Dozens of casualties as explosions rock chaotic Afghan elections
Dozens of Afghans were killed or wounded in poll-related violence Saturday as the legislative election turned chaotic with hundreds of polling centres failing to open and voters queueing for hours due to technical glitches and lack of staff.

Election organisers, who have been skewered over their shambolic preparations for the long-delayed ballot, extended voting until Sunday for 360 polling centres after hiccups with voter registration lists and biometric verification devices caused lengthy delays.

At least three people were killed and more than 30 wounded in multiple explosions across Kabul, acting health ministry spokesman Mohibullah Zeer said, after the Taliban warned voters to boycott the ballot "to protect their lives".

The Italian NGO Emergency said 37 people had been taken to its trauma hospital in Kabul, including a dead child.

An Independent Election Commission (IEC) employee was killed and seven others were missing after the Taliban attacked a polling centre in the northern province of Kunduz, destroying ballot boxes, provincial IEC director Mohammad Rasoul Omar said.

Three rockets also struck the Kunduz provincial capital, but there were no casualties.

The Taliban claimed it carried out 166 attacks on voting locations, checkpoints and military sites on Saturday morning.

Despite the threat of violence, large numbers of voters showed up at polling centres in major cities where they waited hours for them to open.

Most polling sites opened late after teachers employed to handle the voting process failed to show up on time, said the IEC, which promised to extend voting by four hours.

University student Mohammad Alem said he felt "frustrated" after spending more than three hours trying to vote in the northern city of Mazar-i-Sharif, only to discover his name was not on the registration list.

"There also were some problems with the biometric devices because they were already running out of charge," he said.

After waiting four hours at a polling centre, Tabish Forugh tweeted he had not seen "even remotely similar... chaos" at previous elections.

Almost nine million people registered to vote in the parliamentary election, which is more than three years late. But attacks across the country on Saturday are likely to deter many from turning up at the nearly 5,000 polling centres.

Hundreds of people were killed or wounded in the months leading up to the poll. The killing of a powerful police chief in the southern province of Kandahar on Thursday further eroded confidence in the ability of security forces to protect voters.

Voting in Kandahar has been delayed by a week following the attack.

As well as Kunduz, there was a rocket attack near a polling station in the western province of Herat that a police spokesman said wounded a child and numerous explosions elsewhere.

Despite the risks, President Ashraf Ghani urged "every Aghan, young and old, women and men" to exercise their right to vote, after casting his ballot in Kabul.

Photos posted on social media showed scores of men and women clutching their identification documents lining up outside voting centres across the country amid a heavy security presence.

A woman dressed in a burqa leaving a polling centre in Mazar-i-Sharif told AFP she had been worried about "security incidents", but decided to vote anyway.

"We have to defy the violence," Hafiza, 57, said. "In previous years we were not happy with the elections, our votes were sold out."

The Taliban issued several warnings in the days leading up to the poll, calling on candidates to withdraw from the race and for voters to stay home.

At least 10 candidates out of more than 2,500 contesting the lower-house election have been killed.

Most of those standing are political novices, and include doctors, mullahs and journalists. Those with the deepest pockets are expected to win.

The United Nations Assistance Mission in Afghanistan, which has spearheaded international efforts to keep Afghan organisers on track, on Friday called on voters to "exercise their constitutional right to vote".

The poll is seen as a crucial test for next year´s presidential election and an important milestone ahead of a UN meeting in Geneva in November where Afghanistan is under pressure to show progress on "democratic processes".

Preliminary results will be released on November 10 but there are concerns they could be thrown into turmoil if the biometric verification devices are broken, lost or destroyed.

Votes cast without the controversial machines will not be counted, the IEC has said.

A girl jumped out of a moving vehicle of a ride-hailing service in Karachi on Saturday, after allegedly being harassed by the driver.

The girl said that she had booked the ride for Saddar, but the driver took a turn in the wrong direction which made her sense the danger.

"I decided to jump out of the moving car, instead of giving chance to someone to lay his hands on my honour," the girl, who received minor injuries after jumping off the vehicle, told newsmen after the incident.

The incident took place near the FTC flyover on Shahrah-e-Faisal.

She further said that during the ride, the driver was continuously staring at her through the back-view mirror in the car.

Meanwhile, the said driver was taken hold of by passers-by and handed over to police. He was shifted to Saddar police station.

The girl said that she had submitted an application with the police, but she is not pursuing the matter in order to avoid escalation.

Police said they had registered an initial report of the incident and it was being investigated.

They said they would also summon officials of the ride-hailing service in this regard.

By-polls on one national, two provincial assembly seats today

By-polls in Karachi
By-polls for National Assembly seat NA-247, Sindh Assembly seat PS-111 and Khyber Pakhtunkhwa Assembly seat PK-71 will be held on Sunday (today).

The Election Commission of Pakistan (ECP) has finalised all necessary arrangements for the by-elections to be held in a peaceful manner. The process of voting will start at 8am and will continue until 5pm.

Polling material has been transported to the polling stations under the supervision of Pakistan Army personnel.

According to ECP, there are 546,451 registered voters in NA-247 and 178,965 registered voters in PS-111.

Twelve candidates are in the run for the NA-247 seat while 11 are contesting for the Sindh Assembly seat.

NA-247 was vacated by President Dr Arif Alvi while PS-111 was vacated by Sindh Governor Imran Ismail.

Prominent candidates in the run for NA-247 include PTI’s Aftab Hussain Siddiqui, PSP’s Arshad Vohra, MQM-P’s Sadiq Iftikhar and PPP’s Qaiser Khan Nizamani while PTI’s Shehzad Qureshi, MQM-P’s Jehanzeb Mughal, PML-N’s Mohammad Zahid Hussain and activist Muhammad Jibran Nasir are among those in the run for PS-111.

Meanwhile, the PK-71 fell vacant after Shah Farman was appointed as Governor Khyber Pakhtunkhwa.

PTI's Zulfiqar Khan, Awami National Party candidate Salahuddin, and independent candidates Dildar Khan, Abdul Karim Khan, and Fazale Haq Kohi Damani are contesting for the PK-71 by-election.

He further explained that all the cases being probed in the NAB were registered before the PTI government and his meeting with NAB chairman was a usual business. “However, despite all difficulties PTI government determine to strengthen the economy and strict corruption,” he said adding that in Punjab previous government has left his missionary in each department which was creating hinders in the government way.

Major power breakdown hit the metropolis on Saturday as the national grid’s transmission line tripped.

A K-Electric spokesperson said, “Supply to city is affected following tripping in transmission line of national grid. The sudden disruption in supply has had a rollover effect on local circuits serving Karachi.”
“Restoration efforts are under way. We regret inconvenience caused to customers and request their cooperation during this time,” the power utility added.

The supply of power to grid stations located in North Karachi, Nazimabad, North Nazimabad and Surjani Town has been affected owing to the tripping in transmission line.

Large parts of the city, including Defence, Bufffer Zone, Gulshan-e-Iqbal, Gulistan-e-Johar, North Nazimabad, New Karachi and Surjani Town, have been rendered without electricity for the past few hours.

Nusrat Bhutto Colony, PIB Colony, Quaidabad and Yousuf Goth have also been affected by the outage.Earlier this month, three major power outages plunged Karachi into darkness.

Following the outages, the National Electric Power Regulatory Authority (NEPRA) took serious notice and directed K-Electric to submit a detailed report regarding the power breakdowns along with preventive and corrective steps taken by it.

According to a press release issued by NEPRA, K-Electric is not investing to improve its transmission and distribution network as occurrences of tripping are frequent.

She said as international efforts to bring an end to the suffering of the Palestinian people have faltered, the burning cauldron of anger and pervasive sense of injustice have inescapably sowed the seeds of violence in the entire region.

The Pakistani envoy said the fundamental tenets of the two-state solution are being systematically dismantled in plain sight of the international community.

 She said long-standing Security Council resolutions on the status of Jerusalem and Israel's illegal settlement expansion into occupied territories continued to be flouted.

She also said that the Israeli decision to dismantle the Bedouin community of Khan al-Ahmar revealed its policy of forcibly displacing Palestinians from their land.

In addition, Ambassador Lodhi said, "the killing fields of Gaza continue to be drenched with the blood of innocent Palestinians over 200 civilians have been killed since peaceful protests began in March 2018, including another seven on 12 October."

Reaffirming Pakistan's commitment to the Palestinian cause, she  urged the international community to continue to lend its voice in support of a two-state solution based on agreed parameters, including pre-1967 borders and with Al-Quds Al-Sharif as the capital of the Palestinian state.

Prime Minister’s special assistant on overseas Pakistanis and human resource development Zulfiqar Hussain Bukhari, aka Zulfi Bukhari, has submitted an application in the Islamabad High Court (IHC) for removal of his name from the Exit Control List (ECL).

Interior secretary, NAB chairman, DG FIA and others have been made respondents in the petition submitted by Avocate Sikandar Bashir on Saturday.

The petition states that travel restrictions on Zulfi Bukhari is against basic human rights, thus, the interior ministry’s decision should be suspended and directives should be issued the concerned authorities for return of travel documents including Bukhari’s passport.

It may be mentioned here that Bukhari is a close aide to the prime minister. A dual British-Pakistani national, his name was placed on the Exit Control List (ECL) by the interior ministry on 4th August on a request of the National Accountability Bureau (NAB).

He is accused of owning off-shore companies in the British Virgin Islands and owning assets beyond his known source of income.

Last month, Prime Minister Imran Khan appointed Zulfi Bukhari as his special assistant on overseas Pakistanis and human resource development.

Federal Finance Minister Asad Umer said on Saturday that this is 19th International Monetary Fund (IMF) program Pakistan is approaching and said this will be the last time the country seeks a bailout from the lender.

Addressing gathering in Pakistan Stock Exchange, Asad promised stock brokers to resolve all the outstanding issues of business community as early as possible.

The finance minister clarified, “The media is portraying the country’s economy as collapsing but that is not the case. No alarm bells are ringing.”

However, Umar said, “This year there is a financing gap of $12 billion.”

“In the next seven to eight months, the US dollar will see a decrease of 26% to 27% against the Pakistani rupee,” he said while adding that “matters are coming under control”.

“The current account deficit, which earlier rose from $2.5 billion to $18 billion, has started to decrease,” the finance minister added.

Umar further announced that measures were being taken to improve the stock exchange and said, “There is astounding growth in the stock market and efforts should continue for better results.”“Doing business in Pakistan has become very expensive,” he said while adding that “the environment for investment and business needs to be improved”. He added, “We will also work on improving the capital market.”

Stating that investment is low in the country owing to taxation and that “needs to be fixed”, the finance minister continued, “The market needs to be regulated but not over-regulated.”

The finance minister added, “Ups and downs are common in businesses.”

Asserting that one should spend within their limits, Umar said, “I have to save 21 million Pakistanis.”

Several explosions have sent voters fleeing from polling stations across the Afghan capital, Kabul, as the country holds long-delayed parliamentary elections. The Taliban has vowed to disrupt the vote.

Several casualties have been reported in explosions at polling stations across Afghanistan, following a Taliban warning for voters to boycott Saturday's legislative elections.

Technical issues meant many of the 5,100 polling stations remained closed all day, leaving voters frustrated.

How voting day has been marred:

One blast took place at a polling station at a school in the north of Kabul, sending voters running for cover. Two police officers and two civilians were injured.

Two other explosions near polling centers in Kabul have been confirmed by an interior ministry spokesman.

At least 30 people have been taken to a trauma hospital run by the Italian NGO Emergency, including a dead child.

Rockets fired from the outskirts of northern Kunduz city hit near polling stations, injuring several voters, the Deutsche Presse-Agentur reported.

Two other small attacks in northern Farah and Kunar provinces injured two women.

Taliban fighters ambushed and killed four local police in central Ghor province as they were making their way to a polling station, a local official told The Associated Press.

Several polling stations across the country stayed shut due to technical issues, including biometric systems, and the non-arrival of voter registration lists, officials said.

Hours into polling, Afghanistan's election commission said voting would be extended until 8 p.m. local time (1530 UTC) across much of the country. It said some polling stations, where election materials arrive late, would postpone voting until Sunday.

The provinces of Ghazni and Kandahar — the scene of Thursday's violent attack — have postponed polling for a week.

UN Secretary-General Antonio Guterres is “deeply troubled” by the confirmation by Riyadh of Saudi journalist Jamal Khashoggi’s death, a United Nations spokesman said on Friday.

The UN chief called for a “prompt, thorough, transparent” probe into the circumstances of Khashoggi’s death and urged full accountability for those who were involved, Reuters reported.

Saudi Arabia claimed on Saturday that Khashoggi died in a fight inside its Istanbul consulate and that it fired two senior officials over his death, an account President Donald Trump said was credible but US lawmakers found hard to believe.

Saudi Arabia’s acknowledgment that Khashoggi died in the consulate came after two weeks of denials that it had anything to do with his disappearance, and followed growing demands from Western allies for an explanation of what happened.

Saudi state media said King Salman had ordered the dismissal of two senior officials: Saud al-Qahtani, a royal court advisor seen as the right-hand man to Crown Prince Mohammed bin Salman, and deputy intelligence chief Ahmed Asiri, a statement on state media said, Reuters reported.

Saudi Arabia provided no evidence to support its account of the circumstances that led to Khashoggi’s death.

Dozens of Palestinians were injured on Friday by live ammunition and teargas canisters fired by the Israeli occupation forces who attacked the peaceful protesters taking part in the Great March of Return near Gaza border.

Gaza Ministry of Health said that about 219 Palestinians suffered different injuries, including children, medics, and journalists.

The PIC reporter in Khan Younis, in the southern area of the Gaza Strip, said that an Israeli drone attacked a group of Palestinian youths near the border fence injuring some of them.

A spokesman for the Israeli army claimed that the targeted youths were flying fire balloons toward Israeli settlements adjacent to the Gaza Strip.

The PIC reporter said that the protests of the 30th Friday of the Great March of Return witnessed unprecedented participation by the Palestinian citizens in the Gaza Strip which came in defiance of recent Israeli threats to launch a new military operation on the enclave.

Coordinator of the Higher National Committee for the Great March of Return and Breaking the Siege Khaled al-Batsh affirmed in a press statement that the protests will continue until they achieve their goals.

The Great March of Return was launched on 30 March in five camps along the border between the Gaza Strip and the 1948 occupied Palestinian territories.

The border protests are mainly aimed at drawing the world's attention to the Palestinian refugees' right of return and pressuring Israel to lift the decade-long blockade imposed on the Gaza Strip.

So far 215 Palestinians have been killed by the Israeli army and over 22,000 injured.

Six Rohingya died in a blaze early Friday caused by embers from a kitchen fire at the Ohn Daw Che camp in western Myanmar’s Rakhine state, highlighting the dangers of overpopulated camps housing the stateless Muslim minority group, a Rakhine fire department officials said.

Among the dead at the internally displaced persons (IDP) camp, which houses about 4,000 Rohingya in sittwe township, were two children, aged 11 and 12, they said. The others who perished are men aged 20, 30, 45, and 60.

Charges have been filed against a Rohingya man who caused the fire that resulted in about 37 million kyats (U.S. $23,150) in damage, fire department officials said.

The blaze burned down 15 buildings that housed more than 800 people from 141 households, forcing them to seek shelter with relatives or in tents, they said.

“Two-thirds of the fire victims are staying in temporary tents because their relatives don’t have any more room in their homes,” a local resident who did not provide his name told RFA’s Myanmar Service. “They urgently need food and waterproof plastic sheets for their temporary tents.”

The Rakhine government has paid 300,000 kyats (U.S. $188) to each family member of those who died in the fire, said state government spokesman Win Myint. It has also provided a weeks’ worth of rice and other goods to the affected families and is building a temporary shelter for those lost their homes.

Myanmar is in the process of closing down IDP camps in Rakhine’s Sittwe district and in Kyauktaw and Myebon townships, where mostly Rohingya were housed following waves of clashes in the ethnically and religiously divided state in 2012 that left more than 200 people dead and displaced about 140,000 Muslims.

More than 94,000 Rohingya live in the a dozen IDP camps that remain in Sittwe township.

Colonel Phone Tint, Rakhine state’s security and border affairs minister, told RFA on Friday that the government has built 100 houses for Muslim IDPs Myebon, and plans to build 642 houses more there so that the township’s camps can be shut down.

“We are also working to shut down IDP and refugee camps in Sittwe township,” he said.

In August, authorities closed the Nidin IDP camp in Kyauktaw township and resettled the nearly 600 Rohingya who had been living there in new homes in Nidin village.

The camps closures are being overseen by a Myanmar government committee responsible for implementing recommendations by the Advisory Commission on Rakhine State, a group led by former U.N. chief Kofi Annan that proposed ways to solve sectarian tensions between Muslims and ethnic Rakhine Buddhists in the state.

The commission’s report called for the closure of IDP camps and for reviews of Myanmar’s 1982 Citizenship Law, which prevents the Rohingya from becoming citizens, and an end to restrictions on Rohingya to prevent further violence in the region.

‘We are living in a jail’

Those still confined to the camps complain about restrictions on their movements and other limitations that are part of the systematic discrimination that the Rohingya face in Myanmar where they are denied citizenship because they are seen as illegal immigrants from Bangladesh.

“We face many hardships in the camp,” said Thein Maung, an official at the Darpaing IDP camp in the rural area of Sittwe township.

“We could travel freely before when we lived in Sittwe, [but] we now have to travel with security guards even we really need to travel for emergency health care,” he said. “It is like we are living in a jail.”

Though the Muslims who live in the camp have rice, cooking oil, salt, and some medicine, they didn’t have cooking oil for two months, but were given money instead, he said.

Thein Maung also said that he told U.N. agency officials about the difficulties the Muslims face when they visited the camp in early October.

When the Muslims first lived in this camp, they only had coconuts to eat because they couldn’t buy rice as none was available even if they could pay for it.

But then the World Food Programme stepped in and began providing rice, he added.

“If they pay us money instead for rice and cooking oil, these items are very expensive and we are not allowed to travel to buy them,” he said.

Kyaw Sein, who lives in the Bawduba IDP camp in Sittwe, said that donors who have provided food to the Rohingya who live there since 2012 don’t always provide enough for them to eat.

“We have food if there are donors, but we have nothing to eat if there are no donors,” he said. “The donors haven’t given us enough rice this month, and they don’t give us any more cooking oil.”

“We can’t work outside the camp because we are not allowed to leave,” he said. “It’s terrible.”

Myanmar has also been building houses for Rohingya refugees who will return to Rakhine state from Bangladesh under a repatriation program that has yet to fully get underway.

About 720,000 Rohingya fled the region and headed across the border during a brutal military crackdown in northern Rakhine state in 2017, a campaign that amounted to genocide according to the U.N. Human Rights Council and other members of the international community.

A report issued by a U.N.-backed fact-finding mission in September detailed violence by Myanmar security forces and called for the prosecution of top military commanders on genocide charges at the International Criminal Court or by another criminal tribunal.

According to ECP, there are 546,451 registered voters in NA-247 and 178,965 registered voters in PS-111.

Twelve candidates are in the run for the NA-247 seat while 11 are contesting for the Sindh Assembly seat.

NA-247 was vacated by President Dr Arif Alvi while PS-111 was vacated by Sindh Governor Imran Ismail.

Prominent candidates in the run for NA-247 include PTI’s Aftab Hussain Siddiqui, PSP’s Arshad Vohra, MQM-P’s Sadiq Iftikhar and PPP’s Qaiser Khan Nizamani while PTI’s Shehzad Qureshi, MQM-P’s Jehanzeb Mughal, PML-N’s Mohammad Zahid Hussain and activist Muhammad Jibran Nasir are among those in the run for PS-111.

Meanwhile, the PK-71 fell vacant after Shah Farman was appointed as Governor Khyber Pakhtunkhwa.

In Chinese city Chengdu, the administration is pondering over sending moon-like satellite within the next two years. It will generate enough light that there will be no need of street lights.

It will emit eight-fold more light than natural moon and will brighten an area between 10 to 80 kilometres. The moon was prepared some two years ago by Chengdu Aerospace Science and Technology Microelectronics System Research Institute (CASC) and will properly be launched in upcoming two years.

Chengdu, the capital of Sichuan province in southwestern China, is perhaps best known to Westerners for giant pandas, but the city of 14 million is also one of China’s minor technology hubs, and is home to companies like Foxconn, which manufactures products for Apple.

Chinese engineers applied special coating over mirrors like solar panels which will reflect the light to the city. More details concerning this project is yet to be revealed by the administration of the institution. China is seriously pondering over solidifying its space system.

It is evident from this and other mission that China is planning to take its technology to the next level. In reality, it would take time actualize this dream. The success of this project is yet to be determined. China has already claimed to launch a space mirror of 25 meter but owing to technical issues, it could not.

Fake or artificial moon project of China is intended to conserve energy. It is quite a gargantuan mission and will save electricity if got successful. Energy conservation is the need of hour and with it humans will be able to save it and curtail their dependence over the electricity produced through fossil fuels. Only time will tell how durable and real that idea is.

Donald Trump says Saudi sanctions possible over Khashoggi

US President Donald Trump says imposing sanctions against Saudi Arabia is a possibility if the kingdom is found guilty in the suspected murder of dissident Saudi journalist Jamal Khashoggi.

Speaking to reporters on Friday, Trump said he would work with Congress to come up with the best response when it becomes clear what happened to Khashoggi, who was last seen entering the Saudi consulate in the Turkish city of Istanbul on October 2.

"Could be, could be,” Trump said when asked about sanctions. “We are going to find out who knew what, when and where and we'll figure it out.”

"I will very much listen to what Congress has to say. They feel very strongly about it also. So I'll be doing this with Congress," he added.

Many lawmakers on both sides of the US political spectrum have called on Trump to pressure Riyadh until it comes clean.

Turkish and American intelligence reports confirm that Khashoggi was indeed murdered at the Saudi mission by direct order of Saudi Crown Prince Mohammed bin Salman.

Trump, however, has taken a cautious line, pledging to punish the perpetrators without risking strong financial ties with Riyadh.

He has specifically pointed to his $110 billion military deal with the kingdom, warning that harsh reactions would alienate Riyadh and push it towards Russia.

"Saudi Arabia has been a great ally of ours. That's why this is so sad," he said Friday.

“They've been a tremendous investor in the United States. They've invested and the jobs are incredible,” he added.

In an interview with The New York Times in the White House on Thursday, Trump stopped short of saying bin Salman ordered the murder, but acknowledged that the allegations of Saudi involvement in the atrocity had created a serious foreign policy crisis for his presidency.

Khashoggi, a US green card holder and a columnist for The Washington Post, used to have close ties with bin Slaman before losing his favor and turning into a firm critic of his policies.

"I will continue to perform," he further vowed.

It was Abbas, 28, who destroyed Australia with a haul of 17 wickets in the series — becoming the first Pakistani fast bowler to take ten wickets in a Test since Mohammad Asif did so against Sri Lanka at Kandy in 2006.

A decade ago, Abbas was working as an office boy in a court, registering documents for cases related to real estate. Before that, he was a welder and a factory worker.

Russian President Vladimir Putin has hailed his country’s newly-developed hypersonic missiles that gives it a military edge, yet insisted that Moscow would only resort to using nuclear arms if targeted.

"Only when we become convinced that there is an incoming attack on the territory of Russia, and that happens within seconds, only after that we would launch a retaliatory strike," Putin emphasized on Thursday while addressing a panel discussion at an international policy forum in the Black Sea resort city of Sochi.

He also pointed out that Russia’s military doctrine does not envision a preventive nuclear strike, underlining that Moscow would only use its nuclear weapons if its early warning systems detected missiles moving towards Russia.

"It would naturally mean a global catastrophe, but I want to emphasize that we can't be those who initiate it because we don't foresee a preventive strike," said the Russian president in Sochi. "The aggressor should know that retaliation is inevitable, and he will be destroyed."

He then asserted, "We would be victims of an aggression and would get to heaven as martyrs" while those who initiate an aggression would "just die and not even have time to repent."

Earlier this year, Putin also praised Russia’s growing hypersonic arsenal as “invincible” during a state of the nation address. The weapons included a nuclear-powered cruise missile, a nuclear-powered underwater drone and a new hypersonic missile.

Putin also said in Sochi: "We have run ahead of the competition. No one has precision hypersonic weapons. Others are planning to start testing them within the next 1½ to 2 years, and we already have them on duty."

Blasting US use of sanctions, vowing weakening dollar

The Russian president also slammed Washington's reliance on sanctions against Moscow and other governments, insisting that such punishment tool "undermines trust in the dollar as a universal payment instrument and the main reserve currency."

"It's a typical mistake made by an empire," Putin emphasized. "An empire always thinks that it's so powerful that it can afford some mistakes and extra costs. But mistakes and costs multiply, and a moment comes when they become overwhelming in both security and economic spheres."

He then expressed confidence that the Kremlin could resist Western pressure and also voiced optimism that US President Donald Trump would ultimately move towards mending broken ties with Moscow.

Moreover, Putin also underlined that Russia had nothing to panic about considering its vast resources, defense capabilities, as well as "people ready to defend our sovereignty and independence."

"Not in every country are people so eager to sacrifice their lives for the Motherland," he boasted.

‘Trump desires better US-Russia ties’

Putin, however, went on to reiterate that he was still hopeful that US President Donald Trump would be able to mend relations between the two powers, saying that he believes the American president wants "some sort of stabilization and improvement of US-Russian ties." He then insisted that Moscow was ready for that "at any moment."

He also described his July meeting with Trump in Helsinki as positive, noting that they had a "normal, professional dialogue" even though their exchange led to strong criticism of Trump back in the US. The Russian president then rejected the dynamic as the result of "the internal political struggle."

"Some people think that playing the Russian card is a very convenient instrument for solving internal political problems," Putin observed. "I hope it will go away. I don't know if it happens after the congressional elections, but it might. Or it may happen after the 2020 US presidential election, when he will no longer have to constantly look back at those who engage in anti-Russian rhetoric."

Putin’s remarks came as Moscow’s relations with the West remain tense over the Ukrainian crisis, the foreign-sponsored war in Syria and the allegations of Russian interference in the US presidential poll in 2016.

1000 of US-bound Honduran migrants storm Guatemala border into Mexico
A large group of Honduran migrants breaks through a Guatemalan border barrier and forces its way into Mexican territory in an attempt to reach the United States, its final destination.

Mexican riot police on Friday resorted to pepper spray to block the flood of thousands of migrants, including children, from advancing deep into the southern province of Chiapas.

The angry crowd began throwing rocks and whatever objects they found at the security cordon on the Mexican side and even climbed or broke a series of barriers leading to the final fence and police line on Mexico’s southern border.

Reports said multiple migrants and a number of police personnel were wounded in the process.

“We ask you to please name a committee to hold a dialogue with officials from the National Migration Institute. Don't continue putting women's and children's lives at risk,” a Mexican official was heard as he pleaded with angry migrants through a bullhorn, as the crowd chanted, “Yes we can!” and “Mexico! Mexico!”

Police blocked the migrants’ flow into the province, however, dozens of the migrants managed to push their way through the border line.

The violence broke out after various caravans of migrants gathered at the Guatemala-Mexico border. The migrants hope they can obtain transit visas to proceed to the US or at least seek asylum in Mexico.

US President Donald Trump has threatened to deploy the military to stop the migrants from entering his country. This is while the United Nations has called on Washington to honor its human rights commitments.

The migrants were fleeing poverty and insecurity in the Central American nation, one of the most violent countries in the world with a homicide rate of 43 per 100,000 citizens.

Africa’s youngest billionaire, snatched a week ago off the street outside a luxury hotel in Tanzania, has returned home safely, the family company that he runs said Saturday.

Mohammed Dewji, 43-year-old CEO of the METL Group family conglomerate, was seized as he arrived for a morning workout in Tanzania’s commercial capital Dar es Salaam last week. Forbes estimates his net worth as $1.5 billion, making him Africa’s 17th richest man and its youngest billionaire.

“I have returned home safely,” METL Group quoted him as saying on its Twitter feed, without providing more details about how he was freed or got away from his captors.

The company also quoted him thanking those who had worked for his release, including the police.

The seizure of Dewji, who has also served as member of parliament in the past, had caused consternation in the East African nation as he is one of its most prominent business executives.

January Makamba, the country’s minister of environment and Dewji’s former colleague in parliament, also tweeted Saturday morning that he had spoken with him and that he was safe.

Makamba said that Dewji had bruises on his hands and feet from being tied up by his kidnappers. He said the kidnappers had freed Dewji by dumping him in a field in the early hours of Saturday morning.

Dewji’s family had offered a reward of 1 billion Tanzania shillings ($440,000) for information leading to his release.

METL Group is involved in a diverse range of manufacturing, farming, transport, infrastructure, agroprocessing and telecoms businesses spanning 11 African countries.

US needs Saudi as counterbalance to Iran: Trump

US President Donald Trump says Saudi Arabia functions as a counterbalance to Iran in the Middle East region and this has put Washington in a “complex” situation with regards to Riyadh’s explanation about dissident journalist Jamal Khashoggi’s death.

“They [Saudis] have been a great ally in the Middle East. We need them as a counter-balance to Iran. So it's not the simplest solution. It's not the simplest situation to be in,” Trump said Friday.

The remarks came after Riyadh admitted that Khashoggi, who had gone missing after entering the Saudi consulate in Istanbul on October 2, was killed in a "fight with people who met him” inside the building.

Trump told reporters that he found the account “credible” although he had to talk to Saudi Crown Prince Mohammed bin Salman to clear up a few more things.

Asked whether he would stay true to his pledges of punishing the perpetrators of the apparent murder, Trump said the situation needed to be handled with care because billions of dollars in arms sales were at stake.

“Saudi Arabia has been a great ally but what happened is unacceptable,” Trump said.

“I would prefer if there is going to be some form of sanction, or what we may determine to do if anything,” the president said. “But I would prefer that we don't use as retribution, canceling the $110 billion-worth of work, which means 600,000 jobs.”

Various reports citing Turkish officials state that the anti-Riaydh journalist was ambushed, tortured, killed and dismembered under direct orders from bin Salman.

The incident has grown into a public relations nightmare for the kingdom and the crown prince in particular.

In an attempt to contain the damage, Riyadh said it had sacked several officials, including Ahmad al-Assiri, a top general in the General Intelligence Agency (GIA) and a close aide to bin Salman.

Furthermore, Saudi King Salman ordered the formation of a ministerial committee to restructure the GIA. Ironically enough, the committee would be headed by none other than bin Salman himself.

Dar informs UK Home Office about passport’s cancellation

Former finance minister of Pakistan Ishaq Dar has visited British Home Office in abidance of law to inform them about cancellation of his diplomatic passport by Pakistani authorities.

It has been learnt that Ishaq Dar came to know about the cancellation of his passport through media after a letter dated September 6, 2018 from the Ministry of Foreign Affairs to DG Immigration and Passports was leaked, containing the direction to cancel his diplomatic passport.

Earlier, it was reported in media that the Pakistani Ministry of Interior had informed the Supreme Court of Pakistan that Dar's passport had been blocked. Under the circumstances, it was compulsory for Dar to approach the UK Home Office and inform them that the travel document — on which he was allowed to enter the United Kingdom — has been cancelled by the Pakistani authorities, in order to comply with the local law.

After a media channel reported that Dar has applied for asylum, a trusted source confirmed, "Ishaq Dar recently visited the Home Office in order to update the authorities about his current status and to explain his situation after having been left stateless post-cancellation of his passport by Pakistan Tehreek-e-Insaf’s government.”

The source said: “Ishaq Dar presented his medical reports etc before the Home Office too; an employee of the home office requested Dar for a selfie with him. Dar allowed him and that picture is being used as an unverified proof that asylum has been applied for. The picture proves nothing. Home office should be contacted to verify facts."

A source at the Home Office said that it cannot comment on people visiting Home Office and “we don’t discuss individual cases as a matter of policy.

"People come here for various reasons including extension of visit visas, granting of temporary residency on medical grounds etc. A person's visit to the Home Office doesn’t necessarily mean that he has visited to apply for an Asylum," the source said.

A stateless person has protection under Human Rights Act 1998 (European Convention on Human Rights 1950); Protection under Geneva Convention 1951; and further leave under family rights. Such an individual, as defined by the 1954 Convention relating to the Status of Stateless Persons, is “a person who is not considered as a national by any state under the operation of its law.”

In 2013, the UK government introduced a procedure through which people could be recognised as stateless and granted the right to remain in the UK because of their statelessness.

The expert said that Britain’s law generally offers many choices for people in destitute and hardship situations and people frequently use Home Office to regularise their stay in the country under such circumstances.

Dar had reached the UK in November, last year, for medical treatment and has since regularly sent his medical reports back home Pakistan confirming that he suffered from serious cervical ailment and disability.

He is currently under treatment at the London Neurosurgery Partnership on Harley Street in London's Marylebone neighbourhood.

Saudi Arabia Says Journalist Khashoggi Died After Fight in Consulate

Saudi Arabia says preliminary results from its investigation into the disappearance of Saudi journalist Jamal Khashoggi shows he died in the Saudi consulate in Istanbul after a fight with people he met there, state media reported.

A statement from the Saudi public prosecutor carried Saturday by Saudi state TV said 18 Saudi nationals have been arrested so far in connection with Khashoggi’s death and said royal court adviser Saud al-Qahtani and deputy intelligence chief Ahmed Assiri have been fired from their positions.

The prosecutor said the investigation into Khashoggi’s death is still underway.

The state-run news agency also said King Salman has also ordered the formation of a ministerial committee headed by the crown prince to restructure the kingdom’s intelligence services.

Saturday’s comments are the first admission by the Saudi government that Khashoggi died.

Turkish officials had said they believed he was killed in the Saudi consulate in Istanbul after he entered the building Oct. 2 to retrieve paperwork for his upcoming wedding. Saudi Arabia had previously denied the allegations and said Khashoggi had left the building shortly after.

The White House said in a statement that it “acknowledges the announcement from the Kingdom of Saudi Arabia that its investigation into the fate of Jamal Khashoggi is progressing and that it has taken action against the suspects it has identified thus far.”

When asked about the Saudi announcement, President Donald Trump told reporters in Arizona, “It’s a big first step.” However, he said, “We do have some questions” for the Saudis, and added “we’ll be working with Congress.”

He said that he wants to talk to the Saudi crown prince before the next steps are taken.

When asked whether the Saudis can produce a credible report about the killing of Khashoggi, Trump said, “We’re involved. Turkey is involved. … This has been a horrible event. It has not gone unnoticed.”

Before the Saudi announcement, President Trump told reporters Friday he might consider sanctions against Saudi Arabia over the disappearance of Khashoggi.

Earlier Friday, Turkish police said they questioned employees of the Saudi consulate in their ongoing investigation into Khashoggi’s disappearance. More than a dozen Turkish employees of the Saudi consulate were interviewed, including the consul general’s driver, technicians, accountants and telephone operators, Turkey’s state-run Anadolu Agency said.

U.S Secretary of State Mike Pompeo discussed Khashoggi’s disappearance during an interview Friday with VOA contributor Greta Van Susteren.

Trump has warned there would be “very severe” consequences if Saudi Arabia is behind the disappearance of the journalist, but Pompeo said, “I’m not going to get into what those responses might be. We’ll certainly consider a wide range of potential responses, but I think the important thing to do is that the facts come out.”

Pompeo, who traveled to Riyadh earlier this week to speak to King Salman and Crown Prince Mohammed bin Salman, told VOA, “I made very clear to them that the United States takes this matter very seriously. That we don’t approve of extrajudicial killings. That we don’t approve of that kind of activity. That it’s not something consistent with American values, and that it is their responsibility as this incident happened in the consulate.”

“It’s their responsibility to get to the bottom of this, to put the facts out clearly, accurately, completely, transparently, in a way that the whole world can see,” Pompeo said. “And once we’ve identified the fact set, then they have the responsibility and the first instance to hold accountable those inside the country that may have been involved in any wrongdoing.”

Turkish authorities also denied Friday they have shared with U.S. officials an audio recording of the torture and killing of Khashoggi.

Media reports said Pompeo heard the recording earlier in the week when he visited Turkey. But Pompeo, traveling in Mexico, told reporters, “I’ve seen no tape. ... I’ve heard no tape. I’ve seen no transcript.”

According to Anadolu, the state-run news agency of the Turkish government, Turkey Foreign Minister Mevlut Cavusoglu said, “It is out of the question for us to share this or that information with any country.”

Late Friday, some U.S. lawmakers weighed in on the Saudi announcement about Khashoggi’s fate.

Republican Sen. Lindsey Graham, a close Trump ally, tweeted, “To say that I am skeptical of the new Saudi narrative about Mr. Khashoggi is an understatement.”

Bob Menendez, the ranking Democrat on the Senate Foreign Relations Committee, said the U.S. should pursue sanctions against those Saudis involved in the journalist’s death under the Sergei Magnitsky, which is named after the anti-corruption Russian accountant who died in police custody.

“The Global Magnitsky Act doesn’t have exceptions for accidents. Even if Khashoggi died because of an altercation, that’s no excuse for his murder,” Menendez tweeted Friday. “This is far from the end and we need to keep up the international pressure.”

FATF gives Pakistan six months to step up money laundering measures

The Financial Action Task Force (FATF) Asia Pacific Group on Friday given Pakistan more time to step up measures to curb money laundering.

Pakistan and a delegation of FATF’s Asia Pacific held talks for over a week in the capital.

During the dialogues, it was agreed to devise a framework keep the record of real estate, trade transactions and non-profit organizations.

Sources said that the FATF agreed to give Pakistan six more months to Pakistan de-list Islamabad from its grey list.

Sources said that the FATF has demanded Pakistan to ‘do more’ to curb money laundering. The organisation has also expressed satisfaction over the progress made by Pakistan so far.

Currently placed on the FATF s grey list , Pakistan has been scrambling in recent months to avoid being added to a list of countries deemed non-compliant with anti-money laundering and terrorist financing regulations by the Paris-based FATF, a measure that officials here fear could further hurt its economy.

On Thursday, Finance Minister Asad Umer said that the FATF had acknowledged Pakistan’s measures to curb money laundering.

The finance minister said that Pakistan was determined to adopt modern ways to stop money laundering.

Umer went on to say that the Pakistan government would continue to cooperate with the body and will take steps on the directions of the FATF.

October 8, a nine-member team of the FATF s Asia-Pacific Group (APG) had arrived in Islamabad to review the measures as promised by Pakistan in June to tackle the concerns about money laundering.

Pakistan was placed on the grey list by the FATF in June for failing to curb anti-terror financing.

In August, the APG as part of the pre-site mutual evaluation identified a series of deficiencies in Pakistan s anti-money laundering or counter-terror financing (AML/CFT) laws and mechanisms. The report was sent to Pakistan with recommendations.

In response, Pakistan has provided details of measures taken in compliance with the recommendations. On October 5, Pakistan received another technical compliance annexure from the APG which further highlighted deficiencies in the AML/CFT measures that Islamabad needs to take.

Rival captains Sarfraz Ahmed and Tim Paine were unanimous in their praise of wicket-taking sensation Mohammad Abbas, who helped Pakistan thrash Australia in the second Test in Abu Dhabi on Friday.

The 28-year-old seamer took 5 for 62 as Australia, set a colossal 538-run target, were bowled out for 164 on the fourth afternoon in their worst-ever defeat against Pakistan, losing by 373 runs at Sheikh Zayed Stadium.

Abbas finished with 10 for 95 for the match after taking 5 for 33 in the first innings, ending up as man-of-the-series with 17 wickets in two Tests.

Sarfraz claimed Australia weren't ready for Abbas, who was also named man-of-the-series on Pakistan´s trip to England earlier this year.

"Looks like they hadn't prepared for Abbas, they took him a little easy," said Sarfraz.

Australia entered the two-Test series focused on the threat of leg-spinner Yasir Shah, although he managed just eight wickets.

"But credit goes to Abbas, because the pitch is not suitable for fast bowlers," said Sarfraz.

"The way he bowled, he was the best bowler on either side. The way he bowled throughout he was the main factor for us winning the series."

Abbas took seven wickets in the first Test which Australia drew after a determined fightback on the fifth day in Dubai.

Sarfraz said both teams were missing experienced players, with Pakistan's Test unit in a transition phase after last year´s retirement of senior batsmen Younis Khan and Misbah-ul-Haq.

'World-class bowler'

Australia were without key batsmen Steve Smith and David Warner -- both banned a year for their role in the ball-tampering scandal in South Africa in March.

"I am not so surprised at this win," said Sarfraz. "Both teams are missing senior players. The way my team played the first match, we almost won it but couldn´t. The way we recovered from 57-5 on day one was remarkable."

Paine agreed with Sarfraz's assessment of Abbas, the first Pakistani fast bowler to take a 10-wicket haul in a Test since Mohammad Asif against Sri Lanka at Kandy in 2006.

"Abbas is a world-class bowler," said Paine.

"He (Abbas) challenged our defence and was too good for us. Yasir didn't get the wickets, but he bowled just as well. Over here, one of the things our bowlers talked about was building pressure from both ends. That is what Pakistan did really well together."

Paine, who took over the captaincy in the wake of Smith´s suspension, said the defeat was "hard to swallow".

"It's bitterly disappointing, no doubt. We had some momentum from the first Test, started really well here but it went a bit pear-shaped to be honest all over the field," he said.

"It's hard to swallow. We came here to win this series and we did OK in the first Test and showed at least some fight and showed the style and brand of cricket we wanted to play."

Pakistan and Australia now head into a series of three Twenty20 internationals, with the first in Abu Dhabi on Wednesday.

Fortunately, there has been no loss of life reported in the wake of tremors.

Pakistan on Friday closed the Chaman and Torkham gates at its borders with Afghanistan for two days (October 19-20) on the latter’s request in view of yesterday’s Taliban attack which left three dead including Afghan police and intelligence chiefs.

Foreign Office Spokesperson Dr Muhammad Faisal in a statement on Friday said that on a request by the Afghanistan government, it has been decided to keep the friendship gates on Pakistan Afghanistan border crossing points at Chaman and Torkham closed for two days on October 19 and 20.

Dr Muhammad Faisal said both the crossing points will remain closed for all kinds of traffic except emergency cases.

It is pertinent here to mention that, a Taliban-claimed attack on the top US commander in Afghanistan and senior Afghan security officials had killed at least three people and sent the government scrambling to secure the country s restive south.

US and NATO commander General Scott Miller was not hurt in the attack inside a heavily fortified government compound in Kandahar city that targeted a high-level security meeting.

But the shooting carried out by a member of the provincial governor s security team killed anti-Taliban strongman and police chief General Abdul Raziq, Afghan and NATO officials said.

Afghan security forces swarmed Kandahar city after the shooting that shuttered shops and sent terrified civilians already on high alert for violence ahead of Saturday s ballot into their homes.

Foreign Office Spokesperson, Dr. Muhammad Faisal said that Indian purchase of S-400 missile system will further destabilize strategic stability in South Asia, besides leading to a renewed arms race.

In a statement in Islamabad on Friday, he said the deal is a part of Indian efforts to acquire a Ballistic Missile Defence (BMD) System through multiple sources.

He said following the May 1998 Nuclear Tests by both sides, Pakistan had proposed a Strategic Restraint Regime in the region, advocating against the acquisition of BMD systems due to its destabilizing effect.

The Spokesperson said Indian rejection of this proposal forced Pakistan to develop capabilities which render any BMD system ineffective and unreliable.

He however, said Pakistan remains fully confident of its ability to address threats from any kind of destabilizing weapon system.

Dr Faisal reiterated Pakistan’s commitment towards ensuring national defence in line with the policy of maintaining credible minimum deterrence and maintaining strategic balance in the region in the future as well.

Foreign Minister Shah Mehmood Qureshi has expressed concern over the reports that a large number of Pakistanis are still waiting for issuance of Iraqi visas while the Chehlum of Shuhada-e-Karbala is approaching.

He expressed these concerns during a meeting with Ambassador of Iraq, Dr. Ali Yassin Mohammed Karim, who called on him in Islamabad on Friday.

The Foreign Minister raised with him the issues faced by Pakistani Zaireen in obtaining Iraqi visas for Chehlum of Shuhada-e-Karbala.

While appreciating the Iraqi government's efforts in facilitating rising number of Zaireen from Pakistan, the Foreign Minister expressed concern over the reports of a large number of Pakistanis still waiting for issuance of Iraqi visas while the Chehlum of Shuhada-e-Karbala is approaching.

Highlighting the inconvenience and disappointment faced by Ziareen, the Foreign Minister drew attention of the Ambassador to the fact that many of them travel by road and will not be able to perform ziarat this year due to inordinate delay.

It was also decided that a meeting of registered tourist companies will be convened in Iraqi Embassy in the presence of Additional Secretary (Middle East) of the Ministry of Foreign Affairs to identify, discuss and resolve the visa problems of the Zaireen.

The Iraqi Ambassador assured the Foreign Minister of maximum cooperation from Iraqi side for issuance of visas in a transparent manner.

Addressing a two-day international symposium on 'Creating a Water Secure Pakistan' in Islamabad this afternoon, he said nature has been very kind to us providing all sorts of natural resources, including water but over the years increasing population and lack of building more water reservoirs led to strong pressure on existing resources of water.

The President said 2 million drought ridden residents of Cholistan amplify the magnitude of this problem.

He said situation in Tharparkar is a case in point as adequate water measures were not adopted for the growing needs of people.

He said Pakistan has a vast potential of hydel power generation and according to NEPRA Pakistan could generate 40,000 MW of power.

Dr Arif Alvi said government is cognizant of water conservation needs and is taking steps to create a green environment in the country.

The President said launch of clean and green Pakistan is a right step in this direction as well as the ten billion trees Tsunami.

Emphasizing the water conservation steps, the President said water pricing mechanism needs to be revised for better consumption and stopping the wastage of this important commodity.

Alvi said agriculture methods also need to be improved with the introduction of drip irrigation system. The President said water conservation techniques should be made part of school curriculum so that children learn the conservation from an early age.

Referring to Indus Water Treaty, the President said this agreement does not address the issue of decline in Pakistan's share of water after India uses this water for its dams and negotiations with India on Indus Water Treaty are essential.

The President said steps are being taken for desalination of water to meet the growing demands of Karachi population.  

President Dr Arif Alvi appreciated the initiative of Chief Justice of Pakistan for raising the issue of water shortage and establishing a fund for this purpose.

He said 6.4 billion rupees have been accumulated in the fund till 17th of this month and the people from Pakistan and overseas Pakistanis showed enthusiastic response for this national cause. 

The President urged the nation to play an active role in water conservation and in implementation of national water policy.

Pakistan can be faced with water scarcity in the future as resources of the country are depleting at an alarming rate, said Chief Justice of Pakistan Justice Mian Saqib Nisar during a two-day international symposium on water crisis on Friday.

While addressing the event at Supreme Court, the chief justice said judiciary is playing its role to save the country’s resources.

The top court has taken notices over issues that cause water resources of the country to deplete, including the ones against deforestation and companies that exhaust whatever is available.

Talking about global warming, Justice Nisar said glaciers are melting at a rapid pace.

All of these factors call for citizens to take measures to save water, he added.

The chief justice said efforts are being made on an emergency basis for the construction of Diamer-Bhasha dam. “This is the reason why a fund was created since we lack the resources for construction of big dams.”

No steps were taken in the past on water resources, but now everyone has to play their part to save the country from drought and famine.

The symposium titled ‘Creating a Water-Secure Pakistan’ was inaugurated by President Dr Arif Alvi.

It has been organised by the Law and Justice Commission on the direction of Justice Nisar to highlight issues relating to water shortage in the country and devise immediate remedial measures.

Jurists and experts in water resource management and researchers from different countries will also present their research papers in the symposium.

Themes pertaining to legal aspects of the Indus Basin, construction and financing of dams and reservoirs and management of water resources will be discussed.

Pakistan beat Australia by 373 runs in the second and final Test on the fourth day in Abu Dhabi, taking the series 1-0 on Friday.

Australia, set a daunting 538-run target, were bowled out for 164 as Pakistan medium pacer Mohammad Abbas rocked them with figures of 5-62 at Sheikh Zayed Stadium.
