Pakistan logs over 1,500 daily COVID-19 cases
Pakistan reported over 1,500 daily COVID-19 cases for the first time since October 3 as the country continues to battle against the fifth wave of the pandemic, data from the National Command and Operation Centre (NCOC) showed Sunday morning.

As per the latest statistics of the NCOC, 1,572 people tested positive for the coronavirus after 49,658 COVID-19 tests were taken across the county in the last 24 hours. This brings the positivity rate to 3.16%.

Meanwhile, seven more people succumbed to the virus during the same period.

PM Imran Khan may go to China for Beijing Olympics 2022

Prime Minister Imran Khan could be one of the leading dignitaries to attend the Beijing Olympics 2022, which will start on February 4, well-placed.

The Chinese government and the China Sports Authority are keenly looking forward to the prime minister’s presence at the opening or the closing ceremony, or during the event, the sources told the publication.

When The News asked a Pakistan Sports Board (PSB) official whether the authorities had received such an invitation, he confirmed receiving one.

“Yes, we are in contact with the Chinese authorities and have received a communication. We have forwarded that to the foreign ministry through the official channel,” he said.

Pakistani prime minister’s presence would be of great significance as some major western countries have decided on the diplomatic boycott of the mega event.

The United States, Britain, Australia, and Canada have announced a diplomatic boycott of the event, while North Korea was the latest country to pull out, citing the pandemic.

Though athletes from around the world will travel to compete in the four-yearly event, no dignitaries from these western countries are expected to watch the games.

Special Assistant to the Prime Minister on China Pakistan Economic Corridor (CPEC) Khalid Mansoor, a couple of days back, had revealed the prime minister’s plan to visit Beijing early next month.

It is likely that during his visit, the PM would also witness Winter Olympics.

It is not clear yet whether the Minister for Inter-provincial Coordination (IPC) Dr Fahmida Mirza, who is in the USA for the last two weeks and is expected to return within the next couple of days, will go to China.

“Once she returns we will be in a position to say anything on that,” an official said.

The Pakistan Stock Exchange (PSX) started the new year with renewed optimism, led by heavy foreign buying, particularly in the technology sector. As a result, it gained 1.68% or 750 points, pushing up the benchmark KSE-100 index to 45,345.65 points over the past week.

Much-needed clarity about the supplementary finance bill and renewed expectations about the revival of the International Monetary Fund (IMF) loan programme tossed the benchmark KSE-100 index above the 45,000-point barrier after a hiatus of one month.

“A decline in trade deficit on a month-on-month basis, appreciation of Pakistani rupee against US dollar, and expectations of fresh funds allocation by foreigners in PSX improved investors' sentiments,” Arif Habib Limited stated in its weekly report.

During the week under review, the market players turned somewhat optimistic after the federal cabinet gave the green light to the State Bank of Pakistan autonomy bill to pave the way for the release of the next IMF loan tranche.

Meanwhile, the sessions of the Senate Standing Committee on Finance on the "mini-budget" further strengthened hopes for the resumption of the IMF programme which kept the investors' sentiment optimistic.

Moreover, the Pakistani rupee broke a prolonged losing streak and made a surprise recovery. The rebound proved positive for the stock market and propelled it higher.

Other major developments during the week were: inflation for the month of December 2021 clocked in at 12.3% year-on-year, total cement sales for last month were reported 4.2% lower year-on-year, the trade deficit widened by 85% year-on-year during December clocking in at $4.86 billion, and import bill expanded by 52% year-on-year to $7.6 billion.

Meanwhile, foreign buying was witnessed this week, clocking in at $24.2 million against a net buy of $8.1 million recorded last week. Buying was witnessed in technology ($22.5 million), and banks ($0.7 million).

On the domestic front, major selling was reported by individuals ($15.1 million), followed by mutual funds ($8.4 million).

During the week under review, average volumes clocked in at 318 million shares (up by 46% week-on-week), while average value traded settled at $57 million (up by 32% week-on-week).

On the news front, inflation for the month of Dec-2021 clocked in at 12.3% YoY, which is the highest since Feb-2020. Moreover, total cement sales for Dec-2021 were reported 4.2% lower YoY.

PBS revealed trade deficit data on Thursday where the deficit widened by 85% YoY during Dec-2021 clocking in at US$4.86bn, whereas the import bill expanded by 52% YoY to US$7.60bn.

Former Pakistan skipper Shahid Afridi on Saturday expressed sorrow over the situation in Murree, where more than 20 people died in their vehicles after being stranded on the road in deep snow.

The federal government has deployed personnel of the Pakistan Army and other civil-armed forces for rescue operations in Murree, with Prime Minister Imran Khan expressing "shock" over the incident.

"What happened in Murree was unfortunate. May God forgive those whose precious lives were lost," Afridi said in a tweet, lamenting over the government's "inadequate" arrangements.

However, he noted that despite the severity of the weather, people still visited the hill station, not taking warnings issued seriously.

All the routes in Murree were blocked for traffic after thousands of vehicles entered the city at a time when "unprecedented snowfall" took place, according to local administration.

Talking to Geo.tv, SHO Murree Police Station Raja Rasheed said: “Over four to four-and-a-half feet of snowfall has been witnessed in Murree. There has never been this much snow in this area.”

He said that most of the people who died in Murree did not die due to the cold, they died as they left their heaters on in the car and went to sleep.

Prime Minister Imran Khan Saturday expressed shock over the death of 21 tourists as heavy snow trapped them in their vehicles as tens of thousands of visitors thronged Murree.

The federal government has deployed the personnel of the Pakistan Army, and other civil-armed forces for rescue operations following the catastrophic situation.

"Shocked and upset at tragic deaths of tourists on road to Murree," PM Imran Khan said, as he mentioned that "unprecedented snowfall and rush of people proceeding without checking weather conditions caught district administration unprepared".

The prime minister said he has ordered an inquiry into the matter and was putting in place a "strong regulation" to ensure the prevention of such tragedies in the future.

As the situation got out of hand, the administration blocked all the routes in Murree — leaving the tourists helpless on the roads. In a video message, Interior Minister Sheikh Rasheed Saturday said Murree had "seen a huge number of tourists after 15-20 years", and due to that, a crisis took place.

The Punjab government has declared Murree as a calamity-hit area, with chief minister Usman Buzdar ordering to open the government’s offices and rest houses for the stranded tourists.

Geo News, citing officials, reported that an estimated 125,000 vehicles have entered the city so far, due to which severe traffic jam was witnessed on the roads.

Meanwhile, PML-N vice president Maryam Nawaz said that Murree tragedy is a heart wrenching. She added that government’s job is not only to count the number of tourists but also make arrangement for them.

These people did not die of snow but from incompetence of the government, Maryam added.

It merits mention that several peopled died in Murree and other northern areas due to snowstorm.

Federal Minister for Interior Sheikh Rashid Ahmed on Saturday confirmed the deaths due to snowstorm.

Local administration has also launched operation to rescue the stranded tourists; however, teams are facing difficulties due disruption in mobile service and electricity supply.

On the other hand, administration of Rawalpindi and Islamabad has closed the roads going to Murree and Galiyat due to large number of vehicles entering the hill station owing to heaving snowfall.

The interior minister said five platoons of the Pakistan Army have been called in for rescue efforts, while Rangers and Frontier Corps will be deployed on an emergency basis.

"As many as 1,000 vehicles have been stuck since night [...] some have been evacuated; 16-19 deaths took place in cars. The locals provided food and blankets to the stranded people."

The interior minister said the authorities would evacuate 1,000 vehicles by today evening, while the roads would remain closed to Murree till tomorrow 9pm.

"We have also decided to ban tourists who are planning on coming to Murree by walk; this is not the time to come to Murree," Rasheed said.

Last year, the prime minister had dissolved the party's organisational structure following a setback in the Khyber-Pakhtunkhwa local bodies elections.

A day after the dissolving party structure, a new organisational structure was announced by Federal Minister for Information and Broadcasting Fawad Chaudhry.

According to the new party set up, Umar had been given the post of secretary general while Pervez Khattak, Ali Haider Zaidi, Qasim Suri, Shafqat Mahmood and Khusro Bakhtiar are appointed as new provincial heads of the party in K-P, Sindh, Balochistan, Punjab and Southern Punjab, respectively.

The Islamabad High Court (IHC) announced on Friday its reserved judgment on the construction of the Navy Sailing Club, declaring it illegal and ordering its demolition within three weeks. The court further ordered to initiate criminal and misconduct proceedings against former naval chief Admiral Zafar Mahmood Abbasi, who inaugurated the club, as well as other officials.

Announcing the verdict on the petition of a citizen, IHC Chief Justice Athar Minallah also sought a report on the implementation of the order.

The IHC CJ ruled that "the navy did not have the authority to engage in any real estate projects", adding that the Capital Development Authority (CDA) did not have the authority to issue no-objection certificates (NOCs) to naval farms.

The court further ordered to initiate criminal and misconduct proceedings against former naval chief Admiral Zafar Mahmood Abbasi, who inaugurated the club, as well as other officials.

The CJ maintained that "Pakistan's armed forces had an important status and their mandate has been defined in the Constitution". He added that the navy did not have the authority to undertake real estate ventures and that the name of the entity cannot be used for real estate business.

A day earlier, Justice Minallah heard identical cases pertaining to the construction of the sailing club and naval farms and reserved the judgment after listening to arguments.

At the outset of the hearing, the chief justice asked the CDA member that the court wanted to clarify two points before announcing its verdict.

He asked whether the civic body issued a no-objection certificate to anyone despite there being no such provision in the law. The court further asked whether the constructions in Zone-IV could be made in 1994.

The CDA member planning adopted the stance that “at that time farmhouses had such permission”.

He further informed the court that the Naval Sailing Club was still sealed, adding that any building could be demolished if it violated the law.

To a query by the bench, the CDA member responded that if the NOC of a society was cancelled the authority used to take over the housing society and seal its offices.

The court then asked why any action was not taken against the constructions around Rawal Lake.

Kazakhstan's president said on Friday he had ordered his forces to shoot-to-kill to deal with disturbances from those he called bandits and terrorists, a day after Russia sent troops to put down a countrywide uprising.

Security forces appeared to be in control of the streets of the main city Almaty on Friday morning but gunfire could still be heard after days of unrest in which dozens of people have been killed and public buildings ransacked and torched.

"The militants have not laid down their arms, they continue to commit crimes or are preparing for them. The fight against them must be pursued to the end. Whoever does not surrender will be destroyed," President Kassym-Jomart Tokayev said in a televised address.

"I have given the order to law enforcement agencies and the army to shoot to kill without warning."

​ Tokayev has blamed foreign-trained terrorists for the worst violence in the Central Asian state's 30 years of independence.

Russia's defence ministry, cited by Interfax, said more than 70 planes were flying round the clock to bring Russian troops into Kazakhstan, and they were now helping control Almaty's main airport, recaptured on Thursday from protesters.

Demonstrations that began as a response to a fuel price hike have swelled into a broad movement against the government and ex-leader Nursultan Nazarbayev, 81, the longest-serving ruler of any former Soviet state.

He turned over the presidency to Tokayev three years ago but his family is widely believed to have retained power in Nur-Sultan, the purpose-built capital that bears his name.

The interior ministry said 26 "armed criminals" had been "liquidated", while 18 police and national guard servicemembers had been killed since the start of the protests, figures that appeared not to have been updated since Thursday. State television reported more than 3,700 arrests.

On Friday morning, fresh gunfire could be heard near the main square in Almaty, where troops had fought with protesters throughout the previous day. Reuters correspondents saw armoured personal carriers and troops occupying the square.

A few hundred metres away, a dead body lay in a heavily damaged civilian car. In another part of the city, an ammunition shop had been ransacked.

Widespread unrest has been reported in a number of other cities across the vast country of 19 million people. The internet has been shut off since Wednesday, making it difficult to determine the full extent of the violence.

Moscow's swift deployment demonstrated the Kremlin's readiness to use force to maintain its influence in the former Soviet Union. The troops were sent under the umbrella of the Collective Security Treaty Organization comprising Russia and five ex-Soviet allies. It said its force would number about 2,500 and would stay in Kazakhstan for a few days or weeks.

Moscow was "standing up for Kazakhstan and doing as allies should", said Deputy Foreign Minister Alexander Grushko.

White House spokeswoman Jen Psaki said Washington was keeping a close eye on the Russian-led deployment. It would be watching for any violations of human rights and "any actions that may lay the predicate for the seizure of Kazakh institutions".

Tokayev's administration said the Russians had not been engaged in combat or the "elimination of militants".

The violence has been unprecedented in a country ruled firmly for decades by Nazarbayev, who was the last Soviet-era Communist Party boss still in powerin an ex-Soviet state when he passed the presidency on to Tokayev in 2019.

Nazarbayev has not been seen or heard from since the protests began. Tokayev has sought to distance himself from his predecessor, removing Nazarbayev and his nephew from security posts since the protests began.

Kazakhstan is a major oil producer and the world's top producer of uranium.

Oil output at its top field, Tengiz, was reduced on Thursday, the field's operator Chevron (CVX.N) said, as some contractors disrupted train lines in support of the protests. Global oil prices have risen and the price of uranium has jumped sharply since the clashes began. read more

The Islamabad High Court (IHC) has resumed hearing a contempt of court case against former Gilgit-Baltistan chief justice Rana Shamim, Jang Group owner Mir Shakeelur Rehman and senior journalists Ansar Abbasi and Aamir Ghauri on Friday.

In connection with a news report about an affidavit that accused former chief justice of Pakistan Saqib Nisar of trying to delay the release from prison of top PML-N leadership.

During the last hearing, Shamim had opened his original affidavit — submitted earlier in December, more than a month after it was mentioned in the report published in The News — on the court's instructions. IHC Chief Justice Athar Minallah had asked Shamim if the document was the former judge's affidavit and whether he had sealed it himself to which Shamim replied in the affirmative.

Subsequently, the IHC had decided to indict all the alleged contemnors on January 7 (today).

NAB tells PAC PM asked chairman to not appear before any committee

The National Accountability Bureau (NAB) claimed on Thursday that Prime Minister Imran Khan had barred NAB Chairman Javed Iqbal from appearing before parliamentary committees, including the Public Accounts Committee (PAC).

An in-camera session of the PAC was scheduled to be held today under the chairmanship of MNA Rana Tanveer Hussain, which the NAB chief did not attend.

The reason for Iqbal’s absence was revealed in a letter written by NAB to the secretary of the assembly, that stated that PM Imran had approved “that the Director General would represent Chairman NAB in his capacity of Principal Accounting Officer, before the Parliamentary Committees, including the PAC, Constitutional and Statutory Bodies”.

The letter maintained that the decision was made “in view of the statutory functions and responsibilities of the Chairman NAB”.

Moreover, principal accounting officers were barred from appearing before constitutional bodies and autonomous bodies.

Taking exception to the letter, PAC Chairman Rana Tanveer stated that he would write a letter to the Cabinet Division to verify NAB's letter.

He added that the if the rules give the premier the power to choose the DG as a representative in place of the chairman then the committee will accept the letter.

Tanveer further said that the position of the chief justice of the Supreme Court was different from that of the NAB chairman, claiming that the latter should be held accountable.

“If the government does not hold him accountable, there will be abuse of law. The money spent by the NAB chairman during his tenure will have to be accounted for,” he maintained.

According to the PAC chairman, the cabinet secretary should have informed him by telephone and in writing whether the notification has been made in accordance with the law, and not because they are "dear to the prime minister".

He stated that they would have to observe what the law says, adding that the government should keep in mind that this would have “far-reaching impacts”.

Member National Assembly Noor Alam Khan - who is a member of the Pakistan Tehreek-e-Insaf - in conversation with media said that the meeting was convened on the request of the NAB chairman, who had claimed that he would be present, and had even picked the date for the meeting himself.

He claimed that it was wrong to involve the premier, because if the letter was from PM Imran then it would have come from his secretariat or the Cabinet Division.

“NAB cannot write letters to the National Assembly,” he said.

Pakistan Peoples Party Senator Sherry Rehman stated that the NAB chairman had himself last week asked the PAC to hold an in-camera meeting, where he said he would present the recovery figures himself.

“This was a sensitive matter and all of us abandoned our work to come to this meeting because our party also highlighted the meeting’s importance,” she said.

The senator maintained that the meeting was set according to the NAB chairman’s request, on his chosen date, and was in-camera because he had requested it to be.

“We received a letter overnight regarding this decision,” she told the media.

Taking to Twitter, Sherry Rehman added that “all members across the board with consensus found this unacceptable and advised the Chair PAC to terminate the meeting”. She further stated that “no one is above the law”.

PPP MNA Naveed Qamar also claimed that thet NAB chairman did not want to be held accountable by parliamentary leaders, rather wanted them to to be accountable before him.

“The federal cabinet does not have the power to bar the NAB chairman from attending the PAC,” he added.

In a previous hearing, NAB chairman had assured the PAC that he would go home if he couldn’t satisfy it about the appropriation of accounts and progress report on NAB recoveries since its inception, in an in-camera briefing slated to be held on January 6, 2022.

The assurance had come after the PAC had grilled him over unauthorised excess expenditure while suggesting to get it regularised from the National Assembly in the upcoming mini-budget as otherwise the amount was recoverable from NAB.

During his last appearance before the highest accountability forum of the parliament, the NAB chairman had categorically said that there shouldn’t be any doubt that parliament was a supreme institution, adding his earlier absence didn't mean that he was a king who can’t appear before PAC.

PML-N Vice-President Maryam Nawaz on Thursday lambasted the PTI-led government for receiving foreign funding as revealed by the Election Commission of Pakistan (ECP) in its report and said that Prime Minister Imran Khan will have to be answerable to the masses for his wrongdoing.

Speaking during a press conference after a meeting of the PML-N in Lahore, Maryam said that PTI resorted to "misdeclaration" of funds upon the directives of PM Imran Khan.

Several other senior PML-N leaders, including Shahid Khaqan Abbasi, Rana Sanaullah, Pervez Rasheed, and Maryam Aurangzeb were also in attendance during the press briefing.

Providing details related to the figures revealed in the ECP's report, she said that the PTI has 26 bank accounts, of which 18 were active, while only four were declared.

"The foreign funding case was delayed for seven years on various pretexts," she said. "You received funding from the USA, the Middle East, Australia, Canada, and England. Companies were formed abroad and all this was done at the behest of Imran Khan."

"Imran Khan solicited the money from abroad in the accounts of four of his employees but used all the money himself," Maryam said, adding that the PTI submitted fake certificates to the ECP.

"Imran Khan will have to be answerable to the people of Pakistan as to where he spent the illegal foreign funding," she said.

She went on to say that in order to prevent ECP's report from being publically released, the government exerted a lot of pressure on the commission.

Maryam further alleged that not only did the PTI government resort to the misdeclaration of foreign funding, but it also patronised and rewarded sugar, electricity, flour, and other mafias which led to inflation in the country.

The PML-N vice-president said that the PTI used the religion card to conceal his wrongdoing.

In the light of the allegations levelled against the premier, Maryam said that it was high time he stepped down from his office.

"The PML-N, as well as the joint Opposition, demand Imran Khan tenders his resignation for lying, receiving illegal funding, and the concealment of funding," she said, adding that an investigation must be launched into all the undeclared accounts that the PTI government owns in a transparent manner.

"Just like a JIT (joint investigation team) was formed against former prime minister Nawaz Sharif, a similar JIT must be formed to probe PTI too," she said. "All accounts owned by the PTI must be publically declared."

She said that since all the allegations of financial wrongdoing have been proven against the PTI, the people of Pakistan are waiting for accountability.

Lauding the ECP on releasing the report, Maryam said that it is now up to the commission to ensure that justice is served and Imran Khan is punished for his corruption.

"The way innocent people were imprisoned [in false cases] the ECP should ensure Imran Khan and his top leaders are also punished," she said.

Towards the end of her press conference, Maryam said that she trusts the judiciary of the country and said she hoped that justice will be served.

Answering a question regarding PML-N supremo Nawaz Sharif's return to Pakistan, Maryam said that the party will decide it, adding that he only left the country on medical grounds and there were "no deals" signed.

"Nawaz Sharif did not leave the country as a result of any deal. He solely went to London for treatment because his life was in danger," she said, adding that Nawaz's condition had deteriorated because of the mistreatment he was subjected to while in the National Accountability Bureau's (NAB) custody.

Regarding the leaked recording of a phone call Maryam had with Pervez Rasheed, she demanded an apology for tapping her phone without her knowledge.

"As a citizen of Pakistan, it was a violation of my rights to tap my personal phone call. Therefore, I am not going to comment on this issue unless I receive an apology."

PTI hid funds worth millions of rupees from ECP: report

On Tuesday, the Election Commission of Pakistan (ECP) released a report of an ECP scrutiny committee and revealed that the ruling PTI hid funds worth millions of rupees from the commission.

The report stated that the PTI provided "false information" regarding the party's funding to the ECP.

It said that SBP's bank statement revealed that the party had received Rs1.64 billion in funding.

According to the report, the party did not disclose funding worth more than Rs310 million to the ECP.

The scrutiny committee was formed in 2019 to audit foreign funding received by the PTI. The case began in 2014 when the party's founding member, Akbar S Babar, filed it.

Babar alleged that the PTI received funding from illegal sources and that the party was also involved in money laundering.

Today, in a Twitter post, Babar thanked Allah, saying he stands "vindicated".

The report laid bare the contradictions in details provided by the PTI to the ECP and actual figures.

According to data provided to the committee by the State Bank of Pakistan (SBP), PTI has 26 bank accounts.

From 2008 to 2013, PTI disclosed funds worth Rs1.33 billion to the ECP, whereas a report by the SBP shows the actual amount to be Rs1.64bn, the report said.

PTI failed to disclose details of three banks in the documentation provided to the ECP, it added.

It stated that around 1,414 companies in Pakistan, 47 foreign companies and 119 potential companies provided funds to PTI.

PTI received $2.3448 million in funding from the US, but the scrutiny committee couldn’t obtain access to the party's US bank accounts, the report said.

Of those to have contributed these funds were 4,755 Pakistanis, 41 non-Pakistanis and 230 foreign companies.

Besides the US, the PTI obtained funds from Dubai, UK, Europe, Denmark, Japan, Canada, Australia and several other countries.

A private bank provided details to SBP regarding $2.2 million funds being received by the PTI from Dubai, however, the scrutiny committee couldn’t get further details.

It was also unable to obtain information related to the funds received from the UK and Europe.

Due to a lack of information, the committee's report said that it cannot comment on the source of the funding from any of the countries.

The firm that audited the PTI's accounts based their reports on the same information for five years, the report noted, adding that the PTI changed the firm in the last year but the report's contents remained the same.

The report said that the committee arrived at the conclusion that there is a contradiction in the audit reports and the PTI's bank statements.

The committee sent the PTI a questionnaire on the funding received from the US and other countries but obtained no clear response, it added.

President Arif Alvi said on Thursday that he had tested positive for Covid-19 a second time, calling on citizens to follow precautionary measures and standard operating procedures (SOPs).

"I have tested positive for Covid-19 again. Had a sore throat since four to five days and was getting better. Felt mildly feverish for a few hours two nights ago. No other symptoms," he said on Twitter.

"Friends, please resume precautions and follow SOPs," he said.

The president tested positive the same day the country reported more than 1,000 coronavirus infections for the first time in nearly three months.

The rise in cases is being driven by the highly transmissible Omicron variant of the coronavirus which has brought a fifth wave of the disease to the country.

Earlier today, National Command and Operation Centre chief Asad Umar said the option of imposing a lockdown was not being considered presently, adding that the immediate focus was on scaling up the pace of vaccinations.

President Alvi had first tested positive for the virus on March 29 last year. At the time, he had said that he had only received the first dose of the Covid-19 vaccine. First Lady Samina Alvi had later shared that the president had "mild symptoms" but was in "good spirits".

The Judicial Com­mis­sion of Pakistan (JCP) on Thursday approved the elevation of Lahore High Court Justice Ayesha A. Malik to the Supreme Court, which will make her the country's first-ever woman judge to sit on the apex court.

Chief Justice of Pakistan Gulzar Ahmed chaired the JCP meeting during which Justice Malik's elevation was approved by a majority of five votes against four.

This is the second time that the JCP held a meeting to decide on Justice Malik's elevation. A lack of consensus during an extended meeting of the JCP on Sept 9 last year had forced the commission to reject her elevation.

During that meeting, four members of the eight-member JCP had opposed the proposal to elevate Justice Malik – the fourth most senior judge of the LHC – while an equal number had supported it.

At the time, the Supreme Court Bar Association President Abdul Latif Afridi had called a countrywide protest to express anger over, what the legal fraternity perceived, disregard to the seniority principle in the appointment of judges to the apex court.

The same criticism was levelled this time as well, with the legal fraternity calling on the chief justice to postpone Thursday’s JCP meeting. In case the meeting was not called off, the Pakistan Bar Council (PBC) and all bar associations said they would boycott all court proceedings, from the superior judiciary to the lower courts.

He was addressing the inauguration session of two-day International Seminar on the theme of “Combating Corruption – A Prerequisite for the full enjoyment of all Human Rights and Sustainable Development.”

The International Seminar was jointly organized by the Government of Pakistan and the Independent Permanent Human Rights Commission (IPHRC) of the Organization of Islamic Cooperation (OIC), in collaboration with the United Nations Office of the High Commissioner for Human Rights (OHCHR), the United Nations Office on Drugs and Crime (UNODC), and the United Nations Development Programme (UNDP).

The Foreign Minister, in his key-note address, highlighted the efforts of the Government of Pakistan in combating corruption, especially illicit financial flows as well as promotion and protection of all human rights.

He presented an actionable way forward for the OIC group in curbing corruption and realizing the human rights agenda including through creation of an inter-governmental committee, establishment of an OIC protocol and mechanism for mutual legal assistance, reviewing unequal investment treaties, and formation of a global beneficial ownership registry.

The UN High Commissioner for Human Rights (through a recorded message), Assistant Secretary General of OIC, and the IPHRC Chairperson also delivered remarks during the opening segment.

More than 200 international and national stakeholders including Government officials, OIC member and Observer States, IPHRC Commissioners, and representatives of the OIC Secretariat, United Nations, practitioners, academia, and civil society are participating in the International Seminar.

Throughout the day, interactive discussions shall be held amongst the international and national participants, on the basis of which a “Declaration” would be adopted at the closing session on 7 January 2022.

The International Seminar reflects Pakistan’s leadership role and commitment in the context of combating corruption and promotion of the human rights agenda, in line with Prime Minister Imran Khan’s vision.

A meeting of the National Coordination Committee for Housing was held in Islamabad with PM Imran Khan in chair. The meeting was informed that the CDA and NAPHDA will provide subsidy for these flats for would keep the monthly installments to a minimum, while all facilities would be provided in these flats.

The meeting was also informed that on average, the rate of borrowing from banks has increased significantly and in the last two weeks alone, additional loan applications of Rs 6 billion have been received.

The prime minister was informed in the meeting that steps were being taken to protect forests and natural diversity and 63 percent of Azad Kashmir consists of forests while 56.5 percent of the total area of Kashmir is government land. It was also informed that the AJK government will provide land worth Rs 5.6 billion for the accommodation of refugees and in the first phase, houses will be provided to 1300 families.

Speaking on the occasion, the PM said that the promise of low cost houses for the poor and middle class is being fulfilled and for the first time in the history of the country, 12,400 low cost and standard flats are being provided to the slum dwellers of Islamabad.

He went on to say that a cricket stadium of international standard would be constructed in the federal capital, while commercial buildings should be constructed on the basis of public-private partnership at government residences in expensive sectors of Islamabad.

According to PMD, Quetta, Pashin, Ziarat, Qilla Abdullah, Harnai and Chaman are likely to receive intense snowfall. This may block the connecting roads in these areas, therefore, the Met department has advised tourists to stay cautious.

Continuous heavy rainfall wreaked havoc in different areas of Balochistan, including Gwadar, Chaman, Ormara, Pasni, and Kech as of Wednesday.

Earlier, the chief meteorological officer had said that a westerly system is likely to enter the country on January 17 or 18 which will affect Balochistan.

EU, US re-open to Pakistani airlines after CAA clears ICAO safety audit

Pakistani airlines are likely to soon start operating flights to the US, UK and Europe after the Civil Aviation Authority (CAA) cleared a safety audit conducted by the International Civil Aviation Organization (ICAO), it emerged Wednesday.

The ICAO, a United Nations aviation body, had advised Pakistan in September 2020 to carry out prompt corrective action and stop issuing any new pilot licences after it learnt that bogus licenses may have been issued to unscrupulous elements.

The revelation had come following the crash of a Pakistan International Airlines (PIA) aircraft in May last year, which resulted in the deaths of 97 passengers and crew.

Pakistani pilots had faced sanctions after the aviation minister said in the National Assembly that a third of them had dubious or fake licences.

In the wake of the scandal, the European Union Aviation Safety Agency (EASA) had taken serious notice and discontinued TCO (Third Country Operator) Authorisation for Pakistani carriers.

The USA had also downgraded Pakistan to category 2, which means no Pakistan origin aircraft was allowed to enter US territory.

In its January 4 letter to DG CAA Khaqan Murtaza, ICAO’s Deputy Director Denis Guindon wrote that the committee conducted the audit in December 2021 and “determined that the actions taken by Pakistan had successfully resolved SSC (Significant Safety Concern).”

“I wish to refer to the Significant Safety Concern (SSC/PEL-01/09-2020/PAK refers) that was issued to Pakistan on 18 September 2020 as well as the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) audit that was conducted by an ICAO team in Pakistan from 29 November to 10 December 2021."

During the audit, the committee reviewed the corrective actions taken and related evidence presented by Pakistan to address the SSC regarding the licensing system of the State, specifically in relation to the examinations conducted by the CAA and by delegated or designated training organizations prior to the issuance of licences and ratings.

“In accordance with the USOAP SSC process, [...] the ICAO SSC Validation Committee reviewed the actions and relevant evidence validated in Pakistan. The Committee determined that the actions taken by Pakistan had successfully resolved SSC,” the letter stated.

The ICAO official also thanked the aviation authority for assistance during the audit mission and reiterated appreciation for the active commitment of Pakistan towards achieving its safety objectives.

On this achievement, the CAA declared this as a historic milestone for Pakistan and appreciated the efforts of the entire regulatory team behind this success.

After passing the safety audit, the PCAA has started contacting UK CAA and European Commission to convey the resolution of safety concerns by ICAO.

The CAA said that it will be emphasised to permit operations of Pakistani registered airlines to UK and Europe at the earliest possible and hoped that permissions will be issued on a fast track basis.

Director-General Inter-Services Public Relations Maj Gen Babar Iftikhar addressed an important press conference in Rawalpindi on Wednesday to review the foremost developments in the security domain in the past year.

Maj Gen Iftikhar said that he will be going over issues pertaining to Pakistan's eastern border, western border, landmark achievements of Operation Radd-ul-Fasaad, and will take questions, if any, at the end.

Besides speaking on the aforementioned areas of concern, the DG ISPR also addressed rumours of a "deal" with former prime minister Nawaz Sharif, who has been declared an absconder and is currently residing in London.

"Talk of a deal with Nawaz Sharif is baseless," he said.

"Who is striking a deal with Nawaz Sharif?" he asked the reporters, also demanding they furnish proof if there is any.

"If someone does talk of a deal, then you must ask them who is offering a deal," Maj Gen Iftikhar said.

He also maintained that there is no trouble afoot when it comes to civil-military relations and urged the media to "keep the establishment out of it".

The DG ISPR began his briefing with the eastern border, saying that under the ceasefire agreement reached with India in February last year, the Line of Control (LoC) "remained peaceful throughout the year".

"The biggest dividend is that the people who live around the area, have seen a definite improvement in their daily lives.

"But alongside this, the false accusations and the propaganda by the Indian leadership that has continued points towards a particular political agenda," he said.

Maj Gen Iftikhar said the fundamental purpose of this is to draw away the attention of the international community from the "systematic demographic changes" India is implementing in occupied Jammu and Kashmir.

He noted that on the one hand India is on a path of religious extremism, which the whole word is aware of now, and on the other, it has endangered the entire region's security with its "never ending series of defence procurement".

The DG ISPR said that this will not only shift the balance of traditional warfare, but will lead to an arms race in the region, which will have a severe and negative impact on peace.

At the LoC, India's security mechanism, including the anti-infiltration grid, and with it the false propaganda of infiltration is laughable and raises questions regarding their own security mechanism, he said.

"Recently, the Indian army staged a fake encounter in Kirin sector which is front of Neelum Valley, and in the name of countering infiltration, martyred an innocent Kashmiri, and then blamed Pakistan for it," he said.

Maj Gen Iftikhar said that the photos circulated by Indian media of the alleged terrorist named Shabbir, is not only alive but is present at home in the Azad Kashmir area of Sharda.

Noting that India has martyred several Kashmiris before this around the LoC area, he said that the truth is that it has already tried to externalise Kashmir's indigenous freedom struggle.

But now, voices have begun to reverberate throughout India, occupied Kashmir and the entire world that Indian armed forces are targeting innocent Kashmiris in the name of counter terrorism and are trying to illegally crush their completely legitimate and indigenous freedom struggle, Maj Gen Iftikhar said.

He said in Kashmir the worst siege in human history has been going on since August 2019.

Speaking of The Russell Tribunal on Kashmir, which was held in Sarajevo, Bosnia-Hercegovina, between December 17-19, 2021, he said that it's findings are "eye-opening".

He said that 15 international judges and experts took part in the tribunal, which focused on four areas, namely genocide, decolonisation, secular colonialism and war crimes against Kashmiris.

He went on to say that the participants made special mention of reports by Amnesty International and Human Rights Watch which recorded instances of human rights violations by India and how Indian armed forces have been waging a military, political, economic, social, and cultural war against Kashmiris, and how they are violating the Geneva Convention and other international laws.

Maj Gen Iftikhar said today, January 5, marks an important day, as it was on this day in 1949 that the people of Kashmir were promised the right to self-determination by the United Nations.

"That promise remains unfulfilled," he said, adding: "We salute the everlasting struggle, and their unparalleled sacrifices and courage of the Kashmiri people."

Prime Minister Imran Khan on Wednesday inaugurated the Hakla-Dera Ismail Khan Motorway at a ceremony in Islamabad.

The 293 kilometres long Hakla-D.I. Khan Motorway, a key part of the western route of the China-Pakistan Economic Corridor (CPEC), "will benefit the less developed areas of the country", PM Imran Khan said while addressing the inauguration ceremony.

The premier commended the Ministry of Communications on the occasion, saying it has shown "tremendous performance" under Murad Saeed.

He said that, previously, the development of the country was confined only to GT Road, Lahore and onwards to Karachi, which was also called the eastern route of CPEC.
But a country achieves progress if there is uniform development across its length and breadth. It is made possible due to long-term planning like that done by China, which has planned 30 years ahead,” he added.

PM Imran Khan said future planning would envisage a roadmap for progress that embraces all parts of the country.

"If only a few areas are developed, the people living there will become rich and leave behind the population of backward areas in poverty. This is the biggest problem of the developing world," he said.

The prime minister said the Hakla-D.I. Khan Motorway would connect areas which are comparatively less developed.

A lack of facilities had forced the inhabitants of D.I. Khan and Minawali to move to developed cities, which also resulted in brain-drain and flight of talent, he said.

He expressed confidence that the motorway would go a long way towards raising the standards of living of these areas and reduce the travel time between Islamabad and D.I. Khan from seven hours to three.

A statement issued by the official Twitter handle of the Prime Minister's Office had announced the inauguration of the motorway earlier in the day.

Pakistan records 5 fresh corona deaths in a day
Pakistan has reported 5 deaths in the last 24 hours by novel coronavirus as the number of positive cases has surged to 1,298,763. The nationwide tally of fatalities has jumped to 28,950 on Monday.

According to the latest figures by the National Command and Operation Center (NCOC) 898 persons tested positive for COVID-19 in the past 24 hours.
Punjab remains the worst-hit province in terms of deaths followed by Sindh and Khyber Pakhtunkhwa.

Till now 13,076 individuals have lost their lives to the epidemic in Punjab, 7,675 in Sindh 5,935 in KP, 967 in Islamabad, 746 in Azad Kashmir, 365 in Balochistan, and 186 in GB.
Furthermore 483,648 coronavirus cases have been confirmed in Sindh, 445,940 in Punjab 181,537 in Khyber Pakhtunkhwa 108,880 in Islamabad, 34,676 in Azad Kashmir 33,653 in Balochistan and 10,429 in Gilgit-Baltistan.

Govt to ‘ring-fence’ cities to combat climate change: PM Imran

The Ministry of Climate Change and the World Bank on Tuesday signed a memorandum of understanding (MoU) at a ceremony in Islamabad where Prime Minister Imran Khan was the chief guest.

According to the Prime Minister's Office, under the agreement, Pakistan will be assisted in implementing the Nationally Determined Contributions under the Paris Agreement.

Addressing the ceremony, the premier said that Pakistan was among the top 10 countries most vulnerable to climate change despite having carbon emissions of less than one per cent.

"That is why it is important for the nation to realise that we must take steps to avert climate change for our coming generations."

The premier said that he had seen the effects of global warming throughout his life. "Around 20 to 25 years ago, people who used to live in villages and mountainous regions started to say that temperatures are rising [...] they complained that the amount of rainfall had decreased and it had become hotter."

PM Imran lamented the fact that the world did not acknowledge climate change for a long time. "Countries which emit the most carbon realised this very late."

He said that at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change, which took place last year in Glasgow, it was evident that the world was now largely acknowledging climate change.

"If we don't take meaningful and strong steps, then major parts of the world will suffer the negative effects of weather pattern changes."

He said that temperatures were soaring in Siberia while wildfires were blazing across Australia and the US state of California.

Commenting on Pakistan, he premier said that climate change was affecting cities and glaciers which made it necessary to implement nature-based solutions.

He added that his government's Ten Billion Tree Tsunami Programme was essential for protecting Pakistan's dwindling forests. "When we conducted digital cadastral mapping, we discovered that so many of our forests only exist on paper."

He stressed on saving the country's forests and increasing plantation campaigns.

Commenting on national parks, the premier said that during his childhood there was a lot of wilderness in the country that had slowly shrunk over time.

"We need to preserve existing parks and make new ones," he said, adding that the federal government had so far declared 15 new national parks. Locals will be trained to protect these parks, he said.

He said that the government had initiated a plantation campaign in barren areas in Dera Ismail Khan because of which wildlife had returned. This in turn has had an impact on the residents and also developed the areas for tourism, he said.

The prime minister said cities in the country were spreading rapidly and encroaching on green areas, adding that it was necessary to curb expansion as it would make it impossible to prevent air and water pollution.

He said that the government was working on master plans for all cities which would approximately be ready in six months to a year.

40% of the voters said his performance was above par, 8% declared it under par while 52% said it was according to their expectations.

The survey was conducted from Dec 18 to 24, 2021 during which 1,100 people were interviewed for the purpose.

It is pertinent to note that the Pakistani skipper has also been shortlisted for the ICC Player of the Year award after consistent performances in all formats of the game during 2021.

IHC seeks PM Imran Khan's reply in Khawaja Asif defamation case

The Islamabad High Court on Tuesday summoned Prime Minister Imran Khan to record his response in a Rs10 billion defamation case he has filed against PML-N leader Khawaja Asif.

A high court bench, headed by IHC Chief Justice Athar Minallah, heard Asif's plea challenging Additional District and Session Judge Muhammad Adnan's ruling to abolish the defendant's right to conduct cross examination of PM Imran Khan's statement.

During the hearing, Asif's counsel informed the court that the trial court ruled out their right to conduct cross examination on the premier's statement.

At this, Justice Minallah inquired since when the defamation suit had been under trial and who is responsible for the delay in its conclusion.

Responding to the judge's question, the counsel said that the case was filed in 2012.

He said that the IHC had ordered quick conclusion of defamation cases.

The verdict in defamation case should have been announced within two months of its filing, the court remarked.

The IHC adjourned the hearing of Khawaja Asif's plea till January 12 while restricting the sessions court from further proceeding in the defamation case.

Asif challenges trial court's ruling

The PML-N leader had reached out to the IHC on Monday to challenge the sessions court's ruling. In his plea filed through Advocate Gillani, Asif had nominated PM Imran Khan as party and maintained that the defence lawyer had informed the trial court about his unavailability on the defamation case's hearing on December 17, 2021, due to illness. In spite of this, the e-court recorded PM Imran Khan's statement in absence of the defence lawyer.

The plea moves the IHC to nullify trial court's ruling.

PM Imran Khan had virtually appeared before Additional District and Session Judge Muhammad Adnan on December 17, 2021, and verified his affidavit and signatures on the documents attached with it for hearing of Rs10 billion defamation suit he filed against Asif.

During the hearing, PM Imran Khan had said that he signed the affidavit in the oath commissioner's presence. He said that the statement in the affidavit is based on truth.

Asif's plea further stated that the trial court recorded statements by five witnesses presented by the prosecution during the period from April 1 to May 25, 2021.

Chief Justice of Pakistan (CJP) Justice Gulzar Ahmed on Tuesday criticised the Khyber Pakhtunkhwa government, saying that no work has been done in the government health sector in the province.

"Where are the billions of rupees of the KP government going?" he asked as a three-member bench headed by the CJP heard a case regarding rising cases of breast cancer.

The country's senior-most judge said there are no X-ray machines or oxygen systems available in government hospitals in KP.

"Ineligible people were hired on recommendations from top to bottom in KP hospitals," the CJP remarked.

During the hearing, the Advocate General told Justice Gulzar that the KP government has started issuing health cards to its citizens so that they can avail various health facilities.

Additionally, he stated that every registered citizen will be given a treatment facility of up to Rs1 million.

In response to the Advocate General's statement, the chief justice said, "You must have allocated Rs5 to 6 billion so that people can make money out of it."

Speaking about Balochistan, Justice Jamal Khan Mandokhel said that no open heart surgery has been performed in Balochistan till date.

"Where does the health budget of Balochistan go?"

The case hearing of the case was subsequently adjourned for a week.

NATO Secretary-General Jens Stoltenberg has scheduled a special meeting of allied ambassadors and top Russian officials for next week as both sides seek dialogue to prevent open conflict over Ukraine, a NATO official said on Tuesday.

Worried about Russia's military build-up along Ukraine's border, the Western military alliance has been seeking a meeting of the NATO-Russia Council for months but the forum seemed in jeopardy after an espionage dispute in October.

The meeting of the council, a format used for dialogue since 2002, will take place in Brussels on Jan. 12 after U.S. and Russian officials hold security talks on Jan. 10 in Geneva.

The European Union's top diplomat, Josep Borrell, flew to Ukraine on Tuesday for a two-day trip to show support for Kyiv, which aspires to join the bloc and NATO.

Moscow wants guarantees that NATO will halt its eastward expansion and end military cooperation with Ukraine and Georgia, which have territorial disputes with Russia.

Moscow also denies U.S. assertions that it is planning an invasion of Ukraine and accuses Kyiv of building up its own forces in the east of the country.

"Any dialogue with Russia would have to proceed on the basis of reciprocity, address NATO's concerns about Russia's actions... and take place in consultation with NATO's European partners," the NATO official said.

Maria Zakharova, Russia's foreign ministry spokesperson, confirmed that Russian officials will attend the NATO meeting in Brussels.

Russian Deputy Foreign Minister Sergei Ryabkov and other senior Russian officials are expected to attend the Brussels talks, after meeting U.S. Deputy Secretary of State Wendy Sherman in Geneva.

On Jan. 13, talks will continue in the broader format of the Vienna-based Organisation for Security and Cooperation in Europe (OSCE), which includes the United States and its NATO allies, as well as Russia, Ukraine and other former Soviet states.

The EU's Borrell, who was central to the bloc's strategy of increased sanctions on top Russian officials in 2021, believes "the EU cannot be a neutral spectator in the negotiations if Russia really wants to discuss Europe's security architecture", according to an EU spokesperson.

The European Union sees Ukraine as a "strategic partner", the spokesperson said.

Borrell, accompanied by Ukrainian Foreign Minister Dmytro Kuleba, will visit Ukraine's contact line with Russian-backed separatist rebels during his visit. EU foreign ministers are expected to discuss their next steps later in January.
