China conducts drills near Taiwan Strait
The Chinese army has carried out a “naval and air force combat readiness patrol” near the Taiwan Strait following a contentious visit to the island by a group of American lawmakers, a spokesperson said.

Tensions between Beijing and Washington have soared over the fate of democratic self-ruled Taiwan, which China has vowed to one day retake, by force if necessary.

A group of American lawmakers arrived on the island Thursday offering support for the Taiwanese authorities, who Beijing accuses of seeking independence for the island.

In response, the Chinese army on Friday carried out “a naval and air force combat readiness patrol in the direction of the Taiwan Strait,” a spokesperson for the Eastern Theater Command said in a statement.

“This is a necessary measure in response to the current situation in the Taiwan Strait,” they added, pledging the army would “protect sovereignty and territorial integrity of the nation.”

“The army will continue to be on high alert and take all necessary measures to counter, at any time, any interference by external forces and any conspiracy by separatists aiming at the so-called ‘Taiwan independence’.” No other information about the drills was given.

The Taliban co-founder and now prime minister of Afghanistan Mullah Mohammad Hassan Akhund pledged Saturday that his government will "not interfere" in other countries' internal affairs, and urged international charities to continue offering aid to the war-ravaged country.

Hassan's audio speech broadcast on state television -- his first address to the nation since the Taliban seized power in August -- came ahead of next week's meeting between the United States and the Taliban in Doha.

"We assure all the countries that we will not interfere in their internal affairs and we want to have good economic relations with them," said Hassan in a nearly 30-minute speech that came amid criticism on social media for remaining silent since the Islamists took power, even as the nation faced severe challenges.

"We are drowned in our problems and we are trying to get the strength to bring our people out of miseries and hardships with God's help."

The Taliban seized power on August 15 after ousting the previous US-backed government, as Washington hurriedly withdrew its troops from the country after a 20-year war.

The Taliban's previous regime was toppled in a US-led invasion after the 9/11 attacks in the United States that were carried out by Al-Qaeda, whose now-killed founder Osama bin Laden lived in Afghanistan at that time.

Hassan is a Taliban veteran who was a close associate and political advisor to Mullah Omar, the founder of the movement and its first supreme leader.

Said to be in his 60s, Hassan served as foreign minister and deputy prime minister in the movement's previous regime between 1996-2001.

He was placed on a UN Security Council sanctions list connected to the "acts and activities" of the Taliban.

Hassan's government faces a series of challenges, in particular reviving the country's dilapidated economy that has been dried of international aid, which used to make up 75 percent of the national budget under the previous US-backed governments.

Inflation and unemployment have surged in Afghanistan, while the country's banking sector has collapsed since the Taliban takeover.

The financial crunch was aggravated when Washington froze about $10 billion of assets held in its reserve for Kabul, and deteriorated further after the World Bank and International Monetary Fund halted Afghanistan's access to funding.

The United Nations' aid agencies have warned that a major humanitarian crisis is unfolding in Afghanistan, with more than half of the country's 38 million population expected to face hunger this winter.

The rapidly worsening situation has forced Afghans to sell their household goods to raise money for food and other essentials.

"We ask all the international charity organisations to not withhold their aid and to help our exhausted nation... so that the problems of the people could be solved," Hassan said in his speech, insisting that the problems facing the country were the result of the previous governments.

As the Taliban struggles to emerge as a governing body, the group also faces a stiff challenge from the jihadist Islamic State group that has carried out several brutal attacks.

The US-Taliban talks are to address several issues such as fighting the threat of IS and Al-Qaeda, as well as humanitarian aid to Afghanistan.

Talks will also focus on how to offer safe passage out of Afghanistan for US citizens and Afghans who worked for Washington during the 20-year war.

Washington has insisted that any financial and diplomatic support to the Taliban is based on certain conditions, such as installing an inclusive government and respecting the rights of minorities, women and girls including to education.

"Girls' education has resumed to a large extent and there is hope that the education will be further facilitated," Hassan said, indicating that it would be guided according to Islamic principles.

Next week’s World Trade Organisation (WTO) ministerial conference, the global trade body’s biggest gathering in four years, was postponed at the last minute on Friday due to the new Omicron Covid-19 variant.

The WTO hoped the four-day gathering in Geneva would breathe new life into the crippled organisation, which has been stuck for years trying to make progress on resolving issues like fishery subsidies.

New director-general Ngozi Okonjo-Iweala was also hoping, against the odds, to make progress towards a deal on lifting Covid vaccine patents, proving the WTO had a relevant role to play in combating the pandemic.

But the conference was postponed four days before it was due to start, hours after Omicron was declared a variant of concern by the World Health Organisation.

Fears surrounding the spread of the variant saw countries banning flights from southern Africa, where the strain was first detected on November 9.

“This has not been an easy recommendation to make,” Okonjo-Iweala said.

“But as director-general, my priority is the health and safety of all MC12 participants – ministers, delegates and civil society. It is better to err on the side of caution.”

WTO General Council chair Dacio Castillo called an emergency meeting of all 164 member states to tell them about the Omicron situation, including travel restrictions and quarantine requirements.

The members unanimously supported the postponement call.

Okonjo-Iweala said the travel constraints would have prevented many ministers from reaching Geneva, rendering equal participation impossible.

The beleaguered WTO’s 12th ministerial conference (MC12) has already been postponed once before due to the pandemic. It was originally due to take place in Kazakhstan’s capital Nur-Sultan in June 2020.

The WTO intends to reconvene “as soon as possible when conditions allow”, said Castillo.

IP waiver must wait: The conference normally takes place every two years.

It was expected to draw more than 100 ministers to Geneva, where the organisation is based, including heads of state, plus 4,000 or so delegates.

The gathering was being seen as a test of Okonjo-Iweala’s ability to fulfil promises to turn around the crisis-hit institution.

The Nigerian former foreign minister, who in March became the first African and first woman to lead the WTO, has been widely hailed for her revitalisation efforts.

She has helped kick-start blocked trade negotiations, and made reaching a long-elusive deal to end harmful fishery subsidies a top priority for the conference.

She also stressed the urgency of agreeing on how to remove trade barriers blocking access to Covid-19 vaccines.

The British scientist who led the research underpinning AstraZeneca’s coronavirus jab said on Saturday a new vaccine could be developed against the emerging Omicron variant “very rapidly” if needed.

Professor Andrew Pollard, the director of the Oxford Vaccine Group, also said existing vaccines should work against the new strain, but that would only become apparent after more research in the coming weeks.

“It’s extremely unlikely that a reboot of a pandemic in a vaccinated population like we saw last year (with the Delta variant) is going to happen,” he told BBC radio.

But if required, “The processes of how one goes about developing a new vaccine are increasingly well-oiled, so if it’s needed that is something that could be moved very rapidly.”

The UK government announced new travel restrictions affecting inbound passengers from six African countries including South Africa.

The United States and European countries have followed suit on the restrictions, and the variant has been confirmed in Belgium.In a statement, AstraZeneca said it had “developed, in close collaboration with Oxford University, a vaccine platform that enables us to respond quickly to new variants that may emerge”.

The UK-based drugs company said it was “already conducting research in locations where the variant has been identified”.

Vaccine makers Pfizer/BioNTech, Moderna and Novavax have also said they are confident of being able to combat the Omicron strain.

Gas supply was halted by the Sui Southern Gas Company Limited (SSGC) on Saturday to all captive power plants (CPPs) for general non-export industries across Sindh and Balochistan. It was done to meet the increasing demand of domestic consumers in winters on a priority basis.

Supply discontinuation will come into immediate effect and it will remain suspended till further orders.

Minister for Energy Hammad Azhar said a gas shortfall is being witnessed due to the use of heaters and geysers in winter season.

Meanwhile, the federal cabinet Saturday approved the agreements about depositing of $3 billion aid from Saudi Arabia in the State Bank of Pakistan (SBP) and receiving fuel from it for one year on deferred payment.

Saudi Arabia will provide fuel worth $100 million on a monthly basis to Pakistan on deferred payments for one year, as per a private TV channel's report. The Pakistan government will pay 3.8% in interest to Saudi Arabia.

This agreement will initially last for a year, but could later be extended. A summary in this regard was sent by the Economic Affairs Division. The finance ministry, SBP and the FBR agreed on the agreement draft. The federal cabinet endorsed both deals via circulation summaries on Saturday.

Saudi Crown Prince Mohammad bin Salman had promised to maintain a reserve of $3 billion at the SBP and provide fuel to Pakistan on extended payment facility for one year during a recent visit of Prime Minister Imran Khan to Saudi Arabia.

The agreement was that aid would remain in the SBP deposit account for one year. The SBP has finalised all arrangements and the amount is expected to be received within the next couple of days. Pakistan will, however, pay the Saudi government a 4% yearly profit on this sum.

The agreement with the Saudi government was forwarded to the Ministry of Law and the Office of the Attorney-General for Pakistan which reached an agreement on a draft.

Following a legal opinion, a copy of the agreement was submitted for approval to the federal cabinet.

Pakistan on Saturday announced a ban on entry from six southern African countries as well as Hong Kong "due to threat" from the new COVID-19 variant Omicron.

A statement by the National Command and Operation Centre (NCOC) said that a ban on direct or indirect inbound travel from South Africa, Hong Kong, Mozambique, Namibia, Lesotho, Botswana, and Eswatini has been imposed, with the countries placed in Category C "with immediate effect".

NCOC said Pakistani passengers travelling from these countries on "extreme emergency" will only be allowed after obtaining exemptions and ensuring the following protocols:

Vaccination certificate;

Max 72-hour-old negative PCR report before boarding;

Rapid Antigen Test (RAT) on arrival at the airport;

RAT negative cases will undergo 3 days mandatory home quarantine and re-RAT will be conducted on third day;

RAT positive cases will undergo 10 days mandatory quarantine at government or self-paid facilities;

Their PCR test will be conducted on the 10th day in quarantine.

However, to facilitate stranded Pakistanis, travel from these countries will be allowed till December 5, 2021, without exemption, but the aforementioned protocols will be applicable, the NCOC said.

In the statement, the NCOC also directed Aviation Division, airport management, and the Airport Security Force to devise a mechanism for screening passengers traveling from the above-mentioned countries through indirect flights and share it with all the concerned authorities by November 29.

NCOC urged people to take coronavirus safety precautions "seriously" in view of the new variant.

"Please ensure that your vaccination is complete, wear a mask and isolate yourself or get tested in case of any symptoms! Stay safe!!!" it wrote.

Earlier, Federal Minister for Planning, Development, and Special Initiatives and NCOC chief Asad Umar had said travel curbs were imposed on six southern African countries and Hong Kong.

"The emergence of new variant makes it even more urgent to vaccinate all eligible citizens 12 years and older," the federal minister said.

Omicron, dubbed a "variant of concern" by the World Health Organisation, is potentially more contagious than previous variants of the disease, although experts do not know yet if it will cause more or less severe COVID-19 compared to other coronavirus strains.

The variant was first discovered in South Africa and had also since been detected in Belgium, Botswana, Israel, and Hong Kong.

Dutch authorities said that 61 out of around 600 people who arrived in Amsterdam on two flights from South Africa on Friday had tested positive for the coronavirus. Health authorities were carrying out further tests to see if those cases involved the new variant.

The Enrollment Committee of the Pakistan Bar Council on Saturday restored the practice license of former Islamabad High Court (IHC) judge Shaukat Aziz Siddiqui with immediate effect.

In a statement, the PBC stated that its committee on enrollment consisting of Syed Qalb Hassan Shah and Azam Nazeer Tarar met on November 24 in Islamabad under the chairmanship of Supreme Court judge Qazi Faez Isa, following a petition filed by the former judge to be allowed to practice as a lawyer.

According to the PBC, the committee considered the applicable rules, including Rules 106, 107, 108 and 108-0 of the Pakistan Legal Practitioners and Bar Councils Rules, 1976, to ascertain if any disqualification to have the applicant's license restored is attracted.

Article 18 of the Constitution of the Islamic Republic of Pakistan also guarantees that every citizen shall have the right to enter any lawful profession or occupation, it said, and added that the committee was satisfied to restore the license with an immediate effect.

Siddiqui was removed from his post as per recommendations of the Supreme Judicial Council (SJC) under Article 209 of the Constitution for conduct unbecoming of a judge during a speech delivered at the District Bar Asso­ciation, Rawalpindi, on July 21, 2018.

He will now be able to practice as a lawyer.

Two soldiers martyred during operation in North Waziristan: ISPR

Two soldiers were martyred during an intense exchange of fire as terrorists targeted a military post in North Waziristan's Datta Khel town, the Inter-Services Public Relations (ISPR) said .

Following the encounter, the security forces started a search operation to eliminate any terrorists found in the area, the military's media wing said.

The martyred soldiers have been identified as:

Three days back, two Pakistan Army soldiers were martyred during an operation to stop externally sponsored terrorists after they opened fire onto a check-post of security forces in Tump, Balochistan.

The ISPR said that security forces responded with all available weapons, and the terrorists suffered "heavy losses".

During the engagement, two soldiers, sepoy Naseeb Ullah, a resident of Kharan, and sepoy Insha Allah, a resident of Lakki Marwat, sacrificed their lives fighting valiantly.

Terming the alarming upsurge of the value of the US dollar against the rupee a sign of "economic devastation", Leader of the Opposition in the National Assembly Shahbaz Sharif on Saturday said significant fluctuations in the rupee-dollar parity are due to the "lack of a sound economic policy" in the country.

The local currency on Friday closed yet again above Rs175 — near its all-time low against the US dollar.

According to a statement issued by the party, the PML-N president stated that when the finance ministry refutes the statement of its adviser and "false data" is released, then the "economy collapses like this".

While a record-high trade deficit is a "dangerous sign of economic catastrophe in the country", a historic high current account deficit is "evidence of economic misdirection", he said.

Shahbaz further highlighted that public debt, inflation, current account deficit, rupee-dollar parity have all surpassed previous negative records.

"If a people-chosen government was in power, this would not have been the case," he said.

Warning that the country has been pushed into an "economic abyss", he said that "if nothing is done soon, recovery will become another impossible thing".

The PML-N president said "doomsday-like" inflation would grip the country from December 1, as the dollar hike was "adding fuel to the fire of inflation".

"Economic devastation" is like a "poison" for a nuclear powered Pakistan, the PML-N president said, pleading the government to "open its eyes".

He said that the economic catastrophe currently prevailing in the country will create such a situation where everybody will forget about other issues, including the Financial Action Task Force (FATF).

"Pakistan's patriotic elements must think about the economic devastation the country is hurtling towards. Time is passing us by very quickly," he added.

Liton Das scored his maiden Test century as the Bangladesh wicket-keeper and Mushfiqur Rahim helped rebuild after a top-order collapse in Chittagong on Friday.

At stumps on day one, Bangladesh were on 253 for 4 in their first innings with Liton unbeaten on 113 and Mushfiqur not out 82.

Opting to bat first, the hosts were in trouble at 49-4 before the duo turned the tide with 204-run unbroken fifth-wicket stand.

“Credit goes to Bangladesh batsmen for putting up a great fight after losing four quick wickets, especially against a strong team like Pakistan,” said Inzamam on his official YouTube channel.

Liton led the charge, hitting 11 fours and hoisting off-spinner Sajid Khan over long on for his only six in the innings.

The Pakistan Telecommunication Authority (PTA) on Friday reduced the Mobile Termination Rate (MTR) from Re0.70 per minute to Re.50 per minute from January 1, 2022, an official statement said.

It added that the rates shall be further reduced to Re0.40 per minute from July 1 next year.

The official statement said that the reduction in the MTR has been made after thorough consultation with the telecom industry.

"The PTA is of the view that lowering of MTR would allow more competitive and innovative offerings such as free minute off-net bundles for the consumers."

The telecommunication authority said that it expected the move will make the market "healthier and beneficial" in terms of lower tariffs for making off-net calls, adding that it would also benefit smaller operators in terms of reduced net payments to be made to the bigger operators.

In July, the statement said, the PTA issued a consultation paper wherein it was observed that the current MTR of Re0.70 per minute in Pakistan is still higher than the benchmarking results of the MTR determination of 2018 and the MTRs prevailing in regional countries.

Further, it added, the PTA had also received requests from telecom operators to review the existing mobile termination rates. "Majority of the responses received, supported the PTA’s recommendation to lower the MTR. However, there were opposing responses too."

After industry hearing and thorough analysis, according to the statement, the PTA has determined the MTR for all types of calls (i.e. local, long-distance and international incoming calls) terminated on mobile networks from other mobile networks or fixed networks in Pakistan and Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan (G-B) to be Re0.50 per minute from January to June 2022, Re0.40 per minute from July 2022 to June 2023 and Re0.30 per minute from July 2023 onwards, the statement concluded.

Global authorities reacted with alarm on Friday to a new coronavirus variant detected in South Africa, with the EU and Britain among those tightening border controls as researchers sought to find out if the mutation was vaccine-resistant.

Hours after Britain banned flights from South Africa and neighbouring countries and asked travellers returning from there to quarantine, the World Health Organisation (WHO) cautioned against hasty measures.

One South African scientist expert labelled London’s decision a symptom of "vaccine apartheid", though European Commission chief Ursula von der Leyen said the EU also aimed to halt air travel from the region and several other countries including India, Japan and Israel toughened curbs.

In Washington, top US infectious disease official Anthony Fauci said no decision had been made on a possible US travel ban.

There was no indication that the variant was in the United States, and it was unclear whether it was resistant to current vaccines, he told CNN.

The WHO said it would take weeks to determine how effective vaccines were against the variant, which was first identified this week, but the news pummelled global stocks and oil amid fears what new bans would do to the global travel industry and already shaky economies across southern Africa.

The variant has a spike protein that is dramatically different to the one in the original coronavirus that vaccines are based on, the UK Health Security Agency said, raising fears about how current vaccines will fare.

"As scientists have described, (this is) the most significant variant they've encountered to date," British Transport Secretary Grant Shapps told Sky News.

In Geneva the WHO - whose experts on Friday discussed the risks that the variant, called B.1.1.529, presents - warned against travel curbs for now.

"At this point, implementing travel measures is being cautioned against," WHO spokesperson Christian Lindmeier told a UN briefing. "The WHO recommends that countries continue to apply a risk-based and scientific approach when implementing (curbs)."

It would take several weeks to determine the variant's transmissibility and the effectiveness of vaccines against it, Lindmeier said, noting that 100 sequences of it had been reported so far.

British health minister Sajid Javid said the sequence of the variant was first uploaded by Hong Kong from someone travelling from South Africa.

"Further cases have been identified in South Africa and in Botswana, and it is highly likely that it has now spread to other countries," Javid told lawmakers.

Israel imposed a travel ban covering most of Africa as Prime Minister Naftali Bennett said a few cases had been reported there.

Israel's Ynet news website said that, according to the Health Ministry, one of those individuals had received a third shot, or booster, of the Pfizer-BioNTech Covid-19 vaccine two months ago. A Health Ministry spokesperson could not confirm the report.

"We are currently on the verge of a state of emergency," Bennett said in a statement from his office.

"Our main principle is to act fast, strong and now."

Too late for travel curbs?

One epidemiologist in Hong Kong said it may be too late to tighten travel curbs.

"Most likely this virus is already in other places. And so if we shut the door now, it’s going to be probably too late," said Ben Cowling of the University of Hong Kong.

South Africa will speak to British authorities to try to get them to reconsider their ban, the foreign ministry in Pretoria said.

Richard Lessells, a South Africa-based infectious disease expert involved in detecting variants, also expressed frustration at travel bans, saying the focus should be on getting more people vaccinated in places that have struggled to access sufficient shots.

"This is why we talked about the risk of vaccine apartheid. This virus can evolve in the absence of adequate levels of vaccination," he told Reuters.

In South Africa, about 35% of adults are fully vaccinated, higher than in most other African nations but around half average levels in developed countries.

European states had already been expanding booster vaccinations and tightening curbs as the continent battles a fourth Covid-19 wave, led by the Delta variant that current vaccines are effective against, with many reporting record daily rises in cases.

Discovery of the new variant comes as Europe and the United States enter winter, with more people gathering indoors in the run-up to Christmas, providing a breeding ground for infection.

Italy imposed an entry ban on people who have visited southern African states in the last 14 days, while France suspended flights from southern Africa and Bahrain and Croatia will ban arrivals from some countries.

India issued an advisory to all states to test and screen international travellers from South Africa and other "at risk" countries, while Japan tightened border controls.

The coronavirus has swept the world in the two years since it was first identified in central China, infecting almost 260 million people and killing 5.4 million.

Bitcoin tumbled almost eight per cent on Friday after the discovery of a new, potentially vaccine-resistant coronavirus variant saw investors dump riskier assets for the perceived safety of bonds, the yen and the dollar.

Bitcoin, the largest digital currency, fell as much as 7.8pc to $54,377, its lowest since October 12.

It was on track for its biggest one-day drop since September 20, and has slumped by more than a fifth since hitting a record high of almost $70,000 earlier this month.

Scientists said the variant, detected in South Africa, Botswana and Hong Kong, has an unusual combination of mutations and may be able to evade immune responses or make it more transmissible.

“The spread of [the variant], especially to other countries, could wither investor appetite further,” said Yuya Hasegawa at Tokyo-based exchange Bitbank.

“BTC's upside will likely be limited and the market should brace for further loss.”

Bitcoin hit an all-time high of $69,000 earlier this month as more large investors embraced cryptocurrencies, with many drawn to its purported inflation-resistant qualities.

Others have piled into the digital token on the promise of quick gains.

Yet it has remained highly volatile, drawing questions over its suitability as a stable store of value. Smaller coins, which tend to move in tandem with bitcoin, also fell.

Ether, the second-biggest by market capitalisation, slumped as much as 11.6pc to its lowest in a week.

It was last at $4,070, down almost 18pc from its record high hit on Nov 10.

More than 1,000 Shia Hazaras pledged their support on Thursday to Afghanistan’s Taliban rulers, saying that the “dark period” of previous Western-backed governments had ended with the return of the Islamists.

Afghanistan’s Hazaras have been persecuted by Islamists for a long time, but on Thursday community elders gathered in Kabul alongside Taliban leaders in a show of support.

Senior Hazara leader and former lawmaker Jafar Mahdawi, who organised the gathering, said the previous government of president Ashraf Ghani was the “darkest point” in the history of Afghanistan.

“Afghanistan had no independence and (foreign) embassies ruled every aspect of the government,” he said. “Thank God, we have now passed this dark period.”

Since the Taliban seized power in August, the new rulers have put an end to the war, stopped corruption and increased security, Mahdawi said.

The current government, which the Taliban say is an interim one, is made up almost entirely of the group’s Pashtun stalwarts and does not include any woman.

Taliban leader and spokesman Zabihullah Mujahid told the gathering that rebuilding the country was a priority.

“Our jihad against the foreign invaders has ended and now we will start jihad for building the country,” he said.

Senior Hazara cleric Ayatollah Waezzada Behsudi called for reconciliation between all the ethnic groups of the country.

“Let’s forgive each other... If the current government wants to be sustainable, it must have support from all the people,” he said.

The Hazaras, who make up 10 to 20 per cent of Afghanistan’s around 38 million population, have been persecuted for a long time in the Sunni majority country.

The Islamists have carried out several mass killings of Hazaras, including in the city of Mazar-i-Sharif in 1998, where Human Rights Watch says at least 2,000 mainly Hazara civilians were executed. Several bomb attacks in recent years have also killed and wounded scores of Hazaras in the country.

Some Hazaras who attended Thursday’s gathering expressed fears that members of the militant Daesh group would carry out attacks against them.

“In these three months we have witnessed several explosions and suicide attacks,” said Qari Mohammad Reza Haidari.

“People are worried about Daesh’s influence and that they may get control of some parts of the country or challenge the (Islamic) Emirate,” he said, referring to IS with its Arabic acronym.

UN Secretary General António Guterres urged governments on Thursday to redouble their efforts for ending violence against women by 2030 as the world began 16 days of activism to highlight the issue.

“Violence against women is not inevitable,” the UN chief said in a message. “Change is possible, and now is the time to redouble our efforts so that together, we can eliminate violence against women and girls by 2030.”

For thirty years, the United Nations observes the International Day for the Elimination of Violence against Women and this year it also kick-started 15 days of activism to highlight the issue across the globe.

In Washington, US Secretary of State Antony Blinken described gender-based violence as the ‘shadow pandemic’ and emphasised the need to combat it as an emergency.

“We recommit to preventing and responding to gender-based violence as a moral and strategic imperative, as a fairness and equity issue, and as a driver of our collective prosperity and security,” he said.

In New York, UN Women chief Sima Bahous said gender-based violence (GBV) was a global crisis. “In all of our own neighbourhoods, there are women and girls living in danger.

Around the world, conflict, climate-related natural disasters, food insecurity and human rights violations are exacerbating violence against women,” she said.

The United Nations also issued a report, pointing out that more than 70 percent women have experienced violence in some crisis settings.

The report shows that in both rich and poor countries alike, gender prejudice has fuelled acts of violence towards women and girls. And this violence “often goes unreported, silenced by stigma, shame, fear of the perpetrators and fear of a justice system that does not work for women,” Ms Bahous said.

According to this report: Nearly 1 in 3 women experience violence at some stage and during crises, such as the Covid-19 pandemic, the violence increases.

Data from 13 countries since the pandemic, shows that 2 in 3 women reported living in fear of violence and food insecurity during the pandemic. Only 1 in 10 women said that victims would go to the police for help.

Stopping this violence starts with believing survivors, adopting comprehensive and inclusive approaches that tackle the root causes, transform harmful social norms, and empower women and girls. With survivor-centred essential services across policing, justice, health, and social sectors, and sufficient financing for the women’s rights agenda, “we can end gender-based violence,” the UN report adds.

The UN also suggests long-term strategies that tackle the root causes of violence, protecting the rights of women and girls, and promoting strong and autonomous women’s rights movements.

UN partner countries last year witnessed a 22 per cent increase in prosecution of perpetrators; 84 laws and policies were passed or strengthened; and more than 650,000 women and girls were able to access help – despite pandemic-related restrictions.

A gas leak in a Siberian coal mine killed at least 52 people on Thursday, Russian news agencies said, including six rescuers who were sent down to try to bring out dozens of men in what was one of Russia's worst mining disasters since Soviet times.

The regional Investigative Committee said three people, including the director of the Listvyazhnaya mine and his deputy, had been arrested on suspicion of violating industrial safety rules.

It said miners had suffocated when a ventilation shaft became filled with gas. State television said prosecutors believed there had been a methane explosion.

The dead comprised 11 miners already confirmed killed, 35 who had been reported missing, and the six rescue workers.

Dozens of people were treated in a hospital, at least some of them for smoke inhalation. Four were in critical condition.

The coal-producing region of Kemerovo, roughly 3,500 kilometres east of Moscow, has suffered fatal mining accidents for years.

The Listvyazhnaya mine is part of SDS-Holding, owned by the privately held Siberian Business Union. The owner had no immediate comment.

Some 285 people were inside the mine when smoke spread through the ventilation shaft, the Emergencies Ministry said. Authorities said 239 had made it to the surface.

President Vladimir Putin said he had spoken with the governor and emergency officials, and the Kremlin said he had ordered the emergencies minister to fly to the region to help.

Kemerovo declared three days of mourning.

In 2007, the region was the site of the worst mining accident since the collapse of the Soviet Union when an explosion at the Ulyanovskaya mine claimed the lives of more than 100 people. In 2010, explosions at the region's Raspadskaya mine killed more than 90 people.

"We have decided not to allow use of cantonment land for commercial uses in the future," the Secretary of Defense, retired Lt Gen Mian Hilal Hussain, summoned before a three-member Supreme Court bench, assured an irate Chief Justice of Pakistan Gulzar Ahmed on Friday.

The apex court bench, headed by Chief Justice Gulzar, has been hearing a case related to the conversion of cantonment land for private and commercial use.

A day earlier, the chief justice had ordered the defense secretary to appear before the court to answer questions related to the case.

When asked to submit a written report on military lands that had been converted for private or commercial use, the defense secretary asked the court for some time to do so.

"You were given land, but what are you using it for?" Justice Gulzar asked the defense secretary.

"This land was provided to you for strategic and defense purposes. You, on the other hand, are using it for commercial ventures," he noted.

"You have built wedding halls, cinemas and housing societies on it," added the chief justice.

"We have decided not to let this happen in the future," the official assured in response.

At this, the secretary was scolded by Justice Qazi Amin.

"What do you mean [by that]? Every [commercial] activity [already occurring] on cantonment land will also need to end," he added.

"You're sitting in Islamabad, how can you know anything about what is happening here [in Karachi]?" wondered the chief justice.

"Go visit all the cantonment areas and notify them that the land will henceforth only be used for strategic and defense purposes," he ordered.

"The Masroor and Kaemari bases have been converted into commercial [land]," remarked the chief justice.

"When we instructed the [authorities] to take down signboards, they instead erected tall buildings behind them," he said.

After hearing the defense secretary, the chief justice sought a written statement and adjourned proceedings of the case till Tuesday, November 30.

The case will next be heard in Islamabad.

Our money is undervalued by Rs10," he said, adding that there were rumours that lockers would be seized, but no such thing will happen.

Tarin said that our problem is with the lower middle class because they are being exploited. "Our problem is not of poverty, but of inflation," he said, adding that according to the World Bank, poverty in the country has decreased by 1%.

Inflation in the United States has reached 9% and the US has taken action on the price of oil, which is coming down, he said.

The finance advisor said that the government will not allow any increase in taxes, and that no new taxes will be imposed. "Only tax exemptions will be abolished and all taxes on petrol have also been abolished. All the benefits of reduction in oil prices will be passed on to the people," he said.

Speaking about the rupee, Tarin urged people not to pay attention to rumours. "The value of the rupee will not decrease," he assured, warning those who are thinking that they will earn from the dollar that they will be hit hard when the value of the dollar comes down.

These speculators will be shocked when the value of the dollar decreases, he commented.

He further said that we have to develop the agriculture sector, highlighting that the government is giving a subsidy of more than Rs150 billion to fertilizer companies for gas.

"Is this subsidy reaching the farmers?" he asked, adding that the government will make sure this becomes a reality.

Tarin then spoke about small and medium-sized enterprises (SMEs) being the backbone of any country. There are 400,000-500,000 SMEs in Pakistan, he said.

The League leader suggested that amendments should be made to the Act, Rules, Code of Conduct, and Procedures in consultation with political parties so that there are no irregularities in future like Daska election.

The letter further said that fact finding reports have been issued on NA-75 Sialkot 5 (Daska) by-election in which presiding officers, election staff, DC and DPO Sialkot were found guilty of misconduct and illegal activities.

Shahbaz Sharif said in the letter that those involved in fraud also violated the election process to divert the results in favor of the government, the officers found involved gave illegal orders to the election staff and committed criminal conduct.

The report proved that there were continuous meetings with government officials at their residence.

He further said that he appreciates timely decisions of Election Commission to nullify by-election and suspension of concerned officers including DC and DPO and others involved.

These steps of Election Commission will set a direction to prevent such irregularities and illegal conduct in future.

The Leader of the Opposition said in his letter that electoral fraud and vote theft had put a stain on Pakistan s democratic system.

Earlier in the day, the petitioner said that the derogatory language used against Justice Saqib Nisar comes under contempt of court over which, IHC CJ Athar Minallah remarked that judges are open for criticism.

Remarks about retired officials did not warrant contempt of court charges, even if they were made against a former chief justice, he added.

Previously, the high court had taken notice of revelations leveled by former chief judge of Gilgit Baltistan Rana Muhammad Shamim regarding PML-N leaders Nawaz Sharif and Maryam Nawaz and summoned all the parties and Attorney General Khalid Javed Khan in personal capacity.

Former CJ of Gilgit Baltistan was also served with contempt of court notice.

IHC Chief Justice Athar Minallah remarked, “I trust each and every judge of the court. The judges can also be made accountable and criticized. An environment of disbelief will prevail in society if people stop trusting the courts.”

Athar Minallah told the he had also faced social media backlash. He further directed the journalist to read his story’s headline. The IHC CJ asked where the former judge had notarized this affidavit as it is not part of any record of this court.

Amazon workers plans to protests
Amazon workers in 20 countries including the US, UK, and several in the EU - are planning protests and work stoppages on Black Friday. The shopping-centric day is among Amazon's busiest all year. The Make Amazon Pay group says: "Amazon takes too much and gives back too little."

It is backed by a coalition of labour groups, trade unions, grassroots campaigns and non-profit-making organisations in individual countries.

In the UK, that includes the GMB Union, Trades Union Congress, Momentum, War on Want, International Transport Workers' Federation and Labour Behind the Label.

Many employees will be working on the day, but campaign groups which include Amazon workers will be staging protests at Amazon buildings in Coalville, Leicestershire, Coventry, Peterborough and at its London headquarters.

But strikes are being encouraged elsewhere.  "This company is a pandemic profiteer can afford to do better," said Mick Rix, from the GMB Union. "It's time for Amazon sit down with their workers' union GMB and make Amazon a great, safe place to work. "

Russian mining accident kills 11, rescue effort halted over explosion risk
At least 11 miners died in a coal mining accident in Russia's Siberia on Thursday and an operation to rescue dozens more people stuck underground was suspended due to the risk of an explosion, the region's governor said.

Coal dust caught fire in a ventilation shaft in the Listvyazhnaya mine in the snowbound Kemerovo region early on Thursday, filling the mine with smoke, the TASS news agency cited local emergency services as saying.

"The chance of an explosion is very high. We've decided to suspend the search and rescue operation until the concentration of gas reduces," Regional Governor Sergei Tsivilev said. Methane and CO2 levels were dangerously high, he said.

Eleven people were dead and 35 others were still underground, he said. Dozens were being treated in hospital, at least some of them with smoke poisoning. Four were in critical condition.

The coal industry region of Kemerovo roughly 3,500 km (2,175 miles) east of Moscow has been hit by fatal accidents for years.

The mine is part of SDS-Holding, owned by the privately held Siberian Business Union. The union had no immediate comment.

Before the rescue operation was halted, the governor said there was still electricity and ventilation in the mine, but that they had lost contact with some people deep underground.

"For now there is no heavy smoke, so we hope that there is no fire," Tsivilev said on his Telegram channel. "We have no communication lines with these people, the underground communications system is not working."

Some 285 people were inside the mine when smoke spread through the ventilation shaft, the emergency ministry said. At least 239 made it above ground, authorities said. They did not say what had caused the smoke.

'Great misfortune'

On state television, President Vladimir Putin said he had spoken with the governor and emergency officials, describing the accident as a "great misfortune".

"Unfortunately the situation is not getting easier. And there's a danger to the lives of the rescuers... We'll hope they can save as many people as they can," he said.

The Kremlin said Putin had ordered the emergencies minister to fly to the region to help.

Kemerovo declared a three-day period of mourning.

In 2007, Kemerovo was the site of the worst mining accident since the 1991 collapse of the Soviet Union when an explosion at the Ulyanovskaya mine claimed the lives of more than 100 people.

In 2010, explosions at the region's Raspadskaya mine killed more than 90 people.

The Investigative Committee law enforcement agency's regional branch said it had opened a criminal case into negligence causing loss of life.

Europe has once again become the epicentre of the COVID-19 pandemic amid a "false sense of security" over the protection offered by vaccines, said World Health Organisation (WHO) Director-General Tedros Adhanom Ghebreyesus Wednesday.

WHO officials warned that the SARS-CoV-2 virus would keep spreading intensely as societies return to the social mixing and mobility of a pre-pandemic period in the run-up to the year-end holidays.

Last week, more than 60% of all reported cases and deaths from COVID-19 globally were in Europe, Tedros told a news conference.

"In many countries and communities, we are concerned about a false sense of security that vaccines have ended the pandemic, and that people who are vaccinated do not need to take any other precautions," he said.

Vaccination, wearing masks and social distancing remain key to halting transmission, WHO officials said.

"We are back to pre-pandemic levels of social mixing (in Europe)... even in the midst of very strong resurgence in cases and even in the midst of some of those countries under high pressure in health systems," WHO emergency director Mike Ryan said.

"And the reality is the virus will continue to transmit intensely in that environment,” he said.

WHO epidemiologist Maria van Kerkhove said that it was important to take measures during the holiday period, adding: "Social measures do not mean lockdowns."

WHO chief scientist Soumya Swaminathan, asked about the European Union's new recommendation for COVID-19 boosters for people over 40, said that the priority should remain inoculating all adults and the most vulnerable groups first.

"Focus on the unvaccinated and high-risk groups," she said.

Tedros voiced hope that a consensus can be found at World Trade Organization ministerial next week for an IP waiver for pandemic vaccines, already supported by more than 100 countries.

He was encouraged about a 'broad consensus' being reached on an international agreement on preventing pandemics at his agency's separate meeting of health ministers from its 194 member states next week.

He stopped short of calling for a "treaty" - as sought by many European Union members and other states but said it should be a "binding pact" to manage future pandemics better.

Energy ministry sends proposal for increasing dealers' profit margins by 99 paisas
Following the protest from petroleum dealers, the ministry of energy and petroleum has sent the approval for an increase in the margins of oil marketing companies (OMCs) to the Economic Coordination Committee (ECC), the spokesperson said on Thursday.

"The dealers' margin has been increasing by Rs0.20 in the past," he said, adding that this time a request for an increase of Rs0.99 has been made which will "offset all past losses incurred by the dealers."

On Wednesday, the Pakistan Petroleum Dealers Association (PPDA) had announced to go on a countrywide strike from today (November 25) till an indefinite period to register their protest at what they call "low-profit margins".

The association had said they will not hold talks with authorities till their profit margins on the sale of petroleum products are not increased by 6%.

However, the Ministry of Energy (Petroleum Division) immediately announced that all petrol pumps will remain open across the country.

The spokesperson reiterated that the ministry is not in the favour of imposing an additional burden on people.

"Major oil marketing companies (OMCs) of Pakistan, whose petrol pumps are open, are trying to convince other pump owners to keep their pumps open.

The official maintained that many dealers are ready to open their pumps but they are being stopped.

Furthermore, he added that in future as well, margins will be determined after every six months keeping in view the inflation figures in the country.

The Oil and Gas Regulatory Authority (OGRA) has finalised a plan to alleviate people's worries, the spokesperson said, adding that the oil stock is abundant in the country at present.

Meanwhile, according to the Ministry of Energy, most of the petrol pumps of state-owned Pakistan State Oil (PSO) remained open today.

"Orders have been issued for opening of remaining petrol pumps of PSO," the spokesperson said.

On the other hand, Federal Minister for Energy Hammad Azhar and Gas & Oil Pakistan (GO) CEO Khalid Riaz held a meeting today. Following which Riaz said that orders have been issued to reopen the rest of the petrol pumps across the country.

Earlier today, rejecting the PPDA's demand for rising their margin, Azhar said that the government would not bow to the "illegitimate demands".

"Some groups want a hike in prices of petroleum products by Rs9," revealed the minister. "The government will not hike prices of petroleum products by Rs9 per litre to appease a few companies."

Azhar condemned the demand of petroleum dealers, saying that creating difficulties for the common man was unfortunate.

The energy minister said he had already submitted a summary to the Economic Coordination Committee (ECC) to increase the margin on the sale of petroleum products.

"A decision in this regard will be taken by the next meeting. However, only legitimate demands will be fulfilled," he stated.

He said the government was aware of the difficulties that petrol pump owners were going through, adding that they should also realise the difficulties that people are facing due to the strike and reconsider their decision.

The India-Pakistan encounter at this year's T20 Men's World Cup garnered a record television reach of 167 million to become the most viewed international match of the format, the International Cricket Council (ICC) said in a statement on Thursday.

The highly-anticipated match had seen Pakistan writing history, beating India for the first time in a world cup fixture. In the thrilling contest, the Green Shirts had inflicted a chastening 10-wicket defeat on their arch-rivals.

Prior to this fixture, the India-West Indies semi-final match from the 2016 edition of the T20 Men's World Cup held in India was the most viewed contest of the format.

According to the ICC, the Pakistan-India match consumed for a record 15.9 billion minutes on the Star India Network by viewers in India, and the viewership for the match grew by 60 per cent on the United Kingdom's (UK) Sky UK. The overall viewership for the market went up by seven per cent in the UK, it added.

Tournament viewership more than ever before

Nearly 10,000 hours of live coverage of the entire T20 World Cup tournament — more than ever before — was offered across television and digital platforms in 200 countries "at the back of increased viewership and consumption in India, Pakistan, the UK, Australia and the strategic market of the USA", the ICC shared in its statement.

"Cricket and sports fans across the world enjoyed unparalleled coverage of the ICC Men’s T20 World Cup 2021, when the tournament returned after five years," it said, adding that the event was the biggest ever cricket tournament to be staged in the United Arab Emirates and Oman that "broke viewership records in several regions," the ICC said.

"The overall TV consumption for the full tournament in India was recorded at 112bn minutes and the viewership share amidst younger audiences (children below the age of 15) in the country was at a healthy 18.5pc at the back of a highly successful marketing campaign 'Live the Game' targeting a younger demographic," it added.

In Australia, the viewership increased by 175pc on the Fox Network and in the USA, which the ICC recently named as one of the focus markets for the sport, the tournament was the most viewed cricket tournament ever on ESPN+.

Digital consumption

According to the ICC, digital consumption for the tournament saw an "explosive growth" on Disney+ Hotstar in India, adding significantly to the overall television viewership in the market.

"ICC’s partnership with Facebook was a driver for the significant increase in video views, with a total of 4.3bn views across all channels for the tournament, compared to 3.6bn views that were garnered for the 2019 edition of the ICC Men’s Cricket World Cup," the cricket governing body said.

It added that the consumption of the tournament across the ICC’s digital assets also grew, recording a total of 2.55bn minutes.

"[The] ICC’s social media channels also saw a significant growth in engagement at 618m across those platforms, which is a 28pc jump since the 2019 edition of the ICC Men’s Cricket World Cup."

Commenting on the matter, ICC Chief Executive Officer Geoff Allardice said that the "outstanding global viewership" showed "the power of T20I cricket to attract a huge audience across the globe on linear and digital platforms".

The ICC's statement quoted him as saying that the governing body was pleased with the significant increase in the viewership, and "it reinforces our belief that there is a significant opportunity and appetite to grow the game in our strategic growth markets including the USA, so more fans can enjoy it, more kids are inspired by it and sponsors and broadcasters want to be a part of it.”

SBP autonomy to prevent probe into 'hot money scandals' in future: Ahsan

PML-N's Member of National Assembly (MNA) Ahsan Iqbal hit out at the government on Thursday for "planning to give autonomy to the State Bank of Pakistan (SBP) under the IMF deal", claiming that such a move would prevent the central bank from probing hot money scandals that come to light in future.

Addressing a press conference in Lahore, Iqbal, who is also the general secretary of the PML-N and a former planning minister during the Nawaz Sharif government, said central banks across the world were given powers to regulate the economic sector and manage monetary policies.

But in Pakistan "the prospective changes will give the SBP governor the position of a viceroy who will not be answerable to any Pakistani institution but will be answerable to the IMF", he claimed.

Accusing the government of giving "NRO" (amnesty) to all its departments, the PML-N leader said incumbent rulers were ready to "give away Pakistan to anyone for a few pennies, as they did in the case of IMF".

"They have pasted a 'for sale' sticker on Pakistan's economy," Iqbal said.

The PML-N lawmaker also claimed that taxes worth more than Rs400 billion would be imposed on the masses under an upcoming mini-budget.

Similarly, he said, the development budget would also see a cut of Rs200bn, thus hurting economic growth and other ongoing projects, which he claimed would eventually become "sick projects".

He said a cut in funding would lead to cost overrun, delaying projects. "Hence the country will have to bear additional billions of rupees to complete those projects."

Rebuking the government for inflation and repeated claims that commodities in Pakistan were cheaper than other countries in the region, the former planning minister said the country had become a paradise, but only for ministers.

"You have enough money to expand ministries, but you are short of money when it comes to giving relief to people."

He recalled that Pakistan was "flourishing" with a 5.8 per cent growth rate during the PML-N tenure. But, he added, Prime Minister Imran Khan had made the country "Karzistan" (indebted land) and put the future of the country's 220 million citizens at stake.

He claimed the SBP was now being placed out of parliament's control, adding that "money lenders may ask us next to stop our missile and nuclear programmes".

Iqbal said the PTI government lacked experience and the people of the country were paying the price for that.

The PML-N leader said bad policies by the PTI government had turned Pakistan into heavily indebted nation, adding that the government's days were numbered.

"If Imran Khan has the courage to face reality, he should quit. This game is not meant for him. A leader who is continuously dividing the country, he is no less than any other external enemy," Iqbal alleged.

PM Imran Khan wants 'VIP treatment' for overseas Pakistanis

Prime Minister Imran Khan on Thursday stressed the need to incentivise and provide VIP treatment to overseas Pakistanis as they sent remittances to the country.

The premier was addressing the launching ceremony of the Sohni Dharti Remittance Programme (SDRP), which will award points to overseas Pakistanis for sending remittances through the legal channels, Radio Pakistan reported.

The prime minister said nine million overseas Pakistanis were "immensely contributing to the country's economy".

PM Imran Khan said the government appreciated their role in helping to bridge the gap between exports and imports — as remittances sent by them slightly offset the widening current account deficit.

The government is determined to extend all possible facilitation to overseas Pakistanis to encourage them to send their money through banking channels, the prime minister said.

Further, the premier said overseas Pakistanis could now buy houses and invest in real estate through the Roshan Digital initiative. He said the government was working on a plan to give them concession in taxes as well.

For his part, Adviser to the Prime Minister on Finance Shaukat Tarin said the programme was a "thanksgiving" to overseas Pakistanis.

The adviser said earlier banks were rewarded for attracting remittances, but now, for the first time, overseas Pakistanis will benefit from it by scoring points in the app.

"The gap between our exports and imports is bridged by our Pakistanis living abroad," the adviser said.

Meanwhile, Governor State Bank Reza Baqir said all home remittances sent from anywhere in the world through legal channels are eligible for inclusion in the SDRP.

Besides, funds received in Roshan Digital Accounts which are consumed locally through conversion, and thus become non-repatriable, also qualify for inclusion in the program, he said.

The governor termed the launch of SDRP another step towards digitalisation and financial inclusion that would play a significant role in the digital onboarding of overseas Pakistanis and their beneficiaries in Pakistan.

The mobile application of SDRP is available on Android and iOS platforms.

Under the SDRP, if an individual sends remittance to the limit of $10,000 or equivalent in one fiscal year, then they will be awarded 1% as a reward and allotted a green card category, a statement from the Finance Ministry said.

Similarly, for remittances sent by an individual between $10,000 and $30,000 or equivalent, the remitter would be given 1.25% as a reward and classified into the gold card category, the statement said.

Lastly, for remittances of more than $30,000 or equivalent, they will be awarded 1.5% as a reward and allotted a platinum card category, the statement said.
