Court reserves judgment on application against Cynthia Ritchie

Additional District and Sessions Judge (ASJ) Jahangir Awan on Saturday reserved judgment on an application seeking a case against US blogger Cynthia Ritchie who has levelled harassment allegations against the PPP leadership۔

During the hearing yesterday, Ritchie’s lawyer asked the court not to file a case. The court had reserved its judgment until June 15.

The Federal Investigation Agency (FIA) and Pakistan Telecommunication Authority (PTA) have requested the court to dismiss the plea against the US blogger.

The FIA told the court that the petitioner was not the targeted victim or guardian of the victim so the agency could not lodge a complain. On the other hand, the counsel for the petitioner argued that due to the nature of tweets, the PPP was the aggrieved party.

To this, the court asked why the heirs of late Benazir Bhutto were not lodging a complain.

The petitioner – PPP Islamabad President Shakeel Abbasi – took the position that Ritchie had made baseless allegations against ex-prime minister Benazir Bhutto Shaheed and a case should be registered against her.

In her video message earlier this month, Ritchie had accused senior PPP leader Senator Rehman Malik of abusing her and said that the incident happened in 2011 when Malik was interior minister.

She also claimed that former health minister Makhdoom Shahabuddin had also abused her, while former prime minister Yousuf Raza Gilani shook hands with him while he was in the Presidency.

Nepal parliament approves new map, include areas disputed with India

Nepal’s Parliament on Saturday approved a new map of the country, including areas disputed with India, with New Delhi rejecting it by saying that the addition of Indian territory was not based on historical facts or evidence.

The move signals a hardening of Nepal’s position over a decades-long border row that has strained ties between the South Asian neighbours.

India’s foreign ministry rejected Nepal’s new map, arguing that the addition of Indian territory is not based on historical facts or evidence.

“It is also violative of our current understanding to hold talks on outstanding boundary issues,” foreign ministry spokesman Anurag Srivastava said in a statement.

Nepal published its revised map in May after India inaugurated an 80 km (50 miles) road connecting its northern Uttarakhand state with Lipulekh on the border with Tibet that passes through the land Nepal says belongs to it.

The map shows a sliver of land on the northwest tip of Nepal as the its territory.

Agni Prasad Sapkota, Speaker of Nepal’s House of Representatives, said the new map was approved by 258 out of 275 members of parliament, exceeding the required two-thirds majority. There were no votes against.

The map must also be passed by the National Assembly, the parliament’s upper chamber, and approved by President Bidhya Devi Bhandari before it becomes a part of the constitution.

In the capital city Kathmandu, dozens of people painted the new map on a street and lit candles on it in celebration of Saturday’s decision.

Standing outside parliament after the vote, Prime Minister K.P. Sharma Oli held out the prospect of talks with India to resolve the dispute.

“It is a good thing that there is unity,” Oli told reporters. “Now there will be talks (with India).”

“I was like ‘Oh God, alright, I need to get this off my body,’” Noone told The Post. “As a lifetime fan and somebody who was influenced so positively by her work, I’m shocked and disgusted that this is what it’s come to.”

“It’s such a large, black ink tattoo that getting it covered would mean an even larger, even darker tattoo and I don’t want to do that because it’s such a sensitive area,” she said.

“She pulled the wool over our eyes for long enough,” said Noone. “This [Harry Potter] community is definitely very diverse and she basically spoke out against her entire community — it was like a slap in the face.”

Another Potterhead, Jordan Gerdes, who has a 3-inch Deathly Hallows symbol inked on his right foot, said, "Finally, I just thought ‘Alright, cool, I’m done trying to . . . do the mental gymnastics to give her the benefit of doubt,” he said. “J.K Rowling is a disgusting, bigoted person that I have no reason to find joy in her writing any longer.”

The Higher Education Commission of Pakistan (HEC) has decided to formulate a new policy for PhD admissions, under which students will be able to get direct admission to PhD programme after the undergraduate degree.

According to details, the HEC has included the issue in the agenda of the commission’s meeting which will be held in coming days.

The Federation of All Pakistan Universities Academic Staff Association (FAPUASA) has expressed reservations on the Higher Education Commission’s (HEC) revised policy of PhD admissions that suggests admission to PhD programme after the undergraduate degree.

President FAPUASA, Central Dr. Sohail Yousaf also rejected HEC revised PhD admission policy.

He said that the standard of BS program degree in Pakistani universities is not in line with the standard of foreign universities but after M.Phil many Pakistani students go abroad for PhD.

“If such policy is made, then BS students will not be able to go abroad directly for PhD,” he added.

A Beijing district put itself on a “wartime” footing and the capital banned tourism and sports events on Saturday after a cluster of novel coronavirus infections centred around a major wholesale market sparked fears of a new wave of COVID-19.

Forty-five people out of 517 tested with throat swabs at the Xinfadi market in the city’s southwestern Fengtai district had tested positive for the coronavirus, Chu Junwei, a district official, told a briefing.

None were showing symptoms of COVID-19, he said, but added that 11 neighbourhoods in the vicinity of the market, which claims to be the largest agricultural wholesale market in Asia, had been locked down with 24-hour guards put in place.

“In accordance with the principle of putting the safety of the masses and health first, we have adopted lockdown measures for the Xinfadi market and surrounding neighbourhoods,” Chu said.

The district is in a “wartime emergency mode,” he added.

The closure of the market and new restrictions come as concerns grow about a second wave of the pandemic, which has infected more than 7.66 million people worldwide and killed more than 420,000.

They also underline how even in countries which have had great success in curbing the spread of the virus, clusters can sometimes easily arise.

The entire Xinfadi market was shut down at 3 a.m. on Saturday (1900 GMT on Friday), after two men working at a meat research centre who had recently visited the market were reported to have the virus. It was not immediately clear how they had been infected.

On Saturday, market entrances were blocked and police stood guard. Beijing authorities had earlier halted beef and mutton trading at the market and had closed other wholesale markets around the city.

They plan for more than 10,000 people at the Xinfadi market to take nucleic acid tests to detect coronavirus infections.

According to the Xinfadi website, more than 1,500 tonnes of seafood, 18,000 tonnes of vegetables and 20,000 tonnes of fruit are traded at the market daily.

TOURIST SITES CLOSE

A city spokesman told the briefing that all six COVID-19 patients confirmed in Beijing on Friday had visited the Xinfadi market. The capital will suspend sports events and tourists from other parts of China, effective immediately, he said.

Beijing’s Yonghe temple and National Theatre also announced they would close from Saturday, and the city government said it had dropped plans to reopen schools on Monday for students in grades one through three because of the new cases.

One person at an agricultural market in the city’s northwestern Haidian district also tested positive for the coronavirus, Chu said.

Highlighting the new sense of alarm within the city, health authorities visited the home of a Reuters reporter in Beijing’s Dongcheng district on Saturday to ask whether she had visited the Xinfadi market, which is 15 km (9 miles) away. They said the visit was part of patrols Dongcheng was conducting.

And following reports in state-run newspapers that the coronavirus was discovered on chopping boards used for imported salmon at the market, major supermarkets in Beijing removed salmon from their shelves overnight.

That concern also spread to other cities, with a major agricultural wholesale market in Chengdu, the capital of the southwestern province of Sichuan, saying it would remove salmon products from its shelves from Saturday.

In Nanjing, capital of the eastern province of Jiangsu, a local association of restaurants said it would halt the serving of foods containing raw seafood or animal products.

Some Beijing residents, including a man shopping at a Carrefour supermarket in Fengtai district, said they were confident authorities had the situation under control.

“If I were worried, I wouldn’t come here to buy meat. I believe it has been quarantined,” said the man, who gave his surname as Zhang.

NASA names first woman to head human spaceflight

The NASA official who managed the inaugural private crewed flight into space last month has been promoted to become the first female head of human spaceflight, the agency said Friday, as it prepares to return people to the Moon in 2024.

“Kathy Lueders has been selected to lead @NASA’s Human Exploration & Operations Mission Directorate,” NASA head Jim Bridenstine announced on Twitter.

“Kathy has successfully managed both the Commercial Crew & Commercial Cargo programs and is the right person to lead HEO as we prepare to send astronauts to the Moon in 2024,” he added.

Lueders, who joined NASA in 1992, oversaw the May 30 launch of two astronauts on a SpaceX rocket to the International Space Station — the first ever crewed commercial flight into space.

She has for years been in charge of the exhaustive testing program for space capsules developed by SpaceX, Boeing and other companies that are partnering with NASA to build vessels that can safely take humans into space.

“You can never sell this NASA and SpaceX team short, they’ve accomplished miracles for me,” Lueders said in a briefing before last month’s launch.

The program to develop commercial space flight programs for NASA was launched a decade ago under the administration of then-president Barack Obama, marking a dramatic change for the space agency, which had previously designed and built its own rockets and space vehicles.

NASA’s schedule, set by the administration of President Donald Trump, aims to put two astronauts, including the first woman, on the Moon in 2024 using the heavy SLS rocket and the Orion capsule.

But the program is behind schedule and NASA has not made the final decision as to which company will build the Moon lander.

Foreign Minister Shah Mahmood Qureshi on Saturday said the Pakistan Tehreek-e-Insaf (PTI) government provided relief to people in the federal budget by cutting taxes, duties and tariffs.

In a video message, he said that the hallmark of next year budget is that no new tax has been imposed in the federal budget.

“Our effort is to improve the tax collection system by bringing reforms in the FBR,” said the foreign minister, adding that the government was trying to generate economic activity in the country by creating opportunities for people in agriculture and construction sectors.

He said ample resources have been allocated in the federal budget for the agriculture and construction of water reservoirs. “Rs10 billion have been earmarked to cope with the challenge posed by locusts.”

Shah Mahmood Qureshi said despite the nefarious designs of India, we have not increased the defence budget. “Armed forces have extended full cooperation to us keeping in view the current economic situation.”

He was of the view that that allocations for Ehsaas Program have also been enhanced from Rs178 billion to 208 billion rupees to support the weak and disadvantaged segments of the society.

FM Qureshi pointed out that the Paris Club has provided some relief in the form of suspension of payment of loans.

Rawalpindi IED blast registered at CTD
The First Information Report (FIR) of the Rawalpindi improvised explosive device (IED) blast has been filed at a Counter Terrorism Department (CTD) police station.

The case was lodged on the complaint of the CTD officials under terrorism charges. The evidence collected from the crime scene sent to the forensic lab for investigation purpose.

One person had lost his life and several others were injured in an explosion at Saddar Koila Center Chowk in Rawalpindi on Friday.

Preliminary CTD investigations further revealed that no ball-bearing were used in the explosive device which could’ve wreaked more havoc.

The blast damaged a fruit vending cart along with three motorcycles that were in its radius.

Punjab Minister for Law Raja Basharat ordered a prompt inquiry of the blast summoning a preliminary report within 24 hours.

Basharat also condoled the martyrdom of a fruit vendor who was standing very close to the proximity of the blast.

WHO chief calls for any COVID-19 vaccine to be shared as a public good

Vaccines for the new coronavirus should be made available as a global public good, the World Health Organisation (WHO) said, to ensure everyone had fair access to any life-saving products that are developed.

"Many leaders...have promoted the idea of making any vaccine a global public good, but that should continue to be promoted," WHO director-general Tedros Adhanom Ghebreyesus told a press conference.

"More leaders should join the boat, and we need to have a truly global political commitment and global consensus before we even have the product," he said. "That is what we are pushing."

Senior Superintendent of Police (SSP) revealed on Friday that two alleged Indian spies were caught from Gilgit-Baltistan.

SSP Gilgit said that the two individuals belong to Indian occupied Kashmir and their names were told to be Muhammad Wani and Feroz Ahmad Lone.

Both individuals were presented before the media and have confessed to espionage on the behest of India within Pakistan.

The detained spies said that Indians had scared and tortured them into working for them against Pakistan.

The Federal Investigation Agency (FIA) arrested a member of a sleeper cell of Indian spy agency, Research and Analysis Wing (RAW) on May 16.

“ASI Musawwir Naqvi, an official of special branch police, is a key member of RAW sleeper cell,” FIA officials said. Accused ASI was on duty at surveillance unit at Karachi airport, officials said.

The accused was recruited in Sindh Police in year 1991.

Special Assistant to PM on Health Dr Zafar Mirza has said that the federal government has prepared a comprehensive support package for the frontline health workers fighting coronavirus pandemic.

Addressing a press conference in Islamabad, he said the doctors, nurses and other paramedics who are working in emergencies, quarantine and isolation centers caring the patients of coronavirus are our national heroes and their protection is the main responsibility of the government.

Dr Mirza said the package has been prepared after a week-long consultation with health experts from all over the country. He said the federal and provincial governments will be responsible at their level to implement the package.

The SAPM said the package consists of 7 points including financial support, security, training, care, healthcare, private health supports and recognition at national level.

He said tax exemption for frontline workers who embrace shahadat will be given package from 3 to 10 million rupees. He said the government will provide adequate PPEs to all frontline health workers responsible for COVID-19 patient care. He said security for hospitals and staff involved in COVID-19 patient care will also be ensured.

He said PEMRA will lay down code of conduct for print and electronic media to refrain from character assassination of health workers.

The adviser said training will be given to them in critical care management of COVID-19 patients while training program for rational use of PPEs will also be part of the “We Care Program”. He said under the package psycho-social support will be provided to these workers.

He said under the package, COVID-19 tests will be prioritized for infected workers and provided specialized medicines for them.

Dr Zafar Mirza said interest free loans for private hospitals through package of State Bank will be provided to ensure payment of salaries, while these hospitals will also be exempted from tax for import of equipment and accessories required for establishment of critical care facilities.

China set to complete Beidou network rivalling GPS in global navigation
The Chinese Beidou navigation network will be complete this month when its final satellite goes into orbit, giving China greater independence from U.S.-owned GPS and heating up competition in a sector long dominated by the United States.

The idea to develop Beidou, or the Big Dipper in Chinese, took shape in the 1990s as the military sought to reduce reliance on the Global Positioning System (GPS) run by the U.S. Air Force.

When the first Beidou satellites were launched in 2000, coverage was limited to China. As use of mobile devices expanded, China in 2003 tried to join the Galileo satellite navigation project proposed by the European Union but later pulled out to focus on Beidou.

In the age of the iPhone, the second generation of Beidou satellites went operational in 2012, covering the Asia-Pacific.

China began deploying the third generation of satellites aimed at global coverage in 2015.

The 35th and final Beidou-3 satellite will be launched this month - the day has yet to be announced - meaning Beidou has more satellites in its system than GPS’s 31, and more than Galileo and Russia’s GLONASS.

With estimated investment of $10 billion, Beidou keeps the communications network of the Chinese military secure, avoiding the risk of disruption to GPS in the extreme event of conflict.

Weapons targeting and guidance also improves. When complete, Beidou’s location services are accurate down to 10 cm in the Asia-Pacific, compared with GPS’s 30-cm range.

“Beidou was obviously designed a few decades after GPS, so it has had the benefit of learning from the GPS experience,” said Andrew Dempster, director of the Australian Centre for Space Engineering Research.

“It has some signals that have higher bandwidth, giving better accuracy. It has fewer orbit planes for the satellites, making constellation maintenance easier.”

SPACE SILK ROAD

Beidou-related services such as port traffic monitoring and disaster mitigation have been exported to about 120 countries, state media reported.

Many of those countries are involved in the Belt and Road initiative, spearheaded by President Xi Jinping to create a modern-day Silk Road of trade and investment.

In a 2019 report, the U.S. congressional U.S.-China Economic and Security Review Commission warned that China promoted launch services, satellites and Beidou under its “Space Silk Road” to deepen reliance on China for space-based services, potentially at the expense of U.S. influence.

Thailand and Pakistan were the first foreign countries to sign up for Beidou’s services, in 2013.

Within China, more than 70% of mobile phones were Beidou-enabled as of 2019, state media reported, including models made by Huawei [HWT.UL], Oppo, Xiaomi, Vivo and Samsung.

Millions of taxis, buses and trucks were also able to receive Beidou signals.

China’s satellite navigation sector may top 400 billion yuan ($57 billion) in value this year, state media said.

Ahead of the Beidou-3 completion, satellite-related shares have soared.

Beijing BDStar Navigation Co, which makes chips that receive Beidou signals, has surged 34.4% this year. Hwa Create leapt 52.3%, outpacing the 7.6% gain in the Shenzhen benchmark.

The Oil and Gas Regulatory Authority (Ogra) on Thursday held six major oil marketing companies (OMCs) responsible for petroleum shortage across the country and imposed on them a cumulative fine of Rs40 million.

The authority also issued fresh show-cause notices to Askar Petroleum, Byco Petroleum and BE Energy for similar violations of rules and licence conditions, resulting in petroleum shortage.

Under six separate notifications, Ogra disposed of the proceedings under show-cause notices issued to these OMCs after finding their point of view unsustainable. It held that the companies were found in violation of the licence conditions and they had insufficient stocks.

As such, the regulator imposed a fine of Rs10m each on Shell Pakistan and Total Parco Pakistan Limited (TPPL). Interestingly, Petroleum Sec­retary Asad Hayauddin is the chairman and director of the TPPL board. The regulator also imposed Rs5m fine each on Puma Energy, Gas and Oil Pakistan and Hascol Petroleum.

An official said the responsibility also lied on the petroleum division, particularly additional secretary policy, director general oil and the relevant wing of Ogra for not being vigilant over the emerging shortages.

The OMCs are required to deposit the fine within 30 days and can seek review of the Ogra orders after payment of 50pc fine also within 30 days. The companies have also been asked to improve the supplies to their outlets immediately otherwise further fine could be imposed on continued contravention of the rules.

The regulator found that OMCs under the Pakistan Oil (Refining, Blending, Transportation, Storage and Marketing) Rules, 2016 and Ogra Ordinance, 2002, were obligated not to abandon any regulated activity, as a part or whole, resulting into discontinuation of supply of petroleum products or its sale in any area without the prior written consent of the regulator.

Rule 69 of the Pakistan Oil (Refining, Blending Transportation, Storage and Marketing) Rules, 2016, empowers the regulator to impose a fine on its licensees on contravention of Rules and Ogra’s directives and decisions.

In addition, in light of the directions of the Ministry of Energy, issued from time to time, the companies were repeatedly directed by the regulator to ensure availability of products at retail outlets to avoid any discontinuation of supplies in the country. However, the companies reportedly abandoned the regulated activity of marketing by either discontinuation of supplies or provision of insufficient supplies at their retail outlets which also caused serious inconvenience and unrest in the masses.

Based on its show cause notice, response received and hearing held, Ogra blamed these companies for serious petrol shortage in the country. The regulator in exercise of the power conferred under Rule 69 of the Pakistan Oil (Refining, Blending, Transportation, Storage and Marketing) Rules, 2016, and under Section 6(2)(p) of the Ogra Ordinance imposed penalties on breach of Rule 53(x) of the said Rules.

Meanwhile, Shell Pakistan said the petrol shortage in the country was due to unprecedented increase in demand during May which even the energy ministry could not foresee. He said the 20-day storage was currently limited to Karachi and could be extended to Punjab and Khyber Pakhtunkhwa by the end of this year after the pipeline was completed.

Speaking to media through a video conference on Thursday, Habib Haider, manager external communications of Shell Pakistan, said that petrol demand more than doubled last month compared to the sales in March, and nobody including the refineries, ministry, Ogra or the oil companies could understand it.

He downplayed the show-cause notice against oil companies alleging that hoarding by the companies and petrol stations caused the current petrol shortage.

“When the prices are going down there is no sense to hold the stocks, actually people would dump off the costly stocks as fast as they could to cut losses,” Mr Haider said, adding that the energy ministry had restricted all imports for April and directed all the oil companies to lift oil from the local refineries, but the refineries too were not prepared for the massive increase in demand in May.

A collective squad has been announced as the players, in accordance with series SOPs in the wake of Covid-19, will remain in England from start to finish.

The wicket-keeper batsman Sarfaraz was dropped from the side last year in October and was also sacked from the captaincy role. The 36-year-old Sohail Khan last played a Test against Australia in Melbourne in 2016.

The 19-year-old Haider Ali was one of the rising talents, scoring 239 runs in nine matches at a strike-rate of over 158 for Peshawar Zalmi in the unfinished Pakistan Super League (PSL) 2020.

Sindh’s Kashif Bhatti is the other uncapped player in the side. Kashif was in the Test squad against Australia and Sri Lanka but did not play and was also named in the probables for the Rawalpindi Test against Bangladesh.

Faheem Ashraf, Fawad Alam, Imran Khan, Khushdil Shah, Mohammad Hafeez, and Wahab Riaz are also in the 29-players squad, who are not part of the PCB’s central contract.

The selectors have also named four reserves in Bilal Asif, Imran Butt, Musa Khan and Mohammad Nawaz as a cover in case any of the players fail pre-tour Covid-19 testing, which will be carried out on 20 and 25 June.

It must be noted that veteran pacer Mohammad Amir and middle-order batsman Haris Sohail pulled out of the tour due to personal reasons.

Walt Disney Co (DIS.N) plans to reopen the Disneyland Park and Disney California Adventure park on July 17, pending approval from state and local authorities.

The theme parks based in Anaheim, California have been shut since March 14 to help curb the spread of the COVID-19 pandemic.

Disney also plans to reopen its Grand Californian Hotel & Spa and Paradise Pier Hotel on July 23.

The Disneyland Resort visitors will have to obtain a reservation for park entry in advance, the company said in a statement, as it aims to limit capacity in order to maintain physical distancing.

Experiences like parades and nighttime spectaculars that typically draw larger crowds, as well as character meet-and-greets will be temporarily unavailable, Disney said.

The company has also temporarily halted new ticket sales and annual passport sales and renewals.

The Downtown Disney District will also be reopening its doors on July 9 in line with the state’s reopening guidelines.

In an April 7 interview, Executive Chairman Bob Iger said Walt Disney might require theme park visitors to have their temperatures checked when they reopen after restrictions on public gatherings are lifted.

Last month, Shanghai Disneyland witnessed a muted reopening after a 3-month closedown.

Roping in the drones

Airspace Systems, a California startup company that makes drones that can hunt down and capture other drones, on Thursday released new software for monitoring social distancing and face-mask wearing from the air.

The software analyzes video streams captured by drones and can identify when people are wearing masks, standing close together or points where people gather in clusters. Airspace aims to sells the system to cities and police departments.

The company says the system does not use facial recognition and does not save images of people or pass those images to its customers. Even with those protections in place, the system is still “a step toward robots that are monitoring our behaviour,” said Jay Stanley, a senior policy analyst with the American Civil Liberties Union’s Speech, Privacy and Technology Project.

South Korea will extend prevention and sanitation guidelines against the coronavirus until daily new infections drop to single digits, the health minister said on Friday, failing which he warned of a return to tough social distancing measures.

The announcement came as such cases persist in the mid-double digits following a series of new clusters in the area around Seoul, the capital, with 56 new cases on Thursday taking the national tally to 12,003, and 277 deaths.

Authorities will review whether to return to intensive social distancing if 50 daily infections persist for more than two weeks, Health Minister Park Neung-hoo told a briefing.

“These guidelines are aimed at cutting the series of infections centered in the Seoul area that could result in a return to social distancing,” he said.

More than 96% of new infections were in the Seoul metropolitan area in the last two weeks, he added. Of Thursday’s new cases, 42 were from the Seoul area.

South Korea has limited gatherings and recorded every visitor to eight high-risk facilities, such as nightclubs and bars, since May 29, Park said.

At least 147 cases were linked to an outbreak at an e-commerce logistics centre near Seoul, the Korea Centers for Disease Prevention and Control (KCDC) said.

Another Seoul outbreak of 139 infections was traced to a health product company that relied on door-to-door sales.

KCDC director Jeong Eun-kyeong warned of school transmissions affecting students.

“Recent major clusters are in closed and tightly sealed spaces like basements and in situations where mask-wearing is difficult - where you sing, share food or work out,” Jeong said.

Seventeen of 20,902 schools nationwide had to cancel classes on Friday, after a kindergartner and a teenager confirmed positive, the education ministry said, with schools closing after reporting infections among some students.

Schools and kindergartens had opened in phases from May 12, with four teachers and 12 students confirmed positive since.

President Donald Trump on Thursday authorized U.S. economic and travel sanctions against International Criminal Court employees involved in an investigation into whether American forces committed war crimes in Afghanistan.

In announcing the president’s executive order, Trump administration officials said the Hague-based tribunal threatens to infringe on U.S. national sovereignty and accused Russia of manipulating it to serve Moscow’s ends.

“We cannot, we will not stand by as our people are threatened by a kangaroo court,” Secretary of State Mike Pompeo said in announcing the move.

“I have a message to many close allies in the world. Your people could be next, especially those from NATO countries who fight terrorism in Afghanistan right alongside us,” he said.

In a statement, the ICC said Washington’s move was the “latest in a series of unprecedented attacks on the court.”

“These attacks constitute an escalation and an unacceptable attempt to interfere with the rule of law and the Court’s judicial proceedings,” the ICC said.

Foreign Minister Stef Blok of the Netherlands, a member of the Western security alliance, wrote on Twitter he was “very disturbed” by the U.S. stance, saying his nation supported the ICC, which he described as “crucial in the fight against impunity.”

The sanctions that can be imposed under the order include freezing the U.S. assets of those who help the ICC investigate or prosecute American citizens without U.S. consent, as well as barring them and their families from visiting the United States.

Neither Pompeo nor any of the top officials who were present at the announcement - Defense Secretary Mark Esper, national security adviser Robert O’Brien and Attorney General William Barr - took questions from reporters.

ICC prosecutor Fatou Bensouda wants to investigate possible crimes committed between 2003 and 2014, including alleged mass killings of civilians by the Taliban, as well as the alleged torture of prisoners by Afghan authorities and, to a lesser extent, by U.S. forces and the CIA. The ICC investigation was given the go-ahead in March.

The ICC decided to investigate after a preliminary examination by prosecutors in 2017 found reasonable grounds to believe war crimes were committed in Afghanistan and that the court has jurisdiction.

Rights activists assailed Trump’s move. Andrea Prasow, the Washington director for Human Rights Watch, said the action “demonstrates contempt for the global rule of law” and represents a “blatant attempt at obstruction.”

‘LOW POINT’

The ICC was established in 2002 by the international community to prosecute war crimes, genocide and crimes against humanity. It has jurisdiction only if a member state is unable or unwilling to prosecute atrocities itself. The United States has never been a member of the court.

The U.S. action is the latest under Trump taking aim at an international body. Trump, who has promoted an “America First” policy, late last month said he would end the U.S. relationship with the World Health Organization.

Afghanistan is a member of the ICC, though Kabul has argued that any war crimes should be prosecuted locally.

Speaking at the U.S. announcement, Barr said the Justice Department “has received substantial credible information that raises serious concerns about a long history of financial corruption and malfeasance” in the ICC prosecutor’s office. He provided no details.

John Bellinger, the State Department’s former top lawyer under Republican former President George W. Bush, said the two sides could have avoided the conflict but chose not to.

“It’s unfortunate that the long-running U.S. dispute with the ICC has reached this new low point. ... It’s not surprising that the Trump administration has reacted forcefully with threatened sanctions, especially in an election year,” he said.

The Trump administration imposed travel restrictions and other sanctions against ICC employees a year ago.

Chief of the Army Staff (COAS) General Qamar Javed Bajwa on Thursday telephoned Leader of the Opposition in National Assembly Shehbaz Sharif and Railways Minister Sheikh Rashid to inquire about their health after they tested positive for the novel coronavirus.

While talking to the PML-N president, COAS Bajwa prayed for his early recovery.

“Pakistan Army chief advised me to take complete rest for a full recovery,” Sheikh Rashid, who heads Pakistan Awami League, said in a statement.

“Gen Bajwa also offered me to avail any military health facility if I feel the need at any stage,” the minister said from the garrison town of Rawalpindi.

Earlier in the day, the PML-N president had tested positive for the virus, party spokesperson Marriyum Aurangzeb — who, herself, was diagnosed with the respiratory disease along with her mother — confirmed.

Shehbaz, 69, is a cancer survivor and isolating at home, Aurangzeb said, adding that the former chief minister of Punjab was following his doctors' advice on how to fight the infection.

Budget 2020-21: Government to present over Rs8 trillion budget today

The PTI government will present its second annual budget 2020-21 with the major thrust to manage the ongoing COVID-19 pandemic with fiscal interventions but all will have to be done folded into “fiscal discipline” under the tight scrutiny of the IMF programme.

Federal Minister for Industries and Production Hammad Azhar will deliver the speech for budget 2020-21 with a total outlay of over Rs8 trillion whereby the government will make an all-out effort to restrict the overall budget deficit at over 8% of GDP especially the primary deficit to bring at 0.4% of GDP within the desired limits of the IMF programme.

The Federal Bureau of Revenue’s (FBR) tax collection has been envisaged at Rs4.95 trillion and non- tax revenue target of Rs1.2 trillion for the next budget.

It is a dilemma for the economic managers at the Centre that after payment of resources to provinces in accordance with NFC Award and clearing liabilities of debt servicing, the federal government literally comes at zero revenues. So Islamabad had to borrow to meet all remaining expenditures heads such as defence, development and running of the government. On the expenditure side, the pension bill is also becoming another monster as the government is estimating to pay Rs475 billion from its national exchequer in the coming budget. Although the public sector employees are expecting a raise in salaries and pension around 10 to 12%, the government must announce its intention to undertake pension reforms after getting the report from the high powered Pay and Pension Commission working under the supervision of former bureaucrat Abdul Wajid Rana.

The sustainability of the budget has brought major issues for budget makers because it is becoming unsustainable with every passing year. The budget is unsustainable when, after meeting the unavoidable or legally required expenditures, there is little room left for other expenditures which, though not legally required, are very important to provide for public services and public investment. These expenditures are called “discretionary”.

In practice, there is no absolute distinction between “discretionary” and “non-discretionary” areas of expenditure.

The problem of fiscal sustainability which the federal government is facing is that the amount of space in the budget remaining for “discretionary spending” after meeting the non-discretionary items, has been declining year after year. This has happened for several reasons: first, federal revenues have risen only modestly and from a base which is very low by international standards (as measured, for example, by the revenue/GDP ratio); second, the share of the budget used to meet debt service obligations has risen steadily; third, the size of the public sector workforce has continued to grow, and this in spite of the provisions of the 18th Amendment of the Constitution, which should in principle have led to a reduced federal workforce as important service delivery responsibilities of the federal government were transferred to the provinces.

The steady erosion of discretionary space in the federal government budget can be most clearly seen in the reduction in the size of the Public Sector Development Programme (PSDP) when measured as a share of GDP. This ratio has fallen from 4.7% in 2006-07 to 1.42% in the expenditure going to incur in the next budget for 2020-21.

However, it has also led to chronic pressure on the non-salary component of the recurrent budget and is reflected in divisions having inadequate operation budgets to provide quality services.

If the present trends continue, within a few years there will be no space in the budget for development programmes which will have very serious long- term impact on national development.

It will not be an easy task to reverse the existing trend towards reduced fiscal space. Any solution will necessarily involve politically difficult policies aimed at addressing the underlying causes of the problem. Such policies include “right-sizing” of the federal public sector staffing in the light of the 18th Amendment, more effective policies and administrative systems to increase federal revenue and/or several years of fiscal restraint to reduce the magnitude and growth of debt-service obligations.

All this cannot be done without mobilising tax revenues and rationalising expenditures front. The losses of public sector enterprises (PSEs) is another major concern on which the incumbent regime has failed to curtail or reduce the losses so something concrete on this is required to initiate in the coming budget.

“This is the first time that action is being taken against this mafia,” said the federal minister.

Ayub said that during raids, petrol reserves were recovered and cases have been registered against the culprits.

He alleged that the ‘mafia’ is not letting the people take relief from the subsidized petroleum prices, adding that the petrol demand has surged by 30%.

On Tuesday, Prime Minister Imran Khan in a meeting of the federal cabinet ordered maximum punitive action against those responsible for the artificial petrol shortage in Pakistan.

According to reports, petrol pumps across the country have been facing a shortage of fuel supply.

The Peshawar High Court held a hearing on a notice pertaining to petrol and wheat crisis in the country.

Omar Ayub also presented before the High Court, where Justice Qaiser Rashid asked about the government measures to mitigate the crisis.

The judge said that the petrol pumps are not taking care of the SOPs and ‘useless’ meetings are being held to discuss the situation.

The PHC judge continued that earlier people faced wheat crisis and now petrol shortage, telling the federal minister he was summoned so that the public can be given quick relief regarding the situation.

The minister told the court that the petrol companies have constituted a ‘mafia’ and creating the shortage.

The court ordered the federal minister to control the situation as soon as possible.

A new study published on Wednesday has suggested that population-wide facemask use could push COVID-19 transmission down to controllable levels and could prevent further waves of the pandemic spread.

The research, led by scientists at the Britain’s Cambridge and Greenwich Universities, suggests lockdowns alone will not stop the resurgence of the new SARS-CoV-2 coronavirus, but that even homemade masks can dramatically reduce transmission rates if enough people wear them in public.

“Our analyses support the immediate and universal adoption of facemasks by the public,” said Richard Stutt, who co-led the study at Cambridge.

He said the findings showed that if widespread mask use were combined with social distancing and some lockdown measures, this could be “an acceptable way of managing the pandemic and re-opening economic activity” long before the development and public availability of an effective vaccine against COVID-19, the respiratory illness caused by the coronavirus.

The study’s findings were published in the “Proceedings of the Royal Society A” scientific journal.

The World Health Organisation updated its guidance on Friday to recommend that governments ask everyone to wear fabric face masks in public areas where there is a risk to reduce the spread of the disease.

In this study, researchers linked the dynamics of spread between people with population-level models to assess the effect on the disease’s reproduction rate, or R value, of different scenarios of mask adoption combined with periods of lockdown.

The R value measures the average number of people that one infected person will pass the disease on to. An R value above 1 can lead to exponential growth.

The study found that if people wear masks whenever they are in public it is twice as effective at reducing the R value than if masks are only worn after symptoms appear.

In all scenarios the study looked at, routine facemask use by 50% or more of the population reduced COVID-19 spread to an R of less than 1.0, flattening future disease waves and allowing for less stringent lockdowns.

“We have little to lose from the widespread adoption of facemasks, but the gains could be significant,” said Renata Retkute, who co-led the study.

One day after burying his brother in Houston, Philonise Floyd appeared in person before a House hearing, where he described the anguish of watching a viral video of George’s death and demanded lawmakers address the systemic problems in law enforcement.

“I’m here to ask you to make it stop. Stop the pain. Stop us from being tired,” the younger Floyd said, wiping his forehead and holding back tears.

“I can’t tell you the kind of pain you feel when you watch... your big brother, who you looked up to your whole entire life, die — die begging for his mom,” he said.

“He didn’t deserve to die, over $20,” he said, referring to his brother’s alleged effort to use a counterfeit bill before his arrest.

Video of the abuse went viral, and protests — some violent, most peaceful — erupted from coast to coast in some of the most serious US civil unrest in generations. The testimony came two days after congressional Democrats unveiled a package of sweeping reforms aimed at reducing systemic racism in US law enforcement.

The legislation seeks to end police brutality in part by making it easier to prosecute officers for abuse, requiring anti-racism training and barring fired officers from working in police forces in other districts.

House Judiciary Committee chairman Jerry Nadler said that while most cops were decent and law-abiding, he acknowledged the need to address a “systemic problem” in law enforcement that requires a comprehensive solution.

“If there is one thing I have taken away from the tragic events of the last month, it is that the nation demands and deserves meaningful change,” Nadler said.

The panel’s top Republican Jim Jordan joined in saying it was “time for a real discussion” about police treatment of African Americans, in the latest sign that Republicans also want to make changes to the system.

“It’s as wrong as wrong can be,” Jordan told Philonise Floyd about George’s death, “and your brother’s killers will face justice.” Lawmakers also heard from the sister of a protective services officer who was killed last month in Oakland, California in a shooting blamed on protesters.

“Every day the actions of a few are dividing us as a nation at a time when we should be coming together and uniting for the well-being of all people,” Angela Underwood Jacobs told the hearing.

Norway mosque shooter jailed for minimum 21 years in anti-terrorism offence

A Norwegian court on Thursday sentenced a right-wing extremist to a minimum of 21 years in prison for a 2019 mosque attack near Oslo and murdering his step-sister in a racially-motivated act.

He was found guilty of trying to "kill as many Muslims as possible", though no one was seriously injured in the mosque attack.

"Philip Manshaus... is sentenced to 21 years of ´forvaring´," a court west of Oslo ruled, using the Norwegian term for a custodial sentence that can be extended indefinitely.

A self-proclaimed neo-Nazi, 22-year-old Manshaus was arrested on August 10, 2019 after opening fire in the Al-Noor mosque in the affluent Oslo suburb of Baerum while wearing a bullet-proof vest and a helmet with a camera strapped to it.

Just three worshippers were in the mosque at the time. One of them, a 65-year-old man, overpowered Manshaus.

"Manshaus has said that his plan was not only to kill as many Muslims as possible but that wanted to destabilise society and accelerate the race war," the court said in its verdict.

The body of his 17-year-old step-sister, Johanne Zhangjia Ihle-Hansen, was later found in their home.

Adopted from China by his father´s girlfriend, Ihle-Hansen was killed by four bullets in what prosecutors termed a "racist act".

Norway does not have a life sentence, but a custodial sentence can be extended without limit as long as the person is considered a threat to society. Manshaus can apply for an early release after 14 years.

The prosecution had called for the custodial sentence on the grounds that Manshaus would be "dangerous for a long time".

His defence lawyer Unni Fries had raised doubts about his mental health and recommended psychiatric care, against Manshaus´ wishes.

Fries noted his "rather paranoid world view" and his belief that Europe was under threat from "Muslims, Jews, gender equality, homosexuals, the media and the authorities".

During the trial, three experts declared him legally sane and criminally responsible.

Manshaus had admitted to the facts of the case but pleaded not guilty, claiming his actions came out of "necessity", namely to ensure the "survival of the white race".

Manshaus has said he was inspired by the attacks in Christchurch, New Zealand in March 2019, when self-avowed white supremacist Brenton Tarrant killed 51 people in shootings at two mosques.

Tarrant in turn has said he was inspired by Norwegian Anders Behring Breivik, who in July 2011 killed 77 people in a truck bomb blast near government offices in Oslo and a shooting spree at a Labour Party youth camp.

Chief of the Army Staff (COAS) General Qamar Javed Bajwa on Thursday telephoned Leader of the Opposition in National Assembly Shehbaz Sharif and Railways Minister Sheikh Rashid to inquire about their health after they tested positive for the novel coronavirus.

While talking to the PML-N president, COAS Bajwa prayed for his early recovery.

“Pakistan Army chief advised me to take complete rest for a full recovery,” Sheikh Rashid, who heads Pakistan Awami League, said in a statement.

“Gen Bajwa also offered me to avail any military health facility if I feel the need at any stage,” the minister said from the garrison town of Rawalpindi.

Earlier in the day, the PML-N president had tested positive for the virus, party spokesperson Marriyum Aurangzeb — who, herself, was diagnosed with the respiratory disease along with her mother — confirmed.

Shehbaz, 69, is a cancer survivor and isolating at home, Aurangzeb said, adding that the former chief minister of Punjab was following his doctors' advice on how to fight the infection.

Long list of lawmakers

PML-N representative Ata Tarar revealed that Shehbaz had himself tested for COVID-19 after showing mild symptoms of the infection. He said the result of the test came back positive on June 10.

A day earlier, PML-N Secretary-General Ahsan Iqbal tested positive for coronavirus. Iqbal and party spokesperson Aurangzeb joined a long list of lawmakers who have tested positive for the coronavirus, including former prime minister Shahid Khaqan Abbasi and PTI MPA from Sindh Khurrum Sher Zaman.

Earlier this week, Railways Minister Sheikh Rashid Ahmed and PTI MNA Jai Prakash had contracted the infection. Last week, PPP MPA Sharjeel Memon had announced he tested positive for coronavirus and was in self-isolation.

The same week, PML-N Punjab Assembly lawmaker Mian Naveed Ali from Pakpattan had tested positive for coronavirus.

Afridi, Ramiz, Basit laud PCB’s decision to appoint Younis as coach

Former Test and T20 skipper Shahid Afridi has lauded the Pakistan Cricket Board (PCB) for assigning key roles to former players, saying that it is good to see the cricketers running the show.

Afridi, who scored 1,716 runs in 27 Tests, was of the view that PCB had given key roles to former cricketers including Misbah ul Haq (Head coach & chief selector), Waqar Younis (bowling coach), Younis Khan (batting coach), Mushtaq Ahmed (spin bowling coach & mentor), Saqlain Mushtaq (PCB Head of Player Development) and Nadeem Khan (Director High Performance Center Nadeem Khan) which was good for Pakistan cricket.

“This is a show of cricketers and it is better if its run by them,” said Afridi. “All are sincere people and have great individual performances when it comes to cricket or coaching.”

However, the flamboyant all-rounder, who had scored 8,064 runs in 398 ODIs, advised everyone to work in their domain as things get easy this way. “When there are too many big names at one place, then there are authority issues, especially if the team loses a game or a series. So everyone should take the team along as a unit,” he said.

Speaking about the appointment of Younis Khan, Afridi said it was a very good decision on part of PCB. “I am personally very happy on the decision as Younis is a very hard working and experienced person. He has performed well in England which matters a lot,” he said.

Former captain Ramiz Raja believes that the newly-appointed batting coach Younis Khan is capable of providing Pakistan team a better cricket-centric environment but for that he will have to control his mood swings.

“He can improve cricket focus during the England trip. This is a difficult trip where along with playing cricket there will be a need to understand and learn things. And Younis can play a key role in this respect,” Ramiz said on Wednesday.

“Younis Khan is a no-nonsense kind of a character. He is a hard worker and a dedicated individual. His career figures are outstanding. He has also an excellent record in England and that will matter.”

He said Younis always scored for Pakistan in tough conditions and there were several players in the current Pakistan team, who either considered him as their hero or had been playing with him. “He also has a very good bond with head coach Misbah-ul-Haq and probably it is also due to that reason that he [Misbah] has been keen to involve him,” observed Ramiz.

But the cricketer-turned commentator said the batting great would have to plug in his grey areas to become a successful coach. “When I say that he is a no-nonsense kind of a character, he can be temperamental too because once or twice [in the past] he was about to sign for some slot [in PCB] but he did not do that as he did not like some clauses [of the contract]. His moods keep on swinging. But now, he should not do anything of that sort as he is starting a new career. When you are a player you have different sort of challenges and demands but when you become a coach you start the work from behind the desk.”

“As a coach you provide service and if your temperament is not under control you will not be successful. Half of the coaching comprises man-managed skills; it means to know and understand people; it requires patience,” said Ramiz in his candid comments.

Former Test cricketer Basit Ali has asked the Pakistan batsmen to take benefit from Younis’s expertise during the England tour by learning the art of scoring big hundreds.

“As a batsmen he has an excellent career. He knew the art of building innings and scoring big runs,” said Basit. “Look at his performances, 34 Test centuries and 33 half centuries.”

He said Pakistan Cricket Boards decision to appoint Younis as batting coach was a fine move. “This is a very good decision by the board. But I think we should not expect immediate improvement in batsmen’s performance. It is not easy for any visiting side to perform well in England,” said Basit.

He said Younis would need at least six months to remove batsmen’s weaknesses and hone their skills.

Determined Younis vows to ‘pay back’ in coaching role

Pakistan’s newly appointed batting coach Younis Khan, though refusing to make long-term commitment about his future with Pakistan cricket, on Wednesday pledged to make solid contributions to the national side for its tour of England in July.

Addressing a Pakistan Cricket Board (PCB) video media conference, Younis termed the challenges of playing cricket during the novel coronavirus (Covid-19) pandemic as the biggest mental test for the individuals involved across the globe.

Younis revealed he was approached by the PCB chief executive Wasim Khan on June 2 with the offer to join the Pakistan team as the batting consultant for the tour of England.

“Obviously I didn’t straightaway say yes because of my involvement in charity work to raise funds for the underprivileged, something which I have been doing extensively in the last couple of years after the end of my career as player. The [charity] work involved lot of overseas travelling and hardly left room to do anything else, let alone take up coaching as a fulltime profession.

 

“Anyways, since the offer was respectfully and professionally made by the PCB chief executive, I assessed it for a week and decided to make myself available for the [England] tour with an open mind. People may have different views about Younis Khan but I never pay much attention. My philosophy is clear because I’m a straightforward person and always deal with things with an open mind. For me it has got to be stated in black and white. I must know what perimeters are,” said Younis.

“This was exactly the case when I accepted the Pakistan captaincy during [ex-PCB chairman] Ijaz Butt’s tenure. I concealed nothing from anyone and made it simple and plain for the chairman. I told him to appoint me as captain until the 2011 World Cup and told him that if in between anything makes me uncomfortable, I’ll quit then and there. And that’s what I did in 2009.”

Younis downplayed the talk of his ‘mood swings’ doing the rounds, saying that he’s a changed man from before.

“My aim is to move forward regardless of what has happened in the past during my playing career. [Head coach-cum-chief selector] Misbah-ul-Haq and I have seen it all before while playing together for many years and I have great regard for him. In a way we are reuniting and understand each other so well,” Younis emphasized. “Being away for two years [from the cricketing limelight] after the international retirement has allowed me the opportunity to sample what life actually is! Now you’ll see a different Younis Khan because I’ve learnt to be more humble [person] than before.

“Moreover, I also believe this is the time to pay back to the country. I always wanted to serve Pakistan and would have done so earlier at the junior level but due to some issues between the board and myself, that deal sadly never materialized.

“However, the fame and love I got during my long career as a player is something I can never ever forget and that is the reason of my joining the team for the England tour. The experience I gained during all those 20 years compelled me to share the same with Pakistan cricket by joining Misbah, Waqar Younis and Mushtaq Ahmed on the support staff. The bonding with them will be certainly something I’ll be cherishing because I have shared the [Pakistan] dressing-rooms with them and also played under Waqar’s captaincy. Together, we would be working on the same page and the main beneficiary of this ‘reunion’ will obviously be the players.”

Younis said it would be extremely tough for all concerned to operate in the present environment under the SOPs (standard operating procedures) brought in to combat the menace of Covid-19.

“Obviously, the Covid-19 pandemic has changed the perception of our living, not only here but worldwide. Like other major sports, cricket too has to be planned differently with all mandatory SOPs as guidelines. There will be lot of shortcomings and the challenges for the players to overcome because we never thought of having to go through what the entire world is experiencing for the past several months now.

“Of course, when one has to adapt to a totally different environment, it is a challenge, like we’ll face in England where the matches will be played in bio-secure scenario. The teams will be permitted to make substitutions as per ICC announcement but the bowlers won’t be allowed to use saliva on the ball as some of the measures in the wake of Covid-19,” he added.

Younis further said the players and the support staff will need time to make adjustments but stressed that getting used to the situation would make everyone determined in their endeavour to come on the top.

“The coming weeks will be a tough experience for the stakeholders. It would be in our best interest to get engaged to whatever boundaries are put in place. I know it won’t be very easy because until now the players had been used to playing in a complete safe haven. Now it’s not just about the game but the surrounding hazards.

“It would a big, big test for the support staff to keep the players fit and motivated. Personally I’m taking it as a big challenge to keep everyone involved through my experiences both as a former player and as the batting coach, and overall, as a person. I’m sure we will have enough time on our side to prepare and prepare well for what should be an intriguing series between two good sides,” said the former skipper.

“Playing England in England has always been tough, not only for Pakistan but for any side because of the sudden changes in the weather there. I’ll be leaving no stone unturned and Insha’Allah hope to share good news with you on a regular basis during the England series.”

Will monitor countrywide implementation of SOPs and take action against violations: PM Imran

Prime Minister Imran Khan on Thursday warned that strict action will now be taken against those found to be violating the government's standard operating procedures (SOPs) for curbing the spread of the coronavirus, adding that he will be monitoring the situation from the Prime Minister's Office.

Pakistan currently ranks among the top 10 countries in the world reporting the highest number of new cases of Covid-19, according to the World Health Organisation. The international body has advised the government to enhance daily testing capacity to 50,000 to assess the actual prevalence of coronavirus across the country.

In his address to the nation about the country's coronavirus situation, the premier detailed the steps the government will now take to address the growing number of cases.

The premier said that he will now begin receiving daily reports from the provinces regarding the implementation of SOPs.

"Today I have a report from Punjab and Sindh regarding the implementation of SOPs. These reports detail the steps taken by mosques, courts, public offices, public parks, industries, shopping malls, local and private transport.

"I will get these reports daily and on the basis of these, the administration and the Corona Relief Tiger Force will take action. When we will be informed of violations, we will close them down. The purpose of a 'smart lockdown' is to shut down areas where the virus spreads."

The premier issued a warning that whether it be a shop, a mall or a factory, if they are caught flouting rules they will be closed down.

"We didn't enforce this strictly before because we were still gathering data. But now that it is in our hands, we will take action."

He also announced that the government is in the process of preparing a special package for healthcare workers.

"To my doctors, nurses and paramedical staff, I want to say that we know it is a difficult time, but you are doing God's work."

Prime Minister Imran acknowledged that the fatalities will increase but added that the death rate in Pakistan from the virus was among the world's lowest. "Less than one per cent of patients [...] these are those that are aged or have underlying conditions such as blood pressure or diabetes.

"Other than that, I want to say to my health workers that think of this as a jihad. The government is ready to extend all the necessary facilities to you and will introduce a special package."

Further, the government will also deploy data managers at all hospitals in the country to give continuous feedback, he said. "We can't take the right steps until the data or the information we are receiving is incorrect."

The premier urged the public to strictly follow SOPs. "By doing this, the country can be saved from the danger of cases increasing exponentially [...] we will be able to cope.

"I say this with a heavy heart that the public is showing a lot of carelessness [...] this way of thinking is dangerous."

The premier reiterated that the government expects cases to peak in July, adding that the public must now consider taking precautionary measures their "duty".

"On behalf of my team and health workers, I urge you to think of SOPs as a duty which can save the lives of others. The lives of people suffering from blood pressure, diabetes and the elderly will be in peril if we don't take precautionary measures.

"I will monitor this, and I am hopeful that if we begin taking precautionary measures from here on out, we can avoid a difficult situation."

He lauded his team for its handling of the coronavirus outbreak, saying he was proud of how the situation was tackled.

PM lashes out at opposition

At the onset, the prime minister lashed out at the opposition, saying it appeared they "wanted more Covid-19 deaths and the economy to fail" so that they could have a reason to criticise the government.

"The country was facing difficult times, but I felt as though they wanted to cash in on that. As coronavirus deaths are increasing, they are saying that the government's policies are incorrect, it is confused and doesn't know what to do."

He said he was glad that his government didn't succumb to the pressure, adding that the country was "saved because a complete and extended lockdown" was not enforced.
