In their separate messages on the occasion of Defence and Martyrs Day, the President and the Prime Minister have expressed the resolve that we shall never compromise on the sovereignty and security of the country and any kind of misadventure by the enemy will be dealt with severely.

In his message, the Prime Minister Imran Khan said the nation and the men in uniform proved that it's not the size that matters, but it's the courage and devotion that matters the most.

He said with the abrogation of Articles 370 and 35-A India has not only violated the UN Charter but has also unleashed reign of terror on innocent Kashmiris.

Prime Minister Imran Khan said India is also showing aggressive posture on the Line of Control and such provocations are aimed at diverting the world attention from Indian atrocities in Indian Illegally Occupied Jammu and Kashmir.

In a message on the occasion of Defence Day, Pakistan's Permanent Representative to the United Nations Munir Akram has said as an active and progressive member of the international community, Pakistan will always support efforts to achieve peace, stability and socio-economic progress.

Bilawal demanded the kind of cooperation from the federal government that was required in the wake of the Sindh floods of 2010. He said the PM needs to do what was done in the year 2010.

He advised that the government needs to take care of the farmers who have suffered losses due to wrecking rains. Bilawal Bhutto added that the rains have wreaked havoc in the regions such as Yousuf Goth.

He concluded that while his party was working in line with its vision in ensuring relief to the victims, it was beyond their capacity to do it all on their own.

Bilawal’s comments came in response to Prime Minister Imran Khan’s announcement of ‘historic’ Rs1100 billion financial package for the execution of a transformation plan meant to address the city’s issues and developmental requirements.

 U.S. deaths from the coronavirus will reach 410,000 by the end of the year, more than double the current death toll, and deaths could soar to 3,000 per day in December, the University of Washington’s health institute forecast on Friday.

Deaths could be reduced by 30% if more Americans wore face masks as epidemiologists have advised, but mask-wearing is declining, the university’s Institute for Health Metrics and Evaluation said.

The U.S. death rate projected by the IHME model, which has been cited by the White House Coronavirus Task Force, would more than triple the current death rate of some 850 per day.

“We expect the daily death rate in the United States, because of seasonality and declining vigilance of the public, to reach nearly 3,000 a day in December,” the institute, which bills itself as an independent research center, said in an update of its periodic forecasts.

“Cumulative deaths expected by January 1 are 410,000; this is 225,000 deaths from now until the end of the year,” the institute said.

It previously projected 317,697 deaths by Dec. 1.

The model’s outlook for the world was even more dire, with deaths projected to triple to 2.8 million by Jan. 1, 2021.

The United States, which has the world’s third largest population, leads the planet with more than 186,000 COVID-19 deaths and 6.1 million coronavirus infections.

The institute made waves earlier this year when its aggressive forecasts contrasted with President Donald Trump’s repeated statements that the coronavirus would disappear. But deaths have surpassed some of the institute’s dire predictions, which have been frequently updated to reflect new data, revised assumptions and more sophisticated information sources.

The U.S. Centers for Disease Control and Prevention issues forecasts only four weeks in advance, and its latest estimate is for 200,000 to 211,000 dead by Sept. 26.

But the institute said with so many Americans still refusing to wear masks, there remains “an extraordinary opportunity” to save lives.

“Increasing mask use to the levels seen in Singapore would decrease the cumulative death toll to 288,000, or 122,000 lives saved compared to the reference scenario,” it said.

“Mask use continues to decline from a peak in early August. Declines are notable throughout the Midwest, including in some states such as Illinois and Iowa with increasing case numbers,” the report said.

Although U.S. infections have declined to around 45,000 per day from a peak of around 70,000 per day in July, COVID-19 was the second leading cause of death, the institute said. That would place it behind only heart disease, having surpassed cancer as a cause of death in the United States.

Infection rates have recently fallen in large states such as Texas, Florida and California, leading to the national decline in cases.

But 10 states, many of them in the Midwest, still average more than one secondary case per infected person, an indication of rapid spreading, the report said.

Briefing media about the Karachi package here at Governor House, the Prime Minister Imran Khan has said that federal government was fully aware of the problems being faced by people of Karachi from past many years and PTI government has decided to resolve all pending issues of the metropolis.
“One year & three-year plans for Karachi’s transformation have been devised as we’ve decided to resolve issues of Karachi on a permanent basis,” he said and added that the Provincial Coordination Implementation Committee (PCIC) has been formed which will monitor the implementation of Karachi Package.

The PCIC will include all stakeholders, the provincial government, federal government and the army, he said, adding that Rs1.1trillion package is also meant to resolve transport, sewerage and infrastructure development issues in the port city.

PM Khan said that the Karachi Circular Railway (KCR) project will be completed in addition to improving the road infrastructure from the amount allocated for the Karachi package.

“It has been agreed that the National Disaster Management Authority (NDMA) will clear the Nullahs in the provincial capital,” said PM Imran and added that there are encroachments over drains which will be removed.

The prime minister said that Sindh government has taken the responsibility to settle the families who will displace as a result of the clearance of the Nullahs.

The premier further said the problems of Karachi relating to water will be permanently addressed in a matter of three years under the transformation plan.

Alluding to the damages inflicted by recent rains in the country, the prime minister said coordinated efforts will be made to cope with the situation. Imran Khan also lauded services of Pakistan Army for playing a very vital role during recent rains in Karachi.

The premier is also expected to meet leaders of the coalition parties.

Iranian President Hassan Rouhani bemoaned Iran’s friends on Saturday for not standing up to the United States and breaking crippling sanctions during the coronavirus pandemic.

He also said that if the United States had a “bit of humanity or brain,” it would have lifted sanctions on Iran for the duration of the health crisis.

Iran, with over 380,000 registered cases and over 22,000 deaths from the coronavirus, is one of the countries worst-hit by the pandemic in the Middle East.

“Over the past months since the coronavirus arrived in our country... no one came to our help,” Rouhani said in remarks broadcast live on Iranian state television.

If the United States “had a bit of humanity and brain,” he said, it would have offered to “lift the sanctions for a year because of the coronavirus.”

But the United States “is far more heartless and evil than those things,” he added.

Instead, it “imposed new sanctions and pressures on us over these past seven months of coronavirus,” Rouhani said.

At the same time, he said, “not a single friendly country told us that in this time of coronavirus and hardship and for the sake of humanity ‘we will stand up to America’” and do business with Iran despite threats of U.S. retaliation.

The United States has threatened to impose sanctions on whoever conducts business with Iran.

The sanctions are part of the U.S. effort to slash Iranian revenues after U.S. President Donald Trump withdrew in 2018 from the 2015 Iran nuclear deal.

NEPRA to probe alleged KE negligence in deaths from electrocution

The National Electric Power Authority (NEPRA) has taken strict notice of the deaths from electrocution that took place in Karachi over the recent monsoon rains and has formed a three-member committee to probe the K-Electric's alleged negligence in the matter.

The spell of monsoon rains in Karachi from July 6 to August 12 resulted in multiple people dying from electrocution. According to a press release by the power regulatory body, NEPRA's committee will be headed by the director-general of monitoring and enforcement.

Sources said that the regulatory authority has received 57 complaints of deaths from electrocution in Karachi so far. The statement read that after a thorough investigation, the authority will present a comprehensive report to NEPRA.

After receiving the report, NEPRA will decide whether legal action should be taken against K-Electric or not.

Sources said that the committee members — during the course of the investigation — will seek details from families who lost their loved ones due to electrocution in the monsoon season.

According to sources in the Sindh government, the official notification for the appointment of Iftikhar Shallwani would be issued on Saturday.

It is pertinent to mention here that Iftikhar Shallwani was recently removed from the post of Commissioner Karachi and appointed as provincial secretary of local government.

He was replaced by Sohail Rajput as new Karachi Commissioner.

Sindh Chief Minister Syed Murad Ali Shah on Thursday said that the provincial government will appoint Karachi administrator soon.

Presiding over a meeting, Murad Ali Shah said that they were consulting the matter with all the parties but the final decision will be made by the provincial cabinet.

Administrators have not been appointed anywhere in Sindh so far, the chief minister added. He maintained that they were taking measures for local body elections in the province.

The chief minister accused the former Karachi mayor of misusing authority, commercialization of streets and other irregularities. He claimed that they will resolve the problems of Karachi with the same powers given to the former city mayor.

China has most active role to interfere in US elections : Trump security adviser

Without providing any details, US President Donald Trump's security adviser Robert O’Brien said Friday that China has the most active role among countries to interfere in US elections and influence America's domestic politics.

“We know the Chinese have taken the most active role,” O’Brien told reporters at a briefing.

He said China had “had the most massive program to influence the United States politically,” followed by Iran and then Russia.

U.S. intelligence found that Russia orchestrated a cyber campaign to sway the 2016 presidential election in Republican Donald Trump’s favor and there have been reports hackers may try to influence the election on Nov. 3.

Moscow has denied interfering in 2016.

“We’ve made it very clear to the Chinese, to the Russians, to the Iranians and others that haven’t been publicly disclosed that anyone ... that attempts to interfere with the American elections will face extraordinary consequences,” O’Brien said.

Trump-appointed Attorney General William Barr said on Wednesday he believed China was more of a threat than Russia when it came to election interference, also without offering details.

In August, O’Brien said the United States had seen Chinese hackers targeting U.S. election infrastructure.

China has consistently denied U.S. government charges that it hacks U.S. companies, politicians or government agencies.

Asked to comment on O’Brien’s latest remarks, its embassy referred to a Foreign Ministry statement last month that China has no interest in interfering in the U.S. election.

Trump, who long touted his friendly ties with Chinese President Xi Jinping as he sought to make good on trade deal promises, has made getting tough on China a key part of his campaign for re-election in November and blames China for the coronavirus pandemic.

In a speech to the Republican National Convention last month, Trump said that Beijing supports his Democratic opponent Joe Biden and “desperately” wants him to win the election.

Asked to provide specific details of Chinese election interference, O’Brien said:

“I am not going to go into all the intelligence, but the massive activities of the Chinese and cyber realm, it’s really an extraordinary thing that we’re facing.”

He called the scope of Chinese activity “relentless.”

“We’ve never seen anything like it. It was nothing like this in the Cold War with the Soviets.”

Earlier this week, Reuters reported that hackers had stepped up efforts to knock Trump campaign and business websites offline ahead of the U.S. election, in what a security firm working for the campaign said could be preparation for a larger digital assault.

Lionel Messi ended speculation about his future at Barcelona by announcing on Friday that he would reluctantly stay for another season rather than tackle his career-long club in court.

A week after saying he wanted to leave the La Liga side, and with a contract row still raging, the 33-year-old six-time player of the year gave the news Barca fans were hoping for.

In doing so, however, the Argentine forward took a big swipe at the club's hierarchy.

“I wasn't happy and I wanted to leave. I have not been allowed this in any way and I will stay at the club so as not to get into a legal dispute,” he was quoted as saying by Goal.com.

“The management of the club led by (president Josep Maria) Bartomeu is a disaster.

“I told the club, the president in particular, that I wanted to leave. They knew this since the start of the past season. I told them during all (of the) last 12 months. But I will stay here because I don't want to start a legal war.” By remaining at the Catalan club for the fourth and final year of his contract, Messi is in line for a 63 million pounds ($83.38 million) loyalty bonus and will be able to leave without a transfer fee.

Earlier on Friday, Messi's father and representative Jorge had insisted in a letter to La Liga that a 700 million euro ($828.03 million) release clause in the player's contract was not valid and his son could leave for free.

However, despite the standoff between the Messi camp and Barcelona and La Liga, the player has ended the impasse and will see out his contract with the club with whom he has won more than 30 major trophies and scored over 600 goals.

Clubs disappointed

The news that Messi will be staying at the Nou Camp, albeit reluctantly, will disappoint the clubs who were hoping to sign the iconic forward, including Premier League's Manchester City, managed by his former Barca boss Pep Guardiola.

Argentine pay TV station TYC Sports, which has close links with Messi, had reported earlier on Friday that Messi was poised to stay with the Catalan club he joined as a teenager.

The situation was further complicated when Jorge Messi wrote to La Liga president Javier Tebas dismissing their claim that the release clause still applied if his son wished to leave.

He accused La Liga, who on Sunday backed Barca's stance, of making an error in their interpretation of the contract.

“First, we do not know what contract you have analysed and on what grounds you conclude that there is a 'release clause' applicable in the case of him deciding to unilaterally end his contract from the end of the 2019-20 season,” he wrote in a letter published on social media.

“It is obvious that the compensation of 700 million euros, provided for in the previous clause... does not apply at all.” La Liga responded to Jorge Messi's letter by saying it stood by a statement in support of Barcelona issued on Sunday.

Messi dropped the bombshell last week that he wanted to leave the club and that he could do so on a free transfer.

On Sunday, he failed to show up for a pre-season medical, making a move away look even more likely.

His lawyers wanted to invoke a clause in his four-year contract, signed in 2017, which would have allowed the forward to leave the club for free if he had requested it by June 10.

They argued that that date — nominally the end of the season — was irrelevant after the novel coronavirus pandemic forced an extension of the La Liga campaign deep into August.a

K-Electric on Friday requested the National Electric Power Regulatory Authority (NEPRA) to authorise a further increase in electricity prices for residents of the port city, merely two days after the Economic Coordination Committee (ECC) approved an increase in the price of electricity to be charged to its consumers.

KE, in its request to NEPRA, has asked for a further increase of Rs1.54 per unit along with permission for an additional investment of Rs143.86 billion.

A hearing in this regard will be held on September 16.

The ECC had earlier this week approved a price hike of Rs1.9 per unit of electricity for Karachi consumers.

In an effort to overcome the educational loss of students due to COVID-19 pandemic, the federal government on Friday decided to end winter vacations for educational institutions this year.

According to a notification issued by the ministry of education, summer vacations will not be observed this year in all the federal government-run educational institutions and private schools.

The federal government also increased working days to six for the schools. Special classes will be conducted on every Saturday to overcome the educational loss, read the statement.

Earlier today, Federal Minister for Education Shafqat Mahmood had said that the government planned to reopen educational institutes in a phase-wise manner, setting the priority of opening it from higher secondary classes to middle and primary gradually.

Addressing a presser, Shafqat Mahmood had said that the final decision on reopening educational institutes would be made by September 07. “Students have suffered a lot due to the closure and we have received suggestions regarding reopening,” he had said as the country was witnessing a declining trend of coronavirus.

Prime Minister Imran Khan would announce an over Rs800 billion Karachi Transformation Plan during his visit to the rain-hit city on Saturday, sources.

According to details, sources having knowledge of the matter revealed that the prime minister would announce 50 projects for the rain-hit city.

“Six mass-transit projects with the cost of Rs 447.45 billion will be announced for the city,” they said adding that Rs300 billion for Karachi Circular Railway will also be included in the transformation plan.
They said that the Chinese government would also provide Rs 250 billion for the project while the Sindh government would also have a share of Rs50 billion in the project.

Sewerage and solid waste management projects are also included in the Karachi Transformation Plan to be announced by Prime Minister Imran Khan.

Eight sewerage project costing around Rs 162.60 billion and four solid waste management project with an estimate of Rs 14.86 billion will be announced by the prime minister, they said.

The plan also includes repair works of the road infrastructure with an estimated cost of Rs 62.30 billion while Rs 4.60 billion would be earmarked for two water drain projects.

It is pertinent to mention here that Prime Minister (PM) Imran will arrive in Karachi on Saturday (tomorrow) to resolve the city’s civic and infrastructure problems.

As per sources, the prime minister will reach the provincial capital of Sindh at 12:30 pm and will address a press conference at the Governor House at 1:30 pm.

Later in the day, Prime Minister Imran Khan will visit Pakistan Stock Exchange and will meet Industrialists, Businessmen and traders. The premier is also expected to meet leaders of the coalition parties.

Federal cabinet has approved a bill, seeking amendment in the Article 63 (1) of the Constitution of Pakistan, to allow dual nationals to contest polls in the country.

Sources privy to the matter said that a sub-committee of the cabinet rejected an idea to amend the constitution to allow dual nationals from contesting polls in the country. “The decision was, however, reversed in the cabinet meeting on the demand of federal ministers,” they said.

The federal cabinet rejected the sub-committee’s recommendations and sent the amendment to the parliamentary affairs ministry for legislation on the matter.

The new amendment although allows the dual nationals to contest polls in the country, however, Adsviser to PM on Parliamentary Affairs Babar Awan said the person has to withdraw from his nationality before taking an oath of his responsibility.

“However, we will not have to leave his nationality in case of losing the polls,” he said.

He termed it a landmark decision taken by the prime minister and said that they would table in the amendment in the Parliament for approval.

It is pertinent to mention here that in July 2019, the federal cabinet meeting headed by Prime Minister Imran Khan formed a committee to mull over amendments needed to allow dual nationals to contest polls in the country.

The meeting decided that providing overseas Pakistanis with an opportunity to participate in the political process is in the interest of the country.

Under Article 63 (1)(c) of the Constitution, a person shall be disqualified from being elected or chosen as, and from being, a member of the parliament, if he acquires/or has the citizenship of a foreign country.

During the session, the prime minister also directed to remove hurdles in granting the right to vote to overseas Pakistanis.

Rescue workers dug through the rubble of a Beirut building for a second day on Friday, hoping to find someone alive more than a month after it was destroyed by a huge port explosion that shattered the Lebanese capital.

Rescuers said on Thursday that sensors had detected signs of a pulse and breathing under the debris of the building in the Gemmayze district. Mechanical diggers lifted chunks of concrete and masonry as workers used shovels and their hands to dig down.

Gemmayze and the neighbouring Mar Mikhael district were among the areas hardest hit by the Aug. 4 explosion at the nearby port, which was caused by massive amounts of badly stored ammonium nitrate.

The blast killed about 190 people and injured 6,000, in a nation already crippled by economic crisis.

Rescue workers said there may also be a dead body under the rubble of the building.

“The machine is saying that there is one alive, a heartbeat, and the dog is marking a dead body ... This is the theory. Now we are searching to make sure,” said Mansour Al Asmar, a Lebanese volunteer rescue worker at the scene.

A mechanical digger pulled steel girders and other heavy debris from the ruins.

Residents gathered nearby, hoping someone could be found, while some said the government had not done enough to help.

“The government has been completely complacent, has been completely absent,” said Stephanie Bou Chedid, a volunteer from a group helping victims of the blast.

President Michel Aoun followed up on the operation in a phone call with head of the civil defence, the presidency said.

Near the site, Mohamed Houry, 65, said he hoped someone was found alive but, even if only bodies were uncovered, “it’s important their families can find peace.”

The explosion ripped through a swathe of the capital, shattering districts such as Gemmayze, home to many old, traditional buildings, some of which crumbled in the shockwave.

Rescuers, including volunteers from Chile, used scanning equipment to create 3D images of the wreckage to try to locate anyone alive, local television images showed.

The building being searched once housed a bar on its ground floor.

Lebanon’s army called for one minute’s silence at 6.07 p.m. (1507 GMT) on Friday to mark a month since the blast.

A fire broke out on a Panama-flagged supertanker carrying about 2 million barrels of oil in the Indian Ocean off the east coast of Sri Lanka. One of its 23 crew is missing and presumed dead.

The 299,986 dead weight tonne (dwt) very large crude carrier (VLCC) tanker has a total capacity 340,104 cubic meters, or about 300,000 tonnes.

The fully-laden vessel was carrying about 2 million barrels (around 270,000 tonnes) of Kuwait oil valued at roughly $90 million to the Paradip refinery on India’s east coast when fire broke out in the engine on Sept 3.

The 333-meter long double-hulled supertanker was built in 2000 by Mitsui Ichihara Engineering & Shipbuilding in Japan.

The 20-year-old New Diamond was previously sold at $26.5 million in January 2013, and the current market value is $21.28 million, according to VesselsValue, a company that tracks ships and vessel transactions.

The Panamanian-flagged tanker (IMO number 9191424) is owned by Liberia-based Porto Emporios Shipping Inc since 2013.

The vessel’s commercial and safety manager is Greece-based New Shipping Ltd, which has a fleet of 32 oil tankers and bulk carriers under its care, according to data from Equasis.org, a shipping transparency website.

In 1992, the United Nations shipping agency, the International Maritime Organization (IMO), mandated that all tankers of 5,000 dwt and more be fitted with double hulls to reduce the likelihood of leaks following the Exxon Valdez oil spill disaster in Alaska in 1989.

'Flying' electric speedboat
The world’s first electric-powered hydrofoil speedboat, which reduces energy consumption and noise - as well as sea sickness - by “flying” above the waves, has made its debut on Switzerland’s lakes.

The Candela Seven can hit speeds of 55 km per hour when its foils lift it out of the water. Its manufacturers say it travels further and smoother than other electric boats.

The foils reduce water friction - and the effect of waves slamming into the boat - cutting energy consumption by 80% compared to normal diesel-powered boats and extending the craft’s range to 90 km (56 miles).

The carbon fiber boat also carries an on-board computer which automatically adjusts the foil positions 100 times per second to reduce rolling and sea-sickness.

“Because we don’t have any waves hitting, we don’t have any slamming or bumping around and you really have a quiet a smooth ride,” Swiss importer Christian Vogel told Reuters.

Until now, electric boats have tended to sacrifice either speed or range because of the capacity limits of their batteries.

The Candela Seven made its Swiss debut on Lake Lucerne this week, with Candela Speed Boat hoping to drum up new business with a European tour. The Stockholm-based company has delivered 16 boats since last year.

The boat, which costs around 250,000 euros ($296,000), would be a good fit for Switzerland’s lakeside cities like Zurich, Lucerne and Geneva, said Vogel.

“People could use it to commute across lakes or for day trips,” he said. “You can drive this with a clean conscience from an environmental point of view, and it’s great fun.”

British actor Robert Pattinson has tested positive for COVID-19, news media reported on Thursday, halting production of “The Batman” and highlighting the industry’s struggles to get back to business after months of a pandemic-induced shutdown.

Movie studio Warner Bros. said in a statement that “a member of ‘The Batman’ production” in Britain had tested positive for the coronavirus, but did not give a name. “Filming is temporarily paused,” the studio’s statement added, but did not say for how long.

Variety, the Hollywood Reporter and Vanity Fair all cited sources as saying the person who tested positive was Pattinson, the film’s star.

Warner Bros. and Pattinson’s representatives did not return calls seeking comment. It was not clear to what extent Pattinson, 34, best known for his breakout role in the vampire movie series “Twilight,” was suffering COVID-19 symptoms.

Filming of “The Batman” had resumed north of London only three days ago after being shut down in mid-March, along with dozens of other movies and TV shows around the world due to the coronavirus.

The movie, in which Pattinson stars as the comic book hero, has about three months of material left to shoot, according to Hollywood trade outlets. Its release was pushed back earlier this year from June 2021 to October 2021.

Movie and TV production has been slow to get going again in the United States under complex safety procedures that include testing, quarantine and social distancing on sets that employ dozens of crew members, makeup artists, actors, extras and other production staff.

Some productions, including Universal Pictures’ “Jurassic World: Dominion,” have restarted in London or in Eastern Europe, while the cast of the “Avatar” sequel is back at work in New Zealand, where the coronavirus has been kept in check.

Tom Cruise in July got permission to shoot parts of the next “Mission Impossible” thriller in Norway without having to follow quarantine requirements. However, Variety reported that the production has hired two cruise ships to house the crew to keep them apart from locals.

Results of Russia's COVID-19 vaccine produced antibody response
Russia’s “Sputnik-V” COVID-19 vaccine produced an antibody response in all participants in early-stage trials, according to results published on Friday by The Lancet medical journal that were hailed by Moscow as an answer to its critics.

The results of the two trials, conducted in June-July this year and involving 76 participants, showed 100% of participants developing antibodies to the new coronavirus and no serious side effects, The Lancet said.

Russia licensed the two-shot jab for domestic use in August, the first country to do so and before any data had been published or a large-scale trial begun.

“The two 42-day trials – including 38 healthy adults each – did not find any serious adverse effects among participants, and confirmed that the vaccine candidates elicit an antibody response,” The Lancet said.

“Large, long-term trials including a placebo comparison, and further monitoring are needed to establish the long-term safety and effectiveness of the vaccine for preventing COVID-19 infection,” it said.

The vaccine is named Sputnik-V in homage to the world’s first satellite, launched by the Soviet Union. Some Western experts have warned against its use until all internationally approved testing and regulatory steps have been taken.

But with the results now published for the first time in an international peer-reviewed journal, and with a 40,000-strong later-stage trial launched last week, a senior Russian official said Moscow had faced down its critics abroad.

“With this (publication) we answer all of the questions of the West that were diligently asked over the past three weeks, frankly with the clear goal of tarnishing the Russian vaccine,” said Kirill Dmitriev, the head of the Russian Direct Investment Fund (RDIF), Russia’s sovereign wealth fund, which has backed the vaccine.

“All of the boxes are checked,” he told Reuters. “Now... we will start asking questions of some of the Western vaccines.”

Dmitriev said at least 3,000 people had already been recruited for the large-scale trial of the Sputnik-V vaccine launched last week, and initial results were expected in October or November this year.

Commenting on the results of the early-stage trials, lead author Dr Naor Bar-Zeev of the International Vaccine Access Center, Johns Hopkins Bloomberg School of Public Health, USA said the studies were “encouraging but small”.

Bar-Zeev, who was not involved in the study, said “clinical efficacy for any COVID-19 vaccine has not yet been shown.”

Governments and big pharmaceutical firms are racing to develop a vaccine to end the COVID-19 pandemic, which has killed more than 850,000 people globally and infected around 26 million.

More than half a dozen drugmakers are already conducting advanced clinical trials, each with tens of thousands of participants and several, including Britain’s AstraZeneca and U.S. drugmakers Moderna and Pfizer expect to know if their COVID-19 vaccines work and are safe by the end of this year.

The Lancet said the early-stage trials suggested the Sputnik-V vaccine produced a response in a component of the immune system known as T cells.

Scientists have been scrutinising the role played by T cells in battling coronavirus infection, with recent findings showing these cells may provide longer-term protection than antibodies.

The vaccine, developed by Moscow’s Gamaleya Institute, is administered in two doses, with each based on a different vector that normally causes the common cold: human adenoviruses Ad5 and Ad26.

Some experts have said that using this delivery mechanism could make a COVID-19 vaccine less effective, since many people have already been exposed to the Ad5 adenovirus and developed immunity to it.

In China and the United States, about 40% of people have high levels of antibodies from prior Ad5 exposure. In Africa, it could be has high as 80%, experts have said.

Denis Logunov, one of the vaccine’s developers at the Gamaleya Institute, told Reuters the vaccine uses a strong enough dose of Ad5 to overcome any earlier immunity, without compromising safety.

The booster dose, based on the rarer Ad26 adenovirus, provides further support because the likelihood of widespread immunity to both types in the population is minimal, he said.

Russia has said it expects to produce between 1.5 million and 2 million doses per month of its potential COVID-19 vaccine by the end of the year, gradually increasing production to 6 million doses a month.

England, Australia renew old rivalry on T20 battlefield
One of England’s most extraordinary seasons will end with them facing arch-rivals Australia as both sides try to strike a balance between playing their strongest limited-overs teams and keeping an eye on the future.

The novel coronavirus (Covid-19) pandemic threatened to wipe out England’s entire home season yet they are now set to complete all 18 scheduled men’s internationals, albeit the fixtures have been played behind closed doors.

They face Australia in three Twenty20 Internationals at the Ageas Bowl, starting from Friday, before taking on their oldest foes in three One-day Inter­nationals at Old Trafford in Manchester later this month.

The Twenty20s should have served as preparation for October’s T20 World Cup in Australia but the Covid-19 outbreak means the next edition of the global showpiece will take place in India in 2021.

That does give both teams time to fine-tune their line-ups but equally they may want to give their strongest XIs as much as time as they can in their middle.

Australia are currently the world’s top-ranked T20 side, with much of their success built on a top order featuring captain Aaron Finch, David Warner and Steve Smith.

So even though the likes of Marcus Stoinis and Marnus Labuschagne have been in the runs during Australia’s warm-up matches in England, they are unlikely to displace the three premier batsmen.

“We’ve had a pretty settled T20 side over the last 12 months or so and all we can ask for is that guys bang so hard they are putting pressure on the guys in there,” said Australia head coach Justin Langer, who can also call upon Glenn Maxwell in the middle-order after he took a break to deal with mental health issues.

England beat Australia in the semi-finals on the way to winning last year’s 50-over World Cup and white-ball captain Eoin Morgan believes consistency of selection is important if they are to replicate that triumph in the T20 equivalent.

“I don’t think we can have a scenario where we can play the majority of our games with a half-strength team and then expect to go into a World Cup as contenders when guys don’t know their roles or haven’t been familiarised with them,” he said.

England were without several multi-format players during their recent T20 series with Pakistan that ended in a 1-1 draw at Old Trafford on Tuesday.

The likes of 21-year-old opener Tom Banton starred against Pakistan but Jos Buttler could now regain his place at the top of the order.

World Cup-winning fast bowlers Jofra Archer and Mark Wood will provide extra firepower to an attack still without star all-rounder Ben Stokes, who remains on compassionate leave while he spends time with his ill father.

Meanwhile, Labuschagne may have to wait to make his Twenty20 international debut despite a dazzling start to the tour, according to captain Aaron Finch.

Labuschagne, a breakout star of last year’s drawn Ashes campaign in England, scored 100 off 51 balls when opening in a T20 trial game on Tuesday.

But with Finch and Warner established as an ope­n­ing pair and Smith a powerful presence in the top order, the 26-year-old may be unable to force his way into Australia’s side to play England.

“We’re pretty settled with how we structure our T20 side at the moment,” Finch told a conference call on Thursday. “He [Labuschagne] played nicely the other day, but I think he might have to wait a little bit longer in T20 cricket.”

Wicket-keeper Alex Carey struck 107 in the same innings as Labuschagne, while Maxwell hit 108 in a 50-over warm-up match.

“It’s been a really good hit out the last few days,” said Finch. “Obviously with Max­well getting a hundred, Marnus, Alex Carey all getting hundreds in two different formats is really pleasing.”

Finch knows the Southampton ground well — he hit a then T20 world record 156 against England at Hampshire’s headquarters in 2013.

“Your defensive bowling becomes really important because it’s a wicket that has a touch more pace than some other wickets around the country,” explained Finch.

“So it gives you the opportunity to hit through the line and take the game on a little bit earlier on in your innings than what you generally would.”

The remaining two matches will be played on Sunday (6:15pm PST) and Sunday (10:00pm PST).

Sindh prepares SOPs, recommendations for reopening schools
The Sindh government prepared its standard operating procedures (SOPs) and recommendations on reopening schools, a few days before a meeting of the education ministers will decide when to reopen educational institutes.

Ghani presided over a meeting of the Sindh education department's steering committee, where participants exchanged views on the COVID-19 SOPs to be implemented and the reopening of educational institutes.

"The current situation of the COVID-19 pandemic has improved a lot," said Ghani. "We have finalised SOPs and discussed some recommendations [for the meeting with the education ministers]," he added.

Ghani said the Sindh government was of the view that educational institutes should not be reopened all at once but at "different stages".

"As per our recommendations, classes of grade 9 and above should be resumed from September 15," he said. "Classes of primary to grade 5 students should be resumed from September 28 whereas those of grade 6-8 should resume from September 21," he added.

The minister said that these recommendations would be forwarded to the Centre, warning schools from reopening before the date agreed upon by the provinces and federal government.

"If any school reopens before the agreed date, [the action] will be treated as against the law," he said. "If a school asks for more time for [implementation of] SOPs, then it can be granted," he added.

Ghani said that the Sindh government will announce its final decision on reopening schools after the NCOC meeting on September 7.

The minister said that results of grade 9 and 10 will be announced on September 15 while those of grade 11 and 12 will be revealed on September 30.

"Marksheets will arrive at educational institutions one week after results are announced," he said.

PPP Chairman Bilawal Bhutto Zardari expressed the hope that the Centre will join hands with the Sindh government to help out people who had suffered from the recent spell of torrential rains in Sindh.

Addressing a news conference on Friday, the PPP chairman expressed the hope that Prime Minister Imran Khan will announce a comprehensive reconstruction and rehabilitation package for Karachi and Sindh when he arrives in the city on Saturday.

He said that after the coronavirus and locust attacks, the recent spell of torrential rains had made life difficult for the poor. The PPP chairman appreciated CM Sindh and the provincial government for working hard and providing relief to the people in areas such as DHA where he did not have "a legal and administrative role".

"I know about the hopes and expectations of the people, we will try and work hard to match them," he said.

Bilawal said that if the Centre matched the Rs800bn package for Karachi then it would solve the problems of the metropolis "to a great extent". He appreciated the federal government for showing seriousness as regards to investing in Karachi for its infrastructure and development.

'Not your father's money, these funds belong to the people of Sindh'

Bilawal said that it was the right of Sindh to get its share of funds from the Centre. "Those who taunt us by saying that we will not give Sindh its due share of funds, they should understand that this is not their father's money," he said. "These are funds that belong to the people of Sindh. "They use money from the people of Sindh to run their government and the Centre," he added.

He urged federal ministers to desist from such taunts, advising the Centre to help people from every province and city regardless of who was the chief minister there. "You have to support people from every province," he said.

Murad to select new Karachi administrator, says Bilawal

The PPP chairman slammed PM Imran, accusing him of abolishing local bodies system in Punjab and Khyber Pakhtunkhwa. He said that there was also no local government system in Balochistan.

"It is only the PPP that has [this level of] tolerance that it handed over its capital city to its political opponent by saying that it's your mandate [to run the city] as the people of this city elected you and we want to work with you," he said.

Answering a question about who will be the new Karachi administrator, Bilawal said that it was up to Chief Minister Murad Ali Shah to pick whomever he wished.

"I will be seeking results from Chief Minister Murad Ali Shah," he said. "It is CM Murad and his government's job to appoint a good individual from whom he can extract results," he added.

In response to a question about former prime minister Nawaz Sharif, the PPP chairman said that he expects him to return after his medical treatment is completed.

Bilawal reacts to Lt Gen (retd) Asim Bajwa's resignation

To a question about PM Imran's special assistant Asim Bajwa's resignation, he said it was unfortunate that a precedent had been set by PM Imran for PPP and PML-N MNAs, MPAs, ministers and special assistants that a person became guilty before being proven so.

"Allegations used to be hurled, then the trial began, then JITs were formed and investigations were initiated along with a media trial that also took place," he said. "The problem is, when you do it for Nawaz Sharif, then you set a precedent in law and for the judiciary [for yourself] as well," he added.

He said that if NAB was truly looking at "faces and not the cases" then opposition parties had the right to ask for the same treatment be meted out to ministers and special assistants.

Referring to the prime minister's aide on accountability, he wondered how a man who was a government official could buy properties in Spain. "If this accountability adivsor or special assistant has properties in Spain and is using [derogatory] language for the Honourable Justice Qazi Faez Isa, then he will have to come up to the same expectations himself," added Bilawal.

"If a JIT was formed over Panama Leaks, then the people of Pakistan will ask about Zulfi Bokhari's [Panama Papers] case," he said. Referring to journalist Ahmad Noorani's story on Lt Gen (retd) Asim Bajwa's alleged assets, Bilawal said that the special assistant's resignation meant "there was something fishy".

"If JITs are formed against us based on newspaper stories, then we will ask as to when JITs will be formed against the others and when will they be arrested?" he wondered.

Bilawal said that if his father and former president Asif Ali Zardari can appear before the court on September 9 for the Toshakhana case, then it was time for Akbar and any other special assistant to be held accountable as well.

Concluding his press conference, the PPP leader expressed happiness at the Rahbar Committee's decision to allow the PPP to host the All Parties Conference (APC), adding that the platform will be a good one to discuss all issues of the country and to ensure all opposition parties are on the same page.

The prime minister was quoted as saying that he was satisfied with Bajwa's clarification on his assets.

The head of the media's former military wing had revealed on Thursday night that he would hand in his resignation to the prime minister on Friday.

Bajwa said he would also request the premier to relieve him of his duties as his special assistant on information.

The retired general said that he would continue his work as Chairman China-Pakistan Economic Corridor (CPEC) Authority.

Bajwa had said that the premier’s priority is CPEC "and I believe as well that this project is the country’s future".

“I hope that the prime minister will allow me to concentrate all my focus on CPEC," he added.

According to the police, the blast occurred in a motorcycle installed with explosive material. The blast was detonated through a remote control device, said police.

Police, FC and rescue officials have cordoned off the area following the blast, while the injured have been shifted to a hospital. Emergency has been imposed at the Trauma Centre at Quetta’s Civil Hospital.

Rescue sources said four motorcycles caught fire after the blast.

According to the staff, rescued from the bank, as many as 15 people were working in the bank, when the roof suddenly collapsed over them.

Meanwhile, operation is underway to rescue others from the debris.

Intermittent torrential rain lashed parts of Punjab including Lahore on Friday. Eight people were killed, when roofs of houses collapsed in Chakwal in two separate incidents.

After being informed rescue teams reached the spot and moved the bodies to hospitals after retrieving them from the debris.

The scholarship is the UK government’s international awards programme which aims to develop global leaders, said a press release. Another polio case surfaces in Balochistan

A new case of polio virus has been detected in Balochistan, taking the number of children affected by the crippling disease in the province so far this year to 17.

According to the Balochistan health department, a 34-month-old boy has been detected infected with the polio virus in Pashin’s Union Council, Ali Zai.

The child was tested on August 19 and 20 after falling ill. The family of the child was reluctant to administer anti-polio drops to the child, said health department.

On Aug 15, Chief of Army Staff (COAS) General Qamar Javed Bajwa and Co-Chair of the Bill & Melinda Gates Foundation Bill Gates, in a telephonic conversation, had discussed Pakistan’s Covid-19 response and resumption of polio eradication campaign, said the Inter-Services Public Relations (ISPR) in a statement.

Bill Gates appreciated the Pakistan Army for supporting government efforts to contain the coronavirus pandemic and Pakistan’s success against Covid-19 despite resource constraint.

They discussed safe start of polio eradication campaign and efforts needed for this purpose, said the ISPR.

Education Minister denies "false news'' regarding Schools opening date

Federal Education Minister Shafqat Mahmood tweeted on Friday that some fake social media accounts in his name are peddling false news claiming that schools will remain shut until Oct.

“Not true. Education ministers meet on 7th to finally decide [on reopening of educational institutions] with likelihood of opening on Sept 15 in a phased manner,” he said.

On Aug 21, Shafqat Mahmood had said a final decision to reopen schools that were closed in March to prevent the spread of coronavirus would be taken at an interprovincial education ministers’ conference on Sept 7.

Speaking at a press conference, he said the Ministry of Health will devise standard operating procedures (SOPs) for educational institutions to follow to prevent the spread of the virus. Schools will reopen from Sept 15 given that the coronavirus situation improves, he added.

Lebanon’s army said on Thursday it had found 4.35 tonnes of ammonium nitrate near the entrance to Beirut port, the site of a huge blast last month caused by a large stockpile of the same highly explosive chemical.

Army engineers were “dealing with it,” according to an army statement carried by the state news agency NNA. The statement said the chemicals were found outside entrance nine to the port.

The catastrophic explosion on Aug. 4 that ripped through the city killed about 190 people. The authorities said it was caused by about 2,750 tonnes of ammonium nitrate that had been stacked in unsafe conditions in a port warehouse for years.

The blast smashed entire neighbourhoods, gutting buildings and injuring 6,000 people.

Lebanon’s government quit amid public anger in a nation already brought to its knees by an economic crisis. The public remains anxious that more hazardous materials are being stored badly, putting them at risk.

Earlier on Thursday, President Michel Aoun ordered repairs to be made to old refuelling infrastructure at Beirut airport and called for an investigation into a report that thousands of litres of fuel had leaked from the system.

Beirut airport head Fadi el-Hassan told a news conference that a leak of 84,000 litres of fuel had occurred in March 2019 and repairs were completed in two months. He said international investigators had described the repairs as “satisfactory”.

News of the leak added to concerns about public safety. “No explosion is awaiting us,” Hassan told the news conference.

Special Assistant to the Prime Minister on overseas Pakistanis Sayed Zulfikar Bukhari said Thursday a "major crack down will be launched on all illegal housing societies" that engaged in hoodwinking expatriates.

Making the announcement on Twitter, Bukhari said the crackdown was aimed at "all illegal housing societies selling to Overseas Pakistanis through external channels", such as expos, as well as digital and overseas offices, and promising them fake investment opportunities.

"No one will be allowed to cheat innocent OPs [overseas Pakistanis]," he said. "Will share mechanism to provide better real estate investment channels."

According to a senior official at the Ministry of Overseas Pakistanis and Human Resource Development (OP&HRD), most of the complaints lodged by the expatriates were related to the property disputes.

That was why the government had been moving forward briskly with its plan of setting up the first-ever "fast-track" court in Islamabad to ensure a speedy retrieval of the expatriates’ properties from land grabbers, the ministry official told APP.

The project had entered its final stages as the Ministry of Law and Justice would finalise the related summary shortly by approving the official definition of an "overseas Pakistani", he added. One that was done, a final draft would be presented to the cabinet and the parliament for approval.

The official said his ministry had submitted the summary to its Law and Justice counterpart a couple of months ago on Bukhari's instructions. The SAPM had originally come up with the idea of establishing a dedicated fast-track court for the overseas Pakistanis.

Speaking to APP, the special assistant said the primary goal was "to move forward for swift retrieval of valuable properties of Pakistanis living abroad from mafias and bring them to justice".

Bukhari said the fast-track court would ensure disposal of cases within a one-month period. "On special directives of Prime Minister Imran Khan, the government would extend all possible facilities to expatriates for investment in diverse fields of economy.

”The special assistant said the fast-track court in the capital city would be taken as a pilot project after which similar courts would be set up in other cities of the country," he added.

He regretted that the previous government had not paid any attention towards the overseas Pakistanis' challenges despite the fact that they repeatedly highlighted their miseries.

Moreover, the SAPM said a special desk had been set up at Islamabad's police facilitation centre to make sure the overseas Pakistanis' issues were swiftly resolved.

The Overseas Pakistanis Foundation's officials had been working at the special desk round the clock to establish a strong connectivity among the concerned departments to instantly resolve the expatriates' complaints.

An all-parties conference (APC) has been scheduled for September 20 at the Zardari House in the federal capital, leaders of the Opposition parties announced on Thursday following a Rahbar Committee meeting.

Addressing a press conference here in Islamabad, opposition leaders — including the former prime minister and PPP leader Raja Pervaiz Ashraf, MNA and JUI leader Akram Khan Durrani, and former interior minister and PML-N leader Ahsan Iqbal, slammed the incumbent PTI-led government for "destroying" Pakistan in its two years.

"The situation in the country has reached a stage where we cannot afford even a moment's delay," JUI's Durrani said, announcing that the APC would be held on September 20 at the Zardari House in Islamabad.

"We want free and fair elections in the country, with no interference whatsoever," he added, terming the 2018 general elections "a disgrace to the whole country".

Durrani said the opposition parties had had a consultation, wherein they decided that giving the PTI-led regime another day would be an injustice to Pakistan. "This government has destroyed the country in its two years" of rule, he added.

The upcoming APC, he added, would decide on the future plan of action as the opposition leaders had already made up their minds on numerous issues the country facing currently. However, the Rahbar Committee meeting was focused on one point, on which all participants were "on the same page".

"The APC will decide whether there will be a new election or an in-house change."

PPP's Ashraf said the opposition parties have been clear that "we will not back down on any legislation in the country's interest and present our amendments to laws in the proposed legislation that are in conflict with human rights".

He said the opposition parties realised the importance of the legislation pertaining to the Financial Action Task Force (FATF), which was why "we played our responsible role".

"Our members worked day and night for the FATF-related legislation. We are ready to fulfil the related demands," he added, noting that it was absolutely "wrong and absurd" to claim that the opposition parties were opposing the FATF-related laws in exchange of NRO.

"We were and are ready to do as much as the FATF wants." he said, adding the government bulldozed the matter just because of the FATF issue.

"The opposition [parties] are a representative of the people of Pakistan and, therefore, propaganda must now end" against them, the PPP leader said, claiming that more than half of Pakistan formed the opposition.

"We do not want legislation that the government can use against the opposition. Pakistan belongs to all of us, no one can bear seeing Pakistan in trouble.

"How can it be possible for us to be in favour of keeping Pakistan on the grey list?"

Three soldiers martyred as vehicle hits landmine in North Waziristan
Three soldiers of Pakistan Army were martyred and four personnel wounded as a patrolling vehicle hit a local-made landmine in North Waziristan, on Thursday.

The spokesperson of the Inter-Services Public Relations (ISPR) said in a statement today that a patrolling vehicle of Pakistan Army hit a landmine in North Waziristan. It added that Lt Nasir Hussain, Naik Muhammad Imran and Sepoy Usman Akhtar were martyred in the landmine blast, whereas, four personnel sustained injuries.

Heavy contingents of the security forces cordoned off the area, said ISPR spokesperson.

Earlier in March, seven terrorists had been killed and four security officials had martyred during an intelligence-based operation (IBO) conducted in North Waziristan.

The spokesperson of the military’s media wing had said the security forces carried out an action on terrorist hideouts in Datta Khel town of North Waziristan.

The terrorists had opened fire on security personnel during the raid while seven terrorists were killed in retaliation and four officials including an officer were martyred and one sustained injuries in the exchange of fire.

Security forces had recovered a huge quantity of weapons, explosive materials and other assets during the operation.

CM Sindh asks Centre to provide matching grant for Karachi projects worth Rs802.39bn

Sindh Chief Minister Syed Murad Ali Shah Thursday said that the provincial government has launched 24 projects worth Rs802.39 billion in the city, and he wanted the federal government to match the amount in a bid to transform Karachi in “true letter and spirit”.

Addressing a press conference at the CM House, flanked by provincial ministers, Saeed Ghani, Nasir Shah, Advisor to CM on Law Murtaza Wahab and Special Assistant Waqar Mehdi, Shah said: “I would request the federal government to provide a matching grant so that these projects could be completed in time.”

The chief minister said that if these projects complete, Karachi would be transformed into a modern city.

The projects under the development plan, include resolving the water supply issues, treating sewerage water, solid waste management, clearing water from nullahs/temporary storage and dewatering facility, building and repainting of roads, and mass transit projects, including the Karachi Circular Railway.

“If the federal government extended financial helping hands generously we will be able to change the living, life, and facilities in the city at par with other developed cities,” he said.

Talking about the recent record-breaking rains, CM Shah said that it had claimed 81 lives and destroyed road, drainage system, and stormwater drain infrastructure, among other establishments.

Meanwhile, the chief minister said that the appointment of Karachi Municipal Corporation’s administrator and administrators of other local bodies was the authority and power of the provincial government.

However, the chief minister said that the province was consulting “with everyone” and that the administrators would be appointed soon.

Replying to a question on local bodies, CM Shah said that the province had some issues over the census and once the federal government addresses them, Sindh could make de-limitations.

“Once the delimitation is done, the provincial government would go ahead for holding of local bodies election,” he said.

CM Shah said that the administrators of the local bodies that will be appointed soon would deliver.

“The cries made for powers by the elected mayor of Karachi were the cries of inefficiency,” he said, adding that under the same powers everyone would see the delivery of the administrators.

Special Assistant to the Prime Minister on Information and Broadcasting Lt Gen (retd) Asim Saleem Bajwa on Thursday "vehemently denied as incorrect and false" all allegations raised against him in news broken on August 27 by journalist Ahmed Noorani.

The four-page rebuttal to the accusations, was posted to Twitter by Lt Gen Bajwa, along with the following statement: "I strongly rebut the baseless allegations levelled against me and my family. Alhamdolillah another attempt to damage our reputation belied/exposed. I have and will always serve Pakistan with pride and dignity."

 


The premier's aide said that he "not shied away to explain the allegations shamelessly leveled" against him.

"These allegations have been hurled at me to tarnish my image," he said.

The rebuttal noted that the news has alleged as follows:

- my declaration of assets and liabilities as an SAPM in the Federal Government dated 22.06.2020 is incorrect because I have failed to disclose the investment of my wife abroad;

- my brothers have conducted businesses in the USA and their growth of business is relatable to my promotion in the Pakistan Army;

- random mention has been made of companies, businesses and properties, owned by my brothers and children, with sweeping allegations regarding their evaluation and propriety.

"All the adverse insinuations leveled in the news item in question so also the aspects mentioned in the para 2 above, are materially false," Lt Gen Bajwa said.

Lt Gen Bajwa noted that allegations have been made with regard to his children's businesses.

"It has been alleged that one of my sons had owned a company by name of Scion Builders and Estates (Pvt) Ltd, which has been registered in the SECP. It may be stated that this company has never done any business and same is dormant since inception," he said.
