Karachi CNG stations reopened for a day

Compressed Natural Gas stations reopened in Karachi
Compressed Natural Gas (CNG) stations reopened on Sunday morning as the Sui Southern Gas Company Limited (SSGCL) resumed gas supply to them for a day.

Long queues of all kinds of vehicles were witnessed at the CNG stations which opened at 7am.

A spokesperson for the SSGCL said CNG stations will remain open across Sindh until 7pm.

He said gas pressure has improved to a great extent yet the gas utility faced hardships to ensure smooth gas supply to domestic consumers and industries due to a widnening demand-and-supply gap.

According to a new schedule, gas supply to CNG stations will remain suspended on Monday, Wednesday, and Friday for 24 hours.

Meanwhile, gas supply to industries has been suspended for 24 hours and will resume Monday morning.

In a statement on Saturday, Minister for Power Omar Ayub Khan had said domestic consumers are getting uninterrupted gas supply across the country.

PM Khan Urges Pakistani Americans to Counter Strong Indian Lobby in US

Prime Minister Imran Khan on Saturday urged the members of APPNA (Association of Physicians of Pakistani Descent of North America) to double down and ramp up their efforts to counter the Indian lobby in the US.

He urged them to raise their voice for Muslims "suffering in Kashmir and India at the hands of the RSS-led BJP government".

The premier's request came during a winter meeting of the medical association held in Peshawar.

He said APPNA is the most powerful and influential Pakistani group overseas. "You are the most educated, with the most awareness."

The premier said that the Pakistan government not only wishes to have an institutional arrangement with APPNA but to have them lobby for the country.

"India's lobby in America right now is far more powerful than Pakistan's. India's point of view always overshadows that of Pakistan and American policies for Pakistan are affected by that viewpoint," he explained.

"What India is doing right now in Kashmir and with Muslims [in India] is in violation of all humanitarian laws and international laws. In the 21st century, we are witnessing a fascist, racist government.

"The programmes they are bringing in are identical to those in Hitler's Nazi Germany when they committed genocide of the Jews. The exact same pattern is being followed by the RSS-led BJP government in India," said PM Imran.

He said that while the Pakistan government has been trying to raise awareness in America on this, the APPNA group will prove instrumental in furthering the cause.

"Raise your voice for Kashmiris who have been suffering for five months in an open prison and not only for that but for the change in demography which is considered a war crime."

The premier said that the Citizenship Amendment Act in India also poses a danger and there is a need for Pakistani Americans to highlight it. "Even enlightened Hindus, Sikhs, Christians and Parsis have stood up against an Act whose purpose it is to target Muslims," he said.

"I don't think you realise your lobbying strength. It is under utilised," added the premier, urging the group to take advantage of their position in the US.

He warned of India undertaking a false-flag operation in Azad Kashmir to draw attention away from their actions which had for the first time been met with international criticism.

He urged the body to begin raising its voice because the "situation in India will further deteriorate".

"Once this demon is out of the bottle, it will never go back in. This is what history has shown us. When a movement is launched based on hatred [...] the Nazi Party created a Jew register before their genocide and in Myanmar, Muslims were asked to register," he said, calling to attention similar moves being made by India.

"To counter where all this is headed, you must be prepared beforehand and lobby with full force."

'Corrupt status quo'
The premier also spoke of the government's efforts to tackle the strong resistance to change that was being put up by those who wish for the "old, corrupt ways" to remain. He underscored the importance of reforms with which much-needed quality will be brought to institutions.

"Quality is of extreme importance in Pakistan. Unfortunately, our institutional collapse is due to the fact that our quality has declined when it comes to our educational institutions and hospitals."

He said that was the reason why hospital reforms were being brought in so that quality standards comparable to healthcare institutions abroad can be duplicated in Pakistan.

He regretted that the efforts for reform had been met with a lot of resistance by the status quo. "The status quo or mafia which derives benefit from the old, corrupt system, creates hurdles everywhere."

PM Imran said they dub the reforms as privatisation knowing full well that is not the case. "They purposely do it to sway public opinion and to mobilise people for demonstrations and to sabotage our efforts."

He said due to an overall "decay in the system" it was impossible to find quality healthcare in government hospitals.

"The hospitals have fallen under bureaucratic control and [the bureaucrats] have no idea of what the administrative structure of a modern hospital is."

The prime minister said with the reforms being brought in in Punjab and KP, the aim is for government hospitals to compete with private hospitals.

"We are not privatising. The management structure of private hospitals will be implemented in government hospitals so the common man can avail good quality treatment."

He said the "old, corrupt ways" do not only pose a challenge in the health sector but across all sectors, such as FBR (Federal Board of Revenue), the tax collection machinery which the government is trying to automate.

He said a lot of resistance is always put up when change is brought in. "Which is why I always tell people not to give in to fear. This was bound to happen and we were expecting it."

"There are two types of government. One only wishes to complete their tenure. Our government is one that wishes to bring in reform," said the premier.

He said it was the government's task to withstand pressure and resistance to change, but one thing was clear: Pakistan can never progress without change. "Our corrupt status quo has destroyed our institutions."

The premier said that a lot of governments fear that they will be dissolved and take a back foot when it comes to implementing change.

"I assure you our government will in no way step back from reforms."

A biographical film based on the life of Malala Yousufzai has been in the works since 2017 and it finally has a release date.

Gul Makai will be released on January 31, 2019.

The film's title is a reference to the pen name Malala had used when she wrote for the BBC in her early teens, and is a Bollywood production directed by Amjad Khan, produced by Sanjay Singla and shot in India-held Kashmir.

Reem Shaikh plays the role of Malala. The film also features the late Om Puri (in his final film), Divya Dutta, Atul Kulkarni, Mukesh Rishi and Pankaj Tripathi.

The film is summed up as an account of "the courageous journey and struggle of Malala, from her humble upbringing in the Swat Valley to her becoming the champion for free education to all."

In January, the film was screened at a special show organised by the United Nations in London, attended by 450 dignitaries from around the world in attendance, including representatives of Pakistani and Indian high commissions, British officials as well as members of the UN and IIMSAM (Intergovernmental Institution for the use of Micro-algae Spirulina Against Malnutrition).

Sources said Chief of Army Staff General Qamar Javed Bajwa’s tenure extension, the special court verdict in former military ruler Pervez Musharraf’s treason case and National Accountability Bureau (NAB) actions against opposition leaders will come under discussion.

Members of the committee, which comprises all major opposition parties, including the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan People’s Party (PPP), will present their parties’ opinion on these issues.

Criticising the opposition Rehbar Committee, Special Assistant to the Prime Minister on Media and Broadcasting, Firdous Ashiq Awan last month had said that the ‘Rehbar Committee‘ is in serious need of supervision.

SAPM Awan admonishing the opposition’s rehbar committee had said that they are just harping an old horn where they create a ruckus because of guilt.

Taking to the social networking website Twitter, SAPM Firdous Ashiq Awan had said that the opposition’s ploy to hold the election commission of Pakistan hostage to curry favors.

India imposes internet restrictions as fresh protests erupt
Mobile internet was cut on Friday in parts of India's most populous state and thousands of riot police were deployed as fresh protests erupted in Delhi and Mumbai against a citizenship law seen as anti-Muslim.

Twenty-seven people have died in two weeks of, at times, violent demonstrations after Prime Minister Narendra Modi's government made it easier for non-Muslims from three countries to be naturalised.

Coupled with a mooted citizens register, it has stoked fears, including in Washington and the UN rights office, about the marginalisation of Muslims who make up 14 percent of India's 1.3 billion people.

Armed policemen patrolled Muslim-dominated areas of the capital as hundreds of demonstrators gathered outside the grand mosque in Delhi's old quarter after Friday prayers.

Riot police and paramilitary troops erected steel barricades on roads leading to the mosque, where violent clashes broke out last week following protests.

On Friday, demonstrators chanted slogans against the government, vowing to keep up the pressure until the law was revoked and plans for the register cancelled.

Modi, facing his biggest challenge since storming to power in 2014, said on Sunday that Muslims whose "ancestors are the children of mother India" had nothing to fear.

He has also said that the citizenship law is a humanitarian move, giving refuge to persecuted religious minorities from Muslim-majority Pakistan, Bangladesh and Afghanistan.

But it has unleashed a wave of protests across the country, and not just by Muslims, with several state governments saying they will refuse to implement the legislation.

Internet cut

In Mumbai, where a string of protests were held on Friday, including one in support of the government, hundreds of police were deployed to prevent unrest and man dozens of checkpoints set up along the city's roads.

Around 200 people showed up at the pro-government demonstration, clutching flags and posters in favour of the new law.

"We should welcome persecuted Hindus back home without any restrictions," said Mahindra Shah, an 82-year-old protester.

"Why do Muslims need to come here when Pakistan, Afghanistan and Bangladesh are Muslim-dominated?"

Officials in the northern state of Uttar Pradesh, where 20 percent of people are Muslims, said they have suspended mobile internet and Short Message Services (SMS) in 21 districts out of 75 including the state capital Lucknow.

Access to data on cellphones was only restored in many areas on Tuesday following a week-long cutoff in a country that activists say is the world leader in snapping internet access.

The state, home to India's best-known tourist site the Taj Mahal, witnessed large-scale clashes last Friday between protesters and police. Nineteen people were killed, mostly from gunshot wounds.

Thousands detained

Heavy-handed police tactics have fuelled anger, with many accusing authorities of arbitrary force against dissenters.

The protests in Uttar Pradesh, whose chief minister is a Hindu monk from Modi's right-wing Bharatiya Janata Party, are among the biggest there in decades.

Police have arrested more than 1,000 people and taken more than 5,000 others in the state into preventive custody, some of them as young as 16 according to media reports.

About 200 people have been ordered to pay compensation for damage caused to public property during the protests, failing which their assets will be confiscated.

More than 100 people have also been booked over social media posts deemed to be objectionable or misleading, with tens of thousands of messages on Twitter, Facebook and other platforms reported.

Authorities are keeping a close eye on foreigners with a Norwegian tourist saying she was told to leave India after participating in a protest in the southern state of Kerala.

This week a German student was also ejected after taking part in demonstrations in the southern city of Chennai, according to media reports.

Photos on social media purportedly of the student, named as Jakob Lindenthal, showed him carrying a placard saying "1933-1945 We have been there", in reference to his country's Nazi past.

Plane with 100 on board crashes in Kazakhstan, 12 dead
Twelve people died when a plane carrying 100 passengers and crew crashed shortly after takeoff from Kazakhstan´s largest city on Friday and slammed into a house, but many on board survived.

A video released by the Central Asian country´s emergencies committee showed the 23-year-old plane operated by budget carrier Bek Air torn into pieces with its nose crushed into a collapsed house, as rescue crews worked to pull people from the wreckage.

The aircraft disappeared from the radar minutes after it took off from Almaty airport at 7.05 am (01:05 GMT) on its way to the capital Nur-Sultan with 95 passengers and five crew members, the airport authority said in a statement.

It hit a concrete barrier and then slammed into a two-storey building near the city´s boundary northeast of the airport.

Kazakhstan responded to the crash by grounding the Fokker model, which makes up the whole of the Bek Air fleet, and launched an investigation.

The country´s emergencies committee released a list of 12 people who died, including the captain, revising down earlier tolls provided by officials and media.

The health ministry said 53 people had been injured, nine of them children, adding that 10 adults were in critical condition.

- ´Split in two´ -

Deputy Prime Minister Roman Sklyar said the tail of the plane had touched the runway twice during takeoff.

"Either this is a pilot error, or there were technical reasons," Sklyar said at a press conference in Almaty.

"The aircraft split into two parts. Most of the passengers who died were in the front part."

A purported recording of communications between a dispatcher at Almaty airport and the Bek Air crew that was broadcast by Russian private media REN TV heard the craft´s pilot wish the dispatcher a "good day" before being cleared for take off.

Soon after, the dispatcher appeared to lose touch with the pilot and later warned the next plane to delay its takeoff.

"Astana 671, we do not know where the Fokker 100 is located," the dispatcher said.

No one was inside the house that the plane crashed into, Khabar state television reported.

- Those responsible ´will be punished´ -

President Kassym-Jomart Tokayev pledged to provide families of the victims with compensation and tweeted that those responsible "will be severely punished in accordance with the law."

Tokayev also said a government commission had been set up to investigate the circumstances surrounding the tragedy.

The interior ministry said it had also launched a criminal investigation into the incident over violations of air transport safety rules.

Tokayev´s office declared Friday a national day of mourning.

The plane was 23 years old but had passed safety checks in May, Kazakh authorities said.

The industry ministry said in a statement that the Fokker 100 model, which is no longer manufactured, would be grounded until the cause of the accident became clear.

Bek Air describes itself on its website as Kazakhstan´s first low-cost airline.

In March 2016, a Bek Air Fokker 100 plane with 116 passengers made an emergency landing in the Kazakh capital after its landing gear failed to deploy but no one was injured.

Swiss regional carrier Helvetic Airways phased out its Dutch-built Fokker-100s earlier this year after 15 years of service.

- ´I´m alive and well´ -

Eight of the victims died at the scene of the disaster, two while receiving medical attention at the airport and two in hospital.

Victims included the captain Marat Muratbayev, as well as Rustam Kaidarov, a 79-year-old retired general who headed an association of former top military officials, and 35-year-old Dana Kruglova, a journalist from the private Informburo news agency.

Informburo said Kruglova "had wanted to celebrate the New Year with her parents in Nur-Sultan and decided to take this flight".

A well-known entrepreneur, Aslan Nazaraliyev, posted on Facebook that he had survived, indicating his seat on a photo of the crashed aircraft, right next to where it had split into two.

"Thanks to Allah, I am alive and well," Nazaraliyev wrote.

The air route between Almaty and Nur-Sultan became Kazakhstan´s most popular after the chilly steppe city replaced the southern financial hub as national capital in 1997.

Many Kazakhs regularly commute between the two cities, after government offices and large companies moved north to Nur-Sultan, formerly known as Astana before being renamed in honour of first Kazakh president Nursultan Nazarbayev.

PCB again asks BD to give reasons for not playing Tests in Pakistan

While the Bangladesh Cricket Board (BCB) still remains adamant that its national side would only travel to Pakistan for the three-match Twenty20 International series in January over security concerns, the Pakistan Cricket Board (PCB) has once again asked their counterparts to provide valid reasons for their refusal to play the Test matches here.

A senior PCB official said on Thursday the BCB has been asked to explain the rationale of their reluctance to fulfill their obligation under the ICC Future Tour Programme (FTP).

The PCB has reminded that the series has been on the FTP since December 2018, while on 21 October 2019, the PCB had written to the BCB about the series and shared the draft itinerary, which they only responded in December.

The PCB, in an email on Thursday, has recapped that the Sri Lanka cricket team, which was targeted in March 2009 by the terrorists, had just completed the Test series of an incident-free two-leg tour to Pakistan.

Sri Lanka spent a grand total of 34 days, 17 each across the limited-overs trip — in September/October when they played One-day Internationals in Karachi and the T20 series in Lahore — and the recent Test matches in Rawalpindi and Karachi.

The visitors not only commended the PCB but also praised the Pakistan government for making excellent security arrangements during the landmark tour.

In fact, Sri Lanka Test captain Dimuth Karunaratne, during his media briefings, repeatedly regretted at skipping the ODI leg after being overwhelmed by the security blanket to his team both in Rawalpindi and Karachi.

“We have also offered the BCB that if they have any concerns, they should visit Pakistan and discuss the matter with us so that we are able to convince them and provide better guidance,” a PCB spokesman said, while adding: “The discussions are ongoing and we remain confident that the BCB will review their decision.”

The PCB has further written in the letter that the International Cricket Council (ICC) only sends its officials after reviewing and approving security plans. Since 2017, the PCB said, the game’s governing body had sent five teams of match officials to supervise the international fixtures played in Pakistan.

The BCB stance is quite strange because in recent months it had sent an under-16 national team to Rawalpindi and the women’s side to Lahore after a high-powered visit by their security delegation.

Moreover, the PCB has advised BCB officials to reach out Reg Dickason, the renowned expert on security-related issues who is regularly engaged by the ICC, opinion about the Pakistan security.

Dickason was in Rawalpindi and Multan last month and gave the thumbs up to these cities who will be staging their first matches of the HBL Pakistan Super League in February and March.

The other point that has perplexed the PCB is the BCB’s choice of Islamabad as one of the two venues along with Rawalpindi. The PCB, in its latest communiqué, has asked for clarification while informing their opposite numbers that there was no ICC-accredited venue in Islamabad.

“We received an email from the BCB on Tuesday and today [Thursday] we have responded to them. Obviously, this series is important to both the countries who need Test cricket. Besides, this is also part of the ICC World Test Championship, so the ICC is also a stakeholder n this.

“In the past few years, we have demonstrated to the world that Pakistan is as safe and secure as any other cricket-playing country and we need to know what are the BCB’s reasons for not sending their players for an extended stay.

PCB Chairman Ehsan Mani had last week made it clear that offshore Tests were off the table. This effectively means either Bangladesh will play the Tests in Pakistan or the matter will potentially be referred to the ICC and/or its dispute panel in the scenario of PCB facing legal actions from its commercial and media partners.

Meanwhile, the PCB has said the Board of Control for Cricket in India (BCCI) is giving false and misleading impression about Pakistan players being ignored for the ICC-approved T20 games between the Asia XI and World XI in Dhaka on March 16 and 20, under the umbrella of BCB and the Asian Cricket Council (ACC).

The PCB said the matter was discussed at an ACC meeting where the PCB had informed the BCB that they were willing to allow its players as long as the dates were altered to avoid a clash with the HBL Pakistan Super League 2020.

“The T20Is between World XI and Asia XI were scheduled from 16-20 March, while the HBL PSL 2020 is likely to end on 22 March. Since dates of both the series couldn’t be changed, we offered our regrets to the BCB, both verbally and in writing, which they understood and accepted.

“It is unfortunate that the facts were twisted to mislead Pakistan cricket fans and followers,” the spokesman added.

Cabinet approves NAB Amendment Ordinance 2019
The federal cabinet on Friday gave its approval to the National Accountability Bureau (NAB) Ordinance, 2019, which will now be sent to President Arif Alvi for his assent.

The ordinance was given approval through circulation.

Earlier, sources had said that the law ministry had forwarded a summary of the NAB Ordinance to Prime Minister Imran Khan so that it could be discussed at the next cabinet meeting.

After the ordinance passes, sources said, NAB will no longer be allowed to take action against government employees.

Moreover, the proposed ordinance also states that the property of government employees cannot be frozen without a court order. Furthermore, if the accountability watchdog cannot complete an investigation against a suspect within three months, the accused will be entitled to bail.

In addition, NAB will now only be able to proceed in corruption cases of Rs500 million and more.

Moreover, according to the amendment ordinance, NAB's jurisdiction over matters relating to tax, stock exchange and IPOs has been curtailed. The Federal Bureau of Investigation, Securities and Exchange Commission of Pakistan and building control authorities will be the sole authorities tasked to act on all such matters.

In addition, for land evaluation purposes, NAB will seek guidance from the Federal Board of Revenue or the District Collector.

Prime Minister Imran Khan said Friday 2020 will be the year of growth for Pakistan, with special focus on the tourism industry, especially considering that the country was recently named the top destination for travellers.

Speaking at the Pakistan Stock Exchange (PSX) Top 25 Companies Awards event, the premier said the need of the hour was to incentivise the industries, help the business community, and focus on the small and medium-sized businesses.

He said his leadership would keep reminding people about the previous governments and their policies. "People ask me why do I bash the past governments? It’s because we did not get a stable economy and our government is trying it’s best to overcome economic problems," he added.

He added that his adviser on finance and revenue, Dr Abdul Hafeez Shaikh, had informed people about the ruling Pakistan Tehreek-e-Insaf's (PTI) efforts to bolster the economy.

"A crucial problem was that the current account was in deficit, foreign exchange reserves had depleted, there were no dollars, there were debts worth Rs10 billion to be repaid, and a serious risk of the country defaulting," he said.

"We had to take some hard steps so that the country wouldn’t default. All those who understand this issue know what would have happened [in case of a default] and we have seen that happening in the Latin American countries and Lebanon.

"Thank God that the rupee has become stable [and] the investor confidence returned. We have experienced hard times and entering into in 2020 with good hopes. 2020 will be the year of growth and we will incentivise the industries, help our business community, and focus on the small and medium-sized businesses," he added.

The prime minister noted that he and his team discussed the economic issues and efforts with State Bank of Pakistan Governor Dr Reza Baqir and his adviser on commerce, textiles, industries, and investment, Abdul Razak Dawood, and talked about measures that would help the small and medium-sized businesses.

"The interest rate is high right now but InshAllah [God willing], we will reduce it," he said. "We will focus on getting investments and try to give jobs to youth and create an atmosphere where economic growth will be possible.

"We have to help investors, help businesses, and focus on job creation."

'Jobs through' tourism

PM Imran also spoke of tourism as one of the most rapidly-growing industry, noting that it had "improved at a remarkable rate".

He stressed again that his government would try to create jobs through this sector and that it would help Pakistan in providing employment to its people. "It will also play a role in bumping up our foreign reserves as foreign exchange is a given if tourism increases.

Noting that Condé Nast Traveler, a US-based luxury and lifestyle publication, had earlier this month named Pakistan as the number one place for tourists, he said the country would hopefully have an influx of more tourists.

"The internal tourism has increased to such an extent that local tourists cannot even find a hotel to stay sometimes. We need to focus and plan on boosting this sector in the upcoming years.

"Nine million Pakistanis living abroad now want to come to their homeland for tourism during the vacations. We can also counter Islamophobia through tourism," the premier said.

'Puppet regime of political orphans' crumbling: Bilawal

Pakistan Peoples Party (PPP) Chairperson Bilawal Bhutto Zardari lashed out at the government Friday, saying the "puppet regime of political orphans" was crumbling.

The PPP chairperson was addressing a rally held at Liaquat Bagh to mark the 12th death anniversary of Benazir Bhutto. The former prime minister was killed in a gun-and-bomb attack at a PPP election rally in 2007 at Liaquat Bagh.

Bilawal said he would complete the unfinished mission of Benazir and ensure people were given their rights. He said the political orphans were ruling over Pakistan; hence, there was a leadership and economic crisis in the country.

"These are the same political orphans Benazir warned you about," he said. "Look at how they conduct their politics. They are cowards."

Bilawal taunted the government, saying all claims they made about politicians had proven false.

"They said Mian sahab [Nawaz Sharif] will never go abroad for treatment. Mian sahab went abroad for medical treatment. They said President Zardari will never come out of jail. He is out of jail now too," he said.

Bilawal urged the masses to support him in ousting "this government of selected and political orphans as the people's rule cannot be established without the PPP".

The PPP chairperson praised his grandfather, Zulfikar Ali Bhutto, by crediting him with giving rights to the labourers when he was prime minister. Bilawal said his mother had fought two dictators during her lifetime and never backed down from anyone.

"You [people] are witness that they [political rivals] used to say a woman can never be the prime minister of a Muslim country," he said. "You saw how she became the first female head of state of a Muslim state."

Bilawal said the credit went to Benazir for providing Pakistan with the much-needed missile technology. He said the slain PPP leader had come back to Pakistan, before her assassination, to ensure democracy thrived in the country.

The PPP chairperson slammed the government, saying it was an enemy to the poor people of Pakistan. He criticised "those in corridors of power" for removing women beneficiaries of the Benazir Income Support Programme (BISP) from its list and declaring them "undeserving".

"This is not the independence that Quaid-e-Azam Muhammad Ali Jinnah gave us," he said. "We will build the Pakistan that Benazir envisaged for you."

Musharraf challenges special court’s treason case verdict in LHC
Former president and top military official Pervez Musharraf on Friday has challenged special court’s treason case verdict in Lahore High Court (LHC).

Advocate Azhar Siddique filed the plea in the LHC on behalf of the former president.

Pervez Musharraf in his plea stated that the, para 66 of the verdict in high treason case is against the Shariah and country’s law. Fair trial is a right of every citizen of Pakistan, the plea states and adds that, “I [Musharraf] was not heard before announcement of the verdict.”

The special court was not authorised to announce the verdict in high treason case until decision on its formation.

The LHC is pleaded to pass orders to strike down the verdict in high treason case.
On December 17, the special court had awarded death sentence to former president Pervez Musharraf yesterday in the high treason case against him.

The special court, headed by Justice Waqar Ahmad Seth decided the high treason case with 2-1 split verdict against Musharraf. The court will issue a detailed verdict within 48 hours.

The high treason trial for imposing the state of emergency on Nov 3, 2007, had been pending since December 2013. Musharraf was indicted on March 31, 2014.

The former military chief is currently in Dubai in the United Arab Emirates. He is presently admitted at a hospital in Dubai in a serious condition.

Pakistan People’s Party (PPP) Chairman Bilawal Bhutto Zardari and other party leaders have reached Rawalpindi to attend the ceremony today.

The renowned leader was assassinated after addressing an electoral rally at Rawalpindi’s Liaquat Bagh on December 27, 2007.

Benazir was born on 21st June 1953 in Karachi to Zulfikar Ali Bhutto and Nusrat Bhutto. She belonged to an influential political family which became a dynasty in Pakistan.

She left for the esteemed Harvard University at the age of 16 to pursue her higher education. After receiving her undergraduate degree at Harvard, she got enrolled in England’s Oxford University.

At the age of 35, Benazir Bhutto was elected the Prime Minister of Pakistan after Pakistan People’s Party (PPP) emerged victorious in the polls. She holds the honor to be the first woman Head of Government of any Muslim country.

Benazir’s assassination
Weeks before the general elections in the country in 2007, she was targeted in a gun and bomb attack when she was returning after addressing an election rally at Liaquat Bagh of Rawalpindi.

The attack, in which she was killed with scores of her party activists, jolted the political landscape of the country and triggered a frenzy of anarchy and arson attacks that resulted in billions of rupees loss to the country.

Benazir Bhutto is considered one of the most dynamic figures in the world politics and her struggle for democracy was posthumously honored and acknowledged in the world.

Turkey to send troops to Libya at Tripoli's request: Erdogan

Turkey will send troops to Libya at the request of Tripoli as soon as next month, President Tayyip Erdogan said on Thursday, putting the north African country's conflict at the centre of wider regional frictions.

Libya's internationally recognised Government of National Accord (GNA) has been fending off a months-long offensive by General Khalifa Haftar's forces in eastern Libya, which have been supported by Russia, Egypt and the United Arab Emirates (UAE).

Last month, Ankara signed two separate accords with the GNA, led by Fayez al-Serraj, one on security and military cooperation and another on maritime boundaries in the eastern Mediterranean.

“Since there is an invitation (from Libya) right now, we will accept it,” Erdogan told members of his AK Party in a speech.

“We will put the bill on sending troops to Libya on the agenda as soon as parliament opens.” The legislation would pass around January 8-9, he said, opening the door to deployment.

For weeks Ankara has flagged the possible mission, which would further stretch its military less than three months after it launched an incursion into northeastern Syria against a Kurdish militia.

Turkey has already sent military supplies to the GNA despite a United Nations arms embargo, according to a United Nations report seen by Reuters last month.

The Tripoli government and Haftar's forces were not immediately available for reaction to Erdogan's comments.

Erdogan visited Tunisia on Wednesday to discuss cooperation for a possible ceasefire in neighbouring Libya. On Thursday, he said Turkey and Tunisia had agreed to support the GNA.

Tension with Russia

Moscow has voiced concerns over a possible Turkish military deployment to Libya in support of the GNA. Erdogan has said Turkey will not stay silent over mercenaries from the Kremlin-linked Wagner group supporting Haftar.

“Russia is there with 2,000 Wagner (fighters),” Erdogan said on Thursday, also referring to some 5,000 fighters from Sudan in Libya. “Is the official government inviting them? No.” “They are all helping a war baron (Haftar), whereas we are accepting an invitation from the legitimate government of the country. That is our difference,” he added.

Haftar's eastern-based Libyan National Army has been trying since April to take Tripoli from the GNA, which was set up in 2016 following a UN-brokered deal.

Turkish and Russian officials held talks in Moscow this week to seek a compromise on the issues of both Libya and Syria. Russia's Vedomosti said on Thursday the discussions had lasted much longer than the expected three days.

In Syria, Russia is an ally of Syrian President Bashar al-Assad while Turkey has backed rebels seeking his ouster during the more than eight-year civil war. The latest talks follow reports that Russian-backed attacks were forcing tens of thousands more Syrians to flee towards Turkey.

Turkey has also been ramping up efforts to strike deals with nations around the Mediterranean, where Ankara has been at loggerheads with Greece over resources off the coast of the divided island of Cyprus.

Pakistan Muslim League-Nawaz (PML-N) leader Rana Sanaullah was released on bail on Thursday after he submitted two bonds worth Rs1 million each as per the Lahore High Court's (LHC) orders.

Sanaullah, a member of the National Assembly, submitted both bonds worth Rs2 million in total earlier in the day. The court had issued a detailed, nine-page verdict on the bail granted to the PML-N leader in a drug-trafficking case.

In the judgement, it questioned why the Anti-Narcotics Force (ANF) never sought his physical remand to investigate allegations against him even though the former provincial minister was accused of operating a narcotics trafficking network.

A day prior, the Anti-Narcotics Force (ANF) had said the evidence against the former law minister of Punjab would be presented at the right time. Its chief prosecutor, Raja Inam, informed media that a case had been registered against Sanaullah on July 1, 2019, and that the agency had produced a challan in court on July 23 without any delay.

The LHC on Tuesday had granted post-arrest bail to the former provincial minister in a 15-kg heroin recovery case lodged by the ANF. Inam said the testimonies from the witnesses, evidence, and the chemical examiner's reports had been provided to the court.

Inam had added that an impression was being created about the ANF that it was trying to delay proceedings of the case. "Now, it is up to the suspect to tell his side of the story," he said.

"We will disclose evidence against Sanaullah at the right time."

Contraband recovered

As per the ANF's challan, Sanaullah had admitted to the investigating officer that he had been smuggling narcotics for many years. The PML-N leader and his party have denied the allegations and claimed that the arrest was a case of political revenge.

The ANF had arrested Sanaullah on July 1 while he was heading for a meeting from Faisalabad to Lahore. A case was filed in accordance with the Control of Narcotics Substances Act, 1997, after a large stash of contraband was allegedly recovered from his vehicle.

The government had termed the LHC decision to grant bail to Sanaullah a “unique precedent”.

The PPP chairman accused the government of "doling out government benefits only to the moneyed class" saying that it was unleashing poverty and unemployment in the country.

“The PTI government has taken total U-Turns on its pre-election promises of providing 10 million jobs and 5 million houses. Instead, it is overseeing mass unemployment, mass homelessness in the name of ‘anti-encroachment’, and multiplying poverty through its ruthless anti-poor policies,” he said.

Bilawal said it was 'criminal' of the government to stay silent as thousands of women will now have to worry about feeding their children.

"The BISP is a lifeline to those women who often had to sacrifice their own dinners in order to ensure their children didn’t sleep hungry. This assault on the livelihoods of the poor and on Pakistan’s only social safety net goes to show the callousness of the PTI regime. Every member of the government, who remains silent on this step, is equally complicit in this economic murder of poor people," he said in a statement.

He warned the government that the PPP "would fiercely oppose" the decision at every forum and would not allow its anti-poor and anti-women policies to be implemented.

The government, on the other hand, claims that the names removed from the BISP list were of people who were 'non-deserving'.

A day earlier, Dr Nishter had shared in a post on Twitter that the federal government had given approval for removing 820,165 BISP beneficiaries.

“Using forensic data analysis, we found that they [the beneficiaries] were ineligible for [income] support based on the criteria,” she had tweeted. She had claimed that the exclusion would save Rs16 billion annually.

Govt files review petition in army chief extension case
The federal government on Thursday filed a review petition against the Supreme Court’s verdict in the army chief’s extension of service case.

In the petition, the government has pleaded the court to form a larger bench to hear the case, and requested it to keep the proceedings in-camera.

The petition argues that the SC verdict did not take into account "important constitutional and legal" points. It further states that the apex court has itself "been giving extensions to additional and ad-hoc judges", making a case for the government to exercise this discretion as well.

Furthermore, the petition argues that the court did not base its decision on the judgement in the judges extension case.

On November 28, the top court, through a short order, had allowed the federal government to grant a six-month extension to Chief of Army Staff (COAS) General Qamar Javed Bajwa.

The Supreme Court had on December 16 issued its detailed verdict on the extension of the chief of the army staff's services.

In the detailed verdict, penned by Justice Mansoor Ali Shah, the court had stated that the SC bench "explored the scope of Article 243 of the Constitution, reviewed the Pakistan Army Act, 1952 and the Pakistan Army Act Rules, 1954".

The court "found that the Pakistan Army Act, 1952 fell deficient of the structural requirements for raising and maintaining an Army under clause (3) of Article 243 of the Constitution".

The verdict noted that "no tenure or age of retirement for the rank of General is provided under the law. As per institutional practice, a General retires on completion of a tenure of three years. Although an institutional practice cannot be a valid substitute of the law."

"There is no provision in the law for extending service of a General for another tenure; nor is there any consistent and continuous institutional practice of granting such extension," Justice Shah wrote, adding that the summaries for the reappointment, extension and fresh appointment of General Bajwa were "meaningless" in absence of the relevant law.

The verdict further stated that in the light of the attorney general's assurances as well as the importance of the responsibilities of the COAS, it would allow that the incumbent COAS continue for a period of six months.

However, the court has warned that in the absence of legislation on the matter within six months, the institutional practice of retirement of a General on completion of the tenure of three years "shall stand enforced".

While the theory has been debunked, that did not stop Malaysian and Indonesian social media users from putting it to the test on Thursday, as thousands of skywatchers gathered across parts of Asia to witness a rare annular solar eclipse.

Videos shared online showed dozens of users succeeding in getting eggs to balance on different surfaces including on gravel, a window pane, and a plate during the 'ring-of-fire' eclipse.

Hakeem Maarof, a Malaysian father of two, filmed eggs standing on end on a stone pavement and on the road after remembering being told about the theory by a friend.

"It's more of an experiment for my kids," Hakeem, who posted the footage of Facebook, told Reuters.

Dr Chong Hon Yew, a retired physicist from the Malaysian Science University, said there was no evidence to back up the theory.

"You can do the same experiment tomorrow, before or after eclipse it's easy to do it," Chong said. "But it's a fun trick to do (during an eclipse) to get young kids interested in science and astronomy."

Thursday's annular eclipse — which occurs when the moon covers the sun's centre but leaves its outer edges visible to form a ring — was also visible in Saudi Arabia, Singapore, India and Sri Lanka.

In most years, two solar eclipses are visible from somewhere on Earth. The maximum number per year is five.

Saudi Foreign Minister Prince Faisal bin Farhan Al-Saud departed Pakistan on Thursday after meeting his counterpart Shah Mahmood Qureshi and Prime Minister Imran Khan on his one-day maiden visit to Islamabad.

A lunch was held by Qureshi for Prince Faisal and the Saudi delegation after the meetings.

The Saudi foreign minister had arrived at the Ministry of Foreign Affairs (MoFA) office earlier today, where he was received by the Foreign Minister Qureshi. Both foreign ministers, during a delegation-level meeting, discussed bilateral relations, regional situation and matters of mutual interest.

Qureshi thanked Saudi Arabia for supporting Pakistan's stance on occupied Kashmir and both sides agreed to continue holding bilateral meetings on the issue.

The delegation-level talks between the two sides were followed by a one-on-one meeting between Foreign Minister Qureshi and his Saudi counterpart Prince Faisal.

The Saudi foreign minister also held a meeting with Prime Minister Imran Khan, which was also attended by Qureshi.

This was the first visit by the current Saudi foreign minister since he assumed office in October.

Visit meant to thank PM for pulling out of KL Summit

Earlier, a diplomatic source told Dawn that the purpose of the trip is to thank PM Imran for not attending Kuala Lumpur Summit.

"The Saudis also want to dispel the impression, which was reinforced by Erdogan’s allegations, that their attitude towards Islamabad is patronising," he added.

Earlier this month, the prime minister had decided not to attend the KL Summit — which was held in Kuala Lumpur and was attended by leaders of Muslim countries including Iran, Qatar and Turkey as well as religious scholars. The decision was reportedly taken after Saudi Arabia expressed its displeasure over Pakistan's decision to participate. Riyadh sees the summit as an attempt to present an alternative to the Jeddah-based Organisation of Islamic Cooperation (OIC).

The decision came as a surprise because Prime Minister Imran was one of the first leaders with whom Malaysian Prime Minister Dr Mahathir Mohamad shared plans to hold the summit when the two met on the sidelines on the United Nations General Assembly session in September. Prime Minister Imran had confirmed his participation soon after.

Both Pakistan and Saudi Arabia had rejected the reports that Prime Minister Imran's decision was taken due to pressure from Riyadh.

KP Govt Working on construction of alternate CPEC route

KPK provincial government is working on constructing a road to link Chakdara in Lower Dir with the northern town of Gilgit as an alternative route for the China-Pakistan Economic Corridor (CPEC) in the province.

Like other CPEC routes, this route is also expected to help boost tourism and economy along with it.

This was disclosed on Wednesday during a meeting between Khyber-Pakhtunkhwa (K-P) Chief Minister Mahmood Khan with the provincial Minister for Communications and Works Akbar Ayub Khan at the CM Secretariat in Peshawar.
The route will comprise the Shandoor and Chitral roads as well.

During the meeting, it was disclosed that work to finalise the Project Concept-1 (PC-I) of the ‘Chakdara-Gilgit CPEC link is expected to be completed soon.

Mahmood said that the government believes tourism has great potential to uplift the economy of the region, adding that they were developing tourist destinations in the northern areas to provide employment to locals.

He reiterated that expanding communication networks, building roads, promoting tourism and opening industrial zones remain the top priorities of the provincial government.

The chief minister added that the provincial government has initiated projects for sustainable development and prosperity in the newly-merged tribal districts (NMTDs). Efforts in this regard were underway to improve bilateral trade with Afghanistan and other Central Asian countries to boost economic activities in the province.

Such activities, he hoped, will further enhance regional cooperation, law and order and bilateral trade.

However, the chief minister hinted that there were sparse funds available locally to achieve such development, hence he said that foreign investment was crucial for the development of the province. For this purpose, he said that the provincial government is trying to attract foreign investment and making it easier to do business in K-P.

Mahmood further stated that the provincial government is taking all possible steps to bring about an economic revolution in the province and that they will create public awareness about all public interest measures so that the people can draw benefit from such initiatives.

The chief minister said that the government has formulated an integrated strategy for economic stability in the province.

Operationalising of industrial zones across the province will not only pave the way for development but will also provide greater employment opportunities to the people, he said.

The chief minister further stated that focus was also being given for peace and prosperity in the province along with developmental projects.

FIA raids PML-N secretariat in Lahore: Ataullah Tarar

The Federal Investigation Agency on Thursday raided the PML-N's party secretariat in Lahore, according to Ataullah Tarar, deputy secretary general of the party.

A four-member FIA team, including a female officer, had conducted the raid, Tarar said.

He said the raid was conducted to confiscate material related to a press conference conducted by PML-N leader Maryam Nawaz.

In July, Maryam had held a press conference where she played a secretly recorded video in which former accountability judge Arshad Malik was allegedly seen saying that he was pressured into convicting former premier Nawaz Sharif in the Al Azizia corruption reference.

Talking to the media after the raid today, Tarar said that the government had been provided with the "original video" by Nasir Butt, the man in whom Malik had allegedly confided, but no forensic examination had been carried out. "Now you can examine the material you (FIA) have confiscated today," he said.

The PML-N office-bearer insisted that the raid was part of "revenge tactics" by the government.

"Even the Supreme Court said that Arshad Malik had disgraced the judiciary [...] How much has he been interrogated that now raids are being conducted at our party secretariat and we are being issued notices?" he asked.

"Nasir Butt went to the Pakistani High Commission in London, not once but many times, to submit the original video. But the high commission had directions from Imran Ahmed Niazi and the government not to receive the video," Tarar alleged.

Pakistan ready for any move by Modi in AJK to divert world attention: PM Imran

Prime Minister Imran Khan on Thursday once again warned that Indian Prime Minister Narendra Modi will "definitely" carry out an action of some sort in Azad Kashmir to divert the world's attention from two of his government's recently introduced laws that have been criticised as anti-Muslims.

The premier was addressing a public gathering in Jhelum district's Pind Dadan Khan, hours after the ISPR reported that two Pakistan Army soldiers were martyred in Indian ceasefire violations along the restive Line of Control (LoC) in Dewa sector

While extending condolences to the families of the two martyred personnel, Prime Minister Imran said the violence that has been taking place at the border is not occurring in isolation.

He said Modi had virtually imprisoned eight million residents of Indian-occupied Kashmir after revoking the region's special autonomy and has now introduced two laws — the Citizenship Amendment Act and National Register of Citizens — which have attracted widespread protests for being against India's 200 million Muslims.

"I have been telling the world for the past five months that the Modi-RSS government, in order to divert the world attention away from [occupied] Kashmir and the protests against the [anti-Muslims] laws, will definitely conduct some sort of action in Azad Kashmir," the prime minister told the crowd.

He said he has informed Army Chief Gen Qamar Javed Bajwa of the threat, and Gen Bajwa has repeatedly told him that the armed forces are "ready for them (India). Pakistan is ready for them".

Saudi Foreign Minister Prince Faisal bin Farhan al-Saud arrived in Islamabad on Thursday to discuss bilateral and regional issues of mutual interest.

The Saudi foreign minister was received by Foreign Minister Shah Mehmood Qureshi at the Foreign Office. 

During the meeting, the two foreign ministers discussed bilateral relations, matters of mutual interest and regional situation.

Speaking on the occasion, FM Qureshi said Pakistan and Saudi Arabia have deep brotherly relations and the two countries are committed to further expand their relations in diverse fields, Radio Pakistan reported.

Qureshi also thanked his Saudi counterpart and the Saudi leadership for backing Pakistan's stance on Kashmir issue. Both the foreign ministers agreed to continue their bilateral consultations on important regional matters, including Kashmir issue.

The Saudi foreign minister will also call on Prime Minister Imran Khan, according to the Foreign Office during his visit and hold a meeting with FM Qureshi.

"This will be the Saudi foreign minister’s maiden visit to Pakistan, during which the exchange of views would cover bilateral matters and regional issues of mutual interest," the FO spokesperson said.

LOC Ceasefire Violation, 2 Pak Soldier Martyred, 3 Indian killed

At least three soldiers of the Indian Army were killed and several injured as the Pakistan Army responded to ceasefire violations by the Indian armed forces along the LOC.

DG ISPR Maj General Asif Ghafoor, in a tweet, said that ceasefire violations by the Indian armed forces over the past 36 hours, resulted in the death of three Indian soldiers.

He said two Pakistani soldiers were also martyred in the exchange of fire, from the Dewa Sector.

More than 60 Indian soldiers have been killed and many more maimed and injured in deadly skirmishes along the Line of Control (LoC) since February 27, Pakistan’s chief military spokesperson said.

LoC skirmishes have become more frequent and deadlier since the Feb 27 air battle with Indian troops deliberately targeting civilian population in violation of all military norms.

Solar eclipse darkens Pakistan's sky
The annular solar eclipse has begun in Pakistan after 20 years today’s (Thursday) morning.

This year’s solar eclipse has been named as ‘Ring of Fire’.

According to the Meteorological Department, the solar eclipse would also be visible from Eastern Europe, much of Asia, North & West Australia, Eastern Africa, Pacific Ocean and the Indian Ocean.

The Penumbral Eclipse that commenced at 07:30 Pakistan Standard Time (PST) will conclude at 01:06 afternoon.

The Met Office also informed that this will be the fourth last solar eclipse of 2019. The first three eclipses occurred on January 6, June 2 and July 3 respectively. However, these three eclipses were not witnessed in Pakistan.

The experts have cautioned people to be careful while witnessing the Eclipse, as looking directly towards the sky could cause permanent damage to the eyes.

An annular solar eclipse happens when the Moon covers the Sun’s center, leaving the Sun’s visible outer edges to form a “ring of fire” or annulus around.

According to the PMD, maximum magnitudes of the eclipse at major Pakistani cities will be as follow:

The maximum magnitude of solar eclipse visible in Karachi will be 0.77, at 08:46 PST, Islamabad 0.49 magnitude at 08:58 PST, Quetta 0.64 magnitude at 08:48 PST, Peshawar 0.50 magnitude at 08:56 PST, Lahore 0.52 magnitude at 08:58 PST, Gilgit 0.43 magnitude at 09:01 PST and Muzaffarabad 0.47 magnitude at 08:59 PST.

Pakistan to witness first solar eclipse in 20 years on Thursday

Pakistanis will be able to witness the annular solar eclipse after 20 years on Thursday morning.

According to researchers, it would be an ideal celestial gift this time as the earth shall cover 97% of the centre of the sun, offering for a few minutes appearance of the "ring of fire" on the sky.

The eclipse will begin at 7:35 am (local time), turning into a total eclipse at 8:46 am and ending at 10:30 am, said Professor Dr Muhammad Jawed Iqbal, Institute of Space and Planetary Astrophysics (ISPA), Karachi University.

Dr Jawed warned people not to look directly at the sun without any protective eye apparatus as it could damage their eyesight. The radiation will be much more direct than it was during the last solar eclipse that occurred 20 years ago.

Dr. Iqbal said elaborate arrangements to observe the annular solar eclipse, with due provision for needed safety, have been made at the Astronomical Observatory.

Will present evidence against Rana Sanaullah at the right time: ANF

The Anti-Narcotics Force (ANF) said on Wednesday that the evidence against former Punjab Law Minister Rana Sanaullah will be presented at the right time.

ANF Chief Prosecutor Raja Inam held a press conference at the headquarters of the force in Rawalpindi. He said that a case was registered against Sanaullah on July 1, 2019. He said that the ANF had produced a challan in the court on July 23, without any delay.

On Tuesday, the LHC granted post-arrest bail to the former provincial minister in a 15-kg heroin recovery case, lodged by the ANF.

Inam said that testimonies from witnesses, evidence, and the chemical examiner's reports had been provided to the court. He said that an impression was being created about the ANF that it was trying to delay the proceedings of the case.

"Now, it is up to the suspect to tell his side of the story," he said. "We will disclose evidence against Sanaullah at the right time."

Th prosecutor said that the PML-N leader's first bail petition was rejected by a trial court. A second time, he said, Sanaullah's appeal was again rejected. He said that the case had been delayed 16 times ever since the proceedings began.

"We have appealed to the court to hear this case on a daily basis," he said.

Inam said that the prosecution had not been heard in the case. He said that the ANF will clarify its position after the detailed verdict is given by the Lahore High Court (LHC).

According to the ANF challan, Sanaullah had admitted to the investigating officer that he had been smuggling narcotics for many years.

Sanaullah and the PML-N have denied ANF's allegations and claimed that the leader's arrest is a case of political revenge.

Iran, Russia and China are set to hold joint military drills in the internationals waters of the Indian Ocean and the Sea of Oman with the aim of promoting the security of international trade in the strategic regions, says the spokesman for Iranian Armed Forces.

“The joint drills of Iran, Russia and China will be held as of Friday for four days in the northern Indian Ocean and the Sea of Oman,” Brigadier General Abolfazl Shekarchi said at a press conference on Wednesday.

He said the drills are of high significance as “the Indian Ocean and the Sea of Oman are among the world’s key trade routes and many countries commute in the [two] regions and therefore establishing security there is important and vital.”

He said that Iran has always proved to be contributing to the establishment of security in international waters, including the Indian Ocean and the Sea of Oman, adding that the forthcoming drills are meant to promote the security of international trade in the region in the face of threats posed by maritime terrorism and piracy.

The drills convey the message of security and stability for all world countries, Shekarchi said, adding that sharing experience in maritime rescue operations was also pursued in the maneuvers.

Confirming Russian participation, Foreign Minister Sergei Lavrov said, “We, the People’s Republic of China, and Iran are preparing naval drills for fighting terrorists and pirates in this part of the Indian Ocean.” Commenting on the trilateral exercise, Lavrov said on October 2 that the exercise will be undertaken to train their forces in anti-piracy and anti-terrorism efforts.

Analysts describe the drills as a “show of strength” by Iran and its allies in the wake of recent escalations in the region.

Observers also believe the drills represent the China-Russia-Iran relationship and convergences formed due to various trends and developments, including growing opposition to the United States that has risen further under President Donald Trump, according to a recent report by the online Washington-based international news magazine The Diplomat.

Over the past years, Iran has held several naval drills with different countries, including India, Oman, Pakistan and Russia, but the upcoming joint drills with China and Russia will be the first of its kind since the 1979 Islamic Revolution.

The drills, dubbed "Marine Security Belt," come amid heightened tensions between Tehran and Washington, which have intensified since last year when Trump unilaterally withdrew the US from the 2015 multilateral nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), and unleashed the “toughest ever” sanctions against the Islamic Republic as part of Washington’s "maximum pressure" policy against Tehran.

A series of “suspicious” attacks on tankers near the Persian Gulf, which Washington blamed on Iran but Tehran categorically denied, further added to the row.

Following the attacks and in a declared attempt at increasing security in the shipping lanes in the Middle Eastern waterways, the US announced the formation of a maritime coalition with some of its allies, including Saudi Arabia, in a bid to mount pressure on Iran. Most European governments, however, declined to participate.

Iranian President Hassan Rouhani has rejected the American naval coalition, emphasizing that only regional countries can safeguard the security of the Persian Gulf and the Strait of Hormuz.

Back in September, Rouhani also unveiled a regional peace plan at the UN General Assembly and invited all countries that are affected by developments in the strategic region to join the initiative, dubbed Hormuz Peace Endeavor (HOPE).

"We do not tolerate provocative intervention of foreigners and shall firmly respond to any sort of act of aggression against our security and territorial integrity," Rouhani said in an address to the 74th session of the United Nations General Assembly on September 25.

He said that Iran’s security doctrine is that of safeguarding peace and stability in the Persian Gulf and providing security for navigation in the Strait of Hormuz, adding that the safety of this vital energy route can be guaranteed provided that security becomes a common interest of all regional states.

As a steward of maritime security in the Persian Gulf and the Strait of Hormuz, Iran invites all countries that are affected by developments in the strategic region to join its initiative, dubbed Hormuz Peace Endeavor (HOPE), Rouhani said.

“This initiative entails different sectors such as cooperation in providing collective energy security, freedom of navigation and free flow of oil and other [energy] resources from and to the countries off the Strait of Hormuz and beyond that,” Rouhani said.

Russia has also its own initiative, the Collective Security in the Persian Gulf, backed by China and Iran, which says supports any plan aimed at fostering regional security.

Moscow submitted its initiative to the United Nations in two identical letters addressed to the UN Security Council and the General Assembly on July 30, underlining the need for an “effective” measure to boost stability in the Persian Gulf.

“In the current conditions, energetic and effective action is needed at … international and regional levels in the interests of improving and further stabilizing the situation in the Persian Gulf, overcoming the prolonged crisis stage and turning this sub-region to peace, good neighborly relations and sustainable development,” the letters read.

“Practical work on launching the process of creating a security system in the Persian Gulf may be started by holding bilateral and multilateral consultations between interested parties, including countries both within the region and outside of it, UN Security Council, LAS (League of Arab States), OIC (Organization of Islamic Cooperation), GCC (Persian Gulf Cooperation Council),” they added.
