Prime Minister Imran Khan departed for Riyadh by a commercial flight

Prime Minister Imran Khan
Prime Minister Imran Khan departed for Riyadh by a commercial flight on his way back to Pakistan on Saturday afternoon after his special plane had to turn back to New York with a technical fault last evening.

The prime minister, who was accompanied by Foreign Minister Shah Mehmood Qureshi and Foreign Secretary Sohail Mahmood, was seen off at New York’s John F Kennedy International Airport by Pakistan’s Ambassador to the United Nations Maleeha Lodhi.

On Friday evening, technicians tried but could not fix the problem in the special plane, which was placed at his disposal by the Saudi government, after it landed back in New York.

Officials said it was then decided to return to Roosevelt Hotel where the prime minister had been staying during his seven-day visit to New York, and to take a regular Saudi Airlines flight Saturday morning for his return journey, as he was anxious to visit the earthquake-hit areas and families of the victims.

During his ‘Mission Kashmir’ visit to New York as the head of Pakistan’s delegation to the 74th session of the UN General Assembly, the prime minister addressed the 193-member assembly, and attended special UN summit meetings.

He also met a number of world leaders on the sidelines of the session, including US President Donald Trump, addressed think-tanks, and interacted with international media during his visit.

US blocks Zarif from visiting ill colleague at New York hospital

US blocks Zarif from visiting ill colleague at New York hospital
The United States has rejected a request by Iranian Foreign Minister Mohammad Javad Zarif to visit Iran's Ambassador to the United Nations Majid Takht-Ravanchi, who is being treated for cancer in a hospital in New York.

The US State Department made the announcement on Friday, adding Zarif could only visit his ill colleague if Tehran released one of the several American citizens detained in Iran.

Due to US sanctions and travel restrictions placed on Zarif in July, the foreign minister can only travel between the John F. Kennedy airport and a limited area surrounding the UN building in New York where he is to take part in the 74th session of the United Nations General Assembly.

Washington has detained a number of Iranian citizens on grounds of violating US sanctions against Tehran.

Masoud Soleimani, a top stem cell scientist held behind bars in the United States without trial for nearly a year, is among the detained Iranian individuals. He, too, is suffering from a worsening health condition.

Iran has on numerous occasions offered to negotiate a prisoner exchange in order to free the detained Iranians.

Travel restrictions targeting Iran’s top diplomat have also been imposed on other Iranian diplomats and their families in New York.

The measure, described as "basically inhuman" by Zarif, is part of a growing list of measures adopted by the Trump administration in a bid impose “maximum pressure” on Tehran.

The US initiated its anti-Iran campaign principally by withdrawing from the multilateral Joint Comprehensive Plan of Action (JCPOA) last year and reimposing unilateral sanctions that had been lifted under the deal on Iran.

Speaking on his return from the UN General Assembly, Iranian President Hassan Rouhani said that European signatories of the deal - Germany, Britain and France – had insisted that a meeting between Iranian and American officials would lift “all sanctions against” Iran.

Rouhani, however, rejected the offer, arguing that true negotiations and talks could only take place if the “toxic atmosphere of maximum pressure” against Iran ceased to endure.

While US President Donald Trump has claimed to be looking forward to a meeting with Iranian officials on many occasions, many observers have pointed to the Trump administration's often conflicting messages regarding Iran, consequently complicating diplomatic efforts.

While Trump welcomed the idea of meeting Iranian officials during the 74th UN General Assembly in remarks made earlier this month, the Iranian president's trip to the UN summit was almost canceled as Washington delayed issuing visas for the Iranian delegation.

Rouhani was even placed under travel restriction while visiting New York.

Speaking on Wednesday in New York, Rouhani remarked that Tehran would support transferring the UN headquarters to a “more patient" country.

"If we're asked about moving the UN somewhere else, we support that," Rouhani told reporters.

Speaking on Thursday, Leader of Iran's Islamic Revolution Ayatollah Seyyed Ali Khamenei ruled out any negotiations with the US, adding that Tehran is open to negotiations with other nations unless they hoist “the flag of animosity towards the Islamic establishment.”

The Leader added that European signatories of the JCPOA are also “explicitly showing hostility toward the Iranian nation” by remaining committed to American sanctions and failing to uphold their commitments to the Iran nuclear deal.

“This is the strongest reason why we should not trust them in any field,” he said.

Despite UN resolutions, Kashmir invaded, occupied: Mahathir

Malaysian Prime Minister Mahathir Mohamad
Malaysian Prime Minister Mahathir Mohamad has hit out at New Delhi for invading and occupying Indian Occupied Kashmir (IOK) despite United Nations resolutions deeming it as a disputed territory.

The Malaysian premier was addressing the 74th United Nations General Assembly (UNGA), where he called for settling the Kashmir dispute between India and Pakistan through “peaceful means”.

In his address to the 193-member Assembly on Friday evening, he said there may be reasons for New Delhi’s Kashmir move; however, it is still wrong.

“The problem must be solved through peaceful means,” Mahathir said, adding, “Ignoring the UN would lead to other forms of disregard for the UN and the rule of law.”

On the lingering question of Palestine, Mahathir said the first action of the UN was the creation of the state of Israel, seizing Arab land and expelling 90 per cent of the Arab population.

The result was terrorism when there was none before, or not on the present scale, he said.

Mahathir acknowledged that Malaysia accepted Israel as a fait accompli but could not accept Jewish settlements or occupation of Jerusalem.

Muslims, he said, were accused of terror even if they did nothing, and their states were destabilised by regime change.

The prime minister said there were no massive migrations in the past, but now wars and regime change forced people to flee their countries.

Noting that democracy was not the easiest form of government to operate, especially when it was adopted overnight, he called for time for gradual change. Otherwise, he added, the result was violence, civil wars or new more harsh regimes.

Turning to the fate of the Rohingya people in Myanmar, he noted many colonies in the West had expelled natives from their countries, but never as brutally as in Myanmar.

Six Kashmiris martyred, restrictions tightened in IOK after PM Imran’s UNGA address

At least six Kashmiri youths were martyred in Occupied Jammu and Kashmir
At least six Kashmiri youths were martyred in Occupied Jammu and Kashmir on Saturday as the Indian occupying forces tightened restrictions, fearing protests after Prime Minister Imran Khan’s impassioned speech at UN General Assembly last night.

Three youths were martyred in Ganderbal, about 12 miles north of Srinagar, and another three in Batote, located on the highway connecting Jammu and Srinagar during cordon and search operations.

Prime Minister Imran had warned of a bloodbath once India lifts its restrictions in IOK, which have been in force since it revoked the region’s decades-old autonomy in August and detained thousands of people. He also warned the Kashmir dispute could escalate into an all-out nuclear war that would have consequences for the whole world.

Soon after the speech, hundreds of Kashmiris came out of their homes, shouting slogans in support of Pakistan’s prime minister late on Friday night and calling for the independence of the occupied.

Despite heavy presence of Indian troops, people at many places came out of their homes and celebrated with firecrackers as soon as Imran Khan’s speech ended. The Indian authorities tightened restrictions in Srinagar to prevent people from staging further demonstrations.

Police vans fitted with speakers made public announcements in some parts of Srinagar about movement restrictions, while additional troops were deployed to prevent protests, according to officials and two witnesses.

The troops also blocked access to the main business centre of Srinagar with razor wire.

“This was necessitated after protests across Srinagar city last night soon after Imran Khan’s speech,” a police official, who declined to be identified, told Reuters.

India’s crackdown as it revoked Kashmir’s special status was accompanied by severe restrictions on movement, as well as disconnection of telephone services. Though New Delhi has eased some of the movement curbs, no prominent detainees have been freed and mobile and internet connections remained suspended.

While warning of the consequences of lifting what he described as an “inhuman curfew,” Prime Minister Imran demanded India do so and free all detainees.

In some areas — including the Soura region near Srinagar which has witnessed protests in the past against India’s decision — people clashed with security forces by pelting stones on Friday night, forcing police to use tear gas to disperse them, said an Indian official.

PM Imran addressed the United Nations a day after the senior US diplomat for South Asia called for a lowering of rhetoric between India and Pakistan, while saying that Washington hoped to see rapid action by India to lift restrictions it has imposed in occupied Kashmir and the release of detainees there.

Afghan presidential vote held in relative calm, but turnout low

Afghan presidential vote held in relative calm
Tight security ensured Afghanistan’s presidential election was held on Saturday in relative calm, though several small attacks, low turnout and complaints about the voting system heightened fears an unclear result could drive the country into further chaos.

Some 9.6 million Afghans are registered to vote, but many have lost any hope that after 18 years of war any leader can unify the fractious country. Photo: AFP

Preliminary results are not expected before Oct. 17 and final results not until Nov. 7. If no candidate gets 51% of the vote, a second round will be held between the two leading candidates.

Taliban fighters attacked several polling stations across the country to try to derail the process, but intense security prevented the large-scale violence of previous polls.

“This election was the healthiest and fairest election in comparison to the previous elections,” said Hawa Alam Nuristani, head of country’s Independent Election Commission (IEC), after the voting concluded.

Ten of thousands of Afghans braved the threat of militant attacks and delays at polling booths to vote in the election, a major test of the Western-backed government’s ability to protect democracy against Taliban attempts to derail it.

Two policeman and one civilian were killed in mostly small-scale Taliban attacks, the defense ministry said, adding 37 people were injured.

Tens of thousands of troops were deployed to try to protect voters and polling stations.

IEC officials did not immediately share the details on turnout, but Western diplomats in Kabul estimated it was low due to fears of violence and delays caused by polling officials.

Voting was extended by two hours, after technical problems delayed the opening of some polling stations around the country.

Independent election observers and activists said a slow pace to voting triggered confusion at some polling stations, with long queues forming outside.

“It took the first voter 31 minutes to vote. For subsequent voters it was taking around five minutes and then it started to streamline to 3 minutes and 30 seconds,” said Nishank Motwani, an observer stationed in Kabul.

“Election commission staff looked panicked and voters were getting angry that the queue was not moving.”

Some observers feared the Taliban had forced a partial shutdown to upset the final results as the IEC, without giving a reason, said it had failed to establish contact with 901 of the 4,942 polling centers.

The group, which controls more of the country than at any time since its regime fell in 2001, had warned the more than nine million registered voters to stay at home or face dire consequences.

Saturday’s presidential vote is the fourth since the Taliban was toppled.

Commending the secretary-general for his clear articulation of the UN position on Kashmir dispute, the prime minister briefed him on the 54-days long siege of over eight million Kashmiris amidst communications blackout. The prime minister highlighted the risks to regional peace and security that arose from India's illegal and irresponsible actions, underscoring the responsibility of the UN and international community to take urgent steps to save lives and help resolve the long-standing Kashmir dispute.

PM Khan brilliantly presented case of Kashmiri people in UNGA: Mishal Malik

PM Khan brilliantly presented case of Kashmiri people in UNGA: Mishal Malik
Mishal Hussein Malik, the wife of Jammu Kashmir Liberation Front (JKLF) chairman Yasin Malik, on Friday praised the historical speech of Prime Minister Imran Khan in the United Nations General Assembly (UNGA), saying that the premier has exposed the real face of India.

Ms Malik said that PM Khan has brilliantly presented the case of Kashmiris in UNGA as the occupied Jammu and Kashmir has been turned into the world’s largest torture cell by India.

“Now, the responsibility comes to the global leaders and the United Nations to take effective steps against the India’s ulterior motive which would affect whole world,” she said.

“New Delhi authorities have faced complete failure in the occupied valley despite using all illegal tactics to torture innocent Kashmiris. The situation is worsening day by day as the shortage of food is now causing deaths there.”

Earlier, Prime Minister Imran Khan addressed the 74th session of the United Nations General Assembly (UNGA) and urged the world to tackle climate change, money laundering, and Islamophobia besides highlighting Indian atrocities in Occupied Kashmir.

The PM told the world body that his government tried to approach India for talks before this move but the Indian side’s refusal was the factor talks couldn’t move forward.

“We thought it was because India’s ruling party (BJP) was running an election campaign and wanted anti-Pakistan rhetoric for its success so we backed off, then Pulwama attack happened in which a Kashmiri youth attacked Indian forces but they blamed it on Pakistan without taking into account what led a Kashmiri youngster opted to become a suicide bomber,” said the PM.

The PM added that the Indian government not only attempted an airspace violation on February 27 but Narendra Modi also boasted about it terming it “a trailer of a lengthier movie”.

He was of the view that Modi follows the Hindu-supremacist party RSS’s ideology, which was behind Gandhi’s killing and the current wave of mob lynchings in India.

UN suspends Sri Lanka peacekeepers over new army chief appointment

UN suspends Sri Lanka peacekeepers over new army chief appointment
The United Nations has suspended Sri Lankan troops from peacekeeping duties after Colombo ignored repeated warnings and appointed a general accused of war crimes to head its army.

The UN and several Western nations expressed concern over the promotion of Maj Gen Shavendra Silva last month despite the allegations against him.

“In light of this appointment, the UN Department of Peace Operations is therefore suspending future Sri Lankan Army deployments...,” Deputy UN spokesman Farhan Haq told AFP in New York.

“A Sri Lankan Army unit and individual officers currently serving with UN Peacekeeping will thus be repatriated, beginning next month, in accordance with their rotation dates and will not be replaced by Sri Lankan personnel,” Haq said.

In Sri Lanka, the foreign ministry said its secretary, Ravinatha Aryasinha, will meet with the Department of Peace Operations on Friday.

Aryasinha is scheduled to “discuss this matter with the Under Secretary General of the UN Department of Peace Operations”, the ministry said in a statement.

Some 490 Sri Lankan troops are currently deployed for peacekeeping operations in Mali, Lebanon and Sudan. Two Sri Lankan soldiers were killed in a mine attack in Mali this year.

Human Rights Watch welcomed the UN decision, saying it “sends a strong signal to governments that sweeping suspected war crimes under the carpet will not go unnoticed by the world body”.

President Maithripala Sirisena promoted Silva as the new army chief brushing aside international outrage over his appointment.

Silva has been accused by the UN of committing war crimes during the final stages of Sri Lanka's separatist conflict, which ended in May 2009.

The 55-year-old general has dismissed the allegations against him while praising Sirisena's “courageous decision” to give him the top job despite intense foreign pressure.

The government has also rejected as “unwarranted and unacceptable” the avalanche of international criticism over Silva's ascension to the top job.

UN rights chief Michelle Bachelet said at the time she was “deeply troubled” by Silva's appointment. The US embassy in Colombo described allegations of gross human rights violations against Silva as “serious and credible”.

Sri Lanka's successive governments have resisted calls for an independent investigation into the conduct of troops during the final months of the 37-year conflict, in which an estimated 100,000 people were killed.

First ODI between Pakistan, Sri Lanka called off due to heavy rain

First ODI between Pakistan, Sri Lanka called off due to heavy rain
The first one-day international match between Pakistan and Sri Lanka that was supposed to take place on Friday was called off due to heavy rain in Karachi.

The Pakistan Cricket Board (PCB) has announced a complete refund for tickets under international rules, as the heavy rain made it impossible for even the toss to take place.

According to officials, the cut-off time for the match (the time till when the match can be delayed as per rules) was 8:30pm, but it was called off at 4:30pm as it became clear that it would be impossible for staff to drain out rainwater dumped onto the field by a massive thunderstorm that struck a couple of hours before the match was due to start.

The rain water affected the pitch as well as the field in the stadium, officials said.

The second ODI will be played in the National Stadium Karachi on Sunday.

This was the first time a match was called off in the stadium due to rain. The stadium has hosted 47 matches since 1980.

Former French president Chirac passes away at 86

Former French president Chirac passes away at 86
Jacques Chirac, a two-term French president who was the first leader to acknowledge France’s role in the Holocaust and defiantly opposed the US invasion of Iraq in 2003, died on Thursday at age 86.

Chirac was president from 1995 to 2007. He shaped his style in the mould of post-war leader Charles de Gaulle, seeking to strengthen France's status as a player on the world stage.

The National Assembly interrupted a sitting to hold a minute's silence. President Emmanuel Macron cancelled a public engagement and scheduled a televised address later on Thursday.

"He passed away peacefully this morning surrounded by his loved ones," his son-in-law Frederic Salat-Baroux told Reuters.

Mayor of Paris for 18 years and prime minister for presidents on the political left and right before entering the Elysee Palace himself, Chirac had a knack for connecting with voters, particularly in rural France.

In death, he will be fondly remembered for his defiant opposition to the US-led invasion of Iraq, a military campaign which turned Chirac's relationship with then British Prime Minister Tony Blair into an acrimonious low.

Blair said he was deeply saddened by Chirac's passing.

"He was a towering figure in French and European politics over many decades. Whatever our differences from time to time, he was always unfailingly kind, generous and personally supportive," Blair said in a statement.

Fatima Sohail and actor Mohsin Abbas Haider parted ways today after the Lahore Family Court approved

“I, too, no longer wish to remain with Fatima Sohail. Haider testified in his statement.
Fatima Sohail and actor Mohsin Abbas Haider parted ways today after the Lahore Family Court approved Sohail’s request for khula and issued a decree to that effect.

Sohail and Haider ,along with their lawyers, appeared in court before Judge Babar Nadeem, where Sohail stated that it was no longer possible for her to remain with her husband due to irreconcilable differences.

“I, too, no longer wish to remain with Fatima Sohail. We have no reservations; the court should issue the decree,” Haider testified in his statement.

The court issued the decree after taking statements from both sides.

Misbahul Haq is not expected to make major changes to Pakistan's playing eleven

Pakistani cricketer Misbah-ul-Haq
Pakistan cricket team may have a new head coach in place but it’s playing eleven against Sri Lanka will reportedly be quite similar to how it was in World Cup 2019.

The Pakistani innings, as was the case during the World Cup, will be opened by Fakhar Zaman and Imamul Haq neither of which had a stellar World Cup campaign, and the former of which endured a torrid 2018-19 season.

Babar Azam will purportedly bat at one-down position, followed by Haris Sohail. The biggest surprise, perhaps, comes in the form of the batting order, with head coach Misbahul Haq having assigned the number five slot for captain Sarfaraz Ahmed.

The skipper had at times been accused of hiding behind his teammates when the going gets tough, but the new head coach seems adamant on addressing that by promoting Sarfaraz up the order.

Coming after captain Sarfaraz will be recalled batsman Iftikhar Ahmed — one of the two changes in store.

The spin bowling all-rounders’ spots will continue to be occupied by Imad Wasim and Shadab Khan, whereas Mohammad Amir, Wahab Riaz and Usman Shinwari will split fast bowling duties.

Shinwari will be the like-for-like replacement of Shaheen Shah Afridi, who has been rested for the series after contracting dengue virus during the off-season.

China has no intent to play 'Game of Thrones' on world stage: FM

Wang Yi, China’s foreign minister
China’s top diplomat hit back at US criticism of its trade and development model on Tuesday, saying Beijing had no intention to “play the Game of Thrones on the world stage” but warned Washington to respect its sovereignty, including in Hong Kong.

Wang Yi, China’s foreign minister and state councillor, said Beijing would not bow to threats, including on trade, though he said he hoped a round of high-level trade talks next month would produce positive results.

In a speech on the sidelines of the annual United Nations General Assembly in New York — which Wang is expected to address on Friday — he urged a move away from confrontation between the two biggest global economies, saying they should cooperate for mutual benefit and for that of rest of the world.

Earlier on Tuesday, US President Donald Trump had a stern message for China and its president, Xi Jinping, in his speech at the UN General Assembly, saying that the United States would no longer tolerate Beijing’s trade practices and that he would not accept a “bad deal” with China on trade.

He also warned that the world was watching how Beijing handles mass demonstrations in Hong Kong that have heightened fears of a potential Chinese crackdown.

Trump has sought to pressure China to agree to reduce trade barriers through a policy of increasing tariffs on Chinese products. He accused China of the theft of trade secrets “on a grand scale” and said it was taking advantage of World Trade Organisation rules that give Beijing beneficial treatment as a “developing economy”.

Unnecessary damage
Wang told an event co-hosted by the National Committee on US-China Relations and the US-China Business Council that the trade war was inflicting unnecessary damage on both countries, raising costs for American firms, pushing up consumer prices and dampening US growth potential.

He warned that the United States should not try to force China to change its development model nor de-couple the two economies, saying such efforts were unworkable.

“Negotiation cannot take place under threat or at the expense of China’s legitimate right to development,” Wang added.

Wang rejected the views of those who believe Beijing is aiming to surpass the United States as a strategic power, saying “seeking hegemony is not in our DNA” and said China was a developing country still far behind the United States.

”China has no intention to play the Game of Thrones on the world stage. For now and for the foreseeable future, the United States is and will still be the strongest country in the world.”

At the same time, Wang said the two countries need to stick to the principles of non-interference in each other’s internal affairs, respect each other’s territorial sovereignty, and not attempt to impose their will on each other.

He said that to maintain Hong Kong’s prosperity, it was necessary to reject violence and respect the rule of law.

“We hope the US will be consistent in its words and actions, respect China’s sovereignty and respect the efforts of the Hong Kong ... government to stop violence and restore order,” he said.

Wang also shot back at heightened US criticism of China’s treatment of its Muslim minority in the western region of Xinjiang, saying the actions Beijing had taken there were to prevent extremism and terrorism.

onion and Garlic can significantly reduce the risk of breast cancer

Eating more onions and garlic could keep breast cancer away
New research examines the consumption of onion and garlic among women in Puerto Rico and suggests that the vegetables can significantly reduce the risk of breast cancer.

Eating more onions and garlic could keep breast cancer away. Onions and garlic are part of the allium genus, along with leeks, chives, and hundreds of other species.

Rich in flavor, with a strong, pungent kick, these "feisty" vegetables may also be able to fight off diseases, such as diabetes, heart disease, and cancer, according to emerging evidence.

In regards to cancer, several studies have specifically explored the links between onion and garlic consumption and the risk of colorectal, stomach, and prostate cancers.

Overall, these studies have found that the more of these vegetables that people consume, the lower their risk of developing these cancers.

However, less extensive research has gone into the link with breast cancer, say researchers led by Gauri Desai, a doctoral candidate in epidemiology at the University at Buffalo (UB), part of The State University of New York.

So, Desai and the team set out to investigate this topic further, looking at a population of women in Puerto Rico. The reasons for choosing this population were twofold. Firstly, "Puerto Rico has lower breast cancer rates, compared to the mainland [United States], which makes it an important population to study," explains Desai.

Secondly, a condiment called "sofrito," which consists largely of garlic and onion, is a traditional Puerto Rican sauce that is widely consumed across the island.

The PTI government has decided to abolish the BTB zones

the special zones had been abolished
The government has decided to abolish the broadening of tax base (BTB) zones set up in major cities to trace people that remain outside of the tax net despite enjoying lavish lifestyles, pushing the critical issue down on its priority list.

The task of broadening the tax base and cases initiated by these zones in the past have been assigned to the Inland Revenue Operations wing of the Federal Board of Revenue (FBR). But the Inland Revenue wing’s plate is already full with the routine function of tax collection.

The competent authority has decided that BTB zones may be abolished and their jurisdictions may be assigned to zonal commissioners, according to a communiqué that the FBR sent to the BTB zones last week.

FBR Chairman Syed Shabbar Zaidi confirmed that the special zones had been abolished. But he said that the broadening function could not be treated separately from the regular Inland Revenue functions.

He pointed out that it was impractical to divide non-filers of income tax returns between unregistered and registered persons. Under the existing arrangement, the unregistered persons were the responsibility of the broadening zones and cases of registered persons were handled by the Inland Revenue.

These broadening zones had been established in Karachi, Islamabad, Lahore, Peshawar and Faisalabad to bring unregistered people into the formal tax net.

The decision to abolish these zones appears surprising as it may undermine the government’s drive to force people to file annual statements of income, expenditure and assets. Many of these people were already paying taxes in the shape of withholding tax on their transactions but were not fulfilling the legal obligation to file returns.

The BTB Directorate General had done some work including mapping of the residential apartments and commercial plazas and had issued notices to their owners who were not filing returns.

The FBR communiqué directed the commissioners of these zones to send cases to the FBR headquarters along with their jurisdiction orders.

Pakistan Tehreek-e-Insaf (PTI) government had started a drive to broaden the tax base without doing proper profiling of cases and without empowering the relevant directorate.

After the PTI government came to power, the BTB Directorate General sent notices to around 340 people, asking them to file annual income tax statements. The zones’ mandate was limited only to the unregistered persons.

There are around 4.8 million registered people with the FBR, who have the National Tax Number, but as of the end of August, only 2.6 million had filed their annual returns. The broadening of tax base zones did not have the mandate to go after the remaining 2.2 million registered persons who were non-filers of income tax returns.

The FBR’s operations wing is responsible to go after these registered people but its workforce is preoccupied with the key function of achieving the monthly revenue collection targets.

Instead of addressing these administrative issues, the FBR has decided to abolish the BTB zones. In order to make the broadening scheme successful, the government was required to give administrative powers to the BTB base wing. Zaidi said he would strengthen the Inland Revenue Operations wing so that the issue remained priority of the FBR.

The FBR’s Directorate General of Broadening of Tax Base has been provided legal cover under Section 230-D of the Income Tax Ordinance. But its powers and jurisdictions are regulated through a notification in the official gazette.

The decision to abolish the zones was more the result of a turf war within the Inland Revenue Service, said sources in the FBR. Initially, the BTB director general was directly reporting to the FBR chairman but later the DG was made to report to the member of Inland Revenue Operations.

Although the broadening zones have been abolished, the FBR has not yet decided the fate of the Directorate General of the BTB, which is stationed at the headquarters.

The PTI government has managed to increase the number of income tax return filers from 1.7 million to 2.6 million but the tax contribution by these additional 900,000 people is less than Rs4.5 billion. The key reason behind the low tax contribution was that majority of these people were paying taxes but they were not filing annual income tax returns.

The due date for filing the annual returns for tax year 2019 is September 30. However, as of September 23, only over 150,000 people filed their income tax returns for the income earned in the last fiscal year. The poor turnout will force the FBR to give extension in the date of filing.

There were also issues in filing of the annual income tax statements. Non-residents are not required to file wealth statement but on the other hand, the online system is invalidating their filing at the portal without a wealth statement, according to a letter that the Karachi Tax Bar Association wrote to the FBR chairman last week.

PM Imran highlights plight of 8 million Kashmiris at press conference in New York

Prime Minister Imran Khan
Prime Minister Imran Khan on Tuesday highlighted the plight of eight million Kashmiris who are suffering "in an open jail" in India-occupied Kashmir and warned against the possible massacre of residents once the curfew is lifted.

The premier shared his conversations with various people he met in New York who had relayed to him their stories of not being able to contact their relatives and family members.

"We know of mass arrests. We know that the entire leadership of Kashmir — even those leaders who were pro-India — are now somewhere in jail in India.

"We know that young people, boys have been picked up. We know that [even] hospitals aren't functioning," he said.

"My whole point of coming here was to highlight this. This is unprecedented in this day and age."

The prime minister said that India's claim that this is an internal issue and that the world should stay out of it is "nonsense".

He reminded the media that there are 11 UN Security Council resolutions recognising the fact that Kashmir is a disputed territory which give the right of self-determination to the people of Kashmir through a plebiscite.

He said that the fear now is that the BJP-led government are set on changing the demography of the region, an action tantamount to "war crimes" under the Geneva conventions.

He said that a bigger worry was what will happen after the curfew imposed by India in occupied Kashmir is lifted.

"I fear that after the curfew is lifted, there would be a massacre" by the 900,000 Indian troops deployed there said the premier.

"I also fear that whatever happens in Kashmir, India would blame Pakistan for it."

But the captain of the T20 squad, Dasun Shanaka, said Tuesday he had no misgivings about returning to Pakistan after they played a T20 international in Lahore in October 2017, their first since the 2009 attack.

"I have been there before," Shanaka told reporters just before the team left Colombo where they were blessed by saffron-robed Buddhist monks.

"I am satisfied with the security arranged for us and I am happy to lead my team to Pakistan. We hope to give a good fight to our very strong hosts.

Sri Lanka's cricket board received the all-clear from the defence ministry last week to go ahead with the tour after establishing that there was no threat.
