Pope defrocks two Chilean bishops over sexual abuse allegations

Pope Francis has defrocked two Chilean bishops accused of molesting minors, as he tries to tackle the Catholic Church’s sexual abuse scandals around the world.

The Vatican said Saturday Francisco José Cox Huneeus, 84, the former archbishop emeritus of La Serena, and Marco Antonio Órdenes Fernández, 53, who was archbishop emeritus of Iquique, were expelled from the priesthood following local and Vatican investigations.

Defrocking, officially called being “reduced to the lay state”, is the harshest punishment the Church can inflict on a member of the clergy and such action has rarely been taken against bishops.

It comes as the Church faces sexual abuse crises in Chile and a host of other countries, including the United States, Germany and Australia.

The move prompted speculation that it could be a harbinger of action against other prelates, perhaps including Theodore McCarrick, the former archbishop of Washington, D.C.

McCarrick lost his title of cardinal in July after a US Church investigation found “credible and substantiated” allegations that he abused a minor decades ago. He denies wrongdoing.

The pope ordered McCarrick, once of the US Church’s most prestigious figures, to go into seclusion and live a life of prayer. But he is still an archbishop and priest, pending a Vatican investigation.

Last month, Francis defrocked Father Fernando Karadima, an 88-year-old Chilean priest who was accused of sexually abusing teenage boys over many years.

Chile’s scandal prompted all of the country’s 34 bishops to offer their resignation to the pope last May. He has so far accepted seven.

Cox and Órdenes were not among the 34 because, although they still had the clerical rank of the bishop before Saturday, they were no longer running dioceses.

Chilean president

The Vatican’s announcement came shortly after the pope and Chilean President Sebastian Pinera discussed the crisis at a meeting in the Vatican.

“We shared the hope that the Church may experience a renaissance and recuperate the affection, the closeness of the people of God, and can continue playing the important role that the Church plays in our country,” Pinera told reporters.

Earlier this month, the religious order to which Cox belongs, the Schoenstatt Fathers, said the Vatican was investigating an accusation against him relating to the sexual abuse of a minor in Germany in 2004.

Cox, who is believed to have returned to Germany after a period in Chile, could not be reached for comment.

According to Chilean media, Órdenes, who resigned as bishop of Iquique in 2012 while under Vatican investigation, was accused of molesting an underage altar boy years ago.

He is believed to be living somewhere in Chile. It was not immediately possible to reach him for comment.

Chilean civil justice has investigated 119 allegations of sexual abuse or cover-ups involving 167 church workers including Cardinal Ricardo Ezzati, the archbishop of Santiago.

Khalilzad holds direct talks with Afghan Taliban in Qatar

The Trump administration held their second direct talks with the Afghan Taliban in Qatar this week as the US State Department underlined the desire to push forward the Afghan peace process.

Zalmay Khalilzad, a top American diplomat appointed recently to find a way to end the Afghan war, led the US team at the talks with six Taliban representatives in Doha, Qatar, on Friday.

Mr Khalilzad left Washington earlier this week on a mission to promote the Afghan peace process. Diplomatic sources in Washington said the talks in Doha were a part of his itinerary, which included visits to South Asia and the Middle East. He has already visited Islamabad, Kabul and Riyadh.

“The purpose of this entire trip is to talk about the peace and reconciliation progress,” US State Department’s spokesperson Heather Nauert told a news briefing in Washington. “Any time we’re there on the ground we’re making headway.”

She noted that the US administration had appointed Mr Khalilzad a special envoy for Afghanistan whose main job was “to fight for this issue every single day” and to “work hard on this issue with his team”.

Taliban officials confirmed the meeting in an email sent to various media outlets, adding that the talks would continue. The Wall Street Journal reported that “a personal familiar with the gathering” also confirmed the meeting independently.

Taliban spokesman Zabihullah Mujahid told The New York Times (NYT) on Saturday that six Taliban representatives and Mr Khalilzad “talked about the end of occupation and a peaceful resolution for the Afghan issue”.

He said, “Both sides agreed to continue their meetings in the future”.

Qatar has served as a meeting place for US-Taliban talks since 2011.

The Trump administration also held its first talks with the Taliban in Qatar, when Deputy Assistant Secretary Alice Wells met them in Doha in July.

NYT noted that the White House ordered direct talks with the Taliban this summer to jump-start the peace process and Mr Khalilzad was “seeking to inject new energy into the long-stalled Afghan peace process”.

On Saturday, Mr Khalilzad flew to Kabul to meet Afghan President Ashraf Ghani for fulfilling a US pledge of keeping the Kabul government involved.

The Taliban have long demanded direct talks with Americans, instead of coming via Kabul but the Trump administration has assured the Afghan government that they will not be sidelined.

“This is something that will be Afghan led, Afghan owned, but supported by the US government,” Ms Nauert clarified. She said that before returning to Washington, Mr Khalilzad “will give the Afghan government a complete readout of his entire travels”.

She also noted that the US special envoy was meeting a wide range of people in Afghanistan — from President Ghani to Chief Executive Abdullah Abdullah, political groups, the High Peace Council, Afghan media, and civil society.

The US media noted that Mr Khalilzad, an Afghanistan-born former US ambassador to Iraq and the United Nations, will have to perform a difficult balancing act between the Taliban and the Afghan government.

The New York Times noted that the Taliban “have long stipulated that an agreement to withdraw remaining American troops from Afghanistan is essential to negotiating an end to the war”. Other media outlets speculated that Washington may not accept this demand.

A Taliban source told NYT that Friday’s meeting was exploratory and that the discussion had included an “end to the occupation” as well as removing Taliban leaders from sanctions lists.

The meeting in Doha came days after the Taliban put out a statement calling on Afghans to boycott parliamentary elections next week.

Before meeting the Taliban representatives, Mr Khalilzad stopped in Riyadh, Saudi Arabia, and met Crown Prince Mohammed bin Salman.

Afghan officials have long appealed to Saudi Arabia to persuade the Taliban to enter into talks.

The US State Department also said that Mr Khalilzad has had “a number of meetings with a wide range of stakeholders as part of his trip to explore how best to reach a negotiated settlement” to the war in Afghanistan.

US President Donald Trump has said Saudi Arabia could be behind the disappearance of missing journalist Jamal Khashoggi and warned Washington would inflict “severe punishment” if he was murdered.

The Saudi critic has not been seen since he walked into the kingdom's consulate in Istanbul on October 2, with Turkish officials accusing Riyadh of murdering him inside the diplomatic mission.

“We're going to get to the bottom of it and there will be severe punishment,” Trump told CBS's “60 Minutes” programme, according to an extract of an interview that was released on Saturday.

“As of this moment, they deny it and they deny it vehemently. Could it be them? Yes,” Trump said in the interview, which was conducted on Thursday, when asked if Khashoggi was murdered by Saudi Arabia.

The network said it will air the interview in full on Sunday evening.

Trump added the matter was especially important “because this man was a reporter.” But when asked what options Trump would consider, the president said he was not keen to limit arms sales to the kingdom — a position he has previously voiced.

“Well, it depends on what the sanction is,” he said.

“I'll give you an example — they are ordering military equipment. Everybody in the world wanted that order. Russia wanted it, China wanted it, we wanted it. We got it, and we got all of it, every bit of it."

He added: “I'll tell you what I don't want to do. Boeing, Lockheed, Raytheon, I don't want to hurt jobs. I don't want to lose an order like that.

"And you know what, there are other ways of punishing, to use a word that's a pretty harsh word, but it's true."

Voting for by-election begins in 35 constituencies

The voting for the by-elections on 35 constituencies of National and provincial assemblies started at 8 PM while all necessary arrangements have been made for the polling.

The polling will continue till 5 pm, however, after 5 pm only those voters, already present within polling station premises, will be permitted to cast their votes.

Election Commission of Pakistan (ECP) has finalised all necessary arrangements for holding by-elections in 35 constituencies on October 14.

The election will be held on 11 National Assembly seats and 24 seats from provincial assemblies including 11 seats for Punjab Assembly, nine for Khyber Pakhtunkhwa, and two each for Sindh and Balochistan.

Ballot papers have been handed over to the presiding officers, which will be distributed under the supervision of the Pakistan Army.

 The national assembly constituencies where the elections will be held include NA-35 Bannu, NA-53 Islamabad, NA-56 Attock, NA-60 Rawalpindi, NA-63 Rawalpindi, NA-65 Chakwal, NA-69 Gujrat, NA-103 Faisalabad, NA 124 Lahore, NA-131 Lahore and NA 243 Karachi East.

A total of 370 candidates are in the run for the elections to be held on eleven National Assembly and 24 Provincial Assemblies seats.

 The Punjab Assembly constituencies where the by polls will be held are: PP-3 Attock, PP-27 Jhelum, PP-103 Faisalabad, PP-118 Toba Tek Singh, PP-164 Lahore, PP 165 Lahore, PP 201 Sahiwal, PP 222 Multan, PP 261 Rahim Yaar Khan, PP-272 Muzaffargarh and PP-292 D.G. Khan.

 In Khyber Pakhtunkhwa, the by polls will be held in PK-3 Swat, Pk-7 Swat, PK-44 Swabi, PK-53 Mardan, PK-61 Nowshera, PK-64 Nowshera, PK-78 Peshawar, PK-97 Dera Ismail Khan and PK-99 Dera Ismail Khan.

 By polls on two constituencies each of Sindh Assembly and Balochistan will also be held. These are PS-87 Malir, PS-30 Khairpur, PB-35 Mastung and PB-40 Khuzdar.

Registered Voters

The commission has already issued amended voters’ lists to the districts concerned as the polling will be held on new electoral rolls.

The total registered voters in the country have reached the figure of 106,000,239 with 59,243,889 male (55.89 percent) and 46,756,350 female (44.11 percent) voters. Out of total registered voters, 60,697,418 were from Punjab, 22,394,212 voters from Sindh, 17,839,845 voters from Khyber Pakhtunkhwa (including FATA), 4,302,304 voters from Balochistan and 766,460 voters from federal capital.

In Punjab, the male voters were 33,690,140 while female voters were 27,007,278, while in Sindh, the male voters were 12,438,375 while female voters were 9,955,837. Similarly in Khyber Pakhtunkhwa, the male voters were 10,220,103 while the female voters were 7,619,742. In Balochistan, the male voters were 2,487,470 while the female voters were 1,814,834 while in federal capital the male voters 407,801 and the female voters were 358,659.

Security Plan

Special security plan has been chalked out to ensure foolproof security for sensitive polling station on polling day. He added the security plan will be implemented in coordination with the provincial governments and departments concerned as the commission has planned special security measures to ensure security of voters for having better turnout.

Foolproof security arrangements have been planned with deployment of security personnel at polling stations to ensure smooth polling process.

To ensure effective security arrangements on by-election day and conducive environment for voters, Islamabad police have decided to deploy more than 3000 policemen outside the polling stations in NA-53.

SSP Islamabad Syed Mohammad Amin Bukhari said that a total of 3000 policemen would perform security duties on polling day in Capital while NA-53 has been divided into four zones, six sectors and nine sub-sectors. Every zone would be supervised by an officer of SP level while sectors and sub-sectors will be headed by ASP/SDPOs and Station House Officers receptively.

Out of 315 polling stations, six has been declared extreme sensitive, 30 sensitive while remaining 279 polling stations have been declared normal as per security point of view. A main control room has been set up at Safe City Project area while three wireless control rooms have been established.

ECP appeals candidates to follow law

The ECP requested the political parties and candidates to follow the provisions of law and exercise self-restraint so that the poll would be held in an orderly and peaceful manner on October 14.

It has also issued voters pass to successful registered 7,364 I-voters for bye-elections. He added these voters passes were issued during the registration process of I-voters through their email ID.

7,364 eligible I-voters

Overseas Pakistanis will vote for the first time in the by-polls. The commission said that as many as 7,364 eligible I-voters have received their voters’ passes for bye-election being held today in 35 constituencies.

The commission had issued voters passes to these successful registered overseas Pakistanis during the registration process of I-voters through their email ID and all registered I-voters would be able to cast their vote in bye-elections.

The registered I-voters will be responsible to protect the information of voter pass and the I-voters should avoid sharing any information about their log in and voter pass with anyone for safety of such information.

The ECP had started registration of overseas Pakistani voters from September 1 for giving them right to vote in bye-polls. All overseas Pakistanis had been asked to register themselves as voters by due date.

The commission had also extended the date for registration of overseas Pakistanis from September 15 to September 17 for exercising their right of casting vote in bye-elections.

ECP establishes control room for Overseas Pakistanis

The Election Commission of Pakistan has established a control room for guidance of Overseas Pakistanis in By-Elections.

The ECP advised those overseas Pakistanis, who have not yet received voting password, to contact the control room at 0092512778899.

It said that voters would not be allowed to cast their votes without password.

The Election Commission of Pakistan has set up a control room to redress the complaint or problems of overseas Pakistan for casting their votes during the by-poll on October 14, tomorrow.

The state minister said that by-election is going to be held in 36 constituencies out of which, 20 are from Punjab, 10 from Khyber Pakhtunkhwa, three from Sindh, two in Balochistan and one in Federal Capital.He said that 405 candidates are in the run during this by-election while 7410 overseas Pakistanis are participating in the by-election in 36 constituencies which would not impact a lot on the overall process.

Government is in talks with friendly countries for loans, Asad Umar

Finance minister Asad Umar on Saturday termed bailout package from International Monetary Fund (IMF) ‘indispensible’ for the troubled economy.

He was talking to media in Islamabad.

Startlingly, Umar was all praise for his predecessor as the incumbent minister claimed that Pakistan Muslim League Nawaz (PML-N) had no other option apart from approaching IMF. Umar added, “It was not Ishaq Dar’s fault to seek bailout”.

However, Umar stated that Pakistan would contemplate on all other available options if the would-be conditions of IMF are not acceptable.

Rubbishing rumors linking CPEC with the economic turmoil, Umar asserted that Pakistan would not use bailout package to repay the Chinese loans. “The accusations of United States linking bailout package with Chinese debts don’t hold ground. Pakistan will have to pay merely $300 mln in the next three years. There is no harm in sharing details of Chinese debt with IMF.”, Asad told reporters.

“The biggest reason for approaching the monetary agency is augmenting current account deficit. Furthermore, the rising oil prices will have all but negative impacts on Pakistan’s economy”, Asad warned while calling for an end to political interference in finance ministry.

On October 11, the incumbent government of cricketer-turned-politician Imran Khan formally requested IMF for financial assistance, setting in a motion a series of talks for potential bailout.

It is pertinent here to mention that Khan and his aides had denigrated the previous govt of PML-N over taking ‘excessive loans’. Khan in his election campaign had termed loans suicidal for country’s futile economy.

Chaudhry said that the PTI will complete its promise of constructing 0.5 million houses, and will prove its critics wrong as it did by winning the general elections.

He said that the bureaucracy has to respect the elected representatives.

"We are in a democracy. It's very important that the elected representatives are respected. Bureaucracy has to accept our directions," he added.

Nine Climbers lost life during a violent snow storm in Nepal
The nine climbers of an expedition to the south Korean in the massif of Gurja, Nepal, lost his life during a violent snow storm that has devastated their camp, one of the worst tragedies in mountaineering in the Himalayas in recent years.

The bodies of eight people – four South Koreans and four guides from nepal were spotted Saturday among the debris of their camp by a rescue team, but the weather conditions cold and unstable slow down the research, said the spokesman of the police Sailesh Thapa.

A fifth mountaineer of south korea, initially missing because it had to reach behind the main team, has finally been located dead at the base camp that has been ravaged by the storm, bringing the death toll to nine, according to the authorities.

“A mountain expedition of five South Korean and four foreign nationals had been swept away by the strong winds at their base camp during the ascent of the mont Gurja, they fell from a cliff and died”, said a press release of the ministry and south Korean foreign Affairs.

The helicopter pilot Siddartha Gurung, one of the first to reach the base camp after the storm, described to AFP one scene of chaos.

“Everything has been blown, the tents were gone. The victims were scattered all over the site,” explained the pilot who managed to land a little above the camp, without being able to approach on foot.

“The weather is too cold and too unstable to continue the research,” he added.

According to the nepalese ministry of tourism, a second helicopter was sent Saturday afternoon on the site. Due to the climatic conditions, “we are not sure that it will be able to land”, has, however, pointed out the spokesman for the ministry Mira Acharya.

Afghan official: 14 killed in bombing at candidate rally
A motorcycle rigged with explosives detonated at an election rally in northeastern Afghanistan on Saturday killing at least 14 people, including civilians and security forces, officials said.

Khalil Aser, spokesman for the provincial police chief in Takhar province, said 32 others were wounded when the explosives-laden motorbike parked near the rally in Rustaq district exploded.

“There are a number of wounded people in critical condition,” he said.

The attack took place at about noon before Nazefa Yusoufi Beg, a female candidate running for a seat in parliament in Oct. 20 elections, arrived at the rally, Aser said. It was not immediately clear if she was the target.

No one immediately claimed responsibility for the attack but Taliban insurgents are active in the province and have claimed pervious attacks there.

It was not the first attack on a political campaign.

On Tuesday, eight people including candidate Saleh Mohammad Achekzai, were killed when a suicide bomber struck Achekzai’s home In Helmand province. He was holding a meeting at the time of the attack in Lashkar Gah, the provincial capital.

On Oct. 2, just days after official campaigning began, a suicide bomber struck an election rally in eastern Nangarhar province, killing at least 14 people and wounding around 40.

Last week, Taliban insurgents issued a statement condemning the elections and warning candidates and Afghan Security Forces that they would be targets if they participate. The Taliban called the polls a U.S.-manipulated event to further their hold on the country.

There are 2,565 candidates vying for seats in the 249-member chamber, including 417 women candidates.

In the run-up to campaigning, five candidates have been killed in separate attacks. Officials from the country’s Independent Election Commission said another two candidates have been abducted, with their fates unknown, and three others have been wounded in violence. Afghan security forces accidentally killed three bodyguards of an independent candidate during a raid on a house near his residence in the eastern Kunar province.

In a separate report from eastern Logar province Saturday, at least five civilians were killed when a bomb exploded during a wedding ceremony, said Shah Poor Ahmadzai, the provincial police chief’s spokesman.

Ahmadzai said seven others were wounded in the attack late Friday, which took place in Mohammad Agha district.

Mohammad Naser Ghairat, a provincial council member in Logar, said the bomb was planted near the house where the wedding was taking place and targeted the participants of the wedding.

Ahmadzai said initial reports show both the groom and bride were not hurt. An investigation was begun to find out more and the death toll could rise, he said.

No one immediately claimed responsibility for the attack but Taliban insurgents are active in the province.

Ankara claims to have evidence that Jamal Khashoggi was murdered at the Saudi consulate in Istanbul. IMF chief Christine Lagarde said she would be "very attentive" to new information about the missing Saudi journalist.

Christine Lagarde, managing director of the International Monetary Fund (IMF), said Saturday she was "horrified" by reports about the missing Saudi journalist, Jamal Khashoggi, but would not cancel her plans to attend an elite economic meeting in Riyadh later this month.

Khashoggi, a critic of the Saudi government, went missing after entering the Saudi consulate in Istanbul on October 2.

Sources in Turkey indicate there are audio and video recordings proving that Khashoggi was killed at the Saudi consulate in Istanbul earlier this month, The Washington Post reported on Thursday.

The smartwatch that Khashoggi was wearing when he went into the consulate could be a source of audio from inside. It was linked to a phone he gave his fiancee ahead of the meeting. She waited 11 hours outside the building for him to come out.

IMF in all corners of the world

"Human rights, freedom of information are essential rights and horrifying things have been reported, and I am horrified," Lagarde told reporters in Bali, Indonesia, during the IMF's annual meetings on Saturday.

Despite her concerns over the fate of the Saudi journalist, Lagarde said she still planned to visit Riyadh later this month to attend an investment conference.

"At this point in time, my intention is not to change my plan and to be very attentive to the information that is coming up in the next few days," the IMF chief said.

"I have to conduct the business of the IMF in all corners of the world and with many governments," she added.

Media directors and business owners have indicated they will no longer attend the October 23-25 meeting, dubbed "Davos in the Desert." Journalists from The Economist, CNBC and The New York Times pulled out of the Future Investment Initiative conference in Riyadh and have been joined by executives from Uber, CNN and The Financial Times.

Mixed US response

Lagarde's comments came shortly after US Treasury Secretary Steven Mnuchin confirmed that he too would participate in the Saudi business summit.

"The answer is for now I am [going]," Mnuchin said.

"If more information comes out over the next week, I will obviously take that into account," he said, adding that he would like to "express concern for Mr. Khashoggi and his family."

The Trump administration has been hesitating over how to react to the allegations. The president said late on Thursday that the journalist's disappearance was unacceptable.

US arms sales to the Saudi kingdom look set to continue: "They are spending $110 billion on military equipment and on things that create jobs," Trump said.

Riyadh denies involvement

Turkey accuses Saudi Arabia of murdering Khashoggi and removing his body from the consulate.

On Wednesday, Turkish media released police CCTV surveillance videos they reported as a Saudi "assassination squad" sent to kill Khashoggi. The videos by themselves do not paint a whole picture or show scenes from inside the consulate.

Saudi officials have strongly denied they know anything about the fate of Khashoggi, who was close to the government in Riyadh before becoming critical of the kingdom and Crown Prince Mohammad bin Salman.

On Thursday, Turkish President Recep Tayyip Erdogan's adviser Ibrahim Kalin said Ankara and Riyadh had set up a "joint working group" at the request of the Saudis "to shed light on all sides of [the] Khashoggi case."

Underage refugees in Germany increasingly going missing
German authorities do not know the whereabouts of some 900 refugees under the age of 14. The head of a German children's charity said the new figures were alarming.

The number of refugees under the age of 14 who are missing in Germany has increased in recent months, despite a drop in the total number of refugee arrivals, according to the German Child Welfare Association.

The number increased from 895 children in July to 902 in October, the association said, citing figures from the Federal Criminal Police Office.

The new figures were "alarming" and underlined how countries across the European Union need to improve their support for underage refugees, said the head of the German Child Welfare Association, Holger Hofmann.

Missing Children Europe, a charity, said criminal gangs across the continent are increasingly trying to pressure underage refugees to leave official care facilities. It added that many become victims of human or sexual trafficking, forced begging or drug smuggling.

The German Child Welfare Association said prevention efforts were undermined by the Federal Criminal Police Office's lack of data on why and how children went missing.

"It is harder to institute preventive measures because we are fumbling in the dark," an association spokesman said.

The top judge rejected the request and said that he will tender resignation if he fails to ensure justice. He also reprimanded the lawyers for chanting slogans in the courtroom.

Meanwhile, the Lahore Bar secretary said that they will continue to protest outside the court if the CJP won’t dismiss FIR against the fellow lawyer.

Sessions judge sends Faisal Raza Abidi to jail on judicial remand

During the hearing, the sessions judge ordered Faisal Raza be sent to prison on judicial remand.

The former senator was arrested on October 10 after he appeared before the Supreme Court's two-judge bench over anti-judiciary remarks made by him in an interview.

Three cases were registered against Faisal Raza for allegedly defaming the judiciary and using threatening language.

He was granted bail in the first two cases, after which the third was filed by the police at the Secretariat Police Station.

At the hearing on Saturday, the sessions judge commented on the former senator being charged under Section 7 ATA, saying the terrorism charges were being treated as a joke as they were imposed against every other person.

About the police filing a case against Faisal Raza under previously mentioned charges, the judge said it was unfortunate how everyone only cared about their uniform.

Trump Vows to Unearth Truth About Khashoggi Disappearance

President Donald Trump declared Friday the U.S. will uncover the truth about what happened to journalist and U.S. resident Jamal Khashoggi, whose possible murder at Saudi hands after disappearing in Istanbul has captured worldwide attention. Trump promised to personally call Saudi Arabia's King Salman soon about “the terrible situation in Turkey.”

“We're going to find out what happened,” Trump pledged when questioned by reporters in Cincinnati where he was headlining a political rally.

Khashoggi, a forceful critic of the Saudi government, went missing more than a week ago after entering a Saudi consulate in Istanbul, and Turkish officials have said they believe he was murdered there. U.S. officials say they are seeking answers from the Saudi government and are not yet accepting the Turkish government's conclusions.

The Saudis have called accusations that they are responsible for Khashoggi’s disappearance “baseless.” Widely broadcast video shows the 59-year-old writer and Washington Post contributor entering the consulate on Tuesday of last week, but there is none showing him leaving.

Separately, Secretary of State Mike Pompeo spoke to Khashoggi's fiancee, Hatice Cengiz, the State Department said Friday. No details of the conversation were released.

In an interview Friday with The Associated Press, Cengiz said Khashoggi was not nervous when he entered the Saudi consulate to obtain paperwork required for their marriage.

“He said, ‘See you later my darling,’ and went in,” she told the AP.

Citing anonymous sources, the Post reported Friday that Turkey’s government has told U.S. officials it has audio and video proof that Khashoggi was killed and dismembered. The AP has not been able to confirm that report.

In written responses to questions by the AP, Cengiz said Turkish authorities had not told her about any recordings and Khashoggi was officially “still missing.”

She said investigators were examining his cellphones, which he had left with her.

Saudi Arabia says Khashoggi left the consulate. He hasn’t been seen since, though his fiancee was waiting outside.

Both Turkey and Saudi Arabia are important U.S. allies in the region. Trump said Treasury Secretary Steve Mnuchin will evaluate whether to attend a Saudi investor conference later this month.

On Thursday, Trump had said U.S. relations with Saudi Arabia were “excellent” and he was reluctant to scuttle highly lucrative U.S. weapons deals with Riyadh. A number of members of Congress have pressed the Trump administration to impose sanctions on the country in response to the Khashoggi affair.

A delegation from Saudi Arabia arrived in Turkey on Friday as part of an investigation into the writer's disappearance. In a statement posted on Twitter, the Saudis welcomed the joint effort and said the kingdom was keen “to sustain the security and safety of its citizenry, wherever they might happen to be.”

Cengiz said she and the journalist would have been married this week and had planned a life together split between Istanbul and the United States, where Khashoggi had been living in self-imposed exile since last year.

She had appealed for help to Trump, who earlier this week said he would invite her to the White House.

Cengiz didn’t respond to a question about that, but earlier on Friday she urged Trump on Twitter to use his clout to find out what happened.

“What about Jamal Khashoggi?” she wrote in response to a tweet by Trump in which he said he said he had been “working very hard” to free an American evangelical pastor who has been held for two years in Turkey. Andrew Brunson was released late Friday.

Amid growing concern over Khashoggi’s fate, French President Emmanuel Macron said his country wanted to know “the whole truth” about the writer’s disappearance, calling the early details about the case “very worrying.”

Macron said “I’m waiting for the truth and complete clarity to be made” since the matter is “very serious.” He spoke Friday in Yerevan, Armenia, to French broadcasters RFI and France 24.

In Germany, Chancellor Angela Merkel's spokesman, Steffen Seibert, said Berlin was also “very concerned” about the writer’s disappearance and called on Saudi Arabia to “participate fully” in clearing up reports that he had been killed.

Global business leaders began reassessing their ties with Saudi Arabia, stoking pressure on the Gulf kingdom to explain what happened to Khashoggi.

Khashoggi, who was considered close to the Saudi royal family, had become a critic of the current government and Crown Prince Mohammed bin Salman, the 33-year-old heir apparent who has introduced reforms but has shown little tolerance for criticism.

As a contributor to The Washington Post, Khashoggi has written extensively about Saudi Arabia, including criticism of its war in Yemen, its recent diplomatic spat with Canada and its arrest of women's rights activists after the lifting of a ban on women driving.

Those policies are all seen as initiatives of the crown prince, who has also presided over a roundup of activists and businessmen.

Speaking during a debate in the General Assembly’s Third Committee on the ‘Promotion and protection of the rights of children’, Lodhi reminded the international community of the plight of children in Palestine and Indian occupied Jammu and Kashmir who continue to be caught in a ‘vortex of violence’ and are exposed to unimaginable horrors every day.

She stressed the need to reach out to those “who suffer disproportionality from war, economic upheaval, poverty and climate change”.

Conflicts, said the ambassador, violate every conceivable right of children, and the trauma arising from targeted attacks, sexual violence, forced conscription mar them for the rest of their lives.

“Ensuring adequate physical and mental health, education, food, clothing and shelter, and provision of a future free from malnutrition for all children was a collective commitment of the international community”, she said.

While underscoring the priority given by Pakistan to protecting and promoting the rights of children, Ambassador Lodhi said that investing in children was considered a key to development and prosperity by her country.

This was also evidenced by the fact the Pakistan was one of the earliest signatories of the Convention on Rights of the Child and its optional protocols and had also ratified all core ILO conventions on child labour, she added.

The Pakistani envoy also described the recent policy measures taken in her country to promote the rights of children and said that new legislation was adopted to protect children from abuse, maltreatment, exploitation, neglect and mental violence.

She also highlighted the work of the National Commission for Child Welfare and Development, which she said, was working closely with UNICEF to assess and promote child rights across the country.

Harvard Bias Trial to Spotlight Use of Race in College Admissions

A lawsuit challenging the use of race as a factor in U.S. college admissions will go to trial in Boston on Monday, when Harvard University will face accusations that it discriminates against Asian-American applicants.

The lawsuit, backed by the Trump administration, could eventually reach the Supreme Court, giving the newly cemented five-member conservative majority a chance to bar the use of affirmative action to help minority applicants get into college.

"The case is critically important as it's really about diversity at colleges all across the country," said Nicole Gon Ochi, an attorney at Asian Americans Advancing Justice – Los Angeles who supports Harvard in the case.

Students for Fair Admissions (SFFA), founded by anti-affirmative action activist Edward Blum, sued Harvard in 2014, contending it illegally engages in "racial balancing" that artificially limits the number of Asian-American students at the Ivy League school.

The U.S. Justice Department, which launched a related probe of Harvard after Republican President Donald Trump's election, has backed the group, saying the Cambridge, Massachusetts, university has not seriously considered alternative, race-neutral approaches to admissions.

Conservatives argue that affirmative action, which aims to offset historic patterns of racial discrimination, can hurt white people and Asian-Americans while helping black and Hispanic applicants.

SFFA said that its analysis of Harvard admissions data shows that Asian-American applicants are less likely to be admitted than their white, Hispanic or black counterparts.

Harvard denies discriminating against Asian-Americans, saying their rates of admission have grown significantly since 2010. Asian-Americans, who represent about 6 percent of the U.S. population, make up 23 percent of Harvard's current freshman class.

It notes that the Supreme Court has previously held that colleges have an interest in enrolling diverse groups of students and may consider race as one factor among many when reviewing applications.

The last time the nation's top court examined the issue was in 2016, when conservative Justice Anthony Kennedy joined the court's liberals to allow race to be considered in college admissions. Kennedy's replacement, Brett Kavanaugh, could be more likely to vote to bar its use.

"This is one area where there could be a significant change by replacing Kennedy with Kavanaugh," said Ilya Shapiro, a senior fellow at the libertarian Cato Institute.

The Justice Department last month opened a probe into whether Yale University also discriminates against Asian-Americans, and SFFA has a similar case pending against the University of North Carolina at Chapel Hill on behalf of white students.

"A student's race or ethnicity should not be a consideration in university admissions," Blum said.

A Palestinian woman died, before midnight on Friday, of a serious injury she sustained after Jewish settlers attacked the car she was aboard near Za’atara checkpoint, south of Nablus city in the occupied West Bank.

A Red Crescent official told the Palestinian Information Center (PIC) that 45-year-old Aisha Rabi, from Biddya town in Salfit, suffered a critical head injury after settlers throw a rock on the vehicle she was aboard along with her husband on a road near Za’atara checkpoint.

The victim was rushed to Ibn Sina Emergency Center in Huwara town, where she died, and later her body was transferred to Rafidia Hospital in Nablus.

In recent days, Jewish settlers intensified their assaults on Palestinian citizens and their property in the West Bank, especially in southern Nablus.

UN Worker Among Sharp Increase in DRC's Ebola Caseload

A U.N. employee in eastern Democratic Republic of the Congo has tested positive for Ebola, the first such incident during the current outbreak, according to the head of the U.N. peacekeeping mission.

"I am writing today to inform you that my leadership team and I have regretfully just received news that a U.N. colleague based in Beni has tested positive for Ebola and is now receiving the necessary medical treatment," Leila Zerrougui wrote in the letter obtained by the Reuters news agency.

Zerrougui said the employee had not been to work for several weeks and that officials were tracing the person's contacts.

The news came after health officials warned that the rate of new Ebola cases had more than doubled since September.

Rise in cases a concern

The sharp rise has health officials concerned that the situation in eastern DRC Is at a crossroads.

Either the outbreak is getting worse, or local residents are finally responding to education campaigns and government edicts and are no longer resisting health workers.

The death toll stood at 125 as of Friday, out of 201 reported Ebola cases (166 confirmed and 35 probable), according to the DRC's health ministry.

This outbreak, the country's 10th, initially was reported Aug. 1.

"The fact that we see more cases could also be a positive sign," said Tarik Jasarevic, a spokesman for the World Health Organization, speaking by phone from Geneva on Thursday. "… We have seen in the past that sometimes people would hide sick ones or would actively run away" from aid workers charged with tracing the contacts of infected patients — a step essential to curbing the deadly disease's spread.

Attack keeps workers inside

But insecurity is complicating the health community's response in the outbreak's epicenter in the North Kivu region, where more than 100 armed opposition groups operate, and more than 1 million people have been displaced.

The jump in reported cases follows a Sept. 22 armed attack in Beni, a town near the border with Uganda and the center for aid efforts. Eighteen people died, including 14 civilians, according to the army.

Jasarevic said WHO health workers were forced to stay indoors for two full days following the attack.

"Operations were hampered by the insecurity," Jasarevic said. "… And not only because of the [health] teams not being able to go out, but also because of the reaction of the population."

Red Cross volunteers attacked

Other violence has impeded aid work in the region. Last week, three Red Cross volunteers on an Ebola burial team were attacked and injured while conducting their duties in the northeast city of Butembo, according to the DRC Red Cross. It said, in a statement, that two of the volunteers were being treated for serious wounds.

The Red Cross statement reminded people that the body of an Ebola victim is highly infectious and requires careful handling. The Ebola virus spreads through contact with bodily fluids.

In addition, some families have refused to allow aid workers to check on and treat potential patients, and other victims have fled, raising the possibility that the virus could spread to neighboring Uganda, Rwanda and South Sudan.

Jasarevic said local people's "reaction to the Ebola response is sort of linked to their reaction to the general insecurity, basically thinking that if all these authorities, including international actors, are not able to provide security, how it would be then possible for them to try to control the outbreak?"

The WHO initially had predicted the disease possibly could be brought under control within three months, thanks in part to a vaccine that has proven effective for people who have been exposed but haven't shown symptoms, and new treatment drugs for people who have contracted Ebola.

But Peter Salama, WHO's executive director of the health emergencies program, said Thursday that the response timetable needed revision.

"We anticipate that now we'll be looking at least another three or four months in order to really stem this outbreak, with a strong focus again on Beni and surrounding areas," Salama said at a Geneva news conference.

CJP takes notice of PU professors’ court appearance in handcuffs
Chief Justice of Pakistan Mian Saqib Nisar has taken notice of production of former vice-chancellor of Punjab University Prof Dr Mujahid Kamran and other professors in handcuffs before an accountability court here on Friday.

The chief justice directed the NAB director general of Lahore and DIG Operations to appear in court today (Saturday) at the Supreme Court Lahore registry. Meanwhile, an accountability court on Friday remanded Dr Mujahid Kamran and five other professors in 10-day custody of the National Accountability Bureau (NAB) in illegal appointments case.

The NAB personnel produced Kamran, former registrars Prof Dr Raas Masood and Prof Dr Liaqat Ali and former additional registrars Prof Dr Aurangzaib Alamgir and Prof Dr Kamran Abid handcuffed before the court.

A group of lawyers chanted slogans against the former vice-chancellor on his appearance before the court.

On the other side, lawyers of the arrested professors lodged a strong protest with the court against the NAB for producing their clients handcuffed. They complained that the same NAB produced former chief minister Shahbaz Sharif before the same court without handcuffs.

The lawyers refused to assist the court proceedings unless handcuffs of the arrested teachers were removed.

However, accountability judge Syed Najamul Hassan said the court did not order the NAB to put handcuffs on the accused persons.

Meanwhile, the hearing resumed and NAB Deputy Prosecutor Waris Ali Janjua argued that the suspects were involved in making over 500 illegal appointments in the Punjab University. He said the accused persons misused their powers and violated rules in appointing their blue-eyed people.

He asked the court to grant 15-day physical remand of the accused for further investigation into the charges.

The lead counsel from the accused party, Advocate Mansoorur Rehman Afridi, argued that the NAB violated its jurisdiction by arresting the professors. He said Dr Kamran had not made any ghost or illegal appointment in the university. He also claimed that the then governor and chief minister had asked the accused to make appointments.

Speaking in his defence, Dr Kamran told the court that the syndicate had delegated its powers to a committee to make appointments. He said the syndicate also comprised a sitting judge of the Lahore High Court being nominee of the chief justice.

Asked if advertisement was not mandatory to fill contract posts, Mujahid told the court that advertisement was not necessary after the syndicate delegated its powers to the committee.

After hearing both sides, the judge allowed the NAB to have custody of the suspects for 10 days and directed it to produce them again on Oct 22.

PU Academic Staff Association members were also present on the court premises for the support of former VC and other arrested professors. They chanted slogans in favour of the arrested teachers and termed their arrest a shameful act.

They demanded the NAB to also interrogate ex-officio members of the syndicate including a sitting judge, bureaucrat and an MPA if there was any illegality in the appointments.

Police in Mexico have arrested a woman suspected of running a sex trafficking operation along the U.S. border that may be linked to the disappearance of several nursing students earlier this year, authorities say.

Claudia Palmira is accused of coercing a teenage girl and a young woman into performing sexual acts in exchange for money and trafficking them across state lines, according to the attorney general’s office in the Mexican state of Chihuahua.

The case highlights the prevalence of trafficking in Mexico, where an estimated 341,000 people live in modern slavery, according to the 2018 Global Slavery Index published by the human rights group Walk Free Foundation.

Human trafficking in Mexico

Figures from the attorney general’s office show more than 4 out of 5 human trafficking cases in Mexico involve sexual exploitation.

“It’s an increasingly serious problem,” said Alfredo Limas Hernandez, co-director of the Observatory of Social and Gender Violence at Chihuahua’s Autonomous University of Ciudad Juarez. “The region has become a space where trafficking, sexual exploitation and disappearances are a growing reality,” he told the Thomson Reuters Foundation.

According to Hernandez, many women who become victims of sex trafficking are first reported as missing and later turn up dead.

Government figures show that as of April, more than 9,000 women are reported missing across Mexico. More than 2,000 men and women are missing from the border state of Chihuahua.

Missing nurses

Jessica Renteria, spokeswoman for the prosecutor investigating the Palmira case, said authorities discovered the suspected trafficking operation after looking into the disappearance of three nurses who lived together in the town of Perral.

Mayra Mendoza Adame, 21, disappeared on May 27, while Sigrid Diaz Huerta, 21, and Oswaldo Galvan Rodriguez, 22, were kidnapped by a group of armed men who broke into their home the following day.

A friend, Merari Lozano Munoz, 18, also disappeared around the same time.

The investigation led authorities to suspect human trafficking and a link to Palmira, according to state Attorney General Caesar Augusto Peniche.

“It exposed a trafficking network which the detained person is part of and is surely the coordinator of trafficking activities in that region,” he told reporters last week.

Multiple charges

Palmira faces charges of human trafficking in the form of sexual exploitation and prostitution. She was arrested in late September in Perral and appeared in court last week.

Mexican media has reported that Palmira allegedly used online social networks to promote a “catalog” of women for potential clients.

The prosecutor’s office said the authenticity of the cataloguer has not been verified but said social networks have been used in human trafficking in Chihuahua.

“It’s a factor that makes women and girls vulnerable,” she said. “It makes us an easy target.”

At least 7 Palestinians were killed and dozens injured on Friday when the Israeli occupation forces heavily opened fire at the peaceful protesters taking part in the Great March of Return.

According to the spokesman for Gaza's Ministry of Health Ashraf al-Qedra, the martyrs were identified as Ahmad al-Tawil, 27, Mohammed Ismail, 29, Ahmad Abu Neim, 17, Abdullah al-Doghma, 25, Afifi Afifi, 18, Tamer Abu Ermana, 22, and Mohammed Abbas, 21.

Al-Qedra said that 192 protesters were injured, 140 of whom by live ammunition and three are in critical condition. There are 45 children, eight girls, and two paramedics among the injured.

Thousands of Palestinians marched in the afternoon along the border between the Gaza Strip and the 1948 occupied Palestinian territories to take part in the protests of the 29th Friday of the Great March of Return.

The PIC reporter said that the Israeli forces fired live ammunition and teargas canisters at the unarmed protesters, while Palestinian youths responded by burning dozens of car tires in an effort to block the view of Israeli snipers.

The Higher National Committee for the Great March of Return and Breaking the Siege earlier this week called on Palestinians in the Gaza Strip to participate in Friday's protests and commemorate the anniversary of al-Quds Intifada which broke out in October 2015.

The committee affirmed in a statement that the Great March of Return will continue until it achieves its goals.

Palestinians in the Gaza Strip since 30 March have been protesting on a daily basis along the border fence to call for lifting the blockade on the coastal enclave and allowing refugees to return to their lands from which they were expelled in 1948.

So far over 200 Palestinians have been killed by the Israeli army and nearly 20,000 injured.

Campaigning for the bye-elections in 35 constituencies across the country ended on midnight falling between October 12 and October 13 and all necessary arrangements have been made for the polling which will be held on Sunday (October 14).

Election Commission of Pakistan (ECP) has completed all necessary arrangements for by-elections to be held on 11 National Assembly seats and 24 seats from provincial assemblies included 11 seats for Punjab Assembly, nine for Khyber Pakhtunkhwa, and two each for Sindh and Balochistan.

Election Commission of Pakistan on Friday has stated that Pakistan Army will take control of the security during by-elections on October 14. The officers will be deployed inside and outside the polling stations under Article 220 and 245 of the Constitution. They will continue to perform their duties till October 15.

On the other hand, a special security plan has been chalked out to ensure foolproof security for sensitive polling station on by-election day.

According to an official of ECP, the ballot papers for all constituencies in both the National and Provincial assemblies have been printed. The official said that as many as 122 candidates have been contesting bye-election in 11 constituencies of National Assembly.

He said that 28 candidates have been contesting election from NA-131 Lahore-IX, 10 candidates from NA-124 Lahore-II, 12 candidates from NA-103 Faisalabad-III, eight candidates from NA-35 Bannu, 22 candidates from NA-243 Karachi East-II, 11 candidates from NA-69 Gujrat-II, three candidates from NA-65 Chakwal-II, five candidates from NA-63 Rawalpindi-VII, nine candidates from NA-60 Rawalpindi-IV, three candidates from NA-56 Attock-II and 11 candidates from NA-53 Islamabad-II.

He said that the commission has already issued amended voters’ lists to the districts concerned as the polling will be held on new electoral rolls.

He said that total registered voters in the country have reached the figure of 106,000,239 with 59,243,889 male (55.89 percent) and 46,756,350 female (44.11 percent) voters.

He said that out of total registered voters, 60,697,418 were from Punjab, 22,394,212 voters from Sindh, 17,839,845 voters from Khyber Pakhtunkhwa (including FATA), 4,302,304 voters from Balochistan and 766,460 voters from federal capital.

He said that in Punjab, the male voters were 33,690,140 while female voters were 27,007,278. In Sindh, the male voters were 12,438,375 while female voters were 9,955,837.

Similarly in Khyber Pakhtunkhwa, the male voters were 10,220,103 while the female voters were 7,619,742. In Balochistan, the male voters were 2,487,470 while the female voters were 1,814,834 while in federal capital the male voters were 407,801 and the female voters were 358,659.

The official said that a special security plan has been chalked out to ensure foolproof security for sensitive polling station on polling day. He added the security plan will be implemented in coordination with the provincial governments and departments concerned.

He said the commission has planned special security measures to ensure security of voters for having better turnout. He said that foolproof security arrangements have been planned with deployment of security personnel at polling stations to ensure smooth polling process.

The hackers accessed name, email addresses or phone numbers from these accounts, according to Facebook. For 14 million of them, hackers got even more data, such as hometown, birthdate, the last 10 places they checked into or the 15 most recent searches.

An additional 1 million accounts were affected, but hackers didn't get any information from them.

Facebook isn't giving a breakdown of where these users are, but says the breach was "fairly broad." It plans to send messages to people whose accounts were hacked.

Facebook said third-party apps and Facebook apps like WhatsApp and Instagram were unaffected by the breach.

Facebook said the FBI is investigating, but asked the company not to discuss who may be behind the attack. The company said it hasn't ruled out the possibility of smaller-scale attacks that used the same vulnerability.

Facebook has said the attackers gained the ability to "seize control" of those user accounts by stealing digital keys the company uses to keep users logged in. They could do so by exploiting three distinct bugs in Facebook's code. The company said it has fixed the bugs and logged out affected users to reset those digital keys.

At the time, CEO Mark Zuckerberg - whose own account was compromised - said attackers would have had the ability to view private messages or post on someone's account, but there's no sign that they did.

Artists are putting the finishing touches on an 82-foot-long (24-meter-long) blue whale made from discarded plastic that will be on display near San Francisco's Golden Gate Bridge to raise awareness about ocean pollution.

The Monterey Bay Aquarium said Friday a blue whale can weigh 300,000 pounds (136,000 kilograms) — about the amount of plastic scientists say enters the ocean every nine minutes.

A 2015 study by Jenna Jambeck, an environmental engineer at the University of Georgia, found 9 million tons (8 million metric tons) of plastic waste enter the ocean annually.

The sculpture created from plastic water bottles, lids and bags by artists Joel Deal Stockdill and Yustina Salnikova will be publicly unveiled Saturday.

It is located in Crissy Field, the heart of the Golden Gate National Recreation Area.

It is sponsored by the aquarium in partnership with the National Park Service and the Golden Gate National Parks Conservancy.

Death Toll From Hurricane Michael Climbs to 21

Residents and rescue workers in Florida and other southeastern U.S. states were in the midst of recovering Friday from the devastation inflicted by Hurricane Michael, the remnants of which have moved out into the Atlantic Ocean.

Before it swept out to sea, Michael claimed at least 21 lives after making landfall Wednesday as a Category 4 Hurricane in the Florida Panhandle and churned north through Georgia, the Carolinas and Virginia as a tropical storm.

Emergency personnel scoured through areas where entire blocks of homes and buildings were flattened, searching for survivors.

"I expect the fatality count to come up today," Federal Emergency Management Agency administrator Brock Long said Friday on CNN. "Hopefully it doesn't rise dramatically, but it is a possibility."

Officials in Florida, Georgia and North Carolina, which is still reeling from the recent onslaught of Hurricane Florence, said previously Michael had killed at least six people. But the death toll reached 21 when the Virginia Department of Emergency Management said Friday morning that five people were killed in the state, including four who drowned and a firefighter who was responding to a call for help.

The storm, which has been downgraded to a post-tropical cyclone, was the strongest on record to hit the Florida Panhandle and the third most powerful to strike the U.S. mainland.

‘Unbelievable devastation’

Large areas of the coast of the Panhandle, including Mexico Beach and Panama City, were left in ruins. The area is home to a number of rural communities that are among the poorest in the state.

In Mexico Beach, a seafront town where Michael made landfall, entire blocks of houses were razed, boats hurled into yards and the streets cluttered with downed power lines and trees.

Florida Governor Rick Scott said Michael caused "unbelievable devastation" and assured evacuees and other residents Friday a strong relief effort from his administration is underway.

Scott wrote on Twitter, "We are working as quickly as possible so that you can return, check on your things and begin the recovery process." Scott added, "Right now, the top priority is making sure that things are safe."

The U.S. Army said more than 2,000 Florida National Guard soldiers were helping with recovery efforts. Officials said more than 400,000 homes and businesses were without electricity and 20,000 utility workers had been deployed to restore power.

Utility companies said more than 1 million homes and businesses were without power from Florida to Virginia early Friday.

The American Red Cross said the number of evacuees in shelters was expected to increase to 20,000 across five states by Friday.

Michael made landfall in the Florida Panhandle with maximum sustained winds of 249 kilometers per hour, putting it just below the Category 5 status that tops the scale used to describe the strength and destructive potential of hurricanes.

The Atlantic hurricane season began in June and ends November 30.

The Supreme Judicial Council (SJC) dismissed all complaints against Islamabad High Court Chief Justice Muhammad Anwar Khan Kasi, according to a press release issued by the Supreme Court on Friday.

The Council examined four complaints against Justice Kasi in a meeting chaired by the Chief Justice Mian Saqib Nisar on October 11.

"After detailed deliberations and discussion, the Council came to the conclusion that on the basis of material available on record no case of misconduct was made out against the honourable judge," the press release reads.

"Therefore, the Supreme Judicial Council dismissed all the complaints against him."

On the same day that Justice Kasi was cleared of all complaints, President Arif Alvi removed Shaukat Aziz Siddiqui from the post of Islamabad High Court (IHC) judge in the light of a recommendation by the SJC.

The Council had recommended removal of Justice Siddiqui from his office over his controversial speech before the District Bar Association, Rawalpindi on July 21, 2018.

Unregistered mobile phones to become unusable after October 20
The Pakistan Telecommunication Authority (PTA) announced on Friday that the long-anticipated Dev­ice Identification, Registra­tion and Blocking System (DIRBS) would become functional on October 20 after which all unregistered mobile phones would become unusable.

The DIRBS is an indigenous solution aimed to combat the use of smuggled or counterfeit sets which either serve to reduce tax revenues for the state or pose health problems to unsuspecting consumers.

“We recommend that consumers buy only PTA-approved phone sets after Oct 20. A consumer should text the International Mobile Equipment Identity (IMEI) number printed on the box of a new handset to 8484. But he or she should pay for the handset only after (s)he receives reply that the set is compliant with the regulatory standards,” said PTA’s director general for services, Talib Dogar.

Device identification system aims to tackle use of fake or smuggled sets which pose health hazards

The technology will help the authorities counter the issue of counterfeit devices that adversely affects the government, mobile phone operators, distributors and consumers, according to Mr Dogar.

These are the devices that are not registered with the Global System for Mobile Association (GSMA) and may be mass-produced by manufactures who do not comply with international standards of production, resulting in the proliferation of counterfeit, possibly hazardous, mobile phones.

PTA also said it had legalised the nearly 160 million compliant and non-complaint mobile devices, active on all the networks, before the launch of DIRBS. All these devices would not face any service interruption as they would not be blocked by DIRBS.

“However a consumer, who inserts a SIM card other than the one (s)he was using before Oct 20 in a non-compliant mobile device after the amnesty period, will be required to register the phone’s IMEI with PTA within two weeks to be able to continue using the handset,” Mr Dogar said.

Similarly, the consumers who purchase handsets abroad would have to register them in Pakistan by logging onto the PTA’s DIRBS website. After the one-time registration, the consumer would be able to operate the handset after furnishing information about identity card number, the IMEI of the handset and the country’s name where the set was bought, etc.

“In exceptional cases, such users on roaming services, they will continue to use their phones without interruption. However, as soon as they insert a local SIM they will have to register their mobile devices with PTA,” Mr Dogar said.

Another senior officer, Nouman Khalid, explained that in order to create public awareness PTA was sending SMSs to all subscribers about the status of their mobile devices.

The four types of responses that can be received by a subscriber inquiring about the status of the IMEI include “compliant devices”, which are the PTA-approved devices legally imported into Pakistan.

The other response is “valid devices”, which are the ones having valid IMEIs but which are not PTA-approved. To facilitate such users, PTA will auto-register the IMEIs active on mobile networks before Oct 20, and their status will be compliant after the said date.

Mr Khalid said that “non-compliant” devices are those where the IMEI is either not allocated by GSMA or is duplicated. To facilitate such users, PTA will auto-pair all such IMEIs active on mobile networks with specific SIMs before Oct 20. After that date, such users will be able to use their devices with paired SIMs only.

Finally, the “blocked devices” message indicates that the IMEI is blocked as this IMEI has been reported stolen earlier.

Mr Khalid said that after coming into effect the system could help the government increase revenues from $170 million to $200m on imported phone sets.

As many as 55 luxury cars will be auctioned in the second phase of the Pakistan Tehreek-e-Insaf government’s austerity drive.

The carpool includes 49 vehicles of the Prime Minister’s House and six vehicles of the National Assembly Secretariat and their auction will take place on October 17 and 24 respectively.

Twenty vehicles are bulletproof while 27 are non-bulletproof. The government has also decided to put up for auction nine cars, which were purchased during the tenure of Nawaz Sharif.

The vehicles will be displayed for public inspection on October 15-16 at the Prime Minister’s House. Furthermore, the Federal Board of Revenue, which will monitor the auction process, has reduced taxes on the vehicles.

“All judges will be held accountable now,” the chief justice said.

 “People have been crying and dying but are not getting injustice,” he added.

The top judge stated, “Supreme Court’s bench number 1 has wrapped up 7,000 cases but when we ask judges they say only 20 cases have been wrapped up.”

Justice Nisar warned, “Those judges, who issue verdicts on very few cases, will also be tried under Article 209.”

Just a day before, President Arif Alvi removed Shaukat Aziz Siddiqui from the post of Islamabad High Court (IHC) judge due to the recommendation by the Supreme Judicial Council.

The SJC had recommended the removal of Justice Siddiqui from the Supreme court office over his controversial speech before the District Bar Association, Rawalpindi on 21 July, 2018.

In his speech, Justice Siddiqui blamed the higher judiciary for the country’s ‘deplorable’ state of affairs.
