Pakistan strongly condemns extra-judicial killing of Kashmiris

Pakistan has strongly condemned the extra-judicial killing of four more Kashmiris in staged encounter in Shopian region of Indian Illegally Occupied Jammu and Kashmir and the restrictions on religious processions and gatherings during Muharram.

In a statement, the Foreign Office Spokesperson Zahid Hafeez Chaudhry said nearly three hundred innocent Kashmiris, including women and children, have been martyred by the Indian occupation forces in fake encounters, and so-called “cordon and search” operations during the last one year.

He said that the Indian inhuman methods to subjugate the Kashmiri people through killings, torture, forced disappearances and incarcerations have failed in the past and would not succeed in the future too.

The Spokesperson said the perpetuation of India’s state-terrorism cannot break the will of the Kashmiris or quell their efforts to secure their inalienable right to self-determination as enshrined in the relevant United Nations Security Council Resolutions.

He urged the international community to hold India accountable for its serious crimes against the Kashmiri people.

Youm-e-Ashu is being observed with solemnity and sanctity
Youm-e-Ashur, the tenth of Muharram, is being observed today with solemnity and sanctity to pay homage to Hazrat Imam Hussain (A.S) and his companions who laid down their lives in Karbala.

United Arab Emirates (UAE) Ambassador Hamad Obaid Ibrahim Salem Al-Zaabi on Saturday called on Punjab Chief Minister Sardar Usman Buzdar and exchanged views on promotion of bilateral relations and cooperation among different departments.

According to official sources here, the chief minister said, “Pakistan and UAE enjoy best friendly relations.”

 

He said that for the first time 13 economic zones were being established in Punjab.

He said that work regarding setting up of two economic zone was underway, adding that soon a foundation stone would be laid for third economic zone in Bahawalpur.

A new city would be set up near River Ravi and this would help in minimizing pollution in Lahore and raising the level of underground water, he added.

Usman Buzdar invited the UAE investors for making investment in special economic zones and Ravi River Urban Development Project and added that special facilities in this regard would be provided to the investors.

He said that UAE investment companies would be welcomed in Punjab, adding that the role of UAE in the progress and development of the country was commendable.

He termed UAE cooperation for uplift of education, health and other sectors as great.

The chief minister said, “The incumbent government’s steps to control coronavirus proved very helpful and with the grace of Allah Almighty, situation in Punjab is under control.”

He said the Punjab government had increased the capacity of conducting coronavirus tests manifold.

The CM said that steps were being taken to open educational institutes after Muharram-ul-Haram.

Usman Buzdar said Punjab had conducive atmosphere for national and international investors, adding that a project had been prepared to establish Sheikh Zayed Hospital II in Rahim Yar Khan.

UAE Ambassador while appreciating the steps of Punjab government to combat COVID-19, said that the provincial government had implemented good policy to stop coronavirus.

PTA asks TikTok to remove offensive and unethical content

The Pakistan Telecommunication Authority (PTA) on Friday asked video-sharing platform TikToK to immediately remove content based on immorality, obscenity, nudity and hate speech. Two days ago, a similar warning was given to YouTube.

"Keeping in view the growing concerns in the society with respect to content on the platform, the PTA chairman had an online meeting with senior management of TikTok," according to an official statement issued by the telecom authority.

The PTA chairman Major General (retd) Amir Azeem Bajwa, while acknowledging the recent efforts of the platform for taking down the indecent content, asked the platform to put in place stronger content monitoring and moderation mechanism so that the unlawful material is not accessible or viewed within Pakistan.

In July, the PTA had issued a 'final warning' to Chinese-owned social media app to clamp down on what it called "immoral, obscene and vulgar" content on the video-sharing platform.

In its response earlier this month, TikTok shared a content moderation mechanism for removing any potentially harmful or inappropriate content from its platform, saying that Pakistan is one of the five markets with the largest volume of removed videos.

The company said content moderation is performed by deploying a combination of policies, technologies, and moderation strategies to detect and review problematic content, accounts and implement appropriate penalties.

TikTok has become a global sensation with its 15 to 60-second video clips and is hugely popular among young Pakistanis, with some users building up millions of followers.

While users enjoy creating content on TikTok, with it comes the responsibility to keep users safe on the platform, the company said in the statement. It has released an updated publication of the Community Guidelines in Urdu that will help and maintain a supportive and welcoming environment on TikTok for users in Pakistan, he added.

“The Community Guidelines provide general guidance on what is and what is not allowed on the platform, keeping TikTok a safe place for creativity and joy, and are localised and implemented in accordance with local laws and norms.”

TikTok’s teams remove content that violates the Community Guidelines, and suspends or bans accounts involved in severe or repeated violations, it added.

TikTok’s systems automatically flag certain types of content that may violate its Community Guidelines, enabling it to take swift action and reduce potential harm, according to the Chinese-owned social media app.

"These systems take into account things like patterns or behavioural signals to flag potentially violative content."

The app's management said content moderation can not solely be performed with the help of technology and it has appointed a trained moderators to review the context of the content.

"TikTok has a team of trained moderators to help review and remove content. In some cases, this team removes evolving or trending violative content, such as dangerous challenges or harmful misinformation. Another way the TikTok team moderates content is based on reports that it receives from its users. There is a simple in-app reporting feature for users to flag potentially inappropriate content or accounts to TikTok.

“Only about 15 beds are immediately available in the greater Seoul area for patients in critical condition as there were numerous patients who were in a serious condition and needed to be hospitalised,” said Yoon Tae-ho, director general for public health policy at the health ministry.

“But we should have a little more room shortly because more people are being released,” he told a news briefing.

The government took the unprecedented step on Friday of restricting eateries in the capital area, as a multitude of outbreaks continued to erupt from churches, offices, nursing homes and medical facilities, even after social-distancing rules were tightened.

For a week starting on Sunday, onsite dining at restaurants, pubs and bakeries in the Seoul area will be banned after 9 p.m., while coffee shops, some of which have been identified as hotspots, are restricted to takeout and delivery.

Churches, nightclubs, gyms and most schools in the area are already closed, and masks are mandatory in public places.

Health authorities have expressed concern, especially as almost 16,000 intern and resident doctors have been on strike since August 21, primarily over the government’s plans to boost the number of doctors to better deal with health crises like the coronavirus.

The Health Ministry filed a police complaint against at least 10 doctors and extended a back-to-work order for the doctors, who are the backbone of healthcare services in emergency rooms and intensive care units.

The striking doctors have volunteered at temporary testing centres to help with the outbreak, and major hospitals have reported delays and disruptions since their walkout.

Pakistan to bounce back with 'modest' growth in FY2019-20: IIF

Pakistan is expected to bounce back with modest growth during the current fiscal year but a widening deficit and growing debt still pose risks to its economic outlook.

“We expect Pakistan to experience modest growth in FY2020/21 following a small contraction in FY2019/20,” the Institute of International Finance has said in its latest report.

“However, risks to the economic outlook are tilted to the downside. Recurrent outbreaks of Covid-19, a large fiscal deficit and high public indebtedness remain major challenges.”

The Washington-based global association of financial institutions said the economy could grow by 1.8% in FY2020/21, driven by some recovery in private consumption.

The country’s exchange rate is market-determined and has depreciated by 22% in real effective terms since 2017.

“The effects of currency depreciation and weaker domestic demand are visible, as imports dropped by 18% in nominal dollar terms, more than offsetting the decline in exports of 7% in FY2020,” the institute said in the report, “Pakistan: Commitment to Reform Faces a Test”.

The pandemic led to a contraction in output of 0.7% in FY2020.

Domestic demand declined 2%, while exports of goods and services increased 1.6% as compared with a decline of 7.3% in imports of goods and services.

Adjusted for population, fewer cases and deaths of Covid-19 have been recorded in Pakistan than in other developing and emerging economies. These results are subject to a large degree of uncertainty, as data quality, testing capacity, and transparency vary.

The IIF said lockdown restrictions have been lifted across the country. The response measures have been adequate, supported by the IMF’s emergency financing thourgh an amount of $1.4 billion, provided in April.

Expansion of social programs has rightly focused on tackling the health emergency and supporting the most vulnerable while stimulating economic activity, the report argued.

The State Bank of Pakistan’s proactive liquidity initiatives and lower policy rates are propping up economic activity and safeguarding financial stability, according to the IIF.

The policy rate has been lowered five times since February, a cumulative reduction of 625 basis points.

Spot gold rose 1.8% to $1,964.47 per ounce by 02:25 p.m. EDT, taking gains this week to about 1.3%. Prices fell as much as 2.2% on Thursday after U.S. Treasury yields gained following a speech by Fed Chair Jerome Powell on the strategy. U.S. gold futures settled up 2.2% at 1,974.90.

Earlier on August 26, the gold prices had declined by Rs500 per tola and was traded at Rs116000 in the domestic market.

Likewise, the price of 10-gram gold had witnessed a decrease of Rs 428 and was traded at Rs99451, said All Pakistan Jewelers Association. Meanwhile, gold rates in the international market had fallen by $8 to $1,917 per ounce.

Indian forces arrested dozens of mourners during Muharram processions in occupied Kashmir and imposed strict restrictions, according to a report by Kashmir Media Service (KMS).

According to KMS, the occupying authorities had tightened restrictions in Srinagar, Badgam, Baramulla and other areas to stop people from taking out Muharram processions.

Lal Chowk, the valley’s commercial centre, and adjoining areas of Srinagar were completely sealed. Troops and police personnel were deployed across the occupied territory, who blocked main roads by putting up barricades.

However, defying restrictions, people tried to take out Muharram processions in Srinagar and other areas, with mourners holding banners reading slogans like ‘Free Kashmir’.

The police arrested dozens of mourners from various places, KMS reported.

Hurriyat leaders Muhammad Yousuf Naqash, Khawaja Firdous and Yasmeen Raja, in their statements, denounced the use of brute force on Muharram processions in Srinagar, Badgam and other parts of the Kashmir Valley.

They termed the imposition of restrictions by the authorities as an interference in the religious affairs of Muslims. The Jammu and Kashmir Young Men’s League Chairman Imtiaz Ahmed Reeshi, in his statement, denounced the harassment of the party activists by Indian authorities.

Police and witnesses said some people taking part in the Muharram processions on the outskirts of Srinagar shouted anti-India slogans earlier in the week, reported Reuters.

“There is usually a procession on Muharram but they have put a lot of restrictions this year. All the roads are shut near Lal Chowk (Red Square) ... There are no public transports and shops are also shut. It feels like a curfew,” a resident who gave his name as Mohammad said.

Water reservoirs Mangla and Tarbela Dams have reached their maximum capacity of 1,242 feet and 1,550 feet, resulting in record availability of water from the two dams.

The Water and Power Development Authority spokesperson said that the filling of the dams to capacity would help in generating power.

Currently, the cumulative quantum of water available at present in Mangla and Tarbela reservoirs stands at 13.336 million acre-feet which is a record for water availability during the last 10 years.

Water available in the two dams is also higher in comparison with the average for the last 10 years. During the last ten years, the average water availability in the two dams was recorded as 11.163 MAF.

The two dams will now be able to produce more power in the coming days due to the availability of more water.

WAPDA hydel power stations have been providing more than 8,500 MW for the last two consecutive days and hydel generation may touch 9,000 MW mark.

Flood alert issued for River Chenab

Officials have meanwhile issued a flood warning for River Chenab in the wake of heavy monsoon rain, directing all the concerned departments to monitor monsoon rains and rise in the river water level closely.

Officials said they have also ordered keeping flood-fighting machinery operational at all levels.

Deputy Commissioner Amir Khatak directed all departments to prepare their respective staff duty rosters. The DC also ordered all schools marked for flood relief camps to finalise food arrangements.

Khatak said the departments concerned are closely monitoring water situation in rivers. He also directed revenue, irrigation, PDMA, Rescue-1122, livestock, agriculture, municipal corporations and Wasa officials to finalise flood-fighting arrangements.

As many as 2,842 educational institutions across the city are set to open their doors to almost 1.4 million students when the autumn semester gets underway, the local government announced on Friday. Wuhan University reopened on Monday.

The city said it has drawn up emergency plans to switch back to online teaching should risk levels change. It advised students to wear masks to and from school and avoid public transportation if possible.

Schools have been ordered to stock up on disease control equipment and to carry out drills and training sessions to help prepare for new outbreaks. They must also restrict unnecessary mass gatherings, and submit daily reports to health authorities.

Foreign students and teachers who have not received notice from their school will not be allowed to return, it said.

The central Chinese city, where the COVID-19 epidemic is believed to have originated, was locked down for more than two months from late January. The city’s death toll of 3,869 accounts for more than 80% of China’s total.

Wuhan has been steadily returning to normal since April, when the lockdown was lifted, and it has not reported any new local transmissions of the coronavirus since May 18.

Several large U.S. states are not heeding new federal health officials’ calls to reduce COVID-19 testing of some exposed to the virus, joining a broad rebuke of the Trump administration by public health leaders.

Arizona, California, Connecticut, Florida, Illinois, Texas, New Jersey and New York all plan to continue to test asymptomatic people who have been exposed to COVID-19, despite new guidance from the Centers for Disease Control and Prevention (CDC) suggesting that such tests may not be needed.

The CDC said this week that people exposed to COVID-19 but not symptomatic may not need to be tested, shocking doctors and politicians and prompting accusations the guidance was politically motivated.

New reckoning for WHO vaccine plan

The World Health Organization will next week receive a raft of pledges of support for its plan for COVID-19 vaccines for all. But the agency has already had to scale back its ambition.

The United States, Japan, Britain and the European Union have struck their own deals to secure millions of COVID-19 vaccine doses for their citizens, ignoring the U.N. body’s warnings that “vaccine nationalism” will squeeze supplies.

If other countries that can afford it pursue a similar approach, the WHO’s strategy for fighting the coronavirus pandemic globally and equitably risks coming undone, experts warn.

“If that were to happen, it’s fairly clear that there would be insufficient volumes of vaccine available for any other countries, particularly in the first six to nine months,” said Alex Harris, head of global policy at the Wellcome Trust health charity.

 

Merkel says pandemic will worsen

German Chancellor Angela Merkel said the coronavirus pandemic is likely to worsen in coming months, and that her government will respond by prioritising the welfare of society as a whole, notably its children, and the economy.

The government will be “doing everything so that our children are not the losers of the pandemic. School and daycare need to be the most important things”, she told reporters at a news conference.

Germany has managed to keep COVID-19 cases and deaths relatively low compared with some other large European countries. But the number of new daily infections has been rising since early July and has accelerated in recent weeks.

UK workers urged to return to the office

Britain’s government will urge people to return to offices and other workplaces where it is safe to do so to help the economy recover from the COVID-19 pandemic, transport minister Grant Shapps said.

“Our central message is pretty straightforward: we are saying to people it is now safe to return to work.”

According to data from the Centre for Cities, only 17% of workers in British cities had returned to their workplaces by early August, underscoring the challenge facing Prime Minister Boris Johnson in steering the country away from its coronavirus shutdown.

Paris tries to clear up mask confusion

Cyclists and people taking exercise in Paris will be exempt from a new requirement to wear masks outdoors to combat a surge in coronavirus infections, police said.

 

The city’s police department said officers would issue verbal warnings before imposing fines as many people were confused by changes in the rules on face coverings.

From Friday, authorities have made it compulsory to wear masks everywhere in Paris. Until now, masks were mostly required in crowded areas of the city. The new measures apply to pedestrians as well as people riding scooters and motorcycles in Paris and its suburbs.

U.S. technology giants are progressively taking over the stock market in the middle of the coronavirus pandemic. Even as they draw accusations of unfair business practices, and some investors fear the pump is primed for a tech-fueled sell-off.

The combined value of the S&P 500’s five biggest companies - Apple Inc (AAPL.O), Amazon.com Inc (AMZN.O), Microsoft Corp (MSFT.O), Facebook Inc (FB.O) and Google parent Alphabet Inc (GOOGL.O) - now stands at more than $7 trillion, accounting for almost 25% of the index’s market capitalization. That compares with less than 20% pre-pandemic.

The quintet’s burgeoning share prices reflect a transition to an increasingly technology-driven economy that has been accelerated by the coronavirus outbreak, as doorways fill with Amazon packages, homebound families stream movies and friends commiserate on Facebook.

Yet the companies are drawing opposition. U.S. lawmakers are accusing them of stifling competition, a charge also leveled in recent days against Apple by Epic Games, creator of the popular game Fortnite.

Some investors worry the companies powering this year’s equity rally could become the market’s Achilles’ heel if a legal assault, a shift to undervalued names or a move higher in bond yields dries up appetite for technology stocks.

“People see these companies as winners and investors are willing to pay any price to own them,” said Michael O’Rourke, chief market strategist at JonesTrading. “That’s always a risk.”

One potential threat comes from an array of investigations and legal actions.

The latest came Monday, when a federal judge temporarily blocked Apple from cutting off all the developer accounts of Epic Games, pending a full hearing on the issue. It was a partial win for Epic, which had called Apple’s rules an anticompetitive abuse of power.

The standoff centers on Apple’s App Store, which forms the centerpiece of a $46.3 billion-per-year services business that has helped buoy the company’s share price.

The decision “is just a first battle of many on the horizon,” said Dan Ives, an analyst at Wedbush Securities. “From a valuation perspective, there’s clearly an overhang around antitrust.”

Wedbush nevertheless raised its target price for Apple on Wednesday to $700 a share in a “bull case” scenario, citing a “once in a decade” opportunity to take advantage of as many as 950 million potential iPhone upgrades worldwide.

Japan is making an aggressive move to grab enough coronavirus vaccine to inoculate its population four times over, a push the government hopes will instil confidence that it can host a delayed Summer Olympics next year.

Like other rich countries, Japan is signing multiple deals because some of the vaccines could fail in clinical trials or require more than one dose.

But Japan has something else riding on a successful mass rollout of a vaccine: outgoing Prime Minister Shinzo Abe’s aim to bring thousands of athletes and fans to Tokyo for the Games, postponed from this year due to the pandemic.

On the day he announced his resignation as premier, Abe sought to reassure domestic and foreign audiences that the coronavirus was under control. He pledged there would be enough vaccine for Japan by the middle of 2021 and said the nation would relax its travel ban from Sept. 1.

Chief Cabinet Secretary Yoshihide Suga earlier had said Japan was working with Olympic organisers on how to go ahead with the Games, tying the effort to the need to secure a vaccine.

The various companies “will probably be able to produce a vaccine between the end of this year and next March”, Suga told Reuters in an interview this week. “There are a lot of considerations, but we want to hold the Olympics at all costs.”

Japan is on track to have 521 million doses of five different vaccines in 2021, compared with a population of 126 million. Recent deals include global arrangements with such drugmakers as Pfizer Inc (PFE.N) and AstraZeneca PLC (AZN.L), as well as local deals with the likes of Shionogi & Co. (4507.T). “You have to bet evenly to avoid getting nothing,” said Tomoya Saito, director at Japan’s National Institute of Public Health.

Some critics contend that Japan’s rush to secure supplies is driven largely by a political desire to show the world it is fully committed to the Games. “The plan is, hope for a miracle and then capitalise on that miracle,” said Michael Cucek, a political science professor at Temple University Japan. “But the timeframe for that is getting narrower and narrower.” Health ministry and cabinet Office officials did not respond to queries about whether Japan’s drive to secure coronavirus vaccines was connected to the Olympics.

Abe pledged to increase testing capacity to 200,000 per day along with securing vaccine supplies. He also said Japan’s travel ban, one of the strictest in the world, would ease on Sept. 1.

From that date, non-citizen residents of Japan and visa holders can leave and reenter the country, with prior authorisation. They must also demonstrate a negative coronavirus test result within 72 hours of returning to Japan, cabinet officials said at a briefing on Friday.Japanese officials have discussed putting on a “simplified” Games, originally expected to attract 600,000 visitors. But the event would still involve some 11,000 athletes.

Holding the Olympics requires “mass quantities of an effective vaccine”, said Kenji Shibuya, director of the Institute of Population Health at King’s College, London. Staging an Olympics in a pandemic will be a huge logistical challenge, as athletes will have to train and travel to events and many more thousands of fans will have to be accommodated at a time when many countries may still be in lockdown. Japan still has a travel ban in place covering more than 140 countries.

Even with a viable vaccine, the additional challenge of immunising athletes and visitors before or after landing in Japan will be enormous.

A “very, very essential factor” will be when an effective vaccine will be ready and how it will be distributed, Tokyo Governor Yuriko Koike told Reuters.

“We will do our best to prevent coronavirus infections here in Japan and also to welcome the athletes from all over the world.”

Rain-related incidents claim 14 lives in KP
At least 14 people were killed and eight others injured in various rain-related incidents during the latest torrential downpours in Khyber Pakhtunkhwa, according to a report compiled by the Provincial Disaster Management Authority (PDMA).

It said three people, including a woman and two children, died in Swat while eight people were killed in various incidents caused by the heavy rainfall in Upper Kohistan.

Besides, the rain played havoc with as many as 40 houses in Swat, out of which 16 were completely destroyed while 24 partially damaged. Whereas, eight houses were completely destroyed in Upper Kohistan.

Three people got injured in rain-related incidents in Mardan while two in North Waziristan.

It is to mention here that nine people, including two children, died in three separate incidents caused by recent rains in Punjab.

At least 21 people have been killed in rain-related incidents in Karachi during the fresh spell of monsoon that started on Thursday and broke a 90-year-old, playing havoc with the city’s ill-maintained infrastructure.

As many as 533 suspected patients of dengue fever have been reported in Punjab during last 24 hours, said spokesperson Punjab Primary and Secondary Health Department on Friday.

The patients are being tested under surveillance after first aid. So far 45 patients of the dengue fever have been reported in Punjab out of which three have recovered their health back, said the spokesperson.

Punjab Health Minister Dr Yasmin Rashid last week had said that emergency measures being taken by the provisional government against dengue outbreak.

She said that all tehsil municipal administrations, development authorities and water and sanitation companies have been clearly advised that stagnant water ponds be immediately filled with soil and anti-dengue sprays should be carried out on such places.

The minister said that dengue fever is a severe, flu-like illness that affects infants, young children and adults and in case of dengue like symptoms patient should immediately consult to medical practitioner.

She said the current weather was very conducive for dengue larva growth.

The outbreak of dengue fever could stretch the healthcare resources amid the country’s struggle against COVID-19 pandemic.

“It’s disappointing that I couldn’t convert my starts into big scores but I will learn from these mistakes. I have analyzed those in order to get better in the forthcoming series,” he added.

Babar was optimistic about emerging batsman Haider Ali debut, who have selected in the shorter format after his impressive performances in Pakistan Super League (PSL) and at the junior level.

“He is a great talent and an outstanding player. We have tried to involve him in this group. He is playing well in nets and also in the practice matches,” he added.

The world number one ranked T20I batsman was in awe of all-rounder Shadab Khan, who performed brilliantly in this year’s PSL while batting up the order. “He played outstandingly, scored runs and took wickets. We will plan and try to utilize him up the order,” Babar maintained.

It must be noted that the national team has arrived in Manchester for the T20I series.

Poland will ban flights from 46 countries, including France and Spain, as of Sept 2, according to a draft regulation published on Thursday, as the country grapples with a spike in coronavirus infections.

The move follows targeted measures to reintroduce restrictions on public life in the worst affected parts of the country, as the government tries to tackle the spread of the virus without resorting to a complete lockdown.

“Due to the threat of spreading SARS CoV-2 virus infections, it is necessary to exercise the right to introduce air traffic bans... in order to minimize the threat to public health,” the regulation said.

Poland closed its borders and suspended flights in March to stop the spread of the coronavirus. However, it progressively loosened restrictions on public life, with shopping centres, hotels and restaurants all reopening in May.

Polish national airline PLL LOT resumed international flights on July 1 almost four months after suspending them.

Other countries affected by the ban are popular tourist destinations Montenegro and Croatia, as well as Romania, the United States, Israel, Mexico and Brazil.

Poland has reported 64,689 cases of the novel coronavirus and 2,010 deaths.

Trump assails rival Biden in White House speech accepting nomination

A defiant President Donald Trump accepted the Republican nomination for a second term on Thursday with a scathing attack on rival Joe Biden, asserting that a Democratic victory in November would only exacerbate the racial strife and coronavirus pandemic besieging the nation.

Speaking from the White House South Lawn despite criticism he was using the executive residence as a political prop, Trump portrayed Biden, a career politician with a long record as a moderate, as a far-left extremist who would usher in a lawless, dangerous America.

"This election will decide whether we protect law-abiding Americans, or whether we give free rein to violent anarchic agitators and criminals who threaten our citizens," Trump said on the fourth and final night of the Republican National Convention in a speech that lasted more than an hour.

"No one will be safe in Biden's America."

Despite the pandemic that has killed more than 180,000 Americans, Trump delivered his remarks before a crowd of more than 1,000 people, standing in front of dozens of American flags and basking in chants of "Four more years!" and "USA!"

His language was evocative of his 2016 convention acceptance speech, which also came at a time of racial tension after eight police officers were killed in Texas and Louisiana amid protests following shootings of Black men.

"Americans watching this address tonight have seen the recent images of violence in our streets and the chaos in our communities," he said then, vowing to end the turmoil.

But Trump, who ran successfully as an insurgent four years ago, is now in control at the White House, complicating his assertion once again that only he can solve the problem.

Republicans on Thursday sought to advance that message after days of civil unrest and violence in Kenosha, Wisconsin, where on Sunday police shot a Black man, Jacob Blake. They inaccurately asserted that Biden would "defund the police." Biden has rejected that position.

As the night unfolded, Biden struck back on Twitter, writing, "When Donald Trump says tonight you won't be safe in Joe Biden's America, look around and ask yourself: How safe do you feel in Donald Trump's America?"

In trying to paint Biden as a tool of the "radical left," Trump also distorted the Democrat's policy positions on a host of other issues, including immigration, guns, law enforcement, abortion and energy production.

"If given the chance, he will be the destroyer of American greatness," Trump warned.

The made-for-television scene - befitting the first reality TV host to serve as president - stood in marked contrast to Biden's acceptance speech last week, which was broadcast live from a largely empty arena in a nod to the disease.

Following the speech, fireworks exploded over the nearby Washington Monument as the president and his family looked on, giving Trump and the convention a powerful closing image.

The crowd, seated in white chairs inches apart, showed little evidence of social distancing or face masks despite health experts' recommendations. But the Trump campaign said it had taken appropriate health precautions in arranging the South Lawn event.

In a reminder of the country's divisions, attendees could hear anti-Trump protesters sounding horns near the White House as he spoke, a noise that occasionally was audible on the live broadcast.

Shifting blame

Trump, a former New York real estate developer, is seeking to turn around a re-election campaign that has been largely overshadowed by a health crisis that has put millions of Americans out of work and killed more people than in any other country, according to a Reuters tally.

His campaign comes against the backdrop of a fresh wave of protests over the latest high-profile police shooting of a Black American. In Kenosha, relative calm returned after three nights of civil strife ending on Tuesday, including arson, vandalism and deadly shootings.

In his speech on Thursday, Trump again blamed China for the pandemic and promised in his second term to levy tariffs on any company that left America to create jobs overseas, one of the rare concrete policy proposals of the night.

He also promised to rebuild what Republicans have called the "greatest economy" in history and attacked Biden for saying he would shut down the country if necessary to slow the spread of the disease. Many health experts blame a resurgence of coronavirus cases on states that reopened businesses too soon.

"Joe Biden's plan is not a solution to the virus, but rather a surrender," Trump said.

While Trump's popularity among Republican voters remains high, dissent is mounting within the party.

In three open letters published on Thursday and Friday, Biden won endorsements from more than 160 people who worked for Republican former President George W. Bush or for past Republican presidential candidates Mitt Romney and John McCain, the New York Times and Politico reported.

Thursday's program aimed to counterbalance those defections with a video showcasing former Democratic voters who say they now support Trump and remarks from US Representative Jeff Van Drew, who abandoned the Democratic Party to join the Republicans.

Trump kicked off the week on Monday by accusing Democrats of seeking to steal the election by advocating for mail-in voting. His previous high-profile speeches have also emphasized grim themes, including his inaugural address in January 2017 that described "American carnage."

With both parties' conventions now complete, the campaign enters a final, frenetic stretch. Biden, who has largely eschewed in-person events since March because of the pandemic, said at a Thursday fundraiser he expects to travel to several battleground states after early September, albeit in a manner he described as responsible.

Trump, who has visited several battleground states during the pandemic, also plans to increase his campaign travel.

Japan’s Prime Minister Shinzo Abe announced Friday he will resign over health problems, in a development that kicks off a leadership contest in the world’s third-largest economy.

"I have decided to step down from the post of the prime minister," he told a press conference, saying he was suffering from a recurrence of the ulcerative colitis that ended his first term in office.

Abe said he was receiving a new treatment for the condition, which needed to be administered on a regular basis which would not leave him with sufficient time to discharge his duties.

"Now that I am not able to fulfil the mandate from the people with confidence, I have decided that I should no longer occupy the position of the prime minister."

Abe is expected to stay in office until his ruling Liberal Democratic Party can choose a successor, in an election likely to take place among the party’s lawmakers and members.

There is no clear consensus on who will succeed him, with likely candidates including Finance Minister Taro Aso and chief cabinet secretary Yoshihide Suga.

Abe, who stepped down as prime minister just one year into his first term, in 2007, offered his apologies for the second resignation.

"I would like to sincerely apologise to the people of Japan for leaving my post with one year left in my term of office, and amid the coronavirus woes, while various policies are still in the process of being implemented," Abe said, bowing deeply.

9 people were dead in three separate rain-related incidents

Heavy rainfall continues in different parts of Punjab
At least nine people including two children were dead in three separate rain-related incidents in Punjab.

In Kot Radha Kishan, five people were dead as a roof of a house collapsed in Bhotan Poroman area, said rescue sources. The bodies were removed from the debris and were moved to a nearby hospital for autopsy.

Second roof collapse incident was reported in Gujranwala after heavy downpour. Rescue sources said two children lost their lives in Tehsil Wazirabad the roof caved in.

Meanwhile, two people were dead and three to four were trapped under the debris after a roof of a house situated at Lahore’s Bandar Road collapsed.

Rescue teams reached the spot and carrying relief activities to recover the bodies and the injured.

Heavy rainfall continues in different parts of Punjab resulting in several roads flooded with water, causing difficulties for the people.

Chief Minister Punjab has directed the WASA and the local administration to ensure immediate draining out of the rainwater from the affected areas.

PTA asks YouTube to block ''Indecent'' content
The Pakistan Telecommunication Authority (PTA) has asked YouTube remove “indecent” content and “hate speech”.

In a statement issued on Twitter, the PTA said it had asked the video-sharing platform “to immediately block vulgar, indecent, immoral, nude and hate speech content for viewing in Pakistan”.

The state-run regulatory body said YouTube must ensure that “objectionable content” is immediately blocked and that it is not used for “disseminating such content”.

The PTA further announced that the Google-owned service was “directed to put in place an effective content monitoring and moderation mechanism so that the unlawful material is detected/deleted and not accessible within Pakistan”.

Earlier the Senate was informed by the PTA chairman that a total of 830,000 websites had been blocked for containing pornographic content.

He had told the committee, which met with PPP Senator Rubina Khalid in the chair in Islamabad, that as many as 2,364 websites carrying child pornographic content were blocked on the basis of information shared by Interpol.

TikTok Chief Executive Officer Kevin Mayer resigned from his post on Thursday, days after the popular short-form video-sharing app sued the Trump administration over an executive order banning transactions in the United States.

General Manager Vanessa Pappas will replace him on an interim basis, according to an internal memo seen by Reuters.

“In recent weeks, as the political environment has sharply changed, I have done significant reflection on what the corporate structural changes will require, and what it means for the global role I signed up for,” Mayer said in the letter.

“Against this backdrop, and as we expect to reach a resolution very soon, it is with a heavy heart that I wanted to let you all know that I have decided to leave the company.”

TikTok, in an emailed statement, confirmed the departure and said that the political dynamics of the last few months had “significantly changed” the scope of Mayer’s role.

ByteDance’s founder and CEO Yiming Zhang said in a separate letter that the company was “moving quickly to find resolutions to the issues that we face globally, particularly in the US and India."
