Soldier martyred in North Waziristan: ISPR

A soldier was martyred during an "intense exchange of fire" between security forces and terrorists in North Waziristan district's Miranshah area, the military's media affairs wing said on Saturday.

In a statement, the Inter-Services Public Relations (ISPR) identified the soldier as 32-year-old Naik Zahid Ahmed, a resident of Charsadda, who embraced martyrdom after "having fought gallantly".

During the exchange of fire, "one terrorist got killed", the statement said, identifying him as Ziaullah. It added that weapons and ammunition were recovered from the slain terrorist.

On June 12, a soldier was martyred during an exchange of fire with terrorists in the Datta Khel area of the district.

Sepoy Shahzaib Imtiaz embraced martyrdom after "having fought gallantly", the ISPR had said, adding that he was 25 years old and a resident of Kotli Sattian.

Earlier this month, security forces killed four terrorists during operations in North Waziristan and Balochistan’s Noshki district.

According to the ISPR, two terrorists were killed during an exchange of fire with the security forces in the Hassankhel area of Mirali tehsil in North Waziristan. Arms and ammunition were seized from the possession of the dead terrorists who, according to the ISPR statement, were involved in subversive activities.

Meanwhile, two more terrorists were killed during an operation in Parodh area of Noshki. Sources said the terrorists tried to escape from their hideout and opened fire on security forces. During the exchange of fire, two terrorists allegedly belonging to the banned Baloch Republic Army were killed.

Monsoon storms in Bangladesh and India have killed at least 41 people and unleashed devastating floods that left millions of others stranded, officials said on Saturday.

Floods are a regular menace to millions of people in low-lying Bangladesh, but experts say climate change is increasing their frequency, ferocity and unpredictability.

Relentless downpours over the past week have inundated vast stretches of Bangladesh's northeast, with troops deployed to evacuate households cut off from neighbouring communities.

Schools have been turned into relief shelters to house entire villages inundated in a matter of hours by rivers that suddenly burst their banks.

“The whole village went under water by early Friday and we all got stranded,” said Lokman, whose family lives in Companiganj village.

“After waiting a whole day on the roof of our home, a neighbour rescued us with a makeshift boat. My mother said she has never seen such floods in her entire life,” the 23-year-old added.

Asma Akter, another woman rescued from the rising waters, said her family had not been able to eat for two days.

“The water rose so quickly we couldn't bring any of our things,” she said.

 “And how can you cook anything when everything is underwater?” Lightning triggered by the storms has killed at least 21 people around the South Asian nation since Friday afternoon, police officials told.

Among them were three children aged between 12 and 14 who were struck by lightning on Friday in the rural town of Nandail, said local police chief Mizanur Rahman.

Another four people died when landslides hit their hillside homes in the port city of Chittagong, police inspector Nurul Islam said.

Court orders Aamir Liaquat Hussain's post-mortem

A judicial magistrate in Karachi directed the relevant authorities on Saturday to conduct a post-mortem examination of deceased lawmaker and television personality Aamir Liaquat Hussain, who passed away on June 9 and was buried the next day.

Judicial Magistrate (East) Wazeer Hussain Memon stated, "It is crystal clear that the cause of death of deceased is still uncertain which itself has raised question on the death, either it is natural or unnatural, and could only be ascertained after exhumation of dead body and its examination."

He further wrote, "In the given facts and circumstances of the case at hand and particularly in light of guidelines set by honourable superior courts on the subject, I am of the considered view that disinterment of the body of deceased Dr Aamir Liaquat Hussain is inevitable to determine the actual cause of his death in order to remove suspicions and clouds of doubt over his death."

Following Hussain's sudden death, the police said an autopsy would be conducted, but the move was refused by his family and the police conducted only a preliminary examination before relinquishing custody of the body.

On Friday (yesterday), a citizen named Abdul Ahad had filed an application in the court of Judicial Magistrate (East) Wazeer Hussain Memon, seeking Hussain's post-mortem, arguing that in light of previous "judgments passed by the superior courts, reasonable suspicion is considered to be sufficient, to ascertain the actual cause of death of the deceased to exonerate doubts".

He further contended that the deceased's heirs not giving consent for an autopsy was not a "legal/valid ground to deny the request" for a post-mortem examination.

The petitioner moved the court for holding "medical examination, disinterment, exhumation and post-mortem of the dead body of the deceased for the sake of justice and to discover and ascertain the real/actual cause of death of the deceased".

He also sought the issuance of directives for the Sindh health director-general to form a medical board for the purpose and send Hussain's samples to the Punjab Forensic Science Agency in Lahore for forensic examination and other tests.

The State, East district senior superintendent of police (SSP) and Brigade police station house officer (SHO) were nominated as respondents in the plea.

The court had fixed the plea for hearing at 9am today after issuing notices to the East district SSP, Brigade police SHO and Hussain's family.

It had reserved its judgement on the plea this morning after hearing arguments by the respondents' lawyers.

While presenting his arguments, Sajjad Ali Dashti, who was representing the state, said Hussain's heirs were objecting to his post-mortem examination saying that conducting the procedure would cause "pain to his soul".

"The heirs also say they have no doubts on anyone" in relation to Hussain's death, the lawyer added.

Moreover, a police report submitted to the court stated that according to the police surgeon, the cause of Hussain's death could not be ascertained until an "internal examination of the body is conducted".

The court had reserved its judgement on the matter after hearing these arguments and issued directions for Hussian's post-mortem examination later in the day.

The written order issued later in the day stated that while Hussain's children were his grave's custodians, "when the death is suspicious and there are chances of commission of an offence or otherwise, then it is the basic scheme of criminal law that criminal machinery has to be set into motion to unearth fact behind the scene."

Key development
The Financial Action Task Force (FATF) has acknowledged that Pakistan has “substantially completed its two action plans”, saying that the watchdog will now schedule an on-site visit to verify the implementation of the measures.

However, Pakistan has not been formally removed from the FATF’s grey list. In a statement, the watchdog acknowledged that Pakistan has completed both its action plans, covering 34 items and said this showed the necessary political commitment was in place to sustain implementation and improvement in the future.

“The FATF will continue to monitor the Covid-19 situation and conduct an on-site visit at the earliest possible date to verify the implementation and sustainability of the country’s money laundering and counter-terrorism financing measures,” it added.

The FATF also acknowledged Pakistan continued political commitment to combating both terrorist financing and money laundering, which it said had led to significant progress.

“Pakistan demonstrated that terror financing investigations and prosecutions target senior leaders and commanders of UN designated terrorist groups and that there is a positive upwards trend in the number of money laundering investigations and prosecutions being pursued in Pakistan, in line with Pakistan’s risk profile,” it added.

The financial watchdog noted that Pakistan has also largely addressed its 2021 action plan ahead of the set times.

Oil prices tumbled about 6% to a four-week low on Friday on worries that interest rate hikes by major central banks could slow the global economy and cut demand for energy.

Also pressuring prices, the US dollar this week rose to its highest level since December 2002 against a basket of currencies, making oil more expensive for buyers using other currencies.

Brent futures fell $6.69, or 5.6%, to settle at $113.12 a barrel, while US West Texas Intermediate (WTI) crude fell $8.03, or 6.8%, to settle at $109.56.

That was the lowest close for Brent since May 20 and the lowest for WTI since May 12. It was also the biggest daily percentage decline for Brent since early May and the biggest for WTI since late March.

For the week, Brent futures declined for the first time in five weeks, while WTI dropped for the first time in eight weeks.

There will be no US trading on Monday, the Juneteenth holiday.

"Crude prices tumbled as the dollar rallied, Russia signaled oil exports should increase, and as global recession fears grow," said Edward Moya, senior market analyst at data and analytics firm OANDA.

Global central bankers who quickly loosened monetary policy during the pandemic to avoid a recession, are now tightening to fight inflation.

The Federal Reserve this week hiked US rates by the most in more than a quarter of a century.

"With the central banks making pretty substantial moves to limit growth via interest rate hikes and monetary tightening is showing up here in the petroleum complex," said John Kilduff, partner at Again Capital LLC in New York, noting that slower economic growth should cut energy demand.

With the Fed expected to keep raising interest rates, open interest in WTI futures on the New York Mercantile Exchange fell on Thursday to its lowest level since May 2016 as investors cut back on risky assets.

US gasoline and diesel futures also slid over 4% on worries high pump prices will reduce demand.

Automobile group AAA said the price of diesel at the pump hit a record-high $5.798 per gallon on Friday, while the price of gasoline hit a record high of $5.016 earlier in the week.

US energy firms this week added just four oil rigs as President Joe Biden slammed producers for profiting from sky-high prices instead of doing more to boost output.

Even as his administration wants Saudi Arabia to produce more oil, Biden said he was not going to have a bilateral meeting with Saudi Arabia's de facto leader Mohammed bin Salman during his trip to the region next month, and that he was only seeing the Saudi crown prince as part of a broader "international meeting."

Russia, meanwhile, expects its oil exports to increase in 2022 despite Western sanctions and a European embargo, the Russian deputy energy minister said on Friday, according to Tass news agency.

The market's turbulence has certainly increased since Russia invaded Ukraine on Feb. 24.

Russian gas flows to Europe fell short of demand on Friday as an early heat wave in the south boosted demand for air conditioning.

The European Union's executive body recommended that Ukraine and Moldova become candidates for membership in the world's largest trading bloc.

Police have filed multiple cases after one person was killed and several injured in the violence-marred NA-240 by-election.

Three cases have been registered at the Landhi police station, whereas one has been filed at the Korangi police station, police said on Friday.

Among the cases registered at the Landhi police station, a case mentions the name of Pak Sarzameen Party (PSP) Chairman Mustafa Kamal.

According to the FIR, Kamal entered a polling station in Landhi 6 accompanied by 50 to 60 men, and wreaked havoc there.

Another FIR stated that the chaos at the Landhi 6 polling station resulted in the death of one person and injury to several.

It said that clashes broke out when during a TLP rally, several armed men belonging to the TLP opened fire on PSP members.

A passerby, Saifuddin, son of Kalimuddin, was killed in the process.

The FIR said that due to the firing by TLP, deep panic set in among the area's residents.

It further stated that following retaliatory fire by PSP, several people were wounded and are under treatment.

The police cases say that the act of firing by the political parties, that ultimately resulted in a death and multiple injuries, constitutes a crime under sections 302 (punishment for murder) and 324 (attempt to commit murder) of the Pakistan Penal Code.

The third case registered at the Landhi police station was filed on the complaint of the presiding officer and includes terrorism related clauses, said police officials.

According to the first information report (FIR), 400-500 people belonging to a political party entered a polling station all at once.

The staff of the polling station were beaten up and election materials damaged, the FIR said.

When the ballot boxes were damaged, the police sprung into action, it further said, adding that the troublemakers were immediately dispersed and the polling process resumed.

The fourth case, registered at the Korangi police station was filed on the complaint of a police officer and includes a riot clause.

According to the FIR, 20-25 men armed with sticks stood outside a polling station set up at a school.

The police raided the polling station and took five men into custody and recovered the sticks, the FIR said.

The stick-wielding men attempted to destabilise law and order, the FIR added.

Yesterday's by-election saw incidents of violence across the constituency, with one person belonging to the PSP killed and several others injured — including ex-MPA Iftikhar Alam, who is also a member of the PSP.

The contest saw the participation of 25 candidates for the seat — a stronghold of the Muttahida Qaumi Movement-Pakistan (MQM-P) — that fell vacant after the death of MQM-P MNA Muhammad Ali Khan this year on April 19.

MQM-P once again emerged victorious with a close margin of 65 votes against rival Tehreek-e-Labbaik Pakistan (TLP).

The MQM-P candidate, Mohammad Abubakar, secured 10,683 votes, while TLP candidate Shahzada Shahbaz bagged 10,618 votes.

Meanwhile, Muhajir Qaumi Movement candidate Syed Rafiuddin secured the third position with 8,349 votes, PPP Nasir Rahim got fourth place after bagging 5,240 votes, and PSP’s Shabbir Kaimkhani grabbed 4,782 votes to stand fifth.

BERLIN, GERMANY: All eyes are on the Financial Action Task Force's (FATF) plenary meeting concluding today (Friday), with Pakistan having high hopes to secure an 'onsite visit' which may lead Islamabad a step closer to get out of the grey list.

 A government official said in conversation with the BBC that the recent updates on the plenary meeting show good signs of a decision in Pakistan's favour.

He said that the consent and consolation of other countries in the meeting is also significant.

However, he said that matters will take seven to eight months to settle even if Pakistan makes its way out of the watch list as the FATF team will visit Pakistan for an inspection.

Sources said that the FATF had directed Pakistan to fulfil 34 conditions in two stages, which Pakistan accomplished. The country fulfilled 32 out of 34 conditions in the last FATF meeting and completed the remaining two in this meeting.

They said that the final decision could be delayed till the next FATF meeting scheduled to take place in Paris in October.

Pakistan had launched a massive diplomatic effort to get off the FATF grey list. Minister of State for Foreign Affairs Hina Rabbani Khar, who is also the chair of Pakistan’s National FATF Coordination Committee, is leading the Pakistan delegation at the plenary meeting that started on June 14.

Pakistan needs the votes of Turkey, China, and Malaysia to get off the list, and all three countries have assured the Pakistani authorities of full support. That's why there are now bright chances that Pakistan may finally exit the FATF grey list after its current meeting being held in Berlin, Germany.

According to sources, during the recent visits of Prime Minister Shehbaz Sharif, Foreign Minister Bilawal Bhutto Zardari and Minister of State for Foreign Affairs Hina Rabbani Khar to different countries, important discussions took place regarding FATF. In all these meetings, a soft attitude towards Pakistan was expressed by important countries.

Pakistan has implemented almost all points of the FATF Action Plan, except for the penalties, and Pakistan has made prosecutions and all relevant legal amendments.

Pakistan was placed on the FATF list of countries under increased monitoring in June, 2018.

A Lahore High Court larger bench on Thursday sought arguments from a counsel for Chief Minister Hamza Shehbaz whether the court could nominate anyone to administer oath to a chief minister-elect if the governor refused to do so.

The bench headed by Justice Sadaqat Ali Khan was hearing appeals of the Pakistan Tehreek-i-Insaf (PTI) against three orders passed by single benches for oath-taking of Chief Minister Hamza.

Resuming his arguments, Advocate Mansoor Usman Awan, the counsel for Hamza, said the governor had no power to refuse oath to a chief minister even if it was written in the Constitution that votes of defectors were not counted. He said the governor could ask the chief minister for a vote of confidence but only after administering oath even if he believed that the election was not lawful. He said the presiding officer had the power to hold scrutiny of the votes.

PTI’s counsel Imtiaz Rasheed Siddiqui interrupted the chief minister’s counsel and said “then what power does the governor have.”


The bench asked the PTI’s counsel not to disrupt the proceedings and wait for his turn.

Later, the bench asked Mr Siddiqui about the letter of the then governor written to the president on the matter of the CM election. The counsel read the letter and said he personally believed that the governor was not given the right advice.

The bench asked former advocate general Ahmad Awais who was also present in court for his point of view as he had given the advice to the governor. Mr Awais said there was an extraordinary situation in the province.

The bench asked Mr Awais if he owned his advice as the governor refused to administer oath to the chief minister after his legal advice. The former advocate general said his advice was based on factual position.

The bench adjourned further hearing till June 28 and observed that the hearing would be completed before summer vacation in courts.

The appeals filed by the PTI argued that court had no jurisdiction to issue directions to the president of Pakistan and the governor. The appeals further argued that the PTI, the speaker, the governor and the president had not been given an opportunity of hearing by the court while issuing the impugned orders.

A single bench in its April 22 order had ruled that the governor could not refuse oath to a newly-elected chief minister of a province and expected that the president of Pakistan would nominate any person to administer oath to CM-elect Hamza without any delay.

The same bench, in its April 27 order on another petition of Mr Hamza, had advised the Punjab governor to ensure completion of the process of the administration of oath to the CM-elect, either himself or through his nominee within a day.

The third order was passed by another single bench on a third petition of Hamza wherein the National Assembly speaker was asked to administer oath to the CM-elect.

The Islamabad High Court (IHC) on Thursday directed the National Assembly secretary to submit a report regarding PTI leader and former human rights minister Dr Shireen Mazari's May 21 arrest, which IHC Chief Justice Athar Minallah observed was "not according to the legal process".

The IHC, while hearing a petition filed by the former minister's daughter, Imaan Zainab Mazari-Hazir, had termed Mazari's arrest in a land case registered with the Anti-Corru­ption Establishment (ACE) as unlawful. It had also ordered a judicial inquiry into her arrest and asked the federal government to frame its terms of reference (ToRs).

When the hearing resumed today, Deputy Attorney General Arshad Mehmood Kiani presented a notification issued by the federal government to constitute an inquiry commission.

The notification dated June 4, a copy of which is available with Dawn.com, stated the commission's ToRs. The members of the commission are retired justice Shakoor Paracha, retired inspector general of police (IGP) Dr Naeem Khan and retired federal secretary Saifullah Chattha.

According to the notification, the commission would inquire into the abuse of powers by public functionaries leading to deprivation of the right to liberty, ascertain the reason for failure to effectively investigate and hold perpetrators of the crime accountable, conduct an impartial and fair probe into Mazari's arrest, and make recommendations to prevent such incidents in the future.

The commission would submit its report to the federal government within 30 days, the notification stated.

During the hearing today, Mazari's lawyer, Ali Bokhari, argued that the commission had not undertaken any activity since the notification was issued, including summoning the former minister.

He also asked the court to inquire from the deputy AG whether his client's application to include the investigation of criminal proceedings against her in the ToRs had been accepted.

However, Justice Minallah observed that the court could not supervise the commission and asked the lawyer to let the body do its work.

The court's opinion was that the action against Mazari was "not according to the legal process", the judge observed.

He told the lawyer to submit another request if he had any objections in the future.

He then asked whether any report had been submitted by National Assembly Speaker Raja Pervaiz Ashraf. The deputy AG replied that he had not been given any report.

Justice Minallah observed that another MNA, Ali Wazir, was still in jail. "When they (PTI) were in government, they happily put people in [jail]. Have such incidents been investigated in this court?" he asked.

Subsequently, the court directed the NA secretary to submit the report and adjourned the hearing till July 7.

The US dollar breached another record on Thursday as it rose past Rs207 during early morning trade owing to concerns over depleting foreign exchange reserves and ambiguity regarding Pakistan's deal with the International Monetary Fund (IMF).

According to the Forex Association of Pakistan (FAP), the greenback was trading at Rs207.25, up 85 paisa at 12:20pm compared to the previous day's close of Rs206.46. On Wednesday, it had appreciated by Rs1.30.

In the open market, the dollar was trading at Rs208 today.

Asad Rizvi, former treasury head at Chase Manhattan Bank, outlined the rapid decline in the country's foreign exchange reserves as the main factor pressuring the rupee. "The urgency is to get the house in order per the IMF."

During the week ended June 3, liquid foreign exchange reserves of the State Bank of Pakistan declined by $497 million to $9.2 billion.

He highlighted that the government's measures of increasing the prices of petrol, electricity, and gas were not enough. "It will have to take more tightening measures in terms of abolishing subsidies, reducing the deficit, and imposition of additional taxes."

Rizvi further pointed out the need to resolve minor issues such as the 9 per cent tax to GDP ratio, 79 per cent GOP holdings, and 53 per cent advance deposit ratio so that the economy could get back on the track of stability.

On the other hand, Tresmark's research head Komal Mansoor said that the market would stay anxious until the IMF deal concluded. "That will also unlock other multilateral flows."

"It looks like the rupee may bottom out below the Rs210 level as many exporters are eager to look forward now,” she predicted.

Govt hikes petrol price by Rs24 per litre

Finance Minister Miftah Ismail on Thursday announced that the federal government has decided to raise the prices of petroleum products by Rs24 per litre.

The new prices will come into effect from midnight tonight, the minister said while addressing a press conference in Islamabad.

After the hike, petrol will be priced at Rs233.89 after a Rs24.03 hike, diesel at Rs263.31 after a Rs16.31 increase, kerosene oil at Rs211.47 after a Rs29.49 surge and light diesel at Rs 207.47 after an increase of Rs29.16.

Ismail said the government had no choice but to "pass on" the impact of international prices to consumers in Pakistan.

The government has raised the petrol price by more than Rs84 per litre in the last 20 days.

Explaining the reasons behind another hike in prices of petroleum products, the minister said that the international price of petrol was $120 per litre.

"Our country is still facing a loss of Rs24.03 in petrol, Rs59.16 in diesel, Rs29.49 in kerosene oil and Rs29.16 in light diesel oil," he told the presser.

He said the government was spending Rs120 billion on petrol subsidies. "I have been seeing the country's situation for 30 years, but I've never seen such a situation in terms of inflation."

He also blamed former prime minister Imran Khan for deteriorating the national economy.

Ismail said the government was tied by agreements made by the PTI government with the International Monetary Fund (IMF).

He acknowledged that the middle-class will also suffer from the petrol price hike, adding the government

"We have taken difficult decisions before and we will take in the future as well to protect the country from financial difficulties," the minister said.

In a statement issued by the Foreign Office (FO), the foreign minister visited the Shrine of Hazrat Imam Raza (RA) during his visit to Mashhad. He was received by the Governor-General of Khorasan Razavi province Yaghob Ali Nazari upon his arrival at the airport.

During the visit to the shrine, the foreign minister paid respects at the Shrine, signed the guest book, and met the Custodian and Trustee of Astana-e-Quds Razavi Hujjatullah Val Muslemein Ahmad Marvi.

“The Foreign Minister highlighted the importance of the promotion of the true spirit of Islamic teachings centred on peaceful coexistence, respect for all religions and mercy to humankind,” said the FO.

He also thanked Hujjatullah Marvi for the arrangements for Pakistani pilgrims, who visit Iran during Arba’een, and underscored the need for expanding mutual collaboration to facilitate their entry and stay in Iran.

Senior research fellow in AI at Oxford University, Professor Sandra Wachter thinks that the appeal of digital twins is “reminiscent of exciting science fiction novels, and at the moment that is the stage where it is at".

However, Wachter believes that AI is not a good predictor of “single social events, due to their inherent complexity. And so, we have a long ways to go until we can understand and model a person's life from beginning to end, assuming that is ever possible."

Digital twin technology is being used widely to replicate cities like Singapore and Shanghai for better infrastructure suggestions, designing sustainable bottles, Formula One racing cars and even in creating virtual model of the human heart for testing and analysis.

Dollar continues to extend gains, glides past Rs206

In line with expectations, the rupee has plunged further and crossed Rs206 against the US dollar for the first time in the inter-bank market on Wednesday.

The domestic currency was available at Rs206.09 against the greenback, losing a fresh Rs0.93, a currency market dealer reported at 9.45 am.

This is the fourth consecutive working day of free-fall in the rupee, losing a cumulative 2.65% (or Rs5.32) to date.

The central bank has seemed helpless in controlling the speculative fall in the rupee as the domestic fair value is projected at Rs190 against the greenback by BMA Capital Executive Director Saad Hashemy.

On Monday, Finance Minister Miftah Ismail said abolishing the subsidies on petroleum products till July was imperative to prevent the country from going bankrupt, hinting at another increase in the prices of fuel that whizzed past records earlier this month.

Ministry of Finance’s former adviser Dr Khaqan Najeeb said: “Markets are uncomfortable due to the uncertainty about the IMF loan programme.”

The country should have initiated the process of reviving the stalled loan programme a few months earlier," he added.

Pakistan envoy discusses bilateral ties with Joe Biden

Ambassador Masood Khan, Islamabad’s ambassador in Washington, has met US President Joe Biden on his visit to the White House where the two discussed building a "strong basis for moving Pakistan-US ties forward".

According to a press release issued by the Pakistan Embassy in the US, Khan visited the White House for a "meet and greet" and an official photograph with the US president — an established tradition for newly appointed envoys.

"During the ceremony, the US President and the ambassador had a brief conversation on building a strong basis for moving the US-Pakistan ties forward," the statement said.

The US government follows a tradition whereby after the appointment of new ambassadors to Washington, a ceremony is held at the White House where new envoys present their credentials to the head of state conforming to their appointment.

Khan was sent to Washington on March 25, when the PTI government was still in power, but after former prime minister Imran Khan’s ouster on April 11, there was speculation that the change in Islamabad would also impact diplomatic appointments.

Later, Pakistan’s envoy to the United Nations, Ambassador Munir Akram, explained that incumbent ambassadors continue to represent the country in foreign capitals unless specifically asked by the new government to return home. Neither Ambassador Khan nor Ambassador Akram was asked to do so.

On his arrival in Washington earlier this week, Khan received a letter from the chief of protocol at the US State Department, endorsing his appointment as Pakistan’s ‘working ambassador’ in Washington.

Later, on April 19, he also received a letter from the US president’s office, formally confirming his appointment.

Meanwhile, the statement issued today said that forty-six other ambassadors were also present there for the official photograph with the President, which was taken one by one. "They too had not been able to call on the President for more than a year because of the Covid-19 restrictions," it added.

Since President Biden’s age, 79, makes him particularly vulnerable to the virus, the White House tried to minimise the president’s contact with others. Diplomatic sources in Washington earlier told Dawn that Covid-19 had also hit the credentials ceremony.

Now, the White House processed all the documents and issues the necessary letters first and then invited an ambassador for the photo session.

'Air pollution cuts life expectancy by more than 2 years'

Chronic air pollution cuts average global life expectancy by more than two years per person, a study published showed, an impact comparable to that of smoking and far worse than HIV/AIDS or terrorism.

More than 97% of the global population lives in areas where air pollution exceeds recommended levels, the University of Chicago's Energy Policy Institute (EPIC) said in its latest Air Quality Life Index, which used satellite data to measure levels of PM2.5, hazardous floating particles that damage the lungs.

It said that if global PM2.5 levels were reduced to the five micrograms per cubic metre recommended by the World Health Organization (WHO), average life expectancy would rise by an average of 2.2 years.

Air pollution has been neglected as a public health issue, with funding to address the problem still inadequate, the study warned.

"Now that our understanding of pollution's impact has improved, there's a stronger case for governments to prioritise it as an urgent policy issue," said Christa Hasenkopf, director of EPIC's Air Quality Life Index.

Residents of South Asia lose an estimated five years of life as a result of smog, the study said, with India accounting for around 44% of the world's increase in air pollution since 2013.

Residents of China could live an average of 2.6 years longer if WHO standards were reached, though life expectancy has improved by around two years since 2013, when the country began a "war on pollution" that cut PM2.5 by around 40%.

EPIC's calculations were based on a previous study showing that sustained exposure to an additional 10 micrograms per cubic metre of PM2.5 would reduce life expectancy by nearly a year.

Not a single country managed to meet the WHO's 5-microgram standard in 2021, according to a survey of pollution data published earlier this year.

US envoy rejects Imran's regime change claim

After former Prime Minister Imran Khan claimed he was deposed due to a US-led coup and launched a statewide campaign, the new US ambassador to Pakistan, Donald Blome, signalled Washington's willingness to move on from the regime change debate by convening a strong two-way dialogue.

Blome said US is willing to engage in a robust two-way dialogue with Pakistan's government, political parties, and civil society.

Former PM Imran Khan had launched a statewide campaign asking for "freedom" from foreign powers' enslavement. As a result, rising anti-American sentiment emerged as the single most serious impediment to Washington's ability to achieve its foreign policy goals in Pakistan.

In an interview, Ambassador Blome reaffirmed the rejection of Khan's "regime change" claim, saying Washington was "quite clear" about it.

"However, I believe that the best thing we can do in the future is to continue interacting at all levels of Pakistani society, as we have done for the past 75 years!" he said. He went on to say that the involvement would not be restricted to government officials, but also include political leaders, corporate leaders, civil society, and youth.

As part of this two-way dialogue, he said he will "listen to and understand" what's going on here, "transfer that understanding" to Washington, and share US "ideas and perspectives as plainly and transparently as possible" with audiences here.

He added that beyond the polarisation in internal politics over US relations, Islamabad's new government has always been ready to revive bilateral ties. The first chance presented itself in the form of Secretary of State Antony Blinken's invitation to Foreign Minister Bilawal Bhutto-Zardari to attend a United Nations food security summit.

Bilawal and Blinken also met on the margins of the New York conference on May 18, the first high-level face-to-face communication between the two sides in months.

Ambassador Blome said that "a number of follow-ups" were being planned based on what the two foreign ministers said was on the agenda for their meeting.

"I'll do some of that here," he said, "and I expect we'll see a variety of US visitors to Pakistan in the coming months to expand on it."

The US and Pakistan are getting ready to start discussion on the health sector in Washington. This seems to be a step toward resuming formal bilateral talks that have been put on hold for a long time.

The envoy cited the two countries' "partnership" in combating the global COVID-19 outbreak as an example of health collaboration.

To help Pakistan fight the pandemic, the US has given it more than 61 million doses of COVID vaccine, $69 million in money, and $9 million in other kinds of help.

"We can build on this effort not only in terms of support but also in terms of expanding private sector collaborations in the health sector," the ambassador told the publication.

At that point, Ambassador Blome stated that he was "dedicated to fostering further development of our bilateral trade and investment," similar to the emphasis on investment and trade during the foreign ministers' meeting. He says that health, climate, and education are other areas where cooperation could be improved.

Ambassador Blome, the first full-time American’s ambassador in Islamabad in nearly four years, took over his post at a time when Afghanistan appears to be no longer a dominant issue in bilateral relations, following last year's withdrawal of US forces from the country at the end of a 20-year war, the longest in American history.

He stated that for some time to come, counterterrorism collaboration will continue to be a distinguishing element of the US-Pakistan partnership.

At the same time, Ambassador Blome stated that the United States seeks a "strong collaboration with Pakistan on counterterrorism" and that Islamabad should take "sustained" and indiscriminate action against all militant and terrorist groups.

The ambassador was asked directly if the US and Pakistan were talking about moving drone bases closer to Afghanistan as part of their efforts to work together more on fighting terrorism, but he didn't answer.

"The United States is dedicated to preventing terrorist threats from resurfacing, whether in Afghanistan or elsewhere." Terrorism is a global problem that requires a worldwide response. "We will continue to engage partners, friends, and critical states throughout the world on how to best confront terrorism," he said, citing President Joe Biden's remarks about developing capabilities and deploying forces in the region to prevent terrorists from reappearing from the horizon.

The ambassador said the US would work with Pakistan to "press the Taliban to prevent terrorist groups from using Afghanistan as a base for external operations and to meet the international community's expectations, including pressing the Taliban to adhere to their counterterrorism commitments, form an inclusive government, and protect women and girls' rights."

Pakistan's "ongoing efforts in fighting the financing of terrorism and prioritising anti-money laundering measures" were also praised by Ambassador Blome in an interview.

His comments came ahead of the Financial Action Task Force plenary meeting today (June 14) in Berlin. Pakistan, which has been on the global illicit finance watchdog's 'grey list' since June 2018, will have its progress assessed.

In a bid to combat online Hajj scams, the Saudi government has asked would-be Hajj pilgrims from many Western countries to apply for visas via a government portal online.

The new system was put in place as the Kingdom prepares to welcome 850,000 Muslims from abroad for the annual Hajj after two years during which pilgrims not already in Saudi Arabia were barred because of COVID-19 pandemic restrictions.

It applies to the United States, Canada, the United Kingdom, Europe and Australia, said one of the officials, who spoke on condition of anonymity.

Previously, pilgrims could register via travel agencies that organised Hajj trips, a system that sometimes led to scams, with "fake agencies" making off with victims’ money, a second official said.

Saudi Arabia announced in April it would permit one million Muslims from inside and outside the country to participate in this year’s Hajj.

State media announced the online portal a week ago, and the registration period ended Monday, the Hajj ministry said on Twitter.

Those who registered will be included in a lottery for Hajj visas.

One official who spoke to AFP acknowledged that some Muslims in the affected countries may have already tried to register via travel agencies, before the online portal was announced.

He said they would also be included in the lottery – which has not been scheduled – provided they had booked via an agency accredited by the Hajj ministry.

One of the five pillars of Islam, the Hajj must be undertaken by all Muslims who have the means at least once in their lives.

It consists of a series of religious rites that are completed over five days in Islam’s holiest city, Mecca, and surrounding areas of western Saudi Arabia.

It is due to begin in early July, and the first batch of foreign pilgrims since before the Covid-19 pandemic arrived from Indonesia just over a week ago.

The pandemic has hugely disrupted Muslim pilgrimages, which are usually key revenue earners for Saudi Arabia, bringing in some $12 billion annually.

Hosting the Hajj is a matter of prestige and a powerful source of legitimacy for Saudi rulers.

In 2021, the coronavirus outbreak forced Saudi authorities to dramatically downsize the Hajj for a second year, and just 60,000 fully vaccinated citizens and residents of the kingdom took part.

This year’s pilgrimage will be limited to vaccinated Muslims under the age of 65, the Hajj ministry has said.

Those coming from outside Saudi Arabia are required to submit a negative Covid-19 PCR result from a test taken within 72 hours of travel.

Saudi Arabia said Monday it would no longer require masks in most enclosed spaces, citing progress in fighting the pandemic.

However, masks will still be required in Mecca’s Grand Mosque, which surrounds the Kaaba, towards which Muslims pray, and the Prophet’s Mosque in Medina, where Prophet Mohammed is buried, according to a report published Monday by the official Saudi Press Agency, citing an interior ministry source.

Owners of establishments can also insist masks be worn if they wish, the report said, though mask-wearing has been sparsely enforced in recent months.

Since the start of the pandemic, Saudi Arabia has registered more than 778,000 coronavirus cases, more than 9,100 of them fatal, in a population of some 34 million.

Kidnaped journalist returns home

Senior journalist Nafees Naeem, who was picked up by unidentified men from Karachi's Nazimabad a day earlier, reached home Tuesday morning.

Naeem works as a senior assignment editor for Aaj News. A day earlier, he was buying groceries near his house when he was picked up by unidentified men.

However, in the wee hours of Tuesday, the Aaj News director confirmed that Naeem had reached home.

The case of Nafees Naeem’s kidnapping on the complainant of his brother was registered at the Gulbahar police station.

Following his disappearance, the Aaj News administration strongly condemned the incident and said the disappearance of a journalist is against the law.

The administration had said that legal action should be taken against Naeem if there is any case registered against him, however, the law gives the right to people to defend themselves.

"No law allows any institution to pick up anyone without any FIR or any charge against that person," said the administration.

The news channel had also demanded Prime Minister Shehbaz Sharif, Interior Minister Rana Sanaullah and Sindh Chief Minister Murad Ali Shah take notice of the incident and ensure the immediate recovery of the journalist.

Chances of Nawaz's return diminish amid new UK COVID variant

As the new COVID variant in the United Kingdom (UK) emerged, doctors warned PML-N supremo Nawaz Sharif against travelling.

According to media reports Former prime minister Imran Khan’s government had refused to renew Nawaz's passport after it expired in February last year but then interior minister Sheikh Rasheed had said if the PML-N supremo wanted to return, he could be issued a special certificate.

However, the incumbent government led by Prime Minister Shehbaz Sharif had issued on April 25 a new passport to the PML-N leader.

Following the issuance of a new passport to Nawaz, it was expected that he would return to the country.

According to the source, chances of Nawaz Sharif's repatriation have ended after doctors directed him to avoid travelling till he completes treatment.

“Doctors have advised [the] PML-N supremo to avoid travelling after a new variant of COVID emerged in the UK.”

Many European countries, including Germany and Portugal, have seen a rapid surge in the Omicron sub-variant BA.5 cases.

Due to the COVID sub-variant, 27,000 cases and 47 deaths were reported in Portugal on Wednesday.

In April, while speaking on Geo News programme Aapas Ki Baat, PML-N senior leader Javed Latif had said that Nawaz will return to Pakistan after Eid as currently there is no pandemic in the country.

Latif further said that after coming to Pakistan, Nawaz will face the cases against him.

“He [Nawaz Sharif] will face the courts and rule of law, but we expect neither should anyone should be treated as ladla [favourite] nor should anyone have to face brutality,” he added.

The PML-N supremo left for London in November 2019 following his illness as then Prime Minister Imran Khan had permitted him to go abroad for medical treatment.

In 2018, an accountability court had sentenced Nawaz to seven years in prison in the Al-Azizia Steel Mills corruption reference, while he was also sentenced to a total of 11 years in prison and slapped an £8 million fine (Rs1.3 billion) in the Avenfield properties reference.

Subsequently, in 2019, the Lahore High Court after suspending his sentence, allowed Nawaz to go abroad for medical treatment.

About 10,000 close contacts of the bar's patrons have been identified, and their residential buildings put under lockdown, and some planned school reopenings in the district have been postponed.

Queues snaked around some testing sites on Monday for more than 100 metres, according to Reuters' eyewitnesses. Large metal barriers have been installed around several residential compounds, with people in hazmat suits spraying disinfectant nearby.

Last week, as dine-in curbs were lifted, Heaven Supermarket Bar, modelled as a large self-service liquor store with chairs, sofas and tables, reclaimed its popularity among young, noisy crowds starved of socialising and parties during Beijing's COVID restrictions.

The bar, where patrons check aisles to grab anything from local heavy spirits to Belgian beer, is known among Beijing revellers for its tables plastered with empty bottles, and customers falling asleep on sofas after midnight.

With the almost 200 COVID cases linked to the bar since June 9, authorities described the outbreak as "ferocious" and "explosive" - people infected live or work in 14 of the capital's 16 districts, authorities have said.

Officials have not commented on the exact cause of the outbreak, nor explained why they are not yet reinstating the level of curbs seen last month.

The bar cluster was caused by loopholes and complacency in epidemic prevention, state-backed Beijing Evening News wrote in a commentary piece on Monday.

"At a time when ... normality in the city is being restored, the fall of Heaven Supermarket Bar means the hardship and effort of countless people have been in vain," the newspaper wrote.

If the outbreak grows, "consequences could be serious, and would be such that nobody would want to see," it added.

Heaven Supermarket Bar, and other businesses nearby, including the Paradise Massage & Spa, were under lockdown, with police tape and security staff blocking the entrances.

A handful of customers and staff at the parlour would be locked in temporarily for checks, authorities said.

In all, Beijing reported 51 cases for Sunday, versus 65 the previous day, in line with a national trend of falling cases.

Shanghai, which completed mass testing for most of its 25 million residents at the weekend after lifting its lockdown and many of its curbs at the start of the month, reported 37 cases, up from 29.

As Beijing authorities wrestled with new COVID cases in April, retail sales in the capital shrank 16% year-on-year, while property sales nosedived 25%. Data for May, due later this month, is expected to be dire as well.

Before the bar cases, there had been high hopes for a rebound in June.

Punjab, KP to unveil budget today

The provincial government's of Punjab and Khyber Pakhtunkhwa (KP) are all set to present the budget for fiscal year 2022-23, with a development outlay of Rs683.5 billion and Rs 350 billion, respectively.

Punjab will unveil the provincial budget with a total allocation of Rs3.226 for the incoming fiscal year, with over Rs127 billion reserved for the health card and a 15% pay raise, The News reported Monday.

Meanwhile, the Punjab government has decided to appoint Sardar Awais Laghari to the portfolio of finance minister to present the budget in today's session summoned by Punjab Governor Balighur Rehman.

The government has planned an over Rs350 billion subsidy package in the budget, including Rs200 billion for flour subsidy and Rs134 billion for other subsidies.

A new subsidy of Rs15 billion is earmarked to the power consumers with up to 200 units consumption. Further, the subsidy on public transport will also continue.

The government intends to increase the subsidy on public transport to encourage people to use it and reduce personal vehicles to reduce petrol consumption.

Like the federal government, the Punjab government has also decided to increase salaries and pension of employees with a similar proportionate alongside merging the previous ad hoc increases into the basic salary.

By doing it, almost a 20% real time increase will be in the salaries.

The Punjab government will also continue the PTI’s flagship project of health card with a whooping allocation of Rs127.34 billion. According to the proposed plan, the total allocation for the Annual Development Plan (ADP) 2022-23 is Rs683.5 billion.

The health sector has the highest allocation with Rs173 billion, including Rs152 billion for specialised healthcare and medical education and Rs21 billion for primary and secondary healthcare.

The special initiatives/programmes have the second highest allocation of Rs110.5 billion, while the road sector has the third highest allocation with Rs78 billion.

The education sector’s total development allocation is Rs56.2 billion. School education gets Rs39 billion, higher education Rs13 billion, special education Rs1.2 billion and literacy and non-formal education Rs3 billion.

According to the proposed plan, Rs7.5 billion was earmarked for sports and youth affairs, Rs2.4 billion for population welfare, Rs1.6 billion for social welfare, Rs11.95 billion for water supplies and sanitation, while Rs900 million for women development.

 The government has planned to allocate Rs19.05 billion to local government and community development projects, Rs78 billion to roads and infrastructure, Rs27.63 billion to energy, Rs21.37 billion to urban development, Rs14.77 billion to agriculture, Rs4.5 billion to forestry, Rs990 million to wildlife, Rs1.1 billion to fisheries, and Rs500 million to food department development projects.

Govt to revisit salary tax relief

As the International Monetary Fund (IMF) completely rejected the proposed tax relief in the Personal Income Tax (PIT) to the tune of Rs47 billion, the government is left with no option but to consider making changes to the proposal.

While the Federal Board of Revenue (FBR) has given the relief to the salaried class earning up to 1.2 million rupees per annum, a media outlet qouted top official sources as saying that the IMF conveyed its clear reservations regarding the proposed rate for the PIT.

To provide relief to the urban middle class, the Fund wants that the relief be restricted only to people with up to Rs0.2 million earning per month and that tax rates should be jacked up later in other slabs.

Contrary to this broader agreement with the IMF during the sixth review under the PTI-led government which was placed as a structural benchmark under the Fund agreement, the FBR proposed relief to those who are earning up to one million rupees per month in salary in the budget for 2022-23 through Finance Bill 2022 in Parliament.

These proposed PIT rates, if not changed, could turn into a major blockade to strike a staff-level agreement with the IMF.

The IMF wanted increased revenue collection up to Rs125 billion by placing PIT in a progressive format but the government took steps another way round and made it impossible for both sides to strike a staff-level agreement under the $6 billion Extended Fund Facility with the existing proposal of PIT.

The Finance Bill 2022 proposed that the taxable ceiling up to Rs1.2 million will pay just Rs100 tax. Earlier, the salary earner up to Rs800,000 on a per annum basis would have to pay Rs10,000, up to Rs1.2 million Rs30,000 and up to Rs2 million Rs120,000. Under the proposed rate, the salary earner of Rs2 million per annum will have to pay only Rs56,000.

The salary earner up to Rs3 million used to pay Rs282,000 on an annual basis but now the proposed rate of the tax liability is reduced to Rs159,000.

The salary earner up to Rs4 million had to pay income tax of Rs470,000 but now under the proposed rate, the tax liability is reduced to Rs304,000. The salary earner up to Rs5 million had to pay a tax amount of Rs670,000 but under the proposed rate, the tax liability was reduced to Rs479,000.

The tax rates proposed under the Finance Bill 2022 continued providing relief up to Rs one million salary earner who had to pay Rs1.845 million tax amount but now under the proposed Finance Bill 2022, the tax liability was reduced to Rs1.554 million for salary income up to Rs one million per month.

In the remaining slabs up to Rs20 million, Rs40 million, Rs60 million, and Rs80 million, the proposed tax rates were revised upward.

When contacted, former Director-General Economic Reform Unit (ERU) Ministry of Finance, Dr Khaqan Najeeb, said the only way out of the stalemate with the IMF would be bringing changes to the proposed slabs that would be a pre-requisite to strike an agreement with the IMF. He explained the changes that the relief should be given to Rs0.2 million per month.

In the Finance Bill 2022, the FBR increased the limit of taxable ceiling from Rs600,000 to Rs1,200,000, and the number of slabs was reduced from 12 to 7 under the Personal Income Tax regime.

According to new slabs introduced for the salaried class, where taxable income does not exceed Rs600,000, there will be zero tax. Where the taxable income exceeds Rs600,000 but does not exceed Rs1,200,000, there will be a tax of just Rs100.

Where the taxable income exceeds Rs1,20,000 but does not exceed Rs2,400,000, there will be a tax of 7% of the amount exceeding Rs1,200,000.

Where the taxable income exceeds Rs2,400,000 but does not exceed Rs3,600,000, there will be Rs84,000 plus 12.5% of the amount exceeding Rs2,400,000 on a per annum basis. Where the taxable income exceeds Rs3,600,000 but does not exceed Rs6,000,000, the FBR will impose a tax of Rs234,000 plus 17.5% of the amount exceeding Rs3,600,000.

Where the taxable income exceeds Rs6,000,000 but does not exceed Rs12,000,000, the FBR will deduct Rs654,000 plus 22.5% of the amount exceeding Rs6,000,000. Where the taxable income exceeds Rs12,000,000, the FBR will charge a tax amount of Rs2,004,000 plus 32.5% of the amount exceeding Rs12,000,000 on a per annum basis.

McDonald's MCD.N restaurants opened their doors in Moscow once again on Sunday under new Russian ownership and a new name, "Vkusno & tochka," which translates as "Tasty and that's it."

The famous Golden Arches have been taken down and replaced with a new logo, resembling a letter "M", comprising two fries and a hamburger patty against a green background.

Chief executive Oleg Paroev said the new company had settled on the new name — a closely guarded secret — only the day before the launch.

There was some speculation on social media about how best to translate the new name into English. "Tasty and that's it" was broadly adopted, although another suggestion was: 'Tasty. Full stop.'


"Vkusno & tochka" reopened on Sunday in Pushkin Square in what was McDonald's first restaurant in Soviet Moscow in 1990, when it sold as many as 30,000 burgers, but the queue outside the restaurant was much smaller than three decades ago.

The chain will keep its old McDonald's interior but will remove any trace of its former name.

Initially, 15 rebranded restaurants will open in and around the capital, followed by another 200 restaurants by end-June and all 850 by the end of summer, executives said on Sunday.

The new owner said up to 7 billion roubles ($126 million) will be invested this year in the business, which employs more than 50,000 people.

McDonald's flagship Big Mac and other burgers and desserts such as McFlurry are missing, but other popular items are on a smaller menu and sold at slightly lower prices.

A double cheeseburger was going for 129 roubles ($2.31) compared with roughly 160 at McDonald's and a fish burger for 169 roubles, compared with about 190 previously.

Paroev said the chain would keep prices "affordable". He said they would likely rise due to inflation, but not higher than its competitors, he said.

Most ingredients come from within Russia, but some items weren't immediately available due to logistical difficulties and because some suppliers had left Russia. For instance, it needs to find a new soft drinks supplier after Coca Cola suspended business there.

Siberian businessman Alexander Govor has taken over the franchise operation through his firm GiD LLC. He had been a McDonald's licensee since 2015 and had helped the chain expand into remote Siberia, where he operated 25 restaurants.

Russian authorities have said McDonald's will have an option to buy its restaurants back in 15 years.

Govor told reporters on Sunday that the price he paid was "far lower than the market price" and had been a "symbolic" figure. The U.S. chain booked a $1.4 billion charge for the deal. McDonald's did not respond to a request for comment on the price.

Russia and Ukraine accounted for about 9%, or $2 billion, of McDonald's revenue last year.

McDonald's former Russian head, Paroev, is running the business. Until the takeover, he had worked for McDonald's for seven years, including as chief financial officer of the Russian business for six and a half years until November 2021, according to his LinkedIn profile.

He was appointed Russia's McDonald's CEO in February, weeks before Moscow sent tens of thousands of troops into Ukraine on Feb. 24.

Govor will retain the chain's tens of thousands of employees for at least two years, the U.S. company said.

On the special directives of Aviation Minister Khawaja Saad Rafique, a Pakistan International Airlines (PIA) flight will depart for Syria tomorrow (Monday) to bring back Pakistanis stranded in the war-torn country due to the Israeli bombing of the Damascus airport.

The PIA finalised plans to send a flight to Syria after a request was made via a letter by the Pakistani envoy in Damascus. The letter was addressed to the PIA CEO and the Government of Pakitan.

In the letter, the envoy asked the national carrier to send its plane to the Syrian city of Aleppo as the airport in Damascus was unusable.

A statement issued by PIA said that the flights to bring back the stranded Pakistanis will leave on June 13 (tomorrow).

As per the plan, in the first phase, the Pakistanis in Damascus will be transported to Aleppo via a bus from where the PIA flight will bring them back.

The accused in the Bahauddin Zakariya Express gang rape case also filmed the victim during the heinous crime, the investigation officer (IO) informed the trial court while revealing more findings of the probe.

A woman travelling to Karachi from Multan via a train service running under the private sector was gang-raped by two ticket checkers, their in-charge and two others, it emerged on May 30, 2022. Five suspects have so far been arrested in the case with three of them caught on just the day after the incident was reported.

During the hearing of the case on Saturday, the IO said that they need to retrieve the videos from the mobile phones of the suspects and recover their uniforms, requesting the court for an extension in the physical remand of the suspects.

Accepting the request, the court extended the physical remand of the five arrested suspects, including Muhammad Zahid, Aqib Muneer, Zohaib, Amir Raza and Abdul Hafeez.

On Thursday, the victim had identified two of the suspects during an identification parade held in the court of the judicial magistrate of Karachi South.
