Speech blunder: Biden reads out teleprompter instructions

While addressing the public live on television and announcing the reproductive rights action, US President Joe Biden accidentally read out the teleprompter instructions.

Biden can be heard saying "End of the quote, repeat the line.”

"It is noteworthy that the percentage of women who have registered to vote and cast a ballot is consistently higher than the men who do so," Biden says.

He then says, "End of the quote. Repeat the line.”

Biden comfortably moves on apparently not realising what he had done. "Women are not without electoral or political power," the president continues.

This is not the first of Biden’s blunders. Previously, he accidentally called the US Vice President Kamala Harris the "First Lady", which left the audience in fits of laughter.

Once, he referred to Doug Emhoff, Harris’ husband, as the “first gentleman” and referred to his UN ambassador, Linda Thomas-Greenfield as “Linda Thomas-Greenhouse.”

Elon Musk, the chief executive officer of Tesla and the world’s richest person, has said he was terminating his $44 billion deal to buy Twitter because the social media company had breached multiple provisions of the merger agreement.

Twitter’s chairman, Bret Taylor, said on the micro-blogging platform that the board planned to pursue legal action to enforce the merger agreement.

“The Twitter Board is committed to closing the transaction on the price and terms agreed upon with Mr. Musk…,” he wrote on Friday.

In a filing, Musk’s lawyers said Twitter had failed or refused to respond to multiple requests for information on fake or spam accounts on the platform, which is fundamental to the company’s business performance.

“Twitter is in material breach of multiple provisions of that Agreement, appears to have made false and misleading representations upon which Mr. Musk relied when entering into the Merger Agreement,” the filing said.

Musk also said he was walking away because Twitter fired high-ranking executives and one-third of the talent acquisition team, breaching Twitter’s obligation to “preserve substantially intact the material components of its current business organisation”.

Legal battle

Musk’s decision is likely to result in a protracted legal tussle between the billionaire and the 16-year-old San Francisco-based company.

Disputed mergers and acquisitions that land in Delaware courts more often than not end up with the companies re-negotiating deals or the acquirer paying the target a settlement to walk away, rather than a judge ordering that a transaction be completed. That is because target companies are often keen to resolve the uncertainty around their future and move on.

Twitter, however, is hoping that court proceedings will start in a few weeks and be resolved in a few months, according to a person familiar with the matter.

There is plenty of precedent for a deal renegotiation. Several companies repriced agreed acquisitions when the Covid-19 pandemic broke out in 2020 and delivered a global economic shock.

In one instance, French retailer LVMH threatened to walk away from a deal with Tiffany & Co. The US jewelry retailer agreed to lower the acquisition price by $425 million to $15.8 billion.

“I’d say Twitter is well-positioned legally to argue that it provided him with all the necessary information and this is a pretext to looking for any excuse to get out of the deal,” said Ann Lipton, associate dean for faculty research at Tulane Law School.

Shares of Twitter were down 6 per cent at $34.58 in extended trading. That is 36 per cent below the $54.20 per share Musk agreed to buy Twitter for in April.

Twitter’s shares surged after Musk took a stake in the company in early April, shielding it from a deep stock market sell-off that slammed other social media platforms.

But after he agreed on April 25 to buy Twitter, the stock within a matter of days began to fall as investors speculated Musk might walk away from the deal. With its tumble after the bell on Friday, Twitter was trading at its lowest since March.

The announcement is another twist in a will-he-won’t-he saga after Musk clinched the deal to purchase Twitter in April but then put the buyout on hold until the social media company proved that spam bots account for less than 5 per cent of its total users.

The contract calls for Musk to pay Twitter a $1 billion break-up if he cannot complete the deal for reasons such as the acquisition financing falling through or regulators blocking the deal. The break-up fee would not be applicable, however, if Musk terminates the deal on his own.

Some employees expressed disbelief and exhaustion on Friday, publicly posting memes on Twitter, such as of a rollercoaster ride and a baby screaming into a phone, in apparent commentary on the breakup. Employees have worried about the deal will mean for their jobs, pay and ability to work remotely, and many have expressed skepticism about Musk’s plans to loosen content moderation.

Digital ad woes

Musk’s abandonment of the deal and Twitter’s promise to vigorously fight to complete it casts a pall of uncertainty over the company’s future and its stock price during a time when worries about rising interest rates and a potential recession have hammered Wall Street.

Shares of online advertising rivals Alphabet, Meta Platforms, Snap and Pinterest have seen their stocks tumble 45 per cent on average in 2022, while Twitter’s stock has declined just 15 per cent in that time, buoyed in recent months by the Musk deal.

Daniel Ives, an analyst at Wedbush, said Musk’s filing was bad news for Twitter.

“This is a disaster scenario for Twitter and its Board as now the company will battle Musk in an elongated court battle to recoup the deal and/or the breakup fee of $1 billion at a minimum,” he wrote in a note to clients.

US Secretary of State Antony Blinken and China's Foreign Minister Wang Yi met on Saturday for the first in-person talks since October after attending a G20 summit where the top US diplomat led efforts to pressure Russia over its war in Ukraine.

US officials say Blinken's meeting with Wang in Bali, Indonesia, including a morning session of talks and a working lunch, is aimed at keeping the difficult US relationship with China stable and preventing it from veering inadvertently into conflict.

"There is no substitute for face-to-face ... diplomacy, and in a relationship as complex and consequential as the one between the United States and China there is a lot to talk about," Blinken told reporters at the beginning of the meeting.

"We very much look forward to a productive and constructive conversation," he said.

Blinken is expected to repeat warnings to China not to support Russia's war in Ukraine and the two sides will address contentious issues that include Taiwan, China's extensive South China Sea claims, its expansion of influence in the Pacific, human rights, and trade tariffs.

However, both sides share an interest in keeping the relationship stable and Blinken and US officials say President Joe Biden and Chinese President Xi Jinping are expected to speak again in the coming weeks, something Saturday's meeting is likely to address.

"China and the United States are two major countries, so it is necessary for the two countries to maintain normal exchanges," Wang told reporters.

"At the same time, we do need to talk together to ensure that this relationship will continue to move forward along the right track," Wang said.

Daniel Russel, a top US diplomat for East Asia under former President Barack Obama who has close contact with Biden administration officials, said he believed a key aim for the meeting would be to explore the possibility of an in-person meeting between Biden and Xi, their first as leaders, possibly on the sidelines of a G20 summit in Bali in November.

The United States calls China its main strategic rival and is concerned it might one day attempt to take over the self-ruled democratic island of Taiwan, just as Russia attacked Ukraine.

The top US diplomat for East Asia, Daniel Kritenbrink, said on Tuesday he expected a "candid" exchange with Wang and said it would be another opportunity "to convey our expectations about what we would expect China to do and not to do in the context of Ukraine".

Shortly before Russia's February 24 Ukraine invasion, Beijing and Moscow announced a "no limits" partnership. But US officials have said they have not seen China evade tough US-led sanctions on Russia or provide it with military equipment.

However, China has declined to condemn Russia's actions and it has criticised the sweeping sanctions.

US officials have warned of consequences, including sanctions, should China start offering material support for Russia's war effort, which it calls a "special military operation" to degrade the Ukrainian military though Kyiv counters that it is an imperial-style land grab.

Despite their strategic rivalry, the world's two largest economies remain major trading partners and Biden has been considering scrapping tariffs on a range of Chinese goods to curb surging U inflation before the November midterm elections, with control of Congress in focus.

NEPRA approves Rs1.55 per unit increase in electricity prices

NEPRA approves increase in electricity prices
As citizens continue to brave hours-long load shedding in the country, National Electric Power Regulatory Authority (NEPRA) approved a hike in electricity prices.

According to NEPRA, approval for an increase of Rs1.55 per unit has been given on account of quarterly adjustment for the last financial year.

“Summary to increase electricity charges has been sent to the federal government for approval. The new charges will be applied from July if approval is given,” said NEPRA.

However, the increase in electricity charges will not apply to K-Electric customers.

According to sources, in case of approval from the federal government, an additional burden of Rs45 billion including General Sales Tax (GST) will be passed on to customers with an increase of Rs1.55 per unit in electricity prices.

On Thursday, NEPRA had notified an increase in the power tariff by Rs9.5180 per unit on account of fuel charges adjustment (FCA) for May 2022 amid worsening power outages across the country.

The FCA for May 2022 will be charged with the bill for July and August 2022, which will be paid by all consumer categories except lifeline consumers.

The Rs5.28 increase will put a burden of over Rs22 billion on consumers, including GST.

“The said adjustment shall be shown separately in the consumers’ bills based on units billed in the month of July and August 2022 by K-Electric,” the notification said.

The 55th death anniversary of Madr-e-Millat Fatima Jinnah, the younger sister of Quaid-e-Azam Muhammad Ali Jinnah is being observed today with due reverence on Saturday.

She was born on 30th July in 1893.

Fatima Jinnah was the youngest sister of Quaid-e-Azam Muhammad Ali Jinnah.

Fatima Jinnah is referred to as the Madr-e-Millat or Mother of the Nation for her dynamic role in the Pakistan freedom movement.

She played an important role in the Pakistan Movement, supporting the two-nation theory and strongly opposing the British Raj.

After the independence of Pakistan, she co-founded the Pakistan Women's Association which played an integral role in the settlement of the women migrants in the newly formed country.

Fatima Jinnah died in Karachi on this day at the age of 71 in 1967.

Prime Minister Muhammad Shehbaz Sharif has paid glowing tribute to Madr-e-Millat Mohtarma Fatima Jinnah on her 55th death anniversary being observed today.

In his message, the Prime Minister said the entire nation salutes Mohtarma Fatima Jinnah for her remarkable services in independence movement for Pakistan along with her brother Quaid-e-Azam Muhammad Ali Jinnah and later on for rehabilitation of the country.

He said during the last 19 years of Quaid-e-Azam's life, Fatima Jinnah remained with him.

Shehbaz Sharif said Madr-e-Millat after the death of his great brother took forward the mission of Quaid-e-Azam.

The Prime Minister prayed that Allah Almighty elevate the ranks of Madr-e-Millat.

Six more die in rain-related incidents in Karachi

Six more die as heavy monsoon rains lash Karachi
At least six people lost their lives in rain-related incidents on Friday as heavy rainfall wreaked havoc in Karachi, bringing up the toll in three days to 14.

Following a rain forecast, different areas of the port city continued to receive moderate to heavy showers under the influence of a monsoon system that is present over Karachi.

The most rain was recorded in the Gulshan-e-Hadeed neighbourhood, which received 94.7mm of rain during two spells.

The Shah Latif police said Ruqayya Mubeen Shah, 38, was working at home in Bhains Colony when she got an electric shock and died, adding that her body was taken to the Jinnah Postgraduate Medical Centre.

Similarly, Sawera Ghulam Mustafa was at home in Baldia Town’s Mawach Goth when she got electrocuted, according to the local police, who said her body was taken to the Dr Ruth KM Pfau Civil Hospital Karachi (CHK).

In Manghopir, Raqeebullah Sardar Khan, 23, got an electric shock from a wire at home, said the police, adding that his body was taken to the Abbasi Shaheed Hospital (ASH), from where his family took it away without completing the medico-legal formalities.

In the Garden neighbourhood, Abdur Rehman, 20, was electrocuted while working at a shop in the Shoe Market, said the police, adding that his body was taken to the CHK.

It is pertinent to mention here that three people were electrocuted to death and two more were killed after a roof and a wall of their respective houses had collapsed on the first day of rain in Karachi.

Three more people died of electrocution on the second day.

As for animal casualties, the Brigade police said a cow and a camel were electrocuted in the Lines Area. The locals said the sacrificial animals had been tied to an electric pole, and they blamed K-Electric for the incident.

Rescuers also recovered the body of a man who had drowned in the Gadap river, while the search for his father was under way. Police said that three men on two motorbikes had lost control of their vehicles due to the river flooding.

Officials said Raheemuddin had been saved, but the father and son had drowned. They said the body of Liaquat Hussain, 19, had been recovered now, but his father Ghulam Hussain was still missing. Police said the body was taken to ASH, adding that the deceased was a resident of Gadap City, and that the incident had occurred when he and his father were on their way home.

Intermittent rains once again exposed the city’s drainage system and the Sindh government’s claims regarding its rain emergency plans. Several main roads and streets were completely flooded, while hundreds of commuters were stranded without any help.

Rainwater entered various houses in Gulistan-e-Jauhar Block 12. A resident, Aslam Siddiqui, said the Cantonment Board Faisal had not gotten the storm water drain cleaned, resulting in flash floods in the neighbourhood.

“Just two days before Eid our furniture, carpets and clothes have been damaged,” he said, adding that all their focus had been on saving their sacrificial animals, so they could not manage to secure much from their house.

Mosamiyat, Munawar Chowrangi, Jauhar Chowrangi and Jauhar Morr were blocked for traffic movement because these areas were flooded with knee-deep water. The newly constructed University Road, on which millions of rupees were spent, was also completely under water, and inaccessible for vehicular traffic from Nipa to Shaheed-e-Millat Road.

New MA Jinnah Road and Jehangir Road, where the ruling PPP's and the Jamaat-e-Islami’s headquarters are situated, were also completely submerged by rainwater.

The traffic police said Shahrah-e-Faisal at Drigh Road was flooded with rainwater and inaccessible for traffic movement, while Rashid Minhas Road at Jauhar Morr, Lalu Khait towards Hassan Square, University Road at Safari Park, Nipa and Hassan Square were flooded and traffic was stuck.

After the Korangi River flooded, the Korangi Causeway was closed for traffic, leaving the commuters to use only the narrow two-lane Jam Sadiq flyover to reach any other part of the city.

Qayyumabad Chowrangi and the expressway were also badly affected due to the accumulation of rainwater, disrupting traffic movement from District Korangi towards the South and East districts.

Due to the overflow of Thado Dam in Gadap Town during the wee hours, the M-9 was submerged and affected traffic movement. Floodwater entered the Northern Bypass at the M-9 and later entered the residential area of Saadi Town, bringing traffic movement to a complete halt on the highway.

Several people visiting the sacrificial animal market or making their way back from the market found themselves stuck in traffic due to the flooding of the Super Highway. The Karachi Development Authority’s team reached the M9 for a rescue and drainage operation late in the night.

Karachi Commissioner Muhammad Iqbal Memon visited District Malir and Korangi to monitor the rain-related works. He sought help from the Pakistan Navy in the rescue operation, saying that those who had been drowning in the Korangi river were rescued by the PN.

Malir Deputy Commissioner Irfan Salam Mirwani briefed the commissioner that three people had been drowning due to flooding in the Lath River in Gadap Town, but one of them was rescued immediately.

Karachi Administrator Barrister Murtaza Wahab said during his tour of the city that drainage is under way in the low-lying areas. “Wherever there were choking points in storm water drains, they have been reopened. The condition of the drains is better, and pumps and heavy machinery are being used to drain the water.”

Japan’s former prime minister Shinzo Abe has been confirmed dead after he was shot at a campaign event on Friday, public broadcaster NHK and Jiji news agency reported.

"According to a senior LDP (Liberal Democratic Party) official, former prime minister Abe died at a hospital in Kashihara city, Nara region, where he was receiving medical treatment. He was 67," NHK said.

Earlier on Friday, Abe was shot at a campaign event, a government spokesman said, as local media reported the ex-leader was showing no vital signs.

"Former prime minister Abe was shot at around 11:30 am," in the country’s western region of Nara, chief cabinet secretary Hirokazu Matsuno told reporters.

"One man, believed to be the shooter, has been taken into custody."

"Whatever the reason, such a barbaric act can never be tolerated, and we strongly condemn it," Matsuno added.

Local media including national broadcaster NHK and the Kyodo news agency said the former prime minister appeared to be in "cardiorespiratory arrest", a term often used in Japan before a feared death can be officially confirmed by a coroner.

The attack on a man who may be Japan’s best-known politician comes despite the country’s famously low levels of violent crime and tough gun laws.

Abe had been delivering a stump speech at an event ahead of Sunday’s upper house elections, with security present, but spectators were able to approach him fairly easily.

Footage broadcast by NHK showed him standing on a stage when a loud blast is heard and smoke is visible in the air.

A man is then seen being tackled to the ground by security.

"He was giving a speech and a man came from behind," a young woman at the scene told NHK.

"The first shot sounded like a toy. He didn’t fall and there was a large bang. The second shot was more visible, you could see the spark and smoke," she added.

"After the second shot, people surrounded him and gave him cardiac massage."

Abe, 67, collapsed and was bleeding from the neck, a source from his ruling Liberal Democratic Party told the Jiji news agency.

An official at Nara Medical University hospital told AFP: "What we can share now is that his transfer here has been completed," declining to comment on the former leader’s status.

‘Saddened and shocked’

Several media outlets reported that he appeared to have been shot from behind.

Jiji said the government said a task force had been formed in the wake of the incident, and reaction was already beginning to pour in.

"We are all saddened and shocked by the shooting of former prime minister Abe Shinzo," US Ambassador to Japan Rahm Emanuel said in a statement.

"The US government and American people are praying for the well-being of Abe-san, his family, and people of Japan."

Prime Minister Fumio Kishida’s special advisor Gen Nakatani told reporters "terror or violence can never be tolerated," Jiji reported.

Abe, Japan’s longest-serving prime minister, held office in 2006 for one year and again from 2012 to 2020, when he was forced to step down due to the debilitating bowel condition ulcerative colitis.

He is a hawkish conservative who pushed for the revision of Japan’s pacifist constitution to recognise the country’s military and has stayed a prominent political figure even after stepping down.

Japan has some of the world’s toughest gun-control laws, and annual deaths from firearms in the country of 125 million people are regularly in single figures.

Getting a gun licence is a long and complicated process even for Japanese citizens, who must first get a recommendation from a shooting association and then undergo strict police checks.

Prime Minister Shehbaz Sharif had also expressed deep shock over the reports of an attack on former Japanese premier Shinzo Abe.

Many international and national awards, including Asian Noble, the Lenin Peace Prize and Nishan-e-Imtiaz were bestowed upon him in recognition of his services for humanity.

Edhi’s foundation has provided relief in Bangladesh, Afghanistan, Iran, Lebanon, Sri Lanka, Croatia, Indonesia and the United States after Hurricane Katrina.

He breathed his last on this day in 2016 at the age of 88 in Karachi.

Before a hearing in the Islamabad High Court (IHC) for an extension in bail, the police detained him as he arrived at the federal capital from the Islamabad Toll Plaza.

After hearing the case till 3am in the morning, Judicial Magistrate Attock Yasir Tanveer reserved the decision, which was issued later in the morning.

“…..keeping in view the above said facts and circumstances and guidance from the above said case laws, at this moment the case in hand is not a case of sufficient evidence which connect the accused Imran Riaz with the commission of the offence as embodied in the crime report, therefore, the accused Imran Riaz Khan is hereby discharged from this case,” the judge stated in the eight-page order.

The order said that Imran Riaz Khan was to be released immediately if he wasn't needed in any other case, but it was also stated that the police could continue their investigation after following the law if they collected enough evidence. However, any legal action would be taken strictly in accordance with the law.

Imran Riaz Khan was brought before the Attock court on Wednesday following his detention, but the court declined to hear the case because parts of the Prevention Of Electronic Crimes Act (PECA) 2016 had been added to the FIR.

Later, the anchorperson was brought before Judicial Magistrate Muhammad Pervaiz Khan in Rawalpindi, who ordered that the accusations brought against him under the provisions of the PECA be withdrawn and that the case be scheduled for hearing in the Attock court.

The Federal Investigation Agency (FIA) official informed the judge that the offences listed in the first information report against Imran were not "actually made out" and that the police had incorrectly filed the FIR based on PECA provisions, and the court then announced the decision.

The FIA official further informed the court that no offence had been committed according to the PECA sections and the FIA did not have the privilege to investigate the matter further.

Earlier, the IHC had disposed of the case and directed him to approach the Lahore High Court.

The Election Commission of Pakistan (ECP) has suspended the Punjab government’s Roshan Gharana Program till July 17, 2022.

During the hearing, Chief Election Commissioner (CEC) stressed that these by-polls will be held in a transparent manner as the commission has more support from law enforcement agencies.

Counsel of Hamza Shahbaz said that the program to subsidize households receiving electricity bills of up to 100 units was launched in the provincial budget for FY2022-23. “This package is for the entire province and not limited to 20 constituencies,” he said.

The chief minister’s counsel said that it could only be declared a violation of the code of conduct if a package is being announced for a particular constituency.

To this, the chief election commissioner asked if the program was part of the budget then why there was a need to announce it later through a press conference.

ECP while suspending the program to provide free electricity till by-polls warned that any violation of elections code of conduct will be dealt as per law.

Punjab government on Monday announced free electricity for households using 100 units a month.

The chief minister said that the provincial government gave subsidy on floor, adding that, “We’re making efforts to control inflation.” He said medicine were being provided to the citizens free of cost.

Hamza Shahbaz conveyed that the Punjab government would pay the full bill of consumers using up to 100 units of electricity per month under the "Punjab Chief Minister Roshan Gharana Program." In view of the financial difficulties being faced by the destitute due to inflation, the "Punjab Chief Minister Roshan Gharana Program" is being launched; he described and declared that around 5.5 crore people of 44 lakh to 90 lakh families will be provided free electricity from July 1st.

The Prime Minister also laid foundation stone of the building of Metro Bus Operation Command and Control Centre.

The Green Line Metro Bus Service will run between Bhara Kahu area to PIMS Hospital Islamabad. The 15.5 kilometres long route will have eight stations.

On this occasion, the Prime Minister announced free-travel for one month in these two Metro Bus Services.

The Blue Line Metro Bus Service will run between Koral Chowk to PIMS Hospital Islamabad. The 20 kilometres long route will have 13 stations.

Interior Minister Rana Sanaullah also addressed the ceremony while Chairman Capital Development Authority Amir Ali Ahmad briefed the participants about salient features of the projects.

Pakistan has reported nine deaths in the last 24 hours by novel coronavirus as the number of confirmed positive cases has surged to 1,540,952. The nationwide tally of fatalities has jumped to 30,413 on Thursday.

According to the latest figures by the National Institute of Health (NIH), at least 872 persons were tested positive for COVID-19 across the country in the past 24 hours.

Pakistan has conducted 23,125 tests in the past 24 hours out of which 872 persons were tested positive for the disease. The COVID Positivity Ratio was recorded at 3.77 percent.

ECP notifies five PTI legislators on reserved seats in Punjab Assembly

The Election Commission of Pakistan (ECP) on Wednesday notified five Punjab Assembly legislators belonging to the PTI on reserved seats — a day after the Lahore High Court (LHC) issued a detailed verdict on a PTI plea asking the electoral watchdog to notify new members.

In May, as many as 25 PTI dissident lawmakers, which included five elected on seats reserved for women and minorities, were de-seated for voting for PML-N’s Hamza Shehbaz in the Punjab chief minister’s election. They were officially de-notified by the ECP on May 23.

Subsequently, the PTI had filed a petition in the LHC, requesting it to direct the ECP to notify the five new MPAs and “summon [them] personally”. The court had taken up the plea for hearing on June 2.

The electoral watchdog had stayed the notification until the by-polls on the 20 general seats scheduled for July 17, saying that the general seats of the PA had been reduced.

In its verdict, the LHC had on June 27 directed the ECP to notify members of the PTI on five reserved seats in the provincial assembly.

In the detailed verdict issued a day ago, the LHC also ruled that when a reserved seat becomes vacant after a lawmaker’s disqualification, it shall be filled by the next person in order of precedence from the list of candidates of the political party whose member vacates the seat.

Today, the ECP notified Habkook Rafique Babbo and Samuel Yaqoob on the reserved seats for non-Muslims; and Batool Zain, Saira Raza and Fouzia Abbas Naseem on the seats for women. All five lawmakers belong to the PTI.

The PTI legal team claims that Chief Minister Hamza Shehbaz would lose majority in the Punjab Assembly once the ECP notified members on the reserved seats, as ordered by the court. Its lawyers insist that the number of opposition lawmakers would surpass that of the government, and the CM would need to get a vote of confidence from the house.

The meeting was informed that the effective and practical operations of the security forces are part of the strategy of clear, hold and transfer of powers to the civil administration. The meeting emphasized that the state is committed to empowering these areas and their well-being in accordance with the aspirations of the people of the country.

The meeting was told that government is negotiating with the banned Tehrik-e-Taliban Pakistan within the framework of the constitution of the land to strengthen regional and internal peace. The meeting was informed that the final results would be implemented after the completion of the procedure within the ambit of the constitution and the approval of the government.

The committee formally approved the process of negotiations with the TTP and approved the formation of a Parliamentary Oversight Committee which would be responsible for monitor the process within constitutional framework.

Last week, the apex court announced re-elections for Punjab chief minister's post on July 22 and ordained that a transparent contest must be held under PA Deputy Speaker Dost Muhammed Mazari, as PA Speaker Chaudhry Pervaiz Elahi himself was partaking in the election.

The move came after the Pakistan Tehreek-e-Insaf (PTI) and PML-Q challenged the Lahore High Court's decision to recount the votes polled during the April 16 Punjab chief minister's election.

The Supreme Court ruled that re-election for the Punjab chief minister’s slot will be held on July 22 after the rival parties — PML-N, PML-Q and PTI — reached a consensus on the matter.

Earlier, the Punjab Assembly speaker had transferred and subsequently withdrawn his powers from PA Deputy Speaker Mazari.

After a petition was filed against the speaker’s move, the LHC quashed the decision of withdrawing powers from the deputy speaker.

The Election Commission of Pakistan (ECP) on Tuesday issued a notice to Punjab Chief Minister Hamza Shehbaz, seeking his reply for his alleged violation of the electoral code of conduct by announcing free electricity for a specific group of consumers in the province ahead of the July 17 by-elections.

The electoral watchdog sought a reply from the provincial chief executive on July 7.

Hamza had on Monday announced free electricity for households consuming up to 100 units, from July under “Punjab Chief Minister Roshan Gharana Programme”. The relief programme is supposed to benefit, as claimed by the government, an estimated nine million poor families — about half of the population of the province.

The announcement was made in the wake of a ban imposed by the ECP on initiating any development projects until the by-polls on 20 Punjab Assembly seats were out of the way.

Section 181 of the Elections Act states, “No government functionary or elected representative including a local government functionary or elected representative, shall announce any development scheme for a constituency after the announcement of the Election Programme of that constituency.”

According to the ECP notice, the chief minister must submit the reply to the electoral watchdog himself or through a lawyer.

The ECP reminded the chief minister that no development scheme or project could be announced by the government or any of its officials after the issuance of the election schedule.

The commission had on May 25 announced that by-elections on 20 seats of the Punjab Assembly that fell vacant after the de-notification of 25 Pakistan Tehreek-i-Insaf MPAs will be held on July 17.

Meanwhile, a district returning officer (DRO) of ECP’s Thatta Division sent a letter to Prime Minister Shehbaz Sharif, urging him to “adhere to the law” as he planned to visit Thatta to perform a ground-breaking ceremony of K-IV water project ahead of by-elections due to be held in Karachi, Hyderabad and Thatta.

In the letter sent to the PM today, the officer said “no executive authority in the federation and the provinces is allowed to announce a development project or use state resources in LG elections calculated to influence the elections in favour of a particular candidate.”

Addressing the PM, the DRO added: “the matter must be treated as most urgent as it relates to smooth and transparent conduct of local government elections.”

 At least six people were killed and 20 other were wounded in rain-related incidents in different parts of Balochistan including the provincial capital Quetta on Monday.

The torrential rains played havoc provincial capital where six persons, including three women, died as roofs and walls of several houses collapsed in Sariab area of Quetta. Several localities of the provincial capital are also without electricity while roads were submerged under rainwater.

Meanwhile, Deputy Commissioner Shehk Baloch and Administrator Municipal Corporation Quetta (MCQ) Abdul Jabbar Baloch were monitoring the relief activities.

After the incident, Director General of Provincial Disaster Management Authority (PDMA) Naseer Nasir said on special directive of Chief Minister Balochistan Mir Abdul Quddus Bizenjo and adviser to CM on Home Ziaullah Langu, rescue team along with relief goods for 50 families were sent to rain affected area of Link Cross Badeni, Sariab and other area to ensure helping of the victims in the area.

Former federal minister Babar Khan Ghauri was arrested from the Jinnah International Airport in the port city on Monday, after he returned to Pakistan.

The police arrested Ghauri after it was alerted about his return to the country.

The police said they arrested the former federal minister as corruption and terrorism cases have been registered against him. The former minister was taken into custody as soon as he landed at the Karachi Airport at 10pm.

According to police sources, cases have been registered against Ghauri in the Karachi's Districts Central and West. He has been detained at a police station in Malir district for now and will be presented in court tomorrow.

The investigation departments of different districts of Karachi have been directed to bring the details of the cases against him.

Sources privy to the matter said that Ghauri was residing in Dubai for the past month and had bought tickets to return to Pakistan a week ago, however, his visit was abruptly postponed.

The non-recovery of missing persons despite judicial orders on Monday drew the ire of Islamabad High Court (IHC) Chief Justice Athar Minallah, who warned of summoning the prime minister for an explanation if the authorities still fail to implement the orders.

"It is a fact that nobody is doing anything [about it],” Justice Minallah remarked during the hearing of identical petitions seeking the recovery of missing persons.

When asked how many people are missing, the deputy attorney general, while citing a report, apprised the court that out of 8,400 people, 600 citizens are still missing.

“Many people are playing a double role in the case; they are playing from both sides,” he added.

Reprimanding the deputy attorney general, the court asked, “Then, what is the purpose of recruiting so many policemen?”

At this, PPP leader Farhatullah Babar said, “So many people were picked up but it is not known yet who picked them.”

“Which party do you represent? Has it ever been in government?” asked the court.

Babar said that he is affiliated with the PPP and it had been in the government.

“When people were picked up in your government, then what did you do? inquired the judge.

Meanwhile, the court appointed Farhatullah Babar and Islamabad Bar Council’s member Advocate Abid Nazir as amici curiae in the case.

Babar urged the court to make Mansoor Alam Commission report public. Stressing the need for summoning the prime minister, he said that calling other officers is useless in this case.

Later, the court adjourned that hearing till September 9.

Moderate to heavy rain coupled with strong winds lashed the central and northern areas of Karachi on Monday afternoon under the season's first monsoon spell, bringing citizens some respite from the sweltering heat.

According to the Met Office, the highest amount of rain was recorded in Surjani Town (23.2mm), followed by Gulshan-i-Maymar (21.2mm), North Karachi (9mm), Saadi Town (2.1mm), Nazimabad (1mm), University Road (1mm) and Jinnah Terminal (1mm).

Chief meteorologist Sardar Sarfaraz said intermittent rainfall was reported in Gadap City, Bahria Town, DHA City, Gulistan-i-Jauhar, Sharea Faisal, North Karachi, Taiser Town, Malir and Nazimabad.

He went on to say that light rain was predominantly reported across the city. However, heavy showers were recorded in the outskirts of the metropolis, he added.

During the next two days, the weather will remain cloudy while intermittent rainfall is expected, he said.

Karachi Administrator Murtaza Wahab said the "entire administration" was on ground to deal with any situation.

"Traffic congestion will be a major challenge since people leave their offices at [the] same time as soon as it starts raining. Would request people to avoid unnecessary movement or schedule their movement to avoid traffic," he added.

Separately, Malir SSP Syed Irfan Ali Bahadur said that all police officials had been alerted and authorities were monitoring the rain-affected areas closely.

Patrolling teams have been formed to prevent any untoward incident, he said, urging people not to stand near trees, electricity poles, signboards and billboards.

In an advisory last week, the PMD had predicted widespread rain with thunder and windstorms in Karachi and other areas of Sindh from July 2 to July 5 under the influence of monsoon currents.

It had warned that the rains could cause urban flooding in Karachi, Hyderabad, Thatta, Badin, Mirpurkhas, Umerkot and Dadu districts from July 3 to July 5.

However, the PMD on Sunday stated that the weather system had weakened and might result in moderate downpour only.

On June 23, Karachi had witnessed an unexpected pre-monsoon downpour. The showers had inundated roads and left many areas without electricity for hours. Four persons, including three children, were reported dead in rain-related incidents at the time.

The information center of Hunza district Gilgit-Baltistan’s said A search and rescue operation is under way with the help of Army Helicopter and local volunteers to find to French paraglider who went missing after a jump in Duikar village,Hunza, GilgitBaltistan on Saturday.

French paraglider SavallXavier took off with two Spanish paragliders.

The pilot went missing soon after he took a flight from a peak around 4pm on Saturday. The Spanish paragliders however landed safely in Ganish valley, Nagar, Gilgit Baltistan.

These paragliders reportedly arrived in Hunza late last month and they stayed in a local hotel.

Pakistan’s sparsely populated region Gilgit-Baltistan is home to some of the top peaks and a major tourist destination. A large number of tourists visit the region each year for expeditions on various peaks, paragliding and other sports.

According to reports, these paragliders arrived in Hunza on June 30 and stayed at a nearby hotel.

Local journalist Kaleem Barcha told us that the rescue operation is still underway. A 19-member local rescue team is also taking part in the operation, but we have not yet found the body of the French paraglider.

According to details, fire broke out in a rubber warehouse located in the Shadbagh area of Lahore on Sunday night

The blaze spread and engulfed the entire warehouse very quickly. At least 13 fire brigade vehicles reached the spot after being informed and brought the fire under control after a hectic effort of two hours.

According to rescue sources, the cause of fire is not yet known. Rescue sources also informed that no casualty was reported in the incident. However, valuables worth millions of rupees were reduced to ashes by the fire.

Pakistan reports 675 covid cases in 24 hours
Pakistan has reported two deaths in the last 24 hours by novel coronavirus as the number of confirmed positive cases has surged to 538,622. The nationwide tally of fatalities has jumped to 30,403 on Monday.

According to the latest figures by the National Institute of Health (NIH), at least 675 persons were tested positive for COVID-19 across the country in the past 24 hours.

Pakistan has conducted 14,632 tests in the past 24 hours out of which 675 persons were tested positive for the disease. The COVID Positivity Ratio was recorded at 4.61 percent.

Palestinian teen martyred
A Palestinian teenager died on Sunday after being shot by Israeli forces in the occupied West Bank a day earlier, Palestinian medical sources said.

The 17-year-old was identified as Kamel Alawnah by the Palestinian health ministry, which said he “succumbed to wounds from live fire by the occupation (Israeli army) in the abdomen and hand in Jenin”.

A Palestinian medical source told AFP that Alawnah was wounded in Jaba, a village in the Jenin governorate of the northern West Bank.

The Israeli military did not immediately respond to a request to comment on the incident.

Forty-nine Palestinians have been killed since late March across Israel and the Palestinian territories; civilians, attackers and suspected freedom fighters among them.

They include Al Jazeera journalist Shireen Abu Akleh, who according to the United Nations was killed by Israeli army fire while covering a military raid in Jenin.

Over the same period, 19 people — the majority Israeli civilians inside Israel — have been killed, mainly in alleged attacks by Palestinians. Three Israeli Arab attackers have also been killed.

Israeli security forces have been carrying out near-daily raids in the West Bank, including in and around Jenin.

Defense minister claims PTI apologized to Donald Lu

Federal Minister for Defence Affairs Khawaja Asif Sunday claimed the PTI has apologised to the United States' Assistant Secretary for South and Central Asian Affairs Donald Lu for levelling allegations against him of being involved in former prime minister Imran Khan’s ouster.

The defence minister said: “We [the coalition government] have obtained all records regarding PTI’s apology to Lu. Evidence has been received regarding PTI leaders' meeting with the US government where they tendered an apology.”

He went on to say that while Khan was chanting slogans against the US during his public gatherings; he is now "apologising for his mistakes". 

Asif further added that the PTI chairman has sent a message to the US that he wants to "fix things and his relationship with the superpower".

Commenting on the leaked audio of former first lady Bushra Bibi — in which she could be heard instructing PTI's Dr Arsalan Khalid to run traitor trends on social media — Asif said that the PTI can file a petition in the court to get the leaked audio verified through forensics from a third party.

The defence minister said that if they [PTI] claim the audio of former first lady Bushra Bibi was manipulated, they can get it tested through forensics.

Asif said that Khan is attacking institutions because he has lost power; however, “he should be ashamed of levelling allegations against the institutions.”

“In the past, we too criticised the institutions but never levelled allegations,” he said, adding that till the time Khan was in power, he liked all these things which he has been commenting against.

Earlier today, speaking to journalists, the minister said the former prime minister was fulfilling India’s agenda as his “only mission was to weaken Pakistan’s nuclear programme”.

The PTI chairman was creating divisions in the defence establishment, he said.

“He [Khan] can neither be loyal to the soil nor anybody else as he isn’t loyal to his own blood," Asif said, adding that he has had the shock of his life after the alleged audio of his wife, Bushra Bibi, surfaced.
