 2021."

Some countries had pressed the Biden administration to accept WHO-approved vaccines, since the US Food and Drug Administration authorised vaccines are not widely used in all countries.

The United States will admit fully vaccinated air travellers from the 26 so-called Schengen countries in Europe as well as Britain, Ireland, China, India, South Africa, Iran and Brazil. The unprecedented US restrictions have barred most non-US citizens who were in those countries within the past 14 days.

The new COVID-19 vaccine requirements will now apply to nearly all foreign nationals flying to the United States - including those not subject to the prior restrictions.

The CDC must still finalise and publish new contract tracing rules for international visitors, which it sent to the White House for review on Sept 15.

The CDC must also detail rules for exceptions, which include children not yet eligible for shots, as well as for visitors from countries where vaccines are not widely available. The administration must also decide whether to admit visitors part of COVID-19 clinical trials or have recently contracted COVID-19 and are not yet eligible for vaccination.

“We have an idea that every country wants to have a telephone conversation with US President. I am sure that this conversation will be held with Imran Khan soon.”

Responding to a question, Sherman said, “I am sure that this contact will take place soon, so I don’t think it should mean anything else.”

“I don’t think there is a need for more speculation about not talking on the telephone so far."

Replying to a question about a bill presented in September by 22 Republican senators targeting Pakistan, Sherman said, “We get hundreds of bills; thousands of people are behind them but we are well aware of Pakistan’s concerns and are closely looking at the situation”.

Pakistan's message to US

Pakistan sent a crystal clear message to the US that it was committed to forging a broad-based, long-term and sustainable relationship, anchored in economic cooperation, regional connectivity, and peace in the region.

Afghanistan was only one issue amongst several in their bilateral relations and the key was in holding a regular and structured dialogue process between them, which in turn was vital for promoting common interests and advancing shared regional objectives.

The United States emphasized the importance of the long-standing relationship between Pakistan and the US and agreed to continue close communication and coordination on the situation in Afghanistan, security and counter-terrorism, trade and investment, climate change, economic cooperation, and regional connectivity.

These views were brought up by Foreign Minister Shah Mehmood Qureshi and US Deputy Secretary of State Ms. Wendy R. Sherman during delegation level talks at the Foreign Office a day earlier. The topics of discussion included Afghanistan, bilateral relations and regional peace and stability.

Russia increases rice import volume from Pakistan

Earlier Pakistan had around 34 rice export establishments in the Russian market, but now the number has increased up to 53, said director Plant Production Department, Sohail Shahzad said and added several countries including Russia, China, Japan and Australia have lifted the import ban from Pakistan and issuing online confirmation certificates to the Pakistani exporters.

Sohail Shahzad said several countries by visiting the factories online via Plant Production Department are releasing orders for rice and fruits.

It is to be noted that Russia had banned the import of Pakistani rice in 2018. The ban was lifted after efforts were made by the Ministry of Commerce, Ministry of National Food Security and the trade wing of Pakistan’s embassy in Moscow.

The trade attache in Moscow had also persuaded the Federal Service for Veterinary & Phytosanitary Surveillance (FSVPS), a federal executive body in Russia, to conduct a virtual inspection of other rice exporting enterprises in Pakistan, so that they may also be allowed to export rice to Russia.

Facebook grapples with another global outage

Facebook on Friday said users around the world again had problems accessing its services for hours due to a tweak of its system, just days after a massive outage caused in a similar fashion.

“Sincere apologies to anyone who wasn't able to access our products in the last couple of hours,” a Facebook spokesperson told AFP about 21:30 GMT.

“We fixed the issue, and everything should be back to normal now.”

Website trouble tracker DownDetector showed spikes in reports of problems accessing or using Facebook and its photo-centric Instagram network as well as Messenger and WhatsApp starting about three hours earlier.

 Facebook attributed the trouble to a configuration change at its computing platform and said that it affected users of the social network and Instagram, Messenger and Workplace globally.

People flocked to Twitter to voice frustration.

“What's up with Instagram?” read a tweet that included a picture of cartoon character Bart Simpson sitting in a corner in apparent punishment.

“It's not even 4 days and it's already down again.”

“Problems with Instagram, Facebook, Facebook Messenger and WhatsApp AGAIN!” read a lament in a DownDetector chat forum.

Hundreds of millions of people were unable to access Facebook, Instagram or WhatsApp for more than six hours on Monday, underscoring the world's reliance on platforms owned by the Silicon Valley giant.

In an apologetic blog post, Santosh Janardhan, Facebook's vice president of infrastructure, said that day's outage was caused by “configuration changes” on routers that coordinate network traffic between data centres.

Cyber experts think that problem boiled down to something called BGP, or Border Gateway Protocol — the system the internet uses to pick the quickest route to move packets of information around.

Sami Slim of data centre company Telehouse compared BGP to “the internet equivalent of air traffic control.” In the same way that air traffic controllers sometimes make changes to flight schedules, “Facebook did an update of these routes,” Slim said.

But this update contained a crucial error.

It's not yet clear how or why, but Facebook's routers essentially sent a message to the internet announcing that the company's servers no longer existed.

The outage on Friday was not related to the one earlier in the week, according to Facebook.

Experts say Facebook's technical infrastructure is unusually reliant on its own systems.

Social media outages are not uncommon: Instagram alone has experienced more than 80 in the past year in the United States, according to website builder ToolTester.

Facebook's services are crucial for many businesses around the world, and Facebook accounts are also commonly used to log in to other websites.

Facebook's apps are used by billions of people monthly, meaning outages can touch a large portion of the world's population.

During the meeting attended by party senators and MNAs, the prime minister discussed issues related to legislation, people’s problems and development works in their constituencies.

Sources said that the lawmakers apprised the prime minister of the sufferings of people owing to high prices and inflation and said whenever they went and met people in their constituencies they faced just one question: when the government will overcome inflation? “We have pressure of inflation-hit people,” said a participant of the meeting.

The prime minister was quoted as saying: “I am well aware of the people’s sufferings due to price hike but things will settle soon.”

PTI secretary general Amir Mehmood Kiani and PTI chief whip in the National Assembly Amir Dogar were also present on the occasion.

The source said that one of the main demands of the lawmakers was release of funds by the government so that they could carry out development works in their constituencies.

Leader of the Opposition in the National Assembly Shahbaz Sharif on Friday termed the amended National Accountability Bureau (NAB) ordinance akin to a "no-confidence motion against the parliament" and an "attack on the judiciary".

Shahbaz, in a statement issued on Friday, vowed that the joint opposition will give the government a tough time over the ordinance that now allows the NAB chairman to enjoy another four-year term.

The PML-N president said that amendments to the NAB law through the ordinance are "unconstitutional and undemocratic".

Shahbaz said that with the 18 major amendments in the "already controversial NAB law", the government is trying to "escape accountability".

The Opposition leader said this "black ordinance" is a step towards establishing "personal rule" through the "strangulation of democracy" in the country.

He said that the Opposition would not allow the government to "snatch away" the powers outlined for institutions in the Constitution and would stop all such government measures in consultation with stakeholders.

President Arif Alvi on Wednesday promulgated the National Accountability (Amendment) Ordinance, 2021, under which NAB Chairman retired Justice Javed Iqbal will continue to serve the post until a new chairman is appointed and will also be eligible to be renamed as chairman.

PML-N leader Rana Sanaullah has announced the party has decided to protest against the NAB ordinance but it is divided on how to challenge it.

The former Punjab law minister said the party will also try to ensure the Opposition remains on the same page over the ordinance. "We will try that the Opposition stands united for this protest," he said.

PPP Chairman Bilawal Bhutto-Zardari had also slammed the PTI government after it granted an extension to the NAB chief through a presidential ordinance.

Bilawal Bhutto had said that the extension of Javed Iqbal’s term is “not only illegal but has malicious intent.”

“The selected government wants to continue victimisation of Opposition while ensuring the PM, his family, government and cronies continue to be immune from accountability. Especially post #PandoraPapers,” the PPP leader wrote on Twitter.

Prime Minister Imran Khan on Friday ordered setting up of a special body for coordinating Afghanistan-related matters.

The prime minister “directed the establishment of a dedicated cell to synergise various streams of efforts on Afghanistan across the government, including international coordination for humanitarian assistance and effective border management to prevent any negative spillover into Pakistan,” the PM Office said in a statement on the meeting of the National Security Committee.

The NSC, which is the top body for coordination on security issues, had met to discuss the developments in Afghanistan and Pakistan’s approach for dealing with them.

The meeting chaired by PM Khan was attended by key federal ministers, national security adviser, services chiefs and heads of intelligence agencies.

Pakistan has not only been providing humanitarian assistance to Afghanistan, but has also extended trade facilitation to Afghan traders for promoting their exports. The trade concessions have tipped the trade balance in favour of Afghanistan.

The government is also planning to extend a financial and technical package to the Taliban regime that is faced with the twin looming crises of economic collapse and humanitarian disaster. The situation has been aggravated by the drought in the country.

More than 18 million Afghans need urgent assistance, including nearly a million children who are at risk of starvation, according to Unicef.

The economic crisis has emerged after Western donors pulled the plug on assistance for Afghanistan, which was the mainstay of Afghan economy, following the Taliban takeover. Moreover, the US has frozen Afghan reserves and international lending agencies have blocked Taliban regime’s access to their funds.

Mr Khan, in view of the diverse support being extended to Taliban in Afghanistan, emphasised the need for a coordinated policy effort.

“The prime minister was given a detailed briefing on the evolving regional security situation, particularly the recent developments in Afghanistan and their possible impact on Pakistan,” the PMO said.

“Committee members emphasised that the evolving situation in the region was extremely complex and that any instability in Afghanistan could have severe implications for Pakistan,” it further said.

Islamabad has lobbied hard with the international community to persuade it to engage with the Taliban regime, grant it recognition, and resume development assistance so that the prospects of viability of the new set-up could improve.

The international community has generously provided humanitarian aid to Afghanistan, but has linked development assistance to the recognition of the new government. The recognition issue further depends on Taliban meeting demands about formation of an inclusive ruling set-up, observance of rights, and fulfillment of counter-terrorism commitments.

The world is, however, not satisfied with Taliban’s progress towards meeting of these requirements.

The members of the NSC, while noting the dire humanitarian situation in Afghanistan emphasised the urgent need for the international community to provide assistance to avert a humanitarian crisis.

“The importance of international coordination on constructive political and economic engagement with the interim government in Afghanistan was also highlighted,” the PMO said.

Ahead of her visit to Pakistan, Sherman on October 1 had demanded of Pakistan to take action against all extremist groups.

Before travelling to Pakistan, she visited India from October 6-7 where she held talks with the country's top leadership.

Pfizer Inc and BioNTech SE have asked U.S. regulators to authorize emergency use of their COVID-19 vaccine for children ages 5 to 11, a group for whom no shot is currently allowed, Pfizer said on Thursday.

The U.S. Food and Drug Administration has set a date of Oct. 26 for its panel of outside advisers to meet and discuss the application, making it possible for children in this age group - numbering around 28 million - to begin receiving the two-dose Pfizer/BioNTech vaccine shortly afterward.

"With new cases in children in the U.S. continuing to be at a high level, this submission is an important step in our ongoing effort against #COVID19," Pfizer wrote on Twitter.

The vaccine already has won U.S. emergency use authorization in teens ages 12 to 15 and is fully approved by regulators for people ages 16 and up.

The Pfizer/BioNTech vaccine is one of three in use in the United States, along with the two-dose Moderna vaccine and the single-dose Johnson & Johnson version, neither of which has won full regulatory approval for any age group.

A rapid authorization of the Pfizer/BioNTech vaccine in young kids could help mitigate a potential surge of cases in the coming weeks and months, with schools open nationwide and colder weather driving activities indoors. If given regulatory authorization, the two-dose Pfizer/BioNTech vaccine would become the first COVID-19 shot made available to children 5 to 11 in the United States.

The Pfizer/BioNTech vaccine has been shown to induce a strong immune response in 5 to 11 year olds in a 2,268-participant clinical trial, the companies said on Sept. 20.

The two drugmakers are also testing the vaccine in children ages 2 to 5 years old and children ages 6 months to 2 years, with data expected in the fourth quarter.

The vaccine could be ready for roll out as early as November pending approval from federal regulatory health agencies, White House COVID-19 response coordinator Jeffrey Zients said on CNN.

Once the authorization is granted, Zients said: "We are ready. We have the supply. We're working with states to set up convenient locations for parents and kids to get vaccinated including pediatricians' offices and community sites."

The United States leads the world in COVID-19 cases and deaths.

Children currently make up about 27% of all U.S. coronavirus cases and an increasing percentage of hospitalizations, according to the American Academy of Pediatrics. That reflects the high contagiousness of the coronavirus Delta variant among unvaccinated people.

While children are less susceptible to severe COVID-19, they can spread the virus to others, including vulnerable populations more at risk of severe illness.

A Pfizer spokesperson said the application to the FDA has been completed.

Babis says he met all legal obligations by putting the firms into trust funds in 2017 before becoming prime minister. But a European Commission audit determined otherwise and it has stopped paying development grants to the group.

Babis faced new allegations on Sunday of using opaque offshore structures to buy real estate in France before he entered politics. He has denied any wrongdoing.

The opposition also blame Babis for chaotic policy changes during the pandemic. COVID-19 has claimed more than 30,000 Czech lives, one of Europe's worst per-capita death tolls.

Babis has employed anti-migrant and anti-EU rhetoric in the campaign and has accused the Pirate/Mayors coalition of failing the country by supporting more European integration and eventual adoption of the euro.

However, the opposition includes a eurosceptic wing and its European policies remain unclear.

President Milos Zeman, 77, a Babis ally who appoints prime ministers under the constitution, will forgo the custom of voting publicly this time due to unspecified health issues and will cast his ballot away from the media gaze at the presidential palace, his office said.

Babis will probablyget the first shot at forming a government but may find it difficult to find coalition partners.

He may try to team up with the far-right Freedom and Direct Democracy Party, despite opposing its demands to approve legislation allowing for a referendum to leave the EU.

Victory for the opposition would bring an improvement in relations with Brussels by ending Babis's conflict-of-interest disputes. It would also set the Czechs further apart from regional partners Hungary and Poland, which have been at loggerheads with the EU over democratic standards.

"Babis is a small fish compared with what is going on in Poland and Hungary, but he has a problem of a similar type and thus the Commission cannot go against Hungary and Poland and ignore what is going on here," said European studies lecturer Tomas Weiss from the Charles University.

Tesla Inc (TSLA.O) Chief Executive Elon Musk said on Thursday the electric carmaker plans to move its headquarters from Silicon Valley's Palo Alto, California to Austin, Texas, where it is building a massive car and battery manufacturing complex.

Tesla joins Oracle, HP and Toyota Motor (7203.T) in moving U.S. headquarters to Texas from California, which has relatively high taxes and living costs. While Silicon Valley also is a hive of development of new ideas and companies, Texas is known for cheaper labor and less stringent regulation.

"I'm excited to announce that we're moving our headquarters to Austin, Texas," Musk told the company's annual meeting, held in the Texas car factory.

"This is not a matter of, sort of, Tesla leaving California," he said, saying it plans to increase output from its main California factory and Nevada factory by 50%.

The Fremont, California factory nonetheless is "jammed" and it is tough for people to afford houses in California, he said.

Billionaire Musk himself moved to the Lone Star State from California in December to focus on the electric-car maker’s new plant in the state and his SpaceX rocket company, which has a launch site in the southern tip of Texas.

Musk had a rocky relationship at times with California, threatening to move Tesla headquarters and future programs to Texas during a row over the closure of Tesla’s factory in Fremont, California due to COVID-19, for instance.

At the meeting he showed off a design of what looked like a cowboy-style belt buckle emblazoned with "Don't Mess With T" -- the T in the style of the Tesla logo. The phrase is based on a venerable and popular Texas anti-littering campaign - Don't Mess with Texas.

Despite some criticism from activist shareholders and a proxy advisory service, shareholders followed board guidance on several key proposals, including reelection of Kimball Musk, Elon's brother, and James Murdoch as board directors.

But they voted in favour of a stockholder proposal to reduce director terms from three years to one year and a proposal regarding additional reporting on diversity and inclusion efforts.

"It's unfortunate that the shareholders did not agree to remove Murdoch and Musk's brother. But I think they know the pressure is on them," Stephen Diamond, a professor at Santa Clara University School of Law, said.

"They've got a lot more work to do on governance. Just changing the term is just an artifact of a larger governance issue," William Klepper, a professor at Columbia Business School, said.

Advisory firm Institutional Shareholder Services (ISS) had recommended that Tesla investors not re-elect the two directors because of concerns about excessive compensation packages to non-executive board members.

Shareholders also voted against a stockholder proposal asking for a study into the impact of Tesla's use of arbitration on workplace harassment and discrimination.

Japan's wholesale prices likely hit a 13-year high in September, buoyed by lofty commodity prices, while firms' machinery orders are expected to have risen for the second straight month in August, a Reuters poll showed on Friday.

The corporate goods price index (CGPI), which tracks the prices companies charge one another for their goods, likely rose 5.9% in September from a year ago, according to a poll of 17 economists. That would be its highest annual price gain since September 2008. The index grew 5.5% year-on-year in August.

On a monthly basis, Japan's wholesale prices likely grew 0.3% in September after being flat the previous month, the poll showed.

"Commodity inflation will affect prices of petroleum products, chemical, steel and other metals, which results in a higher growth" in wholesale inflation, said Shunpei Fujita, an economist at Mitsubishi UFJ Research and Consulting.

"But as the growth in commodity prices slows, corporate goods inflation in Japan will gradually cool down."

Commodity prices have rallied recently amid energy supply worries, stoking concerns about global inflation. But with Japan's main inflation gauge still well below target at 0.0% in August, the Bank of Japan is expected to stick to massive monetary stimulus for the foreseeable future read more .

The Bank of Japan will release the CGPI data on Tuesday at 8:50 a.m. (Monday at 2350 GMT).

On Wednesday, the government is due to release core machinery orders data.

The New Zealand Cricket (NZC) has confirmed it is in talks with the Pakistan Cricket Board (PCB) to reschedule the recently abandoned ODI, T20 series.

"New Zealand Cricket is back in discussions about reigniting their postponed tour to Pakistan," says a report in NZ Herald.

The NZC has confirmed that talks are under way between chief executive David White and his counterpart at the PCB. However the report said that both sides are open to the possibility of the Black Caps returning before the end of the current future tours programme cycle in 2023.

A day earlier, Ramiz Raja had revealed that the NZC has contacted them regarding the rescheduling of the home series against Pakistan and "good news will be announced within a week".

Speaking before the Senate Standing Committee on Interprovincial Coordination on different aspects and future goals set up for Pakistan cricket, Raja had said: "The PCB may put forward its terms before the NZC by choosing the month of November in 2022 for the rescheduling of the recently postponed series."

The New Zealand cricket team, last month, backed out of the much-awaited Pakistan tour, citing a "security alert" from their government. The Pakistani authorities had assured the NZC of complete security but the Black Caps insisted on abandoning the series.

The PCB had said the security officials with the New Zealand team have been satisfied with security arrangements made by the Pakistan government throughout their stay here.

In a statement announcing the decision, NZC Chief Executive David White had said it was simply not possible to continue with the tour given the advice he was receiving.

“I understand this will be a blow for the PCB, who have been wonderful hosts, but player safety is paramount and we believe this is the only responsible option.”

National Security Adviser Dr Moeed Yusuf Friday met Deputy Secretary of State Wendy R Sherman and told her that the international community should engage with the interim Taliban-led government in Afghanistan.

NSA Moeed Yusuf held a meeting with the State Department's number two, who arrived Thursday in Pakistan on a two-day official visit. After the visit of the CIA Director William J Burns, Sherman is the senior-most US official to visit Pakistan.

During the meeting, bilateral issues and the evolving situation in the region after the Taliban takeover, were discussed. The two also exchanged views on economic cooperation, trade and the security situation in Afghanistan.

"The international community needs to engage with Afghanistan's new interim government," Moeed Yousaf said.

Yusuf told Sherman that Indian atrocities in occupied Kashmir were leading the region towards further instability.

Earlier on Thursday, during a weekly press briefing, Foreign Office Spokesperson Asim Iftikhar had said that the United States has a very special responsibility towards addressing the grave and continuing human rights violations in Indian Occupied Kashmir (IoK), and the issue will be raised with Wendy R. Sherman during talks at the Foreign Office.

"Violations of human rights in IIOJ&K is an ongoing situation. We are taking it up at all levels — through bilateral and multilateral channels, including particularly with the UN leadership. I am certain this issue is going to be raised during the visit of the Deputy Secretary of State. We think that important countries like the US have a very special responsibility - as the permanent member of the UNSC and as advocates of human rights globally - in addressing the grave concerns regarding the human rights situation in IIOJK”, the FO spokesman had said.

Besides Afghanistan which has always been the focus of the US in talks with Pakistan, and the main reason that saw Burns here, the spokesperson had said it was time also to look at other shared interests in the bilateral relationship.

"I think it is very clear and we have been saying it for quite some time that we desire a relationship that takes into account the interests of both countries, and we do have many shared interests with the US.

"There is a desire on Pakistan's part, and I believe on the part of the US as well, to make this relationship broad-based and forward-looking, moving away from looking at it mostly from the perspective of Afghanistan. As I said before, close engagement between Pakistan and the US has always been mutually beneficial and a factor for stability in the region," he added.

When the recent reports of the US Congressional hearing were raised at the briefing, the spokesperson had said that these are a matter of concern.

“Let me reiterate that the US Congressional hearings represent a continuation of the debate underway in Washington to reflect on and draw lessons from the US intervention in Afghanistan.

"While the views being expressed by lawmakers and experts during these hearings do not necessarily reflect the United States’ official position, they are a matter of concern, and are nonetheless inconsistent with the reality of the ongoing cooperation between Pakistan and the United States on Afghanistan”, he had said.

Foreign Minister Shah Mahmood Qureshi on Thursday reacted to the resignation of England and Wales Cricket Board's (ECB) chairman saying that "Pakistan's viewpoint seems to have been registered" by the board.

Earlier in the day, ECB chief, Ian Watmore, resigned from his post after increasing pressure since the cancellation of England's tour to Pakistan.

Speaking on the matter, Qureshi said that during his recent visit to the United Kingdom, he had raised the issue of England's decision to pull out of the Pakistan tour with his UK counterpart, Elizabeth Truss.

"We raised the issue of the ECB taking a unilateral decision to cancel the Pakistan tour and how it disappointed cricket fans," he said, adding that Truss informed him that the decision was independently taken by the ECB and it had nothing to do with the UK government.

"The UK foreign secretary assured us that she would convey our grievances to the ECB and, with the resignation of Ian Watmore, it seems that Pakistan's viewpoint has been registered by the board," Qureshi reiterated.

The foreign minister added: "We conveyed the message because we wanted the ECB to understand that such decisions are not without consequences as they cause difficulties for players and fans alike."

Qureshi further said that the England team should look at its schedule and decide when it is feasible for it to revisit Pakistan.

Watmore served as the chairman of the ECB for only 13 months, despite having been appointed for a five-year term.

The 63-year-old is leaving after consultations with the board of directors this week and his resignation will go into effect immediately, The Times reported.

According to ECB, following the announcement, Watmore remarked: "It is with regret that I step down as Chair of the ECB, but I do so in mindfulness of my own wellbeing and that of the game which I love. I was appointed to the post in a pre-pandemic era, but COVID has meant the role and its demands on time are dramatically different to all our original expectations, which has taken a personal toll on me. Given this, the Board and I feel the ECB will be better served by a new Chair to take it forward post-pandemic. Leaving now, at the end of the season, gives the Board time to find a new Chair to support cricket through the challenges of the 2022 season and beyond.

“On a personal level, I also retired last month after five years at the Civil Service Commission and recently became a grandfather. I would now like to retire completely from work and enjoy our great game as a spectator."

England's men and women teams were due to play two Twenty20s in Rawalpindi on October 13 and 14. The women's team were also due to play three ODIs in Pakistan on October 17, 19, and 21.

Following England's cancellation, which came on the heels of New Zealand pulling out of Pakistan at the eleventh hour of their own tour over what they said were "security" concerns, Watmore apologised to Pakistanis hurt by the move.

In Watmore's first public comments after England's decision invited anger from the Pakistan Cricket Board and cricket fans around the globe, he said: "I'm very sorry to anyone who feels hurt or let down by our decision, particularly in Pakistan."

"The decision the board made was an extremely difficult one and the board made it with the primary consideration being the welfare and mental health of our players and staff," he added.

The Foreign Office on Thursday emphasised the need for regular engagement with the United States as US Deputy Secretary of State Wendy Sherman reached here for talks on bilateral ties and Afghanistan situation.

Foreign Office spokesman Asim Iftikhar, at the weekly media briefing, said: “Close and regular engagement between Pakistan and the United States has always been mutually beneficial and effective for stability in South Asia.”

Ties between Pakistan and US got off to a rough start under President Joe Biden, who assumed presidency in January. The new US president has remained reluctant to personally engage Prime Minister Imran Khan.

The absence of a telephone call between Mr Biden and Mr Khan has come to symbolise the irritants in the ties that have been marred by mutual mistrust. However, Washington has kept the channel of communications with Pakistan open at officials’ level in view of the latter’s importance for its interests in Afghanistan.

According to AFP, Ms Sherman offered her condolences to the families affected by the earthquake that struck parts of Balochistan on Thursday morning, leaving at least 20 people dead.

Ms Sherman’s visit follows a trip by CIA Director William Burns to Pakistan last month.

“There is a desire on the part of Pakistan, and I believe on part of US as well, to make this relationship broad-based and forward looking, moving away from looking at it mostly from the perspective of Afghanistan,” Mr Iftikhar said.

The developments in Afghanistan since the completion of the withdrawal of troops have widened the gulf between the two countries.

Pakistan is being held responsible for America’s Afghanistan predicament in Washington. The legislation proposed by 22 Republican senators calling for sanctions against Taliban and their foreign backers was an indication of the sentiment in the US.

Mr Iftikhar said: “While the views being expressed by lawmakers and experts during these (congressional) hearings do not necessarily reflect the United States’ official position, they are a matter of concern, and are nonetheless inconsistent with the reality of the ongoing cooperation between Pakistan and the US on Afghanistan.”

The spokesman emphasised the need for a relationship that took into account the interests of both countries. He noted that the two countries had multiple shared interests.

He said that during Ms Sherman’s meetings in Islamabad the two sides would exchange views on all issues of mutual interest including bilateral relations and the regional situation.

The visiting US official will meet Foreign Minister Shah Mahmood Qureshi and Army Chief Gen Qamar Bajwa. She is also expected to call on Prime Minister Imran Khan.

Prime Minister Imran Khan said Thursday that the next general elections would be held through Electronic Voting Machines (EVMs) at all costs.

“We will give overseas Pakistanis the right to vote, therefore, they should be ready," the premier said while addressing PTI’s core committee on Thursday.

During the meeting, the premier directed the committee members to complete the ongoing development projects soon and inform people in their respective constituencies about the progress.

The prime minister, shedding light on other matters, said: “Inflation is a worldwide issue and Pakistan has less inflation as compared to other countries."

In a meeting with an MQM-P delegation earlier in the day, the premier had said that EVMs will bring transparency to the election process.

“There is a need to raise awareness about the positive effects of the electronic voting machines on the electoral process in Pakistan,” the prime minister had emphasised.

On Monday, the Pakistan Democratic Movement's (PDM) chief Maulana Fazlur Rehman had said that his party will not accept the government's decision to introduce electoral reforms.

"We will not accept electoral reforms handed over to us by thieves," Fazl had said while addressing a press conference in Peshawar.

In late September, the PTI-led government had welcomed the Opposition's readiness to discuss electoral reforms with the Centre, days after a committee from both houses — Senate and National Assembly — had been formed to address the matter.

Federal Minister for Information Fawad Chaudhry, addressing a post-cabinet press conference in Islamabad, had said the committee should move in the right direction to resolve the matter and not waste time.

The information minister said the electronic voting machine (EVM) and i-voting were a crucial part of the reforms.

The decision to form the committee was decision was made during a meeting of Opposition lawmakers with National Assembly Speaker Asad Qaiser and other government lawmakers, a statement on the Lower House's Twitter handle had said.

"It was agreed that a committee comprising members from both the Houses would be constituted to work on various issues related to #electoralreforms," the statement said.

Federal Minister for Finance Shaukat Tarin will continue to work as an adviser to the prime minister on finance till he becomes a senator as his tenure as the finance minister will come to an end on October 16.

The finance minister only has a few days to get elected as a senator — a prerequisite to continue as finance minister — as the six-month time limit to elect him a member of the Parliament is going to expire on October 16, 2021.

Prime Minister Imran Khan had appointed Tarin as the finance minister in a federal cabinet reshuffle, replacing Hammad Azhar — only a few weeks after he was given the portfolio.

Once the finance minister's six-month term ends, as per law, Tarin will not be able to chair the Economic Coordination Committee (ECC) and other cabinet committees.

To keep Tarin on board, the prime minister has started consultations with party leaders, and sources say that the premier might opt for a seat from Khyber Pakhtunkhwa to get him elected to the Senate.

Once Tarin has been elected as a senator, he will get his finance ministry portfolio back, sources added.

Earlier, commenting on his fate as the time-limit for electing him a member of the Parliament was nearing, Tarin had said that he was going nowhere as he had full faith that PM Imran Khan would elect him as a senator.

The minister had also confirmed that he was scheduled to visit Washington DC to attend the annual meeting of the IMF/World Bank from Oct 12, 2021. Now the government would have to elect him before his departure for attending IMF/WB meetings outside the country.

The government had de-seated Ishaq Dar intending to elect Tarin to this vacant seat but the matter had ended up in the court. Tarin’s close aides had said that he might be elected to the Senate in the first 10 days of October.

It is pertinent to mention here that the finance minister's name was also mentioned in the recent exposé on offshore companies held by powerful individuals across the world, including Pakistani politicians, "Pandora Papers".

The development came after Central Ruet-e-Hilal Committee Chairman Maulana Abdul Khabir Azad chaired the meeting of the zonal committee at the Ministry of Religious Affairs and Interfaith Harmony, Kohsar Block, Pak Secretariat in Islamabad.

The rest of the zonal/ district committees met at their respective provincial/ district headquarters. Quoting astronomical considerations, Azad had said the chances of sighting the new crescent Thursday evening were "very bright".

The new crescent was born on crossing conjunction point at 6:06 Pakistan Standard Time (PST) on Wednesday.

Tokyo and its suburbs were jolted by a strong earthquake with an estimated magnitude of 6.1 late on Thursday, Japan's public broadcaster NHK reported.

It registered a tremor of "5 plus" on Japan's own scale of quake intensity, a level that could cause some damage to buildings and cause power cuts. Several bullet train lines were halted due to the quake, the broadcaster said.

Initial information from the JMA put the epicentre of the quake in Chiba prefecture, east of Tokyo, and said it struck at 10:41pm (1341 GMT) with a depth of 80 kilometres. There were no immediate reports of injuries or damage.

The quake was comparatively strong compared to recent quakes in Tokyo, which like much of Japan regularly experiences seismic activity.

Newly elected Prime Minister Fumio Kishida in a tweet urged residents to "please take action to save lives while checking the latest information."

The country is regularly hit by quakes and has strict construction regulations intended to ensure buildings can withstand strong tremors.

Last week, a 6.1-magnitude quake struck off Japan´s northwestern coast, also causing no damage.

While over 87 million doses of Covid-19 vaccine have been administered across the country, the National Com­mand and Operation Centre (NCOC) on Wednesday decided to approach unvaccinated people and convince them to get themselves vaccinated.

Main target will be the districts which are lagging behind others in terms of percentage of vaccinated population.

Meanwhile, it has been observed that the lowest number of Covid-19 cases was reported during the last three months and national positivity rate remained at 2.6 per cent.

In a statement, the NCOC said that it had devised a comprehensive plan with the collaboration of the National Database and Registration Authority and district administrations to target tehsils which were lagging behind others in terms of vaccination.

“By using the information technology, unvaccinated people will be traced and approached to convince them for vaccination. The goal is to ensure that maximum number of people are vaccinated at the earliest,” it stated.

The NCOC urged masses to get themselves vaccinated so that the country would return to normalcy.

An official of the Ministry of National Health Services, who is not authorised to speak on record, hoped that majority of people would not avoid vaccination if they were approached by district administrations and maybe by police at a later stage.

“It is psyche of the people that they immediately follow the instructions if they come to know that district administration and police are keeping an eye on them. It will help us increase the number of vaccinated people,” he said.

The data of the NCOC shows that over 62 million people have been partially vaccinated and over 31m fully vaccinated. A number of people were vaccinated out of the country and registered in Pakistan.

The NCOC data shared on Wednesday showed that 1,212 persons were infected and 39 died due to complications caused by infection in a single day.

Moreover, the number of active cases was 44,828 and 3,212 patients were admitted to hospitals across the country as of Oct 6.

Lashing out at PML-N Vice President Maryam Nawaz, the interior minister Thursday cautioned Opposition leaders from uttering "irresponsible statements" against state institutions.

"Individuals represent institutions," said Sheikh Rasheed. "You don't become a corps commander without performing duties at tough terrains such as mountains and deserts," he said, speaking of former DG ISI Faiz Hameed.

Reacting to former prime minister Nawaz Sharif's earlier statement on reconciling with the PML-N's opponents for maintaining the rule of law in the country, the interior minister said the "ship has sailed".

Speaking about the NAB ordinance approved by the prime minister, Rasheed said it was a "legal step taken to remove objections raised by people and the business community."

He said it was a "calculated step" by the government, reiterating that it had been taken to facilitate people.

When asked why he was kept out of the loop on the government's discussions with the Tehreek-e-Taliban Pakistan (TTP), Rasheed said it was Pakistan's wish that Afghanistan's soil would not be used for subversive activities.

"No talks, as per my knowledge, have taken place yet [between the government and the TTP]," he stated.

Speaking about the General Elections 2023, Rasheed said only two years are left in the government's constitutional tenure, adding it plans to spend the six months of its rule in electioneering campaigning.

However, he predicted that a "new alignment between the PPP and the PML-N" would emerge for the next elections.

"I am Imran Khan's companion; I came with him and will also go with him," he added.

In response to a question, Rasheed said it "has been proven" that India had a hand in New Zealand's last-minute withdrawal from Pakistan. "I am saying this to you after a thorough verification. The security personnel that we deployed for the New Zealand team were more in number than the soldiers in their army."

He said 8,000 security personnel were deployed to keep the New Zealand team safe while "they [New Zealand Army] are only 7,800 in number".

Pinterest will roll out new ad features for brands to promote their products and ideas to users in an effort to grow online shopping on its site, said the digital pinboard company Wednesday.

The features come as social media rivals including Facebook, TikTok and Snap Inc compete for the lucrative e-commerce market with in-app shopping or virtual clothing try-ons.

Brands can now upload their product catalogues and Pinterest will automatically pull items into a slideshow advertisement that will be tailored to users based on their interests, the company said.

The feature will make it easier for advertisers to have video ads, which can be time-consuming to produce, said Julie Towns, global head of ads product marketing at Pinterest.

"We want to drive that attention-grabbing aspect that video has," she said.

Even as other tech giants enter e-commerce, Pinterest's advantage is users come to the app with a shopping mindset and to "plan their future," said Jon Kaplan, Pinterest's chief revenue officer.

The site has become widely known as the place where users can save ideas for topics such as weddings, home decor or recipes.

Pinterest will also introduce an ad format to facilitate companies and content creators working together on paid partnerships. For example, a creator can make a video post about a dessert recipe, and a baking brand can pay to promote that ad to more users.
