Voting underway for NA-75 Daska by-election
Voting in the National Assembly constituency NA-75 Daska by-election is underway on Saturday, reported.The seat fell vacant due to the death of PML-N MNA Iftikharul Hassan.

The polling that begun at 8 in the morning will continue till 5 pm without any break. 360 polling stations have been made for the 4,94000 registered voters in the constituency.

A close contest is expected between PTI’s Ali Asjad Malhi and PML-N’s Nosheen Iftikhar in today’s NA-75 Daska by-polls.

Pakistan Rangers personnel will be deployed along with police at the polling stations while the army will be on standby. CCTV cameras have been installed at the sensitive polling stations, while Section 144 has been slapped in the area.

Chief Election Commissioner Sikandar Sultan Raja is present in the Election Commission Office Punjab to monitor the by-elections. A control room has also been set up in the Sialkot Commissioner’s Office.

On Feb 25, the Election Commission of Pakistan (ECP) had ordered re-election in the NA-75 Sialkot-Daska constituency over alleged rigging and irregularities.

In a letter to the Election Commission, Nosheen Iftikhar had expressed concern over bogus voting at 100 polling stations with the help of presiding officers and the non-installation of cameras.

In reply to the fears of alleged rigging, the Election Commission said that no action can be taken against someone on mere assumptions.

8 killed in firing between two rival groups in Jacobabad
At least eight people including a woman and children have been shot dead during an armed clash in Jacobabad on Saturday.

According to police, multiple shootings were reported in village Kalu Katohar, in the limits of PS Punhun Bhatti, Jacoababd. The cause of the brawl is said to be enmity between two tribes, the police said.

Panic has prevailed in the area after the incident, while heavy contingents of the police have reached the area to control the worsening situation.

Earlier in the month of January, this year, in a horrific incident, a woman had been killed along with her four children in Gujranwala.

The five members of the ill-fated family were killed at Dogranwala in the jurisdiction of Cantt police station, officials had said.

“The victims were slain with a sharp-edged weapon,” CPO Gujranwala Sarfaraz Ahmed had told the journalists.

Coronavirus has claimed 100 more lives in Pakistan during the past 24 hours, taking the overall death toll to 15,329, on Saturday.

The latest statistics of the National Command and Operation Centre (NCOC) showed the COVID-19 has claimed 100 more lives and 5,139 fresh infections were reported during the period.

During the period of a day, the total count of active cases was recorded at 73,078 and the positivity rate stood at 10.47 per cent.

The health facilities across the country conducted 49,069 coronavirus detection tests, taking the total number of COVID-19 tests to 10,688,894 since the first case was reported.
According to the statistics, 88 patients were declared critical, adding to the total number of patients suffering from sensitive health condition up to 4,204.

Overall 627,561 people have recovered from the virus including 1,772 who have regained their health from COVID-19 during the past 24 hours.

Ramazan package: 2000 commodities to be available at subsidized rate

With 2000 commodities to be provided at a subsidized rate, the Ramazan package announced by the federal government will become functional from 10 Ramazan.

According to details, the federal government has announced 2000 commodities at subsidized rates under the package with sugar to be supplied at the rate of Rs68 per kilogram.

The rates of other commodities to be provided under the Ramazan package at the Utility Stores nation-wide included ghee at Rs 170 per kg, 20 kg flour at Rs800 and Rs 20 subsidy on cooking oil, gram flour, dates and milk products.

A subsidy of Rs 50 will be given on tea, Rs 30 on pulse Masoor, Rs 25 on white gram (Safeed Channa), Rs 15 on pulse Channa, Rs 10 each on pulse Mooong and Maash, and Rs 12 on rice products.

Furthermore, a 10 percent subsidy will be given on spices [masalajat] at the utility stores.

It is pertinent to mention here that on MaRrch 10, the Economic Coordination Committee (ECC) chaired by Abdul Hafeez Shaikh on Wednesday approved Rs 7.6 billion Ramazan Relief Package.

Under Rs 7.6 billion Ramazan relief package a subsidy of around Rs40 per kilogram has been given on sugar, ghee and wheat flour.

The Ramazan package will commence on April 1 and it will continue for 45 days. The ECC meeting had last year approved Rs 2.5 billion Ramazan Relief Package.

According to Tareen House sources, more than 29 members of the national and provincial assemblies attended the gathering. Among them, eight were from the National Assembly, two were provincial ministers, four were provincial advisors and 21 were members of the Punjab Assembly.

The sources said among the National Assembly members were Raja Riaz, Sami Gillani, Riaz Mazari, Khwaja Shiraz, Mubeen Alam Anwar, Javed Waraich, Ghulam Bibi Bharwana and Ghulam Lali.

The two provincial advisors to have participated were Malik Nauman Langrial and Ajmal Cheema, the sources added.

According to the sources, the four provincial advisors in attendance were Abdul Hai Dasti, Ameer Muhammad Khan, Rafaqat Gillani and Faisal Jabwana.

The sources said that others there included Khurram Laghari, Aslam Bharwana, Nazeer Chohan, Asif Majeed, Bilal Waraich, Umar Aftab, Tahir Randhawa, Zawar Waraich, Nazeer Baloch, Ameen Chaudhry, Sajjad Waraich, Saman Naeem, Iftikhar Gondal and Aun Chaudhry.

The participants were said by sources to have remarked that "whatever is happening with Jahangir Tareen is unjust and we stand by him".

Earlier in the day, sources told Geo News that 36 bank accounts belonging to the PTI stalwart, his son and his wife have been frozen.

The move was made at the request of the Federal Investigation Agency, sources said.

The FIA has been tasked with probing the sugar crisis and is looking into the JDW Sugar Mills owned by Jahangir Tareen.

Prime Minister Imran Khan on Friday extended his condolences to the people and government of Britain upon the demise of Prince Philip, Duke of Edinburgh, who passed away at the age of 99.

"Britain has lost a wise elder who was imbued with a unique spirit of public service, PM Khan wrote in a Twitter message.

"His role in promoting Pakistan-UK relations will always be remembered."

On Friday, Buckingham Palace announced the death of Prince Philip, the Duke of Edinburgh and the husband of Britain's Queen Elizabeth II.

He was 99 years old — the longest-serving and oldest-ever consort of the United Kingdom's monarchy.

"It is with deep sorrow that Her Majesty The Queen announces the death of her beloved husband, His Royal Highness Prince Philip, Duke of Edinburgh," the Palace said in a statement.

"His Royal Highness passed away peacefully this morning at Windsor Castle."

While the cause of death has yet to be revealed, Philip had been hospitalised over the past few years, most recently in February.

News of his death came after the monarchy was recovering from Prince Harry and Meghan Markle's explosive interview with Oprah Winfrey, where they levied harsh claims against the royal family.

Disputes and problems with India must be resolved through dialogue and communication and Pakistan would appreciate the mediation of any country in such talks, the Foreign Office (FO) said on Friday.

FO spokesman Zahid Hafeez Chaudhri, in his weekly media briefing, said Pakistan wanted good relations with India and was not running away from negotiations.

"We want to resolve all issues with India — Kashmir included — through talks. Our position on the Kashmir issue has not changed.

"Pakistan has never refused to negotiate with India. We believe the international community should hold talks in view of the existing conflict between the two countries," said Chaudhri. He added that countries continued to engage in talks even during war and that problems could only be solved through dialogue.

"We appreciate the mediation of any country, including the United States," the spokesman said.

But any talks should be "meaningful and focused on fundamental issues", Chaudhri stressed, adding that they should also be "purposeful and fruitful" where objectives were concerned. "The environment for talks should be conducive and India should make a conducive environment."

"Dialogue is essential for peace and solutions to problems," he said, recalling that Prime Minister Imran Khan had already said that Pakistan would take two steps forward if India took one.

Chaudhri said the biggest issue between Pakistan and India was that of Kashmir and, therefore, it would be the basis of any talks between the two countries. "Peace in the region is not possible without resolving the Kashmir issue," he emphasised.

As a first step, the FO spokesperson said, India would have to withdraw the measures of August 5, 2019, which stripped Indian-occupied Kashmir of its special autonomy.

He said extra-judicial killings by Indian forces in IoK had continued unabated in the past week. "Ten more Kashmiris were martyred in Pulwama and Shopian districts of IoK. Out of these, seven were martyred only yesterday," he pointed out, adding that Pakistan had "repeatedly called for independent investigations under international scrutiny into the extra-judicial killings of all innocent Kashmiris".

"We have also consistently underscored the need for unhindered access to UN human rights bodies, international human rights organisations and media to assess the human rights situation in IoK.

"We are also concerned over the continuing military siege, incarceration of Kashmiri leadership, unprecedented restrictions on fundamental freedoms of the Kashmiri people and ongoing efforts to change the demographic structure of the occupied territory, in clear violation [of] international law, in particular the 4th Geneva Convention," an FO statement quoted Chaudhri as saying.

The spokesperson called upon the international community to recognise the continued human rights violations and "play its role in resolution of the Jammu and Kashmir dispute in accordance with the relevant UN Security Council resolutions".

He also said there had been no progress in the appointment of high commissioners for Pakistan and India and a return of the envoys was currently unlikely.

Chaudhri also addressed the issue of delayed release of Pakistani prisoners by India, calling upon New Delhi to release the inmates as soon as possible.

"Pakistan's position is that release on humanitarian grounds should take place as soon as possible," the spokesperson said, adding that the issue of prisoners should be resolved on the basis of "human compassion".

"Whenever there is a delay in the release of Pakistani prisoners by India, we contact them."

The Inter-Services Public Relations (ISPR), in a statement, said Chief of Army Staff (COAS), General Qamar Javed Bajwa presided over the board meeting.

Brigadiers Sheharyar Parvez Butt, Omar Maqbool, Muhammad Asim Khan, Ghulam Muhammad, Muhammad Nadeem Ashraf, Amer Ashfaq Kayani, Muhammad Imtanan Babar, Abdul Sami, Umar Ahmad Shah, and Muhammad Shahid Siddeeq were promoted to the rank of major general.

Moreover, Brigadiers Muhammad Farhan Yousaf, Muneer Ud Din, Muhammad Irfan Khan, Noor Wali Khan, Kamal Anwar Chaudhry, Salman Moin, Naseem Anwer, Malik Amir Muhammad Khan, Adnan Sarwar Malik, Mohammad Qaddafi, Brigadier Muhammad Naeem Akhtar, Muhammad Shahab Aslam, Brigadier Nadeem Yousaf, Brigadier Farrukh Shahzad Rao, and Brigadier Khurram Nisar also received the promotion.

Singer and actor Ali Zafar took to social media to congratulate the Pakistani skipper for becoming the number 1 batsman in the world.

As per a tweet on Thursday by cricket statistician and journalist Mazher Arshad, Azam needed 70 or more runs in the final ODI against South Africa to dethrone Kohli from the top spot.

In the third ODI, the Pakistan captain did what was required to not just dethrone Kohli but also help his team hand a formidable total to South Africa.

In the match, Babar missed out on a ton as his inning helped Pakistan propel to 320-7 in their allotted 50 overs.

Babar was just six runs short of scoring his 14th ODI century and lost his wicket at the last ball. He had scored 94 from 62 balls, hammering three sixes and seven fours.

As soon as Babar's innings ended, social media users started celebrating his feat.

However, the ICC, cricket's global governing body, is yet to release the new rankings of ODI players. It is expected that Babar will have a lead of one point over Kohli in the latest rankings.

36 bank accounts belonging to Jahangir Tareen, family frozen

As the Federal Investigation Agency continues to probe the sugar crisis in the country, the bank accounts of Jahangir Tareen — who owns the JDW Sugar Mills — as well as his family members, have been frozen.

Sources said that nine banks in total, both government and private, have frozen 36 accounts belonging to Tareen and his family.

The sources said that the accounts were frozen at the request of FIA Lahore and in connection with the Tareen-owned JDW group's alleged money laundering, illegal trade of shares, fraud, and association with the mafia engaging in "satta" (price-fixing through collusion).

Sources added that of the bank accounts, four are US dollar accounts, two are British pound accounts and 30 are Pakistani rupee accounts.

21 of the bank accounts belong to Jahangir Tareen's son, Ali Tareen, 14 belong to Jahangir Tareen himself, and one belongs to his wife Amina Tareen.

The sources said that the frozen bank accounts contain "tens of millions of rupees".

Prince Philip, husband of Queen Elizabeth and a leading figure in the British royal family for almost seven decades, has died aged 99, Buckingham Palace said on Friday.

The Duke of Edinburgh, as he was officially known, had been by his wife’s side throughout her 69-year reign, the longest in British history, during which time he earned a reputation for a tough, no-nonsense attitude and a propensity for occasional gaffes.

“It is with deep sorrow that her majesty the queen announces the death of her beloved husband, His Royal Highness The Prince Philip, Duke of Edinburgh,” the palace said in a statement.

“His Royal Highness passed away peacefully this morning at Windsor Castle. Further announcements will be made in due course. The Royal Family join with people around the world in mourning his loss.”

Prince Philip had been unwell for the past several months and had been admitted to the hospital for a week in February as a precaution. Buckingham Palace had said at the time that he was expected to remain at the hospital for a few days for observation.

A Greek prince, he married Elizabeth in 1947, playing a key role in modernising the monarchy in the post-World War Two period, and behind the walls of Buckingham Palace being the one key figure the queen could turn to and trust.

“He has, quite simply, been my strength and stay all these years,” Elizabeth said in a rare personal tribute to Philip made in a speech marking their 50th wedding anniversary in 1997.

The Queen's consort

A blunt-speaking naval officer, who as Queen Elizabeth’s dutiful consort helped modernise the British monarchy, Prince Philip might be best remembered for his gruff public persona.

Outspoken and irascible, Philip lived in the shadow of the woman he married at Westminster Abbey in 1947 and always walked a step behind the queen at the thousands of ceremonial events they attended during her reign, the longest in British history.

Though he had no official role, Philip, the Duke of Edinburgh, was one of the most influential figures in the royal family for more than 70 years. He died aged 99 on Friday.

However, the prince had already taken more of a back seat since he retired from public life in 2017, with many of his official roles being taken on by other members of the family.

“His Royal Highness The Duke of Edinburgh has decided that he will no longer carry out public engagements from the autumn of this year. In taking this decision, The Duke has the full support of The Queen," a statement from the palace had said at the time.

While Philip was often criticised for his demeanour and sometimes brusque remarks, friends said that as Queen Elizabeth II’s closest confidant he brought wit, impatient intelligence and unflagging energy to the monarchy.

“He has, quite simply, been my strength and stay all these years,” Elizabeth said in a rare personal tribute to Philip during a speech to mark their 50th wedding anniversary in 1997.

“I, and his whole family, and this and many other countries, owe him a debt greater than he would ever claim, or we shall ever know.”

If Philip harboured frustration at his life as consort, he never publicly showed it.

But in a tetchy interview with the BBC to mark his 90th birthday, he did reveal that in the early days he struggled to find a role for himself.

“There was no precedent. If I asked somebody ‘what do you expect me to do?’ they all looked blank — they had no idea, nobody had much idea,” he said.

Born in an age of deference to monarchy, Philip helped Elizabeth navigate the political and social upheaval of the 20th century to craft a monarchy fit for a different time.

Often facing a deeply traditional court, he reformed the palace and tried to harness the growing power of television to project royal influence.

He pushed for the queen’s coronation in 1953 to be televised live and behind the scenes removed outdated behaviour in the palace he regarded as stuffy. He was the first royal to do a TV interview.

However, later in life Philip was criticised for impeding the monarchy’s ability to adapt to the times, and detractors partly blamed his overbearing manner for his children’s failure to produce happy families.

The couple had four children: Charles, Prince of Wales (born in 1948), Princess Anne (1950), Prince Andrew (1960) and Prince Edward (1964), three of whose marriages ended in divorce.

30 more industries are directly linked with the construction sector, the premier said and added that his government is taking concrete steps to further uplift this sector.

PM Imran said, the PTI government faced many hurdles in reaching the position and added that Lahore Development Authority (LDA) has also removed the flaws within it and is heading in the right direction.

People can avail of the house under Naya Pakistan Housing program by paying the rent money as installment, he added.

35,024 apartments will be constructed under the project being initiated by Lahore Development Authority in collaboration with Naya Pakistan Housing and Development Authority.

Under the scheme, 4,000 apartments will be constructed during the first phase. Every apartment will cover a 650 square feet area, having two bedrooms.

The LDA had a fixed price of Rs2.7million for every apartment which will be taken in easy installments.

The prime minister during his visit to Lahore would chair key meetings at Chief Minister House, where he would get briefings on the latest updates on inflation and COVID-19 situation.

The prime minister would also be briefed on the Ravi River project and other housing schemes besides also being updated on an operation against land grabbers in the province.

Earlier, Imran Khan had performed the groundbreaking of Farash Town apartments in Islamabad under the Naya Pakistan Housing Program.

Surgeon General of Pakistan Army Lieutenant General Nigar Johar welcomed FM Shah Mahmood Qureshi upon his arrival at the AFIRM.

The foreign minister met the war-wounded soldiers, inquired about their wellbeing and was given a detailed briefing on the role and contributions of AFIRM.

AFIRM is a premier rehabilitating institute for war-wounded soldiers who have sacrificed their limbs during various military operations. This State of the Art facility also provides services to both military and civilians affected by accidents, calamities, any kind of violence and Improvised Explosive Devices (IEDs).

He said that the whole nation takes pride in our Armed Forces and acknowledges their achievements and sacrifices may it be during war, internal security duties, or nation-building projects across the length and breadth of the country.

FM Qureshi appreciated the high morale of soldiers and paid tribute for their contributions to peace and stability in the region.

According to the statistics, 174 patients were declared critical, adding to the total number of patients suffering from sensitive health condition up to 4,116.

Overall 625,789 people have recovered from the virus including 2,390 who have regained their health from COVID-19 during the past 24 hours.

In a bid to facilitate the masses, the federal government had decided on Thursday to extend COVID-19 vaccination centres’ hours in Islamabad.

According to a notification issued by the federal government, the vaccination centres’ will remain open from 8 am to 6 pm.

However, the Covid vaccination centres will remain shut on Friday in order to give rest to the administrative and medical staff.

On the weekly holiday, the vaccination centres will complete their tasks including vaccine transfer and other related matters.

Jordan’s King Abdullah broke his silence on Wednesday to tell his nation that the worst political crisis in decades sparked by an alleged plot involving his half-brother Prince Hamzah was over.

The government had accused Hamzah — a former crown prince who was sidelined as heir to the throne in 2004 — of involvement in a conspiracy to “destabilise the kingdom’s security” and arrested at least 16 people.

But Abdullah said on Wednesday that Hamzah, who has signed a letter pledging his loyalty to the king following mediation by an uncle, was safe in his palace under his “protection”.

“I assure you, that the sedition has been nipped in the bud,” Abdullah said in an address read out in his name on state television, a day after an official news blackout on the affair.

“The challenge of these last days was not the most dangerous for the stability of the country — but it was the most painful for me because the parties involved in this sedition were from home and from outside,” he said.

It was not clear whether the king was referring to actors external to the royal family or to the kingdom.

Foreign Minister Ayman Safadi on Sunday had charged that the plotters had linked up with foreign parties, but had declined to identify them.

Hamzah was appointed crown prince in 1999 in line with his father’s wishes, but Abdullah stripped him of the title in 2004 and named his eldest son in Hamzah’s place.

After claiming he was put under house arrest on Saturday, Hamzah had made extensive use of traditional and social media to lash out against his situation.

He accused Jordan’s rulers of corruption and ineptitude in a video message published by the BBC on Saturday.

But after a statement voicing his loyalty to the king on Monday, Abdullah said on Wednesday that Hamzah had offered his support for the monarchy.

“Hamzah is now with his family in his palace under my protection,” Abdullah said in the address.

“He has committed before the (Hashemite) family to follow the path of his parents and grandparents, to be faithful to their message, and to place the interest of Jordan, its constitution and its laws above all other considerations.”

Jordan borders Israel and the occupied West Bank, Syria, Iraq and Saudi Arabia. It hosts US troops and is home to millions of exiled Palestinians and more than half a million Syrian refugees.

The monarchy ruling Jordan — a country long regarded as a pro-Western anchor of stability in a turbulent region — declared it was settling the matter “within the framework of the Hashemite family”.

The king’s speech followed orders issued on Tuesday by Amman prosecutor Hassan al-Abdallat that banned the publication of any information about the alleged plot in order to keep the security services’ investigation secret.

Jordan’s media was told to wait for official statements before publishing anything about those arrested.

Newspaper front pages on Monday morning were dominated by the visit of Saudi Foreign Minister Faysal Bin Farhan with a message from King Salman and developments in the coronavirus outbreak ravaging the country.

Mustafa al-Riyalat, editor-in-chief of pro-government newspaper Addustour, said Jordanians “all feel reassured, because it’s as if nothing happened.”

In the streets, Jordanians voiced relief. “When the crisis erupted on Saturday, there was no one in the streets. People were afraid,” said Shady, 41, who owns a clothing store in the capital Amman.

“But thank God, it was resolved within the royal palace.”

'We owe it to them': PM Imran Khan urges D-8 countries to join hands in empowering their 550m youth

Prime Minister Imran Khan on Thursday urged members of the Developing Eight (D8) countries to join hands and facilitate the young population to not only "optimise our opportunities, but also overcome our common challenges".

The D-8 Organisation for Economic Cooperation is a group that aims to enhance development cooperation. Aside from Pakistan, other member countries are Bangladesh, Iran, Turkey, Malaysia, Egypt, Indonesia, and Nigeria.

The theme for this year's conference was “Partnership for a Transformative World: Harnessing the Power of Youth and Technology.”

While virtually addressing the 10th D8 summit in Dhaka, he said harnessing technology, promoting innovation and investing in the education, skills and training of the youth was an urgent task that must be prioritised by all member countries.

"Today, the world boasts the largest number of young people in history. Even before the pandemic struck, around one-fifth of the global youth was unemployed and did not have the education and the skills to equip them for the 21st century," said PM Imran Khan.

He said the D8 countries "owe it to our youth" to turn this around, noting that the youth population in these countries numbers 550 million.

"Our youth has not only the potential to optimise our opportunities, but also overcome our common challenges," the premier said.

"They are entrepreneurs, business innovators, technology pioneers, educators, activists, artists, and journalists.

"We must create new opportunities for this predominant component of our population," the prime minister added.

Speaking of Pakistan's efforts in this regard, the prime minister said that through programmes such as Kamyab Jawan, Hunarmand Pakistan, a Youth Entrepreneurship Scheme, and Digital Pakistan, the country aims to facilitate its youth.

'Partnerships essential in a rapidly transforming world'

The prime minister noted that the rate of change in the world has intensified over time.

"Information and technology breakthroughs are fast transforming science fiction of yesterday into today’s reality," he said.

Under such circumstances, no single country can address the complexities of a changing world in isolation, PM Imran Khan underscored.

"Partnerships are essential. I am happy that, in D-8, we have a platform to work together for mutual benefit and win-win solutions," the prime minister said.

The prime minister said that the D-8 would do well to prioritise the following three areas while dealing with the rapidly transforming world:

Emphasising efficiency and productivity

Firstly, as net producers of primary global commodities, the D-8 must conceive projects that harness technology for supply-side improvements, with special emphasis on efficiency and productivity.

With costs of transportation and communications improving due to innovations, the D-8 members must partner to keep pace with logistics and global supply chains.

Jointly tackling disruptions in labour markets due to technology

Secondly, the D-8 should brainstorm ideas to insulate its members from disruptions in labour markets due to technology and innovations.

As automation substitutes for labour across the world, the labour-intensive economies of D-8 face challenges of unemployment and social disruption.

Push back against 'vaccine nationalism'

Thirdly, the D-8 should call for COVID vaccine to be treated as a global public good, ensure equity, affordability, enhanced production and timely supply to save lives.

"We must push back against vaccine nationalism and undue export restrictions. The global vaccine manufacturing companies must either speed up production or share their technology and expertise with developing countries for adequate vaccine supply," said the prime minister.

The prime minister also proposed a five-pronged roadmap to realise the vision of D-8 countries:

Resource mobilisation

Mobilising financing and resources to recover robustly from the economic and health crises induced by the COVID pandemic, is of utmost importance, said the prime minister.

"To address the unique economic and financial challenges faced by developing countries as a result of the pandemic, I have already suggested a 5-point plan. This includes: debt relief; creation and redistribution of Special Drawing Rights (SDRs); mobilization of climate finance; eliminating illicit financial flows; and return of stolen assets to developing countries.

"It was in this context that I called for a “Global Initiative on Debt Relief” last April," PM Imran Khan said.

He invited the D-8 members to consider these five points and join in advocacy for COVID related relief measures.

Expansion of trade

PM Imran Khan said the D-8 countries must take concrete actions to achieve the target of expanding intra D-8 trade from currently around US$100 billion to US$ 500 billion by 2030.

"It should include measures like simplification of border procedures, enhancing institutional linkages, and operationalising new initiatives. We welcome ideas like the D-8 Payment Card which would enable transactions in local currencies," said the premier.

Youth engagement strategy

The D-8 should develop a “Youth Engagement Strategy” focused on promoting cultural, educational, and scientific and business exchanges. Linkages should be established between educational institutions through scholarships, skills development, trainings, fellowships, joint research, and exchange programmes for the youth, particularly in the field of science, technology and innovation.

Technological development

The prime minister said that technological development is a gateway to economic prosperity, particularly in the post-pandemic period when reliance on technology would be greater than ever before in human history.

"To remain competitive, we must promote knowledge-based economies, increase expenditure on research and development, and focus on rapid digitalisation," said PM Imran Khan.

He reminded the audience Pakistan recently hosted the inaugural meeting of the D-8 Network of Pioneers for Research and Innovation (NPRI).

Making D-8 more relevant to citizens' lives

The premier said the member countries should make D-8 more relevant to the lives of our citizens "by promoting food security, enhancing cooperation in health, holding joint sports events and helping each other during natural disasters".

"To achieve these goals, we need high level of commitment and mobilisation of financial resources by both developed and developing economies," PM Imran Khan noted.

He said therefore, partnerships between governments, international financial institutions, businesses and civil society are essential to leverage technology, innovation and skills to enable every young person to have all opportunities to realise their full potential.

"I am confident that our collective wisdom and commitment will bring a new vigour to D-8," the prime minister concluded by saying.

FIA issues notice to sugar mill owned by federal minister Khusro Bakhtiar's brother

The Federal Investigation Agency (FIA) on Thursday issued a notice to the sugar mill of Makhdoom Shehryar, the brother of the Federal Minister for Economic Affairs Khusro Bakhtiar, for allegedly selling sugar through the practice of satta (price-fixing through collusion).

According to the notice, Makhdoom Shehryar has been summoned at the FIA's office on April 15, 2021, and he has been ordered to bring the documents related to the selling of sugar through satta.

Makhdoom has also been asked to submit the explanation of the procedure adopted by his sugar mill to sell and book sugar through satta.

Per the notice, the administration and shareholders have been accused of being involved with the satta mafia, adding that the latter is minting illegal money with the help of sugar mill owners.

As the matter surfaced, Minister Khusro Bakhtiar said that he previously had shares in the company but does not have them anymore.

Last month, the Commercial Banking Circle of the FIA had arrested seven people allegedly involved with the sugar satta mafia which persistently increased sugar prices by creating an artificial shortage of the commodity.

The FIA had recently launched a crackdown against the sugar satta mafia for its involvement in money laundering. The suspects, who were arrested, allegedly colluded with the sugar mill owners to create the situation. During an operation, three brokers — identified as Dayal Das, Santosh Kumar, and Raj Kumar — were arrested first.

In the second operation, four more people were taken into custody for their alleged involvement in the sugar scandal.

According to the FIA, the accused had created different social media forums and fake bank accounts to carry out illegal activities.

Sources at the FIA said that the accused were involved in creating an artificial shortage of sugar because of which the price of the commodity had skyrocketed.

Currently, there are two cases registered against the accused at the Karachi branch of the FIA which were filed in accordance with the Anti-Money Laundering Act.

To carry out further investigations, the FIA has also obtained a remand for the arrested individuals from the court.

The FIA had also exposed the sugar mafia's involvement in monetary fraud, speculative trade, and money laundering after obtaining strong evidence.

The sugar mafia earned Rs110 billion in a year by increasing the sugar prices from Rs70 to Rs90 via satta and stashed the illegally-earned money in fake and secret accounts, the FIA said.

Almost all the major sugar-producing groups — some of which belong to major political parties — including Sharif Group, Tareen Group, Alliance Group, Almoiz Thal Group and Hamza Group, were found to be involved in satta, the agency added.

FIA Director Lahore Dr Muhammad Rizwan, while talking to the media on Thursday about the operations against the sugar mafia, said that solid evidence has come to light in the operations via data retrieved from 32 digital devices belonging to the sugar mafia.

He said owing to the sheer volume of the data gathered, "thousands of books" can be printed.

Rizwan said that 10 cases have been registered against the sugar mafia while 40 people have been identified who "were all in touch with each other".

The FIA had decided to investigate and scrutinise the accounts of prominent members of the sugar satta mafia, and then arrest them after registration of cases under the Anti-Money Laundering Act, said the director.

Rizwan said of the "satta" mafia groups, 10 are from Lahore, while others are located in Multan, Hasilpur, Khanewal, and Bahawalpur.

It was also revealed that the sugar mafia conspired to further increase sugar prices through satta in the month of Ramazan.

Coronavirus vaccination registration to open for all citizens after Eid: Asad

Head of the National Command and Operations Centre (NCOC) — the body that is leading Pakistan's fight against coronavirus — Asad Umar, on Thursday said that COVID-19 vaccination registration will be open to all citizens after Eid.

The Minister for Planning, Development and Special Initiatives was speaking to senior journalists when he announced the development.

"Vaccinating the population has always been a priority. We began a phased-wise approach in the beginning [and are now expanding it]," Umar said.

He said that vaccination of people aged 50 will begin "in a few days".

The minister also spoke of Pakistan getting in touch with Russia to procure its Sputnik V vaccine on a government level. "We are waiting for a response from them," he said.

Umar termed the coming five to six weeks "critical" in Pakistan's battle against the ongoing third coronavirus wave.

Speaking of vaccinations carried out so far, he said that 1.1 million people had been inoculated via the government's vaccination programme, whereas 14,000 people had received a jab through the private sector.

He said that China is the "primary source" of the vaccines Pakistan has been getting, and now after Sinopharm, the CanSino vaccine will also be available after Eid.

"We will be able to vaccinate more than 125,000 people per day after Eid," Umar said.

The minister, expressed concern over the rising number of patients requiring critical care, which he said number even more than those reported in the first coronavirus wave.

"Strict enforcement of SOPs (standard operating procedures) can bring down the rising rate of infection," he stressed.

Registrations are currently open for all those aged 50 and above, besides healthcare workers. The government has also decided to offer Islamabad and Punjab citizens over 80 to get vaccinated at home.

Pakistan reported 5,329 new coronavirus cases in the last 24 hours. In the same period, 98 people lost their lives to COVID-19.

The number of infections is the highest witnessed this year and the second highest since June 20, 2020 last year 6,604 cases were recorded.

The national positivity ratio stands at 10.7%.

The premier said that their efforts for providing easy loans to the nationals have borne fruit as the banks are ready to provide housing finance and many schemes are also being launched.

There was no mortgage financing system existing in the country and it was a difficult phase to formulate mortage financing here, said PM Khan, adding that they have completed many phases to construct the units for the low-salaried segment who wants to own a house.

He praised Capital Development Authority (CDA) for providing 600 housing units to katchi abadis. He said that the residents of Farash Town apartments will get facilities.

He was of the view that slums are usually created when the people have no resources to own a house. PM Khan said that there is approximately a 40 per cent area of Karachi covered by katchi abadis. He added that the federal government is making efforts to provide houses to the people living in slums.

The premier said that the government was also struggling to increase the revenue in order to get rid of the loans besides trying to strengthen the small and medium industry. During the last year, cement sales have risen up to their record level.

He added that the Centre is also holding dialogues with the Sindh government regarding Bundal Island that will attract foreign investors.

PM Imran Khan said that two dams are being constructed in Pakistan after almost 50 years that will generate low-cost electricity. Moreover, the ML-1 railway project will shrink the journey between Karachi and Lahore to only eight hours.

Coronavirus has claimed 98 more lives in Pakistan during the past 24 hours, taking the overall death toll to 15,124 reported on Thursday.

The latest statistics of the National Command and Operation Centre (NCOC) showed the COVID-19 has claimed 98 more lives and 5,329 fresh infections were reported during the period.

During the period of a day, the total count of active cases was recorded at 66,994 and the positivity rate stood at 10.69 per cent.

The health facilities across the country conducted 49,816 coronavirus detection tests, taking the total number of COVID-19 tests to 10,584,877 since the first case was reported.

According to the statistics, 173 patients were declared critical, adding to the total number of patients suffering from sensitive health condition up to 3,942.

Overall 623,399 people have recovered from the virus including 2,610 who have regained their health from COVID-19 during the past 24 hours.

New Zealanders and Australians rushed to book flights on Tuesday as the beleaguered tourism industry welcomed the “lifeline” of a travel bubble between the largely coronavirus-free neighbours.

New Zealand Prime Minister Jacinda Ardern announced the two-way, quarantine-free travel corridor would open from 11:59pm on April 18.

Jim Boult, the mayor of New Zealand’s Queenstown, called the move a “saviour for businesses”.

“This is the lifeline we needed; this is what we’ve been asking for,” he said.

Air New Zealand and Qantas announced they were ramping up flights as thousands of tickets were sold immediately after Ardern’s announcement.

A spokesman for Australian flag carrier Qantas said tickets to New Zealand were “selling like hot cakes” with a strong “load” to Queenstown, which is billed as the country’s “Adventure capital”.

Air New Zealand boss Greg Foran said his staff were “rushed off our feet”.

The travel bubble comes more than a year after New Zealand closed its doors in response to the pandemic and six months after Australia allowed Kiwis to fly into selected states without the need to quarantine.

Before Covid-19 brought New Zealand’s tourism industry to its knees, it was the country’s biggest export industry, with Australians accounting for about 40 per cent of the international visitors and contributing more than NZ$2 billion (US$1.4 billion) to the economy.

Tourism New Zealand boss Rene de Monchy estimated the opening of a travel bubble could recoup more than NZ$1.0 billion this year.

The trans-Tasman route is also Australia’s busiest international aviation market with travellers from New Zealand accounting for 18 per cent of all air arrivals and spending A$1.6 billion (US$1.2 billion) annually on travel and tourism.

Ardern described the travel bubble as a world-leading move between New Zealand, with just 26 Covid-19 deaths in a population of five million, and Australia with fewer than 1,000 deaths in a population of 25 million.

“I cannot see or point to any countries in the world that are maintaining a strategy of keeping their countries Covid-free whilst opening up international travel between each other,” she said.

“That means in a way we are world leading.” Australia Prime Minister Scott Morrison said he appreciates the arrangement. “We welcome them back as indeed Kiwis will be welcoming Aussies,” he said.

Last week, the tiny Pacific island nation of Palau, one of the few countries never to have had a Covid-19 case, opened a travel bubble with virus-free Taiwan.

Footage from their meeting on Tuesday showed the first female head of the Eu, the only woman in the talks, gesturing in disbelief and uttering a surprised sigh as Erdogan and European Council President Charles Michel took the two centre-stage seats prepared, relegating her to an adjacent sofa.

“The president of the commission was clearly surprised,” said the EU executive arm’s spokesman, Eric Mamer.

“The president (von der Leyen) should have been seated in exactly the same manner as the president of the European Council and the Turkish president.”

The Turkish government did not immediately respond to a request for comment.

However, a member of the European parliament, Sophie in ‘t Veld, asked why Michel had not reacted.

While the commission conveyed von der Leyen’s irritation, an EU official who declined to be named said that to do so might have provoked a “protocol and political incident, both towards Turkey and the European Council”.

“Turkey meant no disrespect,” the official said. “It extended a very courteous welcome to both presidents and strictly adhered to international protocol.”

In the past, three chairs were provided when the Turkish leader visited Brussels for talks with the heads of the Commission and the European Council, which collectively represents the bloc’s 27 member states.

Mamer said von der Leyen decided not to make “an issue out of it” and in the conversation brought up women’s rights and the Istanbul Convention on violence against women, from which Turkey withdrew last month.

Ties between Brussels and Ankara have been strained since a coup attempt in 2016 prompted a crackdown on civil rights in Turkey, but they are now testing a cautious rapprochement.

Foreign Minister of Russia Sergey Lavrov on Wednesday acknowledged Pakistan's sincere efforts in the Afghan peace process in his meeting with Chief of Army Staff General Qamar Javed Bajwa.

The Inter-Services Public Relations (ISPR), in a statement, said during the meeting, the foreign minister and army chief discussed matters of mutual interest including enhanced defence and security cooperation, regional security, and in particular the Afghan peace process.

"The visiting dignitary acknowledged Pakistan’s achievements in the war against terrorism and contributions for regional peace and stability especially Pakistan’s sincere efforts in the Afghan peace process," the statement read.

The foreign minister said Pakistan and Russia's relations were on a positive trajectory and would continue to develop in multiple domains.

Meanwhile, the army chief said Pakistan values its relations with Russia and reciprocates the desire for enhanced bilateral military cooperation.

"Pakistan welcomes all initiatives which can bring peace and stability in Afghanistan as the whole region will benefit from it," he stressed.

"We have no hostile designs towards any country and will keep on working towards a cooperative regional framework based on sovereign equality and mutual progress," he added.

The foreign minister is on an official two-day visit — 6-7 April — to Pakistan. His engagements consist of meeting top officials, including Prime Minister Imran Khan and Minister for Foreign Affairs Shah Mahmood Qureshi, among others.

Lavrov meets Qureshi

Earlier in the day, Lavrov had reaffirmed Moscow’s commitment to promoting bilateral cooperation with Pakistan in diverse fields, including economy, trade, and defence.

The Russian official expressed the resolve during delegation-level talks with Pakistan in Islamabad. FM Qureshi led the Pakistani side.

Qureshi noted that Islamabad is extending facilities, including that of e-visa to foreign investors.

The foreign minister also said that Pakistan has shifted its priorities from geo-politics to geo-economics.

Pakistan is determined to promote its relations with Russia in diverse fields, he said, expressing Pakistan's commitment for the early commencement of work on the Stream Gas Pipeline project with Russia.

Both sides agreed to hold the next meeting of the intergovernmental commission at the earliest for the promotion of economic relations.

FM Qureshi also briefed his Russian counterpart about the situation in Indian held Kashmir and the regional security situation.

He said Pakistan desires peace in the region and resolution of all outstanding disputes, including that of Jammu and Kashmir, through peaceful means.

Commending Russia's efforts for peace in Afghanistan, he said Pakistan will continue its sincere efforts for peace in the war-torn country.

The prime minister fondly recalled his interaction with President Vladimir Putin during the Shanghai Cooperation Organisation (SCO) Summit in Bishkek in June 2019, where he had underscored his desire to take the bilateral relationship to a new level.

He reiterated the importance of Pakistan attached to its relations with Russia as a key foreign policy priority.

The prime minister expressed satisfaction at the steady growth in bilateral ties, including deepening cooperation in trade, energy, security and defence.

Enhanced bilateral cooperation in the fields of energy, industrial modernization, railways and aviation was discussed.

It was agreed that the Inter-Governmental Commission (IGC), due to meet in Moscow later this year, would closely pursue specific proposals and projects in that context.

In the regional context, the prime minister stressed the importance of a negotiated political settlement of the conflict in Afghanistan.

Pakistan appreciated Russia’s efforts in promoting the Afghan peace process including through the hosting of the recent meeting of Extended Troika in Moscow.

With reference to the situation in Indian Illegally Occupied Jammu and Kashmir (IIOJK), the prime minister shared Pakistan’s perspective on issues of peace and security in South Asia, including the need for peaceful resolution of the Jammu and Kashmir dispute.

Views were also exchanged on the situation in West Asia, the Gulf, the Middle East, and the Asia-Pacific region.

The prime minister reiterated his invitation to President Putin to visit Pakistan at his earliest convenience.

PM Imran Khan and the foreign dignitary also exchanged on the health and economic challenges posed by the COVID-19 pandemic in both countries.

The prime minister congratulated Russia on its development of Sputnik-V vaccine and underscored Pakistan’s procurement plans in that regard.

On the other hand, Russia assured its full support to Pakistan in the supply of the vaccine.

Nawaz struck for a third time in the 28th over, trapping Heinrich Klaasen in front of the wickets with score at 140-5.

Then came a 108-run partnership between Kyle Verreynne and Andile Phehlukwayo that made things interesting and gave South Africa some hope.

But Haris Rauf removed Verreynne (62) in the 44th over as South Africa went six down with 248 on the board.

In the very next over, Phehlukwayo (54) vanished as well, exposing the Proteas tail.

Beuran Hendricks became Rauf's second victim of the day, nicking a wide down the leg side delivery back to Sarfaraz.

Keshav Maharaj's stroke-filled 19 was cut short by Shaheen, who bowled him out.

Shaheen hit the bulls eye again in the next over, taking his third wicket of the match.

Pakistan's innings

Earlier, Pakistan skipper Babar Azam missed out on a ton as his team scored 320-7 in their allotted 50 overs.

Babar was just six runs short of scoring his 14th ODI century but the batsman lost his wicket to a top edge catch at point boundary in the last ball of the innings.

Meanwhile, a 32-run cameo by Hasan Ali helped pace up the visiting team's score in the death overs as he smashed four sixes.

Batting first, Pakistani opener Fakhar Zaman continued his splendid form and scored his sixth ODI hundred before getting dismissed by Keshav Maharaj.

The left-hander, who had also played an heroic knock in the previous match, brought up his century in the 35th over but was soon sent back to pavilion in the next over.

Maharaj was pick of the bowlers as he grabbed three key wickets of Fakhar, Imam and Mohammad Rizwan, who was dismissed after scoring just two runs.

Sarfaraz Ahmed, Faheem Ashraf and Mohammad Nawaz also failed to put on a show as the trio only managed 18 runs among them.

On the other hand, Imam-ul-Haq did well to bring up his ninth ODI half-century before getting caught at long-on in the 22nd over.

The left-hander crossed the 50-run mark twice this series; first being his 70-run knock in the opening ODI at the same venue.

Pakistan were off to a good start in the final ODI as the opening batting-duo enjoyed a 112-run partnership before Maharaj got the Proteas its first breakthrough.

Earlier, the home side were 86 after 16 overs at the loss of no wickets with Fakhar (37*) and Imam (44*) present on crease.

South Africa had opted to field first after winning the toss in the final ODI at SuperSport in Centurion.

The home side decided to play without its six key players; five including Quinton de Kock, David Miller, Kagiso Rabada, Anrich Nortje and Lungi Ngidi, who left the national squad to participate in the Indian Premier League while Rassie van der Dussen has been ruled out due to injury.

Four major changes were made in Pakistan's squad as well with Sarfaraz Ahmed, Mohammad Nawaz, Usman Qadir and Hasan Ali coming in for Danish Aziz, Asif Ali, Shadab Khan and Mohammad Hasnain.

Foreign Minister Shah Mahmood Qureshi held delegation level talks with his Russian counterpart Sergey Lavrov at the Foreign Office on Wednesday.

During talks with the Russian FM who arrived in Islamabad Tuesday evening, FM Qureshi said Pakistan is extending facilities, including e-visa, to foreign investors.
“Pakistan has shifted its priorities from geo-politics to geo-economics,” he said.

He said Islamabad is determined to promoting its relations with Russia in diverse fields and expressed Pakistan’s commitment for early commencement of work on Stream Gas Pipeline project with the Russian partnership.

Both the sides agreed to hold the next meeting of intergovernmental commission at the earliest for promotion of economic relations. Qureshi also briefed his Russian counterpart about the situation in Indian illegally occupied Jammu and Kashmir and the regional security situation.

He said Pakistan desires peace in the region and resolution of all outstanding disputes including Jammu and Kashmir through peaceful means. Pakistan will continue its sincere efforts for peace in Afghanistan, he maintained and commended Russian efforts for peace in Afghanistan.

Coronavirus has claimed 102 more lives in Pakistan during the past 24 hours, taking the overall death toll to 15,026, reported on Wednesday.

The latest statistics of the National Command and Operation Centre (NCOC) showed the COVID-19 has claimed 102 more lives and 4,004 fresh infections were reported during the period.

During the period of a day, the total count of active cases was recorded at 64,373 and the positivity rate stood at 9.6 per cent.

The health facilities across the country conducted 41,699 coronavirus detection tests, taking the total number of COVID-19 tests to 10,535,061 since the first case was reported.
According to the statistics, 124 patients were declared critical, adding to the total number of patients suffering from sensitive health condition up to 3,769.

Overall 620,789 people have recovered from the virus including 2,631 who have regained their health from COVID-19 during the past 24 hours.

CanSino coronavirus vaccine: Age limit for single-dose jab changed in Islamabad

The age limit for a single-dose jab of the coronavirus vaccine manufactured by China's CanSino Biologics Inc, or CanSinoBIO, has been slashed by 10 years in the federal capital.

According to the report, the age limit for the CanSinoBIO's single-dose coronavirus jab has been reduced from 80 to 70 years, meaning that septuagenarians in Islamabad may now get themselves vaccinated.

Asad Umar — the federal minister for planning and development, as well as the head of the National Command and Control Center (NCOC), Pakistan's nerve centre to monitor the coronavirus situation — said Tuesday the effects of stricter restrictions, wider lockdowns, and rigorous implementation of the COVID-19 standard operating procedures (SOPs) were starting to show.

Initially, the number of positive coronavirus infections had begun declining but cases at the intensive care units (ICU), as well as the mortality rates, could remain high for some time due to the situation over the past two weeks, Umar remarked.

Urging people to once again follow the SOPs and stay safe, the minister said more than one million vaccine doses have been administered across the country so far, while two million have registered for the coronavirus jab.

These two million registered individuals included 600,000 healthcare workers and 1.4 million people who were above 50 years of age.

"If you are over 50, register for the vaccine," Umar said.

The government of Pakistan has been administering two coronavirus vaccines — both Chinese — at the state level. These include the single-dose CanSinoBIO jab and the double-dose drug manufactured by the China National Pharmaceutical Group, or Sinopharm.

Apart from Islamabad, the CanSinoBIO vaccine is being administered only to people over 80 across Pakistan.

Pakistan’s public debt increased by Rs1.505 trillion or 4.28% in the eight months of this fiscal year amid an increase in government borrowing to plug the budget deficit gap.

The public debt stood at Rs36.612 trillion at the end of February 2021, compared to Rs33.417 trillion at the end of February last year. The debt stood at Rs35.107 trillion in the period ended June 2020, according to the central bank’s data released on Monday.

It rose big time on the government’s domestic borrowing side, rising 6.43% to Rs24.780 trillion, while the government foreign debt increased only 0.06% to Rs11.832 trillion at the end of February 2021.

Within domestic debt, the long-term debt rose 9.88% to Rs19.454 trillion, however, short-term debt fell 4.51% to Rs5.326 trillion. The government finances its budget expenditures through tax collection, profit earned from state-owned enterprises, and borrowing from external sources.

Banks also fulfil a large part of the government domestic financing requirements. In the April-June 2021 period, the government aims to raise Rs4.7 trillion through borrowing from Market Treasury Bills, and Rs825 billion from Pakistan Investment Bonds, the auction calendar issued by the SBP on Monday showed.

The government’s debt strategy shows that it wants to borrow more from long tenor papers, especially by focusing on floating rate PIBs, and Sukuk to meet its spending requirements. This would help reduce the cost of borrowing of the government in times to come.

The government raised Rs1.490 trillion net financing in the first half (July-December) of the current fiscal year. It raised Rs450 billion from privatisation, external grants and borrowings.

The fetched amount through domestic borrowing was Rs1.040 trillion in July-December FY2021. The budget deficit increased to Rs1.4 trillion in July-December of the current fiscal year. The deficit as a percentage of GDP stood at 2.5%.

The World Bank said in its annual flagship South Asia Economic Focus report that Pakistan’s exposure to debt-related shocks would remain elevated in the medium-term, as would Pakistan’s exposure to debt-related shocks.

As fiscal consolidation efforts are expected to resume, the deficit is projected to remain elevated at 8.3% of GDP this fiscal year partly due to the settlement of arrears in the power sector, it said.

For the next fiscal year, the WB has projected the budget deficit at 7.7% of the GDP. The lender has projected the debt at 93.9 % of the GDP or Rs43 trillion, forecasting it to increase to 94.4% in the next fiscal year. The public debt was 88% of the GDP in the last fiscal year.

However, the ministry of finance in its monthly economic update and outlook said the fiscal performance from July-January FY2021 shows that the fiscal consolidation policy helped in preserving fiscal discipline, increasing revenues, and controlling expenditures.

On the revenue side, the FBR tax collection continues to improve, having exceeded the eight-month target by Rs17 billion. Eight months performance indicates that it would remain on track and the current fiscal year would end up meeting the set target, it said.

“However, the increase in Covid infection and related containment measures may pose certain challenges; especially the expenditure side may come under pressure.”

The government’s decreased demand for external funding amid a surplus in the current account, revaluation gains due to appreciation of the rupee against the dollar, the availability of multilateral funds and relief on principal payments by G-20 countries under the Debt Service Suspension Initiative have contributed to the accumulation of foreign debt.

Russian foreign minister arrives in Islamabad on two-day visit
Russian Foreign Minister Sergey Lavrov arrived on Tuesday for a two-day visit in Islamabad, where he was received by his Pakistani counterpart, Shah Mehmood Qureshi.

This is the first visit by a Russian foreign minister to Pakistan since 2012.

With the Afghan situation on top of the agenda, the two foreign ministers will also discuss bilateral ties, including economic cooperation, counter-terrorism and socio-economic ramifications of the Covid-19 pandemic.

According to a statement issued by the Russian Foreign Ministry, FM Lavrov will also hold meetings with the country's top political and military leadership.

"The parties plan to discuss the current state and prospects for the development of bilateral relations with an emphasis on cooperation in the trade, economic and counter-terrorism fields, exchange views on topical issues of the international and regional agenda," the statement said.

"Today, Pakistan is an important foreign policy partner of our country. Fruitful interaction is maintained at the international organisations, primarily in the UN and its specialised agencies. The cooperation between Moscow and Islamabad is based on the coincidence or similarity of positions on most of the problems of the world community, including issues of strategic stability and countering terrorism," it added.

Leaving the bitterness of the past behind, Islamabad and Moscow have developed strategic trust and share views on various issues, including the Afghan problem.

Russia recently hosted a conference of Pakistan, the United States, China and representatives from the Afghan government and the Taliban as part of its efforts to break the stalemate in the ongoing Afghan peace process.

Russia, like Pakistan, China and Iran, is concerned that the US withdrawal from Afghanistan without a prior peace deal could jeopardise regional security.

The statement issued by the Russian foreign ministry termed the situation in Afghanistan a "common concern".

"We look forward to an early finding of a constructive solution in order to end the civil war in the Islamic Republic of Afghanistan through agreements on the formation of an inclusive government with the participation of the Taliban movement," it said.

Cheap Chinese tyres flood local markets
Chinese tyres have captured 85 per cent of market share in Pakistan — a substantial 45pc increase from two years ago, importers said on Monday.

Like many Made in China products that have flooded local markets, the takeover of the local market share by a Chinese product is not unusual.

Back in 2018, Chinese car tyres held 40pc of the market share which has since increased to 85pc. In the light truck category tyres, China held a share of 30-40pc two years ago which has now gone up to 65-70pc.

Similarly, China also dominates in truck/bus tyres with over 75pc market share which was 40pc two years back.

Former chairman of the Pakistan Tyre Importers and Dealers Association (PTIDA) Azim K. Yousufzai said, “Mushroom growth has been noted in the number of dealers who are regularly flooding the market with Chinese tyres.”

One of the main reasons for the rising market share of Chinese tyres is low prices compared with European, Korean, Thai and American tyres, Mr Yousufzai added.

On the smuggling of tyres, he said illegal arrival of different types tyres has slowed down drastically owing to strict vigil at the Landi Kotal border. However, smuggled truck tyres still find their way into local markets via the Chaman border.

“Strict monitoring at the borders has brought down informal arrival of tyres to 20pc from 50-60pc,” he claimed.

Tightening border security has helped in boosting Pakistan’s legal imports of rubber tyres and tubes by 145pc in quantity to 4.87 million and 253pc in value to $262m during July-Feb 2020-21 from 1.98m costing $74m in the same period last fiscal year, figures of PBS revealed.

However, Mr Yousufzai said the menace of smuggling still haunts legal tyre trade and deprives the government from revenue. “If the passenger car tyre demand is estimated at 4.25m tyres annually, legal imports cover over 1.7m tyres while the local industry provides 1.19m, leaving a shortfall of around 500,000 tyres which is met through smuggling,” he explained.

Light truck tyre (radial and non-radial) demand is estimated at 4.48m in which local industry produces over 360,000 tyres while imports come to around 900,000 tyres, leaving a shortfall of 2.66m tyres which is met by smuggled items.

In truck/bus tyres (radial and non-radial), legal imports stand at around 900,000 tyres against the demand of 4m tyres annually. As a result, the shortfall of 2.5m tyres is met via illegal arrivals, the former PTIDA office bearer said.

The government has reduced the regulatory duty (RD) to 10-20pc for various categories imported tyres imported 35pc some two and half years ago which also encouraged legal imports, he added.

Jordan's Prince Hamza pledged allegiance to King Abdullah on Tuesday after mediation by the royal family, two days after he was placed under house arrest and accused of trying to destabilise the country.

Prince Hamza signed a letter in which he placed himself at the monarch's disposal after a meeting on Monday with Prince Hassan, the king's uncle, and other princes, the royal court said.

"I place myself in the hands of his majesty the king [...] I will remain committed to the constitution of the dear Hashemite Kingdom of Jordan," Prince Hamza said in the letter released by the palace.

An earlier royal palace tweet said the king had entrusted Prince Hassan, also a former crown prince, to take charge of the matter and that Prince Hamza had agreed to family mediation over the affair.

On Saturday, the military warned Prince Hamza over actions it said were undermining "security and stability" in Jordan, and he later said he was under house arrest. Several high-profile figures were also detained.

Officials said on Sunday Prince Hamza had liaised with people who had contacts with foreign parties in a plot to destabilise Jordan, an important ally of the United States, and that he had been under investigation for some time.

The half-brother of King Abdullah and former heir to the throne said in a voice recording released by Jordan's opposition on that he would not comply after being barred from any activity and told to keep quiet.

While Prince Hamza is not seen as a direct threat to the king, his actions suggested he wanted to shore up his position with the Jordanian public after being removed from the royal succession.

"For sure I won't obey when they tell you that you cannot go out or tweet or reach out to people but are only allowed to see the family. I expect this talk is not acceptable in any way," he said in the recording circulated to friends and contacts.

The intrigue shook Jordan's image as a haven of stability in the unpredictable Middle East.

It is unclear why the kingdom decided to crack down on Prince Hamza now, but he put himself at growing risk by stepping up visits in recent weeks to tribal gatherings where the king and his government have been criticised more openly.

Public anger has also increased since nine Covid-19 patients died when oxygen ran out in a newly built state hospital, exposing negligence blamed on official mismanagement and corruption. Protests were broken up with tear gas.

The prince went to the homes of those who died to pay condolences, hoping to upstage the monarch who had earlier gone to the hospital to defuse anger, officials say. It was the first such open rift in the royal family in many years.

Public frustrations
King Abdullah removed Prince Hamza from his position as heir to the throne in 2004.

In a video passed to the BBC by Prince Hamza's lawyer on Saturday, the prince accused Jordan's leaders of corruption, apparently hoping to tap into the public's frustrations.

Prince Hamza is not seen as a threat to the monarchy, which enjoys the support of the army and security services, but has gained sympathy among Jordanians sceptical of the government's accusations about his foreign links, saying it was a campaign to defame him.

"This is character assassination without evidence," said Ali R. Al Tarawneh in a tweet.

A supporter identified only as Razan said on Twitter there was "no good in a country that imprisons its prince".

Others felt he was driven only by revenge at being sidelined and wanted to win popularity in tribal gatherings by emulating, in tone and language, his late father, who is revered by many Jordanians.

Prince Hamza is the oldest son of the late King Hussein and his wife Noor, who had groomed him as a future monarch. He has served in the Jordanian armed forces.

He angered the royal palace by trying to endear himself to a poor tribal constituency that has felt the impact of a shrinking economy and the state's inability to keep creating jobs that have long absorbed tribesmen in rural and Bedouin areas.

Officials said between 14 and 16 people had been arrested in connection with the alleged plot.

The state news agency said those arrested included Bassem Awadallah, a US-educated confidant of the king who became minister of finance and adviser to Saudi Crown Prince Mohammed bin Salman, and royal family member Sharif Hassan Ben Zaid.

Jordan's neighbours and allies have expressed solidarity with King Abdullah over the security measures in the kingdom.
