Panic in Kashmir after India asks tourists and pilgrims to leave

India orders students, tourists out of Kashmir for security
Thousands of Indian students and visitors were fleeing Indian-controlled Kashmir over the weekend after the government ordered tourists and Hindu pilgrims visiting a Himalayan cave shrine “to curtail their stay” in the disputed territory, citing security concerns.

Tensions flared along the highly militarized Line of Control that divides Kashmir between India and Pakistan as Pakistan accused India of using cluster munitions to target the civilian population, killing two people.

Officials said that Hundreds of Indian and foreign visitors, including some Hindu pilgrims, on Saturday congregated outside the main terminal at the airport in Srinagar, the region’s main city, seeking seats on flights out. Most were unlikely to get tickets, however, as authorities had yet to arrange additional flights.

By Friday night, residents in Srinagar and other towns thronged grocery stores and medical shops to stock up on essentials. They lined up at ATMs to take out money and at gas stations to fill up their vehicles.

However, tensions eased on Saturday, though Kashmiri politicians and the public were eager to know what is to come. Omar Abdullah, a pro-India Kashmiri leader who has criticized the Modi-led government’s muscular approach in Kashmir, said New Delhi should clear the air in Kashmir.

Ordinary Kashmiris fear the government measures are a prelude to intensifying an ongoing crackdown against anti-India dissenters. Kashmir, a region known for lush green valleys, lakes, meadows and dense forested mountains, has become notorious for security lockdowns and crackdowns.

On Saturday, Pakistan’s military accused Indian forces of using banned cluster munitions to target the civilian population along the Line of Control in the Pakistani-controlled part of Kashmir, killing a 4-year-old boy and a woman. It said another 11 villagers were critically wounded.

“This is violation of Geneva Convention and international humanitarian law,” the military said in a statement. “This blatant Indian aggression against all international norms exposes true character of Indian Army and their moral standing.”

Pakistan urged the international community to take notice.

The Indian army rejected the Pakistan claim. It said Indian soldiers killed five attackers while foiling an attempt by gunmen from Pakistani to target an Indian post.

Indian responses are only against military targets and “infiltrating terrorists who are aided by Pakistan army,” another statement by the Indian army said.

As tension escalated between the two sides, authorities in Pakistan-held Kashmir ordered evacuation of thousands of residents along the frontier. They also asked residents to remain vigilant of “toy bombs” fired by India.

The federal government-backed campaign to clean Karachi will kick-off in the metropolis today with the first target to de-silt all storm-water drains before Eid-ul-Azha.

Speaking to media, Minister for Maritime Affairs Ali Haider Zaidi said, the campaign will work in two phases. “In the first phase, 32 nullahs will be cleaned in Karachi, while garbage from all areas of the city would be lifted in the second phase.”

“The clean Karachi campaign will continue for two weeks,” the minister added.

He added, the Frontier Works Organisation (FWO) would play an important role in the campaign and provide its expertise in this regard. “The Karachi Metropolitan Corporation (KMC), District Municipal Corporations (DMC), Karachi Chamber of Commerce and Industry (KCCI), trade associations and K-Electric have also extended their support for the drive,” Zaidi said.

Zaidi further said hundreds of party supporters, citizens, as well as private entities, have asked him to include them in the "Clean Karachi" drive.

Private companies, celebrities and volunteers have pledged their support for the campaign, he added. "To make the drive effective, camps would be set up at various points," Zaidi shared.

Volunteers would also create public awareness, he added.

The "Clean Karachi" camping will begin from 12 noon onwards at KPT Head Office, Near Tower Bridge.

 Earlier this week, Zaidi had vowed that he will clean up Pakistan's commercial hub, Karachi, in just two weeks.

The minister had said they would remove garbage from the metropolis' six districts. The people of Karachi and the federal government, alongside FixIt founder and the ruling Pakistan Tehreek-e-Insaf's (PTI) member of the National Assembly (MNA), Alamgir Khan, would clean the city, Zaidi has said.

A man armed with a rifle opened fire at a Walmart store in El Paso, Texas, on Saturday, killing 20 people and wounding 26 others as panicked shoppers and employees scurried for cover before the gunman surrendered to police at the scene.

Many shoppers in the busy store were buying back-to-school supplies when they found themselves caught up in the latest US mass shooting, which came just six days after a teenage gunman killed three people at a summer food festival in Northern California.

Saturday’s suspect was officially identified as a 21-year-old white male from Allen, Texas, a Dallas suburb some 650 miles (1,046 km) east of El Paso, which lies along the Rio Grande, across the US-Mexico border from Ciudad Juarez.

Citing law enforcement officials, multiple media reports named the suspect as Patrick Crusius.

El Paso police chief Greg Allen said authorities were examining a manifesto from the suspect indicating “there is a potential nexus to a hate crime.” Officials declined to elaborate and said the investigation was continuing.

But a four-page statement posted on 8chan, an online message board often used by extremists, and believed to have been authored by the suspect, called the Walmart attack “a response to the Hispanic invasion of Texas.”

It also expressed for support for the gunman who killed 51 people at two mosques in Christchurch, New Zealand.

CNN reported that the FBI has opened a domestic terror investigation into the shooting.

El Paso and Ciudad Juarez, together with the neighbouring city of Las Cruces, New Mexico, form a metropolitan border area of some 2.5 million residents constituting one of the largest bilingual, bi-national populations in the Western Hemisphere.

Mexico’s President Andres Manuel Lopez Obrador said three Mexican nationals were among the dead, and six others were among the wounded.

The carnage ranked as the eighth-deadliest mass shooting in modern US history, after a 1984 shooting in San Ysidro, California, that claimed 21 lives.

“We are going to aggressively prosecute it both as capital murder but also as a hate crime, which is exactly what it appears to be,” Texas Governor Greg Abbott told reporters, adding, “I don’t want to get ahead of the evidence.”

Suspect surrendered

Details of how the shooting unfolded were not immediately clear. But video from the scene broadcast by CNN showed victims lying on the ground inside and outside the store.

The suspect surrendered to police as officers closed in on him, and he was taken into custody without incident, according to authorities. Video posted on social media appeared to show him being handcuffed by police and placed in a squad car.

El Paso Mayor Dee Margo said police responded to the shooting within six minutes.

Citing a law enforcement source, El Paso television station KTSM published on its website what it said were two photos of the suspect taken by security cameras as he entered the Walmart.

The images showed a young man wearing eyeglasses, khaki trousers and a dark T-shirt, wielding an assault-style rifle. He appeared to be wearing headphones or ear protection. Reuters could not immediately verify the authenticity of the images.

On Twitter, US President Donald Trump branded the shooting “an act of cowardice,” adding, “I know that I stand with everyone in this Country to condemn today’s hateful act. There are no reasons or excuses that will ever justify killing innocent people.”

The University Medical Center of El Paso received 13 patients from the shooting, including one victim who died, hospital spokesman Ryan Mielke told CNN. Some of the patients were in surgery while others were in stable condition, he added.

Two of the patients who arrived at the hospital were children with non-life threatening injuries, he said.

Local media said there was such an overwhelming response to an appeal by the police department for blood donations to help the wounded that long lines formed at medical centres, some of which had to tell would-be donors to come back on Sunday.

Some people handed out bottled water and slices of pizza to those still waiting in line.

‘People were panicking’

Officers from multiple law enforcement agencies raced to the scene at the Walmart and nearby Cielo Vista Mall, including police, state troopers, Homeland Security agents and border patrol.

Shoppers fled for their lives, including Kianna Long who was at the Walmart with her husband when they heard gunfire.

“People were panicking and running,” Long said. “They were running close to the floor, people were dropping on the floor.”

She and her husband sprinted through a stock room at the back of the store before huddling with other customers in a steel container in a shipping area.

Tales of heroism also emerged.

Walmart said in a statement: “We’re in shock over the tragic events ... We’re praying for the victims, the community & our associates, as well as the first responders.”

In the aftermath of the shooting, the Walmart and adjacent businesses, including the mall and a movie theatre, were shut down as law enforcement officers scoured the area in an initial search for additional possible suspects. Authorities later said they believed the gunman had acted alone.

Video posted on Twitter showed customers at one department store being evacuated with their hands up.

The tragedy in El Paso came just six days after a teenage gunman opened fire with an assault-style rifle on a crowd attending the annual Garlic Festival in Gilroy, California, killing three people and injuring a dozen others before he was shot by police and ultimately took his own life.

At a Democratic presidential candidate forum in Las Vegas a clearly emotional Beto O’Rourke, a former Texas congressman who is from El Paso, broke the news to the audience about the deadly mass shooting in his home city.

O’Rourke said he had spoken to his wife Amy, who was driving in the city with one of their children. Addressing reporters, he teared up and struggled to deliver a short statement.

“I am incredibly saddened and it’s very hard to think about this,” he said. “El Paso is the strongest place in the world. This community is going to come together. I’m going back there right now to be with my family, to be with my home town.”

As per details, petitioner Advocate Nadeem Sarwar contended that Tik Tok was spoiling the youth by wasting their money and time. The app was promoting vulgarity and was further giving rise to blackmailing and harassment in society, the petition read.

The federal government, Pakistan Telecommunication Authority (PTA) and Pakistan Electronic Media Regulatory Authority (PEMRA) were made parties to the petition calling for a ban on the Tik Tok.

The petition requested the court to direct the PTA to restrict Tik Tok in the country while instructing the federal government to draft a privacy protection act.

“The court should stop the PEMRA from broadcasting Tik Tok videos,” the petitioner said.

According to details a man, his wife, and their child were gunned down in Habibabad in Punjab’s Pattoki Friday morning, July 26.

They were traveling from Lahore to Shergarh when they were attacked on Shergarh Road within the jurisdiction of the Saddar Pattoki police station.

The Prime Minister has sought a detailed report of the incident from the I.G Punjab over the occurrence.

PM Imran Khan also directed the Law Enforcement officials to ensure swift and quick justice to the bereaved family.

One of the slain, Sanam Zehra had made an appeal to the Prime Minister to take the issue under his observation and ensure that justice is meted out.

The Prime Minister’s Office has made contact with the Sanam’s mother and ensured accountability in the case.

A one-year-old child survived the attack.

The police said that the family was targeted over personal enmity.

The bodies have been handed over to family members and investigations are currently under way.

An accountability court in Lahore on Saturday extended the physical remand of Pakistan Muslim League-Nawaz (PML-N) leader Hamza Shahbaz for seven days in money laundering and assets beyond means references.

Hamza was produced before the court by National Accountability Bureau (NAB) in two corruption cases where the court had reserved its judgement against the PML-N leader.

Accountability court judge Ameer Muhammad Khan presided over the hearing and inquired from the investigation officer about the number of days Hamza had been in the physical remand.

To this, the court was told that Hamza had been in the remand for 52 days.

Meanwhile, police have ensured strict security arrangements outside the judicial complex and blocked adjoining roads for routine traffic. The litigant public has been denied entry to the complex.

India on Friday rejected Pakistan’s offer of consular access to spy Kulbhushan Jadhav and rather asked for ‘unimpeded’ consular access to him.

On August 1, Pakistan had made a formal offer to India for granting consular access to Kulbhushan Jadhav. “As a responsible state, Pakistan will grant consular access to Commander Kulbhushan Jadhav according to Pakistani laws for which modalities are being worked out,” Foreign Office Spokesperson Dr Faisal had said in a statement.

Pakistan’s offer came on the heels of the International Court of Justice’s verdict on July 17, in which India was allowed to have the consular access to Jadhav.

Raveesh Kumar, a spokesperson for the Indian Ministry of External Affairs had said, “We have received a proposal from Pakistan. We are evaluating the proposal in light of the ICJ judgment. We will maintain communication with Pakistan in this matter through diplomatic channels.”

“We cannot discuss the modalities. We will assess and evaluate the conditions laid down, keeping in mind the ICJ ruling, and then respond accordingly. Whatever response is to be sent, will be given by us timely through diplomatic channels.”

The ICJ, in its verdict, had rejected a number of Indian demands including annulment of military court decision convicting Jadhav, his release and safe passage to India.

Pakistani security agencies on March 24, 2016 had apprehended Indian spy Jadhav from Balochistan.

At least 10 Afghan policemen killed in Taliban attack
The Taliban targeted a police checkpoint in Afghanistan's central province of Day Kundi on Friday, killing at least 10 policemen, provincial officials said.

The governor of Day Kundi, Anwar Rahmati, said that along with the 10 killed, 15 policemen were also wounded in the attack, which took place in the district of Patu. The insurgents also suffered casualties, he said.

However, provincial councilman Ghayrat Jawaheri gave a higher death toll, saying 13 policemen were killed in the attack. The different tolls could not immediately be reconciled.

Also on Friday, a second Taliban attack in Day Kundi, this one in Kijran district, left one police officer dead and another wounded, Rahmati said. The district has been “under the attack of the Taliban since at least one month”, he added.

Taliban spokesman Qari Yusouf Ahmadi claimed responsibility for the Patu attack but didn't immediately comment on the Kijran assault.

The Taliban now effectively control half the country and stage near-daily attacks, mainly targeting Afghan security forces and government officials or those they see as siding with the government. Many civilians caught in the crossfire are also killed.

Since late last year, the insurgents have been meeting with United States envoy Zalmay Khalilzad for talks on finding a peaceful resolution to the nearly 18-year war — America's longest conflict.

Khalilzad has shuttled between Kabul, Islamabad and the Gulf Arab state of Qatar, where the Taliban maintain a political office. The Taliban refuse to negotiate directly with the Kabul government, considering it a US puppet.

On Friday, Khalilzad concluded a two-day visit to Pakistan during which he met with Prime Minister Imran Khan, Foreign Minister Shah Mahmood Qureshi and country's powerful army chief Gen Qamar Javed Bajwa.

From Islamabad, he left for Qatar and was expected to be in Doha later in the day for another round of talks with the Taliban.

The US Embassy in Islamabad said Khalilzad “outlined the positive momentum in the Afghan peace process and next steps” in his meetings with Pakistani officials.

“They also discussed the role Pakistan has played in support of the process and additional positive steps Pakistan can take,” the embassy statement said.

Khalilzad hinted that an agreement between Washington and the Taliban could be reached in the next round of talks.

Steve Smith marked his first Test since completing a 12-month ban for his role in a ball-tampering scandal with a superb century to rescue Australia on the opening day of the Ashes series on Thursday.

Australia were in dire straits against England in Birmingham at 122-8 but their last two wickets more than doubled the score and Smith was last man out for 144 in a total of 284.

Rory Burns and Jason Roy then survived two overs as the hosts ended the day on 10-0.

Former captain Smith, who returned to Australia duty during the recent World Cup that England won, was subjected to repeated jeers by a partisan crowd.

But he answered the boos in style with his first international century since his ban and his 24th in Tests.

"It hasn't really sunk in yet," Smith told BBC Radio. "Obviously been a while since I've been able to put on the whites and the baggy green (cap).

"I'm really proud of the way I was able to stand up today. We were in a bit of trouble there and we had to dig deep on a wicket that wasn't easy."

Australia had slumped to 17-2 when Smith came in to bat after current skipper Tim Paine had won the toss.

Wickets fell steadily but Smith found the ally he needed in Peter Siddle, with the recalled number 10 making a valuable 44 — the second-best score of the innings — in a ninth-wicket partnership of 88.

It had seemed England would not suffer from the absence of James Anderson, England's all-time leading Test wicket-taker, who only bowled four overs in the innings before suffering a right calf injury.

Long-time new-ball partner Stuart Broad took 5-86 in 22.4 overs and fellow paceman Chris Woakes chipped in with 3-58 on his Warwickshire home ground.

But Australia's total may yet be enough to embarrass an England side who collapsed to 85 all out before beating Ireland at Lord's last week.

A powerful earthquake struck off the southern coast of Indonesia's heavily populated Java island Friday, with the country's disaster agency warning that it could generate a tsunami of up to three metres (10 feet).

The 6.9 magnitude quake struck offshore at a depth 42 kilometres (26 miles), some 150 kilometres (90 miles) from Labuan, southwest of the capital Jakarta, according to the United States Geological Survey (USGS).

The USGS initially put the quake's magnitude at 6.8 before raising its intensity.

Indonesia's disaster agency pegged the quake at magnitude 7.4 and warned it could spark a tsunami.

"There are some areas at risk of a serious threat of a tsunami that could be as high as three metres," said agency official Rahmat Triyono.

"We're still waiting for reports about damage" from the quake, he added.

Residents in Jakarta fled their homes as buildings in the megacity swayed from the force of the quake, which struck at 7:03 pm (1203 GMT).

"The chandelier in my apartment was shaking and I just ran from the 19th floor," 50-year-old Elisa told AFP.

"Everybody else ran too. It was a really strong jolt and I was very scared."

At least two people were killed and thousands were forced from their homes after a major 7.3-magnitude earthquake hit the remote Maluku islands in eastern Indonesia this month.

Indonesia experiences frequent seismic and volcanic activity due to its position on the Pacific "Ring of Fire", where tectonic plates collide.

Last year, a 7.5-magnitude quake and a subsequent tsunami in Palu on Sulawesi island killed more than 2,200 people, with another thousand declared missing.

On December 26, 2004, a devastating 9.1-magnitude earthquake struck off the coast of Sumatra and triggered a tsunami that killed 220,000 across the Indian Ocean region, including around 170,000 in Indonesia.

The federal government has announced that Eid-ul-Azha holidays in Pakistan will be from August 12 to 15.

"It is notified for general information that 12th to 15th August, 2019 (Monday to Thursday) shall be public holidays on the occasion of Holy Festival of Eid ul Azha," the Interior Ministry announced in its notification.

"August 17 2019 (Saturday) will be a working day," it added.

Muslims across the world celebrate Eid-ul-Azha in remembrance of the willingness of Hazrat Ibrahim (AS) to sacrifice the life of his son for Allah (SWT).

Believers sacrifice animals, distribute the meat among the poor and needy, and relatives, followed by festivities and greetings.

President Donald Trump has slapped more sanctions on Russia in connection with the 2018 poisoning of a former Russian spy and his daughter, a move that a Russian lawmaker said on Friday will make it less likely for normalised US-Russian relations.

Trump issued an executive order late Thursday that imposes another round of sanctions against Moscow, which has denied wrongdoing in the spy case.

In March 2018, Sergei Skripal, a former Russian military intelligence officer turned double agent for Britain, and his visiting daughter, Yulia, were found unconscious on a park bench in the British town of Salisbury after being exposed to the nerve agent Novichok. They spent weeks in critical condition but recovered.

A police officer also was sickened. A few months after the attack on the Skripals, a local man, who found a perfume bottle containing traces of the discarded nerve agent, became severely ill and his girlfriend, Dawn Sturgess, died from the accidental exposure.

The poisoning ignited a diplomatic confrontation in which hundreds of envoys were expelled by both Russia and Western nations.

“The introduction of new sanctions against Russia by Washington not only makes the possibility of normalising Russian-American relations even more hypothetical, they are the latest attack on international relations in general and on strategic stability in the world,” said Frants Klintsevich, a member of the Russian upper house's defense and security committee, whose views generally reflect the Kremlin's thinking.

Members of Congress have been pressuring the White House to impose additional punitive measures on Moscow.

Earlier this week, Rep Eliot Engel, chairman of the House Foreign Affairs Committee, and Rep Mike McCaul, the panel's ranking Republican, wrote a letter to Trump telling him that he was required by law to impose a second round of sanctions.

The US imposed the first round after the secretary of state determined in August 2018 that the attack met the standard of a chemical weapons attack under the Chemical and Biological Weapons Control and Warfare Elimination Act.

The congressmen said those first sanctions “largely imposed penalties that the United States had already put into place, such as terminating foreign assistance and arms sales to the Russian government.”

The congressmen told Trump that levying a second round was required after the State Department later determined in November 2018 it could not certify that Russia would not engage in such activity again.

“We urge you to take immediate action to hold Russia fully accountable for its blatant use of a chemical weapon in Europe,” they wrote.

US President Donald Trump has again offered to mediate between Pakistan and India on the Kashmir dispute.

“If they [Pakistan and India] wanted somebody to intervene or to help them,” Trump said in response to a question from a reporter at the White House about his earlier offer to mediate the Kashmir issue, “I spoke with Pakistan about that, and I spoke, frankly, to India about it. But that’s been going on, that battle, for a long time."

The US president was referring to his meeting last week with Prime Minister Imran Khan, where he had offered to help to resolve the Kashmir issue.

India had rejected the offer making it clear that there can't be any third-party intervention on the issue. However, Pakistan welcomed it.

“Well, that’s up to — it’s really up to Prime Minister Modi. And I met with Prime Minister Khan; I got along great with — I think they’re a fantastic people, Khan and Modi. I mean, I would imagine they can get along very well,” he said.

Trump added, “If I can — if they wanted me to, I would certainly intervene.”

Pakistan has often sought third-party mediation in the decades-old dispute which has cost tens of thousands of lives, but the idea is anathema to India, which insists the issue can only be resolved bilaterally.

Trump had set off a political storm in India by claiming during a meeting in Washington PM Imran that Modi had asked him two weeks ago to mediate in the Kashmir dispute.

"I will say that we have a very good relationship with India. I know that your relationship was strained a little bit … maybe a lot," Trump had said. "But we will be talking about India, it will be a big part of the conversation today."

"If I can help, I would love to be a mediator. If I can do anything to help, let me know," the US president had added.

PM Imran on his official visit to the United States, stirred the further controversy further by saying Kashmir could only be resolved with outside help.

"Bilaterally, there will never be (an end to the Kashmir conflict)," PM Imran told Fox News, adding that Pakistan and India were "poles apart".

"I really feel that India should come... (to) the table. The US could play a big part, President Trump certainly can play a big part."

"The opposition's movement has failed. We had said [this would happen] since day one and we met the leaders of the opposition and explained to them that what they are setting out to do is against the prestige of this institution, its stability and is destroying its spirit.

"We went to Maulana Fazlur Rehman's house as part of our cultural tradition of visiting other people's houses to discuss matters. He couldn't help himself and he went ahead and gave a statement which made it seem we had come to seek his help," said Faraz.

"He hasn't even been able to help his own self," he added.

"Despite having no political leverage, he used this no-confidence motion for his own politics and I regret that with this, other major political parties were used," said Faraz.

"They did not realise that what they are setting out to do will ultimately affect their own selves adversely," he said.

He said that the opposition parties undertook the campaign "to save their skins from accountability". He went on to say that Maulana Fazlur Rehman "uses Islam as a shield, whereas the other opposition parties hide from the accountability drive started by the prime minister".

"Our opposition leaders themselves realised [that the vote was wrong] and it is with their support that we rendered the no-trust motion unsuccessful," he said.

He further said that the government has no hard feelings toward the opposition and that both sides have to move forward together to bring in legislation for the benefit of the people.

"This is not just Sadiq Sanjrani's victory, it is the institution's victory," he continued.

Faraz said that not only did the outcome ensure that democracy is stabilised but it did not let the image of the institution be tarnished.

He said that the opposition should now get serious as they have not been elected to simply walk out when there are cases against their leadership. They should help the government help the people.

"The House can only be run if both the opposition and the treasury work together," he emphasised.

The Senate leader hoped that the days to come will prove that this was the first and last time that there was an attempt to destabilise the Senate.

"I hope they have now learnt a lesson," he concluded.

'No horsetrading'

In the interaction with reporters that followed, Faraz rejected the impression that senators had been bought out.

"All senators, whether they are from the opposition or the treasury, are all honourable people. At least for this election, I guarantee [there was no horsetrading]."

He then proceeded to recount the 2015 Senate elections in which Pakistan Tehreek-i-Insaf had only five members and he had been fielded as the party's candidate for the post of deputy chairman of the Senate.

"That day we were not even aware of the Senate's geography. The PTI candidate still obtained 19 votes that day. Will you call this horsetrading? Will you call this being a sell out?"

"I had no right to inquire how I had obtained those 19 votes. This also depends on the candidate."

As things got heated, a reporter interjected to ask, "Will Shibli Faraz ever vote against the party?"

To this, the Senate leader unequivocally responded with: "Shibli Faraz will never vote against the party. But, if you are saying these people were bought out [...] you can not say such things when the sanctity of the Senate was restored."

"You can say there was a disagreement with the party. This is a secret vote. You should also give me an explanation for those 19 votes, the kind of questions you are raising. We were five senators and we did not even know anyone. First explain those 19 votes to me and the public and then ask such questions."

A senior member of the Palestine Liberation Organization (PLO) has censured the United Nations for its failure to include Israel in its annual blacklist of armed forces that commit atrocities against youths, arguing that the world body’s falling short of recognizing Israeli crimes against Palestinian children is inexcusable.

“This failure is inexcusable, given Israel’s dismal human rights record and its documented abuses against Palestinian children, including the arbitrary detention of hundreds of children every year, its use of torture against them and other grave violations, including the deliberate killing and maiming of roughly 2,800 Palestinian children in 2018 alone,” Hanan Ashrawi, a member of the PLO's executive committee, said in a statement on Thursday.

“Turning a blind eye to Israeli crimes and failing to apply such nominal standards of accountability emboldens the occupying power to escalate its flagrant violations, as documented and reported by human rights organizations,” she added.

Ashrawi noted, “In light of the international community’s abdication of its responsibilities vis-à-vis international law, it is no surprise that Israel continues to commit war crimes and violate international law and human rights on a daily basis with shameful impunity."

“Additionally, the right-wing in Israel is exploiting the current US-Israeli partnership to create new facts on the ground with absolute disregard for international law and declared rejection of the internationally-endorsed requirements of peace, including Palestinian statehood,” Ashrawi pointed out.

She stressed that “the international community and world bodies have a legal and moral obligation to hold Israel accountable for its relentless criminality and rogue conduct, to preserve the repute and relevance of international rules, and to ensure that Palestinian people enjoy their inalienable and absolute rights to self-determination and freedom.”

“Peace and prosperity in the (Middle East) region will remain elusive as long as racist and colonial agendas that dismiss Palestinian rights are advanced in the wake of international inaction on one hand and US collusion on the other,” Ashrawi underscored.

According to a report by UN Secretary General Antonio Guterres that was published late last month, Israeli forces killed and maimed some 2,800 Palestinian children in 2018 – the highest number in years. Israel, however, dodged the UN blacklist.

Some 59 Palestinian children were killed last year and 2,756 more were injured, the UN report said.

More than half of the deaths occurred during demonstrations along the fence separating the impoverished Gaza Strip from the Israeli-occupied territories.

Most of the young victims were “shot by live ammunition to the upper body, while reportedly posing no imminent threat of death or serious injury to Israeli forces”, the UN chief said in his 43-page report.

In the West Bank, some 1,398 Palestinian children were hurt by Israeli forces during “demonstrations, clashes and search and arrest operations.” Almost 1,000 of them were affected by inhaling tear gas, the report said.

Israel must “uphold international juvenile justice standards, as well as to cease the use of administrative detention for children and end all forms of ill-treatment in detention, and to cease any attempted recruitment of detained children as informants,” the UN report highlighted.

Turkey has stressed its resolve to create a peace corridor in Syria to ensure what it calls border security against increased threats and to clean the region from all terrorists.

A statement by the National Security Council issued after a meeting at the Presidential Complex in Ankara, said the fight will continue in northern Iraq until terrorists are wiped off in the region.

The council also vowed to create a peace corridor in Syria with all its strength, adding some terrorist groups are taking advantage from the power vacuum in certain areas. Earlier, 12 military convoys, including armored vehicles carrying commando units arrived at Sanliurfa province bordering Syria. Ankara says it is planning to launch a third cross border operation into Syria after two successful ones.

Turkey and United states have been at loggerhead due to Washington’s support to YPG and PYD militant groups, which Turkey says are the Syrian arm of PKK.

Back on Monday, Turkish Defence Minister Hulusi Akar held a phone call with his US counterpart Mark Esper. Reports say he has told his American counterpart that Ankara would not allow for the formation of a “terror corridor” to its south.

Observers maintain that the statement by the National Security Council reveals that talks between Turkey and the US don’t go smoothly and this has sounded the alarm in the regional circles.

Iran's Islamic Revolution Guards Corps (IRGC) has condemned imposition of sanctions on the country’s top diplomat, Mohammad Javad Zarif, as a “ridiculous” and “illegal” measure, which is in line with the United States’ policy of mounting maximum pressure on the Islamic Republic.

Issuing a statement on Thursday, the IRGC condemned imposition of US sanctions on Zarif, saying, “By imposing sanctions on the respectable foreign minister [of Iran], Americans once again demonstrated their anger at the spread of the Islamic Revolution’s inspiring and anti-arrogance discourse, and unveiled their mischief and animosity toward the dignified Iranian establishment and nation.”

The administration of US President Donald Trump imposed sanctions on Zarif on Wednesday because he “acted or purported to act for or on behalf of, directly or indirectly, the Supreme Leader of the Islamic Republic of Iran.”

The US Treasury Department alsao said in its statement that Zarif is Iran's "primary spokesperson around the world," and that the ban "is sending a clear message that Iran's "recent behavior is completely unacceptable.”

The sanctions imposed on Zarif, the IRGC’s statement added, show how the Americans are “expressing their rage and anger at [Zarif’s] way of expressing the truth [about them] and exposing their sinister nature.”

The measure was also meant to counter “a diplomacy that is based on resistance and aims to give voice to the position of a nation that has chosen to tread down the path of dignity and independence and stand up to bullies while refusing to give in to modern colonialist rule,” it added.

The IRGC suggested that maybe Washington itself once used to consider issuing such sanctions to be beneath a country like it, which lays claim to being a superpower, but has now resorted to sanctions in a bid to make up to some degree for its desperation, distress, and weakness.

Such actions targeting the Islamic Republic, however, do not change the fact that the country has brought about “an end to the era of Americans’ stance as a superpower and their adventurism in the region, and has led them and their regional and extra-regional lackeys to ignominious frustration.”

The General Staff of the Armed Forces of the Islamic Republic also issued a statement likewise underlining the illegal nature of “the arrogant US administration’s” measure and calling it an action rooted in desperation.

It said the “undiplomatic and forlorn” attempt followed in the footsteps of the other instances of the US violations of international law concerning the Islamic Republic.

The General Staff of the Iranian Armed Forces added that by imposing sanctions on Iran's top diplomat, Washington thinks it can ramp up pressure on Iran and compensate for its back-to-back losses in the regional and international arenas.

The US is resorting to some adventurist measures now that it has found itself more humiliated and isolated across the region and the world than ever and feeling the pinch from the loss of credibility, which has afflicted it and its allies, the statement read.

It concluded that such measures as employed against Zarif "would ultimately not yield the US anything other than defeat and would further belie the apparently pro-negotiation claims of American rulers."

Deputy Foreign Minister Abbas Araqchi, meanwhile, called Zarif the stalwart communicator of Iran’s diplomacy and the Islamic Republic’s powerful representative on all international arenas.

Sanctioning Zarif, he added in a post on his Instagram page, showed that the US is “incapable of engaging with the brave and ardent sons of this hearth and home” in political and diplomatic arenas.

The European Union also vowed to continue working with the Iranian foreign minister despite the US decision.

"We regret this decision," said Carlos Martin Ruiz De Gordejuela, a spokesman for EU diplomatic chief Federica Mogherini.

"From our side, we will continue to work with Mr. Zarif as Iran's most senior diplomat and in view of the importance of maintaining diplomatic channels," Martin said.

Opposition leader Shehbaz Sharif said Thursday the result of the no-confidence motion against Senate Chairperson Sadiq Sanjrani was damaging to democracy.

Sanjrani, as well as Deputy Chairperson Saleem Mandviwalla, survived no-confidence resolutions tabled against them. The resolution against Senate chair failed to receive the 53 votes required for his removal, with 50 in favour and five rejected.

Speaking informally to media personnel outside the Parliament House here in the federal capital, Shehbaz — also the president of the Pakistan Muslim League-Nawaz (PML-N) — said he believed that there had been influence and horse-trading.

The Opposition members had reduced by 14 but 64 of them had stood up in support of the motion to table the no-confidence resolution, he said, adding that what happened today was a dent to the democracy.

On the other hand, PML-N member and leader of the opposition in the Senate, Raja Zafarul Haq, said what happened today was sad. "We know who did not vote [in favour of the no-confidence motion]," he noted.

Haq added that the Opposition was aware by early Thursday morning as to how many votes the no-confidence motion would receive later in the day.

"Mostly, people from a certain party ruined it. The forces that wished to save the Senate chairperson emerged the victors," he added.

Pakistan offers consular access to kulbushan Jadhav
Pakistan has decided to grant consular access to Indian spy Kulbhushan Jadhav, who was convicted and sentenced to death by a military tribunal for spying, by tomorrow (Friday).

The International Court of Justice’s (ICJ) verdict, in the case, asked Pakistan to immediately inform Jadhav of his rights under Article 36, and grant India consular access, according to the Foreign Office’s (FO) spokesperson.

In this regard, Pakistan is awaiting Indian response and formally informed Indian High Commission.

The ICJ, in its ruling, asked Pakistan to ensure “effective review and reconsideration of his conviction and sentences”.

The ICJ said that even though it had found Pakistan in violation of Article 36 the Vienna Convention on Consular Relations (VCCR), "it is not the conviction and sentence of Mr. Jadhav which are to be regarded as a violation of Article 36 of the Vienna Convention."
The most the ICJ said it could do was to order Pakistan to cease violation of Article 36 and review the case in light of how that violation may have affected the case’s outcome.

To this end, Pakistan was directed to immediately inform Jadhav of his rights under Article 36, grant India consular access, and then review the case while considering, under the laws of Pakistan, how not doing so earlier may have impacted the case’s outcome.

Article 36 of the Vienna Convention simply states that when a national of a foreign country is arrested, they must be informed of the right to have their country’s consulate notified and should also have the right to regular consultation with their consulate’s officials during their detention and trial.

Voting for no-trust motions against Chairman, Deputy Chairman Senate today
The Senate session to vote on the no-trust motions against Senate Chairmani Sadiq Sanjran and the Deputy Chairman Salim Mandivalla has started in the parliament.

Senator Barrister Saif who was appointed as presiding officer is chairing the session today.

The secret voting on the no-confidence motion is underway in the Upper House.

At the onset of the session, 64 senators favoured the no-trust motion, following which, the polling kicked off in the Senate.

There are 100 senators attending the session today and a total of 53 votes are required to oust the chairman and deputy chairman of the Senate.

It is declared mandatory to insert a vote into the ballot box after casting vote in favour or opposition.

The instructions were issued in a letter released by Senate Secretariat for voting on the no-confidence motion. The secretariat has also imposed a ban on carrying mobile phones in the polling booth. The letter also stated that grabbing photos of the ballot paper is also prohibited in order to ensure secrecy of the vote.

On July 9, opposition senators had submitted a resolution against Senate Chairman Sadiq Sanjrani to the secretariat of the upper house with signatures of 38 opposition members. The government and coalition legislators hit back with a similar motion against the deputy chairman on July 12.

The opposition’s Rehbar Committee had nominated Mir Hasil Bizenjo as its candidate to replace the incumbent Chairman Senate.

The graft-busting body had produced Khaqan Abbasi before Judge Mohammad Bashir after politician’s 13-day remand ended today.

Approving request of National Accountability Bureau (NAB), the court extended remand of Mr Abbasi.

It is worth mentioning that the PML-N leader is accused of granting tenders of LNG-Terminal to his “blue-eyed individuals” and caused a loss of millions to the national exchequer.

Authorities have finalised preparations for the upcoming session of the Upper House as voting for the no-trust motions against Senate Chairman Sadiq Sanjran and the Deputy Chairman Salim Mandivalla is scheduled to take place in the Senate session today.

Ballot papers for the forthcoming voting in Senate have been prepared which will be used for secret voting by senators in accordance with their names in alphabetic order.

It is declared mandatory to insert vote into the ballot box after casting vote in favour or opposition.

A Presiding Officer (PO) will also announce the schedule of elections for the vacant seats, whereas, Senator Barrister Saif will organise polls for the new chairman and deputy chairman.

He slammed the opposition parties over rumours of his stepping down from the office.

Earlier today, Pakistan People’s Party chairman Bilawal Bhutto Zardari hosted a luncheon for senators of opposition parties ahead of Thursday’s voting for the no-trust motion.

Former chairman Senate Raza Rabbani briefed the opposition members about the process of voting after Bilawal Bhutto’s preliminary words of welcome. Raja Zafarul Haq and Hasil Bizenjo also addressed the event.

Earlier, on July 9, the opposition parties had submitted a resolution against Senate chairman Sadiq Sanjrani to the secretariat of the upper house of parliament with signatures of 38 opposition members.

Supreme Court: 14 years jail in charge of gas theft proved

Supreme Court of Pakistan on Wednesday turned down bail petition of an accused arrested under gas theft allegation.

A bench of the apex court headed by Acting Chief Justice, Mr. Justice Sheikh Azmat Saeed, rejected bail plea of an accused from Lakki Marwat, who was arrested for allegedly stealing gas to generate electricity.

Accused was stealing gas to generate electricity for sale, Justice Ijazul Ahsan observed during the hearing. The accused aimed gun at concerned officials when they visited him for inquiry, the judge further said.

A power generator was also recovered from his house, Justice Ijaz added.

“Lakki Marwat suffers 18 hours power load shedding and keeping a generator in such situation is compulsion for power consumers,” defence counsel argued.

The accused was selling electricity to the whole neighborhood, Justice Qazi Ameen remarked.

He will be awarded 14 years jail term if the charge of gas theft proved against him, Justice Azmat Saeed said.

Fourteen years’ jail term is minimal for gas thieves, acting CJP further said.

The accused was booked in the gas theft case in March this year.

It is to mention here that gas theft is a major menace causes an annual loss of Rs 50 billion to the national exchequer.

In 2016, National Assembly passed the Gas (Theft and Recovery Act) that imposed heavy penalties on offenders engaged in gas theft with maximum punishment of 14 years jail term and a penalty of Rs 100 millions.

ECC: Rs 1 billion granted as ‘Roti subsidy’ on gas for small bakers

The Economic Coordination Committee (ECC) joined heads today over the increase in prices of roti (flatbread) in Pakistan, on Wednesday.

The Committee decided that a subsidy worth rupees 1 billion would be awarded to small bakers on gas consumption used to bake the dough.

While gas prices for small bakers have also been reverted to what they were on June 30, 2019.

It is being hoped that the subsidy will aid in reducing the price of the roti to come back to what they were before the price hike.

Commercial bakers and Resturants cannot be facilitated by the subsidy, the ECC decided.

The ECC also decided to impose a 10% tax and duty on cotton export within the country.

The ECC in a meeting on July 17 reviewed the overall economic situation of the country.

The ECC session also considering continuing wheat export or impose a ban on it.

It is to be mentioned here that the Ministry of National Food Security and Research had recommended imposing a ban on the export of wheat.

According to the agenda, the ECC will review the situation of wheat stocks in the country.

The meeting will consider supplementary grants for various government departments and ministries.

The prime economic body of the cabinet will be briefed on the situation of prices and inflationary trends in the country.

The ECC meeting will also consider over a summary of financial assistance for Pakistan International Airlines (PIA).

According to sources, the session will determine per bag price of the imported urea under the agenda.

Moreover, it will consider a summary regarding supply of gas to the villages of Hangu district, sources added.

The United States and Pakistan can further enhance bilateral trade
The United States and Pakistan can further enhance bilateral trade if strategic ties between the two countries continue to improve, said a White House fact sheet released on Tuesday.

The fact sheet “Working toward Peace and Stability: Building Economic Prosperity” notes that the United States and Pakistan enjoy a strong economic partnership that benefits both countries.

The official document points out that Pakistan and the US traded $6.6 billion worth of goods last year, setting a new record of bilateral trade.

While the document recognises Pakistan’s role in the Afghan peace process, US officials recently also urged Islamabad to encourage transit trade between India and Afghanistan, noting that it would benefit all by enhancing trade between South and Central Asian regions.

President Donald Trump also expressed his desire to increase trade with Pakistan when asked at his July 22 news briefing what his administration was willing to do to help boost the Pakistani economy.

“Yes, I see great trade with Pakistan. And I’m not talking about a little bit more. I’m talking about — we could go 10 and even 20 times what we’re doing right now,” he said.

“You know, Pakistan is a big country. It’s actually a very big country, and they have tremendous product. They make great product,” he added.

“I’ve bought from Pakistan over the years when I was in the private sector. They make incredible product. They’re brilliant people. They’re hard-working people.”

He said that he believed the US and Pakistan could “have a fantastic trade relationship. I don’t mean we’ll increase it by 20 per cent. I mean, I think we can quadruple it. I think it could go — I mean, literally, it sounds crazy — you could go 10 times more. You could go 20 times more.”

He said he believed in multiplying trade with Pakistan because he felt “what we do right now is not much, and we should do a lot.”

Trump’s statement and the White House factsheet endorse Islamabad’s claim that Prime Minister Imran Khan’s US visit was a success, although it also highlights the key issues that need to be resolved to further enhance this relationship.

The document notes that Pakistan also purchased extensive amounts of American liquefied natural gas during the same period, about 22.8 billion cubic feet.

ExxonMobil re-established its presence in Pakistan in 2018 after 27 years and is working to increase LNG imports.

It lays greater emphasis on economic relations than did recent statements by US officials, who focused more on Pakistan’s cooperation in restoring peace to Afghanistan.

American energy producers are seeing more and more business opportunities with Pakistan and American companies are incorporating cutting-edge technologies into energy projects throughout Pakistan, the document adds.
