Turkey combats Black Sea floods, death toll rises to 31

Turkey combats Black Sea floods, death toll rises to 31
Emergency workers battled to relieve flood-hit areas of Turkey's Black Sea region on Friday, as the death toll rose to 31 in the second natural disaster to strike the country this month.

The floods, among the worst Turkey has experienced, brought chaos to northern provinces just as authorities were declaring wildfires that raged through southern coastal regions for two weeks had been brought under control.

Torrents of water tossed dozens of cars and heaps of debris along streets, destroyed bridges, closed roads and cut off electricity to hundreds of villages.

"This is the worst flood disaster I have seen," Interior Minister Suleyman Soylu told reporters late on Thursday after surveying damage that extended across the provinces of Bartin, Kastamonu and Sinop.

Twenty-nine people died as a result of floods in Kastamonu and another two people died in Sinop, the Disaster and Emergency Management Directorate (AFAD) said.

Ten people were being treated in hospital, it added.

Opposition politicians said many more people were missing and the number of deaths could rise sharply.

"The infrastructure in Ayancik (district) has completely collapsed. The sewage system is destroyed. There is no electricity or water," Sinop Mayor Baris Ayhan told Reuters.

TREES UPROOTED

The floods and fires, which killed eight people and devastated tens of thousands of hectares of forest, struck in the same week that a U.N. panel said global warming was dangerously close to spiralling out of control, and warned that extreme weather would become more severe.

About 45 cm (18 inches) of rain fell in less than three days in one village near the worst-hit region, Kastamonu's Bozkurt district, AFAD cited meteorology authorities as saying.

Footage of the flood's first moments in Bozkurt showed the river there overflowing in a fast-moving deluge which tore up trees and dragged away vehicles.

The small town of Bozkurt lies in a valley along the banks of the Ezine river in Kastamonu province, 2.5 km (1.6 miles) from the Black Sea.

Opposition Republican People's Party (CHP) lawmakers attributed the level of destruction there to extensive construction on the river banks in recent years.

Speaking in Bozkurt, Erdogan declared the three provinces a disaster zone. "Our country has been grappling with natural disasters for a while, as are many places in the world. This is not just our country but the United States, Canada, Germany and many other European countries," he said.

More than 1,800 people were evacuated from flood-affected areas, some with the aid of helicopters and boats, AFAD said.

Helicopters lowered coast guard personnel onto the roofs of buildings to rescue people stranded as flood water swept through the streets, footage shared by the Interior Ministry showed.

Nearly 180 villages were still without electricity on Friday evening. Five bridges had collapsed and many others were damaged, leading to road closures, AFAD added. Parts of the roads were also swept away.

Turkey's meteorology authority said more heavy rain was expected in the central and eastern Black Sea region with a risk of further floods.

Pakistan eases visa policy to help journalists, media workers evacuate Afghanistan

Pakistan eases visa policy to help journalists, media workers evacuate Afghanistan
Pakistan on Friday announced a relaxation in its visa policy for journalists and media workers stuck in Afghanistan, where the security situation has been worsening in the wake of a sweeping Taliban offensive.

"The Government of Pakistan has decided to ease its visa policy for journalists and media workers stranded in Afghanistan in view of the evolving situation in Afghanistan," a statement issued by Interior Minister Sheikh Rasheed said.

The statement urged the foreign journalists and media workers "who want to leave Afghanistan via Pakistan" to apply for a Pakistani visa.

"The interior ministry will issue visas to such international journalists and workers on a priority basis," it added.

It further said the government had taken the decision to relax the visa policy in consideration of the safety of the media personnel working in Afghanistan,

The announcement comes as the Taliban on Friday seized more major cities as they raced to take full control of Afghanistan and inched closer to Kabul, with the United States and Britain deploying thousands of troops to evacuate their citizens from the capital.

The evacuation orders came as the Taliban took control of Kandahar — the nation's second-biggest city — in the insurgency's heartland, leaving only Kabul and pockets of other territories in government hands.

The government has now effectively lost most of the country following an eight-day blitz into urban centres by the Taliban that has also stunned Kabul's American backers.

The first wave of the offensive was launched in early May after the United States and its allies all but withdrew their forces from Afghanistan, with President Joe Biden determined to end two decades of war by September 11.

Last month, NAI, a rights group supporting independent media in Afghanistan, reported that at least 30 journalists and media workers had been killed, wounded or abducted by militant groups in Afghanistan this year.

Earlier this week, suspected Taliban fighters killed an Afghan radio station manager in Kabul and kidnapped a journalist in southern Helmand province.

LHC grants student more time to prepare for entry test

LHC grants student more time to prepare for entry test
The Lahore High Court has directed the Medical Commission to issue another date to the petitioner student Khushbakht for her pre-medical entry test.

During a hearing, Justice Risal Hasan directed that the entry test will be held on schedule and told the student to appear before the PMC on August 23.

Medical college entry exams are scheduled between August 30 and September 30.

Advocate Arshad and Ali Imran Rao presented arguments before the court on August 13 (Friday) on behalf of the petitioner.

According to the petition, the new dates had been set in violation of the rules of the Pakistan Medical Commission. “Students who will sit for pre-medical exams on August 30 will have less time to prepare than students sitting at later dates.”

Earlier, on August 11, the court’s Registrar Office had objected that the petition was filed, without attaching the date sheet.

Justice Tanveer declared that this objection was invalid and ordered the office of the court to fix the petition for a hearing.

The petitioner said that she was given the date of August 30 for her rest, adding that she wasn’t given enough time to prepare for it. She said that the schedule for the entry test is a direct violation of the Pakistan Medical Commission’s laws.

She claimed that this step is discriminatory, adding that coronavirus was spreading quickly in 2020 yet the entry exam of all students was taken the same day.

The petitioner had asked the court to ensure that the entry test would be taken at the same time.

The PMC and the federal government were named in the petition as respondents.

Court orders NAB to file reference against Khawaja Asif

 Khawaja Asif
An accountability court in Lahore has ordered the National Accountability Bureau to file a reference against Pakistan Muslim League -Nawaz’s Khawaja Muhammad Asif soon. It has also exempted the PML-N leader from court appearance until then.

Judge Shaikh Sajjad Ahmed issued on Friday a written order after hearing Asif’s petition for the exemption. The court announced relief for Khawaja Asif on Thursday.

Friday’s written order emphasised the immediate need to file the reference.

The court ordered that the NAB’s special prosecutor must provide updated information to the officer investigating Asif’s assets that, the accountability body claims, were accumulated by money earned beyond means.

The accountability court has said that NAB had not filed any reference against Asif and without a reference court proceedings were leading to nowhere. It said Asif would be summoned once the NAB filed a reference.

Pending a reference from the NAB, the file against Asif would be consigned to the record room.

Earlier, the NAB prosecutor had opposed the exemption during the court hearing on Thursday, saying the accused was under a legal obligation to appear before the court unless a formal judgment is made.

Asif’s lawyer responded by saying that that was exactly what his client had sought: they had been asking for an exemption until the reference is filed.

Charges Against Khawaja Asif

The NAB had arrested Khawaja Asif in December 2020 from Islamabad. However, the Lahore High Court released him on bail in June 2021.

Former Defense Minister Khawaja Asif faces four charges of wrongdoing including hiding his true source of income and accumulating assets beyond means. The NAB claims his assets grew from Rs51m in 1991 to Rs222m in 2018.

Before the 2018 general elections, the Islamabad High Court had disqualified him for holding an Iqama, but the Supreme Court quashed the judgment, allowing him to run for public office.

TikTok rolls out privacy updates for teenaged users

TikTok
TikTok became the latest tech company Thursday to announce tighter protections for teenagers as social media platforms come under increased scrutiny over their privacy safeguards.

The short video-sharing app will roll out a number of features in the coming months, including a default curb for 16 and 17-year-olds on in-app messaging unless it is switched to a different setting.

Under 16s will see a pop-up message when they publish their first video, asking them to choose who can watch.

And users aged 16 and 17 will be able to receive a pop-up asking them to confirm who can download their videos. Downloads are already disabled on content posted by under 16s.

The Chinese-owned platform will also stop sending push notifications to users aged 13 to 16 from 9pm -- and an hour later for 16 to 17-year-olds -- with the aim of reducing their screen time at night.

The moves announced by head of child safety public policy Alexandra Evans and global head of privacy Aruna Sharma build on previous measures to protect young users from predators, bullies and other online dangers.

"It's important to ensure even stronger proactive protections to help keep teens safe, and we've continually introduced changes to support age-appropriate experiences on our platform," Evans and Sharma said.

"We want to help our younger teens in particular develop positive digital habits early on."

Google, YouTube and Facebook-Instagram have all recently bolstered defenses for teen users, while critics have been urging Facebook to abandon plans for a children's version of Instagram.

TikTok was the world's most downloaded app last year, overtaking Facebook and its messaging platforms, according to market tracker App Annie.

The video app surged in popularity, according to market tracker App Annie, despite efforts by former president Donald Trump to ban it or force a sale to US-based investors.

UK says US pullout from Afghanistan a 'mistake'

British Defence Secretary Ben Wallace
Britain on Friday slammed the United States troop withdrawal from Afghanistan, warning the Taliban's resurgence would create a breeding ground for extremists that threatened the world.

Defence Secretary Ben Wallace on Thursday announced that some 600 troops would help evacuate British nationals from the country, as the Islamists seize more control.

But he told Sky News television the US decision to withdraw troops “leaves a very big problem on the ground”, handing momentum to the Taliban.

He predicted it would benefit Al-Qaeda, who were given safe haven by the Taliban before the September 11, 2001 attacks that prompted the West's 20-year involvement in Afghanistan.

“I'm absolutely worried that failed states are breeding grounds for those type of people,” he added.

“Of course Al-Qaeda will probably come back,” he said, warning that would lead to “a security threat to us and our interests.”

“I felt that that was a mistake to have done it that way, that we'll all as an international community probably pay the consequences of that,” Wallace said of the Doha agreement signed between the United States and the Taliban.

The agreement, signed under former US president Donald Trump last year, left Britain with no choice but to withdraw its troops, he said.

'A total betrayal'

The 600 British troops being sent to Afghanistan to help with repatriation is close to the 750 Britain had in the country before the withdrawal.

They will help up to 3,000 British nationals leave, Wallace said.

The minister's critical comments about the withdrawal were among several from senior politicians and military top brass.

The chairman of the influential Foreign Affairs Select Committee in parliament, Tom Tugendhat, told the BBC: “We've just pulled the rug from under them,” referring to the Afghan people.

The Conservative MP added that Britain's need to send in more troops to facilitate its withdrawal was “a sure sign of failure”.

Former international development minister Rory Stewart called the troop withdrawal “a total betrayal by the US and by the UK” that risked triggering a civil war between rival warlords currently defending against the Taliban.

Johnny Mercer, a Conservative MP and former veterans minister who served in Afghanistan, called the withdrawal “a disgrace”.

“I think it's humiliating for the UK military, for the families who lost individuals over there but above all it's a huge tragedy for the people of Afghanistan, who've been through so much over so many years,” he told Times Radio.

“We've chosen this defeat and it's shameful. “

Five people, including a child, killed in UK's first mass shooting in 11 years

Five people, including a child, killed in UK's first mass shooting in 11 years
British police said on Friday they were investigating the background of a troubled loner who obtained a firearms licence and shot dead five people including a three-year-old girl in the country's first mass shooting in 11 years.

No motive has yet emerged for Thursday evening's bloodshed at the hands of 22-year-old gunman Jake Davison, who killed himself after the six-minute spree in a quiet residential area of Plymouth, southwest England, not far from western Europe's biggest naval base.

But Devon and Cornwall Police ruled out terrorism, including with far-right groups, and said there was a “familial relationship” with Davison's first victim aged 51, while declining to confirm local reports that she was his mother.

After killing the woman at her house, Davison shot and killed the toddler and her male relative aged 43 on the road outside, before taking the lives of a man and woman nearby, the police said.

Another two local residents received “significant” but not life-threatening gunshot wounds, Chief Constable Shaun Sawyer told reporters, adding that as of 2020, Davison held a valid firearms licence.

Local and national leaders expressed shock and grief. But as questions mounted over Davison's past and the police response, Prime Minister Boris Johnson thanked the emergency services.

“My thoughts are with the friends and family of those who lost their lives and with all those affected by the tragic incident in Plymouth last night,” he tweeted.

Tough gun laws

A single gun was recovered from the scene after Davison shot himself, but the police chief was unable to confirm witness accounts that it was a pump-action shotgun.

Britain has some of the Western world's toughest gun controls and police are not routinely armed.

Private ownership of handguns was outlawed in nearly all cases after a school massacre in the Scottish town of Dunblane in 1996, which claimed the lives of 16 young pupils and their teacher in Britain's worst mass shooting to date. But ownership of sporting rifles and shotguns is allowed, subject to strict licensing rules.

Licences last five years, and are meant to be granted only after thorough police background checks, including for mental illness.

Britain's last mass shooting was in June 2010, when taxi driver Derrick Bird killed 12 people in Cumbria, northwest England.

Davison's social media channels indicated an interest in guns, right-wing libertarian politics and “shoot-em-up” video games.

The content suggested a self-pitying loner, alienated from his family and hostile to women.

On Facebook, Davison said he was originally from the US city of Phoenix, Arizona, but that was not substantiated in local accounts.

He listed his employer in Plymouth as Babcock International, a UK engineering services company active in the city's naval docks.

He was reportedly a trainee crane operator in the docks, after working as a scaffolder in his late teens.

YouTube deleted his own content on Friday morning. Prior to being taken down, it mostly showed him lifting weights in his home gym.

In one message to the camera, in a strong English west-country accent, he ranted about women in misogynistic terms. In the last upload, on July 28, he spoke of feeling “beaten down and defeated” by life.

The last external video he “liked” on YouTube, this week, was of a series of shots fired from a World War II US rifle.

Sawyer defended the police response, insisting that armed response units were quickly at the scene, but too late to engage with Davison before he killed himself.

“We believe we have an incident that is domestically related that has spilled over into the streets,” said Sawyer, adding that police were examining Davison's social media activity, hard drives, and home life.

The chief constable said he could not confirm whether Davison's firearms licence covered the weapon used on Thursday.

An “independent review” would look into how he obtained the licence, and whether the gunman had any mental health issues.

Pfizer, Moderna seen making billions from COVID-19 vaccine boosters

Pfizer, Moderna
Drugmakers Pfizer Inc, BioNTech, and Moderna Inc are expected to make billions of dollars from COVID-19 booster shots in a market that could rival the $6 billion in annual sales for flu vaccines for years to come, analysts and healthcare investors say.

For several months, the companies have said they expect that fully inoculated people will need an extra dose of their vaccines to maintain protection over time and to fend off new coronavirus variants.

Now a growing list of governments, including Chile, Germany and Israel, have decided to offer booster doses to older citizens or people with weak immune systems in the face of the fast-spreading Delta variant.

Late on Thursday, the US Food and Drug Administration authorised a booster dose of vaccines from Pfizer Inc and Moderna Inc for people with compromised immune systems.

Pfizer, along with its German partner BioNTech, and Moderna have together locked up over $60 billion in sales of the shots just in 2021 and 2022. The agreements include a supply of the initial two doses of their vaccines as well as billions of dollars in potential boosters for wealthy nations.

Going forward, analysts have forecast revenue of over $6.6 billion for the Pfizer/BioNTech shot and $7.6 billion for Moderna in 2023, mostly from booster sales. They eventually see the annual market settling at around $5 billion or higher, with additional drugmakers competing for those sales.

The vaccine makers say that evidence of waning antibody levels in vaccinated people after six months, as well as an increasing rate of breakthrough infections in countries hit by the Delta variant, support the need for booster shots.

Some early data suggests that the Moderna vaccine, which delivers a higher dose at the outset, maybe more durable than Pfizer’s shot, but more research is needed to determine whether that is influenced by the age or underlying health of the people vaccinated.

As a result, it is far from clear how many people will need boosters, and how often. The profit potential of booster shots may be limited by the number of competitors who enter the market. In addition, some scientists question whether there is enough evidence that boosters are needed, particularly for younger, healthy people.

The World Health Organisation has asked governments to hold off on booster shots until more people worldwide receive their initial doses.

"We don't know what the market forces will be," Moderna President Stephen Hoge said in an interview last week. "At some point, this will become a more traditional market - we'll look at what are the populations at risk, what value are we creating, and what are the number of products that serve that value. That will ultimately impact price."

Pfizer declined to comment on the story. During the company’s second-quarter earnings call, executives said they believe a third dose will be necessary 6 to 8 months after vaccination, and regularly afterwards.

A model in flu shots

If regular COVID-19 boosters are needed among the general population, the market would most resemble the flu shot business, which distributes more than 600 million doses per year. Four competitors split the US flu market, which is the most lucrative and accounts for around half the global revenue, according to Dave Ross, an executive at CSL's flu vaccine unit Seqirus.

Flu vaccination rates in developed countries have settled at around 50% of the population, and COVID boosters would likely follow a similar pattern if approved widely, said Atlantic Equities analyst Steve Chesney.

Flu shots cost around $18 to $25 a dose, according to U.S. government data and competition has kept price increases in check, with producers raising prices 4 or 5% in 2021.

Pfizer and Moderna may have greater pricing power for their boosters, at least at the outset, until competitors arrive. Pfizer initially charged $19.50 per dose for its vaccine in the United States and 19.50 euros for the European Union but has already raised those prices by 24% and 25%, respectively, in subsequent supply deals.

AstraZeneca Plc and Johnson & Johnson are both gathering additional data on boosters of their vaccines. Novavax, Curevac, and Sanofi could also potentially be used as boosters, though their vaccines have yet to receive any regulatory authorisation.

"A lot of these firms aren't even in the market yet. I think within a year's time, all these companies will have booster strategies," said Morningstar analyst Damien Conover, who covers Pfizer.

Mizuho Securities analyst Vamil Divan expects at least 5 players in the COVID-19 booster market within a few years.

There's still a lot of uncertainty around how boosters would be rolled out in the United States. Still, it is possible or even likely that people will be boosted with different vaccines than they were originally vaccinated with. The National Institute of Allergy and Infectious Diseases is already testing mixed boosting, and other countries that have used so-called mix and match vaccination have not had problems with that strategy.

One factor that could curb prices is if the US government continues paying for most or all of the shots administered in the country, rather than leave it in the hands of private health insurers. In that scenario, the government would still be negotiating prices directly with vaccine makers and could use its buying power to stave off price increases.

Bijan Salehizadeh, managing director at healthcare investment firm Navimed Capital, said the US government is likely going to want to keep paying in order to keep vaccination rates high and prevent new COVID surges, particularly if a Democratic administration is still in power.

"It's going to be paid for until the virus disappears or mutates to be less virulent," Salehizadeh said.

England to play two T20s in Pakistan before Twenty 20 World Cup

England to play two T20s in Pakistan before Twenty20 World Cup
The Pakistan Cricket Board (PCB) on Friday confirmed that the England cricket team will play two Twenty20 internationals in October on their first tour of the country since 2005.

“The England men's side will visit Pakistan in October for two Twenty20 internationals. Both matches will be played at the Pindi Cricket Stadium in Rawalpindi on 13 and 14 October,” said the PCB release.

Eoin Morgan’s side, along with Heather Knight’s team, will arrive in Islamabad on Oct 9 and they will depart for Dubai on Oct 15 for the Twenty20 World Cup that will take place in Oman and the United Arab Emirates from Oct 17 to Nov 14.

England's women will also play three one-day internationals on October 17, 19 and 21 at the Rawalpindi stadium.

“We are delighted to welcome both the England men’s teams for what will be their first tour to Pakistan since 2005, and the England women’s team, who will be touring Pakistan for the first time,” said PCB chief executive Wasim Khan.

New Zealand's cricket team will also tour Pakistan in September — their first after a gap of 18 years — one of many tours that will further restore Pakistan's image as a safe host for international matches.

The West Indies and Australia are also due to play in Pakistan in the next seven months. Pakistan became a no-go area for international teams after a deadly 2009 attack on the Sri Lanka team bus in Lahore.

But a rapid improvement in security in recent years has gradually seen the return of international cricket, with Zimbabwe, Sri Lanka, the West Indies and South Africa touring in the last six years.

England last toured Pakistan in 2005. In 2012 and 2015 Pakistan had to host England in the United Arab Emirates.

Taliban detain 'Lion of Herat', capture three more provincial capitals in relentless push

Mohammad Ismail Khan
Taliban insurgents detained veteran militia commander Mohammad Ismail Khan on Friday after they seized the western city of Herat, a provincial council member said. The insurgents also captured three more provincial capitals as they press a lightning offensive that is gradually encircling the capital, Kabul.

Khan, who has been leading fighters against the Taliban in recent weeks, was handed over to the insurgents along with the provincial governor and security officials under a pact, provincial council member Ghulam Habib Hashimi told Reuters.

"The Taliban agreed that they will not pose any threat or harm to the government officials who surrendered," Hashimi said.

Khan is one of Afghanistan's most prominent warlords. Known as the Lion of Herat, he battled Soviet occupiers in the 1980s and was a key member of the Northern Alliance whose US-backed forces toppled the Taliban in 2001.

Taliban spokesman Zabihullah Mujahid confirmed that Khan had been detained.

Meanwhile, the capture of Lashkar Gah — Helmand's provincial capital — came after facing some of the heaviest fighting in the last two decades. Hundreds of foreign troops were killed there over the course of the nearly two-decade war.

The insurgents have taken more than a dozen provincial capitals in recent days and now control more than two-thirds of the country just weeks before the US plans to withdraw its last troops.

Attaullah Afghan, the head of the provincial council in Helmand, said that the Taliban captured the provincial capital of Lashkar Gah following heavy fighting and raised their white flag over governmental installations. He says that three national army bases outside of Lashkar Gah remain under the government's control.

Atta Jan Haqbayan, the provincial council chief in Zabul province, said the local capital of Qalat fell to the Taliban and that officials were in a nearby army camp preparing to leave.

Two lawmakers from Afghanistan’s southern Uruzgan province said local officials surrendered the provincial capital, Tirin Kot, to the rapidly advancing Taliban. Bismillah Jan Mohammad and Qudratullah Rahimi confirmed the surrender on Friday. Mohammad said the governor was en route to the airport to depart for Kabul.

Kandahar, Herat captured

The latest advances came hours after the insurgents captured the country’s second and third largest cities in a lightning advance. The seizures of Kandahar and Herat mark the biggest prizes yet for the Taliban.

While Kabul isn’t directly under threat yet, the losses and the battles elsewhere further tighten the grip of a resurgent Taliban, who are estimated to now hold over two-thirds of the country and continue to press their offensive.

With security rapidly deteriorating, the United States planned to send in 3,000 troops to help evacuate some personnel from the US Embassy in Kabul.

Separately, Britain said about 600 troops would be deployed on a short-term basis to support British nationals leaving the country, and Canada is sending special forces to help evacuate its embassy.

Thousands of Afghans have fled their homes amid fears the Taliban will again impose a brutal, repressive government, all but eliminating women’s rights and conducting public executions.

Peace talks in Qatar remain stalled, though diplomats are still meeting, as the US, European and Asian nations warned that any government established by force would be rejected.

“We demand an immediate end to attacks against cities, urge a political settlement, and warn that a government imposed by force will be a pariah state,” said Zalmay Khalilzad, the US envoy to the talks.

Fazel Haq Ehsan, chief of the provincial council in the western Ghor province, said on Friday that the Taliban had entered Feroz Koh, the provincial capital, and that there was fighting inside the city. The Taliban meanwhile claimed to have captured Qala-e Naw, the capital of the western Badghis province. There was no official confirmation.

The Taliban are also on the move in Logar province, just south of Kabul, where they claim to have seized the police headquarters in the provincial capital of Puli-e Alim as well as a nearby prison. The city is some 80 kilometres south of Kabul.

The latest US military intelligence assessment suggests Kabul could come under insurgent pressure within 30 days and that, if current trends hold, the Taliban could gain full control of the country within a few months. The Afghan government may be forced to pull back to defend the capital and just a few other cities in the coming days if the Taliban maintain momentum.

Collapse of Afghan forces

The continuing Taliban onslaught represents a stunning collapse of Afghan forces after the United States spent nearly two decades and $830 billion trying to establish a functioning state after toppling the group in the wake of the September 11 attacks.

The advancing Taliban ride on American-made Humvees and carry M-16s pilfered from Afghan forces.

Afghan security forces and the government have not responded to repeated questions from journalists, instead issuing video communiques that downplay the Taliban advance.

Bill Roggio, a senior fellow at the Foundation for Defence of Democracies, said the Afghan army has rotted from within due to corruption and mismanagement, leaving troops in the field poorly equipped and with little motivation to fight.

The Taliban, meanwhile, have spent a decade taking control of large swaths of the countryside, positioning themselves to rapidly seize key infrastructure and urban areas once President Joe Biden announced the US withdrawal.

The difficulty of moving troops out to the provinces means the government is likely to focus all its efforts on defending the capital.

“Whatever forces are left or remaining that are in the Kabul area and the provinces around them, they’re going to be used for the defence of Kabul,” Roggio said. “Unless something dramatically changes, and I don’t see how that’s possible, these provinces will remain under Taliban control.”

In Herat, Taliban fighters rushed past the Great Mosque in the historic city — a structure that dates to 500 BC and was once a spoil of Alexander the Great — and seized government buildings. Witnesses described hearing sporadic gunfire at one government building while the rest of the city fell silent under the insurgents’ control.

Herat had been under militant attack for two weeks, with one wave blunted by the arrival of warlord Khan and his forces. But on Thursday afternoon, Taliban fighters broke through the city’s defensive lines and later said they were in control.

Afghan lawmaker Semin Barekzai also acknowledged the city’s fall, saying that some officials there had escaped.

In Kandahar, the birthplace of the Taliban, insurgents seized the governor’s office and other buildings, witnesses said.

The governor and other officials fled the onslaught, catching a flight to Kabul, the witnesses added. They declined to be named publicly as the defeat has yet to be acknowledged by the government.

The Taliban had earlier attacked a prison in Kandahar and freed inmates inside, officials said.

Earlier on Thursday, the insurgents raised their flags over the city of Ghazni, which sits on a crucial north-south highway just 130km southwest of Kabul.

In southern Afghanistan, the Taliban’s heartland, heavy fighting continued in Lashkar Gah, where surrounded government forces hoped to hold onto the capital of Helmand province.

Nasima Niazi, a lawmaker from Helmand, criticised ongoing airstrikes targeting the area, saying civilians likely had been wounded and killed.

“The Taliban used civilian houses to protect themselves, and the government, without paying any attention to civilians, carried out airstrikes,” she said.

With the Afghan air power limited and in disarray, aviation tracking data suggested US Air Force B-52 bombers, F-15 fighter jets, drones and other aircraft were involved in the fighting across the country, according to Australia-based security firm The Cavell Group.

US Central Command has acknowledged carrying out several airstrikes in recent days, without providing details or commenting on the concerns over civilian casualties.

A United Nations agency warned that civilians in southern Afghanistan faced cut-off highways and mobile phone outages. It described aid groups as being unable to determine how many people had fled as intense fighting and airstrikes continued there.

In Kabul and surrounding central provinces that remain under government control, the UN’s Office for the Coordination of Humanitarian Affairs said “the security situation remained unstable and unpredictable with elevated conflict and violence.”

Pakistan meanwhile opened the Chaman border crossing for people who had been stranded in recent weeks. The deputy commissioner of Chaman, Captain (retd) Jumma Dad Mandokhail, said the crossing was reopened following talks with the Taliban.

Even as diplomats met in Doha, Qatar on Thursday, the success of the Taliban offensive called into question whether they would ever rejoin long-stalled peace talks with the government in Kabul.

Instead, the group could come to power by force — or the country could splinter into factional fighting as it did after the Soviet withdrawal in 1989.

Pakistan looking at a current account deficit of 2-3% of GDP this year: SBP governor

State Bank of Pakistan Governor Reza Baqir
State Bank of Pakistan Governor Reza Baqir on Friday said that Pakistan is looking at a current account deficit this year that is 2-3% of the Gross Domestic Product.

Addressing a press conference in Islamabad, Baqir said that the State Bank, in its last monetary policy statement, said that it is looking at a current account deficit of 2-3% of the GDP "which roughly translates to $6.5-9.5 billion".

He said that a lot of people expressed concern and inquired whether that was a sustainable level.

"In our assessment, it is a sustainable level of current account deficit.

"In emerging markets, especially where the economy is improving, where the GDP is on the rise, a moderate level of current account deficit is not bad news, it is good news," he explained.

Three 'alarm bells'

Baqir said international experience tells us that there are three "alarm bells" for a country whose current account deficit is on the rise.

"In Pakistan's case, not even one of the three alarm bells is ringing," he said.

The SBP governor went on to explain that the first thing to watch out for is "the level of the current account deficit".

"In the past, we encountered problems when our current account deficit reached 6% of GDP. You may recall that after that, our reserves experienced a loss that forced us to go to the IMF (International Monetary Fund)," he said.

He said the level of current account deficit is not at an unsustainable level so there is no cause for alarm in this area.

The other possible alarm bell, he said, is if the current account deficit is rising and the exchange rate is not adjusting in accordance, especially in the case of countries that have a market-based exchange rate.

"This is an alarm bell because this is a natural phenomenon that when outflows are greater than inflows, and imports are increasing disproportionately to exports, the exchange rate sees an adjustment because it is a market mechanism.

"So if there is a situation when the exchange rate does not adjust, it is a cause for alarm," Baqir said.

"If the exchange rate in a country with a market-based exchange rate shows a good, two-way adjustment, like in Pakistan, it is a positive indicator," the SBP governor said.

He said that third "alarm bell" pertains to low reserves. "Our country is seeing the reverse. Our reserves are increasing."

Baqir said that therefore, one must remember that these alarm bells indicate whether a current account deficit is unsustainable and in the past, when Pakistan had unsustainable levels, all these warning signs were there.

Pak vs WI: Mohammad Abbas’ double strike puts Pakistan on top in first Test

Mohammad Abbas
Two quick wickets by Mohammad Abbas Thursday put West Indies on the back foot after Pakistan were bowled out on 217 on the opening day of the first Test played at Sabina Park.

At 2-2 going into the second day, with captain Kraigg Brathwaite and Roston Chase set to resume the innings, the home side will be mindful of the repeated batting capitulations they endured in being thrashed in a similar two-Test duel with South Africa two months earlier in St Lucia.

Abbas put the seal on a bowlers’ day by having Kieran Powell well taken low at second slip and then trapping Nkrumah Bonner leg before the next ball in a testing final 20 minutes of play.

It was Bonner’s first Test innings since his brief appearance on the opening day of the South Africa series when he was forced to retire hurt after being struck flush on the helmet first ball by fast bowler Anrich Nortje.

Like Abbas, the West Indies fast bowlers justified their skipper’s decision to bowl first with former leader Jason Holder and young pacer Jayden Seales taking three wickets each.

Kemar Roach lifted his tally of Test wickets to 225 in his 66th match by removing Imran Butt after half-an-hour’s play and then added the important wicket of Pakistan captain Babar Azam.

Babar and former skipper Azhar Ali put on 47 for the third wicket with Azhar capturing much of the attention in the afternoon session for a bizarre succession of reprieves via referrals to the television technology with four consecutive decisions going the way of the batsman.

However, it was the combined effort of left-handers Fawad Alam (56) and Faheem Ashraf (44) which gave the innings some substance.

The pair put on 85 for the sixth wicket only to be separated by a run out when Ashraf was found short of his ground by square-leg fielder Chase when seeking to complete a sharp single.

As well as the West Indies bowled on the first day pitch, the conditions were a bit of a surprise for them.

"It was a little slower than I expected it to be so I had to bowl a lot fuller and make the batsmen play a lot more," said Holder.

"I think it is going to be difficult up front with the bowlers they have available. We can look at the application showed by Faheem and Fawad and take pattern from that."

On a day when 12 wickets fell, it was the four occasions in quick succession when Azhar survived to fight on early in the post-lunch period which proved most memorable.

Twice he was reprieved by reviewing the on-field umpire’s decision against him and two more times Brathwaite was unsuccessful in having not out decisions overturned via the available television technology.

Holder was the unfortunate bowler on the first three occasions while Kyle Mayers was the other man left particularly aggrieved.

Ironically, it was Holder who then held a good low catch at second slip to dismiss Azhar for 17 off Seales.

WHO to test three anti-inflamatory drugs as treatment for COVID-19

 World Health Organisation
A clinical trial in 52 countries would study three anti-inflammatory drugs as potential treatments for COVID-19 patients, said the World Health Organisation (WHO) on Wednesday.
"These therapies — artesunate, imatinib and infliximab — were selected by an independent expert panel for their potential in reducing the risk of death in hospitalised COVID-19 patients," it said in a statement on the Solidarity PLUS trial. Artesunate is already used for severe malaria, imatinib for certain cancers, and infliximab for diseases of the immune system such as Crohn's Disease and rheumatoid arthritis. The original Solidarity trial last year found that all four treatments evaluated — remdesivir, hydroxychloroquine, lopinavir/ritonavir and interferon — had little or no effect in helping COVID patients. So far, only corticosteroids have been proven effective against severe and critical COVID-19. The WHO said artesunate, produced by Ipca, is used to treat malaria. In the trial, it will be administered intravenously for seven days, using the standard dose recommended for the treatment of severe malaria. Imatinib, produced by Novartis, is used to treat certain cancers. In the trial, it will be administered orally, once daily, for 14 days. Infliximab, produced by Johnson and Johnson, is used to treat diseases of the immune system. In the trial, it will be administered intravenously as a single dose.

Pakistan to get $2.77 billion from IMF on August 23: Shaukat Tarin

Minister for Finance Shaukat Tarin
Minister for Finance Shaukat Tarin on Thursday said that Pakistan is due to receive $2.77 billion from the International Monetary Fund on August 23.
Addressing a press conference to announce the development, Tarin said that the funds will directly be sent to the State Bank of Pakistan, which will help further improve the country’s foreign exchange reserves, and thus have a positive impact on the economy. Tarin said that the international money lender has released a total of $650 billion for various countries. The amount aims to boost global liquidity amid the coronavirus pandemic. The finance minister said that it was an "unconditional" allocation from the IMF, which would be used in a productive way. Tarin said that Pakistan had been already working on reforms to bring stability and sustainability under the IMF programme. He said that the measures taken by the government have been bearing fruits, as is evident by the growth in revenue collection, which in turn is indicative of economic growth. The finance minister said that the 2021-22 budget contains a lot of positive steps that the government has taken and so, growth is expected in the coming months. In response to a question regarding tough conditions imposed by the IMF, he said that in mid March, the global lender had recommended that one way to reduce the ballooning circular debt in the power sector is to increase the tariff. "Our point of view — and the prime minister supports me in this — is that what will an increase do? Perhaps we will get some extra money. But our industry will become non-competitive," he said. "We may even end up protecting the poor from the tariff but when we increase the tariff on industries, there will be inflation. How will we protect the poor from inflation?" Tarin pointed out. "So this was counter intuitive," he added. The finance minister said that the other thing the IMF spoke about was personal income taxes, which are usually to the tune of Rs113-115bn, but the Fund wanted this ramped by Rs150bn more. "I said that the progressive way of doing it would be to bring those out of the tax net into the fold, rather than putting the burden of additional taxes on to people already paying them," he said. It bears mentioning that the Board of Governors of the IMF had approved a general allocation of Special Drawing Rights (SDRs) equivalent to US$650 billion (about SDR 456 billion) on August 2, 2021, to boost global liquidity. The allocation would benefit all members, address the long-term global need for reserves, build confidence, and foster the resilience and stability of the global economy. It would particularly help most vulnerable countries struggling to cope with the impact of the COVID-19 crisis.

RAW-NDS nexus involved in Dasu incident: FM Qureshi

Foreign Minister Shah Mahmood Qureshi
Foreign Minister Shah Mahmood Qureshi on Thursday said India's Research and Analysis Wing (RAW) and Afghanistan's National Directorate of Security (NDS) were involved in the Dasu incident that occurred in July.
Qureshi, addressing a press conference in Islamabad, said: "Afghanistan's land was used in concocting the plan; the planning and execution link clearly to the RAW and NDS nexus." At least 12 people, including nine Chinese nationals working on the Dasu hydel project were killed when a bus carrying them fell into a ravine following an explosion. An investigation into the tragic incident was carried out with the assistance of a 15-member Chinese security team. "The nexus cannot bear China and Pakistan's growing cooperation and increasing Chinese investment in the country," the foreign minister said, adding: "Alhamdulillah, they failed in their attempts." Pakistani authorities have traced the handlers of the incident and the investigation revealed that the car used in the incident was smuggled into Pakistan, the foreign minister said. The probe also revealed that the terrorists' primary target was the Diamer-Bhasha Dam, but when they failed there, they chose Dasu next, he added. The government arrived at a conclusion after taking into account several aspects of the investigation, said Qureshi. The authorities reviewed 36 CCTV cameras along the 1,400 kilometre route that the bus had gone through, he said. "We found a thumb, finger, and body parts [...] which were later analysed," said the foreign minister, adding that the authorities are fairly confident at this point that they must belong to the suicide bomber. Qureshi said that the authorities also recovered mobile phones from the bus — which had security personnel and Chinese nationals onboard — and the data on them was also examined. "We came to an initial conclusion that this was a blind case and could not be solved easily, but our institutions have successfully solved it," the foreign minister said. He said more than 1,000 workers of the Dasu hydel project were scrutinised and interviewed. Furthermore, the car used in the incident has been identified as to where it came from and how it was smuggled into Pakistan, Qureshi said. Taking over the media briefing, Deputy Inspector General Counter Terrorism Department Khyber Pakhtunkhwa Javed Iqbal said the convoy of vehicles that fateful day had left their base camp for Dasu at 7am. The incident occurred at the main Karakoram Highway (KKH) road, following which, CTD spearheaded the investigation along with other intelligence agencies. "We found the parts of the car used in the incident. The finger and thumb of the alleged suicide bomber [Khalid aka Sheikh] were also recovered from the site and we did a forensic and chemical analysis of them." The DNA and other samples of the person were cross-checked with the National Database and Registration Authority's (NDARA) database, but we found no leads there, Iqbal said. Authorities then analysed more than 500GB worth of CCTV camera data, and this exercised helped us identify a vehicle, Honda Accord, he said, adding that Atlas Honda was contacted, but they confirmed it was not logically manufactured. The mobile phones that we found belonged to the people who were on board the bus and we could not find any leads there either, he said, adding, "later, we scrutinised and interviewed the employees working on the project". "We had exhausted all the angles that are used to solve a case," he said. The authorities gathered information from across the country in the hunt for the vehicle, Honda Accord, and finally, we found a sticker of "Chaman 2 Motors" on the number plate of the car, he said. Iqbal said the showroom's owner informed the authorities that he had procured the car seven or six months back — in November 2020. "When we backtracked the car, it emerged that it had been transported from Afghanistan." The authorities then found a mobile phone through which they located the first suspect, Hussain. Later, we tracked him and through Hussain, we reached a second suspect, Ayaz, and arrested him from Karachi, said the top investigator. Two sons of Hussain, who were included in the investigation, confirmed that their father had indeed procured the car back in November, he said. Hussain and Ayaz, when interrogated, revealed that another suspect, Tariq, who belongs to the outlawed Tehreek-i-Taliban Pakistan and resides in Afghanistan, was also involved. He has gone back to the country after the incident, said Iqbal. "RAW and NDS supported the people involved in the incident. Everyone in Pakistan who had planned the attack has been arrested," said the DIG. Fourteen people are involved in the incident and Tariq is running this group from Afghanistan with the help of NDS and RAW, he said, adding that another suspect, Muavia, had planned the attack with Tariq.

Taliban move closer to Afghan capital after taking Ghazni city

Internally displaced Afghan families
The Taliban have taken the strategic Afghan city of Ghazni just 150 kilometres from Kabul, a senior lawmaker and the insurgents said on Thursday.
The city — the 10th provincial capital to fall to the insurgents in a week — lies along the major Kabul-Kandahar highway, effectively serving as a gateway between the capital and militant strongholds in the south. “The Taliban took control of the key areas of the city — the governor's office, the police headquarters and the prison,” Nasir Ahmad Faqiri, head of the provincial council, told AFP. He added that fighting continued in parts of the city but that the provincial capital was largely in the Taliban's hands. The Taliban also confirmed capturing the city, according to a statement posted by a spokesman on social media. The Afghan conflict has escalated dramatically since May, when US-led forces began the final stage of a troop withdrawal due to end later this month following a 20-year occupation. The loss of the Ghazni will likely pile more pressure on the country's already overstretched airforce, needed to bolster Afghanistan's scattered security forces who have increasingly been cut off from reinforcements by road. In less than a week the insurgents have seized 10 provincial capitals and have now encircled the biggest city in the north, the traditional anti-Taliban bastion of Mazar-i-Sharif. Fighting was also raging in Kandahar and Lashkar Gar — pro-Taliban heartlands in the south — as well as Herat in the west. Late on Wednesday, the Taliban claimed to have overrun the heavily fortified jail in Kandahar, saying it was “completely conquered after a long siege” and that “hundreds of prisoners were released and taken to safety”. The Taliban frequently target prisons to release incarcerated fighters and replenish their ranks. The loss of the jail is a further ominous sign for the country's second city, which has been besieged for weeks by the Taliban. The city was once the stronghold of the Taliban— whose forces coalesced in the eponymously named province in the early 1990s — and its capture would serve as both a massive tactical and psychological victory for the militants.

Pfizer's shares soar to 20-year high as vaccine manufacturers' stocks surge amid COVID-19

Pfizer
Pfizer's shares reached a 20-year high on Tuesday as shares of coronavirus vaccine makers have surged amid rising coronavirus cases in the United States.
Pfizer shares were last up 4.9% at $48.25, climbing as high as $48.57 during the session. The stock's previous intraday high was $47.44, reached on April 12, 1999. The percentage gain was the stock's biggest one-day rise since November 9, when Pfizer released positive data for its COVID-19 vaccine. “I think they are finally getting credit for the vaccine," said Jeff Jonas, a portfolio manager at Gabelli Funds, which owns Pfizer shares. While investors had treated the vaccine before as "a one-time cash infusion ... it is really going to be a durable business, unfortunately," Jonas said, adding that Pfizer should be able to leverage the vaccine's technology for use against other types of disease as well. Pfizer's share gains come as those of another coronavirus vaccine maker, Moderna Inc, have also been on a tear. While Moderna's shares were down 4% on Tuesday, they have soared some 78% since mid July, when S&P Dow Jones Indices announced it was adding the biotech company's stock to the benchmark S&P 500 index. US-traded shares of Pfizer's partner on the vaccine, Germany's BioNTech, were down over 5% on Tuesday, but have climbed about 30% this month. Shares of Novavax, which last week delayed its timeline for its COVID-19 vaccine, were up 11% on Tuesday. The rapid spread of the Delta variant of the coronavirus has pushed cases and hospitalisations in the United States to a six-month high. "The Delta variant has scared a lot of people into getting inoculated," said Peter Tuz, president of Chase Investment Counsel and an investor in Pfizer. Pfizer in late July raised its 2021 sales forecast for its COVID-19 vaccine by 29% to $33.5 billion. Ashtyn Evans, a healthcare analyst at Edward Jones, said Pfizer will be able to use the cash flow from the vaccine "for both internal research and development and for acquisitions to strengthen their pipeline."

PM Imran Khan laments lack of long-term planning by previous govts

PM Imran Khan laments lack of long-term planning by previous govts
Prime Minister Imran Khan Thursday performed the groundbreaking of the fifth extension project of the Tarbela Dam, lamenting lack of long-term planning by the previous governments.
The World Bank (WB) and the Asian Infrastructure Investment Bank (AIIB) are providing $390mn and $300mn, respectively, for the project to be completed by 2024. Chairman Water and Power Development Authority (WAPDA) Lt. Gen. (R) Muzamil Hussain briefed the prime minister in detail about the project. The prime minister was informed that the T-5 Hydropower Project will enhance Tarbela Dam's life by addressing the issue of sedimentation and ensuring sustainable irrigation releases. The prime minister was told that the project will generate another 1,530 MW of low cost and environmental friendly electricity. With the completion of T-5, the installed capacity of Tarbela Dam will increase from 4,888 MW to 6,418 MW. The prime minister also planted a sapling of pine tree to mark the event. Speaking on the occasion, PM Imran Khan said "unprecedented wildfires" had occurred in Italy, Turkey and other countries due to climate change. "We should focus our energies on generating clean power that does not harm the environment," he said, adding that the government must try to make use of minimum fuel to generate electricity. PM Khan said completing the Dasu and Bhasha dams on time was very important for the country. "It was decided to construct the Bhasha Dam in 1984," he said. "Why wasn't the Bhasha Dam ever completed? Didn't anybody have a vision for the country?" He said the country was faced with severe problems as Pakistan had never indulged in long-term planning. PM Khan said that Pakistan sells electricity at a high cost as it does not use water to generate it. The premier said Pakistan was faced with a water shortage owing to its massive population. "We have decided to build 10 dams in the next 10 years," said the prime minister. PM Khan said the Mohmand Dam will be constructed by 2025 while the Bhasha Dam will be finished by 2028. Speaker National Assembly Asad Qaiser, Federal Ministers Umar Ayub Khan, Ch. Moonis Ilahi, Minister of State for Information and Broadcasting Farrukh Habib. Governor Kbyber Pakhtunkhwa Shah Farman and Chief Minister Mehmood Khan were also present on the occasion.

US finds pakistan useful only in Afghan peace process: PM Khan

US finds pakistan useful only in Afghan peace process: PM Khan
Prime Minister (PM) Imran Khan has made it clear that Pakistan will not provide airbases to the United States (US) for strikes in Afghanistan.
Talking to foreign journalists at his home in Islamabad, PM Imran Khan said Pakistan convinced the Taliban for talks with the Afghan government and brought them on the table for negotiations, but the behaviour of Ashraf Ghani shows that he is not ready for talks. “Seems like Ghani is trying to convince the US for another intervention,” he said. Pakistan is just considered only to be useful in the context of the Afghan peace process, as the US has made India its strategic partner, he added. “I think that the Americans have decided that India is their strategic partner now, and I think that’s why there’s a different way of treating Pakistan now,” Khan said. A political settlement in Afghanistan was looking difficult under current conditions, Khan said and added that the US was trying for a military solution of Afghanistan, but failed miserably. The premier said Pakistan had “made it very clear” that it does not want any American military bases in Pakistan after US forces exit Afghanistan. US forces have continued to use airstrikes to support Afghan forces against Taliban advances, but it remains unclear if such support will continue after Aug. 31.

Fazl says EVM 'simplest way to rig elections' as PDM rejects electoral reforms, AJK poll results

Pakistan Democratic Movement' leaders
Pakistan Democratic Movement (PDM) chief Fazlur Rehman on Wednesday declared the electronic voting machine as the "simplest way to rig elections" as the alliance rejected the government's "unilateral" electoral reforms and Azad Jammu and Kashmir's election results.
Fazl's remarks came following a meeting between the Opposition alliance in Islamabad after a two-month hiatus, during which it was decided PDM will "direct all its efforts in ensuring free and fair elections [take place] in the country." The meeting's participants unanimously agreed the "country faces grave internal and external threats", and that the incumbent government has "completely failed" in combating the prevailing threats, the PDM chief said. "Pakistan is facing isolation due to the current regime's policies," the PDM chief said, slamming the government for its "failed" foreign policy. He recalled how recently Pakistan was not allowed to present its case during a United Nations Security Council meeting on Afghanistan. "PDM believes the only way forward in Afghanistan is through an inclusive political solution;. Pakistan aspires for a political and stable Afghanistan," Fazl said. Fazl said the PDM leaders took an in-depth review of the internal and external challenges facing Pakistan, after which, the meeting's participants demanded that Opposition lawmakers be taken into confidence over the situation in the neighbouring war-torn country. "An important section of the country is unaware of the situation as facts are being hidden from them," the JUI-F chief said. Speaking about the PDM's next course of action, he said the alliance's steering committee would hold a meeting on August 21 in Islamabad, during which the parties will mull over the recommendations presented today after internal deliberations. The PDM chief said final decisions will be made in the committee's meeting on August 28 in Karachi, following which, on August 29, a massive rally will be held in the port city. "At this time, there is no constitutional governance in the country [...] attacks on freedom of expression are rampant, journalists are being ambushed," he said, adding PDM had condemned the acts. All institutions should work within the constitutional framework so that the country can follow the Constitution in earnest, Fazl said. "We reject each and every electoral reform put forward by this selected government, and we believe that NAB and FIA have become political institutions, who have lost their standing, as they are being used against the Opposition," he said. The PDM demands cases registered by the FIA against journalists be taken back, he said, adding that the government end its tactics to gag the press. The meeting also decided that Qaumi Watan Party chief Aftab Sherpao will be made the senior vice-president of the alliance, he said. Fazl said the government has "bled the people dry" with historic inflation and unemployment, in its bid to meet the conditions of the International Monetary Fund. Taking over the press conference, Shahbaz said PML-N supremo Nawaz Sharif's medical treatment was underway in the UK, and a heart-related operation of his was crucial. "He (Nawaz) will not return without getting treated; it is unfortunate that the government is politicising the health of a three-time prime minister," Shahbaz said. The PML-N president reminded everyone that several people had "stooped so low" that when Nawaz's wife was on her death bed, they would make "absurd" comments about her health. JUI-F and PDM chief Maulana Fazlur Rehman presided over the meeting of the alliance, with Opposition Leader in the National Assembly Shahbaz Sharif, former prime minister Shahid Khaqan Abbasi, and Pakhtunkhwa Milli Awami Party Mahmood Khan Achakzai in attendance. PML-N Senator Prof Sajid Mir, National Party Senator Mir Kabir Mohammad Shahi, JUI-F leader Akram Khan Durrani, Qaumi Watan Party leader Aftab Ahmad Khan Sherpao, and Jamiat Ulema-e-Pakistan Shah Owais Noorani also attended the meeting. PML-N supremo Nawaz Sharif, PML-N Vice-President Maryam Nawaz attended the meeting via video link, while other party leaders were present in person.

Electronic voting machines can't be hacked: Shibli

Electronic voting machines can't be hacked, says Shibli Faraz during demonstration
Minister for Science and Technology Shibli Faraz said on Wednesday that electronic voting machines (EVMs) could not be hacked and were the best solution to problems of rigging during polls.
Addressing a media briefing at Parliament House in Islamabad, where the government had scheduled a demonstration of EVMs for lawmakers, the science minister assured everyone that the machines "couldn't be hacked or riddled with bugs" since they were not connected to the internet, dependent on mechanisms such as Bluetooth, WiFi or an operating system. He hailed EVMs as the solution to rigging during and after elections. Through electronic voting, Faraz added, elections would be transparent and their results immediate and trustable. The science minister called upon lawmakers to come and test out the EVM on display to satisfy themselves. He said it was up to the Election Commission of Pakistan (ECP) to decide whether the machines fulfilled the requirements, adding that the ECP was the only constitutional institution that could approve or reject them. "We are coordinating with the ECP. Before or immediately after Muharram [we will demonstrate EVMs to the ECP], obviously it's the biggest stakeholder," he said. He added that the government had tried to incorporate all the requirements of the ECP into the EVMs. Responding to a number of questions on how EVMs functioned, Faraz said repeated votes were not possible, adding that EVMs were not connected with the National Database and Registration Authority. He emphasised that voters would continue to be unidentifiable and that votes would not be verified through thumb impressions but voter lists instead. "The machine will only decide the process of entering the vote," he explained. Faraz said three per cent of votes or a total of 1.8 million votes were wasted from all over the country during general elections and margins of victory often came down to one or two votes. EVMs would eliminate this waste, he said. Meanwhile, National Assembly Speaker Asad Qaiser took to Twitter after testing the EVM out for himself, saying that technological advancements were "pivotal" to ensure transparency in the electoral process and strengthen democracy. Last week, Prime Minister Imran Khan himself received a detailed presentation and a demonstration of a new locally made EVM. Faraz said that the machine had been developed keeping in mind ground realities and in accordance with the specifications of the ECP, which had previously rejected the use of EVMs on technical grounds. According to the minister, the new EVM was simple and user-friendly for voters as well as the polling staff and it would eliminate chances of rigging as it could not be bugged or hacked as it would have no operating system and would not be connected to the internet. The ruling PTI has been pursuing the issue of the use of EVMs since the 2013 general elections. A prototype had first been shown off at Parliament House in May. Earlier in May, the prime minister had invited the opposition to sit down with the government and participate in bringing electoral reforms such as the use of EVMs in order to restore the credibility of local polls. In a series of tweets, the premier had said that after the NA-249 Karachi by-poll, all parties were "crying foul and claiming rigging". "Technology and the use of EVMs is the only answer to reclaim the credibility of elections. I invite the opposition to sit with us and select from EVM models we have available to restore the credibility of our elections," he had tweeted.
