Pakistan report 41 corona deaths in last 24 hours
Pakistan has reported 41 deaths in the last 24 hours by novel coronavirus as the number of positive cases has surged to 1,483,798. The nationwide tally of fatalities has jumped to 29,772.

According to the latest figures by the National Command and Operation Center (NCOC) 3,206 persons tested positive for COVID-19 in the past 24 hours.

Province-wise Details

Punjab remains the worst-hit province in terms of deaths followed by Sindh and Khyber Pakhtunkhwa.

Till now 13,355 individuals have lost their lives to the epidemic in Punjab, 7,978 in Sindh 6,113 in KP, 998 in Islamabad, 768 in Azad Kashmir, 371 in Balochistan, and 189 in GB.

Furthermore 557,931 coronavirus cases have been confirmed in Sindh, 494,971 in Punjab 209,758 in Khyber Pakhtunkhwa 133,037 in Islamabad, 41,862 in Azad Kashmir 35,056 in Balochistan and 11,183 in Gilgit-Baltistan.

Tests and Recoveries

Pakistan has so far conducted 25,751,321 coronavirus tests and 55,304 in the last 24 hours. 1,375,628 patients have recovered in the country whereas 1,623 patients are in critical condition.

Positivity Ratio

The COVID-19 positivity ratio was recorded at 5.79 percent.

Vaccine Statistics

So far, 115,238,268 people have received their first dose of coronavirus vaccine including 1,330,298 in last 24 hours. 89,853,639 citizens have been fully vaccinated while 950,726 received their second dose in last 24 hours.

The number of total administered doses has reached to 194,492,475 with 2,244,371 in the last 24 hours.

Imperative to break nexus between terrorists and sympathisers to defeat terrorism: COAS Bajwa

Chief of Army Staff (COAS) General Qamar Javed Bajwa urged on Saturday that it is “imperative” to break the “nexus between terrorists and their sympathisers and support base” to defeat terrorism, said the military’s media wing.

According to the Inter-Services Public Relations (ISPR), the army chief passed the remarks while interacting with the notables and tribal elders of Panjgur.

In his interaction, the COAS lauded the tribal elders for their support to law enforcement agencies in the fight against terrorism.

“Breaking nexus between terrorists and their sympathisers and support base is imperative for defeating terrorism,” COAS reiterated. The elders of the area were also assured of the army’s “all-out support for creating” an environment for prosperity and development in the area, particularly in the “timely completion of ongoing socio-economic projects”.

“Terrorists will not be allowed to reverse the hard-earned gains irrespective of the challenges,” said Gen Bajwa.

The army chief was in Panjgur on a day-long visit to spend time with the troops that repulsed a terrorist attack in Panjgur on February 2.

During the visit, Gen Bajwa was given a “detailed update by the local commander on the security situation in the area and response mechanism to effectively check emerging threats”.

While addressing the troops, the army chief lauded the professionalism and the effective response of the ground troops in the recent terrorist activities.

“COAS emphasised on maintaining high standards of operational readiness to fail hostile efforts to destabilise Balochistan and ensure safety and security of the local population,” said the ISPR. He also paid tribute to the martyrs for their supreme sacrifice in the line of duty for the defence of the motherland.

Earlier on arrival, the army chief was received by Commander Quetta Corps Lieutenant General Sarfraz Ali.

In view of escalating street crime in the country's largest metropolitan area, the Sindh government has reappointed former Karachi police chief Ghulam Nabi Memon to the post on Friday.

Officials said that a meeting chaired by Sindh Chief Minister Syed Murad Ali Shah a few days ago had reviewed in detail several policing related issues, including the reactivation of the Counter-Terrorism Department (CTD) and spiralling street crime. The meeting agreed to appoint Memon again as Karachi's police chief because it believed law and order had been restored during his time as the city's additional IG.

In this regard, the Sindh chief secretary issued a notification on Friday announcing transfers and postings of Additional IGs based in Karachi, including the Karachi police chief. The order states that Additional IG Ghulam Nabi Memon, a Police Service of Pakistan (BS-21) officer previously assigned as Special Branch's Additional IG, has been transferred and appointed as the Karachi police's Additional IG with immediate effect, replacing Additional IG Imran Yaqoob Minhas.

Additional IG Minhas was transferred from the post of the Karachi police chief to the post of the CTD Additional IG. Meanwhile, Additional IG Javed Akhtar Odho, who was serving as the research and development Additional IG, was transferred and posted as the Special Branch Additional IG, replacing Memon.

The newly appointed Karachi Additional IG is an experienced officer who has served in key positions. During the last 10 years, he also served in the Intelligence Bureau (IB) in several key positions. In 2019, he was appointed as the Karachi police chief.

Earlier, he served as the Malir SSP, District Larkana SSP, ADIG establishment Karachi, additional secretary to the Sindh chief minister, director of enquiries, Anti-Corruption Establishment Sindh, ADIG operations Karachi, DPO Hyderabad, DIG South Range, and DIG Headquarters, Central Police Office Karachi.

Speaking to The News, Additional IG Memon said his priorities included curbing the menace of street crime in the city and ensuring the self-respect of every citizen. He remarked that citizens usually had to face difficulties in registering complaints, and when their complaints were lodged, often no outcome came.

He said he wanted to create a mechanism to help create a good picture of the police so that citizens would not hesitate while approaching police stations to register their complaints. The new city police chief also stated that he intended to revive model police stations in the city. He added that he would meet with the general public and hear their issues. In addition, he wants to make changes to the investigation branch because if the investigation department is weak, cases won't be pursued well, which will help criminals.

Accountability court on Saturday has released its written verdict and declared Saaf Pani Project of Pakistan Muslim League-Nawaz (PML-N) President and former Punjab chief minister Shehbaz Sharif as clean and transparent.

In a 23-page written judgment, Judge Muhammad Sajid Ali remarked that no violation or any illegality was proved in the project.

”From assessment survey to the completion of the project, Public Procurement Regulatory Authority (PPRA) rules and regulations were fully implemented,” the verdict stated.

The decision mentioned, “The former CEO Wasim Ajmal did not misused his powers and did not grant any unnecessary benefit to the co-accused.”

Earlier in January, 2022, accountability court had acquitted former PML-N MPA and a former Punjab Saaf Pani Company (PSPC) chairman Raja Qamarul Islam and 15 other accused in Rs245 million corruption reference.

US President Joe Biden on Thursday urged American citizens to leave Ukraine immediately, and warned about potential major conflict with Moscow should US and Russian troops engage each other on the ground.

“American citizens should leave, should leave now,” Biden said in an interview with NBC News.

“We’re dealing with one of the largest armies in the world. This is a very different situation and things could go crazy quickly,” the president said.

Biden also reiterated that under no circumstances would he send US troops to Ukraine, even to rescue Americans in case of a Russian invasion.

“That’s a world war. When Americans and Russians start shooting one another, we’re in a very different world,’ he said.

Washington-Moscow tensions are at their highest since the Cold War, with some US estimates saying some 130,000 Russian soldiers are grouped in dozens of combat brigades near the border with Ukraine.

Western leaders have been conducting shuttle diplomacy in an effort to ease frayed nerves. But Biden’s comments -- and the State Department also on Thursday renewing its warning for Americans citizens to leave -- are almost certain to ramp up tensions anew.

Biden however dismissed the scenario of having to rescue Americans in Ukraine, saying “how do you even find them?”

“What I’m hoping is that if (Russian President Vladimir Putin) is foolish enough to go in, he’s smart enough not to in fact do anything that would negatively impact American citizens.”

Biden said he would not have to tell that to Putin, adding: “he knows that.”

Taking a jibe at Prime Minister Imran Khan for lauding his ministers, PPP Chairman Bilawal Bhutto-Zardari said that the premier distributed certificates among 10 of his chamchas (lackeys).

Addressing a PPP workers' convention in Multan, the PPP chairman said that the party’s central executive committee (CEC) has announced a “war” against the incumbent government.

“In this war, people are our soldiers, and we have to fight this war together. We have to make arrangements to end this puppet regime,” said Bilawal.

The PPP chairman claimed that farmers in the country were getting “murdered”, adding that his party always stands with the masses.

“The protest movement has to enter a new stage. If inflation, unemployment and poverty are here today so how can we wait till tomorrow?” said Bilawal. He added that February 27, the launch of PPP’s long march, is approaching fast and assured his supporters that the party will leave for Islamabad on the announced date.

“We will reach Islamabad via GT Road and hold the prime minister accountable,” said Bilawal. I am leaving to change the fate and save the country, he added.

Continuing his tirade against the incumbent government, Bilawal said that “destruction” was happening in the country in the name of change. There is nothing happening, apart from shouting about the previous government’s corruption, he added.

The PPP chairman went on to allege that the premier committed history’s biggest corruption. He added that the premier used to call him and his rival’s thieves and would not leave them alone.

“In my opinion, Imran Khan has left everyone. We did not even run away anywhere. Zardari is in Pakistan despite his illness. If you can catch him then come. We will be exonerated from the allegations you have levelled against us,” said Bilawal.

The PPP chairman further claimed that whoever levelled allegations against the PPP were instead convicted themselves.

“Whatever fake allegations levelled against Benazir Bhutto were not proven. Musharaf couldn't prove anything against us and now a new one [premier] is here, calling us thieves but he will also [see the same fate],” said Bilawal.

While attacking Foreign Minister Shah Mahmood Qureshi, who hails from Multan, Bilawal said that the premier did not even give him a certificate.

“This is injustice against Multan. If China’s visit was successful then where is the certificate,” said Bilawal, adding that PM Imran distributed certificates to his 10 “lackeys”.

“Mr Khan does not trust his other cabinet members,” said Bilawal.

ECP disqualifies Vawda for life in dual nationality case
The Election Commission of Pakistan (ECP) has finally announced the verdict in PTI leader Faisal Vawda's dual nationality case, declaring him ineligible for holding the seat of a senator.

ECP had reserved the verdict on PPP MNA Qadir Khan Mandokhail's plea seeking Vawda's disqualification on December 23, 2021.

In today's hearing, a three-member bench, headed by Chief Election Commissioner Sikandar Sultan Raja, announced taking the notification for Vawda's election as a Senator back.

The bench gave the observation that Vawda resigned from the National Assembly seat to cover his crime.
It directed the PTI leader to turn in all the financial benefits and privileges he had been enjoying as a Senator within two months.

However, the ECP stated that Vawda can still reach out to the Supreme Court to challenge the verdict for his disqualification.

It is pertinent to mention that Vawda had resigned as an MNA in March 2021, on the day of Senate election, but he will no longer be a Senator after the conclusion of his disqualification case.

The petitioners, PPP MNA Qadir Khan Mandokhail, Asif Mehmood and Mian Faisal, had contended that Vawda had concealed his US nationality while submitting his nomination papers to the returning officer for the National Assembly seat, and refrained from stating the date of his renunciation of the US nationality despite being asked by the ECP several times.

During the trial, Vawda received multiple warnings and extensions for the submission of his arguments to counter the prosecution's stance.

Pak-Saudi Joint Mechanized Training started at Multan Garrison today (Tuesday) to enhance and strengthen the existing military cooperation between Pakistan Army and Royal Saudi Land Forces.

A contingent of Royal Saudi Land Forces is participating in the training which will continue for two months.

General Officer Commanding Major General Zafar Iqbal Marwat was the Chief Guest at the opening ceremony of the Training in which participating troops of both countries were present.

The joint training is aimed at strengthening and sharing of knowledge through a comprehensive training programme.

Pakistan has reported 37 deaths in the last 24 hours by novel coronavirus as the number of positive cases has surged to 1,465,910. The nationwide tally of fatalities has jumped to 29,553 on Tuesday.

Punjab remains the worst-hit province in terms of deaths followed by Sindh and Khyber Pakhtunkhwa.

Pakistan's economy is once again at crossroads: IMF

Underscoring the need for continuity of policies, the International Monetary Fund (IMF) has said that expansionary policies, and reversal of a number of previously initiated reforms by the PTI-led government to spur growth, resulted in external imbalances.

Pakistan's economy is once again at crossroads as the country has a long history of stop-and-go economic policies and weak implementation of structural reforms, warned the IMF, The News reported.

The IMF pointed out five examples where the policies reversals were made by Pakistan authorities. Reduction of taxes, notably (a) a zero-rate excise on fuel (PDL), which had seen a gradual decrease from Rs 30/liter to zero since December 2020; and (b) a downward adjustment of the GST on petrol and diesel from 17% to 16.4%.

Both actions were intended to offset rising international fuel prices but came with a large revenue impact of almost 1% of GDP and against the commitment of not lowering the PDL at the time of the EFF programme approval. Besides, reinstatement of zero-rated GST for some domestic industries, which had been removed at the time of the EFF programme approval. This came with the omission of PIT and GST tax policy reforms from the budget, which was a key commitment in the second–fifth EFF reviews. And the introduction of new preferential tax treatments for the technology sector, automotive and other export-oriented industries, and certain food products, which breached the related continuous Structural Benchmark. And last but not the least the omission of presenting all guarantees expected to be issued in FY 2022 with the budget, which was a commitment as part of actions to address a recent misreporting.

However, according to the IMF, the approved FY 2022 budget marked a departure from EFF (Extended Fund Facility) objectives and contributed to rapidly increasing macroeconomic vulnerabilities. It delivered a significant fiscal relaxation through large spending increases and the unwinding of several EFF tax revenue commitments, notwithstanding the past revenue underperformance.

Approved in June, the budget was on track to deliver an adjusted primary deficit of 2% of GDP, representing a fiscal loosening of 1.4% of GDP compared to the FY 2021 outturn. On the expenditure side, it allowed for large increases in public wages and allowances, a doubling of subsidies, and an increase in investment of over 50%. On the revenue side, it expected unrealistically strong tax revenue growth (from marked improvements in tax administration and strong domestic demand, notably imports) and high non-tax revenue receipts, thus introducing significant risks of fiscal slippages. In addition, the budget delayed key reforms and reversed some key policies, damaging revenue prospects.

The IMF in its staff report on Pakistan pointed that the Fund advised on different sectors of the economy but implementation remained generally weak. The Fund’s advice was aimed at reducing fiscal deficits and restoring public debt sustainability, reforming the energy sector, allowing more exchange rate flexibility, enhancing SOE governance, and generating higher and sustainable growth. The implementation of past Article IV recommendations was generally weak.

After being on the brink of a severe currency and fiscal crisis, the EFF program—approved in July 2019—managed to stabilize the economy by rebalancing the macroeconomic policy mix and helping Pakistan to avoid a disorderly adjustment. The gains during the first nine months of the programme, according to the IMF, strengthened buffers and allowed Pakistan to weather the unprecedented Covid-19 shock.

However, Pakistan has a long history of stop-and-go economic policies and weak implementation of structural reforms. This has resulted in elevated vulnerabilities and low investment and growth, which weigh on the population, including through high poverty incidence, weak development indicators, and limited progress in achieving the UN’s Sustainable Development Goals (SDGs).“Despite significant efforts to bring the programme back on track earlier in the year (which led to the completion of the combined second–fifth EFF reviews in March 2021), the authorities’ efforts shifted toward expansionary macroeconomic policies and reversed some earlier reforms in an attempt to spur growth, ” the IMF report stated and added that as a result of buoyant domestic demand and the terms of trade shock, external imbalances increased rapidly in the early months of FY 2022.

The current account in the first quarter of FY 2022 widened to an annualized 4.2% of GDP. The combination of a pro- cyclical macroeconomic policy mix, a widening trade deficit, exchange rate pressures, and central bank interventions raised the risks of repeating previous boom-bust patterns without a policy correction. The government renewed its commitment to this agenda supported by the EFF program, despite some delays and policy slippages since the start of the Covid-19 pandemic, it concluded.

Turkish President Recep Tayyip Erdogan said on Saturday he had tested positive for Covid-19 but was not experiencing severe symptoms.

“After experiencing light symptoms, my wife and I tested positive for Covid-19. We have a mild infection thankfully, which we learned to be the Omicron variant,” the 67-year-old president said in a tweet.

“We remain on duty. We will continue our work from home. We hope for your prayers,” Erdogan added.

“God willing we will shake this infection off together with Mr Tayyip,” his 66-year-old wife, Emine Erdogan, tweeted.

The Turkish president received his third vaccine dose in June last year.

Turkey has recorded around 12 million cases of Covid-19 and nearly 90,000 deaths since the start of the pandemic.

Turkey requires people to isolate for seven days if they test positive. However if they test negative on the fifth day, they can leave quarantine.

The country’s daily number of cases has risen to over 100,000 in recent weeks, which officials have attributed to the highly contagious Omicron variant.

Masks are widely used in Turkey but there are no restrictions with schools and universities still open, and life continuing as normal without curfews.

The latest official figures on Saturday showed 52.5 million have had their second vaccine dose in Turkey, which has a population of around 85 million.

More than 25 million Turks have also got their third dose and officials continue to push for citizens to get vaccinated.

The head of the World Health Organisation met Chinese Premier Li Keqiang on Saturday for talks on Covid-19, including on the stalled investigation into the pandemic’s origins.

WHO director general Tedros Adhanom Ghebreyesus, visiting Beijing for the 2022 Winter Olympics, posted a picture on Twitter of the pair sitting with officials in a meeting room.

“Pleased to meet with Premier Li Keqiang. We discussed Covid-19 and the need for an aggressive effort on vaccine equity this year to vaccinate 70 percent of all populations,” Tedros said.

“We also discussed the need for stronger collaboration on Covid-19 virus origins, rooted in science and evidence.

“I welcomed his support to strengthen WHO and discussion about a pandemic accord to advance global preparedness,” he added.

A Chinese government statement on the meeting said Li called for solidarity, cooperation and more understanding among nations to defeat the pandemic.

On tracing the origins of the virus, it said Tedros adhered to scientific principles and opposed politicising the process.

Tedros is paying his first visit to China since January 2020, in the weeks after the first cases of Covid-19 were recorded in Wuhan.

More than 370 million cases and 5.6 million deaths have since been reported to the WHO — figures it says are an underestimate.

Understanding where the SARS-CoV-2 virus that causes Covid came from is seen as key to preventing future pandemics.

Legendary Indian singer Lata Mangeshkar
Bollywood superstar Lata Mangeshkar, known to millions as the "Nightingale of India" and a regular fixture of the country's airwaves for decades, died Sunday morning at the age of 92.

The Indian government has announced a two-day national holiday to mourn the legendary singer.

Mangeshkar was born in 1929 and started her musical training early under the tutelage of her father Deenanath, singing in his theatrical productions when she was just five.

Her father's death when she was only 13 forced her to take on the role of breadwinner to support four younger siblings, and the family eventually moved to Mumbai in 1945.

There she pursued a career as a playback singer, recording tracks to be mimed by actors, and her high-pitched voice soon became a staple of Bollywood blockbusters.

In a move reflecting her huge following, she was invited by the government to sing a patriotic tribute to the soldiers killed in the 1962 Indo-China war at India's Republic Day commemorations in January 1963.

Her rendition of "Oh the People of my Country" reportedly moved then Prime Minister Jawaharlal Nehru to tears.

In the following decades, composers and film producers alike vied to sign the prolific Mangeshkar for their movies.

"I composed keeping Lata Mangeshka's range and voice quality in mind," composer Anil Biswas said of her in an interview published in the "Encyclopedia of Hindi Cinema".

"She had a wide range, and one could think of more complicated melodies than with the earlier untrained singers," he added.

'Stalwart of Indian culture'

Together with her younger sister Asha Bhonsle — a superstar in her own right — Mangeshkar dominated Bollywood music for more than half a century, and is considered by many to be the Indian film industry's greatest-ever playback singer.

Mangeshkar was not shy about taking a stand when it came to raising her prices or asking for a share of the royalties earned on her songs.

Her longevity and discipline saw her lend her voice to teenage actresses who were 50 years her junior.

Critics complained that her dominance left little room for newer singers to thrive but her audience remained loyal, ensuring that her songs ruled the charts.

She was also known for her quirks, such as never singing with her shoes on and always writing out each song by hand before recording it.

Mangeshkar was in 2001 awarded the Bharat Ratna, India's highest civilian honour, and received France's Legion d'Honneur in 2009 in recognition of her contribution to Indian music and cinema.

"Coming generations will remember her as a stalwart of Indian culture, whose melodious voice had an unparalleled ability to mesmerise people," Prime Minister Narendra Modi said.

She passed away in a Mumbai hospital on Sunday after being admitted to its intensive care unit on January 11 with Covid-19 symptoms.

Public broadcaster Doordarshan announced a state funeral and two days of national mourning for the singer after news of her death broke.

A school dropout in her hometown of Indore who said she only attended classes for one day, Mangeshkar was fluent in several languages.

She sang in more than 1,000 films, in addition to recording devotional and classical albums. Her oeuvre spanned around 27,000 songs in dozens of languages including English, Russian, Dutch and Swahili.
