WHO halts hydroxychloroquine, HIV drugs in COVID trials after failure to reduce death

WHO halts hydroxychloroquine, HIV drugs in COVID trials after failure to reduce death
The World Health Organization (WHO) said on Saturday that it was discontinuing its trials of the malaria drug hydroxychloroquine and combination HIV drug lopinavir/ritonavir in hospitalised patients with COVID-19 after they failed to reduce mortality.

The setback came as the WHO also reported more than 200,000 new cases globally of the disease for the first time in a single day. The United States accounted for 53,213 of the total 212,326 new cases recorded on Friday, the WHO said.

“These interim trial results show that hydroxychloroquine and lopinavir/ritonavir produce little or no reduction in the mortality of hospitalised COVID-19 patients when compared to standard of care. Solidarity trial investigators will interrupt the trials with immediate effect,” the WHO said in a statement, referring to large multicountry trials that the agency is leading.

The U.N. agency said the decision, taken on the recommendation of the trial’s international steering committee, does not affect other studies where those drugs are used for non-hospitalised patients or as a prophylaxis.

Another branch of the WHO-led trial is looking at the potential effect of Gilead’s antiviral drug remdesivir on COVID-19. The European Commission on Friday gave remdesivir conditional approval for use after being shown to shorten hospital recovery times.

The solidarity trial started out with five branches looking at possible treatment approaches to COVID-19: standard care; remdesivir; hydroxychloroquine; lopinavir/ritonavir; and lopanivir/ritonavir combined with interferon.

WHO director-general Tedros Adhanom Ghebreyesus told reporters on Friday that nearly 5,500 patients in 39 countries had been recruited so far into its clinical trials and that interim results were expected within two weeks.

Some 18 experimental COVID-19 vaccines are being tested on humans among nearly 150 treatments under development.

Mike Ryan, WHO’s top emergencies expert, said on Friday that it would be unwise to predict when a vaccine could be ready. While a vaccine candidate might show its effectiveness by year’s end, the question was how soon it could then be mass-produced, he said.

Global coronavirus cases rise to more than 11 million
Global coronavirus cases exceeded 11 million on Friday, according to a Reuters tally, marking another milestone in the spread of the disease that has killed more than half a million people in seven months.

The number of cases is more than double the figure for severe influenza illnesses recorded annually, according to the World Health Organization.

Many hard-hit countries are easing lockdowns put in place to slow the spread of the coronavirus while making extensive alterations to work and social life that could last for a year or more until a vaccine is available.

Some countries are experiencing a resurgence in infections, leading authorities to partially reinstate lockdowns, in what experts say could be a recurring pattern into 2021.

The United States reported more than 55,400 new COVID-19 cases on Thursday, a new daily global record as infections rose in a majority of states. Several U.S. governors halted plans to reopen their state economies in the face of a surge in cases.

Almost a quarter of the known global deaths have occurred in the United States - nearly 129,000. A recent surge in cases has put President Donald Trump’s handling of the crisis under a microscope and led several governors to halt plans to reopen their states after strict lockdowns.

Latin America, where Brazil has 1.5 million cases, makes up 23% of the global total of people infected. India has become the new epicenter in Asia, rising to 625,000 cases.

Asia and the Middle East have around 12% and 9% respectively, according to the Reuters tally, which uses government reports.

In some countries with limited testing capabilities, case numbers reflect a small proportion of total infections. Health experts caution that the official data likely does not tell the full story, with many believing that both cases and deaths have likely been underreported in some countries.

Worldwide, there have been more than 520,000 fatalities linked to the disease so far, roughly the same as the number of influenza deaths reported annually.

The first death linked to the new coronavirus was reported on Jan. 10 in Wuhan in China, before infections and fatalities surged in Europe, then the United States, and later Russia.

The pandemic has now entered a new phase, with India and Brazil battling outbreaks of over 10,000 cases a day, putting a major strain on resources.

Countries including China, New Zealand and Australia have experienced new outbreaks in the past month, despite largely quashing local transmission.

Pakistan rejects India’s fallacious contentions about polls in Gilgit-Baltistan

FO Spokesperson Aisha Farooqui
Pakistan has categorically rejected India’s fallacious contentions about elections in Gilgit-Baltistan.

Foreign Office spokesperson Aisha Farooqui, in a statement, rejected remarks by the spokesperson of Indian ministry of external affairs regarding elections in GB.

She said that the Indian government, which has been holding fraudulent “elections” in the Indian occupied Jammu and Kashmir under the barrel of Indian occupation forces, and has turned the occupied region into the world’s largest open prison, has no locus stand to comment on elections in Gilgit-Baltistan.

The spokesperson reiterated that India remains in illegal occupation of parts of Jammu and Kashmir. The Jammu and Kashmir dispute, which is the longest outstanding item on UN Security Council’s agenda, stems from India’s forcible and illegal occupation of the State of Jammu and Kashmir in 1947.

She also reiterated that the only resolution of the Jammu and Kashmir dispute was faithful implementation of the relevant UNSC resolutions that recognize the inalienable right of the people of Jammu and Kashmir to self-determination through democratic method of a free and impartial plebiscite under the UN auspices.

Baseless contentions about elections in Gilgit-Baltistan cannot cover up the egregious violations of human rights committed by Indian security forces in the occupied Jammu and Kashmir, she added.

“Only the other day, the heartless Indian occupation forces in Sopore killed an unarmed civilian in front of the victim’s three-year-old grandson.”

The impunity enjoyed by Indian occupation forces under the draconian laws in place in IOJ&K is another dimension of the state-terrorism being perpetrated by India against unarmed Kashmiris.

“We call upon the Indian government to vacate all the occupied territories, reverse all illegal actions taken in IOK especially since 5 August 2019, revoke all draconian laws, allow neutral observers, international human rights and humanitarian organisations and the international media to visit the occupied region to ascertain the well-being of the Kashmiri people, and let the Kashmiris exercise their right to self-determination in accordance with UNSC resolutions.”

Man convicted in New Zealand mosque shooting to be sentenced in August

Man convicted in New Zealand mosque shooting to be sentenced in August
An Australian white supremacist who was convicted of murdering more than 50 Muslims in the New Zealand mosque shooting, will be sentenced next month, court documents revealed Friday.

Far-right extremist Brenton Tarrant was convicted in March of 51 murder charges, 40 of attempted murder and one of terrorism, after dropping his previous not guilty plea.

At the time, New Zealand was in COVID-19 lockdown, meaning surviving victims and families of the slain could not attend court to see him sentenced.

The South Pacific nation has since contained the virus, allowing social distancing rules to be suspended, which High Court judge Cameron Mander said cleared the way for Tarrant to be sentenced on August 24.

"Now, in the absence of community transmission of the COVID-19 virus in New Zealand, our courts have returned to normal operations," Mander said in a judicial minute released Friday.

"The public and, importantly, victims and their families living in New Zealand can attend court sittings."

He said three days had been set aside for the sentencing but added "the hearing will take as long as is necessary".

New Zealand does not have the death penalty but Tarrant, a former gym instructor from the Australian country town of Grafton, faces the prospect of spending the rest of his life behind bars.

The terror and murder charges all carry life sentences, setting a minimum non-parole period of 17 years but giving the judge power to imprison without the possibility of release.

Mander acknowledged that some victims and support people based overseas wanted sentencing delayed so they could attend in person, but pointed out that borders were likely to remain closed for a long period.

"In the meantime the proceeding will continue to drift. That is an unsatisfactory situation," he said.

The judge said livestream links could be set up for those based overseas to give victim impact statements.

He said many other victims were finding the lengthy court case "exhausting and frustrating" and wanted it to come to an end.

"They wish sentencing to happen as soon as realistically possible," he said.

"Finality and closure is considered by some as the best means of bringing relief to the Muslim community."

Tarrant armed himself with an arsenal of semi-automatic weapons and attacked the Al Noor mosque first, before moving on to the Linwood prayer centre, livestreaming the killings as he went.

His victims were all Muslim and included children, women and the elderly.

In a rambling manifesto posted online before the killing spree, Tarrant said he had moved to New Zealand with the specific aim of conducting an atrocity against Muslims.

His actions prompted New Zealand to tighten gun laws and step up efforts to curb online extremism.

Messi unwilling to renew Barca contract: report

Barcelona captain Lionel Messi
Barcelona captain Lionel Messi has called off negotiations over renewing his contract with the club and is ready to leave the Catalans when his current deal expires in 2021, according to a report by Spanish radio station Cadena Ser on Friday.

The report said Messi and his father Jorge had begun discussing renewing his last deal with the club, which was signed in 2017, but that he no longer wishes to stay at the Camp Nou.

The report added that Messi is angry about leaked media reports that appeared to make him seem responsible for events at the club, such as the January sacking of coach Ernesto Valverde, and that he is frustrated about the squad's lack of quality.

The Argentine's representatives and Barcelona did not immediately respond to requests for comment.

Messi, who turned 33 last month, scored his 700th career goal on Tuesday against Atletico Madrid, but the milestone strike ended in disappointment as Barca drew the game 2-2 in the latest blow to their bid to retain the Spanish title.

Barca trail Real Madrid by four points in the title race with five games remaining after Real beat Getafe 1-0 on Thursday.

Previously known for his shy personality off the pitch, Messi has become more vocal in his criticism of the club in the last year.

In January he hit out at sporting director Eric Abidal, who he said had implied players had led to Valverde being sacked.

In a February interview with newspaper Mundo Deportivo, he declared the team were not good enough to win this season's Champions League.

Then in April he criticised the board for implying players were not willing to accept a paycut to help the team's financial difficulties during the coronavirus pandemic.

Google-backed groups criticize Apple's new warnings on user tracking

Google-backed groups criticize Apple's new warnings on user tracking
A group of European digital advertising associations on Friday criticized Apple Inc’s (AAPL.O) plans to require apps to seek additional permission from users before tracking them across other apps and websites.

Apple last week disclosed features in its forthcoming operating system for iPhones and iPads that will require apps to show a pop-up screen before they enable a form of tracking commonly needed to show personalized ads.

Sixteen marketing associations, some of which are backed by Facebook Inc (FB.O) and Alphabet Inc’s (GOOGL.O) Google, faulted Apple for not adhering to an ad-industry system for seeking user consent under European privacy rules. Apps will now need to ask for permission twice, increasing the risk users will refuse, the associations argued.

Facebook and Google are the largest among thousands of companies that track online consumers to pick up on their habits and interests and serve them relevant ads.

Apple said the new feature was aimed at giving users greater transparency over how their information is being used. In training sessions at a developer conference last week, Apple showed that developers can present any number of additional screens beforehand to explain why permission is needed before triggering its pop-up.

The pop-up says an app “would like permission to track you across apps and websites owned by other companies” and gives the app developer several lines below the main text to explain why the permission is sought. It is not required until an app seeks access to a numeric identifier that can be used for tracking, and apps only need to secure permission once.

The group of European marketing firms said the pop-up warning and the limited ability to customize it still carries “a high risk of user refusal.”

Apple engineers also said last week the company will bolster a free Apple-made tool that uses anonymous, aggregated data to measure whether advertising campaigns are working and that will not trigger the pop-up.

“Because it’s engineered to not track users, there’s no need to request permission to track,” Brandon Van Ryswyk, an Apple privacy engineer, said in a video session explaining the measurement tool to developers.

Boeing communications chief resigns over decades-old article on women in combat

Boeing communications chief resigns over decades-old article on women in combat
Boeing Co’s (BA.N) communications chief Niel Golightly abruptly resigned on Thursday, following an employee’s complaint over an article the former U.S. military pilot wrote 33 years ago arguing women should not serve in combat.

His exit leaves Boeing trying to fill the crucial role for the fourth time in less than three years, just as it is battling to shore up its brand after the prolonged safety grounding of its Boeing 737 MAX jetliner.

The job has become the industry’s biggest hot seat as Boeing fends off criticism for its handling of the 737 MAX crisis.

“My article was a 29-year-old Cold War navy pilot’s misguided contribution to a debate that was live at the time,” Golightly said in a statement included in Boeing’s announcement.

“My argument was embarrassingly wrong and offensive. The article is not a reflection of who I am; but nonetheless I have decided that in the interest of the company I will step down,” Golightly said.

According to an excerpt on the U.S. Naval Institute website, the December 1987 article titled “No Right to Fight” said: “At issue is not whether women can fire M-60s, dogfight MiGs, or drive tanks. Introducing women into combat would destroy the exclusively male intangibles of war fighting and the feminine images of what men fight for - peace, home, family.”

Golightly told staff in an email seen by Reuters on Thursday that the exclusion of women at the time was “government policy and broadly supported in society. It was also wrong.”

Golightly declined to comment beyond Boeing’s statement and his email.

Golightly’s departure after just six months on the job, during which he was said to be introducing sweeping changes, followed the board’s review of an internal anonymous ethics complaint that flagged his article.

He decided to step down after discussions with Boeing Chief Executive Dave Calhoun and others, Golightly said in his email.

Golightly acted after Boeing board members, already feeling pressure from the 15-month-old MAX crisis, had expressed little patience for a potentially damaging new distraction, people familiar with the matter said.

U.S. employers have been more responsive to complaints related to sex and racial equality and diversity fueled in part by the #MeToo movement against sexual harassment, and anti-racist activism following the slaying of Black men by police.

Boeing has touted its strong commitment to improving diversity, though the number of women on its executive council has fallen from five to two since the beginning of 2019, according to Boeing’s annual reports and website.

Angolan app gives performers a lifeline - streaming to paying public

Angolan app gives performers a lifeline - streaming to paying public
When the Angolan government imposed its coronavirus lockdown in late March, local entrepreneur and innovator Claudio Kiala saw a gap in the market when it came to virtual entertainment.

Kiala and his team had been developing a performance platform known as Soba Channel App, before the crisis struck, where artists would be able to stream live shows and fans would pay to gain access.

The lockdown meant they had to accelerate its launch to help artists earn some income during the lockdown, and give viewers a chance to be entertained in the comfort of their homes.

Soba is the first virtual entertainment platform in Angola, that allows artists to charge for their shows. Social gatherings remain prohibited in the country.

“This pandemic situation led us to accelerate a few of the ideas that we already had and we decided to create the platform where artists could still host concerts and other types of gathering with their fans and be paid for that,” Kiala said.

Popular local DJ Ritchelly was one of the first to jump on the platform after his income was slashed to zero because of the lockdown.

“This virus has brought us a new environment and ways to live. And this is a survival way for artists that want to keep doing their job,” Ritchelly said, as he prepared for his virtual live performance via the app.

Fans, stuck indoors, are happy to pay between $2-$6 per hour depending on the performer, to see their favourite artists.

“It gives me a better experience because I’m alone. I don’t have to listen to the other people screaming (like at outdoor live shows). I just have to sit there and watch,” said 17-year old Ekumbi Dias.

Performers keep 90% of the ticket costs, a business approach Kiala says is noble but necessary.

Gilead's COVID-19 antiviral remdesivir gets conditional EU clearance

Gilead
The European Commission said on Friday it had given conditional approval for the use of antiviral remdesivir in severe COVID-19 patients following an accelerated review process, making it the region’s first therapy to be authorised to treat the virus.

The move comes just a week after the European Medicines Agency (EMA) gave its go-ahead for the drug produced by Gilead Sciences (GILD.O) to be use in adults and adolescents from 12 years of age who are also suffering from pneumonia and require oxygen support.

It also comes just days after the company allocated nearly all of its supply of the antiviral to the United States over the next three months, stirring concerns about availability elsewhere.

“We will leave no stone unturned in our efforts to secure efficient treatments or vaccine against the coronavirus,” said Stella Kyriakides, EU Commissioner for Health and Food Safety, in a statement.

The Commission said on Wednesday it was in negotiations with Gilead to obtain doses of remdesivir for the 27 European Union countries.

A conditional marketing authorisation is one of the EU regulatory mechanisms created to facilitate early access to medicines that fulfil an unmet medical need, including those for emergency situations in response to public health threats such as the current pandemic, the Commission said.

The agency reviews data as they become available on a rolling basis, while development is still ongoing. The EMA’s rolling review begun at the end of April.

Remdesivir is in high demand after the intravenously-administered medicine helped to shorten hospital recovery times in a clinical trial. It is believed to be most effective in treating COVID-19 patients earlier in the course of disease than other therapies like the steroid dexamethasone.

Still, because remdesivir is given intravenously over at least a five-day period it is generally being used on patients sick enough to require hospitalisation.

France's Macron picks new prime minister to reinvent presidency

France's Macron picks new prime minister to reinvent presidency
President Emmanuel Macron named Jean Castex, a top civil servant and local mayor who orchestrated France’s coronavirus lockdown exit strategy, as his new prime minister on Friday as he acted to reinvent his administration and win back voters.

An Elysee official described Castex as a senior civil servant whose experience in local politics would help Macron connect with provincial France. Castex was a “social Gaullist”, the official said in reference to the more interventionist, socially minded wing of France’s centre-right.

The announcement followed the resignation of Edouard Philippe ahead of a widely anticipated overhaul of the government by Macron.

Macron is reshaping his government as France grapples with the deepest economic depression since World War Two, a sharp downturn that will shrink the economy by about 11% in 2020 and reverse hard-fought gains on unemployment.

Investors will be watching to see if Finance Minister Bruno Le Maire, who has overseen reforms to liberalise the economy and spent big to keep companies like Air France (AIRF.PA) and Renault (RENA.PA) afloat during the crisis, keeps his job.

“The return from summer holidays will be difficult, we must get ready,” Macron told regional newspapers in an interview published late on Thursday.

Macron and Philippe dined together on Wednesday and met on Thursday. The Elysee source described Thursday’s discussions as warm and friendly. Both men agreed on “the need for a new government to embody the next phase, a new path,” the aide said.

FRESH START

Macron said last month he wanted to start afresh as France embarks on a delicate and costly recovery from its coronavirus slump. Then came his party’s dire showing in nationwide municipal elections on June 28.

The local elections revealed surging support for the Green party and underlined Macron’s troubles connecting with ordinary people. His La Republique en Marche party failed to win a single major city, depriving the president of a local power base ahead of 2022.

The most notable win was Philippe’s success in his old redoubt of Le Havre and his resignation clears the way for him to become mayor of the northern port, from where he could emerge as a rival to Macron in two years time.

Cardboard boxes were delivered to the prime minister’s offices minutes after the government stepped down.

Macron is taking a gamble by replacing Philippe, who is more popular then the president, political analysts say.

But keeping Philippe would have suggested that Macron was too weak to let go of his prime minister and that his party lacked the depth for a full cabinet overhaul.

Russia's constitutional changes to come into force on July 4 - Kremlin

Russia's constitutional changes to come into force on July 4
Changes to the Russian constitution, including an amendment that could pave the way for President Vladimir Putin to rule the country until 2036, will come into force on July 4, the Kremlin said on Friday.

The electorate overwhelmingly supported the changes, which were approved after a nationwide week of voting that came to an end on Wednesday, with almost 78% of people casting their ballot in favour.

The Kremlin hailed the vote as a triumph, while critics decried it as illegal and illegitimate. An independent monitoring group said the vote was deeply flawed.

Other key reforms include an amendment granting former Russian presidents automatic immunity from criminal prosecution, as well as reforms enshrining a reference to “belief in God” and a statement about marriage being only the union of a man and a woman.

Turkish court tries Saudis in absentia for Khashoggi killing

Turkish court tries Saudis in absentia for Khashoggi killing
A Turkish court put 20 Saudi officials on trial in absentia on Friday for the gruesome killing of journalist Jamal Khashoggi which sparked international outrage and tarnished the image of Saudi Arabia’s de facto ruler.

Khashoggi was killed in the Saudi consulate in Istanbul in October 2018 when he went there seeking papers for his marriage. Some Western governments, as well as the CIA, said they believed Saudi Crown Prince Mohammed bin Salman ordered the hit - an accusation Saudi officials denied.

Khashoggi’s fiancee Hatice Cengiz waited unknowing outside the consulate while, according to prosecutors, he was suffocated and his body was dismembered.

The indictment accuses two top Saudi officials, former deputy head of Saudi Arabia’s general intelligence Ahmed al-Asiri and former royal court adviser Saud al-Qahtani, of instigating “premeditated murder with monstrous intent”.

It says 18 other defendants were flown to Turkey to kill Khashoggi, a prominent and well-connected journalist who had grown increasingly critical of the crown prince.

The defendants are being tried in absentia and are unlikely ever to be handed over by Saudi Arabia, which has accused Turkey of failing to cooperate with a separate, largely secretive, trial in Riyadh last year.

In December a Saudi court sentenced five people to death and three to jail for the killing, but Khashoggi’s family later said they forgave his murderers, effectively granting them a formal reprieve under Saudi law.

Rights campaigners hope that the Istanbul trial will throw a fresh spotlight on the case and strengthen the argument for sanctions against Riyadh or the use of universal jurisdiction, which could lead to the suspects’ arrest if they travel abroad.

“Justice in these complex environments is not delivered overnight,” Agnes Callamard, U.N. special rapporteur on extrajudicial executions, told Reuters on the eve of the trial.

“But a good process here can build up (evidence for) what can happen in five years, in 10 years, whenever the circumstances are stronger.”

Cengiz told Reuters this week she hoped the trial would reveal fresh evidence about her husband’s killing, in particular over how his body was disposed of. Turkish officials have said the killers may have tried to burn his remains or dissolve them in acid.

Zeki Demir, a local technician who worked for the consulate, told the court on Friday he had been called to the consul’s residence, close to the consulate itself, on the day of the killing.

“There were five to six people there... They asked me to light up the tandoor (oven). There was an air of panic,” he said.

According to the indictment Demir also reported seeing many skewers of meat, and noticed that the marble slabs around the oven appeared to have changed colour as if they had been cleaned with a chemical.

Judge Arshad Malik dismissed following video scandal

Judge Arshad Malik dismissed following video scandal
Lahore High Court (LHC) Chief Justice Muhammad Qasim Khan on Friday sacked former Islamabad accountability court judge Arshad Malik, who handed the verdict against former premier Nawaz Sharif in the Al-Azizia Still Mills case.

According to sources, a seven-member administrative committee headed by the chief justice took the decision upon completion of an investigation into the video scandal.

Last year in July, the Islamabad High Court (IHC) had removed judge Arshad Malik from his post and surrender his services back to the LHC. A spokesperson for the law ministry had said the decision of the judge’s removal was in light of the ongoing ‘video leak’ controversy.

The chief justice of the IHC, in a letter, requested the Ministry of Law to remove Judge Arshad Malik till a decision on the controversy is revealed.

Addressing a press conference alongside top PML-N leadership on July 6, 2019, Maryam Nawaz had shown reporters a video in which accountability court judge Arshad Malik can be heard saying that there was “no proof of corruption against the deposed premier” in the Al-Azizia reference.

Accountability Court Judge Arshad Malik, who sentenced former prime minister Nawaz Sharif to jail, had denied Maryam Nawaz’s allegations that the judge was blackmailed into convicting Nawaz without any evidence.

Malaysia temporarily suspends Pakistan pilots after 'dubious licences' revelation

Malaysia temporarily suspends Pakistan pilots after 'dubious licences' revelation
After the government of Pakistan's admission that many of its pilots held dubious licenses, Malaysia's aviation regulator announced it was temporarily suspending pilots who hold Pakistani licences and were employed by its domestic airlines.

The Civil Aviation Authority of Malaysia (CAAM) said in a statement on Thursday that the decision came after an evaluation of all foreign pilots in Malaysia. The regulator told Reuters that there are less than 20 Pakistani pilots in the country.

CAAM did not say where the pilots worked.

National carrier Malaysia Airlines said it does not have any Pakistani pilot, Malindo Air, the Malaysian arm of Indonesia’s Lion Air, said it does not have any foreign pilots, and AirAsia said it does not have any Pakistani pilot.

Pakistan last week grounded almost a third of its pilots after discovering they may have falsified their qualifications. Pakistan has a total of 860 pilots, 107 of whom work for foreign airlines.

Global concern has mounted since the announcement, with countries grounding Pakistan pilots and seeking to verify their credentials.

The European Union Aviation Safety Agency has also suspended Pakistan International Airlines’ authorisation to fly to the bloc for six months.

CAAM said it is making efforts with its Pakistani counterpart to verify the authenticity of the licence holders.

“Licence holders that are verified as valid by (the Pakistan Civil Aviation Authority) will be reinstated immediately,” it said.

Lahore DIG wants permanent ban on PUBG

Lahore DIG wants permanent ban on PUBG
DIG Operations Lahore Ashfaq Ahmed Khan has been relieved after the Pakistan Telecommunication Authority (PTA) banned the Player Unknown’s Battlefields (PUBG) game on his recommendation, saying that he would support a permanent ban on other 'violence-based online games' and websites as well in the future.

Khan had raised the issue and directed concerned police officials to make consultations and officially coordinate with the PTA and other departments concerned to ban PUBG, citing the reason that the youth's future was being ruined.

He had written a letter to the CCPO Lahore on June 26 in which he informed that the divisional SPs had reported two incidents of suicide committed by young boys in North Cantt and Hanjarwal police limits respectively in the month of June.

Ashfaq Khan said he and his higher-ups were consistently in contact with the PTA, FIA and other departments to permanently ban PUBG as well as other violence-based online games and websites in near future.

He said that it was an alarming situation that required thorough research, analysis and affirmative action by the PTA regulatory body concerned and matter should be brought into the notice of FIA Cyber Crime Wing.

He said the game had a tendency to trigger aggressive thoughts causing violent behaviour, addiction to complete the mission causing pain, agony and anxiety resulting in depression and stress. The players of this game ended up becoming less socially active sitting up for long hours causing disruption in sleep pattern resulting in deterioration of physical and mental health.

PUBG temporarily banned in Pakistan

The PTA temporarily banned the PlayerUnknown’s Battlegrounds (PUBG), an online battle game, for being "addictive" and detrimental to players' health, a notification issued Wednesday read.

The "PTA has received numerous complaints against PUBG wherein it is stated that the game is addictive, wastage of time and poses serious negative impact on physical and psychological health of the Children," the regulatory body had said in its statement.

It added that the decision came on the back of complaints received from different segments of society as well as media reports claiming "cases of suicide attributed to PUBG game".

"Honorable Lahore High court has also directed PTA to look into the issue and decide the matter after hearing the complainants. In this regard, a hearing is being conducted on 9th of July 2020," it added.

"The Authority also decided to solicit views of the public with reference to the said online game. In this regard public is encouraged to provide feedback through consultation-pubg@pta.gov.pk by July 10, 2020," the statement read further.

Teenagers dying by suicide

22-year-old youth in Quetta died by suicide after missing a task in PUBG. The young boy was depressed over a love affair and missing a task in the online game, police said.

Two youths have already committed suicide over the game over the past two weeks.

Read more: PTA temporarily banned PUBG in Pakistan

The police chief of Lahore had requested Punjab Inspector-General of Police Shoaib Dastagir to ban PUBG following a 16-year-old's death by suicide in Lahore’s Hanjarwal area after the teen missed a mission assigned in the game.

A letter sent by Lahore Capital City Police Officer (CCPO) Zulfiqar Hameed to IG Punjab read: “PUBG is an online multiplayer game that has gained immense popularity among young people. The game has influenced the young people and changed their behaviour.”

PUBG 'under scrutiny'

Last month, local media had reported that a teenager reportedly died by suicide in Lahore's Hanjarwal neighbourhood after he "missed his mission" assigned in PUBG.

Top police officials had said the young boy "took the extreme step for not completing his task while playing the online game", a local media outlet had said. It quoted the superintendent of police (SP) for operations in Lahore's Saddar, Ghazanfar Syed, as saying: “We found his mobile phone on the bed with the PUBG game on at that time near his body."

“It was purely a case of addiction as the boy used to play PUBG game for many hours a day,” the police officer had explained. “The PUBG has been under scrutiny for being a violent game and due to this, many countries are thinking of banning it."

Prior to that, a 20-year-old had also died by suicide the same month in Lahore's Saddar Bazaar area. The young man's parents had stopped him from playing the online game, police had said.

Kim Jong Un says North Korea prevented coronavirus from making inroads

North Korean leader Kim Jong
North Korean leader Kim Jong Un told a meeting of the politburo of the ruling Workers Party the North had stopped the novel coronavirus from making inroads in the country, state news agency KCNA said on Friday.

“We have thoroughly prevented the inroad of the malignant virus and maintained a stable anti-epidemic situation despite the worldwide health crisis, which is a shining success achieved,” Kim Jong Un said in a statement carried by KCNA.

He warned against self-complacency or relaxation in the anti-epidemic effort and urged North Koreans to maintain “maximum alert”, KCNA said in a statement.

The politburo meeting on Thursday comes as many hard-hit countries are easing lockdowns, even as the world moves quickly past the grim milestones of 10 million confirmed infections and 500,000 deaths.

North Korea has reopened schools but kept a ban on public gatherings and made it mandatory for people to wear masks in public places as part of its response to the coronavirus threat, a World Health Organization (WHO) official said on Wednesday.

While the reclusive country has not confirmed any infections, its public health ministry has reported all 922 people checked so far have tested negative. Hundreds of people, mostly cargo handlers at seaports and land borders, are regularly quarantined for monitoring.

Thursday’s politburo meeting also touched on construction of the Pyongyang General Hospital, underway in the capital. Kim expressed satisfaction with the project and thanked the builders for making headway under unfavorable conditions.

“Kim Jong Un made sure powerful national measures were taken for urgently solving the problems arising to brilliantly complete the hospital which would provide the people with the most advanced medical service, to be of the world standard,” KCNA said.

World takes stock of COVID-19 drug

World takes stock of COVID-19 drug
Some governments in Europe and Asia said on Wednesday they have enough of Gilead’s COVID-19 anti-viral remdesivir for now despite fears of shortages since the U.S. drugmaker pledged most output to its home market for the next three months.

The pharmaceutical company’s move stirred the global debate about equitable access to drugs and brought concerns about accessibility, especially in regions where coronavirus rates are still high or there have been new outbreaks.

Remdesivir is in high demand after the intravenously-administered medicine helped shorten hospital recovery times in a clinical trial. It is believed to be most effective in treating COVID-19 patients earlier in the course of disease than other therapies like the steroid dexamethasone.

Still, because remdesivir is given intravenously over at least a five-day period it is generally being used on patients sick enough to require hospitalisation.

Britain and Germany said they had sufficient reserves for now, though they were weighing options for when those might be exhausted.

South Korea, for its part, has started distributing stocks, but plans talks to purchase more supplies in August.

The U.S. Department of Health and Human Services (HHS) this week said it had secured all of Gilead’s projected production for July and 90% of its production in August and September, in addition to an allocation for clinical trials.

The European Union (EU) said on Wednesday it was in negotiations to obtain doses for its 27 member nations.

“SUPPLY CHAINS UNDER STRAIN”

“The buying-up of remdesivir is disappointing news, not necessarily because of the shortages it implies for other countries, but because it so clearly signals an unwillingness to cooperate with other countries, and the chilling effect this has on international agreements about intellectual property rights,” said Ohid Yaqub, senior lecturer at the Science Policy Research Unit of Britain’s University of Sussex.

Jonathan Van-Tam, deputy chief medical officer and lead for Britain’s Department for Health and Social Care, told a parliamentary hearing on Wednesday that new drugs such as remdesivir were likely to be in “relatively short supply in the first instance” versus existing generic ones like dexamethasone.

The German health ministry said that the conditional market approval Gilead is expected to receive from the EU’s executive Commission this week carries an implied obligation to deliver sufficient quantities in the future.

“We trust Gilead will meet this obligation,” it said.

Gilead has said it linked up with generic drugmakers based in India and Pakistan to supply remdesivir in 127 developing countries, but it has not discussed in detail its supply strategy for developed nations outside the United States.

“The issue is the high demand for a drug that is still an investigational medicine and probably had not been scaled up to a manufacturing level when the outbreak occurred,” said Gino Martini, the UK Royal Pharmaceutical Society’s chief scientist.

“The U.S. action means clinical supply chains will be under strain. It will be down to manufacturers Gilead to boost production in order to satisfy demand for the use of remdesivir.”

China hopes India corrects actions against Chinese firms immediately

China hopes India corrects actions against Chinese firms immediately
China's commerce ministry said on Thursday that it hopes India would correct its discriminatory actions against Chinese companies immediately after India banned Chinese mobile apps amid a border crisis between the two countries.

China has not adopted any restrictive or discriminatory measures against Indian products and services, Ministry of Commerce spokesman Gao Feng told reporters in an online briefing, adding that India's actions are in violation of World Trade Organisation rules.

Earlier this week, India banned 59 Chinese mobile apps, including the wildly popular TikTok and WeChat, citing national security and privacy concerns just weeks after a deadly Himalayan border clash between the nuclear-armed neighbours.

An estimated 120 million Indians were TikTok users before the ban.

The apps “are engaged in activities ... prejudicial to sovereignty and integrity of India, defence of India, security of state and public order,” the ministry of information technology said in a statement.

“The government of India has decided to disallow the usage of certain apps ... This decision is a targeted move to ensure safety and sovereignty of Indian cyberspace.”

The statement said the move was taken after several complaints were received by the ministry alleging theft of users’ data and violations of user privacy.

Prime Minister Narendra Modi, who has a huge social media profile, also threw his weight behind the campaign by closing his account on China's Weibo platform on Wednesday.

His photograph and 115 posts made over the past five years were deleted at the request of Indian authorities, the Chinese company said.

Homegrown apps attract millions following ban

Millions of Indians have joined homegrown social media platforms since New Delhi banned Chinese apps.

India's 1.3 billion population is a key market for global internet players and homegrown app platforms Sharechat and Roposo said they had seen a huge surge in new users since Monday's ban on their Chinese rivals.

Sharechat said in a statement that its video platform had clocked 15 million new downloads — sometimes at a rate of half-a-million every 30 minutes — in the 48 hours following the ban.

It now has at least 150 million registered users, it said.

“We welcome the move from the government against platforms that have had serious privacy, cyber-security and national security risks,” Berges Malu, public policy director for ShareChat, told AFP.

“We believe this move will help create a level playing field (for Indian platforms),” Malu added.

Some 10 million new subscribers have joined the Roposo video app, Naveen Tewari, chief executive of owners InMobi, told AFP, bringing its user base to 75 million.

Tewari said the app ban would give local platforms the chance to become the world's fourth major tech hub alongside the United States, Russia and China.

“Such opportunities don't come easily,” he added.

The Indian industry has long been pressing for action against Chinese apps that dominate the market, with Sharechat and Inmobi calling for the platforms to follow Indian laws and values.

China warns Britain about Hong Kong citizenship plan

China warns Britain about Hong Kong citizenship plan
China warned Britain on Thursday it could retaliate with “corresponding measures” for London's decision to extend a broader path to citizenship for the residents of Hong Kong.

Britain's offer came in response to a sweeping new security law that China unveiled for the former British territory this week.

Hong Kong was under UK jurisdiction until it was handed over to China in 1997 with a guarantee that Beijing would preserve the city's judicial and legislative autonomy for 50 years.

The Chinese embassy in London stressed that “all Chinese compatriots residing in Hong Kong are Chinese nationals”.

The British plan covers almost three million Hong Kongers who either have British National Overseas (BNO) passports or are eligible to apply for one. The embassy said these people were Chinese nationals as well.

“If the British side makes unilateral changes to the relevant practice, it will breach its own position and pledges as well as international law and basic norms governing international relations,” it said in a statement.

“We firmly oppose this and reserve the right to take corresponding measures,” it said without elaborating.

Beijing has never publicly raised the possibility of offering Britons either Chinese citizenship or broader residence rights.

The Chinese statement concluded by urging London to reassess its decision and “refrain from interfering in Hong Kong affairs in any way”.

Britain had sought closer relations with China after ending its decades-long membership in the European Union this year.

Prime Minister Boris Johnson's government also irritated the US administration in January by allowing the private Chinese telecoms group Huawei to unroll Britain's speedy new data network.

But Britain is now studying ways it can cut Huawei out of its system entirely and build up an alliance of European and Asian providers that reduces China's dominance in the field.

UK media said the UK Foreign Office summoned the Chinese ambassador to London on Wednesday to express its concerns about the law.

Foreign Secretary Dominic Raab later conceded there would be little London could do if China refuses to allow Hong Kongers to relocate to Britain.

“Ultimately, if they follow through on something like that there would be little that we could do to coercively force them,” Raab told ITV television late on Wednesday.

Raab said London could use “diplomatic leverage (and) other ways” to try to soften China's approach to Hong Kong and not follow through on the full force of the sweeping new security law.

Chinese authorities arrested 10 people under the new legislation during protests on Wednesday marking the anniversary of Hong Kong's return to China.

“But ultimately we need to be honest that we wouldn't be able to force China to allow BNOs to come to the UK,” Raab said.

Shashank Manohar steps down as ICC chairman after four years in office

Shashank Manohar
India's Shashank Manohar stepped down as chairman of the International Cricket Council on Wednesday after four years in office.

The 62-year-old successfully spearheaded efforts to restructure the ICC while in office, curbing the dominance of Australia, India and England — cricket's three wealthiest nations.

He became the ICC's first independent chairman in 2016 and was elected unopposed for a second term two years later but said recently he was ready to step down.

"On behalf of the ICC Board and staff and the whole cricket family, I would like to thank Shashank for his leadership and everything he has done for the sport," the council's chief executive Manu Sawhney said.

"We wish him and his family all the very best for the future."

Deputy chairman Imran Khwaja will take over until a successor is elected, the ICC said in a statement.

The ICC board is expected to approve the election framework in the next week, with reports that former India captain Sourav Ganguly is considering the job.

South African director of cricket Graeme Smith has backed fellow former test captain Ganguly, who heads the Board of Control for Cricket in India (BCCI).

Manohar also helmed the BCCI and once resigned as ICC chairman in 2017, only to be persuaded by the sport's world body to retake the helm.

He successfully revised the ICC's governance and pushed for the appointment of its first independent female director.

"Everyone on the ICC Board extends their wholehearted thanks to Shashank for the commitment he has shown to our sport," Khwaja said of his former boss.

"There is no doubt that cricket owes Shashank a debt of gratitude for all he has done for the sport. He has left cricket and the ICC in a better place than he found it."

Sadqa cannot be a substitute for animal sacrifice: Mufti Muneeb

Chairman Central Ruet-e-Hilal Committee Mufti Muneeb-ur-Rehman
Chairman Central Ruet-e-Hilal Committee Mufti Muneeb-ur-Rehman on Thursday said the sacrifice of animals is a tenet of Islam incumbent upon all those who are able to fulfil it, and sadqa (alms) is no substitute for it.

He said that those making the current circumstances (coronavirus outbreak) a basis for giving out alms instead were acting against Islamic teachings.

Mufti Muneeb, speaking of cattle markets in the province, said that they will be set up far from residential areas.

"Cattle markets will be set up within walled-off concrete structures as opposed to open markets as has been the tradition," he said, adding: "Collective sacrifice should be given priority."

Mufti Muneeb said the buyers of animal hides should transfer the skins to preservation centres soon after procuring them.

He said that the Sindh government's permits for collecting animal hides validated last year will be applicable this year as well — new permits will not be needed for those who procured them earlier.

Mufti Muneeb also urged the spraying of disinfectants in the sacrificial areas to stem the spread of coronavirus.

"Local governments should spray disinfectants from 8 to 15 Zil Hajj (expected from 17-20 July)," he said.

The religious scholar advised the government to ensure that sick animals do not find their way into the markets and said that both sellers and buyers wear masks.

"The federal government should implement these precautionary measures throughout the country," he added.

On June 30, Chief Minister Sindh Murad Ali Shah had said that the province was not in favour of setting up cattle markets ahead of Eid-ul-Azha.

“We have informed the federal government in the regard, but are yet to receive a reply from them,” he said.

PML-N lawmakers met CM Punjab without consulting party leaders: Uzma Bukhari

Chief Minister Punjab Usman Buzdar
Members of the Punjab Assembly, hailing from various political parties, held a meeting on Thursday with Chief Minister Punjab Usman Buzdar to discuss issues pertaining to their respective constituencies, allegedly without obtaining permission from party leaders first.

PML-N's Uzma Bukhari has alleged that six PML-N lawmakers met with the chief minister without seeking the permission of the party leadership.

PML-N lawmakers Mian Jalil Ahmed Sharqpuri, Chaudhry Ashraf Ali Ansari, Nishat Ahmed Daha, Ghayas-ud-Din, Azhar Abbas, Mohammad Faisal Khan Niazi met with Buzdar. Meanwhile from the PPP, Ghazanfar Ali also met the chief minister.

Bukhari said that "action" against the aforementioned PML-N members has been recommended.

The meeting was held to discuss issues within the lawmakers' constituencies, public welfare schemes and development schemes.

Buzdar listened to the issues brought forth by the MPAs and assured them that the government will strive to ensure that the issues are resolved.

"We will not allow the dignity of public representatives to diminish," he said.

The chief minister said that the "elements crying foul have been left behind”.

"Under Imran Khan's leadership, Naya Pakistan is progressing," he added.

The meeting came in the backdrop of CM Punjab Buzdar recently approving the formation of a South Punjab secretariat — a move that is expected to pave the way for the creation of the new province.

Under the initiative, the headquarters for the police bureaucracy will be set up in Multan, whereas the civil bureaucracy’s headquarters will be established in Bahawalpur.

A few weeks ago, the chief minister had already approved the appointment of an additional chief secretary and additional inspector general (IG) for South Punjab. The PTI, since a long time, has been an ardent advocate of creating the South Punjab province.

Cabinet committee decides against privatising Roosevelt Hotel

Roosevelt Hotel
The Cabinet Committee on Privatisation announced that will not be selling the Pakistan International Airlines-owned Roosevelt Hotel in New York but would run it under a joint venture with a third party.

The decision was announced after a committee meeting was held under the chairmanship of Adviser to the Prime Minister on Finance Abdul Hafeez Shaikh.

According to a statement by the finance ministry, the CCoP also decided to hire a financial adviser to start the process for the transaction in light of the report of M/s Deloitte (an auditing firm) from July 2019 which recommended “that the highest and best use of the Roosevelt Hotel Property is to redevelop the site into a mixed use (through Joint Venture) of primarily office tower over retail and condominium”.

The statement added that it was also directed that Deloitte would update its study on the hotel transaction in the next four weeks and the findings shall be shared with the CCoP.

Today’s meeting also denotified the task force formed for the sale of the hotel. It was also agreed that the hotel would be started from scratch with a private entity.

The meeting was attended by ministers for communication, law and justice, privatisation and power and advisers on commerce and investment and institutional reforms and austerity.

A special invitation was also given to the minister for industries and production and the State Bank of Pakistan governor, among others.

Yesterday, it was reported that the CCoP was to take up the privatisation of Roosevelt Hotel in a meeting.

As per a “secret, most urgent” notice dated June 19, issued by the Cabinet Division the CCOP was to take up the matter on Tuesday.

However, the Privatisation Ministry/Commission Secretary Rizwan Malik said  that the meeting may be held on Wednesday or Thursday because of the session of the federal cabinet.

The summary for the privatisation of the Roosevelt Hotel was prepared by the Aviation Division.

Rizwan Malik at the time had also clarified that the Roosevelt Hotel was not being sold, as was generally understood from the term privatisation. He said the basic objective was to involve investors so that the PIA gets handsome money to improve its conditions and the asset is utilised in a beneficial manner.

The secretary agreed that it was not a good time to seek investment in view of the COVID-19, which has affected the business across the globe. He said the process would take a long time as a lot of things were yet to be sorted out before the privatisation.

Prime Minister Imran Khan
Prime Minister Imran Khan on Thursday announced the establishment of 15 national parks in all the federating units under the ‘Protected Area Initiative’.

Addressing the launching ceremony held in Islamabad on Thursday, Imran Khan said guidelines will be given to the provinces to preserve these national parks.

“This is a major initiative for our future generations,” he said and added that the initiative will create job opportunities for people across all provinces, especially the youth.

The prime minister pointed out that global warming and climate change pose a serious threat to Pakistan. “The PTI government launched ten billion tree tsunami program to counter this global warming and climate change threat. Protecting green areas and parks will also help in this endeavour.”

He directed the provinces to take the threat seriously and undertake the requisite steps for the protection of green areas.

PM Imran Khan stressed for developing master plans for the cities and making protection of green area basic component of town planning.

He called on his aide Ameen Aslam to study the way national parks were preserved and maintained in the US and implement the same in Pakistan.

Under the scheme, called Protected Area Initiative, a national park will be made in each province.

Under the initiative, the coverage of the protected area in the country will be enhanced to 15 percent of the country’s land area from the current 13 percent.

Out of these, 9 are new and recently declared National Parks while 6 others were notified, but never protected. All parks will be made fully functional National Parks for the first time, with proper ecological management and governance.

In the initial phase, almost 5000 direct nature jobs will be generated for the youth.

SC rejects govt plea to set aside order barring action on sugar commission report

The Supreme Court of Pakistan
The Supreme Court took up on Thursday the federal government’s appeal challenging the Sindh High Court’s June 23 stay order that restrained it from taking action against sugar mills in light of the sugar inquiry commission’s recommendations.

A two-judge bench, headed by Chief Justice Gulzar Ahmed, rejected the government’s plea to suspend the SHC order for the time being and called for a three-member bench to hear and decide the case.

“This is a mere report, why do you want a stay order on it,” the chief justice asked the attorney general for Pakistan (AGP) who moved the appeal on behalf of the government.

He informed the judges that the SHC order in question doesn’t mention the Islamabad High Court’s (IHC) verdict that had dismissed a petition by the Sugar Mills Association challenging the sugar probe report.

Advocate Makhdom Ali Khan, representing sugar mill owners, stated that the report has just put forward recommendations.

Justice Ijazul Ahsan said the commission pointed out various things, including a deal. “There was a hue and cry over hike in sugar prices across the country and you want us to set aside the report,” he remarked.

It will take relevant institutions 10 years if they start from zero, he added.

Chief Justice Gulzar said so far no action was taken against sugar mills in the wake of the report, asking how it can affect sugar mill owners. He added the government formed commissions on various occasions but their report never came to light.

He said the Sugar Mill Association cannot get rid of the report, observing even though the court declares the commission illegal yet investigation will not end.

The hearing was adjourned until July 14 with direction for the association’s lawyer to submit a written reply.
