The president further stressed that these changes should not be of any kind of interference in each other's affairs.

Meanwhile, President Dr Arif Alvi has shared, on Twitter, a video of Prof Gregory Stanton of Genocide Watch who predicted that genocide of Muslims will soon happen in India.

In a tweet, the President said Professor Stanton pointed to similarities between genocides in Rwanda and Haridwar.

The President said he has drawn the attention of world leaders that a fascist India has emerged with entrenched Hindutva hate ideology.

Tsunami reaches Japan, 3-meter waves possible
Tsunami reached Japan late Saturday through early Sunday, and waves as high as three meters were possible, the Japan Meteorological Agency said, hours after a massive volcanic eruption near Tonga.

The agency said a 1.2 metre (about four feet) tsunami reached the remote southern island of Amami Oshima around 11:55pm (1455 GMT) Saturday before other areas along Japan's Pacific coast observed smaller tsunami.

The eastern shores of northernmost Hokkaido island as well as southwestern regions of Kochi and Wakayama also saw tsunami as high as 0.9 metres shortly after midnight, the agency said.

National broadcaster NHK switched to special programming and aired live footage from ports of affected regions, calling on area residents to evacuate to higher ground.

The footage showed no clear signs of abnormality, however.

A weather agency official told a televised, midnight news conference that the agency had detected a tidal change higher than one metre after 11pm.

The agency didn't immediately classify it as tsunami. However, it decided to activate the public tsunami warning systems to urge the evacuation of Amami residents.

"We don't know at this point whether this is tsunami, but a strong tidal change has been observed, so we're urging residents to respond," the official told the press conference.

Hostages released at Texas synagogue after hours-long standoff
All the remaining hostages being held at a synagogue in Colleyville, Texas, were safely released on Saturday night more than ten hours after a man demanded the release of Dr Aafia Siddiqui, a Pakistani neuroscientist jailed in the US for almost a decade, by disrupting a religious service and starting an tense stand-off with police.

The man had initially taken four people hostage, including the rabbi, at the Congregation Beth Israel. One hostage was released unharmed six hours later.

Local reporters said they heard the sound of explosions, possibly flashbangs, and the sound of gunfire shortly before Texas Governor Greg Abbott announced the crisis was over.

“Prayers answered. All hostages are out alive and safe,” Abbott said on Twitter. Information about the man who had taken them hostage was not immediately available.

The Colleyville Police Department said it first responded to the synagogue with SWAT teams in response to emergency calls beginning at about 10:41 a.m. during the Shabbat service, which was being broadcast online. FBI negotiators soon opened contact with the man, who said he wanted to speak to Siddiqui, being held in a federal prison.

No injuries were reported and it remained unclear what weapons, if any, the man had.

In the first few hours, the man could be heard having a one-sided conversation in what appeared to be a phone call during a Facebook livestream of the service of the Reform Jewish synagogue in Colleyville, which is about 16 miles (26 km) northeast of Fort Worth. The livestream cut off around 3 p.m. EST (2000 GMT).

Before the livestream was ended, the man could be heard ranting and talking about religion and his sister, the Fort Worth Star-Telegram reported. The man could be heard repeatedly saying he didn’t want to see anyone hurt and that he believed he was going to die, the newspaper said.

President Joe Biden was briefed on the crisis, and Israeli Prime Minister Naftali Bennett said on Twitter he was praying for the safety of the hostages.

Barry Klompus, a member of the congregation since it opened in 1999, said he tuned into the livestream.

“It was horrible listening and watching,” Klompus said in a telephone interview.

Though he was not able to clearly understand what the man wanted, Klompus believed the man wanted to talk to his sister.

A U.S. official briefed on the matter told ABC News the hostage-taker had claimed to be the brother of Pakistani neuroscientist Aafia Siddiqui, a former Pakistani scientist, who was sentenced in 2010 by a New York court to 86 years in prison for attempted murder of US officers in Afghanistan. The high-profile case sparked outrage in Pakistan.

She is currently being held at Federal Medical Center (FMC) prison in Fort Worth, Texas.

A lawyer representing Siddiqui, Marwa Elbially, told CNN in a statement the man was not Siddiqui’s brother. He implored the man to release the hostages, saying Siddiqui’s family condemned his “heinous” actions.

The Council on American-Islamic Relations (CAIR), a U.S. Muslim advocacy group, condemned the man’s actions.

“This latest antisemitic attack on Jewish Americans worshipping at a synagogue is an act of pure evil,” CAIR said in a statement.

Klompus said he did not know of any significant previous threats to the congregation.

“We don’t have a security officer on staff but we have what I would say is a very good relationship with the local police,” he said.

Pakistan logs over 4,000 COVID-19 cases for second straight day
Pakistan logged more than 4,000 COVID-19 cases for the second straight day, as the Omicron variant of the virus continues to push infection rates across the country amid the fifth wave of the pandemic, data from the National Command and Operation Centre (NCOC) showed Sunday morning.

As per the latest statistics of the NCOC, a total of 51,236 tests were conducted in the country during the last 24 hours, of which 4,027 came back positive. The country’s positivity rate now stands at 7.8%.

Meanwhile, nine more patients succumbed to the virus during the same period and the condition of 752 patients was stated to be critical.

A day earlier, Pakistan had reported 4,286 daily COVID-19 cases — the highest number of cases since August 25, 2021.

The positivity ratio also shot up to 8.16%, the highest since August 11, when 52,522 tests were conducted across the country, according to the NCOC data.

Father of murder victim Noor Mukadam, Shaukat Ali Mukadam, said in a court statement on Saturday that his daughter was killed unjustly and that the prime accused, Zahir Jaffer, "must be sentenced to death.

The statement was recorded during a hearing by District and Sessions Court Islamabad Judge Ata Rabbani.

The court ordered that Zahir and others appear before the court, after which the accused, his gardener and watchman were brought in.

After Noor's father recorded his statement, he was cross-examined by Zahir's lawyers.

Mukadam, who is a former Pakistani diplomat, remarked that he has appeared in court for the first time in his life. 

Noor's father said that he has "no personal enmity with anyone".

He said that Noor had not informed him that she was going to Lahore. 

"Normally she would inform me before going anywhere, although sometimes she would reach the place and then inform me," he told the court, adding that after she went missing, he contacted her friends, went to their houses and searched for her everywhere. 

He said that the names of Noor's friends were not added to the FIR.

Mukadam said that Noor called him on July 20 to inform him that she was going to Lahore. "I did not search for her again," he said.

Noor's father said that there is no evidence that the mobile phone found at the scene belongs to his daughter.

He stated that he was familiar with the Jaffer family but was unfamiliar with the others accused, and that an identity parade only of the Jaffers was conducted, and not of any other person in jail.

According to Mukadam, he named the gardener, Jan Mohammad, on August 8 after viewing CCTV footage. In my statement then, I had said that the gardener "did not open the gate and continued to keep it closed".

The National Command and Operations Centre (NCOC) on Saturday reviewed the existing protocols and called on the health and education ministers to suggest a new set of guidelines amid the fifth wave of coronavirus that has worried the government.

The new set of SOPs will be put forth in a meeting on January 17, with its focus on schools and the education sector as a whole, public gatherings, marriage ceremonies, indoor/outdoor dining, and the transport sector, according to a statement issued today.

The development came during a session of the NCOC, which was held to review the coronavirus trends in the country as the positivity ratio crossed 8%.

The forum discussed the epidemic curve chart data, disease prevalence, and proposed NPIs in wake of rising disease trends in the country, especially in the urban centres, it said.

Amid rising cases in the country due to the Omicron variant, the forum decided to extensively engage with provinces, especially with the Sindh government for necessary measures to tackle the rising coronavirus numbers.

The JUI-F chief said his party had a massive following, lashing out at the government for green-lighting the security policy "without any consultations".

"Politics is the only path to power," the JUI-F chief said, adding: "The ulema have to unite for the benefit of the people."

This is not the first time that the Opposition has critised the government over the NSP. In December, there was a ruckus in the upper house of Parliament, as senators lashed out at the government for not presenting the NSP in the Senate.

"What sort of a policy is this that the parliament did not get a chance to debate over? The parliament has not even seen this policy," Senator Sherry Rehman said, chiding the government.

The National Security Committee (NSC) on December 27, 2021, approved Pakistan’s first-ever NSP 2022-2026, and a day later, it received the federal cabinet's nod as well.

Azhar went on to say that the entire world has praised Pakistan for compliance of 26 points out of 27 given by Financial Action Task Force (FATF), adding that new power plants were set up in past without assessing the old power plants established by Independent Power Producers (IPPs). The government renegotiated with IPPs which would bring improvement in the power sector, he added.

He said: “The government for the first time approved Indicative Generation Capacity Expansion Plan (IGCEP) model in the country under which in future power projects would be set up purely in opening competitive bidding as per the requirement.”

“In past, focus was given only to generation of electricity while no attention was paid to power distribution in the country,” the minister said. In past, our system could not transmit around 20,000 MW while 24,700 MW electricity was transmitted during the last year, he said.

Hammad said system could easily transmit 30,000 MW by 2023. The government has completed 4000 MW HVDC transmission line project which was only present in the papers, he added.

He said 2nd phase of Neelum Jhelum transmission line project has also been completed yesterday which would supply electricity from Neelum Jhelum and Karot Hydrpower Projects to Sialkot and Gujrnawala districts.

"Although I ... accept that Mr Djokovic poses a negligible individual risk of transmitting COVID-19 to other persons, I nonetheless consider that his presence may be a risk to the health of the Australian community," Hawke said in a letter to Djokovic and his legal team.

This explanation in Djokovic's affidavit is more detailed than the brief statement Hawke released on Friday, which said his decision was based on "health and good order grounds".

Justice David O'Callaghan set a hearing on Djokovic's appeal for 9:30 a.m. on Sunday (2230 GMT on Saturday), with the question of whether it would be held before a single judge or a full court still to be determined.

Djokovic's lawyers said on Friday they would argue deportation would only further fan anti-vaccine sentiment and would be as much a threat to disorder and public health as letting him stay and exempting him from Australia's requirement that all visitors be vaccinated.

A court order on Friday night had required the 34-year-old to surrender to immigration officials for an interview on Saturday morning, before he would be taken to his lawyers' officers for the preliminary hearing. After leaving his lawyers, he was to be taken into immigration detention.

Border Force and the immigration minister's office did not immediately respond to requests for comment on whether Djokovic had attended the interview.

The government has said it would not deport Djokovic until his appeal has been heard. Djokovic wants to be able defend his title at the Australian Open, which begins on Monday.

Meanwhile, positivity rate in Muzaffarabad was 11.9%, Rawalpindi 9.9%, Lahore 8.5%, Peshawar 5.4% and Hyderabad 5.1%.

North Korea fired at least two ballistic missiles on Friday, its third test in two weeks, just hours after criticising a US push for new sanctions over the previous launches as a “provocation” and warning of a strong reaction.

South Korea's Joint Chiefs of Staff (JCS) said it had detected what it presumed were two short-range ballistic missiles (SRBMs) launched eastward from North Pyongan Province on the west coast of North Korea, near the border with China.

Japan's coast guard also reported that the North fired what could be a ballistic missile.

The missiles appeared to have landed in the sea outside Japan's exclusive economic zone, broadcaster NHK reported, citing an unnamed Japanese defence ministry official.

“The actions of North Korea, including the repeated ballistic missile launches, are a threat to the safety of our nation and the region, and they are an important issue for all of international society,” Hirokazu Matsuno, Japan's chief cabinet secretary, told a regular news conference.

The US military's Indo-Pacific Command said while it assessed that the launch does not pose an immediate threat to the United States or its allies, it highlights the “destabilising impact of (North Korea's) illicit weapons programme.”

The two missiles travelled about 430 km to a maximum altitude of 36 km, South Korea's JCS said.

“Our military is tracking and monitoring developments in preparation for potential additional launches while maintaining readiness posture,” the JCS said in a statement.

The launch would be the third since New Year's day, an unusually high pace of missile tests.

The previous two were of “hypersonic missiles,” North Korean state media reported, capable of high speeds and manoeuvring after launch.

In contrast to Friday's tests, each of the earlier launches involved a single missile which was fired from Jagang Province, neighbouring North Pyongan.

Kim Dong-yup, a former South Korea Navy officer who teaches at Seoul's Kyungnam University, said North Korea could have fired previously deployed SRBMs such as the KN-23 or KN-24.

“It could fit in their ongoing winter exercises while sending a message to the United States through action following the state media statement,” he said.

North Korea defended the missile tests as its legitimate right to self-defence and said the United States was intentionally escalating the situation by imposing new sanctions, state media reported earlier on Friday, citing the foreign ministry.

North Korea's recent development of a “new-type weapon” was just part of its efforts to modernise its national defence capability, and did not target any specific country or harm the security of neighbouring countries, the foreign ministry said in a statement on the KCNA state news agency.

The statement warned of an unspecified “stronger and certain reaction” if the United States adopts a confrontational stance.

'Profoundly destabilsing'

The administration of US President Joe Biden on Wednesday imposed its first sanctions over North Korea's weapons programmes following a series of North Korean missile launches.

It also called on the United Nations Security Council to take action against several North Korean individuals and entities accused of violating security council resolutions that ban North Korea's missile and nuclear weapons development.

US Secretary of State Antony Blinken said the United States had made clear it had no hostile intent toward North Korea and was willing to engage in talks without preconditions, but that the tests were “profoundly destabilising”.

The North Korean foreign ministry said that while Washington may talk of diplomacy and dialogue, its actions show “it is still engrossed in its policy for isolating and stifling” North Korea.

“The US is intentionally escalating the situation even with the activation of independent sanctions, not content with referring the DPRK's just activity to the UN Security Council,” the statement said.

Kim Dong-yup pointed to remarks last year by North Korean leader Kim Jong Un that Pyongyang will approach Washington “on the principle of answering force with toughness, and good faith in kind”.

“An eye for an eye, tooth for a tooth,” Kim Dong-yup said. “North Korea might be saying they'll go their own way without being intimidated.”

The ministry warned that it has not authorised any individuals, banks, hajj group organisers (HGOs) or agents to receive hajj applications and collect money on behalf of the ministry.

In its public alert notice, the religious ministry urged the masses to be careful of fraudsters, who are deceiving others in the name of Hajj. However, any such person will face consequences as they are operating illegally, it asserted.

"People are advised never to hand their passport and money to any individual or tour operator until the Hajj Policy 2022 is announced and published at the ministry's website, in newspapers and electronic media. They are allowed to submit their applications only after the ministry authorises banks and private tour operators to receive Hajj applications," the letter stated.

The letter urged people to lodge their complaints on the ministry’s hajj helpline numbers 051-9205696; 051-9206980-82 against the HGOs, individuals in case they insist on collecting money and Hajj applications.

Chief Minister Sindh Murad Ali Shah said Friday the decision to impose a lockdown and close educational institutions will be taken in line with the National Command and Operation Centre's (NCOC) recommendations.

The chief minister's statement comes as Karachi's coronavirus positivity ratio reached 28.80% in the last 24 hours, according to NCOC's data released this morning.

CM Shah, speaking to journalists in Karachi, said coronavirus cases were spreading at a rapid pace, but the situation was under control as hospitalisations and patients in intensive care units (ICU) in the port city were less.

The Sindh CM highlighted that Karachi reported its highest number of COVID-19 cases a day earlier, but insisted that the pressure on hospitals is not increasing.

"Whatever strategy we adopt, it will be in consultation with NCOC," he reiterated.

The chief minister said the provincial government is monitoring the coronavirus situation, as he noted that infections were not only rising in Sindh, but across the rest of Pakistan too.

Karachi Metropolitan Corporation Administrator Murtaza Wahab had earlier this week hinted at resorting to strict measures in order to limit coronavirus cases increasing with every passing day in Karachi.

Amid rising coronavirus cases in the country after the emergence of the Omicron variant, a meeting of education ministers' was called yesterday (Thursday) to decide the fate of schools, but was later postponed to next week.

Sindh registered 2,321 new cases and two deaths in the last 24 hours, according to official figures, bumping overall infections to 494,064 and death toll to 7,693.

Pakistan's coronavirus positivity ratio jumped over 7% as the country reported 3,567 new cases — the highest since September 10, 2021 — in the last 24 hours, NCOC's data showed today morning.

The NCOC said 48,449 tests were conducted across the country, and 3,567 infections emerged, taking the positivity ratio to 7.36%. The country last reported an infection rate of 6.64% on August 31, 2021.

Imran Khan said, "First of its kind in Pakistan’s history, the National Security policy articulates a citizen-centric framework, placing economic security at its core and seeking a secure and economically resilient Pakistan."

The formulation process of the policy includes multiple consultations with official stakeholders and input from over 600 individuals, including national security experts, he astated.

“Inclusive growth means not only to uplift the poor people but also the neglected areas… (In such case) every common man becomes a stakeholder to protect the state… The biggest security is when people stand behind state for its protection,” the prime minister said.

PM Imran said that the government approached International Monetary Fund (IMF) due to deteriorating condition of the country.

The premier also spoke high of the armed forces for protecting the people during the war against terror by rendering immense sacrifices which manifested their bravery as well as professional capability.

Federal ministers, Chairman Joint Chiefs of Staff Committee, all services chiefs, diplomats, senior civil and military officers also attended the launching ceremony.

Omicron especially dangerous for unvaccinated: WHO
The Omicron variant of COVID-19 is dangerous -- and especially so for those who have not been vaccinated against the disease, the World Health Organization warned Wednesday.

The WHO said the global surge in cases was being driven by Omicron, which is more transmissible than the previously dominant Delta variant.

More than 15 million cases were reported to the WHO last week -- with millions more cases thought to have gone unrecorded.

But the UN health agency insisted there should be no surrender to the variant, dismissing the notion that it could be a welcome conduit to ending the pandemic.

"While Omicron causes less severe disease than Delta, it remains a dangerous virus -- particularly for those who are unvaccinated," WHO chief Tedros Adhanom Ghebreyesus told a press conference.

"We mustn't allow this virus a free ride or wave the white flag, especially when so many people around the world remain unvaccinated."

The "overwhelming majority" of people admitted to hospitals are unjabbed, he added.

While vaccines remain very effective at preventing death and severe Covid-19 disease, they do not fully prevent transmission, said Tedros.

"More transmission means more hospitalisations, more deaths, more people off work -- including teachers and health workers -- and more risk of another variant emerging that is even more transmissible and more deadly than Omicron."

Tedros said that the numbers of deaths worldwide had stabilised at around 50,000 per week.

"Learning to live with this virus does not mean we can, or should, accept this number of deaths," he said.

- Vaccine inequity -
Tedros wanted every country to have 10 percent of their population vaccinated by the end of September 2021, 40 percent by the end of December, and 70 percent by mid-2022.

But 90 countries have still not reached 40 percent -- with 36 of them still short of the 10-percent mark, he said.

"In Africa, over 85 percent of people are yet to receive a single dose of vaccine. We can't end the acute phase of the pandemic unless we close this gap," said Tedros.

Wealthier countries had made it "three times as hard" for dose-starved low-income nations by exporting misinformation rather than vaccines, said Bruce Aylward, the WHO's frontman on accessing coronavirus tools.

The WHO says Omicron had been identified in 149 countries by January 6.

Some hope that due to its increased transmissibility, Omicron will replace more severe variants and see Covid-19 shift from a pandemic into an endemic disease that is more manageable.

But WHO emergencies director Michael Ryan said: "This is not the time to declare this is a welcome virus."

Maria Van Kerkhove the WHO's technical lead on Covid-19, said it was difficult to predict the road ahead and Omicron was unlikely to be the last variant preoccupying minds at the UN health agency.

"We expect the virus will continue to evolve and become more fit... we expect to see outbreaks among unvaccinated individuals," she said.

"The virus is well on its way to becoming endemic -- but we're not there yet."

Meanwhile Tedros said pregnant women were not at higher risk of catching Covid-19, but were at higher risk of developing severe disease if they did so.

He called for pregnant women to have access to vaccines, and to be included in trials for new treatments and jabs.

Lahore High Court (LHC) on Thursday has dismissed Pakistan Muslim League-Nawaz (PML-N) President and Opposition Leader in National Assembly (NA) Shehbaz Sharif’s petition challenging the inquiry of Federal Investigation Agency (FIA) in money laundering case.

During the hearing, the PML-N leader’s counsel said that the inquiry of FIA is based on dishonesty. We fully cooperated with the team in the investigation. The authorities have failed to unearth any benami bank account of Shehbaz Sharif, he added.

Subsequently, the court dismissed the plea after PML-N lawyer withdrew it to re-file.

Earlier, FIA had submitted details of 45 bank accounts of Shehbaz Sharif, his sons Hamza and Salman Shahbaz in money laundering case. The concerned officials told that the accused may be sentenced to seven years in jail with fine and seizure of properties.

FIA had also submitted a challan against Shehbaz Sharif and Hamza Shahbaz and declared them as prime accused.

On November 11, 2020, Mian Shehbaz Sharif and his son Hamza Shehbaz Sharif were indicted in money laundering reference by accountability court.

All the accused in the case pleaded not guilty. Shehbaz Sharif, while rejecting allegations of the anti-graft watchdog, said that he was being politically victimized.

Pakistan has so far conducted 23,984,502 coronavirus tests and 49,270 in the last 24 hours. 1,260,045 patients have recovered in the country whereas 651 patients are in critical condition.

The COVID-19 positivity ratio was recorded at 6.12 percent.

So far, 100,797,079 people have received their first dose of coronavirus vaccine including 386,788 in last 24 hours. 75,686,387 citizens have been fully vaccinated while 461,167 received their second dose in last 24 hours.
The number of total administered doses has reached to 165,296,972 with 821,320 in the last 24 hours.

Over 100,000 cars had entered the scenic town of Murree in the past few days to see the unusually heavy snowfalls, causing an enormous traffic jam on roads leading in and out of the town.

Prime Minister Imran Khan ordered an inquiry and put in place strong regulation to ensure prevention of such tragedies.

Usman Mirza, the prime accused in the couple harassment case, was arrested on July 7, 2021 after the disturbing video went viral on the social media, in which he could be seen assaulting the couple. He was also seen stripping the woman in the video.

Omicron cases in Karachi are increasing at an alarming level as the positivity ratio has reached 20 percent, Sindh health department officials said.

According to details, the new variant Omicron has been diagnosed in 95 percent patients in Karachi whereas Lahore and Islamabad have recorded positivity ratio as 7 percent and 4.56 percent respectively.

The federal cabinet has approved to proceed against Shahbaz Sharif in the Lahore High Court for submitting false affidavit in fraudulently escaping Nawaz Sharif abroad.

Briefing media in Islamabad this afternoon, about the decisions taken by the Federal Cabinet, which met in the federal capital with Prime Minister Imran Khan in the chair today (Tuesday), Minister for Information and Broadcasting Chaudhry Fawad Hussain said Nawaz Sharif's proceeding abroad on the pretext of medical reasons was an utter fraud. He said Nawaz Sharif has been living in London for 17 months, but he has not taken any treatment. He said the Punjab Government has rejected all the medical reports submitted by the Sharif family. He said Pakistan's embassy in London also contacted the Sharif family twice, but it did not cooperate.

Chaudhry Fawad Hussain said Shahbaz Sharif had submitted an affidavit guaranteeing return of his elder brother, who neither got any treatment nor returned to Pakistan. He said Shahbaz Sharif was fully involved in Nawaz Sharif's escape from the country. He said the government will pray the court that Shahbaz Sharif should be disqualified for submitting a false affidavit or he should be bound to bring back his brother as per promise.

Chaudhry Fawad Hussain said the cabinet was also briefed about Covid situation in the country. He said it has been decided that no lockdown will be imposed in the country as Pakistan's economy cannot afford this. He, however, appealed the people to observe precautionary measures, especially wearing of face masks at public places, to prevent spread of the virus. He said the government will keep monitoring the situation.

Regarding Electronic Voting Machines, the Minister said the Ministry of Science and Technology has been directed to provide EVMs to the Election Commission of Pakistan to hold next elections in Islamabad through these machines to ensure transparency.

Chaudhry Fawad Hussain said the cabinet also approved launching of a Housing Project on 400 kanals for overseas Pakistanis. He said overseas Pakistanis can procure apartments in this project through Roshan Digital Accounts. He said the government will fetch around two billion dollars through this project. He said the cabinet also directed to frame a policy to enable foreigners to procure land in Pakistan.

The Minister said the Federal Cabinet approved electricity tariff adjustment of one rupee per unit for next three months to provide relief to the people. Besides, Science, Technology, and Innovation policy, Sambarial-Kharian Motorway, import of urea from China, and privatization of Guddu and Nandipur power plants were approved.

Referring to the tragic incidents of Murree, the Minister said the Prime Minister expressed deep grief and sorrow over the deaths of tourists there. He said the people died of carbon monoxide in their vehicles.

The Minister said the PTI government is the first government that gave due importance to tourism sector. He said thirteen new tourist resorts have been established. He said the structure of the tourism sector is being improved to ensure proper facilities to tourists.

The Islamabad High Court (IHC) directed the Islamabad chief commissioner and the Capital Development Authority (CDA) on Tuesday to seal off Monal Restaurant immediately and take over the navy’s golf course, respectively.

The IHC chief justice made these remarks during a hearing regarding encroachment in Margalla Hills National Park.

During the hearing, Justice Athar Minallah said that any claims, including the one by the Military Farms directorate, regarding the ownership of land in the Margalla Hills National Park are false. “This is a protected area owned by the federal government,” he added.

"Seal Monal if its lease has ended," Justice Minallah added.

About Margalla Hills Park, the court said the land belonged to the state. “It is a protected area and there can be no activity in it. No one can even cut grass in the national park area,” the IHC CJ said.

In a comment on Margalla Greens Golf Club, the chief justice said that the Pakistan Navy encroached on the national park’s land to build a golf course.

“The armed forces also have to comply with the laws,” he said, adding that people have "respect for the military forces but what message would they convey to the public by encroaching on state’s land".

“People will also follow the law if such things are stopped,” he said in reference to violation of laws by the state institutions.

Ordering the CDA to take control of the golf course on the same day, the IHC CJ directed the chief secretary to make sure that the takeover happens today to avoid any embarrassment.

“You agreed that the golf course is illegal,” the IHC CJ said to the secretary, directing him to launch an inquiry to fix responsibility.

Justice Minallah said these rules also applied to the armed forces. “Are these rules being implemented,” he questioned. “Did the Pakistan Air Force seek CDA’s permission for the constructions it carried out,” the bench inquired.

They may have some security reservations, Justice Minallah said, adding that the defence secretary is here and he should be heard but the laws needed to be implemented strictly.

He said there should not be any illegal construction by the armed forces as the court did not want to see the forces become controversial. "It is against the public interest," the judge added.

According to Justice Minallah, not even a single property can be in the name of any institution. He said the armed forces were not autonomous but subordinate to the defence ministry. The 8,000 acres of land claimed by the military farms is now part of the national park, he said while dismissing the claim of the military farms.

Speaking about the role of armed forces in the encroachment, he said the law was clear regarding the land allocated to the armed forces. "The armed forces should not be controversial in any way. It is not in the public interest," the judge remarked.

He also mentioned the sailing club built by the navy in a public park, saying such practices bring a bad name to the armed forces.

At the start of the hearing, the additional attorney general (AAG) informed that Special Assistant to the Prime Minister on Climate Change Malik Amin Aslam could not appear before the bench due to Covid-19. Justice Minallah also grilled the climate change secretary during the hearing. He said his ministry had acknowledged that the land was encroached upon, but still there was no action. “Is your job just to plant trees,” he quipped.

Lamenting the state of affairs in the federal capital, he said there was “lawlessness” in 1,400 square miles of the ICT territory. “What is happening is shocking; what should the court do,” he added.

During the hearing, the IHC CJ also asked what happened to land that is of no purpose or use to anyone. The AAG replied that it was the executive's job to determine that. However, Justice Minallah retorted that this is to be determined by the law instead of the executive.

The high court also ordered the Environment Protection Agency to submit a report on the damages caused by illegal constructions in the national park.

Prime Minister asked Italians to get immunized against Covid, faulting the people who were not for "a large portion of the issues we confronting", as Italy again fixed its Covid-19 guidelines.

New restrictions came into force Monday barring the unvaccinated from restaurants, gyms, swimming pools, theatres, cinemas, sports events and public transport, with only those recently recovered from Covid-19 exempt.

The measures were introduced in the face of a sharp rise in infections in Italy, the first European country hit by coronavirus in early 2020, which has since recorded almost 140,000 Covid-19 deaths.

At a press conference, Draghi emphasised that despite the rising cases -- another 100,000 were reported on Monday -- the situation was different from last winter when the vaccination campaign had yet to begin and lockdowns were required to stop hospitals becoming overwhelmed.

"Most of the problems we are facing today depend on the fact that there are unvaccinated people," he said.

"Unvaccinated people have a much higher chance of developing the disease and severe forms of the disease," he said, saying they were putting hospitals under pressure -- and urging "all the Italians who are not yet vaccinated to do so".

More than 86 percent of people over the age of 12 in Italy are fully vaccinated, while 23 million of the 60-million-strong population have had a booster jab.

Vaccines are also open to children aged five and over.

The government is also making vaccines obligatory for the over 50s from next month.

The majority of schools opened Monday for a new term despite calls from headteachers, the doctors' union and some mayors to delay the return to class for at least two weeks.

Hundreds of councils across the country kept their schools closed, according to media reports, but Draghi repeated that keeping children in class was a priority.

"We want to be careful, very careful, but also try to minimise the economic and social effects and above all the effects on boys and girls who have been affected more than others by the closures, from a psychological and educational point of view," he said.

Top virologist Massimo Galli at the Sacco de Milan hospital earlier warned opening schools was "imprudent and unjustified", while public health expert Walter Ricciardi described the situation as "explosive".

The high number of cases is also having an economic effect -- Trenitalia said Monday it had cancelled 180 regional trains due to staff shortages.

The so-called Super Green Pass showing proof of vaccination or recent recovery is required in almost all public places and on public transport until March 31, while FFP2 masks are mandatory in many places.

Unvaccinated residents on Italy's small islands, which had warned they risked being cast into "forced exile" by the new rules, have been permitted to travel with a negative Covid test until February 10 for health or educational reasons.

Djokovic, 34, has been held in an immigration detention hotel alongside long-term asylum seeker detainees since Thursday. He was at his lawyers' chambers on Monday to hear the ruling, which included the government being ordered to pay his costs.

His lawyers argued that a recent COVID-19 infection qualified Djokovic for the medical exemption from a requirement for non-Australian citizens entering the country to be double vaccinated.

The Australian government, however, had argued non-citizens had no right of guaranteed entry to Australia and questioned his claimed exemption.

Earlier, Inter-Services Public Relations (ISPR) announced that all major roads were opened for traffic in Murree after relief operation of Pakistan Army.

Officials said nearly 100,000 visitors in thousands of vehicles had thronged the town by Friday, causing an enormous traffic jam even before the blizzard.

They said 23 people died in vehicles trapped in the snow overnight Friday -- either from cold, or carbon monoxide poisoning from exhaust fumes generated by drivers running engines to keep warm.

Authorities had promised an investigation.

"Our first priority was rescue, then relief," Hasaan Khawar, spokesman for the Punjab provincial government, said in a video on his Twitter page Sunday.

"Then a high-level inquiry will be launched and if there is any kind of negligence, then action will be taken against all those involved."

The CM said an indiscriminate action would also be taken against those responsible for negligence in the light of the report of the inquiry committee.

Usman Buzdar announced financial assistance for the families of the deceased.

The CM expressed heartfelt sympathies with the bereaved families, adding that everyone is sad over the tragedy and the Punjab government equally shares the sorrow of the grieved families.

Responding to a question, the Minister for Science and Technology said a mechanism is also being evolved for I-voting in order to enable the overseas Pakistanis exercise their right to franchise.
