In a strange happening, the largest hole in the ozone layer ever recorded over the Arctic has suddenly closed just weeks after scientists had announced its existence.

According to the details, the unusually large hole in the ozone layer formed earlier this year and reached its maximum size in March some 11 miles above the surface of the Earth.

Researchers with Copernicus’ Atmospheric Monitoring Service (CAMS) believed the hole was caused by an unusually strong polar vortex, which explained its relatively sudden growth, Mail Online reported.

‘It is very unusual for such strong ozone depletion to occur in the northern hemisphere, but this year’s polar vortex was exceptionally strong and persistent, and temperatures were low enough to allow stratospheric cloud formation for several months,’ Copernicus’ Antje Inness told media.

It is pertinent to mention here that ozone layer helps filter ultaviolet light from the atmosphere, and when holes appear it means more harmful solar radiation is penetrating the atmosphere and reaching the Earth’s surface.

Some scientists suggested the rapid disappearance of the ozone hole might have been caused by the radical reductions in air pollution during the worldwide COVID-19 shutdowns but the CAMS team have rejected the idea.

‘COVID19 and the associated lockdowns probably had nothing to do with this,’ the group wrote in a Twitter post.

‘It’s been driven by an unusually strong and long-lived polar vortex, and isn’t related to air quality changes.’

CAMS team said that just as the hole rapidly formed due to unusually cold polar vortex, its disappearance is likely a result of the polar vortex warming, which causes it to begin mixing with ozone-rich air from the lower atmosphere, offsetting the temporary depletion.

He regretted that the government was criticised over its decision to enforce a smart lockdown, adding the government’s foremost priority is to ensure the well-being of the labour class.

The minister said the government brought in a programme to financially assist labourers who had to bear the brunt of the complete lockdown in the country.

It may be noted that the federal government on Friday made a major reduction in petroleum products’ prices between Rs15 to Rs30 for May.

The petrol price had been reduced up to Rs15 as the new rate will be Rs81.58 from May 1. Moreover, Rs27.15 was reduced on high-speed diesel and the new price will be Rs80.10.

“I have just learned that the test on the coronavirus I took was positive,” the prime minister said during the video call.

A Polish company is betting that its drones can help save lives by speeding up deliveries of coronavirus test samples and medical supplies.

The Spartaqs drone-maker said on Thursday that it had successfully flown coronavirus samples from one Warsaw hospital to another in a test-run that it hopes will pave the way to the use of drone technology for medical purposes.

The return flight of the Hermes V8MT drone “was an absolute success,” Slawomir Huczala, Spartaqs founder and chief engineer, told AFP.

“The flight of the drone, travelling at 12 metres (yards) per second, only took several minutes at a height of 80 metres,” he said, adding that the two hospitals equipped with heliports were 3.4 kilometres (two miles) apart.

Spartaqs quoted one of the hospitals as saying drone transport could become vital in battling the coronavirus pandemic by boosting the rate of testing.

Poles have been required to stay home since last month to stem the spread of the coronavirus, which officials say has killed 628 people and infected more than 12,700 in the EU country of 38 million people.

The Spartaqs drone is specially adapted for emergency transport of blood and pharmaceuticals, but also hearts destined for transplant.

Travelling at speeds of over 80 kilometres per hour (50 mph), it is more reliable and faster than a traditional ambulance as it steers clear of traffic jams, its producer said.

The test flight was supervised by medical experts working with a police anti-terrorism unit, according to a Spartaqs statement.

The company has obtained BVLOS (beyond visual line of sight) certification, a key requirement for long-distance drone transport services.

Based in the southern Polish city of Katowice, the company, which produces several types of drones including ones with military applications, said it spent years working on the medical version of Hermes V8MT.

KCNA news agency reports that the North Korean leader cut the ribbon at the opening of a fertiliser factory.

It adds that people at the factory “broke into thunderous cheers of hurrah” when he appeared on Friday.

The reported appearance – his first since an event on state media on 12 April – comes amid global speculation over his health.

The latest reports from North Korean media could not be independently confirmed.

State media later released images that it said showed Mr Kim cutting a ribbon outside a factory.

Asked about Mr Kim’s reported reappearance, US President Donald Trump told reporters that he didn’t want to comment yet.

What does the state media report say?

According to Korean Central News Agency (KCNA), Mr Kim was accompanied by several senior North Korean officials, including his sister Kim Yo Jong.

The North Korean leader cut a ribbon at a ceremony at the plant, in a region north of Pyongyang, and people who were attending the event “burst into thunderous cheers of ‘hurrah!’ for the Supreme Leader who is commanding the all-people general march for accomplishing the great cause of prosperity”, KCNA says.

What started speculation about his health?

Speculation about Mr Kim’s health began after he missed the birth anniversary celebrations of his grandfather, state founder Kim Il Sung on 15 April.

The anniversary is one of the biggest events in the North Korean calendar, and Mr Kim usually marks it by visiting the mausoleum where his grandfather lies. Mr Kim had never missed this event.

Claims about Mr Kim’s ill-health then surfaced in a report for a website run by North Korean defectors.

An anonymous source told the Daily NK that they understood he had been struggling with cardiovascular problems since last August “but it worsened after repeated visits to Mount Paektu”.

This led to a chain of reporting by international media on a single-sourced story.

News agencies then began to run with that claim, and it was all they had until some reports emerged that intelligence agencies in South Korea and the US were monitoring the claim.

But then came a more sensational headline in US media that the North Korean leader was in a critical condition after heart surgery.

Kim Jong-un had not missed the birth anniversary of his late grandfather before. US Secretary of State Mike Pompeo appeared to stoke the rumours on 29 April, by saying US officials “hadn’t seen” Mr Kim recently.

However, a statement from the South Korean government, and sources at Chinese intelligence – speaking to the Reuters news agency – said this was not true.

The National Accountability Bureau (NAB) Sukkur has recovered directly and indirectly Rs10.612 billion in the inquiries of wheat scam related to the Sindh Food Department and theft of wheat of Rs15.85 billion in the province.

According to report released by the NAB, on receipt of various complaints and source reports, DG NAB Sukkur authorised over 9 inquiries against officers/officials of Food Department and others on the allegations of misappropriation of wheat stock available at Provisional Reserve Centers (PRCs) in over 9 different districts.

These included Sukkur, Larkana and Shaheed Benazirabad divisions, namely Sukkur, Larkana, Ghotki, Khairpur, Naushehro Feroze, Shaheed Benazirabad, Sanghar, Kashmore, Kandhkot, Kamber and Shahdadkot.

Various accused applied for plea bargain

Subsequently, separate teams conducted raids in presence of respective judicial magistrates at PRCs of above mentioned districts. It was found that 164,797 million tons of wheat of worth Rs5.355 billion were missing at different PRCs of these districts.

During the course of investigation, various accused persons and mill owners applied for plea bargain u/s 25(b) of NAO 1999 and agreed to return an amount of Rs2.112 billion.

Their plea bargain applications were approved by Accountability Court Sukkur. Moreover, according to NAB, during the course of investigations, it was also revealed that thousands of tons of wheat was dispatched to government godowns at Karachi from the districts.

'Food department officials involved in wheat scam'

In this regard, relevant record was obtained from concerned districts and Karachi godowns. The record revealed that 22,044 million tons of wheat of worth Rs745.680 million did not reach Karachi. NAB said wheat was also embezzled by the officers/officials of Food Department and others.

In addition to this, NAB Sukkur has also conducted inquiries against the officers/officials of the Food Department. After the authorisation of these inquires, the defaulted flourmill owners have so far paid an amount of Rs8.126 billion, out of total default amount of Rs9.750 billion.

NAB stated that four references have so far been filed in the Accountability Court against officers/officials of Food Department and millowners for recovery of losses. Moreover, remaining references will also be filed before Accountability Court within stipulated time.

Pakistan's consumer price inflation eased to 8.5 per cent in April, the Pakistan Bureau of Statistics said on Friday, extending a months-long decline as the economy tanks due to the coronavirus crisis despite three interest rate cuts.

Taking to Twitter, Minister for Planning, Development and Special Initiatives Asad Umar said this was the third successive month inflation had declined.

He said: "Consumer price inflation fell to 8.5pc in April. It's the 3rd successive month of sharp decline in inflation, with CPI dropping by more than 6pc in last 3 months.

"With the sharp reduction in petroleum prices on May 1, Inshallah May inflation will be still lower," he said.

Pakistan is struggling to keep its economy afloat as the reported number of infections from Covid-19, the highly contagious respiratory disease caused by the novel coronavirus, has risen to 16,817, with 385 deaths.

Consumer price inflation was 10.24pc in March after having risen in January to 14.56pc, the highest in over a decade, severely squeezing household budgets.

The State Bank of Pakistan kept interest rates unchanged at 13.25pc in January but, once the coronavirus began battering business and household finances, it slashed rates three times in recent weeks to 9pc to help cushion the blow.

Pakistan now faces a balance of payment crisis as the economy heads towards a major recession with a 1.5pc contraction forecast in the current financial year ending in June, compared with a pre-Covid-19 forecast of nearly 3pc growth, according to the finance ministry and central bank.

Growth is projected to recover to about 2pc in the 2021-22 fiscal year.

A steep drop in oil prices, which comprise most of Pakistan's import bill, has been welcome, allowing pump prices for petrol and diesel to be cut by 27pc and 35pc respectively since February, with the biggest cut coming on Thursday.

But critics say the government has not passed on the full advantage of the oil price fall to the public, instead raising taxes on petrol and diesel by up to 300pc.

With the current account deficit mounting and foreign reserves shrivelling, businesses and industries that were shut to contain the spread of the coronavirus have been allowed to start reopening.

Pakistan agreed a $6 billion bailout from the International Monetary Fund (IMF) last year and secured another $1.386 billion in rapid financing from the IMF at zero interest last month.

Islamabad is hoping for more bailout packages from the World Bank and other development partners as it plans to file for debt relief from G20 countries and bilateral partners, mainly longtime ally China.

Canadian Prime Minister Justin Trudeau said on Friday that the country is banning the use and trade of assault-style weapons immediately.

Trudeau cited numerous mass shootings in the country, including the killing of 22 people in Nova Scotia on April 18 and 19.

He announced the ban of over 1,500 models and variants of assault-style firearms, including the AR-15 and other weapons that have been used in a number of mass shootings in the United States .

“Canadians need more than thoughts and prayers,” Trudeau said.

The cabinet order doesn't forbid owning any of the military-style weapons and their variants but it does ban the use and trade in them.

He said the order has a two-year amnesty period for current owners, and there will be a compensation programme that will require a bill passed in parliament.

In the meantime, they can be exported, returned to manufacturers, and transported only to deactivate them or get rid of them. In certain limited circumstances, they can be used for hunting.

"You do not need an AR-15 to take down a deer,” Trudeau said. "So, effective immediately, it is no longer permitted to buy, sell, transport, import or use military-grade, assault weapons in this country."

Trudeau said the weapons were designed for one purpose and one purpose only; to kill the largest number of people in the shortest amount of time.

“There is no use — and no place — for such weapons in Canada," he said.

Mass shootings are relatively rare in Canada, but Trudeau said they are happening more often.

Trudeau noted he was nearby when in Montreal when gunman Marc Lepine killed 14 women and himself at Montreal's Ecole Polytechnique college in 1989. The Ruger Mini-14 Lepine used is among weapons included in the ban.

"As of today the market for assault weapons is closed. Enough is enough," Public Safety Minister Bill Blair said.

Trudeau has said his government would introduce further gun control legislation prohibiting military-style assault weapons, a measure that had already been planned before the coronavirus pandemic interrupted the current parliamentary session.

The gunman in Nova Scotia, 51-year-old Gabriel Wortman, shot 13 people to death and set fires that killed nine others in one of the worst mass shootings in the country's history.

Police have said he used a handgun that was obtained in Canada and long guns that he obtained in the US, but they have not specifically said what guns he used.

The rampage started with an assault on his girlfriend and it ended with 22 people dead in communities across central and northern Nova Scotia. A number of people had disputes with the gunman.

Opposition Conservative leader Andrew Scheer accused Trudeau of using the immediate emotion of the horrific attack in Nova Scotia to push the Liberal's ideological agenda and make major firearms policy changes.

Scheer said the Nova Scotia shooter did not have a firearms licence, so all of his guns were illegal.

"Taking firearms away from law-abiding citizens does nothing to stop dangerous criminals who obtain their guns illegally," Scheer said in a statement.

"The vast majority of gun crimes are committed with illegally obtained firearms. Nothing the Trudeau Liberals announced today addresses this problem. “

Trials in humans of a potential coronavirus vaccine have been started by a Germany company in collaboration with US pharmaceutical juggernaut, Pfizer, with the two firms saying it was likely that the drug would be available to millions of people by the end of 2020.

According to CNN, BioNTech — a drug company based in German city of Mainz — has initiated a Phase 1/2 clinical trial and already administered doses of 1µg (microgramme) to 100µg to a group of 200 volunteers, aged 18-55.

"Twelve study participants have been vaccinated with the vaccine candidate BNT162 in Germany since the start of the study on April 23, 2020," the company said, as per the publication. The trial was focused on figuring out the right dosages as well as the vaccine's "safety and immunogenicity".

Pfizer, on the other hand, may be able to start the trials of the potential vaccine, BNT162, as early as next week in the US, if approval comes in time. The said approval was expected soon.

In its first-quarter report published on Tuesday, the drug giant said the collaborators would "jointly conduct clinical trials for the COVID-19 vaccine candidates initially in Europe and the US, across multiple research sites".

The venture said there was "potential to rapidly scale up the capacity to produce hundreds of millions of doses in 2021".

Last week, Germany's drug regulatory body, the Paul Ehrlich Institute, had green-signaled the trial in human participants, making it Berlin's first for treating COVID-19, the disease caused by the novel coronavirus. Around the world, various other companies are doing the same, including Oxford University's Jenner Institute.

"The team, who started work on developing a vaccine to prevent COVID-19 on 20th January 2020 is led by Prof. Sarah Gilbert, Prof. Andrew Pollard, Prof. Teresa Lambe, Dr Sandy Douglas, Prof. Catherine Green and Prof. Adrian Hill," read a description of the vaccine trial on Jenner Institute's website.

Last week, Reuters, citing the study’s lead investigator, had reported that a US government trial of Gilead Sciences Inc’s experimental coronavirus treatment may yield results as early as mid-May. Separately, half a dozen programmes were said to be in the clinical trial phase while over 80 were in a preliminary one, the publication added.

Pakistan on Friday lost its top spot in the International Cricket Council (ICC) T20 rankings after more than two years, sliding to the fourth position as Australia rose to number one in both Test matches and T20 internationals.

The reshuffle came as the ICC issued an annual update, eliminating results from matches played between 2016 and 2017 in determination of the rankings. In the latest update, all matches played during 2019 were weighted at 100 per cent while all matches played in 2018 and 2017 were weighted at 50pc.

According to a media release on the ICC website, Australia replaced Pakistan at the top of the T20 table. Pakistan had attained the number one position in January 2018 after defeating New Zealand, and maintained its supremacy in the shortest format of the sport for 27 months.

In the latest rankings, Pakistan lost 10 points to reach 260, and was placed after Australia (278), England (268) and India (266).

India also lost its number one rank in Test matches to Australia, sliding to third place after having occupied the top spot since October 2016. As it stands right now, there is a difference of one point between New Zealand, who are now placed second at 115 points versus Australia's 116, while India is now placed third with 114 points.

South Africa lost eight points, ending on sixth place in Test matches behind England (4th) and Sri Lanka (5th). Pakistan is placed seventh in Test rankings with 86 points.

The ICC rankings for one-day internationals (ODIs) remained unchanged even with changes in points. England (127) maintained its top ranking, increasing its lead on India. India is placed second with 119 points while New Zealand maintained the third position with 116 points.

It is our responsibility to provide for them like we would provide for our armed forces, he said, adding: “We are trying to provide for our doctors who are in contact with COVID-19 patients, I know that all provincial governments are playing their due role as well.”

"But the Centre should also play its role in supporting the provinces in the war against coronavirus," he noted.

“These are pressing times, but 74% of our labour force which comprises daily wagers are affected the most during these times,” he said. “In collaboration with the BISP, the Centre disbursed cash to the already registered beneficiaries but the daily wagers did not receive any thing.”

The PPP chairman went on to say that the federal government had announced Rs2 billion for daily wagers after which it was revised to Rs70 billion, but none had received a single rupee. “During a national crisis, we cannot afford a delay [in such matters]. The Centre will have to take responsibility.”

He said 400 doctors have been diagnosed with the disease, while nine have died. "I pay my respects to them,” he said, adding: “We also pay our respects to the daily wagers who have lost their livelihood due to the lockdown. PM Imran should also pay respects to them and also show practical steps.”

The PPP chairman regretted that he had kept aside politics and announced that he considers PM Imran "the prime minister as well as the health minister", but the response from the Centre was not the same.

“Every hour they criticise and attack my team; we never responded to their attacks,” he said, adding: “But now, because they have targeted my province in every public appearance, I need to set the record straight.”

Bilawal said that all the provinces — since the pandemic struck Pakistan — tried their best to build national unity, but the federal government sabotaged their efforts. “The Centre has let down every province of Pakistan. They have caused damage to every province due to their incompetence.”

The PPP chairman said the Centre let down the Balochistan government and its people at the Taftan border. “They did not fulfil their constitutional responsibilities by providing them enough resources to facilitate and test the people present in the quarantine centres.”

He went on to say that the Punjab government was also let down during the Raiwind gathering, where the federal government should have notified the province about the necessary precautionary measures that they should have taken to curb the spread of the pandemic and to safeguard the people’s lives, he said.

Bilawal said that the federal government has let down the Sindh government "every single day".

“The provincial government and the bureaucracy has worked day and night to save the lives of the people and have constantly endangered their families.”

He demanded to know why the chief minister of Sindh is targeted repeatedly but no questions the performance of the chief minister who asks “how does coronavirus bite?”

The PPP chairman was referring to a question reportedly posed by Punjab Chief Minister Usman Buzdar at the end of a briefing given to him by medical experts.

Bilawal regretted that "only that province is made a target which is working the hardest despite scarce resources.”

"Where no work is being done, where the peoples lives are put in danger, may it be Islamabad, South Punjab, FATA and GB, no one asks questions about them and neither are they supported.”

“I fear that that the premier does not know that due to his speeches, his character, his team’s character, Karachi might become the next New York,” said Bilawal, referring to the state that is the worst-hit by the infection in the United States.

He said that he feared that the disease might spread rapidly in Karachi as it was the most densely populated city of the country.

“So far, all the provincial governments have done 90% of the work with their available resources. We have not received a single penny for enhancing our testing capacity, to enhance our healthcare capacity, to carry out relief operations, to stabilise our economy,” he said.

"Even during these pressing times our prime minister gives contradictory statements on the same day," said Bilawal in bewilderment. His remarks were a reference to the premier's media briefing a day earlier in which on the one hand speaking against the lockdown he said it was an "elite-centric" move and on the other he said there had been fewer deaths in Pakistan due to restrictions.

Referring to the premier's remarks whereby he said the lockdown in the country was imposed by the “elite without thinking of the poor”, he asked: “Who are these elites that have imposed a lockdown on us?"

He said the extension in the lockdown was decided on the basis of the suggestions given by KP and Punjab governments. "A federal minister had extended the lockdown till May 9,” he added.

"So were they the elites who imposed the lockdown on us?" he questioned once more. “Who will help the premier understand that he is the prime minister of the country and [no longer] a person standing on a container?”

"We are facing a national crisis. Get down from the container and do your job. Become the prime minister,” he said, adding: “We look towards our country’s leadership to support the people and the provinces during these pressing times.”

Bilawal further said: "The Centre has failed to support us on both ends — they have neither given us aid to enhance our healthcare system nor are they willing to provide support to our economy or to the daily wagers."

He said that if the provinces are able to defeat the pandemic then it will ultimately be a victory for the federal government.

“If he cannot aid us then he shouldn’t criticise us at least,” said Bilawal of the premier, adding: "I urge the prime minster to stand with us on the stance to restrict people indoors."

Circling back to the issue of PPE, Bilawal asked whether Pakistan can conscionably “become the only country to do nothing for their medical workers".

Answering his own question, he said: "No! Pakistan is a country which stands its ground even while being surrounded by countries like India and Afghanistan."

“We have seen wars, we have encountered terrorism and we can face this pandemic,” he said.

“We can save peoples lives," he continued, before pausing to add: "If we want to.”

The PPP chairman said the Centre now "has fiscal space because they have been given aid by international organisations".

“If he cannot work as the prime minister of the country then he should resign and let someone else take his place,” Bilawal said, in conclusion.

Pakistan Peoples Party Chairman Bilawal Bhutto Zardari has likened doctors to soldiers and said that it is expected of the state to fulfil their needs.

In a press conference in Karachi, he said that it is unfathomable that a soldier should be sent to a war zone without weapons.

Britain left the EU in January and, despite the coronavirus outbreak, has repeatedly said it will not ask for an extension to this year’s transition period.

Negotiators have until the end of the year to negotiate a trade deal and agreements on everything from fishing to transport, to replace more than 40 years of closely aligned relations.The EU wants one single overarching deal.

“I am quite positive … I believe that in the core areas of this there is actually good understanding between negotiators,” the source said. “If we can get over the EU’s insistence on not treating us as a fully independent negotiator, I think we can make progress quite quickly.

“I am confident we will get over that … but probably a bit more noise has to happen before we get to that point.”

Prime Minister Boris Johnson, a figurehead of the 2016 campaign to leave the EU, has shown no desire to prolong the talks despite officials in Brussels saying there is little time to negotiate a deal for a future relationship.

But London’s negotiators suggest that the EU is complicating matters by refusing to base the talks on deals already struck with other countries, such as Canada, and instead asking for additional provisions.

After last week’s talks, which were held virtually because of the coronavirus crisis, chief EU negotiator Michel Barnier warned that London had to budge for a deal to be sealed in the little time available.

“We agree with Barnier that there is little time, there is the need to make progress. What is very clear to me is that if we were agreeing a standard Canada-style trade agreement, we could do it quite quickly,” the source said, adding that the technology helping virtual talks held up well.

“If they continue to insist on their position on the so-called level playing field and continuing the common fisheries policy, we’re never going to accept that … but I hope they will move on from it.”

U.S President Donald Trump said that he believes China’s handling of the coronavirus is proof that Beijing “will do anything they can” to make him lose re-election bid.

In an interview, Trump talked tough on China and said he was looking at different options in terms of consequences for Beijing over the virus. “I can do a lot,” he said.

Trump has been heaping blame on China for a global pandemic that has killed at least 60,000 people in the United States, and thrown the U.S. economy into a deep recession, putting in jeopardy his hopes for another four-year term.

The Republican president, often accused of not acting early enough to prepare the United States for the spread of the virus, said he believed China should have been more active in letting the world know about the coronavirus much sooner.

Asked whether he was considering the use of tariffs or even debt write-offs for China, Trump would not offer specifics. “There are many things I can do,” he said. “We’re looking for what happened.”

“China will do anything they can to have me lose this race,” said Trump. He said he believes Beijing wants his Democratic opponent, Joe Biden, to win the race to ease the pressure Trump has placed on China over trade and other issues.

“They’re constantly using public relations to try to make it like they’re innocent parties,” he said of Chinese officials.

He said the trade deal that he concluded with Chinese President Xi Jinping aimed at reducing chronic U.S. trade deficits with China had been “upset very badly” by the economic fallout from the virus.

A senior Trump administration official, speaking on condition of anonymity, said on Wednesday that an informal “truce” in the war of words that Trump and Xi essentially agreed to in a phone call in late March now appeared to be over.

The two leaders had promised that their governments would do everything possible to cooperate to contain the coronavirus. In recent days, Washington and Beijing have traded increasingly bitter recriminations over the origin of the virus and the response to it.

However, Trump and his top aides, while stepping up their anti-China rhetoric, have stopped short of directly criticizing Xi, who the U.S. president has repeatedly called his “friend.”

Trump also said South Korea has agreed to pay the United States more money for a defense cooperation agreement but would not be drawn out on how much.

“We can make a deal. They want to make a deal,” Trump said. “They’ve agreed to pay a lot of money. They’re paying a lot more money than they did when I got here” in January 2017.

The United States stations roughly 28,500 troops in South Korea, a legacy of the 1950-53 Korean War that ended in an armistice, rather than a peace treaty.

Trump is leading a triage effort to try to keep the U.S. economy afloat through stimulus payments to individuals and companies while nudging state governors to carefully reopen their states as new infections decline.

Trump sounded wistful about the strong economy that he had enjoyed compared with now, when millions of people have lost their jobs and GDP is faltering.

“We were rocking before this happened. We had the greatest economy in history,” he said.

He said he is happy with the way many governors are operating under the strain of the virus but said some need to improve. He would not name names.

The package is part of the Pakistan Tehreek-e-Insaf government's 10 Billion Tree Tsunami project and aimed at promoting plantation, setting up nurseries and natural forests, as well as honey, fruit and olive plantation in the country.

Under the package, a “Green Nigehbaan” initiative would also be launched to initially provide job opportunities to 65,000 youths/daily wage earners, making them part of the plantation campaign.

The Sindh government has fixed 1.4 million tons of wheat procurement target for the current crop.

Sindh Food department has issued stern directives for the regional deputy directors, district food controllers and other concerned staff to meet the target.

The procurement of wheat started from March 26 and so far 40 per cent of the target has been achieved. Sindh Chief Minister Syed Murad Ali Shah not happy with the performance of the department so far.

Russian Prime Minister Mikhail Mishustin on Thursday said that he had tested positive for the novel coronavirus and will hence self-isolate.

"I have just learned that the test on the coronavirus I took was positive," Mishustin said in a video meeting with President Vladimir Putin, suggesting a deputy takes his place while he self-isolates.

"I have to observe self-isolation and follow orders of doctors. This is necessary to protect my colleagues," he said, promising to be in constant contact "on all the main issues."

He suggested that First Deputy Prime Minister Andrei Belousov takes his place as an "acting" prime minister.

Government slashes petrol price by Rs15 for May
The government on Thursday announced that it had slashed petrol prices for May owing to sharp decline in crude oil prices in the international market.

The price of petrol has been brought down to Rs81.58 after a reduction of Rs15, meanwhile the rate of high-speed diesel has been slashed by Rs27.15 and reduced to Rs80.10.

According to the notification, kerosene oil and light diesel will now be sold at Rs47.44 and Rs47.51 after a reduction of Rs30.01 and Rs15 in their prices respectively.

The new prices will be effective starting midnight, the notification said.

On Wednesday, the Oil and Gas Regulatory Authority (Ogra) had recommended to the government to reduce petroleum prices by up to Rs44 per litre for May 2020.

The regulatory body had suggested that the price of diesel may be reduced by Rs33.94 per litre (or 31.6%), petrol by Rs20.68/ litre (21.4%), kerosene oil by Rs44.07/ litre (56.9%) and light diesel oil (LDO) by Rs24.57/ litre (39.3%).

It is worth mentioning that the government is also charging 17% general sales tax (GST) on all petroleum products. Aside from it, the government is also collecting petroleum levy (PL) on these products, which is directly taken from consumers.

The government, in order to meet the revenue shortfall for March 2020, had increased the petroleum levy (PL) on these products. The PL on diesel was increased by 7.05 to Rs25.05 per litre.

Noted economist Dr Kaiser Bengali, however, has opposed the move to cut the POL prices in the country.

“Domestic fuel prices must NOT be reduced, surplus must be used to: (1) liquidate circular debt, it will stabilize fiscal base n (2) lower GST Goods rate, it will boost industry n employment,” Bengali said in a statement on Thursday.

The speaker of the National Assembly (NA), Asad Qaiser, as well as his son and daughter, have tested positive for the novel coronavirus.

"I have put myself in self-quarantine," Qaiser said on Twitter, confirming he had the virus.

"I request the entire nation to take precautions and to pray for my recovery," he said.

The NA speaker noted that he had symptoms of fever for the past couple of days and had himself tested earlier as well. At that time, however, the result was negative.

"Today, when I had myself tested again, the report came out positive," he added. "I have been advised to stay at home and take care.

"The test results of my son and daughter have also come out positive," Qaiser added.

Qaiser becomes the latest politician and third PTI leader to test positive for the virus. On Monday, Sindh Governor Imran Ismail announced that he was infected with COVID-19 but vowed to "fight it out".

Prior to that, PPP lawmaker Rana Hamir Singh, of Sindh Assembly, tested positive for COVID-19.

PTI's MPA from Mardan, Abdul Salam Afridi, had tested also positive for the novel virus. Apart from that, Sindh Education Minister Saeed Ghani had contracted the virus last month. Both Ghani and Afridi have recovered now.

MPA Syed Abdul Rasheed of Sindh Assembly also contracted positive for the virus, as did eight of his family members reportedly.

The "Stars Wars" actor Harrison Ford was involved in an incident in which he was piloting a small plane that wrongly crossed a runway where another aircraft was landing.

According to Reuters, the United States’ Federal Aviation Administration (FAA) is investigating the incident.

There was no danger of a crash in the incident that occurred last week at an airport in southern California, according to an FAA statement cited by the New York Times.

A publicist for Ford told media the actor misheard a radio instruction from the air traffic controller (ATC).

“He immediately acknowledged the mistake and apologized to ATC for the error,” Ina Treciokas, Ford’s publicist, said.

“The purpose of the flight was to maintain currency and proficiency in the aircraft. No one was injured and there was never any danger of a collision.”

The planes had come within 1,100 meters of each other at the Hawthorne Airport in Los Angeles last Friday.

The actor, who played swashbuckling space smuggler Han Solo in the “Star Wars” film franchise, was at the controls of a two-seat Aviat Husky light plane in the incident.

Ford, 77, had also come under investigation in 2017 after he mistakenly flew his single-engine private plane over an American Airlines passenger jet and landed on a taxiway, rather than a runway, at John Wayne Airport in Santa Ana.

The FAA did not discipline the actor over that incident but asked him to complete awareness training.

Officer who met Sindh governor tests positive for virus

An officer who met Sindh Governor Imran Ismail has tested positive for the virus, Matiari's district health officer (DHO) said.

“Assistant Commissioner New Saeedabad Ammar Rizvi has tested positive for the virus,” the DHO said.

The DHO said Rizvi had gone for a test two days ago after he had complained of fever, cough and flu.

Prime Minister Imran Khan says the country won’t progress towards the “knowledge economy” until it spends its resources on education and research.

Speaking at an event at COMSTECH, he said the ongoing coronavirus crisis has brought many things to light for them.

“We have a dependency syndrome, we lack self-belief,” the prime minister said, adding it is this crisis that made us realise that producing ventilators is not difficult. He pointed out the country had the capacity to make nuclear bombs but found it hard to make ventilators.

He said it is the self-belief that takes a nation forward and brings it at a stage where it can overcome any challenge.

Prime Minister Khan said the coronavirus pandemic doesn’t differentiate between the rich and the poor, lamenting the ruling elite didn’t spare a thought for developing the country’s health infrastructure in the past and went abroad for treatment at the taxpayers’ expense.

Now, they can’t go abroad because the situation is more dangerous there than in Pakistan, he added.

The prime minister stressed the need for strengthening the health system so as to face any challenges in future.

Towards the end, he lauded Minister for Science and Technology Fawad Chaudhry for making endeavours to produce hand sanitisers, disinfectants and ventilators in the country.

Pakistan’s human rights record will further deteriorate due to COVID-19: HRCP

The Human Rights Commission of Pakistan (HRCP) has said that Pakistan’s dismal human rights record will further deteriorate due to the ongoing coronavirus pandemic, heaping misery on the already marginalized sections of the society.

The HRCP released its State of Human Rights 2019 annual report today, in which its honorary spokesperson, I.A. Rehman, termed Pakistan’s human rights record in 2019 “greatly worrisome”.

Rehman noted that the ongoing global pandemic “is likely to cast a long shadow on prospects for human rights,” according to the official press release.

On the release of its flagship annual report, HRCP’s Secretary-General Harris Khalique observed: “Last year will be remembered for systematic curbs on political dissent, the chokehold on press freedom, and the grievous neglect of economic and social rights”.

He informed that the 2019 report also offered standalone chapters on each federating unit and administered territory so that no area was underreported or missed out.

The report stated that Pakistan has failed to protect its most vulnerable. It noted that reports of child labourers being sexually abused in mines surfaced in Balochistan this year, while news of young children being raped, murdered and dumped have “become frighteningly common”.

“Women continued to bear the brunt of society’s fixation with ‘honour’, with Punjab accounting for the highest proportion of ‘honour’ crimes. Equally, Pakistan does not protect those to whom it has a duty of care: prisoners in the country’s sorely overpopulated jails remain relegated to subhuman level,” mentioned the human rights watchdog.

The HRCP statement stated that numerous journalists reported that it had become even more difficult to criticize the state policy.

According to former HRCP chairperson Zohra Yusuf, the erosion of social media spaces and a deliberate financial squeeze on the media ‘led to Pakistan’s position slipping on the World Press Freedom Index’.

The human rights body observed that mysterious disappearances of people continued during the year as well, demanding that the government should deliver on its commitment to criminalise enforced disappearances.

The report said that the continued operation of internment centres cannot be justified on any grounds.

HRCP director Farah Zia said: “In the case of Balochistan and KhyberPakhtunkhwa) — both historically under-reported provinces — the acknowledgement of real issues and their political resolution is vital if the state is serious about strengthening the federation”.

Religious minorities remained unable to enjoy the freedom of religion or belief guaranteed to them under the constitution, it stated. “For many communities, this has meant the desecration of their sites of worship, the forced conversion of young women, and constant discrimination in access to employment,” said the HRCP report.

The report further noted that constitutional compliance remained a major cause for concern.

“For instance, Article 140-A has yet to be implemented effectively, given the prolonged delay in holding local body elections in Punjab, Khyber-Pakhtunkhwa and Balochistan,” it mentioned.

The human rights body said that the restoration of student unions and space for trade unions to function should also be mulled over.

Chairperson Dr Mehdi Hasan highlighted the HRCP’s distress over the gross violations of human rights committed in Indian-held Kashmir since August 2019 and the impact of the situation on regional peace and stability.

For the first time in history, PIA set to kick off direct flights to US

For the first time in the country’s history, Pakistan International Airlines (PIA) has been allowed to operate direct flights to the United States (US).

Last week, the Chief Operating Officer (CEO) of the PIA Air Mar­shal Arshad Malik wrote a letter to the US ambassador and the State Department seeking permission to operate PIA special flights to repatriate Pakistanis stranded in the US.

The permission was granted by the US Transport Department on Pakistan’s request to repatriate its stranded citizens in the United States of America.

According to the permission granted by the US, the PIA can operate as many as 12 flights in a month to bring back the stranded Pakistanis.

The PIA spokesperson said that the permission was granted to Pakistan by the US after improvement in the security situation.

CEO PIA Air Marshal Arshad Malik thanked Prime Minister Imran Khan, Foreign Ministry and Aviation Ministry for taking the issue with the US.

The national flag carrier is continuing its operations to bring back stranded Pakistani expats across the globe and so far 11,700 have been airlifted from the various countries.

A coronavirus-themed game has been blocked on Steam in China because of it's a politically motivated content.

In order to win Coronavirus Attack, players have to stop “selfish zombies” from escaping a country infected with the virus.

Players reported the game for using the same colour scheme as the Chinese flag, with virus-shaped animations in place of its stars.

The game has been inundated with negative reviews on Steam’s store.

“A selfish-zombie virus has infected throughout the country,” reads the game’s description.

“The virus carriers are attempting to flee the country.

“Your purpose is to prevent the selfish zombie virus carriers from escaping and infecting the world.”

Players can also collect badges that include “Liberate Honk Kong” and “Taiwan is not in China”.

The creator behind the game, MythZ, told news site Abacus he had developed the project as a protest against the Chinese government.

He said he was unhappy with how it had handled the pandemic.

Some Steam users are calling for the game, which remains available in other countries, to be removed from the platform globally.

“Imagine making a game to joke about the pandemic situation around the world, using people’s death for entertainment,” said one player in a negative review.

Coronavirus Attack is not the first Steam game to be blocked in China.

Hugely popular simulation game Plague Inc. was blacklisted in March as the Covid-19 outbreak worsened.

The plague-themed game, which experienced a spike in popularity around the world in January, tasks players with creating their own pathogen to wipe out the human race.

Some players at the time suggested they were downloading the game as a way to cope with fears surrounding the virus.

US economy shrinks at fastest rate since 2008

The US has tried to cushion the economic blow with nearly $3tn (£2.4tn) in new spending, including direct payments to many families.

The Federal Reserve has also taken with a slew of emergency steps, including lowering interest rates to near zero.

On Wednesday, Federal Reserve Chair Jerome Powell said the bank would maintain those levels until it was “confident that the economy has weathered recent events and is on track”. But he warned that the ongoing crisis would “weigh heavily” on the economy.

“Will there be a need to do more? I would say the answer to that will be a yes,” Mr Powell said at a virtual press conference.

‘Unprecedented’ shock

Since mid-March, more than 26 million people in the US have filed for unemployment, and the US has seen historic declines in business activity and consumer confidence. Forecasters expect growth to contract 30% or more in the three months to June.

“This is off the rails, unprecedented,” said Mark Zandi, chief economist at Moody’s Analytics. “The economy has just been flattened.”

The contraction in the US economy is part of a global slowdown as a result of the coronavirus pandemic.

In China, where restrictions were in place for much of the quarter, the economy shrank by 6.8% – its first quarterly contraction since record-keeping began in 1992.

And on Wednesday, Germany said its economy could shrink by a record 6.3% this year.

“We will experience the worst recession in the history of the federal republic” founded in 1949, Economy Minister Peter Altmaier said.

No sight of North Korea's Kim, real risk of famine in country: Pompeo

The United States has caught no sight of North Korean leader Kim Jong Un and is watching reports about his health, U.S. Secretary of State Mike Pompeo said on Wednesday, adding there was a real risk of famine in the country amid the coronavirus outbreak.

North Korean media has not reported on Kim’s whereabouts since he presided over a meeting on April 11, provoking speculation about his health and raising concerns about instability in the nuclear-armed country that could affect other North Asian countries and the United States.

“We haven’t seen him. We don’t have any information to report today, we’re watching it closely,” Pompeo told Fox News after being asked about conflicting reports about Kim’s health.

Pompeo said the United States was also monitoring the situation more broadly in North Korea, which borders China, given the risk presented by the coronavirus.

“There is a real risk that there will be a famine, a food shortage, inside of North Korea too,” he added. “We’re watching each of those things closely, as they have a real impact on our mission set, which to ultimately denuclearize North Korea.”

Officials in South Korea and the United States have said Kim may be staying at North Korea’s coastal resort of Wonsan to avoid exposure to the new coronavirus, and have expressed skepticism about media reports that he had some kind of serious illness.

They caution, however, that Kim’s health and location are closely guarded secrets and reliable information is difficult to obtain from secretive North Korea.

On Saturday, a U.S.-based North Korea monitoring project, 38 North, said satellite images showed what was believed to be Kim’s personal train parked at a station reserved for his use in Wonsan on April 21 and 23.

New images taken on Wednesday showed a train in the same position, but it was unclear whether it had been there since last week, 38 North said.

On Tuesday, another North Korea-monitoring website, NK PRO, reported that commercial satellite imagery showed boats often used by Kim had moved in patterns suggesting he or his entourage may be in the Wonsan area.

38 North said that in its new images, the train did not appear to be prepared for departure as the engine could no longer be seen parked alongside its south end.

It said the train’s presence did not prove Kim’s presence, but the station was reserved for the exclusive use of the Kim family, “lending weight to the multiple reports that Kim has been staying in the Wonsan area.”

Pompeo told a later State Department news conference the United States would continue to focus on North Korean denuclearization, “no matter what transpires there.”

President Donald Trump met Kim three times in 2018 and 2019 in an attempt to persuade him to give up a nuclear weapons program that threatens the United States. While talks have stalled, Trump has continued to hail Kim as a friend.

Pompeo did not elaborate on the risk of famine in North Korea, but a North Korean economic delegation was due in Beijing this week to discuss food supplies and trade issues as the coronavirus outbreak has severely disrupted the country’s food supply, two people with direct knowledge of the situation told Reuters.

Impoverished and isolated North Korea is prone to food shortages. As many as 1.1 million people died during the famines of the 1990s, according to South Korean estimates.

Google parent company Alphabet sees growth despite pandemic hit

Google's parent company Alphabet on Tuesday outshined dim earnings expectations, with the company showing higher revenue and profits despite a coronavirus-induced slowdown in its core digital advertising operations in March.

Alphabet shares leapt more than 8% in after-hours trades following release of earnings figures that eased fears the pandemic would stall the internet firm's income engine.

Alphabet reported a profit of $6.8 billion in the first three months of the year, up nearly 3% from last year, on revenue that grew 13% to $41 billion.

The Silicon Valley giant, the first of the big technology firms to report quarterly results, offered a mixed picture: a strong start to the year followed by an abrupt slowdown in advertising in March and some tentative signs the worst may be over.

Chief financial officer Ruth Porat pointed to "very early signs of recovery in commercial search behavior by users" but added that "it is not clear how durable or monetisable this behavior will be."

Still, the report showed one of the major tech firms weathering the crisis and seeing some hopeful signs in advertising, which represents the lion’s share of Alphabet revenue and is closely tied to economic conditions.

"In a quarter of bad news, this was really good news," said analyst Rob Enderle of Enderle Group, who predicted improvement in the digital ad market in May and June.

Baird analyst Colin Sebastian expected the current quarter to be "the bottom" of an online advertising trough at Alphabet, while noting growth in its YouTube and cloud computing revenues.

"This is probably exactly what technology needed at a time when many suspected FANG/Tech could be rolling over," Mark Newton of Newton Advisors said in a tweet, referring to the acronym for the big tech firms Facebook, Amazon, Netflix and Google.

Alphabet executives remained cautious in their outlook, noting that the company is cutting back on hiring, marketing, office expansion and other expenses while continuing to invest in promising long-term trends like companies moving more aggressively to services hosted in the internet cloud.

"It is now clear that once the emergency has passed, the world will not look the same," Alphabet-Google chief Sundar Pichai said during an earnings call.

"Some social norms will change, and many businesses are speaking to us looking to reinvent their operations."

Google services, data centers, and software capabilities are positioned to help with trends in online education, healthcare, entertainment, and shopping likely to continue after the pandemic has ended, according to Pichai.

Overall ad revenues for Google rose 10% for the quarter despite the pandemic's worsening in March.

YouTube's ad revenue was up about a third to $4 billion as people turned to online entertainment while they hunkered down at home to avoid the coronavirus.

The pandemic has disrupted operations at tech powerhouses known themselves for disrupting traditional business models.

Fewer people are buying new smartphones; more people are online and using social platforms but online advertising is slumping; cloud computing needs are growing; and more consumers are relying on delivery of essential goods from Amazon.

Along with other tech firms, Google has been highlighting its role in helping consumers and authorities in the battle against COVID-19.

Pichai said that "we’ve marshaled our resources" to assist people during the crisis.

"Given the depth of the challenges so many are facing, it’s a huge privilege to be able to help at this time," he said.

Google has teamed up with longtime rival Apple to develop technology for coronavirus smartphone "contact tracing" by allowing devices from the two platforms to communicate and indicate when people have crossed paths with an infected person.

Earlier Tuesday, YouTube said it began adding fact-check panels to search results in the US for videos on hot-topic claims shown to be bogus.

Tuesday’s report showed revenue rose 26 percent to $170 million for Alphabet’s "other bets" which include the Waymo self-driving car project, Wing drone delivery and Verily life sciences. But these "moonshot" projects produced a collective operating loss of $1.1 billion.
