Amess, 69, from Johnson's Conservative Party, was knifed repeatedly in the attack at about midday on Friday in Leigh-on-Sea, east of London, during a meeting with constituents.
Johnson, interior minister Priti Patel, and leader of the opposition Labour Party Keir Starmer were among those to lay flowers in tribute to Amess at the scene of the murder.
Johnson and Starmer stood side by side in a moment of silence before leaving. On Friday, Johnson said Britain had lost a fine public servant and a much-loved friend and colleague.
In a statement early on Saturday, police said the early investigation had revealed a potential motivation linked to extremism.
Police arrested a 25-year-old British man at the scene on suspicion of murder, adding it is believed he acted alone.
As tributes poured in for Amess, politicians described the attack as an assault on democracy, and Patel said security for lawmakers, known as MPs, was being reviewed and strengthened.
“All measures are being put in place for the security of MPs so that they can carry on with their duties as elected democratic members,” Patel said in a broadcast clip following the visit.
“We live in an open society, a democracy. We cannot be cowed by any individual.”
In Westminster, where lawmakers do much of their work in parliament, armed police are on patrol. But in their electoral districts, known as constituencies, more often than not there is no security.
Amess was stabbed while holding a surgery — one-to-one meetings with voters, open to whoever turns up.
Conservative lawmaker Tobias Ellwood said that while engagement with the public was a vital part of the job, there was now huge anxiety among MPs and called for a pause in such meetings.
Patel said Amess was killed doing a job he loved, and lawmakers should remain accessible to the public.
“We will continue to absolutely stand by the principles that we are elected by: to serve our constituents in the open way in which we have been doing so, but also recognising that there are safety and protection measures that we have to undertake too,” Patel said.
Amess in the second lawmaker in little over five years to be murdered while out meeting constituents, after Jo Cox was shot and stabbed in June 2016, a few days before Britain voted to leave the European Union.

According to a notification issued by the Ministry of Finance today, the price of petrol has been increased by Rs10.49 per litre, High-Speed Diesel by Rs12.44 rupees, Kerosene Oil by Rs10.95 rupees and Light Diesel Oil by Rs8.84 per litre.
The notification further said that in the current scenario, the government has absorbed the pressure and provided maximum relief to consumers by keeping the Petroleum Levy and Sales Tax to a minimum.
Soon after the announcement, top political leaders and Opposition parties condemned the government's move and demanded Prime Minister Imran Khan's resignation.
'PM should resign'
PML-N President Shahbaz Sharif termed the increase as “utterly shameful” and said that the latest hike, along with the petrol bomb, will push people to the brink of starvation.
“No words to describe the extreme cruelty this selected PTI regime has inflicted on people in the form of yet another increase in prices of items of daily use,” the PML-N president said.
Shahbaz Sharif said PM Imran Khan has no right to remain in office and demanded his resignation.
“PM Imran’s resignation could provide some relief to the nation,” the PML-N leader said, adding that “mini budgets” are proof of the incumbent government's economic failures.
‘Tsunami of inflation’
In a statement, PPP Chairman Bilawal Bhutto said the PTI government has brought a “tsunami of inflation” in the country, reacting to the hike in petrol price.
“The government is actually charging people for its incompetence. During the PPP era, the burden of rising petroleum prices and products in the world market was never shifted to the masses, he said.
“Only PPP’s people-friendly government can save the country from the tsunami of inflation.”
Bilawal Bhutto said increasing the price of petrol a day after the hike in power tariff proves Imran Khan is an anti-people prime minister.
He asked the people to support the PPP to get rid of the government which is pushing Pakistan into the mire of inflation.

NADRA Chairman Tariq Malik, while addressing the Annual Rural Women’s Conference in Islamabad, said that the new policy would enable women to choose whether to replace their father’s name with their husband’s name after marriage.
He announced that a special department comprising female members for framing a policy for the registration of women with NADRA for the acquisition of a National Identity Card (NIC) has been set up.
Malik paid tribute to the female social workers' team that worked for the successful registration of 5,000 women with NADRA in Jacobabad. He stressed all women get their NICs issued at the earliest.

A day earlier, the Board of Control for Cricket in India (BCCI) unveiled its national team's kit for the ICC Men’s T20 World Cup, slated to begin from October 17.
The new kit is called the ‘Billion Cheers Jersey’ which replaces the 1992 World Cup pattern-like jersey the team had been wearing since late 2020.
The cricket board shared a picture of skipper Virat Kohli, KL Rahul, Rohit Sharma, Ravindra Jadeja and Jasprit Bumrah donning the new kit.

The piece consists of a half-shredded canvas in an ornate frame bearing a spray-painted image of a girl reaching for a heart-shaped red balloon.
When it last sold at Sotheby’s in October 2018, the piece was known as “Girl With Balloon.” Just as an anonymous female European buyer made the winning bid — for 1 million pounds ($1.4 million) — a hidden shredder embedded in the frame by Banksy whirred to life, leaving half the canvas hanging from the frame in strips.
Sotheby’s received some criticism at the time for failing to spot the hidden shredder. But the 2018 buyer decided to go through with the purchase, a decision that was vindicated on Thursday as the work’s price soared.
The work quickly became one of Banksy’s most famous, and Sotheby’s sent it on tour to cities including New York and Hong Kong before Thursday’s auction.
Auctioneer Oliver Barker joked that he was “terrified” to bring down the hammer to end Thursday’s sale. There were jitters among Sotheby’s staff to the last that Banksy had another surprise planned.

Canada on Aug. 9 began allowing fully vaccinated US visitors for non-essential travel.

In a tweet late on Thursday, Taliban spokesman Zabihullah Mujahid said that the Council of Ministers has decided that no punishment will be carried out publicly when there is no need to publicise the convict and till the court issues an order for a public punishment.
"Public executions and hanging of bodies should be avoided unless the supreme court issues an order for such an action," he said while giving details of the cabinet meeting.
The Council of Ministers is the name given to the cabinet in the Islamic Emirate.
"If the offender is punished, the punishment must be explained so that the people know about the crime,” the Taliban spokesman said.
Last month, the Taliban had hung the bodies of four alleged kidnappers in the western city of Herat. The incident had been widely criticised and condemned on social media and by rights bodies.
Senior Taliban leader Mullah Nooruddin Turabi told the Associated Press last month that the Taliban government will once again carry out executions and amputations of hands, though perhaps not in public.
However, several public executions were carried out after Turabi’s statement. Turabi had served as Minister of Justice during the previous Taliban government from 1996-2001.
Meanwhile, the Taliban government announced on Friday that Sheikh Abdul Hakim had been appointed the chief justice of the supreme court.
Hakim, an ethnic Pashtun cleric and a close confidant of the Taliban chief, earlier headed the Taliban negotiation team in Qatar.

The statement from Sheikh Hasina came amid reports of growing wariness in Bangladesh over contentious measures by the Bharatiya Janata Party (BJP) government such as the revocation of Article 370 and passage of the Citizenship (Amendment) Act.
In a virtual interaction with members of the Hindu community to mark Durga Puja, Sheikh Hasina vowed to hunt down those who vandalised some Hindu temples during Durga Puja celebrations.
Three people were killed and several others injured during clashes between Muslims and the police at Hajiganj sub-district in Chandpur, bordering Cumilla, on Wednesday, while a fourth person succumbed to his wounds later.
Hasina warned, "Nobody will be spared. It doesn’t matter which religion they belong to. They will be hunted down and punished."
However, Hasina also used the occasion to urge India to remain vigilant against the escalation of any communal violence. “We expect that nothing happens there (in India), which could influence any situation in Bangladesh affecting our Hindu community here,” Hasina said.
The Telegraph quoted Hasina as saying, “You all know that those who came to power in our country after 1975 used religion to divide people… The rise of global terrorism also has had its impact on our country. Countering this is not only our responsibility, and neighbouring countries like India should also remain vigilant... India did help us in the liberation war (of 1971) and we will remain ever grateful for the support… But they (India) have to be aware that such incidents should not take place there which would have an impact on Bangladesh, and the Hindus in our country face attacks.”
“Some people are religiously blind and they always want to create communal conflicts. These people belong not only to the Muslim community but belong to other religious faiths as well,” the Bangladesh PM added.

The meeting between the two cricket board heads took place at the sidelines of the Asian Cricket Council (ACC) meeting, said sources, adding that the two discussed several matters including promoting Asian cricket, among other issues.
Sources said Ganguly invited Raja to attend the Indian Premier League (IPL) final. However, Raja did not attend the match.
Ramiz Raja is scheduled to return to Pakistan today after his ACC meeting. During the ACC meeting, Raja met representatives of Bangladesh, Sri Lanka and Emirates cricket boards.
The ACC also confirmed that the Asia Cup 2022 will be held in Sri Lanka while the 2023 edition of the tournament will be held in Pakistan.
The tournament, which was supposed to be held in Sri Lanka, has been postponed twice due to the coronavirus. Pakistan was next in line to host the Asia Cup after Sri Lanka.
At the meeting, the ACC confirmed that Pakistan will host the Asia Cup 2023 after Sri Lanka hosts the 2022 edition of the tournament.
The meeting between Ganguly and Ramiz Raja takes place less than 10 days before Asian rivals India and Pakistan battle it out in their opening match of the T20 cricket World Cup.
Speaking during a virtual press conference a few days ago, Pakistan skipper Babar Azam had said Pakistan would beat India and carry on the momentum throughout the tournament to win the World Cup.
"There is pressure [on the team] during mega-events, but there is added pressure during matches against India," the skipper told reporters during the press conference.
The skipper had said Pakistan had practised for the World Cup with complete focus and that the team would go into the tournament prepared.

The increase in POL products was notified a day after the government hiked power tariff by Rs1.39 per unit which would come into effect from next month.
According to a notification issued by the Ministry of Finance, the price of kerosene oil has been increased by Rs10.95 per litre while light speed diesel has got costlier by Rs8.84 per litre.
“At present, oil prices have risen around $85 a barrel (Global Benchmark Brent) highest since October 2018,” reads the finance ministry notification.
It added that entire energy chain prices have witnessed a strong surge in the past couple of months due to higher demand for energy spots and supply bottlenecks.
In the current scenario, the ministry said, the government has absorbed the pressure and provided maximum relief to consumers by keeping Petroleum Levy and Sales Tax to a minimum. Therefore, prices worked out by OGRA have been approved.
The new prices of petroleum products will be effective from October 16 (today).

The announcement comes a day after Alyani met Prime Minister Imran Khan and expressed faith that a no-confidence motion filed against him by his own party members would fail.
Speaking to the media in Quetta, Balochistan Assembly Speaker Mir Abdul Quddus Bizenjo said the no-trust motion would be presented on October 20 and a vote on it would "reveal with whom the majority stands".
"If Jamal Kamal is willing to contest [us], he may go ahead," the speaker remarked. He added that after the no-trust motion, efforts would be made to unite members of the BAP.
Bizenjo said that the Pakistan Democratic Movement, an alliance of opposition parties, did not play a role in the decision to move the no-confidence motion, adding that those supporting the move would not change sides.
In fact, those supporting Alyani will join us, he said.
On Alyani claiming to be the party head, he said the chief minister had resigned as the BAP chief and after the appointment of an acting party president, his decision to retract his resignation "could not be justified".
He further stated that attempts were being made to "create a misleading political situation in Balochistan".
Mir Zahoor Ahmed Buledi, who has been appointed as the acting BAP chief, also spoke to the media and said that Ayani had left the party's presidentship of his own will. "Legally, he is no longer the party president," he added.
Meanwhile, Alyani berated the Balochistan Assembly speaker for not remaining impartial.
"I would strongly suggest to [Bizenjo] to realise his oath as [the] speaker of the parliament, where his responsibility [is] to conduct himself ... [in an] impartial [manner] as [the] speaker and the grace of the seat [should] be preserved," he tweeted.
Meanwhile, Balochistan Home Minister Mir Zia Ullah Langau also said there was no danger to the Alyani government and that the chief minister had the majority's support.
"Only a few people are against the chief minister, the rest of the assembly members support Jam Kamal," he said.

The decision was made during an NCOC meeting headed by Federal Minister for Planning, Development and Special Initiatives Asad Umar.
During the meeting, the forum reviewed the coronavirus situation in Pakistan in proportion to the level of complete vaccination in each district.
The forum stressed that people must get themselves vaccinated, considering it a national obligation.
It abolished the mandatory weekly one-day closure, allowing businesses to operate seven days a week.
A statement issued by the NCOC said that the decision to lift the restriction of safe-days has been made keeping in view the decline in the spread of virus and ongoing vaccination drives in the country.
Moreover, the restriction pertaining to the number of guests in indoor weddings has been eased, with 300 guests now allowed instead of the previous 200.
Outdoor weddings and events can now have 500 guests.
The latest changes in restrictions will come into force from October 16 and remain imposed till October 31.
The restrictions will be reviewed in an NCOC meeting on October 28.

Local police did not name Amess but said a man had been arrested “on suspicion (of) murder” after another man had been stabbed and died in Leigh-on-Sea.
“We are not looking for anyone else in connection with this incident,” said Essex police, adding that the man in custody was aged 25, and a knife was recovered.
The force said officers had earlier responded to “reports of a stabbing” shortly after 12:05pm (1105 GMT).
British media, including Sky News and the BBC, identified the victim as the 69-year-old politician from Prime Minister Boris Johnson's ruling Conservative Party.
Transport Secretary Grant Shapps called Amess “a dedicated, thoughtful man and a true parliamentarian, who lost his life while serving the constituents who he worked relentlessly for throughout his career”.
Amess is the latest British MPs to have been attacked at his weekly constituency “surgery” with voters, which are typically held on Fridays when parliament is not sitting.
Pro-EU lawmaker Labour MP Jo Cox was murdered by in 2016 in the run-up to the Brexit referendum.
The Jo Cox Foundation, which was set up in her memory, tweeted that it was “horrified to hear the news of the attack” on Amess. “We are thinking of him, his family and loved ones at this distressing time,” it added.

The latest shipments of the vaccine lots made by Pfizer and Germany's BioNTech, are due to arrive on Saturday via the Covax distribution program, said the official, who asked to remain unidentified.
Pakistan has administered at least 93.6 million doses so far, according to data compiled by Reuters. Assuming every person needs two doses, that would suffice to have vaccinated about 21.6 per cent of the country's population.
Previous US shipments of Moderna and Pfizer-BioNTech vaccines have gone to Pakistan every month since June.
The shipment is part of an ongoing US vaccine diplomacy effort that has sent vaccines to dozens of countries.

Prime Minister Imran Khan is expected to give the approval regarding the change in Tarin's designation soon, sources added.
The finance minister was supposed to get elected as a senator — a prerequisite to continue as finance minister — as the six-month time limit to elect him as a member of the Parliament is expiring today.
Prime Minister Imran Khan had appointed Tarin as the finance minister in a federal cabinet reshuffle, replacing Hammad Azhar — only a few weeks after he was given the portfolio.
As the finance minister's six-month term ends, as per law, Tarin will not be able to chair the Economic Coordination Committee (ECC) and other cabinet committees.
Once Tarin has been elected as a senator, he will get his finance ministry portfolio back, sources added.
Tarin is currently in Washington for the annual meeting of the International Monetary Fund (IMF) and World Bank and the policy talks for the $6 billion loan programme between the IMF and Pakistan.
Policy talks between Pakistan and the IMF will also conclude today.
It is pertinent to mention here that earlier, the government had de-seated Ishaq Dar intending to elect Tarin to this vacant seat but the matter had ended up in the court. Tarin’s close aides had said that he might be elected to the Senate in the first 10 days of October.
It is pertinent to mention here that the finance minister's name was also mentioned in the recent exposé on offshore companies held by powerful individuals across the world, including Pakistani politicians, "Pandora Papers".

Speaking during a press conference in Islamabad along with the State Minister for Information and Broadcasting Farrukh Habib, Azhar said that this increase in power tariff of Rs1.39 will be applicable from November 1.
"We now have the capacity to generate enough electricity, therefore we want to increase the demand. We introduced an industrial package last year which has been successful as we have seen a 15% increase in demand," the minister said.
"Meanwhile, we have also seen a 6-7% increase in the demand for electricity as the peak hours for the industrial sector have been removed."
The minister said that keeping in view the success of this package, the government decided to introduce another package — known as the seasonal electricity package — under which consumers who use an extra unit compared to their last year's usage will get an extra discount.
Shedding light on further steps, he said that the government has closed old generation companies (gencos), while the National Electric Power Regulatory Authority (NEPRA) has also revised its target from 15% to 13%.
"Despite all this, there is a difference between Rs1.5 to Rs2 in the rate at which the government is purchasing and selling electricity, this is the reason behind surging circular debt," he said.
"A major chunk of circular debt is because of capacity payments. And because of the wrong decisions taken by the previous governments, we have to increase the power tariff," he said, adding that the government had proposed to NEPRA that the power tariff should be increased by Rs1.49 per unit.
"This increase in power tariff will not be applicable to the lifeline and domestic consumers — who use less than200 units of electricity — hence, this increase is not applicable on the 46% of the consumer base," he clarified.
Moreover, this will not affect the seasonal electricity package or the industrial package.
Worldwide gas crisis
Azhar said another major issue the country is facing is related to the shortage of gas.
“Currently, the entire world is facing a gas crisis — whether it's a developed country or an under-developed country — because the supply of gas has been affected due to COVID-19, while prices also surged,” he added
“Pakistan, however, did not face such an intense gas crisis,” the minister said, adding that the government is working on the North-South Gas Pipeline Project with Russia.
"We are also planning to change the law to provide LNG to domestic consumers,” he said. “The government will not curtail demand without ensuring proper gas supply.”
He continued: "In order to resolve the gas crisis issue, we are blocking all ongoing and future gas schemes.”
New pricing mechanism in pipeline
The minister wrote on Twitter: "Local gas reserves depleting at a rate of 9% per annum."
The government does not have legal mechanism to collect costs of imported gas from consumers, he said, adding, "We have forged a consensus on new pricing mechanism but till its legislation, government is halting all expansion in domestic gas networks."
"Currently, the provision of piped gas to domestic households is 28% of all households," he tweeted.

The company said in a blog post Thursday it has faced a “significantly more challenging operating environment and greater compliance requirements in China.

Turkish Foreign Minister Mevlut Cavusoglu received his acting counterpart Amir Khan Muttaqi as the movement seeks to gain international legitimacy upon returning to power after two decades of war.
Muttaqi arrived in Turkey following talks with US and European envoys in Doha during which he warned that Western sanctions on the Taliban threatened to further undermine security in Afghanistan.
Cavusoglu supported that message after the closed-door talks in Ankara.
“We have told the international community about the importance of engagement with the current Taliban administration. In fact, recognition and engagement are two different things,” Cavusoglu said.
“The Afghan economy should not collapse. Therefore, we have said the countries that froze Afghanistan’s accounts abroad should act more flexibly so that salaries can be paid.”
The World Bank halted its funding projects in Afghanistan after the Taliban swept back to power in August.
Turkey has sought to use its position as the only Muslim-majority member of the Nato defence alliance to secure a greater role in Afghanistan after the US troop withdrawal.
But its offer to provide security for Kabul’s airport — the main point of access for humanitarian aid — has been rejected by Taliban leaders and the sides made no apparent progress on the issue during their most high-level talk to date.
Cavusoglu said he reaffirmed to Muttaqi that ensuring security at the airport was vital before regular flights could resume.
“Today we explained to them once more the expectations on the issue of security — not only ours but the entire international aviation community — for running the airport and especially the start of regular flights,” he said.
Cavusoglu added that he urged the Taliban to give girls open access to education and allow women to return to their jobs.
“We asked them not to see this as a precondition or a demand, but that this is also the expectation of the other Muslim countries,” he said.
Muttaqi issued no immediate comments after the talks.

Addressing on Friday the launch of the Kisan Portal, at the Pakistan Citizens Portal, he assured farmers that the government will stand by them, as he believed that “serving the farming community was in fact a service to Pakistan”.
PM Imran Khan said his government is focusing on agricultural research, particularly seed development, to increase the yield of crops.
He said the yield of the dairy sector in the developed world is six times higher than in Pakistan and emphasised on development to boost production in this sector.
He stressed the importance of water conservation to ensure ample supply to farmers for irrigation purposes. The construction of 10 big dams, he said, was an unprecedented step taken by his government. He said work on several projects was underway and aimed to address the water needs of the country, the common man and farmers, he said.
The prime minister said that the world over, the agriculture sector had an insurance cover. He said the Kisan card will enable small farmers to get financial support in case their yield is damaged from natural calamities.
He said the pressure on the Pakistani rupee is temporary and will be over soon.
The price of palm oil, he said, had almost doubled in the international market and had a negative impact on the rates in Pakistan.
Similarly, he said, Pakistan had to import wheat, sugar and pulses.
The prime minister said that with the government’s efforts, the country would witness a revolution in the production of soya bean, olive oil and avocado.
He said training programmes for farmers were on the cards with the assistance of China to guide them on better farming techniques.
Imran Khan said Pakistan was blessed with natural resources, which if properly utilized through scientific means, could result in a boom in the agriculture sector.
The PM’s Special Assistant Jamshed Iqbal Cheema said that under the government’s initiative, farmers will get subsidies on seeds, fertilisers and the purchase of agricultural machinery.
He said the government is focusing on rural development with the uplift of farmers and giving them better support prices for their produce.
He said the budget for the agriculture sector had been doubled at federal and provincial levels.
He mentioned that never in the history of Pakistan has a government extended such facilities to farmers.
Prior to the launch of the Kisan Portal, there was no specific category to register the grievances of farmers on the Pakistan Citizens Portal. The step will help the farmers get their problems resolved on a priority basis, the PM Office said.
A total of 123 dashboards have been set up at the federal and provincial levels under the Kisan Portal.



It also recommended an increase of Rs10 per litre in the price of high-speed diesel.
The final decision in this regard will be taken by the Ministry of Finance after it consultation with Prime Minister Imran Khan.

According to the latest figures issued by the National Command and Operation Center (NCOC), 1,086 persons tested positive for COVID-19 in the past 24 hours.
Punjab remains the worst-hit province in terms of deaths followed by Sindh and Khyber Pakhtunkhwa.
464,746 coronavirus cases have been confirmed in Sindh, 437,316 in Punjab, 176,501 in Khyber Pakhtunkhwa, 106,357 in Islamabad, 34,380 in Azad Kashmir, 33,108 in Balochistan and 10,363 in Gilgit-Baltistan.
So far, 64,947,702 people have received their first dose of coronavirus vaccine including 483,770 in last 24 hours. 34,809,848 citizens have been fully vaccinated while 510,705 received their second dose in last 24 hours.
The number of total administered doses has reached to 93,551,193 with 954,000 in the last 24 hours.

The withdrawal of exemptions on imports having an estimated cost of Rs178 billion and on local supplies that cost Rs156 billion are in order to strike a staff-level agreement with the International Monetary Fund (IMF).
These are two major heads where the government could identify areas where the GST exemptions could be withdrawn. However, GST exemptions on basic food items and medicines would be protected.
A proposal is also under consideration to bring down Personal Income Tax (PIT) slabs to 6 or 7 from 11. Under the new plan, the minimum taxable ceiling of Rs0.6 million might be adjusted upward while the rate of higher-income brackets might be increased. The hike in power tariff to the tune of Rs1.40 per unit might be notified after the agreement with the IMF.
Federal Minister for Finance Shaukat Tarin is expected to hold a meeting with the IMF’s Managing Director (MD) Kristalina Georgieva.
The finance minister along with other senior government officials is in Washington as part of the sixth and seventh reviews of IMF’s $6 billion loan programme under the Extended Fund Facility (EFF).
However, things are still unclear whether Pakistan and the IMF will be able to strike a staff-level agreement or not.
The review talks may be extended if both sides remained unable to strike any staff-level agreement on the completion of reviews.
Pakistan paid back $1 billion this week on the maturity of international bonds, so Islamabad required dollar inflows for meeting net international reserves (NIR) targets.

The prime minister made these remarks while chairing a meeting of the National Coordination Committee (NCC) on Housing, Construction and Development to review the progress made on existing and new projects.
During the meeting, PM Imran Khan emphasised that cadastral mapping is important to eliminate encroachments and enhance land revenues and contended that the provinces should expedite legislation to stop land-use changes and protect green spaces.
While taking a briefing from Surveyor General of Pakistan Maj-Gen Shahid Pervez, the premier remarked that cadastral mapping will help in the development of an authentic land record database and in clearly identifying the demarcation of land that would eliminate illegal encroachments.
Moreover, he pointed out that an authentic database would also contribute towards enhancing revenues received from lands. The PM said: “Land-use changes need to be checked where green vegetation areas are being converted into construction projects”.
He called on all provincial and AJK governments to expedite legislation to put a stop to land-use changes, saying protection of green spaces and agricultural lands is essential for environmental considerations and to safeguard food security.
However, construction projects will be allowed under regulations, he noted.
The NCC meeting was briefed that under phase-I of the mapping exercise, 90% digitalisation of state lands had been completed in Punjab, 96% in Khyber-Pakhtunkhwa and 50% in Balochistan.
The Capital Development Authority chairman said that with the help of cadastral maps, the CDA had started imposing fines on encroachers and the amount collected was being used for compensation of the masses defrauded by illegal housing societies.


Alyani met the premier at the latter's office in Islamabad to discuss the situation in Balochistan, days after disgruntled lawmakers of the ruling Balochistan Awami Party (BAP) and allied parties closed the door on any reconciliation by submitting a no-trust motion against the chief minister in the provincial assembly secretariat.
The motion was signed by 14 disgruntled members of the BAP and allied parties, including BAP Chief Organiser Mir Jan Mohammad Jamali, Mir Naseebullah Khan Marri of the PTI, who was sacked as health minister by Alyani two years ago, Mir Asadullah Khan Baloch of the BNP-Awami and Laila Tareen of the ANP.
Speaking to the media after his meeting with the prime minister, Alyani claimed that the no-confidence motion against him will not succeed. "It will be good if voting is held [on the motion] so that the situation becomes clear," he said, according to a government handout.
Although he refused to divulge the final date for the vote, he said it would take place in the next 3-4 days.
Asked about today's meeting, Alyani said he and the prime minister had discussed development schemes in Balochistan. He quoted Prime Minister Imran as saying that Balochistan's progress was among the federal government's top priorities.
Noting that the federal government had announced a "historic" package for Balochistan, Prime Minister Imran said the government was taking steps to bring Baloch youth into the national fold.
The months-long political crisis in Balochistan had further deepened on Tuesday when Chief Minister Alyani denied that he had resigned as the BAP president.
The same day, the BAP secretary general had appointed Mir Zahoor Ahmed Buledi, one of the disgruntled members, as acting president till intra-party elections.
On Thursday, Alyani wrote a letter to the Election Commission of Pakistan, saying the BAP secretary general's announcement about the appointment of an acting president had "no constitutional or legal value".
He argued that the secretary did not have the authority to appoint an acting president, and reiterated that he had not resigned as the BAP president, according to a party statement.
Meanwhile, three members of the disgruntled group — Buledi, Sardar Abdul Rehman Khetran and Abdul Quddus Bizenjo — are also in Islamabad. Sources said the trio was also expected to hold important meetings.
The signs of the ongoing political crisis in Balochistan were first seen in June this year, when opposition members had camped outside the provincial assembly's building for days in protest against the government led by Alyani for its refusal to allocate development funds for their constituencies in the budget.
The protest had led to mayhem and police had later booked 17 opposition lawmakers in connection with the incident.
Following that, 16 members of the opposition had filed a no-trust motion against the chief minister. However, the Governor House Secretariat had returned the motion to the Balochistan Assembly on technical grounds.

Fully 99% of Palau’s population over 12 has had both shots of vaccine for the new coronavirus, the International Federation of Red Cross (IFRC) said, citing government figures which also show that this amounts to 16,152 people.
That puts Palau, an archipelago of 500 islands in the western Pacific Ocean, in the “top spot”, the IFRC said in a statement, ahead of countries like Portugal which was named one of the world’s most vaccinated countries when 80% of its 10 million people were fully immunized last month.
It also presents a stark contrast with other small nations in the region that have had sluggish vaccine rollouts due to supply constraints and population hesitancy. Less than 10% of the Solomon Islands (population 650,000) and Kiribati (population 119,000) are vaccinated, the IFRC said.
In Papua New Guinea, 150 km (93 miles) north of Australia, less than 1% of the population is fully vaccinated, it added, citing Our World in Data figures.
The urgency of increasing vaccination rates in the region was increased by the coming Pacific cyclone season, which could cause more damage to livelihoods already impacted by the pandemic, the IFRC said.
Palau was not alone among the Pacific nations that are leading the world in vaccination rates, on a per capita basis. The Cook Islands (population 17,000) had 96% of its eligible population fully vaccinated, while Fiji (population 896,000) had 96% of eligible people with one dose, the IFRC said.

The fire broke out in the 40-year-old building in Kaohsiung’s Yancheng district in the early hours of the morning and was extinguished around dawn.
The Kaohsiung fire department said in a statement that after completing a search of the building they were able to confirm 46 deaths.
Mayor Chen Chi-mai said the building was partly abandoned, having previously been host to restaurants, karaoke lounges and a cinema.
The government is investigating the cause including whether arson was to blame.
Separately reported yesterday from the macabre scene internationally, a man armed with a bow and arrow killed five people and wounded two others in a series of attacks in the Norwegian town of Kongsberg on Wednesday, local police said.
The suspect was in custody, police added.
“The man used a bow and arrow … for some of the attacks,” police chief Oeyvind Aas told reporters. The police were investigating whether other weapons had also been used, he said.

Afridi was man of the match in a nail-biting seven-run semi-final win over South Africa in the tournament 12 years ago where he made 51 runs.
He then starred again in the eight-wicket rout of Sri Lanka in the final at Lord’s where he smashed an undefeated 54.
Pakistan’s victory came just three months after a terror attack on the Sri Lanka team in Lahore, an incident which sparked a shutdown of international cricket in the country.
"We had that issue of the Sri Lanka attacks on our minds," Afridi told AFP.
"The whole nation was disappointed and frustrated so that win was very much needed.
"The win gave the whole nation happiness and some unforgettable moments."
Afridi famously stormed onto the scene in 1996 when he broke the record for the fastest century in ODI cricket, reaching his hundred from 37 balls.
It was a record which stood until 2014.
Afridi, who played 99 T20 Internationals for Pakistan, thinks recent setbacks can again inspire Babar Azam’s team in the 2021 T20 showpiece.
A month before the mega-event, head coach Misbah-ul-Haq and bowling coach Waqar Younis resigned, apparently believing new board chairman Ramiz Raja would sack them anyway.
Then New Zealand abandoned their tour of the country just minutes before the first ODI in Rawalpindi.
Three days later, England also withdrew its men’s and women’s teams from visiting Pakistan.
"This is Pakistan cricket for you, never ever a dull day," added Afridi ruefully.
"Pakistan can surprise any team in the world. Rule them out at your peril."
In his 22-year international career, Afridi was at the heart of Pakistan’s "topsy-turvy" ride in limited overs cricket.
Afridi anchored Pakistan’s run to the final in the inaugural Twenty20 World Cup in South Africa in 2007, taking 12 wickets which earned him the player of the tournament award.
Pakistan, however, lost twice against arch-rivals India -- including the final.
"Pakistan gave the best entertainment in the first T20 World Cup," insists Afridi.
"We lost to India in the group match after a bowl-out, which was something very new for us."
Pakistan then lost the final with Misbah-ul-Haq falling to an injudicious shot off the third ball of the final over, with just six needed for a win.
"Misbah brought Pakistan into the game but then we lost by the barest of margins," said Afridi.
Under Afridi, defending champions Pakistan then lost in the semi-final of the 2010 edition in the Caribbean when Michael Hussey clobbered 39 runs in the last two overs to give Australia an unlikely win.
"T20 suits our character," added Afridi. "We have the talent, approach and aggression required for this rapid format.
"It is a format which is loved throughout Pakistan. We won against every team and then every team adopted that style.
"Bowling is now full of variety and new batting techniques have developed."
Afridi insists Pakistan can once again spring a few surprises in the UAE.
"The current Pakistan team is very talented although they lack experienced players. But, as we all know, never under-estimate a Pakistan team!"

Tourism-reliant Bali is scheduled to reopen on Thursday and though its Ngurah Rai international airport has carried out simulations preparing for tourists to return, it is not expecting much to happen soon.
“So far there is no schedule,” said Taufan Yudhistira, a spokesman for the airport.
Indonesia’s tight immigration measures during the pandemic have devastated the island, with widespread closures of hotels, shops and businesses.
The government is eager to revive Bali’s beleaguered tourism industry in response to a sharp fall in new coronavirus cases since July, when Indonesia was Asia’s Covid-19 epicentre.
But details about the reopening, such as visa requirements and which countries they apply to, have so far been patchy.
Indonesia only confirmed the 19 eligible countries in a statement late on Wednesday, which include China, India, Japan, South Korea and New Zealand, and several countries from Western Europe and the Arabian Gulf.
The move follows Thailand’s calibrated reopening that began in July with much fanfare, with the islands of Samui and Phuket welcoming vaccinated tourists from multiple countries, with hundreds on the opening days.
Vietnam plans to welcome foreigners to its Phu Quoc island next month.
But some Indonesian tourism industry representatives say Bali’s reopening plan not matched by demand.
I Putu Astawa from the Bali tourism agency said hotel reservations were few.
“Not yet because the timing is so sudden,” he said, when asked about a spike in bookings. “They need time to take care of visas and flights.”
As well as requiring Bali visitors to be vaccinated against Covid-19, Indonesia has stipulated they must spend their first five days in quarantine, a measure rival tourism markets are phasing out.
“We are ready to accept tourists who visit Bali, but certainly it does not mean all the guests suddenly visit Bali,” said Ida Bagus Purwa Sidemen, executive director of the island’s hotel and restaurant association.
“At the earliest, by the end of the year we can evaluate whether the situation has improved.”
In a video released on the president secretariat’s YouTube channel to mark the reopening on Thursday, Bali governor I Wayan Koster said reviving tourism was essential for the island.
“It is very much in our interest for tourism to recover because 54 per cent of Bali’s economy relies on tourism sector,” he said.

The prime minister, according to the sources, made the statement during a meeting of the PTI Parliamentary Committee.
During the meeting, the premier took the participants into confidence over the prevailing political situation in the country.
The prime minister said "no one has a better relationship with the military than me", adding that there was no misunderstanding between the government and military.
The prime minister had convened an emergency meeting of the ruling party’s parliamentary group at Parliament House to discuss important national issues.
Several PTI members protested on being suddenly called for the meeting by the chief whip of the PTI, Malik Aamir Dogar, sources had said.
They reportedly questioned why an emergency meeting had been called at the last minute, saying it would take time to reach Islamabad.
'Atmosphere of trust'
Following the meeting, Federal Minister for Information and Broadcasting Fawad Chaudhry held a press conference, where he said that "the decision regarding the appointment of the director general of the Inter-Services Intelligence (ISI) will be made in an atmosphere of trust".
Chaudhry quoted the premier as saying that the "ambiguity regarding the appointment has been cleared".
“PM Imran Khan said that civil-military relations have never been as good in the entire history of the country as they are now,” said Chaudhry.
He said that the premier said that the honour and the dignity of army is dear to the entire country.
The federal minister said that PM Imran Khan and army chief Gen Qamar Javed Bajwa "settle every issue together through consultation".
“The same mechanism was adopted on the matter of the appointment of ISI DG,” said Chaudhry.
The minister said that the DG ISI will be appointed "soon" with the process already "underway".

The rules, titled the “Removal and Blocking of Unlawful Online Content (Procedure, Oversight and Safeguards) Rules, 2021”, have been framed under the Prevention of Electronic Crimes Act (Peca), 2016.
The federal cabinet had last month approved amendments to the digital media rules introduced last year.
Key amendments to social media rules
Social media companies will have to register with PTA within three months
Social media outlets will be required to establish an office in Pakistan "as and when feasible" — instead of nine months as required previously
PTA will give 48 hours, instead of 24 hours previously, to a social media company for removing or blocking access to online content
In a statement, IT and Telecom Minister Aminul Haque said under the rules, social media companies would have to abide by Pakistani laws and the rights of social media users.
"Under the amended rules, Pakistani users will have the full right to freedom of expression under Article 19 [of the Constitution]," he said, adding that the rules would play an important role in facilitating contact between Pakistani netizens and social media companies.
He said there would be a ban on the live streaming of extremist, terrorist, hateful, obscene and violent content, and "social media companies will be liable to remove content against Pakistan's honour and well-being".
As per the rules, the propagation of "immoral and obscene content" will also be a punishable offence, Haque said.
Moreover, social media companies and service providers will be required to devise community guidelines in order to inform users about uploading content.
"No negative content concerning any individual will be uploaded," Haque revealed, adding that uploading material about someone's private life would also be banned.
Other things banned under the revised rules include "content against Pakistan's cultural and moral trends" as well as content that could "destroy" the morals and harm the mental and physical development of children.
The minister said the rules would apply to all social media outlets including Facebook, YouTube, TikTok, Twitter and Google. He added that after the issuance of the notification, the social media companies would be required to set up their offices in Pakistan "as soon as possible".
According to the amended rules' draft, social media companies would have to register with the Pakistan Telecommunication Authority (PTA) within three months of the law coming into force.
They would also have to appoint an authorised compliance officer and grievance officer based in Pakistan within the same time-frame. These officers would have to address complaints within seven working days.
The rules also direct social media companies to establish an office in Pakistan, preferably located in Islamabad, upon PTA's directions "as and when feasible". Previously, the rules required the companies to set up their offices within nine months.
Moreover, the PTA would give 48 hours, instead of 24 hours previously, to the service provider or social media company for removing or blocking access to online content.
The PTA may initiate proceedings if the service provider or social media company fails to remove or block access to content or comply with PTA's directions within the specified time. This includes sending a notice seeking a written explanation for the non-compliance within 48 hours.
If the service provider fails to respond to the notice, the PTA may degrade the services of such service providers for a period of time.
Under the rules, the PTA has also been authorised to block or issue directions for blocking the entire online information system or impose a penalty of up to Rs500 million.
The social media rules, which were approved in November 2020, had faced severe backlash from digital rights activists, the Internet Service Providers of Pakistan (ISPAK) and the Asia Internet Coalition (AIC).
Tech companies had also threatened to discontinue their services in Pakistan if the rules were not amended, saying the regulations would make it difficult for them to continue their operations.
The rules were also challenged in the Islamabad High Court (IHC). During one of the hearings on the petition, the attorney general had assured the IHC that the government was ready to review the rules.
In March, Prime Minister Imran Khan constituted an inter-ministerial committee to review the controversial social media rules.
The committee prepared the rules by August and they were passed by the Cabinet Committee on Legislative Cases on Sept 23.
However, internet companies have criticised the amended version as well, noting that the most problematic provisions remain unchanged in the latest draft that they say has in fact "regressed" in comparison with previous versions.
"The Asia Internet Coalition and its member companies are disappointed with the proposed revisions," AIC Managing Director Jeff Paine had earlier said.
"Despite repeated feedback from industry over several months, the draft rules still include a number of problematic provisions — such as data localisation and local presence requirements — that undermine the country's digital growth and transformation agenda," he had said.

Besides Jaffer, two of the family's employees — Jamil and Jan Mohammad — were also indicted, along with the Chief Executive Officer of Therapy Works, Tahir Zahoor.
Additional sessions judge Atta Rabbani indicted a total of six individuals in the case and all the accused were brought to the court from Rawalpindi's Adiala Jail.
Meanwhile, the court has summoned the prosecution witnesses on October 20 and directed that the trial must be commenced immediately and be completed within two months.
The murder
Noor Mukadam, a 27-year-old woman, was raped and murdered with a sharp instrument on July 20 within the limits of the Kohsar police station in Islamabad. A case of murder was later registered at the same police station by Noor's father, former Pakistani ambassador Shaukat Ali Mukadam.
Zahir is the prime suspect in Noor Mukadam's murder case. The grisly murder, in which Mukadam was beheaded, took place on July 20 in Islamabad's F-7 area.
The Islamabad police had arrested suspect Zahir on the night of July 20 from his house where, according to Noor's parents, he killed her with a sharp instrument and severed her head.
The gruesome incident sparked a nationwide campaign seeking justice for her, with #JusticeforNoor becoming a top trend on Twitter.
Earlier, the IHC had rejected the bail pleas of Zahir's parents — Zakir Jaffer and Ismat Adamjee — in the Noor's murder case.
The IHC also ordered the trial court to complete the trial within eight weeks. IHC's Justice Aamer Farooq initially delivered a brief verdict. A detailed verdict was released later.
Zakir and Ismat had filed bail petitions in the Noor Mukadam murder case stating that they had nothing to do with Noor's murder, while the police challan presented in court said that if Zahir's parents had informed the police in time, Noor could have been saved.
In its detailed verdict, the IHC ruled that Zahir Jaffer's parents committed the crime of aiding and abetting Noor's murder.
The court said that Zahir's parents knew their son had taken Noor hostage and despite having this information, they did not share it with the police. The watchman had clearly stated that he had informed Zakir Jaffer, the court added.
The detailed judgment also refers to the decisions of the SC.
The SC has said that aiding and abetting murder is as serious a crime as murder, the IHC said, adding that aiding and abetting a crime can also be direct, for which there is sufficient factual evidence.
According to the Black's Law Dictionary, not doing one's duty is also aiding and abetting, the IHC verdict said.
Zahir, the court said, had said in his confessional statement that he had informed his father about Noor. Whether Zahir's statement is acceptable or not is to be decided by the trial court, the IHC said.
The parents of Zahir then approached the SC for bail.
The petition, filed in the apex court by Advocate Khawaja Harris on behalf of Zahir's parents, asks whether not reporting the "incident" counts as aiding the crime.
The text of the petition stated that the Islamabad High Court (IHC) wrongly reviewed Section 107 of the Pakistan Penal Code.
The petition further stated that there is no evidence to suggest that Zahir's parents knew the intentions of their son and that their bail application cannot be dismissed on the basis of the statement of a co-accused.
The petition said that a complete challan of the case has not yet been presented in the trial court, while the high court went beyond its jurisdiction by directing to complete the trial in two months.
The petition filed in the SC further said that delivering a verdict in two months goes against the rights of the suspects and the principles of a transparent trial.
The police investigation in the Noor's murder case was one-sided and not impartial, the petition stated further. The defendants will not be able to defend themselves properly in prison, it argued, adding that it is very difficult for them to communicate with their lawyers in prison.
