Saudi Crown Prince, PM Imran to jointly chair SCC meeting

Prime Minister Imran Khan and Saudi Crown Prince Mohammad bin Salman will jointly preside over the Supreme Coordination Committee (SCC) meeting in Islamabad here on Sunday.

According to details, the SCC will help the two countries for effective coordination and follow up to achieve mutually agreed objectives.

Sources said that three ‘pillars’ had been formed in both countries for close cooperation in the fields of defence, culture and diplomacy.

Different steering committees would work under the three pillars to review the progress and more strengthen the coordination.

Political and security pillar: Officials from Saudi foreign ministry, defence ministry, homeland security and general intelligence will be the part of this pillar.

Ministers of defence, foreign, interior and officials of the Inter-Services Intelligence (ISI) would represent Pakistan in this pillar.

The pillar would work for cooperation in the fields of investment, trade and defence production.

Nine Saudi ministries are included in the pillar, whereas from Pakistan’s end, 11 ministries including finance, planning and development, transport and others are included.

The pillar comprises of ministers of education, culture, labour and religious affairs. A general secretariat of the SCC has been established in the foreign ministries of both countries.

Crown Prince of Saudi Arabia Muhammad bin Salman will arrive in Pakistan on Feb 17, according to the Foreign Office.

In a statement, it said the Saudi crown prince will now be visiting Islamabad from Feb 17 to 18. However, the visit programme remains unchanged.

Earlier, the Saudi crown prince was scheduled to reach Islamabad on a two-day visit on Saturday evening (Feb 16).

The preparations to receive the visiting dignitary to Pakistan are all set and the government has decided to accord an ‘unmatched’ welcome to him with JF-17 Thunder jets as the Saudi delegation enters Pakistan’s airspace.

Nauert withdraws bid to be US envoy to UN

US President Donald Trump's pick to be America's new UN ambassador, Heather Nauert, has withdrawn her nomination for the post.

Ms Nauert, a former Fox News presenter, said in a statement on Saturday that the decision was made "in the best interest of my family".

"The past two months have been gruelling," the statement, issued by the state department, said.

Mr Trump had announced Ms Nauert as his choice for the UN role last December.

"She's very talented, very smart, very quick, and I think she's going to be respected by all," the president said at the time.

Ms Nauert, who is currently serving as state department spokeswoman, would have replaced Nikki Haley, who announced in October that she would leave the post of UN ambassador by the end of the year.

Some had questioned whether Ms Nauert, who has been in government for less than two years and has never specialised in international relations, had sufficient experience to deal with type of complex foreign policy issues tackled by UN ambassadors.

The role has often gone to skilled negotiators and leading names in US foreign policy - past ambassadors have been scholars, diplomats or prominent politicians.

Meanwhile, unnamed sources told US media that Ms Nauert took the decision to withdraw after the White House was made aware of an issue following a background check.

Bloomberg reported that she and her husband had employed an immigrant nanny who was in the US legally but did not have the correct work visa.

US Secretary of State Mike Pompeo said Ms Nauert had "performed her duties as a senior member of my team with unequalled excellence" and that she will "continue to be a great representative of this nation".

US military planes have been delivering humanitarian aid for Venezuela in the Colombian border town of Cucuta.

The aid is being stockpiled at the request of the Venezuelan opposition leader, Juan Guaidó, who declared himself interim president last month.

President Nicolás Maduro has alleged that the aid is part of a US plot to disguise an invasion into Venezuela.

Mr Guaidó said some 600,000 Venezuelan volunteers would carry the aid across the border on 23 February.

"We will mobilise within and outside our borders," he said in a tweet on Saturday, adding: "Our struggle continues to yield results!"

It remains unclear if the aid will be allowed to enter Venezuela.

Speaking at a news conference in Cucuta, USAID administrator Mark Green said the aid had been requested by Mr Guaidó because Venezuela was in the grip of a growing humanitarian crisis.

"Children are going hungry, and nearly every hospital in Venezuela is experiencing serious medicine shortages."

He said the crisis had reached regional proportions, with three million Venezuelans migrating to neighbouring countries in search of food and medicine.

"Today we are standing on the frontlines of one of the largest displacements of people in the history of Latin America."

A representative for Mr Guaidó said more collection points for aid were being opened up in Brazil and the Caribbean.

He said meetings would take place with the Brazilian government this week to organise details of storage facilities in the Brazilian state of Roraima on the border with Venezuela.

He added that aid was being stockpiled in Miami to be flown to the Dutch territory of Curaçao early next week.

President Maduro has called the operation a US-orchestrated show and denies there is any crisis.

On Friday he ordered the military to remain on high alert against what he described as US "war plans".

Mr Guaidó, who has been recognised by the US and most Western governments as interim president of Venezuela, said hundreds of thousands of volunteers had signed up to create brigades to help get the aid into the country.

He repeated his call to the Venezuelan military to allow the aid to go through, but it is unclear if they will do so.

"The message we have to get through to the armed forces is that they have one week to do the right thing."

He has set 23 February as the date for the humanitarian aid to get moving.

A statement said medical supplies and pharmaceuticals meant for use in hospitals will arrive early next week.

A road bridge between Venezuela and Colombia remains blocked on the Venezuelan side by shipping containers.

Pakistan gets ready to welcome Saudi Crown Prince Mohammad bin Salman

Saudi Crown Prince Mohammed bin Salman will arrive in Islamabad on Sunday (today) on his two-day visit to Pakistan. He will be accompanied by a high-powered delegation, including members of the royal family, key ministers and leading businessmen.

This will be the first state-level visit of Prince Mohammed to Pakistan since his elevation to the position of crown prince in April 2017. During his visit, he will meet President Dr Arif Alvi, Prime Minister Imran Khan and Chief of Army Staff General Qamar Javed Bajwa.

A Senate delegation will also call on the crown prince to discuss ways to enhance parliamentary cooperation between the two countries. The Saudi ministers, accompanying the crown prince, will meet their counterparts to discuss bilateral cooperation in their respective fields.

All the arrangements have been put in place to accord a warm welcome to the visiting dignitary and his entourage. The prince will be warmly received by Prime Minister Khan at the airport. A red carpet will be rolled out at the Prime Minister House where he will be given a guard of honour.

During the royal visit, Pakistan and Saudi Arabia will sign a number of agreements and memorandums of understanding (MoUs) in diverse sectors. The two countries will also discuss ways to develop a robust follow-up mechanism to ensure quick progress in tangible areas of cooperation.

Foreign Office spokesperson Dr Muhammad Faisal has said that the visit of the crown prince of Saudi Arabia “underscores that Pakistan has the potential in terms of both human and natural resources to turn itself into a strong and economically vibrant country”.

In a tweet, Dr Faisal said the Saudi-Pakistan Supreme Coordination Council led by Crown Prince Mohammad bin Salman and Prime Minister Imran Khan would be launched during the visit, adding that the council would help in effective bilateral coordination to achieve mutually-agreed objectives.

Later in another tweet, Dr Faisal announced that Pakistan and Saudi Arabia would also sign an Executive Programme for Media Cooperation to enhance and strengthen bilateral cooperation in the field of information and media.

The Foreign Office spokesperson said during the visit of Saudi crown prince, an MoU regarding the establishment of an integrated complex, petrochemical refinery would also be signed.

On sidelines of the visit, businessmen of the two countries would also meet to discuss collaboration in the private sector.

Information Minister Fawad Chaudhry said elaborate security arrangements had been made for Saudi crown prince’s visit. In interviews with multiple Saudi news outlets, the minister said Crown Prince Mohammad would be conferred with Nishan-e-Pakistan — the highest civilian award of Pakistan.

“Prime Minister Imran Khan’s [recent] visits to Saudi Arabia have strengthened relations between the two sides,” Chaudhry said. “Pakistani citizens support the vision of the Saudi crown prince. A united stance will be adopted by Pakistan and Saudi Arabia in the future.”

He said Pakistan desired to turn historic relations with Saudi Arabia into a strong strategic partnership. He also said: “We are fully coordinating with Saudi information ministry in order to promote tolerance.”

The visit of the crown prince is expected to significantly enhance bilateral ties between the two countries in all spheres of cooperation. In times of difficulty and challenge, Saudi Arabia has always stood by Pakistan and come forward with generous support.

The two brotherly countries are each other’s strategic partners. Recently, Saudi Arabia deposited $3 billion in the State Bank of Pakistan as balance of payments support to Pakistan at the request of Prime Minister Imran Khan.

Saudi Arabia has also agreed to provide deferred payment facility for import of oil up to $ 3billion. Negotiations between the two countries were also held on setting up an oil refinery in Gwadar by Saudi Arabia, entailing investment of up to $10 billion.

Saudi Arabia is home to the largest Pakistani community abroad. About 2.6 million, nearly one-third of Pakistani expatriates (28%), live in that country. Saudi Arabia is also the largest source of remittances to Pakistan with $4.8 billion receipts last year.

UK and Russia hold first talks in over a year

Junior foreign ministers from Britain and Russia met in Germany on Saturday in the highest-level contact between the two countries since an alleged nerve agent attack in Britain last March froze diplomatic relations.

Britain's Minister for Europe Alan Duncan held talks with Russia's First Deputy Foreign Minister Vladimir Titov on the margins of the Munich Security Conference, according to the foreign office in London.

“Alan underlined that we have deep differences, and the Russian state would need to choose a different path and act as a responsible international partner before there can be a change in our current relationship with Russia,” it said in a statement.

Duncan added his own reaction on Twitter, alongside a photo of the pair.

“While we remain open to a different relationship with Russia, we will continue to stand with our allies and partners in expecting Russia to play its full part in upholding the rules-based international system,” he said.

The meeting is the first between ministers from the two countries following the poisoning of a former Russian spy and his daughter in the English city of Salisbury on March 4 which Britain has blamed on Moscow.

The attempted assassination of Sergei Skripal, which Britain said was done using a Soviet era nerve agent Novichok, plunged relations to their lowest ebb in decades.

The attack also led to the death of a British woman who came into contact with the Novichok, as well as injuring several others including a policeman.

Among a raft of responses, London suspended all planned high-level bilateral contacts between the two countries, and cancelled ministers and members of the royal family attending last summer's World Cup in Russia.

“(The) minister reiterated the UK's and Allies' firm stance in response to the Russian state's reckless use of chemical weapons in Salisbury,” the foreign office added in its statement.

“He made clear that Russia must address the concerns of the international community. This includes ending its destabilising activity in Ukraine; and the persecution of the LGBT community in Chechnya.”

The foreign office said Britain would continue to “build and strengthen our cultural ties and people to people links with Russia wherever we can”.

Russia's RIA Novosti news agency cited a “diplomatic source” who disputed the British foreign office's robust description of the talks.

“The comment published (by London) does not correspond with the tone or the content of the meeting,” it said.

The source added the British side had “stressed their desire for dialogue”.

The last ministerial meeting between Britain and Russia was in December 2017, when former foreign secretary Boris Johnson met his Russian counterpart Sergei Lavrov in Moscow.

This weekend's talks took place as ministers from around the world, including those from the US, France, Britain, and Germany, are in Munich for a conference centred on global security issues.

A cultural show has been arranged at the Prime Minister House in honour of Saudi Crown Prince Mohammad bin Salman who is set to arrive in Islamabad on Saturday.

The event will showcase the diverse culture of four provinces of Pakistan.

Information Minister Fawad Chaudhry has instructed the Pakistan National Arts Council (PNCA) to arrange the event for the visiting royal guest.

The council’s performing arts department has made all preparation in this regard.

Qualified dancers are set to show the cultural diversity of the country for the Arab state’s crown prince.

A list of the dancers has been given to police for a background check owing to security concerns.

A PNCA official said that this is the first time local dances will be showcased at an event for a foreign guest.

The Saudi crown prince is set to visit Pakistan on February 17-18. Earlier, he was expected to arrive on Saturday, February 16.

Sources privy to the development told that preparations had been finalised to give an “unprecedented warm welcome” to the visiting dignitary, who will be received personally by Prime Minister Imran Khan and his cabinet members at the Nur Khan Airbase on Saturday evening.

Prince Mohammad will also be conferred with Nishan-e-Pakistan – the highest civilian award — during his visit to the country.

Banners heralding Mohammad bin Salman on his maiden visit as crown prince are already lining the streets of Islamabad.

The PTI government is hoping to sign a raft of investment deals and other agreements during the two-day visit, including a $10-billion refinery and oil complex for the strategic Gwadar Port on the Arabian Sea.

Foreign Office spokesman Dr Faisal said Islamabad is seeking to sign a number of other deals, including one “combating organised crime”.

The Ministry of Foreign Affairs website was attacked by hackers on Saturday, officials from the ministry said.

According to the spokesperson, Dr Mohammad Faisal, complaints were received by the ministry from various countries reporting that the website was inaccessible there.

"The IT team is currently occupied in thwarting the hackers' onslaught," he said.

The spokesperson added that the website is functioning without any issues in Pakistan. However, visitors to the website from Holland, Australia, Britain, and Saudi Arabia are facing difficulty opening it.

The attacks are believed to be of Indian origin, sources within the ministry told media. Cross-border hacking attacks have been sporadic yet common since at least 1998.

Hackers claiming to be from Pakistan defaced websites of seven Indian embassies, high commissions, and consulates in various countries with pro-Pakistan Army slogans in July 2016.

Prior to that, in 2015, Pakistani hackers attacked the National Institute of Technology (NIT) Raipur's website.

A year earlier, in 2014, the Lahore High Court's website was attacked and defaced by Indian hackers.

India's fastest train has broken down on its first trip, a day after it was inaugurated by Prime Minister Modi.

The Indian-built semi high-speed Vande Bharat Express was returning to the capital Delhi from the city of Varanasi after its first outing when brakes in a carriage reportedly jammed.

Indian media quoted a railways spokesperson as saying the train may have struck cattle on the line.

The train reached a speed of 180km/hr (110mph) during trials.

Soon after the brakes failed, the drivers noticed smoke in the last four coaches and power was lost in all compartments.

Those on board, mostly railway officials and journalists, had to take another train to get back to Delhi.

Despite the railway ministry's suggestion that the train may have hit a cow, NDTV reported that there were no signs of damage on the front of the train after the incident.

The new train service is expected to start its commercial run from Sunday. It is expected to reduce the travel time between Delhi and Varanasi by six hours.

France: Yellow Vest protests persist, three months on

Yellow Vest protesters are holding scattered demonstrations around Paris and the rest of France amid waning support for their movement.

A few hundred people gathered peacefully Saturday on the Champs-Élysées, the stage of past rioting. This marks the 14th straight weekend of demonstrations by a movement that started against fuel taxes and grew to a mass movement against President Emmanuel Macron and his pro-business policies.

Another protest planned later Saturday was organised to denounce anti-Semitism, after recent anti-Semitic vandal attacks that raised national concern. Some Yellow Vest protesters have expressed racist views online and on the sidelines of protests, and French authorities fear the weekend protests are radicalizing.

The number of those attending the weekly rallies has dropped since 287,000 turned out on November 17, the first Saturday of protest.

And for the first time, a poll found Wednesday that more than half those questioned felt it was time to end the protests.

On February 9, the 13th weekend of anti-government actions, 51,000 people took to the streets according to police, though protest organisers put the figure at 118,000.

Wave of destruction

Violence has marred nearly every large-scale rally.

In Paris, where 4,000 gathered last week, clashes broke out outside the National Assembly building where one demonstrator lost a hand, reportedly as he tried to bat away a stun grenade.

Masked activists tried to break down barriers protecting the parliament but were repelled by police firing tear gas and grenades.

As the march continued, vandals burned rubbish bins and cars, and smashed bus shelters, cash machines and shop windows along the route.

One of the torched vehicles belonged to Sentinelle, an anti-terrorism unit. Interior Minister Christophe Castaner expressed his "indignation and disgust" in a tweet.

Some 550 shops have been damaged by protesters in the capital since mid November.

Thousands of protesters also turned out in the southern cities of Marseille, Montpellier, Bordeaux and Toulouse – strongholds of the movement – as well as several cities in the north and west of France.

Speaking at a meeting with local mayors on Thursday, Macron said it was time for a "return to reason", adding that authorities would act with "greater firmness" against violent demonstrators.

The interior ministry said 1,796 people have been sentenced for rioting or other acts of violence over the past three months, while 1,422 more are awaiting trial.

Ex-boxer Christophe Dettinger, who became a hero to some protesters after beating up police officers during a demonstration in January, was convicted Wednesday and given a one-year prison term.

Fifty-six percent want protests to stop

An Elabe opinion poll published Wednesday said 56 percent of French people now wanted the protests to stop – 11 points higher than a month ago.

And while 58 percent of people still backed or had sympathy for the protesters, that was five points lower than two weeks ago and nine points below the level in early January.

Two out of three people thought the recurring Saturday rallies were no longer in keeping with what Yellow Vests originally stood for.

Macron has pledged €10 billion in response to anger over the high cost of living, including tax cuts for some pensioners and measures to boost low wages.

He has also spearheaded a "grand national debate" by way of the internet and town hall meetings to gather opinions on how the country could be reformed.

It was not known how many people might turn out for protests over the weekend as social media messaging has alternatively called for blocking the Arc de Triomphe monument in Paris Saturday, or marching down the Champs-Élysées avenue on Sunday.

Others suggested Yellow Vests should return to their original tactics of massing at roundabouts nationwide and blocking traffic.

A runner, who fought off a mountain lion with his bare hands, killing it in the process, has finally spoken out about the incredible ordeal.

Travis Kauffman's story has gone viral since he was running through the Colorado wilderness and had a full on showdown with the vicious animal.

He describes going for a hike and hearing the sound of pine needles rustling. While he usually doesn't think much of it, he's always worried that it could be a deadly animal.

Sadly for him, his worst fears came to life.

In seconds, the lion pounced on him and then began a three-minute battle for life.

The 31-year-old explained: "It was going up towards my face so I threw up my hands to kind of block my face, at which point it grabbed onto my hand and wrist and from there it started to claw at my face and neck.

"And that's when kind of my fear response turned into more of a fight response.

"Because I'm a recent cat owner, I know that the back claws are pretty dangerous when it comes down to an attack. And I was pretty worried about its claws just sinking into my my stomach and groin area.

"I was able to shift my weight and get a foot on its neck...I stepped on its neck with my right foot and just slowly after a few minutes I thought I would be getting close and then it would start thrashing again and I had a few more scratches that resulted from those thrashes at that point, and I'd say another couple minutes later it finally stopped moving.

A spokeswoman for Colorado Parks and Wildlife, Rebecca Ferrell, revealed examinations of the juvenile mountain lion confirmed it had been choked, and said the man did the right thing by fighting back.

Speaking to Buzzfeed News, Ferrell said: "It's definitely not something you hear every day. "We know it sounds hard to believe, but his survival instinct kicked in and he did what he had to do."

The account of the ordeal shows that the man was running along West Ridge, a popular trail in Larimer County's Horsetooth Mountain Open Space, when he heard a rustle behind him.

Being less than a year old, it's likely the cat was scared and learning how to hunt, but despite the man's initial efforts to scare him away, the lion went for his face and neck.

A gunman killed five people and injured five police officers in a manufacturing plant in Aurora, a suburb of Chicago, on Friday, local police said.

Actor Bruno Ganz Who Played Hitler In Downfall Has Died Aged 77

The famed actor was a giant of German cinema.
According to his management team the Swiss actor died at his home in Zurich on Friday night.

Ganz had reportedly been diagnosed with colon cancer last year, while working at the Salzburg Festival, in Austria.

An iconic star of the German film and theatre industry, Ganz is perhaps best known for playing infamous dictator Adolf Hitler in the 2004 film, Downfall.

However, those who haven't seen the whole film will almost certainly recognise him from the scene in which Hitler berates his officers during a meeting in his war room.

It was quickly turned into memes and thousands of parody versions where the subtitles had been changed, often satirising current news events.

Ganz said in an interview that the production company behind the movie had tried to shutdown some of the videos but were unsuccessful.

The film told the story of Hitler's final days as he deteriorated in his Berlin bunker and watched on as his forces lost the Second World War. It was a critical success, raking in more than £71m worldwide.

In an interview years after the film's release, Ganz admitted it was not an easy decision to take on such a divisive role.

More than 9K schools in Balochistan without drinking water, toilets
According to provincial education department documents showed that 9,247 government-run schools in Balochistan have no facility for drinking water while 9,838 schools do not have toilet facilities.

Balochistan Chief Minister Jam Kamal Khan Alyani has taken notice of the deteriorating condition of government schools and directed all concerned deputy commissioners to visit schools and basic health units with the objective of improving social indicators.

An official handout quoting the chief minister said the deputy commissioners should submit reports to the provincial government regarding the schools they visit.

As per the documents, the province has over 13,000 primary, middle and high schools with an enrollment of 899,383 male and female students.

Additionally, the documents show that over 7,900 schools in the province do not have boundary walls, while there are 5,296 'one room, one teacher' schools.

Despite the allocation of Rs2 billion for the construction of washrooms and the provision of missing facilities to government schools, fiscal budgets for the past two years (2016-17 and 2017-18) had lapsed, a well-placed officer of the provincial planning department told media.

The Balochistan government has already declared education an emergency in the province and implemented Article 25A of the Constitution to make sure that out of school children attend school.

The article states: “The state shall provide free and compulsory education to all children of the age of five to 16 years in such a manner as may be determined by law.” This article was incorporated into the Constitution through its 18th amendment.

Over 1 million children are still out of school in the province.

Saudi Arabia lowers visit visa fees for Pakistanis
The Embassy of Saudi Arabia in Islamabad has announced that a significant reduction in visa fees for Pakistanis has been approved by the kingdom.

According to a press release issued by the embassy, the fee for single-entry visit visa has been lowered from SAR2,000 to SAR338, which, in dollar terms, equals a reduction from $533 to $90.

Meanwhile, the fee for multiple-entry visit visa has been slashed from SAR3,000 to SAR675, which in dollar terms, amounts to a reduction from $800 to $180.

The embassy further adds that the new fee structure has come into effect from Feb 15.

In Oct 2016, Saudi Arabia had enforced a seven-fold hike in visa fees to do business in the kingdom. The higher visa fees was one of many moves adopted by the kingdom to cover a loss in oil revenue.

Foreign Minister Shah Mahmood Qureshi has said "violence is not the policy of the government" while referring to an attack on Indian security forces in occupied Kashmir on Thursday, in which 44 Indian paramilitary soldiers were killed.

"Violence is not a [strategy] nor is it our government's policy," Qureshi said in a video shared by the PTI Official handle on Twitter today.

The video was a recording of the foreign minister speaking to media in Munich, where he has been attending the Munich Security Conference.

Shah Mehmood condemned the bombing and added that he was "a little sad" that, without investigating the incident, India had instantly levelled allegations against Pakistan in a "knee-jerk reaction". "You can throw the blame at us," Qureshi said, noting that accusing Pakistan "took one minute".

He also noted that the world had condemned the incident, "as they should, as lives had been lost".

Qureshi added, however, that the voices coming from within India should also be heard, such as that of former chief minister of Jammu and Kashmir Farooq Abdullah, who has said that placing blame on Pakistan was the "easy route" and that Indian authorities should examine its policies in Kashmir.

Foreign minister also highlighted Indian atrocities in occupied Kashmir, making mention of rampant human rights violations and the near daily funerals. "Is a reaction to that not expected?" Qureshi asked, adding that a reaction to rape of local women and use of pellet guns had to be expected at some point.

He said that he had spoken to various foreign ministers, including to the Russian foreign minister, in Moscow and told them that he had been fearful there would be some "misadventure" for political purposes prior to the election [in India].

Similarly, the minister said that around two months ago, Pakistani officials had briefed P5 (US, China, Russia, UK and France) envoys in Islamabad that they feared something or the other taking place to "distract attention" from the Kashmir issue.

He added that Indian Prime Minister Narendra Modi had two options now.

"One is to act like a typical politician and stage his reactions and policy while keeping and eye on the next election. Alternatively, he has the option of being a statesman who thinks about his region, his country's poverty, the betterment of his country, as well as regional betterment."

Qureshi said it remains to be seen which direction Modi will choose. He said that, instead of hurling accusations at Pakistan, if India had any "actionable evidence" against the country, they should share it with them.

"Share it with us, we will investigate it with integrity and see what the reality is," he said while assuring that they would cooperate.

He also reiterated that Pakistan wanted peace. "Our message is of peace, not war," Qureshi said.

The bodies of the martyred FC personnel have been shifted to Loralai Hospital for a post-mortem examination.

As per Shah, the police, FC and personnel from other law enforcement agencies had reached the site of the incident and an investigation was underway.

Panic prevailed in the already tense city after the fresh act of terror.

Balochistan Chief Minister Jam Kamal Khan Alyani expressed his grief over the martyrdom of the two FC personnel. He condemned the incident and offered his condolences and support to the families of the martyred.

He added that "the cowardly acts of terrorists could not undermine the resolve of security forces".

The chief minister ordered that security measures in Loralai be further strengthened and strict action be taken against terrorists.

This incident comes less than a month after terrorists attacked the office of the Deputy Inspector General of Police, Zhob Range, in Loralai on January 29, which left nine people dead.

A Senate committee on Thursday said the 53pc cut in the budget for information technology in the country is disgusting, especially when economic growth worldwide depends on progress in this field. In this era IT is raised up to sky.

“We strongly recommend that the budget for the development of IT in the country should be restored. In fact, the budget for IT should be increased by 100pc,” chairperson of the Senate Standing Committee on IT, PPP Senator Robina Khalid said.

All members supported the chairperson when they said lack of funding and resources were the major reasons for the failure of government departments to implement policies.

“The IT budget should be increased by at least 50pc if not 100pc,” said PPP Senator Rehman Malik.

The committee was meeting to review budget allocations to the Ministry of Information Technology and Telecommunication.

While Senator Malik urged that IT should be given special attention, another member suggested elevating Pakistan’s IT industry at par with India.

Ministry of IT Secretary Maroof Afzal told the committee that his ministry’s budget had been halved for the financial year 2018-19 from more than Rs3.046 billion to Rs1.5 billion.

He said Rs369.461 million had been released as of Dec 2018 of which Rs276 million have been utilised so far.

Discussing the projects of the ministry, Mr Afzal told the committee that a technology park worth Rs9.246 billion is being developed with assistance from Korea.

The project has been approved by the Executive Committee of National Economic Council.

Members demanded a specific briefing on the construction of cross border optic fibre cable (OFC) system between Pakistan and China for international connectivity of voice and data traffic.

Mr Afzal said laying more than 4,000km of OFC is in addition to the internet cable under the sea that connects Pakistan with the outside world online. The new system will lessen Pakistan’s dependency on the under the sea cable that is often damaged by ships and disconnects Pakistan from the rest of the world.

The committee was told about the establishment of a Special Communication Organisation technical institute in Gilgit Baltistan and the meeting took up the issue of areas in Balochistan which are still un-served and do not have basic cellular and broadband facilities.

Senator Malik said that the Universal Service Fund, established to ensure the availability of basic cellular and broadband services to un-served and under-served far off settlements, favoured cellular operators more than it considered the welfare of the people.

“These far off settlements and their dwellers have been discriminated against because they still do not have cellular and data services,” Senator Malik said, adding that this constitutes a violation of basic human rights.

He also suggested that the government revisit the license agreements with cellular operators to convince the operators to take cellular and data services to far off locations in the country.

The committee said a 15-year contract period is too long, especially when technological developments happen so fast.

Government must shorten the time for the renewal of licence agreements in times of rapidly changing technologies,” Senator Khalid said.

The United States space agency NASA said Friday that its lunar orbiter has observed the landing site of China's Chang'e-4 lunar probe for the third time, capturing a much sharper view.

NASA's Lunar Reconnaissance Orbiter (LRO) passed nearly overhead the Chang'e-4 landing site on Feb. 1, giving a 0.85-meter per pixel picture of the lander and Yutu-2 rover or Jade Rabbit-2 from an attitude of 82 kilometers, according to NASA.

This view had close to the smallest pixel size possible in the current LRO orbit.

NASA said the rover was 29 meters northwest of the lander, but the rover had likely moved since the image was acquired.

According to NASA, the LRO will continue to image the site as the lighting changes and the rover roves.

On Jan. 30 and Jan. 31, the LRO snapped the landing site for the first and second time respectively, but both in a slant angle, according to NASA.

Chang'e-4 set down on a relatively small farside mare basalt deposit.

NASA hoped that China's probe could find out the composition of farside basalts with its visible near infrared spectrometer.

China's Chang'e-4 probe, launched on Dec. 8 in 2018, landed on the Von Karman Crater in the South Pole-Aitken Basin on the far side of the moon on Jan. 3.

NASA announced its plan last month to cooperate with Chinese space authorities to observe a signature of the landing plume of Chang'e-4's lunar lander. Xinhua

A Mexican soap opera star apologised on Friday for using a racial slur to describe actress Yalitza Aparicio, whose performance in the critically acclaimed film “Roma” made her the first indigenous woman to be nominated for a best actress Oscar.

Video footage surfaced on Twitter on Friday in which actor Sergio Goyri, 60, can be heard criticising the film community for nominating “an Indian who says, ‘Yes, ma’am, no, ma’am.’”

Aparicio, a 25-year-old from the southern Mexican state of Oaxaca, played a domestic worker in director Alfonso Cuaron’s “Roma,” which received 10 Oscar nominations, including a nod for best actress for Aparicio.

Later on Friday, Goyri posted a video on social media site Instagram apologizing for his remarks.

“The only thing I want to say is that it was never my intent to offend anyone. I apologise to Yalitza, who deserves (this Oscar nomination) and much more,” he said.

“For me, it is an honour to see a Mexican be nominated for an Oscar.”

A spokeswoman for Aparicio did not immediately respond to a request for comment.

After her Oscar nomination, Aparicio said she was optimistic that her success would help break stereotypes around race and class.

“You are used to seeing people on the screen who don’t look like you,” she said in an interview last month.

The legendary singer’s brother, in a tweet, expressed shock over the rendition by the franchise without prior permission.

Not only that, he also threatened to take legal action on the act.

He said: “I was shocked to see that a reputable platform like PSL used our track Disco Dewane without our prior permission. Outright infringement of intellectual property should be condemned and I am going to take a legal stand on this one!”.

The Gilgit-Baltistan Disaster Management Authority (GBDMA) has directed residents of Hassanabad village in Hunza to remain alert and cooperate with authorities in light of a potential threat by glacier surge.

The residents of the village have been directed to vacate their houses and move to higher altitudes if they hear a siren from a nearby FWO camp.

The Shisper glacier, located west of Hassanabad village, has surged during the last six months and a huge supra-glacial lake has been formed which locals fear can burst or overflow causing extensive damage.

GBDMA has urged locals to call 05813-920100 for information and avoid traveling to the Shishper glacier.

A high-level meeting to review the preparedness level was also held at the Force Command Northern Areas (FCNA) headquarters.

During the meeting, headed by FCNA Commander Major General Ehsan Mahmood Khan, it was decided that all necessary preparations be completed within two weeks.

An accountability court extended judicial remand of Pakistan Muslim League-Nawaz (PML-N) leader Saad Rafique and his brother Salman Rafique’s by 16 days in connection to the Paragon Housing scam case.

The Khawaja brothers were presented before the court as their judicial remand ended today.

The court then granted a 16-day extension in their judicial remand.

As the hearing went under way, accountability court judge Syed Najmul Hasan inquired about progress in the reference against the Khawaja brothers.

The investigation officer informed the court, "Paragon Housing reference will be presented before 90 days are complete."

Ordering that a final report be submitted against the Khawaja brothers, the court directed the investigation officer to "work fast and file a reference".

Speaking to the media outside the court, Saad said, "Today I was brought in an armoured vehicle which looked like it was 60 years old and it took us one hour to get to the court."

"The pain in my leg has also increased as the armoured vehicle kept jerking," he added. "The government will not always remain in power and what they are doing is wrong," the PML-N leader asserted.

On February 2, the accountability court had sent the Khawaja brothers to jail on 14-day judicial remand after rejecting the National Accountability Bureau's (NAB) request for an extension in their physical remand.

Saad and Salman Rafique were taken into custody by NAB on December 11 after their request for bail was turned down by the Lahore High Court.

Google is making serious problems through breaching private information and spying on sensitive areas all over the World. The Taiwanese government is doing damage control after the latest Google Maps upgrade revealed their most sensitive missile sites down to the launcher types and models of the missiles.

Defense Ministry officials in Taipei are asking Google to blur the missile site locations, which were exposed in painstaking 3D detail in the latest upgrade of Google’s satellite map app, for the sake of national security – while urging the public to remain calm.

The Taiwanese government is doing damage control after the latest Google Maps upgrade revealed their most sensitive missile sites down to the launcher types and models of the missiles, for all to see – including archenemy China.

The site of a military base does not equally mean its fixed position during wartime,” Minister of National Defense Yen De-fa cautioned during a press conference on Friday. An anonymous defense official claimed the images are probably outdated anyway, since the military moves its facilities frequently “to conceal them and deceive the enemy,” according to Focus Taiwan.

 

They also claimed “the confidential parts are all inside the structures, which would be highly difficult to expose through the 3D maps.”

But Yen also said a “task force” had been formed to work with Google to strengthen Taiwanese military camouflage in the future in order to maintain secrecy, admitting that “there is a need to further review” the Fort Law, which criminalizes revealing the location of certain military structures.

The upgraded maps expose a previously-secret missile base in Xindian, equipped with US-made Patriot surface-to-air missiles, as well as the location of the country’s National Security Bureau and Military Intelligence Bureau.

They also depict Taiwanese missile launchers and ordnance in such detail that a keen observer can pick out the types and models of the weapons. Taiwanese authorities are still trying to determine whether the exposure runs afoul of the Fort Act.

The new maps were released to the public on Wednesday and include high-resolution 3D renderings of Taiwan’s four major cities, Taipei, New Taipei, Taoyuan, and Taichung.

While the indecent exposure is reportedly accidental, Taiwan has had this problem with Google before, approaching the search giant in 2016 to ask them to censor map renderings of its military installations on Taiping Island in the South China Sea.

Taiwan is run by the descendants of Chinese nationalists who fled the mainland with US help after the Communist revolution in 1949. Beijing considers the island a rebellious province that must eventually be reintegrated – by force if necessary.

Nigeria's presidential and parliamentary elections have been delayed for a week.

The Independent National Electoral Commission (INEC) made the announcement just five hours before the polls were due to open on Saturday.

"Proceeding with the election as scheduled is no longer feasible," commission chairman Mahmood Yakubu said, citing logistical issues.

The vote has been rescheduled for Saturday 23 February.

The announcement came after an emergency meeting at the INEC headquarters in the capital, Abuja.

Mr Yakubu said the decision was made following a "careful review" of the election "operational plan", adding that there was a "determination to conduct free, fair and credible elections".

He said the delay was necessary to give the commission time to address vital issues and "maintain the quality of our elections", but did not provide further details.

In the past two weeks several INEC offices have been set alight, with thousands of electronic smart card readers and voter cards destroyed.

There have also been claims of shortages of election material in some of the country's 36 states.

Nigeria has been forced to bolster its security, with the run-up to the elections marred by violence.

On Friday, officials in north-west Nigeria reported the discovery of the bodies of 66 people, 22 of them children and 12 women, killed by "criminal elements".

How important is this poll?

The future of Africa's most populous nation and largest economy is at stake.

Whoever wins will have to address power shortages, corruption, security problems and a sluggish economy.

There are 73 registered candidates in the presidential election, but campaigning has been dominated by President Muhammadu Buhari, 76, and his main challenger, former Vice-President Atiku Abubakar, 72.

The much-awaited visit of Saudi Crown Prince Muhammad Bin Salman has been delayed for a day and he will now arrive in Pakistan on Sunday instead of Saturday.

He will be accompanied by a high-powered delegation, including members of Saudi Royal family, key ministers and leading businessmen.

During his visit, Crown Prince Muhammad bin Salman will meet President Dr. Arif Alvi, Prime Minister Imran Khan and Chief of Army Staff General Qamar Javed Bajwa.

This will be the first state-level visit of the dignitary to Pakistan since his elevation to the position of Crown Prince in April 2017.

A Senate delegation will also call on the Crown Prince to discuss ways to enhance parliamentary cooperation between the two countries.

The Saudi Ministers accompanying the Crown Prince will meet their counterparts to discuss bilateral cooperation in their respective fields.

During his stay, Pakistan and Saudi Arabia will sign a number of agreements and MoUs in diverse sectors.

The two countries will also discuss ways and means to develop a robust follow-up mechanism to ensure effective implementation and quick progress on tangible areas of cooperation.

Ban smartphones for under-14s, says German government adviser
A German internet expert says children under 14 should be banned from using smartphones. She says the technology drastically raises their risk of exposure to damaging pornographic content.

Children should not be allowed to use smartphones before the age of 14 to help prevent them from coming into contact with harmful pornography at a young age, an adviser to the German government has said.

Children as young as nine were already looking at pornographic images and distributing videos of their peers masturbating, Julia von Weiler told newspapers of the Funke media group published on Friday.

"Just as we protect children from alcohol or other drugs, we should also protect them from the risks of using smartphones at too early an age," said von Weiler, who is also the director of the association "Innocence in Danger."

'Younger and younger'

The growing number of such offenses involving children was also confirmed to the newspapers by police.

"The number of complaints to police in this area has grown considerably over the past years," said Judith Dobbrow from the state criminal investigations office in Berlin.

Dobbrow said police were going to a school every two weeks on average to investigate complaints.

"Now every child has a smartphone, the suspects are becoming younger and younger," she said.

The German government's abuse commissioner, Johannes-Wilhelm Rörig, however, warned of looking for quick fixes.

"A law restricting the age for using smartphones would possibly be a quick and apparently simple solution," he said, but it would not solve the fundamental problem of there being inadequate protection on the internet itself.

Migrants Wait, Hope in Mexican Border Towns

Migrants from Venezuela, Cuba and Guatemala wait at bridge between Matamoros, Mexico and Brownsville, Texas for immigration officials to allow them to turn themselves in and ask for asylum in U.S., Nov. 12, 2018.
Migrants have arrived in Tijuana and other border cities in caravans of thousands, while others come in small groups of a dozen or so.

They have often walked for days through Central America, then ridden buses or gotten rides on trucks through the vast expanses of Mexico. In border cities like Tijuana, they find help in shelters run by charities.

Asylum seeker Angela Escalante is here with her husband and 7-year-old son.

“The situation is very bad, there are no jobs,” she said of her country of Nicaragua, blaming political violence there on President Daniel Ortega. “There’s no security so you can’t safely walk the streets,” she added.

Post-traumatic stress

New arrivals say they also face violence from cartels and local drug gangs.

“It was around 14 years ago they killed the brother of my grandfather and a son of my grandfather, and because of this, they are still pursuing us,” said Jorge Alejandro Valencia, 19, from Michoacan state on Mexico’s western coast. He said the criminals later killed his grandfather, and they now are threatening his sister.

Many migrants have been exposed to violence, said Gordon Finkbeiner of the medical charity Doctors Without Borders, from “organized crime groups that are along the route. What we see and what we attend to is mostly situations of high levels of anxiety, depression, post-traumatic stress disorder.”

A 23-year-old Honduran, newly arrived in a shelter, said a gang demanded he sell drugs, and he could see no escape except to leave his country. He asked not be identified, saying that the gangs monitor Facebook and if his identity is revealed, the gang would target his family.

US citizens wait, too

Africans and Haitians, who relocated from their countries to Venezuela, and Central Americans from Central America’s northern triangle of El Salvador, Guatemala and Honduras, all wait in the city’s shelters. Every case is different, and many are complicated.

A woman from Honduras has a 12-year-old son with U.S. citizenship and displays his passport. The boy, named Jimmy, was born in the United States but returned to Honduras with his mother when she was deported.

A middle-aged man named Efren Galindo was born in Mexico and grew up in Texas. Two years ago, he was deported and nearly killed by Mexican drug cartels, he explained as he displayed scars on his back and shoulder.

“I’ve been 46 years, [nearly] my whole life over there,” Galindo said, pointing northward to the United States. “I’m married to an American citizen. I have four American sons, an American daughter and 16 grand babies,” he added.

Credible fear, big backlog

To be granted asylum, petitioners must demonstrate a credible fear of persecution or torture, and show that they are not only fleeing poverty. Those who have been deported from the United States face added restrictions. Many having been barred from returning for five, 10, 20 years or more.

The U.S. immigration system, meanwhile, is overwhelmed, with a backlog worsened by the recent 35 day partial shutdown of the U.S. government in a dispute between Democrats in Congress and U.S. President Donald Trump over a border wall. U.S. Immigration and Citizenship Services said in a statement Jan. 21 that it faced “a crisis-level backlog of 311,000” asylum cases that had yet to be interviewed for credible fear.

The backlog of all immigration court cases was more than 800,000 in November, according researchers at Syracuse University.

Many detention facilities that house illegal entrants are temporary, according to Border Patrol Agent Tekae Michael on the border south of San Diego.

“I know ICE [Immigration and Customs Enforcement] is completely overrun,” she said. “We don’t have enough immigration judges to be able to process efficiently and effectively and swiftly.”

Mexico is granting temporary papers to Central Americans, and volunteers from U.S.-based groups like San Diego’s Border Angels bring supplies to the shelters. Mexican businesses are making donations.

Carlos Yee of the Catholic shelter Casa del Migrante says aid workers like him feel frustrated.

“We don’t have the power to work through this enormous bureaucracy. We only can say to them, be patient,” he said.

The city of San Diego is visible through a border fence, just 30 kilometers north of here, but these migrants in Tijuana face many more hurdles on their journey. Yet, they are still hopeful.
