Saudi Arabia taken measures on Jamal Khashoggi’s murder: Foreign Office

Foreign Office commented on the US report regarding the killing of journalist Jamal Khashoggi saying that Saudi Arabia has taken measures to bring those responsible for the murder to justice.

Foreign Office spokesman said that they have taken note of the public release of the US Administration’s declassified intelligence report, containing its “assessment” on the killing of Jamal Khashoggi.

We have also noted that the Saudi government termed Jamal Khashoggi’s murder as an “abhorrent crime” and a “flagrant violation of the Kingdom’s laws and values,” the spokesman said.

“The Saudi government has further underlined that it took all possible measures within its legal system to ensure that the individuals responsible were properly investigated, convicted and sentenced and that justice was served,” the foreign office said adding that Pakistan recognizes Saudi efforts in this regard and expresses solidarity with the Kingdom of Saudi Arabia.

The spokesman said that Pakistan underscores adherence to the rule of law, respect for national sovereignty, and protection and promotion of human rights by all States, in accordance with their respective Constitutional frameworks and international obligations.

It is pertinent to mention here that a declassified US intelligence assessment released on Friday noted that Saudi Crown Prince Mohammed bin Salman approved of an operation to capture or kill dissident journalist Jamal Khashoggi, who was murdered in 2018.

Riyadh has denied any involvement by the crown prince, Saudi Arabia’s de facto ruler.

“We assess that Saudi Arabia’s Crown Prince Muhammad bin Salman approved an operation in Istanbul, Turkey to capture or kill Saudi journalist Jamal Khashoggi,” the U.S. Office of the Director of National Intelligence said in the report posted on its website.

A man identified involved in murdering Asad Achakzai during a mugging bid

In a drop scene over the murder of ANP Spokesman Asad Khan Achakzai who went missing five months back, the police on Saturday claimed to have arrested a Levies man who allegedly killed Achakzai during a mugging bid.

Detailing the entire murder incident, DIG Police Quetta said that a man identified as Israr was involved in murdering Asad Achakzai during a mugging bid.

“It was a blind case for us which has been solved finally as we have arrested the culprit involved in it,” he said adding that the accused was a Levies personnel. “We have also recovered the vehicle of the ANP spokesman from his possession,” he said adding that the accused had admitted snatching the vehicle from Asad Achakzai.

Narrating the incident which led to the murder, the DIG said that Asad Khan gave a lift to the Levies man, who later killed him on the way and threw his body in a ravine. “The accused killed him five months back,” the top cop said adding that the police started a search for the victim soon after a case of him going missing came to the surface.

Responding to the matter, Chief Minister Jam Kamal said that the government tried its best for the recovery of Asad Khan and went all out during the investigation to trace the culprits involved in the entire episode.

COVID-19:1,176 new cases, 23 deaths reported in the past 24 hours

Coronavirus has claimed 23 more lives in Pakistan in the past 24 hours, surging the overall death toll to 12,860.

According to the latest statistics of the National Command and Operation Centre (NCOC), the COVID-19 has claimed 23 more lives and 1,176 fresh infections were reported.

The total count of active cases is 21,836.

In the past 24 hours, as many as 871 patients have recovered from the virus in a day and 1,562 patients are still in critical condition.

According to the National Command and Operation Centre (NCOC), with the fresh inclusion of the infections in the country the national tally of cases now currently stands at 579,973.

A total of 38,920 tests were conducted across the country during this period. Overall 545,277 people have recovered from the deadly disease so far while 8,951,838 samples have been tested thus far.

Set to chase 119 runs, Zalmi lost openers Imam-ul-Haq and Kamran Akmal in quick successions but Cadmore and Shoaib Malik rescued the chasing side and scored 63 runs together to bring Zalmi back in ryhthm.

Haider then steered the show with explosive power-hitting alongside Malik who remained not out for 29 runs spread over a boundary and a six. Haider scored 36 runs laced with three boundaries and as many sixes.

For United, Hasan Ali bagged two wickets while Mohammad Wasim and Fawad Ahmed bagged a wicket each.

The Counter Terrorism Department has prepared the Red Book comprised of information about hardened terrorists

The CTD has prepared the new edition of Red Book after four years comprising details of the most wanted terrorists and those having bounty on their heads announced by the government.

The ninth edition of the red book with regard to the terrorists involved in anti-state activities, will be released soon, concerned CTD officials said.

According to officials, the CTD has made further additions in this volume of the red book, which also have the names of terrorists affiliated with nationalist parties, BLA, BRA, SRA and other outfits.

The red book, having names of the most wanted terrorists as well as saboteurs with head money and other details. The book will be shared with all concerned institutions, officials said.

Earlier, the CTD had released the red book on terrorists, four years ago in year 2017.

The previous edition was comprised of two parts. In its first volume, there were details about the terrorists affiliated with Da’aish; while there were details about nine terrorists of Al-Qaida, 16 of banned Tehreek-e- Taliban group, eight terrorists of outlawed Jundullah, 11 terrorists of banned Lashkar-e-Jhangvi group and 16 terrorists affiliated with other outlawed groups.

Sugar is in short supply in most Utility Stores across the country, with consumers forced to pay extra for it from the open market, according to the sources

Sources said sugar has disappeared from Utility Stores across the country over the past two days, adding that consumers are forced pay an extra Rs30-35 for it.

Utility Store operators have been told by suppliers that sugar will not be available for the next seven days. Sources also said that the Utility Stores Corporation do not have sugar stock available at the moment due to which six tenders to buy sugar have been issued to meet the demand gap.

However, only 20,000 metric tonnes of sugar were bought on the last tender, said sources. They further confirmed that it may take one or two weeks for local sugar to be available in stores.

The Trading Corporation of Pakistan (TCP), on the other hand, will issue sugar tenders on March 2. Even after a deal is signed to import the commodity, it may take up to two weeks for the sugar to land in Pakistan.

'Government bigwigs and allies benefited from sugar crisis’
Last year, the price of sugar skyrocketed across the country, prompting a strong response from Prime Minister Imran Khan, who launched a "grand operation" against the 'sugar mafia' in the country.

The prime minister had tasked the Federal Investigation Agency (FIA) to probe the rise in the prices of sugar and make public the report.

The report, released last year, claimed that top PTI members were among those who gained from the previous sugar crisis. An investigation into the crisis had been ordered by Prime Minister Imran Khan in February 2020.

Among the people named in the FIA report were former PTI general secretary Jahangir Tareen and a brother of senior politician and minister Khusro Bakhtiar.

Tareen was said by the report to have benefitted the most from the sugar crisis followed by Bakhtiar's brother.

The report also claimed that the companies belonging to Moonis Elahi — an ally of the party — had profited from the sugar crisis. Elahi is Chaudhry Pervaiz Elahi's son and a key member of the PML-Q.

His release orders were issued by the accountability court's duty judge Akmal Khan after the surety bonds deposited by the PML-N leader were verified.

The PML-N has prepared well in advance for the party leader's release as 12 different camps have been set up across Lahore to welcome him.

 


Arrangements have been made to welcome the PML-N leader from Kot Lakhpat Jail and bring him back to his residence in the form of a rally. PML-N workers carrying drums and showering rose petals danced and celebrated for hours outside the jail in anticipation of his release.

PML-N vice president Maryam Nawaz arrived outside Kot Lakhpat Jail where she received her cousin.

 


LHC grants Hamza Shahbaz bail in money laundering case
The Lahore High Court (LHC) on Wednesday granted bail to Hamza in the money laundering case after a two-member bench of the court heard his bail plea.

Special Prosecutor Syed Faisal Raza Bukhari appeared on behalf of the National Accountability Bureau, while Azam Nazir Tarar and Amjad Pervez appeared on behalf of Hamza.

After hearing the arguments of both parties, the court had granted bail to Hamza and ordered him to submit two surety bonds of Rs10 million each.

On June 11, 2019, NAB had arrested Hamza after the LHC rejected his interim bail in the Ramzan Sugar Mills and money laundering cases.

According to NAB, the PML-N leader made five companies from 2006 to 2009 and did business of more than Rs19 billion.

On November 11, 2020, Hamza and his father Shahbaz Sharif were indicted in a money laundering reference by an accountability court.

Following the orders of the Election Commission of Pakistan (ECP), action has been taken against officials in NA-75 by poll ‘rigging’

Assistant Commissioner (AC) Daska Asif Hussain has been removed from the post and asked to report S&GAD. SDPO, Ramzan Kambooh and DSP Zulfiqar Virk have been suspended by the Punjab government.

The notification in line with the ECP orders has been issued by the Punjab government.

The ECP had ordered the removal of Deputy Commissioner, District Police Officer (DPO) and AC Daska over “rigging” during by-poll in NA-75 constituency.

The commission had also summoned Punjab Chief Secretary and Inspector General of Police (IGP) on March 4 for an explanation.

The Election Commission of Pakistan (ECP) ordered re-polling at all polling stations of NA-75 Sialkot-Daska over rigging on Wednesday.

The Election Commission of Pakistan after hearing arguments from PTI, PML-N and RO had reserved the judgment. Riots were reported during the polling day and the masses were not provided the right to vote in a true manner.

Terming the polling null and void in the NA-75 Daska, the ECP has ordered re-polling in the constituency on March 18.

An accountability court (AC), Sukkur on Saturday announced its reserved judgment in the Municipal Corporation Sukkur corruption case

As per details, the court awarded seven years jail to Deputy Commissioner Qambar Shahdadkot Javed Ahmed Jagirni along with 11 co-accused in the case.

DC Qambar Shahdadkot and other accused were taken into custody after the announcement of the judgment. The National Accountability Bureau (NAB) Sukkur had filed Rs64.77 million corruption reference against seven officers, including administrators of the Municipal Corporation, Larkana, Deputy Commissioner Qambar Shahdadkot, Javed Jagirani, and others.

The NAB had investigated corruption during development works by the Municipal Corporation, Larkana, from 2012 to 2014.

One accused named Abdul Qadir Sheikh, who was a contractor lost his life while three other accused struck plea bargain with the NAB.

Secretary Primary and Secondary Healthcare has notified withdrawal of the restrictions imposed in the province under Punjab Infectious Diseases (Prevention and Control) Ordinance 2020.

The restriction of limited working hours for business activities and leisure places has been withdrawn under the notification. Moreover, the condition of 50 percent staff of offices working at homes has also been taken back, according to the notification.

“The shrines will also open their doors in the province from March 15,” Secretary Health retired Capt. Muhammad Usman has said in a statement.

The Punjab government had ordered all shopping malls, restaurants, shops, and marriage halls to shut by 10 pm amid increasing number of the Covid cases. It had also ordered to close public parks and recreational spots by 6:00 pm.

The provincial government had also imposed a ban on indoor dining in restaurants, cafes and hotels across the province.

The healthcare department had also directed the hotels to ensure social distancing as per coronavirus precautions.

The government also imposed micro-smart lockdowns in the areas found to have increasing number of the COVID-19 cases reported.

The Election Commission of Pakistan (ECP) on Saturday has rejected Opposition Leader Shehbaz Sharif’s plea seeking permission to cast his vote for Senate elections in Lahore

The ECP, while rejecting the plea of PML-N Shehbaz Sharif, stated that a vote cannot be cast anywhere other than National Assembly.

Other incarcerated members of the National Assembly will also cast their vote in the assembly hall, the ECP said citing sources.

The ECP has already issued production orders for the members of the assemblies and the MNAs will be shifted to Parliament Lodges on March 2 for the upcoming Senate polls.

The Senate elections will be held on March 3.

The Election Commission of Pakistan (ECP) has directed all political parties and candidates to halt their campaigns regarding upcoming Senate elections by midnight on Monday (March 1).

The Election Commission of Pakistan (ECP) had notified a code of conduct for the upcoming Senate elections.

The code of conduct said:

  • The political parties, candidates, voters and election agents shall not propagate any opinion, or act in any manner prejudicial to the glory of Islam and ideology of Pakistan, or the sovereignty, integrity or security of Pakistan, or morality or public order, or the integrity or independence of Parliament, judiciary of Pakistan, or which defames or brings into ridicule the Parliament, judiciary or the Armed Forces of Pakistan.
  • The political parties, candidates, voters and election agents shall abide by all directions and instructions issued by the Election Commission, from time to time, relating to smooth conduct of elections.
  • The political parties, contesting candidates, election agents and voter shall not indulge in any kind of corrupt or illegal practice.

PIA announces relief in fares for domestic flights
Pakistan International Airlines (PIA) has announced discounted fares for domestic flights after the arrival of the spring season to promote tourism and travel facilities

The national carrier unveiled discounted fares for flights to Karachi, Islamabad and Lahore.
The passengers have been offered reduced fares to travel through PIA while carrying 20-kilogram luggage at the price of Rs7,500 for one side, whereas, Rs8,500 will be charged for travelling with 40-kg luggage.

According to the PIA spokesperson, the new fares will come into effect immediately. The spokesperson said that the fares have been reduced to facilitate tourists and nationals during the spring season.

Earlier in December last year, PIA had introduced special fares to facilitate travellers willing to visit the highest global peaks in Gilgit Baltistan’s Skardu and Gilgit.

The national flag carrier had announced that it would now be charging a minimum one-way fare of Rs6,915 from passengers travelling from Islamabad to Skardu and Gilgit areas of the federally-administered region.

The special fare had been announced keeping in view the weather conditions and providing convenient, accessible and affordable air travel facility, especially to the people of northern areas and other PIA travellers.

Indian pilot, Abhinandan Varthaman, who ejected himself after being hit in the airspace of Pakistan in Azad Jammu and Kashmir by the Pakistan Air Force (PAF) on February 27, 2019, has said that he never felt any difference between Pakistan and India

"Found Pakistan and India same while coming down via parachute and never felt any difference," Abhinandan said in his statement surfaced in connection with the 2nd anniversary of Operation Swift Retort.

After coming down, the Indian pilot said he was not sure where he was. Sustained severe injuries after my MIG-21 was hit by PAF aircraft and was unable to move after falling on the earth, he said.

Soon after realizing that I’m in Pakistan, Abhinandan said he started to ran away after seeing a number of people filled with enthusiasm approaching to catch him, but two Pakistan Army officers came to rescue him and took him to their unit.

“I was given first aid and was treated well at the hospital.”

Abhinandan said he found Pakistan Army as a professional force and a brave one.

On Kashmir’s situation, Abhinandan Varthaman said that what is happening in Kashmir no one is aware and added that we have to think patiently about the situation of Kashmir.

The Indian pilot hoped for peace between both the neighboring countries.

On February 27, Pakistan Air Force (PAF) after striking down two Indian fighter jets had arrested one pilot, named Abhinandan Varthaman, who ejected himself after being hit in the airspace of Pakistan in Azad Jammu and Kashmir — something that came as an unexpected setback for India.

Two terrorists of a banned outfit have been arrested in injured condition after an exchange of fire with the Counter-Terrorism Department (CTD) officials in Sukkur

The CTD in-charge told the media that a raid was conducted on a tip-off to arrest two terrorists of a banned outfit, Tehrik-i-Taliban Pakistan (TTP) in the vicinity of Patni police station of Sukkur.

After an exchange of fire, the terrorists were arrested in injured condition by the CTD’s raiding team. They were shifted to a hospital immediately after being arrested, however, they succumbed to wounds during the treatment, said CTD.

CTD in-charge Mazhar Shahwani said that the terrorists were identified as Wilayat and Shah Mehmood.

Earlier on February 25, the Counter-Terrorism Department (CTD) of Sindh Police had detained at least two alleged Sindhudesh Revolutionary Army (SRA) terrorists while leading a raid in Old Sabzi Mandi area.

The operation had been carried out in collaboration with Sindh Rangers as well.

The CTD unit had said the alleged terrorists are involved in ambush attacks on Rangers vehicles and have launched hand grenades at check posts as well. They belong to SRA Asghar Shah group, claimed CTD’s Senior Superintendent of Police (SSP) Arif Aziz following the arrests.

The ISPR director-general said in a statement that February 27 – 2019 is a testament that the Pakistan Air Force (PAF) will always defend the motherland against all threats with the support of the nation.

It added that it is not numbers but the courage and will of a resilient nation that triumphs in the end. The DG ISPR said that Pakistan stands for peace, however, the country shall respond with full might when challenged.

 


Earlier in the day, Prime Minister Imran Khan felicitated the entire nation and saluted Pakistan’s armed forces on the second anniversary of the Pakistan Air Force’s (PAF) Operation Swift Retort.

In his tweet, PM Imran Khan said, “I congratulate the entire nation & salute our Armed Forces on the 2nd Anniversary of our response to India’s illegal, reckless military adventure of airstrikes against Pakistan. As a proud & confident nation, we responded with determined resolve at a time & place of our choosing”

PM Imran Khan also welcomed the restoration of the ceasefire along the Line of Control (LoC) and said that the responsibility for enabling the environment for further progress rests with India.

‘Surprise Day’
Operation Swift Retort was a rapid response to the Indian Air Force strike in Balakot obliterating Pakistan’s airspace that had merely harmed a few trees and a wild crow.

COVID-19: 1,315 new cases, 33 deaths reported in a day
Pakistan has recorded 33 more coronavirus-related deaths in the past 24 hours, surging the overall death toll to 12,837, reported on Saturday.

According to the latest statistics of the National Command and Operation Centre (NCOC), the COVID-19 has claimed 33 more lives and 1,315 fresh infections were reported.

The total count of active cases is 21,554.

In the past 24 hours, as many as 2,013 patients have recovered from the virus in a day and 1,538 patients are still in critical condition.

According to the National Command and Operation Centre (NCOC), with the fresh inclusion of the infections in the country the national tally of cases now currently stands at 578,797.

A total of 39,086 tests were conducted across the country during this period. Overall 544,406 people have recovered from the deadly disease so far while 8,912,918 samples have been tested thus far.

The Director Generals of Military Operations (DGMOs) of Pakistan and India had contacted and also discussed the existing mechanism of the hotline.

The DGMOs had discussed the situation at the Line of Control and other border sectors in the contact, the Inter-Services Public Relations (ISPR) said in a statement.

The Election Commission of Pakistan (ECP) on Friday directed all political parties and candidates to halt their campaigns regarding upcoming Senate elections by midnight on Monday (March 1)

According to a notification issued by the ECP, all the Senate election campaigns would come to an end on the midnight of March 1 and March 2, 24 hours before the polling day.

The Election Commission of Pakistan (ECP) has finalized all arrangements regarding the Senate elections to be held on 3rd of March.

Earlier today, the Election Commission of Pakistan (ECP) had notified a code of conduct for the upcoming Senate elections.

It had been formulated following consultations with political parties having representation in the National Assembly or provincial assemblies, according to the notification.

The code of conduct said:

  • The political parties, candidates, voters and election agents shall not propagate any opinion, or act in any manner prejudicial to the glory of Islam and ideology of Pakistan, or the sovereignty, integrity or security of Pakistan, or morality or public order, or the integrity or independence of Parliament, judiciary of Pakistan, or which defames or brings into ridicule the Parliament, judiciary or the Armed Forces of Pakistan.
  • The political parties, candidates, voters and election agents shall abide by all directions and instructions issued by the Election Commission, from time to time, relating to smooth conduct of elections.
  • The political parties, contesting candidates, election agents and voter shall not indulge in any kind of corrupt or illegal practice.

The World Bank on Friday announced $12 million additional grant for homeless people in tribal districts of Khyber Pakhtunkhwa

The grant agreement during a ceremony held at the Ministry of Economic Affairs in Islamabad today.

Addressing the ceremony, the Federal Minister of Economic Affairs Makhdum Khusro Bakhtiar thanked the WB for the additional grant for the homeless people. He maintained that the grant will be spent on homeless people, children’s health and on service delivery.

Earlier on December 9, the World Bank had approved a $300 million grant for two projects in Pakistan, including the Sindh Resilience Project and Solid Waste Emergency and Efficiency Project.

The bank’s Board of Executive Directors had approved the $200 million Sindh Resilience Project Additional Financing and $100 million Solid Waste Emergency and Efficiency Project (SWEEP).

Najy Benhassine, World Bank Country Director for Pakistan in a statement had said: “Building resilience to natural disasters and health emergencies is an important and urgent agenda in Pakistan, that will help save lives and protect the economy.”

Finance Minister Abdul Hafeez Sheikh of the ruling PTI and former premier Syed Yousaf Raza Gilani, a joint candidate of the PDM, are vying for a general seat from Islamabad whilst PTI’s Fauzia Arshad and Farzana Kausar are in the run for a reserved seat for women.

Polling for the Senate elections will be held on the third of next month. It is pertinent to mention here that there will be no polling for the 11 Senate seats from Punjab as all candidates for seven general and two seats each reserved for women and technocrats have been elected unopposed after disqualification or withdrawal of papers by other contestants.

The PTI and PML-N bagged five seats each while one has gone to the PML-Quaid.

Sources said that Punjab Assembly speaker Chaudhry Pervaiz Elahi played a key role in the seat adjustments for the Senate election. Pervaiz Elahi contacted the leadership of the PPP and PML-N for the seat adjustments.

Record increase noted in weekly inflation rate
The Pakistan Bureau of Statistics has released the weekly inflation statistics on Friday noting a 2.41 per cent increase in Sensitive Price Indicator (SPI) which collectively computes the prices of essential item basket

SPI comprises 51 essential items and the prices are being collected from 50 markets in 17 cities of the country, says PBS.

According to the report, 25 amongst the essential items in the SPI basket recorded a jump in their prices, while 21 remained unchanged.

It said there was a recorded Rs2.7 surge in the price of electricity unit over the period of past week, which is amongst the 25 items in SPI basket that recorded price increases to add to overall inflationary numbers.

Price of poultry jumped Rs5.25; of sugar Rs8; of 20kg wheat flour bag Rs8.13, said the report released today.

Other things to concede price jump are pulses, clothing fabrics, eggs, and powdered milk.

Separately, prices of tomatoes, onions, jaggery, and firewood have booked a minor decrease in their prices.

Separately earlier today, it was reported the Oil and Gas Regulatory Authority (OGRA) proposed an Rs20.7 per litre hike in petrol price for the next month.

The OGRA proposed hiking price of diesel by Rs19.61. It has forwarded a summary to the petroleum division for approval, the sources said.

This hike was proposed on the basis of Rs30 per litre levy on petroleum products as compared to Rs17.97 levy the government is currently charging on per litre of petrol and Rs18.36 on per litre of diesel.

Three new airlines on Friday have sought Regular Public Transport (RPT) permit from the Civil Aviation Authority (CAA) to operate domestic flights across Pakistan

As per details, three new airlines Q-Airlines, Fly Jinnah and Jet Green Airlines have sought permission from the CAA to operate domestic flights in the country. Sources privy to the development said that scrutiny of two Q-Airlines and Fly Jinnah has been completed while Jet Green Airlines is still going through the process of scrutiny.

After scrutiny, two cases have been forwarded to the Aviation Division and after approval from the federal cabinet, the RPT licences would be issued to them.

The case of third airlines will also be forwarded to the Aviation Division after scrutiny, the sources said.

According to the CAA laws, new airlines are bound to operate domestic flights for a year at least with three aircraft and after completion of the period, they are allowed to operate international flights.

It is to be noted that three private companies namely, Airblue, SereneAir and AirSial are already operating in Pakistan and after approval of three new airlines the number of private airlines operating in the country will be six.

The security forces conducted a raid in Tayyarza area of South Waziristan and killed a terrorist commander Nooristan Ilyas Hassan Baba.

The terrorist was a master of making IEDs and was training the terrorists in the area. He was also involved in martyring over 50 security personnel, the ISPR said.

In one such operation on Tuesday, two terrorists including an IED expert were killed during an intelligence-based operation (IBO) in North Waziristan while a soldier also embraced martyrdom during the raid.

The security forces conducted an intelligence-based operation on terrorist hideouts in MalikKhel, North Waziristan, said the military’s media wing.

During intense exchange of fire, two terrorists including a terrorist commander Rehmat alias Khalid killed, the ISPR said and added that soldier Shahzad Raza also embraced martyrdom.

According to the police, CCTV footage of different DHA areas showed her walking around and buying things from shops before she was found, what her father claimed in an FIR, in an unconscious state.

Moreover, in a statement given to the investigation officer, the alleged rape victim said accused Sami, Fawad and Umair blackmailed her and threatened of posting her photos on social media.

On February 9, she disclosed, Umair tricked her into accompanying him to his house on bike where he sexually assaulted her after promising marriage. Next morning, he refused to marry her and threatened of using the influence of his father, a police officer, to destroy her entire family if she discussed with anybody what he did to her, she added.

The police said the girl’s statement recorded under section 164 CrPC has been submitted to the relevant court for perusal. Umair is out on bail while four accused Fawad, Sami, Adil, and Sameer are in custody.

The investigation officer said further investigation into the case is underway in light of her statement.

An FIR was registered on the complaint of a government schoolteacher. He said his 16-year-old daughter, a student of the first year at a government college in Gulshan-e-Hadeed, had left home on February 9 for the college but she did not return home.

When she did not come back after the college timings, her family started looking for her, he said, adding the next day, he received a phone call from a police officer who told him that they had found a young girl in an unconscious condition.

Positive step: US, UN hail Pak-India agreement to re-enforce LoC ceasefire

The agreement between Pakistan and India to restore peace by strictly observing agreements of ceasefire along the Line of Control (LoC) and other sectors has been hailed by the UN chief and the White House on Thursday.

In separate statements issued after the Director Generals of Military Operations (DGMOs) of both the countries contacted on a hotline and agreed to strict implementation of understandings on the ceasefire, the US and UN welcomed the “positive step”, which will provide an opportunity for further dialogue.

During a press briefing, White House Press Secretary Jen Psaki told reporters that the United States welcomes the joint statement between the two nations.

“This is a positive step towards greater peace and stability in South Asia, which is in all shared — is in our shared interest. And we encourage both countries to keep building upon this progress,” she added.

On the other hand, UN Secretary-General Antonio Guterres called the development a “positive step” and hoped that it would pave the way for more talks between the two countries.

“The Secretary-General is encouraged by the joint statement issued by the militaries of India and Pakistan on their agreement to observing the ceasefire at the Line of Control in Kashmir and engaging through established mechanisms,” his spokesman, Stephane Dujarric, said in a statement read out at the regular noon briefing at the UN Headquarters in New York on Thursday.

“He (UN chief) hopes that this positive step will provide an opportunity for further dialogue,” the statement said.

Replying to a question from APP correspondent, the spokesman said the UN chief had no plans as yet to contact the leaders of India and Pakistan for starting the process to resolve the decades-old Kashmir dispute.

He said the secretary-general’s good offices were always available for any member state who would request it.

The President of UN General Assembly, Volkan Bozkir, also welcomed the agreement, which, he said, “set an example for others and demonstrates the General Assembly’s value.”

The agreement to re-enforce ceasefire

The director-generals of military operations of India and Pakistan reviewed the situation along the Line of Control and all other sectors in a "free, frank and cordial atmosphere," the Inter-Services Public Relations (ISPR) said Thursday.

The two DGs of military operations made hotline contact in the interest of achieving "mutually beneficial and sustainable peace", the ISPR statement read.

It said they agreed to address each other’s core issues and concerns which have the propensity to disturb the peace and lead to violence.

Both sides agreed for strict observance of all agreements, understandings and cease firing along the LOC and all other sectors, with effect from midnight 24/25 February 21.

It was reiterated that existing mechanisms of hotline contact and border flag meetings will be utilised to resolve any unforeseen situation or misunderstanding.

Contact between the two military officials comes at a time when a number of cases of LoC violations by India have been reported by the Pakistan Army.

Relief for Umar Akmal as court reduces ban to 12 months

The Court of Arbitration for Sports (CAS) on Friday reduced Umar Akmal's ban to 12 months, which he has been serving since his suspension on February 20 last year.

A press release by the Pakistan Cricket Board (PCB) said that Akmal had been found guilty of violating Article 2.4.4 of the PCB Ant--Corruption Code and a fine of Rs4.25 million had been imposed on him.

The right-handed batsman — who was suspended on February 20, 2020 — "will now be eligible to reintegrate into competitive cricket subject to deposits of fine of PKR4,250,000 and undergoing the program of rehabilitation under the PCB Anti-Corruption Code", said the PCB.

The CAS has also turned down Akmal's request to obtain his two mobile phones back which are being held by the PCB for different investigations, adding that as per the PCB's Anti-Corruption Code, the body has the right to do so.

On 27 April 2020, the Chairman Disciplinary Panel had found Umar Akmal guilty on two charges of separate breaches of Article 2.4.4 of the PCB Anti-Corruption Code in two unrelated incidents and handed a three-year suspension with the periods of ineligibility to run concurrently.

After Akmal appealed against the decision on July 29, 2020, the Independent Adjudicator modified the sentence and reduced the ineligibility period to 18 months.

The PCB and Akmal had both approached the CAS against this decision, with the latter claiming he was not guilty of the charges while the PCB's appeal "had been filed focusing on a point of law in regard with cumulative operation of the sanctions for the two charges upheld by the Independent Adjudicator".

The PCB reminded all cricketers to promptly report incidences of match-fixing and spot-fixing when they take place to help "the anti-corruption unit effort to eliminate the anathema of fixing".

In April 2020, the PCB had banned Akmal for three years after finding him guilty of breaching Article 2.4.4 of the PCB's Anti-Corruption Code.

Akmal had landed in hot water after he revealed in an interview that he was offered $200,000 by fixers to leave two deliveries in one of the matches. He had also claimed that he was offered money to skip matches against India.

“I was once offered $200,000 for leaving two deliveries. I was also offered to skip matches against India,” he had said in the interview.

The batsman had also said that he was approached by fixers during the ICC World Cup, including the 2015 edition played in Australia and New Zealand.

However, Akmal had failed to mention if he had reported this to the anti-corruption unit or not.

According to the ICC's Anti-Corruption Code 2.4.4 and 2.4.5, players are bound to report all the corrupt approaches made to them during any event and failure of doing so carry a minimum punishment of five years.

Akmal was suspended from the Pakistan Super League (PSL) on Feb 2, 202 and charged with two separate violations of the PCB's code of conduct.

Haven countries must unconditionally return stolen, unexplained assets: PM Imran

Prime Minister Imran Khan on Thursday urged countries he termed "havens" to provide a commitment to "immediately and unconditionally return all foreign assets that are shown to be stolen or whose legitimacy cannot be explained".

He also called for the development of international anti-money laundering legal instruments.

Addressing the virtually held launching ceremony of the Final Report of the High-Level Panel on International Financial Accountability, Transparency and Integrity for Achieving the 2030 Development Agenda as a keynote speaker, the prime minister said that when his government came into power the country's coffers were empty due to "illicit financial outflows from our country".

He said the FACTI Panel's interim report had confirmed that trillions of dollars flow out of developing countries each year.

"Seven trillion dollars in stolen assets are parked in the financial haven countries," said the premier.

He said that the flight of this vast capital from these developing countries is the "principle cause" for the under development, poverty, inequality and political instability.

The premier reminded the panel his suggestions for several policy actions at the time the interim report was released and proceeded to recount them.

The suggestions include immediate return of stolen assets, penalties on the financial institutions, lawyers and accountants, and other "enablers" of corruption, crime and tax evasion, disclosure of the "beneficial ownership" of companies, review and revision of unequal investment treaties and a coherent mechanism for monitoring illicit financial flows set up under the United Nations.

"I am glad these proposals have been reflected in the final report of the panel," he said.

The prime minister said that as the report states, the problem is a systemic one, that is embedded in the international financial architecture.

"It requires a systemic solution. It cannot be resolved by piece-meal, or cosmetic actions. The magnitude of the illicit financial flows is staggering. If recovered and returned, they can have a transformational impact of the development prospects of developing countries," he said.

He said recovery of stolen assets will enable the developing countries to "eradicate poverty, reduce inequalities, build back better after the COVID crisis, address climate change and strengthen human rights".

PM Imran Khan said he endorses the three-point plan prepared by the panel:

1. Apply international values of honesty and integrity to all financial actions.

2. Strengthen policy frameworks.

3. Reform and reinforce the relevant institutions dealing with these illicit financial flows.

He called for national and cross-border financial transactions to be regulated under a "values-based system, encompassing accountability, transparency, legitimacy, fairness, inclusion and equity".

The premier said these values must be reflected clearly in all national and international financial transactions, instruments and institutions — particularly in bodies that combat illicit financial flows.

"All such activities should conform to rules and standards that are compatible with and contribute to sustainable development," he stressed.

PM Imran Khan said global financial governance must improve and policies on illicit flows must be implemented in a coordinated and coherent way by national and international institutions and bodies.

He said international bodies dealing with tax matters, corruption and illicit financing "should not be used as instruments of pressure and coercion against developing countries".

The prime minister also highlighted the need for a global forum under the United Nations which coordinates all bodies dealing with tactical, legal and political aspects of illegal financial flows.

"It should incorporate a mechanism to adjudicate and mediate disputes related to illicit financial flows," he said.

Addressing leadership from other countries, he said that it is now time to act on the FACTI panel's recommendations. "Pakistan will be happy to join in proposing the adoption of the FACTI panel report by the United Nations Economic and Social Council and the General Assembly," he said.

The prime minister then urged for some immediate "concrete actions".

"First, a commitment by haven countries to immediately and unconditionally return all foreign assets that are shown to be stolen or whose legitimacy cannot be explained," he said.

He said the Organisation for Economic Co-operation and Development's proposal to "freeze and return the unexplained assets of foreign politically exposed persons" is also worthy of consideration.

"Secondly, the UN should initiate [...] negotiations on the new international tax cooperation and anti-money laundering legal instruments like the convention on corruption, adopt common principles identified by the FACTI panel that would apply to all financial transactions, and establish a UN coordination, adjudication, and mediation mechanism on illicit financial flows," he said.

PM Imran Khan said Pakistan would work with like-minded countries to realise these vital objectives.

The event was also addressed by 75th President of the General Assembly Volkan Bozkir and 76th President of the Economic and Social Council Munir Akram.

The report presents 14 recommendations to reform, redesign and revitalize the global architecture, so it can effectively foster financial integrity for sustainable development.

It also stresses for strengthening coordination and global governance related to financial integrity as an essential component of the common agenda for the common future of present and coming generations.

Pakistan to remain on FATF's grey list until June
The Financial Action Task Force (FATF) on Thursday said that Pakistan remains under "increased monitoring" when it comes to terror financing, therefore, it will remain on the grey list until June 2021.

The decision comes after a three-day virtual meeting of the FATF that began on February 22, during which steps taken by Pakistan against terror financing were reviewed.

Speaking via a live video link, the FATF President Dr Marcus Pleyer said that while FATF recognises Pakistan's counterterrorism efforts, there are still some serious deficiencies that the country needs to address.

"Out of the 27 conditions of the action plan, three still need to be addressed," he said. "I recognise Pakistan's efforts, and out of the six tasks that it had to complete, three had been done, but it substantially needs to work on the remaining three in terms of terror financing."

Pleyer stressed that Pakistan must continue to work on the items that it has committed to and make sure that it meets all the requirements, adding that FATF will once again review Pakistan's efforts in June 2021.

Replying to a question related to terrorists' prosecution in Pakistan, he said that the body is "not an investigative organisation," and that it "does not look at single incidents but takes a look at the entire framework" [to decide a country's status].

"Pakistan has committed at a high-level [...] and its not a time to put it on the blacklist," he said.

"The deadline for Pakistan [to meet the 27 conditions] had expired, that is why the body had urged Pakistani authorities to ramp up their efforts in dealing with the items."

Regarding India, he said that the country has been subjected to the "same rules as others," adding that the watchdog would take a look at India when the time comes.

Pleyer added that FATF continues to monitor financial crimes and terror financing which have become more complicated due to the ongoing coronavirus pandemic.

Back in October 2020, FATF had acknowledged that of the 27 conditions that were put forth to Pakistan, 21 had been fulfilled while six were left.

At that time, Dr Pleyer had said that once the remaining six conditions are fulfilled, an "on-site visit" will be approved under which a team from the FATF will visit the country for the next review.

"Our discussions are confidential [...] the members decided by consensus that Pakistan needs to complete these six items for an onsite visit to be granted.

Responding to the development, Minister for Industries and Production Hammad Azhar said that Pakistan had completed as much as 90% of the FATF's action plan.

The minister said that the FATF has acknowledged Pakistan's high-level political commitment since 2018 that led to significant progress.

"It was also noted by FATF member countries that Pakistan is subject to perhaps the most challenging & comprehensive action plan ever given to any country," he wrote on Twitter.

We are also subject to dual evaluation processes of FATF with differing timelines, the minister said.

"Pakistan remains committed to complying with both FATF evaluation processes and I would like to commend the hard work done by dedicated teams in multiple govt depts at Federal & provincial tiers," he said.

Moreover, the industries minister said that he would be holding a press conference at 11:30am tomorrow in response to the decision.

In his review petition of case decided by the Supreme Judicial Council following a presidential reference earlier wherein the bench had mandated the tax body to launch private investigation into family’s trail, Justice Qazi Faez Isa has Thursday appealed to the larger bench set to hear the petition from March 1 that proceedings be broadcast on national television.

The complainant Justice Qazi Faez Isa said that even before his presidential reference could make it to the bench, it was made public so to garner prejudice and malice against him and his family.

A supreme court judge cannot hold a press conference to counteract the media trial being run against him, said Justice Isa as he requested the newly constituted 10-judge larger bench that shall begin to hear the review appeal, to allow the live broadcast of the case proceedings on national television.

The respondents in my review petition hold sway in the media, the Justice said, indicating that if live proceedings are not shown the media reportage of the matter is likely to be doctored to favor them or to downplay the gravity of the matter.

PTI decides to challenge ECP’s Daska re-polling order

The ruling Pakistan Tehreek-e-Insaf (PTI) has decided to file an appeal against the Election Commission of Pakistan (ECP) order pertaining to re-polling at all polling stations in NA-75 Daska constituency.

PTI leader and former SAPM Usman Dar called on Prime Minister Imran Khan here in Islamabad and discussed ECP’s fresh ruling over Daska by-election.

During the meeting, PM Imran Khan ordered Dar to challenge ECP’s Daska re-polling verdict.

According to sources, Pakistan Tehreek-e-Insaf (PTI) candidate Ali Asjad Malhi will file an appeal in Supreme Court against the ECP’s re-polling order in the NA-75 Daska constituency.

The Election Commission of Pakistan (ECP) today ordered re-polling at all polling stations of NA-75 Sialkot-Daska over rigging.

The Election Commission of Pakistan after hearing arguments from PTI, PML-N and RO had reserved the judgment. Riots were reported during the polling day and the masses were not provided the right to vote in a true manner.

Terming the polling null and void in the NA-75 Daska, the ECP has ordered re-polling in the constituency on March 18.

ECP also announced to suspend the concerned Deputy Commissioner, District Police Officer (DPO), Assistant Commissioner and SPDO Daska over “rigging” during by-poll in NA-75 constituency.

As per details, the ECP has decided that the Commissioner and the Regional Police Officer will be removed from their posts and orders have been issued for a probe against them.

The Election Commission Punjab on Thursday announced that all candidates for the Senate election from Punjab have been elected unopposed.

All candidates on the technocrat and general seats from Punjab have been elected unopposed, said the election commission.

The candidates were elected after all challengers withdrew their nomination papers. Today was the last day for the withdrawal of nomination papers.

The election commission said that an official notification of the candidates who got elected will be issued on Friday.

The candidates, who withdrew their nomination papers on Thursday include Muhammad Baligh-ur-Rehman, Jamshed Iqbal Cheema, Zahid Hamid, Malik Zaheer Abbas Khokhar, Omar Sarfraz Cheema, Azeem-ul-Haq Minhas and Saif-ul-Malook Khokhar on general seats.

After the withdrawal of the seven nomination papers, a total of seven candidates were left in the run for Senate elections on seven general seats, who were declared elected unopposed consequently.

A day earlier, after display of revised list of candidates from Punjab, four candidates had withdrawn their nomination papers.

The candidates were Saud Majeed, Ijaz Hussain Minhas and Muhammad Khan Madni on general seat, besides Saira Tarar on women seat.

Federal Minister for Human Rights Dr Shireen Mazari took to Twitter to congratulate candidates from the PTI who got elected unopposed.

"Congratulations to our new Senators from Punjab," she tweeted.

The Myanmar junta’s foreign minister visited Thailand on Wednesday as regional powers tried to broker an end to three weeks of deadly unrest triggered by a military coup.

The talks came as an anti-coup protester died in detention, a local rescue organisation said. Four others have been killed in the crackdown.

Foreign minister Wunna Maung Lwin held talks with his counterparts from Thailand and Indonesia in what was the first known face-to-face meetings between a senior junta member and foreign government officials.

The military has weathered a storm of international condemnation for ousting civilian leader Aung San Suu Kyi from power in a Feb 1 putsch, while dissent within its borders has been vociferous with daily nationwide protests.

Indonesian Foreign Minister Retno Marsudi said she expressed concerns about the safety and welfare of Myanmar citizens and reiterated a need for an “inclusive democratic transition process”.

“We ask all parties to exercise restraint and not use violence to avoid casualties and bloodshed,” she told reporters in Jakarta.

Marsudi has been on a “shuttle diplomacy” mission over the past two weeks discussing the Myanmar crisis during visits to Brunei and Singapore as well as phone calls with other Southeast Asian counterparts.

She had hoped to travel to Naypyidaw after her visit to Bangkok to directly convey messages from Indonesia and other countries but confirmed the visit had to be postponed.

Earlier on Wednesday, the Indonesian embassy in Myanmar’s commercial hub Yangon saw hundreds of protesters gather for the second consecutive day.

Angered that Jakarta was talking with the junta government — officially named the State Administration Council — demonstrators carried signs reading: “Stop negotiating with them” and “Indonesia, don’t support dictator”.

“The Military’s State Administration Council is not our legitimate government,” said participant Seinn Lae Maung, who had a Myanmar flag painted on her face.

“Please respect our votes and do hear our voices.” Marsudi later hit back at the criticism, warning: “To do nothing is not an option.” Since the Feb 1 coup, Myanmar has seen a torrent of anger and defiance from hundreds of thousands of protesters nationwide demanding the release of Suu Kyi.

The military has justified its actions by alleging widespread electoral fraud in November’s elections, which Suu Kyi’s party had won in a landslide.

Since taking power, the junta has ordered nightly internet blackouts and arrested hundreds of anti-coup protesters, while security forces have steadily stepped up enforcement tactics to quell demonstrations.

They have deployed tear gas, water cannon and rubber bullets against protesters, as well as isolated incidents of live rounds.

The post-coup death toll rose on Wednesday as a 20-year-old man who was arrested and sustained a leg injury at a protest last weekend in Mandalay, Myanmar’s second largest city, died.

“(His mother) ran to me, crying and hugging me, saying her son had died,” said Khin Maung Tint from Mandalay Rescue.

That followed the deaths of three other protesters, including 17-year-old Wai Yan Tun, who was shot in the head Saturday after security forces opened fire during a Mandalay protest.

Pakistan gets $1.1bn financing to import oil, LNG
With sub-optimal utilisation of earlier $4.5 billion worth of three-year financing framework, Pakistan and the International Islamic Trade Finance Corporation (ITFC) on Wednesday signed a $1.1bn trade financing facility for the current year.

Under the Annual Financing Plan, “ITFC will mobilise trade financing of $1.1bn during the year 2021”, said an official statement after the signing ceremony. The financing available through this facility will be utilised by the Pakistan State Oil (PSO), Pak-Arab Refinery Ltd (Parco) and Pakistan LNG Ltd (PLL) for the import of crude oil, refined petroleum products and LNG during the year 2021 and help augment foreign currency reserves of the country and provide resources to meet the oil import bill.

The document was signed by Economic Affairs Division Secretary Noor Ahmed and ITFC’s Chief Executive Officer Eng Hani Salem Sonbol.

ITFC is a subsidiary organisation of the Islamic Development Bank Group.

On the sidelines of the signing ceremony, the two sides also agreed to firm up another three-year financing framework agreement while expanding the scope of the plan to also include agricultural commodities including DAP fertiliser from existing pipeline of oil products and liquefied natural gas. The next financing framework would be taken up for approval at the annual meetings of the Islamic Development Bank in June.

The government could not utilise almost one-third of the earlier package for three years that expired on Dec 31, 2020. Total utilisation in three years ending December 2020 amounted to about $3bn. The $4.5bn package was signed by the two sides in April 2018 to cover oil and LNG imports over a period of three years (2018-2020) at the rate of about 1.5 per cent per annum.

The annual utilisation, however, did not cross $900 million in first two years while third year utilisation just went past $1bn.

The facility had formally become effective on July 1, 2018, when it rolled over about $100m loan. Before the 2018-20 framework agreement, the ITFC had extended about $3.2bn trade financing facility of similar tenure to Pakistan mostly covering crude oil and some petroleum products. That three-year facility had come to an end in 2017.

Before 2018, the ITFC’s financing was available only to Pak-Arab Refinery which was expanded to the Pakistan State Oil in 2018. Last year, Pakistan LNG Ltd was also included in the arrangement for the first time. ITFC had a limited portfolio of its own and normally arranged funds from other private financial institutions.

Signing of this financing facility will be helpful in financing oil and gas import bill of the country and easing of pressure on foreign exchange reserves of the country. This agreement also reflects confidence of international financial institutions in Pakistan’s economy and its future, a statement issued by the Economic Affairs Division said.

Under the facility, funds do not come into Pakistan’s account but ease pressure on foreign exchange reserves. These funds would be used for financing of letters of credit for oil and LNG imports by PSO, Parco and PLL. The credit facility is subject to about 2.3pc plus London Interbank Offered Rate (Libor).

Minister for Economic Affairs Makhdum Khusro Bakhtyar who witnessed the signing ceremony appreciated ITFC support for Pakistan and said the financing commitments reflected confidence of international financial institutions in Pakistan’s economy. He said the ITFC financing for import of oil and LNG had been instrumental in the revival of the industrial sector in Pakistan.

Chief Executive Eng Hani Salem Sonbol said Pakistan and ITFC had a long-standing cooperation since creation of the ITFC in 2008 and Pakistan was the second largest beneficiary of ITFC financing. Both sides agreed to enhance the portfolio including the agricultural sector, a statement said.

Pakistan wicket-keeper/batsman Mohammad Rizwan has been promoted to Category ‘A’ of the PCB Central Contract List with middle-order batsman Fawad Alam being awarded Category ‘C’ following their stellar performances during the ongoing season.

Rizwan was earlier in Category ‘B’ but now joins the elite category which also comprises Pakistan Test captain Babar Azam, batsman Azhar Ali and paceman Shaheen Shah Afridi.

“Since the current central contracts were announced on 13 May 2020, Rizwan is Pakistan’s leading run-scorer in Tests with 529 runs in seven matches at an average of 52.90, while he is overall the third leading run-scorer in T20Is with 325 runs at an average of 65 and strike-rate of just under 139. In the three ODIs against Zimbabwe, he scored 25 runs,” a Pakistan Cricket Board press release said on Wednesday.

“Behind the wickets, Rizwan has accounted for 16 batsmen in Tests, three in ODIs and eight in T20Is in the season during which Pakistan played international cricket against England, Zimbabwe, New Zealand and South Africa. Their upcoming assignments are in South Africa and Zimbabwe.”

Fawad scored centuries against New Zealand and South Africa, and has now aggregated 320 runs in 11 innings of six Tests. His 102 against New Zealand in the Boxing Day Test earned him the PCB Individual Performance of 2020 award.

“As part of its policy to acknowledge, incentivise and reward high-performing cricketers, the PCB has also elevated Fawad Alam from A+ domestic contract category to Category ‘C’ of the PCB Central Contract List 2020-21,” the PCB stated.

The PCB added that it also offered a Category ‘C’ contract Mohammad Hafeez but the Twenrty20 specialist “politely turned it down”, asking he will wait till the Board announces its next central contract for 2021-22.

Hafeez has seen a breakdown in his relations with the PCB after he wasn’t considered for the recent Twenty20 series against South Africa due to differences over following coronavirus SOPs.

“While I am disappointed, I fully respect his [Hafeez’s] decision,” PCB chief executive Wasim Khan was quoted as saying in the news release. “

“He wants to wait for the PCB Central Contract 2021-22 list, which he is fully entitled to.”
