At least 14 people were killed and five others injured in a passenger van accident near the Super Highway on the outskirts of Karachi.

The speeding van was coming from Hyderabad to Karachi when its tie rod broke as a result of which the van overturned and then caught fire.

According to the Motorway Police, the accident took place near Nooriabad. There were around 20 people seated in the van, out of which 14 were reported dead.

Motorway Police said a one-year-old girl miraculously survived the crash, and the van driver is also safe.

According to Saad Edhi of the Edhi Foundation, rescue efforts have been completed. Thirteen bodies have been recovered and five people have been rescued who are in a critical condition.

The driver of the van, in a statement to Motorway Police, said that the bonnet of an oncoming vehicle came out and hit the windscreen of the van. "After the bonnet hit the windscreen, I could not control the car," he said.

Private school associations of Karachi have announced on Saturday free schooling up to matriculation for students who have lost their parents COVID-19.

According to the details, representatives of private schools who jointly held a press conference in Karachi today announced free tuition for pupils whose parents died due to coronavirus.

Furthermore, the associations have claimed that they will ensure that all schools must follow the Standard Operating Procedures (SOPs) advised by the government.

An official from one of the representative groups, Shahzad Akhtar, while reiterating free tuition announcement, said that those parents who have not been able to pay the school fees for the past seven months will be allowed easy instalments.

Akhtar urged the parents who could afford to pay the fee upfront to do so.

Another representative, Haider Ali, in his media address said that private schools endorse the 76-point SOPs laid out for the schools’ management and that they patiently await the SOPs for parents who send their children to schools.

He asserted that the children will be safe in schools and that the school staff will ensure social distancing amongst the kids, adding that the staff training to ensure SOPs is underway.

Ali said that school canteens will remain closed and the children will have to bring their lunch and water bottles from home.

Another representative, Syed Tariq Shah, noteddd that without the transfer certificates, no school will extend admissions to children in their schools, indicating the likely step by parents to default on seven-month fees and get their children admissions elsewhere.

Shah said that the kids with COVID-19 symptoms will be sent home without being marked absent.

During his Friday address to the gathering of world leaders - pre-recorded due to the pandemic - Panuelo acknowledged that competition had been beneficial for some people in the Pacific.

But he warned that the efforts “also potentially threaten to fracture long-standing alliances within our Pacific community, and could become counterproductive to our collective desire for regional solidarity, security, and stability.”

The US-Chinese showdown is now playing out at the 193-member United Nations, where Beijing has pushed for greater multilateral influence in a challenge to traditional US leadership. Tensions between the two superpowers have hit boiling point at the world body over the deadly coronavirus pandemic.

Micronesia’s plea stood out during the annual - yet virtual - gathering of world leaders at the United Nations this week because while most countries called for unity to combat COVID-19, other references to the US and Chinese frictions were generally oblique.

International Crisis Group UN director Richard Gowan said most leaders want to avoid getting entangled in the tensions.

“A lot of the UN's members think the US is destructive and China is power-hungry. They don’t find either very appealing,” he said. “Ambitious Europeans like (French President Emmanuel) Macron see a chance to fill the leadership gap, so they are willing to challenge Beijing and Washington.”

The Senate deputy chairman has quarantined himself after being confirmed of the infection.

The Sindh energy minister in a statement said that he underwent the Covid-19 test after feeling slight fever and sore throat.

It is pertinent to mention here that Pakistan reported seven more coronavirus-related fatalities during the last 24 hours, lifting the death toll from the disease to 6,451.

According to the National Command and Operation Centre (NCOC), 40,167 samples were tested for the infection during this period, out of which 566 turned out to be positive. The number of Covid-19 cases across the country has reached 309,581 with addition of the new cases.

The report of a late-night scuffle between two Pakistan Muslim League-N (PMLN) leaders Talal Chaudhry and woman MNA Ayesha Rajab earlier this week that left Chaudhry seriously wounded, has been sent to Faisalabad City Police Office.

The report compiled by the Station House Officer (SHO) Madina Town police station, a copy of which has been acquired by ARY News, suggests that the heated exchange between the two leaders morphed into a brawl wherein the brother of woman MNA thrashed Chaudhry.

According to the police report, Talal Chaudhry of PMLN made a call to police helpline 15 around 10 past 3 am in the morning on September 23 and reported burglary in four houses. It was followed by a call made to the helpline five minutes later by woman MNA Ayesha Rajab.

Rajab complained to police that four armed men were pace around outside her residence in Abdullah Garden pursuing which the Sub Inspector Bilal of Chak 208 check-post reached the scene. Bilal in his investigation into complaints found nothing suspicious transpiring in the area.

The Sub Inspector confirmed an exchange of heated remarks between the two political leaders of the same party and later the police sources confirmed of brawl and thrashing between two parties which the other party leaders, including Irfan Mannan, broke off and resolved.

According to the report, none of the parties in the case, however, would like to pursue it legally or lodge a case.

Earlier today the video of the PML-N leader’s thrashing by MNA Rajab’s brother also circulated, day after the scene, as he was allegedly harassing her.

All educational institutions in Sindh to reopen from September 28, announced provincial education minister Saeed Ghani.

“Academic activities will revive in all schools in Sindh from September 28”, Saeed Ghani was quoted as saying while addressing a press conference in Karachi.

The minister said that few schools were sealed over two reasons including detection of coronavirus cases and calling students of the primary by violating government orders.

He urged the private and government-run schools to ensure complete enforcement of SOPs.

Action will be taken in case of non-compliance of the SOPs, the minister warned.

Saeed Ghani also urged the parents to play their role in identifying the violation of the SOPs so that prompt action can be taken.

Earlier on Thursday, Sindh Health Minister Dr Azra Fazal Pechuho had opposed the decision to reopen primary schools in haste as coronavirus rate is increasing in the province.

Dr Azra said that the rate of coronavirus infections is increasing in Sindh. She opposed the decision to reopen schools in the current situation. She added that primary schools should not be reopened in haste.

Van catches fire at M9 motorway ,13 Passenger killed in Karachi

At least 13 passengers were burnt to death and six others sustained severe injuries when a passenger van they were travelling caught fire after an accident at M9 motorway.

According to motorway police, the ill-fated passenger van overturned near cement factory after the vehicle’s tie-rod end collapsed. The van caught fire due to a short circuit.

Rescue officials, after being informed rushed to the scene and shifted the bodies and the injured to Nooriabad hospital.

A passenger van, carrying 22 passengers, was coming from Hyderabad to Karachi when it overturned near a cement factory–40 kilometers away from Karachi toll plaza.

At least eight passengers died on the spot.

The minister also asked the former premier to tell the nation that who sent the busses filled with “attackers” to target former chief justice Sajjad Shah.

Rashid also said that former premier talks about the vote but does not talk about court.

The minister slammed the PML-N supremo for making speeches against Pakistan’s national security and institutions.

Nawaz was first denying the existence of Dawn leaks but has admitted it now, he said.

Rashid also blamed the former premier from taking money from Qatar for elections.

“How much money did you spend in 2013 elections and how much money did you receive through Saif ur Rehman from Qatar. Nation should be taken into confidence on how much amount did he receive from Qatar for the elections.”

The minister claimed that the PML-N planned the attack on NAB’s Lahore office in London.

The minister said that he was leaving with these questions and hoped that the PML-N respond to these by Monday.

On the meeting between, Chief of Army Staff Gen Qamar Javed Bajwa and PML-N leader Mohammad Zubair, he said that he was present in the meeting in which former prime minister Nawaz Sharif and his daughter Maryam Nawaz were discussed.

He added that the Pakistan Army was standing shoulder to shoulder with the civil government.

Rashid also said that he was not “the spokesperson for any institution” a day after he stated that he was proud of being “a spokesperson of the army”.

The Zimbabwean side is considered one of the weakest ones in the world, leading some to suggest that the series be used to experiment with young untried talent.

Earlier on Wednesday, Pakistan Cricket Board (PCB) had announced that it will host Zimbabwe for a limited-overs series which is scheduled for October-November.

The prime minister also underlined the importance Pakistan attaches to constructive engagement with Afghanistan, and to peace, stability, and prosperity of the Afghan people.

Pakistan has said that the territory of Jammu and Kashmir is not a part of the Indian state, it has never been, nor will it ever be , and that the Indian government is responsible for "the worst form of state terrorism" against the oppressed people of Indian-occupied Jammu and Kashmir.

Pakistan Mission’s First Secretary Muhammad Zulqarnain Chheena, while delivering the first Right of Reply during the 75th session of the United National General Assembly, made that remark.

He also said that occupied Jammu and Kashmir "will be free one day".

“Jammu & Kashmir is not a part of India: it never was and it never will be. The state of Jammu and Kashmir is an internationally recognised disputed territory as decreed by the Security Council,” said the diplomat.

The Kashmir dispute, he said, will be settled as per the will of the people as expressed through the democratic method of a free and impartial plebiscite under the auspices of the United Nations.

He said the Kashmiri people have a legitimate right to resist the Indian occupation by all means at their disposal.

The Pakistani diplomat said the Kashmiris’ just struggle cannot be denigrated or described as terrorism. It is the occupying state which is guilty of terrorism against the occupied people, he pointed out.

"The Indian right of reply was another shameful attempt to deflect the attention from the real issues. India, however, will not be able to escape accountability for its crimes,” said Chheena.

Indian UN Mission's First Secretary Mijito Vinito had said on Friday: "The leader of Pakistan [PM Imran Khan] today called for those who incite hate and violence to be outlawed. But, as he went on, we were left wondering, was he referring to himself?"

Vinito had walked out during Khan’s speech at the UN forum.

"Let me assert here loud and clear. The Union Territory of Jammu and Kashmir is an integral and inalienable part of India. The rules and legislations brought in the Union Territory of Jammu and Kashmir are strictly internal affairs of India," the Indian diplomat had claimed.

Exercising its right of reply to India's reply, Chheena highlighted the role of the BJP and RSS, saying the Shaheen Bagh riots in Delhi earlier this year exposed the Hindutva ideology.

The RSS-BJP were changing India's history to obliterate the thousand years of Muslim civilisation and culture, he said.

"The charred streets of Delhi not only expose the Hindutva ideology in all its ‘intolerant glory’, they also manifested the trusted method that #Hinduextremists have resorted to — from Gujarat in 2002 to Delhi in 2020, to address the 'Muslim Menace',” he tweeted an excerpt of his speech.

"It’s no secret that the architects of the Gujarat massacre were also the masterminds of the Delhi pogrom. Just like the victims of Gujarat, the victims of Delhi will no doubt search in vain for justice in this new bastion of fascism.”

Underlining the oppression of India in Indian occupied Kashmir, the Pakistani diplomat said the Kashmiri people have been resolutely facing India’s state terrorism, noting that over 70,000 Kashmiri people have been martyred under Indian occupation.

Moreover, he said, India knows a lot about terrorism, as it has used terrorism against each of its neighbours, its people and against the innocent people of the occupied Jammu and Kashmir.

The Pakistani diplomat underlined that India is actively involved in orchestrating, financing and providing logistical support to terrorist organisations like the Tehreek-i-Taliban Pakistan and the Jamaat-ul-Ahraar to target Pakistan from across the border.

“Indian has hired and organised criminal groups located at our western borders to conduct terrorist attacks in Pakistan, especially to disrupt the development of the western and southern regions of my country.”

Making a mention of the Indian spy Kulbhushan Jadhav, captured by Pakistan, the first secretary said the Indian intelligence agent had confessed that he was organising and supporting these criminal groups to perpetrate terrorism in Pakistan.

Pakistan and our entire region, he continued, faces Hindutva terrorism as well.

He said the BJP and RSS extremists continue to espouse the fiction of Akhand Baharat [or Greater India] which represents their desire for a unified sub-continent dominated by the Hindu religion where minorities are either converted to Hinduism or become second-class citizens.

Karachi gang-rape case: Police conduct raids in Jacobabad
Police officials have conducted raids in Jacodabad and Qadirpur to arrest two accused persons in Karachi gang-rape case.

Police officials told media that prime accused persons, Qadir Khan Khoso and Abdullah had allegedly abducted and kidnapped a woman in Karachi’s Clifton area four days ago.

The police teams headed by Superintendent Police (SP) Investigation Basheer Brohi were conducting the raids in different cities. They added that bungalows of Qadir Khan Khoso have been surrounded by police teams in Jacobabad and Qadirpur.
In the previous development, the Karachi police identified two suspects accused of allegedly gang-raping a 22-year-old girl in Clifton on September 21.

According to the police, the suspects have been identified as Mir Abdullah Khoso and Sardar Qadir Khan Khoso, while one of the suspects is the son of a former Pakistan People’s Party (PPP) parliamentarian.

Meanwhile, police on Friday also conducted raids at Defence, Clifton and Gulistan-e-Johar areas of Karachi to arrest suspects of Karachi gang-rape.

The suspects behind the alleged Clifton gang-rape had been traced and their mobile phone numbers were acquired too, said police official and added that the mobile phones of both suspects have been switched off and it was probable that the suspects have fled the city.

At least 22 people were killed when a military aircraft carrying air force cadets crashed in eastern Ukraine, officials said.

The Antonov An-26 aircraft crashed while trying to land during a training exercise in the city of Chuhuiv in the Kharkiv region, the civil defence authority in Kiev said. Two seriously injured survivors were recovered from the wreckage of the plane.

A total of 28 people, including seven crew members and 21 cadets from the Air Force University, are said to have been on board the aircraft when it crashed on the approach to the runway. The remaining passengers are believed to have been died.

Kharkiv Governor Alexei Kuchera posted a message on Telegram saying there were survivors and confirming there were dead. He said he was on his way to the site.
Ukrainian President Volodymyr Zelensky said he would visit the site today (Saturday). The Ukrainian military also confirmed the crash on Facebook. The cause of the crash was initially unclear.

"The secularism of Gandhi and Nehru has been replaced by the dream of creating a Hindu Rashtra, by subjugating, even cleansing India's 200 million Muslims and other minorities," he said.

PM Imran spoke about the RSS's attempt to destroy the Babri Masjid and the massacre of 2,000 Muslims in the Gujarat riots. "And this was [Gujarat massacre] under the watch of chief minister Modi," he said.

The premier spoke about India's discriminatory policies for Muslims during the pandemic, saying that the government blamed the minority group for spreading the coronavirus and they were denied medical treatment on many occasions.

"Last February, Muslims faced target killings with police complicity in Delhi," he said.

Referring to it as something that was "unprecedented in history", PM Imran said that the Hindutva ideology sought to persecute 300 million Muslims, Christians and Sikhs.

PM Imran then spoke about India's August 5 attempt to annex occupied Kashmir. "Mr President, India illegally sought to occupy Kashmir, adding that this was against the commitments India had made to the people of Kashmir and the world.

"About 13,000 Kashmiri youth were incarcerated and thousands tortured," he said. "Indian occupation forces have used brute force including pellet guns against peaceful protesters," he said.

"The Kashmiri media and those daring to raise their voices are being systematically harassed through draconian laws," he said, drawing the world's attention to the Indian forces' brutal act of killing hundreds of Kashmiris in fake encounters and not even handing their bodies back to their relatives.

He called on the world community to prosecute the Indian civil and military personnel for their "crimes against humanity".

PM Imran said that India was attempting to obliterate the distinct Kashmiri identity by altering the area's demography, to escape the plebiscite in line with the UN resolutions.

"This action is in violation of the UN charter, [Security] Council resolutions and international law, particularly 4th Geneva Convention," he said. "Changing demographic structure of an occupied territory is a war crime."

PM praises Pakistan's smart lockdown policy

Speaking about his government's smart lockdown policy, the prime minister said that Pakistan opened up the agriculture and construction sector.

He credited the government's Ehsaas Emergency Cash Programme and other policies towards steering Pakistan out of the COVID-19 pandemic. However, the prime minister cautioned that Pakistan was not yet "out of the woods".

"We are not yet out of the woods like no country is out of the woods yet," he said, referring to the COVID-19 pandemic.

The prime minister spoke out against the flow of illicit financing from developing countries to the developed ones. He said that these "stolen resources" that flow from the developing countries to others weakens the foreign exchange and promotes property.

"If this policy continues, it will accentuate the difference between the rich and the poor," said PM Imran, adding that rich countries lacked the political will to "curb this criminal activity".

"Eventually, it will spark off a bigger global crisis, a far bigger global crisis than the migration crisis poses," he said, adding that rich states cannot talk about human rights when they provide protection to money launderers and their ill-gotten wealth.

Prime Minister Imran Khan said that there are robust anti-money laundering regimes, adding that he calls upon the UN "to take the lead in efforts to build a global framework, to stem the illicit financial flows and ensure speedy repatriation of stolen wealth".

"It is important to realise that the aid that flows from the rich to the developing world is minuscule compared to the massive outflows by our corrupt elites," he said.

The premier also touched upon the issue of Islamophobia during his speech, condemning the rising incidences of the burning of the Holy Quran and the publication of blasphemous material against Prophet Muhammad (PBUH).

"Muslims continue to be targeted with impunity in many countries," he said. "Our shrines are being destroyed, our Prophet Muhammad (PBUH) insulted, the Holy Quran burnt, and all this in the name of freedom of speech."

PM Imran on climate change

The prime minister said that Pakistan's contribution to carbon emission was very low when one considered many countries in the world but it was one of the countries most affected by the climate change.

The prime minister said that his government has launched an "extremely ambitious" plan to combat climate change by planting 10 billion trees over the next three years.

He called on world leaders to abide by the provisions of the Paris agreement on climate change. "Commitments made through the Paris agreement must be fulfilled, in particular, the commitment to mobilise $100billion annually as climate finance," he said.

The general debate of the 193-member assembly, which is traditionally a high-profile annual UN event, opened on September 22. However, this year it is a slimmed-down affair, with world leaders staying away from New York because of the coronavirus pandemic.

They will be contributing set-piece speeches via video link.

“I expect that the prime minister will once again raise the cause of the Kashmiri people for self-determination and aazadi [freedom] from Indian oppression," Pakistan’s ambassador to the UN Munir Akram told APP.

Akram added that the prime minister would also talk about Pakistan’s facilitation of and hopes for the peace process in Afghanistan, its successful response to the coronavirus crisis, debt relief for developing countries, and other international issues in his wide-ranging address.

Indian Prime Minister Narendra Modi is scheduled to speak on September 26, a day after PM Imran's address.

Advertisers who boycotted social media are not all rushing back, despite an agreement by Facebook, YouTube and Twitter on how to curb harmful content online.

Unilever, one of the world’s biggest advertisers, told Reuters the move this week was “a good step in the right direction,” but would not say whether it would resume paid advertising on Facebook in the United States next year after stopping over the summer.

Coca-Cola also remains paused on Facebook and Instagram and declined to say if this changed its view. Beam Suntory, maker of Jim Beam bourbon and Courvoisier Cognac, plans to stay away from paid advertising for the rest of 2020 and reassess in 2021 based on how Facebook adjusts its approach.

Over 1,000 advertisers joined a Facebook boycott over concerns it wasn’t doing enough to combat hate speech. U.S. civil rights groups enlisted multinationals to help pressure the social media giant after the June death of George Floyd, an American Black man, in police custody in Minneapolis.

“Brands are very concerned about having any affiliation with the disinformation that runs through the big tech platforms,” said Michael Priem, CEO of advertising technology firm Modern Impact.

Deciding whether to pull ads from social media can be tough. Larger brands can afford to take a stance, but for smaller businesses that have already been hurt by the coronavirus pandemic, “it’s either make it or die,” Priem said.

On Wednesday, the World Federation of Advertisers announced that social media platforms and advertisers had committed to create common definitions of harmful content such as hate speech and harmonized reporting standards.

A Facebook spokeswoman said on Friday that advertisers were returning to the platform.

“For the most part advertisers are coming back because they recognize the efforts we’re making,” the spokeswoman said. “We’re never satisfied. We’ll continue to work with industry and with our clients.”

She said that 95% of the hate speech removed by Facebook is detected before being reported, up from 23% in 2017.

“Digital media is now more than half of all media spending yet is still operating with very few boundaries other than those that are self-imposed or that marketers try to enforce. It’s time for digital platforms to apply content standards properly,” Procter & Gamble’s chief brand officer, Marc Pritchard, said on Wednesday.

The maker of Gillette razors and Pampers diapers said it will “continue to advocate for greater transparency, reporting, and enforcement” directly with platforms and through industry forums.

Internet search giant Google has announced to update its free Maps application this week with colour-coding that highlights areas infected with cases of COVID-19, the disease caused by the novel coronavirus.

In a blog post published Thursday, the search giant said Maps will be enhanced if a user taps the new "COVID-19" option in the layers feature in the top corner of the screen. It will provide data using the latest seven-day average of cases per 100,000 people in areas being viewed, it added.

A label will also let users know whether the number of COVID-19 cases in a particular spot is trending up or down, according to Maps product manager Sujoy Banerjee.

"In some regions, you might find additional information related to COVID-19. If you select the alert on the Google Maps home screen, you'll find locally relevant links based on your current map view," it added.

The tool is meant to provide "critical information about COVID-19 cases in an area so you can make more informed decisions about where to go and what to do," Banerjee said.

Data used in the COVID layer comes from sources including Baltimore-based Johns Hopkins Hospital, the New York Times, and Wikipedia, which get information from public health outlets such as the World Health Organization (WHO) and government health ministries, according to Banerjee.

Grey, according to the Google Map colour legend, indicates "less than 1 case," dark orange means "20-30 cases," and dark red — the highest — shows "40+ cases."

The COVID layer is rolling out worldwide this week in versions of the map app tailored for mobile devices powered by Apple or Google-backed Android software, the California based company said.

Google Maps already featured pandemic-related tools such as letting users know when public transit was likely to be crowded.

"While getting around is more complicated these days, our hope is that these Google Maps features will help you get where you need to be as safely and efficiently as possible," Banerjee said.

Among related services offered are business-related updates, transit alerts, restaurant takeout and delivery options, and finding and booking online services.

North Korean leader Kim Jong Un issued a rare apology on Friday over what he described as the “unexpected and disgraceful” killing of a South Korean at sea, Seoul's presidential office said.

Apologies from the North — let alone attributed to Kim personally — are extremely unusual, and the message comes with inter-Korean ties in deep freeze as well as a stand-off in nuclear negotiations between Pyongyang and Washington.

Analysts said the North was looking to placate its neighbour after the shooting — the first time its forces killed a Southern citizen for a decade — provoked outrage in the South.

The fisheries official was shot dead on Tuesday by North Korean soldiers, and Seoul says his body was set on fire while still in the water, apparently as a precaution against coronavirus infection.

Kim was “very sorry” for the “unexpected and disgraceful event” that had “disappointed President Moon and South Koreans”, rather than helping them in the face of the “malicious coronavirus”, said Suh Hoon, the South's National Security Adviser.

Suh was reading out a letter from the department of the North's ruling party responsible for relations with the South.

In the letter, Pyongyang acknowledged firing around 10 shots at the man, who had “illegally entered our waters” and refused to properly identify himself.

Border guards fired at him in accordance with standing instructions, it said. There was no immediate confirmation of the contents from the North, whose state media did not mention the incident on Friday.

North Korean defector turned Seoul-based researcher Ahn Chan-il said it was “extremely rare for the North's supreme commander to offer an apology, especially to South Koreans and their president”.

“I think this is the first since the 1976 Korean axe murder incident,” he said, referring to the killing of two US officers in the Demilitarised Zone that divides the peninsula.

Leif-Eric Easley, a professor at Ewha University in Seoul, added: “Kim Jong Un's supposed apology reduces the risk of escalation between the two Koreas and keeps the Moon government's hopes for engagement alive”.

It was a “diplomatic move” which “avoids a potential fight in the short term and preserves the option of reaping longer term benefits from Seoul”, he said.

'Abominable act'

The killing provoked fury in the South, with President Moon Jae-in — a consistent advocate of better relations with Pyongyang — saying it was “shocking” and could not be tolerated for any reason.

In an editorial on Friday, the Korea JoongAng Daily said it was “enraged at the North's abominable act”.

“The act of murdering an unarmed man and burning his body cannot be excused in any way,” it said. The man — who was wearing a life jacket — disappeared from a patrol vessel near the western border island of Yeonpyeong on Monday, and North Korean forces located him in their waters more than 24 hours later.

South Korean media reports said he was in his forties with two children, but had recently divorced and had financial problems.

Seoul military officials say the man was interrogated while in the water over several hours and expressed a desire to defect, but was killed after an “order from superior authority”.

The North's letter said his body was no longer visible after the shooting and troops set his flotation device — which was covered in blood — on fire in accordance with national emergency prevention regulations.

North Korea's crumbling health system would struggle to cope with a major virus outbreak but it has not confirmed a single case of the disease that has swept the world after taking drastic steps to prevent local coronavirus infections.

Pyongyang closed its border with China in January and state media said authorities had raised a state of emergency to the maximum level in July.

Pyongyang put the border city of Kaesong under lockdown in the same month after a defector who had fled South three years ago sneaked back over the heavily fortified border.

US Forces Korea commander Robert Abrams said earlier this month that North Korean authorities had issued shoot-to-kill orders to prevent the coronavirus entering from China, creating a “buffer zone” at the border.

Palestinian president Mahmud Abbas appealed on Friday to the United Nations to arrange an international conference on the peace process, in the wake of Gulf Arab recognition of Israel.

In an address to the UN General Assembly, Abbas asked Secretary-General Antonio Guterres to convene the meeting “early next year” and bring in “all relevant parties".

“The conference should have full authority to launch a genuine peace process based on international law,” Abbas told the virtual General Assembly in a recorded address.

“It should aim to end the occupation and grant the Palestinian people their freedom and independence in their own state along the 1967 borders with East Jerusalem as its capital and settle final-status issues, notably the refugee question,” he said.

Abbas made his appeal amid concerns among Palestinians of dwindling support in the Arab world for their decades-long campaign for an independent state.

The United Arab Emirates and Bahrain earlier this month agreed to recognise Israel, a major coup for the Jewish state and diplomatic win for United States President Donald Trump.

The two Arab states, while saying they still support a Palestinian state, share concerns of Israel and the US about neighbouring Iran.

“It is delusional to think that the Palestinian people could be sidelined," Abbas said, and added: “You should all know that there can be no peace, no security, no stability or coexistence in our region without an end to the occupation and without a just and comprehensive solution to the Palestinian question.”

The Palestinian Authority has refused diplomatic efforts by the Trump administration, saying it is biased toward Israel.

New Zealand's government has approved quarantine arrangements that would allow the Pakistan and West Indies teams to tour in coming months, the country's cricket board said on Friday.

New Zealand Cricket chief executive David White said the tours would help the sport through the coronavirus pandemic.

“It's a huge boost for us, it's our financial lifeline,” he told reporters.

“International cricket funds the whole game of cricket in New Zealand, so it's very, very important for us.”

White said the teams would fly to Auckland then catch a charter to Christchurch, where they would stay in quarantine while training at NZC's high-performance centre in Lincoln University.

White said all players would follow health and testing protocols set down by the government.

“It's not going to come cheap, we will be footing the bill but we are happy to do that and fully understand it's a user-pays model,” he said.

“We'll be guided by the government, whatever they demand, we'll follow.”

Sports Minister Grant Robertson said arranging quarantine bubbles for the touring teams had not been easy, but it was worth the effort to have international sport in New Zealand again.

“Like many New Zealanders I am looking forward to seeing international sport resuming,” he said in a statement.

“It is a huge part of our culture and helps bring us together as a nation."

In June, West Indies toured England for a three Test tournament as the latter's cricket board looked to revive cricket amid the pandemic. Pakistan were the second team to tour England later that month. All matches took place behind closed doors in empty stadiums to curb the spread.

Another culprit, Mubarak was awarded life term with Rs0.5 million fine. The convicts had forcibly raped the teenager multiple times and filmed the sexual assault to extort money from him.

On September 21, an anti-terrorism court in Sahiwal had awarded death sentence to a man for raping and killing a four-year-old girl. Ali Sher Changar was found guilty of abducting, raping and killing the minor girl.

The culprit had abducted Mariam, 4, while she was playing outside her house in Hana Ghala Mandi area of Sahiwal and subjected her to sexual assault before murdering her on December 2, 2019.

General Qamar Javed Bajwa had said that potent war-fighting machine would be employed in an offensive role by strike formations after induction.

The VT-4 is compatible with any modern tank in the world integrating advanced armour protection, manoeuvrability, firepower capabilities and state of the art technology.

They will be contributing set-piece speeches via video link.

According to the list, PM Imran, who last year made his debut at the UN as head of state, is the sixth speaker in the afternoon session.

In his weekly briefing in Islamabad, Foreign Office Spokesperson Zahid Hafeez Chaudhri said the Prime Minister, in his address, will share Pakistan's perspective on various regional and international issues.

He said the Prime Minister will once again raise the issue of Jammu and Kashmir dispute.

In his wide-ranging address, the Prime Minister will also share Pakistan's successful handling of COVID-19, his debt relief initiative for developing countries and Islamophobia.

Indian Prime Minister Narendra Modi is scheduled to speak on September 26, a day after the Pakistani leader’s address.

US President Donald Trump has already addressed the UNGA on the morning of September 22, the opening day of the general debate, which will run through September 29.

The US is traditionally the second speaker in the high-level debate after Brazil.

As many as 294,740 Covid-19 patients have recuperated from the disease thus far as the number of active cases stands at 7,831. 37,504 samples were tested during the previous 24 hours, out of which 798 turned out to be positive. Thus far, more than 3.3 million tests have been conducted across the country.

Thus far, Sindh has reported 135,246 cases of the coronavirus, Punjab 98,864, Khyber Pakhtunkhwa 37,525, Balochistan 14,838, Islamabad 16,324, Gilgit Baltistan 3,608, and Azad Jammu and Kahsmir 2,610.

China on Thursday lashed out at the United States at a high-level UN meeting over its criticism on the coronavirus, with its envoy declaring “Enough is enough!”

Two days after President Donald Trump used his annual address to the General Assembly to attack China, its ambassador to the United Nations, Zhang Jun, strongly criticised the US global role.

“I must say, enough is enough! You have created enough troubles for the world already,” he told a Security Council meeting on global governance attended through videoconference by several heads of state.

“The US has nearly seven million confirmed cases and over 200,000 deaths by now. With the most advanced medical technologies and system in the world, why has the US turned out to have the most confirmed cases and fatalities?” he asked.

“If someone should be held accountable, it should be a few US politicians themselves.”

Using a phrase often told by US leaders to China, Zhang said, “The US should understand that a major power should behave like a major power.”

The US, he said, “is completely isolated”.

“It's time to wake up,” he said in remarks enthusiastically backed by his Russian counterpart.

The US ambassador to the UN, Kelly Craft, voiced anger at the tone of the session, which was presided over by Niger's president, Issoufou Mahamadou.

“You know, shame on each of you. I am astonished and I am disgusted by the content of today's discussion,” Craft said.

“I am actually really quite ashamed of this Council — members of the Council who took this opportunity to focus on political grudges rather than the critical issue at hand. My goodness.”

Trump in his speech on Tuesday had demanded action against China for spreading the “plague” of Covid-19.

China initially suppressed news of the respiratory disease when it emerged last year in Wuhan and initial advice played down the risks of transmission.

China's communist leaders have more recently tried to transform the narrative into one of success in stopping the virus.

Trump's response to the pandemic has emerged as a major political issue as he seeks a new term in November 3 elections.

A group of Apple’s critics – including Spotify Technoloy, Match Group and “Fortnite” creator Epic Games – have joined a nonprofit group that plans to advocate for legal and regulatory action to challenge the iPhone maker’s App Store practices.

Apple charges a commission of between 15%-30% for apps that use its in-app payment system and sets out extensive rules that apps must comply with to appear in its App Store, which is the only way Apple allows consumers to download native apps onto devices such as the iPhone. Those practices have drawn criticism and formal legal complaints from some developers.

The Coalition for App Fairness, structured as a nonprofit based in Washington, D.C. and Brussels, said it plans to advocate legal changes that would force Apple to change. Beyond Epic, Match MTCH.O and Spotify SPOT.N, other members include smaller firms such as Basecamp, Blix, Blockchain.com, Deezer, and Tile, along with developers from Europe including the European Publishers Council, News Media Europe and Protonmail.

Sarah Maxwell, a representative for the group who previously worked at financial technology firm Blockchain.com and Hillary Clinton’s campaign, said the group was founded out of “a lack of hope that things will ever change” and aims to recruit more developers.

“While it’s great that we have the big names like Epic and Spotify in the group, we’re not speaking just for them,” she said in a interview.

Epic is suing Apple over antitrust claims in a U.S. federal court in California, while Spotify has filed an antitrust complaint against Apple in the European Union. Maxwell declined to comment on how much funding the Coalition for App Fairness has raised and from whom.

The group on Thursday also laid out 10 “App Store Principles” it plans to demand, including that “No developer should be required to pay unfair, unreasonable or discriminatory fees or revenue shares.”

The State Bank of Pakistan (SBP) on Thursday announced a decline in foreign reserves of the country by United States Dollar (USD) 119 million owing to external debt repayments by the government during the week ending on 18th of September.

According to a release issued by the central bank, the total liquid foreign reserves held by the country stood at US$ 19,903.7 million on 18-September-2020.

Giving a break-up of the foreign reserves position, the state bank holds reserves of US$ 12,701.6 million as compared to US$7,202.1 million reserves held by commercial banks.

Earlier on September 17, the State Bank of Pakistan’s (SBP) net reserves increased by $13 million to $12.82 billion during the week ending on 11th of September.

Detailing the position of the reserves, the SBP, in a statement said that the overall foreign reserves of the country stood at $19.95 billion.

Giving its breakup, it said that the SBP currently held the foreign reserves of up to $12.82 billion and $7.13 billion reserves held by the commercial banks.

The National Electric Power Regulatory Authority (NEPRA) on Thursday approved an increase in the power tariff by Rs1.62 per unit on account of fuel adjustment cost for the second and third quarters of FY 2019-20.

If the government approves NEPRA's tariff hike, consumers will have to bear the burden of Rs164.87bn. The decision by the authority was taken in light of requests filed by power distribution companies during the last financial year.

"The Authority has determined a uniform rate of Rs.1.6236/kWh attached as Annex-I with the instant decision, for the allowed amount of quarterly adjustments of Rs.73,065 million pertaining to the 2nd quarter and Rs.91,805 million for the 3rd Quarter of FY 2019-20 (total Rs.164,870 million)," read a press release by NEPRA. "Across each category of consumers of XWDISCOs, based on projected sales for the FY 2017-18, after excluding therefrom the sales to life line consumers, to be recovered in twelve (12) months period.

"Since, through amendment in NEPRA Act, the power to impose surcharges by the Federal Government has been removed, therefore, the Federal Government shall not rationalize the allowed uniform rate of Rs.1.6236/kW}i upwards for any consumer category," read NEPRA's statement.

The decision to hike electricity tariff will not be applicable on K-Electric.

Prime Minister Imran Khan while addressing the United Nations International Financial Accountability, Transparency and Integrity (FACTI) panel on Thursday, called upon countries he termed "tax havens" to "adopt decisive actions" and return wealth looted from developed countries.

"We welcome the interim report of the FACTI panel. The figures [...] mentioned in the report are staggering," said the premier.

He said that $1tn is taken out each year "by these white collar criminals".

"$20-40 billion is in the form of bribes received by these corrupt white collar criminals," PM Imran added.

Listing other findings, he noted that $7 trillion in stolen assets is parked in these safe tax haven destinations and $500-600bn is lost each year in tax avoidance by multinational companies.

"This bleeding of the poor and developing countries must stop," the premier urged.

He called upon the international community to "adopt decisive actions", before proceeding to list 9 recommendations:

1. The stolen assets of developing countries including proceeds of corruption, bribery and other crimes must be returned immediately.

2. The authorities in haven destinations must impose criminal and financial penalties on their financial institutions which receive and utilise such money and assets.

3. The enablers of corruption and bribery, such as accountants and lawyers and other intermediaries must be closely regulated, monitored and held accountable.

4. The beneficial ownership of foreign companies must be revealed immediately upon inquiry by the interested and affected governments.

5. Multinational corporations must not be allowed to resort to profit shifting to low tax jurisdictions for avoiding taxation. A global minimum corporate tax could prevent this practice.

6. Revenues from digital transactions should be taxed where the revenues are generated, not elsewhere.

7. Unequal investment treaties should be discarded or revised and a fair system for adjudication of investment disputes set up.

8. All official and non-official bodies set up to control and monitor illicit financial flaws must include all the interested countries.

9. The UN should set up a mechanism to coordinate and supervise the work of the various official and non-official bodies dealing with illicit financial flaws to ensure coherence, consistency and equity in their work.

The premier said that in the backdrop of the recession triggered by the COVID-19 pandemic, there is an even greater need for developing countries "to protect and preserve their precious resources".

"Unless these steps are taken, the difference between the rich and poor countries will keep growing. The developing countries will get impoverished and what we see of the current migration crisis will be dwarfed by what will happen in the future," PM Imran warned.

UNGA address on Sept 25

Prime Minister Imran Khan is slated to address the 75th session of the United Nations General Assembly (UNGA) via video link on September 25, according to an initial list of speakers officially released on Tuesday.

The general debate of the 193-member assembly, which is traditionally a high-profile annual UN event, opened on September 22. However, this year it is a slimmed-down affair, with world leaders staying away from New York because of the coronavirus pandemic.

They will be contributing set piece speeches via video link.

According to the list, PM Imran, who last year made his debut at the UN as head of state, is the sixth speaker in the afternoon session on September 25.

“I expect that the prime minister will once again raise the cause of the Kashmiri people for self-determination and aazadi [freedom] from Indian oppression," Pakistan’s ambassador to the UN Munir Akram told APP.

Akram added that the prime minister will also talk about Pakistan’s facilitation of and hopes for the peace process in Afghanistan, its successful response to the coronavirus crisis, debt relief for developing countries and other international issues in his wide-ranging address.

Indian Prime Minister Narendra Modi is scheduled to speak on September 26, a day after PM Imran's address.

Former prime minister Nawaz Sharif reacted to reports of PML-N member Mohammad Zubair's meeting with army chief Gen Qamar Bajwa recently by prohibiting all PML-N members from meeting any representative of the military or related agencies in the future without informing the party leadership.

"Current events show that certain meetings are kept secret," Nawaz tweeted on Thursday, "and how other meetings are made public to give off a certain impression."

This game should stop now, tweeted the former prime minister.

"Today, I am issuing directives to my organisation: No member of our party will meet any representative of the military and related agencies," he added.

Nawaz said that if any such meeting was found to be necessary, it will take place only after the party leadership's approval and it be put on the public record.

"If the meeting is indeed necessary, it will not be kept secret," added the former prime minister.

US President Trump won’t commit to peaceful transfer of power if he loses

United States President Donald Trump again declined to commit to a peaceful transfer of power if he loses the November 3 presidential election.

“We’re going to have to see what happens,” Trump said on Wednesday at a news conference, responding to a question about whether he’d commit to a peaceful transfer of power. “You know that I’ve been complaining very strongly about the ballots, and the ballots are a disaster.”

It is highly unusual that a sitting president would express less than complete confidence in the American democracy’s electoral process. But he also declined four years ago to commit to honouring the election results if his Democratic opponent, Hillary Clinton, won.

His current Democratic challenger, Joe Biden, was asked about Trump’s comment after landing in Wilmington, Delaware, on Wednesday night.

“What country are we in?” Biden asked incredulously, adding: “I’m being facetious. Look, he says the most irrational things. I don’t know what to say about it. But it doesn’t surprise me.”

Trump has been pressing a month-long campaign against mail-in voting this November by tweeting and speaking out critically about the practice. More states are encouraging mail-in voting to keep voters safe amid the coronavirus pandemic.

The president, who uses mail-in voting himself, has tried to distinguish between states that automatically send mail ballots to all registered voters and those, like Florida, that send them only to voters who request a mail ballot.

Trump has baselessly claimed widespread mail voting will lead to massive fraud. The five states that routinely send mail ballots to all voters have seen no significant fraud.

Trump on Wednesday appeared to suggest that if states got “rid of” the unsolicited mailing of ballots there would be no concern about fraud or peaceful transfers of power.

“You’ll have a very peaceful — there won’t be a transfer frankly,” Trump said. “There’ll be a continuation. The ballots are out of control, you know it, and you know, who knows it better than anybody else? The Democrats know it better than anybody else.”

In a July interview, Trump similarly refused to commit to accepting the results.

“I have to see. Look [...] I have to see,” Trump told Chris Wallace during a wide-ranging July interview on Fox News Sunday. “No, I’m not going to just say yes. I’m not going to say no, and I didn’t last time either.”

The Biden campaign responded on Wednesday: “The American people will decide this election. And the United States government is perfectly capable of escorting trespassers out of the White House.”

The American Civil Liberties Union also protested Trump’s remarks. “The peaceful transfer of power is essential to a functioning democracy,” National Legal Director David Cole said. “This statement from the president of the United States should trouble every American.”

Trump made similar comments ahead of the 2016 election. When asked during an October debate whether he would abide by the voters’ will, Trump responded that he would “keep you in suspense".

It’s unlikely that any chaos in states with universal mail-in voting will cause the election result to be inaccurately tabulated, as Trump has suggested.

The five states that already have such balloting have had time to ramp up their systems, while four states newly adopting it — California, New Jersey, Nevada and Vermont — have not. Washington, D.C., is also newly adopting it.

Of those nine states, only Nevada is a battleground, worth six electoral votes and likely to be pivotal only in a national presidential deadlock.

California, New Jersey, Vermont and D.C. are overwhelmingly Democratic and likely to be won by Biden.

As the United States sees the world's worst coronavirus outbreak, school closures are holding back the US economy and more support is needed to sustain a recovery, a top Federal Reserve official said on Wednesday.

The country schools and universities have not reopened or only done so partially, which, Fed Vice Chair Randal Quarles told a summit of the Institute for International Bankers, posed a risk to the recovery from the severe downturn caused by the pandemic.

"Many parents with children will be forced to work less, or not at all, which is going to be a hardship for them and weigh on the economy," Quarles said of the school closures.

Echoing comments by the central bank´s Chair Jerome Powell that more spending may be needed to get the world´s largest economy back on its feet, Quarles said, "it will take continued support to sustain a robust recovery."

Lawmakers in Washington are deadlocked on how much more to spend to stimulate the economy after key provisions of the $2.2 trillion CARES Act passed in March as the pandemic intensified expired.

Among the lapsed provisions was a program of loans and grants for small businesses as well as extra weekly payments for jobless workers after businesses shutdowns to stop the spread of Covid-19 led to tens of millions of layoffs.

Those programs have been credited with helping spur a rebound in some sectors including retail sales and housing, though analysts have raised fears of lasting damage should no new stimulus be passed.

Quarles acknowledges that damage done during the shutdowns in March and April "will take time to reverse" but that the rebound has been stronger "than almost any forecaster expected," pointing a surge reported by the Census Bureau over the summer of people seeking to start new businesses as evidence of the country´s resilience.

PCB removes Faisal Iqbal as Balochistan head coach over fake degree inquiry

The Pakistan Cricket Board (PCB) on Thursday removed Faisal Iqbal from the position Balochistan's head coach as there is a pending inquiry against him in Pakistan International Airlines (PIA) for allegedly submitting a fake matriculation certificate in 2003.

With the start of the new domestic season just a week away, the PCB, in a press release, said that it was 'withdrawing' Iqbal until the PIA gives him "a clean chit along with a No Objective Certificate (NOC)".

The PCB said that the decision was taken after Iqbal admitted that the PIA was "looking into a matter" regarding his employment.

The matter, according to various publications, stems from his alleged submission of a matriculation certificate that failed the verification process at the concerned educational board and was declared "forged/tampered".

He is purportedly one of three cricketers on PIA's books who have also been issued show-cause notices.

"It would be unfair on Faisal Iqbal as well on his side and the tournament if he competed in a major domestic tournament until he had resolved and settled the matter with his parent organisation," the PCB explained, adding that Iqbal could reclaim the position upon being cleared by the PIA.

Meanwhile, Balochistan's assistant coach Wasim Haider has been elevated to the interim head coach position, the Board added.

The development caps a rough week or so for Iqbal, who had been criticised and quarantined for five days after he violated Covid-19 protocols laid out by the PCB.

Iqbal, who is legendary cricketer Javed Miandad's nephew, has also seen his appointment with the PCB questioned multiple times on the basis of merit.

It is pertinent to mention here that PIA employees' credentials and paperwork have been under the scanner this year after Aviation Minister Ghulam Sarwar Khan, in the aftermath of the Flight 8303 crash in May, revealed that 262 of the national carrier's 860 pilots had fake licenses.

PCB has suggested to its South African counterpart that the national team tour Zimbabwe in March for the three-match ODI series.

This will provide the green squad with a 10-day window after Pakistan Super League (PSL) 2021.

Cricket activities in South Africa have not yet resumed after restrictions were imposed due to the COVID-19 pandemic.

Earlier in August, Pakistan's tour of South Africa was postponed as CSA informed its Pakistani counterpart that it could not establish a biosecure environment the the COVID-19 pandemic continuing to rage.

The federal government has approved as much as 262% hike in the prices of almost 100 local and imported medicines in Pakistan, a notification issued Thursday read, with Prime Minister Imran Khan's aide on health saying it was necessary to ensure the drugs were "affordable to everyone".

According to the notification, the prices of some 94 medicines were jacked up by at least 9% and as much as 262%, further aggravating the plight of the common people in the country.

Drugs that became costlier included those used to treat fever, headache, heart diseases, malaria, diabetes, sore throat, flu, abdominal and stomach pains, skin diseases, postpartum issues, and eye, ear, tooth, mouth, and blood infections, as well as certain antibiotics.

Among these were 68 local medicines and 26 imported ones, the notification read, citing declining availability of medicines in the market, a rise in the value of the dollar, and costlier raw materials as the factors that contributed to the medicines becoming costlier.

However, it added that pharmaceutical companies would not be allowed to raise prices further until June 2021.

Speaking to the media, Special Assistant to the Prime Minister on Health Dr Faisal Sultan said drugs that were more expensive now "are the life-saving ones and those with old formulas".

"These drugs become unavailable due to a lack of appropriate change in their prices and end up being sold on the black market," Dr Sultan said.

"It was important to ensure that the prices of medicines be affordable to everyone," he added, noting that drugs available at higher prices earlier will now be readily available instead.

The job of the government and Drug Regulatory Authority of Pakistan (DRAP), he explained, was to ensure the availability of medicines to everyone in the country.

The SAPM said the prices of such medicines had to be bumped up slightly, "just enough to make sure they are available to the common people".

Addressing an assumption that the federal government may have given in to drug-makers' demands, he said: "We did now bow down to pressure from pharmaceutical companies.

Dr Sultan said a list of medicines that have become costlier would be posted on the website.

"We are working on a new pricing policy," he explained, adding that the government was bringing reforms in all health institutions.

Talking about the Afghan peace process, Foreign Minister Shah Mahmood Qureshi on Thursday warned against "spoilers from within and without", adding that they will pose formidable challenges for peace to prevail in the region.

"Constant vigilance will be required to guard against their machinations," said the foreign minister, referring to the spoilers in the Afghan peace process as he addressed the ministers' conference.

Qureshi said that Pakistan was happy it had played its role in facilitating peace talks between the Taliban and the US in Doha earlier this year, calling on all parties and stakeholders in the Afghanistan peace process to seize this "historic opportunity" for peace in the country.

The foreign minister addressed the Kashmir issue, stating that sustainable peace in the region would remain a 'dream' unless the Kashmir dispute was not resolved according to the United Nations' resolutions.

"The unprecedented, brutal and inhumane siege and communications blockade, especially since India's illegal and unilateral August 5 move has destroyed lives," he said.

Afghan government mounts pressure on Taliban for truce

The government of Afghanistan and the Taliban, after waging war against each other for 19 years, have finally come to the table for talks in hopes to ensure durable peace in the country.

Multiple rounds of talks since last year have taken place in Doha between the two parties with Pakistan facilitating the truce and the US eager for an exit from the war-ravaged country.

The Taliban, who fought a years-long guerrilla campaign against American and Afghan forces after they were forced from power in a 2001 US-led invasion, did not mention a truce as they came to the negotiating table a few weeks ago.

Afghan presidential spokesman Sediq Seddiqi had earlier tweeted that the presence of government negotiators at the talks "is aimed at achieving a ceasefire, ending the violence and ensuring lasting peace and stability in the country."

The head of the peace process for the Afghan government, Abdullah Abdullah, had earlier suggested the Taliban could offer a ceasefire in exchange for the release of more of their jailed fighters.

Delegates have warned that negotiations, which take place even as fighting continues in Afghanistan, would be arduous and messy.

"We will undoubtedly encounter many challenges in the talks over the coming days, weeks and months," US Secretary of State Mike Pompeo had said during a visit to Doha Sunday.

He also urged the warring sides to "seize this opportunity" to secure peace.

Former Australian cricket legend Dean Jones has passed away in Mumbai on Thursday.

The 59-year-old was in India to cover the ongoing 13th edition of the Indian Premier League (IPL) as a commentator where he reportedly suffered a sudden heart attack which proved fatal.


Jones also worked with the Islamabad United franchise in the Pakistan Super League (PSL) and guided the team to their second title.

He was the coach of the Karachi Kings franchise during the PSL 2020 and was expected to return to Pakistan for the remainder of the match in November later this year.

Jones represented Australia in 52 Tests and 164 ODIs where he has managed to score 9,699 runs, which included 18 centuries and 60 half-centuries.
