FBR pursuing 17,000 retailers in its next phase

FBR to chase 17,000 retailers
Federal Board of Revenue (FBR) decided to pursue 17,000 retailers present in luxurious shopping malls with the size of approximately 1000 square feet stores.

In a major tax documentation drive, the Federal Board of Revenue (FBR) has decided to go after approximately 17,000 big retailers located in luxurious shopping malls, retail chains and stores having 1,000 square feet size across the country to raise due taxes.

The drive for installation of automated ‘Point of Sale’ (POS) system at these outlets will be initiated after Dec 1 as part of government’s commitment to document sales of big retailers who are currently evading payment of taxes, which runs into billions.

FBR Chairman Shabbar Zaidi took to twitter and announced that the tax body will launch automated POS for all large retailers from next month. “All large scale retailers are suggested to integrate with the system,” he said.

The adoption of the system, according to the chairman, will greatly assist retailers as in such cases personal interaction with FBR will be minimised.

Currently, there are only 3,500 big retailers registered through POS. At these stores, computerised machines are installed linking the sales proceeds with FBR system to check on tax evasion.

Under POS, big retailers will report their sales in real-time with FBR to make it sure that tax collected from consumers at the cash counter is actually deposited with the government.

“We have identified around 17,000 big retailers which will be brought under the POS,” Member Policy Hamid Ateeq Sarwar told Dawn, adding that FBR is waiting for voluntarily responses from these stores.

He said in case they did not come under the system, FBR will be left with no choice but to register them forcefully. He also hinted at the introduction of stringent penalties for those who did avoid POS, with the possibility closing of shops.

But Sarwar clarified that major penalties will be introduced in the next six months, possibly with the new budget for 2020-21.

It is estimated that FBR will raise around Rs20 billion in taxes from brining all these retailers into the net. These shops collect taxes from consumers, but the same is not always deposited with FBR.

The tax body has projected to make the installation of POS invoicing at almost 20,000 businesses and outlets by June 2020. FBR has already amended the sales tax rules by making registration with the new system for all tier-1 retailers mandatory.

Sarwar said that it is mandatory for all big shopping malls, brand outlets, chain stores etc to register their sales with the new system effective from December 1, 2019. “We will take action against those who do not come under the system,” he remarked.

On the issue of small retailers, the member said that FBR has already signed a memorandum of understanding with them by accepting their demands. “We have almost finalised the rules and other necessary changes in taxes laws,” he continued.

According to Sarwar, these changes will either be introduced through a money bill in parliament or some other means. However, he clarified that no change will be made on the issue of CNIC requirement.

The member said that FBR has already decided to spend almost $80 million on the automation of all processes in the tax system. “We want to carry out digital surveillance to identify evaders instead of raiding their businesses,” he said.

Sarwar said that to encourage customers to seek electronic receipts of their purchases at these outlets, FBR will come up with gift schemes to be offered through balloting. These will include compensation in sales tax payment by refunding a certain amount.

Large Scale Manufacturing stops signing further contracts in Pakistan

Reduction in Pakistan's Large Scale Manufacturing Industry
Pakistan’s large-scale manufacturing (LSM) continues to stop signing further contract in immediate future continuously for the sixth month.

The LSM index shrank by 5.63 per cent year-on-year in third month of 2019-20, the Pakistan Bureau of Statistics (PBS) reported on Friday. Meanwhile, during 3MFY20, big industry fell by 5.91pc.

In 2018-19, three LSM sectors recorded a decline of 3.64pc against the target growth of 8.1pc, which the government has set at 3.1pc for 2019-20.

The latest monthly decrease was mainly led by a dip of 21.53pc in electronic products, followed by 4.97pc in chemicals, 7.82pc in petroleum products and 17.87pc in iron and steel products.

Sector wise, production data of 11 items under the Oil Companies Advisory Committee registered decrease of 0.51pc whereas 36 items under the Ministry of Industries and Production shrank by 3.48pc and 65 items by Provincial Bureaus of Statistics 1.63pc.

The lacklustre performance in the industrial sector reflects overall economic slowdown across various sectors in the ongoing fiscal year.

LSM constitutes 80pc of manufacturing and 10.7pc of the overall GDP. In comparison, small-scale manufacturing accounts for just 1.8pc of GDP and 13.7pc in manufacturing.

Data reveal various factors that led to the slowdown including lower Public Sector Development Programme expenditures compared to last year, deceleration in the private construction activities and consumer spending on durable goods.

Automobile prices witnessed multiple upward revisions due to currency depreciations, which kept potential buyers at bay. On a yearly basis, the sector registered sales decline in almost all variants during the second month of this fiscal year.

The production of tractors dipped by 20.32pc, trucks 64.75pc, buses 52.70pc, jeeps and cars 92.98p, LCVs 25.37pc and motor cycles 25.69pc.

Pharmaceutical also suffered due to a considerable lag in regulatory adjustments in prices, which in addition to the weakening of local currency added to the distress of an import-dependent sector.

As a result, the production of syrups declined by 20.21pc, tablets 0.48pc, and injections 6.15pc whereas capsules were up by 3.6pc during the month under review.

Similarly, lower sugarcane output and carry-forward from last year’s inventories further dampened the prospects of sugar industry. Among non-metallic mineral products, cement was up by 5.28pc in September, led by increase in construction activity.

Moreover, production of cooking oil, and tea blended fell by 0.40pc and 14.37pc, respectively. However, vegetable ghee production increased by 0.97pc during the month.

Reporting of new Polio cases across the Country

New Polio Cases Reported
New cases of Polio have been reported across the country rising the amount of cases to 100 and all of them are severe virus cases.

There are now 91 wild polio virus cases and nine vaccine-derived polio cases.

Three of the new cases were recorded in Sindh and two in Khyber Pakhtunkhwa.

The first case was a 36-month-old female from Sakran in Shaheed Benazirabad, Sindh. She had received three doses of routine immunisation and seven doses of supplementary immunisation.

The second case was a 12-year-old male from Karachi’s Keamari Town. He had received three doses of routine immunisation and seven doses of supplementary immunisation.

The third case was a three-month-old female from Lakki Marwat in Khyber Pakhtunkhwa. She had received no polio drops.

The fourth case was a 30-month-old female from Kotri in Jamshoro, Sindh. It is not clear whether she received any dose of the polio vaccine.

The fifth case was a 10-month-male from Wazir in Bannu, Khyber Pakhtunkhwa. His immunisation record was incomplete.

The National Database and Registration Authority (NADRA) has submitted its reply in the Islamabad High Court (IHC) in a case related to the suspension of Jamiat Ulema-e-Islam Fazl (JUI-F) Senator Hafiz Hamdullah’s citizenship, reported on Saturday.

The reply submitted by DG NADRA, Tahir Maqsood Khan says that despite investigation the old CNIC of the JUI-F leader Hafiz Hamdullah, neither his family link in the record.

The court has been pleaded to reject Hamdullah’s plea as he was declared an Afghan National on December 12, 2018.

“Hamdullah’s national identity card had been blocked for the first time in December 2018 after writing a letter to him, whereas, a district-level committee was also informed where the politician had also appeared. The particulars presented by Hamdullah to the committee were found bogus”, the reply reads.

Back in the month of October, the Islamabad High Court (IHC) had suspended order released to cancel the citizenship of Hafiz Hamdullah.

The Islamabad High Court’s (IHC) Chief Justice Athar Minallah had conducted the hearing on a petition challenging the higher authorities’ decision that revoked the citizenship of Senator Hamdullah by calling him ‘alien’ for being an Afghanistan citizenship.

On October 26, Pakistan Electronic Media Regulatory Authority (PEMRA) had issued notice to all television channels, barring to invite Hafiz Hamdullah in TV programmes.

Musharraf challenges court’s decision in high treason case
Former president Pervez Musharraf has filed a petition in Lahore High Court (LHC) challenging the special court’s decision to reserve its verdict of high treason case against him, reported on Saturday.

Musharraf in his petition said that the special court has reserved the judgment of the case on November 19 without hearing his stance.

The former president has made the federal government, Federal Ministry of Law and Justice, the Federal Investigation Agency (FIA) and the Registrar Special Court parties in his petition.
“I am ailing and staying in foreign country for medical treatment,” the petitioner said.

“I could not be able to present my stance in the special court due to my illness,” he further said.

The former president pleaded for revision of the case as per the judgments of the Supreme Court and suspension of the special court’s decision about reserving the verdict in the high treason case against him.

Musharraf also sought the court order for postponement of the hearing of the case till he recovers to health.

He also sought the court to issue an order for constitution of an impartial medical board for him.

Special Court had reserved its verdict of high treason case against the former president on Tuesday, which is scheduled to be announced on November 28.

Former president Pervez Musharraf failed to appear before the court during the hearing of the case after going to Dubai for medical treatment in 2016. The judgment will be announced by the court after a one-sided hearing.

The hearing of the case was conducted by a three-member bench presided over by Justice Waqar Ahmed Seth.

Musharraf’s lawyer Raza Bashir did not show up before the court in the hearing as he was in Saudi Arabia for performing Umrah.

During the hearing, the court had remarked that Musharraf’s lawyers can submit their written arguments regarding the case till November 26.

He was booked in the treason case in December 2013 and was indicted for high treason by a special court in March 2014, but he left for Dubai in 2016 to “seek medical treatment” and has not returned since.

He said that the Supreme Court was the last place where people should seek justice.

The chief justice said that he didn't think it was appropriate for senior officials to present themselves time and again in front of the courts.

"One should maintain the dignity of a police official or any other person who appears before the court," he said.

The chief justice said that if the Supreme Court starts interfering in matters of the government from day one then it creates difficulties.

He said that for justice to be dispensed to the masses speedily it was necessary for police to conduct their investigations efficiently.

"My first task as chief justice was to protect the dignity of those who seek justice from the courts," he said.

He praised the courts for wrapping up cases and providing people with speedy justice in a short span of time.

"Model courts wrapped up 24,000 cases relating to drugs," he said. "Magistrate cases announced decisions in 27,469 cases."

Justice Khosa said that concrete steps had been taken to counter false testimony. He said that the investigating officer will also be treated like a suspect in a case of false testimony.

"From now on, the investigation officer will be held responsible for his investigation," he said. "It's not possible that the investigation officer does not know the truth."

He urged judges and the courts to do their part as well in ensuring that false testimonies are identified. Justice Khosa said that it was not the job of the investigation officer to prove everything that the complainant says.

Besides political issues, Awan also answered questions about the affairs of the PTI government, assuring reporters that the government will soon launch a crackdown against hoarders and profiteers in order to check the price hike.

She said the governance system of provincial governments will be improved to achieve the desired objective, and the role of middle man was being eliminated to check the price hike.

The SAPM also expressed the government's commitment to extend facilities to the rural population that are available to those in the urban centres.

Particulate Matter, as its name suggests, are very small solid and liquid particles suspended in the air. You breathe them in and they penetrate and lodge deep inside your lungs. PM is a mix of organic and inorganic matter such as dust, pollen, soot, smoke, and liquid droplets.

The experts say there is the same problem with cheap cloth masks that people have started wearing. The cloth is fibre that is porous and the PM still passes through it.

Anyone who wants to really stop breathing in the polluted air needs a respirator, which are specially built to stop you from inhaling harmful particles.
You need to look for the surgical, NIOSH-approved N95 respirators which are recommended the world over to trap the deadly PM2.5 in its tracks and stop them from entering your lungs. They have been cleared by the WHO and USA’s Food and Drug Administration.

You can easily buy them in Karachi, Lahore, Rawalpindi and Faisalabad. One international company that sells respirators (especially for construction workers) is 3M Pakistan. These respirators filter between 95% and 99.9% of pollution. Other companies that make respirators are Honeywell, Pro-Health and Xiaomi. You can buy them online.

Generally speaking, a basic respirator costs Rs100 and the upper-most model costs Rs300. They are easy to wear and breathe through. The respirators feel like cloth, but in fact are made of polymers that act as an advanced air filtration system to trap the microscopic PM2.5 that the human body’s natural defense mechanisms – hair in the nose – are unable to. The only downside is that you can only use them for one week after which you have to throw them away as they become ineffective.

There are more expensive respirators available as well. These ones look like the gas masks you see in films. They are priced starting Rs3,000 and are effective for up to one year of use. These offer 95% filtration and have a dual-filtration system which needs to be replaced every few weeks. The filters are sold separately.

Where you can buy them

You can buy the N5 respirator online. In Karachi, you go to Bolton Market’s Nicol Road. Lahore’s GOR-II area, near the SDO office sells them. In Rawalpindi, they can be purchased in Saddar.

Beware of fakes

The markets are rife with counterfeit respirators claiming to be the original, WHO- and FDA-approved devices. All you need to do is a simple internet search on your phone before buying one. For example, with the 3M respirators, the bottom of the box has a unique Secure Code (top) and Lot Code (below). On the 3M Safe Guard site, you can input these codes to verify the product on the spot.

Some guidelines

Men with beards who put on a respirator need to know that this may affect the apparatus. You have to make it fit on your face by adjusting the straps to ensure no space is left. This is why men are advised to shave their beards if they need to wear this safety equipment. Published in the journal "Journal of Dental Research," the study found some evidence that chewing sugar-free gum may reduce the advancement of dental caries and could be used as a viable preventative agent as opposed to non-chewing control methods, such as oral health education and supervising tooth-brushing programs alone.

It included analysis of studies published over the last 50 years, identifying 12 that explored the impact and intervention outcome of chewing sugar-free gum on oral health conditions, and in particular, dental caries on adults and children.

Sugar-free gum was found to reduce caries, giving it a preventative factor of 28 percent.


"There is a considerable degree of variability in the effect from the published data and the trials included were generally of moderate quality," explained lead author Avijit Banerjee, Professor of Cariology and Operative Dentistry at King's College London.

"However, we felt there was a definite need to update and refresh existing knowledge about sugar-free gum and its effect on dental caries and oral health.

"We are planning further research to determine the acceptability and feasibility of using this method in public health," Banerjee added.

In recent years, chewing sugar-free gum has emerged as a possible supplement to existing prevention strategies in stopping the development of dental caries.

"Both the stimulation of saliva which can act as a natural barrier to protect teeth, and the mechanical plaque control that results from the act of chewing, can contribute to the prevention of dental caries.

"Sugar-free gum can also act as a carrier for antibacterial ingredients including xylitol and sorbitol.

No recent conclusive evidence existed prior to this review that showed the relationship between slowing the development of caries and chewing sugar-free gum," Banerjee said.

Google changes its political ads policy to prevent misleading information for the voter
Google updated its political ads handling to avoid the spread of misleading information intended to influence voters by online platforms remain under pressure.

The internet company said its rules already ban any advertiser, including those with political messages, from lying in ads. But it is making its policy more clear and adding examples of how that prohibits content such as doctored or manipulated images or video.

"It's against our policies for any advertiser to make a false claim — whether it's a claim about the price of a chair or a claim that you can vote by text message, that election day is postponed, or that a candidate has died," Google ads product management vice president Scott Spencer said in an online post.

Examples of banned ad material included ads or links to information making demonstrably false claims that could undermine voter trust or participation in elections.

"Of course, we recognize that robust political dialogue is an important part of democracy, and no one can sensibly adjudicate every political claim, counterclaim, and insinuation," Spencer said.

"So we expect that the number of political ads on which we take action will be very limited — but we will continue to do so for clear violations."

Google's main formats for political advertising are ads posted along with search query results, those shown at video viewing service YouTube, and display ads that appear on websites.

Google will also limit targeting of political ads to general categories such as age, gender, or postal code level location.

"Political advertisers can, of course, continue to do contextual targeting, such as serving ads to people reading or watching a story about, say, the economy," Spencer said.

"This will align our approach to election ads with long-established practices in media such as TV, radio, and print, and result in election ads being more widely seen and available for public discussion."

Google will begin enforcing the changes in Britain within a week and throughout the EU by the end of the year, then in the rest of the world starting January 6, according to Spencer.

Snap this week confirmed that it checks political ads at Snapchat to make sure they are not deceptive or misleading and thus enforce its ban on such material.

The strategy seems to be a middle ground between Facebook's controversial tolerance of proven lies in political ads and Twitter's decision to ban them all together.

Snap policies prohibit political ads that are deceptive or misleading, with an in-house team reviewing such paid messages to make sure they don't break the rules.

Twitter last week said its ban on political ads will exempt "cause-based" messages on topics related to social or environmental issues.

The San Francisco-based messaging platform plans to bar all paid political messages starting Friday, while addressing concerns expressed by activists for social causes.

"Ads that educate, raise awareness, and/or call for people to take action in connection with civic engagement, economic growth, environmental stewardship, or social equity causes are allowed," Twitter said in its new policy.

"However, they may not reference prohibited political advertisers or political content."

Twitter said the move was aimed at countering the spread of misinformation by politicians.

The political ban has drawn mixed reactions: some argue it puts pressure on Facebook to follow suit or take other steps to curb the spread of misinformation from politicians; others say a ban will be difficult to enforce.

Social media platforms have been challenged by President Donald Trump's campaign and its use of ads that contain claims which critics say have been debunked by independent fact-checkers.

Facebook CEO Mark Zuckerberg has said political advertising is not a major source of revenue but adds that he believes it is important to allow everyone a "voice," and that banning political ads would favor incumbents.

US vaping-related deaths rise to 47, cases of illness to 2,290
US health officials on Thursday reported 2,290 confirmed and probable cases and 5 more deaths from a mysterious respiratory illness tied to vaping, taking the total death toll to 47 so far this year.

Last week, the Centers for Disease Control and Prevention (CDC) recorded 2,172 cases and 42 deaths from the illness.

US officials recently said vitamin E acetate — believed to be used as a cutting agent in illicit vaping products containing marijuana components — was found in all lung samples from 29 patients who were tested.

CDC has called vitamin E acetate a “chemical of concern” and recommended not adding it to e-cigarettes, or vaping products, while the investigation is underway.

Investigators had earlier pointed to vaping oils containing THC, the psychoactive ingredient in marijuana, as being especially risky.

The spate of serious respiratory illnesses has led to US officials urging people to stop vaping, especially those products containing THC.

As of Nov. 20, confirmed deaths were reported in 25 states and the District of Columbia, the CDC said. Louisiana became the newest state to report a death from the illness.

The highest number of deaths were from Illinois, which has so far reported 5 deaths and 187 illnesses.

The Trump administration announced a plan in September to remove all flavored e-cigarettes from store shelves, as officials warned that sweet flavors had drawn millions of children into nicotine addiction.

President Donald Trump will host a meeting on vaping at the White House on Friday with a range of groups, including industry and public health representatives, a White House spokesman said on Wednesday.

The State Bank of Pakistan (SBP) on Friday announced to maintain the interest rate unchanged at 13.25 percent, noting, however, that the inflation rate was still quite high and that that was due to the increase in the prices of food items.

The central bank announced the decision in a statement issued Friday, following a meeting of the SBP's Monetary Policy Committee (MPC). "The decision reflected the MPC’s view that recent developments have had offsetting implications for the inflation outlook," the statement read, adding that decisions from the prior meeting had positive impacts.

"Market sentiment has begun to gradually improve on the back of sustained improvements in the current account and continued fiscal prudence.

"The MPC noted that the SBP’s projection for average inflation for FY20 remained broadly unchanged at 11 – 12 percent and maintaining the current monetary policy stance was appropriate," it added.

The current account, after four years, recorded a surplus in October 2019, the statement noted, highlighting that a reduction in the trade deficit was also quite significant.

The SBP said it foresaw a dip in the inflation rate in the coming months and that, despite the rise in the prices of food items, the forecast was expected to remain stable.

At the manifesto launch in Birmingham, central England, he said the programme was “full of popular policies that the political establishment has blocked for a generation”.

The manifesto includes big-ticket promises such as a five per cent pay rise for public sector workers and the abolition of university tuition fees.

Pakistan were left to rue a basic error from 16-year-old debutant Naseem Shah as Australia opener David Warner plundered the visitors' attack with a brilliant 151 not out on the second day of the first Test at the Gabba on Friday.

Australia finished the day on 312 for the loss of just one wicket, 72 runs ahead of Pakistan's first innings total of 240 and already in the driving seat.

Marnus Labuschagne was alongside Warner on 55, with the only wicket to fall that of Joe Burns, who made 97 before sweeping a Yasir Shah (1-101) delivery onto his stumps.

Warner scored his first Test century since a year-long ban for ball-tampering, but only after a huge let-off when he was caught behind off a Naseem no-ball.

The mercurial opener was on 56 at the time, and he then survived a near run-out on 93 before ending a century drought stretching back nearly two years.

The 33-year-old, who managed just 95 runs in 10 innings during this year's Ashes series against England, reached his 22nd Test ton when he turned Yasir around the corner for a single in the second over after tea.

Before the Ashes, he spent a year in the wilderness over the ball-tampering scandal and there were questions as to whether his days as an automatic choice at the top of the order were over.

However, in home conditions and against an attack that struggled for sideways movement, Warner was in imperious form as he brought up his fourth Test century at the Gabba.

"For me it's about going out there and backing my ability," he said, insisting he never felt any pressure about his place in the side.

"At the end of the day you get selected or you don't get selected and you've just got to accept that."

In the second last over of the day, Warner had another close shave when he was beaten by an Imran Khan delivery that brushed the off stump without disturbing the bails.

"Today I was on the receiving end of a bit of luck, which is what you need in a game — over there (in England) I didn't get any luck at all," he said.

'Superstar' Naseem

Naseem looked impressive on debut and regularly bowled at over 145 kilometres (90 miles) per hour, but he was guilty of overstepping the mark on a number of occasions, despite not being called by the umpire.

In the second over after lunch, he enticed an expansive drive from Warner, who nicked the ball to wicketkeeper Mohammad Rizwan.

But Warner had barely left the crease when he was called back after TV umpire Michael Gough picked up that Naseem had again misplaced his front foot.

Naseem looked like he belonged on the big stage with a number of bristling spells before leaving the field late in the day with an apparent leg injury.

"He won't get a harder Test debut, bowling at the Gabba," Warner said.

"He kept his speed up the whole day — he charged in all day, there's a (future) superstar there."

The lack of movement meant Warner and Burns were able to play Naseem with relative ease, although he smashed Burns on the elbow two balls before the lunch break.

The report said that Justice Gulzar Ahmed, senior judge of Supreme Court of Pakistan has been named the new chief justice.

He will replace the present chief justice Asif Saeed Khan Khosa, who is retiring on December 20.

Justice Gulzar will resume the charge as the new chief justice on December 21, if his appointment is approved by the prime minister.

According to the official website of the Supreme Court of Pakistan, Justice Gulzar remained Acting Chief Justice of Pakistan from 20th – 28th November, 2018 and 13th – 17th May, 2019.

Justice Gulzar sought his early education from Gulistan School, Karachi and obtained B.A. Degree from Government National College, Karachi and LL.B. Degree from S. M. Law College, Karachi.

He has served in the capacity of Legal Advisor of various multinational and local companies, banks and financial institutions.

He then enrolled as an Advocate on 18th January, 1986 and as an Advocate of the High Court on 4th April, 1988 and then as an Advocate of the Supreme Court of Pakistan on 15th September, 2001.

He was elevated to the post of a judge of the Sindh High Court on 27th August, 2002 and later, as a judge of the Supreme Court on 16th November, 2011.

Nawaz Sharif's illness seemed suspicious by the way he entered plane: PM Imran

In a reference to former prime minister Nawaz Sharif's treatment abroad, Prime Minister Imran Khan said on Friday that just by seeing the way Nawaz climbed the stairs of the plane, made his illness appear dubious.

The prime minister made those remarks while putting the foundation stone for a hospital in Mianwali — his political constituency. At the occasion, he said that his objective is not to "save seat" but to bring about a real change.

While, talking about his arch-rival Nawaz Sharif, the PM said that when he saw the former premier climbing the stairs of the plane he remembered the doctors’ reports.

The prime minister said that in the reports it was written that "the patient had heart problems, kidney problems, high sugar and if the patient is not allowed to go abroad then he will be 'gone' [forever]."

PM Imran wondered if Sharif's recovery is due to the luxurious plane he travelled in or to the London climate. He said that he seeks clarity on the issue and that the matter needs to be investigated.

"After seeing him climb the stairs of the airplane, I once again looked at the medical reports," he said. "The reports said that his heart was also in a bad condition, his kidneys were also not well and he had diabetes. I said to myself 'God is great'," he added.

The prime minister taunted Nawaz again by saying that maybe the PML-N chief had recovered by simply looking at the plane.

"Maybe he looked at the plane and got healed since it was such a magnificent plane," he said. "A common man cannot travel in such an aircraft."

The prime minister launched into a tirade against former finance minister Ishaq Dar and Nawaz's son, Hasan Nawaz.

"Hasan Nawaz lives in a house worth Rs8 billion in London," he said. "Where did that money come from?"

He said that Dar's father owned a bicycle shop but his son had become a billionaire.

"Musharraf gave the Sharifs an NRO," he said. "I am not here to save my seat. If I give these people an NRO, the country will have no future."

Prime Minister Imran said that when he was called to court about his property, he gave 60 documents in 10 months' time.

The premier, apart from the political discourse, also touched upon the quality of healthcare in the region.

He recalled that when he had started his politics 23 years ago he realised that there were no doctors or hospitals in Mianwali.

"I will solve issues relating to healthcare in Mianwali," he said. "Then we will solve the problem of water and education."

Govt decides to review business model of PTCL
The government has decided to review the business model of Pakistan Telecommunication Company Limited (PTCL) besides giving another push to efforts for recovery of outstanding $800 million from Etisalat a UAE based company that has management control over PTCL.

An inter-ministerial committee on Thursday reviewed the status of PTCL’s privatization dues, technical services assistance fee agreement, spectrum licence renewal of Ufone and revitalising PTCL and its subsidiary mainly the telecom operator.

Adviser to Prime Minister on Finance Dr Abdul Hafeez Shaikh chaired the inter-ministerial committee meeting, constituted by the prime minister to discuss and resolve the issues related to PTCL privatization, according to a statement issued by the Ministry of Finance.

The meeting was attended by Minister for privatization Muhammad Mian Soomro, Minister for Information Technology Khalid Maqbool Siddiqui, finance secretary, privatization secretary, IT and telecommunication secretary and other senior officials.

The meeting discussed various options to make PTCL a vibrant company aimed at enhancing its revenues, which were not growing at a rapid pace, said a government official after the meeting.

The discussions focused on merging Ufone a subsidiary of PTCL either with PTCL or another telecom operator, he added. Etisalat the Dubai-based 26% shareholder in PTCL has management control and any plan to make the company more vibrant would only be possible with the support of Etisalat.

PTCL’s revenues for January-September 2019 stood at Rs53.77 billion against Rs53.55 billion in the same period of last year, according to the company’s balance sheet. Its gross profit stood at Rs13.1 billion for January-September 2019, down from Rs13.7 billion. The senior government official said the market share of Ufone had declined to 13.5% from 22% and it incurred annual losses of around Rs4.5 billion.

The meeting also discussed the technical service agreement (TSA) with Etisalat. Pakistan has not been implementing the TSA since 2014 and blocked the annual technical service assistance fee after Etisalat withheld the privatization dues.

The company’s balance sheet showed that PTCL owed Rs20.2 billion to Etisalat till September 2019 on account of the fee.

The technical service assistance fee represents the company’s share in the fee payable to Emirates Telecommunication Corporation (Etisalat) under an agreement for technical services at the rate of 3.5% of Pakistan Telecommunication Group’s consolidated revenue.

The meeting discussed both the possibilities, of either terminating or renewing the TSA, after some stakeholders objected to the unending nature of the agreement.

In July 2005, Etisalat bought 26% shares in PTCL with management control at a price of $2.6 billion. After knowing that the second lowest bid was actually $1.4 billion, the UAE-based firm tried to backtrack from the offer.

Then privatization minister Abdul Hafeez Shaikh lured the company by offering it to make an initial payment of $1.4 billion and the remaining amount in nine installments until September 2010.

Moreover, the government committed to transferring the properties owned by PTCL to Etisalat. The payment of the technical fee was also part of these incentives.

Shaikh on Thursday called for early resolution of all outstanding issues with Etisalat and asked the stakeholders to finalise proposals in the next couple of weeks, according to the finance ministry.

During the meeting, the adviser was given a detailed briefing on the issues concerning the transfer of properties to Etisalat and the pending payments to be made by Etisalat.

The adviser called for greater efforts to resolve the outstanding issues in a smooth and amicable manner and asked the government to contact the senior management of Etisalat to consider its viewpoint and decide the unresolved issues at the earliest as any further delay was not in the interest of both the parties.

Pakistan served a second shortfall notice to Etisalat in September 2015, informing the company that it could not transfer the remaining 33 properties and that it would have to pay the outstanding dues by adjusting the value of these properties, according to the privatization secretary.

According to Pakistan’s assessment, the value of these properties was not more than $88 million. But according to the agreement, the highest value determined by any of the two parties would be the final price of the properties.

The meeting was informed that Etisalat was expected to give its final response on the valuation issue within two weeks.

Taking to the popular micro-blogging site Twitter, he termed the prime minister’s decision to work out a policy to free over 65-year old prisoners who are poor, sick and not facing jail term in a serious offence is a step towards a Pakistan where the government’s top priority is the welfare of the downtrodden segment of society, not the powerful and well-off.

Earlier, on Nov 19, the federal cabinet accorded in-principle approval for extending relief to over 65-year old prisoners and juvenile involved in petty crimes and sick inmates who could not be treated in jails.

Briefing media persons about the cabinet meeting chaired by the prime minister, Special Assistant to the Prime Minister on Information and Broadcasting Dr Firdous Ashiq Awan had said the data of such prisoners was being collected from the provinces.

She said the cabinet was informed that the committee on jail reforms would present its report in the next meeting.

This was made during a telephonic conversation between Prime Minister Imran Khan and US President Donald Trump.

Both leaders discussed bilateral and regional issues and further agreed to remain in close contact.

Prime Minister Imran Khan conveyed that the release of Western hostages in Afghanistan was a positive development and Pakistan was happy that they were safe and free.

President Trump thanked the Prime Minister for Pakistan’s efforts in facilitating this positive outcome.

The Prime Minister re-affirmed Pakistan’s commitment to the advancement of Afghan peace and reconciliation process for a peaceful and stable Afghanistan.

The Prime Minister apprised President Trump of the current situation in IOJ&K, underscoring that over 8 million people remained under siege for over 100 days now.

Appreciating President Trump’s continued engagement as well as mediation offer, Prime Minister Imran Khan stressed that the President must continue his efforts for facilitation of a peaceful solution of the Jammu & Kashmir dispute.

Sri Lanka’s newly elected President Gotabaya Rajapaksa was sworn in as prime minister on Thursday by his brother and the former president, Mahinda Rajapaksa, capping a victorious return to power for the brothers.

Ranil Wickremesinghe stepped down as prime minister earlier on Thursday to clear the way for the president to form his government. Wickremesinghe said in a statement that he was quitting despite having a parliamentary majority, respecting the mandate Gotabaya Rajapaksa received in last Saturday’s presidential election.

Soon after the swearing in ceremony, Prime Minister Imran Khan extended his "heartiest congratulations" to the new president, saying: "I am looking forward to working closely with you and your government to further develop our historical friendship and partnership and find avenues for deepening cooperation between the two nations."

In a telephone call, Prime Minister Imran expressed the desire to work closely with the Sri Lankan premier to further strengthen Pakistan-Sri Lanka bilateral relations in all dimensions.

He also extended an invitation to his Sri Lankan counterpart to visit Pakistan and lauded the progress made by Sri Lanka during Gotabaya's two terms as president.

The Sri Lankan premier thanked Prime Minister Imran for his felicitations and said that he looks forward to working together to further strengthen Sri Lanka-Pakistan relations.

Mahinda Rajapaksa is widely applauded with ending a 26-year separatist civil war with ethnic Tamil rebels during his presidency from 2005 to 2015. His brother, the current president, then served as a powerful secretary to the Ministry of Defense.

In a boost to his grip on power, a court on Thursday discharged President Rajapaksa in a corruption case, citing constitutional provisions for presidential immunity. The decision was made on the advice of the attorney general, said spokeswoman Nishara Jayaratne.

Gotabaya Rajapaksa had been charged with misappropriating $191,000 in state funds to build a monument for his parents.

He was also implicated in several investigations including the abduction and killing of critical journalists during the civil war. Jayaratne said that according to the constitution, no legal case, civil or criminal, can be filed against the president.

A UScourt last month dismissed a case filed by the daughter of a leading journalist killed in 2009 that Gotabaya Rajapaksa was behind her father’s death. The court said Gotabaya Rajapaksa was entitled to common law foreign official immunity.

The Rajapaksa brothers are accused of serious human rights violations during the war and Gotabaya Rajapaksa promised during the campaign that he will not honor a United Nations Human Rights Council resolution in which Sri Lanka agreed to investigate allegations against the government and Tamil Tiger rebels.

Mitchell Starc took four for 52 as a middle-session blitz and some late new-ball fireworks helped Australia dismiss Pakistan for 240 to bring a close to the opening day of the first test in Brisbane on Thursday.

Pat Cummins took three wickets (3-60) and the third Australian quick, Josh Hazlewood, grabbed two as the hosts took the honours on a sunny day at the Gabba.

Pakistan's Asad Shafiq offered most resistance to the barrage from the Australian pace battalion with a fine knock of 76 before he was ousted by a Cummins delivery that removed his middle stump.

Left-armer Starc took the second new ball in the final hour of the day and made good use of it, dismissing Yasir Shah (26) and Shaheen Shah (0) in successive deliveries to put himself on a hat-trick.

Naseem Shah, the 16-year-old fast bowler who is playing his first test, faced the next delivery and, without appearing to know much about it, managed to keep the ball from hitting his stumps with a thick inside edge.

The teenager was the final batsman to fall, departing for seven when he spooned the ball into the air for Starc to dismiss him caught and bowled.

It was a day that ebbed and flowed with long periods of Pakistani resistance punctuated by bursts of wickets.

After losing the toss, Australia had been frustrated by an opening stand of 75 from Azhar Ali (39) and Shan Masood (27) in a partnership that lasted throughout the first session and into the second.

The Australian quicks finally found their length, however, and removed both in three deliveries before swiftly adding the wickets of Haris Sohail and Babar Azam for one run apiece.

That spell of four wickets at the cost of three runs had the tourists rocking and a rout looked in order when Iftikhar Ahmed departed for seven to leave Pakistan on 95-5.

Asad, though, clearly enjoys playing Down Under and backed up centuries in Pakistan's two tour matches at a ground where he scored 137 when the tourists came close to chasing down an unlikely victory in 2016.

Reflecting the discipline that the openers had earlier employed, he brought up his 24th Test half century in a partnership of 84 with Yasir before Australia took the new ball and seized the day.

Pakistan had won the toss and chose to bat on a hot and humid morning in Brisbane, but skipper Ali saw no demons in the notoriously lively Gabba wicket.

Ali and Masood respectively, began cautiously as Australian fast men — Starc, Hazlewood and Pat Cummins (0-5) — struggled to find a good length and were often too short.

The visitors crawled to 33 at the first drinks break and took almost two hours to reach 50, bringing up the half-century opening stand with a Masood boundary through square leg in the penultimate over before lunch.

Pakistan had earlier caused a major surprise when they left out experienced seamer Mohammad Abbas, opting instead for pacemen Shaheen Afridi, Imran Khan and 16-year-old Naseem Shah, who were impressive in their lead-up game against Australia A.

"It was difficult to leave out Mohammad Abbas," Ali said at the toss.

"But sometimes form can take over and we know he's very good and our number one bowler, but at the moment these three pacers are doing the job and we picked them."

As expected, Australia brought in Joe Burns to open alongside David Warner and recalled Travis Head in the middle order.

Nation wants to know who funded PTI from India, Middle East, US: Ahsan

PML-N Secretary General Ahsan Iqbal on Thursday challenged Prime Minister Imran Khan to reveal "who funded the Pakistan Tehreek-i-Insaf (PTI) from within India, the Middle East and the United States".

Addressing a press conference in Islamabad, the PML-N leader asked why the prime minister was allegedly not disclosing the money trail of PTI's foreign funding.

"Now the time has come when the nation is asking for receipts," he said, alleging that the ruling PTI concealed 23 party accounts from the Election Commission of Pakistan (ECP) and the public.

He alleged that millions of dollars were transacted through these unreported accounts.

Innocent overseas Pakistanis were tricked into donating funds for the party while painting a fake and bleak picture of the state of affairs in Pakistan, Iqbal alleged, adding that these donations were not disclosed anywhere and plundered through private accounts.

"It was the worst robbery in the history of Pakistan's democracy," he added.

The PML-N leader criticised the PTI's conduct with respect to the foreign funding case, saying it is involved in corruption although it accuses other parties of being corrupt and declares itself "Mr Clean". He alleged that the PTI has been using delaying tactics to keep the foreign funding case pending before the ECP.

Countering government spokesperson Firdous Ashiq Awan's allegation that the PML-N was attempting to influence the ECP, he said: "We are only demanding that the matter be resolved."

The PML-N asked the ECP to decide the matter as soon as possible, Iqbal said, instead accusing the PTI of hindering the ECP from functioning freely under a strategy.

"Now we have understood why the PTI created obstacles in agreement on two ECP members' [appointment] and now they are waiting for the chief election commissioner to retire so they can raise the point that in the absence of three of its members, the ECP cannot run its business.

"I, being the secretary general of the PML-N, am saying on the record that we have no unreported account," he said.

Iqbal said Prime Minister Imran claims that the PTI has nothing to worry about in the foreign funding case but if that was so "why is secrecy being created around the case? Why pleas in courts and the ECP to keep details of the case away from the public and the media?"

"We demand an open trial of the case," he said, alleging that the premier, "the man who thinks he is a symbol of honesty" wants to maintain secrecy in the case.

"The biggest robbery in democratic history has been revealed. Why don't you present the money trail of PTI's foreign funding?" he said while addressing the prime minister.

"You accuse others of [having] benami accounts, now 23 benami accounts of the PTI have been unearthed. Why did you conceal these 23 accounts from the public? Where were the donations used and why is the money concealed from the public?" he asked.

Coming to the subject of economy, he said the PTI government during the last 15 months has brought the country to the "verge of total destruction".

He accused the government of having "crushed" the economy, and cited the hike in electricity tariff, rising inflation, declining purchasing power of people and unrest among traders and farmers. Industries are on the course of downsizing, he claimed.

Iqbal said that the government has halved the funding for the Higher Education Commission (HEC) and shelved its new projects.

Despite the bleak scenario, he added, the prime minister said that the economy was picking up. He told the government that "the reality on the ground cannot be concealed with fake figures presented on social media."

According to Iqbal, while the government had recently announced record Foreign Direct Investment (FDI) in the country, the reality was that the government had issued treasury bills against a record ratio of interest.

ECP approves daily hearings of foreign funding case against PTI

Chief Election Commissioner (CEC) Justice (R) Sardar Raza on Thursday gave the go-ahead for daily hearings of the foreign funding case against Pakistan Tehreek-e-Insaf (PTI).

A day earlier, the opposition parties' Rahbar Committee had requested the Election Commission of Pakistan (ECP) to conduct daily hearings of the case before the chief election commissioner completes his tenure next month.

The ECP, as per sources, has directed the scrutiny committee to wrap up the foreign funding case "as early as possible".

The Rahbar Committee contended in the memorandum signed by its members that the foreign funding case against PTI had been pending before the ECP for the last five years and that the tenure of the office of the chief election commissioner and members would come to an end next month.

“We urge that the case hearing may be held on a daily basis and decided at the earliest and during the term of the incumbent members,” the committee said.

Prime Minister Imran Khan during a meeting of government spokespersons reportedly told participants not to worry about the case.

"No need to worry about the foreign funding case. PTI's audit reports are there for all to see," he was quoted as saying.

Sources quoted PM Imran as saying that opposition parties were using the case to keep their politics alive and build a narrative against the PTI.

Meanwhile, the ECP has started investigating the Pakistan Peoples Party (PPP) and the Pakistan Muslim League-Nawaz (PML-N) as well in the foreign funding case, with a notice sent to both the parties on Wednesday.

The ECP has directed representatives of PPP and the PML-N to present themselves before the scrutiny committee of the commission on November 26.

Both the PPP and PML-N have been accused of receiving illegal funds from the US and UK, according to the petition filed by PTI’s Farrukh Habib.

Lt Gen Nadeem Raza appointed new CJCSC

Prime Minister Imran Khan has appointed Lt Gen Nadeem Raza as the new Chairman Joint Chiefs of Staff Committee (CJCSC), a statement issued by the premier's office announced on Thursday.

According to the press release, Lt Gen Raza's appointment will take effect from November 27.

The statement recalled that the notification for the reappointment of Gen Qamar Javed Bajwa as the chief of army staff for another tenure was already issued on August 19.

Following his appointment as the CJCSC, Lt Gen Raza called on Prime Minister Imran at his office today.

The incumbent CJCSC, Gen Zubair Hayat, had begun making the ritual farewell calls earlier this month as he is set to retire on Nov 27.

Besides Lt Gen Raza, who has been serving as the Chief of General Staff (CGS), the other top contenders for the office of CJCSC were Strategic Plans Division (SPD) Director General Lt Gen Sarfraz Sattar and Commander V Corps, headquartered at Karachi, Lt Gen Humayun Aziz, Dawn reported last week.

The CJCSC, in principle, is the highest-ranking military officer across the armed forces. He serves as the government’s top adviser on matters related to national defence and security. His job description also includes working for promotion of ‘jointness’, or cross-service cooperation, in all military processes. But in practice, the position has been reduced to a ceremonial one in the scheme of things.

During the entire three-year tenure of Gen Zubair, the Joint Chiefs of Staff Committee, created in 1976 to address the shortcomings of ‘joint effort’ in the East Pakistan war, met only once, on July 3, 2018, although the forum has to meet quarterly.

By virtue of being a tri-services office, the position of CJCSC has to be rotated among all three services, but it has come to be dominated by the army, especially after the establishment of the National Command Authority (NCA), because it controls the key areas of nuclear command and strategic assets. The CJCSC is also the deputy chairman of the NCA’s development committee.

Of the 16 chairmen who have served the office so far, 13 were from the army, two from navy and one from the air force. Within the army, the position has mostly been bagged by men from the infantry.

Outgoing Chairman Gen Zubair was, however, from the artillery. He had the honour of being the first gunner to become a four-star general since Gen Pervez Musharraf retired in 2007.
