Arif Alvi promulgates ordinance allowing overseas voting rights, EVM use
President Arif Alvi has promulgated Election (second amendment) ordinance 2021, allowing voting rights to overseas Pakistanis and use of electronic voting machines (EVMs) during the election process, reported on Saturday.

According to the ordinance issued by the president, changes were made to section 94 (1) and section 103 of the Election Act 2017.

The amendments will help in ensuring that overseas Pakistanis vote during the next general election.

Furthermore, the ECP would also be bound to purchase electronic voting machines (EVMs) ahead of the general election as amendments were made in sections pertaining to the use of biometric machines for a pilot project.

The federal cabinet on May 04 approved two ordinances regarding the use of electronic voting machines (EVMs) and voting rights for overseas Pakistanis.

Sharing details regarding decisions taken during the cabinet meeting headed by PM Imran Khan in a presser, Fawad Chaudhry said that through an ordinance the Election Commission of Pakistan (ECP) has been authorized to use EVM.

“Another ordinance has given the ECP authority regarding voting rights for the overseas Pakistanis,” the information minister said while lamenting that certain people do not know the powers rested with the Parliament.

He said that the government has fulfilled its responsibility regarding legislation on the matter. “Technological work is to be done on biometric and e-voting,” he said adding that they have appointed a consultant to finalize recommendations in this regard.

Prime Minister Imran Khan arrived in Saudi Arabia on Friday on a three-day official visit.

Prime Minister Khan was warmly received by Saudi Crown Prince and Defence Minister Mohammad bin Salman upon arrival at Jeddah Airport.

Later, the prime minister and Saudi prince held delegation-level talks at the Royal Court and discussed bilateral ties as well as the ways to further strengthen the cooperation.

Foreign Minister Shah Mahmood Qureshi and Chief of Army Staff General Qamar Javed Bajwa were present on the occasion.
The two countries signed multiple MoUs and agreements to enhance bilateral cooperation in the fields of energy, media, prisoners exchange and others.

Both Prime Minister Khan and Crown Prince Mohammed Bin Salman witnessed the signing of the agreements. Both the countries signed an agreement to form Supreme Coordination Council to strengthen the bilateral cooperation in multiple fields.
An agreement for the exchange of convicted prisoners was also signed between the two countries besides another agreement to counter the crimes.

Pakistan and Saudi Arabia also signed framework agreements on energy projects and environmental protection. The two countries signed MoUs to enhance cooperation to curb smuggling as well as on workers’ recruitment.

The crown prince also hosted a dinner reception for the prime minister and his delegation.

The prime minister, along with a high-level delegation, is visiting Saudi Arabia at the invitation of the crown prince. He is accompanied by FM Qureshi, Interior Minister Sheikh Rashid Ahmed and Senator Faisal Javed. Chief of Army Staff General Qamar Javed Bajwa was already in Jeddah.

The largest COVID-19 vaccination centre of Pakistan has been established in Karachi’s Expo Centre with having a capacity to inoculate 30,000 on a daily basis.

The Sindh government has established a mega vaccination centre at Karachi’s Expo Centre in order to expedite the COVID-19 vaccination process.

The mega vaccination centre will be made functional from May 9 (Sunday) where 30,000 people could get COVID-19 jabs in a single day.

The vaccination centre will function under the direct supervision of Sindh Chief Minister Murad Ali Shah and the vaccination process will be continued for 24 hours a day.

Earlier in the day, the provincial government notified that private hospital staffers will be on duty while the vaccination centres shall too remain open sans three eid days as the country fends off the global pandemic woes propping up in the third wave.

According to the notification released by the Sindh government, except for the three gazetted Eid days, from 13- to 15 May, the vaccination centres will remain open on all federally announced holidays.

However, Eidul Fitr holidays have been cancelled across Sindh for all healthcare workers who are performing duties on the Sindh government’s payroll in view of rising Covid cases.

Moreover, the provincial health authorities had also decided to reopen the field isolation centre at Expo Centre in Karachi after witnessing a sudden increase in the number of Covid-19 cases and a rise in positivity rate.

It may be noted here that the functionalisation of Pakistan’s largest vaccination centre in Karachi is being made at the beginning of a complete lockdown in the province.

Except for Sindh, all provinces including Punjab and Khyber Pakhtunkhwa (KP) notified the implementation of tougher restrictions ahead of Eidul Fitr from May 8.

Even as it grapples with the coronavirus pandemic, Pakistan plans on boosting expenditure by 40% for large infrastructure projects to provide more jobs and raise productivity.

This was revealed by Minister for Finance Shaukat Tarin to Bloomberg in an interview on Thursday.

Tarin, who was recently given the helm of Pakistan's financial matters, is due to present the budget next month.

He said in the new fiscal year, the government will set aside as much as Rs900 billion ($6 billion) for development expenditure.

According to Bloomberg, Tarin said that the economy needs to expand by 5%.

“That’s the bare minimum we need for a country this size,” he said. “There are almost 110 million youth.”

“We need 2 million jobs every year,” he said. “If we do not go into growth mode, we will have a major crisis on the streets.”

Bloomberg's report said that Tarin's plan, therefore features a new approach. It notes that his predecessor's move was to lower spending so the growing deficit can be arrested. Tarin has estimated the budget deficit to be " a little above 7% of gross domestic product in the current fiscal year through June, against 8.1% in the previous year".

Therefore, the deficit in FY2021-22 will reduce by 1 or 1.5 percentage points.

Under the $6bn loan programme with the IMF, balancing the budget will be key for the government and Tarin has asked the Fund to ease tough conditions, the report notes.

IMF has projected 4% GDP but the government has aimed for a percentage point higher in the coming fiscal year and Tarin plans on raising it to 6% in the year after.

Tarin also told Bloomberg that he is targeting a larger tax revenue collection in FY22 — Rs6 trillion versus this year's target of Rs4.75 tr.

“Unless we get more revenues, forget about any incentives to boost the economy.”

Speaking more about his talks with the IMF, Tarin said: “All we are saying is that we are just basically going to give them alternate ways of achieving the same objective.”

This includes a greater focus on revenue generation and reduction of energy debt.

Tarin said the aim is for this programme to be "the last IMF bailout in Pakistan’s history".

The finance minister will also be making use of $20bn in tapped funds from Asian Development Bank and World Bank.

Tech exports are planned to go up to $8bn in two years. This year they are estimated to have clocked in at $2 billion.

Pakistan will also be selling global sukuk bonds soon.

The group had a 360-degree discussion, which also considered feedback from the National Command and Operation Centre (NCOC).

During the meeting, the UAE emerged as the preferred venue for the remaining 20 matches. Since the Pakistan cricket team is expected to depart for the United Kingdom on June 23, the PCB said that it will use this time to work with the Emirates Cricket Board to check if the event can be successfully delivered within the available time.

"We had an interactive and productive meeting in which we considered a number of factors, said PCB Chief Executive Wasim Khan said. "While the UAE has emerged as a preferred venue, a number of challenges remain, which will be worked through over the coming days. We remain committed to doing everything possible to complete the PSL 6.”

The PCB said it will also work on a revised tournament schedule, while it will liaise with the ECB in relation to finalising playing and training facilities, hotel bookings, ground transportation, and visitors’ visas.

The board said it will carry out a detailed financial and risk assessment as well as cost analysis before reporting back to the franchises, who will then review before a decision on the event venue is confirmed

Saudi Crown Prince Mohammed Bin Salman has acknowledged Pakistan's role towards regional peace and stability during a meeting with Chief of the Army Staff (COAS), General Qamar Javed Bajwa, the country's military media wing said on Friday.

General Bajwa is on a visit to Saudi Arabia during which he held meetings with the Saudi leadership.

The COAS also called on Deputy Defence Minister Khalid Bin Salman today.

“During the meetings, matters of mutual interest, regional security situation including recent developments in the Afghan Peace Process, bilateral defence, security, collaboration for regional peace and connectivity were discussed,” the Inter-Services Public relations said in a statement issued about the army chief’s meeting with the Saudi crown prince.

COAS said that Pakistan is resolute in its commitment to safeguard the sovereignty and territorial integrity of KSA and defence of the two Holy Mosques.

The crown prince acknowledged Pakistan's role towards regional peace and stability.

He also said that relations between KSA and Pakistan are based on bonds of brotherhood and mutual trust and both nations will continue to play their part for the peace, stability and betterment of Muslims.

Under the guidelines issued for the festival, citizens have been asked to refrain from shaking hands and hugging during the Eidul Fitr gatherings, as well as avoiding unnecessarily travelling and family events.

It has been directed to maintain a one-meter distance during an outdoor event along with the family members on Eid. The administration of mosques has been ordered to keep doors and windows opened during the Eidul Fitr prayers and refrain from using water coolers.

NEPRA approves reduction in fuel adjustment charges for May 2021
National Electric Power Regulatory Authority (NEPRA) has announced to reduce fuel adjustment charges for the month of May 2021, reported on Friday.

According to a notification issued by the power regulatory body, Central Power Purchasing Agency (CPPA) sought a reduction in fuel adjustment charges by 61 paisas per unit.

The NEPRA said that it held a public hearing on fuel charges adjustment (FCA) on 28 April 2021 and later approved a reduction in charges by 64 paisas per unit. “The reduction will only be applicable for the month of May 2021,” the notification read.

The power regulatory authority announced that the reduction in charges would also be applicable for K-Electric consumers.

The Central Power Purchasing Agency (CPPA) on behalf of Discos has demanded a reduction of 61 paisas per unit to pass on the benefit of a better energy mix with consumers.

The CPPA said it had charged consumers a reference fuel tariff of Rs6.23 per unit in March while the actual fuel cost turned out to be Rs5.61 per unit and hence 61 paisas per unit should be adjusted in consumers’ bills for next month.

Total energy generation from all sources in March was recorded at 8,965 Gwh at a total cost of Rs49.7 billion at an average rate of Rs5.55 per unit. Of this, about 8,614 Gwh were delivered to the Discos at Rs48.37bn, at an average rate of Rs5.61 per unit.

The National Accountability Bureau (NAB) on Friday approved a plea bargain of Rs2.25 billion in a housing society corruption case, reported.

This is the biggest-ever plea bargain in the 21-year-old history of the NAB Lahore chapter.

As per details, Riaz Ahmed Chauhan and other accused in the case showed their consent to strike a plea bargain with the graft-buster body, which was accepted in the regional board meeting of the NAB held on May 5.

The plea bargain has also been endorsed by the NAB court. The NAB Lahore said 2150 affectees of the housing society would be compensated with the amount of plea bargain.

Earlier this year, the National Accountability Bureau (NAB) Rawalpindi chapter had approved a plea bargain of Rs21 billion from an accused in a fake bank accounts case.

According to the drop scene of occupying government lands in fake bank accounts case, builder Ahsan Illahi had admitted to his crime.

NAB stated that Illahi after occupying the Sindh government and Pakistan Steel Mills lands planned to build a residential society after giving a bribe of Rs35million to Director General Sindh Building Control Authority (SBCA).

The federal government has placed Pakistan Muslim League-Nawaz (PML-N) MNA Ahsan Iqbal on the Exit Control List (ECL), reported.

Sources having knowledge of the matter said the Ministry of Interior placed his name on the no-fly list.

Iqbal illegally directed the Pakistan Sports Board (PSB) and NESPAK to increase the project’s scope, enhancing the cost to Rs97.52 million, the NAB added.

Pakistan reports 140 deaths from COVID in past 24 hours
The novel coronavirus claimed 140 more lives across Pakistan over the previous 24 hours, pushing the death toll from the disease to 18,677, reported on Friday.

A total of 4,298 new infections were detected during the same period, taking the total number of confirmed cases in the country to 850,131.
According to the National Command and Operation Centre (NCOC), 44,846 samples were tested, out of which 4,298 turned out to be positive. The positivity rate of Covid-19 cases was recorded at 9.58 per cent.

On Thursday, National Command Operation Centre (NCOC) had given an additional task to the law enforcement authorities (LEAs) to manage entry and exit points at tourist spots during Eid holidays.

In special directives issued to the National Highway Authority (NHA) and Frontier Works Organization (FWO), the NCOC said that they should highlight banners at the toll plaza regarding the government’s decision to ban visits to tourist places during Eid holidays.

The NCOC said that the provinces have also issued directives to restrict movement during holidays, besides also banning tourist spots and hotels in these areas.

Federal Minister for Shafqat Mahmood on Thursday announced that board exams would begin in the country after June 15.

Taking to Twitter to share details on the board exams, Shafqat Mahmood said that Interprovincial Education Ministers Conference (IPEMC) took place yesterday and it was decided that Board exams would begin after June 15.

“Intermediate and Matric exams would be given priority so that results can come in before university admissions,” he said.

The education minister further clarified in another message from his Twitter handle that respective boards will announce the exact dates but in principle, exams will start after June 15 with priority to grades 12 and 10 to be followed by 11 and nine.

Yesterday, Federal Minister for Education and Professional Training Shafqat Mahmood dispelled rumours that the examination for class 9 and 11 had been cancelled.

“No truth in rumours that exams will not be held,” said Shafqat in a Tweet.

The minister further clarified that examination for class 9 and 11 will take place according to the time table of the respective boards.

An accountability court has summoned the NAB prosecutor for arguments on May 18 over closing an inquiry pertaining to illegal recruitment against Speaker Punjab Assembly Chaudhry Pervaiz Elahi.

The National Accountability Bureau (NAB) in its petition in the court argued that most of the accused of the illegal recruitment reference have passed away and some of them have retired.

Recently the accountability court had granted a plea of the NAB Lahore to close an inquiry pertaining to assets beyond means of income against Chaudhry Shujaat Hussain and Chaudhry Pervaiz Elahi.

The NAB while seeking the court’s decision argued that no iota of evidence found against Chaudhry brothers in assets beyond income inquiries.

The prosecutor stated that since no evidence of wrongdoing had been found against the PML-Q leaders in these cases, therefore, it was better to close the inquiry against them.

Shehbaz stated that he was granted bail in the Ashiana-e-Iqbal and Ramzan Sugar Mills references, after which he went abroad and flew back after four months. The federal government has added his name to the blacklist, he said.

He argued that his name having been put on the blacklist is a violation of fundamental rights and requested the court to order the authorities concerned to strike his name off the blacklist.

On April 23, Shehbaz Sharif was released from Kot Lakhpat Jail after the Lahore High Court (LHC) approved his post-arrest bail in a money laundering case.

The Election Commission of Pakistan had ordered a recount of votes in NA-249 on the request of Pakistan Muslim League-Nawaz (PML-N) candidate Miftah Ismail, who had lost the April 29 by-poll to Pakistan People’s Party’s (PPP) Qadir Mandokhel.

The candidates of Pakistan Muslim League Nawaz, Pakistan Tehreek-e-Insaf, Pak Sarzameen Party, Muttahida Qaumi Movement-Pakistan and other political parties except PPP boycotted the recounting of votes fixed for today.

Talking to newsmen outside the Election Commission Office, PTI’s Amjad Afridi said they demanded of the ECP to provide details of Form 45 and 46 and until provision recounting is unacceptable.

Afridi claimed the votes bags brought for recounting were even unsealed.

Prime Minister Imran Khan will embark on a three-day official visit to the Kingdom of Saudi Arabia tomorrow at the invitation of Crown Prince Mohammad bin Salman bin Abdulaziz.

He will be accompanied by a high-level delegation, including Foreign Minister Shah Mahmood Qureshi and other members of the cabinet.

During the visit, the prime minister’s consultations with the Saudi leadership will cover all areas of bilateral cooperation including economic, trade, investment, energy, job opportunities for Pakistani workforce, and welfare of Pakistani Diaspora in the Kingdom, the Foreing Office said in a statement.

It said the two sides will also exchange views on regional and international issues of mutual interest. A number of bilateral agreements/MoUs are expected to be signed during the visit.

The PM will also meet the Secretary General of the Organization of Islamic Cooperation (OIC), Dr. Yousef Al-Othaimeen, the Secretary General of the World Muslim League, Mohammad bin Abdulkarim Al-Issa and the Imams of the Two Holy Mosques in Makkah and Medina.

Prime Minister Khan will also interact with Pakistani Diaspora in Jeddah.

“Pakistan and Saudi Arabia have long-standing and historic fraternal relations, rooted deep in common faith, shared history and mutual support. The people of Pakistan hold the Custodian of the Two Holy Mosques in the highest esteem,” the statement read.

“The relationship is marked by close cooperation in all fields and mutual collaboration on regional and international issues, in particular those faced by the Muslim Ummah.”

All political parties except Pakistan People’s Party on Thursday boycotted recounting of votes in NA-249 over non-provision of form 45 and 46, reported.

The Election Commission of Pakistan had ordered a recount of votes in NA-249 on the request of Pakistan Muslim League-Nawaz (PML-N) candidate Miftah Ismail, who had lost the April 29 by-poll to Pakistan People’s Party’s (PPP) Qadir Mandokhel.

The candidates of Pakistan Muslim League Nawaz, Pakistan Tehreek-e-Insaf, Pak Sarzameen Party, Muttahida Qaumi Movement-Pakistan and other political parties except PPP boycotted the recounting.

Talking to newsmen outside the Election Commission Office, PTI’s Amjad Afridi said they demanded of the ECP to provide details of Form 45 and 46 and until provision recounting is unacceptable.

Afridi claimed the votes bags brought for recounting were even not sealed.

PML-N’s Miftah Ismail claimed that were denied provision of Form 45 and 46 by the officials at the election commission. “We are not provided with the record of used and unused ballot papers.”

The first bag opened for recounting was unsealed and upon asking the officials replied the seal might have been broken while transporting the bags, Miftah claimed.

He said the audit cannot be carried out without the provision of Form 46, I don’t know why Form 46 is not being given to them?

The Election Commission of Pakistan (ECP) on Tuesday accepted Pakistan Muslim League-Nawaz (PML-N) candidate Miftah Ismail’s plea seeking vote recount in Karachi’s NA-249.

Corona claims 108 more lives across Pakistan within 24 hrs
The novel coronavirus claimed 108 more lives across Pakistan over the previous 24 hours, raising the death toll from the disease to 18,537.

A total of 4,198 new infections were detected during the same period, taking the total number of confirmed cases in the country to 845,833.

According to the National Command and Operation Centre (NCOC), 46,467 samples were tested, out of which 4,198 turned out to be positive. The positivity rate of Covid-19 cases was recorded at 9.03 per cent.
A total of 743,124 people have recuperated from the disease thus far. There are 5,107 patients in critical care across the country.

Separately, the NCOC said 180,985 doses of Covid-19 vaccine were administered on Wednesday. A total of 31,50,122 people have thus far been inoculated against the coronavirus.

Dr Shamshad Akhtar elected as first female PSX chairperson

Former State Bank of Pakistan (SBP) governor and ex-caretaker finance minister, Dr Shamshad Akhtar, was elected as the first female chairperson of the Pakistan Stock Exchange (PSX), the bourse said in a statement on Wednesday.

Akhtar, who was appointed as an independent director on the board last month, was "unanimously elected" in a meeting held yesterday, making her the first female chairperson of the PSX in its 73-year history.

In a statement, the PSX called Akhtar a "veteran of the financial markets of Pakistan", recalling that she served as SBP governor for three years.

She was involved in the restructuring process of banks in East Asian economies and interfaced regularly with the Bank of International Settlement on Basel Standards.

Akhtar worked with the World Bank for 10 years before joining the Asian Development Bank in 1990, where she was holding a top position, overseeing the bank's operations in a number of countries. She was the ADB's expert on South East Asian economies.

She said it was a "proud moment" for her to "represent the Pakistan Stock Exchange as its chairperson and join the efforts of the SECP (Securities and Exchange Commission of Pakistan), the new board and management to take this institution to new heights".

"I look forward to our joint endeavours to further transform PSX as a premier institution so it can play a critical role in raising its market capitalisation through deepening of debt and equity markets, broadening its investor and product base and service efficiently all its clients upholding high standards of governance," the statement quoted her as saying.

PSX CEO Farrukh Khan, while welcoming the development, said "we are particularly excited and proud to have someone of the calibre of Dr Akhtar as the chairperson of PSX."

"Her understanding of capital markets and global experience will be invaluable in the development of capital markets and PSX. The fact that she is the first woman to chair PSX adds to our pride and excitement in welcoming her," he added.

The current size of the PSX's board of directors is 11, including seven shareholder directors, three independent directors and the CEO.

The seven shareholder directors were elected at an Extraordinary General Meeting (EGM) on April 19 after the term of the previous board of directors expired. The three independent directors were appointed on April 29, the statement said.

The PSX CEO also welcomed the new and returning directors, saying "we have an outstanding new board and I am confident that the newly appointed board of directors will lead and direct the Exchange to even greater heights of success, prosperity and progress for all stakeholders and Pakistan's capital markets."

Finance Minister Shaukat Tarin said on Wednesday that the International Monetary Fund (IMF) had been informed that Pakistan didn't currently have the capacity to raise its tariffs or taxes under the IMF programme, adding that the World Bank and IMF had been sympathetic to the point of view.

Addressing his first press conference in Islamabad after assuming the charge as finance minister, Tarin said: "Pakistan has not yet come out of the IMF programme, we have discussed with them and told them that our revenues were increasing at 92 per cent but the third wave of Covid came and they decreased after that."

"At this time, we don't have the capacity to increase tariffs or [adopt] incremental taxes, our common man is completely fed up of this inflation," he said, adding that this had a cascading effect and inflation would increase once fuel charges were increased.

He added that this stance was conveyed and both the World Bank and the IMF had been very sympathetic to it. "We have to tell them that we won't come out of the IMF programme but give us some space and we will change the method. Tariff increase is not the only way to raise money."

He said they were concerned that Pakistan's circular debt was increasing and there "should be some brakes" and stability in it. Tareen added that the government would prove that through various measures, but it didn't mean that it would increase tariffs on the common person since Prime Minister Imran Khan was against it.

"We will apologise to them on this and they are sympathetic to us."

Addressing taxation, he said its ambit would be further increased through "innovative methods" and the tax-to-GDP ratio would increase every year by one to two per cent. Tarin added that sudden increases on the orders of the IMF, as had been done in 2019, would "not happen. This is the wrong way of doing it".

Instead, he said, gradual annual increases would be the better way to go and efforts would be made to convince the IMF about it.

"If people think we are trying to come out of the IMF programme, then no we will not. You get a stamp [of approval] from it because of which the world sees you are going towards stability, however, the targets they've given us at this time, we'll tell them that the third wave of Covid-19 has arrived and give us some space at this time."

The finance minister said that when the incumbent government came into power, it faced a lot of challenges, chief being the current account deficit. He said the government had to approach the IMF and the "environment was not the same when I had gone to the IMF in 2008 so the world was with us. Because of the fight on terror, they didn't put the conditions which should have been applied but they asked us what can we do."

He said it had been a "friendly environment" but the environment at the time of the current government was not "friendly" due to the surrounding political situation and and efforts of some countries which made the process difficult.

Tarin said the current IMF programme was difficult and set such conditions which also had a "political cost". "But I think the government, despite those strict conditions, followed it and went towards stability."

The finance minister had also previously said that the IMF would be convinced to relax conditions particularly those related to power tariff hike. Testifying before the National Assembly’s Standing Committee on Finance, Tarin had said the higher power tariff was leading to corruption and affecting economic growth. The conditions agreed to under the IMF programme were very harsh, he had said.

He had claimed that the government would take alternative measures to reduce circular debt instead of tariff increases. Similarly, he had said, the tax net would be expanded instead of increase in taxes to achieve revenue targets.

The finance minister had said that the IMF was being convinced to have a sympathetic view towards Pakistan after it had been hit by the third wave of coronavirus pandemic.

Philosophy of growth

The finance minister said that he and the prime minister shared the philosophy of moving out of the stabilisation phase and towards growth. "We have to grow this economy," he said, adding that it would be achieved through incentivising industry, agriculture and housing so "there is employment for the people and the industry grows".

He lamented that Pakistan had been among the top economies in Asia in the past — a time when it had actually carried out economic planning. Tarin added that 12 groups had now been formed under the Economic Advisory Council to conduct short, medium and long-term planning for various sectors.

"We have to make a comprehensive plan of those people and ministries who have to implement it so we can ensure their accountability," he said, adding that price stability was also an important aspect. "Our prices are very erratic and our inflation isn't coming down so we saw what was the reason for this."

He specifically pointed at the disparity in prices between the retail sector and what the farmers receive and said it would be seen how it could be reduced. "All of us want that inflation for the common man should be less, especially in items of everyday use."

The finance minister also lamented that "we don't have social security". He commended Special Assistant to Prime Minister on Social Protection and Poverty Alleviation Senator Dr Sania Nishtar's efforts on the Ehsaas Programme and mentioned the possibility of its expansion to healthcare, employment and skill development.

Tareen also addressed the issue of revenue collection and while praising the role of the Federal Board of Revenue, also said that there was people faced harassment due to which they didn't enter the tax net. "We will bring programmes in this [upcoming] budget which will reduce and eliminate obstacles so the common man who wants to enter the tax net does not face difficulty."

Terming the energy and power sector as a "very big gorilla", he said the capacity payments were increasing a lot. "This is a very big area we will have to look at," said Tarin. He also criticised Pakistan's performance in agriculture in the past decade and said it was "flat" and not enough money had been spent on it,

"We will have to spend money on agriculture [...] we will have to treat agriculture as a major industry for us because we have the most employment there."

Tarin also lamented that the industry and exports sector were not competitive and said, "we have to create a vehicle which can consolidate this industry and bring in FDI (foreign direct investment) in it."

He also said the China-Pakistan Economic Corridor would have to be used and the Chinese would be requested to set up special economic zones and bring their outsourced ventures to Pakistan. The finance minister also specifically pointed to the importance of information technology and said its exports could be easily increased from current values to many times more in the next two to three years.

"IT can be a game changer for us in the next five to 10 years."

The finance minister also mentioned other initiatives such as the Kamyab Kisan (farmer) Programme, similar to the Kamyab Jawan Programme. He said through these programmes "we have to bring prosperity for lower segments because of which poverty levels will decrease."

In response to a question about the National Accountability Bureau (NAB), the finance minister said that "we should stop digging and see where we stand. NAB should look at many things, they don't know what is happening and they should understand our environment." He added, however, that he wasn't giving a public statement but relaying his own experience.

He declined to comment more on the matter and said the prime minister and others were involved in it and there would be steps taken soon on it.

"It is important that we bring political stability here. It will be my effort to decrease the temperature and I will sit with these people whether it is PML-N or PPP or other political parties so we can create consensus on certain economic issues."

He also stressed that improvements were needed in the bureaucracy and that "we have to make the government the employer of choice."

Prime Minister Imran Khan addressed Pakistani ambassadors stationed across the globe, days after he had called back Pakistan's envoy to Saudi Arabia over the mistreatment of the Pakistani expat community by the latter's staff.

"Overseas Pakistanis are precious assets of the country," the premier said, adding that it is unfortunate that Pakistani ambassadors do not treat them well.

"The feedback provided by Pakistani expats living in Saudi Arabia was shocking," the premier said. "An indifferent attitude towards the expat community is "unforgivable." He also read out complaints received on the Citizens Portal and slammed the "callousness" displayed by embassy workers.

"The job of embassies is to serve their citizens," the premier said.

It should be recalled that last week, PM Khan had recalled Pakistan's Ambassador to Saudi Arabia Raja Ali Ejaz and members of the latter's staff after reports of their alleged 'mistreatment' of the Pakistani expat community surfaced.

Special Assistant to PM on Overseas Pakistanis Zulfi Bukhari, making the announcement, said the ambassador was recalled as the Pakistani community and Embassy staff had repeatedly lodged complaints against him over the past couple of months.

Following Amb Ejaz's removal, retired Lt Gen Bilal Akbar had taken over the post, Foreign Office Spokesperson Zahid Hafeez Chaudhri said in a statement.

Chauhdri said the Pakistani community residing in the Kingdom had reservations against the officials recalled from their posts.

“The Government of Pakistan attaches high importance to the welfare of overseas Pakistanis. Overseas Pakistanis are our greatest asset. Their role in national development is indispensable," the spokesperson said.

There is zero tolerance, whatsoever, for any lapse in service delivery, he said.

"Foreign Minister Shah Mahmood Qureshi oversees the working of all our diplomatic missions himself, particularly with regards to the services being provided to the Pakistani community," the spokesperson said.

"In this regard, Pakistan’s missions all across the world have standing instructions to extend maximum facilitation to the Pakistani community in their respective jurisdictions," he said.

As regards the Embassy of Pakistan in Riyadh, Prime Minister Imran Khan has directed an inquiry.

"The prime minister’s directions are being fully implemented" and a high-powered inquiry committee will look into the matter.

The ambassador of Pakistan to Saudi Arabia has already returned and orders have been issued for the recall of six more officers of the diplomatic, community welfare, and consular wings of the Embassy, he added.

Raja Ali Ejaz, a career diplomat, had assumed responsibilities as Ambassador of Pakistan in the Kingdom of Saudi Arabia on 21st January 2019, according to a statement on the FO's website.

New Zealand Prime Minister Jacinda Ardern plans to get married during summer but did not disclose the date, local media reported on Wednesday.

Ardern told Coast Radio that she and her partner television host Clarke Gayford have "finally got a date" for the wedding, New Zealand Herald said in a report.

"That doesn't mean we've told anyone yet, so I feel like we should probably put some invites out," Ardern was quoted as saying by the report.

Ardern, 40, got engaged to Gayford, 44, during the Easter holidays in 2019 and they have a two-year-old daughter.

The wedding being planned in summer, which runs from December to February in the southern hemisphere, might not be celebrated in the traditional way as Ardern admitted she "feels a bit too old to have a bridal party", media reports quoted her as saying.

There is "nothing further to add over what has been reported this morning", a spokesman in the prime minister's office told Reuters.

Ardern became New Zealand's youngest prime minister when she took office in 2017 and is one of the few elected leaders to hold office while pregnant.

She returned to power last October delivering the biggest election victory for her centre-left Labour Party in half a century largely due to her government's decisive response to contain the COVID-19 outbreak.

Chief Minister Sindh Murad Ali Shah said the federal government's strategy to curb the spread of coronavirus in the country is "incomprehensible".

The chief minister, addressing a press conference in the capital, said the coronavirus situation in the country was getting more serious by the day, as he called on the government to change its strategy.

The chief minister said inter-provincial transport should be banned for at least two weeks, just as Sindh had banned inter-provincial transport earlier.

The chief minister said in the National Coordination Committee meeting held a few days earlier, he had recommended putting a stop to the intercity transport.

CM Shah said incoming flights from across the world should be stopped. "I had heard that flights were restricted to 20%, but when I left Karachi for Islamabad, the plane was full of passengers."

The chief minister said the spread of coronavirus can not be halted through press statements.

"A federal minister asked people to go shop as in the last 10 days of Ramadan, the shops would be closed," he said, taking a jibe at Asad Umar, who had indicated the government would be ramping up restrictions in the coming days.

The chief minister said the country faces a major setback as the federal government was unable to procure coronavirus vaccines on time. "We are far behind other third-world countries in terms of vaccination," he said.

"Prime Minister Imran Khan says there is no need to panic, but I have been scared for a long time," the chief minister lamented.

He questioned what message the people will get when the prime minister "urges people to wear a mask one day and then the next day goes to inaugurate various projects".

Shah said if Pakistan does not take steps urgently to curtail the virus's spread, the situation in the country could escalate fast and turn into one like India.

Responding to criticism by Minister for Information Fawad Chaudhry regarding the situation taking a turn for the worse in Sindh, the chief minister said "he used to sight the moon and is now developing metres".

It appears to be a reference to electronic voter machines, an ordinance for which was recently passed by the cabinet, news of which was shared by Chaudhry.

"Inventing a metre won't stop coronavirus," he said.

Chief of Army Staff General Qamar Javed Bajwa said that military cooperation between Islamabad and Riyadh will have a “positive impact on peace and security” of the region, said a statement issued by the Inter Services Public Relations (ISPR).

The army chief conveyed this to Saudi Armed Forces Chief of General Staff (CGS) General Fayiadh Bin Hamed Al Rowaily in Riyadh.

The two discussed matters of mutual interest, regional security situation including the Afghan peace process, defence and security and military to military cooperation.

“[Gen Bajwa] emphasised the need to further enhance military to military cooperation between the two armed forces and said that Pakistan-KSA cooperation will have positive impact on peace and security in the region,” said the ISPR.

The military’s media wing said that General Fayiadh thanked Saudi Arabia for his “sentiments and assured him of full cooperation and support” from Riyadh in all initiatives aimed at improving regional cooperation, peace and stability.

Gen Bajwa had arrived in Saudi Arabia on an official visit on Tuesday and is scheduled to meet the kingdom’s civil-military leadership.

The Supreme Court directed on Wednesday the Ministry of Industries and Production to fix the price of oxygen cylinders within two days’ time.

An apex court bench gave this direction on a plea filed by the Khyber Pakhtunkhwa government.

The court further instructed the ministry to explain how the price of oxygen cylinders is set.

The Advocate General of KP said suppliers are charging excessively for oxygen cylinders in absence of official rates.

A Drug Regulatory Authority of Pakistan (DRAP) lawyer said the Ministry of Industries and Production deals with the supply of medical oxygen and that the drug regulator has nothing to do with it.

An additional attorney general informed the bench that the Pakistan Steel Mills oxygen plant is nearly 40 years old. Making the oxygen plant functional will cost Rs1 billion, he explained, and vowed to submit a detailed report on the oxygen situation.

Pakistan has sealed its land borders with Iran and Afghanistan over apprehensions regarding transmission of new variants of the coronavirus to the country, reported on Wednesday.

“The routes to the border have been completely sealed,” border sources said.

Pakistan had on Sunday announced to revise its land border management policy with neighboring Iran and Afghanistan.

In view of the recommendations of the National Command and Operation Centre (NCOC) competent authorities have taken the decision in order to halt the transfer of new variants of coronavirus from the neighboring countries with revision in the land border management policy.

The revised land border management policy came into force from the midnight between 4 and 5 May.

The new border policy will remain in force until the midnight of 19 and 20 May, according to the NCOC.

The new policy being implemented over the people who will cross the border on foot.

The new rules of the policy will not be implementable over the cargo, bilateral trade and the Afghan Transit Trade, the NCOC stated.

Iran, Afghan border terminals will remain open for the entire week, according to the NCOC statement.

The authorities have also decided to enhance the number of the health staff and the law enforcement personnel at the border.

The tally of border personnel being increased to ensure enforcement of the testing protocols, officials said.

Provincial Election Commissioner Punjab Ghulam Israr Khan directed ECP’s District Monitoring Officer (DMO) for PP-84 Khushab Rai Sultan Bhatti to initiate action over any violation of ECP’s code of conduct in the said constituency.

The COVID-19 pandemic has claimed 119 more lives across Pakistan during the previous 24 hours, taking the death toll from the disease to 18,429.

According to the National Command and Operation Centre (NCOC) data, 4,113 new infections emerged when 44,838 samples were tested during the same period. The positivity rate of new cases was recorded at 9.17%, the NCOC said.

The countrywide tally of confirmed cases currently stands at 841,636 with the addition of 4,113 new cases. Thus far, 733,062 patients have recuperated from the disease.

Addressing a press conference earlier, Special Assistant to the Prime Minister (SAPM) on National Health Services Dr Faisal Sultan said the government has signed deals for 30 million vaccine doses.

He said 19 million doses will be received by June this year, clarifying that the government is not relying on donations but 90 per cent of the doses are being purchased.

The Philippine foreign minister on Monday said in an expletive-laced message on Twitter that China’s vessels get out of disputed waters, marking the latest exchange in a war of words with Beijing over its activities in the South China Sea.

The comments by Teodoro Locsin, known for making blunt remarks at times, follow Manila’s protests for what it calls the “illegal” presence of hundreds of Chinese boats inside the Philippines 200-mile Exclusive Economic Zone (EEZ).

China’s embassy in Manila did not immediately respond to a request for comment. Chinese officials have previously said the vessels at the disputed Whitsun Reef were fishing boats taking refuge from rough seas.

China claims almost the entire South China Sea, through which about $3 trillion of ship-borne trade passes every year. In 2016, an arbitration tribunal in The Hague ruled that the claim, which Beijing bases on its old maps, was inconsistent with international law.

In a statement on Monday, the Philippine foreign ministry accused China’s coast guard of “shadowing, blocking, dangerous manoeuvres, and radio challenges of the Philippine coast guard vessels”. Philippine officials believe the Chinese vessels are manned by militia. On Sunday, the Philippines vowed to continue maritime exercises in its EEZ in the South China Sea in response to a Chinese demand that it stop actions it said could escalate disputes.

As of April 26, the Philippines had filed 78 diplomatic protests to China since President Rodrigo Duterte took office in 2016, foreign ministry data shows.

“Our statements are stronger too because of the more brazen nature of the activities, the number, frequency and proximity of intrusions,” Marie Yvette Banzon-Abalos, executive director for strategic communications at the foreign ministry, said. Duterte for the most part has pursued warmer ties with China in exchange for Beijing’s promises of billions of dollars in investment, aid and loans.

“China remains our benefactor. Just because we have a conflict with China does not mean to say that we have to be rude and disrespectful,” Duterte said in a weekly national address.

“So, kindly just allow our fishermen to fish in peace and there is no reason for trouble,” Duterte said, addressing China.

“Over the last 27 years, we have raised three incredible children and built a foundation that works all over the world to enable all people to lead healthy, productive lives,” they wrote.

“We continue to share a belief in that mission and will continue our work together at the foundation, but we no longer believe we can grow together as a couple in this next phase of our lives.”

The statement offered no additional details on the split but said: “We ask for space and privacy for our family as we begin to navigate this new life.”

The announcement comes two years after the divorce of Amazon founder Jeff Bezos, another of the world's wealthiest people, and his wife MacKenzie.

Bill Gates, 65, was a geeky teenager when he started what would become the world's most valuable company, and was for a time the world's richest man and most prominent philanthropist.

He stepped down as Microsoft chief executive in 2008 to devote more time to philanthropy and later left the board, keeping only the title of “founder and technology advisor”.

Melinda Gates, 56, met Bill at Microsoft in 1987, shortly after she joined the tech firm, and the pair married in 1994.

In a 2019 Netflix documentary series, he described his wife as “truly an equal partner,” while she looked back on some of their first interactions to call him “funny and very high-energy”.

Their foundation is among the world's richest, having provided more than $54 billion in grants over two decades in areas including malaria and infectious disease control, agricultural research, basic health care and sanitation in various parts of the world.

It has an endowment of more than $46 billion.

The couple's divorce could create new questions about their wealth, most of which has yet to be donated to their foundation, despite co-creating the Giving Pledge, which encourages billionaires to give the majority of their wealth to charity.

In recent years, Bill Gates has largely distanced himself from Microsoft and the tech industry, instead speaking about poverty and health initiatives, and the coronavirus pandemic.

Last year, the foundation pledged some $250 million to help fight the pandemic, with some of the funds channeled to the distribution of life-saving doses of Covid-19 vaccines to parts of Sub-Saharan Africa and South Asia.

Gates, who had been warning as early as 2015 about the potential dangers of a global pandemic, became the target of conspiracy theorists who claimed he knew in advance about Covid-19.

The split comes following the high-profile divorce of Bezos, whose ex-wife took the name MacKenzie Scott and promptly began giving away billions to various causes without setting up a conventional foundation.

The Indian Premier League (IPL) was suspended indefinitely on Tuesday after players or staff at three clubs tested positive for Covid-19.

The Board of Control for Cricket in India (BCCI) issued a statement saying local authorities and tournament officials took the decision unanimously to postpone IPL 2021 season, with immediate effect.

"The BCCI does not want to compromise on the safety of the players, support staff and the other participants involved in organising the IPL," the BCCI said.

"These are difficult times, especially in India. While we have tried to bring in some positivity and cheer, however, it is imperative that the tournament is now suspended and everyone goes back to their families and loved ones in these trying times."

The first cases involving players inside the IPL's biosecure bubble forced Monday's game between Kolkata Knight Riders and Royal Challengers Bangalore to be postponed.

The count grew on Tuesday when two Chennai Super Kings staffers and a Sunrisers Hyderabad player also returned positive tests.

The IPL has been staging games without spectators every evening since April 9 despite India's stretched health system being pushed to the brink by another major wave of the pandemic.

Players from all over the world compete in the lucrative Twenty20 tournament, which was forced by the pandemic to the United Arab Emirates last year.

The BCCI said it would do everything in its powers to arrange for the "secure and safe passage of all the participants in IPL 2021”.

India's official count of coronavirus cases surpassed 20 million on Tuesday, nearly doubling in the past three months, while deaths officially have passed 220,000.

Staggering as those numbers are, the true figures are believed to be far higher, the undercount an apparent reflection of the troubles in the health care system.

On Monday, the IPL postponed the Kolkata-Bangalore game after Varun Chakravarthy and Sandeep Warrier, who play for Kolkata, became the first players to test positive for Covid-19 inside the IPL bubble.

Last week, Australian players Andrew Tye, Adam Zampa and Kane Richardson flew home from the IPL amid the surge of cases. Richardson and Zampa were playing for Bangalore, and Tye for Rajasthan Royals.

Two other cricketers Englishman Liam Livingstone, who was with Rajasthan, and Ravichandran Ashwin, who was with Delhi also left the IPL. Livingstone cited bubble fatigue and Ashwin wanted to be with his family in the crisis.

IPL went ahead on the basis that teams stay in biosecure areas at hotels and resorts in the six venues in India where the competition is taking place.

PPP Chairman Bilawal Bhutto-Zardari said Tuesday his party welcomes the Election Commission of Pakistan's (ECP) decision to order a recounting of votes cast in Karachi's NA-249 by-election.

The ECP has accepted PML-N candidate Miftah Ismail's request for a recount in the NA-249 by-poll. In a statement, it directed all the political parties to reach the office of Returning Officer at 9am on May 6 where the recounting would be held.

"PPP welcomes new precedent set by allowing [constituency] wide recount without specific [polling station] complaints," the party chairman said.

"Many seats from 2018 fall within 5% threshold and candidates have not been given this chance. Once ECP order is out, PPP will consider going to ECP for recounts in all such seats," he added.

Responding to Bilawal's "kind suggestion" of considering to move ECP for a recount of votes where it lost by a small margin, PML-N Vice-President Maryam Nawaz thanked PPP.

"Asking ECP for a recount on 2018 seats will be a windfall for PMLN because PMLN will be the beneficiary now as it was the prime victim of DHANDLI (rigging) then," she said.

"Will enable PMLN to win all it seats it lost to dhandli by a margin of few hundred votes. Thank u PPP for the kind suggestion," she added.

Miftah Ismail's request

Ismail had written a letter to Chief Election Commissioner Sikandar Sultan Raja, seeking a vote recount in NA-249 after he lost the poll by 683 votes. PPP’s Qadir Khan Mandokhel had pulled off a surprising victory in the April 29 election with 16,156 votes.

The PML-N had also requested the ECP to conduct a forensic audit of the votes in the NA-249 constituency. In his letter, Ismail had claimed that presiding officers from 34 polling stations did not WhatsApp the results.

He had also claimed that many Form 45s were not signed and that the counting of votes on Form 45 given to the party is different from the forms issued by the returning officer (RO), which were not provided to them.

Today’s hearing

A four-member bench headed by the CEC heard Ismail's request for a recount, in which Latif Khosa from PPP and Salman Akram Raja from PML-N argued.

During the hearing, PML-N lawyer Salman Akram Raja presented Form 45 to the commission and said that under the law, a signed Form 45 must be given to every polling agent. “At 167 polling stations, Form 45 was not signed by any polling agent. Not a single Form 46 has been issued to us and none of them were signed. Something happened with Form 45 and Form 46 after polling ended.”

He said the issue of Form 46 was problematic and should be investigated as no presiding officer had issued it at any polling station, except one. The procedure was not followed as per the law and we were officially told a difference of 683 votes, he said.

The PML-N’s counsel said the matter of Form 45 and 46 shows interference and demanded a recount in the whole constituency. “This matter should be fully investigated as the whole process has become suspicious.”

On the other hand, PPP lawyer Latif Khosa argued that no complaint was lodged with the RO or the Election Commission during or after the polling and the RO is not bound to accept the recount request.

“They didn't provide evidence and just said that there are doubts,” he said.

Khosa said this application is absolutely "unjustified."

Later, after the arguments of both parties were concluded, the Election Commission reserved its decision briefly, before announcing that it accepts the request for a constituency-wide recount.

NCOC forms monitoring teams to ensure SOPs from May 8-16

The National Command and Operation Centre (NCOC) on Tuesday decided to form monitoring teams at federal, provincial, and district levels to ensure the implementation of coronavirus SOPs from May 8-16.

The NCOC, in a statement, said the development came during a meeting chaired by Federal Minister for Planning, Development and Special Initiatives Asad Umar and co-chaired by National Coordinator Lieutenant General Hamood Uz Zaman Khan. Special Assistant to the Prime Minister on Health Dr Faisal Sultan was also present at the meeting.

During this period, all businesses and shops will remain closed with few exceptions like food outlets, grocery stores, pharmacies, petrol pumps and bakeries etc., the forum said, adding it was informed that there would be a complete ban on tourism for both locals and outsiders.

"All tourist resorts, formal and informal picnic spots, public parks, shopping malls; all hotels and restaurants in/around tourist/ picnic spots to remain closed," it said.

"Travel nodes leading to tourist spots [will also remain] closed; focus on [the areas of] Murree, Galiyat, Swat-Kalam, Sea View/beaches and the Northern Areas [will remain]," stated the statement.

Meanwhile, Umar has noted a significant improvement in the implementation of coronavirus SOP compliance since the stronger enforcement measures including military deployment took place across the country.

In a tweet, the minister pointed out that national average compliance has doubled from 34% on April 25 to 68% on May 3.

"Significant improvement seen in SOP compliance since the stronger enforcement measures including military deployment took place. National average compliance has doubled from 34% on April 25 to 68% on May 3," Umar wrote on Twitter.

The minister also stressed the need to sustain and build on this compliance level especially till Eid.

Pakistan reported 3,377 new coronavirus infections, taking the total caseload to 834,146 countrywide, according to the data provided by NCOC on Tuesday.

The country last reported 3,953 new coronavirus infections on April 5.

At least 161 new deaths have taken the country's death toll to 18,310. Most deaths in the country were reported in Punjab followed by Sindh and Khyber Pakhtunkhwa.

The positivity rate of coronavirus cases stands at 8.9%.

The hearing on the Pakistan Muslim League-Nawaz candidate Miftah Ismail’s plea, seeking a recount in the NA-249 by-poll is underway at the Election Commission of Pakistan (ECP), reported on Tuesday.

Ismail, last week requested the chief election commissioner (CEC) to take emergency steps for taking custody of the NA-249 by-election record.

A four-member commission of the ECP headed by Chief Election Commissioner Sikandar Sultan Raja hearing the plea. PML’s Miftah Ismail, Marriyum Aurangzeb and Muhammad Zubair have reached the ECP headquarters, while lawyers of both Pakistan People’s Party and the Pakistan Muslim League-Nawaz have not reached yet.

In his application, Miftah sought emergency action by CEC to seize sealed ballot papers and other election material used in NA-249 by-polls. He had stated in its plea that the election material should be kept at a secure location until the emergence of the final result of the by-polls.

He demanded CEC to keep the election material in a safe location under the supervision of Rangers or the Pakistan Army. He thanked the Election Commission of Pakistan (ECP) for issuing a stay order on the results of NA-249 by-election.

Ismail claimed that the majority of presiding officers (POs) and election staff belong to the Sindh government which illegally supported the provincial government and each political party has registered their complaints against it.

The novel coronavirus has claimed 161 more lives across Pakistan over the previous 24 hours, taking the death toll from the disease to 18,310.

According to the National Command and Operation Centre (NCOC) data, 3,377 new infections emerged when 37,587 samples were tested during the same period. The positivity rate of new cases was recorded at 8.98%, the NCOC said.
The countrywide tally of confirmed cases currently stands at 837,523 with the addition of 3,377 new cases. Thus far, 733,062 patients have recuperated from the disease with 5,018 in the past 24 hours.

The number of Covid-19 patients in critical care across the country has witnessed a minor drop and currently recorded at 5,326.

Thus far, Punjab has reported 308,529, Sindh 286,521, Khyber Pakhtunkhwa 120,590, Islamabad 76,492, Balochistan 22,664, Azad Jammu and Kashmir 17,397 and Gilgit Baltistan 5,330.

Pakistan would start getting the batches of coronavirus vaccines from COVID-19 Vaccines Global Access (COVAX) from this week, said sources on Monday.

Sources prior to the development told ARY News that Pakistan is likely to receive 1.2 million doses of AstraZeneca’s COVID-19 vaccine on May 7, its first batch under the GAVI/WHO COVAX vaccine initiative.

Oman’s Ministry of Labour has said it convinced more than 90 companies to reverse their decisions to sack employees or deduct salaries during the first quarter of this year as a result of which 21,000 Omanis were saved from being terminated or have their salaries reduced, their local media reported.

According to the ministry’s 1st quarter report, more than 21,000 Omanis were able to maintain their job stability as they could avoid termination and furloughs or even from suffering any cuts in their salaries after negotiations the ministry held with the companies they work for.

The report stated that the ministry spoke to 58 facilities to prevent the laying off of 16,671 Omani workers and that it managed to retain 15,386 of them in their jobs.

On salary reductions, the ministry said it coordinated in this period with about 33 establishments that together employed 9,212 Omanis and was able to persuade them not to reduce remunerations of some 6,142 workers.

According to the ministry, 5,711 laid-off workers have benefited from the job security system as well, out of whom 4,526 are males.

A SpaceX Crew Dragon capsule carrying four astronauts back to Earth splashed down off Florida early on Sunday in Nasa’s first nighttime ocean landing in more than 50 years.

The crew reported they were feeling well after their arrival back on Earth following a nearly six-month mission aboard the International Space Station, Nasa said.

The capsule splashed down at 2:56am in the dark in the Gulf of Mexico off Panama City after a six-and-a-half-hour flight from the ISS, night-vision images relayed by Nasa’s WB-57 high-altitude research aircraft showed.

Teams aboard the Go Navigator recovery ship retrieved the capsule and hoisted it onto the deck about half an hour later. It was the first nighttime splashdown for Nasa since the crew of Apollo 8 arrived in the Pacific Ocean on Dec 27, 1968.

Commander Michael Hopkins was the first to emerge after the hatch was opened, doing a little jig as he set foot on deck, followed shortly after by fellow Nasa astronaut Victor Glover.

“On behalf of Crew-1 and our families, we just want to say thank you ... It’s amazing what can be accomplished when people come together. Y’all are changing the world. Congra­tulations. It’s great to be back,” Hopkins said in a Nasa tweet.

Nasa astronaut Shannon Walker and Japan’s Soichi Noguchi were the other two aboard.

“Welcome home Victor, Michael, Shannon, and Soichi, and congratulations to the teams at Nasa and SpaceX who worked so hard to ensure their safe and successful splashdown,” said new Nasa administrator Bill Nelson.

“We’ve accomplished another incredible spaceflight for America and our commercial and international partners. Safe, reliable transportation to the International Space Station is exactly the vision that Nasa had when the agency embarked on the commercial crew program.”

The four astronauts went to space last November as the crew on the first fully operational mission to the ISS aboard a vehicle made by Elon Musk’s SpaceX, which has become Nasa’s favoured commercial transportation partner.

They traveled 71.2 million miles (114.6 million kilometres) during their 168 days in orbit (including 167 days aboard the space station), Nasa said.

After medical checks, the four astronauts will be flown by helicopter to Pensacola to board a plane for Houston to be reunited with their friends and family, Nasa said.

“The reports are all four crew members are in great shape and in great spirits and doing really well,” Nasa chief flight director Holly Ridings said at a post-spashdown news briefing.

“Really just a great day. It’s not very often you get to wake up on the Space Station and go to sleep in Houston,” she said. Seven astronauts remained on the ISS including a new crew of four who arrived on a different SpaceX craft last week.

“Thanks for your hospitality,” Hopkins said earlier as the capsule undocked from the space station for its return journey. “We’ll see you back on Earth.” Prior to that, two American astronauts made a test mission to the ISS in May and stayed for two months.

That was the first launch to the ISS from US soil since the end of the Space Shuttle program in 2011. It was also the first crewed mission run by a private company, as opposed to Nasa. Until then US astronauts had caught rides to the ISS aboard Russian spacecraft.
