Proud of our efforts for a clean and green Pakistan: PM Khan

Prime Minister Imran Khan said on Saturday that he was proud of the efforts of the Pakistan Tehreek-e-Insaf (PTI) government for a clean and green Pakistan to fight pollution and climate change.

PM Imran Khan shared a video praising the efforts of the Pakistani government for overcoming the menace of pollution and climate change by planting billions of trees besides heading towards the introduction of eco-friendly electric cars.

The video has also highlighted the premier’s address to the World Economic Forum (WEF) and other steps to begin its campaign for clean and green Pakistan.

It is pertinent to mention here that Pakistan had passed a crucial milestone by achieving an overarching Climate Action Sustainable Development Goal (SDG-13) a decade ahead of the 2030 deadline for its implementation, according to the UN’s annual sustainable development report.

In September 2015, the United Nations (UN) member countries had launched and adopted the 17 Sustainable Development Goals (SDGs) that are the roadmap to achieve a better and more sustainable future for all.

They aim to address global challenges, including those related to poverty, inequality, climate change, environmental degradation, health, education, water, sanitation, food security, peace, and justice.

Advisor to PM on Climate Change Malik Amin Aslam had termed it a landmark achievement for the country. “With achieving the Climate Action SDG 13, Pakistan has demonstrated itself a country seriously committed to global efforts aimed to tackle the challenge of climate change,” he maintained.

Balochistan Govt announces to developed tourists destinations

In an effort to boost tourism in Balochistan, the provincial government on Saturday announced to developed seven tourist destinations.

Taking to the social networking website, Twitter, Balochistan Chief Minister Jam Kamal Khan has said that there were vast opportunities for investment and tourism in coastal areas of the province.

“Government is paying special attention on the development and progress of the coastal belt.”

He said that the Balochistan government has allocated Rs150 million for the development of the coastal areas. The chief minister maintained that Rs1 billion have been allocated for promotion of tourism in the province.

Earlier on July 25, Prime Minister Imran Khan had chaired a second meeting of the National Development Council (NDC) and reviewed uplift projects in the Balochistan province.

The meeting had been attended by Chief of Army Staff (COAS) General Qamar Javed Bajwa, federal ministers including Shah Mahmood Qureshi, Asad Umar, Hammad Azhar, Ali Zaidi, Adviser to PM on Finance Abdul Hafeez Shaikh, Chief Minister Balochistan Jam Kamal and others.

The agenda for the national development including road infrastructure, better utilization of water resources, agriculture, energy and establishment of border markets in the Balochistan province had come under discussion during the NDC meeting.

Afghan soil being used against Pakistan: UN report

The Tehrik e Taliban Pakistan (TTP) and its splinter group Jamaat-ul-Ahrar (JuA) are spreading terrorism in Pakistan from their bases in Afghanistan, according to a new UN report on the activities of the terrorist groups.

The report says that the leadership of TTP is also operating from Afghanistan, claiming responsibility for various high-profile attacks in Pakistan and has facilitated others by JuA and Lahskhar-e-Islam.

All of these terrorist groups are targeting Pakistan and are responsible for the killing of innocent civilians, it was pointed out.

The UN says that Al-Qaeda is covertly active in 12 Afghan provinces and its leader Aiman al-Zawahiri remains based in Afghanistan. The UN has estimated a total number of Al-Qaeda fighters in Afghanistan at between 400 and 600.

In addition, the UN has reported on the strong presence of ISIL-India in Kerala and Karnataka. ISIL-India first came into global limelight after the Easter bombing in Sri Lanka. The Investigators found links between Indian nationals and terrorist attack in Sri-Lanka.

The UN is concerned about the growth of ISIL-India, particularly in south India and its threat to the neighbouring states, Sri Lanka and Maldives.

KP government allocates Rs207 billion for promotion of education

The Khyber Pakhtunkhwa (KP) government has allocated Rs207 billion for promotion of education in the province.

According to the details, the amount will be spent on improvement of infrastructure of 26,000 schools across the province.

Similarly, 300 new schools will be established, besides uplifting more than 1,200 schools and upgrading of 534 schools. Twenty- one thousand teachers will also be recruited to overcome the shortage of teaching staff in the schools.

The allocated development funds include the provision of missing and basic facilities, stipend, voucher and scholarships for students, upgrading of middle to high and high to higher secondary schools, upgrading school’s boundary walls, furniture, toilets, drinking water and classrooms, recruitment of teachers at primary, middle, secondary and high secondary schools, the establishment of IT labs.

Earlier, KP Finance Minister Taimur Saleem Jhagra during the post-budget briefing to media persons in June had said that a significant amount of Rs207 billion has been allocated in the budget for education, which is about a quarter of the total budget of the province.

The Civil Society Organizations (CSOs) have hailed the Khyber Pakhtunkhwa government for enough budgetary allocation for education development. The CSOs members said the allocation showed the increased commitment and political will towards primary and secondary education.

Federal Minister for Science and Technology Fawad Chaudhry said that drones would overtake manpower in the agriculture sector in the next couple of years in the country.

Rejecting a notion that country is lagging behind in technological progress, Fawad Chaudhry while speaking to media said that Pakistan is working on drones technology.

“A major progress in the agriculture field in the next three to five years will be the introduction of drones,” he said adding that they would be used for seeding, monitoring and spray purposes.

We have asked the National Radio Telecommunication Corporation (NRTC) to develop agriculture drones, Fawad Chaudhry said.

He said that they have paved way for locally-manufactured drones and now the country has moved towards its local manufacturing.

He said that they have received 20 drones from China to carry out spray against swarms of locusts as the spray from planes was an insufficient exercise. “A total of 30 drones will be used initially for the purpose,” the federal minister said.

Fawad Chaudhry said that besides drones being used against locusts, it would also be used by Islamabad police and motorway authorities for surveillance purpose on the highways.

Speaking on rising criminal activities in Karachi, the federal minister said that police would use drones in the city to overcome street crime activities.

He said that Pakistan was now manufacturing 99 percent of the finished goods used by the citizens locally. “We will be replacing imports of US$3 billion with local goods in next three to five years,” he said.

He said that a major issue faced before introducing drones was its regulatory process and they are in talks with the authorities to address it.

Punjab Chief Minister Punjab Usman Buzdar on Saturday said the provincial government has announced splendid packages for the construction industry in order to increase employment opportunities amid the Covid-19 pandemic.

In a statement, CM Buzdar said one-window service system has been introduced for approval of maps and construction of buildings.

“One-window system has been introduced to get approval for work related to the construction industry,” he said, adding that NOC and maps will be issued from e-Khidmat Markaz centres.

Usman Buzdar said the government has fixed a timeframe for the issuance of NOC. He further said that the provincial government was improving the way of life in Punjab through E-governance system.

CM Buzdar hinted at conducting local government (LG) elections in Punjab soon to provide real representation to people at grass-root level.

A strong local government system will resolve public issues at lower level and ensure completion of all projects with transparency, the CM stressed.

“We are working to make Punjab province most favourite destination for citizens and businessmen,” he said and added that from the next month, the scope of services will be extended to the 36 district.

English Premier League 2020-21 season to kick off on September 12

English Premier League 2020-21
The 2020-21 English Premier League season will begin on Sept. 12 and the final round of matches will be held on May 23, the league announced on Friday.

The new season, originally scheduled to begin on Aug. 8, has been delayed this year after the Premier League suspended the 2019-20 season for three months due to the COVID-19 pandemic.

The current season will end with a final round of fixtures on Sunday, giving teams about seven weeks to prepare for the next campaign.

However, teams still competing in the Champions League and Europa League will have less time to prepare should they advance deeper into the knockout stages, with the finals of the two competitions to be held on Aug. 23 and Aug. 21 respectively.

The new season kicks off after the international break with European soccer’s governing body UEFA announcing last month that Nations League matches would be played between Sept. 3-8.

Leagues across Europe will be looking to wrap up their seasons next May with the postponed 2020 Euros set to begin on June 11, 2021.

The Premier League also added that they would continue to consult with the Football Association (FA) and the English Football League (EFL) regarding the scheduling of domestic competitions.

The EFL announced later on Friday that the second-tier Championship, third-tier League One and fourth-tier League Two seasons would also kick off on the weekend of Sept. 12 and conclude on May 8-9, 2021.

The playoff finals next season will be held in the final weekend of May.

The Championship’s regular season concluded on Wednesday with the playoff final to be played on Aug. 4.

League One clubs voted to end this season early with the final table calculated on a points-per-game basis but held the playoffs behind closed doors.

Champions Coventry City and Rotherham United were automatically promoted along with playoffs winner Wycombe Wanderers.

There was a similar outcome in League Two with Northampton Town winning the playoffs to go up along with champions Swindon Town, as well as Crewe Alexandra and Plymouth Argyle.

Hurricane Hanna made landfall in coronavirus-hit Texas on Saturday bringing with it heavy rain, wind and potentially life-threatening flash flooding.

The Category 1 storm was packing winds of around 90 miles (145 kilometers) per hour as it came ashore at Padre Island at 5pm (2200 GMT), the US National Hurricane Center said.

"Hanna is expected to produce heavy rains across portions of southern Texas and northeastern Mexico. These rains will result in life-threatening flash flooding," and some river flooding, the meteorologists said.

There were no immediate reports of casualties or widespread damage as the winds slowed to 80 mph once the storm headed inland — with further weakening expected overnight.

But meteorologists warned a "life-threatening storm surge" could reach six feet (1.8 meters) in some areas, while the hurricane was forecast to drop up to 18 inches (45 centimeters) of rain through Monday on south Texas and Mexico.

"My Administration is closely monitoring Hurricane Douglas off Hawaii & Hurricane Hanna, which has now made landfall in Texas," President Donald Trump tweeted.

"We continue to coordinate closely with both states — listen to your emergency management officials ... to protect your family & property!"

Damage appeared to be limited in the immediate aftermath of Hanna´s landfall, with some isolated flooding and power outages.

Images captured by CBS showed roads and a caravan park in Corpus Christi strewn with debris and downed trees, and several buildings apparently destroyed.

Some motorists even braved flooded roads, while one hardy storm-watcher was seen calmly taking pictures of the beach from a wind-swept promenade.

Local authorities were readying for the possibility of tornadoes springing up overnight in some coastal areas, according to local news reports.

Images shared by the National Weather Service office in Corpus Christi showed water lapping at the city's bayfront Art Museum of South Texas.

Hanna roared ashore with Texas facing a huge surge in coronavirus infections, with officials instituting a state-wide mask mandate to curb the spread of the disease.

Hanna was about 70 miles south of Corpus Christi when it made landfall, with the city of 325,000 home to one of Texas´s virus hotspots.

The US is the hardest-hit country in the coronavirus pandemic, with some 4.2 million cases, and authorities will have to figure out how to safely shelter residents forced out of their homes by future hurricanes this season.

Hanna was forecast to move inland over south Texas on Saturday night, and into northeastern Mexico on Sunday.

Two other storm systems were churning Saturday: Pacific Hurricane Douglas, bearing down on the Hawaiian islands, and Tropical Storm Gonzalo in the Atlantic, near the Windward Islands.

Douglas — at one point a powerful Category 4 hurricane — has weakened to a Category 1 storm with wind speeds of 90 miles per hour.

The NHC said Saturday the storm "will be near the main Hawaiian Islands late tonight and will move over parts of the state Sunday and Monday," bringing high winds, heavy surf, and rainfall of up to 10 inches.

A hurricane warning was in effect in Oahu.

Meanwhile, Venezuela's government warned of heavy rains and gusting winds as Gonzalo moved west across the Caribbean.

Big waves have already started to pound the coast in eastern Venezuela and power was knocked out in some areas Saturday, Venezuelan media reported.

The federal government has proposed amendments in the National Accountability Ordinance (NAB) ordinance and recommended for extension of its chairman, deputy chairman and prosecutor general.

The federal government has prepared a draft law for the anti-corruption watchdog, a copy of which obtained by ARY News, which suggested amendments for allowing extension of the tenure of the NAB’s chairman and deputy chairman.

It is noteworthy to mention here that the law bars extension in four-year tenure of the NAB chairman and three-year period for the people serving as NAB deputy chairman and prosecutor general.
The draft bill was handed over the opposition by the parliamentary committee which was named as the NAB Second Amendment Act, 2020. The government also proposed to consider the proposed laws to be implemented only on government employees but on the people other than holding public office.

Moreover, the laws will not be applicable to those holding public office and involved in irregularities of regulations in projects but it will be taken into effect against their dependents and undeclared persons.

It also stated that the new laws will not be effective on the Centre, provincial taxation matters, levies and remittance as it will be sent to the concerned departments.

Under the new law, the trial process will be shifted to criminal courts from the accountability courts.

The Federal Board of Revenue (FBR) and district collectors will ascertain the details regarding the income sources and assets of the public officer-bearers.

The newly-proposed laws also provided the definition of the misuse of power by the public office-bearers as an amendment stated for admitting someone’s move as misusage of authority only on the basis of solid evidence.

It has recommended to bound a court to provide complete documents and other related records along with reference filed against an accused person.

Addressing the National Assembly (NA) session, the minister had said that the ordinance regarding appeal of Kulbhushan Jadhav was presented as per the verdict of International Court of Justice (ICJ).

“India wanted to move against Pakistan in UNSC if Islamabad fails to fulfil its international duties as per ICJ verdict.”

Farogh Naseem suggested not to do politics on sensitive security-related matters. The sentence of the Indian spy has not been overturned, neither government facilitating Jadhav, he added.

The reaction had come a day after a rumpus erupted in NA session when law ministry tabled ordinance regarding the appeal of Kulbhushan Jadhav under Article 89 of the Constitution.

He maintained that they prepared the bills after consultation with the ministry of finance, law ministry and other institutions. The foreign minister said that the government has constituted a 24-member committee in this regard.
Responding to a question, FM Qureshi said that Prime Minister Imran Khan wanted to take the opposition on board on the FATF issue.

Replying to another question, he said India made full efforts to push Pakistan into FATF Black list but Pakistan managed to frustrate these efforts through effective and vibrant diplomatic engagements.

Earlier on July 11, Adviser to the Prime Minister on Finance and Revenue Abdul Hafeez Shaikh had said that Pakistan had continued to ensure the earliest completion of the Financial Action Task Force (FATF) action plan as a responsible state.

Abdul Hafeez Shaikh had been addressing the United Nations’ High-Level Panel on International Financial Accountability, Transparency and Integrity for Achieving the 2030 Agenda aims to contribute to the implementation of the 2030 Agenda for Sustainable Development.

The Standing Committee on Accountability and Discipline of Pakistan Tehreek-e-Insaf (PTI) has announced its verdict over the appeal of a Member of Provincial Assembly (MPA) Uzma Kardar and ordered her to resign as the provincial legislator in the Punjab Assembly, on Saturday.

The appeal submitted by PTI MPA Uzma Kardar over a controversial audio leak has been rejected by the party’s accountability and discipline committee.

The political party has ended basic member of Kardar over violation of the party discipline and directed to immediately resign from her position as the provincial lawmaker.
The committee stated in its decision that Uzma Kardar had delivered controversial statements against senior party leaders in her telephonic conversation with a journalist and the action was taken in accordance with the clause 3 of the party’s constitution. The politician dented the reputation of the ruling political party, said the committee.

On July 11, Uzma Kardar had submitted her reply to a committee formed by the party to probe allegations against her.

According to details, Kardar had sought permission of the party to file a case against people involved in recording and leaking her phone calls which became the reason for her removal from PTI.

PTI’s committee on order and accountability had terminated Kardar’s party membership earlier on July 5 and had given her seven days to prove herself innocent against the allegations on her.

Kardar has claimed that the audio leak being used against her is morphed and she is being targeted by conspirators, she said that the conversation was of a personal nature and the person on the other line was muted in the leak.

She argued that a personal conversation she had with a confidant can’t be used against her on the national scale, she said that everyone knew that she had been a strong advocate for PTI in the past 8 years and has never spoken ill of the party in any capacity.

She further stated in her rebuttal to the allegation against her that her rights as a citizen had been usurped by means of leaking a personal call.

“I would like permission from the political party to approach the Federal Investigative Agency (FIA) to probe the matter further,” said Kardar.

“Legal clauses were ignored in the intra-party inquiry carried out against me as there was no formal application filed.”

“I tried apologizing to PTI for the audio leak but my attempts were in vain and the party leadership rejected my apology and asked me to resign from my provincial assembly chair which I won on the party’s ticket, I was also told that if I did not resign then the party will take the matter to the election commission of Pakistan and have me removed as an MPA.”

Sources have claimed that Kardar had tried contacting Prime Minister Imran Khan and Chief Minister Punjab, Sardar Usman Buzdar but her efforts were to no avail.

All sellers and visitors at Punjab cattle markets to undergo coronavirus screening

Chief Minister Punjab Usman Buzdar on Friday directed the health authorities to set up coronavirus screening camps at cattle markets in the province.

Acting on the directives of the chief minister, the provincial healthcare department has issued details of the testing protocols to be followed for visitors and those who have brought sacrificial animals to the cattle market.

According to secretary healthcare, all sellers and visitors would be screened for coronavirus at the entrance of the market. “Sample of any person found with having virus symtoms will be sent to a laboratory for test,” he said adding that concerned person would be asked to quarantine before his test results.

In case of testing positive for coronavirus, the affected person would be asked to self-quarantine or be admitted to a hospital.

There will be a complete ban on entering the cattle market premises without undergoing the screening process, said the Punjab health department official.

According to SOPs issued by the Punjab government for cattle markets issued on July 04, they should be established 2-5 kilometers outside city limits. The markets should have spacious parking lots with separate entry and exit points, the notification read.

The government has restricted the elderly and children from visiting. “People experiencing symptoms like fever, cough should avoid visiting cattle markets,” the notification added.

Tighter mask rules, more tests as WHO warns of Europe virus spike

The World Health Organization expressed concern Friday over a coronavirus resurgence in Europe as Britain joined France, Germany and Austria in announcing tighter mask rules and greater testing.

Europe accounts for a fifth of the world’s more than 15 million infections and remains the hardest-hit region in terms of deaths, with 207,118 out of more than 630,000 globally since the virus emerged in China late last year.

The WHO’s European chapter pointed to rising cases on the continent over the past two weeks, saying tighter measures may be needed to curb the spread.

Europe like other regions is struggling to balance restrictions to halt COVID-19 against the need to revive economies as people there emerge from some of the world’s toughest lockdowns.

A three-year-old girl died in Belgium, becoming the country’s youngest known coronavirus victim, in a further wake-up call for a continent that has recently lifted shutdowns.

"The recent resurgence in COVID-19 cases in some countries following the easing of physical distancing measures is certainly cause for concern," a WHO-Europe spokeswoman told AFP.

"If the situation demands, reintroduction of stricter, targeted measures with the full engagement of communities may be needed."

Chief of Army Staff (COAS) General Qamar Javed Bajwa called Saudi Arabia’s Crown Prince Mohammed bin Salman on Friday to inquire about the King Shah Salman’s health.

According to the SPA, during the phone conversation, the COAS wished speedy recovery of the Saudi King and conveyed his special message to the crown prince.

For his part, the crown prince thanked General Bajwa for his concern.

Both leaders also discussed issues of common interest and the latest developments at the regional and international levels.

On July 23, Saudi Arabia’s 84-year-old ruler, King Salman bin Abdulaziz, underwent a successful operation to remove his gallbladder.

The king, who has ruled the world’s largest oil exporter and close U.S. ally since 2015, will stay in hospital for some time to receive treatment, SPA reported.

King Salman was admitted to hospital in the capital Riyadh, suffering from inflammation of the gallbladder on Monday.

King Salman was crown prince and deputy premier for over 2-1/2 years from June 2012 before becoming king. He also served as governor of the Riyadh region for more than 50 years.

Improvement of Law and order situation in the country and province measures taken against coronavirus and mutual understanding affairs were discussed in the meeting.

During the meeting, Governor Balochistan Amanullah Khan Yasinzai said policies should be formulated according to the need of the public for removing a sense of deprivation and backwardness from Balochistan, saying better policies are sources of good governance which fruits would reach to the people in the area.

He said there have good relations between the federation and the provinces while the incumbent regime had taken timely action against the pandemic virus at the central and provincial levels are having a positive impact which is a positive sign of the country.

A delegation of Pakistan Tehreek-e-Insaf (PTI) led by its central leader Sardar Khadim Hussain Wardak also called on Governor Balochistan Amanullah Khan in a separate meeting.

Governor Balochistan Amanullah Khan Yasinzai, Federal Minister Asad Umar, Deputy Speaker of the National Assembly Qasim Khan Suri, and the delegation discussed public issues related to education, health, clean water and unemployment in different districts of the province.

The delegation also demanded a special package for Balochistan from the federation to increase the education quota for Balochistan students and eliminate unemployment from the province.

On the occasion, Federal Minister Asad Umar said that Prime Minister Imran Khan was taking special interest in the development and prosperity of Balochistan and assured the delegation that he would make all possible cooperation to address public related problems for the interest of the province.

Chief Minister Sindh Syed Murad Ali Shah has raised objections on the new notification of NFC, saying it is against the Constitution to cut funds from the provincial funds.

Three articles of the NFC terms of reference are against the Constitution, he said in his letter to the PM, objecting to different clauses of the terms of reference of the freshly-issued notification of the federal government to reconstitute the National Finance Commission while terming them not in conformity with the Constitution.

The letter states: "This is with reference to the above mentioned subject and in continuation of my earlier letters dated 14.05.2020 and 08.06.2020. 2. At the very outset, let me appreciate the fact that you acceded to my request regarding the illegal and unlawful constitution of National Finance Commission by issuing a fresh Notification dated 21.07.2020. The Notification with regards to the members of National Finance Commission appears to be in consonance of Article 160(1) of the Constitution.

It is further stated that in my above letters, besides the members of the National Finance Commission, I had also objected to the terms of reference that were earlier notified. In particular, I had submitted that sub-clauses (d) to (h) of clause 3 of the Notification issued on 12th May, 2020 are beyond terms specified for the National Finance Commission to make recommendations under Article 160 (2) of the Constitution. I appreciate that this contention was also agreed by you and these sub-clauses are deleted in the fresh Notification dated 2 1.07.2020. 4. However, I again submit that the clause nos. 2 (d) to (f) in the freshly issued Notification is not as per the Constitution.

In this regard, I place reliance on what is expressly stated in the Constitution and a perusal of the same shows that the said TORs are not mentioned therein. Moreover, I also place reliance on the Title of Chapter-i, Part-6 of the Constitution which states that it will deal with distribution of revenue between the Federation and Provinces."

The chief minister said it was very clear that the said chapter was only limited to the distribution of revenue and not issues pertaining to financial expenses. "I may also draw your attention to Articles 78 to 83 of the Constitution which deal with expenditure of the Federal Government and Articles 118 to 123 which deal with expenditure of the Provincial Government." He said in each case, the respective legislature (National Assembly of Pakistan in case of Federal expenses and Provincial Assembly in case of provincial expenses) was authorized to approve the respective expenditure. "The National Finance Commission cannot take over the role which the Constitution explicitly gives to the legislature."

"It is very clear from the above, that TOR Nos. 2 (d) to (f) are not in conformity with what is stated in our Constitution. Therefore, the same may be omitted/deleted from the said Notification. Thanking you and hoping that we shall all endeavour to uphold the Constitution and enforce rule of law through our actions.”

The copies of the letter containing the subject “Constitution of National Finance Commission” have also been sent to the chief ministers and finance ministers of the three provinces.

Islamabad High Orders PTA to unban Pubg

The Islamabad High Court on Friday ordered the government to lift the ban on online game PlayerUnknown's Battlegrounds (PUBG).

The decision to lift the ban was announced by Justice Amir Farooq while hearing a petition filed against the banning of the game.

The decision comes a day after the Pakistan Telecommunication Authority had announced that PUBG will remain blocked in Pakistan.

In a statement released on the Twitter, the country’s telecommunication and internet regulator said it reached the decision to keep the game banned after a detailed hearing conducted at the PTA premises on July 9 on the directions of the Lahore High Court.

It said the hearing was attended by other interested parties also.

The PTA said it also approached the PUBG management to share data about PUBG sessions and users in Pakistan and controls in place by the company. The response from PUBG is awaited, it said.

On July 1, the PTA announced the decision to temporarily suspend the PUBG game in the country after it received multiple complaints from different segments of society.

The authority said it received numerous complaints against PUBG wherein it was stated that the game is addictive, wastage of time, and poses a serious negative impact on the physical and psychological health of the Children.

According to recent media reports, cases of suicide attributed to PUBG game have also been reported.

The Lahore High court also directed the PTA to look into the issue and decide the matter after hearing the complainants.

The authority had also solicited views of the public to reach any decision about the online game.

Court defers Zardari, Faryal Talpur's indictment till July 29

An accountability court deferred former president Asif Ali Zardari and his sister Faryal Talpur's indictment once again in the mega money-laundering case.

Proceedings for the reference could not be held on Friday as judge Azam Khan was not available for the hearing.

Another main suspect in the reference, Abdul Ghani Majeed, and others appeared before the court. A plea bargain report pertaining to the reference is expected to be presented in court at the next hearing.

The case will now be heard on July 29.

Zardari avoids indictment as Naek requests court to grant more time

On July 6, Zardari could not face indictment in the Park Lane reference after his lawyer, Farooq H Naek, requested the court for additional time to prepare for the case.

Zardari has requested an exemption from court appearances due to the coronavirus pandemic.

The court had earlier decided to frame charges against Zardari via video link at the hospital or his residence in case of his ill health. Registrar of the accountability court had written a letter to NAB, Karachi for finalising arrangements for the PPP leader’s indictment.

Mega money laundering case

In October 2015, the anti-corruption wing of the Federal Investigation Agency in Karachi received a tip-off of suspicious intra-bank transactions from the Summit Bank, Sindh Bank and the United Bank Limited.

The profiles of the account holders did not match their earnings/income. FIA authorities suspected that these accounts were being run by the Zardari Group and Omni Group, amongst others.

The case dragged on until June 2018, when the Supreme Court took suo moto notice of the fake accounts and directed a Joint Investigation Team (JIT) to probe the matter.

The investigation team concluded that 32 fake bank accounts were being operated by 11 fake entities to launder money from “kickbacks, land grabbing and large scale misappropriation of public funds.”

Government announced Eid-ul-Azha Holidays

Federal government on Thursday announced a three-day official holiday in the country on the occasion of Eid ul Azha amid coronavirus pandemic.

The federal government has announced holidays on the first three days of the Eid ul Azha including Friday, Saturday, and Sunday.

According to sources, Prime Minister Imran Khan announced fewer holidays on the festive occasion, keeping in view the lockdown situation in the country that has already caused suffering for the daily-wage workers and labour class besides inflicting losses to other businesses.

It is pertinent to mention here that the federal government had planned a single holiday on Eid ul Azha earlier in order to restrict unnecessary movement on the festive occasion that could lead to the spread of coronavirus.

Prime Minister Imran Khan has appealed to the masses to celebrate upcoming Eid ul Azha with simplicity and not to be careless and brush aside the government-defined health guidelines to keep coronavirus at bay.

Speaking to the media after inaugurating Isolation Hospital and Infectious Treatment Center in the capital on July 09, the prime minister stressed that people should not throw caution to the wind this Eid as they did on Eidul Fitr, which, according to him, lead to a rapid increase in the number of cases, piling pressure on hospitals and healthcare workers.

“Eid is coming, we should not do what we did the previous Eid,” the prime minister emphasized, adding the country saw a surge in coronavirus cases following Eidul Fitr as the disease peaked.

Pakistan gave third consular access to Kulbushan under ICJ judgment : FO

The Foreign Office (FO) spokesperson Aisha Farooqui said on Thursday that Pakistan has fulfilled its international obligations in light of the International Court of Justice (ICJ) judgment by offering third consular access to detained Indian spy Kulbushan Jadhav.

Aisha Farooqui, while addressing a weekly news briefing in Islamabad today, said that Islamabad wants India to cooperate with the Pakistani courts to give effect to the ICJ judgement rather than using dilatory tactics.

The FO spokesperson recalled that ICJ had asked Pakistan in its judgment to review and reconsider the conviction and sentence of the Indian spy Kulbushan Jadhav.

She added that Pakistan remains committed to implementing the ICJ judgment, whereas, necessary steps have been taken for the provision of unhindered and uninterrupted consular access to India. Farooqui said that India, however, using various pretexts to hinder the review and reconsideration process.

Moreover, Islamabad has demanded that permission should be granted to independent human rights observers and international media to get a first-hand view of the situation in the India-occupied Jammu and Kashmir (IOJK) and along the Line of Control (LoC).

The spokesperson said that Pakistan has consistently called upon India to allow United Nations Military Observers Group for India and Pakistan (UNMOGIP) access into IOJK in order to fully discharge its mandate given by the UN Security Council.

For its part, she said, Pakistan has always provided unfettered access not only to the UN military observers gorup but to international media and independent observers.

Farooqui said that the representatives from diverse international media outlets had paid a visit to the Chirikot Sector yesterday and witnessed for themselves the destruction and injuries caused to civilian population along the LoC.

She said they also witnessed the multi-layered surveillance and defence system along the LoC erected by India which completely negates the hollow allegations by senior most military and civilian officials of India and the constant propaganda by the Indian media against Pakistan on cross border infiltration and the so called launch pads.

17 harmed as shoot tears through market in KP's Parachinar

A blast ripped through a market in the Khyber Pakhtunkhwa city of Parachinar on Thursday, leaving several injured, according to police.

Police said the blast took place in the city's Turi Bazaar, a crowded marketplace which has in the past been a frequent target of terrorist attacks.

The nature of the blast has not yet been determined. Eyewitnesses told Geo News explosive material may have been hidden in a vegetable cart which went off.

Seventeen people have been brought wounded for treatment, said hospital staff, including a child. Deputy Medical Superintendent (DMS) Parachinar Hospital Dr Qaiser Hasan said that two among the wounded are critically injured.

Leader of the Opposition Shehbaz Sharif strongly condemned the blast, saying "terrorists seek to target citizens and leave Pakistan in the grip of terror".

"The whole nation is united against the enemies of Pakistan," he said.

The PML-N president extended his heartfelt condolences to the affected families and prayed for the early recovery of those injured.

PPP chairman Bilawal Bhutto Zardari also condemned the attack and expressed concern over the rise of such incidents of terrorism in the country.

"Terrorists have been emboldened due to a lack of implementation of the National Action Plan," he said.

Bilawal directed all PPP representatives present in Parachinar to come to the aid of those injured. He demanded that those involved be immediately arrested.

Following the blast, protesters gathered around the press club and staged a demonstration, urging the government to provide better security to the city.

According to Geo News' local correspondent Ali Afzal Afzaal, the Turi bazaar area used to have a single track for vehicular traffic which was recently widened and split to keep apart incoming and outgoing traffic.

Despite similar incidents in the past, vendors selling their wares on carts are a common sight, and the carts are targeted by terrorist elements for such attacks.

Furthermore, such carts are found on both sides of the road and attract large volumes of people.

The year 2017 in particular was a bloody year for Parachinar. The city saw a number of attacks throughout the year, the worst of which were back-to-back blasts on June 23 which left more than 70 dead and at least 300 injured.

“For Harry, to complicate things, I needed a blue or green-eyed kid because part of Harry is his green eyes or blue-green, but they couldn’t be brown eyes, so that was another elimination thing. We said, ‘Oh, drat! He’s great, but he has brown eyes,’” she said.

She further said that after finding Radcliffe, he wasn’t interested and was looking to quit acting.

“One evening, David Heyman the producer went to the theatre and he knew Daniel’s father, who was an agent ... so the producer ran into Daniel and his dad and said to Daniel, ‘Why don’t you come in and audition? Think about it.’ So he said, ‘OK,’” she revealed.

“We must’ve had about six Harrys, only two or three Hermiones ― there wasn’t a lot ― and there was probably five-ish Rons.”

“For the Hermiones, as soon as Emma came on, there were six of us in the screening room. We just gasped. It was like, ‘Oh my God.’ Like, ‘Whoaaa!’ She took up the screen,” she added.

According to Shoaib, the rules of the game had been changed to benefit the batsmen. “You’ve to give permission for bodyline bowling. You’ve tied the hands of fast bowlers. What type of cricket are you organising? Two new balls with a restriction on bouncers — do you want fast bowlers to go there just to be smashed all around the park?” he asked.

He said that there were hardly any fast bowlers left in the game. “There are only three fast bowlers left in the world, including Cummins who is injury prone and Jofra Archer who was bowling at 150 kph but is now bowling at 132 kph.” He said that cricket had undergone a steady decline from the glory days of the past. “Till the time you don’t go with justice, cricket will keep going down. If you want someone to score 20,000 odd runs, it is your wish. It doesn’t affect me. If you don’t make cricket better, it does not impact my era.”

The former pacer asked the BCCI to play its role and save the game. “I am suggesting the BCCI to save cricket today. If they don’t save it, it’s fine, it doesn’t affect my era. My matches with Sachin Tendulkar are still remembered today.”

Gold prices hit an all-time high of Rs 115,000 per tola in the domestic market on Wednesday.

The per tola price of yellow metal rose by Rs1500 to Rs115,000 per tola while the 10-gram gold rate increased by Rs1,286 to trade at Rs98,594.

The increase in domestic gold prices was attributed to $31 per ounce rise in world gold rate to $1,856.

Spot gold was down 0.2% at $1,867.36 per ounce by 0333 GMT, after hitting its highest since September 2011 at $1,876.16 in early Asian trade.

U.S. gold futures rose 0.1% to $1,867.

Elsewhere, silver retreated sharply, falling 2.2% to $22.53 per ounce, having rallied to a near seven-year high, helped by hopes for a revival in industrial activity.

Platinum dropped 1.2% to $910.14, while palladium slipped 0.5% to $2,136.17.

Earlier on July 2, gold price had hit an all-time high of Rs105,200 per tola in the domestic market.

The Ministry of Human Rights has launched Eid relief packages for coronavirus affected transgenders with the support of the United Nations Development Program( UNDP) and United Nations Population Fund (UNFPA).

According to the Human Rights Ministry, the beneficiaries were identified through a preliminary socio-economic rapid need assessment for coronavirus to address and cater to the most vulnerable transgender persons, led and driven by the transgender community.

The MOHR and UNDP have identified civil society partners who are also members of the ministry’s National Implementation Committee and focal points in the twin cities of Rawalpindi and Islamabad to conduct the assessment.

A total of 120 ration bags will be distributed to the transgender persons identified through the need-based assessment.

Bubbli Malik, committee member from Punjab and Nadeem Kashish, committee member from Islamabad, surveyed 75 transgender persons in Islamabad and Rawalpindi to identify the needs of the grass-root level trans community during this pandemic.

UNDP Development Program Consultant Nayyab Ali coordinated the assessment while Aisha Mughal from the Ministry of Human Rights along with the relevant UNDP and UNFPA team members oversaw the process, a press release said.

Speaking at the event to launch the relief packages for the trans community, Federal Secretary for Human Rights Rabiya Javeri Agha said the state was committed to protecting the rights of transgender persons.

"MoHR constituted a National Implementation Committee under the Transgender Persons Act 2018. Pakistan has one of the most progressive transgender laws, granting transgender persons equal rights, including the right to self-identification of gender,” she said.

Federal Minister for Human Rights, Shireen Mazari said Pakistan has one of the most progressive transgender laws, granting transgender persons equal rights, including the right to self-identification of gender.

“Provincial Consultation meetings have been conducted in all four provinces to reduce transphobic stigma and discrimination with Transgender community,” she said. “These are critical steps towards the realization of equal rights for the transgender community in Pakistan.

Mazari added that the PTI government was trying its best to ensure that transgender persons are recognised as equal citizens of the state.

“The transgender community in Pakistan, one of the most marginalised sections of the country - has continued to raise concerns regarding economic impact ever since the lockdown was announced. Targeted intervention to alleviate the plight of these persons is necessary.”

She added, "MoHR is also establishing Protection Centers for Transgender Persons to provide shelter, rehabilitation and other medical and psychological care. Separate wards have also been opened at PIMS for the members of the transgender community. These are concrete measures that will help guarantee that the rights of transgender persons are protected in Pakistan.”

Sinopharm says coronavirus vaccine could be ready by year-end

 A coronavirus vaccine candidate developed by China National Pharmaceutical Group (Sinopharm) could be ready for public use by the end of this year, state media reported on Wednesday, ahead of a previous expectation it may become available in 2021.

Sinopharm Chairman Liu Jingzhen told state broadcaster CCTV the company expects to finish late-stage human testing within about three months.

Sinopharm’s unit China National Biotec Group (CNBG), which is responsible for two coronavirus vaccine projects, said in June the shot may not be ready until at least 2021 as a lack of new infections in China made it difficult to find people to test it on.

But China has since found alternative trial sites abroad, overcoming some of the obstacles it faces in the global race to produce a vaccine to fight a pandemic that has killed over 600,000 people globally.

Sinopharm’s experimental shot has entered a Phase III trial involving around 15,000 participants and two vaccine strains in the United Arab Emirates.

Another potential vaccine, developed by Chinese firm Sinovac Biotech using a similar technology, has also been given to participants in a Phase III trial in Brazil.

A vaccine candidate developed by CanSino Biologics Inc and China’s military research unit, which appears to be safe and induced immune responses in most subjects in a closely-watched mid-stage study, is also looking for opportunities to run a Phase III trial outside China.

PPP Chairman Bilawal Bhutto Zardari said on Thursday that the PTI government and Prime Minister Imran Khan are trying to give concessions similar to the National Reconciliation Ordinance (NRO) to convicted Indian spy Kulbhushan Jadhav.

In a thunderous speech in the National Assembly, where a recent ordinance related to convicted Indian spy Jadhav’s appeal against military court verdict was being discussed, Bilawal said that the prime minister, since day one, has been saying that he will not give an NRO to anyone.

“The amount of NROs PM Imran gave, in the history of Pakistan, no dictator or leader has [ever] given,” said the PPP leader, adding that when the Senate took up the matter of the Indian spy, the government issued an ordinance in this regard.

The PPP responded to an earlier statement of PTI Senator and minister Shireen Mazari, who said that the PTI (when in opposition) had taken a stance against accepting the jurisdiction of the International Court of Justice in the case.

“If you are not acknowledging the jurisdiction of the international courts that does not mean you give NRO through the Pakistani laws to an Indian spy,” retorted Bilawal, as the opposition members thumped their desks in approval.

Bilawal said that PTI minister Murad Saeed came forward for the defence of the Indian spy , saying that the party will not accept the government's ordinance regarding Jadhav’s appeal.

Bilawal lambasted the PTI government, saying that the government also gave NRO to Tehreek-e-Taliban Pakistan terrorist Ehsanullah Ehsan.

“They have given NRO to Ehsanullah Ehsan, they have released him,” he said.

The PPP leader said that back when the news of the terrorist’s release surfaced, he had submitted a question in the House asking about the TTP member's release, however, till date he did not receive an answer to his query.

“The answer for (the sake of martyred) APS students needs to be given,” he said.

Bilawal said that PM Imran has never spoken out against terrorists in his speeches.

The PPP chairman then spoke about the National Accountability Bureau, saying that the institution should carry out accountability without discrimination.

Bilawal called for the formation of a new body that holds the government and opposition members accountable. "There should be an institution that holds judges and generals accountable as well," he added.

LHC extends Shehbaz Sharif's interim bail

The Lahore High Court (LHC) extended PML-N President Shehbaz Sharif till August 17 on Thursday, after he appeared before the court in the assets beyond means case.

Stringent security measures were in place when the former Punjab chief minister arrived at the high court to attend his bail hearing. In the previous hearing of the case, the LHC had extended Shehbaz's bail till July 23.

During the hearing, Shehbaz told the court that seven National Accountability Bureau (NAB) investigative officers had probed his case.

"They [investigative officers] do not have anything to ask me but I am still being summoned," said the former chief minister Punjab, adding that he had risked his illness to arrive in Pakistan from London and braved court appearances and NAB inquiries.

The court extended Shehbaz's interim bail till August 17, and the judge excused himself from hearing the case further. He issued directions for another bench to conduct future proceedings.

"I cannot hear this case due to my relationship with Shehbaz Sharif's lawyer Azam Nazir," said Justice Shahram Sarwar Chaudhry.

UNGA President to arrive Pakistan on 27 July

United Nations General Assembly (UNGA) President-elect Volkan Bozkir
United Nations General Assembly (UNGA) President-elect Volkan Bozkir will arrive in Pakistan on July 27, Foreign Minister Shah Mehmood Qureshi said on Thursday.

The visit by Bozkir comes amid heightened tensions between Pakistan and India and increased unprovoked firing at the Line of Control (LoC) targeting civilians by the Indian side.

Qureshi said he will present Pakistan’s stance on occupied Kashmir, other regional issues to the UNGA president during his visit.

“India's relations with its neighbours, including China, Nepal and Bangladesh are getting tense day by day,” Qureshi was quoted as saying by Radio Pakistan.

He added India’s ties in the region were deteriorating due to its Hindutva ideology. “Even Iran has dropped India from Chabahar project,” Qureshi added.

The foreign minister added India has been targeting civilians along LoC and committing violations of international laws.

Pakistan ranked as 'most improved country' for security measures: NTI report

According to the report, Pakistan improved its score by seven points with its Security and Control Measures score increasing by 25 points due to actions to strengthen its regulations. The country’s score improvement for regulatory measures was the second-largest improvement for regulations in the Index since 2012. This improvement comes at the back of Pakistan improving by +8 in 2014, +2 in 2016, and +6 in 2018.

“Its score in 2014 improved owing to new regulations for on-site physical protection. In 2016, it passed new cybersecurity regulations. In 2018, it improved its insider threat protection. Its newest regulations mark a much larger shift. Compared with other countries’ score improvements in the Security and Control Measures category, Pakistan’s increase of +25 is the second-largest improvement of any country since the Index first launched in 2012,” the report noted.

Pakistan scores high (67-100) in Domestic Commitments and Capacity, medium (34-66) in both Security and Control Measures and Global Norms, and low (0-33) in Quantities and Sites, owing to its continued increases in quantities of weapons-usable nuclear materials, and low in Risk Environment.

The 2020 Index also noted two new subscriptions to nuclear security INFCIRCs that led to the countries increasing their score this year.

Pakistan subscribed to INFCIRC/899 establishing principles for the Nuclear Security Contact Group. According to the report, “the group was founded by a group of countries that participated in the summits to facilitate cooperation and sustained engagement on nuclear security after the conclusion of the summits in 2016.”

The other country was subscribing to INFCIRC/869 was Switzerland.

Speaking about countries, the report ranked Australia first for the fifth time among 22 countries with weapons-usable nuclear materials. Australia also ranks first in the sabotage ranking for the third time. “Despite its repeated position at the top of the ranking, Australia continues to better its score, improving by +1 in both rankings,” the report said.

Canada and Switzerland tie for second with Germany ranking fourth and the Netherlands and Norway tying for fifth.

Among countries with nuclear facilities in the sabotage ranking, Canada, Finland, and the United Kingdom rank second, third, and fourth, respectively with Germany and Hungary tying for fifth.

In the theft ranking New Zealand and Sweden tie for first for countries without weapon-usable nuclear materials, followed by Finland (third), Denmark and South Korea (tied for fourth), and Hungary and Spain (tied for sixth).

The Index in its overall findings said that “progress has slowed significantly, countries must strengthen and sustain political attention on nuclear security to drive progress on adopting nuclear security regulations and on building a more effective global nuclear security architecture.”

“One way to do this is to send high-level delegations to upcoming conferences and meetings to make commitments and to report on progress,” it added.

China will aim to launch its first independent mission to Mars today (Thursday) as it gears up to take the leadership in space missions across the world with the US, European and Indian spacecraft either orbiting Mars or on its surface with other missions underway or planned already.

The probe, due to blast off on the Long March 5 Y-4 rocket from the Wenchang Space Launch Centre in the southern island province of Hainan, is expected to reach Mars in February where it will attempt to deploy a rover to explore the planet for 90 days.

If successful, the latest mission - Tianwen-1, or “Questions to Heaven”, a Chinese poem penned two millennia ago - will make China the first country to orbit, land and deploy a rover in its inaugural mission.

Eight spacecraft - American, European and Indian - are currently either orbiting Mars or on its surface with other missions underway or planned.

The United Arab Emirates launched its own mission to Mars on Monday, comprising an orbiter to study the atmosphere.

The United States is expected to be close behind, with plans to send a probe in coming months. The probe will deploy a rover on Mars called Perseverance, the biggest, heaviest, most advanced vehicle sent to the Red Planet by the National Aeronautics and Space Administration (NASA).

China’s probe will carry several scientific instruments to observe the planet’s atmosphere and surface, searching for signs of water and ice.

China previously made a Mars bid in 2011 with Russia, but the Russian spacecraft carrying the probe failed to exit the Earth’s orbit and disintegrated over the Pacific Ocean.

A fourth planned launch for Mars, the EU-Russian ExoMars, was postponed for two years due to the coronavirus pandemic and technical issues.

The move by the United States government to shut down China’s consulate in Houston is an attempt to blame Beijing for American failures ahead of presidential elections in November, Chinese state media said in editorials published on Thursday.

The United States said on Wednesday it had given China 72 hours to close the consulate “to protect American intellectual property and Americans’ private information”.

The decision marked a dramatic escalation of tensions between the world’s two biggest economies amid fresh accusations of Chinese espionage in the United States and calls by U.S. Secretary of State Mike Pompeo for a new global coalition against Beijing.

China’s embassy to the United States described the move to close the Houston consulate as a “political provocation” and called on Washington to “immediately revoke” the decision. Foreign ministry spokeswoman Hua Chunying wrote on Twitter that China would “surely react with firm countermeasures”.

The official English-language newspaper China Daily described the move as “a new gambit in the U.S. administration’s bid to paint China as a malevolent actor on the world stage, and thus make it an outlaw to the international community.”

“The move shows that lagging behind his presidential election opponent in the polls... the US leader is going all out in his attempts to portray China as an agent of evil,” it added.

The Global Times, an English-language tabloid run by the Communist Party’s People’s Daily newspaper, also accused U.S. President Donald Trump of playing politics.

​”The November presidential election is driving Washington mad,” it said.

In a statement released on Thursday morning, the Chinese embassy in Washington accused the United States of “groundless fabrications” about the actions of China’s diplomatic missions and urged it to “immediately revoke this erroneous decision”.

“It’s time to step on the brakes and return to the right direction!” the embassy posted separately on its official Twitter account.

According to U.S. court filings, the Federal Bureau of Investigation is also alleging that a Chinese researcher accused of visa fraud and concealing ties to the military is now holed up in China’s consulate in San Francisco.

Other Chinese researchers at U.S. universities have also been arrested for visa fraud, the filings showed.

As many as nine patients have lost their eyesight after being administered a particular injection at a hospital in Abbottabad.

Talking to journalists about the incidents, medical director of the hospital confirmed that at least nine patients, including a former player of Pakistan football team, Afsar Hussain, lost their eyesight due to the injection at the eye department of the healthcare facility.

He maintained that the injection has been sent for laboratory examination, adding that the real cause of the incidents will be known after the laboratory report is received.

Earlier on February 2, at least three patients and a donor had died while undergoing liver transplants within a short span of 20 days at a private hospital in Lahore.

According to sources, these patients had died at the hospital owing to alleged negligence of doctors, untrained staff and mistreatment.

The sources had maintained that the healthcare facility did not have modern equipment and other facilities as per international standard for the liver transplant.

Taking notice of the rising incidents of medical negligence, Punjab Human Organ Transplantation Authority (PHOTA) had stopped the hospital form conduction surgeries immediately.

A mother, whose video of being beaten up badly by her son went viral, on Wednesday narrated the unfortunate incident and claimed that her daughter-in-law had intoxicated her son.

In a video message, Gulnaz Bibi said that it was for the fifth time when she was attacked by her son, identified as Arsalan, and every time the situation had worsened when her daughter-in-law visits them.
“I was tortured by my son on the encouragement of his wife and he later threw me out of the home last time,” said the pained mother in her statement as she claimed that around 30 people entered their home in the last attack including relatives of her daughter-in-law, who were also behind all this fuss.

The mother said that the people living in the neighbourhood had witnessed all these acts which occurred as soon as she transferred the ownership of one part of the house, they were currently residing in, to her son’s name.

She said that they had registered an FIR with the police over the matter, however, no arrests have been made by them yet.

It is pertinent to mention here that the entire issue came to light after Gulnaz Bibi’s daughter Zoobia Ameer posted a video on social media in which she detailed the incident and demanded justice for her and her mother.

The video caused an outrage on social media, showing a man severely beating his mother and sister in Sadiqabad area over alleged financial and property dispute.

The incident took place on Tuesday night over a financial and property dispute that ended up with a son beating his own mother and sister, while his wife just stood by.

Punjab Chief Minister Usman Buzdar also took notice of the incident and directed authorities to arrest the accused immediately.

Presiding over a meeting on the upgradation of health sector in Punjab in Islamabad today, PM Imran said that partnership with the private sector in the health sector and its encouragement is the top priority of the government and every possible facility will be provided in this regard.

He directed that special attention be paid to modernization and organized operation of hospitals, especially the newly established health centers.

The prime minister mentioned the measures taken by the federal government regarding concessions in import of machinery for hospitals and provision of evacuee property on concessional rates to hospitals and educational institutions.

He said it is unfortunate that availability of quality healthcare facilities was neglected in the past, especially in the less developed areas of Punjab. PM Imran emphasized on paying special attention to maternal and childcare health centers as these facilities are inadequate in these areas.

“Special focus should be made on construction of quality health facilities and hospitals in the province as well as better management of existing hospitals and provision of facilities in them,” he added.

Barrister Mirza Shahzad Akbar has been appointed as Adviser to the Prime Minister on Accountability and Interior with the status of a federal minister with immediate effect, a notification from the Cabinet Division issued Wednesday read.

Special Assistant to the Prime Minister on Political Communications Shahbaz Gill shared the notification, which stated that Akbar "shall cease to hold the office of the Special Assistant to the Prime Minister on Accountability and Interior" consequent to upon his appointment as the adviser.
The barrister's appointment as the adviser came on Prime Minister Imran Khan's advice to President Dr Arif Alvi.

Akbar had been wearing three hats — that of Special Assistant on Accountability and Interior Ministry as well as the chief of the Assets Recovery Unit (ARU) with the status of minister of state — since December 2019, making him one of the powerful individuals in the PTI-led government.

A former official of Pakistan's anti-graft watchdog, the National Accountability Bureau (NAB), Akbar is a human rights lawyer who had campaigned globally for the victims of drone strikes.

He is also the director of the Foundation for Fundamental Rights, an organisation that provides legal aid to enforce fundamental rights guaranteed under the country's constitution.

Back in 2018, PM Imran in his maiden speech had vowed to launch a campaign against the corruption in Pakistan, announcing to keep the Interior Ministry with himself so that he can personally monitor the progress.

COVID-19 effect: AIIB endorses $250 million advance to Pakistan
The Asian Infrastructure Investment Bank (AIIB) on Wednesday approved $250 million loan to Pakistan to help the country deal with the effects of the COVID-19 pandemic.

According to a statement released by AIIB, the project will be co-financed by the World Bank and will bolster a Pakistan government program to strengthen health infrastructure, social safety nets, investment in human capital and economic growth.

“The pandemic has rapidly evolved in Pakistan and now threatens to undo many of the hard-won gains made in reducing poverty over the past two decades,” AIIB Vice President of Investment Operations Konstantin Limitovskiy said

The AIIB has previously approved a loan of $500 million for Pakistan’s response to COVID-19.

Earlier in May, the Asian Development Bank (ADB) approved $300 million emergency assistance loan to strengthen Pakistan’s public health response to the COVID-19 pandemic.

“The COVID-19 pandemic is having a significant detrimental impact on the health and economic prospects of the people of Pakistan,” said ADB Vice-President Shixin Chen in a statement.

To protect the poor, ADB also announced to provide cash assistance to directly benefit the women of poor households through the government’s Ehsaas Emergency Cash Assistance Package, launched in response to the COVID-19 pandemic.
