Pakistan, Afghanistan, Turkey urge Taliban to commit to Afghan peace talks

Foreign Minister Shan Mahmood Qureshi and his Turkish counterpart
The foreign ministers of Turkey, Pakistan and Afghanistan called on the Afghan Taliban on Friday to reaffirm their commitment to achieving a negotiated settlement for lasting peace in Afghanistan.

In a joint statement issued after talks in Istanbul, the three ministers underlined “the urgent need for an immediate ceasefire” to end the violence and “provide a conducive atmosphere” for peace talks.

A US-backed Afghan peace conference to be hosted in Istanbul by Turkey, Qatar and the United Nations on Saturday was postponed over the Taliban's non-participation.

Ankara has said the talks will be held after Ramazan but no new date has been set.

The foreign ministers of Turkey, Afghanistan and Pakistan on Friday discussed the planned conference, aimed at fast-tracking an agreement between the Afghan government and the Taliban following Washington's announcement that foreign troops will leave Afghanistan by September 11.

The ministers “called on all parties, in particular the Taliban, to reaffirm their commitment for achieving an inclusive negotiated settlement leading to lasting peace in Afghanistan desired by the Afghan people, the region and the international community”, according to the joint statement.

They also “deplored the continuing high level of violence in Afghanistan”.

Speaking at a joint news conference after the talks, Turkish Foreign Minister Mevlut Cavusoglu said Ankara's support for the Afghan peace process and efforts to organise the conference in Istanbul would continue.

“As the co-organisers, we are continuing talks on this with all sides,” he said, alongside Foreign Minister Shan Mahmood Qureshi.

In a tweet, Qureshi said "an inclusive peace, the end of violence and a stable Afghanistan is beneficial" for trans-regional connectivity. "The international community must remain engaged with Afghanistan in reconstruction and economic development," he wrote.

Afghan Foreign Minister Haneef Atmar joined the meeting via video link for health reasons, Cavusoglu said.

Foreign Minister Qureshi also held a bilateral meeting with Atmar during which they discussed the latest developments in the Afghan peace process and strengthening of bilateral relations, the Foreign Office said.

Qureshi in a tweet termed his meeting with his Afghan counterpart as "great", saying he had re-emphasised "the need for meaningful engagement for a negotiated settlement to bring an end to over 4 decades of internal conflict in Afghanistan".

"Indeed peace creates greater opportunities for economic cooperation, prosperity and connectivity," the minister added.

The Taliban had earlier refused to attend any summits until all foreign forces were pulled out of Afghanistan. The Taliban and the United States last year agreed that all foreign forces would be withdrawn from Afghanistan by May 1, a date that was pushed back last week by US President Joe Biden.

The Taliban ruled Afghanistan from 1996 to 2001, when they were ousted by US-led forces. Since then, they have waged a long-running insurgency and still control wide swathes of territory.

Zimbabwe pull off shock 19-run win over Pakistan in second T20

Zimbabwe pull off shock 19-run win over Pakistan in second T20
Zimbabwe successfully defended a modest total to pull off an upset 19-run win over in-form Pakistan and level their Twenty20 international series at the Harare Sports Club on Friday.

Zimbabwe were sent into bat first, and despite a feisty 34 from Tinashe Kamunhukamwe, made only a paltry 118-9 as wickets tumbled at regular intervals.

But Pakistan, who beat South Africa 3-1 in a four-match series earlier this month, fell short in a laboured chase as they were bowled out for 99.

Luke Jongwe emerged the home hero as he took the important wickets of Mohammad Rizwan (13) and captain Babar Azam (41) to finish with figures of 4-18.

It was the lowest total defended in a T20 international in Harare and a first win for Zimbabwe over Pakistan in 15 past T20 internationals.

Zimbabwe bowled with accuracy and fielded without mistakes to make up for a poor performance in Wednesday's first T20 and set up a deciding contest in the last of the three-match series on Sunday.

“It was big turn around for us after the first game,” said stand-in captain Brendan Taylor afterwards.

“I'd be lying if I said I was confident after our batting, but we dug deep and managed to squeeze Pakistan and our commitment and determination got us over the line.”

Police employee stabbed to death at station near Paris

Police employee stabbed to death at station near Paris
A female police employee was stabbed to death by a Tunisian man at a police station southwest of Paris on Friday, the local prosecutor's office and a police source told AFP.

The attacker was fatally wounded when an officer opened fire on him at the station in Rambouillet, a wealthy commuter town about 60 kilometers (40 miles) from Paris, a police source told AFP on condition of anonymity.

The attack took place in the secure entrance area of the station at around 2:20pm (1220 GMT), the police source added.

The woman, 48, was stabbed in the throat twice, the source said.

Prime Minister Jean Castex and Interior Minister Gerald Darmanin both announced they were heading to the scene.

The assailant was aged 36 and was unknown to security services, sources close to the investigation told AFP.

France has faced a series of attacks blamed on Islamist radicals in recent years that have cost the lives of hundreds of people.

Spate of attacks

Several attacks over the last year have reignited concerns about the spread of radicalism inside France as well as immigration.

In September, a Pakistani man wounded two people with a meat cleaver outside the former offices of satirical magazine Charlie Hebdo which had printed caricatures of the Prophet Muhammmad (PBUH).

On October 16, a young Chechen refugee beheaded teacher Samuel Paty who had shown some of the caricatures to his pupils.

And on October 29, three people were killed when a recently arrived Tunisian went on a stabbing spree in a church in the Mediterranean city of Nice.

These came after the massacres carried out by extremists from 2015 that began with the massacre of staff in the offices of Charlie Hebdo in January that year.

In France's deadliest peacetime atrocity, 130 people were killed and 350 were wounded when Islamist suicide bombers and gunmen attacked the Stade de France stadium, bars and restaurants in central Paris and the Bataclan concert hall in November 2015.

And in 2016 a man rammed a truck into a Bastille Day crowd in Nice, killing 86 people.

President Emmanuel Macron's government has introduced legislation to tackle radical activity in France, a bill that has stirred anger in some Muslim countries.

Our aim is to make a common man's life easier: PM Imran

Prime Minister Imran Khan
Prime Minister Imran Khan said Thursday the PTI-led government's aim is to make the life of a common Pakistani easier.

PM Imran Khan, speaking at a Kamyab Jawan Programme event in Islamabad, said banks were the engine of growth for the economy. "When you give soft loans to the people, it gives a boost to the economy."

The government is all set to offer soft loans to fishermen under the Youth Entrepreneurship Scheme (YES) of the Kamyab Jawan Programme for boosting the fisheries sector.

The Ministry of Maritime Affairs has signed a Memorandum of Understanding with multiple banks including the National Bank of Pakistan and Bank of Punjab.

Through the loans to the fisherman, they will be able to upgrade their existing equipment and purchase modern equipment — adding value to their profession.

This will enable the fishermen to get concessionary loans under the YES, an official source privy to the development told APP a day earlier.

The YES was launched in October 2019 under the banner of the Kamyab Jawan Programme to provide the youth soft loans for the initiation of their businesses.

Recently, the government has enhanced the scope of YES which was meant to offer a huge amount of concessionary loans ranging between Rs100,000 and Rs25 million to the youth.

Earlier, it was limited to Rs5 million only. According to the State Bank of Pakistan, under the YES, financing was segregated into three tiers.

Under tier-1, the loan limit is from Rs100,000 up to Rs1 million, whereas tier-2 s loan limit is from above Rs1 million and up to Rs10 million, and under tier-3, the loan limit is from above Rs10 million and up to Rs25 million.

For tier-1 loans, the mark-up rate is 3%, while the mark-up rate for tier-2 loans is 4%, and for tier-3, the mark-up rate is 5%.

Meanwhile, the premier, further addressing the event said the banks' administration should train their staff to provide small loans to their customers.

The prime minister said he had received complaints that banks were slow in processing the Kamyab Jawan loans. "I urge the banks to focus on and expedite the process."

The premier, speaking on the climate front, said cities were expanding, and the agricultural lands were shrinking — and at the pace that the population is growing, the government would not be able to tackle the pollution problem.

Separately, in a statement, PTI leader Usman Dar had said the program was aimed at taking forward the fisheries sector, adding loans would be provided to the fishermen on easy installments.

Dar lamenting the fisheries sector was neglected by the previous governments, said the incumbent government's program is an important step towards making the fishermen an important stakeholder of blue economy.

Quetta hotel blast was a suicide attack: Sheikh Rasheed

Quetta hotel blast
Interior Minister Sheikh Rasheed said Thursday the blast that took place a day earlier in the parking of a hotel, was a suicide bomb attack.

The minister was holding a news conference to discuss the Quetta bomb blast from last night, which killed five and injured 12 others.

Rasheed pointed towards India's activities aimed at destabilising Pakistan, saying that during the past eight to 10 days, an estimated 250,000-300,000 social media accounts were created in India. He said these were efforts to destabilise Pakistan from within "by foreign elements".

"These foreign forces cannot see Pakistan prosper and progress," said the minister.

Rasheed said the Ministry of Interior had placed all 22 law enforcement institutions under its jurisdiction, which include the FC, Rangers, Coastal Guards and others to remain on "high alert".

He said Pakistan was a great nation and with the help of its great armed forces and intelligence agencies, will thwart all evil designs as well as conspiracies being hatched in India, against it.

Updating the masses about the casualties and the wounded in the blast, Rasheed said out of the 11 who were injured, six had left the hospital after getting treated.

"The rest are in hospital, out of which only two to three are in a critical state," he said.

Responding to a question, the interior minister clarified the Chinese ambassador was in Quetta for the past few days and is safe. He rejected speculation that the Chinese ambassador was at the hotel when the blast took place, saying that the diplomat was somewhere else.

When asked whether there will be chaos and anarchy in the country in recent days, Rasheed replied in the negative. He said an elected prime minister, a great army and 220 million people were the guardians of the nation.

"We know how to live and die for this country," he said.

The minister said a forensic investigation was being conducted into the attack, adding that so far, the terrorists have not been identified yet.

China condemns blast in Quetta

The spokesperson of the Chinese foreign minister on Thursday condemned the attack that took place in Quetta.

"#China strongly condemns the terrorist attack in relevant hotel in #Quetta, the capital of Pakistan's Balochistan province," read a tweet from the spokesperson.

"China strongly condemns the terrorist attack, expresses condolences to the unfortunate victims, and sympathy to the injured," read the statement by the Chinese Embassy in Pakistan.

"Chinese Ambassador to Pakistan, Mr. Nong Rong, was leading a delegation on a visit in Quetta on the same day. When the attack occurred, the Chinese delegation was not in the hotel. Till present, no reports of casualties of Chinese citizens in the attack have been received," it clarified.

CTD confirms blast was a suicide bomb attack

Five people were killed and 12 others were injured when a blast, which was heard for several kilometres in the city, took place at the parking of a hotel located at Serena Chowk.

Earlier, the CTD spokesperson said evidence collected from the blast site indicates that the attack was a suicide bomb blast.

"At the time of the blast, the suicide bomber was inside the car [that exploded]," said the spokesperson.

He said the CTD was still trying to determine the intensity of the blast.

Czechs threaten to expel all Russian diplomats

Czechs threaten to expel all Russian diplomats
The Czech Republic threatened on Tuesday to expel all Russian diplomats from Prague, accusing Moscow of orchestrating an “unprecedented terror attack” on Czech territory in 2014.

“I am ready for everything. Even to build relationships from scratch. Which means we would send them all home,” Foreign Minister Jan Hamacek said on Facebook.

He had earlier told reporters he would summon the Russian ambassador on Wednesday to disclose further steps after the expulsion this weekend of 18 Russian diplomats believed by Prague to be secret agents, and of 20 Czechs from Moscow in retaliation.

“We are calling for collective action of EU and Nato countries aimed at solidarity expulsions,” Hamacek said.

The call came after Prague accused Russian secret services of being behind an explosion at an ammunition depot near the eastern village of Vrbetice in 2014 that killed two people.

Czech police are seeking two men in connection with the blast, along with a second non-fatal blast in the Czech Republic in 2014. The men have also been identified as suspects in the 2018 poisoning of former Russian double agent Sergei Skripal in Salisbury, England.

Czech Prime Minister Andrej Babis said the 2014 explosion was “an unprecedented terror attack on our territory which is unacceptable”.

He apologised for having remarked a day earlier that the explosion did not appear to be an act of state terrorism, as it targeted goods owned by a Bulgarian arms dealer.

The Russian diplomats expelled in the row left their posts at their sprawling embassy in Prague on Monday, as did the staff ordered to leave the much smaller Czech representation in Moscow. “We have expelled 18 officers of the (secret services) SVR and GRU and we are able to prove that every single one of them was just that,” Hamacek said.

He said he had summoned Russian Ambassador Alexander Zmeyevsky to protest against what Prague views as a disproportionate response in expelling 20 Czech diplomats from Moscow. “It is only logical that if the Czech Republic takes further action, the Russian ambassador must be the first to hear it,” Hamacek said.

As the row escalated, the Czech government announced on Monday that Russia’s atomic energy agency Rosatom would be ruled out of a tender to build a new multi-billion-euro unit at a Czech nuclear plant.

Hamacek also said that Prague would no longer consider buying the Russian-made Sputnik V vaccine against Covid-19. Citing an intelligence report, the Czech government has said that Russia’s military secret service GRU orchestrated the two explosions in 2014, both of which struck ammunition depots.

Babis said the ammunition targeted had belonged to a Bulgarian arms dealer who probably sold arms to entities fighting against Russia, although he did not say where.

The attacks happened in the same year that Russia annexed the Crimean peninsula from Ukraine and a conflict broke out between Ukrainian forces and Russia-backed rebels in the east of the country.

The Czech weekly Respekt, working together with other media outlets including investigative website Bellingcat, said six GRU agents, which carries out foreign operations, were involved in the explosions.

“At the moment we only know about two events involving (unit chief Andrei) Averyanov outside Russia, and given his high position in the GRU, this suggests they must have been important for the Russian government,” Respekt wrote.

Law for weak and strong should be the same: PM Imran

Prime Minister Imran Khan
Prime Minister Imran Khan on Wednesday asserted that there should be one law applicable for the weak and strong segments of society, saying that society is identified by it impoverished segments and not the wealthier class.

The premier was addressing the inauguration ceremony of the Jalozai housing scheme in Nowshera where he highlighted that this is the first time efforts are being made for the development of people from lower income classes.

The prime minister said the rule of law means to hold the powerful accountable for their crimes. "Here [in Pakistan], it is difficult to hold the powerful accountable. The sugar mafia is making a profit by selling expensive sugar, they [mafia] don't even pay taxes," the prime minister regretted.

He said that the government has launched the New Pakistan Housing Scheme across the country with an aim to empower the lower income class of the country.

"We have tried our best to build cheap houses on government land by giving a subsidy of Rs300,000 on every house and only 3% interest on the home's loan," the premier said.

He lamented that the housing project was delayed because banks were unwilling to lend. The law has been stuck in court for 11 years, he added.

Interior Minister Sheikh Rasheed

The minister, while speaking to the media, also clarified that the head of the TLP has not been released as yet.

He added that the protestors burnt 30 cars and returned five cars they had seized.

On abducted policemen, the minister said that 12 kidnapped personnel were returned on the night of April 19.

The minister said that 210 of the FIRs registered will complete the legal process. He added that TLP chief Saad Rizvi’s case is included in these.

“Whoever takes the law into their hands, the law will take them in its hand,” warned Rasheed.

The interior minister also noted that a National Assembly session was summoned on April 20 to debate the expulsion of the French envoy as demanded by the banned TLP.

He added that a committee will be formed to take a decision on the issue.

“Prime Minister Imran Khan will take western leaders into confidence over the importance of the finality of prophethood,” said Rasheed.

The interior minister also spoke about former prime minister Nawaz Sharif in his media talk, saying that he had had a detailed discussion with the British envoy on the issue.

“I told the British High Commissioner Christian Turner to deport Nawaz Sharif, as he is a fugitive of the court,” said the interior minister.

Stop worrying about Shaheen’s workload: Misbah

Pakistan men’s team head coach Misbah-ul-Haq
Pakistan men’s team head coach Misbah-ul-Haq has requested critics and fans to stop worrying about the workload of the 21-year-old pacer Shaheen Shah Afridi.

Left-arm pacer Shaheen’s workload management has been under the radar as he played all seven matches (three ODIs and four T20Is) on the tour of South Africa.

The 46-year-old Misbah, while talking to reporters in a virtual presser, sarcastically said that the whole world is concerned more than team management over Shaheen’s workload.

“We are counting his practice overs and we know how to utilize him when needed. We select him according to team requirements and where we feel that he needs rest, we will look at it. People should stop worrying,” Misbah said.

On the other hand, Misbah said that management has to see every aspect while forming the final XI as they can’t try the whole bench strength even against the low-ranked sides.

“We wish to play every selected player, however, it’s not possible to make unnecessary changes. No one takes responsibility besides captain and coach when team doesn’t perform up to the expectations,” Misbah said.

“Yes you try new players but it’s important to form a combination that guarantees you win in matches and series,” he added.

Misbah believes that the team is confident after series win against South Africa and try to continue it in the series against Zimbabwe.

It must be noted that Pakistan are scheduled to play three T20Is and two Tests against Zimbabwe. The T20I series starts tomorrow at Harare Sports Club.

Climate change has brought globe to brink of an abyss: UN chief

Secretary General António Guterres
“We are on the verge of the abyss,” Secretary General António Guterres warned on Monday as a UN report included South Asia among the regions adversely impacted by climate change.

The change caused “abnormally high rainfall at various times of the year 2020 in the Sub-continent and neighbouring areas,” like China, warned the report the UN chief launched in New York on Monday.

The annual state of the global climate report described 2020 as “one of the three warmest years on record” as the Earth’s temperature continued to rise.

The report noted that extreme weather events had combined with Covid-19 pandemic, impacting millions of people across the globe.

According to the World Meteorological Organisation’s (WMO), which prepared the report, the global average temperature in 2020 was about 1.2-degree Celsius above the pre-industrial level.

That figure is dangerously close to the 1.5-degree Celsius limit advocated by scientists to stave off the worst impacts of climate change. The six years since 2015 have been the warmest on record, and the decade beginning up to this year, was the warmest ever.

The stark warning from WMO comes ahead of the virtual Leaders Summit on climate this week, convened by United States President Joe Biden, to galvanise efforts to reduce greenhouse gas emissions and meet the targets of the historic 2015 Paris Agreement.

At his New York news conference, the UN chief urged leaders to make 2021 “the year for action” by taking “concrete actions” before countries gather in Glasgow in November for COP26 – the 26th session of the Conference of the Parties (COP26) to the UN Framework Convention on Climate Change (UNFCCC).

“Countries need to submit ambitious new nationally determined contributions (NDCs) that were designed by the Paris Agreement.

“Their climate plans for the next 10 years must be much more efficient,” he said. To do so, he asked UN member states to back their plans with commitments and immediate action.

Mr Guterres urged the world’s rich nations, which were spending trillions of dollars to overcome the Covid-19 crisis at home, to align their plans with UN development goals. He also suggested shifting subsidies to fossil fuels to investments in renewable energy to prevent a global climate crisis.

“Developed countries must lead in phasing out coal – by 2030 in OECD countries, and by 2040 elsewhere. No new coal power plants should be built,” he stressed.

The 2020 State of the Climate report noted that concentrations of the major greenhouse gases continued to increase in 2019 and 2020, with global average for carbon dioxide concentrations having already exceeded 410 parts per million (ppm), with a

further warning that if the concentration follows the same pattern as in previous years, it could reach or exceed 414 ppm this year.

It also noted that ocean acidification and deoxygenation continued, impacting ecosystems, marine life and fisheries, as well as reducing its capacity to absorb CO2 from the atmosphere.

Furthermore, 2019 saw the highest ocean heat level on record, and the trend likely continued in 2020, as did the global mean sea-level rise.

Chad President Idriss Deby dies in battle, son takes over

Chad President Idriss Deby dies in battle
Chad's President Idriss Deby, who ruled his country for more than 30 years and was an important Western ally in the fight against militants in Africa, has been killed on the frontline in a battle against rebels in the north.

His son, Mahamat Kaka, was named interim president by a transitional council of military officers, army spokesman Azem Bermendao Agouna said on state television.

Deby, 68, came to power in a rebellion in 1990 and was one of Africa's longest-ruling leaders, surviving numerous coup attempts and rebellions.

His death could potentially deepen Chad's problems, and those of its allies.

On the domestic front, the military is divided and the opposition bridling against years of repressive rule.

Internationally, France and the United States will be hoping that their counter-terrorism efforts are not now pushed off course. France said it had lost “brave friend” and Chad “a great soldier”.

He was killed just after he was declared winner of a presidential election that would have given him a sixth term in office. Most of the opposition boycotted the vote.

Deby — who often joined soldiers on the battlefront in his military fatigues — visited troops on the frontline on Monday after rebels based across the northern frontier in Libya advanced hundreds of km south toward the capital N'Djamena.

“Marshal Idriss Deby Itno, as he did each time that the institutions of the republic were gravely threatened, took control of operations during the heroic combat led against the terrorists from Libya. He was wounded during the fighting and died once repatriated to N'Djamena,” Bermendao said.

The government and National Assembly have been dissolved and a nationwide curfew imposed from 6pm to 5am.

“The National Council of Transition reassures the Chadian people that all measures have been taken to guarantee peace, security and the republican order,” Bermendao said.

Deby had pushed through a new constitution in 2018 that would have allowed him to stay in power until 2033. He took the title of Marshal last year and said before last week's election: “I know in advance that I will win, as I have done for the last 30 years.”

He was dealing with mounting public discontent over his management of Chad's oil wealth and crackdowns on opponents. In the election results announced on Monday, Deby claimed 79 per cent of the vote.

A Reuters reporter in N'Djamena said people were in a panic as news of his death spread, fearing that fighting could break out in the city. Many were fleeing to the outskirts and roads were jammed with traffic.

Western countries had counted on Deby as an ally in the fight against Islamist militants, including Boko Haram in the Lake Chad Basin and groups linked to Al Qaeda and IS in the Sahel.

France, the former colonial power, had based its Sahel counter-terrorism operations in N'Djamena.

Chad had announced in February the deployment of 1,200 troops to complement 5,100 French soldiers in the area.

The French presidency praised Deby fulsomely and affirmed its support for Chad's stability and territorial integrity. In a statement, it noted the formation of the interim council headed by Mahamat Kaka but said it hoped there would be a quick and peaceful return to civilian rule.

But Deby's death could mean tremendous uncertainty for Chad, said Nathaniel Powell, author of a history of French military involvement in Chad.

“The swift announcement of the establishment of a military council and naming his son Mahamat as head of state however indicates regime continuity,” Powell told Reuters.

“This probably aims to counter any coup-making efforts from within the security establishment and to reassure Chad's international partners [...] that they can still count on the country for its continued contributions to international counter-terrorism efforts in the Sahel.”

The latest rebel actions had already caused alarm in Washington and other Western capitals.

The rebel group Front for Change and Concord in Chad (FACT), which is based across the northern frontier with Libya, attacked a border post on election day and then advanced hundreds of kilometres south through the vast country.

But the Chadian military appeared to have slowed its advance about 300 km from N'Djamena.

The rebels acknowledged on Monday they suffered losses on Saturday but said they were back on the move on Sunday and Monday.

Deby had joined the army in the 1970s when Chad was engaged in a long-running civil war. He received military training in France and returned to Chad in 1978, throwing his support behind President Hissne Habr and eventually becoming commander-in-chief of the armed forces.

He seized power in 1990, leading a rebel army in a three-week offensive staged from neighbouring Sudan to topple Habre, a man accused of widespread human rights abuses.

A regional diplomat said the naming of Deby's son as interim president was problematic as the speaker of parliament should have taken power on his death.

“That in itself is a coup,” the diplomat told Reuters. “He has been grooming the son for some time. They will continue to face the rebellion. Deby had his hand in many things in the Sahel. His death disrupts things.”

Chief Court orders local government polls in Gilgit-Baltistan

The Gilgit-Baltistan Chief Court
The Gilgit-Baltistan Chief Court on Tuesday directed the election commission and authorities concerned to hold local government (LG) polls in the area without any further delay.

A two-member bench of the court, headed by the Chief Justice, ordered the authorities concerned to hold the local government elections in Gilgit-Baltistan as early as possible.

It is pertinent to mention here that local residents had filed a petition in the court against prolonged delay in local body elections in the area.

Earlier on March 18, Prime Minister Imran Khan had directed holding early local bodies polls in both Punjab and Khyber Pakhtunkhwa where Pakistan Tehreek e Insaf (PTI) rules as he met on Thursday his affiliates in the government.

His directives were resisted mildly by the defense minister Pervez Khattak who had been KP’s chief minister in the previous term, as he cited the polity was not conducive for polls at this time to which, reportedly, the PM said come what may the polls must be held soon.

'It's your mess — clean it up or go home,' Bilawal tells PM Imran Khan

PPP Chairperson Bilawal Bhutto-Zardari
PPP Chairperson Bilawal Bhutto-Zardari has told PM Imran Khan that the law and order situation in the country following clashes with the banned Tehreek-e-Labbaik Pakistan (TLP) is the premier's mess to fix and has suggested that the prime minister either "clean it up or go home".

The tweet from the PPP leader came a few hours after Interior Minister Sheikh Rasheed said the government would present a resolution in the National Assembly seeking the expulsion of the French envoy and withdraw cases against members of the outlawed TLP.

Bilawal referenced the violence that occured over the past week involving protests by the proscribed organisation, subsequent clashes with police and the government's decision to ban the TLP as a terrorist entity.

He criticised the prime minister for not bringing the issue to the National Assembly in the first place.

"Agreement wasn't brought to NA, govt took action on streets, then banned [the TLP], people killed, over 500 policemen injured, closed internet, PM didn’t make statement in NA, didn't take NA into confidence at any stage. Now PTI wants to hide behind NA. It’s your mess PM, clean up or go home," he tweeted.

Four police officers were martyred and over 600 were injured in clashes all over Pakistan last week. Workers and supporters of the TLP had taken to the streets against the arrest of their party's leader, Saad Rizvi.

The government said it had arrested Rizvi as talks between both sides broke down after it emerged the religiopolitical party was planning on marching to Islamabad to hold a sit-in protest.

The TLP has sought the expulsion of the French ambassador from Pakistan over French President Emmanuel Macron's support for blasphemous sketches of Holy Prophet (PBUH).

The government said it agreed to present a resolution in the National Assembly over the expulsion of the French ambassador.

The interior ministry then moved to ban the TLP under the anti-terrorism law last week.

Interior Minister Sheikh Rasheed had said the decision was taken at the Punjab government's request.

"We are forwarding a summary to the federal cabinet to impose a ban on the TLP," Rasheed had said in Islamabad.

A few days later, the Punjab government's home department said TLP chief Saad Rizvi's assets have been frozen, and his national identity card has been blocked — which means he cannot conduct transactions via banks, nor can he sell or purchase any property.

Similarly, the National Counter-Terrorism Authority, a day earlier, placed TLP on the proscribed organisations list.

After a clash between protesters and police in Lahore, the government moved to hold talks with the TLP leadership again.

A government delegation, comprising the interior minister, Minister for Religious Affairs Dr Noorul Haq Qadri, SAPM Tahir Ashrafi, Governor Punjab Mohammad Sarwar and Punjab Law Minister Raja Basharat, held talks with members of the proscribed group in Lahore on Tuesday.

Following the negotiations, the interior minister, in a video statement, had said protests across Pakistan, including the one outside the headquarters of the religiopolitical group, will end.

He had said that, reciprocally, all cases, including those filed under the fourth schedule, against members of banned TLP would be withdrawn.

Rashid had said he would hold a press conference sometime later today to share details.

“[Meanwhile] talks will continue with them,” he said.

'Sending ambassadors back will not end Islamophobia'

Before the final round of talks, Prime Minister Imran Khan in an address to the nation had reminded citizens that Pakistan was built on the principles of Islam.

He stressed that the government was on the same page with the TLP regarding the protection of Prophet Muhammad (PBUH)'s honour; however, expelling the ambassador of France was not the solution to the problem.

"The West has made this an issue of freedom of speech and if we send back the French ambassador, some other European country will follow suit," PM Imran Khan had said.

He had warned that if Pakistan starts sending back ambassadors of different countries, the economy will suffer, but it will not make a difference to France or any other country.

NA to resume debate on expulsion of French envoy on Friday

Speaker Asad Qaiser
A session of the National Assembly to debate on a resolution calling for the protection of the sanctity of the Prophethood of the Holy Prophet Muhammad (PBUH) was held in Islamabad on Tuesday and attended by all major political parties except for the PPP which boycotted it.

The session was adjourned by Speaker Asad Qaiser without any major inroads made and will resume on Friday, April 23, at 11am. He called upon the government and the Opposition to sit down together in the meanwhile and formulate a unanimous resolution.

During today's session, the resolution — a private member one — was presented in parliament by PTI MNA Amjad Ali Khan.

It centres around whether or not the French ambassador to Pakistan should be expelled after French President Emmanuel Macron defended the right of Charlie Hebdo magazine to republish blasphemous cartoons depicting Prophet Muhammad (PBUH).

The resolution:

- Condemns the publication of blasphemous caricatures by the French magazine Charlie Hebdo in September last year.

- Regrets the attitude of the French president encouraging the elements hurting the sentiments of hundreds of millions of Muslims in the name of freedom of expression.

- Calls for apprising all the European countries, especially France, of the gravity of this matter.

- Seeks detailed discussions with all the Muslim countries to take up issue jointly on international forums.

- Calls for the state to decide matters of international relations and "no person, group or party can exert unnecessary illegal pressure in this regard".

- Calls for provincial governments to allocate specific sites for protests in all districts so that citizens' daily life is not disrupted.

Amjad Ali Khan also requested the formation of a special parliamentary committee to discuss the French envoy's expulsion.

Following the MNA's request, the Minister for Parliamentary Affairs Ali Muhammad Khan presented a separate resolution for the formation of the committee.

The resolution, after a voice vote, was declared by NA Speaker Asad Qaiser as approved by the parliament, amid loud chants of objection by the Opposition.

During today's debate, PML-N stalwart and former prime minister Shahid Khaqan Abbasi regretted that the government called an emergency session of the National Assembly (it was originally set to take place on April 22) and did not speak to the Opposition about its intention to do so.

"The way to go about it is that you speak to the Opposition. I will say again that there is no two ways about the sanctity of the Holy Prophet (PBUH). [But] this resolution is unfortunately insufficient.

He requested that the Opposition be given an hour so they can review the resolution.

"You have presented the resolution. We will debate and include the additional provisions it should have and put them before you, so that the House passes an agreed upon resolution," Abbasi said.

He also said that the "whole House" should be considered the committee to debate the French envoy's expulsion. "There is no need for a special committee," he said, adding: "It should be a committee of the whole House."

Abbasi added that for the past three years, parliament had been left in a crippled state and was turned into a den where nothing but abuses are hurled, remarks which were ordered expunged by the speaker.

Later, in an unfortunate turn of events, a heated exchange took place between Abbasi and the speaker. It followed briefly after the resolution for the formation of a committee was declared accepted by the speaker.

It cannot be concretely said what sparked Abbasi's anger.

Abbasi was seen in footage from the session approaching the speaker and saying: "You are making it [...] controversial. Have you no shame?"

"Hold your tongue," said the speaker in response. "You always speak such things and behave in such a manner."

As things intensified, Abbasi added: "I will take off my shoe and hit you."

"I too will do such a thing then. Please stay within your limits," the speaker said to Abbasi, asking him to return to his seat.

Meanwhile, Maulana Asad Mehmood of JUI-F regretted that the "Opposition was not taken into confidence" over the resolution.

"You wanted to call an emergency session but you did not even bother to take the Opposition into confidence," Mehmood said.

Addressing Speaker Asad Qaiser, he said: "You are not the government's speaker, you are the speaker of the entire parliament."

"A speaker's conduct must be impartial," he said.

He called for the government to work with the Opposition to bring forth a joint resolution.

The Minister for Religious Affairs and Inter-Faith Harmony Noor-ul-Haq Qadri also addressed the parliament, saying that there is "history behind the resolution".

He said the banned Tehreek-e-Labbaik Pakistan (TLP) which had asked the government to table the resolution in parliament, "are citizens of Pakistan".

Qadri said that many religious parties had indicated their support for the banned outfit.

Opposition members continued to chant loudly, objecting to the minister's address.

The minister in his address also mentioned the Model Town incident in which protesters of the Pakistan Awami Tehreek were killed.

He went on to speak of the Faizabad sit-in by the TLP. "When 20 people died in that incident, where were you then?" he asked the PML-N, who were in power at the time.

Ahsan Iqbal objected to the resolution being presented by a private member and over the prime minister's absence from parliament.

"All members of the parliament know that a private member resolution is non-official business," he said.

"Where is the prime minister?" Iqbal asked. "We are debating such an important matter and the prime minister is busy with something else," he said.

"Neither did the prime minister come, nor did any minister have the guts to present this resolution."

He demanded that Minister for Interior Sheikh Rasheed or Minister for Religious Affairs Noor-ul-Haq Qadri present the resolution to make it official business of the parliament.

Iqbal also called for the two to give statements in the parliament regarding the events that had transpired the past week.

The PML-N leader furthermore said that the prime minister must be made obligated to sit in the parliament and take part in proceedings.

Iqbal said that the agreement which took place with TLP must be discussed in parliament.

"We wish to know what the state's stance is in this matter. So you must take into confidence all of us."

The PML-N leader called for the session to be adjourned and for the government and Opposition to sit down and hold talks so a resolution that has the consent of both the government and the opposition can be brought to the parliament.
