Shaheen Air brings back 216 stranded pilgrims from Saudi Arabia

Shaheen Air brings back 216 stranded pilgrims from Saudi Arabia
Shaheen Air's first Hajj flight carrying 216 pilgrims, who were stranded in Madina for two days, landed in Karachi early Sunday.

A day earlier, the Civil Aviation Authority (CAA) had granted a special permission to Shaheen Air International to operate flights from Saudi Arabia as part of its Hajj operation.

The permission came after 350 pilgrims were stranded at the Madina airport as CAA refused to extend the airline’s regular public transport licence. On Friday, CAA had asked the airline to instead arrange flights of alternative airlines for the return of pilgrims.

The aviation authority had said the airline's public transport licence, which is renewed every three months, expired on August 30. “There is no aircraft available on the airline’s inventory,” it added.

CAA also said that the airline has outstanding dues of Rs1.4 billion and legal action is being taken against it.

Further, the authority advised passengers to remain cautious in their dealings with the airline.

Following this, a Shaheen Air spokesperson said they had to cancel a scheduled flight to bring back Hajj pilgrims.

CAA had ensured earlier that no hurdle will come in bringing back pilgrims, the spokesperson added.

US terminates Rs36.9bn aid over 'lack of Pakistani decisive actions'

US Defense Secretary Jim Mattis
The United States on Saturday made the final decision to cancel another $300 million — or Rs36.9 billion — in aid to Pakistan that had been halted over what the former claims is the latter's failure to take decisive action against militants.

The so-called Coalition Support Funds (CSF) were part of a broader suspension in aid to Pakistan announced by US President Donald Trump at the start of the year when he accused Pakistan of rewarding past assistance with “nothing but lies & deceit.”

In a new blow to deteriorating ties, US Defense Secretary Jim Mattis, who had an opportunity to authorise the said $300 million in CSF funds through this summer — if he saw concrete Pakistani actions to go after insurgents — chose not to do so, despite some US officials having held out the possibility that Islamabad could win back that support if it changed its behaviour.

“Due to a lack of Pakistani decisive actions in support of the South Asia Strategy the remaining $300 (million) was reprogrammed,” Lieutenant Colonel Kone Faulkner, the spokesperson, said, adding that the Pentagon aimed to spend this money on “other urgent priorities” if approved by US Congress.

Faulkner said another $500 million in CSF was stripped by the Congress from Pakistan earlier this year, which brings the total withheld funds to $800 million.

Top US officials to visit Pakistan soon

However, a Pakistani official, speaking on the condition of anonymity, said he was unaware of a formal notification of the US decision on assistance but said one was expected by the end of September.

The disclosure comes ahead of an expected visit by US Secretary of State Mike Pompeo and the top US military officer, General Joseph Dunford, to Islamabad. Mattis told reporters on Tuesday that combating militants would be a “primary part of the discussion”.

The Trump administration has persistently alleged that Pakistan was granting safe haven to insurgents who are waging a 17-year-old war in neighbouring Afghanistan, a charge Pakistan denies.

"The United States has foolishly given Pakistan more than 33 billion dollars in aid over the last 15 years, and they have given us nothing but lies & deceit, thinking of our leaders as fools," Trump had tweeted at the start of this year.

"They give safe haven to the terrorists we hunt in Afghanistan, with little help. No more," he warned.

Islamabad, however, has maintained that it has indiscriminately carried out operations against all terrorists, including the Haqqani network, and that the proof lay in the Operation Zarb-e-Azb carried out in Waziristan.

Earlier, Inter-Services Public Relations (ISPR) Director-General Major General Asif Ghafoor had talked of how Pakistan never fought for money, but for peace, and that the Army had indiscriminately targeted terrorists at a “heavy cost of blood and treasure”.

Experts on the Afghan conflict, America’s longest war, believe that Washington is piling accusations and making hostile decisions in order to shift the blame of its failure in Kabul on to Pakistan.

They also argue that the alleged militant safe havens in Pakistan have allowed Taliban-linked insurgents in Afghanistan a place to plot deadly strikes and regroup after ground offensives.

Two Pakistani companies sanctioned

On the other hand, the Trump-led government also banned two Pakistani companies over what it claims is their involvement in activities pertaining to nuclear and missile trade.

The two corporations — namely Technology Links Pvt Ltd and Techcare Services FZ — were added to the nuclear and missile-related Entity List of the US Department of Commerce's Export Administration Regulations, a notification issued by the American ministry of trade said, citing their work against the US national security and foreign policy interests.

The Pentagon’s decision showed that the US, which has sought to change Pakistani behaviour, is still increasing pressure on Islamabad's security apparatus.

It also underscored that its South Asian ally, with which relations have been tense, as of late, has yet to deliver the kind of change sought by Washington.

“It is a calibrated, incremental ratcheting up of pressure on Pakistan,” Sameer Lalwani, the co-director of the South Asia program at the Washington-based think tank Stimson Center, said.

Reuters reported in August that the Trump administration has quietly started cutting scores of Pakistani officers from coveted training and educational programs that have been a hallmark of bilateral military relations for more than a decade.

The Pentagon made similar determinations on CSF in the past but this year’s move could get more attention from Islamabad, and its new prime minister, Imran Khan, at a time when its economy is struggling.

Current financial woes

In his victory speech, Khan, who has opposed the US’ open-ended presence in Afghanistan, had said he wanted “mutually beneficial” relations with Washington.

Pakistan has received more than $33 billion in US assistance since 2002, including more than $14 billion in CSF — a US Defense Department program to reimburse allies that have incurred costs in supporting counter-insurgency operations.

Pakistan could again be eligible next year for CSF.

Regardless, the nation's foreign exchange reserves have plummeted over the past year and it will soon decide on whether to seek a bailout from the International Monetary Fund (IMF) or friendly nations such as China.

“They are squeezing them when they know that they’re vulnerable and it is probably a signal about what to expect should Pakistan come to the IMF for a loan,” Lalwani said. The United States has the largest share of votes at the IMF.

On Monday, Finance Minister Asad Umar had said the most pressing challenge Pakistan faced at present was the depleting foreign exchange reserves, noting that "we are facing a $2 billion deficit monthly for the last four months in the foreign exchange account".

Pakistan had loans worth $94 billion, he said, but mentioned that no decision had been taken by the government as to whether to approach the IMF for a bailout package.

Then, on Tuesday, while explaining that consultations on the current economic situation were underway and a final decision would be taken after having the Parliament on board, Umar had said even a decision to approach the IMF was made, "this won't be the first time that Pakistan has gone to the IMF programme.

"We have gone to the programme 12 times previously,” he added.

Three days later, on Friday, Umar informed senators that the amount of borrowing required by the government according to the budget was $9 billion.

“We are trying to address the root cause behind why these loans are required. We need to take steps to manage these requirements and know this will take time. In the meantime, after calculating the minimum gap we will present a finalized plan which should be done in 1-2 weeks.”

Iran and China

According to an Arab newspaper, Pompeo's visit important to Pakistan was in the sense that the US wishes to gain an influential role in the South Asian region. At the same time, the country is being wooed by China.

In this regard, Umar, the finance minister, had said earlier: "Whatever needs to be done will be done by the people of Pakistan. We work with the entire world and have relations.

“There is dialogue in accordance to these relations. What I hear on WhatsApp groups and see on social media is not reality.”

It also remains to be seen whether Pakistan will be able to counter the US in its war against Iran, the Arab publication noted, considering that the finance minister had previously acknowledged that the US sanctions on Iran would impact Pakistan.

“We have to see about [what to do with] the pipeline project. The petroleum minister is working on this.”

China's Meituan Dianping sets HK IPO valuation at up to $55 billion

China's Meituan Dianping sets HK IPO valuation at up to $55 billion
China s Meituan Dianping, an online food delivery-to-ticketing services platform, has set an indicative price range of HK$60 to HK$72 ($7.64-$9.17) per share for its initial public offering (IPO) in Hong Kong, valuing itself at up to $55 billion, four people with direct knowledge of the matter said.

Meituan, already one of China s most valuable internet firms, could raise as much as $4 billion before the exercise of a "greenshoe" or over-allotment option, whereby additional shares are sold depending on demand.

The company is discussing a valuation of $46 billion to $55 billion and is planning to secure a total of $1.5 billion from five cornerstone investors, including its main backer gaming and social media company Tencent Holdings Ltd, and global asset manager OppenheimerFunds, the people said.

Oppenheimer will commit $500 million and Tencent $400 million, they said.

Other cornerstone investors include UK-based hedge fund Lansdowne Partners ($300 million), U.S. hedge fund Darsana Master Fund LP ($200 million) and Chinese state-owned conglomerate China Chengtong Holdings Group ($100 million).

Tencent declined to comment. The other cornerstone investors did not immediately respond to requests for comment. Calls to Darsana went unanswered.

Meituan declined to comment when reached by Reuters.

The Beijing-based firm filed plans for the city s second multibillion-dollar tech float this year after smartphone maker Xiaomi Corp s blockbuster IPO of $5.4 billion after the full exercise of the greenshoe option.

It plans to use the process to upgrade its technology, develop new services and products and pursue acquisitions among other things, according to its IPO filing.

Meituan is also - after Xiaomi - the latest company with a dual-class share structure to file for a Hong Kong listing, under the city s new rules designed to attract tech companies.

However, in late July Hong Kong Exchanges and Clearing (HKEX), the operator of Hong Kong exchange, said it would delay changes that would allow companies to hold shares with more voting rights, as more time was needed for investors to become accustomed to recent rule changes.

Meituan was valued at around $30 billion in a fundraising round late last year.

Xiaomi started trading in July after a closely watched but disappointing initial public offering that valued it at almost half the $100 billion that industry analysts had initially estimated.

Meituan has been likened to US discounting platform Groupon Inc.

Founded in 2010 by serial entrepreneur Wang Xing, it completed a $15 billion merger with Dianping in 2015, akin to US online review firm Yelp Inc. It offers a broad range of services including movie ticketing, food delivery, hotel and travel booking as well as ride-hailing.

Competitors include food-delivery platform Ele.me, backed by e-commerce firm Alibaba Group Holding Ltd, and leading ride-hailing firm Didi Chuxing, backed by Japan s SoftBank Group Corp 9984.T.

Bank of America Merrill Lynch, Goldman Sachs Group Inc and Morgan Stanley are sponsors of Meituan s IPO. China Renaissance is the financial adviser.

Former MNA Ali Raza Abidi resigns from MQM-P ahead of by-polls

Muttahida Qaumi Movement-Pakistan (MQM-P) leader Syed Ali Raza Abidi
Muttahida Qaumi Movement-Pakistan (MQM-P) leader Syed Ali Raza Abidi resigned from the party's basic membership Saturday night.

In the resignation letter sent to MQM-P Convenor Khalid Maqbool Siddiqui, which was also posted on Twitter, Abidi wrote: "This is to bring to your attention that I will not be able to continue participation with MQM Pakistan due to personal reasons."

"Therefore, it is requested to accept my resignation from basic membership," he added.

Sources said that the former member of the National Assembly (MNA) has quit in disappointment over the party overlooking him and nominating Faisal Sabzwari in his stead.

This is a major setback for the MQM-P, especially considering that the resignation comes ahead of the by-polls, wherein Abidi believed he would be nominated in the NA-243 constituency.

It is noteworthy that Prime Minister Imran Khan had won during the July 25 general election but later let go of the NA-243 seat.

Cataract surgery not tied to longer life for women

Cataract surgery not tied to longer life for women
While older women may have a better quality of life and better vision after surgery to remove cataracts, newly reanalyzed data suggest they shouldn’t base their decision to have the surgery on whether it will help them live longer.

In a paper last year in JAMA Ophthalmology, researchers concluded that women who opted for cataract surgery were 60 percent less likely to die from all causes during the study period than women who didn’t. Their findings were drawn from 74,044 women with cataracts, including 41,735 who underwent cataract surgery.

But the authors retracted their paper last week, noting that they had failed to account for the time that lapsed between the diagnosis of cataracts and the surgery to remove them. Many news outlets, including Reuters, had reported on the now-retracted study.

“With cataract surgery, there can be a 10- to 20-year delay between diagnosis and treatment because the surgery is elective,” senior study author Dr. Anne Coleman of the David Geffen School of Medicine at the University of California, Los Angeles told Reuters Health by email.

When researchers accounted for the time between diagnosis and surgery for women who got operations, and also for how long women with cataracts survived when they didn’t get surgery, the cataract surgery was now associated with a higher risk of death from all causes during the study period.

“With this additional factor, it appears that not having surgery (is associated with) longer life, but it is not a cause-and-effect relationship,” Coleman said. “The decision to proceed with cataract surgery should be based on several factors related to visual and overall physical functioning, after a complete assessment and discussion between a patient and his or her family, caretakers, and cataract surgeon,” she said.

From 1993 to 2013, 6,878 women in the study who had cataract surgery died, as did 6,123 women with cataracts who didn’t get the procedure, researchers reported in the original paper. Women in the study were 71 years old, on average, the original paper stated. They were participating in the Women’s Health Initiative, a long-running study that collects information on demographics, medical conditions and lifestyle habits.

Cataracts often develop with age. By age 80 roughly half of Americans either have cataracts or have had cataract surgery, according to the National Eye Institute. With a cataract, the lens in the eye becomes cloudy and things look blurry or less colorful than they should. During cataract surgery, the damaged lens is removed and replaced with an artificial lens that helps restore clear vision.

Several previous studies have linked cataract surgery to lower odds of premature death for both men and women, Coleman said. Cataracts can’t be prevented, but there are benefits to treating them, said Dr. Justine Smith, author of editorial published with the original study.

However, the retraction illustrates the difficulty of trying to determine whether cataract surgery directly impacts how long people live, Smith, a researcher at Flinders University in Adelaide, Australia, said by email. “These events provide a great example of good science: good scientists are constantly re-evaluating their work, and are always interested to receive questions from other scientists about that work,” Smith said.

Nadal reaches US Open last 16 for 10th time with epic triumph
World number one and defending champion Rafael Nadal came back from a set and break down to defeat Karen Khachanov 5-7, 7-5, 7-6 (9/7), 7-6 (7/3) and reach the US Open fourth round on Friday.

Victory for the 32-year-old Nadal put him into the last 16 in New York for the 10th time and on course to add to his 2010, 2013 and 2017 titles.

However, 2009 champion and third seed Juan Martin del Potro, his potential semi-final opponent, also made the last 16 with a 7-5, 7-6 (8/6), 6-3 win over Fernando Verdasco.

Top seeded Nadal triumphed over Khachanov after an epic 4 hour 23 minute struggle on Arthur Ashe Stadium.

But the 22-year-old Russian had his chances.

He served for two sets to love lead in the 10th game of the second set and had set point in the fourth-set tiebreaker.

Nadal, seeking an 18th major, will face Georgia's world number 37 Nikoloz Basilashvili for a place in the quarter-finals.

The Georgian won just one game in a three-set loss to Nadal in their only previous meeting at Roland Garros last year.

Basilashvili reached the last-16 of a Slam for the first time by seeing off Argentina's Guido Pella 6-3, 6-4, 1-6, 7-6 (7/4).

"Karen played well. He's improving always. He's young. He has everything. I really see him winning a lot of matches in his career," said Nadal.

"For me personally, it was a physical, demanding match."

Khachanov, 22, and bidding to make the last 16 of a Slam for the third time this year, took the opener before Nadal needed strapping applied to support his right knee in the changeover.

"I am going to be at 100% for the next match," he assured reporters.

The top seed was quickly down 3-1 in the second set before battling back to 4-4.

Khachanov cracked when serving for a two sets lead in the 10th game.

Saudi Arabia hints at plan to turn Qatar into an island

Saudi Arabia hints at plan to turn Qatar into an island
A Saudi official hinted Friday the kingdom was moving forward with a plan to dig a canal that would turn the neighbouring Qatari peninsula into an island, amid a diplomatic feud between the Gulf nations.

"I am impatiently waiting for details on the implementation of the Salwa island project, a great, historic project that will change the geography of the region," Saud al-Qahtani, a senior adviser to Crown Prince Mohammed bin Salman, said on Twitter.

The plan, which would physically separate the Qatari peninsula from the Saudi mainland, is the latest stress point in a highly fractious 14-month long dispute between the two states.

Saudi Arabia, the United Arab Emirates, Bahrain and Egypt cut diplomatic and trade ties with Qatar in June 2017, accusing it of supporting terrorism and being too close to Riyadh's archrival, Iran—charges Doha denies.

In April, the pro-government Sabq news website reported government plans to build a channel—60 kilometres (38 miles) long and 200 metres wide—stretching across the kingdom's border with Qatar.

Part of the canal, which would cost up to 2.8 billion riyals ($750 million), would be reserved for a planned nuclear waste facility, it said.

Five unnamed companies that specialise in digging canals had been invited to bid for the project and the winner will be announced in September, Makkah newspaper reported in June.

Saudi authorities did not respond to requests for comment and there was no immediate reaction on the plan from Qatar.

After the dispute erupted last year, Qatar—a small peninsula nation— found its only land border closed, its state-owned airline barred from using its neighbours' airspace, and Qatari residents expelled from the boycotting countries.

Mediation efforts led by Kuwait and the US, which has its largest Middle East air base in Qatar, have so far failed to resolve the dispute.

What can we say in a country where chief justice conducts raids: Asif Zardari

 Asif Zardari
Former president Asif Ali Zardari on Saturday said what can we say in a country where the chief justice conducts raids.

Responding to a question regarding Chief Justice of Pakistan Justice Mian Saqib Nisar’s surprise visit to Pakistan Peoples Party leader Sharjeel Inam Memon’s hospital room, Zardari said, “What can we say in a country where the chief justice conducts raids.”

When asked by a reporter that he has reservations to the chief justice’s tours but not with alcohol being found in the PPP leader’s hospital room, Zardari said, “I just know that are thousands of cases pending before the SC which should also be pursued.”

Zardari was speaking to reporters outside a local banking court in Karachi where he had come to submit bail bonds after having secured interim bail in a money laundering case a day earlier.

The former president furnished bail bonds of Rs2 million and signed documents.

Outside the banking court, journalists once again asked Zardari why he had come to court in a car and not a helicopter.

To this, the former president responded, “Let’s see when I get it.”

When asked that helicopters have become ‘inexpensive’, the PPP co-chairman said, “Yes, I’m hearing that it costs Rs50-55.”

In response to a question about the presidential election, the former president said, “May be Maulana Fazl will withdraw from the contest.”

NAB challenges IHC's order transferring remaining cases against Nawaz

NAB challenges IHC's order transferring remaining cases against Nawaz
The National Accountability Bureau (NAB) on Saturday challenged the Islamabad High Court’s (IHC) order transferring Al-Azizia and Flagship Investment references against former premier Nawaz Sharif and his family to another court.

On August 7, a two-member bench of the IHC, comprising Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb, ordered transfer of the cases from the court of Accountability Judge-I Mohammad Bashir to Accountability Court II.

NAB moved the Supreme Court against the IHC’s decision and made the former premier and Judge Mohammad Bashir respondents.

In its petition, NAB stated that after the judgment in Avenfield reference the two remaining cases were under trial.

IHC’s order for transfer of the remaining two cases cannot be maintained, it said.

NAB is an affected party of IHC’s decision and Judge Muhammad Bashir should be allowed to continue hearing the two remaining two cases against Nawaz and his family, the petition further said.

On July 6, an accountability court had sentenced Nawaz to a total of 11 years in prison and slapped a £8 million fine (Rs1.3 billion) in the corruption reference, while his daughter Maryam was sentenced to eight years with a £2 million fine (Rs335 million). Nawaz's son-in-law Capt (retd) Safdar was also given a one-year sentence without any fine.

Palestinians protest land seizures; 180 injured

Palestinians protest land seizures
Israeli security forces wounded dozens of Palestinians taking part in protests in the occupied West Bank and along the Gaza Strip border on Friday, witnesses and medical officials said.

At the West Bank village of Ras Karkar, hundreds of Palestinians demonstrating against Israeli land seizures for Jewish settlements threw stones at troops, who responded with tear gas and rubber bullets, injuring at least a dozen people.

Israeli authorities had no immediate comment.

In Islamist Hamas-controlled Gaza, thousands of Palestinian massed near the border fence as part of weekly protests launched on March 30 to demand rights to lands lost in the 1948 war of Israel’s foundation.

Gaza medics said 180 Palestinians were wounded, a third of them from live fire, including a female nurse and a boy.

The Israeli army said troops opened fire to disperse Palestinians who rolled burning tyres at the fence, posing a breach threat, and, in one case, threw a grenade across it.

At least 170 Palestinians have been killed since the border demonstrations began, drawing censure against Israel from a number of world powers except the United States, which has echoed its Middle East ally in blaming Hamas for the bloodshed.

Israel withdrew troops and settlers from Gaza in 2005 but has built up settlements in the West Bank, angering Palestinians who see an obstacle to their statehood hopes. The last round of Israeli-Palestinian peace talks broke down in 2014.

An Israeli court broke new judicial ground on Tuesday by giving legal recognition to a settlement built without Israeli government authorisation on privately owned Palestinian land.

Most countries consider all of the settlements built on territories that Israel captured in the 1967 Middle East war to be illegal. Israel disputes this.

Some 500,000 Israelis live in the West Bank and East Jerusalem, areas that are also home to more than 2.6 million Palestinians.

CJP orders PTI MPA Imran Ali Shah to donate Rs3 million to dams fund

CJP orders PTI MPA Imran Ali Shah to donate Rs3 million to dams fund
Chief Justice of Pakistan Justice Mian Saqib Nisar on Saturday ordered Pakistan Tehreek-e-Insaf (PTI) MPA Imran Ali Shah to donate Rs3 million to the Diamer-Bhasha and Mohmand Dams Fund 2018.

A bench headed by the chief justice at Supreme Court's Karachi Registry heard a suo motu notice taken against the PTI MPA over the physical assault of a citizen in Karachi.

As the hearing went under way, the chief justice asked the MPA, "What were you thinking when you thrashed the citizen?"

"No one even beats up animals like this," he remarked.

Justice Nisar continued, "Why did you assault the citizen? You are a representative of the people and is this how you will behave?"

"This is an unacceptable crime and we won't let it go," he asserted.

The chief justice then told the PTI MPA, "Beat me up and show me, I'll step outside the court."

As Shah apologised and said he was 'embarrassed', Justice Nisar said "what sorry?" and narrated that when he was a child he beat up a house help with a belt and his father beat him up for doing that to teach him a lesson.

"There is no compensation for insults," he observed.

Further, Justice Nisar asked citizen Dawood Chohan, who was thrashed by Shah, as to why he "forgave him".

"The then nominated Sindh governor visited my house," Chohan responded.

Chohan further told the court that the PTI MPA slapped him three to four times.

Justice Nisar then directed that the video clip of Shah thrashing Chohan be played.

The chief justice then wrapped up the case and ordered Shah to donate Rs3 million to the dams fund.

A video of the PTI MPA assaulting a citizen had sparked outrage on social media after it went viral earlier this month.

Shah was caught on video slapping a man — identified as Dawood Chauhan — multiple times in the middle of a road in Karachi. The video also showed the MPA's guards threatening the man.

Subsequently, PTI’s Sindh chapter suspended Shah for a month.

PTI leader Ali Zaidi had said Shah had been suspended till the party’s disciplinary committee conducted an inquiry against him.

On August 25, PTI Karachi's Disciplinary Committee announced that Shah had been fined Rs500,000 and was directed to pay for the medical treatment of 20 elderly patients residing in Edhi center.

The party had earlier also issued a show-cause notice to Shah saying his actions were 'unacceptable'.

Following the backlash, the PTI MPA had also apologised to Chauhan in person.

Shah was elected MPA from Karachi's PS-129 constituency during the July 25 polls.

Justice Nisar had taken suo motu notice of the incident on August 18.

Libya: 30 dead in Tripoli militia clashes as rights groups warn refugees and migrants caught up in crossfire

At least 30 people have been killed in Libya
At least 30 people have been killed in Libya amid fierce militia fighting in Tripoli that has left thousands of migrants and refugees trapped in government-run detention centres without food or water.

Clashes first erupted in the southern suburbs of the Libyan capital on Monday between rival brigades that are supposed to operate under the recognised defence ministry.

At least 30 people have now been killed and 96 wounded, according to the local health ministry, despite appeals by the United Nations for calm.

Doctors Without Borders (MSF) said on Friday that an additional 8,000 migrants and refugees were at risk after they were abandoned in their cells in the middle of the chaotic battlefield.

The medical charity said that some people were left without access to food for more than 48 hours when guards fled heavy shelling. Other migrants who were released had no choice but to flee to nearby neighbourhoods where they were at risk of being caught in the crossfire.

“The recent fighting demonstrates that Libya is not a safe place for migrants, refugees and asylum seekers,” said Ibrahim Younis, MSF’s head of mission in Libya.

“Many have fled from wartorn countries or have spent months in horrible conditions… These people are already extremely vulnerable, and now they find themselves trapped in yet another conflict without the ability to escape,” he added.

On Thursday the UN’s refugee agency said it had helped rescue some 300 migrants – who hailed from Eritrea, Ethiopia and Somalia – to a comparatively safer location within the city.

Libya’s UN-recognised authority, the Government of National Accord (GNA), has struggled to maintain a grip on Tripoli and to subdue gangs of ex-rebels since first taking power in the capital in 2016.

The embattled government also faces opposition in the east of the country which is loyal to powerful military commander Khalifa Haftar and a rival cabinet.

People traffickers have flourished amid the chaos, exploiting the total breakdown in security to bolster their lucrative networks. Since 2014, more than half a million migrants and refugees have set sail for Europe from Libya in rickety boats.

But as Europe and the Libyan authorities have cracked down on the illegal trade, thousands of migrants now remain behind bars in squalid detention centres in Libya.

The methods have sparked furious fights between Europe and charity organisations like MSF, which run rescue operations in the Mediterranean. Rights groups argue that it is not safe to keep migrants in wartorn Libya.

The latest violence in Tripoli first flared on Monday between forces loyal to the GNA and the 7th Brigade, from Tarhuna southeast of the capital, which is also supposed to be part of the defence ministry.

In a televised speech this week, Fayez al-Sarraj, the country’s recognised leader, disowned the 7th Brigade, saying that it had been “dissolved”.

In a desperate attempt to bring calm, al-Sarraj ordered in more brigades from the neighbouring towns of Misrata to the west and Zintan to the south, to try to guarantee the withdrawal of other militias within the capital.

He said these military units will be allowed to operate in the capital and its environs only until 30 September when they must leave.

In a joint statement, the embassies of Britain, France, Italy and the United States said they were “deeply concerned about the recent clashes in and around Tripoli that are destabilising the situation”.

“Those who undermine Libya’s peace, security and stability will be held accountable,” the statement read.

The Libyan government and the UN had hoped to unify the country by holding parliamentary elections at the end of the year. But attempts to move forward with the process have been dogged by battles between the myriad armed factions in the country.

Splinter group from Abadi's bloc nominate ousted security advisor for PM

Falih Alfayyadh
A small splinter group of Haider al-Abadi’s Nasr Coalition, calling themselves the main Nasr leadership, announced today that they are nominating the ousted national security advisor Falih Alfayyadh to the post of prime minister only a day after he was sacked for "getting involved in politics."

“We as the main leadership of in the Nasr coalition announce the nomination of Falih Fayadh to the head of the Council of Ministers as we have confidence in his abilities to implement a governmental plan that will meet the ambitions of the people and his wide national ecceptance,” the group said in an official statement on Friday.

The statement says that they want to return to the people of Iraq a dignified life and a country free of corruption under a leader that could transcend sectarianism.

Iraqi Prime Minister Haider al-Abadi sacked the national security advisor on Thursday for alleged involvement in partisan activities, which he said violated the constitution that stipulates neutrality of the intelligence and security services.

“In light of Mr. Falih Faisal Fahad Alfayyadh getting involved in practicing political and partisan work, and his wish to address political affairs, which goes against the critical national tasks he is holding…” read a statement from Abadi’s office.

Leaders of the splinter group believe the prime minister's sacking of the national security advisor was politically motivated and that he may have refused to walk Abadi's line.

Abadi's move was also criticized by the Fatih bloc whose leaders command the Shitte Hashd al-Shaabi militia.

Fatih said late on Thursday that sacking Alfayyadh was sowing divisions within the force and compromised Iraq's security.

"The decision to sack Falih Fayadh from the presidency of the Hashd al-Shaabi commission, the national security agency and the national security advisor constitutes a dangerous precedent of involving Hashd al-Shaabi and the security agencies in political rivalry and settling personal scores," they said in a statement.

Leaders of the Fatih bloc headed by Hadi al-Amiri said that Abadi's own term as prime minister had already ended and that he had no authority to sack anyone.

"It is absolutely unacceptable that the head of the Nasr coalition (whose term has expired) to issue the decision to sack a high-level security official overseeing the most important security agencies," read the statement.

Google pays homage to Fatima Surayya Bajia with evocative doodle on 88th birthday

Google pays homage to Fatima Surayya Bajia with evocative doodle on 88th birthday
Google is honouring the late Pakistani Urdu novelist and playwright Fatima Surayya Bajia on her 88th birth anniversary with a colourful doodle depicting her with her lifelong companions: a pen and a notebook.

The doodle shows Bajia — as she was known to one and all — writing in a notebook, clad in her customary sari and surrounded by books.

The renowned playwright had breathed her last on February 10, 2016 at her Karachi residence after a prolonged illness.

The Mountain View, California-based Google frequently changes the colorful logo on its famously Spartan homepage to mark anniversaries or significant events or pay tribute to artists, scientists, statesmen and others.

Remembering Bajia

Bajia wrote several popular serials for PTV, including Shama (based on A.R. Khatoon' novel), Afshan, Aroosa, Aagahi, Ana and Zeenat. Besides, she had done historical plays, children's programmes, women's programmes and literary programmes such as Auraq.

In recognition of her services, besides local awards, she was given the highest civil award of Japan. Bajia also served as president of the Pakistan-Japan Cultural Association.

Born into an educated in family of Hyderabad Deccan in 1930, Fatima Surayya was the eldest of the 9 siblings. The family sailed to Karachi on September 18, 1948, immediately after the fall of the Hyderabad state, which was invaded by the Indian army on September 11, the day the Quaid-i-Azam died here.

She did not have a formal degree but had acquired extensive knowledge of Arabic, Persian, English and Urdu literature and history at home through private tuitions.

In Karachi, when her grandfather and father died, she took up the responsibility of looking after her younger siblings, who all received a good education and some successfully carved out their own identity in separate fields of art and culture.

Her brother Anwar Maqsood became a multi-talented artist writing plays for TV and theatre, her sister Zehra Nigah became a renowned poetess while Zubaida Tariq turned into a cooking expert.

Whether Bajia wrote a play, serial or any other TV-adaptable piece, she elaborately depicted the culture of the area and the period she set the story in.

Pakistan backs Iran over US nuclear deal row

Iranian Foreign Minister Javad Zarif calls on Prime Minister Imran Khan
As Prime Minister Imran Khan on Friday vowed to further strengthen Pakistan-Iran ties, the government expressed unequivocal support for Iran’s position on its troubled nuclear deal with the West that has been abandoned by the United States and urged the other parties to the agreement to remain committed to it.

Talking to Iranian Foreign Minister Javad Zarif, who is the first foreign leader to visit Pakistan after the assumption of office by the PTI-led coalition government, PM Khan recalled the “inseparable bonds” connecting Pakistan and Iran together and said that during his government he would make all efforts “to cement these relations in various areas to the benefit of both countries”.

Emphasising the importance of Pakistan and Iran in the region, PM Khan said the two countries “remained the key to growth and prosperity in the region through enhancing connectivity and promoting people to people linkages”.

Imran vows to strengthen ties with Tehran

Iran made a special outreach to the new government in a bid to reset the ties that have suffered deep mistrust over the past decades. Iran’s President Hassan Rouhani soon after Mr Khan’s inauguration sent in a felicitations message.

Mr Zarif delivered an invitation to PM Khan for the upcoming Asian Cooperation Dialogue (ACD) summit in Iran, which is scheduled to be held in October 2018.

Mr Khan thanked the Iranian supreme leader’s support for Kashmiris’ struggle for their right to self-determination as well as for the manner in which Pakistan’s Independence Day was celebrated in Iran, the PM’s Office said in a statement.

Iran this year celebrated Pakistan’s Independence Day in an unprecedented manner displaying large greetings hoardings along major highways in Iranian cities and electronic screens in their public transport system.

The stage for better ties was set last year when Pakistan and Iran started cooperating on border security. The improved border security situation was mentioned during Mr Zarif’s meeting with his counterpart Shah Mehmood Qureshi.

“While expressing satisfaction over cooperation with regard to the Pakistan-Iran border, it was agreed to continue close consultations through various forums in this regard,” the Foreign Office said.

FM Qureshi in his meeting with his Iranian counterpart expressed strong support for Iranian position on Joint Comprehensive Plan of Action, commonly known as Iranian nuclear deal from which the US has exited.

“As regards JCPOA, while supporting Iran’s principled stance, Mr Qureshi expressed the hope that remaining parties to the agreement would uphold their commitments in letter and spirit. This was important given IAEA’s repeated verification that Iran has strictly adhered to the terms of agreement,” the FO said.

Pakistan has been a consistent supporter of Iranian position on its nuclear row with the West. Islamabad believes that all countries should have access to nuclear technology for peaceful purposes. The statement was, therefore, in line with Pakistan’s longstanding position on the matter.

Both foreign ministers agreed to hold the next rounds of Bilateral Political Consultations and the Joint Economic Commission at early dates. “Useful exchange of views on strengthening cooperation in economic, trade and connectivity sectors, cultural and people to people links, took place,” the FO said.

Japanese minister

The Japanese State Minister for Foreign Affairs Kazuyuki Nakane and Foreign Minister Qureshi in their meeting agreed to increasing bilateral contacts to revitalise the relationship between the two countries.

“The Foreign Minister acknowledged the position of Japan as an important development partner. While recognising the economic assistance provided by Japan, he invited Japanese investment in Special Economic Zones (SEZs) and assured facilitation to Japanese investors in all the sectors. The Foreign Minister emphasised the need to correct the balance of trade, which is currently heavily tilted in favour of Japan,” the FO said about their meeting.

The two agreed to explore ways for strengthening bilateral economic cooperation.

Mr Nakane invited Mr Qureshi to visit Japan.

Prime Minister Imran Khan

He noted that Pakistan's circular debts had reached Rs1200 billion, maintaining that the country could not progress without accountability.

The prime minister said he had directed National Accountability Bureau (NAB) chief to carry out indiscriminate accountability and take action even if a member of the government was also involved in corruption.

During the meeting, he openly supported Usman Buzdar saying that the Punjab chief minister should be given three months' time, after which the media should criticise him for his performance.

Commenting on his use of helicopter, Khan said he has been using it to save people from mobility issues.

Regarding his team, he said that he was not responsible for the past of individuals he had inducted in his team. "They have been conveyed that any irregularities would not be tolerated now."

The prime minister said that none of his cabinet members was appointed permanently and could be shuffled on the basis of performance. About foreign tours, he said these were not his priority.

Speaking with regard to Pakistan-US ties, he said his government would not accept any unjust demand by the United States.

Khan said they could not fight the US, but they will improve their ties with Washington. He added that Pakistan also seeks peaceful relations with India, Afghanistan and Iran.

Regarding his visit to the Pakistan Army's General Headquarters, he said the visit went well and it was conveyed that the government had backing from the institution.

PML-N asks Uzma Qadri to resign from Punjab Assembly

PML-N asks Uzma Qadri's to resign from Punjab Assembly
The PML-N on Friday issued a show cause notice to Uzma Qadri the wife of estranged PML-N leader Syed Zaeem Qadri to tender her resignation from a Punjab Assembly reserved seat for skipping elections for chief minister, speaker and deputy speaker as well as several party meetings.

The party, in the notice addressed to the newly nominated MPA, reminded her that it had "honoured you by placing your name in the list of reserved seats for women".

"The PML-N conducted several intra-party meetings prior to the formal oath-taking ceremony which you failed to attend without any leave of absence, just cause or valid reason," the PML-N, against whom Uzma's husband had rebelled before the July 25 polls, stated.

"At the first sitting of the Punjab Assembly after the elections, the PML-N made it mandatory for all elected members to ensure presence which you willfully disobeyed."

The party told Uzma that she stood "in sheer violation of party discipline" by failing to cast votes during the elections for speaker and deputy speaker.

It further accused the lawmaker of "willfully and deliberately" skipping the Punjab CM's polls, and cited media reports to claim that she might be leaving the PML-N to join an opposing political party.

The PML-N gave Uzma, five days to either resign from her seat or respond to the charges levelled against her failure to do either of which would result in the party pursuing all legal means to "ensure her disqualification on grounds of defection".

Nawaz Sharif to be billed Rs25m for his children's 'illegal' travel expenses: Fawad Ch
Federal Information Minister Fawad Chaudhry, having declared the travel expenses of Nawaz Sharifs' children to be in the billions, announced on Friday that a notification to recover the amount would be sent to Hassan, Hussain and Maryam Nawaz.

During a press conference held in Islamabad alongside Pakistan Tehreek-i-Insaf (PTI) Senator Muhammad Azam Khan Swati, Chaudhry said that Nawaz and his family's travel expenses ran in the billions. However, since Nawaz himself had prime ministerial privileges, the matter of his own expenses will be dealt with later, he added.

The information minister alleged that Hasan, Hussain and Maryam Nawaz had misused state funds and travelled illegally in two private planes and a helicopter.

The use of two private jets, namely the G4 and G450, cost the state to the tune of Rs17.15 million. These jets were used by the ousted prime minister's children in his absence and for no state-related affairs, to travel in between their Jati Umra residence, Lahore and other locations.

Chaudhry said that the use of the helicopter has been calculated separately, adding that Hamza Shahbaz and others misused the Punjab government copter. The costs incurred by Nawaz's children over the use of the copter were found to be Rs6.23 million.

He revealed that details of these illegal expenditures were recovered from a log book and that the total bill amounts to around Rs25 million which will be sent to Nawaz Sharif for recovery, and that a notification of the same will be sent to his children.
