French police fired tear gas and arrested more than 250 people in Paris on Saturday as they tussled with “yellow vest” protesters seeking to revive an anti-government movement curbed by a coronavirus lockdown this year.

The “yellow vests”, named after motorists’ high-visibility jackets, emerged in late 2018 in protest against fuel taxes and the cost of living, posing a major challenge to President Emmanuel Macron as demonstrations spread across France.

By midday on Saturday, hundreds of demonstrators had gathered at the starting points of two authorised marches in Paris.

While one cortege proceeded without incident, the other march was aborted as police clashed with groups who left the designated route and set fire to waste bins and a car.

Some protesters wore black clothes and carried the flag of an anti-fascist movement, suggesting the presence of radical demonstrators dubbed “black blocks” often blamed for violence at street marches in France.

The police repeatedly used tear gas to counter small groups of roaming protesters, before they dispersed towards the end of the afternoon.

Police had made 256 arrests by 1600 GMT, with many for carrying items like tools that could be used as weapons.

A heavy police presence notably worked to prevent protesters reaching the Champs-Elysees. The famous shopping avenue was the scene of rioting at the height of the ‘yellow vest’ movement, and many stores there were boarded up on Saturday.

The return of the protests comes as France grapples with a resurgence in coronavirus cases that set a daily high on Thursday at nearly 10,000.

Police had called on Saturday’s demonstrators to respect coronavirus measures in Paris, which is among France’s high-risk “red zones” and where it is compulsory to wear a face mask in the street.

According to ISPR, an improvised explosive device was exploded near security forces check post on Road Boya- Miranshah in Northwazirstan, resulting in the martyrdom of Sepoy Sajid, age 33 years embraced martyrdom.

The security forces have cordoned the area for clearance operation, added ISPR.
Earlier on June 11, at least two Pakistan Army personnel were martyred after their vehicle hit an improvised explosive device (IED) in North Waziristan area of the Khyber Pakhtunkhwa (KP) province.

According to details shared by the ISPR, the Pakistan Army vehicle hit a landmine in Miramshah, administrative headquarters of North Waziristan area.

The incident led to the martyrdom of two soldiers and wounded two others. The martyred soldiers have been identified as Subedar Aziz and Lance Naik Mushtaq.

The Inter-Services Public Relations (ISPR) said that security troops deployed at the sight effectively engaged the terrorists killing five.

Pakistan Railways slashed ticket charges by 10 percent across all AC Business and 5 percent across all AC Standard classes, on Saturday.

The concession in tickets for both the AC Standard class and AC Business class shall reflect from Sept 21 throughout the department.

Moreover, the department announced the restoration of dining restaurant cars across all the express trains from Sept 14.
It said the dining restaurant cars were restricted earlier in the wake of COVID-19 breakout. However, now the passengers can avail breakfast, lunch and tea among other edibles from their express trains.

The cut shall reflect from Sept 21 in both the AC Business classes and the AC Standard class.

In another development, announced by the department the same day, Pakistan Railways decided on Saturday to launch two new railway trajectories from Lahore, each to Narowal and to Sahiwal destinations.

The train from Lahore, called Faiz Ahmed Faiz, shall embark on its journey to Narowal at 06:30 PM to conclude its journey at 08:55.

The return will take place from Narowal at 05:30 AM to arrive at Lahore by 07:50 AM.

Another train, Lasani Express, will be from Lahore en route to Sahiwal which will be scheduled to leave Lahore 03:45 PM and to arrive at destination by 07:45 PM.

Lasani Express shall depart from Sahiwal at 06:00 AM and will reach Lahore by 09:55 AM, according to the department.

The purpose of operating passenger trains between these destinations is to expedite the travel for the labour class, the department said.

Keeping in view the improved coronavirus situation across the country, Pakistan Railways earlier announced to restore six more passenger trains from 17th of August

According to a spokesperson for PR, Hazara Express, Fareed Express, Rehman Express, Moenjo Daro Passenger would resume their operations

The Punjab government has launched a manhunt to apprehend the suspects in the Lahore motorway gang rape case after having identified both of them "using scientific evidence".

Chief Minister Punjab Usman Buzdar while vowing that the two culprits will be arrested soon, announced Rs2.5 million reward for any information leading to their arrest. He said that the identity of those bringing forward any information will be kept confidential.

Inspector General of Police Inam Ghani said that the police has the entire record of both suspects in the case.

"A special investigation was constituted in which officers from the CTD, Special Branch, and an officer from the unit of violence against women were a part of the team," Ghani said.

He said that the entire area where the incident took place was canvassed.

Ghani said that scientific investigation is a time-consuming process.

"Chief Minister Buzdar has cooperated with us throughout and was in contract with us even at night — till 1:30, 2am," he said.

The police chief said that ultimately, yesterday night, "through scientific evidence", the prime suspect was identified as Abid Ali.

"Ali is a resident of Bahawalnagar, Fort Abbas," he said.

"Our teams worked hard to gain information about Ali and were able to get information on his family, his prior records, his CNIC, and number."

IGP Ghani said that after the police went through the records they had gathered they got to know that the suspect had four sims registered in his name that he used on several occasions. All of the sims, however, were currently non-functional.

"Ultimately, we tracked down another number — that was not registered to his name — and it proved our suspicions right. Through this number, we were able to reach his partner as well," he said.

The Punjab police chief added: "We are 95% sure that [the person we have tracked down] is his partner as his phone signals were traced to the location of the crime [at the time of the incident]."

He said that today, at 12pm, "we were ready to raid their residences and apprehend them", but upon reaching the locations found that they are not there.

"The police were then able to track down the suspects' residences to Qila Sattar Shah, District Sheikhupura," IGP Ghani said.

"Unfortunately, despite raiding both the suspects' residences, we were not able to get a hold of them," he added.

He said that owing to information out in the public domain, the suspects "were aware that the cops were closing in".

Addressing an international peace conference via a video link in Islamabad, the foreign minister noted that Pakistani citizens and law enforcement personals have rendered invaluable sacrifices in the war against terrorism.

The foreign minister paid tribute to Pakistan's efforts for bringing about peace in Afghanistan, saying that everyone's joint efforts were paying off as both sides take to the table for talks. He said that durable peace in Afghanistan was in Pakistan's interest.

Speaking about the world's attitude over the past couple of decades towards Afghanistan, he said that it was imperative that the mistakes of the past were not repeated and the Afghan people were not abandoned.

"The progress achieved should not be wasted. A prosperous and peaceful Afghanistan will bring new opportunities for the people and would also open new vistas of cooperation and connectivity in the region and beyond," he said.

Suggesting a four-pronged way forward, the minister called upon the international community and all concerned to come forward and continue to support the Afghan-led and Afghan-owned peace process while respecting the consensus that emerges from the intra-Afghan negotiations.

Secondly, he called upon the global community to ensure that Afghanistan neither witnesses the violence of the days in the past again nor becomes a space for elements to harm other countries beyond its borders.

Thirdly, he said it was important to deepen and sustain economic engagements with Afghanistan for its reconstruction and economic development and lastly, to ensure a well-resourced and time-bound return of Afghan refugees to their homeland with dignity and honour.

“At this moment of hope, I'll reassure my Afghan brethren that Pakistan will always show full support and solidarity with them as they continue their momentous journey on the path of peace, security, and development,” the minister affirmed.

“News on the arrest of a suspect on TV channels and social media are incorrect,” said IGP Ghani, adding that he would share any 'success' in the case with media as he was monitoring the investigation himself.

“Such unconfirmed news affects the case and is also misleading for the public,” said Punjab's top cop. He also said that pictures of the woman and the suspect of the case being shared on social media were fake.

The police officer urged media not to run reports before confirming them and urged people to have trust in the police.

“We will soon arrest the accused and bring them to justice,” vowed IGP Ghani.

25 suspects with criminal record missing in villages around the motorway

During the investigation of the incident, it emerged that 25 suspects with criminal records were missing from Karol and adjoining villages.

According to police, a search and sweep operation is underway in the 5km near the Eastern Bypass – where the horrific incident took place.

On the other hand, the police have taken DNA samples of 53 people from three villages – all of whom are between the ages of 20 and 35 years.

Besides, IG Punjab Inam Ghani said that information was also being sought from the Election Commission of Pakistan (ECP) and The National Database and Registration Authority (NADRA) regarding the case.

Saying that false news should not be spread regarding the case and ongoing investigations, Ghani clarified that no ring has been found and no suspects have been arrested. Moreover, the victim's ATM card has not been used as of yet.

IG Punjab said that no DNA match has taken place yet and that the information would be made public if any progress is made in this regard.

According to reports, police recovered the gold ring of the woman which was found in the fields where she was reportedly taken and raped in front of her children. The attackers had taken Rs100,000 cash and other valuables of the victim with them while fleeing.

A special investigation team (SIT) visited the crime scene on Friday and restructured the heinous act. However, the investigators could not find any tangible clue to the culprits.

Lahore Police have completed the criminal profiling of 15 suspects who could be involved in the crime. Police is using both traditional and modern methods to probe the case. A member of the investigation team told that DNA [deoxyribo-nucleic acid] samples of suspects are being sent to the Forensic Science Agency. The reports will take some time to match with the victim.

Additional security on Lahore-Sialkot Motorway

Meanwhile, Inspector General of Police (IGP) Punjab Inam Ghani said that teams of Punjab Highway Patrol (PHP) and Special Protection Unit (SPU) had been deployed for security duties on the Lahore-Sialkot Motorway.

He said the PHP and SPU teams would patrol the motorway 24 hours a day in three shifts, which would ensure safety of lives and property of citizens and help curb criminal acts.

Reacting to news in a section of the media about the main culprit being arrested, the termed it as "fake news".

However, the IGP Punjab and Shahbaz Gill said there was no such development, adding that once the suspects would be arrested, they would be presented in front of the entire world.

The IGP directed Additional IGP PHP Captain (retd) Zafar Iqbal Awan to conduct field visits to inspect and monitor the security arrangements of the Lahore-Sialkot Motorway.

The US-backed negotiations come six months later than planned owing to bitter disagreements over a controversial prisoner swap agreed in February.

Talks will begin a day after the 19th anniversary of the 9/11 attacks which led the US to invade Afghanistan and topple the Taliban regime that had been sheltering Al-Qaeda leader Osama bin Laden.

The two sides must flesh out "how to move their country forward to reduce violence and deliver what the Afghan people are demanding — a reconciled Afghanistan with a government that reflects a country that ins't at war," said US Secretary of State Mike Pompeo, who will attend the talks' opening.

President Donald Trump, up for re-election in November, has pushed hard to end America's longest war and wants all foreign forces to leave Afghanistan by next year.

A comprehensive peace deal could take years, and will depend on the willingness of both sides to tailor their competing visions for the country.

The Taliban, who have refused to recognise President Ashraf Ghani's government, will push to reshape Afghanistan into an Islamic "emirate".

Ghani´s administration will seek to maintain the Western-backed status quo of a constitutional republic that has enshrined many rights including greater freedoms for women.

Ending the war

"My beard was black when the war began, it is snow white now and we are still in war," said Kabul resident Obaidullah, 50.

"I don´t believe the war will end that soon, I am sceptical about the talks because both sides want their full agenda and their system enforced," added the retired civil servant.

Many Afghans fear any Taliban return to power — partial or in full — could lead to a return of controversial laws.

The insurgents claimed victory in February after signing a Qatari-mediated deal with Washington that laid out a timetable for talks.

Qatar has quietly led mediation efforts which have been complicated by violence in Afghanistan and the coronavirus crisis, with Doha's chief negotiator Mutlaq al-Qahtani stressing on Thursday "the power of diplomacy".

Doha invited the Taliban to open a political office in 2013 and helped broker February´s troop withdrawal deal between Washington and the Taliban.

The arrangement has led to tense moments like when the Taliban raised their flag above the office, sparking fury in Kabul.

On Friday two Afghan national flags were carried into the Doha luxury hotel that will host the talks as turbaned Taliban queued alongside media and caterers to have coronavirus tests ahead of the gathering.

China’s latest move comes days after Washington announced new restrictions on staff working for Beijing’s foreign missions, such as a requirement to seek approval for university visits or meetings with local officials.

“The Chinese side has recently sent a diplomatic note announcing reciprocal restrictions on the US embassy and consulates,” the ministry said in a statement.

It added that the unspecified countermeasures will apply to all US embassy and consulate staff, including the consulate-general in Hong Kong and its personnel.

“It must be stressed that these measures are China’s legitimate and necessary response to the erroneous US moves,” the ministry said, urging the US to “immediately correct its mistakes” and lift the earlier curbs.

A tit-for-tat dispute over foreign missions flared up in July when Washington ordered the closure of the Chinese consulate in Houston, prompting Beijing to shutter the American presence in Chengdu.

Bahrain joined the United Arab Emirates in agreeing to normalize relations with Israel on Friday, a move forged partly through shared fears of Iran, but one that threatens to leave the Palestinians further isolated.

U.S. President Donald Trump tweeted the news after he spoke by phone to Bahrain’s King Hamad bin Isa Al Khalifa and Israeli Prime Minister Benjamin Netanyahu, the White House said.

“This is truly a historic day,” Trump told reporters in the Oval Office, saying that he believed other countries would follow suit.

“Opening direct dialogue and ties between these two dynamic societies and advanced economies will continue the positive transformation of the Middle East and increase stability, security, and prosperity in the region,” the United States, Bahrain and Israel said in a joint statement.

The announcement comes one month after Bahrain’s fellow Gulf Arab State, the United Arab Emirates, agreed to normalize ties with Israel under a U.S.-brokered deal which is scheduled to be signed at a White House ceremony hosted by Trump on Sept. 15.

The Israel-UAE ceremony will be attended by Israeli Prime Minister Benjamin Netanyahu and Emirati Foreign Minister Sheikh Abdullah bin Zayed al-Nahyan. The joint statement said Bahrain’s Foreign Minister Abdullatif Al Zayani would join that ceremony and sign a “historic Declaration of Peace” with Netanyahu.

On Friday, Netanyahu said Bahrain’s decision marks a “new era of peace.”

“For many long years, we invested in peace, and now peace will invest in us, will bring about truly major investments in Israel’s economy - and that is very important,” Netanyahu said in a video statement.

Emirates Ministry of Foreign Affairs spokeswoman Hend al-Otaiba congratulated Bahrain and Israel, saying it marked “another significant and historic achievement which will contribute enormously to the stability and prosperity of the region.”

In Gaza, Hamas spokesman Hazem Qassem said Bahrain’s decision to normalize relations with Israel “represents a grave harm to the Palestinian cause, and it supports the occupation.”

In its 14-page, the institution sought suspension of bail to Nawaz Sharif in Avenfield reference besides seeking action against the PML-N leaders. It is pertinent to mention here that the high court had suspended 10-year jail term of Nawaz Sharif in Avenfield reference.

Yesterday, the IHC had ruled that the court will decide on September 15 whether former prime minister will get any relief or not. A two-judge bench comprising Justice Aamir Farooq and Mohsin Akhtar Kayani was hearing appeals filed by the PML-N supremo against his conviction in the Al-Azizia and Avenfield cases. He had filed a plea seeking exemption from personal appearance in today’s hearing the other day.

The bench questioned how can the court proceed with his plea without his surrendering before it and directed both his lawyer Khawaja Haris and the NAB prosecutor to forward their arguments in this regard on next hearing.

Former South Africa Test player Jonty Rhodes has been appointed as Sweden’s head coach as part of plans for ‘growth and development’ of the game, the country’s cricket federation announced on Thursday.

“Swedish Cricket Federation to invest in junior cricket, high performance and growth through the appointment of South African cricket great, Jonty Rhodes as head coach,” said the federation’s statement.

Rhodes, who played 52 Tests and 245 One-day Internationals for the Proteas, averaged over 35 with the bat in both formats and is regarded as one of the greatest fielders ever to play the game.

Since retiring from playing, Rhodes, who also played hockey for South Africa, has been a fielding coach for the Proteas as well as for Kings XI Punjab in the Indian Premier League (IPL).

“I am really excited to relocate to Sweden with my family and work together with the Swedish cricket community,” said the 51-year-old, currently in Dubai ahead of this year’s delayed IPL.

“This opportunity has come at a perfect time and I am grateful to be able to invest my energies in a completely new environment. I can’t wait to get started.”

The Swedish federation said cricket was the second-fastest growing sport in the country, seeing a 300 percent increase in participation over two years.

“Our growth targets and key areas are directed toward junior cricket and high performance,” said Benn Harradine, sports director of the Swedish Cricket Federation.

“Jonty will play a pivotal role in lifting our players as well as assisting in securing quality coaching framework for the future sustainability of the game.”

Rhodes will start his job in mid-November.

While Sweden have never featured strongly in the cricket world, the game has long been played by Scandinavian neighbours Denmark.

Several Danes have progressed to first-class cricket including Ole Mortensen, who spent 11 years with Derbyshire, and Copenhagen-born Amjad Khan who played for Kent and Sussex as well as one Test for England in 2009.

Another Scandinavian player, Buster Nupen, who was born near Alesund in Norway, played 17 Tests for South Africa between 1921 and 1936.

Punjab law minister Raja Basharat on Friday said that the motorway gang rape which took place near Lahore's Gujjarpura area is a "blind incident with no evidence".

The law minister was addressing the media after having surveyed the crime scene on Lahore's Ring Road highway.

"This is a blind incident. There is no overt evidence to take the matter forward. We will have to develop the evidence through an investigation and have it corroborated and only then will we be able to get to a point where we can have a concrete picture," the law minister said.

He said he "accepts" that it is a challenge for the Lahore police, and therefore, is a challenge for the Punjab government.

"Our monitoring committee is reviewing all administrative aspects and we are looking at how we can take the investigation forward," Basharat said.

"There is a special committee formed by the IGP which is probing the incident under which about 28 teams are working. They are looking at the case from various angles

"Whatever evidence we could collect from the crime scene we did and the forensic team will present a report soon. The lady's medical tests have also been carried out," he added.

At this time the Punjab government and Chief Minister Usman Buzdar's "total emphasis" is on apprehending the culprits.

The law minister said that the people's sentiments were high at the moment and so is the government sorrowful over the incident.

"The provincial government is responsible for the safety of our women [...] we will put forward recommendations to the chief minister so that such incidents do not occur in the future."

He said the Punjab Highway Patrolling Authority was made dysfunctional but now the chief minister has approved the purchase of new cars for the unit and for better patrolling, 500 new cars are being purchased for the police force in general.

Basharat said the people's confidence will be restored when the culprits are brought to justice and "no one responsible will be able to escape punishment".

Managers at electric carmaker Tesla on Thursday demonstrated new supercharger equipment on a Berlin research campus, saying they were looking at more target cities to attract potential buyers worried about access to charging.

“Now, as part of our commitment to make Tesla ownership easy and convenient for everyone including those without immediate access to home or workplace charging, we are expanding out supercharging network into city centres,” said Jeroen van Tilburg, manager Europe of charging infrastructure at Tesla.

A company spokesman told reporters Tesla would open at least one more inner-city fast charging site in Germany in 2020, possibly more.

He stressed that Tesla still believed in slow workplace and residential charging as the main way to charge vehicles but wanted to offer a quicker option.

The so-called V3 charger allows Tesla Model 3 cars to charge within five minutes enough to travel 120 kilometres (75 miles).

Older Tesla models would receive relevant software upgrades.

German policymakers aim to boost demand for electric cars to cut emissions.

“We have a lot to make up for in terms of charging infrastructure,” said Germany’s Economy Minister Peter Altmaier at the event.

He reiterated pledges to speed the roll-out of public charging points and permits for private charging which had hampered sales in the past.

Latest legislation for a green-led recovery after the coronavirus crisis offers buyers incentives and helps bump up power grids.

Tesla has chosen a site near Berlin for a new factory due to start operating next year.

Separately to the event, the Frankfurter Allgemeine Zeitung newspaper said on Thursday the factory had the potential to create 40,000 jobs, citing the economy minister of Brandenburg state.

Verification system for advance sales tax registration introduced
The Federal Board of Revenue (FBR) has introduced an advance sales tax registration verification mechanism to minimise chances of bogus and paper-based companies.

The FBR policy board — headed by its Chairman, Finance Adviser Dr Abdul Hafeez Shaikh — reviewed in detail the mechanism and other measures adopted so far to facilitate taxpayers.

FBR Chairman Javed Ghani informed the board that a technologically advanced sales tax registration verification mechanism is introduced whereby officers with tablets will be sent to capture real-time information and pictures including GPS coordinates of businesses requiring verification.

Details of data sharing arrangements agreed to by 12 other organisations with FBR were also discussed in the meeting.

Shaikh stressed on the need to establish a link between National Database Regulatory Authority and FBR for data sharing and analytics. He created a subgroup of members to point out and sort the difficulties that are hindering the progress in this regard.

This subgroup consists of Hammad Azhar, Dr Ishrat Hussain, Faiz Kamoka, FBR and Nadra chairpersons and will share its report with Shaikh in a week’s time.

The FBR has announced to soon launch the automated system for e-filing of appeals and is also in the process to automate the Commissioner IR (Appeals). This will enable taxpayers to e-file appeals against orders by income tax authorities on the Iris portal and also facilitate the Commissioner IR to efficiently dispose off the appeals using the same.

It will also minimise the physical contact with the taxpayer, facilitate filing of appeal, reduce the cost of doing so and ensure efficient service delivery with transparency. The taxpayer will be able to file appeals, application for condonation, rectification, stay and additional grounds.

Ghani briefed the adviser on measures taken and future course planned to improve skills and competence of its staff by providing different in-house and foreign trainings to improve managerial competence and adopt a culture of performance-based incentives including promotions.

Shaikh took a special notice of the difficulties traders are facing due to stoppage of containers at the Torkham Border. Member Customs Tariq Huda informed that necessary steps have been taken and the issue will be resolved within the coming weeks.

He was also updated that the steering committee on Pakistan Single Window has met four times and the decisions taken during the fourth meeting are mostly implemented. The PSW Bill 2020 has been introduced in the Parliament, modified PC-I has been approved by the Central Development Working Party, PSW Company has been incorporated and the hiring process for filling up the top positions has been initiated.

The adviser was informed that a development team is working to roll out the first phase of the PSW system in the current fiscal year and in this regard negotiations are underway with Nadra, SECP and 1LINK for information exchange.

The chairman gave approval for giving directives to ministries to finalise policy intervention by September 15 and appoint focal persons and, for modification of previous decision of the steering committee to allow hiring in PSW Company as per relevant law, rules and guidelines of the SECP.

China accused Washington of committing “political persecution and racial discrimination” on Thursday, after the US confirmed it had revoked the visas of more than 1,000 Chinese students under an order by President Donald Trump that accused some of espionage.

Trump declared in May that some Chinese nationals officially in the United States for studies have stolen intellectual property and helped modernise China’s military, as tensions between the two countries soar on multiple fronts.

China’s foreign ministry hit back on Thursday, saying the US should “immediately stop using all kinds of pretexts to restrict and suppress Chinese students in the US for no reason”.

“This is outright political persecution and racial discrimination. It seriously violates the human rights of these Chinese students,” said foreign ministry spokesman Zhao Lijian at a press conference.

He said that China reserved the right to “further respond”.

The US State Department offered its first figures on the effects of Trump’s order on Wednesday, saying more than 1,000 visas from students and researchers had been revoked since it began implementing the proclamation on June 1.

“The high-risk graduate students and research scholars made ineligible under this proclamation represent a small subset of the total number of Chinese students and scholars coming to the United States,” a State Department spokeswoman said.

“We continue to welcome legitimate students and scholars from China who do not further the Chinese Communist Party’s goals of military dominance.”

The State Department declined to give details on whose visas have been revoked, citing privacy laws.

Nearly 370,000 students from China were enrolled at US universities in 2018-19 — the most from any country — offering a lucrative source of income to institutions that are now facing growing pressure from the coronavirus pandemic.

Some Asian-American activists have warned that Trump’s orders are creating a climate of suspicion on campuses, with students of Asian descent facing unfounded questions about their intentions.

But US officials say the number of espionage cases involving China has soared in recent years as part of a concerted effort by Beijing.

Veteran cricketer Muhammad Hafeez has reportedly turned down a monthly contract that was offered by the Pakistan Cricket Board (PCB).

According to the publication, the contract offered Hafeez more than Rs 100,000 per month. The 39-year-old's refusal means he will now be given a retainer contract in which he will not get a monthly salary but match fee and daily allowance.

Pak Passion's Saj Sadiq Hafeez stated that Hafeez wanted to see the contract being offered to newcomers.

Meanwhile, the PCB has decided that no player or official will be able to participate in any event without signing an agreement.

Last year, some cricketers played without signing the contract. There will be separate contracts for cricketers and match officials from different departments. After signing the PCB contract, they will have to get the NOC of the board before accepting any other contract.

The World Health Organisation (WHO) mentioned Pakistan among a list of countries that the world can emulate in the fight against coronavirus.

WHO Director-General Dr Tedros Adhanom Ghebreyesus in a recent press briefing remarked that Pakistan has used the infrastructure it developed in its fight against polio to tackle COVID-19.

The other countries mentioned by the WHO chief are Thailand, Italy, Mongolia, Mauritius, Uruguay.

Pakistan has seen a steady decline in the number of positive cases in the past few weeks after which the government lifted most of the country's remaining coronavirus restrictions.

To date, Pakistan has reported 300,361 cases and 6,370 fatalities while over 280,000 have recovered from the virus.

Former health minister Dr Zafar Mirza has hailed the remarks by the WHO chief and said it is a “great honour” for the people of Pakistan.

Mirza had supervised Pakistan’s COVID-19 response before resigning from the post in July.

In a detailed briefing on the current pandemic situation and how the countries are fighting the virus, Dr Tedros mentioned that Thailand has benefited from 40 years of health system strengthening. About Italy, he said that the country "took hard decisions based on the evidence and persisted with them". He also added that unity and solidarity, along with the dedication of health workers, contributed in bringing the outbreak under control.

For Uruguay, he said that the country has one of the most 'robust and resilient' health systems in Latin America which helped it overcome the COVID-19 pandemic.

The WHO chief also singled out Mongolia for quickly activating its State Emergency Committee in January. In the case of Mauritius, he said that the country used its previous experience with contact-tracing and a swift response to manage high-risk issues - high population density, high rate of non-communicable diseases and lots of international travellers.

WHO chief urged countries to invest in public health to build a "foundation of social, economic and political stability". He also acknowledged that significant progress has been made in medicine but warned that too many countries have neglected their public health systems.

"Part of every country’s commitment to build back better must therefore be to invest in public health, as an investment in a healthier and safer future," said the WHO chief.

IMF asks Pakistan to hike gas, electricity tariff

The International Monetary Fund (IMF) has asked the Pakistani government to increase the prices of gas and electricity for consumers in order to achieve the tax collection target set for the fiscal year.

In a recent meeting with Pakistani officials, the global lender asked the authorities to decrease the circular debt and electricity losses.

If Islamabad goes ahead with the move then it would add an extra burden on people already suffering due to the economic fallout of the coronavirus pandemic.

Earlier this month, Prime Minister Imran Khan had rejected a hike in petroleum products for the current month to provide financial relief to the masses amid high food inflation and heavy rains in the country which would incur a Rs17 billion revenue loss to the government.

According to the news report, the IMF also asked the government to allow the National Electric Power Regulatory Authority (Nepra) and Oil and Gas Regulatory Authority (Ogra) to decide the prices of the essential products.

It also urged the government to implement economic and tax reforms and emphasised that tax collection target for the first quarter (July-September) of the ongoing fiscal year must also be achieved.

The IMF asked Pakistan to collect over Rs1,000 billion in the form of taxes during the said period.

Last year, the global lender had approved $6 billion bailout package for Pakistan under the Extended Fund Facility (EFF) after the country agreed to enforce flexible exchange rate, enhance taxes and end circular debt.

Inspector-General National Highways and Motorway Police (NHMP) Dr Syed Kaleem Imam on Thursday said his institution cannot be held responsible in the Gujjarpura gang-rape incident as the area where the assault took place does not yet fall under its jurisdiction.

A mother of three was robbed and raped in front of two of her children after getting stranded on the Lahore-Sialkot Motorway early on Tuesday when her car ran out of fuel. The incident, which has shocked the nation, has spurred demands for the immediate arrest of the perpetrators and their execution by public hanging. Citizens have also asked why security officials were not dispatched promptly enough to help the victim and prevent the crime.

“The area where the assault happened, near Link Road, is the Punjab police's jurisdiction,” IG Imam explained.

“This is the Lahore-Sialkot section of the Motorway, constructed by the Frontier Works Organization (FWO)," he said, recalling that its soft opening was held in March.

He said the road is currently out of NHMP's jurisdiction and that Motorway Police will be deployed there once resources are made available. He said NHMP is still in the process of calculating financial costs of doing so, including hiring human resources and logistics equipment.

SOS calls by victim/family

The Motorway IG said a phone call was received by the Motorway Police helpline '130' at around 02:01am. The officer on call ascertained the victim's location to be near the Link Road, Imam said.

"The duty officer told her that the location is out of [NHMP's] jurisdiction," he said.

“Nonetheless, [the officer] contacted the FWO on their helpline '0309' and they responded promptly. The woman was put through to the FWO official while her call [to Motorway Police] was recording. They gave a contact number to the woman,” Imam stated.

However, the victim did not receive any help from the FWO either.

Meanwhile, a Dolphin Force official said they had received 15 calls at 2:49am and reached the spot of the incident at 2:53am. The official said he found the woman in shock and unable to speak. It took some time for her to narrate the incident, he reported.

On the other hand, CCPO Lahore Umar Sheikh said the victim had not called the police herself for help. Instead, some of her relatives had called Motorway Police at 1:30am.

However, the Motorway IG stuck to his claim, saying that the woman had told the NHMP official about the fuel exhaustion issue.

He said it cannot be said for sure as to when the incident took place after 2am, but noted that the FIR says it happened around 3am.

“We are in coordination with Lahore police and raids are being conducted. Hopefully, we’ll arrest the culprits,” he added.

Senate body takes notice and summons CCPO Lahore

Senate Committee for Human Rights Chairman Senator Mustafa Nawaz Khokhar has taken notice of the incident and summoned Secretary Communication, IG Punjab Police and IG Motorway on September 16 to appear before the committee.

CCPO Lahore Umar Sheikh has also been summoned for clarification on his statements blaming the victim for the assault.

Instructing the authorities to submit a final report, Khokhar asked why Motorway Police did not respond to calls for help from the woman. He said that a woman being assaulted on the motorway and police not coming to help her is a matter of serious concern.

Punjab govt formed committee to investigate motorway rape case

Five-member committee formed to investigate Lahore motorway rape case
Punjab government has constituted a high-level committee to investigate the Lahore Motorway rape case.

A notification has been issued regarding the constitution of a five-member investigation committee.

The committee will be headed by Punjab Law Minister Raja Basharat while additional chief secretary Home Department, the additional IG special branch, DIG investigation Punjab and the DG Forensic Science Agency will be the other members.

The committee has been tasked to complete the investigation within three days and submit the recommendations to Chief Minister Usman Buzdar.

Meanwhile, Capital City Police Officer (CCPO) Lahore Omar Sheikh on Thursday had suspended two station house officers (SHO) over using ‘delaying tactic’ in lodging the first information report (FIR) of the motorway rape incident.

The per tola gold price witnessed an increase of Rs1,400 to Rs114,750 in the domestic market on Thursday.

Likewise, the rate of 10 grams of the precious metal increased by Rs1,199 to Rs98,379, according to All Pakistan Jewelers Association.

Rate of the precious yellow metal in international markets increased by $19 per ounce to $1947, resulting in an increase in domestic prices of gold, said a spokesperson of the jewelers association.

According to Reuters, gold jumped 1% on Thursday, as the dollar weakened after the European Central Bank kept its policy unchanged and U.S. jobless claims held at high levels, dimming hopes of a quick economic recovery from the effects of the coronavirus pandemic.

Spot gold was up 0.7% to $1,959.93 per ounce at 11:42 a.m. EDT (1542 GMT), after hitting its highest level since Sept. 2 at $1,965.93.

U.S. gold futures were up 0.7% at $1,967.80.

Earlier on September 9, the per tola gold price had registered a decrease of Rs400 to Rs113,100 in the domestic market.

Likewise, the rate of 10 grams of the precious metal had been decreased by Rs343 to Rs96,965, according to the All Pakistan Jewelers Association.

Pakistan-born Shahid Khan has been featured as the 66th richest man in the United States (US) with a net worth $7.8 billion in the Forbes list of 400 richest Americans – published on Tuesday.

The 39th Forbes list ranks CEO and founder of Amazon, Jeff Bezos, as the richest man of the US for the third consecutive year. Bezos’ fortune of $179 billion, as of July 24, 2020, is up 57% from last year. Bill Gates has about $111bn and Facebook CEO Mark Zuckerberg has $85bn. He is the third on the list.

According to the Forbes report, there were 25 drop-offs who made the 2019 list but fell off this year’s ranking; ten of those were due in part to setbacks related to the COVID-19 outbreak.

An engineer by trade, Shahid Khan is the only Pakistani featured on the list. He had immigrated to the US at age 16 with $500 and a plane ticket.

He made his fortune in the car parts business.

Famously known as Shad Khan, the Pakistani billionaire is also the owner of the Jacksonville Jaguars of the National Football League (NFL), the English Football League Championship team Fulham F.C., and automobile parts manufacturer Flex-N-Gate in Urbana, Illinois which he bought on 1980.

Khan was also featured on the front cover of Forbes magazine in 2012 as the face of the American Dream.

“There are 18 newcomers on this year’s list including Eric Yuan, CEO of Zoom Video Communications, with a net worth of $11 billion; Jim Koch, co-founder and chairman of the Boston Beer Company, producer of Samuel Adams Beer, with a net worth of $2.6 billion; and at age 38 the youngest newcomer, Trevor Milton, founder of electric and hydrogen-electric truck maker Nikola,” the report highlighted.

Donald Trump accepts 'playing down coronavirus danger'

President Donald Trump admits he tried to minimize the seriousness of the threat from COVID-19 at the outset of the pandemic in audio recordings released Wednesday from interviews with veteran US journalist Bob Woodward.

"I wanted to always play it down," Trump said in an interview with Woodward on March 19, according to a CNN preview of the book "Rage," due to be published September 15.

"I still like playing it down, because I don´t want to create a panic," he said in the conversation with Woodward, which was recorded.

In another recorded interview, on February 7, he told Woodward the virus "goes through the air" — despite repeatedly mocking people who wear masks in the weeks and months after. It took until July before he was seen publicly wearing a mask.

Coming eight weeks before the November 3 presidential election, the revelations add new pressure on Trump. Opinion polls show around two-thirds of Americans disapprove of his handling of the virus and he has often been accused of minimizing the crisis in order to try and boost his reelection chances.

Speaking to reporters at the White House, Trump denounced the book as "another political hit job" and said if he´d downplayed Covid-19 it was to prevent a "frenzy."

"I don´t want people to be frightened," he said.

"I´m not going to drive this country or the world into a frenzy," he said. "We have to show leadership and the last thing you want to do is create a panic."

He slammed Woodward for doing "hit jobs with everybody" and said he "probably, almost definitely won´t read it because I don´t have time to read it."

However, "Rage" will give fresh ammunition to the Democrats arguing that Trump failed to prepare Americans for the severity of the coronavirus outbreak or to lead them into a proper response.

In the interviews with Woodward, Trump made clear he´d understood at the outset that the virus was "deadly stuff" — far more dangerous than the ordinary flu.

In public, however, Trump repeatedly told Americans during the initial weeks at the start of 2020 that the virus wasn´t dangerous and would "disappear" by itself.

"He knew how deadly it was," Democratic presidential challenger Joe Biden said while campaigning in Michigan. "He lied to the American people. He knowingly and willingly lied about the threat it posed to the country for months."

"It was a life and death betrayal of the American people," Biden added.

"It´s disgusting," Biden later told CNN. "Think about it. Think about what he did not do." Biden slammed Trump´s behavior as "almost criminal."

Mixed messages

But there was support for Trump from the highly respected infectious diseases expert Anthony Fauci, who has consistently told the public that the coronavirus requires a tough response — even when the president appeared to be saying something different.

"I don´t recall anything that was any gross distortion in things that I spoke to him about," he told Fox News.

Trump was keen to stop the country from getting "down and out," Fauci said.

The president has repeatedly insisted that he has successfully managed the Covid-19 pandemic, which is on track to take 200,000 lives in the country.

He points to early decisions to ban travel from China, where the virus first appeared, and from hotspots in Europe.

However, at minimum Trump delivered mixed messages at a time when the country was looking for guidance.

He veered from declaring himself the equivalent of a war-time president to contradicting government scientists and calling for the early reopening of the economy.

In February — well after he had been briefed by advisors on the dangers posed by the novel coronavirus — he said that the virus might go away by April "with the heat."

In March, he described the government´s "tremendous control over" the situation and said: "It will go away. Just stay calm."

That same month, Trump compared the coronavirus to the common flu, which he noted kills "between 27,000 and 70,000 per year" yet "nothing is shut down, life & the economy go on."

At the end of March, a grim-faced president announced that a death toll of 100,000 was looming. Shortly before, he´d been talking up the idea of people ending social distancing in time for Easter in mid-April.

Early on, he also frequently praised the Chinese government´s response, only later pivoting to ferociously blaming Beijing for the global health crisis.

Should Woodward have released his information earlier, and not hold it until his book publication in September?

"This question, a good one, has emerged frequently lately," tweeted David Boardman, dean of the Media and Communication college at Temple University.

"In today´s life-and-death situation, is this traditional practice still ethical?"

Without giving a firm answer, he said it is "a serious and nuanced question worth discussing, especially among journalists."

Add 100 international goals to the extraordinary list of milestones achieved by football superstar Cristiano Ronaldo.

The 35-year-old Ronaldo become just the second male player to reach a century of goals for a national team when he curled a free kick into the top corner from 25 metres for the first of his two strikes in Portugal’s 2-0 away win against Sweden in the Nations League on Tuesday.

Scoring one of the best goals of his international career was a fitting way to enter the “100 Club,” where he joins former Iran striker Ali Daei, and he wheeled away in delight in an empty Friends Arena in Stockholm before performing his trademark celebration — the mid-air pirouette.

Ronaldo, who was playing in his 165th game for Portugal, then added a second goal — another curler into the top corner — and needs nine more to surpass the international record of 109 scored by Daei from 1993-2006. The five-time world player of the year already holds the record for goals in the Champions League with 131 — 16 more than nearest rival Lionel Messi — and has now scored an international goal for the 17th straight calendar year.

“They are two important goals because it means I managed to reach this mark I’d been seeking,” Ronaldo told Portuguese public television RTP.

“I’m very happy, first because the team won and of course to score the 100th and then the 101st, two great goals.”

Portugal have won its two opening group games after beating Croatia 4-1 on Saturday, when Ronaldo was absent because of a toe infection.

Belgium and France also have maximum points. The top-ranked Belgians beat Iceland 5-1 and France defeated Croatia 4-2 — the same scoreline as the 2018 World Cup final.

England drew 0-0 at Denmark in Copenhagen.

Roshan Digital Account big step for overseas Pakistanis to participate in nation-building: PM Khan

Prime Minister Imran Khan on Thursday said that the Roshan Digital Account is a big step for Pakistani expatriates to participate in nation-building.

The Roshan Digital Account is an initiative by the State Bank of Pakistan to serve the banking needs for overseas Pakistanis so it is easier for them to invest in their home country.

"Our biggest asset is the overseas Pakistanis and we were unable to tap their potential previously," said the premier, at the outset of his address to the launch ceremony in Islamabad.

The prime minister said that progress made by India and China can be linked to their expatriate community.

"The way we should have brought overseas Pakistanis back and helped them in nation-building, we couldn't do that unfortunately. Hence, the opening of this Roshan Digital Account is a big step for Pakistan."

Listing various new projects, such as the Ravi City waterfront project and the ML-1 railway project, he said the help of overseas Pakistanis is needed for all of them.

PM Imran said that nearly half of the government's revenue is spent on payment of loans and there is a need for the country to move towards wealth creation.

"We need to increase our economic activity to an extent where we are able to comfortably pay off these loans," he said, adding that this was the aim of the construction sector, as it is one that in turn, supports 30 other sectors.

He said when the government came into power, there was a $40 billion trade deficit. "Our exports stood at $20bn, whereas our imports were roughly at around $60bn."

"And of course, [we had] a record-high current account deficit of $20bn — after deducting remittances."

He said with a reduction in dollars, the rupee falls, there is inflation and people stop investing.

"This results in a decline in wealth and investment [...] this is why we need dollar investments from overseas Pakistanis. We have seen an increase in remittances but now wish for there to be greater investment in the country."

He said the government had been unable to present any "viable" options to overseas Pakistanis in the past, but the two aforementioned mega projects are an excellent opportunity for them to invest.

Speaking of the perception surrounding dual nationals in Pakistan, he questioned why they are considered "traitors". "They are viewed with suspicion".

"We must understand why these nine million people left in the first place. We were unable to provide them jobs. And a lot of them acquired qualifications from abroad. They are so qualified that we do not have suitable jobs for them here. And for the jobs that we do have here, we cannot afford to pay the remuneration they deserve."

The prime minister said we must all recognise that overseas Pakistanis are "our greatest asset".

"There is no greater asset. We have excellent minds, brilliant professionals sitting in countries abroad and entrepreneurs. As soon as we create the right conditions, a large resource pool can return [to serve]," he said.

A central bank initiative

In a press release issued earlier today, Prime Minister's Office said that the initiative by the central bank will work with commercial banks operating in Pakistan.

"For the first time in the country’s history, Non-Returning Pakistanis (NRP) will be able to remotely open an account through an entirely digital and online process without any need to visit a bank branch, embassy, or consulate," it said.

"The customer can choose either foreign currency or rupee dominated account, or both. Funds in these accounts will be fully repatriable, without the need for any regulatory approval," the statement read.

PM Imran takes 'strict notice' of Lahore motorway, Marwah rape cases

Prime Minister Imran Khan on Thursday took notice of the Lahore motorway rape case and the rape-and-murder of a 5-year-old girl in Karachi, urging authorities to take strict action against the culprits.

A tweet from the Prime Minister's Office said that PM Imran had taken "strict notice" of the incidents, stating that protection of women is the government's top priority and responsibility.

The prime minister has sought reports on the two incidents from the relevant IGs and urged the government to make existing laws effective to provide protection to women and children.

 Earlier today, the newly appointed Inspector-General of Punjab Police Inam Ghani claimed that police have secured “evidence” that will lead them to the culprits in the disturbing motorway rape and robbery case.

“We have done great work so far in the motorway rape case. We have located the village from which the suspects were from.

He also shared that 20 police teams were working on the case and are being overseen by a deputy inspector-general.

Ghani shared that the victim of the heinous crime had provided ages and other identifying features of the suspects.

“Right now, we have a very good clue which will lead us to the suspects directly. However, we cannot share it with the media yet,” Ghani said.

He also shared that police have obtained the complete voter list and record from the National Database & Registration Authority of the area where the suspects are believed to have hailed from.

The Punjab police chief shared that they have narrowed down the list suspects to 70 people who fall in the same age bracket as the rapists and who have a past criminal record.

He added that police teams were tracking down the people who fit the profile.

Police also carried out geofencing in the area where the incident occurred and are awaiting the report.

IG Ghani said that the woman's children, who were forced to witness the horrific crime, were now with their family, who have been assured that they will be provided all kinds of support. He said the victims of the attack would be in a much better state when the suspects are arrested.

Foreign minister Shah Mahmood Qureshi on Thursday said that "it is cooperation not confrontation that should drive international politics".

In a series of tweets following his address at the SCO Council of Foreign Ministers meet in Moscow, Qureshi wrote: "In today's environment, full of zero-sum prophecies, it is cooperation not confrontation that should drive international politics."

The foreign minister said in his address to the forum he had reaffirmed Pakistan's belief in "the centrality of the Shanghai spirit" and said that platforms like the SCO "exist as a beacon of hope".

During his address, Qureshi said any unilateral and illegal measures to change the status of disputed territories "run counter to the Shanghai Cooperation Organisation's objective of amity in the region and must be opposed resolutely".

He said that he had stressed on the peaceful resolution of outstanding disputes as per the United Nations Security Council's resolutions.

Qureshi went on to share that he had "highlighted the opportunity to foster greater regional [co-operation] in this time of [COVID-19] crisis".

"Pakistan has flattened COVID-19 curve to become a global best practice," he said.

The foreign minister said Pakistan offered to share its strategy with member countries "in cognisance of the spirit of the SCO and working together against common threats".

He said that stability in Afghanistan "is vital for regional prosperity" and was discussed during the meet.

"Pakistan has assiduously supported efforts for peace and reconciliation that is Afghan led and Afghan owned," said the foreign minister.

"I stressed on SCO as key for connectivity and CPEC, flagship of BRI, supplements SCO vision for regional integration," he added.

According to a statement by the Foreign Office, Russian Foreign Minister Sergei Lavrov, the chair of the meeting, extended the invitation to the foreign minister.

The SCO-CFM is the highest forum of SCO after the Council of Heads of State (CHS) and the Council of Heads of Government (CHG), the statement said, adding that it deliberates on important regional and international issues and considers documents for approval and adoption by the Council of Heads of State.

“The Moscow SCO-CFM will consider more than 20 documents for subsequent adoption in the SCO Council of Heads of State. It will also adopt a Joint Communiqué reflecting member states’ unified stance on important regional and international issues,” the statement said.

The foreign minister will also have bilateral meetings on the sidelines of the CFM.

SCO’s major objectives include promoting confidence and good-neighbourly relations among member states; strengthening regional peace, security, and stability; and creating a framework for effective cooperation in political, cultural, trade and economy, science and technology, education, energy, transportation, tourism, environmental protection, among other fields.

Besides Pakistan, SCO’s current membership comprises China, Russia, India, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.

“SCO is an important forum for further enriching our deep-rooted historical and cultural links with member states, providing these ties a sound economic foundation, and promoting Pakistan as a regional trade and transit corridor,” the statement noted.

Since becoming a member in 2017, Pakistan has been “actively” contributing to working towards achieving SCO’s multi-sectoral agenda through participation in various SCO mechanisms.

From 2005 to 2017, Pakistan was an Observer in SCO, the Foreign Office added.
