2,664 new corona cases in country wide reported over past 24 hours

corona cases
Coronavirus cases across the country continue to be on the rise with Pakistan reporting 2,664 new infections over the past 24 hours.

The positivity percentage of the virus has been measured at 6.5% while 32 people have passed away from the disease in a single day.

The fresh number of cases reported over the past 24 hours mean that the total number of cases in the country has risen to 652,000. Out of these, 570,000 have recovered from the novel virus while total death toll has increased to 13,508.

Pakistan conducted 40,564 tests of the virus after which the above-mentioned results were obtained.

Earlier this week, the NCOC and the education ministry had taken important decisions on closing schools in certain cities of the country owing to the rising number of cases.

The NCOC had also announced that the ban on shrines, outdoor dining and other activities, such as the reopening of cinemas, has been extended as the country braces for a third wave of the virus.

NCOC chief Asad Umar had issued a grim warning: the third coronavirus wave has begun in Pakistan.

Speaking to DawnNews on Thursday, the planning minister had said: "Yes, absolutely. There is no doubt that the third wave has begun. Basically, the phenomena driving it is the spread of the UK strain."

"We had genome sequencing done from NIH (National Institute of Health) and [...] the dominant strain is the UK strain," the minister had said.

He said the UK strain was already known to transmit more easily and so spreads faster, compared to the original, Wuhan strain.

"And now with a new report we have also found that the mortality rate is higher," he added.

Umar had said that since Pakistan's first death in March last year and until now in 2021, "our fatality rate [...] saw a clear and sustained increase and we had speculated that it may be linked to this strain but now the international report establishes it".

"So this is a very dangerous situation that is developing."

PMLN,s Javed Latif criticized for his 'Pakistan Khappay' statement

 Javed Latif
Various ministers of the government criticised PML-N MNA Javed Latif for his 'Pakistan Khappay' remarks, accusing him of issuing an anti-Pakistan statement.

A day earlier, Latif had said during a current affairs show on a private TV channel that if anything happened to PML-N vice president Maryam Nawaz, the PML-N will not say "Pakistan Khappay".

Special Assistant to Prime Minister of Pakistan on Political Communication Dr Shahbaz Gill said Latif's statement had made it clear that money was dearer to the PML-N than anything else.

He said that those who talk against the solidarity of the country would meet the same fate that MQM founder Altaf Hussain had met, adding that they should apologise for the remarks.

SAPM to the Punjab Chief Minister on Information Dr Firdous Ashiq Awan lashed out at the statement, saying it is "the height of madness and shamelessness".

"For this [statement] they deserve punishment, not forgiveness," she tweeted.

"This Maryam Safdar sycophant Javed Latif has the audacity to threaten to break up Pakistan. Any fool who places loyalty to leader above loyalty to the country is a disgrace & should be dealt with accordingly," tweeted federal minister Ali Zaidi.

opposition parties should not resign from the Parliament, Bilawal

bilawal bhutto
Opposing the proposal of Pakistan Democratic Movement (PDM) chief Maulana Fazlur Rehman, Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari said that the opposition parties should not resign from the Parliament.

Talking to journalists following a dinner at Zardari House in Islamabad, Bilawal said that a wrong impression was being created that some senators belonging to the opposition parties had deliberately wasted their votes.

He maintained that all the senators belonging to PDM had cast their votes to Yousaf Raza Gillani. There was no split within the opposition alliance, he said, adding the all the opposition parties were united under the umbrella of PDM.

Earlier today, Pakistan Democratic Movement (PDM) head Maulana Fazlur Rehman had conveyed a suggestion of resigning from the assemblies to the head of the parties included in the opposition alliance.

According to sources privy to the discussion within the opposition alliance, the PDM head had reached out to PML-N General Secretary Shahid Khaqan Abbasi and consulted over the option to resign from the assemblies.

“Besides leading long march to Islamabad, the PDM should mull over resigning from the assemblies,” the JUI-F chief had said during the conversation adding that the move could prove effective against the incumbent government.

PM Imran congratulates Sanjrani, Afridi on Senate win
Prime Minister Imran Khan congratulated on Saturday Sadiq Sanjrani and Mirza Mohammad Afridi for securing the top slots in the Senate, saying that he was glad that the posts went to people from Balochistan and the tribal areas.

"Congratulations to Sadiq Sanjrani and Mirza Mohammad Afridi on winning Senate chairman and Deputy chairman elections," tweeted the premier.

PM Imran said he was "happy" to see that the top two slots of the Senate went to Balochistan and the former federally administered tribal areas.

He said that the victory was in line with his policy of "mainstreaming those parts of Pakistan that have been marginalised or left behind in the past".

The much-awaited Senate chairman election concluded Friday evening with government-backed candidates Sadiq Sanjrani and Mirza Mohammad Afridi emerging as the victors.

In the race for chairman, Sanjrani defeated Opposition candidate Yousaf Raza Gillani with 48 votes, while Gillani received 42 votes.

On the other hand, government candidate Afridi won the election for the deputy chairman of the Senate with 54 votes, defeating Opposition's Maulana Abdul Ghafoor Haideri, who grabbed 44 votes.

Senator Syed Muzafar Hussain Shah of the Pakistan Muslim League-Functional, who was the presiding officer, administered the oath of chairman to Sanjrani.

During counting, seven votes cast for Gillani were rejected. According to the presiding officer, the stamps were not placed correctly on the ballot paper which rendered them null and void.

Anti-coup protests, 2 killed by police firing in Myanmar

Anti-coup protests, 2 killed in by police firing in Myanmar
At least two people were killed in police firing in Myanmar overnight, domestic media reported, as activists called for more anti-coup protests on the death anniversary of a student whose killing in 1988 sparked an uprising against the government.

Domestic media reported two protesters were killed in police firing in the Tharketa district of Myanmar’s commercial capital Yangon overnight. DVB News said police opened fire on a crowd that gathered outside the Tharketa police station demanding the release of people arrested.

Posters spread on social media calling on people to come out on the streets to protest against the junta and to mark the death anniversary of Phone Maw, who was shot and killed by security forces in 1988 inside what was then known as the Rangoon Institute of Technology campus.

His shooting and that of another student who died a few weeks later sparked widespread protests against the military government known as the 8-8-88 campaign, because they peaked in August that year. An estimated 3,000 people were killed when the army crushed the uprising.

Aung San Suu Kyi emerged as a democracy icon during the movement and was kept under house arrest for nearly two decades. She was released in 2008 as the military began democratic reforms and her National League for Democracy won elections in 2015 and again in November last year.

On Feb. 1 this year, the generals overthrew her government and detained Suu Kyi and many of her cabinet colleagues, claiming fraud in the November elections.

More than 70 people have been killed in the Southeast Asian nation in widespread protests since then, the Assistance Association for Political Prisoners (AAPP) advocacy group said.

Senate chairman election has been stolen: Bilawal Bhutto

PPP Chairperson Bilawal Bhutto-Zardari
PPP Chairperson Bilawal Bhutto-Zardari said Friday the Senate chairman election 2021 "has been stolen right in front of the eyes of the people".

Bilawal claimed that the Pakistan Democratic Movement (PDM) — the Opposition parties' anti-government coalition — "has defeated the [PTI] government in the National Assembly and the Senate".

"Their bias and their biased, illegal decision is right in front of you. Seven votes for the chairman of the Senate of Pakistan were cast in favour of Yousaf Raza Gillani.

"Those votes were cast properly, legally, constitutionally, but seven senators of the Senate of Pakistan were purposefully disenfranchised and Gillani sahab, despite winning, has still not sat on that seat in the Senate.

"A vote is 'cast' when the intention of the voter becomes clear. Seven votes were invalidly rejected [but] if these seven votes are added, then Yousaf Raza Gillani has won. Yousaf Raza Gillani has become the chairman of the Senate.

"Those seven votes were in line with whichever Supreme Court precedents you wish to bring up or the stance or position of the Election Commission of Pakistan (ECP), they were legal votes."

The National Assembly and the Senate were also "with the PDM and not with [Prime Minister] Imran Khan", the PPP boss said, lamenting that there were four hidden cameras installed in the upper House of the Parliament.

Noting that the PDM "exposed the system and defeated" the PTI, Bilawal announced that the anti-government alliance had decided to go to the court after consultations with PML-N Vice President Maryam Nawaz and other Opposition leaders.

"We hope that justice will be served and the high court will rule in our favour," he added, noting that there was "evidence of the Senate secretary telling our people that the stamp mark can be inside the box".

"I also stamped on my name in the general election. This is an open case, we hope we get justice from the courts," Bilawal said.

Earlier in the day, Senator Sadiq Sanjrani took oath as Senate chairman for the second time on Friday as house members from the opposition alliance cause commotion over wasted votes.

As the oath-taking took place, the house experienced a row raised by Pakistan Peoples Party’s Farooq H Naik who argued against discarding seven votes which could have meant a win for joint opposition alliance’s candidate Yousuf Raza Gilani.

The Senate chairmanship candidate for Sadiq Sanjrani has won the top seat in the upper house of the parliament supported by the ruling party’s alliance as he contended against opposition alliance’s Yousuf Raza Gilani.

Sanjrani with his renewed chairmanship received 47 senate votes from the house while the front-runner for joint opposition alliance Gilani could claim 44 votes with about seven votes were rendered wasted.

The Pakistan Democratic Movement (PDM) wrote a letter to the presiding officer (PO) which stated that four spy cameras were discovered during the Senate polls for the chairman and deputy chairman positions.

'I am not among those who flee the battleground': PM Imran Khan warns PDM

Prime Minister Imran Khan
Prime Minister Imran Khan on Thursday warned Opposition parties that he was not among those who "would leave the battleground" as the Pakistan Democratic Movement (PDM) amasses support for its intended long march later this month.

This was said by the prime minister while he chaired a meeting of the PTI's core committee where senior ministers and party leaders discussed the Senate elections and the upcoming anti-government long march.

"The objective of PDM's long march is not to provide any relief to the masses but to seek an NRO," said the premier. "Neither did I ever respond to pressure before nor will I respond to it now."

PM Imran Khan, addressing participants of the meeting, stressed that the PTI had gotten elected to power to "change the system" hence compromising with those who had looted the country was out of the question.

"We have to keep all options in mind, including the possibility of fresh elections," said the prime minister. "We have the support of the masses, hence will not back down on any forum."

Speaking about his government's efforts to stabilise the economy, the premier said he had, through tremendous difficulty and hard work, steered the country out of the economic crisis that it was facing.

"I am not among those who flee the battleground," said PM Imran Khan, rejecting the notion that he was going to succumb to pressure in the face of growing protests from the Opposition.

Sources revealed that the prime minister reviewed the performances of the federal and provincial governments during the party's core committee meeting.

Saifullah Niazi and Amir Kiyani briefed the premier on the PTI's organisational matters.

JUI-F chief Maulana Fazlur Rehman had spoken about the PDM's plan for long march a few days ago, stating that it will begin on March 26.

"The long march will begin from March 26. Caravans from every corner of the country will participate," he had said during a news conference. "We appeal to the entire nation to play their part in ousting this illegal and unconstitutional government," added the JUI-F chief.

Fazl had said the PDM's caravan will arrive in Islamabad on March 30, adding that another meeting of the Opposition's leadership will be held on March 15 to discuss the protesters' stay in the capital.

"More details will be revealed about the march then," he had said.

Remaining PSL 6 matches may be held in Karachi in June: PCB

PSL 6
The Pakistan Cricket Board (PCB), in a meeting with the six franchises of the Pakistan Super League (PSL) on Thursday, decided to aim for holding the 20 remaining matches of PSL 6 in Karachi in June of this year.

In a statement, the PCB said the decision was unanimously agreed upon by the franchises and the cricket body "after taking into consideration all factors relating to event organisation".

It said that the month of June had "emerged as the most preferred and practical window" because the national team had commitments in March/April and late August/September.

The tournament was postponed midway earlier this month after seven people participating in PSL 6 tested positive for Covid-19.

At the time, the PCB had said the decision had been taken out of consideration for the health and well-being of all participants in the tournament.

While the PCB had suggested the windows of May, June and September, the franchises were interested in holding the games during March-April or June, Dawn reported earlier.

In its statement today, the PCB said "the remaining 20 matches in June are now being planned following the men's national cricket team's return from Zimbabwe on May 13 and before their departure for England on June 26".

"The PCB management will now look into the operational and logistical challenges and revert to the franchise owners and stakeholders," it added.

Meanwhile, Pakistan on Thursday (today) reported more than 2,000 virus cases for the first time since January amid fears of a potential third wave of the novel coronavirus in the country.

According to official data, Pakistan reported 2,258 cases in the last 24 hours, marking the first time the country has reported over 2,000 infections since January 29, when 2,186 cases were recorded.

An NCOC (National Command and Operation Centre) press release stated that 42,164 tests were conducted on March 10, which translates into a positivity rate of 5.3 per cent, while the total number of active cases in the country is 17,627 as of March 11.

PM Imran nominates Mirza Mohammad Afridi for Senate deputy chairman

 Senator Mirza Mohammad Afridi
Prime Minister Imran Khan on Thursday nominated Senator Mirza Mohammad Afridi for the post of the Senate deputy chairman, a day before the election for the two top offices of the upper house is set to take place.

The announcement was made by federal Information Minister Shibli Faraz on Twitter.

"Prime Minister Imran Khan has nominated Senator Mirza Mohammad Afridi for deputy chairman slot, giving representation to [an] ex-Fata (Federally Administered Tribal Areas) PTI member," he wrote.

Afridi was elected to the Senate in the March 2018 elections as an independent candidate from Fata on a general seat.

A source close to the prime minister had earlier told Dawn that four names were being considered for the office of the Senate deputy chairperson as the ruling coalition’s candidate: Saifullah Niazi, Ijaz Chaudhry, Mirza Mohammad Afridi and Aun Abbas Bappi.

“The government has intentionally kept open the candidature of deputy chairman to attract not only the partners in the ruling coalition but also the opposition parties for bargaining on the matter,” the source explained.

The contest for the Senate chairman and deputy chairman seems to be tough for the government as the opposition enjoys a majority in the upper house of parliament. It is impossible for the government to win the polls unless some opposition members either vote for the government’s candidates or waste their votes during the secret ballot on March 12.

The Pakistan Democratic Movement has fielded Yousuf Raza Gilani of the PPP and Abdul Ghafoor Haideri of the Jamiat Ulema-i-Islam-Fazl as joint candidates of the opposition for the election of chairman and deputy chairman of the Senate.

The ruling party, meanwhile, once again chose Sadiq Sanjrani, the current Senate chairman, to contest the election for chairmanship of the upper house as its candidate.

Senate elections are held for half of the members after every three years. A senator is elected for a period of six years, while the term of the chairperson and deputy chairperson is three years.

ECP turns down PTI petition seeking to block Gillani's victory notification

PPP's Syed Yousaf Raza Gillani
The Election Commission of Pakistan (ECP) on Wednesday rejected a Pakistan Tehreek-i-Insaf (PTI) petition seeking the withholding of the notification of PPP's Syed Yousaf Raza Gillani's victory on the Islamabad General seat in the recently-held Senate elections.

Notification of PPP's Yusuf Raza Gillani victory as a returning candidate on the Islamabad General seat and PTI's Fawzia Arshad as returning candidate on the Women's seat.

However, it admitted for hearing a plea regarding a set of recordings that purportedly show Yousaf Raza Gillani's son, Ali Haider Gillani, attempting to purchase votes and advising lawmakers how to waste their votes.

Shortly after the decision was announced, the ECP issued the victory notification for Gillani and the PTI's Fawzia Arshad as the returned candidates on Islamabad's General and Women's seat, respectively.

A four-member committee of the ECP had earlier today reserved its verdict on the matter after hearing arguments from the ruling party.

The PTI had approached the electoral body after recordings emerged in which Gillani's son, Ali Haider Gilani, was recorded telling PTI lawmakers how to discard their votes just before the March 3 polls. Further recordings had suggested that money and other incentives were also offered in exchange for votes.

The Opposition's candidate, Syed Yousaf Raza Gillani, had defeated the government's nominee for the seat on March 3, triggering a strong reaction from the government.

PM Imran Khan openly accused the Pakistan Democratic Movement (PDM) of using money to influence the Senate election.

After the ECP issued its verdict on the matter, the PTI claimed victory saying the ECP has accepted the first part of their petition, which was related to the Ali Haider Gillani video.

"If you and your son are issued notices and you are asked to explain whether you used corrupt practices and stole votes, you have lost the ethical grounds to contest Senate chairman election," said PTI’s Malika Bokhari to Gillani in a press statement.

"Take yourself out of the race for the PDM's candidate for Senate election," she told the former prime minister, adding that he no longer had any moral justification to contest the Senate chairman election anymore.

PTI's Farrukh Habib said that the ECP had seen Ali Haider Gillani's video and issued notices relating to it. "This means the ECP has seen our evidence and there is credibility in them," he said.

During today's hearing, member ECP Irshad Qaiser noted that PTI had been directed to nominate those of its members who featured in the video as well.

To this, PTI's counsel, Barrister Ali Zafar, said an affidavit from the person who made the video had been attached with a fresh application along with the transcript.

"Jamil Ahmed Khan and Fahim Khan are in this video,” he notified.

Another ECP member, Altaf Ibrahim Qureshi, said those who gave the bribe and the ones who took it are equal for us.

"We demand you to present both parties," he said.

He said that it is the beauty of democracy that the ballot is kept secret. To this, the PTI’s counsel said, "We are so disturbed by this beauty that we are returning here again and again."

Meanwhile, the Election Commission also issued the notification of Yousuf Raza Gilani’s victory from the Senate Islamabad General seat and PTI’s Fawzia Arshad's victory on the Women’s seat.

“In pursuance of Section 124 of the Elections Act. 2017 and all other powers enabling it in that behalf, the Election Commission hereby publishes the names of the following candidates returned to the Senate of Pakistan against one General seat and one seat for the category of Women from Federal Capital or place of the Members whose term will expire on 11 March, 2021 under clause (3) of Article 59 of the Constitution,” stated the notification.

ECP reschedules NA-75 Daska by-election to April 10

ECP reschedules NA-75 Daska by-election to April 10
The Election Commission of Pakistan (ECP) has decided to reschedule the NA-75 Daska by-election. According to the announcement made on Wednesday, the by-poll will now take place on April 10, 2021.

"The election date has been extended to bring transparency in the elections and make administrative matters foolproof," the ECP said

Earlier, the ECP had decided to conduct the by-poll on March 18, 2021. The by-poll was originally held on February 19 but had to be declared null and void after the results in 20 polling stations were suspected to be "tampered with."

Subsequently, the Commission issued an order for fresh polls to be conducted.

"Incidents of murders, firing and injuries, bad law and order situation in the subject constituency [created] harassment for voters and other circumstances leading to make the process of results doubtful/unascertainable,” an order issued by the ECP noted.

The staff of the 20 polling stations — where presiding officers went missing and were unreachable as was noted in the ECP statement following election day — will be reappointed for the April 10 by-poll.

According to the district education authority, the staff will be appointed from the department of education.

The authority added that a new presiding officer for polling station number 348 will also be appointed.

The remaining 340 polling stations will have the same staff that was appointed for election duty on February 19.

Earlier in the day, the Supreme Court had sought the Election Commission of Pakistan’s (ECP) records on the Sialkot NA-75 Daska by-election held on February 19, 2021.

The record had been sought by a bench headed by Justice Umar Ata Bandial, which is hearing a petition filed by the PTI candidate who stood for election in the constituency.

The petitioner wants the ECP's decision to order re-election in the constituency be overturned.

During the hearing, Justice Bandial observed that the top court had ruled that elections should be free and fair.

Justice Sajjad Ali Shah noted that the ECP has the authority to take action without receiving a formal application, but asked on what basis the ECP authorised re-election in the whole constituency.

Upon hearing the judge's remarks, PML-N candidate Nausheen Iftikhar told the court that 23 presiding officers were “kidnapped” during the election.

At this, the court also sought information regarding the area where the firing incident took place in the constituency during, which two persons were killed.

The court, while asking these questions, also directed the ECP to submit all records based on which the elections were declared illegal.

The court observed that it will review the PTI candidate’s plea seeking a stay order on the upcoming by-election — scheduled for March 18 — after it reviews all records submitted to the court and the detailed order issued by the ECP on March 8.

The court issued notices to PML-N candidate Nausheen Iftikhar and other parties in the case and adjourned the hearing till March 16.

Last week, the PTI candidate, Ali Asjad Malhi, had challenged the ECP's decision to hold re-polling for Sialkot's NA-75 seat in the Supreme Court.

Malhi had argued in his petition that the ECP did not properly review the available records, so the decision is contrary to the facts.

The petitioner said there was no justification for the order to hold re-election in NA-75 Daska.

Re-election meant that the people of the constituency will face a law and order situation again, he argued.

Asjad is additionally seeking that the election results of NA-75 Daska on February 19 to be released.

Court dismisses PTI petition challenging Gilani's Senate victory

Court dismisses PTI petition challenging Gilani's Senate victory
The Islamabad High Court (IHC) on Wednesday dismissed a petition filed by PTI's Ali Awan challenging the Senate victory of former prime minister Yousuf Raza Gilani.

During today's proceedings, the court also rejected a plea to disqualifying the former premier's son, MPA Ali Haider Gilani

Earlier this week, the Pakistan Democratic Movement (PDM) formally nominated Gilani as its candidate for the office of the Senate chairman.

Gilani caused a major upset by defeating Finance Minister Dr Abdul Hafeez Shaikh in the March 3 Senate poll on a general seat from Islamabad.

IHC Chief Justice Athar Minallah announced the verdict after listening to the arguments. During the hearing, the PTI MNA told the court that the party wished to bring transparency to the electoral process.

However, the IHC CJ remarked that the party had approached the Election Commission of Pakistan (ECP) in this regard, adding that there were "alternative forums" to address their grievances. "The election process is currently ongoing and, under the Election Act, you have other forums [for addressing your grievances]," he said.

"Tell us how the court can ignore these forums and hear this writ petition," the chief justice asked. "You are levelling allegations of selling votes. Some of your own are included in this," he remarked.

"The court has faith in Parliament and has always respected parliamentarians." The chief justice added that it was everyone's responsibility to abide by the law. "Your case is pending in the ECP. Use that forum first," the judge told the PTI MNA.

"You are a good and respectable public representative, why have you brought such a petition," he questioned, adding that "this writ petition is not admissible on this occasion." "It is not appropriate to bring political issues to the court unnecessarily," the judge said.

The development comes a day after the ECP rejected a petition filed by the PTI seeking to stop the issuance of the notification for Gilani's victory.

The ECP asked the PTI to file an amended petition and make the lawmakers, who it alleged had been bribed, a party to it.

The petition filed last week by ruling PTI lawmakers Farrukh Habib, Maleeka Bokhari and Kanwal Shauzab had asked the ECP not to issue the notification regarding the opposition candidate’s victory in Senate elections.

The petitions had been filed on the basis of a leaked audio clip of Sindh Minister Nasir Hussain Shah purportedly bargaining with four PTI lawmakers for their votes in Senate elections and a video of Gilani’s son, Ali Haider Gilani, in which he was explaining to some PTI MNAs the techniques to waste their votes and purportedly offering money and development funds.

GB Assembly unanimously adopts joint resolution demanding interim provincial status

GB Assembly unanimously adopts joint resolution demanding interim provincial status
The Gilgit-Baltistan Legislative Assembly on Tuesday unanimously adopted a joint resolution demanding that Prime Minister Imran Khan and state institutions grant the region provisional provincial status, and provide it with representation in Parliament and other constitutional bodies.

The resolution was jointly tabled by GB Chief Minister Khalid Khurshid Khan from the PTI, opposition leader Amjad Hussain Advocate from the PPP, PML-N's Ghulam Muhammad, MWM member Muhammad Kazim, JUI-F's Rehmat Khaliq and GB minister Raja Azam Khan.

The resolution stated that a bill to amend the Constitution to declare GB a provisional province of Pakistan should be passed by Parliament without causing any damage to the country's stance on the Kashmir issue.

This house reiterated that the people of GB will continue their moral and political support to the people of occupied Kashmir in their struggle. The resolution was passed by the house unanimously.

The GB Assembly secretariat also forwarded a copy of the resolution to the Prime Minister's Secretariat.

GB Chief Minister Khalid Khurshid Khan said the GB Assembly unanimously passed a historic resolution demanding provision of constitutional rights to the region.

Thanking the opposition and the government members, he said: "The demand for constitutional rights is a unanimous demand of the people of GB, not that of an individual/ party. The unity we've shown on this issue needs to be repeated again at a federal level."

Terming the development a "historic day", Minister for Science and Technology Fawad Chaudhry said it was "truly a leap forward". "Kudoos [sic] to all who made it possible," he said on Twitter.

In November last year, Minister for Kashmir Affairs and Gilgit-Baltistan Ali Amin Gandapur had announced that the federal government had decided to elevate the status of GB to a province.

In December, Prime Minister Imran Khan constituted a 12-member committee to make recommendations in this regard.

Gandapur heads the committee, which also comprises GB Chief Minister Mohammad Khalid Khurshid, the attorney general of Pakistan, federal secretaries for finance, defence, foreign affairs, parliamentary affairs, GB chief secretary, joint secretary of the GB Council and representatives of security agencies.

After Senate upset, PM pushes for reforms to ensure 'transparent' polls

Prime Minister Imran Khan
Prime Minister Imran Khan on Tuesday told the federal cabinet that he wanted regular updates on mechanisms being developed to ensure overseas Pakistanis can vote, in addition to the use of technology such as electronic voting machines (EVM).

The premier made the comments during the beginning of a session of the federal cabinet which was telecast live by state-run broadcasters.

"We can't have the kind of elections which have happened in the past," the prime minister said. "We need to use EVM technology for transparent elections and I want regular updates on it," he told his cabinet.

The prime minister said that he wanted to avoid any excuses of "we're not prepared for this technology" when the time came to use EVMs.

He stated that elections in Pakistan should be similar to the US and cited the example of former US president Donald Trump who could not find any evidence of rigging "despite all his efforts".

'Frightening report'

During the address, PM Imran also mentioned a "frightening report" by the Financial Accountability, Transparency and Integrity (FACTI) panel.

According to the report, every year $1,000 billion are transferred from poor countries to rich countries and tax havens through money laundering. "Money belonging to poor countries, stolen through corruption, is lying in tax havens."

He said that the ruling elites and office holders of such countries have to send the ill-gotten wealth abroad otherwise it becomes noticeable. "They do this by weakening the institutions responsible for monitoring money laundering and illicit financial flows.

"They bring in [development] projects not because the country needs them but because they get a lot of kickbacks. Mega projects with mega kickbacks," said the prime minister, adding that the kickbacks were then transferred abroad.

"The nation has to pay for this by incurring debt and the price of that debt has to be paid through inflation."

He also said that in order to facilitate this transfer of money, the ruling elites made corruption acceptable in society and used their money to influence and pressurise the media and institutions. "This damages the morality of the nation".

The premier reiterated that even nations struck by great calamities could "stand back up", citing the examples of Germany and Japan in World War II. The greatest destruction is caused when morality is eliminated in a society, he said.

"We saw this in the [Senate] election. Money was openly exchanged and everyone knows the drama we witnessed.

The premier said that if a person such as former president Asif Ali Zardari "buys people through money, his intelligence and political vision [are praised]".

The biggest damage this caused to the country was to make corruption acceptable, he added.

He said when a country had no moral authority, it couldn't mete out justice and would bring different laws for the rich and the poor.

"The powerful get (National Reconciliation Ordinance) NROs and deals while only the poor go to jail. A nation is destroyed when its ability to ensure justice is finished."

Senate elections

After completion of the much-hyped Senate election process, all eyes are now set on the coming election for the key offices of chairman and deputy chairman of the upper house.

Last week, the ruling coalition’s candidate Finance Minister Dr Abdul Hafeez Shaikh suffered defeat at the hands of opposition’s Syed Yousuf Raza Gilani in a major upset during the Senate elections, prompting PM Imran to announce that he would seek a vote of confidence afresh from the National Assembly.

In a show of strength, the prime minister secured 178 votes – six more than required – to win the vote of confidence from the lower house.

The opposition parties have managed to retain their majority in the upper house of parliament and are now hopeful of getting the top offices of chairman and deputy chairman for which elections through secret balloting will be held on March 12 (Friday).

As expected, a hung Senate emerged after last week's much-hyped elections on 48 seats of the upper house of parliament as the opposition and the ruling alliances now have 53 and 47 members, respectively, in the 100-member new Senate.

A day earlier, the Pakistan Democratic Movement (PDM) formally nominated PPP's Syed Yousuf Raza Gilani as its candidate for the office of the Senate chairman, but deferred its nominations for the offices of deputy chairman and the opposition leader.

Gilani will face incumbent Chairman Sadiq Sanjrani, who has already been nominated as the candidate of the ruling alliance headed by the PTI.

Govt eyes comprehensive law to regulate companies, state institutions: Hafeez

Finance Minister Abdul Hafeez Shaikh
Finance Minister Abdul Hafeez Shaikh said Tuesday the government is trying to bring about a unified law that would regulate both companies and state institutions.

Shaikh's comment came during a joint press conference with Federal Minister of Industries and Production Hammad Azhar and Advisor to Prime Minister Imran Khan for Institutional Reforms and Austerity Ishrat Hussain.

The finance minister said public listed companies and state institutions are currently functioning under separate laws.

Moreover, he said three "big laws" had been approved that would strengthen Pakistan's economy.

A law has been introduced to strengthen the State Bank of Pakistan by giving it more autonomy, the minister said, adding the central bank's main purpose is to control inflation — and through this change, it will be able to do so.

"In the tax system, there are several exemptions for the special sector [...] Br reducing tax exemptions or ending them, evasion can be stopped — and that will benefit the common man."

The finance minister said amendments have been made in tax laws to reduce the burden on the middle-class.

Speaking on privatisation, Shaikh said it was a tough nut to crack as it requires investors to step up. "Due to coronavirus, privatisation has been delayed by 6-9 months," he said,

The minister, vowing the country would soon see results of privatisation, said the program would be expanded. "There are some companies that had to be privatised, however, it was delayed due to coronavirus."

State institution reforms

Meanwhile, taking over the presser, Dr Hussain said the government was working on bringing reforms in the state institutions. "Before [our government came into power] no one knew how many institutions we had."

Now, after the government conducted a survey, we got to know that we have 1,441 institution, he said.

The advisor said as many as 56 chief executives, who were working abroad, had approached the government to work and collaborate with them.

"We have 85 SOEs (state-owned enterprises) — and the government will decide on which to keep and which to sell," he said, adding the government had invested Rs19 trillion in SOEs.

Vawda’s plea to stay disqualification proceedings

Water Resources Minister Faisal Vawda
The Sindh High Court (SHC) on Tuesday turned down Water Resources Minister Faisal Vawda’s plea seeking to restrain the Election Commission of Pakistan (ECP) from hearing a disqualification case against him

After a preliminary hearing, a two-judge bench of the high court issued notices to the ECP, the federal government and other respondents to furnish their comments on Vawda’s petition by March 16. The court also sought the Islamabad High Court’s (IHC) verdict in the disqualification case against him.

The minister has challenged the Feb 24 decision of the Election Commission of Pakistan and argued that the ECP has rejected his plea against the facts of the matter.

“The ECP is not authorised to hear complaints against me,” Vawda argued. “My objection was turned down by the ECP,” he further said. The ECP is hearing three complaints over dual nationality of Faisal Vawda.

Barrister Jahangir Khan Jadoon, the counsel of a petitioner, alleged that Vawda lied in the June 11, 2018 affidavit he submitted to the ECP before the 2018 elections that he had given up his dual nationality.

He said the minister was an American national at that time but he fibbed in the affidavit, adding he held the US citizenship even when his nomination papers were being scrutinised.

The petitions seek Vawda’s removal from the public office under clause 62-1 (F) of the constitution.

Earlier, the Islamabad High Court (IHC) declared that it could not disqualify Vawda after his resignation from the National Assembly seat.

The court, however, directed the ECP to decide the matter of submission of an allegedly false affidavit by the minister along with his nomination papers for the July 2018 polls.

Vawda had won the 2018 general election from Karachi’s NA-249 constituency.

IHC initiate Indian spy Kulbhushan Jadhav case today

Indian Spy Kulbhushan Jadhav
The Islamabad High Court (IHC) will hear the petition seeking the appointment of a lawyer for the Indian spy Kulbhushan Jadhav today

A larger bench of the Islamabad High Court (IHC) comprising Justice Athar Minallah, Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb will hear the case at 2:00 pm today.

Despite the issuance of notices multiple times, the Indian Embassy has not made any response regarding the appointment of a defence counsel for Kulbhushan Jadhav.

In the previous hearing, the court had appointed its amici curiae for legal assistance in the case. Mr Abid Hassan Manto, Hamid Khan and Attorney General had not submitted their response.

On July 22, the federal government had filed a petition in the IHC seeking the appointment of defence counsel for Kulbhushan Jadhav.

The IHC in its Aug 7 verdict had said: “We appoint Mr Abid Hassan Manto, Mr Hamid Khan, Senior Advocates of the Supreme Court and former presidents of the Supreme Court Bar Association, and Mr Makhdoom Ali Khan, Senior Advocate Supreme Court and former Attorney General of Pakistan, as amici curiae for our legal assistance in general and, in particular, to ensure that the judgement of the International Court is effectively implemented.”

Later on October 1, Senior Advocate Supreme Court (SC) and former Attorney General of Pakistan, Makhdoom Ali Khan, had excused from legally assisting the high court as amicus curiae in the case.

Jadhav has been in Pakistan’s custody following his arrest from Balochistan in a counter-intelligence operation on March 3, 2016. During the investigation, he confessed to his involvement in terrorist activities inside Pakistan that resulted in the loss of many precious human lives.

He also made important revelations about RAW’s role in sponsoring state terrorism in Pakistan.

EU accepts Pakistani rice exporters' plea to get the exclusive rights of Basmati Rice

Pakistani Basmati Rice
Pakistani rice exporters say their reasons for why India should not be given exclusive rights to export basmati rice have been accepted by the European Union

Officials in the industry said the European Commission declared the notice of opposition and the statement of Pakistani exporters admissible.

Pakistani exporters had filed a "detailed response” to the European Union in a Notice of Opposition against the Indian claim over the geographical indicator (GI) tag of basmati rice in the bloc.

Last year, India had asked the EU to recognise the fragrant, long-grain staple as originating in seven Indian states and territories, which would give its producers exclusive rights to the basmati label in the lucrative European market.

Pakistan rejected India’s claim, arguing that its farmers also grow basmati rice.

“Rice Exporters Association of Pakistan [REAP] has filed a Notice of Opposition on (December 7) against India’s claim on GI of basmati in the EU,” the association had said.

“REAP has taken this step on behalf of rice exporters and farmers of Pakistan who are at the risk of losing a billion-dollars’ worth of income,” the statement read.

Since 2006, the EU has applied zero tariffs on rice imported into the bloc that has been authenticated by either Pakistani or Indian authorities as genuine Basmati.

Pakistan has a thriving export industry of basmati, making the country one of the top five exporters of rice in the world.

REAP said it has previously been involved in developing and revising the UK Code of Practice and arranging trade delegations abroad to foster the export of basmati from Pakistan.

“India had sought the protection of its basmati as a GI product in the EU in a mala fide attempt to deter Pakistan’s growing export and appreciation of basmati.”

The European Commission made Reap a party to the case. “Now, Reap can advocate for the protection of Pakistan’s GI rights over basmati directly,” Reap said in a statement.

India is the world’s biggest basmati exporter and meets 65% of the global demand for the aromatic rice. Pakistan meets the remaining requirement and earns $800 million to $1 billion annually from its exports.

A GI tag is a sign used on products that have a specific geographical origin and possess origin-based qualities and reputation in the region.

“With the admissibility of Reap as a party, the case of Pakistan in EU has reached its third stage where all the contesting parties will engage in consultations with each other,” Reap said. “The time period for the parties to engage in negotiations is three months. The negotiations will last, tentatively, till May 6. This is a pre-trial phase, whereby, parties are encouraged to reach an amicable solution.”

In case no settlement is reached, the fourth stage of trial will commence in the tribunal of Directorate General Agriculture, European Commission, according to the Reap. Pakistan only recently registered basmati rice as GI under Geographical Indications Act 2020.

ECP initiate Ali Haider Gilani leaked video case

Ali Haider Gillani
The Election Commission of Pakistan (ECP) is hearing a case pertaining to a leaked video in which former premier Yousuf Raza Gilani’s son Ali Haider Gilani was seen purportedly advising an MNA on how to waste his vote in the Senate elections

The video had surfaced last week, a day before the March 3 Senate elections showing Gilani who is advising an MNA on how he could waste his vote if he doesn’t want to vote for the government’s candidate.

The ECP had earlier announced that it would conduct a hearing of the issue of the leaked video of former prime minister Syed Yousuf Raza Gilani’s son Ali Gilani about Senate elections on Thursday. However, the Pakistan Tehreek-i-Insaf (PTI) earlier in the day filed another petition in the ECP urging it not to issue the notification on Yousaf Raza Gillani’s victory in the Senate election.

PTI lawmakers Maleeka Bokhari and Farrukh Habib submitted a petition in the election commission seeking an urgent hearing of PTI plea over the matter. Former prime minister Gillani was elected on a general seat from Islamabad in the recently held Senate elections.

“The matter is extremely important as a senator elected with corrupt practices now aspiring to become chairman of the Senate,” the petition read.

“The election of Yousaf Raza Gillani has been a rare incident in the national political history”, the application further read. “Hopefully, the election commission will hear the matter urgently, as it had heard the issue related to the by-election in NA-75 in Daska,” according to the petition.

King Salman approves support for Hajj, Umrah operators
Saudi Arabia’s King Salman approved a range of initiatives aimed at assisting firms and individuals operating in support of Islamic pilgrimages, Saudi state news agency SPA said late on Monday.

The initiatives are aimed at mitigating the financial and economic effects of the COVID-19 pandemic across the sector that provides support for the Hajj and Umrah pilgrimages, SPA said.

They include exempting accommodation facilities from the annual fees for municipal commercial activities’ licenses in the cities of Makkah and Medina, where the Islamic pilgrimages take place.

Facilities working in the sector will also be exempted from working expatriates’ fees for six months, and can renew the Ministry of Tourism’s licenses for accommodation facilities free of charge in the two cities for a year, which can be extended.

For expatriates working in activities related to Hajj and Umrah, the collection of residency renewal fees will be postponed for six months, provided that the amounts are paid in instalments over a year, SPA said.
Bus licenses operating in facilities transporting pilgrims will remain valid without charge for a year, and the collection of customs duties for new buses will be postponed for the upcoming Hajj season for three months. They will be paid in installments over a period of four months from the due date.

Switzerland to ban wearing of burqa, face coverings in public places

Switzerland to ban wearing of burqa
Switzerland on Sunday has narrowly voted in favour of banning face coverings in public, including the burqa or niqab worn by Muslim women in a referendum, according to early projections.

After the polling stations closed at midday (1100 GMT), public broadcaster SSR and pollsters gfs.bern both projected that 51% had voted in favour of the ban.

In parallel votes, a trade deal with Indonesia seemed set to be narrowly accepted, while a plan for a state-backed electronic identity looked on course to be rejected, according to projections.

The anti-burqa vote comes after years of debate in Switzerland following similar bans in other European countries — and in some Muslim-majority states — despite women in full-face veils being an exceptionally rare sight in Swiss streets.

Campaign posters reading "Stop radical Islam!" and "Stop extremism!", featuring a woman in a black niqab, have been plastered around Swiss cities.

The ban would mean that nobody could cover their face completely in public — whether in shops or the open countryside. But there would be exceptions, including for places of worship.

A 2019 Federal Statistical Office survey found that 5.5% of the Swiss population were Muslims, mostly with roots in the former Yugoslavia.

The government and parliament opposed a nationwide ban.

Their counter-proposal — automatically triggered if the initiative is rejected — would require people to show their faces to the authorities if necessary for identification, such as at borders.

Under Switzerland's system of direct democracy, any topic can be put to a national vote as long as it gathers 100,000 signatures in the wealthy country of 8.6 million people.

Rounds of votes take place every three months.

A 2009 vote that banned the construction of minaret towers on mosques sparked anger abroad.

To pass, initiatives require support from a majority of voters nationwide, and from a majority of federal Switzerland's 26 cantons, six of which count as half-cantons in votes.

After the first four cantonal results, 53% backed the burqa ban.

Two other votes were held on Sunday.

One was on the free trade agreement struck between Switzerland and Indonesia.

Tariffs would be gradually removed from almost all of Switzerland's biggest exports to the world's fourth most populous country, while the Swiss would abolish duties on Indonesian industrial products.

Opponents, who are especially critical of Bern's move to reduce import duties on palm oil, successfully secured a popular vote on the deal.

But SSR and the gfs.bern institute projected that voters had narrowly given the trade deal the green light.

The other vote was on a government plan to introduce a federally recognised electronic identity that could be used for ordering goods and services online.

The idea is that the e-ID would be regulated by law, offering a degree of security and reliability when giving identity details on the internet. It could also be used to open a bank account or request an official document.

It was pushed to a popular vote by critics alarmed at the plan to rely on private firms for the IDs, giving them access to sensitive, private information.

SSR and gfs.bern said the plan seemed set to be comfortably rejected.
