Polling underways in GBA-3 Gilgit-3

Polling in GBA 3
The voting for the Gilgit Baltistan Legislative Assembly (GBLA) Gilgit-3 seat is underway amid tight security measures.

At least 73 polling stations have been set up for the polls where 41,360 registered voters are exercising their right to vote. 1,754 security personnel have been deployed at the polling stations to ensure smooth polling.

As many as 15 candidates are taking part in the GBLA-3 election.

Polling that started 8:00 am will continue till 5:00 pm without any break. The election in GBLA-3-Gilgit was postponed due to the death of Pakistan Tehreek –e-Insaf candidate Syed Jafar Shah.

The Pakistan Tehreek-e-Insaf (PTI) has secured two-third majority in the Gilgit Baltistan Legislative Assembly after six independent candidates on Friday had announced to join the party.

It is pertinent to mention here that seven candidates secured success in the Gilgit Baltistan polls as an independent candidate and six of them have so far joined the PTI, giving it the numbers in the legislative assembly to achieve the two-third majority in the house of 24 members.

The new induction had rose the number of PTI members in the legislative assembly to 16 including the six independent candidates besides also having the support of the Majlis-e-Wahdatul Muslimeen (MWM), which secured a seat during the polls.

Women police officers in New Zealand will now be able to wear a hijab as part of their official uniform, BBC reported.

The move is aimed at encouraging more Muslim women to join the force and to create an "inclusive" service reflecting the country's "diverse community", said a spokesperson.

According to BBC, a new recruit, Constable Zeena Ali will become the first police officer to wear a hijab with her uniform.

Besides New Zealand, London's Metropolitan Police and Police Scotland also offer the option of wearing the head covering.

In the UK, the hijab was approved in 2006 and in Scotland ten years later, in 2016. Meanwhile, in Australia, Victoria Police's officer, Maha Sukkar, wore it in 2004.

BBC cited New Zealand Police as saying that the process to include the hijab began in 2018, after a request came in from police staff visiting secondary schools.

Constable Ali was the first to make the request and was even included in the development process.

Ali was born in Fiji but moved to New Zealand in her childhood. Speaking to the New Zealand Herald, she said that she wanted to join the police force following the terror attack in Christchurch.

"I realised more Muslim women were needed in the police, to go and support people," she told the publication.

"It feels great to be able to go out and show the New Zealand Police hijab as part of my uniform," she said. "I think that seeing it, more Muslim women will want to join as well."

As the coronavirus cases rise and government mulls strategies to curb the virus' spread, the education minister said that he would make a decision based on data.

Pakistan recorded 42 coronavirus deaths in the last 24 hours — the highest since mid-July. This brought the country's death toll to 7,603.

The country also reported the highest single-day tally in four months as 2,843 people tested positive for the coronavirus, bringing the total number to 371,508.

"If I close the Schools people are not happy. If I keep the schools open people are not happy. Let me just inform everyone that decision will be made on DATA that is being given to me," Raas said in a tweet.

 

"Lives matter the most. Zero pressure on me from either side. Sensible decisions have to be made," the minister added.

Shahid Afridi named as the captain of Galle Gladiators

Former Pakistani skipper Shahid Afridi has replaced Sarfaraz Ahmed as the captain of Galle Gladiators in the Lanka Premier League, according to a statement released Saturday.

In the statement, the Gladiators announced that the former Pakistani skipper will be leading the side in the first edition of the league, which will be played from November 26 to December 16 in Hambantota, Sri Lanka.

The T20 star will be assisted by local player Bhanuka Rajapaksa as the vice-captain in the tournament.

Afridi replaced Sarfraz Ahmed who was supposed to lead the side initially. The wicket-keeper batsman withdrew from the tournament to fulfil his national duty in the series against New Zealand.

Nadeem Omar, Galle Gladiators’ owner, was happy with the team’s decision of appointing the 40-year-old as the new captain. “Afridi is a global superstar and a great leader, thus he is the perfect choice to lead Galle Gladiators in LPL,” he said.

“I believe Afridi’s experience will be great for all our foreign players and local Sri Lankan guys. I trust that he will be able to help us fight for the title and win it,” Omar added.

Gladiators have replaced Sarfaraz Ahmad with young Pakistan batsman Ahsan Ali while West Indian batsman Chadwick Walton has come in as a replacement of South African Colin Ingram, who went to play Big Bash.

The team will play their first match on November 27 against Jaffna Stallions.

Pakistan jumps in Trade Facilitation Agreement
Pakistan’s rank on trading across border index jumped by 28 places in 2020 mainly due to considerably improved implementation of several measures under the Trade Facilitation Agreement (TFA) contributing to Ease of Doing Business.

The Geneva-based World Trade Organisation’s TFA implementation level reached to 79 per cent in November 2020 from 34pc in June, 2018, which has tangibly contributed to rise of Pakistan — from 136th position to 108th position — in the Global Fund’s Annual Ease of Doing Business 2020 Report.

Further analysis show implementation of TFA by Pakistan is greater than regional countries like India and Bangladesh whose implementation rate is 78.2pc and 36.1pc, respectively. Pakis­tan’s implementation rate is higher than those of average of all WTO members, which is at 65.5pc and the average of all developing countries, which is at 65.2pc.

According to the FBR report released here, trade facilitation is an effective driver for stimulating economic activity, attracting foreign direct investment, promoting exports and generating employment.

In line with the direction of the Prime Minister Imran Khan to thoroughly facilitate the trade, involved in imports, exports, and transit for achievement of the strategic objectives of economic and export-led growth a robust integrated plan is being implemented.

The salient TFA reforms/provisions that have been implemented are Authorised Economic Operators Programme, Advance Ruling, Electronic payments, Pre-Arrival Processing, Freedom of Transit, Opportunity to Comment and Information before Entry into Force, Temporary Admission of Goods and Inward and Outward Processing, Risk Management and Post Clearance Audit.

According to the WTO, amongst the most difficult-to-implement (and least notified) provisions are Single Window and Border Agency Cooperation. Despite this, significant work has been done on these important areas with the help of the World Bank and the Asian Development Bank and these provisions would be implemented in Pakistan well within timelines.

The Chairman Federal Board of Revenue Javed Ghani has specifically designated dedicated project teams under Member (Customs) Tariq Huda to ensure implementation of the TFA in Pakistan. The teams worked industriously and all this has resulted in substantial implementation (and compliance with) the TFA and have comprehensively facilitated national / regional / international trade.

The implementation of WTO’s facilitation agreement by Pakistan is acknowledged worldwide. According to the World Bank, Pakistan has made the top 10 list of governments that have done the most in the past year to improve the ease of doing business in their countries.

The OECD Trade Facilitation Indicators Data Base (2019) has also acknowledged Pakistan’s best performance across the areas under TFA. Moreover, The World Customs Organisation (WCO) has stated that “considering the recent advancement of Pakistan Customs administration for proceeding TFA, Pakistan Customs administration is very suitable to be listed in the successful countries.

Exposure to cigarette smoke makes airway cells more vulnerable to infection with the new coronavirus, UCLA researchers found.

They obtained airway-lining cells from five individuals without COVID-19 and exposed some of the cells to cigarette smoke in test tubes.

Then they exposed all the cells to the coronavirus. Compared to cells not exposed to the smoke, smoke-exposed cells were two- or even three-times more likely to become infected with the virus, the researchers reported on Tuesday in Cell Stem Cell.

Analysis of individual airway cells showed the cigarette smoke reduced the immune response to the virus.

“If you think of the airways like the high walls that protect a castle, smoking cigarettes is like creating holes in these walls,” coauthor Brigitte Gomperts told Reuters.

“Smoking reduces the natural defenses and this allows the virus to enter and take over the cells.

The Deputy Commissioner of Karachi’s district South, Irshad Sodhar on Saturday sealed Karachi’s famous shopping mall located in the city’s Clifton area.

The deputy commissioner sealed over violation of the standard operating procedures (SOPs) issued by the government in wake of the second Covid-19 wave.

In order to stem the spread of coronavirus, the local administration in Karachi today imposed smart and micro lockdowns in parts of the city as COVID-19 cases witnessed a spike, indicating a second wave of the virus.

According to details, the smart and micro lockdowns was imposed in Central, West, South and Korangi districts of the city.

A notification issued by the district commissioner Central read that smart lockdown will be enforced at specific places in 26 areas including Azizabad, Aliabad, Karimabad, Yaseenabad, Dastagir, Nazimabad, areas near Asghar Ali Shah Stadium, Shadman Town, North Karachi, Muslim Town and Firdous Colony.

The lockdown would remain enforced in the district for two weeks from November 20 to December 04.

Similarly, deputy commissioner Korangi also issued a notification imposing restriction on movement under smart lockdown strategy in seven areas falling under three union councils of the district.

The smart lockdown will remain in place in these areas until December 05 and would begin from 07:00 pm today. Grocery and medical stores will remain open during the restrictions and only a single person at a time would be allowed to leave home in the restricted areas after showing an identity card.

Students of KIU stages protest against the harassment

Students of the Karakoram International University (KIU) staged protest demonstration against the alleged sexual harassment of a female student by an employee of the scholarship affairs office here the other day.

About 300 students, including females, gathered outside the office of the vice-chancellor and chanted slogans against him and the administration.

The demanded protection to the female students from harassment.

Addressing the protesters, their leaders announced that the protest would continue till justice was served to the victim student.

Newly-elected member of the GB Legislative Assembly Ubaidullah Baig, who also participated in the demonstration, said harassment of students by varsity’s staff was condemnable.

“I will ask the VC that why he didn’t take notice of the incident despite passage of many days,” he said.

A female student on condition of anonymity said many harassment incidents had occurred in the past involving employees of the scholarship affairs office.

She said female students were asked for undue favours if they wanted to get a scholarship.

In an application submitted by the victim student to the vice-chancellor Dr Attaullah Shah, she wrote that she was writing the letter in a state of shock in order to let him know about the harassment she suffered at the hands of an employee namely Saeed of the varsity’s scholarship affairs office on the morning of Nov 17.

In the letter, she said that the employee teased and touched her. “I am in a state of shock and appeal to the vice-chancellor to give me justice,” she wrote in the letter.

She demanded termination of the employee.

She further stated: “It is the responsibility of the KIU administration to take action against the erring employees as I am being harassed within the premises of the campus.”

Meanwhile, according to a press release issued by the KIU public relations office, VC Dr Attaullah Shah took notice of the complaint of the female student, and set up a three-member committee to probe the incident.

Pakistan strongly condemns rocket attack at Kabul city

Pakistan on Saturday strongly condemned the rocket attack at Kabul city that have resulted in the loss of precious lives and injuries to many.

“We convey our heartfelt condolences to the families of all those who lost their lives and pray for the early and complete recovery of the injured,” Foreign Office spokesperson Zahid Hafeez Chaudhri said in a statement.

He said at a time when the international community’s efforts towards the Afghan peace process were moving forward, it was important to be vigilant against the spoilers who were working to undermine the peace efforts.

“Pakistan reiterates its condemnation of terrorism in all its forms and manifestations. We express our full solidarity and support for Afghanistan and its fraternal people,” the spokesperson added.

At least eight people were killed and 31 more wounded in a series of loud explosions that shook central Kabul today morning.

The explosions are believed to have been caused by more than a dozen rockets fired from different locations. Several rockets also landed near the heavily fortified Green Zone, where many embassies and international firms are based, officials said.

The explosions occurred in densely populated parts of the Afghan capital.

Kabul police spokesman Ferdaws Faramarz confirmed that “multiple rockets” had been fired, while photos on social media appeared to show damage to an external wall of a large medical complex.

Afghan Interior Ministry spokesman Tariq Arian said in a statement a total of 23 rockets were fired in the attacks.

Funeral prayers for recently deceased Tehreek-e-Labbaik Pakistan (TLP) chief Khadim Hussain Rizvi were offered here in Lahore on Saturday in a simple ceremony attended by thousands of his supporters.

Prayers were led by Saad Hussain Rizvi, the firebrand cleric's son.

He will be laid to rest in Madrassah Abuzar Ghaffari associated with the Rehmatul Lil Aalameen mosque.

Saad Rizvi, who had till now served as the deputy secretary-general of the TLP, was also nominated on the occasion as the new chief of the party by its high council. He took oath on Saturday as the new ameer of the TLP at the Minar-e-Pakistan ground.

Thousands of people had gathered at Lahore's Minar-e-Pakistan to attend the funeral prayers for the cleric, whose party had emerged as the fifth-largest in Pakistan in terms of votes cast in the 2018 elections.

The TLP leader had passed away on Thursday after suffering from a fever in his last days.

He had complained about the fever as he led a large protest at Islamabad's Faizabad Interchange a few days ago, his family had confirmed.

Rizvi had been at his madressah on Lahore's Multan Road when his health worsened. He was first taken to the Farooq Hospital, where he was pronounced dead on arrival, and then to Sheikh Zayed Hospital where his death was confirmed.

The firebrand cleric is survived by his wife, two sons and three daughters.

The 55-year-old was born in Attock district on June 22, 1966. For his early education, he studied Hifz and Tajweed from a madressah in Jhelum and later on studied from the Jamia Nizamia Rizvia in Lahore.

He even gave permission to a private construction firm to construct a multi-storey building in the area, the bureau said in its chargesheet.

The land was leased out to hawkers and shopkeepers in 1980, NAB said, adding that it was leased out in 2005 to a private firm.

Pak Sarzameen Party (PSP) talking to media on the occasion called for devolution of powers and electoral reforms.

He said local council elections in Khyber Pakhtunkhwa yet to be held, even 14 months passed after the previous local councils completed their tenure in the province.

“It is surprizing Nawaz Sharif on his removal from the office saying ‘Mujhe Kyun Nikala (Why I was removed?) but he didn’t question removal of 57,000 PML-N councilors from their seats in Punjab,” PSP chief commenting on the former prime minister’s statements said.

Former mayor said that around 8,300 billion rupees funds have been spent over Karachi still every thing is creaking in the city.

Criticising the Pakistan Democratic Movement for its insistence on holding a jalsa despite rising coronavirus cases in Peshawar, Prime Minister Imran Khan accused opposition leaders of "playing reckless politics with people's safety".

"The same PDM members who wanted a strict lockdown and criticised me earlier are now playing reckless politics with people's safety," the premier tweeted early Saturday.

"They are even defying court orders and holding a jalsa when [coronavirus] cases are rising dramatically," he added.
The premier was quote tweeting Federal Minister for Planning and Development Asad Umar.

Umar, who also heads the National Command and Operations Centre (NCOC), had tweeted earlier that the COVID-19 positivity rate in Peshawar had touched 13.39% on Friday. He said there were 202 patients in critical care in the provincial capital, out of which 50 were on low flow oxygen while 134 on high flow and 18 on ventilators.

Pakistan has recorded fresh 2,843 COVID-19 cases and 42 deaths due to the virus in the last 24 hours.

In the past 24 hours, 42 more people succumbed to the disease, taking the death toll to 7,603. 1,389 patients have recovered from the virus during the last 24 hours.

According to the National Command and Operation Centre (NCOC), with fresh inclusion of the infections in the country the national tally of cases now currently stands at 371,508, whereas, the active cases stood at 34,974.

A total of 42,752 tests were conducted across the country during this period. 328,931 people have recovered from the deadly disease while 5,141,403 samples have been tested thus far.

The positivity rate has increased up to 6.6 per cent in Pakistan. 1,613 patients are in critical condition.

A British study that found people who have had COVID-19 are unlikely to contract the disease again for at least six months is good news and also provides hope for vaccines, a World Health Organization (WHO) senior official said on Friday.

“This is really good news to see that we are seeing sustained levels of immune response in humans so far,” Mike Ryan, WHO’s top emergency expert, told a news conference. “It also gives us hope on the vaccine side.”

Maria van Kerkhove, WHO’s technical lead on COVID-19, said: “We still need to follow these individuals for a longer period of time to see how long immunity lasts.”

Isolated cases of re-infection with COVID-19, the disease caused by the SARS-CoV-2 virus, had raised concerns that immunity might be short-lived and that recovered patients may swiftly fall sick again.

But the results of this recent study, carried out in a cohort of UK healthcare workers – who are among those at highest risk of contracting COVID-19 – suggest cases of reinfection are likely to remain extremely rare.

“Being infected with COVID-19 does offer protection against re-infection for most people for at least six months,” Eyre said. “We found no new symptomatic infections in any of the participants who had tested positive for antibodies.”

The study, part of a major staff testing programme, covered a 30-week period between April and November 2020. Its results have not peer-reviewed by other scientists but were published before review on the MedRxiv website.

During the study, 89 of 11,052 staff without antibodies developed a new infection with symptoms, while none of the 1,246 staff with antibodies developed a symptomatic infection.

Staff with antibodies were also less likely to test positive for COVID-19 without symptoms, the researchers said, with 76 without antibodies testing positive, compared to only three with antibodies. Those three were all well and did not develop COVID-19 symptoms, they added.

Al-Qaeda chief and Egyptian national Ayman Al-Zawahiri has died in Afghanistan from natural causes, Arab media reported on Friday.

The news reports came a few days after social media carried speculation that the Al-Qaeda chief had passed away. Zawahiri was last seen in a video message that was released by the militant group on the 19th anniversary of the 9/11 attacks in the US.

Arab News stated in its report that it spoke to at least four security sources in Pakistan and Afghanistan — who spoke on condition of anonymity — out of which two confirmed Zawahiri's death.

An Al-Qaeda translator said Zawahiri had died last week in Ghazni. "He died of asthma because he had no formal treatment."

A Pakistani official has been cited by Arab News as saying that he believed Zawahiri had died, most probably by natural causes. Another source close to the Al-Qaeda in Afghanistan said Zawahiri had died this month and that a few followers had offered his funeral prayers.

He did not elaborate as to whether the funeral prayers were offered in absentia or as his body was buried in the grave. "What we know is that he was having some breathing issues and has passed away somewhere in Afghanistan," said the source.

"We have received the same information that Zawahiri died about a month ago," a Pakistani source, privy to anti-terror operations in Afghanistan, reportedly told Arab News.

However, Arab News said it spoke to another Pakistani official who said that Zawahiri was in Afghanistan and had been "extremely ill" but said he was not aware whether the Al-Qaeda leader was dead or not.

To my knowledge he was extremely ill and had the issue of kidney failure,” the intelligence official said. “He was unable to manage his dialysis but I still need to confirm if he has died.”

The US has said that it has received news of Zawahiri's death but had not verified it yet.

The reports have come as questions grow over Al-Qaeda's future intentions, with the network radically different from the franchise that spread fear around the world under the leadership of the charismatic Bin Laden.

The killing of Bin Laden in a US operation in Pakistan in 2011 left the group in the hands of al-Zawahiri, an Egyptian veteran of jihad and the key Al-Qaeda ideologue, but without Bin Laden's ability to rally radicals around the world.

Hassan Hassan, director of the US-based Center for Global Policy (CGP), said at the weekend that al-Zawahiri had died a month ago of natural causes.

And Rita Katz, director of the jihadist media monitor SITE, said unconfirmed reports were circulating that al-Zawahiri had died.

"It is very typical of AQ to not publish news about the death of its leaders in a timely manner," she said.

Nonetheless, this is not the first time there have been reports of al-Zawahiri's death, only for him to re-emerge on several occasions.

"Intelligence agencies believe he is very sick," said Barak Mendelsohn, associate professor at Haverford College and author of several books on Al-Qaeda.

"Ultimately, if it did not happen now, it will happen soon," he told AFP.

The Economic Coordination Committee (ECC) has approved a technical supplementary grant for the advance purchases of COVID-19 vaccines, citing sources.

The Advisor to Prime Minister on Finance Abdul Hafeez Shaikh chaired a session of ECC today to discuss a six-point agenda including the allocation of funds for purchases of COVID-19 vaccines sought by the health ministry.

The ECC members deliberated upon the six-month extension of payment of interest on loans acquired from G20 countries and the matter related to gas supply to Engro Fertilizers. The committee’s members approved gas supplies to Enro Fertilizers.

Moreover, the committee granted permission to Punjab province for importing 340,000 tonnes wheat through the Trading Corporation of Pakistan (TCP).

Sources said that the committee allocated funds for the payment of salaries of Pakistan Steel Mills (PSM) workers; a technical supplementary grant worth Rs500 million for education ministry; approval of Rs683.3 million budget for National Information Technology Board (NITB); a technical supplementary grant worth $150 million for the purchases of COVID-19 vaccines.

The federal cabinet will give the final approval to the decisions of the ECC.

The Ministry of National Health Services Regulations and Coordination sought $150 million funds from the federal government for advance booking of COVID-19 vaccines, it was learnt earlier in the day.

Sources said that the health ministry sent a summary to the Economic Coordination Committee (ECC) in which it sought allocation of $150 million funds for advance booking of COVID-19 vaccines.

It is pertinent to mention here that PM Imran Khan had approved specific funding for the advance purchase of the Covid-19 vaccine.

In line with the National Command and Operations Centre's (NCOC) recommendations, the ban on indoor weddings goes into effect across Pakistan today.

After a meeting on the coronavirus situation, Prime Minister Imran Khan had announced banning indoor weddings and large public gatherings in a televised address to the nation.

The premier had said that the government was also considering early and extended winter vacations. “If corona[virus] cases are [found] on the rise because of the schools, then the government may increase the duration of winter vacations," he maintained.

The development came on the back of the NCOC's recommendations to ban public gatherings exceeding 300 people, allowing outdoor dining and takeaway till 10:00pm, closing down cinemas, theatres and shrines and closing markets early with "safe days".

The NCOC had directed public and private companies to implement a 50% “work from home” policy.

Punjab govt issues notification

The Punjab government on Friday notified a ban on indoor wedding and limited large public gatherings to 300 people.

A notification by the Primary and Secondary Healthcare Department said there shall be a complete ban on indoor weddings while the attendance at an outdoor ceremony has been capped at 300. Public gatherings exceeding 300 people have also been banned.

The notification also directs citizens to wear face masks when stepping outside their homes. "This order comes into force immediately and shall remain in force till January 31 2021."

Pakistan's captain Babar Azam on Friday said that the team is very excited to go on its New Zealand tour, adding that it will perform to the best of its abilities.

Addressing a press conference in Lahore, Azam said that players are well-prepared to take on the challenge.

"We are playing back to back and are confident about our performance," Babar Azam said. "Our record in New Zealand has been good. We will play good cricket."

Pakistan announced its tour to New Zealand in September this year. The two teams will play three T20Is and two Tests from December 18 to January 7. The team will depart in the last week of November after which they will enter a two-week quarantine period in Lincoln following New Zealand government's COVID-19 protocols.

The skipper maintained that the team is taking the tour as a challenge as well as a responsibility, but it is not under any kind of pressure.

"We will enjoy the tour and make efforts to present a good game. I have tried to learn a lot from my experience."

Thanking his teammates Sarfaraz Ahmed and Azhar Ali, Babar Azam said that he has not only learned from them but will also consult them whenever needed.

"I am the one responsible for making decisions but I will consult them too," Babar Azam maintained. "I try to take responsibility and play with the same responsibility."

Answering a question, he said that there is no concept of grouping among the players, stressing that the team sees itself as a single unit.

"All the players are very good and try to play well. We always face challenges and playing abroad is a difficult task, but we have been playing well when abroad. For example, we showed a good performance in England," Azam said.

The captain also praised the team's young fast bowlers, adding that they must be supported by everyone.

Azam also expressed his gratitude to the former head coach of the Pakistan Cricket Team Mickey Arthur, saying that his guidance has given him the confidence to perform better.

"I am aiming to score a century in the upcoming New Zealand, Australia, and England tours," he said.

Babar Azam reiterated that the Pakistan Cricket Board has given him the freedom and confidence to continue a long-term captaincy, therefore, he is not under any kind of performance pressure.

Even though Babar demonstrated confidence in his team, he did not rule out the unpredictable nature of cricket.

"Players need confidence and hard work on every tour. However, the result is not in our hands," he concluded.

Commissioner Karachi Iftikhar Shallwani announced on Thursday that smart and micro lockdowns will be imposed in all districts of the city as cases of the novel coronavirus surge.

The decision was taken during a meeting chaired by Shallwani which was attended by deputy commissioners and the district health officers. Secretary health Kazim Jatoi was also part of the meeting.

Smart lockdowns will be imposed in four districts of the city whereas micro lockdowns will be imposed in two districts of Karachi.

"Micro lockdowns will be imposed in districts Malir and Korangi," said Shallwani. "All deputy commissioners should consult their respective health officers [on the lockdowns]. The notification announcing the lockdown will be released by today or tomorrow," he added.

In areas where the smart lockdowns will be imposed, no more than four persons will be allowed to gather at one place and wearing masks will be made compulsory. Only one person will be allowed to leave his/her house and will have to explain the reason for venturing out to law enforcement personnel.

People will not be allowed to hold events or social gatherings in areas where the smart lockdowns will be imposed.

A total of 2,738 new COVID-19 cases were confirmed in the past 24 hours, bringing the tally to 368,665 . With 36 new deaths, the country's coronavirus death toll reached 7,561. So far, a total of 327,542 people have recovered from the virus while the active number of cases stands at 33,562.

With 42,909 tests conducted across Pakistan, the positivity rate has reached 6.3%.

Former chairman Senate Mian Raza Rabbani has opposed the government move on a constitutional amendment for election in Senate through a show of hands on technical grounds.

The statement from the senior PPP leader came after an announcement by Prime Minister Imran Khan that the PTI government had decided to move a constitutional amendment in the parliament to elect new senators through “show of hands” instead of a secret ballot.

The prime minister, in a media talk on Tuesday, had recommended changes in electoral laws to ensure transparency including electronic voting and a separate system for overseas Pakistanis.

Responding to the PM’s recommendations just four months before the Senate polls, Raza Rabbani suggested that instead of an open vote, the name of the voter as a member of the provincial assembly be written on the ballot paper.

He said that during the previous session of the National Assembly, a government bill namely, “The Constitution (Twenty-Sixth Amendment) Bill, 2020, hereinafter referred to as, “the Bill” was introduced and referred to the Standing Committee on Law and Justice.

That, “the Bill” seeks to amend Article 59, Constitution, 1973, to the extent of, in clause (2) of the said Article, replacing the word “transferable” with the word “open”, he said.

COVID-19: Pakistan records 2,738 new cases in last 24 hours
Pakistan has recorded fresh 2,738 COVID-19 cases and 36 deaths due to the virus in the last 24 hours.

In the past 24 hours, 36 more people succumbed to the disease, taking the death toll to 7,561. 868 patients have recovered from the virus during the last 24 hours.

According to the National Command and Operation Centre (NCOC), with fresh inclusion of the infections in the country the national tally of cases now currently stands at 368,665, whereas, the active cases stood at 33,562.

A total of 42,909 tests were conducted across the country during this period. 327,542 people have recovered from the deadly disease while 5,098,291 samples have been tested thus far.

The positivity rate has increased up to 6.3 per cent in Pakistan. 1,517 patients are in critical condition.

The State Bank of Pakistan (SBP) estimated that Pakistan’s real GDP has contracted by 0.4% in the fiscal year 2019-20, making it the first time since the fiscal year 1951-52 that the country recorded a negative economic growth.

The central bank, in its annual report on the state of Pakistan’s economy fiscal year 2019-20, said that the main reason for the negative economic growth was due to the coronavirus pandemic and its disastrous effects on business activities.

The SBP noted that the country was “well on course for a steady recovery” after the “necessary stabilisation efforts” in the first nine months of the fiscal year till the pandemic jolted the country.

“By February 2020, the unprecedented balance of payments crisis created by the unsustainable macroeconomic policies of previous years had been forcefully addressed through sizable reductions in the twin fiscal and current account deficits,” said the SBP. It also noted that “core inflation” also remained “relatively stable notwithstanding an uptick in headline inflation due to one-off and seasonal factors”.

“In turn, this hard-won stabilisation was beginning to lead to the revival of economic activity and the restoration of business and consumer confidence,” said the report.

“However, this momentum was temporarily disrupted around the last quarter of the fiscal year by the global and domestic spread of COVID-19 and the lockdown measures that it necessitated,” said the SBP. It acknowledged that the measures were successful in stemming the spread of coronavirus but “simultaneously strained manufacturing, retail, transport and trade-related activities”.

“As a result, Pakistan’s real GDP is estimated to have contracted by 0.4% in FY20 – the country’s first brush with negative economic growth since FY52,” said the SBP.

Earlier gains helped extend support

The report states that the policymakers of the country were able to “extend aggressive support to businesses and households” after the coronavirus hit the country due to the earlier gains made on the “macroeconomic stability front”.

“Without this support, the private sector would have found it even more challenging to cope with the fallout from the mobility restrictions and supply-chain disruptions created by the biggest global economic crisis since the Great Depression,” said the report. It also noted that the government was able to provide emergency cash transfers to more than 14.8 million households due to these efforts.

The report stated that SBP was also forced to cut the policy rate by 625 bps over a roughly “three-month time period” which was the second-largest cut among emerging markets in amid the coronavirus.

The bank noted that the “market-based exchange rate, introduced in May 2019, worked as a valuable shock absorber” amid the coronavirus pandemic on the external front.

“On the fiscal side, despite the unprecedented strain on expenditures to shore up public healthcare and the social safety net, the full-year primary deficit during the year was only half the level recorded last year, said the SBP.

The report highlighted that the “increase in public debt was contained to 1.1% of GDP” during the last fiscal year due to the cash buffers the government had created with the SBP last year.

Economy set to go back to pre-COVID trajectory

The report stated that the country is set to return to the same trajectory of recovery that it was on before the coronavirus pandemic.

“Looking ahead, with the improvement in Pakistan’s macroeconomic fundamentals intact, the report foresees that the economy is poised to resume the trajectory of recovery on which it had embarked prior to the Covid-19 outbreak,” said the report.

The report has also noted that the “easing in mobility restrictions” has already led to a “visible rebound in economic activity”.

“While much will depend on the future global trajectory of the Covid-19 pandemic, there are reasons for optimism, including recent encouraging news on the vaccine front,” said the central bank.

Action needed on four fronts

For medium-term gains, the report has said that action is needed on four key fronts.

“First, a more sustainable solution to the country’s fiscal imbalances is necessary. Documentation and reducing informality are particularly needed to broaden the tax base and reduce reliance on non-tax revenues,” said the SBP.

The second key concern that required action is the “pricing, infrastructure and governance problems” in the power sector that the report said, “need to be addressed, as these not only entail a fiscal cost, but also dent the competitiveness of the economy”.

“Third, consistent efforts are needed to consolidate the improvement in the country’s financing landscape to promote investment, competition, and productivity,” said the report. The last action recommended by the bank was that the “important progress” made on the Financial Action Task Force front must be sustained as it will be important for “investors’ confidence and overall economic recovery”.

Stakeholders up in arms as social media rules notified
The Ministry of Information Technology on Wednesday notified social media rules that all other stakeholders, including internet service providers as well as digital rights activists, have rejected, terming them draconian and violation of cyber laws of the country.

The rules titled, “Removal and Blocking of Unlawful Online Content (Procedure, Oversight and Safeguards) Rules 2020,” have been framed under the Prevention of Electronic Crimes Act 2016 (PECA).

The RBUOC rules have placed all the internet service providers (ISPs) on a par with social media companies and all the requirements of the social media platforms have been applied to the ISPs as well.

While there are several clauses that were the need of time as many social media platforms were ignoring the norms of society, the service providers have expressed concerns over the stringent requirements in the rules.

The Internet Service Providers of Pakistan (ISPAK) has rejected the new rules and the association is likely to move the court of law against the new social media rules.

“We will form a strategy against the Rules as they are contrary to several clauses of PECA, such as indemnity to the internet service providers,” ISPAK convener Wahaj Siraj said.

At the moment, he said, “We are discussing a strategy against the Rules.”

He referred to several clauses of the Rules including 9(3) which states that a Social Media Company (SMC) and service provider shall deploy appropriate mechanism for identifying an online content that have been identified.

The RBUOC rules have identified that the ISPs and the SMCs have to ensure public community guidelines for usage of any online system.

“Such community guidelines shall inform the user of the online system not to host, display, upload, modify, publish, transmit update or share any online content that belongs to another person and to which the user does not have any right. This is blasphemous, defamatory, obscene, pornographic, paedophilic, invasive of another’s privacy, violates or affects religious, cultural, ethnical sensitive of Pakistani or harms minor in any way, impersonates another person or threatens the integrity, security, or defence of Pakistan or public order or causes incitement to any offence under PECA.”

‘Too much govt involvement’

Digital rights activists have expressed dissatisfaction over the RBUOC rules, claiming that the government has ignored all the concerns of stakeholders except for deleting the clause regarding establishment of the office of National Coordinator.

“It is a draconian law, there is too much government involvement in the affairs of social media,” said Nighat Dad of Digital Rights Foundation.

The rules have also made it obligatory for the social media platforms with more 500,000 users in Pakistan or in the list of ISPs SMCs with the Pakistan Telecommunication Authority to register with the PTA within nine months. These companies have to establish a permanent registered office, with a physical address preferably in Islamabad, within nine months.

Clauses essential: PTA official

A senior PTA official said that those clauses were essential as the social media platforms had no presence in the country, despite the fact that they were earning from here and paying significant amount to vlogers.

The RBUOC rules state that social media platforms have to appoint a focal person in Pakistan to coordinate with authorities for compliance of the law of the land. The rules prohibit live-streaming through for the ISPs and the SMCs by deploying online mechanism, related to terrorism, extremism, hate speech, pornographic, incitement to violence and detrimental to national security.

The ISPs and the SMCs could be fined up to Rs500 million for failing to abide with the directives of the PTA, while appeal against the decision can be filed in high court within 30 days of the PTA’s order.

Complaint against online content can be filed at the PTA by any aggrieved individual, federal, provincial or local government department, any state owned company, law enforcement or intelligence agency.

However, it was mandatory that the PTA would keep the online content and the identity of the complainant confidential as sharing of this information could lead to the spread of the content and the complainant could face harassments from the aggrieved parties.

The rules have also indicated that Data Protection Law is likely to be promulgated in Pakistan in near future and the ISPs as well as the SMCs will have to establish database servers in the country once the law is enacted.

The TLP leader was suffering from fever since the past few days, confirmed family sources and had complained about the fever as he led a protest at the Faizabad Interchange a few days ago.

After Rizvi's health deteriorated, he was taken to Sheikh Zayed Hospital today where he expired, confirmed hospital sources.

The TLP chief's body was taken to a private hospital afterwards and from there, was sent to his home. A large number of TLP workers have gathered at his house to mourn his passing.

Australian special forces allegedly killed 39 unarmed prisoners and civilians in Afghanistan, with senior commandos reportedly forcing junior soldiers to kill defenceless captives in order to “blood” them for combat, a four year investigation found.

Australia said on Thursday that 19 current and former soldiers will be referred for potential criminal prosecution for allegedly killing the 39 Afghan locals.

Detailing the findings of a long-awaited inquiry into the conduct of special forces personnel in Afghanistan between 2005 and 2016, Australia’s General Angus John Campbell said there was credible information of 39 unlawful killings by 25 Australian Special Forces personnel in 23 separate incidents.

All of those kills were outside the “heat of battle”, Campbell said.

“These findings allege the most serious breaches of military conduct and professional values,” Campbell told reporters in Canberra.

“The unlawful killing, of civilians and prisoners is never acceptable.”

The report said the majority of those killed, which included prisoners, farmers and other Afghan locals, were captured when they were killed and therefore protected under international law.

Following the recommendations of the report, Campbell said 19 current and former members of Australia’s military will be referred to a soon-to-be appointed special investigator to determine whether there was sufficient evidence to prosecute.

Australia’s Minister for Defence Linda Reynolds said last week that Canberra had been advised that local prosecution would negate charges at the International Criminal Court at The Hague.

Australian Prime Minister Scott Morrison had earlier warned the report would include “difficult and hard news for Australians”, but few expected some of the most shocking revelations.

While the report was heavily redacted, it included allegations that senior special forces personnel ordered the killing of unarmed Afghans.

“There is credible information that junior soldiers were required by their patrol commanders to shoot a prisoner, in order to achieve the soldier’s first kill, in a practice that was known as ‘blooding’,” the report read.

Once a person had been killed, those allegedly responsible would stage a fight scene with foreign weapons or equipment to justify their action, the report concluded.

The actions did not immediately come to light due to what the report concluded was a culture of secrecy and compartmentalisation in which information was kept and controlled within patrols.

The veil of secrecy was a key reason that the allegations took so long to come to light.

Although it has been the subject of rumour, Australia’s official investigation only began after the publication of classified documents about alleged war crimes in Afghanistan.

A former military lawyer, David McBride, has been charged with providing the classified papers to the Australian Broadcasting Corp. He admits that he supplied the papers, but says it is in the national interest.

The four-year inquiry was conducted by New South Wales state Judge Paul Brereton, who was appointed by the Inspector-General of Defence in 2016 to investigate rumours of war crimes in Afghanistan between 2003 and 2016.

The inquiry examined more than 20,000 documents and 25,000 images, and interviewed 423 witnesses under oath.

The report recommended Canberra should compensate victims’ families even without a successful prosecution.

Campbell said he would seek to revoke citations for special operations task groups that served in Afghanistan between 2007 and 2013.

The release of the report came after Morrison spoke with Afghan President Ashraf Ghani.

“The Prime Minister of Australia expressed his deepest sorrow over the misconduct by some Australian troops in Afghanistan,” Ghani’s office wrote on Twitter.

Australia has had troops in Afghanistan since 2002 as part of the U.S.-led coalition fighting the Taliban militia.

Australia has about 1,500 troops remaining in Afghanistan.

"From August 2018 to October 2020, the anti-corruption department received 51050 complaints, it initiated 11488 inquiries, registered 3185 cases, and arrested 3904 people accused of corruption," he said. "The anti-corruption drive will directly benefit citizens."

Adding to the conversation, Shahzad Akbar said that there has been a 532% increase in recoveries over the last 27 months.

"Those who looted the country are now forced to return what they took," he said.

Shahzad Akbar appreciated people's participation in the anti-corruption campaign, adding that the government's "Report Corruption App" turned out to be impressive as more than 6,000 complaints were received.

"The direct involvement of the citizens in reporting corruption has been very useful. I also urge other provinces, including K-P and Sindh, to introduce similar initiatives."

Responding to a question, Shahzad Akbar said that it is wrong of critics to assume that the anti-corruption drive is only aimed at the Opposition leaders to launch a crackdown on them.

"This is the first time that the PTI has formed a government in this country. But if questions are going to be raised against the activities of PTI government's officeholders, then the department concerned will not hesitate to take action against them either," he stressed.

Regarding the return of former prime minister and PML-N leader Nawaz Sharif to Pakistan, Akbar said that the government is negotiating with Britain to deport Sharif.

"Nawaz Sharif is an absconder. He is a convicted criminal who does not even have the right to go to court in his defence any more," he said. "We are doing everything to bring him back to Pakistan."

Last week, Shahzad Akbar had provided a detailed account of the National Accountability Bureau’s (NAB) charge-sheet which contained details of money-laundering allegedly committed by Shahbaz Sharif and his family.

The United States Charge d’ Affaires to Pakistan called on Pakistan Army chief General Qamar Javed Bajwa on Thursday to assure him of Washington's "continued assistance" in the Afghan peace process.

The US dignitary, Angela Aggeler, called on the army chief to discuss matters of mutual interest that included the regional security situation and the peace process in Afghanistan.

The statement from Aggeler comes at a time when Prime Minister Imran Khan is in Kabul where he will hold talks with President Ashraf Ghani and most likely discuss the Afghan peace process in great detail.

"The visiting dignitary appreciated Pakistan’s contributions for conflict prevention in the region and relentless support provided in Afghan Peace Process," read the statement by the ISPR.

Pakistan has mediated and convinced the two warring parties in Afghanistan — the Taliban and the Afghan government — to come to the table for talks.

A historic peace deal between the US and the Afghan Taliban was signed in February this year in Doha, which paved the way for an Intra-Afghan dialogue to take place which would try to find a political solution to the crisis in the country.

Biden team anxious over escalating war in U.S. ally Ethiopia
U.S. President-elect Joe Biden’s foreign policy adviser on Thursday urged an end to fighting and protection for civilians in north Ethiopia, where federal troops are battling rebels in a war rocking the Horn of Africa and sending refugees fleeing.

“Deeply concerned about the humanitarian crisis in Ethiopia, reports of targeted ethnic violence, and the risk to regional peace and security,” tweeted Antony Blinken.

The conflict in Tigray region has killed hundreds and possibly thousands, sent 30,000 refugees into Sudan and called into question whether Prime Minister Abiy Ahmen, Africa’s youngest leader and last year’s Nobel Peace Prize winner, can hold together the nation together.

Ethiopia is a federation of states run by separate ethnic groups, and the war pits the central government against one of the most heavily militarised regions. The northern Tigray People’s Liberation Front (TPLF) effectively ruled Ethiopia for decades as the strongest force in a multi-ethnic coalition, until Abiy took power two years ago. Refugees from the fighting say militias from neighbouring Amhara state, which has a border dispute with Tigray, are also backing government troops.

The country is a major U.S. ally whose soldiers serve in peacekeeping missions in South Sudan and Somalia. Its military and intelligence services are among the most capable in Africa and regularly work alongside U.S. personnel.

“The TPLF and Ethiopian authorities should take urgent steps to end the conflict, enable humanitarian access, and protect civilians,” added Blinken, a veteran diplomat and longtime Biden confidant. [L1N2HV2K7]

He is expected to play a senior role as the incoming U.S. administration looks to jettison President Donald Trump’s “America First” agenda and build up relations with allies.

On the ground, Ethiopia accused Tigrayan forces of atrocities. The TPLF leader said his soldiers were still holding the important town of Axum, though they had lost Shire as federal troops sought to close in on the state capital Mekelle.

“Shire has fallen three days back but Axum is with us, but there is an army sent to control Axum ... there is a fight,” Debretsion Gebremichael said in a text to Reuters.

There was no immediate response from the government.

Assertions by all sides have been impossible to verify because internet and phone connections to Tigray have been suspended and the government has restricted access.

An Ethiopian government statement referred to reports of ethnic killings in the town of Mai Kadra, documented by human rights group Amnesty International last week. Survivors told Amnesty researchers that militias affiliated to the Tigray government killed scores or even hundreds of civilians.

“As we enter the final phase of law enforcement operations against this group, we would like to remind the leaders of this group that the atrocities that have been committed by their forces and loyalists in places like Maykadra constitute serious crimes both under Ethiopian and international law,” it said, using an alternative spelling. There was no immediate response from the TPLF.

Ethiopian federal forces are trying to advance along main roads from the south and the northwest of Mekelle and had advanced to around 200 km (124 miles) from the Tigrayan capital, a diplomat monitoring the conflict said.

REGIONAL RAMIFICATIONS

The conflict has embroiled Ethiopia’s neighbours. The TPLF fired rockets at neighbouring Eritrea last weekend. Tens of thousands of refugees have streamed into Sudan. Ethiopia has taken weapons away from 200-300 ethnic Tigrayan soldiers in its peacekeeping contingent in Somalia.

Tigray civilians in Sudan last week told Reuters that they were targeted by government-affiliated militia because of their ethnicity. Their claims were impossible to verify.

Tigrayans represent about 5% of the population of 115 million. They dominated national leadership between 1991 and 2018, before Abiy, whose parents are ethnic Oromo and Amhara, took the premiership and began opening up both the economy and a repressive political system.

He won last year’s Nobel Peace Prize for a peace pact with Eritrea, but his reputation has come into question after recent curbs on the media, arrests of opponents and his hard line towards Tigray despite international appeals for talks.

He denies any targeting of civilians or ethnic undertones to the Tigray offensive, saying it is a law-and-order operation necessary to maintain unity.

Iranian-made ocean-going warship joins IRGC’s naval fleet
The naval fleet of Iran’s Islamic Revolution Guards Corps (IRGC) has received a domestically-built ocean-going warship capable of carrying aircraft, drones and missile defense systems.

The heavyweight, multipurpose vessel, which has been designed for long sea journeys, joined the IRGC’s Navy during a ceremony on Thursday, with senior military and government officials in attendance.

The 400-ton warship, which is 150 meters long and 22 meters wide, can carry different types of aircraft, drones, helicopters and operational vessels as well as missile, air defense and radar systems.

It was named Shahid Roudaki warship after martyred IRGC Navy commander Abdollah Roudaki.

The vessel is equipped with three-dimensional phased-array radars, surface-to-surface and surface-to-air missiles, advanced communication systems for electronic warfare, and a Khordad 3 air defense system, all of which are designed and put into operation by Iranian experts.

The vessel — which resembles a floating marine city — can carry out combat, logistical and intelligence-gathering missions in the ocean aimed at establishing stable security in maritime transportation lines and providing assistance to the commercial and fishing fleets belonging to the Islamic Republic and regional countries.

Speaking during the ceremony, the IRGC chief commander said the main mission of the Shahid Roudaki ocean-going warship was to ensure the security of sea routes and perform assistance, rescue and combat operations in special circumstances.

“Today we are witnessing a combat and logistic support ship join the IRGC’s Navy that can both defend itself, defend our interests at sea, and play a role in securing our country’s maritime lines near and far,” Major General Hossein Salami said.

“Some may have thought that the basis of our performance is close-range warfare, but we declare that both close-range combat in far-off areas and long-range combat are on our agenda.”

Salami also stressed the defensive nature of Iran’s strategy, warning, however, that the country will be all aggressive if its enemies threaten it or attempt to carry out an offensive action.

The basis of our action is to first prevent the enemy from even thinking about any threat and foil it before it is formed, said Salami. “That is the full meaning of the concept of deterrence.”

Rear Admiral Alireza Tangsiri, commander of the IRGC's Navy, said the force was ready for deep-water patrolling beyond the Persian Gulf.

“Presence and assignments in the Indian Ocean is our right,” the commander said.

Pakistan will play its role to end violence in Afghanistan: PM Imran Khan

Prime Minister Imran Khan during his visit to Afghanistan on Thursday said that Pakistan will do its utmost [best] to end violence and establish peace in Afghanistan.

He was holding a press conference alongside the Afghan President Ashraf Ghani.

"The people and government of Pakistan have only one concern, and that is to establish peace in Afghanistan because the people of the country have suffered for four decades."

He said that even though Pakistan played its role in getting the Taliban to talk to the Americans as well as engage them in the intra-Afghan dialogue, the level of violence has been on a rise in the country.

PM Khan assured the Afghanistan government that Pakistan is ready to help the country in every possible way to attain peace.

"We will be helping you more than your expectations," he said.

Thanking the Afghan government for inviting him, PM Imran Khan said that he had been planning to visit Afghanistan for at least the past 50 years.

"I am pleased that you have invited me to this historic city of Kabul," the PM said. "We have historical links with your country."

President Ashraf Ghani also stressed that the people of Afghanistan want nothing but peace.

"A comprehensive political settlement for enduring peace within the framework of our values and constitution in the Islamic Republic [of Afghanistan] is the way to the future," he said. "All of us need to understand that resorting to violence is not the answer."

President Ghani also said that he would be honoured to visit the Islamic Republic of Pakistan.

Strengthening bilateral ties

Prior to the press conference, the two leaders held a meeting in which they discussed ways to further deepening the fraternal bilateral relations between Pakistan and Afghanistan, the Afghan peace process, and regional economic development and connectivity, per the state-run Associated Press of Pakistan.

The two sides discussed the prospects of resumption of peace in Afghanistan following the Doha peace agreement inked between the United States and Taliban.

President Ghani and PM Imran Khan also agreed to strengthen bilateral relations as the people of Pakistan and Afghanistan were linked through immutable bonds of history, faith, culture, kinship, values and traditions.

The prime minister expressed confidence that his visit would help foster a stronger and multi-faceted relationship between the two brotherly countries.

Red-carpet welcome

Earlier, PM Imran was accorded a warm welcome upon his arrival at the Presidential Palace on his first official visit to the neighbouring country.

The premier has travelled to Afghanistan on Ghani's invitation.

The move has been seen as an effort to build on sustained engagement between the two countries in recent months for enhancing bilateral cooperation in diverse fields.

The last time PM Imran and Ghani had met in person was when the latter visited Pakistan in June 2019. Before that, they had met on the sidelines of the 14th OIC Summit in Makkah, Saudi Arabia in May 2019.

The two leaders had a telephonic conversation in September 2020.

A statement from PM Office said the premier's visit includes a head-to-head with Ghani, designation level talks and a joint press stake-out.

In this context, there have been several high-level meetings over the past few months. Besides regular exchanges between the foreign ministers, Dr Abdullah Abdullah, Speaker Afghan Wolesi Jirga Rahman Rahmani and Afghan Commerce Minister Nisar Ghoraini also visited Pakistan.

The second review session of the Afghanistan Pakistan Action Plan for Peace and Solidarity (APAPPS) was held in Kabul on August 31.

"As part of this process, and in the run-up to the prime minister’s forthcoming visit, Adviser on Commerce and Investment Abdul Razak Dawood visited Kabul from 16-18 November 2020," said the PMO.

"The people of Pakistan and Afghanistan are linked through immutable bonds of history, faith, culture, kinship, values and traditions," reads the PMO statement. "The Prime Minister’s visit will help foster a stronger and multi-faceted relationship between the two brotherly countries. "

Pakistan Tehreek-e-Insaf (PTI) has acquired the required number to form government in Gilgit-Baltistan (GB) after four independent candidates, who were declared winners have joined the party.

According to details, Wazir Muhammad Saleem was declared winner from GBLA-9 Skardu-3 as an independent candidate. He announced to join PTI after meeting with the Chief Organiser Saifullah Khan, in which, Federal Minister For Northern Areas and Kashmir Affairs Ali Amin Gandapur, Governor GB, and other senior PTI leaders were also present.

Earlier, Nasir Ali Khan, a victorious independent candidate from GBLA-10 also joined PTI, whereas the other two independent candidates, Mushtaque Hussain and Haji Abdul Hameed have also announced to join Pakistan Tehreek-e-Insaf.

Welcoming the joining of independent candidates, Saifullah Khan Niazi said that the people of GB buried the anti-state narrative of the opposition parties in the general elections held on November 15.

He said that PTI is heading to form a strong government in the area. The PTI stalwart also vowed to address issues being faced by the people of GB.

Unofficial results showed that Pakistan Tehreek-e-Insaf (PTI) took lead in Gilgit-Baltistan (GB) election 2020 by grabbing victory in 10 constituencies followed by seven seats won by independent candidates out of 23 seats of the region’s Legislative Assembly.

Prime Minister Imran Khan had also expressed happiness over the victory of Pakistan Tehreek-e-Insaf (PTI) in GB polls and said that voters have rejected Pakistan Democratic Movement (PDM)’s narrative.

Two soldiers were martyred in an exchange of fire with terrorists at a check post in South Waziristan last night, Inter-Services Public Relations (ISPR).

The military’s media wing said that terrorists lodged firing at a check post near South Waziristan’s Pash Ziarat which was immediately responded by the personnel of security forces.

Hawaldar Matloob Alam and Sepoy Suleiman Shaukat were martyred in the exchange of firing and one more soldier sustained injuries, said ISPR.

The security forces commenced an operation to clear the area, added ISPR.
Earlier in September, a Pakistan Army captain had embraced martyrdom in a terrorist attack on the security forces in South Waziristan.

According to the military’s media wing, on the intelligence of terrorist presence in Shakai area of South Waziristan, the security forces were conducting night patrolling to check terrorists move in the area when the assailants opened fire on the Army personnel.

During the exchange of fire, Captain Abdullah Zafar, 25, resident of Lachi, Kohat while leading his troops embraced shahadat, read the statement.

Pakistan records 2,547 covid 19 cases in 24 Hours
Pakistan has reported fresh 2,547 COVID-19 cases and 18 deaths due to the virus in the last 24 hours.

In the past 24 hours, 18 more people succumbed to the disease, taking the death toll to 7,248. 886 patients have recovered from the virus during the last 24 hours.

According to the National Command and Operation Centre (NCOC), with fresh inclusion of the infections in the country the national tally of cases now currently stands at 36,5927, whereas, the active cases stood at 32,005.

The positivity rate has increased up to 6.9 per cent in Pakistan. 1,535 patients are in critical condition.

A total of 36,899 tests were conducted across the country during this period. 326,674 people have recovered from the deadly disease while 5,055,382 samples have been tested thus far.

US to slash troop levels in Iraq, Afghanistan
The US will slash troop levels in Afghanistan and Iraq to their lowest levels in nearly 20 years of war after US President Donald Trump pledged to end conflicts abroad, the Pentagon announced on Tuesday.

Rejecting concerns that precipitous drawdowns could give up all the US has fought for, Acting Defence Secretary Chris Miller said around 2,000 troops would be pulled from Afghanistan by January 15.

Five hundred more would come back from Iraq by the same date, leaving 2,500 in each country.

The moves reflect Trump's policy “to bring the wars in Afghanistan and Iraq to a successful and responsible conclusion and to bring our brave service members home,” Miller said.

Miller said the US had met its goals, set in 2001 after the Al Qaeda attacks on the United States, to defeat extremists and to help “local partners and allies to take the lead in the fight”.

“With the blessings of providence in the coming year, we will finish this generational war and bring our men and women home,” he said.

Ending 'endless wars'

The moves took the United States closer to disengaging from conflicts that have blazed and smouldered through three presidencies with no end in sight since 2001.

But critics said they risk appearing like a humiliating defeat, leaving the original threat of extremist attacks intact.

The announcement came just weeks before Trump cedes the White House in the wake of his November 3 reelection loss to Democrat Joe Biden.

Amid criticism that Trump was acting abruptly since his defeat, White House National Security Advisor Robert O'Brien said the troop cuts have been in the works for some time.

“Four years ago Trump ran on a promise to put a stop to America's endless wars. Today it was just announced at the Pentagon that the president is keeping that promise to the American people.

“By May it is US President Trump's hope that they will come home safely and in their entirety.”

Baghdad rockets

It comes 10 days after Trump fired defence secretary Mark Esper, who had insisted on keeping 4,500 troops in Afghanistan to support Afghan security forces.

Esper had reduced US forces from about 13,000 following a deal with the Taliban in February, in which both sides agreed the Taliban would enter into peace talks with the Kabul government, in return for US troops withdrawing by May 2021.

But until Esper's removal, the Pentagon had argued that the Taliban had not met pledges to reduce violent attacks, which have surged across the country in recent months.

Afghan President Ashraf Ghani's spokesman Sediq Sediqqi confirmed in a tweet that Ghani and Miller had spoken on the phone about “continued meaningful US military support to the Afghan security and defence forces”.

In Iraq, Trump has also pulled back US forces amid dozens of rocket attacks by Iran-allied groups on the US embassy and bases housing American troops.

On Tuesday, a volley of rockets slammed into Baghdad's Green Zone, where the US embassy sits, breaking a month-long truce on attacks against the US embassy.

Speaking on grounds of anonymity, a senior US defence official dismissed concerns over the risk of resurgences by Al Qaeda and the Islamic State.

“The professionals in the military service have agreed that this is the right move,” the official said.

“Al Qaeda has been in Afghanistan for decades and the reality is, we'd be fools to say they are going to leave tomorrow.”

'Humiliating departure'

Allies and senior US politicians though saw US troop cuts as dangerous.

On Monday, US Senate Majority Leader Mitch McConnell warned the Afghan cuts could lead to a debacle like the “humiliating American departure from Vietnam” in 1975, and be a propaganda victory for Islamic extremists.

Nato chief Jens Stoltenberg warned on Tuesday that Afghanistan could return to being “a platform for international terrorists to plan and organise attacks on our homelands.”

Democratic Senator Jack Reed, who sits on the Senate Armed Services Committee, accused Trump of a “cynical, chaotic approach” designed to burnish his own legacy while leaving a mess to successor Biden.

But another senior Democrat, House Armed Services Committee Chairman Adam Smith, said that after speaking with Miller, he saw the move as “the right policy decision. “
