Indian media, Army making attempt for false-flag operation preparation: ISPR

Two local farmers of AJK Muhammad Nazeem and Khalil Ahmed inadvertently crossed LOC
Indian Army and media projecting two Pakistanis who had inadvertently crossed LOC on 21 August, as terrorists, is yet another attempt to fabricate facts.

On 21 August, 2019 two local farmers of AJK Muhammad Nazeem s/o Arif Hussain, 21 yrs old and Khalil Ahmed s/o Abdul Aziz, 30 yrs old, inadvertently crossed LOC near Hajipir while they had gone for grass cutting.

On 27 August the incident was discussed by military authorities during weekly hotline contact. Indian authorities had acknowledged and informed that routine legal formalities are taking place and they shall get back on that account. Later, on 2nd September Indian media fabricated the facts and declared both innocent individuals as members of a proscribed organisation.

On 3rd Sep, Indian authorities were once again informed during weekly hotline contact regarding false Indian media story despite prior exchange of information and facts. It was assured by Indian side that due legal process was in place and outcome will be shared with Pakistani authorities.

In complete disregard to formal sharing on the incident a false and fabricated story was presented by Indian Army during a presser on 4 September portraying the individuals as terrorists.

The apprehended inadvertent crossers had also been forced to give confessional statement under duress of Indian Army that they were trained in Pakistan and belonged to Rawalpindi. It is to note that both individuals are inadvertent crossers, local farmers and resident of Village Terraban (Hillan) along LOC and not Rawalpindi.

The attempt is another Indian effort to prepare grounds for a false flag operation. Pakistan is taking up formal case based on evidence to expose Indian lies.

India's Moon Mission Suffers Setback as it Loses Contact With Landing Craft

Indian space program
Indian space program suffered a huge setback Saturday after it lost contact with an unmanned spacecraft moments before it was due to make a historic soft landing on the Moon.

Prime Minister Narendra Modi sought to comfort glum scientists and a stunned nation from the lunar program command centre in Banglalore saying India was proud" and clasping the visibly emotional mission chief in a lengthy bear hug.

Blasting off in July, the emerging Asian giant had hoped to become just the fourth country after the United States, Russia and regional rival China to make a successful Moon landing, and the first on the lunar South Pole.

But in the early hours of Saturday India time, as Modi looked on and millions watched with bated breath nationwide, Vikram, the lander named after the father of India´s space programme, went silent just 2.1 kilometres above the lunar surface.

The Vikram lander descent was going as planned and normal performance was observed, Indian Space Research Organisation (ISRO) chairman Kailasavadivoo Sivan said.

Subsequently the communication from the lander to the ground station was lost, he said in a stunned operations room. "The data is being analysed."

The Chandrayaan-2 ("Moon Vehicle 2") orbiter, which will circle and study the Moon remotely for a year is however "healthy, intact, functioning normally and safely in the lunar orbit," the ISRO said.

Freshly re-elected Modi had hoped to bask in the glory of a successful mission but on Saturday he deftly turned consoler-in-chief in a speech at mission control broadcast live on television and to his 50 million Twitter followers.

Sisters and brothers of India, resilience and tenacity are central to India´s ethos. In our glorious history of thousands of years, we have faced moments that may have slowed us, but they have never crushed our spirit he said.

We have bounced back again. This is the reason our civilisation stands tall, he said in Bangalore. When it comes to our space programme, the best is yet to come."

Chandrayaan-2 took off on July 22 carrying an orbiter, lander and rover almost entirely designed and made in India, a week after an initial launch was halted just before blast-off.

ISRO had acknowledged before the soft landing that it was a complex manoeuvre, which Sivan called 15 minutes of terror.

It was carrying rover Pragyan "wisdom" in Sanskrit which was due to emerge several hours after touchdown.

The rover was expected to explore craters for clues on the origin and evolution of the Moon, and also for evidence on how much water the polar region contains.

According to Mathieu Weiss a representative in India for France space agency CNES, this is vital to determining whether humans could one day spend extended periods on the Moon.

It would mean the Moon could be used as a pitstop on the way to Mars, the next objective of governments and private spacefaring programs such as Elon Musk´s Space X.

Asia third-largest economy also hopes to secure lucrative commercial satellite and orbiting deals in the competitive market.

China in January became the first to land a rover on the far side of the Moon. In April, Israel´s attempt failed at the last minute when its craft suffered an engine failure and apparently crashed onto the lunar surface.

The Chandrayaan-2 space mission India´s most ambitious so far  stood out because of its low cost of about $140 million. The United States spent the equivalent of more than $100 billion on its Apollo missions.

India is preparing Gaganyaan its first manned space mission with the air force announcing Friday that the first level of selection of potential astronauts was complete.

The South Asian nation also hopes to land a probe on Mars In 2014 it became only the fourth nation to put a satellite into orbit around the Red Planet.

Afghan president postpones US trip to discuss Taliban deal

President Ashraf Ghani
Afghanistan's president has postponed a planned visit to Washington early next week where he was to discuss the US-Taliban talks on ending America's longest war, a person familiar with the negotiations said on Friday.

The development emerged after the US envoy negotiating with the Taliban, Zalmay Khalilzad, abruptly returned to Qatar for unexpected talks with the insurgents on the deal that he had described as complete just days ago. The agreement “in principle” to begin a US troop withdrawal only needed President Donald Trump's approval, Khalilzad said on Monday.

It was not immediately clear why President Ashraf Ghani's visit was postponed. The person who spoke to The Associated Press was not authorised to talk to reporters and spoke on condition of anonymity.

Since Khalilzad's announcement, two horrific Taliban car bombings in the Afghan capital, Kabul, one of which killed a US service member and objections to the deal from the Afghan government and several former US ambassadors to Afghanistan have put pressure on Khalilzad as many wonder whether a deal will truly bring peace.

The Taliban have explained their surge in deadly attacks including on the capitals of northern Kunduz and Baghlan provinces last weekend as necessary to give them a stronger negotiating position in talks with the US, a stance that has appalled Afghans and others as scores of civilians are killed.

House Foreign Affairs Committee Chairman Eliot Engel has even demanded that Khalilzad testify before the House committee about the negotiations, saying that “I do not consider your testimony at this hearing optional.”

The Afghan president has been shut out of the US-Taliban negotiations, and during Khalilzad's visit to Kabul this week Ghani was shown the agreement but not allowed to keep it. The Taliban have rejected negotiations with the Afghan government, seeing it as a puppet of the US, though it has expressed willingness to meet with Afghan officials in their personal capacity.

Ghani's government this week raised objections to the deal, echoing the former US ambassadors' concerns that a full US troop withdrawal that moves too quickly and without requiring the Taliban to meet certain conditions, such as reducing violence, could lead to “total civil war” such as the one that engulfed the country in the 1990s after a rapid Soviet pullout and before the Taliban swept into power.

“Afghans have been bitten by this snake before,” presidential adviser Waheed Omer said Thursday, recalling past agreements from which the Afghan government has been sidelined.

The US hopes its deal with the Taliban will bring the militant group to the table for intra-Afghan talks to begin ahead of Afghanistan's presidential election on September 28 a vote that Ghani insisted must be held on time and not be swept aside by any kind of interim government.

Few details have emerged from the nine rounds of US-Taliban talks over nearly a year. Khalilzad has said the first 5,000 US troops would withdraw from five bases in Afghanistan within 135 days of a final deal. Between 14,000 and 13,000 troops are currently in the country.

However, the Taliban want all of the approximately 20,000 US and NATO troops out of Afghanistan as soon as possible.

The US for its part seeks Taliban guarantees that they will not allow Afghanistan to become a haven from which extremist groups such as Al Qaeda and the local affiliate of the militant Islamic State group can launch global attacks.

“We want to make sure that we've got our resources deployed most appropriately to deliver security for the American people,” US Secretary of State Mike Pompeo told News Radio KMAN when asked about the deal. “Our soldiers and our airmen have sacrificed so much in Afghanistan. We've got to get this right. But second, to make sure that we reduce the risk that terror will ever strike us again from Afghanistan.

“We think we can accomplish both of those things,” he said. “We hope that all the elements of Afghanistan, including the Taliban, want to be part of that, and we're working to achieve it.”

On Friday the Taliban attacked a third provincial capital in Afghanistan in less than a week, killing at least two civilians, an official said.

Farah provincial governor Mohammad Shoaib Sabet said another 15 people were wounded, citing local hospitals, and said airstrikes had been carried out against the militant group. Small clashes continued in the city, he said.

One Farah resident, Shams Noorzai, said the Taliban seized an army recruitment center and set it on fire. All shops had closed, he said, and some people were trying to flee. The governor later said security forces had re-taken the recruitment centre.

Ferozewala woman constable brings to court lawyer who slapped her

Ferozewala woman constable brings to court lawyer who slapped her
A woman constable on Friday brought to court the same lawyer who had slapped her a day earlier in the Sheikhupura district's town, presenting him while holding the key to his handcuffs.

A day prior, Ahmed Mukhtar Advocate had violently slapped Constable Faiza Nawaz in Ferozewala Courts when she told him not to park his car at one of its checkpoints. She had requested him to remove his car, telling him that it would become an inconvenience to others but in his anger, the sexist lawyer verbally abused Nawaz, kicked her in the shins, and slapped her.

Consequently, the district police officer (DPO) for Sheikhupura, Ghazi Salahuddin, immediately took notice of the incident and registered a first information report (FIR) against Ahmed Mukhtar. Shortly thereafter, Ferozewala police arrested Mukhtar and locked him up in the jail.

The police then plastered posters of the locked-up lawyer wearing handcuffs around the town.

Today, however, the chain and keys to his handcuffs were handed over to Faiza Nawaz who, then, presented him in the court in what became a moment of sweet return to the power balance.

The local court, however, approved Mukhtar's bail request.

Karachi weather: Hot and humid in city of lights

Karachi weather: Hot and humid in city of lights
Humid and hot conditions are prevailing in Karachi as the breeze coming in from the sea subsided in the past few days.

According to the meteorological department, due to the absence of wind, temperatures are rising and the humidity levels are also increasing.

The temperature recorded in the city earlier in the afternoon was 36.2 degrees Celsius, but due to the humidity, it felt like 46 degrees, said the met office.

Humidity levels have topped 54%, and unless the sea breeze picks up, the heat spell is likely to continue, the met office has forecast,

The hot conditions contrast sharply with the spell of monsoon Karachi just witnessed earlier this month.

Sudden, stormy rainfall flooded the streets of Karachi last week and brought traffic to a standstill, adding to the commuters' woes and leading to closure of schools and offices.

Several areas also plunged into darkness as 200 K-Electric (KE) feeders tripped. Garbage washed ashore on Clifton beach that included medical waste, sparking public outrage.

Proposal to set up CPEC authority opposed

Proposal to set up CPEC authority opposed
The Parliamentary Committee on China-Pakistan Economic Corridor on Thursday opposed the government proposal to set up a CPEC authority, terming it an unnecessary move that will create more confusion in the execution of the multibillion-dollar project.

The joint parliamentary committee also criticised government’s decision to set up the authority through a presidential ordinance – which will further erode the moral authority of the government after the Gas Infrastructure Development Cess (GIDC) Ordinance fiasco.

The 22-member joint committee of both the houses of the parliament held its meeting in camera.

This week the federal cabinet approved a summary to promulgate yet another presidential ordinance to set up the CPEC authority to oversee the implementation of CPEC projects, the Ministry of Planning and Development informed the parliamentary committee.

Creating yet another bureaucratic body is also against the notion of small and efficient government and it will add more financial burden on the government.

Pakistan Tehreek-e-Insaf’s Member National Assembly Sher Ali Arbab chaired the meeting that had been convened to take briefing on the terms of reference of the CPEC Authority, ToRs of the head of the authority and the proposed mode of legislation.

Majority of the members of the joint parliamentary committee expressed serious concerns over the decision to set up the authority, a committee member told The Express Tribune on condition of anonymity. The members rejected the CPEC authority proposal by showing off their hands.

The military establishment floated the CPEC Authority idea in 2016, which the then prime minister Nawaz Sharif had shot down.

But last month, in its maiden meeting, the National Development Council a joint forum of civilian and military leadership, approved the constitution of the CPEC Authority for ensuring fast track implementation of CPEC projects.

Former planning and development minister Ahsan Iqbal initiated the discussion about implications of setting up the CPEC Authority.

The planning ministry informed the parliamentary committee that the CPEC authority would be responsible for the identification and execution of the projects, said the members after the meeting.

A grade-22 officer would be the chairman of the authority who will be assisted by executive director coordination and executive director research wing, the committee was informed. Under these executive directors, there would be six members to deal with the issues of energy, transport, investment, social and economic development, finance and media.

The committee members questioned the rationale and objective of the authority that according to them would duplicate the work being undertaken by the Ministry of Energy, Board of Investment and National Highway Authority.

The committee was informed that the CPEC Authority would also be responsible for holding meetings of joint working groups, expert groups and Joint Cooperation Committee (JCC) of CPEC.

Another member of the committee argued that the CPEC Authority would disrupt the normal functioning of government departments that, according to the rules of business, are responsible to execute these projects.

Work on CPEC projects has significantly slowed down after the PTI government came into power. Last month, Railways Minister Sheikh Rasheed Ahmad accused the PTI government of abandoning the Mainline-I project of the CPEC worth $9 billion under IMF pressure.

The committee was informed that the authority would be set up by promulgation of the presidential ordinance. The committee recommended that the government should introduce a bill in the parliament if it wanted to create the authority.

During the past year, PTI government has promulgated 15 presidential ordinances, as it lacks a majority in the Senate and cannot get bills passed. But the ordinance can be issued only for four months and can be further extended for four more months.

The planning ministry additional secretary claimed in the meeting that the CPEC Authority would work to promote business-to-business connections between Chinese and Pakistani businessmen.

Due to the government’s decision to set up an authority, about 50 people would lose their jobs who are currently working under the CPEC Secretariat project and CPEC Centre of Excellence. Their fates hang in the balance after the government decided to set up a CPEC authority.

Cancer overtakes heart disease as biggest rich-world killer

Cancer overtakes heart disease as biggest rich-world killer
Cancer has overtaken heart disease as the leading cause of death in wealthy countries and could become the world’s biggest killer within just a few decades if current trends persist researchers said on Tuesday.

Of an estimated 55 million deaths in the world in 2017, the researchers said around 17·7 million were due to cardiovascular disease a group of conditions that includes heart failure, angina, heart attack and stroke.

Around 70% of all cardiovascular cases and deaths are due to modifiable risks such as high blood pressure, high cholesterol, diet, smoking and other lifestyle factors.

In high-income countries common treatment with cholesterol-lowering statins and blood-pressure medicines have helped bring rates of heart disease down dramatically in the past few decades.

Dagenais team said their findings suggest that the higher rates of heart-disease deaths in low-income countries may be mainly due to a lower quality of healthcare.

The research found first hospitalisation rates and heart disease medication use were both substantially lower in poorer and middle-income countries than in wealthy ones.

Countries analysed included Argentina, Bangladesh, Brazil, Canada, Chile, China, Colombia, India, Iran, Malaysia, Pakistan, Palestine, Philippines, Poland, Saudi Arabia, South Africa, Sweden, Tanzania, Turkey, United Arab Emirates and Zimbabwe.

The research was part of the Prospective Urban and Rural Epidemiologic study, published in the Lancet and presented at the ESC Congress in Paris.

In his message, President emphatically stated that in addition to being fully modernized, Pakistan’s Armed Forces were imbued with the spirit of patriotism and sacrifice and were capable of defeating any internal and external adventurism.

The President also reiterated Pakistan’s solidarity with Kashmiri brethren and renewed resolve that they would continue to support their right to self-determination.

In his message, the Prime Minister said that our armed forces, nation, political leadership, both the houses of Parliament, the mainstream and social media all are in one voice against India’s illegal, unilateral, reckless and coercive attempt to alter the disputed status of Indian occupied Kashmir.

He said the Defence Day of Pakistan, stood out in the history of Pakistan as a symbol of enduring display of unity, indomitable courage and unmatched sacrifices by our gallant soldiers.

Message from Dr. Arif Alvi President Islamic Republic of Pakistan on the occasion of Defence and Martyrs Day

September 6 dawns every year with remembrance of national spirit and for renewal of our resolve to lay down our lives for our beloved motherland. 54 years ago, our valiant Armed Forces, standing shoulder-to-shoulder with the nation, immortalized this day as a symbol of courage, bravery, sacrifice and national integrity by thwarting the evil designs of the enemy. Inspired by those proud moments, we have successfully confronted various internal challenges and defeated external conspiracies and by imbibing us with the passion for self-sufficiency, September Spirit has made our independence and sovereignty invincible. I am proud that in addition to being fully modernized, our Armed Forces are imbued with the spirit of patriotism and sacrifice and are capable of defeating any internal and external adventurism. The world has already witnessed their capabilities in February this year, when they effectively and swiftly responded to Indian intrusion and made it clear to the world that their hearts are still charged with September Spirit and they will go to any extent to safeguard the freedom, integrity and sovereignty of the motherland. On this Defense and Martyrs Day, we reiterate solidarity with our Kashmiri brethren and renew our resolve that we will continue to support their right to self-determination. We will continue raising their just struggle for freedom at all levels and platforms. Indian brutalities and cruelties cannot suppress their spirit of freedom. Undoubtedly, Occupied Jammu & Kashmir is an internationally recognized disputed territory. There are many Security Council Resolutions on Kashmir dispute and it should be resolved according to those resolutions. Therefore, Indian unilateral actions in this regard have no significance and we do not accept these fascist actions. In this regard, the serious notice by Security Council of Indian barbarism in Occupied Jammu & Kashmir is a reflection of this fact. Surely, the world has realized that this conflict is the biggest danger to the world peace. Pakistan is a peaceful nation and has rendered enormous sacrifices for world peace. We are desirous of friendly relations with all our neighbors. Moreover, sustainable peace in Afghanistan is our biggest desire and for this we fully support the ongoing reconciliation efforts. Today, apart from external threats, Pakistan is also facing various internal challenges. Remember, strong economy and economic prosperity alone can guarantee a prosperous Pakistan. We will eradicate poverty and deprivation from the country by strengthening our economy with the same determination and endurance, with which we fought against terrorism and responded to the foreign aggression. In the end, I would like to reiterate that the spirit of safeguarding the motherland should not be restricted to 6 September alone; rather we should incorporate this passion in our everyday life. Along with paying tribute to our martyrs and war veterans, let us renew our resolve that, following in their footsteps, we will not leave any stone unturned for the realization of right to self-determination of Kashmiris and for progress, prosperity and stability of Pakistan. Pakistan Armed Forces Zindabad! Pakistan Paindabad!

Message from Imran Khan Prime Minister Islamic Republic of Pakistan On the occasion of Defence and Martyrs Day

6 September, the defence day of Pakistan, stands out in the history of Pakistan as a symbol of enduring display of unity, indomitable courage and unmatched sacrifices by our gallant soldiers who, on this day, years ago, proved to the world that the country’s defence is unassailable and the valiant armed forces are ever ready to defend every inch of the motherland. In the 1965 war, the valour of our Armed Forces and the spirit of our people presented a true picture of oneness and coordination, discipline and perseverance. Both the people and the men in uniform proved that it’s not the size that matters but what matters the most is the courage and devotion to duty. My compliments to the brave forces who have ensured the safety and security of the motherland in all testing times. They have offered exemplary sacrifices in the pursuance of peace. Our shuhada and ghazis are our heroes and the nation owes them gratitude and respect. I salute the gallant sons of soil who laid down their lives while defending Pakistan, and pay respect to their families for unparalleled sacrifices they rendered for our tomorrow. Today we are facing a similar situation; the enemy is once again showing aggressive postures on the Line of Control, it has unleashed reign of terror on innocent and unarmed people of the Occupied Valley after changing the status of Kashmir by abolishing Articles 370 and 35-A in violation of the UN Charter. For Pakistan, Kashmir stands as its jugular vein. Altering its status poses challenges to Pakistan’s security and integrity. The fascist government is hell bent upon suppressing the Kashmiri people’s just struggle against India’s illegitimate occupation, denying them their right to self-determination permissible under the UN Resolutions. Besides, Muslims across India face detention camps and cancellation of citizenship because of the Hindutva ideology. I have called upon the world community to take note of the doctrine of hate and genocide and push India to stop it forthwith. I have also urged upon the international community to seriously consider the safety and security of India’s nuclear arsenal that is in the control of a racist and Hindu supremacist government; this is an issue that impacts not just the South Asian region but the whole world. Pakistan has launched a proactive diplomatic activity in the world capitals as well as in the UN to expose the true face of today’s radicalized India. On our part we as a nation are fully alive to any kind of misadventure by the enemy and will respond. Together we all, the Armed Forces, the Pakistani nation, the political leadership, both the houses of Parliament, the mainstream and social media all are in one voice against India’s illegal, unilateral, reckless and coercive attempt to alter the disputed status of Indian occupied Kashmir. I have informed the world that Pakistan does not want war, but at the same time, Pakistan cannot remain oblivious to the challenges posed to its security and integrity. We are prepared to give the enemy the fullest possible response. Failing, the world community will be responsible for the catastrophic aftermath. We will never leave our Kashmiri brethren alone, come what may; we will continue our moral, political and diplomatic support for their inalienable right to self-determination within the framework of UN resolutions. I have full confidence in our valiant armed forces which are capable enough of giving befitting response to any kind of aggression by the enemy. We have already displayed a very high standard of professionalism in the recent past and we will continue to do so when challenged. While remembering today the 1965 War heroes, we pay homage to our shuhada and ghazis and draw inspiration from their iconic acts of valour and sacrifices. Under the same September Spirit, the nation and the Armed Forces are determined to defend every inch of Motherland and safeguard the security and sovereignty of Pakistan at all costs. Pakistan Armed Forces Zindabad Pakistan Paindabad.

Chief of Army Staff (COAS) General Qamar Javed Bajwa on Thursday met the foreign ministers of Saudi Arabia and United Arab Emirates to discuss the prevailing situation in the region.

According to the Inter-Services Public Relations (ISPR), the media wing of the Pakistan army, matters of bilateral interest and the security situation of the region were discussed in the meeting.

The foreign ministers of the two Arab countries appreciated the role Pakistan had played for promoting peace and stability in the region, assuring Pakistan of unflinching support in times of crisis.

During the meeting, General Bajwa praised the long-standing strategic ties between Pakistan and brotherly Muslim countries and the role they had played in maintaining strategic balance in South Asia.

Both dignitaries — Saudi Minister of State for Foreign Affairs, Adel al-Jubeir and Minister of Foreign Affairs and International Cooperation of the United Arab Emirates, Sheikh Abdullah bin Zayed bin Sultan Al Nahyan — pledged to cooperate with Pakistan in resolving the issue of occupied Kashmir with India.

The two Arab ministers are visiting Islamabad for a one-day state visit. They have also held meetings with Prime Minister Imran Khan and Foreign Minister Shah Mehmood Qureshi in which key issues pertaining to matters of mutual interest were discussed.

In an interview on Sunday, Saudi ambassador to Pakistan Nawaf bin Said Al-Malki expressed serious concerns on India's move to revoke the special status of occupied Kashmir — Article 370 — and turn it into a union territory.

Prior to that, in a notification issued last month by the Organisation of Islamic Cooperation (OIC) from Jeddah, India's decision to revoke Article 370 in occupied Kashmir was termed a unilateral move.

The OIC had also said it aimed for the Kashmir issue to be resolved through a vote in line with the United Nations' resolutions and demanded India immediately lift the curfew in Kashmir.

In a Twitter post, PM Imran stressed that the ordinance would enable the ‘improved and modern’ management of public sector hospitals in the Punjab province.

“The MTI Act/Ordinance is to enable improved and modern management of public sector hospitals. This is NOT privatisation but part of our public sector hospitals’ reform plan. The hospitals will remain government hospitals. Better managed hospitals will mean better facilities for patients,” he said.

Earlier on Wednesday, the Punjab government had signed into effect the MIT Ordinance 2019, giving rise to fears of privatisation of government hospitals in the province.

According to the act, the Board of Governors will run government hospitals in Punjab, who will be appointed from the private sector and will be authorized to supervise the management of hospitals.
