Treason case filed against Captain Safdar

Pakistan Muslim League-Nawaz (PML-N) leader Captain (retired) Safdar Awan has been booked under a treason case over his anti-state speeches.

The case has been registered at the Satelite Town Police Station Gujranwala over the complaint of SHO. Safdar Awan in his press conference on Saturday had criticized state institutions.

Sources privy to the development said that police teams have been formed for the arrest of the PML-N stalwart.

It may be noted that Captain retired Safdar is already facing a case of clashes outside the National Accountability Bureau (NAB) office during the appearance of Maryam Nawaz.

He is on bail till October 6.

On August 12, Lahore police had registered a case against 300 Pakistan Muslim League Nawaz (PML-N) leaders including its Vice President Maryam Nawaz on the complaint of the National Accountability Bureau after violent clashes outside the NAB office.

The case carried sections dealing with the attack on NAB office in Lahore, interference in official duty and other related sections pertaining to violent acts.

After almost seven months, Saudi Arabia on Sunday resumed the Umrah pilgrimage for hundreds of residents of the country amid stringent health measures in light of the COVID-19 pandemic.

Hundreds of residents were welcomed into Makkah on Sunday who circled the Holy Kaaba along socially distanced paths.

The General Presidency for the Affairs of the Two Holy Mosques is received pilgrims. The pilgrims gathered at allocated sites in Makkah including Ajyad, Al-Shasha, Al-Gazzah and Al-Zahir, and were transported to the Kaaba in special buses.

Moreover, at least 1,000 employees have been appointed to monitor Umrah rituals at the Grand Mosque which is cleaned 10 times a day.

In order to ensure the safety of the Umrah pilgrims, thermal cameras have been placed at the entrances and inside halls of the Grand Mosque to monitor body temperature spikes and issue alerts if necessary.

The Kingdom took drastic measures to combat the pandemic and suspended the Umrah pilgrimage and prayers in mosques in mid-March.

Saudi Arabia also halted international flights and implemented a lockdown to prevent surge in virus cases.

Armenia reports heavy losses as conflict with Azerbaijan intensifies
Amid fierce clashes, Armenia leaders said it was facing a 'historic threat' as the country reported heavy losses during the long-sought dispute at Nagorno-Karabakh region.

Yerevan's defence ministry said separatist forces in Karabakh had repelled a massive attack by Azerbaijan, seven days after fighting erupted again in the decades-old dispute over the ethnic-Armenian breakaway province.

Armenia also announced the deaths of 51 more separatist fighters, taking the number of fatalities on both sides above 240.

Azerbaijan's defence ministry meanwhile said its forces had "captured new footholds" and President Ilham Aliyev claimed that his forces took the village of Madagiz, a strategic hamlet within firing range of an important northern road.

In an address to the nation on Saturday, Prime Minister Nikol Pashinyan called on Armenians to unite.

"We are facing possibly the most decisive moment in our millennia-old history," Pashinyan said.

"We all must dedicate ourselves to a singular goal: victory."

The clashes took place after the regional capital Stepanakert came under artillery and rocket fire Saturday, with local defence officials reporting further explosions later in the day.

The fighting over Nagorno-Karabakh has threatened to draw in powerful players like Russia and Turkey.

Armenia is in a military alliance of former Soviet countries led by Moscow, which maintains a military base there, while NATO member Turkey has signalled its full support for Azerbaijan's military operations.

'Final battle'

Both sides have been accused of hitting civilian areas, and Azerbaijan said Saturday that Armenian artillery had shelled 19 of its settlements overnight.

On Saturday in Stepanakert, residents cleared wreckage and swept up glass from the shattered windows of their homes and shops.

"This is a great sorrow for our community, for our people," Nelson Adamyan, a 65-year-old electrician, told AFP outside his damaged residential building.

"But we will stand for our freedom, we will always be free."

Others, however, decided to flee.

AFP journalists saw families gathering in the border town of Goris as a first step to reaching Yerevan, 350 kilometres (220 miles) to the northwest.

Dropped off in front of a grey Soviet-style hotel, they waited for the public buses authorities are sending or hoped for lifts from volunteers providing a taxi service.

"We must come to their aid," said Ani, who had driven from Yerevan to help families leave.

"We help our country as we can."

The new fighting erupted on September 27 and international calls for a halt to hostilities have gone unanswered.

The leader of Karabakh, Arayik Harutyunyan, said he was going to join "intensive fighting" on the frontline.

Armenia has reported 209 military deaths and 14 civilian fatalities. Azerbaijan has reported 19 civilian deaths but has not confirmed any fatalities among its troops.

The Britain-based Syrian Observatory for Human Rights registered the deaths of least 36 militants from Syria fighting alongside Azerbaijan´s forces in over the last 48 hours, bringing their reported deaths to 64.

The war monitor said 1,200 combatants from pro-Ankara Syrian factions had been dispatched to the conflict.

Iran warned on Saturday against any "intrusion" by Armenian and Azerbaijani forces fighting over the disputed Nagorno-Karabakh region after mortar fire hit Iranian villages along the border.

"Any intrusion upon our country's territory by either side of the conflict is intolerable (and) we seriously warn all sides to take the necessary precautions in this regard," foreign ministry spokesman Saeed Khatibzadeh said in a statement.

He called for an end to the fighting between the two countries and said Iran stood ready to facilitate talks.

Armenia and Azerbaijan have for decades been locked in a conflict over Nagorno-Karabakh, an ethnically Armenian region of Azerbaijan which broke away from Baku in a 1990s war that claimed the lives of some 30,000 people.

Both sides have defied international calls for a ceasefire and accused the other of starting the new flare-up that began last Sunday and has seen the heaviest fighting since a 1994 ceasefire.

Iran does not border directly with Nagorno-Karabakh, but it does border adjacent Armenian-held areas of Azerbaijan which have seen fighting over the past week.

Several mortar rounds have hit Iranian villages since Monday, according to state news agency IRNA.

On Wednesday, a six-year-old child was wounded when five mortar rounds hit the village of Parviz Khanlu in Iran's East Azerbaijan province.

According to IRNA, "a large number" of those living along the border in Ardebil province "watch the firefight between Azeris and Armenians every day".

Ardebil's deputy governor Behrouz Nedayi has called on citizens to stay away from the conflict zone "given the intensity of the fighting."

PML-N spokesperson Marriyum Aurangzeb said that the decision was made with the consensus of all opposition parties.

Meanwhile, sources within the opposition parties revealed the senior vice president of Pakistan Democratic Movement (PDM would be from Pakistan Peoples Party (PPP), while Pakistan Muslim League-Nawaz (PML-N) and other political parties would be given posts of deputy secretary generals.

The Pakistan Democratic Movement (PDM)- a multiparty alliance of the opposition parties- will hold its first public gathering in Quetta on October 1.

On September 20, the opposition-led All Parties Conference (APC) announced to form the Pakistan Democratic Movement (PDM) aimed at jointly launching a countrywide protest.

The handout issued by the APC announced country-wide protests with its first phase beginning in October and November with mass protests in major cities of the country.

In the next phase, the public gatherings will be held in provincial capitals of the country, the handout detailing the action plan read.

The opposition parties would further take out a long march towards Islamabad, the federal capital, the handout read besides also announcing to utilize all options inside and outside of the assemblies against the government including bringing no-confidence motion and resignations at the appropriate time from the assemblies.

While commenting over the political situation of the country, the federal minister said that the armed forces played a leading role while fighting the war against extremism for 15 years besides getting remarkable victories. He said that the role of armed forces of Pakistan should be appreciated and supported instead of running propaganda against it.

The education minister highlighted that the coordinated efforts of all national institutions have brought stability in Pakistan under the leadership of Prime Minister Imran Khan. He urged for respecting all national institutions rather than collecting political benefits after putting the country at stake.

Lahore High Court closed bank default inquiry against Chaudhry brothers

The Lahore High Court (LHC) on Saturday closed a 20-year old bank default inquiry by NAB against Chaudhry brothers.

The high court issued its ruling over the bank default probe by the National Accountability Bureau (NAB) against Chaudhry Shujaat Hussain and Pervaiz Elahi.

A division bench of LHC headed by Justice Raja Shahid Mehmood issued written order of the court.

The court said that the NAB had submitted a statement and said that it has closed inquiry against Chaudhry brothers for willful default from banks. “The bench is dismissing the plea of Chaudhry brothers on the basis of its withdrawal by them,” the court said.

NAB had submitted report to the court as counsel of the anti-graft watchdog said that inquiry has been closed because of lack of evidence.

The NAB had launched an inquiry against Chaudhry Shujaat and Pervaiz Elahi about bank default on April 12, 2000.

The accountability watchdog is still working on two inquiries on assets beyond means and illegal appointments against them.

Chaudhry brothers had approached the high court with a petition against Chairman NAB over three inquiries launched by the accountability bureau.

Former Islamabad accountability court judge Arshad Malik has challenged his dismissal in the Lahore High Court (LHC).

On July 23, a seven-member administrative committee headed by LHC Chief Justice Muhammad Qasim Khan had sacked him after completion of an inquiry against him over his alleged involvement in a video scandal.

In his appeal, former judge Arshad Malik, who handed the verdict against former prime minister Nawaz Sharif in the Al-Azizia reference, argued that the relevant rules were not followed for his dismissal.

He said the LHC registrar issued a notification regarding his dismissal on August 6 after the administrative committee approved his sacking on the basis of an inquiry report without taking into consideration his standpoint in violation of the laws.

The appellant pleaded that the decision regarding his dismissal be declared void.

Meanwhile, the LHC chief justice has constituted a three-member service tribunal to be led by Justice Muhammad Tariq Abbasi to hear and decide the appeal of the former judge. The other members of the tribunal will be Justice Masood Abid Naqvi and Justice Sajid Mahmood Sethi.

Last year in July, the Islamabad High Court (IHC) had removed judge Arshad Malik from his post and surrendered his services back to the LHC.

Addressing a press conference alongside top PML-N leadership on July 6, 2019, Maryam Nawaz had shown reporters a video in which Arshad Malik can be heard saying that there was “no proof of corruption against the deposed premier” in the Al-Azizia reference.

Arshad Malik had denied Maryam Nawaz’s allegations that the judge was blackmailed into convicting Nawaz without any evidence.

Saudabad police produced Nehal Hashmi and his two sons Barrister Naseer Hashmi and Faheem Hashmi in the case in the city court today.

“Nehal Hashmi and his sons attacked the on-duty policemen,” a police officer told the court.

Protesting lawyers chanted slogans against police in the courtroom during the court proceedings.

Nehal Hashmi alleged that the policemen misbehaved with his family members.

The lawyers alleged that Hashmi’s sons were beaten and misbehaved in the incident. They demanded registration of a case against the policemen involved in the incident.

According to details of the incident, the two sons of PML-N leader, had a brawl with a citizen after an accident in the Kala Board area of Karachi.

The police reached the spot and took both parties to Saudabad police station to resolve the matter where the sons of PML-N allegedly thrashed on-duty policeman. Hashmi also reached the police station and allegedly hurled abuses to police officials.

Taking action, the police arrested Hashmi and his sons for beating on-duty policemen at Karachi’s Saudabad Police Station and a case was registered against them.

The Sindh police announced on Saturday to set up an anti-harassment unit (AHU) to check rising cases of sexual assault on women and children.

The announcement came during a meeting presided over by Sindh Home Secretary Dr Usman Chachar. AIG Hyderabad Dr Jameel, DIG Operations Maqsood Memon, senior female police officers and others attended the meeting.

During the meeting, Mr Memon announced to set up the AHU at the police facilitation centre at Korangi Road. He said it will help check cases of sexual assault and torture on women and children in the province and will improve the access of victims of such offenses to legal aid.

The meeting further decided to launch a campaign to curb the incidence of sexual abuse. Dr Jameel said the proposed campaign on social media will help control sexual abuse cases and foster harmony between the police and the public.

Passenger caught with pistol at Islamabad International airport

A passenger was precluded from boarding a Karachi-bound flight after a pistol and bullets were seized from his possession at Islamabad International Airport on Saturday.

Sources said flyer Dr Masroor Ali was found to be carrying a 9mm pistol, three magazines, and 32 bullets in a hand carry during checking at the airport. He had an expired licence of the seized gun.

The passenger was to board a private airline’s flight, PA-207. He was handed over to the police for further investigation.

On September 23, the Airport Security Force (ASF) had arrested a man at Islamabad airport for carrying a 30-bore pistol and 25 bullets in his luggage while departing for the United Kingdom (UK) en route Abu Dhabi.

The passenger was identified as Fawad Shah, said an airport source, adding that he along with his sister was departing for the United Kingdom (UK) en route Abu Dhabi.

Armenia said on Friday it would work with Russia, the United States and France on renewing a ceasefire in Nagorno-Karabakh as the death toll rose on the sixth day of fighting over the breakaway enclave in the South Caucasus.

Azerbaijan, which is fighting ethnic Armenian forces in Nagorno-Karabakh, has not responded to a call for a ceasefire on Thursday by the three countries - co-chairs of the Organization for Security and Co-operation in Europe (OSCE) Minsk Group, which mediates in the crisis.

Azerbaijan’s president, Ilham Aliyev, ruled out talks with Armenia over Nagorno-Karabakh on Tuesday, and Azerbaijan’s ally Turkey said on Thursday the three big powers should have no role in peacemaking.

“It is obvious that Armenia is not interested in resolving the conflict through negotiations and is trying to annex the occupied territories,” Azerbaijan’s Foreign Ministry said.

French President Emmanuel Macron said in a statement he had spoken on the phone successively with the prime minister of Armenia, Nikol Pashinyan, and Azerbaijan’s Aliyev, and had proposed a new method to restart talks within the Minsk group.

Macron said work would start from Friday evening, as he upped his efforts to broker mediation in his role as co-chair of the OSCE Minsk group.

The Armenian government said Pashinyan and Macron agreed that any use of foreign fighters and terrorists in the conflict was unacceptable, and Macron called for an immediate ceasefire.

Armenia and Azerbaijan accuse each other of using foreign mercenaries in military operations.

Pashinyan also talked to Russian President Vladimir Putin.

In a third phone call in the six days since fighting broke out, Putin and Pashinyan expressed serious concern about the involvement of what the Kremlin termed illegal armed groups from the Middle East in the fighting.

Putin reiterated the need for an immediate ceasefire.

U.S. President Donald Trump was in a military hospital on Saturday for treatment after testing positive for COVID-19, an extraordinary development that upended the presidential race a month before the Nov. 3 election.

Roughly 17 hours after he made his diagnosis public, Trump walked slowly from the White House to a waiting helicopter to be taken to Walter Reed National Military Medical Center in Bethesda, Maryland. He wore a mask and business suit and did not speak to reporters.

“I think I’m doing very well, but we’re going to make sure that things work out,” Trump said in a brief video message posted on Twitter. Early on Friday, he had tweeted that he and the first lady, Melania Trump, had contracted the virus.

Trump will work in a special suite at the hospital for the next few days as a precautionary measure, White House press secretary Kayleigh McEnany said. Online video showed a small group of Trump supporters outside Walter Reed late on Friday waving Trump 2020 flags, most not wearing masks.

Trump, 74, has a mild fever, according to a source familiar with the matter. White House doctor Sean P. Conley said late on Friday that Trump was doing very well, did not need supplemental oxygen, and had received a first dose of Remdesivir, an intravenous antiviral drug sold by Gilead Sciences that has been shown to shorten hospital stays.

In a tweet late on Friday, the president wrote: “Going well, I think! Thank you to all. LOVE!!!”

The diagnosis was the latest setback for the Republican president, who is trailing Democratic rival Joe Biden in opinion polls ahead of the Nov. 3 presidential election.

Trump has played down the threat of the coronavirus pandemic from the outset, even as the disease has killed more than 200,000 Americans and hammered the U.S. economy.

A number of other prominent Republicans also tested positive on Friday, including former White House senior adviser Kellyanne Conway and Republican senators Mike Lee and Thom Tillis.

Vice President Mike Pence, who would take over presidential duties if Trump became severely ill, tested negative, a spokesman said. The former Indiana governor, 61, is working from his own residence several miles from the White House.

Trump is at high risk because of his age and weight. He has remained in apparent good health during his time in office but is not known to exercise regularly or to follow a healthy diet.

Conley said earlier on Friday that Trump has received an experimental treatment, Regeneron’s REGN-COV2, one of several experimental COVID-19 drugs known as monoclonal antibodies, which are used for treating a wide range of illnesses.

Trump is also taking zinc, Vitamin D, famotidine, melatonin and aspirin, Conley said.

Stocks on Wall Street closed lower as news of Trump’s diagnosis added to mounting uncertainties surrounding the election.

Police in Australia’s coronavirus hotspot state of Victoria stepped up patrolling on Saturday as hundreds of people in the city of Melbourne breached stringent lockdown restrictions and flocked to beaches on the warmest weekend in months.

Under the restrictions, nearly five million people in Melbourne, Victoria’s capital, may exercise or socialise outdoors for a maximum of two hours a day, but must stay close to home. People must wear masks in public places.

But television and social media footage showed crowds, many people without masks, at some of Melbourne’s beaches as temperatures soared ahead of summer in the southern hemisphere.

“A number of fines were issued to people who breached directions .... and Victoria Police will be conducting increased patrols of popular public spaces this weekend,” police said in a statement.

Fines for not wearing masks reach A$200 ($143) and for breaching public health orders are more than A$1,600.

Victoria Premier Daniel Andrews said the behaviour of the beach-goers was “unacceptable”.

“Spending time at the beach without a mask, without social distancing now, will just mean that you won’t get to go to the beach for all of summer,” Andrews said at a televised briefing.

State officials said eight people had been diagnosed with the novel coronavirus in the past 24 hours and three more people died. The numbers have been going steadily down after reaching more than 700 in new daily cases at their peak in July.

Melbourne has been under a strict lockdown for months, with the measures set to remain in place until the average number of new daily cases over a two-week window falls below five. On Saturday it was 12.

Victoria, Australia’s second-most populous state accounts for 90% of national COVID-19 deaths. Australia, with 893 fatalities, has fared far better than many other developed countries.

Gilgit-Baltistan Caretaker Chief Minister Mir Afzal on Friday said help would not be taken from the Pakistan Army in the upcoming elections for the Legislative Assembly.

Elections on the 24 general seats of the GB Legislative Assembly will be held on Nov 15, according to a notification signed by President Arif Alvi last month.

In a press conference today, Afzal said help would only be taken from police and paramilitary forces during the elections.

"We will prove that police and paramilitary forces have full capability to help with conducting the elections," he said.

"We will set an example for the whole country by conducting GB elections without [help from] the army," he added.

However, army officials could be posted in "sensitive areas" depending on the conditions, he said.

Afzal said the caretaker government was "neutral" and would investigate if evidence of rigging was found.

Ban on visit of PM, govt officials

Meanwhile, the Election Commission of Pakistan (ECP) banned the prime minister and other government officials from visiting GB until elections have been held.

Gilgit-Baltistan Chief Election Commissioner Raja Shahbaz Khan, in a press conference, said that according to the rules of conduct of the election commission, no government official could visit the region or run an election campaign.

He said the PML-N had lost control of its workers and was now levelling allegations of "political engineering" against the ECP.

Expressing the resolve to conduct "transparent elections at any cost", Khan said help would be taken from GB Scouts, Rangers, police and Frontier Corps.

Khan too said that the army would only be posted at sensitive polling stations. "Arrangements for the elections are being made according to the coronavirus situation," he added.

The Finance ministry after approval of Prime Minister Imran Khan has issued a circular in this regard. The doctors working in the government hospitals of the federal capital will also get a special healthcare allowance.

The doctors working in PIMS, Polyclinic, Federal General Hospital, and others will get the allowance equal to their basic salary of 2018.

It may be noted that Prime Minister Imran Khan had okayed an increase in the allowances of the doctors, last year.

In the month of July, this year, the federal government had approved special risk allowance for the health professionals performing coronavirus duties.

According to sources, the government had allocated Rs480 million for the special risk allowance to encourage the frontline warriors in the fight against the COVID-19.

The Economic Coordination Committee (ECC) on Friday approved the import of 180,000 metric tons of wheat from Russia on GTG basis waiving off all taxes/levies duties on wheat import.

Adviser to the Prime Minister on Finance and Revenue Dr. Abdul Hafeez Shaikh chaired the meeting of the Economic Coordination Committee (ECC) of the Cabinet here at the Cabinet Division in Islamabad.

The meeting considered and approved the import of 180,000 MT of wheat from Russia on GTG basis.

The forum was informed that about 5 million tons of wheat was available with the public sector in stocks. In terms of import 430,000 tons has already been imported by the private sector and another 1.1 million ton was expected to be imported by the end of December 2020.

In terms of wheat import by the public sector, Trading Corporation of Pakistan (TCP) has already opened a Letter of Credit (LC) for importing 330, 0000 MT of wheat while TCP is in the process of tendering another about 1.2 million tons.

Another 180,000 tons are imported through GTG arrangement from Russia. ECC also allowed the exemption from sales tax on supply of sugar imported through Trade Corporation of Pakistan of upto 300,000 MT and allowed the amendment of SRO 751(1)/2020 dated August 20, 2020 of the Revenue Division for the purpose.

Sending emojis of Omani and non-Omani characters in “sarcastic and inappropriate positions” through the messaging app constitutes a misdemeanor in the Omani Penal Code and could result in a sentence of imprisonment for a term not exceeding three years and a fine of no more than OMR (Omani Riyal) 5000.

“Lately, emojis of Omani and non-Omani characters have spread through the WhatsApp application for Omani and non-Omani personalities, in inappropriate positions or with sarcastic expressions,” the Times of Oman quoted a local lawyer as saying.

“Designing and sending, through WhatsApp, emojis of people’s pictures and placing them in a ridiculous form or in mocking terms, without the consent of the other party, is a violation and an encroachment on the private life of individuals.”

The lawyer said: “This act is a misdemeanor in the Omani Penal Code and results in a sentence of imprisonment for a period no less than one year and not exceeding three years, and a fine of no less than OMR 1000 and not more than OMR 5000 or one of these two penalties.”

Lahore Qalandars have signed a memorandum of understanding (MoU) with the Ministry of Science and Technology in a bid to revolutionise "to promote and proliferate the use of the latest technologies in sports".

The MoU was signed in Islamabad between Fawad Chaudhry, the federal minister of science and technology, and Atif Rana – the CEO of Lahore Qalandars.

According to the MoU, both parties will work to introduce latest technologies to improve the fitness and performance of players.

Among the technologies mentioned in the MoU are the introduction of smart ball technology, smart cricket bat technology, advanced data analysis program, wearable devices for illegal bowling action and scientifically prepared bowling shoes in Pakistan.

Lahore Qalandars, the MoU document says, will introduce the technologies at its High-Performance Center.

“Technology is updating day by day. [This initiative will help keep us] provide our players with the latest technology to prepare them to compete with the best of best in business,” said Rana.

He further said that cricket will be the model game in the beginning but other sports will also reap the benefits of the initiative.

Rana further said that the introduction of sports-related technologies in Pakistan will make players train as per international standards, and also boost Pakistan’s sports industry.

Chaudhry, meanwhile, said that the partnership will form the foundation for the sports technology industry in Pakistan.

“I once tweeted about an Australian manufacturer inserting a smart chip in cricket balls, since then I’ve been getting ideas by Pakistani software producers," the minister said.

"We are gathering Pakistan’s sports and technology industry under one roof and it is being patronized by Lahore Qalandars."

US President Donald Trump scrambled Wednesday to quell an uproar over his failure to explicitly denounce white supremacist groups during his debate debacle — ahead of US election 2020 — with Joe Biden branding his election rival a "national embarrassment."

The bitter adversaries returned to the campaign trail one day after their off-the-rails showdown in Cleveland made headlines less for the substance than for its unrestrained chaos.

The toxic shout fest — with Trump constantly interrupting and Biden launching personal attacks — even prompted the overseeing Commission on Presidential Debates to announce it would be imposing new measures to help moderators "maintain order" at the upcoming two debates.

After his assertive performance Biden launched a whistlestop train tour Wednesday through battleground states Ohio and Pennsylvania where he hammered away at Trump.

"The president of the United States conducted himself the way he did — I think it was a national embarrassment," Biden said in Alliance, Ohio.

He fiercely attacked Trump's failure to clearly denounce white supremacist groups or the far-right Proud Boys, instead giving a shout-out to the male-only militia group by saying they should "stand back and stand by," and that the real problem is "far-left" extremists.

"My message to the Proud Boys and every other white supremacist group is: cease and desist," Biden said. "This is not who we are as Americans."

Trump, in an apparent attempt to tamp down outrage over his comments, called on the group to "stand down."

"I don't know who Proud Boys are but whoever they are they have to stand down," Trump told reporters. "Stand down, let law enforcement do their work."

Trump must 'correct' comments

Trump's backpedaling came after multiple Republicans distanced themselves from the president's debate remark, with Senator Tim Scott, the only black Republican in the US Senate, saying Trump "needs to correct" his comments.

Several other Republicans reportedly offered similar reaction, including powerful Senate Majority Leader Mitch McConnell.

Biden, who leads in election polling, knocked Trump for failing to speak directly to the US public about their plight during the Covid-19 crisis, which has killed more than 206,000 Americans.

And during a train stop in Pittsburgh he assailed the president for "planting seeds of doubt" about US election integrity by saying mail-in voting will be riddled with "fraud like you've never seen."

But Biden gnawed at the white supremacy issue throughout the day. At a stop in Greensburg, Pennsylvania — where hundreds of people gathered in what was one of Biden's biggest crowds since the pandemic hit — he pointed to how the Proud Boys were already treating Trump's words as a boost to their cause.

"They got a new emblem now, literally, it says 'Stand down and stand by,' implying that if he loses the election something may have to be done," Biden, 77, said, misquoting Trump's debate comment.

"I promise you, that won't happen," he added. "Nobody is going to get in the way of our democratic process going forward."

Biden was also pushing his blue-collar roots, as he accepted the endorsement from the United Brotherhood of Carpenters and Joiners of America, with 550,000 members.

"Donald Trump sees things from Park Avenue. I see them from where I grew up in Scranton," Biden said.

'Meltdown'

Snap polls on the debate performances of the presidential candidates leaned towards Biden, who withstood a barrage of barbs from the 74-year-old Trump while delivering some of his own.

An estimated 73.1 million people in the US watched the two candidates go toe-to-toe on TV, according to data firm Nielsen.

The Cleveland debate was scheduled to be the first of three before the election but the acrimonious debacle led to calls by some commentators for the two others to be cancelled.

In an interview with CNN, Biden's running mate Senator Kamala Harris suggested it was unlikely that the Democratic nominee would bow out of the next debates.

"Joe Biden's never going to refuse to talk to the American people," Harris said.

The next debate is scheduled for October 15 in Miami.

Trump meanwhile flew to Duluth, Minnesota, a Midwestern state narrowly won by Hillary Clinton in 2016, for an outdoor rally with his faithful.

Ally Eid, 29, among several supporters standing in an early Wednesday drizzle awaiting the president, said she was not offended at Trump's brash debate outbursts.

"He speaks his mind and gets his points across and that's why so many people support him," Eid told AFP.

"He stands up for what everyone wants to say but they won't say it on national television."

Authorities in Karachi closed six marriage halls and 103 restaurants in the metropolis for not complying with health guidelines and COVID-19 prevalence, said the National Command and Operation Centre (NCOC) on Friday.

The country's nerve centre in the fight against coronavirus said that it has also instructed all provinces, including Gilgit-Baltistan, Azad Jammu and Kashmir and Islamabad to ensure health guidelines and abidance of protocols.

The NCOC also cautioned the authorities that restaurants and marriage halls were "emerging as the epicentre of the disease".

Federal minister Asad Umar also warned that indoor restaurants and marriage halls were emerging as "high contributors to the COVID-19 spread".

"NCOC today has directed all provinces and federating units to crack down on SOP violations in these places," said the minister.

He emphasised that the country must not allow "irresponsible behaviour" of some individuals to put everyone's health at risk.

Due to the rising number of cases in the port city, Deputy Commissioner South Irshad Sodhar on Thursday directed authorities to impose micro smart lockdown in several areas of Karachi's South district.

The lockdown was imposed in an apartment located in the district's sub-division Civil Lines, according to a notification issued. It was also imposed in the sub-division Saddar.

The DC also said that a restaurant was also sealed for violating the prescribed coronavirus standard operating procedures (SOPs).

The development comes a day after a similar lockdown was imposed in two areas of Manghopir for two weeks.

The areas in Mangophir's Gadap Town included Saima Villas and Samama City, both having a combined population of 4,000 people approximately.

The spokesperson said Pakistan supports Azerbaijan’s position on Nagorno-Karabakh, which is in line with the several unanimously adopted United Nations Security Council resolutions.
Dozens of people have been reported killed and hundreds wounded since Sunday in fighting that has renewed concern about stability in the South Caucasus, a corridor for pipelines carrying oil and gas to world markets.

Nagorno-Karabakh broke away from Azerbaijan in a 1991-94 war that killed 30,000 people, but is not recognised internationally as an independent republic.

Nagorno-Karabakh has said 103 of its servicemen have been killed and more than 200 wounded but has given no figures on civilian casualties.

According to NAB, Saad Rafique in collusion with his wife Ghazala Saad Rafique Butt, brother Salman Rafique, Qaiser Amin Butt and Nadeem Zia had launched a housing project named Air Avenue, which was later renamed to Paragon City (Pvt) Ltd).

Saad Rafique, his brother Salman Rafique, Nadeem Zia, Umar Zia, and Farhan Ali were named accused in accountability reference comprising of 17 volumes.

According to the reference, the Khawaja Saad Rafique, Khawaja Salman Rafique and Nadeem Zia owned 93.2 per cent shares in the Paragon Housing Society.

Besides, Saad Rafique acquired 40 kanals of land in his and his brother’s name, which he used to extend the project illegally and sold commercial plots worth billions of rupees.

It states that the former railway minister received monetary benefits to the tune of Rs58 million from the society whereas his brother Rs39 million.

Another gang-rape case has been reported in Punjab, where a mother of three children was sexually abused in Qadirpur Ran, Multan, reported on Friday.

The novel coronavirus claimed fifteen more lives during the past 24 hours, bringing the death toll from the disease to 6,499.

According to the National Command and Operation Centre (NCOC), 31,697 samples were tested for the infection during this period, out of which 625 declared positive. The number of Covid-19 cases across the country has reached 313,431 with the addition of the new cases.

Thus far, 298,055 patients have recuperated from the infection. There are 8,877 active Covid-19 cases in the country. More than 3.5 million tests have been conducted across the country. As many as 480 patients under treatment at various hospitals are said to be in critical condition.

So far, Sindh has reported 137,467 cases of the coronavirus, Punjab 99,605, Khyber Pakhtunkhwa 37,845, Balochistan 15,302, Islamabad 16,650, Gilgit Baltistan 3,808, and Azad Jammu and Kahsmir 2,754.

India’s coronavirus case tally climbed to 6.39 million after it reported 81,484 new infections in the last 24 hours, while related deaths were just shy of 100,000 mark, data from the health ministry showed on Friday.

Deaths from coronavirus infections rose by 1,095 in the last 24 hours to 99,773, the ministry said.

Wasim Akram declines PCB’s offer for becoming cricket committee chairman

Former Pakistan skipper Wasim Akram on Thursday apologised for declining Pakistan Cricket Board’s (PCB) offer for becoming cricket committee chairman after the resignation of former chairman Iqbal Qasim.

The PCB had recently made the offer to Akram. However, sources revealed that the cricket legend, who is busy with several other assignments including commentary, apologised for not accepting the post.

"I will be accused of conflict of interest, so I want to work independently instead of being blamed by anyone,” he said.

Wasim Akram has worked with Mohsin Khan, Wasim Khan and Iqbal Qasim as a member of the cricket committee previously.

Abdullah Shafiq becomes first Pakistani to score centuries on T20, first-class debuts

Central Punjab's Abdullah Shafiq on Wednesday impressed on his T20 debut as he made an unbeaten century during the second match of the National T20 Cup in Multan against Southern Punjab.

The 20-year-old hit 102 off 58 deliveries, making him the first Pakistani player to score a century on his debut in both first class and T20 cricket.

His blitzkrieg helped his side beat Southern Punjab by seven wickets.

Shafiq's first-class career began last year in a similar manner as he scored 133 runs, also against Southern Punjab.

The young batsman is the fourth Pakistani and overall the eighth cricketer to score a century on T20 debut. Other Pakistanis include Moin Khan (in 2005), Asif Ali (in 2011), and Bilal Asif (in 2015).

The only other player in the world to achieve this feat is Shivam Bhambri from Mohali, India.

Bhambri had scored 106 on his T20 debut and 105 on his FC debut for Chandigarh last year.

Meanwhile, in the same match, veteran wicket keeper batsman Kamran Akmal, for Central Punjab, scored 75 off 41 to complete 6,000 runs in T20 cricket, making him the third Pakistani to complete the feat after Mohammad Hafeez and Shoaib Malik.

India helping Nawaz in attempts to weaken army: PM Imran

Prime Minister Imran Khan has said PML-N supremo Nawaz Sharif is playing a "dangerous game" by levelling allegations of political interference against the army and claimed that the former premier has India's support.

In an interview with a private TV, he also said the relations between his government and the military are the "best in history" because all institutions are working in their spheres.

"This is a dangerous game Nawaz is playing; Altaf Hussain played the same game," he said, adding that he was "100 per cent" sure that India was helping the PML-N leader.

"Whose interest is it that our army weakens? Our enemies," he added, saying some "foolish liberals" were agreeing with Nawaz's narrative.

"Look at Libya, Syria, Iraq, Afghanistan, Yemen; the entire Muslim world is ablaze [so] why are we safe? If it weren't for our army, our country would've been in three pieces. India's think-tanks say that they want to break Pakistan."

He said Nawaz was creating a "huge fitna (mischief)" by attacking the army.

"He (Nawaz) is becoming the next Altaf Hussain. He is a coward, I am sure he has support [from India]," he said.

"I am so angry that he went abroad by lying shamelessly. All kinds of lies were told that he is about to die, [his] platelets are low, etc." which led the government to allow him to leave, the premier added.

Prime Minister Imran said he was the "first person in the country's history" who won elections from five constituencies and who was "not grown in any military nursery like Nawaz or Zulfiqar Ali Bhutto".

He reiterated that he did not have any issues with the army and came to power after mobilising the public and struggling on his own.

"Justice [Asif Saeed] Khosa during the Panama Papers case had said that all institutions in Pakistan were rotten and paralysed," he said. "Only one institution is intact which is the army and we take their assistance to fight Covid, locusts, etc. If I hadn't sent the NDMA to clean nullahs [in Karachi], more water would have entered [buildings]."

Prime Minister Imran said the army could not be cursed due to the mistakes made by some dictators.

"If a dictator made mistakes will we always call the army bad? If Justice Munir gave a wrong decision will we call the judiciary bad? If politicians looted wealth and stashed it abroad are all politicians bad?" the premier asked.

He said Pakistan's history provided the lesson that the "military's job is not to run the government. If a democratically elected government is performing poorly, it does not mean martial law should be imposed; it means the government should be improved.

"If a judge gives a wrong decision it means the judiciary has to evolve. The army has evolved as well. Contemporary civil-military relations are the best in history because they are all working in their spheres."

He said the army had stood by his decisions including those regarding relations with India, opening of the Kartarpur Corridor and the coronavirus pandemic.

The premier said PML-N supremo Nawaz Sharif was "never a democratic man" and entered politics through the army's support.

"Now he has become a super democrat," he added, saying Nawaz had problems with various former army chiefs and Gen Qamar Javed Bajwa, whom he himself appointed.

The prime minister said Nawaz has problems with the army because "they come to steal and our world-class agencies detect their theft".

He said Nawaz during his tenure had controlled the civil institutions and even the judiciary and had his workers attack the Supreme Court "when justice Sajjad Ali Shah could not be controlled".

"Only the army was not under his control. That is why he couldn't get along [with them]."

Referring to the claim reportedly made by Nawaz that ex-ISI chief Zaheerul Islam had called him to ask him to resign, Imran said: "You were the prime minister, [how] does he have the courage to say that to you?

"If someone tells that to me, I will demand his resignation. I am the democratically elected prime minister; who can dare to tell me to step down?"

Prime Minister Imran said in a democratic system, a person's moral authority is what counts.

"[Nawaz] has no moral authority. When he had a two-thirds majority, he tried to become Ameerul Momineen ... Why don't I want to become the same?"

He said in security matters the army has the biggest say in any country in the world.

"India has become a security issue," he added. "We know India sponsors terrorism in Pakistan but since we were aiming to bring peace because we wanted to lift our economy, the army stood by me."

Answering a question regarding a meeting held between prominent opposition leaders and the army chief, Prime Minister Imran said Gen Bajwa had called the meeting regarding Gilgit-Baltistan after asking him.

"There was a purpose behind [the meeting]," he said. "India is active in GB; it is also part of the CPEC route and ... the region is in limbo. The people there want rights and India is exploiting that.

"It was important that the [army] explained to them what security issues are coming up. Whenever there is a security matter, I prefer the army to explain because they have institutional memory."

The premier said India wanted to create disturbance in the country by creating a Shia-Sunni conflict.

"We knew for three months, they were aiming for the assassination of Shia and Sunni scholars. Thank God our agencies caught that [and] a terrorist group was busted in Punjab," he revealed.

Information minister Shibli Faraz on Thursday said "the person speaking from London against the state's institutions" was trying to save his assets and that it was his bid to take "revenge from Pakistan".

In a press conference in Islamabad, while referring to former premier and PML-N supremo Nawaz Sharif, Faraz said that the ones speaking against the country had accumulated assets worth billions and dealt great damage to Pakistan.

Faraz asked Nawaz to clarify how he had purchased the Avenfield apartments in London. "You answered every question except the ones that were asked."

The information minister said that the PML-N supremo had crippled the country's economy and that during his party's tenure such accords were struck that had led to a surge in electricity prices.

On the industrial front, he said that local industries had shut down because imports had become cheap and local production was expensive during the PML-N's tenure.

'Pretending to be Nelson Mandela'

Slamming Nawaz for "pretending to be [Nelson] Mandela", while residing in London, he said that the PML-N supremo "was and is the cause of inflation in Pakistan".

Faraz said that Nawaz was speaking against the institutions as they were not standing by him.

"You are akin to MQM founder Altaf Hussain," he said, adding that the court had remarked that his exit from the country was a "mockery of the entire justice system".

"A person who believes in upholding the law does not commit such an act," he said, adding that the confidence with which Nawaz lies was second to none.

The information said that Nawaz, in a bid to save himself had "made Pakistan's democratic system controversial". "You are the enemy of democracy."

The minister said that Nawaz was speaking against the same system that had allowed him to exit the country.

"We received votes to chase after you [and bring you down]".

Faraz said that the PML-N supremo's speeches against the institutions would not give him any leverage, and he said that PM Imran Khan performs better when he is under pressure.

"[Nawaz] wears a watch worth Rs70 million and claims he has sympathy for the people," said Faraz, adding that he should bring the "looted" money back to Pakistan along with his children.

School reopening and COVID-19 surge has no clear link
A study of 191 countries has found that widespread reopening of schools after lockdowns and vacations is generally not linked to rising COVID-19 rates and that lockdown closures will leave a 2020 “pandemic learning debt” of 300 billion missed school days.

The analysis, by the Geneva-based independent educational foundation Insights for Education (IfE), said 84% of those 300 billion days would be lost by children in poorer countries, and warned that 711 million pupils were still out of school.

“It’s been assumed that opening schools will drive infections, and that closing schools will reduce transmission, but the reality is much more complex,” said IfE’s founder and chief executive Randa Grob-Zakhary.

The vast majority - 92% - of countries that are through their first wave of COVID-19 infections have started to reopen school systems, even as some are seeing a second surge.

IfE found that 52 countries that sent students back to school in August and September – including France and Spain – saw infection rates rise during the vacation compared to when they were closed.

In Britain and Hungary, however, infection levels dropped after initial school closures, remained low during the holidays, and began rising after reopening.

Full analysis of these 52 countries found no firm correlation between school status and infections - pointing to a need to consider other factors, IfE said.

“The key now is to learn from those countries that are reopening effectively against a backdrop of rising infections,” Grob-Zakhary said.

The report said 44 countries have kept schools closed.

It found countries are developing strategies for schools during the pandemic - including some, such as Italy, France, which order temporary school closures on a case-by-case basis.

Other measures include policies on masks, class rotations and combining remote with in-school lessons.

“This first real global test highlights what school life looks like in a COVID-world,” said Grob-Zakhary. “Understanding how countries undergoing a massive second wave are dealing with this new reality in the classroom is essential to guide future reopening decisions and to help schools remain open.”

Labour members of the UK parliament including Shabana Mahmood, Naz Shah, Sam Tarry and Rachel Hopkins have joined the Labour Friends of Kashmir Executive at the inaugural meeting of the Labour Friends of Kashmir Parliamentary Liaison Committee.

The organisation chair Andrew Gwynne MP announced the appointments of the Labour MPs. At least 20 MPS attended the meeting.

Senior officials of the organisation including Chairman Andrew Gwynne, National Coordinator Wajid Khan and General Secretary Waseem Zaffar gave briefing to the members of the UK parliament on the work of the organisation. They highlighted the importance of helping the Labour Party develop a strong policy to bring about peace in South Asia with a focus on the eradication of human rights violations.

Briefing the MPs, the chairman said, "I'm delighted to welcome my parliamentary colleagues to the executive who will join a talented group wanting to work across the Labour movement to play a role in bringing about a peaceful resolution to the longstanding Kashmir issue. Shabana, Naz, Sam and Rachel are all champions of the cause, and their skills will make Labour Friends of Kashmir stronger."

Rt Hon Liam Byrne MP and Anas Sarwar MSP will now work as West Midlands and Scottish Parliament spokespersons for Labour Friends of Kashmir, respectively, according to an announcement at the meeting.

Gwynne commented, "Liam and Anas are two of the most passionate parliamentarians who have always spoke up in support of the people of Kashmir. Their organisational skills will no doubt be a huge asset to Labour Friends of Kashmir."

Associated with the Labour movement, the Labour Friends of Kashmir is a voluntary group that campaigns for peace and justice in Kashmir, with a specific focus on international law and human rights.

Maryam Nawaz rules out dialogue with govt, refuses to recognise current 'set-up'

PML-N Vice President Maryam Nawaz categorically rejected a dialogue with the current government, saying that she did not recognise it or the "fake" government of PM Imran Khan.

Flanked by PML-N leaders Javed Hashmi and Pervaiz Rashid, Maryam said that for the first time over the past 72 years of Pakistan's history, Punjab had not surrendered to the "establishment".

"Did you see how, over the past few days when stones were pelted outside NAB office and cases were filed, how the workers went to jail instead of the leaders [of the PML-N]?" she asked.

She said that those who were trying to use underhanded tactics to pressurise the government would fail because the PML-N is "united and its vote bank has increased and those who love Nawaz Sharif have also increased".

Maryam said that the incumbent government was so weak that it will not be able to complete its tenure. "This government is so weak that it will fall on its face before its tenure ends," she said, adding that all that was required to send the current set-up packing was one push.

Lashing out at PM Imran Khan, Maryam referred to him as a "weak" and "inept person" who is unable to manage the affairs of the state and as a result, tells institutions to deal with the crises instead.

"There will come a time when even the institutions will tell you to fight your cases yourself, don't use us" she said. "That time has come now."

Responding to a question on whether or not she will opt for dialogue to resolve the current stand-off between the government and the opposition, Maryam categorically said she would not.

"I am not ready to recognise such a government, and you talk of me having a dialogue with them," she responded, blaming the incumbent government and other elements for hijacking elections 2018 and not believing in the Constitution.

"Neither does I recognise this fake prime minister, neither do I recognise this government nor this set-up. We should have called out this set-up since day one. However, it's never too late," she said.

In response to a question about Khawaja Asif's statement on Asif Ali Zardari, Maryam said that Nawaz had already spoken on the matter and his speech had gone live in front of the world. However, she said that Nawaz believes in ensuring unity and harmony between all parties part of the PDM, whether it be the PPP or the JUI-F.

Nawaz had earlier called out the incumbent government for what he termed its "dual standards of accountability", saying that he can "no longer remain quiet" on the matter.

He was addressing a PML-N central working committee meeting via a video link from London.

"Nawaz Sharif is not made of the kind of stuff that can stand remaining quiet on dual standards of accountability," he said, adding that "no one should try to silence him".

He said that although Prime Minister Imran Khan "is to blame" for the country's current state, "it is those who brought him into power who are truly responsible".

"They will have to answer," Nawaz had said.

As he began his address, he spoke of how it had been a long time since such an address had taken place. "I am addressing you all after a long time. And in these two-and-a-half years we have all endured much."

"But it is with God's grace we are seeing each other now," Nawaz said.

"When I look at the state the country is in, it saddens me deeply," the former prime minister said. "We were on such a great path to progress and look at where we are now."

Nawaz had said he sees a world of a difference between the Pakistan of a few years ago and the one before us now. "I do not understand why this has happened."

"We were so prosperous until 2018. Our tenure lasted 2013-2018 and with your prayers and God's mercy and your support from 2013-2017, I was prime minister," he said.

"Me and my team who are sitting here and also those not here, such as Shahbaz Sharif who is in jail, paying for crimes not committed — together, we were changing the fate of Pakistan."

"These are not empty words, you yourself have witnessed the fruits of our efforts," Nawaz said.

Imran’s General Assembly speech most viewed among world leaders on UN’s YouTube

After receiving heaps of praises from in and out of the country for his comprehensive UN General Assembly address, Prime Minister Imran Khan’s speech has now become the most viewed UNGA address as compared to other world leaders – including Indian Prime Minister Narendra Modi, US President Donald Trump and others – since it went up on the online video-sharing platform.

The premier’s speech was uploaded on September 27 and to date, has been viewed over 170,000 times, however, second comes United States President Donald Trump, whose address received 138,000 views after it was uploaded a week ago on September 22.

The US president made headlines after he accused China of "unleashing” COVID-19 on the world and told the United Nations General Assembly to hold it accountable, prompting Beijing to accuse him of “lies” and abusing the UN platform to provoke confrontation during his UNGA address.

Meanwhile, Modi’s speech was viewed 63,000 times after it was uploaded on September 26. The Indian premier's address made no direct mention of climate change or of India's rising border tensions with China following a clash in June when 20 Indian troops died.

The Bharatiya Janata Party (BJP) ruler also stayed away from directly mentioning Pakistan despite PM Imran’s denunciation on India over occupied Kashmir and the New Delhi government's Hindu nationalist ideology.

PM Imran, in his fierce UNGA address, warned India against carrying out any misadventure, saying "it will be met by a nation that is ready to fight till the end for its freedom" as he addressed the 75th United Nations General Assembly (UNGA) session via video earlier last week.

"While the Nazis' hate was directed at the Jews, the RSS directs it at the Muslims, and to a lesser extent, the Christians," the premier had said, adding that the extremist ideologists believe that India is exclusively for Hindus and others are not equal citizens.

"The secularism of Gandhi and Nehru has been replaced by the dream of creating a Hindu Rashtra, by subjugating, even cleansing India's 200 million Muslims and other minorities," he had said.

PM Imran at length spoke about the RSS's attempt to destroy the Babri Masjid and the massacre of 2,000 Muslims in the Gujarat riots. "And this was [Gujarat massacre] under the watch of chief minister Modi," he had said.a
