COVID-19: Pakistan's confirmed cases jumps to 28,736, recovery rate rose to 7,809

Providing a breakdown of the cases, the CM Sindh said that 34 cases were reported in Sukkur, 19 in Hyderabad, 17 in Ghotki and Larkana each.

Karachi reports 583 cases

The CM Sindh said that Karachi alone has 583 reported cases from past 24 hours.

He said that 143 cases had been reported from district South, 133 in Malir, and 113 in East district.

In the Central district, 78 cases were reported, 61 in Korangi and 55 in West district.

The CM Sindh said that the authorities tested various shopkeepers and customers in parts of Karachi, where some of them tested positive.

In one of the world's most expensive cities, thousands of people lined up Saturday for free food, as the COVID-19 crisis casts a spotlight on Geneva's usually invisible poor.

In the Swiss city famous for its private banks, luxury watchmakers and fancy boutiques, people began lining up at 5:00 am (0300 GMT) Saturday, according to the association Caravane de Solidarite, the main organiser of the event.

By the time the distribution at Geneva's Vernets hockey stadium began four hours later, the queue of people, most wearing masks and standing two metres (six feet) apart, stretched and wound for about 1.5 kilometres (1 mile).

Organisers said they believed at least as many people had showed up as a week earlier, when well over 2,000 took part.

"We're in a bit of a crescendo," Silvana Mastromatteo, head of Caravane de Solidarite, told AFP, adding that Saturday's distribution was the sixth the organisation had set up since the crisis began, with more and more people showing up each time.

"We need food," Silvia Mango, a 64-year-old from the Philippines, said after waiting for three hours under a hot spring sun.

"Everything is just so much more difficult since the crisis began," she said, adjusting the scarf draped over her mouth and nose, and acknowledged this is her second time accepting a hand-out.

'Immediately fragilised'

Switzerland introduced a range of emergency measures in mid-March, including closing restaurants and most other businesses, to combat the spread of the novel coronavirus, which to date has killed more than 1,500 people out of more than 30,000 infected in the Alpine nation.

While the country has begun gradually lifting measures, the nearly two-month shutdown has had particularly dire consequences for undocumented workers and other vulnerable groups already living on the edge.

According to Switzerland's Federal Statistics Office, around eight percent of the Swiss population, or some 660,000 people, are considered to live in poverty, out of around one million living in a precarious situation.

"We know this population exists," said Isabelle Widmer, who is in charge of coordinating the City of Geneva's response to the crisis and who on Saturday was providing support to the food drive.

"But it has been astonishing to see how this population was so immediately fragilised by this crisis," she said, as volunteers donning fluorescent yellow and orange vests stacked bags of food behind tables topped with bottles of disinfectant.

COVID-19 tests

Around 1,500 large shopping bags filled with rice, pasta instant coffee, cereal and other goods have been prepared and line the walls of the large entrance hall and fill a nearby hall.

In addition, a large pile of reserves tower in one corner next to mountains of empty bags, ready to be filled if needed.

And if the food supplies run out, 20-franc coupons will be handed out, said Patrick Wieland of the Doctor Without Borders charity, a co-organiser of Saturday's event that goes by its French acronym MSF.

In addition to food, MSF is offering free COVID-19 tests to people showing symptoms, said Wieland, who is in charge of MSF's COVID-19 response in Switzerland.

Mastromatteo said there was no requirement for recipients to prove they were in need.

"It is not easy to stand in this line and ask for help," she said, insisting that "anyone who is here is here because they are in need."

Miguel Martinez, a 27-year-old undocumented restaurant worker from Colombia in the queue, lamented that "the virus has upended everything. There is no work. Nothing."

He said it was frustrating to have to accept handouts, but said he had no choice.

"The restaurants have received assistance, but not me. I have nothing to eat."

'We have nothing'

Odmaa Myagmarjavzanlkham, a 27-year-old undocumented migrant from Mongolia, also said she had nowhere else to turn, since she could no longer find work cleaning houses, and all of her husband´'gardening jobs had also disappeared.

"There is no work. We can't find the food," she said.

Usually the couple sends most of the money the make back to Mongolia where their five-year-old son still lives with his grandmother, but now they cannot even cover their rent, she said.

"It is so expensive here, and we have nothing."

A survey conducted of some 550 of those queueing for food a week ago showed that more than half were undocumented, but nearly a third had a residence permit and nearly four percent were Swiss nationals.

That survey also showed that 3.4 percent of those questioned said they had already tested positive for COVID-19, said Wieland, pointing out that that is three times the percentage seen in Geneva overall.

He pointed out that many of those hardest-hit by the crisis live in cramped quarters, sometimes with a dozen family members squeezed into a small apartment, making them more vulnerable to infection.

"There is poverty in Geneva that usually is quite hidden, under the radar," he said.

"Obviously, with the coronavirus crisis, everything just becomes a lot more visible."

The Iranian foreign minister has stressed the importance of international cooperation on the response to the coronavirus pandemic, thanking Indian Parsis for sending aid to Iran, and saying that Tehran has sent 40,000 COVID-19 test kits to several countries.

“The Parsis of India—Zoroastrians whose ancestors long ago emigrated to India—have remained ever faithful in their love for Iran. Grateful for their Covid-19 package for Iranians,” Mohammad Javad Zarif said in a tweet on Friday.

Up to 69,000 Parsis, who are Zoroastrians of Iranian origin, currently live in India.

Zarif also said that 40,000 “advanced Iran-made test kits” have been exported to Germany, Turkey and other countries.

“[We are] in this together,” he added.

The export of Iranian diagnosis kits comes after Tehran announced last week that it had permitted the export of test kits after a reported surge in their production.

Speaking about the export of diagnosis kits last week, Vice President for Science and Technology Sourena Sattari said that Iran is currently producing many products needed to combat COVID-19 which it could not produce before.

Iran has become needless of importing most medical products related to the coronavirus, he said.

Facing widespread US sanctions, Iran stepped up indigenous efforts to develop necessary medical equipment following the COVID-19 outbreak, quickly developing mass production lines for medical supplies such as ventilators, test kits, masks and disinfectants.

According to the latest numbers released by Iran’s Health Ministry on Friday, 104,691 Iranians have contracted the disease, with 6,541 deaths. 83,837 people have also recovered.

On Friday, Iran's Foreign Ministry Spokesman Abbas Mousavi said that Zarif had sent a letter to UN chief Antonio Guterres, reminding him of Washington’s “illegal withdrawal” from the 2015 Iran nuclear deal and the resulting bans imposed on the country.

Mousavi said Zarif reminded the UN chief of Washington’s “blatant and continuous violations of the UN Charter, specifically violating article 25, threatening the credibility and sovereignty of the UN and international peace and security”.

Article 25 requires UN member states to comply with decisions made at the UN Security Council, which officially endorsed the Iran nuclear deal in 2015.

Numerous world leaders and figures, many within the US, have called on Washington to stop its unilateral sanctions against Iran as the country grapples with the virus.

Washington has, however, continued enforcing its strict widespread bans against Iran, announcing its newest batch of sanctions last week.

“This will be the first of its kind institute for infectious diseases in Pakistan,” he added.

He said the hospital would be used to treat not only coronavirus (COVID-19) infected patients under the best available equipment and medication but also be available for the treatment of other infectious diseases.

Minister for Health Sindh, Dr Azra Fazal Pechuho on Friday has said that govt has established a coronavirus testing laboratory in Larkana. Azra Pechuho added that the lab is looking to increase the number of tests to 350 per day till the coming week.

She also announced that a similar laboratory will be setup in the city of Nawabshah in the next phase of Sindh’s efforts against coronavirus.

ISLAMABAD: The federal government has announced to repatriate Pakistani students stranded in the Chinese city of Wuhan due to coronavirus.

According to details, the first special flight of Pakistan International Airlines (PIA) will depart for Wuhan on May 18 to bring back the first batch of 250 students.

Special Assistant to the Prime Minister on Overseas Pakistanis took to microblogging website Twitter and welcomed the students back.

“I’m very happy for the 1st flight going to Wuhan to bring back our Pakistani students on 18/05/2020. You guys have been the bravest soldiers, PM Imran Khan and Pakistan are proud of you,” he wrote in a Tweet.

The schedule for three more flights will be announced next week.

It must be noted that Pakistanis who had been studying in Wuhan and other cities in the Chinese province of Hubei have stuck in china after authorities imposed a strict lockdown in January.

The Pakistani students had appealed at the time to be evacuated.

Earlier in April, it was confirmed by Chinese officials that the Chinese city of Wuhan, where the global coronavirus pandemic began, now has no remaining cases in its hospitals.

The federal government has announced that the board exams will not be conducted for secondary and higher secondary classes this year, instead, students will be promoted based on an average marking system. Similarly, those aspiring to proceed onto the universities will get admissions based on a new eligibility criteria.

Federal Minister for Education, Shafqat Mehmood, announced this on Thursday, saying that the government cannot take the risk of gathering hundreds of thousands of students at various exam centers during the pandemic.

He said that considering the safety of students as well as honorable teachers, the government has decided to cancel examinations for 9th, 10th, 11th, and 12th for the academic year 2019-20.

Mehmood explained that students will get promotions to the next classes based on the average marking system. They will be evaluated keeping in view their results in previous classes.

Similarly, students of 12th (2nd Year) who want to get into universities, will have to get admissions based on their 11th (1st Year) results. Universities will use the students’ 1st year results as the benchmark for admissions, however, each university can set their own weightage for the same.

The students will also have to undergo various universities’ independent entry tests to prove their eligibility for the seats.

Earlier, speaking at a private news channel, Mehmood said that the decision was taken for a majority of students, admitting that there are few anomalies in it.

He said that the government is still working on the details of this decision, hoping that they will find a way for students who had failed in one or two subjects last year and want to improve marks this year.

The Food and Drug administration (FDA) has given approval to biotech company Moderna to begin the next phase of testing on its coronavirus vaccine candidate, the company.

There are dozens of vaccine candidates worldwide that are being developed to fight the coronavirus outbreak, and a handful of them are already being tested on humans. Moderna began testing their vaccine on 45 healthy adults in Seattle in March, becoming one of the first companies to begin human clinical trials for a COVID-19 vaccine.

The purpose of phase 1 trials such as the one Moderna just completed, is to understand the safety and dosage of the candidate drug or vaccine, according to the FDA. Now, the testing will move to phase 2, in which the researchers will test the efficacy and side effects of the vaccine on about 600 people.

“The imminent phase 2 study start is a crucial step forward,” Stéphane Bancel, Moderna’s chief executive officer, said in a statement. The goal is to start the “pivotal” phase 3 trial early this summer, he added. Phase 3 trials recruit hundreds to thousands of people to further understand whether or not a vaccine (or drug) is working and to monitor any adverse reactions to it, according to the FDA. After phase 3 trials, the FDA then decides whether to approve the vaccine or drug. The FDA will approve a drug only if “it’s safe and effective” and its “benefits outweigh risks,” according to the U.S. Centers for Disease Control and Prevention.

Moderna is already making plans to accelerate manufacturing of the vaccine. On May 1, the company announced plans to work with Swiss drugmaker Lonza to make up to 1 billion doses of the vaccine per year to distribute globally, according to CNBC. The first doses are expected to be made in the U.S. Lonza facility in July, CNBC reported. That is, of course, if the vaccine is proven to be safe and effective.

Moderna’s vaccine, called mRNA-1273, uses a new technology that hasn’t been used in any approved vaccines to date. Most traditional vaccines introduce an inactive or weakened version of the virus itself into the body to train the immune system to create antibodies to fight it, whereas this vaccine takes one step back and uses a molecule called messenger RNA (mRNA) to instruct cells to build viral proteins themselves, according to a previous Live Science report.

Specifically, the mRNA provides instructions to cells to build the coronavirus’ spike protein, which the virus uses to infect human cells. The idea is that the immune system will then create antibodies that will recognize that spike protein and fight off the coronavirus.

After inconclusive talks, all traders insist to reopen all markets from May 9 across Sindh

The Sindh Minister for Labour Saeed Ghani said on Friday that the provincial government decided to allow reopening of some businesses in accordance with the standard operating procedures (SOPs) designed by the Centre۔

The statement came forth after the provincial lawmakers held meetings with traders and Muttahida Qaumi Movement Pakistan (MQM-P) leaders at the office of Sindh local government department.

“We are aware of the impact on businesses due to lockdown and limited business activities were allowed to reopen after holding consultations with all provinces during the National Coordination Committee (NCC) session. Big markets, shopping malls and stores were not permitted to reopen so far.”

He added that the provincial authorities will compile a list of all markets across Sindh on Saturday to categorise markets. It will be decided later to allow the trade activities in the markets.

Ghani said that electric and hardware businesses were allowed to resume activities, however, the provincial authorities will take further steps to reopen other markets as well.

However, the talks between the Sindh government, MQM-P and traders remained inconclusive.

A trade leader Ilyas Memon said that the government summoned a list of markets from the traders on Monday which would be sent to the Prime Minister Imran Khan for final approval to resume their activities.

He urged Sindh Chief Minister Murad Ali Shah to consult the premier on Saturday to finalise the decision.

Saeed Ghani, Murtaza Wahab and Imtiaz Shaikh represented the provincial government in the meeting. The meeting was also attended by MQM-P leaders including Kanwar Naveed Jameel, Khawaja Izharul Hassan and Karachi Mayor Waseem Akhtar, as well as representatives of traders including Ateeq Mir, Sharjeel Goplani, Rizwan Irfan, Habib Shaikh, Jameel Paracha, Hammad Punawala and others.

After holding consultation with the traders, Saeed Ghani hinted allowance to the resumption of ‘specific businesses’ in Sindh after easing lockdown measures against COVID-19.

During the meeting, MQM-P’s Kanwar Naveed Jameel said that agreement was made for reopening all trade centres. Khawaja Izharul Hassan said that they were writing a letter with the Sindh government to the Centre regarding the decisions.

Mayor Karachi Waseem Akhtar asked traders to show patience.

On the other hand, all traders have insisted to reopen all markets from Monday (May 9) across Sindh.

They said that all trade bodies were complying with the government’s orders from the first day of lockdown continued for two months.

They assured to strictly follow the SOPs issued by the higher authorities. They also agreed to implement the precautionary measures under the monitoring of the deputy commissioners and assistant commissioners of their respective areas.

Another trade leader Rizwan Irfan urged the provincial government to formally announce the resumption of business activities from Monday.

They also insisted to reopen all markets without any discrimination for the type of businesses as the traders have already faced serious troubles due to the lockdown situation.

Earlier in the day, in the wake of the federal government’s decision to end the countrywide lockdown in phases starting Saturday, Sindh Chief Minister Murad Ali Shah announced that the province will ease the lockdown from Monday.

Cheif Minister Sindh Murad Ali Shah late Friday refuted rumors that the provincewide lockdown was coming to an end, clarifying that it was only entering the second phase starting Monday.

A tweet shared from CM House's Twitter handle said: "[CM] Murad has categorically said that Sindh was not ending the lockdown on Monday and we are entering the second phase of lockdown with some extra restrictions, particularly at hotspots.”

The post mentioned that the statement was issued as some media channels were "giving the impression that the lockdown was ending on Monday, which was totally wrong."

However, he said that "minor exemptions will be given to some sectors such as construction phase-2, and isolated shops in neighbourhoods would be allowed to operate under SOPs issued by the government," he said.

He categorically mentioned that "air, train, and public transport would continue to remain closed".

“Our lockdown is linked to our data,” CM Murad said, adding that Sindh’s provincial health capacity was currently at 20%.

“We will consistently adjust our protective measures according to our capacity,” CM Murad said.

The chief minister, concluding his statement, once again reiterated his stance of "ensuring food security in the country under which the federal government had to start to spray against desert locust, otherwise, next crop would not be saved from [locust] swarm attacks".

The Punjab government on Friday continued its clampdown on smuggling and hoarding of wheat and seized 2,550 wheat sacks in Ahmed Nagar, Gujranwala.

In line with the government’s efforts to tighten the noose against smugglers and hoarders to avoid any crisis of wheat, the local administration led by Deputy Commissioner Wazirabad, Sohail Ashraf, carried out raid at a godown in Ahmed Nagar.

In the action 2,550 sacks full of wheat were taken into custody while the godown owners were fined for Rs0.2 mn.

Earlier this week, the Punjab government had conducted raids in Attock, Chiniot, Piplan, Sadiqabad, Multan, Hafizabad, Sargodha and Mandi Bahauddin.

A bid to smuggle wheat via Indus River was also thwarted and scores of sacks full of grain were taken into custody.

Punjab Senior Minister Abdul Aleem Khan had said the government would not allow anyone to create an artificial shortage of basic food items by hoarding. Those indulging in such practices in the fasting month of Ramazan are the country’s enemy, he maintained.

The All Pakistan Private Schools Federation has rejected the government’s decision to keep educational institutions in the country closed until July 15.

Education Minister Shafqat Mahmood announced earlier that all educational institutions in Pakistan will remain closed till July 15. He said board exams had also been cancelled.

Mahmood made the announcement at a press conference in Islamabad alongside Prime Minister Imran Khan.

Rejecting the decision, APPSF President Kashif Mirza termed it “economic murder” of private institutes.

Ninety percent private school buildings are rented, while teachers are to be paid their salaries too, he said in a statement.

“Around 50% schools would be shut down permanently and one million people would lose their jobs if educational institutes remained closed until July 15,” Mirza said in a statement Thursday.

“It is impossible to recover educational losses due to the coronavirus lockdown.”

He demanded the government formulate SOPs and announce reopening of schools across Pakistan from June 1.

The APPSF president said if the government didn’t do so, then they would be forced to reopen schools under their own SOPs.

He also demanded the government withdraw the decision to cancel board exams.

KARACHI: In the wake of the federal government’s decision to end the countrywide lockdown in phases starting Saturday, Sindh Chief Minister Murad Ali Shah announced on Friday that the province will ease the lockdown from Monday.

Speaking at a media briefing, the chief minister said there will be a “100% lockdown” on Saturdays and Sundays. He said industries related to the constructions sector will operate as per the SOPs.


The Sindh CM explained shops will stay open from Fajr (early morning) till 5pm and selected outpatient departments (OPDs) in hospitals will also open. He said the provincial government has already allowed 660 factories to resume operations on the Centre’s instruction.

He said neighbourhood shops, except shopping centres and departmental stores, will be allowed to do business.

Murad said the Centre and the provincial government are working together despite some differences.

He clarified Sindh government is not working in isolation but with the federal government. He added the federal government didn’t like some steps which the provincial government proposed while the latter didn’t agree with some suggestions put forth by the former.

598 new cases reported

598 new cases were reported in the province over the past 24 hours with five more deaths, the chief minister said.

The total number of cases in the province has soared to 9,691 while the number of people who died from the infection has risen to 176, he said, adding 5,532 tests were carried out over the previous 24 hours in the province.

Brazil could face "economic collapse" in a month's time due to stay-at-home measures to stem the coronavirus outbreak, with food shortages and "social disorder," Economy Minister Paulo Guedes warned Thursday.

Brazil, Latin America's biggest economy, is also the epicenter of the coronavirus pandemic in the region.

But far-right President Jair Bolsonaro -- who appeared alongside Guedes, his free-market economics guru -- opposes stay-at-home measures to slow the virus, saying they are unnecessarily damaging the economy.

"Within about 30 days, there may start to be shortages on (store) shelves and production may become disorganized, leading to a system of economic collapse, of social disorder," Guedes said.

"This is a serious alert."

Bolsonaro, who has compared the new coronavirus to a "little flu," said he understood "the virus problem" and believed that "we must save lives."

"But there is a problem that's worrying us more and more... and that's the issue of jobs, of the stalled economy," Bolsonaro added.

"Fighting the virus shouldn't do more damage than the virus itself."

Bolsonaro regularly flouts social distancing measures, hitting the streets in Brasilia and working the crowd in close quarters at rallies of his supporters.

Bolsonaro and Guedes made the comments after paying an unscheduled visit to the chief justice of the Supreme Court, Dias Toffoli.

The court recently decided that state and local authorities have the right to determine what social distancing measures to take to contain the spread of the virus, ruling against Bolsonaro's government, which wants to lift many of the regulations.

Brazil has been hit hard by the pandemic, with more than 135,000 cases and 9,146 deaths.

Those figures have been climbing at an alarming rate. Experts say under-testing means the real numbers are likely far higher.

Hospitals are nearly out of intensive care beds in the hardest-hit areas, including Sao Paulo, Rio de Janeiro and Manaus, the biggest city in the Amazon region, which has had to turn to refrigerator trucks and mass graves to cope with the number of dead.

Because of the pandemic, Brazil -- which was just coming off a massive recession in 2015 and 2016 -- is facing an economic contraction of 5.3 percent this year, the International Monetary Fund forecasts.

China says it supports WHO in tracing COVID-19, denounces US ‘lies’

China said it supports WHO in trying to pinpoint the origins of COVID-19 and accused Mike Pompeo of telling one lie after another in his attacks on Beijing.

The virus has killed more than 255,000 people worldwide, including more than 70,000 in the United States, the worst-affected country, since it was first identified in the central Chinese city of Wuhan in December.

Pompeo accused China of withholding virus samples he said were needed for global vaccine research, and he demanded transparency.

Most experts believe COVID-19 originated in a market selling wildlife and jumped from animals to people, but Pompeo and US President Donald Trump have said there is evidence it came from a laboratory, without elaborating.

Pompeo also accused the WHO of being too slow to respond to the disease and said it “needs to still demand that there be an investigation” in China.

Chinese Foreign Ministry spokeswoman Hua Chunying, addressing reporters in Beijing on Thursday, said China supported WHO efforts to investigate the origin of the pandemic.

“We are always open to cooperate with the WHO on matters, including on the question of origin,” she said. But she repeated a timeline of signals from France, Sweden and the United States itself that the virus may not have emerged in China.

“While scientists have not come to a conclusion, why is Secretary Pompeo drawing the hasty conclusion that the virus came from a Wuhan lab? Where is his proof? Show us the proof. If he cannot show any evidence, then he may still be in the process of making up this evidence.”

The WHO has urged countries to investigate any early suspicious cases and called earlier comments about a possible laboratory source by Pompeo “speculative”.

Hua said Pompeo had contradicted himself in interviews about the virus. “The reason why he contradicts himself is because he is always making up a lie to cover up another lie. This is an open secret.”

At a White House event on Wednesday, Trump, who is seeking re-election in November, called the virus the worst “attack” the United States had ever experienced, and blamed China for not stopping it.

“This is worse than Pearl Harbor. This is worse than the World Trade Center,” Trump said. “And it should have never happened. It could have been stopped at the source. It could have been stopped in China. It should have been stopped right at the source, and it wasn’t.”

He has accused the WHO of being “China-centric” and acting too slowly to fight the disease, and threatened to withdraw funds, while many scientists have said now is the time to increase funding and global cooperation to find a vaccine.

Japan attacked Pearl Harbor in Hawaii in 1941 and al Qaeda militants flew hijacked airliners into the World Trade Center in New York on Sept. 11, 2001.

Hua said the only enemy was the virus.

“Because that is the common enemy of all of humanity… Faced with this mankind battle against the virus, China should be (a) U.S. comrade in arms, not enemy.”

She also said that Chinese local governments and companies had donated 9.6 million masks, 500,000 test kits, 305,000 pairs of gloves and 133,500 pairs of goggles to 55 cities in 30 U.S. states as of Tuesday.

Anthony Fauci, director of the U.S. National Institute of Allergy and Infectious Diseases and a member of Trump’s Coronavirus Task Force, said in an interview published on Monday the best evidence showed the virus was not made in a lab, but appeared to have “evolved in nature and then jumped species”.

The European Union ambassador to China said on Thursday it was “regrettable” that part of an opinion piece about the pandemic co-authored by 27 European ambassadors and published in the official China Daily had been removed before publication.

A comparison between the original op-ed uploaded onto the EU embassy website and the one published on Tuesday by the China Daily showed that in a sentence beginning, “But the outbreak of the coronavirus”, the words that followed “in China, and its subsequent spread to the rest of the world over the past three months” had been removed.

The inquiry commission penned a letter to them to turn up before it tomorrow at 3:30 pm.

Ex-PM Abbasi had written to Wajid Zia, the head of the inquiry commission, two days back, stating that he has important documents and evidence that he wants to provide to the commission to help it move forward in its probe.

He expressed his desire to appear before it and hand over those documents and proofs so that concrete action could be taken against the sugar mafia. In response to his letter, the FIA asked Abbasi and Dastagir to appear at the agency’s headquarters tomorrow.

Earlier, on April 28, the federal cabinet gave three more weeks to the Sugar Forensic Commission (SFC) to compile its detailed forensic report on the sugar and wheat scandal.

The approval was given in a federal cabinet meeting chaired by Prime Minister Imran Khan in Islamabad.

The commission tasked with carrying out a forensic examination of the wheat and sugar scams had sought more time to compile and submit a report.

The UAE Public Prosecution on Friday issued a warning to residents engaged in spreading religious discrimination, telling citizens that such acts can result in a hefty fine and imprisonment.

The United Arab Emirates has long been considered a melting pot where people from various countries — including from India and Pakistan — come to earn their bread and butter.

In such a diverse setting, Indian news channels have in recent weeks been finding means to invoke hatred and Islamophobia into the residents of the Gulf states against the Muslim majority residing in UAE.

According to a Gulf News opinion article, the UAE Public Prosecution has issued a warning against discrimination. The opinion-editorial also defined UAE’s Combating Discrimination and Hatred law.

“Any person, who commits any act of discrimination of any form by any means of expression or by any other means, shall be sentenced to imprisonment for a period not less than five years, and by a fine not less than Dh500,000 and not exceeding Dh1 million or either one of these two penalties," it outlined.

The op-ed highlighted that the vengeful propaganda has a huge impact on the public, especially coming from TV personalities. It called out ‘preachers of hate’ and war-mongering anchors from Zee News, Republic TV, India TV, ABP, Aaj Tak and Times Now.

“Now, in several parts of India, Muslim vendors are boycotted and banned from entering neighbourhoods. This hateful content on prime time reaches Gulf countries, including the UAE where these channels are widely available,” it read.

The article urged the UAE authorities that such content should not be allowed to influence the minds of people hailing from diverse ethno-religious backgrounds as it can tear the social fabric of the society.

It was also mentioned that the Indian embassies in the Emirates have also warned the citizens against social media misconduct, warning them about laws against discrimination.

The article emphasised that Gulf News has published articles where several workers were expelled after posting abusive, anti-religion content on social media.

Joe Root optimistic for Test series against Pakistan

England captain Joe Root has said he is "very optimistic" Test cricket will take place in his side's 2020 home season even if that means the squad have to go into more than two months' of quarantine.

With Britain currently in lockdown because of the coronavirus, a three-Test series against the West Indies scheduled for June has been postponed, with Pakistan due to visit later in a season whose start has now been delayed until July 1 at the earliest.

In a bid to salvage the most lucrative matches following a warning from England and Wales Cricket Board (ECB) chief executive Tom Harrison that a totally wiped out season could cost the board £380 million ($469 million, some reports have suggested an expanded squad of up to 30 could remain in camp for as long as nine weeks, with Tests played behind closed doors.

Root said as long as the British government relaxed lockdown rules sufficiently to let the matches go ahead some international matches could yet be salvaged from an otherwise possibly barren campaign.

"I'm very optimistic, hopefully that can be the case and it would be a real shame if it wasn't," he told the Cricket show on Sky Sports on Thursday.

"I think a number of people are desperate to see live sport back on telly (television) and the guys are all very much missing playing and would love to get back out there."

Root, who saw England cut short a tour of Sri Lanka in March because of the threat of COVID-19, praised the recent input of ECB medics as he stressed: "Safety is paramount and we need to make sure everyone involved is absolutely safe.

"I'm sure the discussions will progress and we'll get more information and get closer and closer to cricket being back on and international cricket being played."

PCB releases detailed judgement on Umar Akmal ’s matter

Chairman of the Independent Disciplinary Panel, Mr Justice (retired) Fazal-e-Miran Chauhan, late Thursday afternoon submitted his detailed judgement on the Umar Akmal case to the Pakistan Cricket Board.

Justice Chauhan has imposed a ban of three years for each of the two charges of violating the PCB Anti-Corruption Code, which will be deemed to have come into effect from the date of Umar Akmal’s suspension i.e. 20 February 2020. Both periods of ineligibility will run concurrently, meaning Umar Akmal will now become eligible to return to cricket activities on 19 February 2023.

Umar Akmal was charged with two breaches of Article 2.4.4 of the PCB Anti-Corruption Code in two unrelated incidents on 17 March. On 9 April, the PCB referred the matter to the Chairman of the Independent Disciplinary Committee after the batsman opted not to request for a hearing before the Anti-Corruption Tribunal.

Justice Chauhan in his remarks said: “It appears that he (Umar Akmal) is not prepared to show remorse and seek apology, make admission that he failed to fulfill his responsibility under Anti-Corruption Code, Article 2.4.4, rather he tried to take refuge under the pretext that in the past whenever any such approaches were made, the matter was reported by him.

“As far as Charge No.1 is concerned, I do not see any circumstances to mitigate the nature of offence, particularly, when the participant (Umar Akmal) has not cooperated with the PCB Vigilance and Security Department and the investigating team.

“In view of the admission of the participant (Umar Akmal) that he failed to disclose to PCB Vigilance and Anti-Corruption Department, the details of the approaches and invitations extended to him without unnecessary delay.

The charge as framed is proved and the participant (Umar Akmal) has rendered himself liable to be punished for breach of Article 2.4.4.

“Charge No.2, breach of Article 2.4.4 of the Code by failing to disclose to the PCB Vigilance and Anti-Corruption Department of the PCB, full details of the approaches and invitations received by you (Umar Akmal) to engage in corrupt conduct under the Code in respect of matches in PSL 2020.

“It is also admitted by him (Umar Akmal) that he failed to report the approaches and invitation to the PCB Vigilance and Anti-Corruption Department, as required by the PCB Code, Article 2.4.4. In view of the above charge as framed, stood proven and participant has rendered himself to be punished under Article 6.2 of the PCB Code.”

Saudi Arabia has formed a police unit to monitor violations of its coronavirus lockdown rules and has banned gatherings of more than five people.

The kingdom had already said gatherings of more than one family were prohibited. On Thursday, it announced more specific details, said those breaching the rules would be punished by law and encouraged people to report any violation, state news agency reported.

Fines of up to 100,000 riyals ($27,000) will be handed down to groups larger than one family gathering in public and private spaces, including homes, construction sites and shops. The same rule applies for parties, weddings and funerals.

“The regulation aims to impose social separation and organise and reduce human gatherings,” news agency reported.

The number of new recorded infections in Saudi Arabia is hovering at around 1,600 per day. The kingdom has recorded 33,731 cases and 219 deaths since the start of the outbreak.

On Wednesday, the kingdom introduced stringent new penalties for residents and citizens found to violate other preventative measures.

Those found to have violated quarantine rules could be fined up to 200,000 riyals and face up to two years in prison, while those found to have intentionally spread the virus could face a fine of up to 500,000 riyals and up to five years in prison.

Non-Saudi offenders would also be deported and permanently barred from re-entering.

Casualties reported after powerful 5.1 earthquake hits Iran

People are coming out into streets after earthquake just hit near Tehran
An earthquake measuring 5.1 on the Richter scale occurred near Damavand at 00:48 local time on Friday which was felt in Tehran.

According to Tehran University's Geophysics Center, the earthquake occurred seven kilometers underground six kilometers from Damavand, a city in the eastern capital, at 35.78 latitude and 52.05 longitude.

Meanitme, spokesman for Fire Department and Safety Services of Tehran Municipality announced that Tehran earthquake had not casualties and damages so far.

Two people have died and 22 others were injured as they fled their homes in a panic following a magnitude 5.1 earthquake that hit northern Iran early on Friday (20:18 GMT on Thursday), according to state media.

Among the dead were a 21-year-old woman in Tehran who suffered heart failure, and a 60-year-old man in the city of Damavand, east of the capital, dead by a head injury, officials said.

According to the United States Geological Survey (USGS), the epicentre of the earthquake was at Damavand, just northeast of the capital, at the depth of 10km (6.2 miles).

Images posted on social media showed people huddled in the streets of Tehran in the middle of the night, as they tried to escape from the quake.

There were several mild aftershocks, but no serious damage from the quake that struck after midnight on the border of the provinces of Tehran and Mazandaran, authorities said.

Over 240 stranded Pakistanis in Qatar have landed at the Bacha Khan International airport Peshawar on Friday.

Qatar Airways flight no -QR 602 landed at the Bacha Khan International airport Peshawar.

Upon landing at the Peshawar airport the flight was disinfected and the passengers went through a screening process and later were shifted to the quarantine facility.

At least 200 more passengers who landed at Peshawar airport through special flights have tested positive for coronavirus, raising alarm among the authorities.

According to Civil Aviation Authority (CAA) focal person, those who had tested positive were among the 1200 passengers who returned recently from abroad via special flights at Bacha Khan International Airport, Peshawar.

“We still await the results of over 700 passengers,” the CAA official had said on Thursday.

The focal person further had said that the chief medical officer of the CAA and two supervisors were also among the virus-affectees.

He, however, said that it would not affect the flight operations at the airport as they had made alternative arrangements.

“The decision has been made due to the suffering of our people,” the premier explained.

The Sindh government will observe a complete lockdown between 12:00 noon to 3:00 pm on Friday (today) in order to curb the spread of coronavirus pandemic, News reported.

The spokesperson to the Sindh government, Murtaza Wahab, said that strict lockdown measures will be maintained for three hours across the province on Friday.

Public or religious gatherings or congregations and unnecessary movement of the citizens will be strictly banned during the complete lockdown.

He added that the provincial authorities will implement standard operating procedures (SOPs) devised on the basis of the decisions taken for post-May 9 strategies.

On Thursday, Sindh recorded 14 coronavirus deaths, the highest in a single day, taking the toll to 171.

The Sindh Chief Minister Murad Ali Shah said that 14 more patients have died from coronavirus during the last 24 hours taking the death toll to 171.

453 persons tested positive for the virus in Sindh on Thursday, raising the number of total reported cases in the province to 9,093.

So far, 76,078 tests have been carried out in the province.

Moreover, 335 from 453 new cases belonged to Karachi, among which 81 were reported from South district, 69 from East district and 91 from Central district. This showed that of Sindh’s 9,093 cases, 4,762 had emerged in Karachi.

Sindh government spokesperson Senator Murtaza Wahab on Thursday explained the restrictions under the lockdown to contain the deadly coronavirus after May 8.

Wahab said shopping malls, plazas, and cinemas will remain closed, as would the offices of people who were not going to work before today.

Mega departmental stores have also been told to stay shut, he added, noting that delivery service from restaurants across Sindh would be allowed to remain in place till 10pm.

"The Sindh government maintains its view that we have to fight coronavirus, not the federal government," the senator stated, noting that the Centre's document pertaining to relaxing lockdown measures only mentioned the construction sector and its related industries.

On the other hand, Sindh Tajir Ittehad Chairperson Jameel Paracha said businesses were ready to resume operations if shops were to stay open from 5am to 5pm.

"The big malls [in Sindh] should be opened in the last 10-12 days of Ramazan as well," he stated.

Separately, Federal Education Minister Shafqat Mehmood had said universities would draft their future policies with autonomy and that the government did not need to intervene in their matters.

"They run on semester systems so there is no need for us to intervene," Mehmood added. "Universities have autonomy and it would be better if they exercise it."

Noting that Pakistan is witnessing a surge in coronavirus-related deaths, Prime Minister Imran Khan announced on Thursday that the National Coordination Committee (NCC) has decided to lift the lockdown in phases starting from Saturday.

Briefing the nation about decisions made during today’s meeting of the NCC, he said the decision to lift lockdown has been taken to mitigate the suffering of daily-wage earners, labourers and weak segments of society.

“The decision has been made due to the suffering of our people,” the premier explained.

Sindh governor rejects Covid-19 emergency relief ordinance

Sindh Governor Imran Ismail on Thursday rejected the “Sindh Covid-19 Emergency Relief Ordinance” approved by the provincial cabinet last week.

“The provincial government has no authority to provide concession in electricity and gas. It is purely a federal subject,” Governor Ismail said.

As the Sindh Assembly is not in session, the provincial government had drafted the ordinance through the law department and proposed to mitigate the challenges emanating from the province-wide lockdown and embed all necessary measures to help those affected the Covid-19.
The salient features of the ordinance said it would provide prevention of eviction in the residential and commercial sectors, for the time being, giving equal relief to domestic residential and commercial tenants, employees and daily-wages workers.

Extending deadlines in submitting school fees, rent and utility charges, the conduct of trial or indictment and extension of the period for performance of duties by the court or an office is also a part of the ordinance.

Relief

No educational institution shall charge more than 80 per cent of the total monthly fees, the ordinance had proposed further.

No employee or worker shall be laid off, terminated or removed and shall be paid salary by the employers. The salary amount and the deduction, if necessary, is given in schedule-I of the ordinance.

The ordinance added that all utility providers falling within the territorial jurisdiction of the government shall give concession (schedule-II of the ordinance) in the utility services to all domestic, residential and commercial consumers.

It also proposed that landlords shall defer or suspend the recovery of the rent of the premises for payable amount as indicated in schedule-III; provided that the same shall not apply in a case where the owner is the widow, differently-abled person and senior citizen.

The government may provide an exemption in the provincial taxes, duties, fees, cess, levies and charges.

In case of non-compliance of the ordinance, different penalties had been defined.
