Twenty-two candidates filed their nomination papers for 12 seats of Senate from Khyber Pakhtunkhwa on Saturday, quoting a spokesperson of the election commission.

Candidates of ruling Pakistan Tehreek-e-Insaf (PTI) Shibli Faraz, Sania Nishtar, Mohsin Aziz, Zeeshan Khanzada, Faisal Saleem, Farzana Javed, Hamidul Haq, Gurdeep Singh and Aurangzeb Khan submitted their nomination papers for the senate seats from KP at the election commission, a spokesperson of the ECP said.

JUI-F candidates Maulana Ata ur Rehman, Naeema Kishwar, Zubair Ali, Tariq Khattak and Ranjeet Singh also filed their nomination papers today.

Ten candidates have submitted their nomination papers, for 11 Senate seats from the province.

Those submitted their nomination papers for the senate election, scheduled to be held on March 03, included Kamil Ali Agha, Pervaiz Rasheed, Mushahidullah Khan, Muhammad Khan Madani, Saiful Malook Khokhar, Azeem ul Haq Minhas, Jamshed Iqbal and Saifullah Sarwar Khan Niazi.

Moreover, Azam Nazeer Tarar filed nomination papers for the technocrat seat and Dr. Zarqa Taimoor for the seat reserved for women.

It is to be mentioned here that the Election Commission of Pakistan has amended its schedule for the Senate election, extending the date of submission of the nomination papers till February 15 (Monday).

According to earlier schedule, Saturday(today) was the last day for filing of nomination papers for the election of the upper house.

Th Election Commission of Pakistan (ECP) had unveiled the schedule for the Senate elections in the four provinces on Thursday.

It is pertinent to mention here that Senate elections will be held on 11 seats from Punjab.

A total of forty-eight senators will be elected this time including 12 each from Khyber Pakhtunkhwa and Balochistan, while eleven each from Punjab and Sindh and two from Islamabad.

Election Commission of Pakistan (ECP) Sindh chapter has announced that so far 20 candidates have submitted their nomination forms for the Senate election from the province.

A spokesman for ECP Sindh said that out of the total nomination forms, 12 have been submitted by PPP candidates. “The PPP filed nominations on three technocrat seats and three seats reserved for women,” he said.

The spokesman further said that the MQM-P has also submitted nomination forms including four on general seats, one on seats reserved for women and another one on a technocrat seat.

It is pertinent to mention here that 22 candidates filed their nomination papers for 12 seats of Senate from Khyber Pakhtunkhwa on Saturday, quoting a spokesperson of the election commission.

Uzair Baloch is facing more than 52 cases and so far acquitted in over five cases by the court. He has been accused of committing 198 murders during the Lyari gang war.

Baloch had been arrested by the Rangers on January 30, 2016.

In April 2017, his custody was handed over to the Pakistan Army after he was accused of espionage. The Army handed him over to the police on April 6, 2020, after three years.

Prime Minister Imran Khan announced Saturday that he has launched urban forestry in Lahore on the lines of the Miyawaki technique used in Japan.

"I have launched urban forestry on the lines of Miyawaki technique in Japan where the trees grow 10 times faster and 30 times denser and is the best way to fight pollution," said PM Imran in a tweet.

 


The premier shared that 50 sites have been identified in Lahore for the campaign.

The PM said that the "first experiment" was in Liberty roundabout last year. He also shared an image of the roundabout from last year and this year to show the effectiveness of the technique.

The PM tweeted a day after he launched a countrywide spring tree plantation drive in the Miyawaki Urban Forest at Jilani Park in Lahore.

What is the Miyawaki technique?
The technique mentioned by PM Imran Khan was developed by Japanese botanist Akira Miyawaki and helps in building dense, native forests.

The approach is supposed to ensure that plant growth is 10 times faster and the resulting plantation is 30 times denser than usual.

It involves planting dozens of native species in the same area, and becomes maintenance-free after the first three years. The technique is alternatively known as the potted seedling method.

The method helps ensure a lowering of temperature, makes soil nutritious, supports local wildlife and sequestration of carbon.

The Miyawaki technique is used firstly by carrying out a soil survey. The survey helps in determining the soil texture in which plants should be planted.

Under the method, there is also a need to identify all native species in the area and saplings with the highest height between 60–80 centimeters.

To ensure it is a success tree species are selected as per the three layers like shrub layer, Subtree layer, tree layer, and canopy layer. It is also pertinent to mention that the same species are not to be placed next to each other.

Once the soil has been prepared and the trees are planted using the Miyawaki methodology the forest will be required to be monitored for three years.

After three years the forest becomes self sufficient.

A woman died in Haripur's Khanpur village after a powerful earthquake measuring a magnitude of 6.4 on the Richter scale jolted several cities of Pakistan late Friday night.

Tajikistan's Murghab city was the epicentre.

Tremors were felt in Islamabad, Peshawar, Rawalpindi, Mardan, North Waziristan, Swat, Multan, Sargodha, Faisalabad, and Lahore.

They were also felt in Killa Abdullah, Pishin, Toba Achakzai, Shangla, Buner, Malakand, Dir, and Chitral.

The control room of PDMA is operational and close liaison is being maintained with district administrations. The situation is monitored and DDMAs and the Disaster Response Force is on high alert to respond any untoward situation.

According to the Seismological Centre, the depth of the earthquake was measured at 80km. Citizens have been advised to be careful as aftershocks of the earthquake are expected.

Such a high-intensity earthquake jolted Pakistan after 1.5 years, and during the previous incident, Azad Jammu and Kashmir suffered significant damages.

Deaths and injuries


In Mardan and Dir, four women fell unconscious, while one woman was reported injured in Mansehra, say Rescue 1122 officials.

At the time of the earthquake, the woman from Haripur ran in fear and fell and died in the courtyard of her house, the rescue officials said.

As per the report of all DCs and the Disaster Response Force, no damage or loss of life has been reported so far.

The US Geological Survey put the quake's magnitude at 5.9 and centred 35 km (55 miles) west of Tajikistan in central Asia.

Earlier, Rescue Punjab, speaking to such News, had said that despite such a high-intensity earthquake, no casualties were so far reported

Director-General Rescue Punjab has issued a high-alert, according to a spokesperson.


Khyber Pakhtunkhwa


Similarly, in Khyber Pakhtunkhwa, rescue officials said that citizens could call 1700 to inform the authorities of any losses, adding that a few injuries were reported, but there have been no deaths.

Azad Jammu and Kashmir


In the adjacent areas of Muzaffarabad, the intensity of the tremors was intense, including Neelum, Jehlum, Bagh, Poonch, Mirpur, and other areas.

Police and rescue officials said that two people were injured so far in Bagh, however, no life losses were reported.

In Muzaffarabad, where a 2005 earthquake wreaked serious destruction, there was mass panic, according to witnesses and many rushed out of their homes in fear.

"I thought it's the same like what had hit us in 2005. My children started crying," said Asif Maqbool, a resident in Madina Market, a neighbourhood of Muzaffarabad that was almost flattened in the 2005 quake.

Gilgit Baltistan


In Gilgit-Baltistan, Astore, Diamer, Hunza, and all four district of Baltistan were hit by the earthquake. People came out of their house and began praying.

Prayers for the nation
Responding to the development, PML-N Vice-President Maryam Nawaz prayed for people's safety and "hoped" that everyone was safe.


The Ministry of Overseas Pakistanis also prayed for everyone's safety.

No militant group immediately claimed responsibility for the three attacks, which come amid an upsurge in violence in Afghanistan as clashes intensify between government forces and Taliban insurgents.

A string of near-daily roadside bombings in recent weeks has killed government officials, judges, journalists and activists.

The bloodshed comes as US-brokered peace talks in Qatar between the Taliban and representatives of the Afghan government have staggered in recent months.

President Joe Biden’s team is reviewing a peace-building deal that the government of his predecessor Donald Trump sealed with the Taliban in February 2020. The pact requires all American and allied forces to leave the country by May 1.

The United States has reduced the number of troops in Afghanistan to 2,500 from the 12,000 there when the agreement was signed. But violence remains high, with the US and Afghan governments largely blaming the Taliban.

On Saturday, a police spokesman in southern Kandahar province said a blast there was caused by a Humvee packed with explosives that targeted a police outpost, injuring seven police personnel.

Afghanistan’s Defence Ministry said “18 Taliban terrorists were killed and 9 others were wounded” in an operation in Arghandab district of Kandahar province on Friday night.

An explosion targeted the police commander in the Chapa Dara district of eastern Kunar province, killing four local police personnel, including the commander, said a provincial police spokesman.

A roadside bomb blast injured three civilians in Jalalabad, the capital of eastern Nangarhar province.

The buying rate of the US dollar was Rs158.6, while its selling rate was Rs159.3 on Saturday, February 12.During the Friday's trading, the rupee continued to extend its gains to below 159 against the dollar, aided by lower demand and greenback selling by exporters, dealers said.

Dealers said the local unit breached the support level of 159 and traded at 158-mark due to the oversupply of the greenback in the market.

“The inflows were higher than the demand, amid higher remittances and increased inflows coming into the Roshan Digital Account,” a currency dealer said.

Dealers anticipate the rupee to move in the band of 158.50 and 159 to the dollar in the coming sessions.

Meanwhile, the following were the rates of the US Dollar, Saudi Riyal, UK Pound, the UAE's Dirham, and other foreign currencies in the open market.

FBR states that tax reforms introduced earlier have now started paying dividends.
The Federal Board of Revenue (FBR) claimed on Friday that the tax reforms introduced by the country’s tax authority have started paying dividends.

The FBR said it had introduced multiple tax reforms in line with the vision of the Prime Minister.

The country’s premier tax collection agency said that it has gathered data from different utility agencies and other departments to have a 360-degree view of taxpayers.

FBR said its reforms focused on facilitating taxpayers, reducing human interaction, simplification of tax statutes and tax filing procedures through automation, integrity management, enforcement of tax code and policy measures to boost revenue and promote exports through an increase in business activity, speedy payment of refunds and drawbacks and better service delivery.

FBR claimed it exceeded its seven-month revenue target for the ongoing FY 2020-21 by collecting Rs2,570 billion against the target of Rs2,550 billion because of the reforms.

The body said that it was able to collect the amount even though it has issued 80% more refunds in comparison with the same period of the last FY.

The move has helped the business community in reducing the cost of doing business and providing working capital for investment.

To boost the tax collection the FBR has also made it an easier income tax returns form for individuals and small & medium enterprises. It has also enabled auto-calculation and phase 1 of pre-filling of some information for individual taxpayers.

On the other hand, FBR has introduced an e-Appeals module to file appeals through the system. Automation of Sales Tax refunds via FASTER has been further improved. Similarly, the processing and payment of export duty drawbacks have also been automated.

To broaden the tax base, data from the financial services sector, telcos, utility companies, provincial revenue authorities, local development authorities, provincial excise & taxation authorities, local housing authorities, Securities & Exchange Commission, NADRA, and Federal Investigation Agency is being received and integrated to provide a full 360-degree view of all taxpayers.

The country’s tax collection authority has introduced a dedicated portal (Maloomat TaxRay) for taxpayers to see what information the FBR holds about them.

Moreover, the systems used for Prosecution, Appellate, and Alternate Dispute Resolution systems have been strengthened, revitalized, and automated. Additionally, on the Customs side, the anti-smuggling and confiscation of goods portal have been enabled for data collection and analysis.

Another positive development has been seen in the number of duty drawback claims processed via Automated Export Duty Drawback payment system. Since its official launch at end-December (as of 15 January 2021), 74pc of all claims (55,790 out of 75,345) have been automated whilst 71pc of amount has been remitted.

All hypotheses are still open in the World Health Organization’s search for the origins of COVID-19, WHO Director-General Tedros Adhanom Ghebreyesus told a briefing on Friday.

A WHO-led mission in China said this week that it was not looking further into the question of whether the virus escaped from a lab, which it considered highly unlikely. The United States has said it will review the mission’s findings.

“Some questions have been raised as to whether some hypotheses have been discarded. Having spoken with some members of the team, I wish to confirm that all hypotheses remain open and require further analysis and study,” Tedros said.

“Some of that work may lie outside the remit and scope of this mission. We have always said that this mission would not find all the answers, but it has added important information that takes us closer to understanding the origins of the COVID-19 virus,” he said.

The mission has said its main hypotheses are that the virus originated in a bat, although there are several possible scenarios for how it passed to humans, possibly first by infecting another species of animal.

The former administration of U.S. President Donald Trump, which left office last month, said it believed the virus may have escaped from a lab in the Chinese city of Wuhan. China has strongly denied this, and says the Wuhan Institute of Virology was not studying related viruses.

Prime Minister Imran Khan on Friday said the five-year constitutional term was insufficient to plan big development projects as such schemes need continuity of policies.

The prime minister made these remarks while launching the countrywide spring tree plantation drive in the Miyawaki Urban Forest at Jilani Park in the provincial capital.

PM Imran was in Lahore on a day-long visit during which he also reviewed the political situation in the country’s largest province amid the upcoming Senate polls and chaired different meetings related to providing relief to the masses.

Speaking at the launching ceremony, he said that in a parliamentary democracy, elections were held every five years due to which big development projects could not be planned and added, “bringing about such magical change in five years was not possible in any part of the world”.

The premier said no country could secure a prosperous future by making planning for five years but rather long-term projects were needed for national development and prosperity. He also directed for swift completion of relief projects in Punjab.

‘Dream of new Pakistan materialising’
Punjab Chief Minister Usman Buzdar called on PM Imran Khan and discussed the overall national political situation, party matters and a strategy to win the Senate elections.

Buzdar said the dream of new Pakistan was materializing under the leadership of the prime minister.

New developments have divulged on Friday in Pakistan International Airlines’ (PIA) plan to expand its fleet as the tender it had published has received abundant response from various companies with about 128 offers up for consideration.

PIA intended an expansion by 8 narrow body aircraft on 6-year lease for which it had advertised tenders, and now the flag-carrier says it’s overwhelmed with the response which means it can get the choicest planes at competitive prices.

According to the flag-carrier, the Airbus A320 aircraft are still atop the list in the aviation industry with their state of the art and advanced technology.

It may be noted that about six of PIA planes have superannuated their lease and are to be given up soon.

Separately on the PIA status, employees who opted for early retirement under the voluntary separation scheme (VSS), initiated by the federal government, have yet not received their dues..

According to details, over 2,000 employees of the PIA opted for the VSS scheme, however, they have yet not received their dues, which were due to be cleared by January 31.

The federal government had provided funds of Rs 9.84 billion to the national flag carrier, however, despite being provided with the funds, it has not yet cleared the dues of its former employees.

Pakistan has recorded 58 more coronavirus-related deaths in past 24 hours, surging the overall death toll to 12,276

According to the latest statistics of the National Command and Operation Centre (NCOC), the COVID-19 has claimed 58 more lives and 1,262 fresh infections were reported.

The total count of active cases is 25,649 and the positivity rate stands at 3.4 per cent.

Joe Biden arrived for his first weekend as U.S. president at Camp David, the storied retreat in the mountains of western Maryland that many predecessors found to be a rustic getaway from the political battles of Washington.

Nestled in the Catoctin Mountains, the heavily guarded compound operated by the U.S. Navy provided a refuge for Jimmy Carter to fish and George W. Bush to ride his mountain bike.

A coating of snow in the mountains provided a wintry landscape for Biden and his family. Biden was joined also by national security adviser Jake Sullivan and deputy chief of staff Bruce Reed.

“It provides a chance to get a blast of fresh air away from the press and a chance to be with family and friends,” said presidential historian Douglas Brinkley.

It has also been the site of high-pressure negotiations. Bill Clinton, hoping to recreate the magic of Carter’s Camp David Accords of 1978, brought together Palestinian leader Yasser Arafat and Israeli Prime Minister Ehud Barak at Camp David in 2000 for a summit, but failed to reach a breakthrough in the long-standing conflict.

Bush frequently held meetings with foreign leaders at Camp David and surprised the world one day by scheduling a teleconference there with Iraqi leaders only to turn up secretly in Baghdad for the meeting.

Biden, whose home is in Wilmington, Delaware, is expected to make greater use of the facility than his predecessor Donald Trump, who visited it 14 times over four years.

The secluded nature of the compound and its rustic lodges – and its lack of a world class golf course – were drawbacks for Trump’s style, aides to the former president have said.

Instead he often traveled to his properties in New Jersey and Florida, where he could play golf and hang out with friends.

Rather than fly directly aboard the Marine One helicopter to Camp David, Biden flew on Air Force One to Hagerstown, Maryland, and then rode in a motorcade to avoid any bad weather that might surface.

The trip will get Biden out of Washington for the remainder of the Trump impeachment trial, which is expected to conclude as early as Saturday.

White House spokeswoman Jen Psaki reiterated on Friday that Biden was watching “bits” of the trial but otherwise leaving it to the Senate to do its job.

“Camp David can be a wonderful retreat from the 18 acres of the White House grounds, which can often be confining,” said Eric Schultz, former deputy press secretary to former President Barack Obama, adding that it is “a rare luxury” for the president to be able to “walk freely in the open air.”

Earthquake tremors of 6.4 magnitude were felt across several cities in Pakistan at 10:02pm late Friday night, with its epicentre in a Tajikistan city.

Moreover, tremors were felt in Islamabad, Peshawar, Rawalpindi, Mardan, North Waziristan, Swat, Multan, Sargodha, Faisalabad, and Lahore.

The tremors were also felt in Killa Abdullah, Pishin, Toba Achakzai, Shangla, Buner, Malakand, Dir, and Chitral.

According to the Seismological Center, the depth of the earthquake was measured at 80km into the ground. Citizens have been advised to remain careful as the aftershocks of the earthquake were expected.

It is pertinent to mention here that such a high-intensity earthquake jolted Pakistan after 1.5 years, and during the previous incident, Azad Jammu and Kashmir suffered a lot.

Meanwhile, Rescue Punjab, speaking to Geo News, said that despite such a high-intensity earthquake, no reports of an earthquake-related death have been reported.

Similarly, in Khyber Pakhtunkhwa, rescue officials said that citizens could call 1700 to inform the authorities of any losses. However, no life losses had been reported in the province, but causalities took place.

Responding to the development, PML-N Vice-President Maryam Nawaz prayed for the people's safety and "hoped" that everyone was safe.

The Ministry of Overseas Pakistanis also prayed for everyone's safety.

Meanwhile, in India, an earthquake of 6.1-magnitude struck Punjab at 10:34pm on Friday, sending tremors across north India, including Delhi-and parts of Uttar Pradesh.

However, there was no immediate report of loss of lives or casualties.

Anti-Trump Republicans face major challenge in launching third party
A group of former Republican officials considering a new center-right political party to counter former President Donald Trump’s influence would face steep challenges in shaking up a U.S. political system that has favored two-party rule throughout its history.

Reuters exclusively reported on Wednesday that more than 120 Republicans – including former elected officials, along with former administrators under Trump and former presidents Ronald Reagan, George H.W. Bush and George W. Bush – met virtually on Feb. 5 to discuss forming a third party or a new center-right faction.

Two of the most prominent anti-Trump Republicans in Congress – Rep. Liz Cheney of Wyoming and Rep. Adam Kinzinger of Illinois – rejected the idea of a breakaway party in statements to Reuters on Thursday. Other Republican critics of Trump expressed similar skepticism – arguing a third party would accomplish little beyond splitting the votes of conservatives and helping Democrats get elected.

The resistance to a third party among some of Trump’s toughest Republican critics underscores the extreme difficulty of such a political revolt. Such an effort would require walking away from the Republican Party’s massive political infrastructure – staff, money, connections and data on donors and voters – that would take years if not decades to build from scratch.

An upstart party would also have little chance of succeeding without a charismatic leader who could capture the loyalties of millions of disaffected voters, said Alex Conant, a Republican strategist who was a senior advisor to the Republican primary campaign of Marco Rubio, a Senator from Florida, in 2016.

“If somebody was going to start a third party that was going to gain some traction, it would be Trump” and not his opponents, said Conant.

Kinzinger joined the Feb. 5 video conference of the anti-Trump group and spoke for about five minutes, a spokeswoman told Reuters. But the congressman wants to “reform the party from within,” she said. He has recently formed a new political action committee to support Republican primary challengers running against pro-Trump House Republicans such as Matt Gaetz, of Florida, and Marjorie Taylor Greene, of Georgia.

Cheney told Reuters in a statement that she opposes “any effort to split the party,” saying it would only make it easier for Democrats to enact policies that conservatives oppose.

Both Cheney and Kinzinger were among just 10 House Republicans, a small minority, who voted to impeach Trump on a charge of inciting the Jan. 6 insurrection at the U.S. Capitol.

A more likely outcome of an anti-Trump movement would be for centrist Republicans to try to purge Trumpism from within its own ranks, said David Jolly, a former Republican congressman from Florida who recently quit the party in protest of Trump and declared himself an independent.

A party of center-right conservatives could never create a broad enough coalition to win national elections, Jolly said. And Trump has effectively undercut his more moderate opponents among Republican voters, he said, by ridiculing them as “Never Trumpers” and “RINOs” (Republicans in Name Only).

“It’s just impossible to escape the ‘never Trump’ label,” he said.

Others argue it would be much harder to wrest power over the Republican Party from Trump.

“Let’s not kid ourselves; we are not going to change this party,” said Jim Glassman, a former undersecretary of state under George W. Bush.

Glassman gave a five-minute presentation on the Feb. 5 call advocating for a new party. Any effort to reclaim the party would be “a soul-deadening slog,” he told participants.

He told Reuters on Thursday that he sees the Republican Party as now thoroughly in thrall to Trump – and beyond repair.

“I thought, if Trump lost by 7 million votes, there may have been a chance to do that,” he said in an interview. “But events since the election have made clear that’s not going to happen.”

Asked on Wednesday about the discussions for a third party, Jason Miller, a Trump spokesman, said: “These losers left the Republican Party when they voted for Joe Biden.”

Glassman believes there are enough Republican donors who are disgusted with Trump and willing to finance a new party. He believes a new conservative party could also attract maybe one fifth of Republican voters who disapprove of Trump, along with some independents and Democrats. Further, he said, running third-party candidates in House and Senate races would force the Trumpist candidates to tack to the center in general elections and temper the shrill partisanship of those races.

Many people at the Feb. 5 virtual gathering agreed with Glassman. In a poll of participants, about 40% of those in attendance supported creating an entirely new party, according to one source with direct knowledge of the discussions. About 20% favored creating a faction within the party, and an equal number supported creating a faction outside the party, though it remained unclear exactly how such an independent faction would operate.

While they disagreed on strategy, participants in the meeting said, attendees united on the need to organize and advocate for a return to “principled conservatism” that prizes the rule of law and adherence to the Constitution, ideals they believe Trump has violated.

Among the group at the Feb. 5 meeting was Elizabeth Neumann, former deputy chief of staff in the Department of Homeland Security under Trump. She’s enraged at Republican lawmakers’ continued support for Trump in the wake of his stolen-election claims, which she had repeatedly warned – before the Jan. 6 U.S. Capitol riots – could lead to violence. Now she wants to politically target the lawmakers who voted, in the hours after the deadly insurrection, to overturn the presidential election result – and she’s open to any strategy that might work.

“I hear arguments that we should break off and form a new party, or we should stay inside the party. There will come a time when this crystallizes,” Neumann told Reuters on Thursday. “At the moment, I’m more focused on the individual people and holding them accountable.”

HISTORY OF THIRD-PARTY FAILURES

Historically, third parties have generally failed in U.S. elections, particularly at the presidential level, often serving more as spoilers than true contenders.

Theodore Roosevelt, a charismatic war hero, had served two previous terms as president but lost in 1912 when he ran as a Progressive – or “Bull Moose” – Party candidate, finishing second, with more votes than the Republican candidate, in a three-way race ultimately won by Democrat Woodrow Wilson. That was the last time any third-party candidate won more votes than either of the two major party presidential candidates.

More recently, the most successful third-party candidate was Texas billionaire Ross Perot, whose self-financed Reform Party campaign in 1992 earned him 19% of the vote in a race won by Democrat Bill Clinton, who unseated incumbent Republican President George H.W. Bush.

In other cases, supporters of losing presidential nominees have blamed third-party candidates for siphoning off voters. In 2016, some backers of Democrat Hillary Clinton were frustrated by Green Party candidate Jill Stein, whose percentage of the vote was greater than Clinton’s margin of defeat in key states.

Republican Senator Rand Paul, asked about the prospects for a new party, told Reuters: “That’d be a good way to allow the Democrats to always win.”

Texas Republican Senator John Cornyn laughed when asked by Reuters about a possible third party.

“More power to ‘em,” he said.

Cornyn, however, predicted shared opposition to President Biden’s agenda will hold Republicans together. He said he hopes life in the Republican Party will return to something more normal in Trump’s absence.

“It’s made us all a little crazy,” Cornyn said.

PTI leader Usman Dar has stepped down as special assistant to the prime minister on youth affairs.

The cabinet division de-notified after the Election Commission of Pakistan (ECP) sent a notice to Dar for taking part in the Sialkot by-election. The PTI leader could not run the campaign as he was holding a government post, which was against the election rules.

Dar will contest the election from the city's NA-75 area and will, according to sources, resume his official duty as the prime minister's special assistant after the election.

Dar said that he had decided to step down after holding consultations with Prime Minister Imran Khan when he started receiving notifications from the ECP.

"I will fully take part in the NA-75 by-elections," he said.

The seat fell vacant when PML-N MNA Syed Iftikharul Hassan Shah died of coronavirus on August 2. A provincial assembly and national assembly election for the seat will be held on February 19.

For the technocrat seat, tickets were issued to Farooq H. Naek, Karim Ahmed Khawaja, and Shahadat Awan, whereas for the women's seat Palwasha Khan, Khairunisa Mughal, and Rukhsana Shah were nominated.

In addition, PPP has issued tickets to Azeem-ul-Haq Minhas in Punjab and Senator Farhatullah Babar in Khyber Pakhtunkhwa, the latter of whom was a joint candidate with the Pakistan Democratic Movement (PDM) — an anti-government alliance of almost a dozen Opposition parties.

Pakistan approves China's CanSinoBIO coronavirus vaccine
The Drug Regulatory Authority of Pakistan (DRAP) on Friday has approved the emergency use of Chinese COVID-19 vaccine from CanSino Biologics.

According to the report, the registration board of the regulatory authority has greenlighted the manufacturer's coronavirus vaccine which comprises a single dose.

A request for the approval of the vaccine for emergency use was submitted to DRAP's registration board by AJM Pharma (Pvt) Limited, the report said, adding that the decision to approve it was taken during the third meeting of the authority's registration board.

Pakistan is the second country to approve CanSinoBIO's vaccine, the report said, adding that a day ago, Mexico had also approved it.

Clinical trials for CanSinoBIO's vaccine were already going on in several countries, including Pakistan.

On Monday, Special Assistant to the Prime Minister on Health Dr Faisal Sultan had announced that China's CanSinoBIO COVID-19 vaccine is nearly 75% effective against the virus in Pakistan.

Taking to Twitter, the special assistant had said that according to the vaccine's phase-three trials data, it has turned out to be 74.8% effective against the virus, while it also showed 100% effectiveness in preventing severe disease.

Further citing the Independent Data Monitoring Committee's report, he said that in multiple countries, the vaccine was 65.7% and 90.98% effective in preventing symptomatic cases and severe diseases, respectively.

The SAPM said that the IDMC did not report any “serious safety concerns” and that the data included as many as 30,000 participants and 101 people who had tested positive for coronavirus.

Earlier this month, China’s CanSino Biologics had said that an independent committee found the drugmaker’s COVID-19 vaccine met its pre-specified primary safety and efficacy targets under an interim analysis of Phase-three trial data.

No adverse events related to the vaccine have occurred and the findings of the IDMC means the company could go ahead with advancing its Phase-three clinical trial for the candidate, known as Ad5-nCoV or Convidecia, CanSinoBio said.

Back in November 2020, officials said Pakistan had inoculated about 7,000 of the 10,000 phase-three trial participants.

Pakistan has approved two coronavirus vaccines – AstraZeneca and Sinopharm — while the vaccination drive kicked off last week across the country.

Pakistan will administer the vaccine in three phases, starting with front-line healthcare workers.

This was revealed by Federal Minister for Science and Technology Fawad Chaudhry, who took to Twitter to disclose that the party has finalised most of its candidates for the Senate polls.

"The PTI has finalised the names of most of its candidates. From Islamabad, Dr Abdul Hafeez Shaikh and Fauzia Arshad have been selected as the PTI's candidates," he tweeted.

"From Sindh, Faisal Vawda will contest the election while Saifullah Abro will contest the election for the technocrats seat as the PTI's candidate," added the minister.

"From Punjab, Saifullah Niaz, Dr Zarqa and Barrister Ali Zafar will contest the election as PTI candidates. Announcements regarding the other seats will be made later," said Chaudhry.

"Shibli Faraz, Mohsin Aziz, Dost Mohammad, Sania Nishtar and Farzana have been included in the list of final names [for Senate election candidates]. Announcement for the remaining seats will be made later," he tweeted.

In an earlier meeting of the PTI's parliamentary board, Prime Minister Imran Khan stated that tickets to party candidates for the upcoming Senate elections will be awarded on merit.

"We are trying to ensure that this time around, money does not influence the Senate elections," he reportedly said. "Aspiring candidates will be judged on their qualifications and services they rendered to the party," he added.

Sources had confirmed that from Khyber Pakhtukhwa, the party had decided to retain Shibli Faraz as its candidate. The names of advisor to the prime minister on Finance, Dr Abdul Hafeez Shaikh and Kamil Ali Agha from the coalition parties were recommended, sources had disclosed.

The NAB team handed over a questionnaire to the Speaker Sindh Assembly Agha Siraj Durrani in connection with the ongoing probe into illegal appointments in Benazir Bhutto Medical College by misusing power.

Sources told that the investigation is underway against Durrani and others. Durrani had earlier gotten interim bail in the case. A written response will be submitted to the anti-corruption watchdog by Durrani, sources added.

Earlier on Thursday, the Sindh High Court (SHC) had extended interim bail of Speaker Sindh Assembly Agha Siraj Durrani in a case related to illegal appointments.

The SHC judge had directed Agha Siraj Durrani to cooperate with the NAB investigators besides ordering the anti-corruption watchdog to submit a progress report till March 30.

On January 25, Speaker Sindh Assembly Agha Siraj Durrani had approached the Sindh High Court (SHC) for bail before arrest in the alleged illegal appointments case in the Lyari’s university.

PTI shares the list of nominees for upcoming Senate Election
The ruling Pakistan Tehreek-i-Insaf (PTI) has finalised the names of most of its nominees for the upcoming Senate election, Minister for Science and Technology Fawad Chaudhry said on Friday.

The list of candidates also includes Finance Minister Dr Abdul Hafeez Shaikh — who will contest for a seat from Islamabad — and Special Assistant to the Prime Minister on Poverty Alleviation Dr Sania Nishtar, one of the nominees from Khyber Pakhtunkhwa.

 

Shaikh, who is not a member of Parliament, was previously an adviser to the premier on finance and was appointed as finance minister in December last year. However, as per Article 91 (9) of the Constitution, he cannot remain a minister for more than six months until he is elected to one of the houses. Thus he must be elected to the Senate this time around in order to continue as the finance minister after June.


Nishtar, who is part of the PM's cabinet as a special assistant, is also not a member of Parliament and therefore ineligible to hold the position of a minister.

Faisal Vawda, the federal minister for water resources, is also amongst the list of nominees. He will be contesting on a seat allocated for Sindh, Chaudhry said.

The names of other nominees will be announced later, Chaudhry said in his Twitter post.

The Senate elections will held on March 3, according to a notification from the Election Commission of Pakistan. Candidates for the polls are to file their nomination papers with the returning officer between February 12-13.

The Senate polls will take place in a highly charged political climate, with the opposition parties vowing to overthrow the government while the ruling PTI push for electoral reforms that would enable show of hands during the upper house's ballots.

As many as 52 senators are set to retire — 50 per cent of the 104-member house — on March 11 after completing their six-year tenure. However, this time there will be no polling for the four seats of the erstwhile Federally Administered Tribal Areas (Fata) after its merger with the Khyber Pakhtunkhwa province.

Therefore, polling will be held to elect 48 senators — 12 each from KP and Balochistan, 11 each from Punjab and Sindh and two from Islamabad. Polling will be held to elect seven members on general seats, two women and two technocrats in the four provinces. Besides this, the election on one minority seat each in KP and Balochistan will also be conducted.

The ruling party is set to become the single largest party in the Senate after the upcoming elections, but it will certainly not be able to gain control of the upper house of the Parliament and will still have to rely on its allies and opposition parties even for carrying out simple legislation.

Chief Justice of Pakistan Gulzar Ahmed said on Thursday that Supreme Court Justice Qazi Faez Isa "should not hear matters involving the prime minister" in a written order on a petition pertaining to allegations that the premier distributed development funds among lawmakers.

Dismissing the petition, the top judge noted that since Justice Isa had, in personal capacity, filed a petition against PM Imran Khan, it "would not be proper" for the former to hear cases involving the PM in order "to uphold the principle of un-biasness and impartiality".

"It would be in the interest of justice that the honourable Judge [Justice Isa] should not hear matters involving the Prime Minister of Pakistan," the written order reads.

These remarks came after the order highlighted that Justice Isa had raised questions over federal and provincial governments' insistence that funds had not been doled out to ministers or members of assemblies.


It adds that Justice Isa submitted before the court copies of some documents that he said were sent to him by someone through WhatsApp.

However, the "honourable judge also stated that he was unsure if the documents were genuine", the order notes.

In response, Attorney General for Pakistan (AGP) Khalid Jawed Khan urged the court not to make the documents a part of record since their authenticity was questionable, the order recalls, adding that the AGP further pointed out that if these documents were made part of the record, "the Hon. Judge [Justice Isa] would become a complainant in the matter and in that capacity it would not be appropriate for the Hon. Judge to hear the matter".

Accepting responses by the governments that no funds had been handed out to lawmakers, the order says "it appears that the queries raised by this Court in the order dated 03.02.2021 have been responded/addressed by all the respective Governments and thus, we see no reason to further proceed with the matter."

“The divergent opinions and the sharp divide among the judges were in display in the Courtroom No 1 today,” observed a senior counsel who witnessed the arguments in court on Thursday.

Case details and hearing
The five-member bench had taken up a case relating to the distribution of Rs500m uplift funds among the legislators.

Prime Minister Imran had denied that Rs500 million public funds were distributed among the parliamentarians and said no money would be given to the legislators for carrying out any development scheme.

But Justice Isa, a member of the five-judge special bench, questioned the assurance by presenting a Whatsapp message he had received from an unknown source on Wednesday. The message contained supporting documents showing doling out of massive amounts recently for building roads by the Pak-PWD department in the constituency NA-65 that belongs to an important coalition partner.

The chief justice, however, disposed of the matter with an observation that there had been a contest between a judge and the prime minister.

At the outset of the hearing, Justice Umar Ata Bandial, also a member of the bench, asked the AGP whether he had considered that the prime minister was ever answerable in his personal capacity.

“Why don’t you raise the question of protection available to the prime minister,” Justice Bandial asked the AGP. He said that the court could go against the prime minister only if he was answerable since the government spoke through (departmental) secretaries.

“Don’t cause us to do illegal and unconstitutional things,” Justice Bandial emphasised.

The AGP conceded that this was a matter of jurisdiction and the Constitution and he would object to that.

“What are you objecting to, whether the Constitution or the February 3 court orders,” Justice Isa inquired. “Both,” the AGP replied.

“I don’t understand,” Justice Isa said, adding that the AGP should have raised objection at the last hearing on February 10. The AGP replied that constitutional objection could be raised any time.

Justice Mushir Alam, another member of the bench, asked the AGP to read out the statement he was required to do under the February 10 court orders, which he did and the chief justice observed that it was a comprehensive reply.

Then Justice Isa referred to the WhatsApp message and wondered whether it was not a favour on behalf of the government through disbursement of public money or was it a mere coincidence that NA-65 was represented by an important coalition partner.

“We are not enemies but we are only trying to follow the Constitution and want to ensure that corrupt practices are guarded against,” Justice Isa observed and spoke about a barrage of tweets against him.

“Please be reminded that we are guided by the Constitution which requires the Election Commission of Pakistan to ensure that no corrupt practice takes place, especially at a time when Senate elections are round the corner,” Justice Isa observed.

Was this not in the knowledge of the prime minister, he observed, adding that the judges knew that the prime minister was protected under Article 248 of the Constitution but there was a difference between his political matters and official acts.

The chief justice, however, observed that the court did not control the prime minister office and that the premier had already denied the media reports.

When Additional Advocate General of Punjab Qasim Ali Nawaz Chowhan assured the court that no public funds were being distributed among the lawmakers, Justice Isa asked whether the document, which he had provided to him and the judges, looked genuine or not.

The AGP came to the rescue of Chowhan by saying that it was a genuine complaint and it needed to be examined since a judge was the complainant.

Justice Isa responded that he was only drawing attention by asking whether the document was genuine or not.

“No, no, this is a complaint because it is your Whatsapp message,” the AGP replied but the chief justice immediately intervened to dispose of the case.

Russian Foreign Minister Sergei Lavrov has said Moscow is ready to sever ties with the European Union (EU) if the bloc hits it with painful economic sanctions, according to extracts of an interview posted on the ministry’s website on Friday.

Relations between Russia and the West have come under renewed pressure over the arrest and jailing of Kremlin critic Alexei Navalny, which has sparked talk of possible new sanctions.

Three European diplomats told Reuters on Thursday that the EU was likely to impose travel bans and asset freezes on allies of Russian President Vladimir Putin, possibly as soon as this month, after France and Germany signalled their willingness to move ahead.

Pressure for sanctions has grown since Moscow infuriated European countries last week by expelling German, Polish and Swedish diplomats without telling the EU’s foreign policy chief, who was in Moscow for a visit. Paris and Berlin now say there must be a response.


Russian Foreign Minister Lavrov was asked in an interview due to be published in full later on Friday whether Moscow would now move towards cutting ties with the EU itself.

“We proceed from the fact that we’re ready [for that]. In the event that we again see sanctions imposed in some sectors that create risks for our economy, including in the most sensitive spheres,” Lavrov said.

“We don’t want to isolate ourselves from global life, but we have to be ready for that. If you want peace then prepare for war,” he said.

In July last year, the Turkish actress had said that she would be sharing some good news with Peshawar Zalmi soon.

She said this in a tweet in which Peshawar Zalmi chairman Javed Afridi was tagged.

The tweet came a day after Afridi sought people's opinion about hiring the "Dirilis: Ertugrul" actress as a brand ambassador for his PSL franchise.

The satellite pictures released by Iceland and Chile were shared with Pakistan that helped in identifying the last location of the missing climbers, sources privy to the development said.

The last location of the missing climbers has been traced where the GPS of the team got off.

Meanwhile, preparations are underway for the biggest rescue operation at K2. The operation to be carried out with the help of satellite pictures.

On February 5, Pakistan’s Muhammad Ali Sadpara and two foreign climbers, John Snorri from Iceland and JP Mohr from Chile went missing while attempting to summit K2.

Soon after, the land and aerial search to find the missing climbers was kicked off by the Pakistan Army rescue teams but failed to trace any clue of the team.

RAWALPINDI: Four personnel of the security forces were martyred when terrorists attacked their checkpost in South Waziristan’s Makeen area on Friday, said the Inter-Services Public Relations (ISPR).

The military’s media wing said four of the terrorists were killed when the security personnel returned fire promptly.

Those martyred soldiers were identified by the ISPR as Lance Naik Imran Ali, Sepoy Atif Jahangir, Sepoy Aziz, and Sepoy Aneesur Rehman. A clearance operation in the area is in progress, it said.

The latest terrorist attack follows on the heels of yesterday’s cross-border attack from Afghanistan in which a five-year-old boy was martyred and seven other children were injured. Five rockets were fired from Afghanistan that hit areas across the border, resulting in the martyrdom of a five-year-old minor and injuring seven other children, the ISPR said.

Tikait will hold his first kisan mahapanchayat away from North India, at Yavatmal, on February 20.The move was confirmed by BKU media in-charge Dharmendra Malik.

“We have finalised the Yavatmal kisan mahapanchayat for February 20. Rakesh Tikait will address the mahapanchayat, which will be held under the banner of Sanyukta Kisan Morcha,” Malik told Indian local media.

He added, “The farmers’ agitation has been going on in several states in the north, including Punjab, Haryana, Uttar Pradesh and Rajasthan. Several mahapanchayats have been held in these states. The idea behind Yavatmal mahapanchayat is to take the agitation to Maharashtra and mobilise the farmers there.”

Tikait had stirred farmers’ sentiments after he broke down when the Uttar Pradesh police had stormed the Gazipur protest site with a view to evict the protesters, following the tumultuous January 26 events during the tractor rally in New Delhi.

Tikait’s emotional expression to continue the sit-in despite police action had instilled fresh life into the farmers’ agitation, which many thought would peter out due to the January 26 events.

One of the major criticisms of the farmers’ stir, however, has been that it was restricted to a few North Indian states and did not have a larger impact on farmers across other parts of the country.

FM urges America not to ignore ground realities in held Kashmir
Foreign Minister Shah Mahmood Qureshi on Thursday asked the Biden administration not to overlook the ground realities vis-à-vis occupied Kashmir as he urged the world to help in reaching a peaceful settlement of the Kashmir dispute before it was too late.

He was speaking at a photography and cultural exhibition held at the Foreign Office as part of Kashmir Solidarity Day activities.

“I expect the new Biden administration that has always talked of fundamental human rights to stop ignoring the ground realities in held Kashmir,” the foreign minister asserted.

Mr Qureshi’s comment came in the backdrop of the controversy that started with a tweet by the US State Department’s Bureau of South and Central Asian Affairs in which Occupied Jammu and Kashmir was referred to as India’s Jammu and Kashmir.


“We welcome the resumption of 4G mobile internet in India’s Jammu & Kashmir. This marks an important step for local residents and we look forward to continued political & economic progress to restore normalcy in J&K,” the tweet read.

 

The State Department’s spokesman Ned Price later clarified at a media briefing that US policy on Kashmir had not changed and it still considered Kashmir as a disputed territory.

“I want to be very clear, there has been no change in US policy in the region,” Mr Price said. However, despite the clarification by the State Department spokesman, the tweet was not corrected.

This prompted Pakistan’s Foreign Office to express its reservations about the tweet.

FO spokesman Zahid Hafeez Chaudhri said Pakistan was “disappointed” about the reference to Jammu and Kashmir in the State Department’s tweet regarding the resumption of mobile internet in Occupied Kashmir.

“The reference is inconsistent with the disputed status of Jammu and Kashmir as recognised by numerous United Nations Security Council resolutions and the international community,” he maintained.

At the photography exhibition, Mr Qureshi once again took a jab at the Arab-dominated Organisation of Islamic Cooperation (OIC) by asking it to respect its people’s sentiments about Kashmir.

“I expect the OIC to not overlook the sentiments of the people in their countries. Priorities of governments could be different, but the sentiment of the people is somewhat different. Recognise it, see for yourself how things are moving,” the foreign minister said as he recalled that Pakistan was the founding member of the 57-member bloc of Muslim countries.

The OIC has passed several resolutions on Kashmir, but Pakistan has been unhappy with some of the group members for not having actively raised the issue with India and emphasised the need for its resolution. Rather some of the countries, especially Arab monarchies, are promoting their ties with India.

Urging the world to help in resolving the dispute, Mr Qureshi said: “We all have to sit down and find a way out.” He warned that the escalating situation was unsustainable and some “accident” could happen.

The foreign minister reminded the world that it could be sucked into the conflict if peace and stability was affected.

In Washington, the clarification about US policy on Kashmir, given at a news briefing on Wednesday afternoon, followed a string of statements by US President Joe Biden and senior officials of his administration, outlining their policies towards the South and Central Asian regions.

The regions include India, Pakistan, Afghanistan and China and the policy outlines indicate a gradual change of emphasis from Pakistan and Afghanistan to China. The statements also show a greater US reliance on India to help counter China’s growing influence in the regions. But the clarification on Kashmir shows that Biden administration is not insensitive to Pakistan’s concerns either.

At the briefing in Washington, journalists also asked the US official to comment on Twitter’s decision to block over 500 accounts after the Indian government accused them of making inflammatory remarks against Prime Minister Narendra Modi.

“I would say generally that around the world we are committed to supporting democratic values, including freedom of expression,” Mr Price said. “When it comes to Twitter’s policies, we’d have to refer you to Twitter itself.”

On Feb 9, President Biden telephoned Mr Modi and underscored his desire to fight together the scourge of global terrorism and to “defend democratic institutions and norms around the world”.

The Indian media, while commenting on the White House readout of the conversation, noted that Mr Biden’s emphasis on “democratic values” was slightly different from the Trump administration’s focus on “security, driven in large measure by growing Chinese … assertiveness” in the region.

But on Tuesday, the State Department did assure New Delhi that in the India-China disputes, Washington would stand by its “friend and allies.”

Spokesman Price said the US was closely monitoring the situation along the India-China border and was concerned about Beijing’s “attempts to intimidate its neighbours”.

ECP starts the process of reciving nomination papers for Senate Election
The Election Commission of Pakistan (ECP) on Friday (today) has begun the process of receiving nomination papers for the upcoming Senate polls, scheduled to be held on March 3.

According to the Senate election schedule issued by the Election Commission of Pakistan on Thursday, the candidates can submit their nomination papers with the relevant returning officers by tomorrow (Saturday).

The scrutiny of nomination papers will be held on Monday and Tuesday next.

The candidates can file appeals against acceptance or rejection of nomination papers on the 17th and 18th of this month. These appeals will be disposed off on February 19 and 20.

The revised list of candidates will be published on the 21st of this month.

The candidates can withdraw their nomination papers on the 22nd of this month, said ECP.

A total of forty-eight senators will be elected this time including twelve each from Khyber Pakhtunkhwa and Balochistan, eleven each from Punjab and Sindh and two from Islamabad.

PTI board shortlists candidates for Senate elections:
Prime Minister Imran Khan on Thursday chaired a meeting of the Pakistan Tehreek-e-Insaf (PTI) parliamentary board to finalised names of candidates for upcoming Senate elections scheduled on March 3.

The parliamentary board of PTI has suggested that Shibli Faraz, Sania Nishtar, Abdul Hafeez Sheikh and Dr Zarka be awarded Senate tickets.

Name of Federal Minister for Finance Hafeez Sheikh has been shortlisted on technocrat seats, according to sources. The name of PML-Q leader Kamil Ali Agha from coalition parties has also been finalised.

Speaking to PTI’s parliamentary board members, Prime Minister Imran Khan said that PTI will end the tradition of awarding tickets to feudalists and capitalists.
