CNG stations reopen across Sindh
Compressed Natural Gas (CNG) stations reopened across Sindh this morning for 12 hours, News reported.

Long queues of all kinds of vehicles were witnessed outside the CNG stations as they opened after a gap of 50 hours.

The gas filling stations will remain open until 8 pm on Sunday, according to the Sui Southern Gas Company.

Low gas pressure and a spike in domestic demand owing to the cold weather gripping parts of the country have forced the company to suspend gas supply to the CNG sector, causing many problems for people, especially commuters who largely rely on public transport for a daily commute.

Meanwhile, the CNG Dealers Association has given the federal government a week to improve the situation caused by gas shortage or else they will stage a sit-in in Islamabad.

The CNG stations opened on Jan 3 but around 20 percent of the gas filling stations faced closure in Karachi due to low gas pressure.

On Wednesday, Federal Minister for Power Omar Ayub Khan had said domestic demand for gas has gone up by almost 20 percent.

Taking to Twitter, he said apart from CNG stations, all consumers are being supplied gas.

“CNG stations will be provided gas intermittently during January and fully in February,” the minister said, adding record-breaking and extended cold spell has resulted in low pressure across the system, which is expected to improve in a week.

With Iran promising revenge, his killing was the most dramatic escalation yet in spiraling tensions between Washington and Tehran and has prompted fears of a major conflagration in the Middle East.

In the first hints of a possible retaliatory response, two mortar rounds hit an area near the US embassy in Baghdad on Saturday, security sources told AFP.

Almost simultaneously, two rockets slammed into the Al-Balad airbase where American troops are deployed, security sources said.

The Iraqi military confirmed the missile attacks in Baghdad and on al-Balad and said there were no casualties. The US military also said no coalition troops were hurt.

With Americans wondering fearfully if, how and where Iran will hit back for the assassination, the US Department of Homeland Security issued a bulletin that said "at this time there is no specific, credible threat against the homeland."

Iranian President Hassan Rouhani on Saturday morning called on the family of the IRGC's Quds Force Commander Lieutenant General Qassem Soleimani who was assassinated by the US forces in Iraq on Friday.

Iraqi media quoted official resources as saying that Lieutenant General Soleimani and the acting commander of the Iraqi Popular Mobilization Units (PMU) - known as the Hash al-Shaabi - Abu Mahdi Al-Mohandes, who were separately leaving Baghdad airport in two cars were targeted and assassinated.

Iraqi media said the US helicopters targeted both cars.

Iran's Supreme Leader Ayatollah Seyyed Ali Khamenei appointed Brigadier General Esmail Ghaani as the successor of Lieutenant General Qasem Soleimani as the Commander of the IRGC Quds Forces, to replace him as head of the country's Quds Forces.

Earlier, Supreme Leader said harsh and severe revenge is awaiting the criminals.

All friends- and indeed all enemies- should know that the path of jihad and resistance continues with increased motivation and certain victory awaits the mujahideen on this blessed path, he added.

A fresh US air raid targeting a commander of Iraq’s Hashd al-Shaabi paramilitary forces killed at least six people early on Saturday, according to news reports.

Iraq’s state television said the attack took place along Taji Road north of the Iraqi capital Baghdad, but did not name the targeted figure.

Hashd al-Shaabi, also known as Popular Mobilisation Force (PMF), denied that a senior commander was in the convoy.

It was learnt that at least six people, including medics, were killed in the latest strike.

Taji Road, where the attack took place, leads to a base of non-US coalition forces, including British and Italian troops.

Iranian Major-General Qassem Soleimani, was killed early on Friday in a US air strike on his convoy at Baghdad airport, the Pentagon said.

“This strike was aimed at deterring future Iranian attack plans,” the Pentagon had said in a statement.

Strikes had been carried out against two targets linked to Iran in Baghdad on Thursday, US officials earlier told Reuters.

Soleimani, who has led the foreign arm of the Revolutionary Guards and has had a key role in fighting in Syria and Iraq, acquired celebrity status at home and abroad.

The draft bill for amendment in Army Act has been approved by the standing committees for defence of the National Assembly and Senate which will pave way for an extension to the Chief of Army Staff (COAS) for three years, ARY News reported on Friday.

A joint session of the standing committees of the Lower and Upper Houses was held under the supervision of Captain Retired Jameel and Senator Waleed Iqbal today where the Army Act Amendment Bill 2020 was presented.

The parliamentary committee for defence has unanimously approved the Army Act amendment bill.

During the session, Azam Swati said the draft bill was neither opposed by any political party nor any amendment was presented in the session. He said [Federal Minister for Law] Farogh Naseem has briefed the legal aspects of the draft bill which was unanimously approved by all members.

Earlier in the day, the federal government tabled Army Act amendment bill in the National Assembly (NA) which will pave the way for an extension to the Chief of Army Staff (COAS).

Defence Minister Pervez Khattak submitted the Army Act Amendment Bill 2020 in the Upper House besides tabling two other amended laws for Pakistan Air Force (PAF) Act 2020 and Pakistan Navy Act 2020.

The assembly has also approved a resolution for postponing the question hour and adjourned the session till Saturday (tomorrow). Later, the three draft bills have been forwarded to the NA Standing Committee for Defence.

The government had earlier decided to table a draft bill for amendment in the Constitution and the Army Act to pave the way for a three-year extension in Chief of Army Staff General Qamar Javed Bajwa’s tenure in Wednesday’s session of the National Assembly (NA).

Who was General Qassem Soleimani?

Major General Qassem Soleimani,
Major General Qassem Soleimani, whose assassination by the US was confirmed earlier on Friday, had played a major role in defending Iran against its enemies and assisting regional countries fight foreign occupation and terrorism.

Soleimani, born in 1957, started his military career by joining the Islamic Revolution Guards Corps (IRGC) following the victory of the Islamic revolution in 1979.

During the imposed Iraqi war on Iran, which was launched in 1980 and lasted for eight years, Soleimani gradually became known as an adept commander, leading Iranian troops in numerous battles against invading Ba'ath regime forces.

Later appointed as the chief of the IRGC's expeditionary Quds Force, Soleimani gradually became a forefront figure in Iran's push to assist regional states and allies counter foreign-backed interventions in the region.

As foreign-backed Takfiri outfits reared their heads in recent years, the IRGC commander emerged as a key strategist and ingenious commander leading Iranian military advisers assisting Syrian and Iraqi troops in battles against terrorists.

The general was frequently pictured on the frontlines during anti-terrorism operations from Iraq’s Mosul to Syria’s Aleppo.

In Iraq, at the height of Daesh’s terror campaign, he assisted the Baghdad government in operations to retake the strategic oil-rich city of Tikrit from Daesh in 2015.

In January 2015, the head of Iraq’s Badr Organization credited Tehran and Soleimani with saving Baghdad when Daesh first unleashed its campaign of terror in the neighboring country a year earlier.

The general also took personal command of the battle against Takfiri militants in the Syrian city of Bukamal, located in Dayr al-Zawr Province, in November 2017.

In November 2017, Soleimani declared the end of Daesh’s territorial rule in a letter addressed to Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei.

Earlier this year, the Leader awarded Soleimani with Iran’s highest military order, the Order of Zulfaqar.

Hailed both by the enemies and foes as a major military tactician, General Soleimani topped Foreign Policy (FP)’s 2019 list of Global Thinkers in defense and security.

Several reports emerged about assassination plots against the commander by the US, Israel and Saudi Arabia– which are believed to be among the major supporters of Takfiri terrorists wreaking havoc on the Middle East.

On Thursday, however, the Trump administration openly claimed responsibility for assassinating Soleimani.

In a statement on Friday, Iran's leader vowed "harsh revenge" for the perpetrators of the attack.

The Leader also offered condolences to the Iranian nation and General Soleimani’s family, and declared three days of national mourning.

Russia says the United States assassination of the top Iranian commander, Major General Qassem Soleimani, was an "adventurist step" which will further increase tension in the Middle East.

Soleimani, the commander of the Quds Force of Iran’s Islamic Revolution Guards Corps (IRGC), was killed during US airstrikes in the Iraqi capital Baghdad.

Russia's Foreign Ministry said on Friday that the move “was an adventurist step that will increase tensions throughout the region.”

"Soleimani served the cause of protecting Iran's national interests with devotion. We express our sincere condolences to the Iranian people,” said the ministry.

The world becomes 'more dangerous'

France also reacted to the assassination of the Iranian commander, saying his killing has made the world "more dangerous.”

France's Europe minister, Amelie de Montchalin, said on Friday, “We have woken up to a more dangerous world."

“In such operations, when we can see an escalation is underway, but what we want above all is stability and de-escalation," Montchalin added.

According to her, President Emmanuel Macron would soon consult with "players in the region."

“All of France's efforts... in all parts of the world aim to ensure that we are creating the conditions for peace or at least stability," she added.

'China appeals restraint'

Meanwhile, China called on “the relevant sides, especially the United States, to remain calm and exercise restraint to avoid further escalating tensions.”

“China has always opposed the use of force in international relations," said Chinese foreign ministry spokesman, Geng Shuang.

The leader of the main opposition Labour Party, Jeremy Corbyn, urged Britain to “stand up to the belligerent actions and rhetoric coming from the United States.”

British Foreign Minister Dominic Raab called on all parties to de-escalate, but accused the Iranian Quds Force led by Gen. Soleimani of posing "aggressive threat".

"Following his death, we urge all parties to de-escalate. Further conflict is in none of our interests,” he said in an emailed statement.

The commander’s assassination affected world markets; the price of oil surged more than four percent and European stocks fell at the start of trading on Friday.

"All hinges now on how Iran responds,” said Jason Tuvey, senior emerging markets economist at Capital Economics in London.

“There is obviously a concern that this could call for confrontation in the region," he added.

Leader of the Islamic Revolution, Ayatollah Seyyed Ali Khamenei, has said those who assassinated the commander must await a harsh revenge.

Soleimani was “the most effective force” fighting the Daesh terrorist group, in Iraq and Syria.

Iranians hold nationwide rallies to mourn General Soleimani
Hundreds of thousands of Iranians from all political and ideological backgrounds have staged nationwide demonstrations to mourn the martyrdom of IRGC Quds Force commander General Qassem Soleimani, shortly after he was assassinated in a targeted attack by American military forces in the Iraqi capital on Friday morning.

Massive crowds took to the streets in dozens of cities to display their resolve to avenge General Soleimani, who was killed along several others, including Abu Mahdi al-Muhandis, the deputy chief of the Iraqi pro-government Popular Mobilization Units (PMU), following a US strike in Baghdad.

They also expressed solidarity with General Soleimani’s family and echoed an statement by Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei, who earlier in the day vowed a “severe revenge” in response to the move by the US military.

In capital Tehran, thousands of people attending the Friday prayers held a rally after the event, carrying signs that warned the United States, Israel and their regional allies of harsh consequences.

 Leading the prayers this week was Ayatollah Seyyed Ahmad Khatami, who said the attack means “Americans around the world would never experience calm again.”

He said General Soleimani was the mastermind of the battle against the Western-backed Daesh terrorist group and the administration of US President Donald Trump will pay the price for assassinating him.

“The Americans should beware that they did not achieve victory here and rather took one more step towards annihilation,” Ayatollah Khatami said. “Today, the world and the resistance movements in Syria, Lebanon and other places are mourning Gen. Soleimani and want to avenge his blood.”

“The Americans, Trump in particular, can rest assured that Gen. Soleimani’s blood will erupt and we will take our revenge from them and turn their bright day into pitch black night,” he said.

 In his sermon, which was mostly dedicated to the martyred general, Aytaollah Khatami also said that the US strike shows it is time to purge US forces from the region.

“The time has arrived for the resistance to tell the Americans in practice to ‘Get out of the region you savages!’” he asserted.

Iranians also took to the streets in the southeastern province of Kerman, General Soleimani’s hometown, to mourn his death.

Thousands of people gathered at General Soleimani’s house in the provincial capital of Kerman, where he used to hold annual mourning ceremonies for Shia Imams on their martyrdom anniversaries.

Hojjatoleslam Hassan Alidadi, Kerman’s Friday imam, said the resistance front will even the score with the US.

“The outcome of this bloodshed is the end of US military presence in the region and the resistance front’s final victory over Israel,” he said.

Similar events were held in Qom, Tabriz, Lorestan and other cities.

Soleimani, the commander of the Quds Force of Iran’s Islamic Revolution Guards Corps (IRGC), and Abu Mahdi al-Muhandis, the second-in-command of Iraq's Popular Mobilization Units (PMU), were killed in US airstrikes in the Iraqi capital Baghdad early on Friday.

The IRGC confirmed in a statement that Soleimani and al-Muhandis were martyred in the attack carried out by US helicopters. The Iraqi pro-government group also confirmed the incident.

“At the direction of the President, the US military has taken decisive defensive action to protect US personnel abroad by killing Qasem Soleimani, the head of the Iranian Revolutionary Guard Corps-Quds Force,” the Pentagon said in a statement on Friday.

“This strike was aimed at deterring future Iranian attack plans. The United States will continue to take all necessary action to protect our people and our interests wherever they are around the world,” read the statement.

Meanwhile, US troops with the 82nd Airborne Division arrived in Kuwait as part of the Immediate Response Force, the US Department of Defense announced.

A meeting of the NA’s Standing Committee for Defence has been summoned at 2:30 pm today where the bill will be presented before the legislators for its approval.

The government had earlier decided to table a draft bill for amendment in the Constitution and the Army Act to pave the way for a three-year extension in Chief of Army Staff General Qamar Javed Bajwa’s tenure in Wednesday’s session of the National Assembly (NA).

However, the decision to this effect came after a meeting of a parliamentary committee on the legislation today.

Defence Minister Pervez Khattak presided over the meeting that decided to present the Army Services Act Amendment Bill in the lower house of Parliament. The bill will be referred to the relevant standing committee for discussion.

The decision to table the bill came in the wake of successful talks between the government and the opposition on the issue.

The Pakistan Muslim League-Nawaz (PML-N) assured the government of its unconditional support to the bill, whereas the Pakistan People’s Party (PPP) has cautioned the government against rushing the bill through Parliament in utter disregard for the democratic process.

“The malice and stupidity of the terrorist American forces in assassinating General Soleimani, the hero and commander of fight against terrorism and extremism, will undoubtedly make stronger the tree of resistance in the region and the world,” Zarif said in a Friday statement.

The top diplomat said Foreign Ministry will use its political, legal, and international capacities to implement decisions made by Iran's Supreme National Security Council in order to hold the criminal and terrorism regime of the US accountable for this blatant crime.

Zarif had earlier tweeted that “the US' act of international terrorism, targeting & assassinating General Soleimani— THE most effective force fighting Daesh (ISIS), Al Nusrah, Al Qaeda et al—is extremely dangerous & a foolish escalation.”

“The US bears responsibility for all consequences of its rogue adventurism,” Zarif warned.

The comments came after Major General Soleimani and Abu Mahdi al-Muhandis, the second-in-command of Iraq's Popular Mobilization Units (PMU), were assassinated in US airstrikes in the Iraqi capital Baghdad.

The IRGC announced in a statement on Friday morning that Major General Soleimani and al-Muhandis were martyred in the attack carried out by US helicopters.

The Iraqi pro-government group also confirmed the incident.

Nawaz Sharif in his message to senior party leader Khawaja Asif directed him to convene a parliamentary party meeting of the PML-N before the start of National Assembly session today (Friday) for consultation.

The former premier has given the schedule till January 15 to approve the said amendment.

Sharif further said in his letter that neglecting the rules of procedure in this important issue will not help anyone and added that undue hurry in passage of Army Act Amendment will give an impression that the parliament has become a rubber stamp.

Earlier on Thursday, the Pakistan Muslim League-Nawaz (PML-N) had decided to vote in favour of crucial amendments to the Constitution and the Army Act to pave the way for a three-year extension in Chief of Army Staff (COAS) General Qamar Javed Bajwa’s tenure.

Major General Qassem Soleimani, the commander of the Quds Force of Iran’s Islamic Revolution Guards Corps (IRGC), and Abu Mahdi al-Muhandis, the second-in-command of Iraq's Popular Mobilization Units (PMU), have been killed in US airstrikes in the Iraqi capital Baghdad.

The media bureau of the voluntary forces – better known by the Arabic word Hashd al-Shabai – described the early Friday morning attack as a "cowardly US bombing”.

The rockets landed near the air cargo terminal, burning two vehicles and injuring several people, the Iraqi Interior Ministry's Security Media Cell said in an earlier statement.

Shortly after the attack, US officials, speaking on condition of anonymity, told Reuters that the strikes were carried out against two targets linked to Iran in Baghdad. The officials declined to give any further details.

Meanwhile, security sources, speaking on condition of anonymity, told AFP that eight people were killed in the attack.

The development came as the United States military said on Sunday it had carried out strikes in western Iraq against Kataib Hezbollah group, which is part of the pro-government Popular Mobilization Units – better known by the Arabic word Hashd al-Sha’abi.

Iraqi security sources said at least 25 fighters were killed and at least 55 wounded following the air attacks.

Senior Iraqi officials also condemned the US attack against the Kataib Hezbollah's positions as a "violation of Iraqi sovereignty".

Caretaker Iraqi Prime Minister Adel Abdul Mahdi called the move a “dangerous escalation that threatens the security of Iraq and the region” in a statement on Sunday,

Abdul Mahdi said US Secretary of Defense Mark Esper had called him about half an hour before the US raids to tell him of the US intentions to hit Kataib Hezbollah's bases. He said he asked Esper to call off US plans.

Iraqi caretaker President Barham Salih also condemned the attack.

The US raids drew a wave of condemnation from officials and movements across the region, and triggered furious public protests outside the US embassy in Baghdad.

The Pentagon said the bombings were in response to attacks targeting American forces near the oil-rich northern Iraqi city of Kirkuk last week, which reportedly killed a US civilian contractor and injured four US service members, as well as two members of the Iraqi security forces. The US accused Kataib Hezbollah group of the attack.

Fast bowlers had learnt a lot from it an overall a good period of cricket was seen,” Shahzad said who’s team Central Punjab won the Quaid-e-Azam Trophy 2019-20.

On the other hand, Shahzad praised Babar Azam for his brilliance on the field and wants team management to treat every player equally. “Babar is an outstanding player. He is grown up as an absolute star and I am sure he is going to continue his form. Similarly, there are other players who need support from the team management. Management is responsible for growing, nurturing three to four players like him to make a world-class team,” he concluded.

It must be noted here that Shahzad played his last T20I game in September last year when Sri Lanka toured Pakistan. He was called upon by the newly appointed head coach-cum-chief selector Misbah-ul-Haq. His failure in the three-match T20I series once again sent him out of the national team.

Decision to amend NAB law made in the interest of the country: PM Imran

Prime Minister Imran Khan on Thursday said that the amendment to the National Accountability Ordinance, 1999, was "a tough decision" but one that had to be made in the interest of the country.

"The decision was difficult because a party that has had a 22-year-long struggle against accountability and is considered strict and is viewed to have this mission, [is under greater scrutiny]," said the prime minister, as he addressed a gathering of civil servants in Islamabad.

"There was a lot of criticism, including by the opposition [..] it was not easy because we had to carry our party too because in a democracy you need to develop consensus within the party and its leadership," he continued.

"Our real aim is wealth creation so the country which is buried under the burden of loans [can be freed]," explained PM Imran.

The premier said that in the last ten years, Pakistan has mounted a debt of Rs24 trillion.

"It was 6 trillion but from 2008-2018 it rocketed to Rs30 trillion. Half of the tax we collected last year was spent on interest payments.

"The key right now is wealth creation in the country," he reiterated.

PM Imran said that wealth creation will take place when there is industrialisation in the country, when its agricultural output increases and when the housing scheme brought in by the Pakistan Tehreek-i-Insaf, along with its 40 associated industries, takes off.

"For that, our governance system needs to be streamlined so decisions can be made expediently," he said, adding that decisions weren't being made due to a fear of the National Accountability Bureau (NAB).

"The concerns were legitimate because so many were probed over procedural mistakes. So we realised we will need to take this step and offer bureaucrats protection, as well as the business community."

He said that the business community does not fall within the purview of NAB as it is, "because the very definition of corruption is "using public office for private gain".

"if you read the amendment, you will see that it simply provides for NAB to not interfere in their business dealings. And the tax cases are FBR's as it is. They have nothing to do with NAB," said the prime minister.

The government made drastic changes in the country’s accountability law — the National Accountability Ordinance, 1999 — through a presidential ordinance promulgated on December 27.

Under the ordinance, the powers of NAB were curtailed, keeping in view frequent complaints of the bureaucracy and the business community.

Earlier in the week, the government's chief spokesperson, Dr Firdous Ashiq Awan, had said that the government will not bypass the due process to implement the newly promulgated ordinance, stressing that the legislation will be subject to debate.

"I saw the water coming and it just kept getting higher and higher," said Deddy Supriadi, after a local river overflowed on the first day of 2020.

"It swept away 40 or 50 cars that were parked right here," he told AFP.

Taiwan’s top military official was among eight people killed on Thursday, after a helicopter carrying them to visit soldiers crashed in a mountainous area near the capital Taipei, the defense ministry said.

The main portion of the helicopter lay in a northern forest wreathed in mist, its blades shattered, as dozens of rescuers combed the wreck for survivors, pictures released by emergency authorities showed.

The reasons for the crash, in the wake of a forced landing, were unknown, the military said in a statement, adding that the chief of general staff, Air Force General Shen Yi-ming, had died, while five of the 13 aboard survived.

Shen, who took up his post in July, was Taiwan’s highest-ranking general to die in the line of duty, President Tsai Ing-wen said, adding that she had asked the defense minister to launch an investigation.

“We must find out the reason for the incident,” she told reporters in the northeastern county of Yilan, where the helicopter had been heading after setting out from Taipei.

“Most importantly, (we) must ensure the stability of our military and national defense.”

The defense ministry said it had dispatched a rescue team following the Black Hawk helicopter’s crash in New Taipei City, after aviation authorities lost contact with the craft at 8:07 a.m.

“Eight of our colleagues were killed,” a military spokesman told a news conference broadcast live on television.

The incident, which comes a week before democratic Taiwan holds presidential and parliamentary elections on Jan. 11, disrupted campaign events.

Tsai, who is seeking re-election, canceled all campaign activities until Saturday, while opposition presidential candidate Han Kuo-yu of the Kuomintang party called off campaigns until Friday.

“Kuomintang urges related authorities to probe the incident as soon as possible and make a thorough check on the same type of aircraft to prevent the tragedy from happening again,” the party said in a statement.

The helicopter involved in Thursday’s incident was one of 60 UH-60M Black Hawk helicopters the United States sold to Taiwan in 2010, the official Central News Agency said.

Although the Unites States has no formal diplomatic ties with Taiwan, it is the island’s strongest international backer and main arms supplier.

The de facto U.S. embassy in Taiwan expressed its condolences, saying it stood ready to assist in the aftermath of the tragedy, but without detailing what such help might entail.

The incident was the latest aviation accident in Taiwan, after the 2018 crash of a Black Hawk helicopter off its east coast killed six people aboard, and the crash of an F-16 fighter jet killed a pilot the same year.

In 2016, the navy fired a supersonic missile in error, hitting a fishing boat in waters that separate Taiwan from diplomatic rival China.

China, which claims Taiwan as its territory to be brought under Beijing’s control by force if necessary, regularly calls the island the most sensitive issue in its ties with the United States.

Taiwan says it is an independent country called the Republic of China, its official name.

The crown prince had visited Pakistan last year in Jan as well.

Frequent exchange of high-level visits between Pakistan and the UAE is reflective of the importance that the two countries attach to their fraternal ties, the Foreign Office spokesperson said in a statement earlier today.

An extension in the tenure of an army chief will not be able to be challenged in any court of law in the future, according to the copy of the Army Act amendment bill.

The federal cabinet on Wednesday approved the draft of the bill, which is expected to be tabled in the National Assembly tomorrow after consultations with opposition parties.

A delegation of Pakistan Tehreek-e-Insaf, headed by Defence Minister Pervez Khattak, had met with PML-N leaders today for bipartisan support for the bill.

Later, the PML-N announced it would support the government’s bill as it "does not want the position of COAS to become controversial".
According to the copy of the bill  the legislation shall be called “Pakistan Army (Amendment) Act, 2020”.

Under the clause 8B of the bill, the president, on the advice of the prime minister, may “reappoint the Chief of the Army Staff for additional tenure of three (03) years, on such terms and conditions, as may be determined by the President on the advice of the Prime Minister, in the national security interest or exigencies, from time to time”.

“Notwithstanding anything contained in this Act or any other law, or any order or judgement of any Court, the appointment, reappointment or extension of the Chief of the Army Staff, or the exercise of discretion by the appointing authority in this regard, shall not be called into question before any court on any ground whatsoever.”

The federal government on Thursday also sought a stay order from the Supreme Court against its November 28 verdict in the army chief extension of service case.

The government in its plea requested the apex court “to accept the application and suspend/stay the operation of the impugned judgment dated November 28, 2019, in the interest of justice".

This is the second petition filed in this high-profile case by the government.

On December 26, the law ministry had approached the top court against its detailed judgement, issued on December 16, in which the federation was ordered to legislate on the matter within six months.

The petition filed today prayed to the court that "The petitioners have a strong prima facie case to succeed; hence the operation of the impugned judgement may be suspended/stayed till the final decision of this civil review petition."

It further stated that the "balance of convenience lies in favour of the petitioners" and if the "injunction as prayed is not granted, the petitioners will suffer irreparable loss.”

The plea asked the chief justice to "constitute a larger bench comprising five judges so as to hear the review petition.”

In its previous petition against the detailed order, the government had pleaded the court to keep the proceedings in-camera.

The petition further argued that the top court’s verdict did not take into account "important constitutional and legal" points. It further stated that the apex court has itself "been giving extensions to additional and ad-hoc judges", making a case for the government to exercise this discretion as well.

All Pakistan Transport Owners Federation observe a country-wide strike today
All Pakistan Transport Owners Federation (APTOF) will observe a country-wide strike today against the heavy increase in fines by the government.

Last year in November, the Federal Cabinet had given approval for a massive increase in fines on highways and motorways.

The fine which was Rs750 across the board for every violation will now be Rs1,500 for speeding for motorbikes, Rs2,500 for cars, Rs5,000 for trucks and Rs10,000 for public service vehicles, according to a report.

Speaking to media APTOF Chairman Azam Khan Niazi said the strike would continue until the notification related to the increase is withdrawn.

“Transporters have decided to protest across country from Karachi to Peshawar,” he said.

“The heavy fine of Rs10,000 is unacceptable,” he said. “After failure of talks with the government the alliance decided to go on strike.”

Other fines include Rs1,500 for overtaking for both the motorcycle and car drivers. While those car drivers and motorcyclists who are found taking a wrong U-turn will pay Rs1,000, while heavy vehicles will pay a fine of Rs3,000.

For traffic violation involving dangerous driving, a fine of Rs1,500 will be charged from all commuters.

Earlier, while speaking to media, Deputy Inspector General Operations and Evaluation, National Highways and Motorway Police (NHMP), Jan Muhammad had claimed that studies had shown that an increase in penalties resulted in safer roads.

“The Rs750 fine had lost its effectiveness. The number of traffic rule violations was very high in Pakistan as compared to countries where the fines are high.”

“Since January 2019, 785,000 motorists were fined for speeding on highways and motorways, 1100,000 motorcyclists got fined for not wearing a helmet, and 100,000 motorists penalised for using high beam. For using a mobile phone, 200,000 people were fined while 400,000 got tickets for not wearing seatbelts,” he shared.

In the last three years, he said that there were 1,700 accidents on national highways and motorways. “As a result of those, we had about 1,200 deaths and 4,000 injuries.

This is a big number. New National Road Safety Strategy Goals aim 50 per cent reduction in this number by 2030, which is also one of the Sustainable Development Goals.”

Video scandal of Judge: IHC issues contempt notice to DG FIA over alleged harassment

The Islamabad High Court (IHC) issued a notice to the Federal Investigation Agency (FIA) director general on a petition seeking initiation of contempt of court proceedings against him and other officials over alleged harassment of the petitioner despite a court order.

An IHC bench, comprising Chief Justice Athar Minallah, directed Wajid Zia to furnish his comments on the petition.

Meanwhile, the court summoned FIA Assistant Director Ijaz Shaikh, who is investigating a case pertaining to the purported video of former accountability judge Arshad Malik, to appear in person at the next hearing.

He directed the FIA officials to submit their written comments before the next hearing.

Advocate Jahangir Jadoon complained to the judge that FIA has been harassing him despite a court order restraining the agency from causing any harassment. The hearing was adjourned for two weeks.

Earlier, on Dec 30, Pakistan Muslim League-Nawaz (PML-N) leader Uzma Bukhari excused herself from appearing before a team of the Federal Investigation Agency (FIA) in the judge video scandal case.

The PML-N stalwart was asked to appear before the FIA team along with another party leader Pervez Rasheed in the video scandal.

Prime Minister Imran Khan has summoned a meeting of spokespersons of the government and his political party Pakistan Tehreek-e-Insaf (PTI) today.

The upcoming meeting of the spokespersons will be held at Prime Minister House in order to review the current political and economic situation of the country.

PM Imran Khan will also inform the new targets and priorities set by the federal government for 2020.

A detailed discussion will be held on the decisions taken by the federal government for price control. The spokespersons will also be informed by the government’s stance on the National Accountability Bureau (NAB) Amendment Ordinance, sources added.

A briefing will be given on the draft bill for making amendment in Army Act that had been approved by the federal cabinet yesterday, whereas, the premier will apprise the government’s rhetoric in the meeting, sources said.

It is pertinent to mention here that the federal cabinet members had approved the amendment in Army Act which defines tenure of the army chief’s services and procedure for the extension of the Chief of Army Staff (COAS).

The emergency session of the federal cabinet held under the chair of Prime Minister Imran Khan has concluded after approving a draft bill for making amendment in the Army Act over the directives of the Supreme Court (SC).

Supreme Court returns petition challenging NAB Amendment Ordinance 2019

The Supreme Court on Thursday returned a petition challenging the National Accountability Bureau (NAB) Amendment Ordinance, 2019 by raising objections on it.

The apex court refused to admit the petition for hearing on the premise that the petitioner, Farrukh Nawaz, has not approached any other appropriate forum before moving the top court.

Nawaz took the amendments in the NAB law to the court, requesting it strike them down form being ultra vires of the Constitution and suspend its operation till the final decision on the petition.

He cited the Ministry of Law and Justice, Prime Minister Imran Khan, the National Accountability Bureau (NAB) chairman, the Federal Board of Revenue (FBR) and the Security and Exchange Commission of Pakistan (SECP) as respondents.

The petitioner contended that President Dr Arif Alvi promulgated the ordinance on the advice of the federal government, which was in violation of different provisions of the Fundamental Rights as guaranteed in the Constitution.

“The new law is against the principle of elimination of exploitation provided in Article 3 and also against the Rule of Law and Procedure as contained in Article 4,” he argued.

In a statement, Foreign Office Spokesperson Aisha Farooqui said that Pakistan deplores the continuing proclivity of Indian political as well as military leaders to fabricate facts regarding situation along the Line of Control as part of their attempts to mislead the world and with the intention of staging some false flag operation.

She said there should be no doubt about Pakistan's resolve and readiness to thwart any aggressive Indian move, inside its territory or Azad Jammu and Kashmir.

The Spokesperson said no one should forget Pakistan's befitting response to India's Balakot misadventure.

She said despite India's provocations, Pakistan will continue to contribute towards peace, security and stability in the region and beyond.

She also reaffirmed Pakistan's unflinching support and solidarity with the Kashmiri people as the inhuman lockdown in Indian Occupied Kashmir reaches 150 days.

Aisha Farooqui said Pakistan will continue to raise the plight of Kashmiris at all international fora.

She said India's farcical claims of "normalcy" returning to the situation in Occupied Kashmir carry no credibility.

She said Pakistan will continue to stress for urgent and effective steps by the world community to stop India's state-terrorism against the Kashmiri people.

According to Foreign Office Spokesperson, during the visit he will have a one-on-one meeting with the Prime Minister and will be followed by a luncheon hosted by the Imran Khan.

Frequent exchange of high-level visits between Pakistan and the UAE is reflective of the importance that the two countries attach to their fraternal ties.

The visit also illustrates the strength and substance of the Pakistan-UAE special relationship.

The UAE is Pakistan’s largest trading partner in the Middle East and a major source of investments.

It is also among Pakistan’s prime development partners in education, health and energy sectors.

UAE hosts more than 1.6 million expatriate Pakistani community, which contributes remittances of around $4.5 billion annually to the GDP.

The visit of Crown Prince will contribute to further enhancement of multi-faceted collaboration between Pakistan and the UAE.

North Korea ends test moratoriums, threatens 'new' weapon

North Korean leader Kim Jong Un has declared an end to moratoriums on nuclear and intercontinental ballistic missile tests and threatened a demonstration of a “new strategic weapon” soon.

Analysts said the announcement, reported by state media on Wednesday, amounted to Kim putting a missile “to Donald Trump's head” — but warned that escalation by Pyongyang would probably backfire.

Washington was swift to respond, with Secretary of State Mike Pompeo urging Kim to “take a different course” and stressing that the US wanted “peace not confrontation” with the North, while Trump played down the development.

Pyongyang has previously fired missiles capable of reaching the entire US mainland, and has carried out six nuclear tests, the last of them 16 times more powerful than the Hiroshima blast, according to the highest estimates.

A self-imposed ban on such tests — Kim declared they were no longer needed — has been a centrepiece of the nuclear diplomacy between Pyongyang and Washington over the past two years, which has seen three meetings between Kim and US President Donald Trump, but little tangible progress.

Any actual test is likely to infuriate Trump, who has repeatedly referred to Kim's “promise” to him not to carry them out, and has downplayed launches of shorter-range weapons.

Negotiations between the two sides have been largely deadlocked since the breakup of their Hanoi summit in February, and the North set the US an end-of-year deadline for it to offer fresh concessions on sanctions relief, or it would adopt a “new way”.

“There is no ground for us to get unilaterally bound to the commitment any longer,” the official KCNA news agency cited Kim as telling top ruling party officials.

“The world will witness a new strategic weapon to be possessed by the DPRK in the near future,” he added, referring to the North by its official name.

The full meeting of the central committee of the ruling Workers' Party was an indication of a major policy shift.

State television showed veteran newsreader Ri Chun Hee reading out the KCNA dispatch over footage of Kim addressing the officials and general imagery of the country.

The broadcast appeared to stand in place of Kim's usual New Year speech — normally a key moment in the North Korean political calendar.

Kim acknowledged the impact of international sanctions imposed on Pyongyang over its weapons programmes, but made clear that the North was willing to pay the price to preserve its nuclear capability.

“The US is raising demands contrary to the fundamental interests of our state and is adopting brigandish attitude,” KCNA cited him as saying.

Washington had “conducted tens of big and small joint military drills which its president personally promised to stop” and sent high-tech military equipment to the South, he said.

'Geopolitical chicken'

For months, Pyongyang has been demanding the easing of international sanctions imposed over its nuclear and ballistic missile programmes, while Washington has insisted it takes more tangible steps towards giving them up.

“North Korea has, in effect, put an ICBM to Donald Trump's head in order to gain the two concessions it wants most: sanctions relief and some sort of security guarantee,” said Harry Kazianis of the Center for the National Interest in Washington.

“Kim Jong-un is playing a dangerous game of geopolitical chicken,” he added.

The strategy was risky, he said, as Washington was likely to respond with “more sanctions, an increased military presence in East Asia and more fire and fury style threats coming from Donald Trump's Twitter account”.

Kim's moratorium comments were “ominous”, said Leif-Eric Easley of Ewha University in Seoul, but added that he could be looking to “elicit concessions by approaching Trump's red line without crossing it”.

The US has already indicated that it will react if the North carries out a long-range missile test.

Speaking to Fox News and CBS after Kim's announcement, Pompeo said a resumption of nuclear and missile tests would be “deeply disappointing”.

“We hope that Chairman Kim will take a different course... that he'll choose peace and prosperity over conflict and war,” Pompeo said.

“We want peace, not confrontation,” he added, with Seoul's unification ministry adding that a strategic weapon test “would not help denuclearisation negotiations”.

Trump himself was emollient, saying that he thought Kim was “a man of his word” and that at their Singapore summit “We did sign a contract, talking about denuclearisation”.

An ICBM launch would be likely to frustrate China, the North's key diplomatic backer and provider of trade and aid, which always stresses stability in a region it regards as its own back yard.

Despite extreme differences, Centre willing to work with Sindh to benefit citizens: Umar

Federal Minister for Planning, Development & Reforms Asad Umar on Wednesday said there shouldn't be any politics on matters relating to the improvement of citizens' lives, adding that the Centre is willing to work with the Sindh government for the betterment of the province's people.

Addressing a press conference in Karachi alongside Sindh Governor Imran Ismail and Minister for Maritime Affairs Ali Haider Zaidi, Umar said every political party had the right to politicking but "this should not be done on issues impacting the lives of citizens".

"No doubt we have extreme differences with the Sindh government," he said, adding that "the Centre will not let these differences come into play when working with the Sindh government to improve citizens' lives".

"From our side, this is the approach and [we] hope that the Sindh government will also adopt the same approach so that projects for the improvements of citizens' lives can be worked on as soon as possible."

Umar said two months ago, Prime Minister Imran Khan had decided to appoint him as the focal person for the implementation of the Centre's projects in Sindh. He said the consensus after today's meeting was that progress [on the projects] had improved but difficulties that needed to be overcome persisted.

In response to a question regarding whether today's meeting was held to appease the Muttahida Qaumi Movement-Pakistan (MQM-P) after PPP Chairperson Bilawal Bhutto-Zardari had offered them a partnership in the Sindh government in exchange for quitting the Pakistan Tehreek-i-Insaf-led coalition government, Umar said today's meeting had been decided prior to Bilawal's announcement.

"I don't want to say much about that, he has a right to do politics. Given the difficulty that PPP is in today and the way in which their roots with the people have been weakened, they will make some efforts," he said.

Inaugurating four development projects in Karachi on Monday, Bilawal had offered MQM an "equal number of ministries in Sindh" if they helped in toppling the PTI-led government in the Centre.

The MQM-P did not outright reject the move but described it as a "non-serious attempt".

The first Senate session of the year, convened by the government on a 24-hour notice, took place on Wednesday. A regular session of the Senate was last held from Aug 29 to Sept 3.

Former Senate chairman Raza Rabbani while addressing the house raised questions on the amendments proposed by the government to the country's accountability law.

He said the government through the amendments had exempted businessmen, bureaucrats, judges and the military from being proceeded against under the law. "Who is then left? Only you and I are left," he said, addressing the Senate chairman.

"Is the NAB law only there for politicians?" he asked, suggesting that the parliament should be allowed to "try the parliamentarians".

Otherwise, he said, if the government really wanted to conduct accountability, then "the only path to meaningful accountability is one law, one bureau [and] across-the-board accountability".

Rabbani said there should be "no holy cows" under a fair accountability law which according to him should apply to the judiciary and military as well as the bureaucracy.

He said the government was not following the Constitution and its actions have rendered the parliament ineffective.

Speaking about the issue of extension in the service of Army Chief Gen Qamar Javed Bajwa, which underwent strict scrutiny in the Supreme Court in November, Rabbani said the PTI government due to its "incapability and incapacity" had landed a national institution (army) into an "embarrassing position".

"What kind of a government is this which cannot issue three or four notifications?" he said, urging the government to let the parliament and the Senate play their constitutional roles.

'Senate kept in the dark'

At the outset of the session, Leader of the Opposition in the Senate Raja Zafarul Haq regretted that the government had called the Senate session only after the opposition submitted a requisition.

He said the upper house had been "kept in the dark" regarding the promulgation of the NAB ordinance. He alleged that the accountability process is being carried out in a "unilateral, oppressive and illegal manner" in the country.

Haq said the opposition had submitted the agenda for the Senate session but a "negative mindset" prevented it from being included in the scheduled of proceedings.

PPP Senator Sherry Rehman said they had found out through newspapers that a Senate session had been called for today. She said some members were unable to attend because of the prevailing smog.

She said ministers were not present in the house even though the session had been called after such a long gap. In addition, questions and answers were not made part of the agenda "which means that the government was not prepared", she alleged.

Rehman lambasted the government for promulgating 25 presidential ordinances last year, saying: "The parliament cannot be run from Bani Gala or Aiwan-e-Sadr."

She said the government had failed to issue a proper notification regarding the army chief's tenure extension and has now filed a review petition against the Supreme Court judgement on the issue. "What does the government going into review indicate?" she asked.

The PPP leader also criticised the government for "doing nothing but giving a speech" regarding the issue of occupied Kashmir. She questioned why the foreign minister was not coming to the parliament to brief the lawmakers on the latest situation in the region.

Do not be afraid of dreaming big, PM Imran tells students in Islamabad

Prime Minister Imran Khan on Wednesday said that the vision of making Pakistan an 'Asian Tiger' by previous governments of the country was a small vision and that turning the country into a model state like Medina was reflective of a better thought.

PM Imran made the statement while addressing a ceremony celebrating the laying of the foundation of a new campus of the Air University in Islamabad. "Do not be afraid of dreaming big," the premier told students.

"Education is a scared duty. We [people of Pakistan] have to move towards understanding that," the premier noted, adding that education was also the vision of the Holy Prophet (Peace Be Upon Him).

PM Imran lauded the efforts made by the administration of the university for the new campus, saying that the new establishment would be a campus of the 'space age'.

Addressing the students studying at the university, the prime minister said that students needed to dream big and realise their potential. He noted that those who dreamed big went a long way in life.

"My life experience tells me humans have been given the power to turn into reality whatever they can picture. Mankind is the best of creations (ashraf-ul-makhluqaat)," the premier said on the occasion.

"We live all our lives without realising our potential. We do not dream. We are afraid of dreaming big and going after big things," the premier lamented, in a bid to motivate the students present at the ceremony.

"The vision for a person determines how far he/she will go in life. Nations also have visions, and unfortunately, previous leaders had a vision that Pakistan would become an Asian Tiger," PM Imran said, apparently in reference to the Pakistan Muslim League - Nawaz government.

"It is a small vision. In my vision, I dreamed of making Pakistan a welfare state like Medina. My vision is based on the lessons of history, and there is a reason we should learn from history," he remarked.

"Pensions were started first in the state of Medina," PM Imran noted, adding that the rule of law, humanitarian principles and education were the basis of the welfare state of Medina.

"The people of Pakistan faced harsh times in 2019, but now, thanks to the Almighty, the economy is stable and I foresee 2020 to be an year of growth for Pakistan," the premier said, reinforcing the statement he had made a day earlier.

PM Imran talked at length about the economic policies of his government, noting that the rupee was about to crash when the Pakistan Tehreek

"[Due to corrective measures] they had an effect on the common man of the country as the price of petrol, diesel and other necessities increased," the premier said in reference to the inflation in Pakistan.

PM optimistic about 2020

"I am optimistic and I am sure that 2020 will take Pakistan forward," he immediately added, attempting to reassure the students that the problems were only temporary and solvable in the long run.

Referring to the crop production in Pakistan, PM Imran informed the audience that the country had lower yields than India but measures could be introduced to increase it.

"Pakistan has a lot of potential; there is mineral wealth in every part of the country, we can provide food security to the Middle East, our potential is such,” he said.

Talking about resources not being used in an efficient manner, he noted that Pakistan's milk yield from farm animals was less then that of China and India.

"We do not use our resources in an efficient manner, water for instance. Nations having less of this resource yield more benefit from it then we do," he expressed.
