Qatar and UAE airlines have announced mandatory coronavirus tests for passengers from Pakistan three to four days before the scheduled departure, as the number of COVID-19 cases continue to surge in the country.

A Pakistan International Airlines (PIA) spokesperson told APP the airline has already asked its UAE-bound passengers to get their COVID-19 test reports from the designated laboratories four days prior to the scheduled flight.

The spokesman said PIA has advised all its UAE-bound passengers to get tested for coronavirus from designated laboratories/centres approved by the UAE government, prior to the departure of flights to Dubai, Sharjah, Abu Dhabi or Al-Ain.

“Reports must not be beyond 96-hour from the departure time and have to be presented at the boarding time along with the travel clearance certificate issued by the Dubai authority,” the official said.

The spokesperson added that the airline has already resumed its flights to UAE and was absolutely committed to strict compliance of SOPs which required passengers to get tested.

The spokesman added passengers having departed are also required to fill a health declaration form during the flight that may ascertain their wellness status in general.

Previously, passengers were told to get their coronavirus tests done 48 hours prior to the flight departure and a negative test report would have to be presented at the time of check-in.

Qatar Airways has also said all passengers from Pakistan must show they were tested for COVID-19, 72 hours before their flight departure and present a negative result.

The mandatory pre-flight requirement will take effect from Monday, a Qatar Airways spokesperson told Bloomberg. Qatar Airways currently operates services to the Pakistani cities of Islamabad, Karachi, Lahore and Peshawar.

“To ensure all customers can travel safely with Qatar Airways, from July 13 we will require passengers departing from all our gateways in Pakistan to undertake a COVID-19 PCR test before travel,” the airline spokesperson said.

The National Accountability Bureau has expanded a probe against Federal Minister for Religious Affairs Noorul Haq Qadri.

The anti-graft watchdog has decided to inquire into alleged irregularities in Hajj advertising campaign, sources said.

The NAB will collect complete record of the advertising campaign for Hajj during past two years, according to the sources. The accountability bureau will also collect the record from the advertising agencies and the Press Information Department (PID), sources said.

The NAB has decided to scrutinize the Hajj advertising campaign after allegations of irregularities, sources said.

It is to be mentioned here that NAB Chairman Justice (retd) Javed Iqbal had earlier authorized conducting verfication of a complaint regarding power abuse, against the minister over his alleged involvement in renting out a government building to his business partner.

According to sources, the complaint cell of NAB will collect complete information of the assets of the religious affairs minister Noorul Haq Qadri.

After verification of complaints an inquiry could be launched against the minister.

Lyari gang war kingpin Uzair Baloch on Saturday filed petition in Anti-Terrorism Court seeking his transfer from Mitharam Hostel to Central Jail Karachi.

The ATC today conducted murder hearing of two Rangers personnel against Uzair Baloch.

The court issued notices to the public prosecutor and others over the petition of the accused.

The court also granted an application seeking Uzair Baloch’s meeting with his family members.

A meeting of Baloch with his wife, daughter and father in law was arranged at the courtroom.

During the hearing, a prosecution witness sought time for recording his statement in the case.

Uzair Baloch and other accused had abducted and killed two Rangers officials namely Ijaz and Nasir, according to the police report.

The FIR of double murder was filed against Baloch and other accused at the Pak Colony police station in Karachi.

Moreover, public prosecutor informed the court of Additional District and Sessions Judge South Karachi, that 22 cases have been pending against Uzair Baloch.

The court was informed earlier about the transfer of accused to the military court, government lawyer Shakeel Abbasi said. “There was no information about his transfer to the central jail,” the counsel said.

He has been booked in several cases at police stations in Lyari for murder, arson, rioting and other heionous crimes, he added.

Uzma Kardar has submitted rebuttal to the allegation against her

Former Pakistan Tehreek-i-Insaf (PTI) member Uzma Kardar has submitted her reply to a committee formed by the party to probe allegations against her.

According to details, Kardar has sought permission of the party to file a case against people involved in recording and leaking her phone calls which became the reason for her removal from PTI.

PTI’s committee on order and accountability had terminated Kardar’s party membership on July 5 and had given her seven days to prove herself innocent against the allegations on her.

Kardar has claimed that the audio leak being used against her is morphed and she is being targeted by conspirators, she said that the conversation was of a personal nature and the person on the other line was muted in the leak.

She argued that a personal conversation she had with a confidant can’t be used against her on the national scale, she said that everyone knew that she had been a strong advocate for PTI in the past 8 years and has never spoken ill of the party in any capacity.

She further stated in her rebuttal to the allegation against her that her rights as a citizen had been usurped by means of leaking a personal call.

“I would like permission from the political party to approach the Federal Investigative Agency (FIA) to probe the matter further,” said Kardar.

“Legal clauses were ignored in the intra-party inquiry carried out against me as there was no formal application filed.”

“I tried apologizing to PTI for the audio leak but my attempts were in vain and the party leadership rejected my apology and asked me to resign from my provincial assembly chair which I won on the party’s ticket, I was also told that if I did not resign then the party will take the matter to the election commission of Pakistan and have me removed as an MPA.”

Sources have claimed that Kardar had tried contacting Prime Minister Imran Khan and Chief Minister Punjab, Sardar Usman Buzdar but her efforts were to no avail.

According to details, Ajmal Wazir could be heard in the leaked audio call, discussing share of his commission from the media representative in return of the tax relief on advertisements.

Chief Minister KP Mahmood Khan has already de-notified Ajmal Wazir as the provincial advisor on information and public relations and assigned the additional portfolio to the Chief Minister’s Special Assistant for local government, Kamran Bangash.

Speaking on the entire episode, Bangash said that the chief minister had timely taken notice of the matter and removed Ajmal Wazir from his post to ensure transparency in the government affairs.

“A forensic examination of the leaked audio will be conducted and if proved innocent, he will remain a part of the provincial team,” Kamran Bangash said adding that a high-level body led by the chief secretary will probe the matter.

Wazir, who belongs to Shakai valley in South Waziristan, had joined the Pakistan Tehreek-e-Insaf just before the July 2018 general election. He was earlier a member of the Pakistan Muslim League-Quaid-i-Azam and had remained its central vice-president.

He was appointed as the provincial adviser on information and public relations after removal of Shaukat Yousafzai on 3 March 2020.

Youngsters find new ways to Play PUBG in Pakistan

Pakistan Telecommunication Authority (PTA) has failed to implement a ban on the popular online game, PlayerUnknown’s Battleground (PUBG) after youngsters have found a way using VPN to operate it without any difficulty.

“We are playing PUBG after downloading VPN from the Play Store,” said a youngster when asked as to how he is able to operate it despite a ban from the PTA.

He said that there are several VPN proxies available on the Play Store. “Download any one of them and enjoy using PUBG game,” he said while rejecting the notion that the game has claimed lives of youngsters who committed suicide.

He said that it was a source of utilizing their leisure time during COVID-19 lockdown.

It is pertinent to mention here that the PUBG was banned in the country on July 01.

A PTA spokesman said that a decision to permanently ban the PUBG would be made after consultations. “We have received many complaints regarding the game,” he said adding that complaints termed the game as a waste of time and further claimed that it was causing a negative impact on the children.

The PTA action came in the backdrop of a complaint at the Lahore High Court (LHC) by parents of two children who committed suicide in Lahore after they were denied permission to play the game.

At least three children have so far committed suicide in Lahore after denied permission to play the game.

Lahore Capital City Police Office (CCPO) Zulfiqar Hameed has also written a letter to the Federal Investigation Agency (FIA) and the Pakistan Telecommunication Authority (PTA) seeking to block access to the highly popular online game Player Unknown’s Battle Ground (PUBG).

Prime Minister Imran Khan has expressed fear that a massacre akin to Srebrenica may happen in Indian Occupied Jammu and Kashmir (IOJ&K).

In his video message on 25th memorial anniversary of Srebrenica genocide, the prime minister said that 8,000 Indian troops have besieged eight million people of Kashmir.

He urged the world community to take notice and never allow such acts to take place again.

The premier also extended best wishes on behalf of the people of Pakistan to the people of Bosnia.

On July 10, 1995, more than 8,000 Bosnian Muslim men and boys were killed after the Bosnian Serb Army attacked Srebrenica, a designated UN safe area, despite the presence of UN peacekeepers.

In addition to the killings, more than 20,000 civilians were expelled from the area. The massacre is termed the worst episode of mass murder within Europe since World War II.

The federal government on Saturday announced to release pension of Employees’ of Old-Age Benefits Institution (EOBI) pensioners before Eid-ul-Adha.

According to details, each retired employee registered with the EOBI will get increased pension of Rs8,500 coupled with arrears of six months.

The federal cabinet this year had increased the pension from Rs6,500 to 8,5000.

In addition, the cardholders of EOBI will get basic commodities on discounted rates from the state-owned Utility Stores under an agreement signed yesterday.

An agreement had been signed between Utility Stores Corporation (USC) and Employees Old-Age Benefits Institution (EOBI) for providing basic commodities on discounted rates to the registered people.

On the occasion, Zulqarnain Khan said that the chain of Utility Stores will provide the facility to EOBI cardholders across the country after issuing Sahulat Card to them. He added that the cardholders will get discounts on different commodities in the stores.

Sahulat Cards will be distributed among the deserving people after verification from the National Database and Registration Authority (NADRA), he said.

The latest agreement was signed after the approval of the federal cabinet members during the last session where PM Imran Khan greenlighted an increase in EOBI pensions.

The National Accountability Bureau (NAB) has launched an inquiry against Sindh Assembly member Haleem Adil Sheikh for his alleged involvement in a scam of grabbing and selling 257 acres of state land.

The NAB has summoned all details of the record from the Deputy Commissioner Malir, sources said. The anti-graft watchdog has asked the D.C. Malir to submit all concerned papers by July 27 to the accountability bureau.

According to the NAB sources, Haleem Adil Sheikh has been accused of grabbing and illegally selling the state land.

The NAB’s letter has given the details of all grabbed state lands with measurement, sources said.

Sindh Anti Corruption Establishment had last year sought permission from the chief secretary to file a case against the MPA and his brother Aleem Adil Sheikh, who had been charged of China cutting of the state land by the survey officials.

The anti-corruption report had also alleged the MPA’s son and revenue officials’ involvement in the land grabbing scam.

According to the ACE sources, a network of bogus housing societies was unearthed at the Super Highway, with fake documents the state land was shown as private property. The state land was grabbed in connivance with the revenue and Sehwan authority’s officials, anti corruption sources claimed.

The SBCA and all registrars have been intimated about the land grabbing scam, anti corruption sources said. “A fake scheme or project will not be leased neither their maps will be passed”, sources added.

US welcomes WHO inquiry into virus origins in China

The US has welcomed a probe by World Health Organisation into the origins of the novel coronavirus in China, its ambassador to the UN said Friday.

"We welcome the WHO's investigation. We view the scientific investigation as a necessary step to having a complete and transparent understanding of how this virus has spread throughout the world," ambassador Andrew Bremberg told reporters.

It was an unexpected endorsement, given that the WHO has faced fierce US criticism over its handling of the coronavirus crisis.

Bremberg said the US expected the Chinese authorities "will offer the team of scientists full access to data, samples and localities, and look forward to its timely report".

Covid-19: 64 percent patients recovered in Balochistan
The number of coronavirus infections declining in Balochistan and 64 percent patients of COVID-19 have recuperated, quoting provincial health department News reported on Saturday.

Two motorcyclists squashed to death in Karachi street mishap
Two motorcyclists were crushed to death after being hit by an unidentified vehicle near Aisha Manzil on late Friday night.

According to rescue sources, the accident was so severe that both of them died on the spot. Rescue teams reached the spot and shifted the dead bodies to the nearby hospital.

The deceased were identified as 20-year-old wahab and 18-year-old Fawad.
In a separate incident, earlier this year, a motorcyclist was crushed to death by a speeding dumper near Karachi’s area of Shah Faisal.

According to rescue sources, a motorcyclist had lost his life on the spot after being hit by a speeding dumper. The driver of the vehicle fled away from the scene.

The body was moved to nearby medical facility for postmortem. Meanwhile, the angry mob recorded their protest against the incident by blocking the road.

They had also set the dumper on fire after breaking its glasses. Search was on for the arrest of the dumper’s driver, said police.

Pakistan to ensure earliest completion of FATF action plan: Hafeez Shaikh
Adviser to the Prime Minister on Finance Dr Abdul Hafeez Shaikh has said that Pakistan is working to ensure full compliance with the Financial Action Task Force (FATF) Action Plan at the earliest by increasing the effectiveness of its Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) regime.

“Out of 27 FATF Action Plan items, Pakistan had already addressed 14 while substantial progress has been made in addressing the remaining 13 Action Plan items,” Shaikh said while delivering a keynote statement to the High-Level Panel on International Financial Accountability, Transparency and Integrity (FACTI).

Shaikh told the panel that Pakistan had made considerable progress in addressing the recommended actions of its Mutual Evaluation Report, which includes 15 legal amendments to achieve technical compliance with National Risk Assessment on ML/CT, implementation of AML/CFT measures on DNFBPs, CDNS and Pakistan Post, broadening the sanctions regime, etc.

Similarly, he said the Government of Pakistan had taken various measures in recent years to contain illicit financial flows through the strengthening of the AML/CFT regulations on Customer Due Diligence (CDD) and Know Your Customer (KYC) and that other AML/CFT instructions to financial institutions have been brought in line with FATF standards.

“To further align with international standards, the AML Act had been amended to include Tax Offences as predicate offences. A range of predicate offences have been added to the schedule of AML Act, to include serious offences including corruption, narcotics, terrorism and human trafficking,” he added.

The adviser further told the panel that Violations of Section 4(1) (un-authorized FX business) and Section 5 (Illegal transfers) of Foreign Exchange Regulation Act (FERA), 1947 had been incorporated into the schedule of the Anti Money Laundering (AML) Act, 2010 in terms of which those offences might also be punishable under the AML Act.

He said that amendments to the Protection of Economic Reforms Act (PERA) 1992 had been incorporated to restrict the feeding of foreign currency accounts by non-tax filer Pakistani residents.

Shaikh said that Pakistan had launched the Pakistan Remittances Initiative (PRI) to facilitate the inflow of home remittances into Pakistan through formal channels.

Resultantly, Pakistan had registered growth in remittances during the last decade, rising from $6.4 billion in FY08 to $23 billion in FY20. Automation of Electronic Import Form (EIF) and Electronic Export Form (EEF) by banks through Pakistan Customs software to synchronize import and export of goods and payments by banks were also some of the steps taken by the government to further streamline the processes.

“The State Bank of Pakistan and Federal Investigation Agency of Pakistan are continuing to identify illegal MVTS (hawala/ hundi operators) and take measures including closure, investigation and prosecution these operators,” Shaikh said.

In his statement, Shaikh also called upon the panel to look into how multinational corporations minimize their tax liabilities to revenue authorities in their country of operations. He observed that MNCs had devised sophisticated financial and operational models enabling them to manoeuvre their way through tax systems and shift their profits to low tax jurisdictions and, in many instances, tax havens that are highly opaque.

He said the Panama Papers highlighted the myriad ways in which the rich could exploit secretive offshore tax regimes – and widen the gulf between rich and poor. “Abuse of anonymous shell companies is among the reasons why many countries are facing greater challenges today in the face of the COVID-19 pandemic. For years, they have enabled corruption, fraud and tax evasion,” the adviser said.

He also drew the attention of the panel to research by Transparency International showing that the overall level of compliance on the part of countries with beneficial ownership transparency standards was low, as many countries had failed to take adequate measures such as the establishment of registers. Asset recovery by developing countries has been slow and legal framework remains cumbersome, he added.

The World Health Organisation has called on countries to be more aggressive and step up control measures as the number of coronavirus cases continue to soar.

With case numbers worldwide more than doubling in the past six weeks, Uzbekistan on Friday returned to lockdown and Hong Kong said schools would close from Monday after the city recorded "exponential growth" in locally transmitted infections.

WHO chief Tedros Adhanom Ghebreyesus called on countries to adopt an aggressive approach, highlighting Italy, Spain, South Korea and India's biggest slum to show it was possible to stop the spread, no matter how bad the outbreak.

The health agency's comments came as US President Donald Trump was forced to cancel an election rally in New Hampshire, citing an approaching storm.

Trump has pushed to hold large gatherings against health advice as epidemiologists warn of the dangers posed by the virus moving through the air in crowded and confined spaces.

On a visit to Florida on Friday, Trump hit out at Beijing over the pandemic.

"(The) relationship with China has been severely damaged. They could have stopped the plague.... They didn´t stop it," he told reporters.

The virus has killed at least 556,140 people worldwide since it emerged in China last December.

More than 12.3 million cases have been registered in 196 countries and territories, triggering massive economic damage.

The United States, the country worst hit by the illness, reported almost 64,000 new cases Friday and the death toll now stands at just under 134,000, according to Johns Hopkins University.

Brazil, the second-hardest hit, surpassed 70,000 deaths and reported 45,000 new infections, the health ministry said.

In Uzbekistan, citizens were from Friday facing lockdown restrictions again that were originally imposed in March but lifted gradually over the past two months.

The Central Asian country's return to confinement followed a decision by Australia to lock down its second-biggest city Melbourne from Thursday.

The incident took place in Rawalpindi city where a child maid, 8-year-old Zohra, was reportedly tortured to death by a couple over mistakenly releasing two parrots from a cage.

According to reports, the parrot flew when she was cleaning the parrots’ cage. The couple, identified as Hassaan Siddiqui and his wife, tortured the child maid.

Ticket prices for flights to Pakistan from the United Kingdom have tripled after Pakistan International Airlines (PIA) was barred from flying to three destinations in the UK.

The flag carrier is also facing a suspension of six months from the European Union, and a ban on all types of flights from the United States.

A return flight from London, Manchester, and Birmingham to Lahore, Islamabad, and Karachi used to cost an average of £500-650, but after PIA was suspended from operating by the UK's Civil Aviation Authority, ticket prices have seen a three-fold increase to the £1,500-2,700 mark.

According to Skyscanner, a major travel website, the cheapest return ticket from London to Lahore is being offered by Turkish Airlines which costs a whopping £1,445 — equal to almost Rs300,000.

British Airways, which recently started operations in Pakistan, is offering the same flight for over £2,000 which would cost the traveller over Rs400,000.

The return tickets from the UK to Pakistan offered by Qatar Airways and Emirates cost over £2,500, which is an unprecedented price for a return ticket. Another flight by Qatar Airways and British Airways costs £2,796.

This comes at a time of severe crisis for PIA after Aviation Minister Ghulam Sarwar Khan claimed that around one-third of Pakistani pilots had dubious licenses. The announcement caused panic all over the world, leading to a chain of events that resulted in the suspension of the flag carrier's flights and grounding of pilots working globally who were issued licenses by Pakistan Civil Aviation Authority.

There are over 1.5 million Pakistani origin Britons in the UK who regularly travel to Pakistan and are severely disappointed by the increase in the ticket prices. According to the British government, at anytime, nearly 100,000 British Pakistanis are present in Pakistan. After the COVID-19 lockdown, nearly 60,000 Britons flew on chartered flights from Pakistan to three destinations in the UK.

Abdullah Sheikh, a Pakistani student in the UK who regularly travelled to Pakistan said, "I wanted to [visit] Pakistan but couldn't go because we travelled through PIA and now we can't. I used to go 3-4 times a year but now these prices have resulted in significantly altering our travel plans."

Abdullah added that stopovers in various other airports had made it difficult for the elderly and vulnerable travellers who found it hard to take multiple connecting flights to go to Pakistan.

The PPP and JUI-F top brass on Friday agreed to work together "for the sake of national integrity and the country's survival".

PPP chairman Bilawal Bhutto Zardari and co-chairman Asif Ali Zardari had an hour-and-a-half-long meeting with JUI-F chief Fazl-ur-Rehman at Bilawal House to discuss Pakistan's political situation.

The PPP leaders also congratulated Rehman on a successful multi-party conference.

During the meeting, both the PPP and the JUI-F leadership agreed to adopt a tough stance on National Finance Commission (NFC) award and the 18th Amendment to the Constitution.

The NFC award announced this year has seen cuts in the share awarded to Sindh, whereas the 18th Amendment is being eyed for a review by the PTI. The Amendment grants provinces greater administrative and fiscal authority and it was forged through a consensus during the PPP era.

Zardari, the former president, said that there would be no compromise on either the "anti-people" budget passed on June 12, or the NFC award.

"I have already said that Imran Khan is not qualified to run the government," Zardari said, adding that he had warned the government last year during a speech in the Parliament about the threat the country faces due to locust attacks.

The government did not take the concerns seriously "due to its stubbornness and ego", the PPP co-chair noted.

"If the locust attacks are not stopped immediately, the country might suffer a grave food crisis," he warned.

Noting that the nation was looking to Pakistan's Opposition parties with hope, Zardari said: "Imran Khan's incompetence has come to the fore during the current coronavirus crisis."

Meanwhile, Bilawal said the "selected government has been exposed on all fronts in the COVID-19 crisis".

"Pakistan and Imran Khan cannot go hand in hand", he added.

Lamenting that the incumbent prime minister was using the National Accountability Bureau (NAB) to take revenge from the Opposition parties and their leaders, Bilawal said it had been two years since the premier did anything in the public interest.

"All Opposition parties are on the same page against the current government," the PPP chief asserted.

Agreeing that the Opposition is united in its stance, the JUI-F chief said the PTI-led government had pushed the country's economy to the wall.

"The economy has never had a negative growth rate in the history of Pakistan. If the economy is to be saved, then everyone has to fight against the 'selected' leaders together," Rehman said.

Following the meeting, Bilawal announced his party's willingness to work together with JUI-F to overcome the multiple challenges the country is facing.

"JUI-F and PPP have worked together in the past and we must do so again if we are to overcome challenges to democracy, constitution, NFC and economy," Bilawal said in a tweet.

Prime Minister Imran Khan on Friday announced Rs30 billion in subsidy for the Naya Pakistan housing scheme in line with helping the underprivileged class build their own homes.

Addressing the nation after chairing a meeting of the National Coordination Committee on Housing, Construction, and Development, PM Imran said the scheme was aimed at the "working class, the welder, the small shop owner, who do not have a lot of money to build their own houses".

"The goal of the Naya Pakistan housing scheme was to construct houses for this strata of the society, which doesn't have cash.

"We faced many hindrances while launching the scheme due to some existing legislation, such as the foreclosure law, which allows banks not to lend out money without a confirmation of repayment of instalments.

"[However] despite a lot of hurdles, we are almost successful in passing the law for Pakistan, which is now implemented around the world," he said.

The prime minister also spoke of the construction sector, saying it faced a lot of obstacles — including taxes, delays in permissions leading to petitions, utility issues — but that the NCC on Housing, Construction, and Development had worked on formulating policies for its revival.

He stressed on the coronavirus-induced global recession, as well as the measures being taken by the governments around the world to help restart their economies.

"We have decided to revive our economy with housing and construction industry so that people can get jobs and we can generate revenue in times of global recession and pandemic," he noted.

"I, myself, will preside this meeting every week to supervise the working and progress of the committee regarding the Naya Pakistan housing scheme. The committee will also review hindrances the construction industry faces — this has never been done in Pakistan ever before.

"Considering our international obligations, we only have time till December 31 to provide incentives to the construction industry," he added.

PM Imran explained that under the Naya Pakistan housing scheme, Rs30 billion had been allocated as a subsidy, which would translate into Rs300,000 for each of the 100,000 households during the first phase of the programme.

A 5% interest is levied on a five-marla house and 7% for 10-marla, he noted, and the rest would be subsidised by the government.

"We have also directed the SBP [State Bank of Pakistan] to keep 5% of the portfolio for the construction industry, which is calculated to be Rs330 billion," he said.

The government had coordinated with all of the provinces for a one-window operation so as not to have people worry about obtaining no-objection certificates (NOCs), the premier announced, adding that there would be a time limit for the approvals of houses maps.

"We have reduced provincial taxes so that people can benefit more and more with the subsidies," he added.

PM Imran mentioned yet another relaxation in terms of questions about the sources of investment, saying it would not be questioned only during the ongoing year "due to recession caused by the coronavirus".

"We have requested the global financial bodies for these subsidies because most of our economy is undocumented. Therefore, I would request people to make the most benefit from these incentives.

"We are hoping that these incentives will create employment opportunities for people in these hard times of pandemic," he said. "Around the world, banks provide loans for construction but banks in Pakistan only provide 0.2% loans — which is quite less."

An additional sessions court here on Friday issued non-bailable warrants for the arrest of Senator Sarfaraz Ahmed Bugti in a case related to aiding and abetting the abduction of a minor girl.

The court directed Quetta police to arrest the accused and present him in the court.

The arrest warrants came a day after the Supreme Court rejected Bugti’s plea for interim bail. A two-judge bench of the apex court, headed by Justice Mazhar Alam Miankhel, had dismissed the bail plea yesterday.

Quetta’s Bijli Ghar police station had registered a case against the former Balochistan home minister over his alleged role in the abduction of a girl on her mother’s complaint.

Earlier, on Jan 16, the additional sessions court turned down Sarfaraz Bugti’s bail application in the case and ordered his arrest. He, however, fled the court. Later, he approached the Balochistan High Court for bail.

The high court granted him pre-arrest bail but later rejected it on June 23. Subsequently, he, as a last resort, moved the Supreme Court requesting it to grant him interim bail in the case.

The chairman of Prime Minister Imran Khan's task force on science and technology, Dr Attaur Rahman, on Thursday said Pakistani researchers are working on a "100 genome project" to observe changes in the structure of the coronavirus genome with samples taken from different patients.

During an interview with the Associated Press of Pakistan (APP), the renowned scientist said: "Scientists and researchers at Jamilur Rahman Centre for Genome Research, Karachi, have isolated the coronavirus and discovered changes in its structure at eight places as compared to the original virus found in China."

Clinical trials of proposed vaccine

Dr Rahman said that the Drug Regulatory Authority of Pakistan (DRAP) needs to take emergency measures to approve clinical trials for an internationally recognised COVID-19 vaccine.

“An application for conducting clinical trials of this vaccine produced by a well-acclaimed international company was submitted to DRAP for approval. The clinical trials of that vaccine have been done internationally."

“We were in contact with several international companies for vaccine production after which one company agreed to conduct clinical trials of their vaccine in Pakistan," he said.

Hoping that DRAP will approve clinical trials of this vaccine within two weeks, Dr Rahman said that the trials will be conducted "under our supervision" soon after approval.

“It takes three to four months to complete clinical trials of a vaccine and hopefully, if DRAP grants approval within two weeks, the clinical trials will be completed within the next four months," he said.

Dr Rahman said if the results are positive, the mass production of the vaccine will begin.

Depending on the successful trial of the vaccine, it can be available in Pakistan between the months of December this year and March next year, he said.

"As we are involved the process, we will get this vaccine by the company on a preferential basis."

'PROTECT' to conduct trials of approved drugs

Listing other measures taken by the government to tackle the pandemic, Dr Rahman said a major programme titled 'PROTECT’ has been initiated to conduct clinical trials of different internationally approved drugs including hydroxychloroquine and erythromycin in Pakistan.

This project, with the involvement of a dozen institutions of the country including hospitals, research institutions, and universities, will help check the effectiveness of these drugs on our population.

It will also reveal the extent to which these drugs can effectively fight the coronavirus strain that exists in our country, he said.

The clinical trials on these drugs are already in progress in other countries.

Govt to expand testing

Maintaining that the government is also taking measures to expand the testing capacity, he said: "We were conducting only 400 tests during the month of March and now the capacity has increased to up to 30,000 tests per day."

For this purpose, several laboratories were established including Punjab Forensic Science Agency in Lahore, which is fully equipped to conduct tests on a larger scale, he added.

International Centre for Chemical and Biological Sciences based in the University of Karachi is also conducting tests on a larger scale, Dr Rahman said.

Locally-manufactured ventilators

On the local manufacture of ventilators, Dr Rahman said that three designs of ventilators got approval from DRAP out of 11 that were shortlisted. The prototypes of the selected designs are being developed after which the manufacturing process will start.

The ventilators handed over to National Disaster Management Authority (NDMA) by the Prime Minister recently were based on Turkish technology. The kits were imported from Turkey and assembled in Pakistan.

However, now, Pakistani experts will be able to completely manufacture ventilators with their own technology.

He said that the local manufacture of safety equipment like masks, suits, gloves, sanitisers, testing kits, etc., would help increase the country's exports and will lead to self-reliance.

Macron “emphasised that such a move would contravene international law and jeopardise the possibility of a two-state solution as the basis of a fair and lasting peace between Israelis and Palestinians”, his office said in a statement after the call on Thursday.

It was the latest move by European leaders pressing Netanyahu to drop plans to annex Jewish settlements in the West Bank and the strategic Jordan Valley.

The controversial move was endorsed in a Middle East plan unveiled by US President Donald Trump in January.

Israel's government had set July 1 as the date when it could begin taking over the Palestinian areas, where the population of Israeli settlers has grown since the 1967 Six-Day War.

The foreign ministries of France and Germany, along with those of Egypt and Jordan — the only Arab states to have peace deals with Israel — warned this week that any annexation could have “consequences” for relations.

But Macron told Netanyahu that France remained committed to Israel's security and “expressed his attachment to the friendship and confidence that links France and Israel”, his office said.

Turkish President Tayyip Erdogan declared Istanbul's Hagia Sophia open to Muslim worship on Friday after a top court ruled that the building's conversion to a museum by modern Turkey's founding statesman was illegal.

Erdogan made his announcement just an hour after the court ruling was revealed, despite international warnings not to change the status of the nearly 1,500-year-old monument, revered by Christians and Muslims alike.

“The decision was taken to hand over the management of the Ayasofya Mosque [...] to the Religious Affairs Directorate and open it for worship,” the decision signed by Erdogan said.

Erdogan had earlier proposed restoring the mosque status of the Unesco World Heritage Site, a focal point of both the Christian Byzantine and Muslim Ottoman empires and now one of the most visited monuments in Turkey.

The United States, Greece and church leaders were among those to express concern about changing the status of the huge sixth-century building, converted into a museum in the early days of the modern secular Turkish state under Mustafa Kemal Ataturk.

“It was concluded that the settlement deed allocated it as a mosque and its use outside this character is not possible legally,” the Council of State, Turkey's top administrative court in Ankara, said in its ruling.

“The cabinet decision in 1934 that ended its use as a mosque and defined it as a museum did not comply with laws,” it said, referring to an edict signed by Ataturk.

Russian Orthodox Church expresses regret

The association which brought the court case, the latest in a 16-year legal battle, said Hagia Sophia was the property of the Ottoman leader who captured the city in 1453 and turned the already 900-year-old Byzantine church into a mosque.

Erdogan, a pious Muslim, threw his weight behind the campaign to convert the building before local elections last year.

The Ottomans built minarets alongside the vast domed structure, while inside they added huge calligraphic panels bearing the Arabic names of the early Muslim caliphs alongside the monument's ancient Christian iconography.

The Russian Orthodox Church said it regretted that the court did not take its concerns into account when making its ruling and said the decision could lead to even greater divisions, the TASS news agency reported.

Previously, Ecumenical Patriarch Bartholomew, the spiritual head of some 300 million Orthodox Christians worldwide and based in Istanbul, said converting it into a mosque would disappoint Christians and would “fracture” East and West.

US State Secretary Mike Pompeo and Greece had also urged Turkey to maintain the building as a museum.

But Turkish groups have long campaigned for Hagia Sophia's conversion into a mosque, saying this would better reflect Turkey's status as an overwhelmingly Muslim country.

Alphabet Inc began offering the world’s first commercial high-speed internet using balloons to villagers in remote regions of Kenya’s Rift Valley on Wednesday.

The service is run by Loon, a unit of Google’s parent Alphabet, and Telkom Kenya, the East African nation’s third largest telecoms operator.

“Kenya is the first country ... to have base stations high up in the sky. Now we will be able to cover the whole country in a very short span of time,” said Information Minister Joe Mucheru after launching the service.

The technology has been used before, but not commercially. US telecom operators used balloons to connect more than 250,000 people in Puerto Rico after a 2017 hurricane.

The project aims to provide affordable fourth generation (4G) internet to under-covered or uncovered rural communities. It has been more than a decade in the making.

“We are effectively building the next layer of the mobile network around the world. We look like a cell tower 20 km in the sky,” said Alastair Westgarth, Loon’s chief executive.

The floating base stations have a much wider coverage, about a hundred times the area of a traditional cell phone tower, Westgarth said. The large, translucent balloons are fitted with a solar panel and battery, and float in the upper atmosphere, high above planes and weather.

They are launched from facilities in California and Puerto Rico and controlled via computers in Loon’s flight station in Silicon Valley, using helium and pressure to steer.

They also have software equipped with artificial intelligence to navigate flight paths without much human intervention.

The greenback finished at 166.35 against the local currency as compared to yesterday’s closing of 166.58.

On July 9, the State Bank of Pakistan (SBP) said that its foreign exchange reserves rose by $810 million to $12.04 billion during the week ending on July 3.

The increase has been attributed to proceeds of $1,000 million as loan disbursement from China to Pakistan.

The SBP also made government’s external debt payments of $231.2 million.

Pakistan Customs saw duty collection fell 7.4% to Rs453 billion during the last fiscal year of 2019-20, as regulatory and administrative measures helped cut imports during the year.

Three collectorates, namely Model Customs Collectorate (MCC) Appraisement (East), MCC Appraisement (West) and MCC Port Qasim collected Rs489.3 billion in the preceding fiscal year.

Sources said falling duty collection might be attributed to the slowdown in economic activities early in the fiscal year and the adverse impact of the lockdown during the last four months of the fiscal year.

The government made efforts to reduce import bills by imposing restriction on non-essential and luxury items. This also helped the government to curtail the current account deficit for the year. Rupee also lost value against the US dollar to make imports expensive.

Total import bill of the country fell 18.6% to $44.57 billion during the last fiscal year. That was compared with $54.76 billion in the preceding fiscal year.

The trade deficit also significantly shrank 27% to $23.18 billion. That was compared with the deficit of $31.8 billion in the preceding fiscal year.

The three-month lockdown following the coronavirus outbreak adversely hurt the trade and Pakistan’s import bill was also reduced significantly during the last four months of the fiscal year. The lockdown brought economic activities to halt. The partial easing of lockdown is expected to lead to recovery.

Current account deficit of the country was reduced by 74% during the first 11 months of 2019-20. The current account deficit fell to $3.2 billion during July-May from $12.4 billion in the corresponding period of the preceding fiscal year.

The breakup of duty collection by the collectorates revealed that only MCC Port Qasim posted 7.88 per cent growth during the fiscal year. The collection of MCC Port Qasim increased to Rs197 billion during 2019-20 from Rs182.6 billion in the preceding fiscal year.

The collection of MCC Appraisement East witnessed an 11% decline to Rs157 billion during the year under review. It was compared with Rs176.58 billion in the preceding fiscal year.

The collection of MCC Appraisement West posted a 24% decline to Rs99 billion, compared to Rs130 billion in the preceding fiscal year.

The duty collection of the three collectorates fell 5.54% to Rs45 billion in June. That was compared with Rs47.64 billion in the same month of the last fiscal year.

Senator Sarfraz Bugti's non-bailable arrest warrants issued

An additional sessions court here on Friday issued non-bailable warrants for the arrest of Senator Sarfaraz Ahmed Bugti in a case related to aiding and abetting the abduction of a minor girl.

The court directed Quetta police to arrest the accused and present him in the court.

The arrest warrants came a day after the Supreme Court rejected Bugti’s plea for interim bail. A two-judge bench of the apex court, headed by Justice Mazhar Alam Miankhel, had dismissed the bail plea yesterday.

Quetta’s Bijli Ghar police station had registered a case against the former Balochistan home minister over his alleged role in the abduction of a girl on her mother’s complaint.

Earlier, on Jan 16, the additional sessions court turned down Sarfaraz Bugti’s bail application in the case and ordered his arrest. He, however, fled the court. Later, he approached the Balochistan High Court for bail.

The high court granted him pre-arrest bail but later rejected it on June 23. Subsequently, he, as a last resort, moved the Supreme Court requesting it to grant him interim bail in the case.

The court directed the petitioner to come prepared at the next hearing to put forward his arguments on the petition.

He submitted before the court that unannounced load-shedding is ongoing in Karachi with the city’s sole power distribution company subjecting various areas to up to 12 hours of load-shedding amid hot and humid weather.

They contended that the denizens have grown sick of prolonged load-shedding as no heed is being to the city’s power woes with political parties just playing politics over the issue.

The petitioners pleaded with the high court to restrain K-Electric from resorting to unannounced power cuts and order the National Electric Power Regulatory Authority to take action against the power utility over such practice and negligence.

Special Assistant to Prime Minister (SAPM) on Information and Broadcasting General (retd) Asim Saleem Bajwa said on Friday Kohala and Azad Pattan power projects will generate 1,800 megawatts of cheaper electricity with 8,000 jobs.

Taking to the microblogging site Twitter, Bajwa, who also heads the CPEC Authority, said Azad Jammu and Kashmir Prime Minister Farooq Haider Khan and chief executive officers of China Three Gorges and China Gezhouba separately met him.

During the meeting, he added, they thanked him for helping realise Kohala and Azad Pattan power projects and further coordination for their execution, adding that the projects involving $4 billion worth of investment will yield 1,800 MW cheaper Hydel power with 8,000 jobs.

On July 6, Pakistan and China had signed an agreement for construction of $1.5 billion Azad Pattan Hydel Power project under the framework of China-Pakistan Economic Corridor (CPEC).

Prime Minister Imran Khan witnessed the signing of the agreement with China Gezhouba Group Company Limited for Azad Pattan Hydropower Project at a ceremony in Islamabad.

Prior to that, PM Khan had witnessed the agreement signing of 1124 MW Kohala hydropower project which would be completed at a cost of $2.5 billion. The signing ceremony of a tripartite agreement was held in Islamabad.

The series has been touted as a battle of the world’s best two all-rounders and Holder drew first blood when he induced a nick behind from Stokes to dismiss him on 43.

There was more joy for Holder as Buttler got a thick edge to a peach of a delivery and Dowrich took a diving catch to leave England on 157-7. Holder trapped Jofra Archer lbw for a duck and grabbed his sixth wicket when Wood was caught at gully by Hope.

Dom Bess’s 31-run cameo helped England past 200 before Gabriel bowled Anderson.

West Indies opener Campbell was twice reprieved off a frustrated Anderson — making it five successful reviews out of five for the visitors, before his luck finally ran out.

England could make no further inroads, though, and West Indies were much the happier side when bad light stopped play.

Seven cities of Punjab will undergo a 15-day smart lockdown that will commence from today and last till July 15.

The Primary and Secondary Healthcare Department issued a notification under the Punjab Infectious Diseases Ordinance 2020 about enforcement of lockdown in Lahore, Multan, Faisalabad, Gujranwala, Sialkot, Gujrat and Rawalpindi.

In Lahore, the lockdown will be enforced in A2 Block Township, EME Society, Main Bazaar Chungi Amr Sadhu, Punjab Government Servants Housing Scheme, Wapda Town, C-Block Jauhar Town and Green City.

"All markets, shopping malls, restaurants, offices shall remain closed in these areas," read the notification from the P&SHD about Lahore. "There shall be a complete ban on movement of people to and from these areas by public and private transport except for limited movement of one person per vehicle to and from the exempted facilities."

The notification added that there shall also be a complete ban on gatherings of all kinds for social, religious, or any other purpose at any place, public or private throughout these areas.

The basic necessities of life will remain available in smart lockdown areas. “The purpose of the smart lockdown is to minimise movement of people in hotspots of positive coronavirus cases,”

Global coronavirus death toll

The number of coronavirus cases across the world has surpassed over 12.3 million while the pandemic has so far claimed more than 556,500 lives.

In United States cases reached over 3.2 million cases and more than 135,800 deaths occurred from the virus. In Brazil, over 1.7 million cases and more than 69,200 deaths reported so far.

About 7.1 million patients have so far recovered from the disease across the world.

He was talking to reporters after inaugurating the state-of-the-art 250-bed Isolation Hospital and Infectious Treatment Centre here, which has been completed in record 40 days at the cost of about Rs980 million.

Imran urged people not to resort to carelessness shown during the Eid-ul-Fitr last year and strictly observe the SOPs this year, as the virus would spread fast if people gathered in large number. “Since we were careless, the virus spread very fast and as a result, pressure on our hospitals was massive and the frontline doctors and nurses also faced so much pressure. Unfortunately, we also lost lives.”

The government took measures, including the smart lockdown, and with the blessings of Allah Almighty, the virus curve was coming down now. “We are also not expecting that infections will come down so fast, as we think the virus would peak by July end.” 

The prime minister cautioned that any carelessness during Eid-ul-Azha would lead to a fresh spike in the coronavirus cases. However, he expressed satisfaction that with the cooperation of all the departments concerned, the curve of coronavirus cases in the country was on the decline. He said the smart lockdown had yielded positive results. The premier said the government had come up with SOPs about how to sacrifice animals this year.

“I appeal to the entire nation to observe Eid with simplicity for the sake of your country, its economy, and especially the elderly. If we take care now, then we can manage, God willing, to come out of this pandemic better than other countries.”

The United States on Thursday imposed sanctions on the highest ranking Chinese official yet targeted over alleged human rights abuses against the Uighur Muslim minority, a move likely to further ratchet up tensions between Washington and Beijing.

Washington blacklisted Xinjiang region’s Communist Party Secretary Chen Quanguo, a member of China’s powerful Politburo, and three other officials. The highly anticipated action followed months of Washington’s hostility toward Beijing over China’s handling of the novel coronavirus outbreak and its tightening grip on Hong Kong.

A senior administration official who briefed reporters after the announcements described Chen as the highest ranking Chinese official ever sanctioned by the United States.

The blacklisting is “no joke,” he said. “Not only in terms of symbolic and reputational affect, but it does have real meaning on a person’s ability to move around the world and conduct business.”

The Chinese embassy in Washington did not respond to a request for comment. But China has denied mistreatment of Uighur Muslims and says the camps provide vocational training and are needed to fight extremism.

The sanctions were imposed under the Global Magnitsky Act, which allows the U.S. government to target human rights violators worldwide by freezing any U.S. assets, banning U.S. travel and prohibiting Americans from doing business with them.

Sanctions were also imposed on Zhu Hailun, a former deputy party secretary and current deputy secretary of regional legislative body the Xinjiang’s People’s Congress; Wang Mingshan, the director and Communist Party secretary of the Xinjiang Public Security Bureau; and former party secretary of the bureau Huo Liujun.

U.S. Secretary of State Mike Pompeo said Washington was also barring Chen, Zhu, Wang and their immediate families, as well as other unnamed Chinese Communist Party officials, from traveling to the United States.

The main exile group the World Uyghur Congress welcomed the move and called for the European Union and other countries to follow suit.

U.S. Republican Senator Marco Rubio, who sponsored legislation signed by U.S. President Donald Trump in June that calls for sanctions over the repression of Uighurs, told Reuters the move was “long overdue” and that more steps were needed.

“For far too long, Chinese officials have not been held accountable for committing atrocities that likely constitute crimes against humanity,” Rubio said.

The Associated Press reported last month that China was trying to slash birth rates amongst Uighurs with forced birth control. China denounced the report as fabricated.

Despite Trump’s hardline public remarks about Beijing, former national security adviser John Bolton alleged in his recent book that Trump said Chinese President Xi Jinping should go ahead with building detention camps in Xinjiang and sought Xi’s help to win reelection in November.

Trump said in an interview last month he had held off on tougher sanctions on China over Uighur human rights due to concerns such measures would have interfered in trade negotiations with Beijing.

Treasury Secretary Steven Mnuchin had also raised objections to the Treasury sanctions, especially against a Politburo member, out of concerns they could further damage U.S.-China relations, according to a person familiar with the matter.

“The United States is committed to using the full breadth of its financial powers to hold human rights abusers accountable in Xinjiang and across the world,” Mnuchin said in a statement.
Peter Harrell, a former U.S. official and sanctions expert at the Center for a New American Security, said Thursday’s move may signal a continued shift by the Trump administration of “paying more attention to human rights abuses in China ... after several years of relative neglect.”

Chen made his mark swiftly after taking the top post in Xinjiang in 2016, when mass “anti-terror” rallies were held in the region’s largest cities involving tens of thousands of paramilitary troops and police. He is widely considered the senior official responsible for the security crackdown in Xinjiang.

United Nations experts and activists estimate more than a million Muslims have been detained in camps in the Xinjiang region.
