The annular solar eclipse, popularly known as the ‘ring of fire’ has begun in Pakistan on Sunday.

Annular eclipses occur when the Moon — passing between Earth and the Sun — is not quite close enough to our planet to completely obscure sunlight, leaving a thin ring of the solar disc visible.

They occur every year or two, and can only been seen from a narrow pathway across the planet.

According to the met office, apart of southern parts of Pakistan, the solar eclipse would also be visible in parts of Africa including the Central African Republic, Congo and Ethiopia and in northern parts of India and China.

The Solar Eclipse that commenced at 09:26 am Pakistan Standard Time (PST) will conclude at 12:46 the afternoon. At approximately 10:59 am, the moon would completely eclipse the sun.

The Met department said the solar eclipse of June 21 (Sunday) would be fully visible in Karachi.

“Punjab, Balochistan and Khyber-Pakhtunkhwa (K-P) will have 90 per cent eclipse visibility while Karachi will have full visibility. The eclipse will be visible from Australia to Europe, as well as to people in Central Asia and Asian countries,” said the PMD.

Pro-democracy labor unions and a student group in Hong Kong failed to garner enough support to hold strikes against looming national security legislation imposed by Beijing, in a blow for the Chinese-ruled city’s protest movement.

After a year of often-violent unrest, anti-government demonstrations have lost momentum due to higher risk of arrest, with recent rallies failing to receive police approval due to coronavirus restrictions on large crowds.

A strike was intended to open a new arena of resistance, but organizers said only 8,943 union members participated in a city-wide poll, falling short of the 60,000 threshold to go ahead, even as 95% of the votes were in favor.

Separately, the Secondary School Students Action Platform said it would not initiate a class boycott, as they fell short of some of their targets for in-person votes.

Voting took place on Saturday and the results were announced around midnight.

The unions represented almost two dozen industries, including aviation, transport, construction, technology and tourism. Most were formed in the past year as pro-democracy activists have spearheaded the biggest push to unionize the laissez-faire, ultra-capitalist finance hub - where collective bargaining rights are not recognized - since Britain handed the city back to China in 1997.

China on Saturday announced details of the national security legislation, unveiling Beijing will have overarching powers over its enforcement and signaling the deepest change to the city’s way of life since the handover.

The planned law has alarmed foreign governments as well as democracy activists in Hong Kong, who were already concerned that Beijing was tightening its grip over the semi-autonomous city.

Officials in Beijing and Hong Kong have sought to reassure investors that the law will not erode the city’s high degree autonomy, insisting it will target only a minority of “troublemakers” who pose a threat to national security.

IHC dismisses sugar mills petition over inquiry commission report

The Islamabad High Court (IHC) on Saturday dismissed the petition filed by the Sugar Mills Association challenging the sugar inquiry commission report.

The court had earlier concluded the hearing and reserved the case after arguments of the parties.

The court in its brief verdict granted permission to all government institutions to take action over the sugar inquiry commission report.

The court also cancelled the stay order it had earlier granted to the sugar mills owners in which it had barred the government for 10 days from taking action on the sugar inquiry commission report.

The court also ordered sugarcane farmers to go to the concerned courts in respect of their issues.

It is to be mentioned here that sugarcane farmers had submitted a miscellaneous plea in the high court regarding the sugar crisis report and requested the court to hear the stance of farmers and the people affected by the sugar mafia.

Chief Justice Athar Minallah announced brief court verdict comprised of four pages. A detailed judgment of the case will be announced later.

During hearing of the case, the chief justice said that the Attorney General has clarified the government’s stance over the matter adding that there was no need of the stay order now.

Attorney General Khalid Jawed in his arguments said that the government has taken the action in the best public interest. He said the commission has worked according to its mandate. “The constitution allows formation of an inquiry commission and elaborates its powers,” the AG said.

Earlier, the high court had hear a petition moved by Pakistan Sugar Mills Association challenging the report of the Sugar Inquiry Commission.

The court had served notices to Special Assistant to the Prime Minister on Accountability Mirza Shahzad Akbar, Federal Investigation Agency (FIA), FIA chief Wajid Zia and asked the government to submit a reply within 10 days.

The petition filed by the sugar mill owners in the high court had made the federal government, inquiry commission’s head Wajid Zia and others as parties.

The petition stated that the federal government violated the constitutional regulations by forming an inquiry commission over sugar crisis and pleaded to the high court to nullify the formation of the sugar inquiry commission.

CTD police station Sukkur has filed FIR against unknown terrorists, on the complaint of a rangers official, under the anti-terrorism law.

At least three people including two Sindh Rangers personnel were killed on Friday in a blast targeting a Rangers vehicle in Ghotki.

The police has recorded statements of the officials of rangers.

According to the local police, the vehicle of Sindh Rangers was targeted with crackers at Railway Station road in the area of Ghotta Market.

Two personnel of rangers and a civilian were killed in the attack, police said.

A total of five attacks have been made against Pakistan Rangers Sindh during the past nine days with three consecutive attacks in various cities of Sindh on Friday (yesterday).

The first attack occurred on June 10 in Gulistan-e-Jauhar area of Karachi, which targeted a rangers vehicle while another attack on the same day targeted a Rangers checkpost in the Manzil Pump area.

Rangers personnel were made target yesterday in Karachi, Larkana and Ghotki.

Bomb disposal squad investigating the attack that occurred in Liaquatabad in Karachi has claimed that the explosive was a factory-made RGD grenade.

The bomb disposal squad has found and confiscated pieces of the grenade and its pin from the crime scene.

The trigger and lever of the bomb have also been found and confiscated.

The hand grenade pin was found on a bridge above the point of explosion which happened to be a college wall which had a rangers vehicle parked next to it.

Pakistan Bar Council (PBC) has decided to file review petition over the Supreme Court verdict in Justice Qazi Faez Isa case.

The PBC will file review petition over the apex court’s decision to send the issue of the properties of wife and children of Justice Faez Isa to the Federal Board of Revenue (FBR), Vice Chairman PBC Abid Saqi said.

Justice Qazi Faez Isa and his wife had already opposed sending the matter to the FBR, the PBC official said.

The PBC will file its review petition after the court’s announcement of the detailed judgment, Abid Saqi said. “The FBR is not expected to conduct an impartial and transparent inquiry under the government pressure,” he added.

The Supreme Court dismissed the presidential reference against Justice Qazi Faez Isa after declaring it ‘invalid’ while accepting the petitioner’s plea on Friday.

A 10-judge bench of the apex court headed by Justice Umar Ata Bandial also withdrawn the show cause notice issued by the Supreme Judicial Council (SJC) to Justice Faez Isa in July 2019 over writing letters to the president.

In its 11-page short order the top court which nullified the presidential reference against Justice Isa besides ordering Inland Revenue Commissioner to issue a notice to the judge’s family members including his wife and children within seven days to seek details of their properties.

The judgement was opposed by Justice Yahya Afridi while three of the 10 judges wrote additional notes in the case.

Govt to facilitate overseas workers affected by coronavirus: PM Khan

Prime Minister Imran Khan has said the government will facilitate overseas Pakistanis returning home who have lost their jobs as a result of the coronavirus pandemic.

“Tomorrow, we will partially open our airspace for international flights. This is being done especially to help our overseas workers who have suffered most in this pandemic but have shown great courage and made us proud,” the prime minister said in a tweet on Saturday.

We welcome you back home and our government will facilitate you in every way,” he added.

The prime minister added he appreciated the philanthropic role played by the overseas Pakistani community in helping their brothers and sisters abroad during the pandemic.

“There are many examples where the Pakistani community has been a source of inspiration, helping those around in need,” PM Imran said.The prime minister on Tuesday had approved the resumption of international flights after Special Assistant to the Prime Minister on Overseas Pakistanis Zulfi Bukhari raised the matter with him, sources had informed. 

The prime minister, while green-lighting the resumption of international flights, had asked the relevant authorities to devise a plan of action to repatriate Pakistanis stranded abroad.

Those rendered unemployed and laborers will be brought in the first phase, sources had said.

The federal government on Friday decided to provide employment to the dismissed overseas Pakistanis, saying it had prepared a special portal to facilitate unemployed returning nationals.

Registration began on the website of Overseas Employment Cooperation for the dismissed Overseas Pakistanis, under which those who have lost their jobs and have returned home from abroad will be able to get re-employment.

SAPM Bukhari had said that through the platform, returning Pakistanis would be able to apply for re-employment abroad, certified training and can also register for financial assistance from the government.

It is pertinent to note that due to the global pandemic thousands of Pakistanis working abroad have returned home unemployed.

According to the sources, Bukhari had earlier said that nearly 200,000 Pakistanis working abroad have become unemployed due to the coronavirus.

It is the need of the hour that we stand with them and help them in every way possible Bukhari had said, adding that a NCOC meeting should be called to review the matter.

Malik has been stuck in Sialkot while his wife, tennis player Sania Mirza, and son Izhaan, have been in India due to the ban on international travel due to the pandemic.

“Unlike the rest of us, Shoaib Malik has not seen his immediate family for nearly five months,” PCB Chief Executive Wasim Khan said in a statement.

“As travel restrictions are now slowly easing out and there is an opportunity for a family reunion, it is appropriate that at a human level we show compassion as part of our duty of care and respect Shoaib’s request,” he added.

The PCB said they have spoken to their counterparts, England and Wales Cricket Board, who have agreed to make an exception for Malik to enter the country on July 24.

A 29-member squad will depart on June 28 June for Manchester, before driving to Derbyshire for their 14-day quarantine period during which they will be allowed to train and practice.

Pakistan is scheduled to play three tests and as many T20 Internationals in August-September in a bio-secure environment in England following the COVID-19 pandemic.

Chinese prosecutors said on Friday they have charged two detained Canadians for suspected espionage, indictments that could result in life imprisonment, in a case that has driven a diplomatic wedge between Ottawa and Beijing.

Canadian Prime Minister Justin Trudeau said he was “very disappointed” and would keep pressing China to release the duo.

Former diplomat Michael Kovrig and businessman Michael Spavor were arrested in late 2018 on state security charges, soon after Canadian police detained Huawei Technologies Co’s [HWT.UL] chief financial officer, Meng Wanzhou, on a U.S. warrant.

While China maintains the detentions are not linked to Meng, former diplomats and experts have said they are being used to pressure Canada.

China has repeatedly called for Meng’s release, and has warned Canada it could face consequences for aiding the United States in her case.

Foreign ministry spokesman Zhao Lijian told a regular briefing on Friday that the indictments were “of particularly serious circumstances which violated Article 111 of the Criminal Law of the People’s Republic of China,” which pertains to espionage and state secrets.

Under that article, a conviction can carry a sentence of from 10 years to life imprisonment.

“The facts are clear and the evidence is solid and sufficient. He should be held accountable for criminal responsibility under the above mentioned charge,” Zhao said of Kovrig, before making the same statement about Spavor.

The charges mean a formal trial can begin.

Trudeau, speaking to reporters in the Quebec town of Chelsea, said it was “a real shame” China did not appear to understand that governments in Canada could not interfere in the justice system.

“We will continue ... to put pressure on the Chinese government to cease the arbitrary detention of these two Canadian citizens who are being held for no other reason than the Chinese government is disappointed with the independent proceedings of the Canadian judiciary,” he said.

The Chinese foreign ministry said on Friday that consular visits to detainees had been suspended due to the coronavirus.

The Canadian foreign ministry said it was “deeply concerned” that the two Canadians hadn’t been granted access to consular visits since mid-January and called for their immediate release.

The ruling Communist Party’s Central Political and Legal Affairs Commission said last year that Kovrig is accused of “stealing and spying on sensitive Chinese information and intelligence.” It said Spavor provided Kovrig with intelligence.

Kovrig works for the International Crisis Group (ICG), a non-governmental organization that focuses on conflict resolution.

ICG CEO Rob Malley said in a statement that Kovrig was not endangering national security and that “he has become an unfortunate pawn in a larger struggle among the United States, Canada and China.”

Spavor, 44, is a businessman with deep ties to North Korea.

Last month, Huawei’s Meng lost a legal bid to avoid extradition to the United States to face bank fraud charges.

Pakistan announces to resume international flight operations

Pakistan on Saturday resumed international flight operations after the government authorised international passenger and charter flights to and from all international airports in the country.

"Government of Pakistan has authorised international passenger and charter flights to/from all international airport of Pakistan except Gwadar and Turbat airport in accordance with restrictions/limitations for scheduled international flight operations as approved by the competent authority," a NOTAM from the Civi Aviation Authority (CAA) issued on Friday read.

It added that slot timings as decided by the authority shall be strictly followed with sufficient separation between arrival/departures to ensure compliance with health protocols.

“Cargo, special and diplomatic flights shall continue to be authorized as per procedure in-vogue,” the CAA said, adding that authorisations granted exclusively for outbound international passenger flight operation shall cease with effect from June 24, 2020.

“All airlines/operators shall be required to adhere to the applicable respective standard operating procedures issued,” it added.

The development comes a few days after Special Assistant to Prime Minister Zulfi Bukhari had apprised the federal cabinet on the plight of overseas Pakistanis.

According to sources, Bukhari, in a cabinet meeting, said that nearly 200,000 Pakistanis overseas have become unemployed.

The Ministry of Overseas Pakistanis, in a Twitter post, announced the resumption of flights on all airports, except Gawadar and Turbat.

"Government of Pakistan has authorized International Flight Operations to/from All International Airports of Pakistan except Gwadar and Turbat airports, with effect from June 20, 2020," it said.

Punjab to ask Centre for 10,000-15,000 oxygen cylinders

Due to a rise in the coronavirus cases in Punjab, the officials have decided to ask the Centre for 10,000 to 15,000 additional oxygen cylinders for patients.

A session was held to decided action against those hoarding and selling medicines on higher prices. The session also reviewed the lockdown measures across the province.

Chief Secretary Punjab Jawad Malik said that those vehicles providing oxygen will be allowed on roads 24/7.

He said that the companies manufacturing oxygen cylinders will be exempt from loading shedding.

Pakistan records highest death toll within 24 hours at 153

According to National Command and Operations Centre, Pakistan recorded its highest death toll in a day by recording 153 deaths across the country.

The NCOC said that 31,681 tests were conducted on June 19, adding that the total number of cases so far is 171,666 in Pakistan.

“63,504 People recovered so far across Pakistan making it a significant count,” said the NCOC statement.

It said that a total of 549 patients are on vents, while there are none in Balochistan and Gilgit-Baltistan.

Global credit rating agency Fitch Ratings has said Pakistan’s fiscal targets for the next year will be challenging to meet amid the shock to the country’s economy due to the coronavirus pandemic.

“Public finances are a key credit weakness, as we noted even before the health crisis took hold when we affirmed Pakistan’s rating at ‘B-’ with a stable outlook in January 2020,” the economic research firm said in a statement.

“Nevertheless, continuing support from the IMF and other official creditors should help the government finance its budget and contain risks associated with the country’s fragile external position,” it added.

The government has estimated the fiscal deficit to reach 9.1% of GDP by the end of FY2020, against the original budget proposal of 7.1%. The new budget forecasts a decline in the fiscal deficit to 7% of GDP in FY2021.

Since this assumes tax revenue will increase 28% from the estimate for FY20, it “will prove challenging in the absence of new tax measures, especially if economic growth remains sluggish.”

The credit rating agency further said, “Revenues fell short of target, [in the outgoing year] due both to the economic fallout from the pandemic and the fact that the budget goal was overly ambitious, in our view.”

“Current expenditures were also boosted by the government’s Rs1.2 trillion (2.9% of GDP) support package in March to boost health spending and provide assistance to low-income households,” it said.

Fitch’s forecasts are more conservative than the government’s and it expected deficits of 9.5% of GDP in FY2020 and 8.2% in FY2021, pushing the public debt-to-GDP ratio up to 89% of GDP. This would be above the median level of 66% among Pakistan’s rating peers in that year.

“We expect that the ratio will begin to fall after FY21, but this remains contingent on the government’s ability to make progress in fiscal consolidation and on GDP growth rates,” it said. The budget forecast expenditure to decline modestly as a share of GDP, although the government aims to boost healthcare spending and support to low-income households through its Ehsas programme.

Fitch said further expenditure cuts could be implemented if revenues fall short of the target. It added the government’s limited fiscal headroom within its rating category will constrain its ability to provide a more robust fiscal response to the coronavirus. The number of COVID-19 cases continues to rise rapidly, increasing by over 40,000 in the week to June 15.

The country’s rating also reflects a fragile external position given the sovereign’s high external debt repayments. Liquid foreign exchange reserves remain low at around $10.1 billion, but import compression has increased reserve import cover to about 3.6 months.

Moreover, lower oil prices are expected to offset the decline in remittances, which will keep the current account deficit stable at around 2% of GDP through FY2021. External liquidity will be supported by the country’s participation in the G-20’s debt service suspension initiative, which the government estimates will delay servicing payments in 2020 of around $1.8 billion. The initiative involves only bilateral creditors at present and the Pakistani government has indicated that it has no plans to seek private-sector debt service suspension.

The U.N. Human Rights Council on Friday condemned discriminatory and violent policing after the death of George Floyd in Minneapolis last month and ordered a report on “systemic racism” against people of African descent.

The 47-member-state forum unanimously adopted a resolution brought by African countries. The mandate also asks U.N. High Commissioner for Human Rights Michelle Bachelet to examine government responses to peaceful protests, including alleged use of excessive force, and deliver findings in a year’s time.

Philonise Floyd, the brother of the Black man whose death under the knee of a white officer roused world protests against racial injustice, urged the forum on Wednesday to investigate U.S. police brutality and racial discrimination.

Burkina Faso’s Ambassador Dieudonné W. Désiré Sougouri presented the African resolution on Friday, urging its adoption by consensus.

“It is important to show Africa...the Human Rights Council has heard the plight of African and people of African descent calling for equal treatment and application of equal rights for all,” he said.

The Africa group had made numerous “concessions” in the negotiations with other countries, he added.

Senegal’s envoy Coly Seck, a former council president, welcomed the consensus, telling the talks: “Black Lives Matter”.

The text was watered down during closed-door negotiations from an initial draft explicitly calling for a U.N. commission of inquiry on racism in the United States and elsewhere.

“It is absurd that the final resolution passed by the United Nations strips mention of the United States, where police kill people, particularly Black people, at alarmingly higher rates compared to other developed countries,” said Jamil Dakwar of the American Civil Liberties Union (ACLU), which led 600 activist groups in calling for the urgent debate.

“The United Nations needs to do its job — not get bullied out of doing it — and hold the United States accountable,” he said in a statement.

The Trump administration, which quit the forum two years ago alleging bias against its ally Israel, made no immediate comment. U.S. Ambassador to the U.N. in Geneva Andrew Bremberg said on Wednesday that his country was “not above scrutiny” as it grappled with racial discrimination but was implementing police reforms after Floyd’s killing.

During the debate, Western delegations including Australia, Germany, Italy, Poland and the European Union said that the United States should not be singled out.

“This problem does not belong to any one country, it is a problem around the world,” said Australian ambassador Sally Mansfield.

Activists said that Australia had been particularly active in negotiations to take the spotlight off the United States.

Germany’s ambassador Michael Ungern-Sternberg said: “We are convinced a report with a broader approach and less focus on one specific case would have been more appropriate”.

Special Assistant to Prime Minister on Accountability Shahzad Akbar on Friday said that the government was "satisfied" with the Supreme Court's decision to quash the presidential reference against Justice Qazi Faez Isa, adding that they will not file an appeal against it.

Earlier today, the apex court threw out the presidential reference against Justice Isa, terming it “invalid” and also withdrew a show cause notice issued to the judge.

The short order asked that the Federal Board of Revenue's (FBR) inland revenue commissioner send a notice to the judge's wife and children within seven days, asking them to give explanations about the nature and source of funding for three properties in their names in the United Kingdom.

The commissioner will be time-bound to complete the investigation within 60 days and issue a report within 15 days of the investigation’s conclusion. The FBR was also directed to submit a report to the SC registrar within seven days of the commissioner’s order.

The registrar will then present the report to the chairman of the Supreme Judicial Council (SJC) — the chief justice of Pakistan — who will decide when to present it in the council.

Addressing a press conference alongside Information Minister Shibli Faraz after the short order was released, Akbar said that there were three scenarios in which a judge can be questioned.

"First, a person or department in possession of any information can send it directly to the SJC. Second, the government, through the president, can send a reference to the SJC. Third, the SJC takes suo motu notice."

Akbar said that it was only the SJC that had the domain to investigate matters relating to the superior judiciary. "You can inform them, but you can't inquire [...] on the basis of this a reference was sent [against Justice Isa]".

Commenting on the SC's decision, the PM's aide said that the government was satisfied with the decision, adding that the purpose behind sending a presidential reference to the SJC was not because the government wished for a particular outcome.

"Since day one, we have believed that matters concerning judges should be examined by the SJC. The executive and the administration should not be involved in this," he said, adding that the involvement is severed the minute the information is handed over.

The PM's aide stated that for the past 13 months, government officials, himself, and the government's counsel Farogh Naseem had held back from commenting on the case for a particular reason.

"These were legal proceedings and questions were asked. We [remained silent] not because we didn't have any answers, but the purpose was to not engage in any controversy."

He added that the purpose of holding today's press conference was to set the record straight.

"When the short order was announced, there was an atmosphere created as if this was a win for someone and a loss for someone else.

"This is not the case. This is the process that happens in democratic societies in the constitutional scheme of things."

He added that he had perused the SC's order and found no mention of the word "mala fide".

"I have read the judgement [...] you will not find mala fide. So many people said things about the Asset Recovery Unit (ARU), I have not found any mention of it in the order so this also needed to be clarified."

Akbar said that the during the proceedings, the government was offered to send the matter to the FBR, adding that the prime minister had also raised no objections to this.

"However, the petitioner didn't agree to this. We just had one request that we wanted it to be time-bound," he said.a

Canada will soon roll out a COVID-19 tracing app for smart phones, developed with help from BlackBerry and Shopify, it was announced on Thursday, as the number of cases topped 100,000.

Prime Minister Justin Trudeau told a daily briefing it will be “crucial” to increase testing and contact tracing going forward as pandemic restrictions start to be gradually eased.

As part of that effort, he said “a mobile app that will notify users if they’ve been exposed to COVID-19” will be made available to as many as 30 million Canadian smart phone users in early July.

The app will be free to download and its use is voluntary. It is to be tested first in Ontario before a nationwide release.

If someone tests positive for the new coronavirus, their diagnosis will be noted in a national database, and others who may have come in close proximity to them will be notified through the app, Trudeau explained.

It would then be up to individuals to reach out to public health authorities.

Trudeau said this tool will help “to keep us all safe as we reopen, as we get more active. This is an approach that we are confident is going to make a big difference” in safeguarding Canadians’ health.

“At no time will personal information be collected or shared, and no location services will be used,” he added.

“The privacy of Canadians will be fully respected.”

The app announcement comes after a drop in new COVID-19 cases in Canada, despite reaching a grim milestone. Canada confirmed its first COVID-19 death on March 9 and surpassed 50,000 cases on April 28.

As of Thursday, according to data compiled by public broadcasters CBC, Canada had 100,026 confirmed and presumptive coronavirus cases, which have resulted in 8,307 deaths; 62,237 cases are considered recovered or resolved.

With 220.1 deaths per million population, Canada ranks 11th in the world for this death rate, behind several European countries and the United States, according to official data compiled by AFP.

Most of the Canadian infections (87 per cent) were centered in two provinces, Ontario and Quebec, which saw elderly care homes ravaged by outbreaks.

KP govt announces Rs923 billion 'tax free' budget for 2020-21

The PTI-led Khyber Pakhtunkhwa (KP) government on Friday presented a Rs923 billion "tax free" budget for the upcoming financial year with a "record" Rs124 billion set aside for the health sector.

Presenting the budget in the KP Assembly, finance minister Taimur Khan Jhagra said that the total outlay of the budget was pitched at Rs923 billion — including Rs739.1 billon for settled districts and Rs183.9 billion for merged districts.

Speaking about the on-going expenditure, the finance minister said that Rs605.2 billion were allocated for the expenditure in total — out of which Rs517.2 billion were allocated for settled districts and Rs88 billion were earmarked for merged districts.

For development expenditure, a sum of Rs317.8 billion has been allocated, which includes Rs221.9 billion for settled districts and Rs95.9 billion for merged tribal districts.

Health sector

"A record Rs124 billion was allocated for health sector — including settled and merged districts, both," the provincial minister said, adding that the budget for settled districts have increased from Rs87 billion of outgoing fiscal to Rs105.9 billion for upcoming fiscal year.

For development budget in health sector, the minister maintained that a total of Rs24.4 billion was allocated — including Rs13.8 billion for settled district and Rs10.6 billion for merged tribal districts.

"Government will focus on ensuring adequate stock of equipment, medicines and increase the strength of doctors in public sector hospitals, Jhagra underscored.

Additionally, Sehat Insaf cards will also be provided to every family of the province for which Rs10 billion has been allocated.

The finance minister said that Rs36 billion were earmarked for Medical Teaching Institutes (MTI) hospitals, including Rs26 billion for their current budget and Rs4 billion for completion of key projects.

Moreover, Rs6 billion have been earmarked as "special demand funds" for improving the healthcare system in major hospitals of the province.

"Shortages of infrastructure and equipment in basic health units will be overcome and for this purpose, Rs13 billion project would be launched in collaboration with World Bank," the minister added.

For procurement of medicines for healthcare facilities and acquiring services of private sectors, the budget has been increased from Rs2.5 billion to Rs4 billion, the minister said, adding that Rs1 billion is marked for waste management of hospitals.

The minister also highlighted that Rs24 billion has been allocated for an emergency coronavirus relief fund in order to combat the deadly virus. Of this, Rs15 billion would be utilised for settled districts and Rs9 billion for merged areas.

Pakistan's 17-year-old fast-bowling sensation Naseem Shah warned England on Wednesday not to underestimate him in the upcoming Test series, saying it would be their "big loss" if they do.

Shah has risen to phenomenal heights in international cricket since making his debut last year aged 16, and will be Pakistan's key bowler in the three-Test series starting August 5.

During December's series against Sri Lanka, he became the youngest fast bowler to take a five-wicket haul in Test cricket, at age 16 years and 311 days.

Shah said that while he only knows the name of one England player — skipper Joe Root — from the Test squad, the team should not take him lightly.

"If they treat me like a small kid, it will be their big loss," Shah told reporters.

"Age doesn't matter, it's my bowling that matters — so they need to take me seriously."

Pakistan's squad is set to fly to England at the end of the month and will spend 14 days in mandatory quarantine before starting practice in "bio-secure" facilities.

Bombardier’s (BBDb.TO) chief executive said on Thursday the Canadian company has held “well-advanced” talks with Alstom (ALSO.PA) over remedies as it pursues regulatory approval for the sale of its rail division to the French giant.

EU antitrust regulators have set a July 16 deadline for a decision on whether to clear the French TGV high-speed train maker bid for Bombardier Transportation, according to a filing on the European Commission website.

“The discussions are going on between Alstom and us with the commission and there (are) remedies that have been discussed already,” Bombardier CEO Eric Martel told reporters. “Those discussions are very open. They are well advanced also. We’re quite comfortable with the plan we’ve proposed.”

Martel said the commission will make its own analysis and decision “but I think that the discussions so far are extremely productive.”

The rail deal, worth up to 6.2 billion euros ($6.95 billion) is subject to regulatory approval and expected to close in the first half of 2021.

Bombardier plans to become a “pure play” jetmaker when it completes the sale, but is wrestling with high debt and expected weaker industry demand for business jets because of the coronavirus pandemic.

Bombardier was removed from Canada’s blue-chip stock index earlier this week after shares plummeted by 74% year-to-date, trading Thursday afternoon at 49 Canadian cents.

“We understand that our performance has shaken the confidence of many stakeholders,” Martel told shareholders earlier at the company’s virtual annual general meeting.

Martel told reporters Bombardier launched a strategic business plan which would run through the fall and examine strategies like new markets for business aircraft.

When asked whether Bombardier would consider incorporating a defence business, a strategy used by its rivals Textron (TXT.N) and Gulfstream parent General Dynamics Corp (GD.N), Martel said, “it’s an option.”

Samsung denies reports of move of China display output to Vietnam
Samsung Electronics is planning to shift much of its display production from China to Ho Chi Minh City this year, Vietnamese state media reported on Friday, although the South Korean tech giant said those reports were untrue.

The newspaper Tuoi Tre reported the relocation of Samsung’s display production from China citing an announcement on the website of Samsung Vietnam, but the parent company in Seoul said the reports were “groundless”.

Samsung did not elaborate.

Several other Vietnamese online media outlets had reported the shift from China but by Friday evening those stories could no longer be viewed.

Samsung is the single largest foreign investor in Vietnam, with investments totalling $17 billion.

Samsung has display production operations in Vietnam among its six factories and two research and development centres.

The reports come as more companies look to diversify supply chains beyond China, after widespread disruption globally when the novel coronavirus first struck there.

Tuoi Tre said the screens would be produced in the Samsung Electronics Complex in Ho Chi Minh City, Vietnam’s business hub.

British actor Ian Holm, best known for his roles in “The Lord of the Rings” trilogy and “Alien”, has died aged 88, the Guardian newspaper said on Friday.

The actor, who received an Oscar nomination for his performance in the 1981 film “Chariots of Fire”, had died from a Parkinson’s related illness, the paper said.

“It is with great sadness that the actor Sir Ian Holm CBE passed away this morning at the age of 88,” his agent told the paper. “He died peacefully in hospital, with his family and carer. Charming, kind and ferociously talented, we will miss him hugely.”

Holm began his career on stage working as part of the Royal Shakespeare Company and gained international exposure when he was cast as android Ash in the 1979 “Alien” film.

His role as an athletics coach in “Chariots of Fire” won him a British Academy film award (Bafta) and an Oscar nod for Best Supporting Actor, while he played Bilbo Baggins in two of The Lord of the Rings films, a role he reprised in the recent “The Hobbit” film series.

U.S. hospitals in hard hit regions step up use of steroids on sickest COVID-19 patients
Several U.S. hospitals in states with fresh surges of COVID-19 cases have started treating their sickest patients with dexamethasone rather than await confirmation of preliminary results of a study by British researchers, who said the inexpensive steroid saves lives.

The move illustrates how the pandemic is changing the way hospitals work, at least regarding COVID-19 patients.

Traditionally, doctors wait for detailed data to be published in a peer reviewed journal - or for guidelines from medical societies - before embracing a new treatment, so they can better gauge the risks against the drug’s benefits. The urgency of the coronavirus pandemic and lack of other treatments has altered those calculations.

Dexamethasone is the first drug shown to lower the risk of death in severely ill COVID-19 patients in what researchers running the trial hailed as a “major breakthrough.”

The Oxford University researchers said in a news release that dexamethasone reduced death rates by around a third among COVID-19 patients requiring mechanical breathing assistance or oxygen. Britain’s health ministry has already approved its use in the state-run health service.

“It almost feels unethical not to use the drug,” said Dr. Kartik Cherabuddi, an infectious diseases specialist at the University of Florida’s (UF) medical school.

UF’s Gainesville hospital updated its COVID-19 treatment guidelines as of Tuesday to include using dexamethasone. It previously used the extremely cheap generic medicine sparingly for those patients.

Cherabuddi noted that his hospital - and many others - similarly started treating COVID-19 patients with Gilead Science’s (GILD.O) antiviral drug remdesivir based on data from a news release.

That drug, which unlike dexamethasone was not yet approved by regulators for any other conditions, shortened hospital recovery times in a clinical trial. It did not have an effect on mortality.

Several hospital systems, including New York’s Northwell Health and the University of Washington (UW) had not been using steroids on COVID-19 patients. There was some concern it could lead to worse outcomes because it suppresses the immune system.

“For us, the case numbers are low and so there is not much pressure to do something new,” said UW’s Dr. Mark Wurfel, who is eager to see the final data. Places like Florida and Oklahoma, where COVID-19 hospitalizations are rising, are under more pressure, he said.

“The urgency of having hundreds, maybe thousands of very sick COVID patients in hospitals and ICUs changes the calculus. Many lives could be saved if the trial results are real,” Wurfel added.

AdventHealth, which has nearly 50 hospitals in nine states, has been using dexamethasone for COVID-19 patients on ventilators with success since early April, said Eduardo Oliveira, executive medical director for critical care for AdventHealth’s central Florida region.

At its eight hospitals in the Orlando area, Oliveira said the mortality rate for patients requiring ventilators was about 26%, “lower than almost every other reported mortality in the literature right now.”

He noted it was difficult to know whether that success was due to the use of steroids.

After reviewing the British study release and trial protocols, Advent expanded its dexamethasone use to also include patients receiving supportive oxygen but not on ventilators.

Dr. Brent Brown, medical director of University of Oklahoma’s intensive care unit, said his hospital added the steroid to its treatment guidelines for patients in the ICU this week. Oklahoma is one of several U.S. states with rapidly rising coronavirus cases.

“We changed our practice completely. It was kind of an about face,” he said. “But we’re delighted to have something that looks so promising.”

The Supreme Court of Pakistan on Friday dismissed the presidential reference against Justice Qazi Faez Isa in the Supreme Judicial Council and accepted his petition seeking the reference's dismissal.

The reference was filed over Justice Isa's alleged non-disclosure of family members’ properties in his wealth statement.

The case was wrapped up after Justice Isa's spouse provided the money trail pertaining to her foreign properties and the Federal Board of Revenue provided its input on the matter.

The petitioner's lawyer, Munir A Malik, concluded his arguments in court by saying that the federation had "gotten on the wrong bus" in the case.

The Supreme Judicial Council (SJC) had initiated the proceedings against Justice Isa on allegations that he purchased three properties in London in the name of his wife and children between 2011 and 2015 — but did not allegedly disclose them in wealth returns declared in Pakistan.

Malik urged the court to dismiss the reference against the judge. He said that a website had been used to search for properties in London. The lawyer told the court that if one wanted to search properties in London, he/she had to pay for the privilege.

He said that the website sends a payment receipt to the relevant person who uses it to search for properties, via email. He said that British-Pakistani lawyer Zia ul Mustafa, who had searched for Justice Isa's alleged assets, had received three copies of the high commission's verified properties.

"Copies of politicians' properties searched were attached as well [in documents submitted]," he said. "If the government provides receipts as well then it will be revealed as to who searched for the properties," he added.

Malik said that if the search for the properties was conducted by the Asset Recovery Unit, then it should provide receipts. He said that it seemed as if the ARU had only facilitated the search.

"The government only wants to remove the author of the Faizabad dharna case," noted Malik.

Justice Qazi Faez Isa's wife submits money trail

The spouse of Justice Qazi Faez Isa on Thursday gave the money trail for purchasing three properties in United Kingdom (UK), saying that 700,000 sterling pounds had been transferred from her personal account through a private bank in Karachi.

A 10-member full court, headed by Justice Umar Ata Bandial, had resumed hearing in a set of petitions, challenging the presidential reference, filed against Justice Qazi Faez Isa for allegedly not disclosing his foreign properties in his wealth returns.

Zarina Montserrat Khoso Carrera, the wife of Justice Qazi Faez Isa, recorded her statement via video link before the court and submitted that details pertaining to her accounts were available with the State Bank of Pakistan (SBP).

The court, while expressing satisfaction over the statement of spouse of Justice Isa, asked her that in order to examine the matter on merit, she would have to approach the Federal Board of Revenue (FBR) or the Supreme Judicial Council (SJC), and a decision in that regard would be given by the tax authorities.

Justice Isa had informed the Supreme Court the other day that his wife was willing to explain before the apex court through video link about the three properties acquired in United Kingdom (UK).

Recording her statement, the lady thanked the apex court for providing her with such an opportunity. “I am very much nervous as this is my first experience before the court, but I will try my best to follow your instructions,” Zarina said, adding that it has been a critical time for her as her father was near to death these day.

She said that she was married to Justice Qazi Faez Isa in the year 1982, and also showed her birth certificate and the old National Identity Card, saying her name was Zarina, adding that she did not know that she would buy properties in London after 21 years of marriage.

She submitted that she got her computerized identity card in the year 2003 and her name remained the same, adding that at that time her husband was not a judge. She said that she was entitled to Spanish passport, as her mother was Spanish and therefore she has a Spanish passport.

She said that when her visa expired, she applied for a fresh visa. When she got it, her husband was not a judge, but a lawyer. “So the allegation that I used the office of my husband for acquiring the visa was baseless,” Zarina Isa contended.

She stated that in the year 2020, she was granted visa only for one year and prior to that she was harassed and that’s why she was granted visa for a very limited period of time. She said that she bought the first property in the year 2004 in United Kingdom, adding that she was employed at an American School in Karachi and at that time, one Rehan Naqvi used to deal with her tax matters.

The spouse of Justice Isa showed the court the certificate issued by the tax authorities as she was filing her tax returns, adding that when her tax record was transferred from Karachi to Islamabad, she asked the FBR in that regard; however, she alleged that the FBR did not reply to her request.

She said that she had agricultural lands which were in Jaccobabad (Sindh) and Dera Murad Jamali (Balochistan) while her father used to look after the land while the government was well aware of all that.

She said that Rehan Naqvi had advised her to open foreign account, which she did and through that account, she transferred the money abroad for purchasing the properties. At this, she showed the court the record of her foreign currency account, saying she had to face great difficulties in seeking its details as, she added, the bank didn’t maintain 10-year old account.

The spouse of Justice Isa submitted that from 2003 to 2013, the whole amount was transferred from these accounts to London for purchasing these properties, adding that the money was transferred in her name and from her account as well.

She said that she bought one property for 236,000 sterling pounds, adding that she transferred 700,000 sterling pounds through a private bank for purchasing the properties. “All documents which I have shown are genuine and authentic and the London Bank Account is also in her name,” Zarina Isa added.

She said that another property was purchased in 2013 for 245,000 sterling pounds and in that flat, her son was living, while another property, which was in her and her daughter’s names was purchased for 270,000 sterling pounds. She said that now she was filing tax returns both in the UK and Pakistan, adding that she had already filed tax returns of London properties in the year 2018.

Meanwhile, Justice Umar Ata Bandial asked Mrs Isa that they had no jurisdiction to hear the matter on merit. However, he expressed satisfaction over her statement, and advised her that right now there were two relevant forums available to her: one was the FBR and the second was the SJC.

The judge advised her to present her all documentary proofs to those forums as those were competent to decide her case. “We felt that you have sufficient documents to present and I am sure that you will be heard properly; therefore, I wish you present these documents before the relevant forums,” Justice Bandial told the lady.

“Why I was not asked earlier and I waited for 13 months while my son was subjected to harassment in London,” Zarina Isa questioned. She said that she was not asking for any privilege, but she should be treated as an ordinary citizen in Pakistan.

Justice Bandial, however, said that she would be treated with respect and dignity, adding that she was a brave lady and hoped that she would be able to address her matter effectively.

“I must tell you one thing, we, as judges, are answerable for our actions in private and public life; therefore, we are much more accountable than other people, as we are holding other people accountable,” Bandial told Justice Isa's wife. “This not the trial of your husband and yours as well, but the trial of our institution,” Justice Bandial added.

When the spouse of Justice Isa continued, Justice Bandial called Munir A Malik, counsel for Justice Qazi Faez Isa to rostrum, who then asked Zarina to sign out. Justice Maqbool Baqar remarked that what was going on in the country in the name of accountability would also be looked into. He said destruction (of institutions) was under way in the country in the name of accountability and they would write (in the verdict) on it also.

Justice Baqar asked if the Supreme Justice Council (SJC) could review the performance of the president. To which, the federation’s lawyer, Farogh Naseem, said that it (Council) has the authority to review anyone’s performance.

Later, the court directed Barrister Farogh Naseem to submit before it in sealed envelop the record of 2018 tax returns, filed by Mrs Isa. Justice Umar Ata Bandial asked Farogh Naseem that the lady had also complained about the FBR attitude, to which the counsel for the federation submitted that if the complaint was proved true, it could be directly lodged with the prime minister.

Meanwhile, Farogh Naseem submitted before the court that Khalid Ranjha, Irfan Qadir, Additional Attorney General Chaudhry Aamir Rehman, and Sohail Mahmood, who were to represent president, prime minister, as well as other respondents, have adopted his arguments; hence they will not be arguing before the court. At this, the court adjourned the hearing for Friday (today) wherein Munir A Malik, counsel for Justice Qazi Faez Isa, will argue in rebuttal.

A hand grenade attack near an Ehsaas Programme centre killed one and wounded six on Friday, according to the Superintendent of Police Central Aslam Rao.

According to police, the incident occurred at a college in Liaquatabad No 10, where under the programme cash was being distributed among the needy.

According to the SSP Liaquatabad, in the hand grenade attack, a Rangers officer was also wounded.

The attack caused damage to a Rangers’ vehicle parked nearby, said the policeman, adding that those wounded in the attack include people who had gathered to withdraw cash under the programme.

Police said that early today, unknown men threw a hand grenade at the gate of the college from a flyover and fled from the site.

After the incident, a heavy contingent of Rangers and police reached the area. Officials are investigating the incident.

After the incident, Governor Sindh Imran Ismail said that those who attacked the cash programme centre ‘will not be forgiven’.

He asked the law enforcement agencies to arrest those behind the attack.

He said that the bodies and wounded were shifted to District Hospital Ghotki.

Britain warns EU trade deal will be difficult if no progress before October
Britain warned the EU that it would be difficult to conclude a Brexit free trade deal by end of the year unless a broad agreement had been reached by October.

Britain left the EU on January 31 but talks have so far made little headway on agreeing a new trade deal with the bloc by the time a status-quo transition arrangement ends in December.

“If we haven’t secured significant progress by October, then it will be difficult,” said Minister for the Cabinet Office Michael Gove, a Brexit supporter and one of the most influential members of Prime Minister Boris Johnson’s government. There was however no firm cut-off date, he added.

Talks have snagged on EU fishing access to British waters, British compliance with EU rules aimed at a level playing field and the customs arrangements for Northern Ireland.

French President Emmanuel Macron is due to hold talks with Johnson in London on Thursday.

“We’ve agreed on both sides to energise and intensify the talks,” British Foreign Secretary Dominic Raab said. “We don’t want to hang around we’re not going to wait for this to be dragged out into the autumn and the winter.”

Any deal would require ratification by both sides a process which could take several months in the 27-member EU.

Gove said he did not expect businesses in Northern Ireland to face higher import costs as a result of Brexit and that import declarations would not be required for goods going from Britain to Northern Ireland.

Asked whether those sending goods to Northern Ireland from Britain would have to submit entry summary declarations, Gove declined to answer directly.

“There will be some new safety and security information,” he said, adding that more details would be given in the summer. “We are seeking to minimise the overall burden on business.”

Previously the government has said that entry summary declarations and import declarations would be required for such movement of goods.

Chief Meteorologist Sardar Sarfaraz has predicted partly cloudy weather with chances of light rainfall on Sunday in the port-city.

Weather in Karachi is expected to remain partly cloudy and humid with the maximum temperature ranging up to 38 degrees Celsius and humidity up to 50 percent.

Mainly hot and dry weather is expected in most parts of Sindh, Balochistan, Punjab and Khyber Pakhtunkhwa during the next twelve hours.

Islamabad, Murree and Muzaffarabad twenty-one degree centigrade, Lahore thirty, Karachi thirty-one, Peshawar twenty-six, Quetta eighteen and Gilgit seventeen degree centigrade.

According to met office forecast about Occupied Kashmir, the weather in Srinagar, Jammu, Leh, Pulwama, Anantnag, Shopian and Baramulla is expected to be partly cloudy with chances of rain-thunderstorm.

Temperature recorded this morning in Srinagar was fourteen, Jammu twenty-six, Leh five, Pulwama and Anantnag fifteen, Shopian seventeen and Baramulla sixteen degree centigrade.

China says one-fifth of Belt and Road projects 'seriously affected' by pandemic

About 20% of projects under China’s ambitious Belt and Road Initiative (BRI) to link Asia, Europe and beyond have been “seriously affected” by the coronavirus pandemic, an official from China’s Ministry of Foreign Affairs said on Friday.

According to a survey by the ministry, about 40% of projects have seen little adverse impact, and another 30-40% have been somewhat affected, said Wang Xiaolong, director-general of the ministry’s International Economic Affairs Department, at a news briefing in Beijing.

The results from the survey were better than expected and although some projects had been put on hold, China had not heard of any major projects being cancelled, he added.

At least two Rangers personnel and one civilian lost their lives when a blast took place near a security forces vehicle in Sindh’s Ghotki on Friday, according to DSP Hafiz Qadir.

DSP Qadir said that Rangers personnel were buying meat in the market that a loud blast took place.

He said that the bodies and wounded were shifted to District Hospital Ghotki.

U.S. lawmakers offer bill to block Trump from German troop withdrawal
U.S. congressional Democrats introduced legislation on Thursday to block President Donald Trump’s plan to remove 9,500 troops from close ally Germany by prohibiting funding for a withdrawal of U.S. forces from Europe without congressional approval.

Representative Eliot Engel, chairman of the House of Representatives Foreign Affairs Committee, and Senator Bob Menendez, ranking Democrat on the Senate Foreign Relations Committee, introduced the bill, reflecting concern in Congress from Democrats as well as Trump’s fellow Republicans about the plan to cut troops.

Trump said on Monday he would reduce the number of U.S. troops in Germany to 25,000, faulting Berlin for failing to meet NATO’s defense spending target and accusing it of taking advantage of the United States on trade.

The troop reduction would be a remarkable rebuke to one of the closest U.S. trading partners and could erode faith in a pillar of postwar European security: that U.S. forces would defend alliance members against Russian aggression.

Under the U.S. Constitution’s separation of powers, the Senate and House of Representatives - not the White House - control government spending.

Lawmakers often use their power of the purse to influence policy decisions, such as keeping the prison camp at Guantanamo Bay open by barring spending federal money to close it.

The bill would prohibit the use of funds to withdraw or reduce the presence of U.S. armed forces in Europe unless the host government requests it, or the president declares the intent 180 days in advance, justifies the decision, Congress approves it and the secretaries of State and Defense testify about it.

“President Trump’s disastrous decision to withdraw thousands of troops from and reduce the total force cap in Germany endangers our national security,” Engel said in a statement.

“Our legislation will stop the Administration from carrying out this calamitous policy,” he said.

FM Qureshi discusses COVID-19 pandemic, Kashmir issue with Russian counterpart
Foreign Minister Shah Mahmood Qureshi on Thursday held a telephonic conversation with his Russian counterpart Sergey Lavrov to discuss a range of issues including the current COVID-19 outbreak and its ramifications on the region, as well as the crackdown by Indian occupation forces in Kashmir.

"Matters of mutual interest, including the COVID-19 pandemic, cooperation at the multilateral fora, prospects of enhanced bilateral cooperation, and regional issues were discussed by both ministers," read a press release issued by the Foreign Office (FO).

Reiterating that Pakistan considered Russia as an important partner and desired to forge a long-term and multi-dimensional partnership with the country, Qureshi offered condolences on the loss of precious lives in Russia due to the on-going global pandemic.

In response, Foreign Minister Lavrov also expressed solidarity with Pakistan in its efforts to combat the outbreak.

During an exchange of views on the socio-economic implications of the virus, Qureshi apprised Lavrov of Prime Minister Imran Khan’s call for debt relief for developing countries.

"Coordinated and comprehensive actions were essential to create fiscal space needed by the developing world to deal with the socio-economic impacts of Covid-19," he said.

Shedding light on the current situation in India-occupied Kashmir, Qureshi communicated deep concern over the continuing double lockdown as well as the intensification of military crackdown by Indian occupation forces and attempts to change the demographic structure of the occupied territory.

"Urgent steps are required to address the grave situation," the minister underlined.

Reaffirming Pakistan’s support for an Afghan-led and Afghan-owned peace process, Qureshi stressed the importance of inclusive intra-Afghan negotiations as the only way to build durable peace and security in the country.

According to the statement: "The two Foreign Ministers agreed on maintaining close consultations as part of regional efforts to support the Afghan peace process."

Chief Minister Sindh Murad Ali Shah said on Thursday that the federal government used the coronavirus pandemic excuse to cover up its poor performance.

The chief minister was speaking to media a day after he officially presented the provincial budget for the fiscal year 2020-21.

“No calamity struck, [hence the only reason] is that less revenue was generated due to incompetency,” he said, criticising the federal government for its economic policies.

Murad said that in the current year, the province has received Rs229 billion less from the federal government. “This year, Rs835 billion were to be received from the Centre [but were not].”

He said that Sindh received Rs553 billion from the amended target as well, lamenting that for the next year, the Centre has kept the growth target at 2.1.

The top Sindh official said that except for health this time, no new scheme was introduced in any sector.

“The 700 schemes, which will be completed next year, will be funded.”

He alleged that the development budget was slashed due to the centre, adding that the federal government ‘does not want to own up’ its incompetency.

Sindh CM unveils Rs1.24tr budget

The Sindh CM unveiled the budget for the year 2020-21, with an outlay of Rs1.24 trillion, amid protest from opposition lawmakers in the assembly session on Wednesday.

Shah had announced that the government of Sindh has decided to bump up the salaries of civil servants.

In his budget speech, CM Shah also announced that the salaries of Grade 1-16 government employees would be increased 10%, while those of Grade 17-21 would receive a 5% raise. The upward revision, however, would not be applicable to provincial ministers and Sindh cabinet, he added.

He had said the government of Sindh had formed a Rs3-billion Corona Emergency Fund and the province took the initiative for the lockdown before other provinces followed suit.

The chief minister further added that for the education sector, Rs21.1 billion have been allocated for 11 new, unapproved projects. For the 265 pre-existing schemes and four new ones, Rs 13.2 billion were set aside, he added.

Among other recommendations as per the budget documents, a sum of Rs5 billion was allocated to deal with the pandemic measures. The documents showed that there was no new agricultural research scheme in the provincial budget.

The recommendations also included the allocation of Rs7.2 billion and Rs1.86 billion for Malir Expressway and Karachi-Thatta double-track road, respectively.

UK ditches homegrown COVID-19 tracing app to use Google-Apple model
Britain will switch to the Apple and Google model for its COVID-19 test-and-trace app, ditching an attempt to develop an app by itself after the homegrown system did not work well enough on Apple’s iPhone, the government said on Thursday.

The test-and-trace programme is key to reopening the country but has been dogged by problems. A smartphone app developed by the National Health Service (NHS) was initially expected to be rolled out nationwide in May but did not materialise.

Health minister Matt Hancock appeared to blame Apple in part for the pivot, adding that the decentralised Google-Apple system would benefit from work done on the abortive NHS app.

“As it stands, our app won’t work because Apple won’t change their system, but it can measure distance. And their app can’t measure distance well enough, to a standard we are satisfied with,” he said at the daily news conference.

“So we’ve agreed to join forces with Google and Apple, to bring the best bits of both systems together.”

Dido Harding, head of the test-and-trace programme has described the app as the “cherry on the cake” of the overall test-and-trace system, playing down its centrality to the programme.

But figures for the second week of England’s test-and-trace showed that while over 85,000 people who had tested positive for the new coronavirus had been reached in the first two weeks, over 25% of positive cases could not be reached.

Officials running the programme admitted that the change of tack on the app was unplanned but denied that it was a setback, emphasising that they did not want to rush out an app which fell short of standards.

But the opposition Labour party said that warnings about the homegrown app had not been heeded.

“This is unsurprising and yet another example of where the government’s response has been slow and badly managed. It’s meant precious time and money wasted,” Labour health spokesman Jon Ashworth said.

Britain’s adoption of the ‘decentralised’ approach for its app followed a growing number of European countries, including Italy, Switzerland, Germany and Austria.

But Apple and Google’s model has frustrated governments, as they undercut the technology’s usefulness by prioritising user privacy.

The pivot happened after the NHS app, which was being tested on the Isle of Wight off the southern coast of England, was found to work well on Google’s Android operating systems but not on Apple iPhones.

However, Britain wants further improvements to the Google-Apple platform, meaning that the original hope of a launch in May is set to be missed by months rather than weeks.

“We’re not going to put a date on it I’m afraid because I’m absolutely determined that whilst this technology can help, it’s got to be working effectively,” Hancock said.

Kristen Stewart to play Princess Diana in new movie
Kristen Stewart will play Britain’s Princess Diana in an upcoming movie about the breakdown of her marriage to Prince Charles, Hollywood trade publication Deadline reported on Wednesday.

Stewart, 30, best known for her role in the “Twilight Saga” movies, has been cast in the film which will take place over three days in the early 1990s when Diana made the bombshell decision to part ways with Charles and remove herself from becoming queen.

Charles and Diana separated in 1992 and divorced four years later in what was an unprecedented move in modern times for an heir to the British throne. Diana died in a Paris car crash in 1997 at the age of 36.

The independent movie, to be directed by Chilean Pablo Larrain, is expected to start shooting in 2021. No casting was announced for Charles.

“When someone decides not to be the queen, and says, I’d rather go and be myself, it’s a big big decision, a fairy tale upside down,” Larrain told Deadline.

“How and why do you decide to do that? It’s a great universal story that can reach millions and millions of people, and that’s what we want to do. We want to make a movie that goes wide, connects with a worldwide audience that is interested in such a fascinating life,” he added.

The movie, titled “Spencer” after Diana’s maiden name, is the latest in a string of movies, television series, documentaries and even a Broadway musical about the life of the late princess.

Larrain, who won critical praise for his 2016 film “Jackie” about the wife of U.S. President John F. Kennedy, said Stewart was a great fit for the part.

“She can be very mysterious and very fragile and ultimately very strong as well, which is what we need,” he told Deadline. “I think she’s going to do something stunning and intriguing at the same time.”
