Coronavirus: Trump writes letter to Kim Jong-un, Offering Help in Virus Fight

U.S. President Donald Trump has sent a letter to North Korea’s leader, Kim Jong-un, expressing his willingness to help the North battle the coronavirus, North Korea said on Sunday.

“I would like to extend sincere gratitude to the U.S. president for sending his invariable faith to the Chairman,” said Kim Yo-jong, the North Korean leader’s sister and policy aide, in a statement carried by the North’s state-run Korean​ Central​ News Agency. Ms. Kim lauded Mr. Trump’s decision to write the letter as “a good judgment and proper action.”

The letter reportedly contained praise for Mr Kim's efforts to defend his people from the disease, which has killed thousands of people around the world.

In the letter, Mr. Trump “wished the family of the Chairman and our people well-being,” Ms. Kim said, referring to his brother by one of his official titles.

According to Ms. Kim, Mr. Trump also explained his plan to move relations between the two countries forward and “expressed his intent to render cooperation in the anti-epidemic work, saying that he was impressed by the efforts made by the Chairman to defend his people from the serious threat of the epidemic.”

The White House confirmed that Mr. Trump had sent Mr. Kim a letter but did not comment on its specifics.

Mr. Trump and Mr. Kim have repeatedly touted their unusual relationship. They exchanged a number of personal letters before and after their first summit in Singapore in 2018, and at one point Mr. Trump said he and Mr. Kim had fallen “in love.”

But relations between Pyongyang and Washington ​have cooled since the leaders’ second summit meeting, held in Vietnam in February of last year, collapsed over differences regarding how quickly North Korea should dismantle its nuclear weapons program and when Washington should ease sanctions.

Since then, Mr. Kim has repeatedly said that North Korea was no longer interested in diplomacy with the United States unless it changed what he called its hostile policy, including sanctions. He also warned that the North no longer felt bound by its self-imposed moratorium on testing nuclear weapons and long-range ballistic missiles​.

On Saturday, Mr. Kim attended the testing of two short-range ballistic missiles by ​his military.

Ms. Kim said on Sunday that her brother had “mentioned his special personal relations with President Trump again and appreciated the personal letter.” But she said good personal relations between the two leaders were not enough to improve their countries’ ties.

“We try to hope for the day when the relations between the two countries would be as good as the ones between the two top leaders, but it has to be left to time and be watched whether it can actually happen,” she said. “However, we will never lose or waste time for nothing, but will keep changing ourselves to be more powerful for that time just as how we made ourselves for the past two years.”

A senior Trump administration official, who insisted on anonymity, said the president’s letter was consistent with his efforts to engage world leaders during the coronavirus pandemic. The official said Mr. Trump looked forward to continued communications with Mr. Kim.

North Korea is highly vulnerable to epidemics because of the decrepit state of its public health system and the international sanctions imposed over its nuclear weapons and ballistic missile programs, which make it hard to ship aid there.

Officially, the North has reported no coronavirus cases, ​although it says it is waging an all-out campaign against the virus. ​ Outside health experts fear that the isolated country might be hiding an outbreak.

Former Chief Minister of Punjab Shahbaz Sharif announced on Saturday that he had taken the decision due to the deteriorating situation of the coronavirus in Pakistan.

A Sharif family source said that Nawaz Sharif will undergo a cardiac intervention surgery next week and Shahbaz Sharif wanted to be with him during the procedure but Nawaz Sharif directed him to be in Pakistan and use his expertise of dealing with the dengue and help deal with the corona crisis.

Shahbaz Sharif said: “I am returning to Pakistan on the direction of my leader Nawaz Sharif. I believe my services are needed in Pakistan at this time of crisis. Nawaz Sharif has asked me to help victims of the coronavirus and be among the masses during their time of need.

” The former Punjab chief minister was in London since 20th of November 2019. Shahbaz brought his brother Nawaz to London last year for medical treatment, after the former prime minister was allowed to fly abroad.

The PML-N president said that he was in London for his brother Nawaz' medical treatment. However, Nawaz told him to return to Pakistan as that should be his priority. "I have decided to return to the country after Nawaz gave me permission to do so," he said. "I am leaving for Pakistan today."

He further said that as Leader of the Opposition in National Assembly, it was his obligatory for him to return to Pakistan as soon as he could.

US Embassy says it is coordinating with Pakistan after diplomat show coronavirus symptoms

The Embassy of the United States in Pakistan confirmed on Saturday that one of its employees in the capital was suspected of contracting the novel coronavirus.

"We are aware of reports of a COVID-19 case related to an Embassy Islamabad employee. Due to privacy concerns, we are not able to share additional information," a US Embassy spokesperson said in a statement released to the media on Saturday afternoon.

The spokesperson added that the embassy was also aware of another report that another employee of the embassy, who arrived at Islamabad airport on Saturday morning, was showing signs of the illness. "That employee is currently being evaluated," the spokesperson said.

According to the press release, the US Department of State had reaffirmed that it had no greater responsibility than the safety and security of US citizens overseas and locally-employed staff.

"In coordination with Pakistani authorities, the Embassy in Islamabad is implementing all appropriate measures to help control the spread of COVID-19," the spokesperson noted.

US diplomat tests positive for virus symptoms
A US diplomat tested positive for coronavirus symptoms at the Islamabad airport on Saturday, official documents by the health department had revealed.

According to the documents, the diplomat had arrived in Islamabad from Doha. Sources said the diplomat, instead of being shifted to a hospital, had been moved to an isolation ward at the American Embassy.

The number of confirmed cases in Pakistan rose to 531 on Saturday after Sindh and Balochistan reported more cases. Globally, 185 countries have been affected, more than 11,000 people have died and more than 270,00 infected by the disease as it spreads rapidly to new territories.

Medical equipment to be exempted from taxes

The government has exempted import of 61 diagnostic support and personal protective equipment (PPEs) from all duties and taxes for a period of three months in order to reduce the rising prices in the domestic market.

The government has also allowed the use of non-utilised amount of the World Bank-funded projects worth $40 million for purchase of COVID-19 equipment.

The decision on duty waiver came through three different notifications — SRO235, SRO236 and SRO237 — issued by the Federal Board of Revenue (FBR).

The decision was much awaited with a spike in coronavirus cases in Pakistan and shortages in supply of these items, especially PPEs, in the local market.

In order to combat the virus, Minister for Economic Affairs Hammad Azhar said in a tweet, non-utilised funds had been immediately redirected from the $40m World Bank projects and cleared to be used by the federal and provincial governments for COVID-19 equipment purchases and responses — $7.5m by Punjab, $10m by Sindh, $7m by Khyber Pakhtunkhwa, $2m by Balochistan and $13.5m by the Centre.

However, he clarified that the allocation of such funds between the provinces was not determined by the federal government. It was simply a reallocation of non-utilised funds going back to the same provinces where they were lying unused earlier, the minister said, adding that the $40m amount was a part of the $600m package being arranged.

As per notifications, the government exempted import of PPEs – suits, masks, gloves, goggles and head covers – from customs duty, regulatory duty, additional customs duty, sales tax and withholding tax. Customs duty on these items is meagre but it attracts the standard rate of 17pc sales tax on import. There is also income tax in the range of 4.5pc to 5pc on import of all these items.

As per notifications, the government withdrew duties and taxes on import of powdered air purifying respirators, nitrile gloves, latex gloves, goggles, face shields, gum boots, mackintosh bed sheets, surgical masks, multimode ventilator with air compressor, vital sign monitor with 21BP, ICU-motorised bed with side cabinet and over bed table, syringe infusion pump, infusion pump and electric suction machine.

The list also includes blood gas analyser, AMBU bag, airways, Diaflow, disposable nebuliser mask kit, ECG electrodes, endotracheal tubes of all sizes, humidifier disposable flexible, IV canola of all sizes, IV chambers, oxygen recovery kit, padded sheets, stomach tube, stylet for endotracheal tube, suction tube control valve, tracheostomy tube 7, 7.5, 8, ventilator circuit, ventury masks, disposable shoes cover (water proof), defibrillator, X-ray mobile machine, simple nebuliser, ultrasound machine, non-invasive BIPAP, ECG machine, pulse oximeters, ripple mattress, life technologies 7500 real time PCR with RNasep instrument verification kit and complete guides documentation and software.

The list also includes bio-safety cabinets class-II type, autoclave 50-litre capacity, multi-channel pipette 5-10ml, single channel pipette set of four, multi-channel pipette 20-200ml, vacuum fold, mini spin, PCR chambers, PCR kits (95 tests) for suspects diagnosis, QIAMP viral RNA mini kit, viral transport medium, refrigerator/ freezer-20 CModel MPR-414 F, Dr Oligo synthesiser, vortex machine-3000 RPM 220v, refrigerated centrifuge machine temperature range 20-40 model, UPS 6KVA APC smart, tyvek suits, N-95 masks, biohazard bags (18 litres).

The government will also impose a ban on export of medical equipment. The Ministry of Commerce has yet to notify the ban on export of masks. The draft notification is still with the law division. Meanwhile, it is believed that the export of masks is stopped by the customs authorities on a letter from the Drug Regulatory Authority of Pakistan.

Similarly, the commerce ministry will have to ensure availability of 100,000 litres/per month of 99.9pc pure ethanol for the country’s requirements by regulating export of ethanol. Local manufacturers will be taken on board for mass production of ethanol-based hand sanitisers in required quantity.

FM Qureshi echoes PM Imran's demand to lift Iran sanctions

 Foreign Minister Shah Mahmood Qureshi on Saturday echoed Prime Minister Imran Khan’s demands to end sanctions against Iran, as the novel coronavirus continued to claim victims in Iran and affect people in Pakistan.

The foreign minister spoke to his German counterpart Heiko Maas over the phone where he expressed concern over Iran’s situation. He said that Iran was facing difficult circumstances and economic sanctions against Iran were making it difficult for the country to contain the coronavirus.

FM Qureshi said that Iran needed medicinal drugs, ventilators and other medical equipment to tackle the pandemic. He said that the economic sanctions posed against Iran were making it difficult for the country to do so.

He urged the world to forge unity within its ranks to battle the virus which has claimed more than 10,000 lives around the globe and infected more than 200,000.

Maas, on the other hand, informed Qureshi that 68,000 Germans had been affected by the coronavirus and 68 had died. He said that the G-7 conference and the European Union Foreign Ministers Conference was about to be held during which the economic sanctions against Iran will be discussed. 

On Friday, Prime Minister Imran Khan urged the international community to lift sanctions from the coronavirus-hit Iran, as the country continues to report deaths and affectees from the infection. 

PM Imran's comments came after Iranian President Hassan Rouhani wrote to him asking for help in dealing with the novel coronavirus outbreak that has now killed at least 1,433 people in Iran.

"I would stress and insist to the international community to lift the sanctions on Iran," he had said at a press conference.

"It is very unjust they are dealing with such a large outbreak on one side, and on the other they are facing international sanctions."

Pakistan's foreign office did not provide any additional details on Rouhani's letter to Khan.

Iranian Foreign Minister Mohammad Javad Zarif had taken to Twitter on Tuesday to say that US sanctions were "impairing" Iran's ability to fight the COVID-19 disease.

Under the Trump administration, the US withdrew from a landmark nuclear deal and began reimposing punishing sanctions on Iran in 2018, blocking banking transactions and oil sales, among other sectors.

Tensions have soured further since the US assassination of Iranian commander Qasem Soleimani in January.

Sindh Government in an effort to raise awareness about precaution and prevention against coronavirus has decided to introduce online classes to teach the masses how to protect themselves and their loved ones during the outbreak.

The decision has been taken mutually by the Sindh Healthcare Commission and The Medical Microbiology & Infectious Diseases Society of Pakistan (MMIDSP) as a means to fend of the global epidemic.

In the first phase hospital staff and paramedics will be given proper training and guidance upon dealing with the COVID-19, coronavirus whereas a crackdown operation is underway against opportunistic quacks and makeshift laboratories who are looking to reap benefits in times of a global calamity.

So far 52 labs have been inspected by quality assurance teams that have deemed 19 under par while three have been completely shut down after failing to meet the bare minimum of health standards.

A total of 3052 hospitals, clinics, and labs have been sealed since the initial outbreak.

1132 healthcare centers have been sent legal notices to improve healthcare practices.

Govt promises full payment of refunds before month-end

The government on Friday promised full payment of refunds to exporters within the current month following complaints that export industries were facing liquidity crunch due to non-payment of rebates and tax refunds.

The decision was reached at a meeting presided over by Finance Adviser Dr Abdul Hafeez Shaikh with representatives of export sectors.

It discussed issues exporters had been facing after the outbreak of coronavirus and the evolving position of the global economies and its impact on the local sector. Commerce and austerity advisers were also present during the meeting.

The delegation briefed Shaikh that due to the coronavirus pandemic, global economies have gone into a recessionary phase and demand for their products, especially apparel, had reduced considerably. Exports, which had shown an improvement in February and March, will receive a setback in the coming months, the government team was explained.

In view of the changing position of global trade, they had been facing problems with their cash flow situation and need help and assistance from the government mainly in expediting the re-payments/refunds due so that they could come out of this crisis and could resume their business as early as possible.

The delegation presented a list of proposals that could help improve on their liquidity position and to run businesses in the current situation when they are not expecting further orders and faster recoveries from international buyers. It apprised the government that they had decided not to lay off their daily wage staff in this difficult time.

Shaikh assured the exporters that the government had no desire or policy to keep the money even a day longer and nor find any reason to delay the repayments. Theey were told that the government would do anything possible to ease out the exporters and was committed to provide relief with earlier repayments of rebates, duty drawback and GST refunds.

The adviser also committed that GST refunds will be cleared by end of March and export rebates will be granted within April. He directed Secretary Finance and FBR chairperson to hold meetings with the relevant stakeholders and provide relief to the export sector as much possible.

The government team also appreciated the decision taken by All Pakistan Textile Mills Associations not to lay off their labour in time of crisis and advised them to take care of their workers.

The textile exporters complained that FBR system did not cater for additional sales tax being collected on account of 3pc ad valorem under the 12th schedule. As a result, claims were being rejected as the portal wrongly classified them as commercial importers.

They reported total refundable sales tax amounts of about Rs155bn so far and the FASTER programme was not properly functional. The textile exporters told the government that they were facing liquidity crunch while the Europeans buyers had requested deferment of cargos following COVID-19 crisis.

SC moved to impose health emergency amid coronavirus pandemic

Supreme Court of Pakistan (SC) was on Saturday approached for imposing health emergency in the country amid increasing cases of coronavirus in the country.

The residents of Islamabad filed a plea in the court for imposing health emergency along with imposing a curfew to restrict movement of masses.

“Only those going out for emergency should be allowed to travel,” the plea said further seeking court directives for the government to conduct 10,000 tests on daily basis.

It further called for provision of sanitizers and masks to masses besides ensuring adequate facilities at all quarantines centres established in the country.

The plea before the apex court also sought release of prisoners jailed over petty crimes.

It is pertinent to mention here that the the number of confirmed coronavirus cases in Sindh on Saturday jumped to 297 as Sukkur reported 15 new cases. The country’s tally after the latest figures has jumped up to 534 cases.

According to the Sindh Health Department, the new cases were reported in pilgrims from Taftan being quarantined in Sukkur.

So far 559 pilgrims from Taftan have been tested out of which 166 cases were reported positive and 242 were tested negative.

Three of the patients have been discharged from the hospital after recovering from the virus. Two of the patients were discharged from Karachi and one from Hyderabad.

Yesterday, Pakistan had reported its third coronavirus death as 77-year-old patient passed away in Karachi, Sindh Health Minister Dr Azra Fazal Pechuho had confirmed.

Shehbaz Sharif departs for Pakistan

PML-N President Shehbaz Sharif will return to Pakistan on Sunday morning after remaining in the United Kingdom for over four months, his party announced on Saturday.

Shehbaz, who is the Leader of the Opposition in the National Assembly, decided to return to the country "in view of the situation of the spread of coronavirus", PML-N spokesperson Marriyum Aurangzeb said in a statement.

The PML-N president had left for London in November last year along with PML-N supremo and his older brother Nawaz Sharif, who was allowed to travel abroad by the government and courts to seek medical treatment.

Aurangzeb said although Nawaz was scheduled to undergo surgery next week, Shehbaz "decided that his presence among the [Pakistani] people was more important".

She said the PML-N president is returning to "play his role in saving the nation from coronavirus" in the country and other efforts.

According to the party, Shehbaz will arrive in Islamabad early on Sunday morning on a Pakistan International Airlines (PIA) flight.

“The government’s efforts will only be successful if the public takes precautions themselves. It is the job of every Pakistani to listen to the precautionary measures put out by the government and the health department,” he said.

He added that no danger can shake the resolve of a responsible and determined nation, pointing to China as an example.

“Pakistan Army as a part of the national effort will also be responsible. We, the Pakistan Army, believe it is our duty to protect the nation,” Gen Bajwa added.

Last week, the army chief had urged all concerned parties to "gear up preparations" to counter the virus.

According to the military’s media wing, the Corps Commanders Conference at the General Headquarters had discussed emerging situation with regards to COVID-19 and the preventive measures taken by the Pakistan Army. The army chief directed all concerned to gear up preparations in support of national effort to counter this pandemic in case of any eventuality.

On Thursday, Italy overtook China as the country to register most deaths from the highly contagious respiratory disease.

The total number of cases in Italy rose to 47,021 from a previous 41,035, a rise of 14.6%, the Civil Protection Agency said.

In its most complete analysis of the outbreak yet published, the national health institute (ISS) said the average age of those who died was 78.5 years, with the youngest victim aged 31 and the oldest 103. The median age was 80.

Some 41% of all those who died were aged between 80-89, with the 70-79 age group accounting for a further 35%.

Italy has the oldest population in the world after Japan, with some 23% of people aged over age 65. Medical experts say these demographics could explain why the death toll here is so much higher than anywhere else in the world.

The ISS report, based on a survey of 3,200 of the dead, said men accounted for 70.6% of the deaths and women 29.4%. The median age for the women who died was 82 against 79 for men.

By comparison, the median age of those who tested positive for the illness was 63.

A deeper analysis of 481 of the deceased showed that almost 99% of them were suffering from one or more medical condition before catching the virus. Some 48.6% had three or more previous pathologies.

A total 73.8% had had high blood pressure, 34% had diabetes and 30.1% had heart disease.

On being admitted to hospital, 76% had a fever, 73% had breathing difficulties, 40% had a cough and 8% had diarrhea.

The median time between the onset of the first symptoms and subsequent death was eight days, with the median time spent in hospital just four days.

Of the 3,200 deaths reviewed in the survey, only nine were aged less than 40, all but one of them men.

In the first phase, 50 trucks with fresh fruits and vegetables entered Afghanistan after clearance from customs officials.

The officials said that the clearance process was completed late on Friday.

It is pertinent to mention here that Pakistan had sealed the Chaman border on March 1 in order to contain the spread of the novel coronavirus.

All cross-border movement was suspended as Islamabad made hectic efforts to screen travelers for the virus.

The prime minister had given directions on Friday to open the Chaman-Spinboldak border as a gesture of support to war-torn Afghanistan.

“Despite the global pandemic of COVID-19, we remain committed to supporting our Afghan brothers and sisters. I have given instructions to open the Chaman-Spinboldak border and let trucks crossover into Afghanistan. In this time of crisis, we remain steadfast with Afghanistan,” PM Imran said in a tweet.

Earlier this week, two patients from KP who tested positive for the coronavirus had died, officials said. The patient from Sindh who passed away on Friday was the first death from local transmission of the virus.

To Combat Coronavirus: FBR exempts health safety items from taxes

Federal Board of Revenue (FBR) has exempted all kinds of diagnostic support and health safety items from taxes, including Income Tax, Sales Tax and Customs Duty, for a period of three months, in order to combat the coronavirus pandemic in Pakistan.

According to details, the FBR issued Statutory Regulatory Orders (SROs), related to Customs Duty, Income Tax and Sales Tax, on Friday night, and exempted taxes on a number of health diagnostic support items.

These items include medical equipment/machinery, apparatus like coronavirus detection kits, surgical masks, multi-mode ventilators with air compressors, face shields, and other medical supplies.

The period of three months for which the taxes have been waived may be extended for another three months by the FBR on the recommendation of the Ministry of National Health Services Regulation and Coordination, if the adverse circumstances created by the pandemic continue to prevail.

According to SRO 235(1)/2020 issued by the FBR, in exercise of the powers conferred by Section 19 of the Customs Act 1969 (IV) of 1969, the federal government has exempted these items from the customs duty, regulatory duty and additional customs duty, for a period of three months from the date of issuance of the notification.

Under the SRO.237(I)/2020, sales tax exemption would be applicable on the import and subsequent supply of 61 items from payment of sales tax for a period of three months, starting from the date (March 20) of issuance of the notification.

Through an SRO 23 (1)/2020 issued on Friday, in exercise of powers conferred under sub-section (2) of Section 53 of the Income Tax Ordinance, 2001, the federal government has further amended the Second Schedule to the Income Tax Ordinance.

The provisions of Section 148 shall not apply to the import of following goods for a period of three months starting from date of issuance of the notification, the amendment reads.

Pence has been the Trump administration's point person on coordinating the government's response to the coronavirus pandemic.

While the staffer is the closest confirmed case to Pence that is publicly known, it isn't his first potential brush with the virus.

At least two people tested positive for the coronavirus after attending the American Israel Public Affairs Committee's Policy Conference in Washington, which was attended by Pence as well as several lawmakers and aides.

Both Pence and President Donald Trump attended the Conservative Political Action Conference last month, where a high-profile attendee also tested positive for coronavirus. Interactions with that attendee sent multiple Republican lawmakers into self-quarantine in the weeks following the conference.

There is no indication that either Trump or Pence "met with or were in close proximity to the attendee" after attending the conference, White House press secretary Stephanie Grisham said in a statement earlier this month.

As of Monday, Pence had not been tested for the virus.

As the head of the coronavirus task force, the vice president has maintained fairly smooth relationships with the Democratic governors of states hit hard by the virus and projected an image of calm and organization in his near-daily appearances at the White House briefing room lectern to update the nation on the task force's efforts.

Pence's task force still faces serious obstacles. The federal government still does not have a handle on the scale of the pandemic in the US, due to early missteps and insufficient testing. Hospitals are beginning to express serious concerns about shortages of crucial medical equipment, from protective gear to ventilators.

Recent cases on Capitol Hill have added to fears of community spread of coronavirus among Washington politicians.

Shah Mahmood Qureshi said the government is taking all possible measures to contain spread of Coronavirus.

He said people should implement the instructions being given by the government and take preventive measures so that this difficult situation could be dealt with successfully.

Amazon CEO in trouble, U.S. senators question on coronavirus safety at warehouses

Four Democratic U.S. senators on Friday expressed concern in a letter to Amazon.com Inc Chief Executive Jeff Bezos that the world’s largest online retailer has not given enough support to warehouse staff during the coronavirus outbreak, according to a copy of the message seen by Reuters.

The lawmakers, led by Cory Booker and including presidential candidate Bernie Sanders, pointed to a news report that said disinfectant wipes and sanitizers were in low supply at Amazon facilities.

The letter said workers risked poor performance ratings if they took sufficient time to wash their hands after coughing or sneezing on the job, also citing a news report.

“Any failure of Amazon to keep its workers safe does not just put their employees at risk, it puts the entire country at risk,” the letter said, noting the virus could survive up to 24 hours on cardboard such as Amazon packaging, according to media.

Amazon said the allegations about its practices “are simply unfounded.”

The senators’ letter reflects the intense pressure Amazon is under to keep warehouses, workers and the public safe while it delivers goods to consumers around the world, some of whom are under lockdown. It also reflects ongoing tensions between a company whose chief is the world’s richest person and Democrats who have long criticized its working conditions and pay.

The other signatories were Senators Robert Menendez and Sherrod Brown.

Seattle-based Amazon has seen a rush of business as a result of the coronavirus outbreak. Earlier this week it said it would receive only vital supplies at its U.S. and UK and other European warehouses until April 5, in order to free up inventory space for medical and household goods in high demand.

Amazon said it was helping communities in need while protecting its staff. It has staggered work times, ended stand-up meetings during shifts and required hand-washing after someone sneezes or coughs. Employees have allotted time to wash their hands whenever they desire, without hurting their performance, the company said.

“We have taken extreme measures to keep people safe, tripling down on deep cleaning, procuring safety supplies that are available, and changing processes to ensure those in our buildings are keeping safe distances,” Amazon said.

The senators’ letter asked the company to answer several questions in writing by March 26, including whether it would agree to cover employees’ COVID-19 test costs and whether it would offer paid sick leave to workers who are not diagnosed with the virus.

The company has announced other benefits for employees fearful of contagion, such as unlimited unpaid time off for hourly workers through the end of March.

The coronavirus has led to at least 11,311 deaths globally, largely in Italy and China. There have been employees at Amazon’s headquarters who have contracted the disease, as well as employees in Europe, where more than 200 workers staged a strike on Wednesday calling for the closure of a shipping center in Saran, south of Paris.

Amazon said this week it was closing a New York City delivery station for a period of cleaning after a worker there tested positive for the virus. The senators asked if Amazon would pledge similar temporary shutdowns should the same circumstance arise at facilities in the future.

One of the biggest U.S. employers, Amazon has opened more than 500,000 full- and part-time jobs in the country, many of them for fulfillment and delivery roles. It said this week it would hire 100,000 more U.S. warehouse and delivery workers to deal with the surge in online orders during the outbreak.

New York and Illinois on Friday followed California in telling tens of millions of people to stay at home in the most sweeping measures the United States has taken so far to try to contain the coronavirus crisis.

The moves, which impact more than 70 million people or about a fifth of the U.S. population, close all but essential businesses and require people to stay inside except for trips to grocery stores, pharmacies, gas stations and other “essential businesses.”

New Jersey Governor Phil Murphy said he planned to give similar orders shutting down all but essential businesses within the next 24 hours.
“To avoid the loss of tens of thousands of lives we must order an immediate shelter-in-place,” Illinois Governor J.B. Pritzker said on Friday, using a term that has commonly referred to mass shootings. Illinois includes Chicago.

The four states where governors have banned or will soon ban non-essential businesses and ask residents to stay home account for about 30% of the U.S. economy, the world’s biggest.

In New York City’s Central Park, several bikers and joggers were on the pathways, mostly alone but a few in pairs.

“It’s real and it’s scary, I hate it,” said physical therapist Kerry Cashin, 49, of the stay-at-home order. “I feel like I always knew it was going to go this way, but it made me scared.”

Just two dozen people milled outside Hollywood’s Dolby Theater in Los Angeles, the home of the Oscars, an area normally teeming with hundreds of tourists.

Zane Alexander, 27, said he was on his way to pick up his last paycheck “until lord knows when.” He had been working on a medical marijuana dispensary’s street team, a job that normally had him outside, but that team was disbanded until further notice.

“It’s totally understandable,” Alexander said, but added “I sure wish it weren’t the case.”
Retiree Jerry Rasmussen, 73, sat on a sunny public bench reading the San Francisco Chronicle in the city’s central neighborhood of Cole Valley, with hand sanitizer, gloves and a mask beside him.

“I figure being outdoors like this is pretty safe, as long as I’m not too close to anyone,” he said.

VENTILATORS NEEDED

Cuomo, in making his stay-at-home announcement, pleaded for more medical personnel and supplies such as ventilators and protective masks to treat coronavirus cases that could overwhelm the hospitals in his state of nearly 20 million.

“The ventilators are to this war what missiles were to World War Two,” Cuomo said. He said the state would “pay a premium” to companies that could provide more personal protective equipment, gloves and masks. He asked companies that might be capable of making these products to “get creative.”

Cuomo issued an executive order mandating all non-essential workforce to stay home and all non-essential businesses to close.

“Remain indoors, go outside for solitary exercise,” he said.

The pandemic that has swept the globe has also shattered lifestyles across much of the United States in the past week, shuttering schools and businesses, prompting millions to work from home, forcing many out of jobs and curtailing travel.

The health orders imposed on Thursday by California authorities on the state’s 40 million people allow for outside exercise as long as people stay six feet apart.

“We need to take it really seriously and prevent spread of the disease,” said venture capitalist Meredith Finn, 37, while walking her dog Brady in the affluent West Los Angeles neighborhood of Brentwood. “It’s definitely the right move.”

More than 1,000 cases have been confirmed in California, where 19 people have died. New York officials said the state has 7,102 confirmed cases and of those, 4,408 are in New York City, the most populous U.S. city with about 8.5 million people. Thirty-eight have died in the state.

Washington state, where the first U.S. coronavirus cluster emerged, has since March 16 closed bars, restaurants and recreation and entertainment facilities, and has banned all gatherings of more than 50 people.

More than 220 people have died in the United States and over 14,100 cases had been confirmed by Friday afternoon, the surge in cases reflecting an increase in testing. Health experts believe the actual number of COVID-19 cases to be far higher.

In Washington, D.C., President Donald Trump and other officials told reporters the United States was working with Mexico to suspend non-essential travel at the border. The border with Canada already is closed to non-essential traffic.

With businesses closing and daily life grinding to a near halt, and the U.S. unemployment benefits program about to face its biggest test in more than a decade, the Trump administration announced more moves to give relief to workers and students.

Tax filing day was moved to July 15 from April 15, while interest and payments on federal student loans were suspended for at least the next 60 days.

He made an important announcement saying that the daily-wage workers will continue to get their wages and it will not be suspended.

Highlighting further measures under the provincial government, the CM Punjab said that eight hotels in Lahore, with a capacity of total 880 beds, have been identified to assist in the process of quarantine.

Buzdar also announced a chief minister emergency fund, asking the affluent to donate as much as they can.

Cases continue to mount in Punjab
Later in the day, Chief Minister Punjab confirmed more than 90 cases of coronavirus in the province.

"I can confirm that there are currently 96 #COVID19 positive cases in Punjab," he said in a tweet.

Sindh to 'go into complete isolation for three days' as local cases shoot up: Murad Ali Shah

The Sindh province will go under a three-day lock-down, Chief Minister Murad Ali Shah announced on Friday, as the number of local — or 'social contact' — cases rose from 40 to 51.

"People should go into complete isolation for three days," Shah said during the 23rd meeting of the provincial task force on coronavirus. "It is important for people to remain inside their homes" for themselves and other's safety.

During its briefing to the committee, the Sindh health department informed the participants that there were 151 cases in Sukkur. The results of 420 samples from Sukkur Phase 2 were yet to be released as were those of 83 samples from Larkana.

'Extremely concerning'

The local cases in Sindh, on the other hand, rose to 51, the provincial health department told the meeting.

"1,874 suspected cases of coronavirus were brought to the public hospitals today. Of these, 21 have been tested," the department added. "702 suspected cases of coronavirus were brought to the private hospitals today. Of these, five have been tested.

"In total, 31 flights carrying 3,710 passengers were scheduled today and all passengers who arrived have been screened. Samples of four passengers — who were suspected to have been infected by the coronavirus — have been obtained," the department noted.

CM Shah, in this regard, said the rising number of Sindh's local cases was "extremely concerning". "This is why I'm appealing to the people to stay inside their homes. People need not only save themselves but their children as well," he added.

No more than five people to gather

Inspector-General of Police (IGP) for Sindh Mushtaq Mehar said late Friday no more than five people should gather in the cars, on the roads or any other location and that legal action would be taken in case of violation.

"The first and foremost action against a pandemic is to limit people's movement. People should reduce their travelling [inside the city] to as less as possible," Mehar added.

Unnecessary meeting, gatherings, and social communication should be avoided, the IG noted, adding that police should issue a clear guidance on the limitation on people's movement.

Sindh govt refutes claims of Karachi curfew

The government of Sindh refuted claims of a curfew in Karachi, with the provincial education minister, Saeed Ghani, saying reports on social media about a curfew in the metropolis were wrong.

"No such decision has been made. We have only appealed to the people to stay inside their homes on March 21, 21, and 23 — the Pakistan Day public holiday," Ghani said. "People should not go outside during these three days."

Separately, the provincial education minister said on Twitter no decision had been made to impose a province-wide lock-down or curfew. CM Shah, he added, had appealed to people to stay inside their homes on the aforementioned three days.

US announces $1m fund for Pakistan to fight coronavirus

The United States is helping Pakistan in fight against novel coronavirus with initial funding worth one million dollars.

US Principal Deputy Assistant Secretary of State for South and Central Asian Affairs, Alice Wells Friday said the United States would provide one million dollars to Pakistan under USAID programme to bolster the monitoring and rapid response against Coronavirus.

Pakistan is grappling with spread of the pandemic of pneumonic disease with over 440 confirmed infections across the country.

In a tweet, she said that U.S. and Pakistan both are longstanding partners in tackling global health challenges. “The U.S. government is responding to #COVID-19 in #Pakistan with initial $1 million in USAID Pakistan funding to bolster monitoring & rapid response,” said the US official.

She further said that there are over hundred Pakistani graduates engaged in the lab training of Centers for Disease Control and Prevention, investigating Coronavirus cases in Punjab and Gilgit Baltistan.

Italy reports record number of new corona virus deaths with 627 a day

The death toll from an outbreak of coronavirus in Italy has leapt by 627 to 4,032, officials said on Friday.

An increase of 18.4% — by far the largest daily rise in absolute terms since the contagion emerged a month ago.

On Thursday, Italy overtook China as the country to register most deaths from the highly contagious virus.

Until Friday, Italy had never recorded more than 475 deaths in a single day, while China, where the contagion has slowed sharply, has never reported more than 150.

The total number of cases in Italy rose to 47,021 from a previous 41,035, an increase of 14.6%, the Civil Protection Agency said.

The hardest-hit northern region of Lombardy remains in a critical situation, with 2,549 deaths and 22,264 cases.

Of those originally infected nationwide, 5,129 had fully recovered on Friday compared to 4,440 the day before. There were 2,655 people in intensive care against a previous 2,498.

Prime Minister Imran Khan has urged the nation to adopt social distancing as a precautionary measure against the threat of coronavirus pandemic.

Talking to senior journalists in Islamabad on Friday, he said it is very important that people who show symptoms of coronavirus must self-quarantine them. He said the people should also limit their social gatherings for the next one or two months.

The Prime Minister said the situation is being monitored and tracked on daily basis to gauge its impacts. He said experiences of various countries, especially China, will be utilized to tackle the menace of coronavirus.

Imran Khan said the government is fully alert and vibrant to the threat and it has been decided that all federal ministers will be available in Islamabad during this crisis and there will not be any leave of them.

He said he will update the people about the coronavirus situation twice a week. He said no information will be withheld from people, so that prompt action can be taken.

Dispelling the negative impression created by some media channels on steps taken by federal government in the wake of coronavirus, the Prime Minister said the government was in constant contact with the Chinese government when the cases of virus first emerged in their country. Later, when the cases were traced in Iran, we also started communicating with Tehran regarding the situation.

He said Special Assistant on Health Dr. Zafar Mirza visited Taftan area to witness the situation first-hand. As a result, a lot of measures were adopted for better screening of patients of coronavirus in collaboration with army and civilian authorities. He said it is not right to blame anyone in this crisis.

The Prime Minister urged the international community to lift sanctions from Iran as they are dealing with this situation despite having limited resources and medical facilities.

Imran Khan said if the cases spike in Pakistan, four to five percent people may need hospitalization which will put a strain on available medical resources. He said even in advanced countries like Italy, the situation is becoming critical due to shortage of medical supplies.

He said role of media is very important in this situation as sensationalism could lead to panic that might make the situation worse. He referred to the example of panic in some Western countries where people are rushing towards grocery stores and emptying the shelves of stuff.

The Prime Minister said we have to strike balance between gathering of people and the safety of their livelihoods. He said we are going to provide incentives to construction industry to create employment opportunities. He said we want people to exercise discipline, rather than lock downing the whole cities.

Imran Khan said work is underway on creating a financial package that will be announced on Tuesday next. He said all stakeholders, including State Bank of Pakistan, Ministry of Finance and FBR are involved in the preparation of this package to provide incentives.

Prime Minister's Special Assistant on National Health Services said it has been decided to disseminate verified data about Corona affected people.

Interacting with senior journalists in Islamabad this evening, he said an update will be shared with the provinces on daily basis.

He underscored the vital and responsible role of the media in creating awareness and preventing panic among masses. He urged media not to share personal data of patients.

Speaking on the occasion, Advisor on Finance Dr. Abdul Hafeez Shaikh said the government is working on a joint strategy to bring a stimulus package for the areas of economy being hurt due to coronavirus.

He said the economic indicators of the country were showing progress before the eruption of coronavirus. He said as the global economy is slowing down due to the global pandemic, our exports are also likely to be impacted. It could also reduce the foreign remittances received by the country, besides plummeting the job creation opportunities.

Dr Abdul Hafeez Shaikh said a survey is being conducted to understand which industries are hurting the most in this crisis. He said as part of stimulus measures, taxes will be reduced on certain products while subsidies will be given on others.

The Advisor said every effort will be made that relief worth 280 billion rupees to farmers is not disturbed. He said disbursements under Ehsaas program will be accelerated so that vulnerable segments of the society are not impacted by the corona threat.

Pakistan's tally of COVID-19 cases rose to 453 on friday, after new cases were reported in Sindh, Balochistan, Khyber Pakhtunkhwa and Punjab.

Sindh Health Minister Dr Azra Fazal Pechuho has confirmed the death of a 77 year old COVID-19 patient in the province.

The minister Dr Azra said the patient was was a cancer survivor and had diabetes and hypertension when he contracted the virus. She added that the patient did not have any travel or contact history.

Earlier this week, two patients from KP who tested positive for the coronavirus had died, officials said. The patient from Sindh who passed away today was the first death from local transmission of the virus.

PM Imran Khan Orders to open Chaman Border

DGISPR Major General Babar Iftikhar Briefing related to control coronavirus

Director General Inter-Services Public Relations Major General Babar Iftikhar, taking over the briefing, said: “The army is in full swing to tackle the coronavirus alongside the civil governments.”

Addressing a press alongside SAPM Awan and Special Assistant to Prime Minister on Health Dr Zafar Mirza he said,“the army chief has directed all formations to inspect risk assessments at district and tehsil level and help civil administration tackle the pandemic,” he said.

“We are helping the governments with quarantine facilities as well,” he said, adding: “We are stationed at all the entry points; there is a comprehensive strategy in place.”

The Peshawar, Sialkot, Quetta, Faisalabad, and Multan airports will be operational from March 21 and the Army and Rangers personnel will help the civil administration there as well, he said.

 

Coronavirus spread out 170 countries

Spain has ordered all hotels in its territory to close to help stem the spread of coronavirus, under a new measure announced in the state official bulletin on Thursday.

The measure orders “the suspension of opening to the public of all hotels and similar lodgings, tourist accommodation and other short-term accommodation… situated on national territory,” the official notice published in BOE read.

Ayatollah Khamenei praises Iranians 

Iran’s Supreme Leader Ayatollah Ali Khamenei, in a live speech on state TV for the Persian new year, praised Iranians for their “dazzling” sacrifices to fight the coronavirus outbreak in the worst-affected country in the Middle East.
